There were approximately two (2) members of the public  
1. CALL TO ORDER 
"Please note, the order of agenda items may be modified during the meeting. Times are 
provided for convenience only and are subject to change." 
Chair Luckham called the meeting to order at 10:00 am.  He acknowledged that the meeting was 
being held in territory of the Coast Salish First Nations, welcomed the public and introduced 
Trustees, Staff and Recorder. 
2. APPROVAL OF AGENDA 
By general consent the agenda was approved as presented. 
3. MINUTES 
3.1 Local Trust Committee Minutes dated December 12, 2018 - for adoption 
The following amendments to the minutes were presented for consideration: 
 Page 3, 10.3 strike the line “Director Marlor will be attending all Council meetings in 
the Bowen municipality.” 
By general consent the minutes dated December 12, 2018 were adopted as amended. 
3.2 Section 26 Resolutions-Without-Meeting - none 
4. BUSINESS ARISING FROM MINUTES 
4.1 Follow-up Action List dated February 26, 2019 
  Received for information.

6. APPLICATIONS AND REFERRALS - none 
7. LOCAL TRUST COMMITTEE PROJECTS 
7.1 Presentation on the Ecological Significance of the Islands and Islets in the Ballenas-
Winchelsea Archipelago 
Planner Zupanec provided a presentation and the following key points were noted: 
 Presentation based on the Mt. Arrowsmith Biosphere Region (MABR) roundtable 
presentation video, which is posted on the resources page of their website 
www.mabr.ca; 
 Significant areas of the islands in the Ballenas-Winchelsea Archipelago have a high 
concentration of biodiversity and herbaceous areas untouched by deer and other 
foragers; 
 The Mt. Arrowsmith Biosphere Region Research Institute (MABRRI) have 
information posted to their website regarding bull kelp restoration in the area; 
 The Ballenas-Winchelsea Official Community Plan (OCP) and Land Use Bylaws (LUB) 
included specific zoning to restrict development and limit the footprint of residents; 
and 
 MABR discussed at their previous meeting erecting totems to represent the 
boundaries of the biosphere using windfall.
