THE PROPOSAL: 
The applicant is proposing to rezone the subject property from ‘Resource’ (R) to ‘Resource 
Residential’ in order to facilitate the subdivision of a 10.7 hectare lot into two lots.   
 
SITE CONTEXT: 
The subject property is a 10.7 ha undeveloped waterfront lot on Dempsey Road, Gabriola Island 
that was part of a four lot subdivision approved in 2003. No further subdivision of the four lots is 
possible under the existing (R)  zone  8  ha  minimum  lot  size  subdivision  regulation  D.2.4.b)i)  in 
the Gabriola Island Land Use Bylaw (LUB).  
 
An  undeveloped portion  of  the  Dempsey  Road right  of  way bisects  the  subject  property for 
access to the lot to the east (Figure 1) which contains an AM/FM radio tower. Roughly three of
