[0:01:47] Trustee Rogers: regular meeting, the first regular meeting of 2021 of the Galeano Local Trust Committee.

[0:01:58] Trustee Rogers: Just the way the schedule works, we met in December and now we're meeting

[0:02:02] Trustee Rogers: on February the 1st. I'm very happy to be here and I'd like to

[0:02:08] Trustee Rogers: start by, of course, acknowledging with great respect and gratitude that we're meeting across

[0:02:17] Trustee Rogers: the traditional territories of the Coast Salish peoples. If you're on Galliano this morning,

[0:02:23] Trustee Rogers: of course, the traditional home of the Penelope peoples, I'm actually joining you from the

[0:02:31] Trustee Rogers: traditional territories of the Muscovy of Tsleil-Waututh and Squamish peoples, Squamish peoples,

[0:02:39] Trustee Rogers: and I know that some of our staff will be joining you from Victoria and there, and I encourage

[0:02:45] Trustee Rogers: anyone who wishes to share in the chat your own sense of gratitude and your own views or

[0:02:53] Trustee Rogers: or how you're feeling about where you are

[0:02:56] Trustee Rogers: and if you wish to related to our cultural history

[0:04:19] Trustee Rogers: We're continuing our, sorry, I hit a button and everybody disappeared.

[0:04:24] Trustee Rogers: We're continuing with our electronic meeting format, which is not without challenges.

[0:04:31] Trustee Rogers: We're doing our best in our ongoing attempts and process to abide by the public health

[0:04:38] Trustee Rogers: orders to keep everybody safe, but continue to have an open and inclusive process for

[0:05:22] Trustee Rogers: to be on the islands these days and it looks like it's going to be a while before we are uh i'm dan

[0:05:28] Trustee Rogers: rogers as i said i'm the chair i sit on the executive committee of uh the islands trust uh

[0:05:34] Trustee Rogers: I'm elected on Lek Tynes, or in the Gambier Local Trust area. Lek Tynes is Keats Island, and I'm very pleased to be here.

[0:05:43] Trustee Rogers: As a member of the executive, I'm assigned as the chair of a number of local trust committees as a third trustee.

[0:05:50] Trustee Rogers: I also am the chair of Maine Island's local trust committee and Gabriela's local trust committee.

[0:05:56] Trustee Rogers: And my role here is to chair the meeting

[0:06:01] Trustee Rogers: and also to be one of the trustees that will vote

[0:06:04] Trustee Rogers: and consider the various items that come onto our agenda.

[0:08:36] Trustee Rogers: and there's a public hearing on the agenda

[0:08:38] Trustee Rogers: at which point you'll be able to, of course,

[0:08:42] Trustee Rogers: have an opportunity to speak to us that you're our time to listen to you about

[0:08:47] Trustee Rogers: a particular bylaw

[0:08:48] Trustee Rogers: proposed bylaw amendment if you're an applicant and i've heard that the applicant the kings

[0:08:55] Trustee Rogers: on the agenda will be here they'll have an opportunity to speak as well when their

[0:09:00] Trustee Rogers: application comes on so that's sort of a process that we're going to work through i'll talk some

[0:09:06] Trustee Rogers: tomorrow we get to town hall about the process

[0:09:11] Trustee Rogers: during town hall.

[0:09:12] Trustee Rogers: And again, I'll be speaking again

[0:09:14] Trustee Rogers: as we get to the public hearing

[0:09:17] Trustee Rogers: and community information meeting and public hearing.

[0:09:20] Trustee Rogers: But for the moment that's,

[0:09:24] Trustee Rogers: we're going to move on to the agenda.

[0:09:26] Trustee Rogers: So I'm going to ask the trustees

[0:09:30] Trustee Rogers: whether there is anything you wish to add

[0:09:36] Trustee Rogers: or change in relation to the agenda that's on trustees.

[0:09:45] Trustee Rogers: So we'll take the agenda approved as presented,

[0:09:49] Trustee Rogers: which takes us to the first item on the agenda,

[0:09:51] Trustee Rogers: which is the trustee reports.

[0:09:53] Trustee Rogers: So I see Trustee Wolverton's mic is unmuted,

[0:09:56] Trustee Rogers: so I'll start with you.

[0:10:00] Voice 5: Okay, so it's been a couple of months

[0:10:03] Voice 5: And I've been meeting with residents by phone at the trust office or outdoors, but all at a physical distance and with masks.

[0:10:15] Voice 5: Also attended the Regional Planning Committee meeting by Zoom and the December Trust Council meeting.

[0:10:23] Voice 5: I've been hearing from a lot of residents that they're feeling a bit dispirited with the continued pandemic and restrictions that we're all operating under.

[0:10:33] Voice 5: and as well a little concerned about the influx of visitors. On the tourism dashboard

[0:10:43] Voice 5: it's noted that in 2020 in the Gulf Islands north and south there were 4,100,000 passengers

[0:10:53] Voice 5: and this was down about 24 percent and this compares to 3,600,000 to the Sunshine Coast

[0:11:02] Voice 5: and 6,210,000 to Victoria, Vancouver, and Nanaimo.

[0:11:07] Voice 5: So we're still, I think, feeling the pressure of visitors on the island,

[0:11:16] Voice 5: even though there's no non-essential travel that people are supposed to be abiding by,

[0:11:25] Voice 5: not traveling unless it's essential.

[0:11:27] Voice 5: So, you know, I hear a lot of kind of grumbling about that and concern, especially with the new variants that are just coming into the community, not our community.

[0:11:40] Voice 5: Luckily, we are still without any cases here.

[0:11:44] Voice 5: That's all.

[0:11:52] Voice 6: I just want to let the community know that the 2021-22 budget consultation is out and available for comment.

[0:11:59] Voice 6: i've posted the links both on instagram and facebook thanks thanks

[0:12:06] Trustee Rogers: trustees and thanks for

[0:12:07] Trustee Rogers: all your work um on the island and within the island's trust um i should we're beginning of

[0:12:15] Trustee Rogers: february here we're sort of we're between uh trust councils i'll just give you a little update on

[0:12:21] Trustee Rogers: what's going on at the both the executive and the trust council level um we had a trust council in

[0:12:27] Trustee Rogers: December actually it was before our our last meeting of the LTC was like like three or four

[0:12:35] Trustee Rogers: days before and so many things have occurred since then there have been a number of meetings of the

[0:12:43] Trustee Rogers: trust programs committee which is working on the trust policy statement and we're continuing that

[0:12:48] Trustee Rogers: that work we're getting input on a number of the committee is getting input on a number of

[0:12:55] Trustee Rogers: of issues related to what shouldn't shouldn't be in the trust policy statement and there is now

[0:13:00] Trustee Rogers: in addition to the consultation related to the um the budget there's now a consultation out

[0:13:07] Trustee Rogers: related to the some further questions on the trust policy statement so you should watch

[0:13:12] Trustee Rogers: look for that i i think that's very easy to find and hopefully yeah trustee respark fellow

[0:13:16] Trustee Rogers: sorry you put your

[0:13:24] Trustee Rogers: much so that's out there as well um while these while these um uh timelines

[0:13:31] Trustee Rogers: are maybe variable there is a a discussion planned for uh trust council in march around

[0:13:38] Trustee Rogers: some of the scope of of the um trust policy statement and and at some point hopefully

[0:13:45] Trustee Rogers: in the spring maybe even before the june trust council there's a plan to

[0:13:51] Trustee Rogers: who perhaps even start to consider some potential language

[0:13:54] Trustee Rogers: for an amendment to the trust policy statement,

[0:13:57] Trustee Rogers: which has a number of gaps in it

[0:13:59] Trustee Rogers: that have been identified that we're aware of.

[0:14:03] Trustee Rogers: Meanwhile, of course, all the other,

[0:14:05] Trustee Rogers: there's a bunch of other work still going on.

[0:14:08] Trustee Rogers: There's a governance review process happening.

[0:14:11] Trustee Rogers: You can watch that online if you're interested.

[0:14:13] Trustee Rogers: It's four o'clock this afternoon.

[0:14:16] Trustee Rogers: There's a committee that's been struck to do that.

[0:14:21] Trustee Rogers: There is also the budget that Trustee Rockefeller mentioned,

[0:14:24] Trustee Rogers: which is always leads to lots of debate

[0:14:27] Trustee Rogers: and a fair amount of input.

[0:14:29] Trustee Rogers: And we really encourage people to have input on our budget.

[0:14:33] Trustee Rogers: We had over, I think it was something like 800

[0:14:36] Trustee Rogers: and some odd people put, which was by about threefold

[0:14:41] Trustee Rogers: the most we've ever had make comments

[0:14:44] Trustee Rogers: on our budget last year.

[0:14:45] Trustee Rogers: And it's all taken into account

[0:14:46] Trustee Rogers: and all the trustees read it all to see what the direction

[0:14:49] Trustee Rogers: and the feeling of the residents of the islands are.

[0:14:55] Trustee Rogers: Watch for a couple of other things coming out of the trust

[0:14:57] Trustee Rogers: in the next little while.

[0:14:58] Trustee Rogers: You may recall we had a couple of climate change workshop webinars

[0:15:03] Trustee Rogers: in the fall, one around eelgrass, one around rainwater harvesting,

[0:15:08] Trustee Rogers: and I think the other one was around sustainable planning.

[0:15:12] Trustee Rogers: This year, we're planning those, but from some more climate change,

[0:15:17] Trustee Rogers: but from an Indigenous perspective.

[0:15:19] Trustee Rogers: I haven't seen any of the details of those yet but that's the generic description that's been

[0:15:27] Trustee Rogers: identified as the way forward for that. The executive committee continues to meet of course

[0:15:32] Trustee Rogers: and we're already starting our planning for the March trust council which is I believe the second

[0:15:39] Trustee Rogers: week of March. We'll have another LTT before it which should be an interesting and full meeting.

[0:15:47] Trustee Rogers: so those are some of the things that are happening at the trust you'll hear a bit

[0:15:51] Trustee Rogers: more about some of them today as we talk about water so that's my report so um thank you very

[0:16:00] Trustee Rogers: much uh so we're going to move now to item four on the five on the agenda which is town hall

[0:16:06] Trustee Rogers: and questions um so sorry you're just email um so uh if uh so this is your opportunity to speak

[0:16:21] Trustee Rogers: to your local trust committee about something that's on our agenda um or something that's um

[0:16:27] Trustee Rogers: uh that you think should be on our agenda or within the jurisdiction of the trust

[0:16:32] Trustee Rogers: a couple of things i'd like to remind you of this is uh this is um um uh a a workplace for

[0:16:41] Trustee Rogers: everybody you see in front of you and it's also a safe place for everybody in the community

[0:16:45] Trustee Rogers: and it needs to remain that way so this is we ask you if you're going to speak during the town hall

[0:16:51] Trustee Rogers: or and i'll say the same thing as we get to the public hearing um it's important that you address

[0:16:56] Trustee Rogers: the local trust committee that you be respectful of people around you you address issues and not

[0:17:01] Trustee Rogers: personalities and you refrain from any inappropriate language. All those things are

[0:17:07] Trustee Rogers: an important part of a meaningful and respectful conversation. And having said that, I'm quite

[0:17:15] Trustee Rogers: confident we will be able to respect those. So the way this will work will be, yeah, did you want to

[0:17:22] Trustee Rogers: say something?

[0:19:48] Voice 13: What I wanted to speak about was an issue that was raised by Trustee Wolverton in previous meetings.

[0:19:55] Voice 13: And that was the desire of people to rid our island of derelict cars, water tanks, stoves, and other metal things sitting in the bushes.

[0:20:11] Voice 13: It's been my observation over the last 25 years when I pass some of these things that they are on private property.

[0:20:20] Voice 13: property and the owners of those private uh properties are rarely seen on the island so

[0:20:30] Voice 13: unless you have a very good incentive they're not going to do anything about it and i would suggest

[0:20:39] Voice 13: that there are other issues on this island that could use the ltc's attention as opposed to

[0:20:47] Voice 13: to the removal of old decaying cars, oil tanks, or whatever.

[0:21:16] Voice 5: who would like to remove derelict vehicles at no cost.

[0:23:50] Planner: by local trust committee in the spring of 2019 that time the first step was uh doing an inventory

[0:23:57] Planner: of all the different types of uh short-term vacation rentals that were occurring in the

[0:24:01] Planner: galliano island local trust area and uh culminating that information along with some recommendations

[0:24:08] Planner: to local trust committee in a discussion paper that was delivered uh to local trust committee

[0:24:13] Planner: in the summer of 2019 uh following that there was an open house in the fall of 2019 and a short

[0:24:19] Planner: an STVR survey was conducted which provided an opportunity for all the public and stakeholders

[0:24:27] Planner: to provide input following that the local trust committee decided to adopt or decided to go

[0:24:36] Planner: forward with drafting and then adopting at first or at least at first and second reading of

[0:24:43] Planner: bylaw number 275 which essentially removes the ability of the local trust committee

[0:24:49] Planner: to issue a temporary use permit for short-term vacation rental purposes

[0:24:56] Planner: and following that given it was a the kickoff to covid and there was some uncertainty as to

[0:25:02] Planner: how public hearing could occur local trust committee undertook a 60-day comment period

[0:25:07] Planner: and uh and we are now at the point where uh we are at uh moving towards uh public hearing next

[0:25:15] Planner: and this is the opportunity for the community to have any additional questions answered regarding

[0:25:21] Planner: the app or the uh project and the bylaw so i'm just going to quickly share my screen here

[0:25:28] Planner: and the bylaw is very simple but i will uh provide it to you and share that please confirm you can

[0:25:36] Planner: can see that so the the

[0:25:39] Planner: bylaw is an OCP amendment and essentially just removes one section of the

[0:25:44] Planner: OCP from the temporary use permit requirements that speaks to the issuing of temporary use

[0:25:52] Planner: permits for short-term vacation rental purposes and I'm just going to jump to that next and so

[0:25:58] Planner: So here in objective two, part three,

[0:31:49] Planner: process. What I will speak to here is the bylaw again itself. I will just quickly share it again

[0:31:56] Planner: for anyone that is new just to the public hearing. Sure. So the bylaw amendment is a simple

[0:32:06] Planner: amendment to the OCP to remove the section related to the issuing of temporary use permits for short

[0:32:14] Planner: term vacation rentals. And I'll just quickly show the language in the bylaw. Essentially,

[0:32:19] Planner: Actually, our subsection three starts here and carries down G.

[0:32:25] Planner: And in the CIM, I said that H is removed, but it's actually all part of this subsection under specific to commercial vacation rentals.

[0:32:33] Planner: So, in fact, this whole section is removed and it is renumbered startling at Article 4.

[0:32:40] Planner: So, to date, we've received nine submissions to the public hearing, nine written submissions.

[0:32:48] Planner: local trust committee has received all them as of this morning we have sent them all to them

[0:32:55] Planner: statutory requirements were completed including two consecutive ads in the december edition of

[0:33:03] Planner: the salt spring island driftwood and also as per the requirement of local trust committee's

[0:33:09] Planner: standing resolution it was also published in the galliano active page and so i think that is all

[0:33:18] Planner: that you need from me, Chair Rogers.

[0:36:07] Voice 13: The current bylaw gives the LTC a proven, workable, regulatory instrument to manage and control the impacts of STVRs in neighborhoods.

[0:36:22] Voice 13: If you do away with this instrument, what are you going to use in the future?

[0:36:28] Voice 13: that unless you have a replacement, a ready replacement at hand that you can bring in

[0:36:37] Voice 13: while you remove the existing bylaw, you are basically opening the barn door to

[0:36:48] Voice 13: unrestricted STVR proliferation on the island. Thank you. Okay,

[0:40:37] Voice 12: One point I really want to touch on in that is that you say

[0:40:40] Voice 12: when COVID reduced visitors,

[0:40:42] Voice 12: STVRs were suddenly made available

[0:40:44] Voice 12: for long-term rent to Islanders,

[0:40:46] Voice 12: proving that some will rent long-term

[0:40:48] Voice 12: when unable to operate a commercial vacation rental.

[0:40:52] Voice 12: You know, I just, I want to caution you

[0:40:54] Voice 12: against making decisions based on what happened in April,

[0:40:59] Voice 12: because we all know that was a really really crazy and difficult time um i can well imagine

[0:41:06] Voice 12: that people who never intended to ever put their houses up for long-term rental suddenly finding

[0:41:10] Voice 12: themselves out of work no income big mortgage to pay and no vacation rental income and what

[0:41:16] Voice 12: what do you do you know you in april it was not an option to sell your property

[0:41:22] Voice 12: I've always felt very strongly that people should have their you know the rental income it should

[0:41:30] Voice 12: be either long-term or it should be short-term vacation rental and not going back and forth

[0:41:34] Voice 12: because that's where you really have injustice and you know for those people that are looking

[0:41:39] Voice 12: for long-term rentals on the island but we shouldn't judge anybody on the basis of decisions

[0:41:45] Voice 12: made in April. And I suggest that it's really a problem to project forward. You know, we have a

[0:41:54] Voice 12: completely different real estate market now. It's I mean, it's changed completely. What I would

[0:42:00] Voice 12: like you to consider is that if the trust is going to pressure people, you know, what seems to be

[0:42:08] Voice 12: driving this is that short-term vacation rentals take away from long-term rentals and if the trust

[0:42:17] Voice 12: is going to pressure people to move their properties out of short-term and into long-term

[0:42:22] Voice 12: you know what's is that really going to work what do the numbers say what you know what does the

[0:42:27] Voice 12: money say and i you know i just don't see it we have a very hot real estate market and it just

[0:42:35] Voice 12: makes a lot more sense to just sell your property if you can't continue to do the short-term vacation

[0:42:39] Voice 12: rentals um i've been a landlord before in the past uh of long term and i have no interest in

[0:42:47] Voice 12: doing that um there's you know if you push people to do something with their private property that

[0:42:53] Voice 12: they don't want to do they're probably going to push back and they have every right to i don't

[0:42:57] Voice 12: want to be a long-term landlord aside from the fact that i live in my house and sure it is short

[0:43:04] Voice 12: term vacation rental, but it's not available 365 days a year. I don't even rent my house

[0:43:12] Voice 12: half of the year. So shutting it down as an STVR does nothing for long term rentals because

[0:43:19] Voice 12: that's my home. I'm not going to go and live on my boat in order to make my house available for

[0:43:26] Voice 12: long term rentals. So that's the greater issues. I ask you to give me a minute or two to talk to

[0:43:33] Voice 12: about the the personal how this stuff affects me personally uh as well that does go to greater

[0:43:38] Voice 12: issues too but you know um yeah so as i say it is my home first and my short-term vacation

[0:43:48] Voice 12: rental that provides my primary income um shutting it down would not open it up for for long term it

[0:43:55] Voice 12: would not provide any benefit to any anyone in the community i'm at a point now where uh people

[0:44:01] Voice 12: renting my house will sometimes tell me that they didn't plan on coming to galliano and then decided

[0:44:07] Voice 12: to rent my house they they were referred to me and on the basis what friends had told them about my

[0:44:13] Voice 12: house they decided to to make a trip to galliano there's a benefit to the whole community in what

[0:44:19] Voice 12: i do and there's no benefit in shutting it down now um i've tried to stay on the right side of

[0:44:27] Voice 12: the Alice Trust rules. When you all decided to start to regulate it several years ago,

[0:44:35] Voice 12: I had a long conversation with Rob Milne about what my options were. And because I have a house

[0:44:41] Voice 12: and not two houses, I don't qualify for the rules that you wrote for home occupancy,

[0:44:48] Voice 12: despite the fact that I live here. I live here and I take very good care of my short-term

[0:44:54] Voice 12: vacation rental um but my options were there were no options either i could stay

[0:45:01] Voice 12: non-conforming which as i understand it most people in my situation did or i could pay the

[0:45:08] Voice 12: 1100 and then again another couple hundred dollars a couple years later and then now you're saying

[0:45:15] Voice 12: that you're going to leave me with no legal framework at all under which to operate my

[0:45:20] Voice 12: business and that's not right um i have expressed this that both you know right from the beginning

[0:45:28] Voice 12: when the uh my original tup was granted that there's something wrong with that

[0:45:33] Voice 12: that a person who has two houses gets a free you know there's no charge for a permit but if you

[0:45:41] Voice 12: have one if you're not so fortunate you have to pay eleven hundred dollars and you can get shut

[0:45:46] Voice 12: shut down at any time. We had a considerable exchange of emails. Thank you, both trustees

[0:45:52] Voice 12: and Brad for, you know, responding to my questions about the ethics of this. And what really caught

[0:45:59] Voice 12: my attention in the end is that I don't hear anything from any of the three of you about the

[0:46:05] Voice 12: right and wrong of it. I get a lot of information about, you know, land use bylaws, and this is not

[0:46:11] Voice 12: actually a permitting cost it's a processing application processing fee

[0:46:18] Voice 12: none of that is the answer that I think is really obvious that there's something

[0:46:23] Voice 12: wrong when those who have two homes get a free pass and if you are not so

[0:46:30] Voice 12: fortunate you have to pay for it and you can still be shut down at any time

[0:46:36] Voice 12: basically I you know I'll leave it at that I have had some phone calls and

[0:46:39] Voice 12: and emails with both of you about what happens

[0:46:44] Voice 12: if somebody calls in and makes a complaint.

[0:46:46] Voice 12: And you all know that I have had a similar situation

[0:46:49] Voice 12: to that in the past, and it's been catastrophic in my life.

[0:48:36] Voice 2: in this bylaw, and I have read the report on the issue, it seems to me that this bylaw change

[0:48:43] Voice 2: is a wrong move, and for the following reasons. One argument for this that I'm well aware of is

[0:48:52] Voice 2: that vacation rentals have eliminated long-term rentals. However, I do feel it is unlikely that

[0:49:00] Voice 2: these cottages or houses will appear in the long-term rental market. People who own them,

[0:49:07] Voice 2: and I'm familiar with some of these people, wish to be able to come and to have family and friends

[0:49:13] Voice 2: stay, and they're not prepared to put these houses or cottages in the long-term rental market,

[0:49:19] Voice 2: and I think it's likely that they will just sit empty or they will be sold. There may be a few

[0:49:25] Voice 2: that appear, residences that people never come to. But I wonder if, in fact, these may actually be

[0:49:33] Voice 2: buildings that are in poor shape as living accommodation if, in fact, the owners are not

[0:49:39] Voice 2: coming. And the report on this issue is quite inconclusive as to whether eliminating TUPs

[0:49:50] Voice 2: will really make any difference to the long-term rental market.

[0:49:54] Voice 2: I know another argument is water use, that renters don't care.

[0:49:58] Voice 2: But I do believe there are other ways of requiring cottage rentals to be water observant

[0:50:05] Voice 2: and ones that we should really all have in place.

[0:50:09] Voice 2: And that would be monitors on wells, for example.

[0:50:13] Voice 2: and i wonder whether long-term renters will be any more observant of of water regulations

[0:50:20] Voice 2: and i know another argument is noise from renters with no one there to control it but i'm aware that

[0:50:28] Voice 2: the tup requirements mean that there has to be someone available on the island in case that is

[0:50:35] Voice 2: a problem and i can just say that we have several tups near us and we have never been bothered

[0:50:42] Voice 2: So, as Mr. Ryback stated, I think eliminating TUPs and the structure that presently exists to control them and manage them will just drive the short-term rental market underground, where I think it will be much harder to manage violations than under this permitting system.

[0:51:06] Voice 2: system and I'm also concerned that it will result in lost jobs for those who manage vacation rentals

[0:51:13] Voice 2: and the people who are employed to clean and repair them and result in other lost income for

[0:51:20] Voice 2: example to artists restaurants and events when when we are able to resume some level of tourism

[0:51:27] Voice 2: and Galliano does rely on that so I wasn't planning to but I would just like to add my

[0:51:35] Voice 2: my voice to oppose this by-law change.

[0:53:50] Voice 15: go rogue and challenge the bylaw enforcement because they'll be out of compliance or more

[0:53:55] Voice 15: positively figure out a way of making it work either by renting a room

[0:56:43] Voice 8: housing and I think that in the long term that will open up housing and I would also just add

[0:56:49] Voice 8: that you know around the tourism thing I think tourism actually makes housing a lot harder on

[0:56:56] Voice 8: this island so bringing less tourists over you might lose some tourism jobs but you might also

[0:57:03] Voice 8: open up a lot of opportunity for community members to do other things and be able to live

[0:57:08] Voice 8: cure full-time, you know, especially with all the remote working that's now opening up. So

[0:58:12] Voice 10: have the place occupied while I'm unable to be there. I love Galliano. I consider myself at least

[0:58:19] Voice 10: partly part of the community. I understand the idea about making housing available to others,

[0:58:26] Voice 10: but nevertheless, I am applying for a TUP. And again, the place is very precious to me. So by

[0:58:34] Voice 10: by renting it full-time, I would have no access to it.

[1:16:17] Planner: they're now engaged with the Romagnoli

[1:16:20] Planner: and having some discussions around

[1:16:22] Planner: coming to some agreement on a covenant.

[1:16:24] Planner: And one question they had for local trust committee

[1:16:30] Planner: was around whether it could be more

[1:16:33] Planner: of a conservation covenant than a forest covenant.

[1:16:37] Planner: that it would need to be a seasonal forestry covenant,

[1:16:40] Planner: but it could be fairly restrictive in its forestry terms

[1:24:13] Voice 19: december meeting uh there was a presentation by uh the senior freshwater specialist william shoba

[1:24:20] Voice 19: on the preliminary results of the groundwater sustainability project to date and those that

[1:24:26] Voice 19: that those first phases of the project were mapping and data collection and gathering and

[1:24:32] Voice 19: a final report is pending shortly in the next month or so and at that meeting the local trust

[1:24:40] Voice 19: committee decided to keep the project as a top priority and to at least proceed with considering

[1:24:49] Voice 19: considering implementing the outcome of the mapping project through looking at potential

[1:24:57] Voice 19: amendments to bylaws essentially.

[1:24:59] Voice 19: So this project, this report outlines sort of a general outline of what that phase of

[1:25:07] Voice 19: the project would look like with timeline and budget and scope for that project.

[1:25:13] Voice 19: I should say that this is a project that's also been made a top priority by the North Pender and South Pender local trust committees to date.

[1:25:23] Voice 19: And they are looking at or will be looking at a similar project charter project outline with the same personnel, the same staff supporting that project.

[1:25:36] Voice 19: And so the project would include looking initially at potential options for amendments.

[1:25:43] Voice 19: reporting back to the local trust committee with the range of options.

[1:25:48] Voice 19: Also simultaneously doing some community education on the findings of the mapping phase of the project.

[1:25:56] Voice 19: And then the local trust committee identifying some options to pursue further.

[1:26:01] Voice 19: And then doing community consultation on those options, First Nations consultation,

[1:26:06] Voice 19: leading ultimately to consideration of bylaw amendments.

[1:26:10] Voice 19: So the project timeline sort of follows, would follow from that sort of rough project outline with the first phase being the staff looking at the mapping results and then reporting back with options to the local trust committee with a specific lens on Galliano's

[1:26:32] Voice 19: both water groundwater circumstances and also land use patterns and bylaw bylaws

[1:26:40] Voice 19: then the local trust committee considering those giving direction consulting on the potential

[1:26:46] Voice 19: options and then moving into what we term the legislative phase which would be bylaw amendments

[1:26:53] Voice 19: the project resources like I said earlier would be it would fall under the new regional planning

[1:26:59] Voice 19: Planning Group is one of the projects with a sort of a regional focus or interest, primarily because it has several local trust committees in the south, making it a priority and try to get as much efficiency and consistency by having the same personnel, the same staff supporting the project, and also tying it in with

[1:27:26] Voice 19: with the trust-wide project for groundwater

[1:27:34] Voice 19: that's been initiated recently and is supported by a grant.

[1:27:38] Voice 19: And Chadwick can speak more specifically to that project

[1:27:43] Voice 19: and perhaps how it links to the LTC's project.

[1:27:46] Voice 19: So like I said, it's on the agenda

[1:27:48] Voice 19: for consideration of the project charter,

[1:30:27] Trustee Rogers: and i guess i i wouldn't mind some clarity how those things might dovetail or work together or

[1:30:35] Trustee Rogers: if that's been given any thought yet or it's too early to sort of give an idea around that

[1:30:39] Voice 19: right yeah i did allude to it a bit earlier and uh yeah we're giving a lot of thought to that

[1:30:44] Voice 19: and i don't know so did you want to speak a bit to the yeah

[1:30:50] Voice 14: you sort of a just a quick overview of what that process is about so we've been and um so we've

[1:30:56] Voice 14: engaged a consultant in the development of what we're calling a freshwater sustainability strategy

[1:31:11] Voice 14: folks outside of of the islands trust provincial folks first nations other you know water experts

[1:31:20] Voice 14: And so the intention is that this larger plan will, or this process is going to lead to identifying a number of options for sort of strengthening the trust's ability to essentially protect the watersheds and fresh water.

[1:31:43] Voice 14: and so um we do have this uh this funding um from healthy watersheds initiative which is a

[1:31:52] Voice 14: provincial initiative and so that's funding the project uh the strategic plan development and

[1:31:59] Voice 14: it's also um funding a number of other what we're calling implementation projects so there's

[1:32:04] Voice 14: there are um uh that we've got a project on Liskiti and Hornby and there's a couple of

[1:32:11] Voice 14: of other um related projects so the way that that the the work that will be happening um on galley

[1:32:19] Voice 14: the way that i'm seeing it and this is just my perception at this point um on galliano and

[1:32:24] Voice 14: north pender um will be that that work will be continuing in tandem with the development of this

[1:32:31] Voice 14: overall um strategy and and we'll be learning things along the way um as we begin to uh to

[1:32:38] Voice 14: to implement the project charter

[1:32:42] Voice 14: for Galliano and North Pender.

[1:32:45] Voice 14: And that will feed into the ultimately what we learn

[1:32:51] Voice 14: will potentially influence what ultimately

[1:32:54] Voice 14: I identified as options.

[1:32:56] Voice 14: So that in addition to a suite of other options,

[1:33:03] Voice 14: there is an opportunity for them

[1:37:45] Planner: as an active forest lot with respect to their firewood collection business that they operate

[1:37:52] Planner: currently on the property. So just some background here's the subject property location on Galliano

[1:38:00] Planner: Island along Port Lay Pass Road and in a review of the island's trust policy statement is consistent

[1:38:09] Planner: and also the OCP review is consistent as the proposal to rezone from F1 to F3 and everything

[1:38:20] Planner: is being proposed is more or less consistent application of this OCP policy that allows

[1:38:30] Planner: allows for the granting of a forestry covenant on the property in exchange for the access or

[1:38:36] Planner: in exchange for accessory or dwelling permitted residential use along with all the accessory

[1:38:45] Planner: uses that come from that. So given the size of the property, the property has dwelling potential

[1:38:52] Planner: for up to three dwellings as the rezoning the minimum rezoning is 20

[1:39:02] Planner: hectares and the property is approximately 67 hectares and so at

[1:39:08] Planner: this time the property only is only proposing to build the one dwelling and

[1:39:13] Planner: this is the site sketch that the property owner is provided at this time

[1:39:18] Planner: with the dwelling situated upon the ridge here,

[1:39:23] Planner: which is located within a groundwater catchment area.

[1:39:27] Planner: And so the applicant will need to consider the conditions

[1:39:32] Planner: within the groundwater catchment area.

[1:39:35] Planner: And there are also some moderate and steep slope area

[1:39:38] Planner: or some moderate slope areas within the location

[1:39:41] Planner: of the proposed development

[1:39:43] Planner: that they'll also need to consider.

[1:39:45] Planner: just backing up here the property is designated forest land and as such it's in the private

[1:39:54] Planner: it is the private managed forest land act applies the a section of the pmfl

[1:40:04] Planner: removes the ability for local governments to develop bylaws that would restrict forest

[1:40:10] Planner: activities so local trust committees should be made aware that the development permit areas that

[1:40:16] Planner: are identified on the property in the future would not be applied at the bylaw level and so staff

[1:40:24] Planner: would recommend that any protection of these areas including all the hydrogeological geotechnical as

[1:40:32] Planner: well as potential sensitive habitats on the property are protected through covenants at the

[1:40:40] Planner: the rezoning stage. In terms of consultation, public hearing would be required. If you got to

[1:40:49] Planner: that point, staff have identified a number of agencies that would be sent for bylaw referral

[1:40:54] Planner: and First Nations as well. And we've talked about the recommendations, but again, the proposal is

[1:41:04] Planner: reasonable and should really say is consistent with the OCP as there's nothing that really makes

[1:41:09] Planner: it uh not consistent uh the property owner is willing to enter a sustainable forester covenant

[1:41:15] Planner: uh with the local trust committee and staff have provided information to the property owner

[1:41:20] Planner: uh uh with respect to connecting to the galliano conservancy who could potentially be that third

[1:41:26] Planner: party covenant holder as it would be a the property would remain forestry so there would

[1:41:33] Planner: would be no OC land use designation required and if LTC decides to proceed today then the applicant

[1:41:43] Planner: has been provided this terms of reference that I'm just scrolling to here and this terms of

[1:41:50] Planner: reference provides detailed requirements with respect to all the tasks that the applicant

[1:41:58] Planner: would then need to go away and complete prior to bringing back the application again to local

[1:42:05] Planner: trust committee for further consideration so with that chair rogers i will pass it back to you and

[1:42:11] Planner: local trust committee for any questions and i also know that the applicant is now online and

[1:42:17] Planner: you may want to touch base with them as well thank

[1:43:20] Planner: them so it really depends on what the referrals to those different agencies would say and then

[1:43:30] Planner: we can continue to have those conversations for sure the yeah the the road would be an obvious

[1:43:36] Planner: dedication but the the bike network and then also a conversation around a potential public trail

[1:43:41] Planner: which is identified in the OCP as well and there's no specific route identified on a trail it's just

[1:43:48] Planner: there's a flagging that somewhere along this property a trail is desired so those conversations

[1:43:54] Planner: can occur.

[1:44:03] Planner: Yeah because it's a forest lot the the section of road that goes through there is

[1:46:25] Planner: or pass or approve any permits and so essentially section 21 of the pmfl applies to all lands that

[1:46:35] Planner: are designated forestry that aren't within a forest license area farm there's a the legislation

[1:46:42] Planner: spells it out and so this particular property is one of those and so your rezoning bylaw

[1:46:51] Planner: law that you would pass would essentially just be changing the zoning from F1 to F3 and the

[1:47:01] Planner: so it would just be a map amendment and so the change itself would have no direct or indirect

[1:47:07] Planner: impact on forestry activities and so that's why the covenant tool is used as the mechanism to

[1:47:15] Planner: to create restrictions on the land base

[1:47:17] Planner: because the PMFL does not consider covenants.

[1:47:23] Voice 19: So the property has managed forest status

[1:47:27] Voice 19: because of the registered in the program.

[1:47:30] Voice 19: So if you have that managed forest status,

[1:47:33] Voice 19: you're then subject to the PMFL Act,

[1:47:55] Voice 19: the Local Trust Committee couldn't, we wouldn't advise the Local Trust Committee to ignore those objectives at the rezoning stage.

[1:48:04] Voice 19: Because as long as the property owner maintains managed forest status,

[1:48:08] Voice 19: you can't restrict forest management activities through the mechanism of a development permit.

[1:48:15] Voice 19: So this is the opportunity to potentially use covenants to achieve the goals of the development permit areas.

[1:48:25] Trustee Rogers: so let me just make sure, restate that so I make sure I understand. So it's a managed forest under the PMFL. We have limitations under the current legislation on what bylaws we can apply and restrictions we can apply to the property if they affect forestry.

[1:49:00] Trustee Rogers: would be enforceable despite his managed private managed force status correct

[1:50:16] Trustee Rogers: And the irony of all of this, unless I'm completely mistaken and can't read a map anymore, those, the DPA-1 areas are pretty much right along the road allowance.

[1:50:30] Planner: They're sensitive habitats along.

[2:18:37] Voice 5: dispirited as we go into year two of the pandemic. So there's that. And then the trustees were

[2:18:46] Voice 5: recently asked to talk about what unique amenities we are preserving and protecting. And so I thought

[2:18:59] Voice 5: it might be interesting for people so we've submitted our comments on that but I thought

[2:19:07] Voice 5: might be interesting to hear from our community about what unique amenities they see are important

[2:19:17] Voice 5: to protect and preserve in on Galeano so it can be both community oriented and

[2:19:25] Voice 5: and oriented toward the environment.

[2:19:28] Voice 5: So I don't know if anyone is interested

[2:19:31] Voice 5: in taking up that topic.

[2:21:44] Voice 5: I could just mention what ones we did kind of put forward.

[2:21:50] Voice 5: word um so we felt that um so tahira and i had a chance to talk and um so we felt that it's

[2:22:04] Voice 5: that it's important in the in that there were sort of three areas that in the unique amenities one

[2:22:10] Voice 5: was the indigenous cultural heritage the natural environment and the community and so in the

[2:22:17] Voice 5: Indigenous cultural heritage, we felt that there is a responsibility on all of us to protect the

[2:22:25] Voice 5: areas that have been where there are remains. I mean, in all of these islands, there are remains

[2:22:37] Voice 5: just everywhere. And it's unlike, say, Victoria or the Lower Mainland or another municipality

[2:22:45] Voice 5: Where there's a cemetery and everybody's in a cemetery, we have to be careful because the remains are within our environment.

[2:22:54] Voice 5: So we also talked about the natural environment that we want to preserve and protect, you know, the plants, trees, birds and animals.

[2:23:04] Voice 5: also the darkness so they trying to reduce light pollution being able to to see the bright moon

[2:23:15] Voice 5: on moonlit nights the quiet the lands for growing and foraging and then for the community we we

[2:23:25] Voice 5: wanted to preserve and protect the sense of belonging the sense of being noticed and seen

[2:23:33] Voice 5: interdependence of cohesiveness and resilience the sharing of skills and money

[2:23:37] Voice 5: um the freedom and safety like to be able to walk and be anywhere on the island without fear

[2:23:43] Voice 5: um the the way in which the island volunteers the large percentage of volunteers

[2:23:49] Voice 5: um and and how the island has responded uh especially during this pandemic so those were

[2:23:59] Voice 5: or kind of some of the things that we submitted

[2:24:05] Voice 5: in response to that question,

[2:24:08] Voice 5: the questions that the trust programs committee

[2:24:12] Voice 5: is had put out.

[2:24:20] Voice 18: It'll be an interesting,

[2:24:25] Trustee Rogers: it's an interesting time for the trust programs committee.

[2:24:30] Trustee Rogers: So there was going to be a new sort of historical report

[2:26:04] Voice 11: I know that it's a CRD right of way

[2:26:07] Voice 11: that would have to be obtained.

[2:26:09] Voice 11: And I know when the Conservancy rezoned

[2:26:11] Voice 11: that we had to give a very wide margin

[2:26:14] Voice 11: for a future bike path and I just want to emphasize again that's one of the

[2:26:18] Voice 11: things that I hear over and over on Galliano is the idea of

[2:26:22] Voice 11: having a bike

[2:26:23] Voice 11: path along Porlier Pass because every year we have more cyclists both locals

[2:26:28] Voice 11: and others and it's just an extremely dangerous road lots of twists and turns

[2:26:33] Voice 11: and ups and downs so along with trails that's something that I hear very very

[2:26:38] Voice 11: frequently as a concern. Should I just go through my list? It'll

[2:26:46] Voice 3: be brief. I

[2:26:48] Voice 11: think the other concern

[2:26:50] Voice 11: that we're talking about at the Conservancy and I know a lot of people are on Galliano is

[2:26:57] Voice 11: Indigenous partnerships leading to naming and recognition and protection of sites on Galliano

[2:27:03] Voice 11: And that includes recognizing both the local Galliano Indigenous people who lately have been sort of coming to prominent attention because of the sign at Waver Bay.

[2:27:16] Voice 11: So that would be the Leilamsar Agotino.

[2:27:20] Voice 11: They would be the descendants, essentially, from the Wilson family and the canoe pass people, the La Mulchie Wilson.

[2:27:28] Voice 11: Wilson and of course recognizing the Penelakut lineage and Yakoloas and Lamalchi and their

[2:27:38] Voice 11: descendants live on many many parts of the island so I really hear that that you know people

[2:27:45] Voice 11: want to acknowledge who's here and pay respect and protect those sites with respect to the

[2:27:54] Voice 11: The quiet nights and the lovely moon,

[2:27:57] Voice 11: I have to say that at the North End

[2:27:59] Voice 11: and along Trincomalee,

[2:28:00] Voice 11: those tankers continue to be an issue.

[2:28:03] Voice 11: I know that our MP here, Adam Olson,

[2:28:08] Voice 11: has been very attentive to this issue

[2:28:10] Voice 11: and has tried to write and get some action on it.

[2:28:14] Voice 11: Essentially, it's the Port of Vancouver

[2:28:15] Voice 11: who needs to realize that the Southern Gulf Islands

[2:28:18] Voice 11: are not a parking lot for their overflow.

[2:28:21] Voice 11: Some of these tankers don't even have business

[2:28:23] Voice 11: in the Port of Vancouver.

[2:28:25] Voice 11: They're just being parked there.

[2:28:27] Voice 11: And at one point, the Port of Vancouver said

[2:28:30] Voice 11: that they were parking them there

[2:28:32] Voice 11: because Valdez and Penelope were essentially uninhabited,

[2:28:36] Voice 11: which is .

[2:28:39] Voice 11: But we'd really like to see them move on or some control.

[2:28:44] Voice 11: They transit through Trincomalee

[2:28:46] Voice 11: and literally the ground shakes

[2:28:48] Voice 11: when those tankers go through.

[2:28:50] Voice 11: through and it can they must be so disruptive to orcas I can only imagine um renewal of the

[2:28:58] Voice 11: coastal Douglas fair forest and continuing better management of forests um and just finally there

[2:29:05] Voice 11: remains a concern at the um the far north end for emergency access that would be for almost

[2:29:11] Voice 11: three dozen families um as the part of your past continues to erode and uh landslides continue to

[2:29:19] Voice 11: happen along uh near sultry bay along corlear past uh there's maybe two or three potential

[2:29:26] Voice 11: emergency accesses one of which which may be addressed by crystal mountain which has an

[2:29:32] Voice 11: existing level graded uh highway quality roadbed through its site but it's not currently open

[2:29:39] Voice 11: so with these the rocks that have been coming out down in the last few weeks with heavy rain

[2:29:45] Voice 11: there is

[2:29:46] Voice 11: no way someone in an ordinary passenger car could get out so that's worth considering

[2:29:52] Voice 11: um and finally i think uh congratulations to the progress on the stv

[2:30:00] Voice 11: and the STs taking this initiative.

[2:30:04] Voice 11: I realize it causes some economic hardship to people,

[2:30:08] Voice 11: but it's far.

[2:30:10] Trustee Rogers: And we're post public hearing.

[2:30:11] Trustee Rogers: So you really can't comment related to the SPBR.

[2:30:34] Voice 6: local governments and um safety plans or whatnot anyway they're looking for public comment on that

[2:30:39] Voice 6: and anything to get those folks to jump through more hoops this may be good i posted that both

[2:30:46] Voice 6: on the facebook trust galliano facebook and instagram with the links oh i didn't know that

[2:33:36] Voice 6: the community which have i feel like i've ranged from the desire for no stvrs at all or no regulation

[2:33:43] Voice 6: from both ends of the spectrum um i believe this bylaw amendment achieves a balance between those

[2:33:50] Voice 6: extremes and will help mitigate some possible negative side effects that commercial vacation

[2:33:55] Voice 6: rentals could have on Galliano's available housing supply while supporting

[2:34:00] Voice 6: local short-term vacation rental businesses. So I would be supportive of

[2:34:05] Voice 6: making the recommendation that's in the staff report.

[2:34:10] Trustee Rogers: Okay so Trustee Wolverton do you have?

[2:34:14] Voice 5: Yeah I have a few comments.

[2:34:17] Voice 5: Firstly I would just like to thank the community for actively participating in

[2:34:22] Voice 5: this discussion about STBRs. It's a complex issue and there are strong

[2:34:26] Voice 5: opinions on both sides of the question. Like my fellow trustees, I've read the entire public

[2:34:33] Voice 5: hearing binder that contains all of the staff reports, summaries of public input online and

[2:34:39] Voice 5: in the community meeting, as well as all the correspondence from the public. And I've also

[2:34:43] Voice 5: read many papers on the issue, including regulating short-term rentals toolkit that was sponsored by

[2:34:50] Voice 5: the Vancouver Foundation and the Real Estate Foundation and others. I think this issue is one

[2:34:58] Voice 5: with which many communities struggle. The solutions from other jurisdictions range from

[2:35:05] Voice 5: no interference to limited regulation to greater restriction or to banning altogether.

[2:35:12] Voice 5: And like my fellow trustee, Trustee Rockefeller, I believe that this bylaw does strike a fair

[2:35:18] Voice 5: balance by allowing vacation rentals of 30 days or more and continuing vacation rentals as a

[2:35:25] Voice 5: permitted home occupation when there is a full-time resident on the property. I think that longer-term

[2:35:32] Voice 5: rentals, 30 days or greater, provide visitors with a chance to experience the island, make local

[2:35:39] Voice 5: purchases, attend local events. There are fewer turnovers of occupancy and I believe that puts

[2:35:46] Voice 5: puts less strain on the environment from a water use point of view, laundry, et cetera.

[2:35:52] Voice 5: I think we have had examples of people who have come here for a few months and have got involved

[2:36:00] Voice 5: in the community. They've volunteered. One person ended up as an understudy in our Panto and

[2:36:10] Voice 5: and ended up starring when the lead had an accident and so I mean I think there are ways in

[2:36:16] Voice 5: which if we can attract people who want to stay for a month or two or a few more that still allows

[2:36:23] Voice 5: the owners to use their properties in the way that they would like. I think that the goal of this

[2:36:30] Voice 5: bylaws to protect our long-term housing and rental supply and prioritize housing for our residents

[2:36:36] Voice 5: when we lose our full-time residents we lose the potential for volunteers for

[2:36:42] Voice 5: neighbors for people to shop at our in our stores um so um um it what's interesting um

[2:36:56] Voice 5: you know the the research that i've seen is beginning to show that when short-term vacation

[2:37:04] Voice 5: rentals are restricted that property does begin to open up for long-term housing on galliano on the

[2:37:12] Voice 5: the analytics site air dna there are 45 active rentals listed 43 are entire homes and so that

[2:37:22] Voice 5: that you know we have um let me see how many sorry we have about uh 500 and uh so we have

[2:37:33] Voice 5: 1170 dwellings of which 564 are occupied by long-term residents. I just, you know, I would

[2:37:43] Voice 5: like to see some of that, you know, open up and I'm hoping that this bylaw will add to that. So

[2:37:52] Voice 5: that's all.

[2:37:58] Trustee Rogers: Thanks. I want to say I agree with both of you in the sense that there is a wide

[2:38:04] Trustee Rogers: variety of opinions from those who don't think this goes far enough, who I respect, and those

[2:38:16] Trustee Rogers: that think we should not be infringing on people's property rights, or at least providing the

[2:38:22] Trustee Rogers: mechanism, as a few of our speakers said today, to allow people to, I don't want to say monetize,

[2:38:30] Trustee Rogers: but to be able to run their STBRs and be able to live.

[2:38:35] Trustee Rogers: And I'm very conscious of the fact that any kind of a blanket rule

[2:38:43] Trustee Rogers: will adversely impact people who are otherwise very good citizens

[2:38:47] Trustee Rogers: and providing good service.

[2:38:51] Trustee Rogers: It is entirely impossible to, I believe, to simply say,

[2:38:59] Trustee Rogers: well these people contribute to the community so they should be able to do what they're going to do

[2:39:04] Trustee Rogers: as whereas these individuals over here we're not so sure about so we're not going to allow them.

[2:39:10] Trustee Rogers: That's the kind of indiscriminate or discriminant decision making that would be very problematic.

[2:39:20] Trustee Rogers: um so i want to say i've read all of the submissions um uh listened to all the comments

[2:39:29] Trustee Rogers: today uh and reread all the staff reports and the survey results etc uh it's clear there's no

[2:39:38] Trustee Rogers: consensus uh on the island on this issue and frankly most communities there is no consensus

[2:39:44] Trustee Rogers: on this issue and that it's in my view there is much truth on both sides of the issue

[2:39:53] Trustee Rogers: I think that you know TUP's use to create STVRs was introduced I believe in 2014

[2:40:06] Trustee Rogers: 2014 with a view to seeing how it worked by a previous LTC. We don't have the ability to

[2:40:15] Trustee Rogers: have a licensing process, a business licensing process. So our options are somewhat limited.

[2:40:25] Trustee Rogers: We can either change zoning or put zoning in place like we have with home occupations

[2:40:30] Trustee Rogers: or we have temporary use permits.

[2:40:34] Trustee Rogers: I've always found temporary use permits for this purpose to be awkward

[2:40:39] Trustee Rogers: because by definition, they're intended to be temporary

[2:40:42] Trustee Rogers: and there's that renewal process

[2:40:45] Trustee Rogers: and it's not intended to be a long-term solution.

[2:40:48] Trustee Rogers: But that's the tool that was in our toolbox

[2:40:51] Trustee Rogers: and it's a tool that's in the toolbox of all the islands

[2:40:54] Trustee Rogers: and other local governments.

[2:40:57] Trustee Rogers: There are a mixture of processes on other islands

[2:41:00] Trustee Rogers: from basically banning STVRs to allowing them in most circumstances to others for use of TUPs in

[2:41:50] Trustee Rogers: have operated conscientiously

[2:41:57] Trustee Rogers: But I, too, hold out a hope or a view that, and I think there's some evidence to support this, that at least some of the housing stock will be made available to members of the island.

[2:42:11] Trustee Rogers: I also accept that housing, noise, increased tourism, et cetera, water uses are all issues of increasing concern on Galeano and that for some, they are in some way related to the increased STBR use on the island.

[2:42:37] Trustee Rogers: I don't know the exact correlation, but there is some correlation.

[2:42:44] Trustee Rogers: So, this, what I've sort of come to the conclusion of is, I don't have the local experience that the two local trustees do and many of the people we've heard from do.

[3:08:17] Planner: that just kind of support these projects that we've added to our list and now we're at a point

[3:08:23] Planner: where you really probably you you know you have one slot coming up and uh and that slot will

[3:08:32] Planner: probably be something that you'll want to see out for the remainder of your term so

[3:08:36] Planner: with the groundwater report or the groundwater project carrying on and the land use

[3:08:43] Planner: technical amendments probably at least six months from being completed um says you're you have a

[3:08:49] Planner: number of projects there and not a lot of capacity to prior so prioritization will be important and

[3:08:57] Planner: so perhaps they could provide a bit of at least their perspective on what they see as the highest

[3:09:04] Planner: priorities going forward but

[3:09:06] Voice 16: that's just just thanks thanks planner smith yeah trustee um i

[3:09:11] Voice 6: would i don't think i'm gonna second either suggestions um because we haven't yet finished

[3:09:30] Voice 6: report from 2018 so i think it'd be jumping the gun right now to request a list from the apc as

[3:09:37] Voice 6: to what they recommend in addition to the fact that chair rogers has mentioned that there is cdf

[3:09:42] Voice 6: work going forward on two other islands possibly which might just be i'm not going to say no

[3:09:48] Voice 6: brainer because it's a terrible term but no brainer so i'm i don't think i want to put

[3:09:55] Voice 6: work on the apc right now until i'm sure that it's going to be conducive to us moving forward

[3:11:00] Voice 5: experience in government and when I left government after 30 plus years I had to clear out a lot of

[3:11:07] Voice 5: of the stuff that I had uh you know squirreled away and I went through like report after report

[3:11:14] Voice 5: after report that had excellent recommendations never implemented another one excellent

[3:11:20] Voice 5: recommendations never implemented and they were just stacks of these and I just don't want us to

[3:11:26] Voice 5: um be like that yeah I want to make

[3:11:30] Trustee Rogers: sure that if you have one that you are very passionate about

[3:11:34] Trustee Rogers: or two or three that you think that we would we could um benefit from the input of the apc they're

[3:11:40] Trustee Rogers: busy right now they've got a fairly important referral but they've probably got some capacity
