MINUTES OF THE DENMAN ISLAND SPECIAL BUSINESS MEETING  
TO HOLD A COMMUNITY INFORMATION MEETING 
 
REGARDING PROPOSED BYLAW NO. 201  
(BYLAW ENFORCEMENT NOTIFICATION BYLAW) 
 
HELD AT 7:30 PM, WEDNESDAY, MARCH 14, 2012 
DENMAN ISLAND COMMUNITY HALL (BACK HALL) 
1196 NORTHWEST ROAD, DENMAN ISLAND, BC

There were forty (40) members of the public in attendance. 
 
1. CALL TO ORDER 
 
Chair Graham called the meeting to order at 7:34 pm.  Trustee Busheikin 
welcomed the public and introduced herself, Chair Graham, Bylaw Enforcement 
Coordinator Drew and Recorder Bockman.   
 
 
2. APPROVAL OF AGENDA 
 
The agenda was approved by consensus. 
 
 
3. OPENING REMARKS FROM THE CHAIR 
 
Chair Graham explained that this Community Information Meeting is being held 
in response to concerns that had been heard previously by the Local Trust 
Committee during its consideration of proposed Bylaw No. 201. He advised that 
proposed Bylaw No. 201 is an administrative bylaw and does not require a public 
hearing and clarified that this bylaw is not being advanced further at this time.  
 
He remarked that this meeting is an opportunity to discuss bylaw enforcement in 
general, provide a forum for the public to ask questions, and for Bylaw 
Enforcement Coordinator Drew to clarify proposed Bylaw No. 201 and the Bylaw 
Enforcement Notice & Dispute Adjudication system.

4. PRESENTATION ON PROPOSED BYLAW NO. 201 CITED AS “DENMAN 
ISLAND LOCAL TRUST COMMITTEE BYLAW ENFORCEMENT 
NOTIFICATION BYLAW, NO. 201, 2011”. 
 
Bylaw Enforcement Coordinator Drew presented an overview of the Islands Trust 
bylaw enforcement team, general background, enforcement goals, and the bylaw 
enforcement policy adopted by the Islands Trust Council which is, like all local 
governments, a complaint-based process.   
 
Bylaw Enforcement Coordinator Drew summarized proposed Bylaw No. 201 and 
the proposed Bylaw Dispute Adjudication System, explained the process, and 
described how it works.  He stated that the system provides a cost effective 
alternative for settlement of minor infractions by replacing provincial court with an 
adjudicator in an informal style and encourages compliance with the community’s 
bylaws. 
 
 
5. QUESTIONS AND ANSWER SESSION 
 
Sara French – asked why the complaint process is anonymous. 
 
Bylaw Enforcement Coordinator Drew clarified that the process is not 
anonymous; the names of the complainants are not divulged as the issue is the 
question of whether the bylaw is in compliance. 
 
Robert Newton – commented that the motivation of a complainant can be 
suspect which can corrupt the harmony in the community if allowed to go 
forward. 
 
Bylaw Enforcement Coordinator Drew explained that complaints are investigated 
for their validity and he reiterated that
