[0:04:16] Voice 10: we need to stay and have different types of equipment and connections thanks for any of

[0:04:19] Voice 10: the challenges that we face as we deal with the technology and go forward um and thanks to all

[0:04:25] Voice 10: the staff for being able to work this through with us over the last year it's been great um i ask

[0:04:29] Voice 10: everyone to mute their mics when they're not speaking um and i will mute you if you don't

[0:04:34] Voice 10: mute yourself so please do that um and it reduces the risk of any background um looking annoying

[0:04:46] Voice 10: face today. I also want to add that this is a place of employment and a public gathering despite the

[0:04:51] Voice 10: fact that many different staff and others are in their own homes. Everyone has the right to

[0:04:55] Voice 10: stay from a respectful workplace. I also want to acknowledge that many of us are co-parenting and

[0:05:01] Voice 10: teaching from home and so as we may need to have these momentary pauses, that is the reality that

[0:06:03] Voice 10: in December, as effective as December 4th. And so we are having to go through and elect a new vice

[0:06:11] Voice 10: chair Claire do you need to sort of introduce that for us and kind of get us

[0:06:17] Voice 8: organized around that

[0:06:17] Voice 8: yes thank you chair I have a script that I will read to introduce the election process

[0:06:23] Voice 8: and then we'll administer it according to the procedures that we have so with that with your

[0:06:30] Voice 8: permission I'll start off and read you the the process so the first order of business is to

[0:06:36] Voice 8: elect the chair of trust programs committee for the upcoming room or for the remainder of the term

[0:06:40] Voice 8: a few points to note about these elections nominations must be made and seconded by

[0:06:46] Voice 8: someone other than the nominee each nominee will be asked to indicate their willingness to stand

[0:06:51] Voice 8: as a candidate once nominated where an election by vote is necessary two staff will assist in

[0:06:57] Voice 8: counting the votes where a vote is necessary a ballot for each well we will not be developing

[0:07:03] Voice 8: ballots but what we're going to ask you to do is email me in the absence of being able to have

[0:07:08] Voice 8: ballots but we're going to ask people to email me with their selection and provide the candidate's

[0:07:14] Voice 8: surname of their choice on the email address or in the email to the person conducting the election

[0:07:20] Voice 8: which will be me. We will provide this to you electronically before the nominations are called.

[0:07:25] Voice 8: Voting is secret ballot and proxy voting is not permitted. Following the count of ballots the name

[0:07:31] Voice 8: of the successful candidate will be announced but we will not be announcing the vote count.

[0:07:35] Voice 8: out. In the case of a tie vote on the first ballot, a further vote will be held with only

[0:07:39] Voice 8: the names of the tied candidates on the ballot. If a second ballot results in a further tie,

[0:07:45] Voice 8: staff will select a candidate by lot and ballots will be or emails will be destroyed and deleted

[0:07:50] Voice 8: when the elections are completed. So with that, I'm going to call for nominations for the position

[0:17:04] Voice 8: thank you chair i'm happy to speak to this um just letting you know we are um really the dominant

[0:17:09] Voice 8: work that's been happening as you can imagine is the islands 2050 uh work and preparing um for the

[0:17:16] Voice 8: materials on your agenda today and also working towards the engagement activities that include

[0:17:20] Voice 8: the survey that's currently out and the preparing for an online forum in early March as well as the

[0:17:28] Voice 8: Trust Council session so that really has been the dominant work for Trust Programs Committee

[0:17:31] Voice 8: but I can let you know that work has also continued on the item around the Bainsound

[0:17:36] Voice 8: Lambert Channel Forum and indeed all the secretariat work in terms of advancing

[0:17:40] Voice 8: allocating out that support and working with partners and community through our program

[0:17:44] Voice 8: coordinator um in addition um i can let you know we have you'll see your very top item is around

[0:17:52] Voice 8: the crown lands agreement um we are having meetings with um staff at forest lands and

[0:17:57] Voice 8: natural resource operations and have some hope that we will indeed be able to um work together

[0:18:02] Voice 8: um to develop some consolidate our existing agreements and bring them together into a more

[0:18:08] Voice 8: modern and consolidated agreement um however it will not be occurring in the short term i would

[0:18:12] Voice 8: it's a you likely will not have any sort of a draft for at least six months as it requires

[0:18:17] Voice 8: multiple parties within the ministry ourselves in Bowen Island municipality and on your agenda

[0:18:25] Voice 8: today you'll see you have the package for the living in the trust area mailing at least a

[0:18:28] Voice 8: project charter and as well as we've brought forward a couple of your other items so we're

[0:18:33] Voice 8: feeling like we've been responsive to what's been asked but continue to really focus on the

[0:18:38] Voice 8: islands 2050 project i'd

[0:18:41] Voice 21: be happy to take any questions perfect

[0:18:45] Voice 10: then if anybody else has questions if you can raise your hand that'd be great um so my question

[0:18:50] Voice 10: was actually one question was around the um climate change stewardship education program it

[0:18:58] Voice 10: shows here as completed in december 2020 but i know that there has been conversation about it

[0:19:02] Voice 10: continuing into the spring with some other webinars

[0:19:05] Voice 8: and can you say more about that yeah so

[0:19:07] Voice 8: So we've completed what had been assigned

[0:19:09] Voice 8: by trust programs committee was the climate change webinars.

[0:19:12] Voice 8: There was discussion about hosting a further webinar

[0:19:15] Voice 8: with an indigenous presenter or presenters

[0:19:17] Voice 8: regarding climate change,

[0:19:18] Voice 8: but that request has come through the executive committee.

[0:19:22] Voice 8: So we'll show up on their fuel

[0:19:23] Voice 8: as it's being funded out of the reconciliation action plan.

[0:19:27] Voice 8: So the remainder of the stewardship education funding

[0:19:30] Voice 8: for this year, you'll see we've addressed

[0:19:32] Voice 8: under the living in the trust area mailing project charter.

[0:19:39] Voice 10: And then the other one was about the Secretariat. I know the Southern Gulf Island Secretary,

[0:19:45] Voice 10: I've been in various email strands with folks in the Southern Gulf Island region about that.

[0:19:50] Voice 10: If you can just give the committee a brief update on with that going forward and what's happening

[0:19:54] Voice 10: with that.

[0:19:55] Voice 8: Sure, I'd be happy to. Our program coordinator, we've been working with MLA Adam

[0:19:59] Voice 8: Olson's office to arrange a form and there were some preliminary dates that were in early February.

[0:20:04] Voice 8: However, there's been a delay in finding a facilitator for the group, and so I understand there was a meeting this week between our program coordinator and Emily Olson's office to speak about a potential facilitator, and I understand that that work continues to find someone.

[0:20:21] Voice 8: Once that's been arranged, then there will be a date arranged. I think they are hopeful that there will be something held this fiscal year, but yeah, that's been the holdup.

[0:20:31] Voice 10: Okay, great. Any other questions that folks have on the field? Trustee Rodgers?

[0:20:38] Trustee Rogers (probable): Thanks. Just a couple of brief things. One is, could you, have there been any follow-up or

[0:20:43] Trustee Rogers (probable): progress on the My Sea to Sky matter? Do you have any update on that?

[0:20:49] Voice 8: So we have, I understand that our senior intergovernmental policy analyst,

[0:20:56] Voice 8: Delaney, has been in touch with them, and they have asked us to hold off pending a grant

[0:20:59] Voice 8: application that they're writing they had let us know that they'll come back to us um when they've

[0:21:04] Voice 8: got their grant application developed so that we can write a tailored support letter that's

[0:21:09] Voice 8: specific to their request okay

[0:21:11] Trustee Rogers (probable): not that you need anything more on your agenda right now but

[0:21:14] Trustee Rogers (probable): i just wonder where that is the other thing is and i'm sorry i should have it in front of me

[0:21:25] Trustee Rogers (probable): the number one item about or maybe number two that talks about um finding ways to coordinate

[0:21:32] Trustee Rogers (probable): activities with leather local anyway what it says on there uh waiting for the tpc to decide whether

[0:21:46] Trustee Rogers (probable): out of the whole salt spring incorporation and and and and i and i just i'm just going to say

[0:21:52] Trustee Rogers (probable): we should probably put that on our agenda TPC at some point because it still sits on the EC agenda

[0:21:59] Trustee Rogers (probable): and uh and it's specifically the direction is uh waiting for some indication that TPC because it

[0:22:07] Trustee Rogers (probable): was an item we brought to the beginning of this term and trust programs committee said no leave

[0:22:12] Trustee Rogers (probable): it there because it didn't seem like we had any specific direction on it so when we have some

[0:22:18] Trustee Rogers (probable): space when we get through this you know maybe in early summer or late spring we might want to bring

[0:22:25] Trustee Rogers (probable): it back to the tpc agenda do you i think you know and i see the cao has unmuted he'll know the item

[0:22:43] Voice 16: comes out as essentially it came out of the salt spring island referendum and following that

[0:22:48] Voice 16: referendum there is an intention of trust council to work with others more specifically and find

[0:22:55] Voice 16: opportunities to work with other agencies who are delivering services and trust council at the time

[0:23:01] Voice 16: thought that they would expand that beyond the salt spring island context so they had a series

[0:23:05] Voice 16: of workshops um with uh you know 50 60 70 people i attended um one or two of those so there was

[0:23:13] Voice 16: some ongoing work and there you know just from memory there was direction for um the islands

[0:23:20] Voice 16: trust to facilitate working in all areas with others in our work and then trust programs

[0:23:29] Voice 16: committee inherited that work you and i spoke about it a couple times about a year year and

[0:23:34] Voice 16: and a half ago I was there was discussion of have events overtaken that specific direction

[0:23:41] Voice 16: and I think at the time there was interest in keeping it on the table for conversation and

[0:23:47] Voice 16: reflection and that you'd bring it back when you saw fit they have been you know even just talking

[0:23:52] Voice 16: about this the southern islands initiative that's an example of some of the work that

[0:23:58] Voice 16: this direction kind of was pointing towards so that's really the update there's been no

[0:24:03] Voice 16: explicit work on it and I'd say at least a year thank you all

[0:24:18] Voice 10: right any further questions okay

[0:24:23] Voice 10: and so we'll go ahead and just tag that into our our fuel so that we know that it's present

[0:24:28] Voice 10: in the universe and we'll figure out how to uh address that okay so I think we are good to go

[0:25:02] Voice 8: there was discussion or this resolution of trust council that's on screen today that says that

[0:25:07] Voice 8: that the Trust Programs Committee was requested

[0:25:10] Voice 8: to prepare questions for our trustees

[0:25:11] Voice 8: about themes that have been emerging

[0:25:12] Voice 8: during discussion of the Policy Statement Amendment Project.

[0:25:15] Voice 8: And you had a special meeting a few weeks ago

[0:25:18] Voice 8: to determine the questions,

[0:25:19] Voice 8: which were then sent out to trustees.

[0:25:21] Voice 8: And we've consolidated the responses for you

[0:25:24] Voice 8: in this briefing.

[0:25:24] Voice 8: And you will note that you did receive a late item

[0:25:26] Voice 8: with a few updates of a few that were received later

[0:25:29] Voice 8: that we had lost in our inboxes.

[0:25:31] Voice 8: And so that is now complete.

[0:25:33] Voice 8: We have now determined that those trustees

[0:25:35] Voice 8: who are have not commented do not intend to comment so you now have a complete summary in

[0:25:40] Voice 8: front of you in that late item um so our um intention is to forward this on to council to

[0:25:46] Voice 8: support the one-day session um that is proposed and that we can discuss later on the agenda

[0:25:53] Voice 8: but this is here for your feedback in terms of how it's presented and organized and if there's

[0:55:06] Voice 7: afford to buy a home. So there's seen to be benefits in that way. But there's also a harm to

[0:55:12] Voice 7: the availability of affordable rentals in the market so there were the paper that we analyzed

[0:55:19] Voice 7: looked at various benefits and harms and it concluded that there was a net harm this is a

[0:55:26] Voice 7: point of that requires you know further analysis and reflection but it was it was this was

[0:55:36] Voice 7: highlighted by the working group as being something that we needed to investigate further and that was

[0:55:41] Voice 7: how we framed it in the policy directions report that went out to the public and just upon an early

[0:55:47] Voice 7: scan looking at public feedback we received quite a bit of feedback on that particular point which

[0:55:53] Voice 7: we'll be bringing to council and so I think this requires a bit more fleshing out but we wanted to

[0:55:58] Voice 7: highlight it as something requiring perhaps some policy guidance.

[1:20:19] Trustee Luckham (probable): And I think the engagement and I'm thinking about I've shared with Claire a symposium style format where people can be invited, welcomed, facilitate sort of casual conversation like at a reception in rooms or something and then bring everybody back together for plenary sort of discussion videos and then go back into groups to allow some interaction so that it's more welcoming than a talking heads kind of a thing.

[1:21:44] Voice 3: if constituents are asking you um about that it's nice to provide them with that knowledge that

[1:21:50] Voice 3: the person who has that business is indigenous and one of the key reasons why we did work with

[1:21:57] Voice 3: her also is to ensure the cultural safety of the graphics and as uh for the first nations

[1:22:05] Voice 3: government and community members that um we're also working with so it

[1:24:08] Voice 8: results myself is that they're substantive in nature people have been taking time and been

[1:24:11] Voice 8: really thoughtful in their commentary so just

[1:24:42] Voice 10: communities about the fact that um you know how do we respond to that right and for me i i find it

[1:24:50] Voice 10: reasonably easy to respond to that because i'm like oh that's interesting did you respond

[1:24:54] Voice 10: you know like whatever anybody asked me that and they're like if they didn't respond i'm like well

[1:24:59] Voice 10: you know then somebody else spoke for you if you turn up to speak in that moment if people aren't

[1:25:03] Voice 10: hearing about it that's a different issue like if we're not hitting the pathways where people

[1:25:08] Voice 10: have the opportunity to to comment and to like contribute that's a different issue um so yeah

[1:25:15] Voice 10: i think there's a dynamic that we're just having to figure out how to respond so it's like a

[1:25:19] Voice 10: frequently asked questions kind of issue um trustee kale yes

[1:31:37] Voice 8: Program funding that Council has allocated. You'll see there's two resolutions. One is to

[1:31:43] Voice 8: adopt the project charter that we've presented with any amendments you might want to recommend,

[1:31:46] Voice 8: and the other is to carry forward funding from this year because we've recognized we're not

[1:31:52] Voice 8: going to have the staff capacity to achieve this we may be able to do some work in the background

[1:31:58] Voice 8: in preparation but there's no it's not reasonable at this stage given the scope of the policy

[1:32:03] Voice 8: statement project to get this project done by March 31 in preparation for a big mailing

[1:32:08] Voice 8: by the end of the fiscal so we're recommending that you carry you ask financial planning

[1:32:13] Voice 8: committee to carry your funding from this year forward to the next fiscal, and then that would

[1:32:18] Voice 8: allow you to undertake a bigger mailing to more people. So that's our recommendation right now.

[1:32:31] Voice 8: done the cost estimate at sort of four to five dollars per package in terms of postage, so

[1:51:01] Voice 12: sort of raising rousing some rabble and and initiating some conversation about um about

[1:51:09] Voice 12: having a local land trust um as a way of uh sort of mitigating the gentrification and the loss of

[1:51:16] Voice 12: socioeconomic diversity in our community that I see likely to happen as, you know, if we leave

[1:51:26] Voice 12: these things strictly to market forces, I think we all know where that leads.

[1:51:34] Voice 12: And it's interesting and exciting that there may be an avenue for this to happen

[1:51:41] Voice 12: through the trust. And, you know, the reason that I've gone ahead and initiated these discussions

[1:51:46] Voice 12: about a local nonprofit is because that didn't seem like

[1:51:49] Voice 12: that was feasible until I'd sort of read this report.

[1:51:53] Voice 12: So I'm very interested in the topic

[1:51:55] Voice 12: and I'd certainly be happy to share what comes out

[1:52:00] Voice 12: of the local discussions in terms of sort of

[1:52:02] Voice 12: some of the things we're thinking about.

[1:52:17] Voice 12: to maintain some socioeconomic diversity

[1:53:02] Voice 10: where we could actually chip wood and debris

[1:53:06] Voice 10: and then use that as something

[1:53:08] Voice 10: that can go back into the community.

[1:53:10] Voice 10: a non-profit might run it but they just can't own the land like it's too expensive and complicated

[1:53:15] Voice 10: for them to own the land and so like there there may be a way for us to be able to gain

[1:53:20] Voice 10: many different aspects of community benefit both with what's been raised by Colburn and Peterson

[1:53:26] Voice 10: but also like around some of the adaptations that are going to be necessary around climate change

[1:53:32] Voice 10: and we just have to get some kind of mechanism in place for that to be easier given the cost of land

[1:53:40] Voice 10: and I'm trying to think of what the motion is exactly

[2:00:52] Voice 16: months. A citizen brought this to the attention of the assembled and some requests for reports

[2:01:04] Voice 16: potential, I expect, in certain applications across the trust area where the regional districts may

[2:01:09] Voice 16: or may not step into this space and offer communities what this could. But even in this

[2:01:16] Voice 16: conversation, we've heard three or four different variants on what could be, how this could be

[2:01:20] Voice 16: applied all the way from chipping areas to uh for forestry benefits um across the across thing to

[2:01:28] Voice 16: more um affordable housing um supporting affordable housing or being able to lease to non-profit

[2:01:34] Voice 16: societies so the last part of this report suggests lots of work would be needed to to develop a um

[2:01:43] Voice 16: a sound strategy. And I think probably we would all agree our powers aren't designed for this

[2:01:51] Voice 16: as it stands right now. So this is looking at this and coming up with an innovative interpretation

[2:01:58] Voice 16: of how the Islands Trust would function in the future. And so I think that we would be

[2:02:05] Voice 16: amending our present circumstances to deal with what's in front of us. So I think there's quite

[2:02:11] Voice 16: a bit of work associated with it i in fact think it would end up being a strategic plan

[2:02:16] Voice 16: like it would rise to the level of a strategic plan initiative the staffing component will end

[2:02:21] Voice 16: up being significant um and us aggressively moving into delivery of affordable housing potentially

[2:02:27] Voice 16: services um is another consideration so um whether you want to add that to the current policy

[2:02:36] Voice 16: statement, I think it will help you or it will challenge your ability to deliver this on time.

[2:02:42] Voice 16: And if you add it to the day's events coming up that represent six months of analysis and

[2:02:51] Voice 16: refining and questions, I think that this reasonably, because it's an important topic,

[3:01:58] Voice 18: staff have an opportunity to look at the calendars align things and give us an opportunity to schedule

[3:02:07] Voice 18: something that was raised with me almost every week on this island how do we get younger folks

[3:02:11] Voice 18: working folks more involved in this process this is something we can do as a

[3:03:20] Voice 8: there's a desire to leave the meeting as currently scheduled and then schedule a session for an

[3:03:25] Voice 8: evening sort of within that you know this is a Thursday so I'm actually wondering if you're

[3:03:29] Voice 8: thinking the Friday night or something like that to book a second meeting to potentially continue

[3:03:34] Voice 8: the conversation as required in order to schedule it we could do that now or if you're wanting to

[3:03:41] Voice 8: schedule a meeting if you find that the five hours is sufficient and staff have done a brilliant job

[3:03:45] Voice 8: and you agree with everything they have to say um we you could also defer scheduling the meeting now

[3:03:50] Voice 8: and schedule it we need 48 hours to schedule a meeting a special meeting um in order to provide

[3:03:55] Voice 8: public notice you could either schedule a meeting now and then cancel it if it's unrequired or you

[3:04:00] Voice 8: can wait until that april 8th and then schedule a meeting maybe for that week or the following week

[3:05:31] Voice 10: I think there's two things I definitely was thinking about that as well that that in terms of people watching the meeting the recording may be sufficient given the way in which we're interacting we do have a town hall format possibility in this meeting now that was the motion that was put on some time ago it is on our agendas so there is the possibility for people to come and talk into this space and from that perspective if we were able to engage different folks in this conversation I think that would be really helpful in our communities.

[3:06:07] Voice 10: same issues I'm sure there's others here too like it is a real challenge being a trustee who's or

[3:06:18] Voice 10: to get them into the schedule as far in advance as we can and at variable times is really helpful

The meeting was called to order at 9:00 a.m.  Chair Morrison acknowledged that the meeting 
was being held in the traditional and treaty territory of the Coast Salish First Nations.

As Trustee Colbourne resigned as Vice-Chair effective December 4, 2020, the Committee wished 
to elect a Vice-Chair. Director Frater assumed the role of presiding officer and conducted an 
election. 
 Trustee Langereis nominated Trustee Peterson and was seconded by Trustee Rogers. 
 Trustee Morrison nominated Trustee Fenton and was seconded by Trustee Langereis. 
 
Director Frater conducted the election by secret ballot (vote) and declared Trustee Peterson to 
be the Vice-Chair of the Trust Programs Committee (TPC).

5.3 Follow Up Action List 
Director Frater provided an update in regards to the items that are in progress, noting 
that: 
 staff are continuing with meetings with the Ministry of Forests, Lands, Natural 
Resource Operations and Rural Development staff in regards to consolidating 
existing agreements with respect to Crown land agreements; 
 staff continue to work with MLA Adam Olsen’s office to identify a facilitator for 
the Southern Gulf Islands Regional Forum.   
 
Trustee Rogers enquired about the status of an item on the Executive Committee Follow 
Up Action List that is on hold pending review by TPC: Discuss with the province and 
report to Trust Council at the December Trust Council meeting on a process to identify 
potential governance and/or operational change that could be adopted in order to 
improve the delivery and integration of all the types of services that are delivered to the 
Islands Trust Area.   
 
By general consent the review is to be added to the TPC FUAL. 
 
6. TRUST COUNCIL BUSINESS 
 
6.1 Islands 2050 Questions for Trustees: Summary of Responses – Briefing 
Director Frater introduced the Briefing, indicating that the intention is to receive 
feedback and comments from TPC and then forward the briefing to Trust Council.

Committee members expressed a desire to edit their own comments and to offer all 
trustees the same opportunity before finalizing the Trust Council agenda package.

that Trust Programs Committee send out the preliminary responses to the three 
questions posed by the Trust Programs Committee Chair regarding the Object 
for their review and further edits to be delivered back to Staff no later than 
Tuesday, February 9, 2021.

6.2 Islands 2050 (Policy Statement Amendment Project) Discussion Paper - RFD 
Director Frater introduced the Discussion Paper, the purpose of which is to provide 
relevant historical context and current analysis to support an informed and fulsome 
Trust Council discussion on key questions relating to Trust Object interpretations, the 
regional/local balance of policy directives, preliminary recommendations from the TPC 
working groups, and a summation of engagement with First Nations governments to 
date.  It was noted that the report’s summary of the working groups’ discussions had 
been drawn from documents produced by the working groups themselves.

that Trust Programs Committee forward the “Islands Trust Object: Past, Present, 
and Future” Policy Statement Amendment Project Discussion Paper to Trust 
Council.

7. BUSINESS 
 
7.1 Proposed Islands 2050 Virtual Open House - Briefing  
The Briefing provided information about a proposed Islands 2050 virtual open house 
scheduled prior to the March meeting of Trust Council. It was noted that Staff had 
provided a Request for Decision to the Executive Committee’s February 3, 2021 meeting 
agenda regarding the project charter for the open house which was approved as 
presented.  Staff will provide the results of the open house to the March meeting of 
Trust Council. 
 
Trustee McConchie joined at 10:23 a.m. 
 
A desire was expressed for Staff to provide background information and speaking notes 
for all Trustees to use as a resource when discussing this engagement tool with the 
public. It was noted that Committee members are welcome to provide to Staff any 
comments in regards to the proposed virtual open house.

7.2 Living in the Trust Area Mailing Program Project Charter – RFD 
Director Frater spoke to the RFD indicating that the Mailing Program is in response to 
the Committee request to reach out to new residents of the Islands Trust Area. 
 
Discussion included: 
 need to connect to realtors in the Trust Area; 
 need to know how much a mail out to all residents (approximately 36,000 
residents) would cost; 
 the cost of this program leaves $3,000 to do other education programs for the 
year which is likely enough for two other online educational webinars; and  
 the possibility to connect with informal free distribution on the islands. 
 
TPC-2021-009

that Trust Programs Committee endorse the Living in the Trust Area Mailing 
Program Project Charter, dated February 5, 2021.

that Trust Programs Committee request that the Financial Planning Committee 
include in the Fiscal Year 2021/22 Budget $24,000 for Strategic Plan Item No. 21 
- Develop and implement a stewardship education program directed towards 
the public, industry and stakeholders in the Trust Area (increased from 
$15,000), in recognition of the fact that the Committee intends to underspend 
its Stewardship Education Program budget in 2020/21 by $9,000.

7.3 Community Benefit Land Trust Concept – Briefing 
Director Frater introduced the Briefing, indicating that it was previously presented to 
Trust Council in December, 2020, to provide information on the community benefit land 
trust concept and options for Islands Trust to hold land for community benefit. 
 
Discussion included: 
 the importance of this concept; 
 the possibility of moving the concept forward by:  
o adding it to the TPC projects list, 
o adding it to the current Policy Statement Amendment Project, 
o adding it to the Strategic Plan, 
o referring the briefing to the Trust Council; 
 the impact to First Nations communities.
