MINUTES OF THE DENMAN ISLAND LOCAL TRUST COMMITTEE  
BUSINESS MEETING 
HELD AT 10:30 AM ON MAY 1, 2012 
AT THE DENMAN SENIORS HALL 
1111 NORTHWEST ROAD, DENMAN ISLAND, BC

There were nineteen (19) members of the public in attendance. 
 
 
1. CALL TO ORDER 
 
Chair Luckham called the meeting to order at 10:30 am.  He welcomed the public and 
introduced himself, the Local Trustees, Island Planner, Bylaw Enforcement Coordinator 
and Recorder.  He acknowledged that the meeting is being held in traditional Coast 
Salish territory. 
 
 
2. APPROVAL OF AGENDA 
 
The agenda was adopted by consensus with the following amendments: 
 Add item 6.6: Email from Nancy Roggers dated April 26, 2012 regarding: 
Denman Expense Report – Final Year End to March 31, 2012 - Update 
 Add item 10.3: Email dated April 29, 2012, Parts one and two, from Graham 
Brazier regarding Agenda Items 6.4 and 6.5 (Bylaw Enforcement Policy and 
Report)  
 Add item 10.4: Email dated April 29, 2012 from Cynthia Minden regarding 
Agenda Items 6.4 and 6.5 (Bylaw Enforcement Policy and Report)  
 Add item 12.1.1: Email dated April 24, 2012 from Leah Bendell regarding 
Response to Staff Report by Courtney Simpson 
 
 
3. CHAIR’S REPORT 
 
Chair Luckham reported that he and Trustee Graham attended the Association of 
Vancouver Island Coastal Communities meeting recently in Ucluelet which presented an 
opportunity to network with other Vancouver Island communities and to learn from each 
other.  He noted that some of the highlights of the meeting included the role of local 
governments during oil spills, discussion on derelict vessels and a discussion of 
aquaculture with Fisheries and Oceans Canada and provincial regulators.   
 
He reported that the Islands Trust Council is preparing the Strategic Plan at this time, 
working to identify what strategic items the Islands Trust might address to support the

Local Trust Committees in their work.  He advised that the Trust Council meeting will be 
held in June and he invited the public to attend that meeting where there will be 
opportunity to provide input for the Strategic Plan.  
 
 
4. TRUSTEES’ REPORT 
 
Trustee Busheikin reported on a meeting with the Comox Valley Regional District that 
she attended along with Trustee Graham, commenting that topics included the ferry-to-
ferry trail and the Comox Valley Regional District’s potential role as a service provider.  
She stated that she attended her first Ferry Advisory Committee meeting where the 
cable ferry and the impact on Denman Island fares were discussed.   
 
She reported that since the last Local Trust Committee meeting she held an Trustee 
Office Day which provided the opportuni
