[0:02:00] Voice 13: much to the staff who've made enormous improvements as we moved along and all the trustees for

[0:02:04] Voice 13: learning the technology. We all need to understand and be supportive as we struggle with any

[0:02:09] Voice 13: further challenges. I ask that everyone mute their mic when you are not speaking to reduce

[0:02:15] Voice 13: the risk of audio disruptions and just be aware that I will mute you if I notice that

[0:02:20] Voice 13: your mics are muted and you're not speaking. So that's not so silent to you is just to

[0:02:24] Voice 13: like drop background noise um we appreciate your understanding assistance um as we go along and

[0:02:33] Voice 13: and apologize in advance for any technical challenges that may come up i also wanted to

[0:02:40] Voice 13: add that this is a place of employment and a public gathering despite the fact that many

[0:02:44] Voice 13: trustees staff and others are in their own homes everyone has a right to a safe and respectful

[0:02:47] Voice 13: workplace um we do really enforce that in the way we communicate with each other as well so

[0:02:53] Voice 13: please speak to the issues and support arguments as much as possible. Thank you for your patience

[0:02:59] Voice 13: today. We appreciate your understanding assistance in these unprecedented times. All right. So we

[0:03:06] Voice 13: have an agenda before us. It was in the packet for those of you who, sorry, multiple screen

[0:03:17] Voice 13: screen challenge. All right, here we go. So we are starting today. If everyone can just turn

[0:03:26] Voice 13: themselves to their first page of their packet and look at the agenda. Can I have any new items

[0:03:33] Voice 13: or reordering of the agenda requests on the table? Oh, and also just a reminder that in this meeting,

[0:03:38] Voice 13: we use our digital hands. It should be at the bottom of your screen now, it's a little hand.

[0:03:43] Voice 13: hand. So please use your digital hands. I'll keep track. Okay. All right. So any changes

[0:03:55] Voice 13: or questions on the agenda? So not seeing any hands. I'm going to ask for the approval

[0:04:06] Voice 13: of the agenda by consensus. Any opposition to that? Okay. So we will go ahead and approve

[0:04:14] Voice 13: the agenda by consensus um town hall and delegations um we don't have any is that correct

[0:04:20] Voice 13: robert that

[0:04:23] Voice 8: is correct um

[0:04:26] Voice 13: adoption of the minutes of the meeting are there any um

[0:04:31] Voice 13: questions about the minutes for the trust programs committee meeting of november 5th

[0:04:35] Voice 13: 2020 any changes or edits okay not seeing any changes or edits we'll go ahead and adopt those

[0:04:50] Voice 13: with consensus resolutions without meeting there that's just for

[0:04:59] Voice 13: information purposes I believe do we need any adoption oh no we need to

[0:05:02] Voice 13: fully adopt it sorry that's a question for you Robert

[0:05:07] Voice 8: chair no it already has

[0:05:10] Voice 8: been adopted this is just for information okay

[0:05:13] Voice 13: thank you and then

[0:05:15] Voice 13: follow-up action list will be provided at the next meeting as this is really

[0:05:19] Voice 13: specific to just deal with one particular issue so thank you all for

[0:05:23] Voice 13: making the time to be here this unusual meeting um so trust council business that brings us down to

[0:05:29] Voice 13: five um and we are on page 11. so i think i will turn this over to delaney at this point i believe

[0:05:37] Voice 13: yeah okay go ahead thank you

[0:05:39] Voice 10: um hello tpc happy new year everyone um today uh we have a special

[0:05:46] Voice 10: meeting to discuss this

[0:05:48] Voice 11: RFD. So taking you back to December Trust Council, this came as a result

[0:05:54] Voice 11: of a motion put forward by Chair Morrison in response to the discussion that was taking place

[0:06:01] Voice 11: on the Policy Statement Amendment Project and the motions that were brought forward at that time by

[0:06:08] Voice 11: trustee right and so trust council had resolved to send questions out to all trustees requesting

[0:06:18] Voice 11: feedback by the end of January and that that be forwarded from TPC as a whole so we wanted to

[0:06:26] Voice 11: give you all the opportunity to see that correspondence comment on the questions and

[0:06:32] Voice 11: give us any feedback before we send it out and the plan would be to send it out today

[0:06:40] Voice 11: with or without amendments so that we can solicit feedback by the by January 31st. So the questions

[0:06:48] Voice 11: the correspondence that we would be sending to the trustees starts on page 13 with the header

[0:06:55] Voice 11: memorandum and the three questions are listed at the top of that page. So I

[0:07:03] Voice 11: think I'm happy to answer any questions otherwise any feedback you have

[0:07:07] Voice 11: suggestions for edits are more than welcome. Thank

[0:07:13] Voice 13: you. So would anybody like to

[0:07:16] Voice 13: share thoughts, comments, questions?

[0:07:26] Trustee Critchley: I'd like to just make the motion there so

[0:07:31] Trustee Critchley: so that we can debate something.

[0:07:33] Voice 13: That'd be great.

[0:07:34] Trustee Critchley: And people can make amendments or whatever,

[0:07:38] Trustee Critchley: but I'll move that the trust programs committee

[0:07:40] Trustee Critchley: request the chair of trust programs committee

[0:07:42] Trustee Critchley: to send the memorandum with questions to trustees

[0:07:45] Trustee Critchley: as drafted requesting responses by January 31st, 2021.

[0:07:51] Voice 13: I'll second that.

[0:07:52] Voice 13: Thank you.

[0:07:53] Voice 13: So that's Kaye Slinger seconding.

[0:07:55] Voice 13: Thank you.

[0:07:56] Voice 13: All right, so motion on the table.

[0:07:58] Voice 13: Would anybody like to, would you like,

[0:07:59] Voice 13: Trustee Kirchley, would you like to speak to that motion?

[0:08:04] Trustee Critchley: I'll just say that I think it makes sense to do this.

[0:08:08] Trustee Critchley: It seems like a quick and convenient way

[0:08:11] Trustee Critchley: of getting general views of trust council,

[0:08:15] Trustee Critchley: which is always a difficult thing to do

[0:08:17] Trustee Critchley: when we're going around the table of 26 trustees

[0:08:19] Trustee Critchley: in a meeting.

[0:08:21] Trustee Critchley: I think these questions are open questions

[0:08:27] Trustee Critchley: questions and can invite a wide array of responses so I personally like the way that they have been

[0:08:38] Trustee Critchley: drafted and I'm not saying that there aren't other things that could be added or or amendments made

[0:08:44] Trustee Critchley: to it but I think it's a very good starting point thank you that's

[0:08:49] Trustee Critchley: all I have to say at

[0:08:50] Trustee Critchley: one thing

[0:08:50] Voice 13: thank you trustee rogers thanks

[0:08:56] Trustee Rogers: um good morning everyone I think I think this is the only

[0:09:00] Trustee Rogers: way to raise our hands today it's this sort of cartoon where hey i feel a bit like mickey mouse

[0:09:08] Trustee Rogers: um anyway the uh uh thanks i i gather um uh and i'm sorry i i didn't i should have done this a

[0:09:17] Trustee Rogers: little earlier but i i this is based by work in progress i gather the intent is with the

[0:09:22] Trustee Rogers: the memorandum that you're going to send out you're going to include the materials that trustee

[0:09:26] Trustee Rogers: right put out at the beginning of and so there would be and as the intention then when you get

[0:09:33] Trustee Rogers: the answers back to do a compilation of the answers of some sense and and have all that

[0:09:39] Trustee Rogers: material before trustees yes

[0:09:42] Voice 11: so um the plan would be to compile all the um responses that come in

[0:09:47] Voice 11: we may um we're aspiring to add it as a late agenda item to the the next tpc meeting agenda

[0:09:54] Voice 11: on February 5th, and then also to trust council

[0:09:59] Voice 11: for that full day discussion, yes.

[0:10:02] Trustee Rogers: Thank you very much for that.

[0:10:03] Trustee Rogers: I just have one comment I about five minutes ago

[0:10:08] Trustee Rogers: when I get our five minutes before the meeting started

[0:10:10] Trustee Rogers: and I apologize again for it being so delayed.

[0:10:13] Trustee Rogers: It had been my intention since trust council

[0:10:15] Trustee Rogers: that we thought that there should also be an alternate idea

[0:10:20] Trustee Rogers: put before trust council as to what trustee Wright

[0:10:23] Trustee Rogers: is putting forward and I had been working on some language related to what a motion might look like

[0:10:28] Trustee Rogers: that would be a sort of a different view and I've sent out this morning a sort of a draft of what

[0:10:37] Trustee Rogers: my my motion would look like or a motion would look like related to a different point of view

[0:10:43] Trustee Rogers: that sort of captures that rather than focus on just the point of view that

[0:10:51] Trustee Rogers: that Trustee Wright and some others have put forward.

[0:10:55] Trustee Rogers: And so I would like that draft

[0:10:59] Trustee Rogers: to be put in the memorandum as well,

[0:11:02] Trustee Rogers: as an alternate motion that will be on the table

[0:11:07] Trustee Rogers: for consideration in March as well.

[0:11:11] Trustee Rogers: So it's fairly short and I will then include in my answers

[0:11:17] Trustee Rogers: to the questions some of the rationale

[0:11:19] Trustee Rogers: and then it can be in that form rather than a separate

[0:11:22] Trustee Rogers: memorandum, if that's acceptable to the trustees.

[0:11:26] Trustee Rogers: If anybody has any concerns about that, please let me know.

[0:11:29] Trustee Rogers: Or just say it's okay.

[0:11:35] Voice 13: Responses, other questions, please again,

[0:11:37] Voice 13: use your hands if you can, that's super helpful.

[0:11:43] Voice 7: I'm just reading the motion, sorry.

[0:11:46] Voice 13: Okay, yeah.

[0:11:47] Voice 13: And Robert, can you just confirm

[0:11:49] Voice 13: that you got the motion from Dan?

[0:11:53] Voice 8: Yes, I did. Would you like me to show them on the screen?

[0:11:56] Voice 13: That would be very helpful. Thank you.

[0:11:58] Voice 8: Much

[0:12:17] Trustee Rogers: better. Much more. I guess that's the way it looks in motion form. Thank you.

[0:12:29] Voice 13: Okay. So that would be, from what I can see here, that would be an amendment potentially to the memorandum.

[0:12:35] Voice 13: So we'd have to just make sure we're clear about that in our own thinking and how we adjust the motion.

[0:12:42] Voice 13: because right now, the way our current motion reads

[0:12:46] Voice 13: is that we'll send the memorandum

[0:12:48] Voice 13: with questions to trustees.

[0:12:50] Voice 13: I think if we're going to ask for additions

[0:12:51] Voice 13: to the existing memorandums in the packet,

[0:12:53] Voice 13: we're going to need a specific motion from this committee.

[0:12:55] Trustee Rogers: Yes, and I'll make that motion if you wish.

[0:12:59] Trustee Rogers: So I would move that the motion read

[0:13:03] Trustee Rogers: at the memorandum as amended.

[0:13:08] Trustee Rogers: I'll second that.

[0:13:11] Voice 13: Okay, so right now, I just want to make sure

[0:13:14] Voice 13: robert has this clear um so it's the motion that you have there robert and it's um so that's the

[0:13:21] Voice 13: one we're discussing right now not the forwarding this to trust council whether we're going to amend

[0:13:26] Voice 13: the memorandum so thoughts and questions on that doug would you like to comment on that

[0:13:34] Voice 13: or i'll come back to you on the yeah okay um paul would you like to speak oh sorry actually

[0:13:40] Voice 13: dan would you like to speak first to your motion no

[0:13:42] Trustee Rogers: i i think i have i i as i said i just want to

[0:13:46] Trustee Rogers: I think it just would be helpful for the trustees

[0:13:49] Trustee Rogers: to see an alternative, what the alternative would look like

[0:13:54] Trustee Rogers: as opposed to the motion.

[0:13:56] Trustee Rogers: I think there's four motions from Trustee Wright,

[0:13:58] Trustee Rogers: but maybe not for Mayor.

[0:14:00] Trustee Rogers: So that's all.

[0:14:01] Trustee Rogers: So that's just a sort of focus,

[0:14:03] Trustee Rogers: help focus that discussion.

[0:14:06] Voice 13: Trustee Brent, I saw your hand up.

[0:14:08] Voice 13: Do you want to add anything?

[0:14:10] Voice 3: No, I just, I agree with Trustee Rogers.

[0:14:15] Voice 3: I mean, it's, you know, you read the original staff report, it's almost confusing in a way

[0:14:22] Voice 3: because you can't tell whether it's Steve or a staff report.

[0:14:24] Voice 3: So I think an alternative is a really good idea so that people, you know, understand

[0:14:30] Voice 3: that there are two sides and two versions to this.

[0:14:34] Voice 3: So yeah, very much in support.

[0:14:37] Voice 13: Okay.

[0:14:37] Voice 13: Any other questions about the motion before us?

[0:14:40] Voice 13: And Robert, maybe if I could just get you to read out the exact motion before us that

[0:14:44] Voice 13: we're doing.

[0:14:44] Voice 13: I

[0:14:45] Voice 8: will do. I will do so. But I'm not sure if I've captured the intention of Trustee Rogers. The original motion is, as on the screen, that Trust Programs Committee request the Chair of Trust Programs Committee to send the memorandum with questions to trustees as drafted, requesting responses by January 31st, 2021. And I believe Trustee Rogers wanted the words as amended in there. Is that correct?

[0:15:23] Trustee Rogers: I move that we amend the memorandum by including the two motions submitted by trustee Rogers, it as alternatives. Sorry.

[0:15:38] Voice 8: All right. Chair, you currently have one of motion on the floor. And you have a motion to amend the memorandum by including the two motions submitted by trustee Rogers as alternatives to the memorandum.

[0:15:48] Voice 8: is this an but it has not been voted on which is this one and now there's another a new

[0:15:56] Voice 13: yeah so the

[0:15:58] Voice 13: the challenge that we have is that the motion that was put for the that is okay so there are

[0:16:04] Voice 13: two motions the first motion is about whether we forward the memorandum to the trustees however

[0:16:11] Voice 13: what trustee rogers is suggesting is to alter the memorandum so it's embedded within the first

[0:16:17] Voice 13: motion because it has to do with the memorandum itself and so we have to have that motion

[0:16:23] Voice 13: decided before we decide the other one because it's really it's an embedded concept within the

[0:16:29] Voice 13: first one is my understanding um ceo hudson pillar or claire frader can you tell me if i'm wrong on

[0:16:35] Voice 13: that yes

[0:16:36] Voice 12: you may wish to table the current motion i think understand it and maybe move on to the

[0:16:40] Voice 12: next motion and then come back and untable it yes i

[0:16:43] Voice 1: agree that i um the last two motions on

[0:16:46] Voice 1: the screen would have to be determined first and then you would amend your omnibus motion for lack

[0:16:52] Voice 1: of a better word thank

[0:16:54] Voice 13: you sorry i was thinking that they were that way i didn't realize i had

[0:16:56] Voice 13: to table one first so and do i need to vote on the table or can i just table it did it vote on

[0:17:02] Voice 13: the table i'm afraid i don't know the answer to that without my robert i don't have my robert

[0:17:06] Voice 13: sorry

[0:17:06] Trustee Rogers: what was the question i've got my robert so

[0:17:08] Voice 13: so um the question and i just check stuff too

[0:17:12] Voice 13: because they also know so um about just whether we need to table the first motion

[0:17:18] Voice 13: like as a vote or can i just do that as a chair

[0:17:21] Trustee Rogers: um table um i think you're actually supposed to

[0:17:32] Trustee Rogers: says here uh you postpone it to a a time certain so

[0:17:41] Voice 13: the chair can do that or do i need to

[0:17:43] Voice 13: have a vote on that is what i want to know

[0:17:45] Trustee Rogers: uh oh you want to know if there has to be a moment

[0:17:48] Voice 13: Okay, I'm going to do the simple thing.

[0:17:51] Voice 3: I'm

[0:17:51] Voice 13: going to move it.

[0:17:52] Voice 3: I'm going to move that we table the first motion.

[0:17:56] Voice 14: Postpone, I think.

[0:17:57] Voice 3: Call Brent.

[0:18:01] Voice 3: That's fine.

[0:18:05] Voice 13: Until after the decision of the two,

[0:18:11] Voice 13: of the motions by trustees Rogers,

[0:18:12] Voice 13: I think is the way to say it.

[0:18:14] Voice 13: So it's specific times.

[0:18:15] Voice 3: That's friendly to me.

[0:18:16] Voice 13: Okay, seconder on trustee Brent's motion.

[0:18:22] Voice 13: motion. Okay. I see Tim. So the motion on the table right now is whether we postpone

[0:18:41] Voice 13: the motion we've been discussing to be able to consider Trustee Rogers' motion. Any questions

[0:18:49] Voice 13: or talk on that motion? Okay. All those in favor? Thank you.

[0:19:01] Voice 14: Thank you so

[0:19:01] Voice 13: much better than me. I

[0:19:04] Voice 13: put my hand in the air. Look at that. Okay. Thank you. Any opposed? Okay. That passes. So we are

[0:19:12] Voice 13: are now considering just the motions by or the motion by trustee Rogers to include the two

[0:19:21] Voice 13: motions and do we need that motion now restated so that it's oh sorry

[0:19:32] Voice 12: chair my audio is not great

[0:19:36] Voice 12: could I ask a question it's clear yeah I'm just looking for clarity around whether the intention

[0:19:42] Voice 12: is to include include these motions like within how they're my my question is how would they be

[0:19:47] Voice 12: introduced is there to be introductory language i'm saying that it is trustee rogers intention

[0:19:51] Voice 12: to bring these to trust council and it should it be embedded is the intention to embed it in the

[0:19:56] Voice 12: memorandum itself or create a second attachment my

[0:20:00] Trustee Rogers: my intention would be because there's a specific

[0:20:03] Trustee Rogers: reference to trustee right um as motions is that it would there would just simply be some language

[0:20:10] Trustee Rogers: that says alternative motions will be on the floor

[0:20:14] Trustee Rogers: introduced as well, and they are as follows.

[0:20:20] Voice 12: Okay, so I-

[0:20:21] Trustee Rogers: Something like that.

[0:20:22] Trustee Rogers: I would leave it to you guys

[0:20:23] Trustee Rogers: to sort of amend the memorandum briefly.

[0:20:26] Trustee Rogers: It doesn't have to be detailed.

[0:20:28] Voice 13: Okay, thank you.

[0:20:30] Voice 13: Okay, so I need to go back

[0:20:32] Voice 13: to a technical question for a second.

[0:20:34] Voice 13: Sorry, this is just the learning curve we're all on.

[0:20:37] Voice 13: on um so in terms of robert in terms of um do i need to have the motion by trustee rogers now

[0:20:46] Voice 13: brought back into an actual motion since we did it was out of order and do you have

[0:20:53] Voice 13: i'll

[0:20:54] Voice 3: move we on table the original motion so we're not

[0:20:59] Voice 13: so just just for a second let me just

[0:21:01] Voice 13: have a conversation with robert right now please um so right now we're going to consider um dan's

[0:21:08] Voice 13: thoughts that's where we're at in this meeting but what i don't understand is if i have a clear

[0:21:13] Voice 13: motion because i need to so i see now that the trust committee postponed but i don't see a clear

[0:21:19] Voice 13: motion that is dan's motion on my screen so that's what i'm looking for so dan i need you to state

[0:21:24] Voice 13: a clear motion

[0:21:26] Trustee Rogers: okay robert has put them in the in the uh in two separate motions they're there

[0:21:30] Trustee Rogers: at the bottom they're on the screen right now okay um which is that tpc add the following to

[0:21:37] Trustee Rogers: to the memorandum that, and then he puts one of my motions

[0:21:41] Trustee Rogers: and then he goes and the TPC

[0:21:42] Trustee Rogers: add the following

[0:21:43] Trustee Rogers: to their memorandum that trust council.

[0:21:45] Trustee Rogers: So I move, there aren't numbered yet, but I do.

[0:21:49] Voice 13: So I'm going to get you to read the first one

[0:21:51] Voice 13: and we're going to do one at a time.

[0:21:53] Voice 13: Can you

[0:21:53] Trustee Rogers: read the first one?

[0:21:54] Trustee Rogers: The TPC add the following to the memorandum quote

[0:21:59] Trustee Rogers: that trust council affirm its understanding

[0:22:02] Trustee Rogers: that the mandate of the trust contained in section three

[0:22:05] Trustee Rogers: of the Island's Trust Act include the concept

[0:22:06] Trustee Rogers: of protection of healthy and inclusive communities,

[0:22:10] Trustee Rogers: including but not limited to housing, transportation,

[0:22:14] Trustee Rogers: economic justice, and sorry,

[0:22:16] Trustee Rogers: an economic justice and wellbeing.

[0:22:18] Voice 13: Okay, do I have a seconder on that?

[0:22:25] Voice 13: Case, seconder, any discussion on that motion?

[0:22:35] Trustee Rogers: Can I just say one thing?

[0:22:37] Trustee Rogers: Yeah. I

[0:22:37] Trustee Rogers: recognize that this doesn't include

[0:22:39] Trustee Rogers: a number of other things like this motion

[0:22:42] Trustee Rogers: as it is in terms of the work being done

[0:22:45] Trustee Rogers: on our reconciliation and First Nations,

[0:22:48] Trustee Rogers: because those are already included in our discussion.

[0:22:51] Trustee Rogers: We just want to be clear about that.

[0:22:53] Voice 13: That's great. Thanks for the clarity.

[0:22:56] Voice 13: Any other... Oh, Trustee Critchley?

[0:23:00] Trustee Critchley: Thank you.

[0:23:02] Trustee Critchley: I have to question the need for this at this point in time.

[0:23:09] Trustee Critchley: I could see putting in other materials,

[0:23:13] Trustee Critchley: but to put in the alternate motion at this point,

[0:23:18] Trustee Critchley: I'm not seeing, I'm thinking that that's more confusing than it is helpful. In particular,

[0:23:27] Trustee Critchley: I don't know what certain of the words mean in this proposed motion, which is the concept of

[0:23:43] Trustee Critchley: protection. Actually, I don't think they've got quite the same wording that was in Dan's email.

[0:23:53] Trustee Critchley: There's something missing right there, I believe, isn't there?

[0:23:59] Voice 13: Yeah, I'll get it down if you can check that.

[0:24:02] Voice 8: I believe it

[0:24:03] Voice 8: is exactly the same.

[0:24:04] Voice 8: I've just copied the email, and I added the phrase,

[0:24:08] Voice 8: that TPC had the following text to the memorandum at the front.

[0:24:12] Trustee Critchley: Okay.

[0:24:12] Trustee Critchley: Yeah.

[0:24:13] Trustee Critchley: Okay.

[0:24:14] Trustee Critchley: I had difficulty reading it.

[0:24:16] Trustee Critchley: It was so small on my screen.

[0:24:19] Trustee Critchley: The concepts of housing, I get that.

[0:24:24] Trustee Critchley: Transportation, I get that.

[0:24:25] Trustee Critchley: but what in the world does economic justice mean and what does well-being mean in the context of

[0:24:32] Trustee Critchley: this particular motion? Those are concepts which I think require significant expansion for somebody

[0:24:41] Trustee Critchley: to understand in order to be able to make an intelligent decision on whether to vote in

[0:24:48] Trustee Critchley: favor of this or not. Those are my comments.

[0:24:52] Voice 13: Thank you. And I just want to see if Trustee

[0:24:55] Voice 13: Langer wants to speak because I think he might be having a little trouble with the hand so I just

[0:24:59] Voice 13: wanted to check with you did he just disappear yeah

[0:25:05] Voice 7: the question I've got as we're sending out

[0:25:08] Voice 7: a memo asking for feedback you know like I try to get responses to this are we asking in this motion

[0:25:17] Voice 7: for a response to the motion or what that's because it's not saying that trust council

[0:25:24] Voice 7: affirm so it's asking a question that trust council affirm or it's just i'm not sure what

[0:25:29] Voice 7: the intent of that statement trust council affirm it's understanding i can understand

[0:25:34] Voice 13: i'm sorry go ahead okay i

[0:25:36] Voice 7: just could say i understand it's trying to provide an alternate

[0:25:39] Voice 7: view but i i can certainly agree with that okay

[0:25:43] Voice 13: and i encourage trustee rogers to use your digital

[0:25:45] Voice 13: hand i will come back to you i do see you want to speak but i also want to just um one clarification

[0:25:50] Voice 13: case on the idea of including these motions in the memorandum is that the memorandum itself

[0:25:57] Voice 13: is the meat of what we would talk about and think about together as a council so that this wouldn't

[0:26:02] Voice 13: necessarily be any of these motions that are in here wouldn't necessarily be automatically decided

[0:26:06] Voice 13: it's just to give food for thought to the community so when we come together and talk we

[0:26:10] Voice 13: have a lot of different things to think about so that just as a framing piece that might be helpful

[0:26:15] Voice 13: I do want to acknowledge Lisa Wilcox and then we'll go to Dan.

[0:26:24] Voice 2: Yeah, just I would concur with Trustee Critchley on some of the phrasing of this and words

[0:26:34] Voice 2: that are used could be misconstrued and could be concerning.

[0:26:41] Voice 2: I'm also, as we move forward with how we're going to present to Trust Council, even though there might be an assumption that reconciliation is part of the process, when it's not contained in this motion, then that creates a problem that the focus becomes these things.

[0:27:06] Voice 2: I'm not sure what economic justice in regards to how that fits and how that fits within a framework of reconciliation.

[0:27:21] Voice 2: Like whose economic justice are we talking about?

[0:27:25] Voice 2: So that could be a problem.

[0:27:26] Voice 2: is the role of the Islands Trust to provide transport based on the calls for justice

[0:27:35] Voice 2: then that puts us into an area where we would be need to look at the recommendations

[0:27:41] Voice 2: for the calls for justice on transport which we haven't done because transportation was out of

[0:27:47] Voice 2: the purview of the Islands Trust so we only looked at the calls for justice in relation to housing

[0:27:57] Voice 2: So, I would just be a little bit concerned. Also, when you say inclusive communities, then we would end up having to define that and whether that is defined as part of the desires that First Nations have within the Gulf Islands, that also could become problematic.

[0:28:18] Voice 2: So the wording, I'd just be a little bit cautious about the wording and how, even if the information is not contained in there and we have an assumption that we will be working on reconciliation, if it's not within the motion, then it may be that it gets dropped or people forget about it.

[0:28:38] Voice 2: Thank

[0:28:39] Voice 13: you.

[0:28:41] Voice 13: Trustee Rogers?

[0:28:50] Trustee Rogers: I didn't intend to cause this level of confusion, and I'm sorry for that, and particularly since

[0:28:59] Trustee Rogers: when I'm chairing, I sort of try and stop this from happening and how I'm doing it.

[0:29:05] Trustee Rogers: My intention only is this.

[0:29:07] Trustee Rogers: Part of this memorandum includes not only trustee rights rationale, but all of the motions

[0:29:15] Trustee Rogers: she put on the table at the December Trust Council and I all I wanted to do was as people

[0:29:24] Trustee Rogers: think about their responses to the first three questions that are in the memorandum that

[0:29:30] Trustee Rogers: Delaney has put together is that they understand is that trustees have in front of them as well

[0:29:36] Trustee Rogers: what might what will be alternate ideas about what the what motions should be passed by Trust

[0:29:44] Trustee Rogers: Council. It wasn't my intention that today Trust Programs Committee debate those motions,

[0:29:50] Trustee Rogers: those two motions or the wording that I put in front of them, and

[0:29:53] Trustee Rogers: I'm quite happy to have people amend the motion or move it when we get it to Trust Council.

[0:30:00] Trustee Rogers: I just, I just, all I wanted to do was to, to, to have a scenario where when people are reading the memorandum, they understand that there will be alternate motions put forward and, and I understand, of course, that there might be debate about what some of the language means when we get there and, and whether it should be shortened or amended or altered or dealt with, but just to put the idea forward.

[0:30:25] Trustee Rogers: forward um so if i i that i i guess i haven't been very clear and i again i'm sorry for that

[0:30:33] Trustee Rogers: um is uh it just struck me that as as trustees start to write the answers to their the first

[0:30:40] Trustee Rogers: three questions if all they have in front of them is the idea that they're going to be debating

[0:30:45] Trustee Rogers: trustee rights motions um uh rather than draft motions and put them on the table for the first

[0:30:51] Trustee Rogers: time at trust council uh that they have in mind some alternative points of view

[0:30:57] Voice 14: so

[0:30:58] Trustee Rogers: so i guess that

[0:31:00] Trustee Rogers: i guess this is a fairly awkward way to do this and as i said my intention was to to send in a

[0:31:07] Trustee Rogers: trustee uh memorandum before the trust council uh with my explanation but then i thought i might do

[0:31:13] Trustee Rogers: it this way instead no

[0:31:14] Voice 13: that's good that's good dan and i just for efficiency of time i really

[0:31:19] Voice 13: want to make sure that we're not repeating anything that we have said just because i

[0:31:22] Voice 13: think we're we're listening um i put myself on the speakers list too and then we'll hear um trustee

[0:31:28] Voice 13: critchley and trustee colburn um one of the things that um first a clarification perhaps from delaney

[0:31:36] Voice 13: the memorandum as i read it um which is on the memorandum that we're talking about in this motion

[0:31:42] Voice 13: would be starting on page 13 of our packet and going to page 15 or would it include the

[0:31:51] Voice 11: things after that it would include the intention was to include trustee rights um submission which

[0:31:59] Voice 11: is page 16 as in 16 and 17 yeah okay i just want

[0:32:04] Voice 13: to be clear about that okay so from that

[0:32:07] Voice 13: perspective then um trustee rights motions would be included in the memorandum they're not in the

[0:32:13] Voice 13: memorandum but they would be attached to the memorandum so i just wanted to be clear on that

[0:32:17] Voice 13: because i wasn't clear on that in my head so um okay so that's one thing um in terms of um

[0:32:26] Voice 13: my thoughts on the motion that's um in front of us i think uh i don't mind having this included

[0:32:35] Voice 13: I think my biggest concern is actually what staff member Wilcox has named, is just that

[0:32:42] Voice 13: it's coming in last minute, and I hesitate to include something that doesn't have some

[0:32:47] Voice 13: explanatory documentation with it to unpack some of the language.

[0:32:53] Voice 13: Having said that, I kind of want to hear really clearly from others here, because I do think

[0:32:59] Voice 13: the ideas in it are helpful to consider and to think about, but I also think it opens

[0:33:05] Voice 13: opens a bunch of categories that we have to be prepared

[0:33:06] Voice 13: to be able to name.

[0:33:09] Voice 13: So an alternative to this could be having that motion

[0:33:14] Voice 13: sort of put into, like put it as a request for decision

[0:33:18] Voice 13: or as a piece that gets considered on that day

[0:33:21] Voice 13: that we are all talking, but that's sent to staff

[0:33:23] Voice 13: in advance to have more additional information added to it.

[0:33:26] Voice 13: So that is the more holistic kind of piece to consider.

[0:33:30] Voice 13: Anyway, just a thought, I'm not sure how I vote on this yet.

[0:33:34] Voice 13: Trustee Critchley and then Trustee Colburn and then CAO Hudson-Pillar.

[0:33:40] Trustee Critchley: Thank you. I agree with what Chair Morrison has just said. This is perhaps the heart of my

[0:33:49] Trustee Critchley: concern about this, that it will become more confusing for trustees receiving it without

[0:33:55] Trustee Critchley: background information. On the other hand, I do appreciate Trustee Rogers' concern

[0:34:02] Trustee Critchley: that there might be perceived that there's an imbalance

[0:34:05] Trustee Critchley: in what is being presented to trustees for consideration.

[0:34:11] Trustee Critchley: I think that that concern could be met in a different way.

[0:34:15] Trustee Critchley: That Trustee Rogers could in effect do a response

[0:34:19] Trustee Critchley: to Trustee Wright's proposal or submission

[0:34:24] Trustee Critchley: and that that could either be appended

[0:34:28] Trustee Critchley: to this memorandum and go out or I should say sent out concurrently by Trust Programs Committee

[0:34:38] Trustee Critchley: or it could be done independently by Trustee Rogers just coordinating and knowing when

[0:34:47] Trustee Critchley: when Trust Programs Committee's document was going to be sent out to all trustees and he could

[0:34:53] Trustee Critchley: uh individually coordinate uh his information that he wants to to have to all trustees that's

[0:35:01] Trustee Critchley: my point thank you thank

[0:35:02] Voice 13: you trustee Colbert so

[0:35:05] Trustee Colbourne: just so I'm straight on this trustee right

[0:35:07] Trustee Colbourne: with no advance notice brings a bunch of motions to the floor of trust council

[0:35:12] Trustee Colbourne: and shouldn't have never to be frank it should have never actually been allowed to the floor

[0:35:17] Trustee Colbourne: I brought an emergency motion around anchorages and stats that came out that day that to me is

[0:35:22] Trustee Colbourne: an urgent motion now he's being now we have a process where we're actually going back over

[0:35:28] Trustee Colbourne: strategic plan items question two in the memorandum as it stands is actually been voted on it's an

[0:35:34] Trustee Colbourne: light item in the strategic plan trustee rogers then in a response to this and attempting to have

[0:35:39] Trustee Colbourne: some sort of balanced conversation or it we're gone beyond debate now now it's just arguments

[0:35:44] Trustee Colbourne: and filibusters and trolling um now we're gonna have a debate around whether or not he can bring

[0:35:50] Trustee Colbourne: it at the last minute i'm sorry folks you've lost me completely lost me in this process um

[0:35:57] Trustee Colbourne: i'm in favor of trustee rogers motion and i'm not in favor of the process that we're following

[0:36:02] Trustee Colbourne: so it's a complicated world we're living in a

[0:36:06] Voice 13: trustee colburn do you have a point of motion

[0:36:08] Voice 13: in terms of like something specific that we're not doing correct in terms of the process because

[0:36:15] Voice 13: because I do want to hear and respect like what you're saying, but I also am not the one who

[0:36:21] Voice 13: necessarily let the motion come through into council from trustee, right? So I'm trying to

[0:36:25] Voice 13: make sure that we're following the rules of meetings here. So can I help with something

[0:36:30] Voice 13: specific? Okay.

[0:36:34] Trustee Colbourne: I I'm lost. I'm completely lost in this process. I really am.

[0:36:40] Voice 13: Okay. Um,

[0:36:41] Voice 13: yeah, Madam

[0:36:42] Voice 1: chair, I'm, I'm low to speak at TPC cause you've got lots of speakers

[0:36:46] Voice 1: speakers but I'm going to say two things if that's okay and I'm going to apologize to my

[0:36:52] Voice 1: colleagues on the line if I step on their toes in any way. My first question would be are the

[0:36:58] Voice 1: results from the working groups included in this memorandum as a summation of the thoughts that

[0:37:07] Voice 1: have been going on in those conversations for a number of months? Presumably if there are

[0:37:14] Voice 1: recommendations from those groups that would be should be part of the conversation as well as

[0:37:20] Voice 1: trustee rights um requests to have further considerations because there's been months

[0:37:26] Voice 1: of work done there um that should form the basis for most of the conversation at trust council as

[0:37:32] Voice 1: opposed to one letter then becoming um you know it should be informative to that around one

[0:37:38] Voice 1: perspective but i would think that the dominant work that's been done on this has been done by

[0:37:43] Voice 1: the sub-working committees of trust programs committee and that those have to be presented

[0:37:47] Voice 1: as the main thrust and then followed by trustee rights reflections and anyone else's reflections

[0:37:54] Voice 1: so i think that's probably the um the way i would think that this would you'd get the best

[0:38:00] Voice 1: conversation at the table so i offer that and of course the other one which is you know forgive me

[0:38:08] Voice 1: But there's a lot in trustee rights writing that quotes an in-camera resolution, in-camera submission by our legal, our solicitors.

[0:38:25] Voice 1: So it's probably okay, but it's just down the edge of, you know, going into the public sphere with direct quotes from what is an in-camera discussion.

[0:38:36] Voice 1: and I apologize for just noting that on the on the thing but I would not I would ask that we not

[0:38:43] Voice 1: substantially quote in camera opinions from our legal solicitors and then refer to them in the

[0:38:50] Voice 1: public domain and I apologize for letting that one squeak by me a little bit but I just offer

[0:38:57] Voice 1: those two thoughts thanks all

[0:39:01] Voice 13: right trustee Fenton trustee

[0:39:16] Voice 12: Fenton you're muted hey I've

[0:39:22] Trustee Fenton: I'm just in real loss is that

[0:39:24] Trustee Fenton: better can you hear me okay um so uh I support um what um

[0:39:36] Trustee Fenton: trustee

[0:39:37] Voice 13: Fenton um just

[0:39:38] Voice 13: to be aware your chair is squeaking a little bit

[0:39:41] Voice 13: so just to be so just be aware of your movement okay

[0:39:45] Trustee Fenton: thank you um that I support what Russ just

[0:39:49] Trustee Fenton: I also support what Scott and Mr. Rogers has put on the table

[0:39:54] Trustee Fenton: because I'm feeling this is a – and Scott nailed it by saying

[0:39:59] Trustee Fenton: we've got this one – all of a sudden this whole focus after all of this work

[0:40:04] Trustee Fenton: is about Mr. Wright's submission, which was late in the game

[0:40:10] Trustee Fenton: at our last meeting, and I felt unfortunately sort of poorly delivered

[0:40:16] Trustee Fenton: in that regard and that there's opportunity to participate in these meetings that we've been

[0:40:23] Trustee Fenton: working so diligently through the last six or seven months where these have not been brought

[0:40:29] Trustee Fenton: out and discussed in opportunities even though there were opportunities to do that so you know

[0:40:36] Trustee Fenton: how do we refocus or get us back on to more what Russell's talking about where we actually look at

[0:40:42] Trustee Fenton: but what we worked on came to has come to the table

[0:40:47] Trustee Fenton: to our discussions and then the opportunity

[0:40:51] Trustee Fenton: to discuss Mr. Wright's options.

[0:40:53] Trustee Fenton: And one way to do that might be to consider

[0:40:57] Trustee Fenton: Mr. Rogers proposed options is for discussion again,

[0:41:03] Trustee Fenton: but I feel that this is very much sloped

[0:41:07] Trustee Fenton: or slanted towards Mr. Wright's input

[0:41:10] Trustee Fenton: but it really doesn't reflect the efforts

[0:41:14] Trustee Fenton: that have been put in over the last six or eight months

[0:41:16] Trustee Fenton: by the subcommittee, thank you.

[0:41:21] Voice 13: Right, I have a suggestion and then before we go to,

[0:41:25] Voice 13: and then if Delaney, if I can take you after a suggestion.

[0:41:29] Voice 13: So one of the suggestions that I might make to committee

[0:41:32] Voice 13: to consider is, and I think I have a few questions

[0:41:37] Voice 13: related to this Delaney.

[0:41:38] Voice 13: So, like, if Trustee Rogers can write a sort of one-page framing for his motion or, you know, whatever, one- or two-page framing for his motion in the next day to be able to get that to trust programs, actually it's Friday, so maybe by Monday, say, to get it to you.

[0:41:55] Voice 13: I am a little concerned about the timeline just to give trustees enough time to be able to look

[0:42:01] Voice 13: over things and delaying it over a weekend especially is a little tricky so Dan maybe

[0:42:06] Voice 13: you can help out with thinking about this too if you could get it in before the end of today if

[0:42:10] Voice 13: that would be possible but it would be so and so that's one question like is it possible to get a

[0:42:18] Voice 13: sort of one or two page context piece written around that and can we as a trust committee

[0:42:22] Voice 13: committee, just to be okay with not necessarily seeing that, but having that addendum to this

[0:42:31] Voice 13: memorandum as well.

[0:42:32] Voice 13: So that would be one thing.

[0:42:33] Voice 13: And then related to the comment by CAO Hassenpiller, is there, I do see in the text of the memorandum

[0:42:43] Voice 13: the synthesis of the working groups, but I know that we also had produced a larger sort

[0:42:47] Voice 13: of synthesis, and I'm wondering about amending that to this too.

[0:42:50] Voice 13: and so Jelani I guess the question is what was there one am I remembering that correctly go ahead

[0:42:57] Voice 11: okay um so they're they're um I don't know if you're referring to the old discussion paper

[0:43:04] Voice 11: in August that that that conversation has sort of moved forward so I wouldn't suggest amending that

[0:43:10] Voice 11: we have included a high level overview and um I don't know if this is helpful just to provide

[0:43:16] Voice 11: provide some context on the process going forward. So this particular meeting, this particular RFD

[0:43:21] Voice 11: is just for email feedback that we were hoping to receive by the end of January in specific

[0:43:27] Voice 11: response to that motion that came forward at Trust Council. But we will be preparing a different

[0:43:34] Voice 11: agenda package for the actual Trust Council discussion in March, where you'll be having

[0:43:39] Voice 11: a full day discussion on this issue. So I just just in case people didn't realize like this is

[0:43:45] Voice 11: not the only content that will that trustees will have to consider before that conversation we'll be

[0:43:51] Voice 11: providing a much more thorough briefing for trust council which will include more from the working

[0:43:56] Voice 11: groups this is meant to be a high level overview it does underscore the different views at least

[0:44:02] Voice 11: we attempted to do that and so I was going to also offer the suggestion so we could either

[0:44:08] Voice 11: append Trustee Rogers' submission as a second attachment. We could also take Trustee Wright's

[0:44:18] Voice 11: submission out, particularly if there's a concern about the legal ramifications, because Trustee

[0:44:24] Voice 11: Wright already emailed his submission to all trustees back in December. So they would already

[0:44:31] Voice 11: have that submission we were just putting it in for ease of reference but

[0:44:36] Voice 11: the staff report is not meant to be completely linked to the to trustee

[0:44:43] Voice 11: rights submission we developed those two questions independently so it was a

[0:44:48] Voice 11: response but not we could take it out that's as an option I'm not sure it's

[0:44:54] Voice 11: okay yeah okay

[0:44:56] Voice 13: thank you so I think my statement given that information would

[0:45:00] Voice 13: be that i would i know trustee wright's going to probably hate me for this but i i would be in

[0:45:05] Voice 13: favor of um pulling trustee rights submission from this so that we get clear questions that are not

[0:45:11] Voice 13: influenced by any motion from trustees and then encouraging trustee rogers to write a piece that

[0:45:18] Voice 13: goes into the packet that comes in in march and also in that packet make sure trustees rights

[0:45:22] Voice 13: submission is potentially work with him to see if you can address the issues you have about public

[0:45:27] Voice 13: public information and then put those all

[0:45:30] Voice 13: into the packet together with the feedback from trustees.

[0:45:33] Voice 13: So that would be my suggestion, Trustee Rogers.

[0:45:37] Trustee Rogers: I think we've mind melded Chair Morrison

[0:45:40] Trustee Rogers: because that's exactly what I was going to suggest.

[0:45:43] Trustee Rogers: And then that would give me an opportunity

[0:45:45] Trustee Rogers: to do what I was going to do,

[0:45:48] Trustee Rogers: which was prepare a written synopsis of my outline.

[0:45:52] Trustee Rogers: I would have an opportunity to address any concerns

[0:45:56] Trustee Rogers: that the senior intergovernmental policy advisor

[0:46:00] Trustee Rogers: might have regarding the motion and my proposed motion.

[0:46:04] Trustee Rogers: And I would have that to the executive

[0:46:07] Trustee Rogers: before the preparation of the trust council package.

[0:46:11] Trustee Rogers: So I would be supportive of that.

[0:46:12] Trustee Rogers: And I would withdraw my motions if I'm entitled to,

[0:46:17] Trustee Rogers: that's always a procedural issue.

[0:46:21] Trustee Rogers: But and make a new and then move

[0:46:23] Trustee Rogers: that we simply remove the uh sorry trustee rights uh addendum and send the materials out as the as

[0:46:32] Trustee Rogers: and then i would support trustee pritchley's original motion

[0:46:36] Voice 13: okay procedural question

[0:46:39] Voice 13: so can i my understanding is because that's the second emotion is owned by the committee

[0:46:45] Voice 13: we would need to vote down the motion um that's currently on the table given what trustee rogers

[0:46:51] Voice 13: just said about being willing to withdraw we would vote down this motion and then proceed

[0:46:54] Voice 13: with the next set of things to kind of do that i all uh so let me just deal with that first

[0:47:00] Voice 13: robert yeah go ahead uh

[0:47:02] Voice 8: chair if i may now that the motion has been moved and seconded it does

[0:47:07] Voice 8: belong to the committee and the committee has to deal with it either by voting by either carrying

[0:47:12] Voice 8: it or defeating it or possibly postponing it to a particular date and time but it cannot be

[0:47:19] Voice 8: withdrawn by the mover at this point okay

[0:47:23] Voice 13: that was my thinking all right so any further conversation

[0:47:26] Voice 13: on this motion um with the understanding that trustee rogers is um if i can paraphrase for

[0:47:33] Voice 13: you again trustee rogers that you're suggesting that we defeat this motion and then move on with

[0:47:38] Voice 13: a series of things to remove trustee wright's motion so forth okay any further comment on this

[0:47:45] Voice 13: This motion.

[0:47:48] Voice 13: All right, can I call the vote?

[0:47:50] Voice 13: Although, and actually just before we do that,

[0:47:53] Voice 13: let's be super clear on what motion we're voting on.

[0:47:56] Voice 13: So it's the one highlighted on the screen right now,

[0:47:58] Voice 13: that TPC add the following text to the memorandum

[0:48:01] Voice 13: that trust council affirm its understanding

[0:48:03] Voice 13: that the mandate of the trust contained

[0:48:05] Voice 13: in a section three of the Islands Trust Act

[0:48:07] Voice 13: includes the concept of and protection

[0:48:09] Voice 13: of healthy and inclusive communities,

[0:48:10] Voice 13: including but not limited to housing, transportation,

[0:48:13] Voice 13: economic justice and wellbeing.

[0:48:14] Voice 13: All right, all those in favor.

[0:48:18] Voice 13: we have one in favor all okay if you can lower your hand all those oh sorry uh

[0:48:30] Voice 13: doug were you in favor okay uh that might have been two did i have trustee coles sorry i think

[0:48:37] Voice 13: that hit at different times trustee colburn were you in favor yes

[0:48:42] Trustee Colbourne: i was even though sorry

[0:48:43] Trustee Colbourne: sorry

[0:48:44] Voice 13: that was two in favor um all those opposed okay so that is six seven seven opposed all right

[0:48:56] Voice 13: so that motion is defeated um and i believe that takes us back to dan rogers for another motion

[0:49:04] Voice 13: i'll

[0:49:05] Trustee Rogers: move that the memorandum um from trust area services be amended by removal of the

[0:49:17] Trustee Rogers: the memorandum from trustee Wright.

[0:49:20] Trustee Rogers: Okay,

[0:49:27] Voice 13: can I get a seconder for that motion?

[0:49:33] Voice 13: Sorry, I got a case there.

[0:49:35] Voice 13: And trustee Brent, sorry, trustee Rogers,

[0:49:37] Voice 13: do you want to speak to that motion first and then?

[0:49:39] Trustee Rogers: No, I think we've spoken and I think this is,

[0:49:41] Trustee Rogers: this procedurally works better for me.

[0:49:43] Trustee Rogers: So I'm happier with that process.

[0:49:46] Voice 13: Okay, anybody else wish to speak to that?

[0:49:50] Voice 13: I'm going to speak to it.

[0:49:52] Voice 13: I just want to echo that I think that this motion helps us get into like procedural alignment with

[0:49:59] Voice 13: how we're trying to run meetings of like having good notice and clear detail for trustees and I

[0:50:04] Voice 13: also think it's appropriate to have trustee rights I didn't I wouldn't want I agree with

[0:50:10] Voice 13: trustee Colburn I don't think it's good to have something that's weighted one way without

[0:50:14] Voice 13: consideration of other pieces so that pack all being pushed to the packet in March with multiple

[0:50:18] Voice 13: submissions I think is a great move all right any other comments before we vote

[0:50:27] Voice 13: okay so the most should go ahead and all those in favor okay if I can have hands

[0:50:44] Voice 13: lowered any opposed okay that carries thank you very much and now if we can go

[0:50:59] Voice 13: back to the original motion that was postponed I'm assuming trustee Rogers

[0:51:07] Voice 13: that you're not going to put forward that other motion is that correct okay um all right so we

[0:51:14] Voice 13: are back on the motion that trust programs committee requests the chair of trust programs

[0:51:18] Voice 13: committee to send the memorandum with questions to trustees as drafted uh sorry and so now that

[0:51:24] Voice 13: would be as amended um requesting responses by january 31st 2021 because we've done all those

[0:51:33] Voice 13: amendments it would now be as amended all right any further comments on this motion

[0:51:41] Voice 13: i think while i'm waiting to see if any oh there we go trustee fenton so

[0:51:55] Trustee Fenton: just i don't have access

[0:51:57] Trustee Fenton: to my pds right now because um neither computer's not cooperating um anyways so i'm not looking at

[0:52:06] Trustee Fenton: some of the detail but i'm just wondering if there were some in the wording whether or not

[0:52:11] Trustee Fenton: I sort of feel like we're sort of, we're pitting affordable housing against, you know, ecological preservation.

[0:52:22] Trustee Fenton: So just in some of the sort of choices of the examples, and that maybe we should be looking at, you know, increased housing density versus affordable housing.

[0:52:34] Trustee Fenton: you know because to me the pressure it's about increased pressure and demand on the environment

[0:52:40] Trustee Fenton: by caused by humans and so therefore it's not really not about affordable housing it's about

[0:52:47] Trustee Fenton: our how we deal with um these pressures created by humans and you know affordable housing certainly

[0:52:57] Trustee Fenton: we should be able to have if it's done properly but a different discussion

[0:53:01] Voice 13: maybe trustee fenton

[0:53:04] Voice 13: and it might help by just reading one of the lines

[0:53:06] Voice 13: that deals with that specifically, that might be helpful.

[0:53:09] Voice 13: I

[0:53:10] Trustee Fenton: can't get to my-

[0:53:11] Voice 13: I will read it, I'll read it.

[0:53:13] Voice 13: Cause there's a

[0:53:13] Trustee Fenton: chunk in there that,

[0:53:14] Voice 13: so I do wanna thank the staff

[0:53:18] Voice 13: cause I do think there was a relatively good balancing

[0:53:20] Voice 13: of different viewpoints.

[0:53:22] Voice 13: So one of the things that it says here is other trustees

[0:53:25] Voice 13: have highlighted an urgent need to prioritize

[0:53:27] Voice 13: the housing crisis, underscoring issues of equity

[0:53:30] Voice 13: and gentrification within the trust area community.

[0:53:32] Voice 13: and so it goes on to kind of it does say water constraints for affordable housing so it kind of

[0:53:37] Voice 13: ties those pieces together um and i do encourage all trustees in the working group like as we

[0:53:43] Voice 13: discussed this in um march to really bring a lot of our arguments into that space because we've

[0:53:49] Voice 13: been thinking about this a lot um so maybe just check is that getting at what you're saying or

[0:53:56] Voice 13: is that too much

[0:53:57] Trustee Fenton: yeah it is no it is for sure it's right on but it but what i'm getting at is

[0:54:00] Trustee Fenton: it's not affordable housing that puts pressure on

[0:54:02] Trustee Fenton: water it's increased densities yeah

[0:54:05] Voice 13: okay so

[0:54:07] Trustee Fenton: like we instead of pitting them against each other let's use what the actual issue is it's

[0:54:13] Trustee Fenton: not about having an affordable home it's about having more humans around and that doesn't

[0:54:18] Trustee Fenton: necessarily mean yeah affordable housing is the fault when people with six thousand square foot

[0:54:24] Trustee Fenton: homes and extra staff looking after them contributes to that as well we don't even

[0:54:31] Trustee Fenton: talk about the consumptive sort of you know unrealistic human demands uh to me that is

[0:54:40] Trustee Fenton: something probably going to be a bigger these guys can all build in current situations um

[0:54:46] Trustee Fenton: you know unsustainable homes by and meet by our all of the criteria to do it so that's the paradigm

[0:54:55] Trustee Fenton: and we have to shift away from it um

[0:54:59] Voice 13: is there any um for for those of you have access to it

[0:55:04] Voice 13: oh and i see trustee coburn too but for anybody who has access if there's any kind of um concrete

[0:55:09] Voice 13: suggestion that we might make to be able to address that issue in the memorandum because

[0:55:15] Voice 13: we probably need i don't know if we need to put a specific motion but i would encourage us in this

[0:55:19] Voice 13: moment to do that just to give really clarity to the staff so maybe trustee colburn can i go to you

[0:55:24] Voice 13: yeah

[0:55:26] Trustee Colbourne: i'm a little blinded here sorry um i would like to uh move that we um as as trustee fenton

[0:55:34] Trustee Colbourne: really accurately points out the one example in question number two e.g affordable housing to

[0:55:40] Trustee Colbourne: remove that please okay

[0:55:42] Trustee Critchley: um

[0:55:43] Trustee Colbourne: because it's it does it's a false dichotomy here okay

[0:55:46] Voice 13: um and so the

[0:55:49] Voice 13: robert did you get that yeah sorry i got multiple screens so if you can say that one more time scott

[0:55:55] Trustee Colbourne: to remove to to in the second question to end the sentence after community need

[0:56:05] Trustee Colbourne: to remove the example affordable housing okay

[0:56:17] Voice 13: um and i'll get a seconder on that

[0:56:21] Voice 13: uh case okay is that accurate scott the tpc remove the wording in the second question to

[0:56:28] Voice 13: remove the example affordable housing yes

[0:56:30] Trustee Colbourne: thank you okay um

[0:56:32] Voice 13: go ahead robert yeah

[0:56:33] Voice 8: if i may chair

[0:56:34] Voice 8: Chair. I'm a little bit confused. I thought you were just about to call the question on the motion

[0:56:40] Voice 8: which had been postponed. There was an original motion which was postponed to discuss a couple

[0:56:48] Voice 8: of other motions. They were discussed. One was defeated. One was carried. And then I thought

[0:56:54] Voice 8: you were about to put the question to the motion. But now there's another motion on the table.

[0:57:01] Voice 13: we already so I need you to be very specific with me which motion is current do you consider

[0:57:08] Voice 13: currently being the one on the table this

[0:57:10] Voice 8: one right here the very first one yeah

[0:57:13] Voice 13: we are discussing

[0:57:14] Voice 13: that we are actually okay so this is so we're actually amending the memorandum again so do

[0:57:21] Voice 13: Do we need to postpone that?

[0:57:24] Voice 13: The technicalities of meetings sometimes make me crazy.

[0:57:27] Voice 13: Okay.

[0:57:31] Voice 13: So we are amending the memorandum again.

[0:57:34] Voice 13: And this is a little bit unworkable to have to postpone our vote on the memorandum every time we want to amend the memorandum.

[0:57:40] Voice 13: So I don't know how to handle that.

[0:57:42] Voice 13: Russ?

[0:57:44] Voice 1: I wouldn't postpone every time.

[0:57:47] Voice 1: I think you're amending this initial motion.

[0:57:49] Voice 1: So I just have your conversations around that.

[0:57:52] Voice 13: And

[0:57:52] Voice 1: then recraft and amend as you all see fit at the end of the day and not flip back and forth.

[0:57:57] Voice 13: Thank you. Okay. Okay. So the motion that we are currently talking about is an amendment to the memorandum motion. It's the one put on the table by Trustee Colburn. Thank you very much, Robert, for highlighting that. Did you want to speak to that motion anymore, Trustee Colburn?

[0:58:14] Trustee Colbourne: No, I think if we leave it, yeah, I'll say no and then stop talking.

[0:58:18] Trustee Colbourne: I

[0:58:22] Voice 13: fell on the speaker list. And if anybody else wants to, can you do a little hand in the air, digital dude? I'm in support of this because I have really heard and learned a lot from the conversations that we've been having around the way that affordable housing is being framed.

[0:58:38] Voice 13: and I am concerned that the Trust Council is misunderstanding the conversation outside of the

[0:58:43] Voice 13: Trust Programs Committee, and even mainly some of us are, so like I do think trying not to trigger

[0:58:50] Voice 13: that would be helpful, so I'm in support of this motion. I do have one question for Trustee

[0:58:57] Voice 13: Colburn, and we can take this up after this motion, but I wonder if also on page 14 in the

[0:59:07] Voice 13: the page 14. No, it's page 15. If you can have a look at the top first paragraph of the memorandum,

[0:59:15] Voice 13: because I wonder if it's also a problem there. So but for this motion, I'm in favor of this motion.

[0:59:21] Voice 13: Anybody else want to add any other things? Trustee Critchley?

[0:59:27] Trustee Critchley: Thank you. If you could just

[0:59:29] Trustee Critchley: put the screen up where we're we've got the actual wording of this motion, I'd like to look at that

[0:59:34] Trustee Critchley: that again. I think it's just inelegantly expressed on the screen, because it uses the word remove

[0:59:43] Trustee Critchley: twice. I think it should read, and I guess if people agree or the mover agrees with it,

[0:59:50] Trustee Critchley: it could be a friendly amendment. Instead of saying that TPC remove, I would suggest that TPC

[0:59:56] Trustee Critchley: see amend the wording

[1:00:00] Trustee Critchley: in the second question of the memorandum by removing the example quote affordable housing

[1:00:07] Trustee Critchley: that I think is a little clearer and I'm in favor of that okay

[1:00:12] Voice 13: I'm not going to be uber

[1:00:14] Voice 13: procedural in this moment but I am going to ask if anybody who is opposed to that amendment wording

[1:00:20] Voice 13: can raise their hands then I'm going to take by consensus that that is an amendment we are going

[1:00:27] Voice 13: to adopt I'm going to just have the liberty of the chair to

[1:00:30] Voice 13: do that because there is a procedural

[1:00:31] Voice 13: that there's no such thing as friendly amendments.

[1:00:33] Voice 13: But I'm just gonna let that go

[1:00:35] Voice 13: since we're in this very technical issue

[1:00:36] Voice 13: of amending wording as we go.

[1:00:38] Voice 13: So I think to make it simple, we're gonna go with that.

[1:00:40] Voice 13: Thank you.

[1:00:42] Voice 13: Trustee Colburn.

[1:00:43] Trustee Colbourne: I did go into the page you suggested.

[1:00:45] Trustee Colbourne: I think that's an example of a water constraints

[1:00:49] Trustee Colbourne: and affordable housing.

[1:00:50] Trustee Colbourne: I think that's a valid place to have that.

[1:00:54] Trustee Colbourne: And I think that example works within the context

[1:00:56] Trustee Colbourne: of the paragraph that comes above it.

[1:00:58] Trustee Colbourne: So, but

[1:00:58] Trustee Colbourne: thank you for, yeah,

[1:01:00] Trustee Colbourne: Yeah, I had noticed that before.

[1:01:01] Trustee Colbourne: I don't think we need to remove all references to it.

[1:01:04] Trustee Colbourne: It's just, it's how it's, how it's the context around it.

[1:01:08] Voice 13: Yeah.

[1:01:09] Voice 13: And I thought that context was good, but I wasn't sure if that caught what you were thinking.

[1:01:12] Voice 13: Okay, great.

[1:01:13] Voice 13: All right.

[1:01:14] Voice 13: Any other comments, Trustee Fenton?

[1:01:19] Trustee Fenton: Okay.

[1:01:20] Trustee Fenton: Yeah.

[1:01:20] Trustee Fenton: But with context, I mean, you could be saying affordable housing, you know, or water constraints,

[1:01:27] Trustee Fenton: affordable housing, but, you know, i.e. increased density.

[1:01:31] Trustee Fenton: city like once again what is it's not horrible housing that uses up more water log watering

[1:01:37] Trustee Fenton: lawns you know golf courses uses up extra water so you know it's it's a better and it's acceptable

[1:01:47] Trustee Fenton: as sky's saying but it's it's it's also not getting at what the issue is

[1:01:51] Voice 13: okay so i'm gonna

[1:01:54] Voice 13: have us go ahead and call the vote on this particular motion and then i'm going to make

[1:01:57] Voice 13: one last motion and i think that might get us close to being done um so the motion on the table

[1:02:03] Voice 13: is that the tpc amend um the tpc amends the wording to the second question of the men around

[1:02:10] Voice 13: him by removing the example affordable housing all those in favor okay hands down please any opposed

[1:02:32] Voice 13: um i would like to suggest given that um trustee fenton is not in front of the text right now

[1:02:39] Voice 13: I think I agree with Stan's on that and I would like to suggest a wording for on the top of page

[1:02:49] Voice 13: 15 water constraints for affordable housing or areas of increased density so just by adding

[1:02:59] Voice 13: or areas of increased density would be the addition so I don't know how exactly to put

[1:03:06] Voice 13: that into a motion to make that clear but on the page for on page 15 of the package

[1:03:20] Voice 13: by editing the text on page 15 of the this meetings package um to say water constraints

[1:03:38] Voice 13: for affordable housing or areas of increased density and i know and so that's period and i

[1:03:47] Voice 13: okay so I'm just gonna put that motion on the table I'll speak to it in a second

[1:03:54] Voice 13: to amend the wording of the memorandum by editing the text okay that that

[1:03:58] Voice 13: sounds accurate to me all right so I think that's a second trustee there's a

[1:04:05] Trustee Colbourne: typo in it though it's okay for affordable housing or areas of increased

[1:04:10] Trustee Colbourne: density not or

[1:04:11] Voice 13: yeah or areas thank you that actually makes a big difference in

[1:04:14] Voice 13: the text okay can I have a seconder on that motion okay Colburn second and I'll

[1:04:20] Voice 13: just speak to that briefly so i do think that the point doug is bringing up is important because

[1:04:25] Voice 13: again i i do worry that it might get flagged as affordable housing only and i don't always think

[1:04:31] Voice 13: of affordable housing as increased density so um that's also part of the issue so and while some

[1:04:38] Voice 13: people immediately jump to that with affordable housing so it's okay i think to have them together

[1:04:44] Voice 13: other but having one or the other i think potentially is a little bit challenging um

[1:04:50] Voice 13: and having said this now i'm thinking anyway i'm going to leave it at that and just throw that into

[1:04:56] Voice 13: the pool any further discussion on that motion uh scott maybe

[1:05:04] Trustee Colbourne: getting the word subdivision in

[1:05:05] Trustee Colbourne: there would give it some the broader context of how how housing is actually created so for

[1:05:10] Trustee Colbourne: for affordable housing, subdivisions,

[1:05:13] Trustee Colbourne: or other areas of increased density.

[1:05:16] Voice 13: Yeah, that's a friendly amendment.

[1:05:17] Voice 13: That gets at the intent of what I'm trying to understand.

[1:05:21] Voice 13: So that's good.

[1:05:23] Voice 13: Okay, and Trustee Fenton, did you want to add something?

[1:05:27] Trustee Fenton: No, we're good, I like that.

[1:05:30] Voice 13: Okay, any further discussion?

[1:05:35] Voice 13: Okay, all right, all those in favor?

[1:05:43] Voice 13: Okay, hands down.

[1:05:46] Voice 13: any opposed okay that carries thank you and thanks for bringing those concerns up I think

[1:05:54] Voice 13: that's helpful to work through it with concrete pieces having looked at that is there anything

[1:05:59] Voice 13: else across this memorandum that's the red flag for anybody remember again that this this memorandum

[1:06:05] Voice 13: is going out without the attachment that is the last piece to trustees the purpose of it is really

[1:06:11] Voice 13: just to elicit feedback to help inform the conversation for March it is not to make

[1:06:17] Voice 13: decisions to bring motions none of that is happening right now it is just to inform the

[1:06:22] Voice 13: thinking and the sort of thought pool that we can go into the March meeting with okay I do want to

[1:06:30] Voice 13: talk about the date for a second okay so um Delaney can you tell us if that date is structurally

[1:06:37] Voice 13: important to be that or could we give us these a few extra days given that it you know I guess it

[1:06:43] Voice 13: can get out today so we have two weekends can you give us a little bit on the

[1:06:46] Voice 13: date yeah

[1:06:47] Voice 11: we we were

[1:06:48] Voice 11: debating that chair Morrison um and I think we decided to stick with the January 31st date so

[1:06:53] Voice 11: that we could um submit all the the compilation of feedback to your February 5th TPC meeting

[1:06:59] Voice 11: um that was really the intention and I know it is it is a tight turnaround um but if we think to

[1:07:07] Voice 11: to the origin of like how this motion it was it was to give people a bit more time than like

[1:07:13] Voice 11: commenting on the fly in trust council so it's it's more time than that okay

[1:07:19] Voice 13: no thanks for the

[1:07:22] Voice 13: clarification and I guess one other quick just clarification will it be able to go out today

[1:07:27] Voice 13: are those amendments minor enough that you can do them today and get it out today yes okay so from

[1:07:31] Voice 13: my perspective then that is two weekends um which is doable from a professional sense so i i would

[1:07:38] Voice 13: support that um and so as we are right now i just want to make sure we are on the right motion on
