REGARDING PROPOSED BYLAW NO. 280 CITED AS  
“GABRIOLA ISLAND LAND USE BYLAW, 1999, AMENDMENT NO. 1, 2015”

Media and Others: One (1) member of the local media and 6 (six) members of the public 
were in attendance. 
 
 
1. CALL TO ORDER 
 
Chair Busheikin called the meeting to order at 10:52 am  
 
2. INTRODUCTIONS AND OPENING STATEMENT FROM THE CHAIR 
 
Chair Busheikin read a formal statement explaining the public hearing regarding the 
Proposed Bylaw No. 280.  She stated that all persons who believe their interest is 
affected by the bylaw would be given the opportunity to express their concerns and that 
further submissions cannot be received by the Local Trust Committee after the close of 
the public hearing  
 
3. REVIEW OF PUBLIC HEARING NOTICE 
 
Planner Brzozowski reviewed the Public Hearing Notice.  She stated that the purpose of 
the bylaws was to address a number of minor issues and to correct errors and 
inconsistencies in the Official Community Plan (OCP) and Land Use Bylaw (LUB).  The 
objective of the amendments was to make it more easily interpreted by staff and the 
public.

4. COMMENTS AND QUESTIONS FROM THE PUBLIC 
Katherine Robertson, 1094 Chappel Place, indicated that when she lived in Victoria 
similar facilities were located nearby and the public was not aware they were there with 
the exception of lights and a security presence, and you could smell an odor that 
perhaps one would not want children smelling so possibly the Local Trust Committee 
can differentiate the set back from schools and hospitals compared to other areas, 
 
Chair Busheikin asked the public for any other comments or submissions. The Chair 
asked again for any further comments or submissions. The Chair asked a third and final 
time for submissions. Hearing none, Chair Busheikin closed the meeting. 
 
17. ADJOURNEMENT 
 
By general consent, the meeting adjourned at 10:56 am.
