That the Galiano Island Local Trust Committee approve issuance of Development Permit GL‐DP‐2017.2 (Koster) REPORT SUMMARY This report is to consider a Development Permit (DP) application. The application is for a renovation and addition to two (2) dwellings (cottages) that are to be incorporated into a single dwelling. The application is for measures for the protection of woodland ecosystems and to manage the proposed development that is within the Development Permit Area 5 – Woodland Ecosystems DPA. The applicable objective of the DPA is as follows: The objective of this development permit area is to preserve and protect remaining sensitive ecosystems on Galiano Island. More specifically, to preserve and protect the sensitive woodland ecosystem. In summary, the above recommendation for the development proposal is supported as: it is a permitted use in the Land Use Bylaw (LUB); the proposed development minimizes impacts on the ecosystem and is largely outside of the DPA; it meets the objectives and specific guidelines of the DPA; and as the conclusions and recommendations for construction management and mitigation of impacts in a Biologist’s report have been fully incorporated into the proposed DP. A copy of the Development Permit Area Checklist for DPA 5 and the proposed Development Permit GL‐DP‐ 2017.2 (Koster) are attached. Islands Trust Staff Report 2 BACKGROUND The existing residential development on the property consists of two (2) dwellings (cottages) in close proximity to each other and joined by a common deck (See Figure 2 – Site Plan). The older (northern‐ ‘A’ in Figure 2) cottage is 36 m² (384 ft²) and was constructed in 1970. It is partially within the 6.0 m side yard setback, however given the date of construction, it has legal, non‐conforming status. The other cottage is 23 m² (250 ft²) and was constructed more recently (‘B’ in Figure 2). The two buildings have a shared deck 44 m² (475 ft²) and there is currently an enclosed walkway connection between the buildings. The existing, combined floor area of the two cottages is 59 m² (634 ft²) plus decks. The proposed development will combine the two cottages, and make additions including a workshop, garage, hallways and stairs. The floor area of new construction will be is 114 m² (1230 ft²). The floor area of the new, combined dwelling will be 173 m² (1862 ft²). The footprint of the dwelling is shown in Figure 2 and the floor plans and elevations are shown in Attachme
