[0:01:18] Voice 6: This is the March 1st, 2021 regular meeting of the Galeano Local Trust Committee.
[0:01:26] Voice 6: welcome. As always, I'd like to start by acknowledging that we are privileged and
[0:01:36] Voice 6: very pleased to be meeting across the traditional territories of the Coast Salish peoples,
[0:01:44] Voice 6: a variety of Coast Salish peoples. I say that because many of you will be on Galeano in the
[0:01:55] Voice 6: traditional territory. Now Kit, I'm actually coming to you from Vancouver, and that's in
[0:02:02] Voice 6: the traditional territory, the Musqueam and the Tsleil-Waututh and the Squamish peoples,
[0:02:07] Voice 6: and I know some of our staff are in Victoria or that area. Please feel free to acknowledge your
[0:02:15] Voice 6: own personal, actually I don't know if they have chat, maybe you don't have chat, but maybe take
[0:02:23] Voice 6: a moment to think about what it means for you personally to be able to join us from
[0:02:29] Voice 6: the traditional territories of the Coast Salish peoples and how privileged we are. As always,
[0:02:36] Voice 6: I turn to the trustees to see if they wish to say anything about or reflect on that at all
[0:02:41] Voice 6: before we start the meeting. Trustee Wolverton or Rockefeller, do you wish to reflect on that?

[0:02:48] Voice 11: no just just that it's the i think the matter of reconciliation is an ongoing process and one
[0:02:55] Voice 11: that we will be engaged in forever you know in a way because there's so much work to do right
[0:03:02] Voice 6: thank you jane yes i agree with you entirely and i've been reminded of that a couple of times
[0:03:10] Voice 6: um in the last couple of weeks because i've had matters on in two different local trust areas
[0:03:17] Voice 6: where we've gotten to a certain point in our process
[0:03:20] Voice 6: and an Indigenous group or a local First Nation
[0:03:25] Voice 6: has put up their hand and said,
[0:03:26] Voice 6: and in one of them, I had been sort of indicating
[0:03:29] Voice 6: I wanted to go more quickly
[0:03:31] Voice 6: and a local First Nation has put up their hand
[0:03:33] Voice 6: and said, we have some interest in this.
[0:03:35] Voice 6: And I realized that I personally had not made enough,
[0:03:41] Voice 6: not been cognizant enough about the time and space
[0:03:46] Voice 6: that's needed to do reconciliation
[0:03:47] Voice 6: in a way that's truly meaningful.
[0:03:49] Voice 6: So I had some learning in the last couple of weeks.
[0:03:54] Voice 6: So anyway, thank you for joining us
[0:03:56] Voice 6: for the Galleano Local Trust Committee.
[0:03:59] Voice 6: You will know that we are continuing
[0:04:02] Voice 6: what has been going on for about 10 months now
[0:04:07] Voice 6: as we started this process in April of last year.
[0:04:10] Voice 6: So coming on 11 months of virtual meetings on Zoom.
[0:04:15] Voice 6: hopefully many of you have learned the the joys and the and perhaps some of the lack of joy in
[0:04:23] Voice 6: these types of zoom meetings i think there's a whole new condition out there called zoom fatigue
[0:04:31] Voice 6: and i think it's real and so i'm not making light of it at all but this is our new world we're doing
[0:04:37] Voice 6: the best we can and we think that this is the way that we can continue to engage with community
[0:04:42] Voice 6: community and continue to hear voices in the community and do our business going forward.
[0:04:48] Voice 6: We were talking before we came on the live that maybe it's going to be a few months yet before we
[0:04:57] Voice 6: can consider going back to any form of an in-person meeting. And for me, that means I don't
[0:05:04] Voice 6: get to come to Galeano with personally, and that's a real shame. I miss it there. So let me start by
[0:05:12] Voice 6: by introducing the faces you see on your screen.
[0:05:15] Voice 6: You of course see your two local trustees,
[0:05:17] Voice 6: Trustee Jane Wolverton and Trustee Tahira Rockefeller.

[0:06:09] Voice 6: And you'll also see planner Brad Smith, who is the primary planner for Galliano, and you will see them both on screen and talking as we go through the various items on the agenda.

[0:06:33] Voice 6: LTC, you are not on screen and you don't have the technical capability of talking.
[0:06:41] Voice 6: When we get to the various times in the agenda when people have the opportunity to address the
[0:06:48] Voice 6: LTC or engage in conversation or ask questions, we will ask you to raise your hand. You should
[0:06:55] Voice 6: be able to find the raise hand function on your screen at the bottom, somewhere in the middle of

[0:07:51] Voice 6: things to say before we get to town hall about about the appropriateness and how we will proceed

[0:08:48] Voice 6: been changed that's been that's been our practice uh since the beginning in fact we've amended our
[0:08:54] Voice 6: practice partly because of some comments i got from galliano uh because originally we were just
[0:08:58] Voice 6: allowing people to speak but now we allow people we we have set up a system where people can
[0:09:03] Voice 6: actually turn their camera on um so uh thank you for that question uh so that's the the
[0:09:14] Voice 6: functionality of today um we will work our way through the agenda as as always and so my first
[0:09:20] Voice 6: order of business related to that the agenda that's before you which is found in the package
[0:09:25] Voice 6: of anybody, people have it in front of them.
[0:09:28] Voice 6: Of course, it's always available
[0:09:30] Voice 6: on the local trust committee website,
[0:09:35] Voice 6: on the Island's Trust website.
[0:09:36] Voice 6: The package will be there as a part of this meeting.
[0:09:39] Voice 6: So we have the agenda, which is on pages one through three.
[0:09:43] Voice 6: And so my question for the trustees is,
[0:09:45] Voice 6: is there anything that you wish to add
[0:09:47] Voice 6: or change to the agenda?
[0:09:50] Voice 6: Seeing nothing, then I'll take the agenda adopted by consent.
[0:09:54] Voice 6: so the first matter on the agenda then is our trustee reports um so who'd like to start today
[0:10:02] Voice 6: in terms of updating the community related to your uh activities and anything else you wish to
[0:10:09] Voice 6: report i see you unmuted uh trustee wolverton so why don't we start with you
[0:10:13] Voice 11: okay um so it's it's
[0:10:16] Voice 11: been fairly busy over the last month i think for for both uh tahira and me as far as uh inquiries
[0:10:23] Voice 11: from the community and lots of interest in rezoning
[0:10:28] Voice 11: and four slot proposals and so on.
[0:10:31] Voice 11: In addition to that, I participated in a Zoom meeting
[0:10:36] Voice 11: on the planning of the Southern Gulf Island Forum.
[0:10:40] Voice 11: This will be an ongoing group, including First Nations,
[0:10:45] Voice 11: Trust, the MLA and MP, as well as the regional directors.
[0:10:50] Voice 11: directors and the purpose of this it grew out of the pandemic sort of trying to collaborate
[0:11:00] Voice 11: and share information and the purpose of that will continue to be information sharing cross
[0:11:05] Voice 11: jurisdictional collaboration and advocacy so it's just in the formative stages the person has been
[0:11:13] Voice 11: engaged to facilitate the first meeting or two, and that's moving ahead, which is very exciting.
[0:11:23] Voice 11: I think it will provide good advocacy for this area. I've also been asked to be a stakeholder
[0:11:32] Voice 11: for the BC Ferries community engagement, and I have had a couple of sessions with them to
[0:11:42] Voice 11: and passed on a lot of information about how people on the island are affected by the ferry
[0:11:54] Voice 11: in many different areas with scheduling and cost and so on.
[0:11:59] Voice 11: So that is carrying on.
[0:12:03] Voice 11: and and then just to say that we've we've had over 60 emails from people on Salt Spring Island
[0:12:14] Voice 11: who are concerned about the issue of community and the trust so that's that's been kind of busy
[0:12:22] Voice 11: to keep on top of those that's all.
[0:12:27] Voice 15: I guess my focus will be that we have trust council coming
[0:12:31] Voice 15: up on 9th to 11th of March and much of the focus will be on regarding the policy statement
[0:12:37] Voice 15: amendment project including an in-depth discussion and learning around the original intent of the
[0:12:42] Voice 15: Islands Trust and interpreting the Islands Trust object and this includes reconciliation and
[0:12:48] Voice 15: including First Nations and Indigenous people in the in the policy amendment so it should be
[0:12:52] Voice 15: exciting and i hope people can attend thank
[0:12:59] Voice 6: you uh to both of you for your work um uh just just
[0:13:04] Voice 6: jane the that those 60 odd emails you're talking about they didn't they don't just come from salt
[0:13:09] Voice 6: spring they're from actually all from all over the trust area i recognize names from gabriola
[0:13:14] Voice 6: and hornby and denman so but i think it is focused on uh empathy the letter writing is focused on
[0:13:21] Voice 6: on um it's coming from from salt spring anyway uh just to follow up on trustee
[0:13:30] Voice 6: rockefeller a little bit of um uh an update on what's going on on the trust more generally
[0:13:36] Voice 6: um so there's a number of things uh that are that are happening first of all we do have trust
[0:13:42] Voice 6: council not uh next week sorry not this week but next week um and uh just so you're aware you can
[0:13:51] Voice 6: find all the information of course online on our website uh but the town hall and delegations and
[0:13:58] Voice 6: we currently have i think we have six delegations um that the town the delegations and town hall
[0:14:05] Voice 6: will be on the tuesday evening again we're trying again to do an evening session as we did in
[0:14:11] Voice 6: in December on the theory that more people will be able to be there and be able to observe the
[0:14:19] Voice 6: town hall and delegations. On the Tuesday, we have the discussion that Trustee Rockefeller
[0:14:27] Voice 6: mentioned, which focuses around the object of the trust and the scope of the trust and how that
[0:14:35] Voice 6: That plays into the revamping and the project
[0:14:37] Voice 6: around the trust policy statement
[0:14:39] Voice 6: in terms of indigenous peoples
[0:14:42] Voice 6: and in terms of climate change
[0:14:45] Voice 6: and housing and community concerns, et cetera.
[0:14:49] Voice 6: So that discussion is set for all day on Monday.
[0:14:53] Voice 6: Also of importance is that on the Tuesday,
[0:14:57] Voice 6: the Wednesday and leading into the Thursday,
[0:14:59] Voice 6: day uh there will also be a um the budget discussion um we had uh it's it's been a it's
[0:15:09] Voice 6: an it's been an interesting process um the the trust started a survey for budgets about i think
[0:15:15] Voice 6: one two three four years ago and the first year we had um around 80 responses to the survey and
[0:15:25] Voice 6: In the second year we had like 160
[0:15:27] Voice 6: and then the third year we had about 340.
[0:15:31] Voice 6: And this year we had over 800 people reply to the survey.
[0:15:36] Voice 6: So at least we're certainly getting people's comments
[0:15:41] Voice 6: and we appreciate all of the time and effort
[0:15:43] Voice 6: that everybody took to provide us with your feedback.
[0:15:47] Voice 6: There's a fairly, there's a good analysis
[0:15:51] Voice 6: of the generality of those feedback
[0:15:54] Voice 6: feedback as well as about 140 pages of specific feedback of the survey that are all online and
[0:16:01] Voice 6: available for people to see. It's all anonymous of course but you can see all of the various
[0:16:07] Voice 6: common commentary from the communities around the Islands Trust area. It makes for a lot of reading
[0:16:15] Voice 6: for us but we really appreciate people taking the time to participate. The other item on the agenda
[0:16:24] Voice 6: is the trust policy statement as i mentioned um the um uh we had also had a survey going around
[0:16:31] Voice 6: about the same time related to that um probably not a great idea to do them you know at the same
[0:16:38] Voice 6: time in january february however we had over 400 people take the time to respond to that survey and
[0:16:46] Voice 6: i saw some statistics somewhere that they they determined somehow i'm not sure how um how they
[0:16:52] Voice 6: they do these statistical things that the average person
[0:16:55] Voice 6: took up to 20 minutes to finish the survey,
[0:16:58] Voice 6: which means people are committing that amount of time
[0:17:00] Voice 6: to tell us what they think the focus
[0:17:03] Voice 6: and the direction of the trust should be.
[0:17:05] Voice 6: So thank you again, and again, all of that is in the package.
[0:17:10] Voice 6: As you look through the budget practice,
[0:17:13] Voice 6: you may want to look and see what the proposals are
[0:17:16] Voice 6: in terms of our spending.
[0:17:18] Voice 6: some of it comes from we've been quite successful in the last 12 months and getting a number of
[0:17:24] Voice 6: grants particularly the conservancy has gotten a number of grants but also the trust itself
[0:17:29] Voice 6: a fairly large water grant to help and so some of the budget the has shifted upwards partly
[0:17:38] Voice 6: because of that and that's all in and out money of course we're spending it as we get it in terms
[0:17:43] Voice 6: terms of grants, but you can see the priorities and there will be a debate on the Wednesday
[0:17:49] Voice 6: afternoon related to what priorities the trust has and what it wishes to spend its money on.
[0:17:56] Voice 6: So please feel free to join us for that as you said. And just while I'm on the trust policy
[0:18:03] Voice 6: statement, just to, I'm sorry to talk so long, but one other thing on Wednesday night this week,
[0:18:09] Voice 6: There is a virtual town hall from seven to nine.
[0:18:13] Voice 6: Again, all the details are on the website, which will involve question and answers related
[0:18:20] Voice 6: to the trust policy statement, what's envisioned, how it will unfold, what the priorities are,
[0:18:27] Voice 6: and what's sort of being contemplated at this stage.
[0:18:31] Voice 6: I'm actually one of the presenters, along with Trustee Morrison from North Pender and
[0:18:38] Voice 6: and Lisa Wilcox, who's our Senior Intergovernmental Policy Advisor
[0:18:42] Voice 6: slash First Nations Advisor, as well as some other Trust Area Services staff.
[0:18:48] Voice 6: It will be an opportunity.
[0:18:50] Voice 6: Everybody's welcome to join.
[0:18:52] Voice 6: I think you have to register in order to be there,
[0:18:55] Voice 6: but I'm sure it's quite simple.
[0:18:57] Voice 6: And if you have some questions, you can put them forward
[0:19:01] Voice 6: and the group will try and answer those questions.
[0:19:05] Voice 6: So as you can see, there's a lot going on at Trust Council right now on a variety of different things.
[0:19:13] Voice 6: There's things going on in the Regional Planning Committee related to fees and services.
[0:19:17] Voice 6: There's other projects related to standard bylaws or bylaw templates for foreshore.
[0:19:27] Voice 6: There's all sorts of things that are occurring on an ongoing basis, as well as the Planning Services Review is unfolding as we go forward.
[0:19:35] Voice 6: All of that is in the very lengthy Trust Council package.
[0:19:42] Voice 6: It's over 900 pages this month.
[0:19:44] Voice 6: Besides the budget and the trust policy statement and the survey results, if I could recommend one thing for you to read if you're interested,
[0:19:51] Voice 6: is there's a summary from our senior intergovernmental policy advisor in the package on what steps the trust has taken over the last number of years related to reconciliation.
[0:20:02] Voice 6: reconciliation. It's an insightful look into the work that's been going on within the trust that
[0:20:09] Voice 6: may not always be obvious to everyone related to reconciliation. And I think it's about a 20-page
[0:20:16] Voice 6: read, but it gives you a sense of all of the various steps that we've implemented in the last,
[0:20:22] Voice 6: particularly in the last two years, but in the last three or four years related to reconciliation.
[0:20:27] Voice 6: So I've probably talked enough, but that's what's going on at the trust council level.
[0:20:32] Voice 6: on an ongoing basis.
[0:20:34] Voice 6: So thank you very much for that.
[0:20:37] Voice 6: So that leads us to the first town hall.
[0:20:41] Voice 6: So as always, I'm going to,
[0:20:44] Voice 6: those of you who have been here on a regular basis
[0:20:48] Voice 6: have heard me say the things I'm about to say,
[0:20:52] Voice 6: which is that town hall is your opportunity
[0:20:54] Voice 6: to speak to the local trust committee.
[0:20:56] Voice 6: And so there's a couple of expectations
[0:21:00] Voice 6: and rules around your speaking.
[0:21:03] Voice 6: One is I'm asking that you're expected
[0:21:06] Voice 6: to address issues and not people.
[0:21:10] Voice 6: This is not an opportunity to talk
[0:21:12] Voice 6: about anybody else's actions or anybody else
[0:21:15] Voice 6: or your perception of somebody else, et cetera.
[0:21:18] Voice 6: Not what this is about, it's about an opportunity
[0:21:21] Voice 6: for you to address issues and not people.
[0:21:24] Voice 6: Secondly, I'd ask you to address your comments to us.
[0:21:27] Voice 6: This is not, i.e., the local trust committee.
[0:21:31] Voice 6: It's not an opportunity for you to engage in a discussion
[0:21:34] Voice 6: or a back and forth with members of your community
[0:21:38] Voice 6: or address your comments to members of your community.
[0:21:40] Voice 6: This is about talking to the local trust committee
[0:21:43] Voice 6: and that's what we'd ask you to do.
[0:21:45] Voice 6: Third, of course, we ask your language to be appropriate
[0:21:48] Voice 6: and that you address us in appropriate,
[0:21:52] Voice 6: address us and everybody in appropriate fashion.
[0:21:56] Voice 6: I ask you to remember that of course this is a workplace for everybody you see on screen
[0:22:03] Voice 6: or don't see or will see on screen, all of the trust representatives.
[0:22:07] Voice 6: And each of the people here, including the trustees, are entitled to expect to have a safe work experience.
[0:22:16] Voice 6: So I ask you to remember that as you make your comments and your submissions to the local trust meeting.
[0:22:23] Voice 6: me. As well, we want it to be a safe place for everybody that's involved. All the people that
[0:22:30] Voice 6: are watching and listening. So it's not an opportunity for you to make comments about
[0:22:37] Voice 6: your neighbors or anybody else's comments. It's an opportunity for everybody to feel
[0:22:43] Voice 6: they have the opportunity to speak. So having said that, I want to say a couple more things
[0:22:51] Voice 6: about Town Hall.
[0:22:53] Voice 6: First of all, I will be asking you, first of all,
[0:22:56] Voice 6: if anybody wishes to speak to us about something other
[0:23:00] Voice 6: than the Giggers application.
[0:23:04] Voice 6: And that's because, as you may know, many of you do,
[0:23:09] Voice 6: I'm sure Trustee Wolverton has recused herself
[0:23:11] Voice 6: from that application, so she can't hear when comments
[0:23:15] Voice 6: are made related to the Giggers application.
[0:23:17] Voice 6: Once we are finished the Giggers application,
[0:23:21] Voice 6: the uh then i will ask trustee wolverton to leave um and then we and then i'll bring her back in
[0:23:29] Voice 6: we'll do a bit more business until we get to that actual application on the thing then i will ask
[0:23:35] Voice 6: as she leaves i will ask if there are comments related to the giggers application
[0:23:38] Voice 6: um and we will listen i will say this we have received a lot of correspondence in the last
[0:23:45] Voice 6: well, over the whole course of the whole thing,
[0:23:48] Voice 6: the whole application, but in particularly
[0:23:51] Voice 6: in the last week to 10 days related to this.
[0:23:56] Voice 6: And I've read it all.
[0:23:57] Voice 6: I would bet trustee Rockefeller has as well.
[0:24:01] Voice 6: She can nod.
[0:24:02] Voice 6: So you don't need to repeat yourself
[0:24:04] Voice 6: if you filed a letter with us.
[0:24:08] Voice 6: We've read it and now having said that,
[0:24:13] Voice 6: But, you know, you're welcome to speak to us, but we have read it all.
[0:24:17] Voice 6: So we've seen it, and we know where it's at.
[0:24:21] Voice 6: So the one last thing I'll say before I open the town hall is we are post-public hearing related to, what was that bylaw number?
[0:24:33] Voice 6: It was the STVR bylaw.

[0:28:00] Voice 7: I noted that it's it's stated in the staff report that drafting the housing agreement is a long and complicated process and involves significant trust staff time and the cost of a legal review, and as well requires information listed on appendix one, the housing agreement proposal checklist.
[0:28:23] Voice 7: list so as a member of the community with concerns about this specific site my comment is that there
[0:28:34] Voice 7: is information not yet provided significant information that would seem to me to make this
[0:28:41] Voice 7: step and the recommendation of the staff report premature and i'd like to just quickly comment on
[0:28:47] Voice 7: on some of the things that I feel are missing.
[0:28:51] Voice 7: For example, when looking at the checklist on page four
[0:28:55] Voice 7: of the housing agreement,
[0:28:57] Voice 7: I'm not aware there is a water management plan
[0:28:59] Voice 7: or a septic management plan or a facility management plan,
[0:29:04] Voice 7: including the costs associated with ongoing management
[0:29:08] Voice 7: of the property or funding.
[0:29:10] Voice 7: If these plans do exist,
[0:29:13] Voice 7: as a concerned community member and a representative of a group of property owners who
[0:29:19] Voice 7: would be most impacted by this proposed development i would like to be provided with this information
[0:29:25] Voice 7: as it it is all related to questions we have been asking for some time it's also stated in
[0:29:33] Voice 7: the staff report that this development will be managed by a working group known as the housing
[0:29:38] Voice 7: management committee of Giggers and while I understand there is a very
[0:29:42] Voice 7: committed hard-working group of volunteers I would also like to know
[0:29:47] Voice 7: what expertise or experience the housing management committee has in managing
[0:29:52] Voice 7: such a complicated endeavor both in the construction phase and the ongoing
[0:29:57] Voice 7: management additionally
[0:30:00] Voice 7: a request has been sent to the trustees for a wildfire hazard assessment of the community
[0:30:05] Voice 7: forest conducted by a professional forester or registered forest technologist with this experience
[0:30:12] Voice 7: and the trustees and our strata have received a detailed letter of concern from a Georgia View
[0:30:19] Voice 7: property owner with a professional background in woodland forest fire fighting and he refers to the
[0:30:26] Voice 7: wildfire conditions in the community forest as a jackpot in terms of fuel load slope and wind
[0:30:33] Voice 7: that he says in this particular forest create the perfect conditions for extreme fire behavior
[0:30:40] Voice 7: and even the community forest management plans call this call the community forest symptomatic
[0:30:46] Voice 7: of high intensity wildfire conditions i know the trustees have received this letter so i
[0:30:54] Voice 7: I'm not going to go on any further with some of the important information that is in his letter,
[0:31:03] Voice 7: but he ends by saying that building numerous housing units in the middle of what he calls a jackpot
[0:31:10] Voice 7: in terms of the extreme fire risk would add an undue amount of risk to an already tenuous situation.
[0:31:18] Voice 7: But I do want to emphasize that our concern is not just the added risk from development,
[0:31:24] Voice 7: but it also raises the more important question perhaps of the wisdom of locating a population
[0:31:30] Voice 7: of vulnerable people in an area that has been so described and building sprinklers and employing
[0:31:37] Voice 7: fire spark procedures on the housing site will will really do nothing to mitigate the larger
[0:31:43] Voice 7: risk that the present condition in this forest represents we also would like to see a transportation
[0:31:51] Voice 7: assessment, not just a traffic assessment that will address how people get around if they do not
[0:31:58] Voice 7: have a vehicle. And rideshare and e-bikes, I'm afraid, are just not concrete solutions for this
[0:32:05] Voice 7: issue in this particular location. Just to finish off quickly here, as well, the ecological
[0:32:14] Voice 7: The ecological assessment that has been provided in the package for this meeting may well have provided what Giggers requested of Mr. Erickson, the author of the assessment, but he acknowledges its limitations.
[0:32:30] Voice 7: A snapshot of observed vegetation over two days in November, no reference to other seasonal native plants, the lack of a thorough species at risk study and the environmental impact of the road development for this site was not included.
[0:32:48] Voice 7: and we would really like to see the trustees request a more comprehensive report and by an
[0:32:56] Voice 7: impartial expert who has not been affiliated in the way Mr. Erickson has with the landowner and
[0:33:04] Voice 7: the rezoning applicant so the there and there is also the outstanding question of legal issues
[0:33:13] Voice 7: in relation to the covenant and the declaration of trust for the community forest that
[0:33:18] Voice 7: that we've never had.

[0:37:39] Voice 23: The VC housing definition is affordable housing is considered affordable when 30% or less
[0:37:48] Voice 23: of your household gross income goes toward paying for your housing costs.
[0:37:54] Voice 23: It's different.
[0:37:55] Voice 23: In the report, it says it's consistent, but one is about median gross income or low to moderate income families, that's in the OCP, while the VC, housing, say household gross income.
[0:38:11] Voice 23: So there is no mention about low or middle.
[0:38:15] Voice 23: So I don't think the definitions are consistent.
[0:38:17] Voice 23: When gigas present under rental rates, the definition that they say, the owner covenants and agrees that he will, A, not charge any tenants a monthly rent exclusive of utilities that is greater than 30% of the gross monthly household income of the qualified renter.

[0:38:52] Voice 23: That's in page 19 in the report.

[0:39:57] Voice 23: this is not the same, so if it is necessary, you can change the OCP, but it's not the same.

[0:43:27] Voice 10: think is really important for all of us to know and I'd like to know is the cost of the development
[0:43:32] Voice 10: and the cost of maintaining the development over time and how that funding will be secured.
[0:43:40] Voice 10: And I think it's important going forward before you make any ultimate decisions or even perhaps
[0:43:45] Voice 10: a condition to making an ultimate decision is to not only know the budget but also to know
[0:43:51] Voice 10: that the funding is secure that it that you have assurance there will be funding for it
[0:43:57] Voice 10: and the other piece around budget is the cost of developing the road from the paved georgia view
[0:44:04] Voice 10: to the development site and i understand from the report the planners report that that's a
[0:44:11] Voice 10: separate cost that has to be covered by the developers the proponents and so again what is

[0:44:24] Voice 10: that funding come from and are they assured that they have that funding so those are to me really

[0:52:00] Voice 2: to uh the giggers project without a working vehicle or a driver's license because that is a
[0:52:06] Voice 2: point that was brought up in the public hearing by which richard de winnitz is hosted meeting by me
[0:52:12] Voice 2: i was the one who had that small concern but i wasn't meaning to use it to derail the project
[0:52:20] Voice 2: I was doing it just from a personal standpoint, and I feel that point has overshadowed the rest of what I said there, which is the lack of affordable housing on Galliano Island has a very human cost.
[0:52:38] Voice 2: Just that month, I had lost a dear friend of mine who was in a very vulnerable position, in a very compromised position, quite often with landlords, with subpar housing.
[0:52:52] Voice 2: And the whole quibbling of the costs, the financial costs, the recommendations, which I believe are already being processed, if they haven't already.

[1:32:10] Planner: staff presented draft bylaws 276 and 277 for ltc consideration with respect to
[1:32:19] Planner: application DLRZ 2019.1 which is the gigahertz application in the community forest
[1:32:24] Planner: and and since that time staff have been then working on a number of other pieces
[1:32:32] Planner: with respect to the application the housing agreement and a number of the outstanding
[1:32:38] Planner: information pieces that were with the applicant and so this staff report more or less brings all
[1:32:45] Planner: all of those are many of those outstanding pieces together
[1:32:48] Planner: and also presents content
[1:32:50] Planner: of the proposed housing agreement content
[1:32:54] Planner: for LTC consideration today with a staff recommendation
[1:33:00] Planner: that you either consider that content as is
[1:33:03] Planner: or with amendments and direct staff
[1:33:09] Planner: to move to the next step of moving to legal review.
[1:33:13] Planner: view and as you'll recall LTC has also passed a resolution with respect to entering a cost
[1:33:21] Planner: recovery agreement with the applicant so that's not included on the staff report today. So starting
[1:33:26] Planner: on page two of the staff report just to briefly summarize the CIM that was held on November 28th
[1:33:33] Planner: it was a well-attended CIM with approximately 53 members of the audience in attendance
[1:33:42] Planner: Staff presented a brief overview of the application and then the applicants, along with their professional hydrogeologists and their
[1:33:53] Planner: professional biologists presented on various aspects of their application. Summaries provided in the report from the minutes of the meeting.
[1:34:04] Planner: So moving on to the draft bylaws and the question around consistency with the OCP.
[1:34:10] Planner: So, in November, it was identified that additional work was required of staff to further analyze the OCP consistency.
[1:34:20] Planner: Generally, staff have concluded that, as a whole, the OCP would be viewed as generally consistent for a number of reasons indicated in the report.
[1:34:32] Planner: report and if LTC wants to speak to or have any questions with any of these sections as I walk
[1:34:39] Planner: through then I'll just walk through them briefly and then we can get into more discussion points
[1:34:43] Planner: if needed. But generally that staff concluded that it's generally consistent. There was a request of
[1:34:53] Planner: LTC to further investigate the approach taken with a similar rezoning application on Gabriola
[1:35:00] Planner: Island with respect to the Gabriola Island Local Trust Committee. Staff reviewed the approach that's
[1:35:08] Planner: taken on Gabriola and given that staff largely conclude that that consistency test is met
[1:35:18] Planner: and that the definition on Galliano is consistent with the BC housing definition of affordable
[1:35:27] Planner: housing. Staff recommend no further changes with respect to that. With respect to the housing
[1:35:36] Planner: agreement, which is really the next phase of this rezoning application process, if LTC decides to
[1:35:44] Planner: move forward today with moving the contents along. And so in the staff report on page four, a couple
[1:35:51] Planner: diagrams that are taken from our housing agreement guide the island stress housing
[1:35:58] Planner: agreement guide are there and under this preliminary process we're really at this
[1:36:03] Planner: planner review LTC review step where the planner has reviewed the housing agreement has provided
[1:36:10] Planner: some comments back to the applicant and is now presenting the information for LTC review
[1:36:17] Planner: review and if LTC decides to move forward today then the next step is is also outlined on page
[1:36:23] Planner: four of that report where we would actually then start formally moving through the drafting of the
[1:36:29] Planner: housing agreement a template of which with a markup of changes has been provided by the applicant and
[1:36:35] Planner: comments back to them so there's work in the background on that so just to provide the LTC
[1:36:43] Planner: see some overarching understanding of the longer-term operation and maintenance of the
[1:36:54] Planner: project. Staff sought an operational overview, which is provided in the report. And then the
[1:37:01] Planner: following tables are very specific criteria relevant to the information or the different
[1:37:08] Planner: subject headers that are required in a housing agreement that were presented to
[1:37:13] Planner: to local trust committee in the November 2nd report
[1:37:16] Planner: and are also included in the housing agreement,
[1:37:21] Planner: which the template of which is included in the attachments.
[1:37:29] Planner: The ecological impact assessment report.
[1:37:33] Planner: So LTC requested ecological impact assessment report
[1:37:38] Planner: and staff reviewed that reports.
[1:37:40] Planner: Generally, the report concludes that the development proposes no significant ecological impact and that it's the site chosen within the seven and a half hectare portion that would minimize impact.
[1:37:57] Planner: And there's a number of recommendations that are provided in that report.
[1:38:01] Planner: Not only the siting recommendations that then the consultant in figure two here goes on then to describe how those siting recommendations are met.
[1:38:15] Planner: And there are also a number of recommendations in the report that LTC may consider as potential conditions in a covenant if they do decide to move forward with rezoning.
[1:38:28] Planner: staff reviewed those recommendations and generally they're they're well-founded
[1:38:34] Planner: and and moving on beyond that there was a request from the community to provide
[1:38:42] Planner: some level of traffic assessment obviously difficult to do with no
[1:38:46] Planner: actual traffic to analyze but I did try to provide some under better
[1:38:54] Planner: understanding for LTC of the number of Lots that are along Georgia view how
[1:38:59] Planner: many of those lots are occupied and as well as the lots where they're not actually fronting
[1:39:09] Planner: Georgia View but the rear lot lines are abutting the Georgia View extension. So there's a brief
[1:39:18] Planner: analysis there. Water management planning. The applicant has now submitted a draft water
[1:39:23] Planner: management plan. Staff have just received that. I haven't had an opportunity to take a detailed
[1:39:28] Planner: detailed look at that but in general it is consistent with the requirements I think that
[1:39:35] Planner: and the expectations it seeks not only it seeks water storage in three capacities one
[1:39:44] Planner: at least 25,000 liters for potable water storage and then a secondary system for the
[1:39:54] Planner: the irrigation to meet irrigation demands.
[1:39:58] Planner: So a non-potable source for irrigation
[1:40:00] Planner: for the exterior of the building.
[1:40:03] Planner: And I think the detailed design work
[1:40:07] Planner: would further clarify what that storage quantity
[1:40:11] Planner: would need to be.
[1:40:12] Planner: And then a third fire storage tank
[1:40:17] Planner: that would be separate and unique only to firefighting.
[1:40:23] Planner: So staff need some time to look at that report and to probably provide some feedback, but it is a professionally developed report and that will be presented to LTC at a future staff meeting, or sorry, a future LTC meeting.
[1:40:41] Planner: Septic analysis, the applicant is also working on the septic report. They've done more recent work there and that work is very shortly forthcoming.
[1:40:50] Planner: And so in terms of actual requirements with respect to reports, I would say that those two pieces, well, the draft finalizing the water management plan and then receiving that septic report are the two outstanding tasks in a sense that are with the applicants at this point.
[1:41:12] Planner: The engineering drawings, or sorry, fire risk, I'll speak to that when I get to referrals.
[1:41:20] Planner: But we heard about that in town hall, the engineering drawings have been updated so that now that now the the rendering of the development and the roadway completely aligned with the two hectare
[1:41:33] Planner: proposed new lot and that's in the attachments. You can see those drawings.
[1:41:41] Planner: It's staff's recommendation and we can speak to this, but I think I'll just go past that for now.
[1:41:49] Planner: you would be required to hold a public hearing. Staff would recommend that you also hold another
[1:41:55] Planner: CIM if you do decide to move forward with first reading and scheduling of a public hearing
[1:42:01] Planner: and that given the complexity and interest that it be separate from the public hearing.
[1:42:09] Planner: So staff have undertaken a number of referrals to these agencies. I would say that this is a
[1:42:16] Planner: much broader list than we would typically refer bylaws to and we did try to capture
[1:42:21] Planner: many of the agencies that would have concerns or potential concerns that have been raised such as
[1:42:29] Planner: connectivity hydro or internet so we have received referral responses back
[1:42:36] Planner: from bc housing from the galliano trail society both of those indicate support for the
[1:42:44] Planner: the proposed bylaws.
[1:42:46] Planner: I've had given the circling back to fire arrest,
[1:42:51] Planner: given the concerns of the community,
[1:42:54] Planner: I've had both direct conversations
[1:42:57] Planner: with the fire chief of the South Fire Hall,
[1:43:01] Planner: as well as we have the referral back from them.
[1:43:03] Planner: And they indicate no concerns with the proposal
[1:43:07] Planner: from a fire management perspective,
[1:43:10] Planner: perspective, other than requiring or suggesting that the condition for fire, for your storage
[1:43:21] Planner: tanks for fire protection be on site prior to construction so that you would have that to
[1:43:27] Planner: mitigate any risk during construction. And then we've had a few First Nation referrals as well
[1:43:38] Planner: that uh chair rogers alluded to and uh and i think we need to do a little bit more work uh they
[1:43:45] Planner: have flagged some uh potential um uh or are they yeah i don't want to get into too much detail
[1:43:53] Planner: until we have a conversation uh with our uh in-house uh staff person around those first
[1:44:00] Planner: nation issues and clarify uh what that response would be um and then the last thing i will speak
[1:44:07] Planner: to with respect to referrals is there was a referral response from the water branch of the
[1:44:17] Planner: FLNRO-RD, the provincial ministry, with respect to water licensing. And there is also subsequent to
[1:44:24] Planner: that been a technical memo that has been provided to LTC that summarizes the provincial
[1:44:33] Planner: uh technical analysis of the water license uh application and the province has indicated that
[1:44:42] Planner: they have no concerns with the volume of water being requested and the only uh uh condition or
[1:44:49] Planner: or or flag that they did raise is to ensure that best practice best practices are implemented
[1:44:55] Planner: implemented to minimize the risk of saltwater intrusion. And so that is obviously an important technical report to receive back from the provinces. The water question has been so key to this application. And so I think that is all that I want
[1:45:27] Planner: want to speak to with respect to the content of the report.
[1:45:32] Planner: So just the rationale for the recommendation.
[1:45:34] Planner: So a by-law covering by-law and administrative by-law
[1:45:38] Planner: is required as part of the housing agreement
[1:45:41] Planner: for local trust community to move forward.
[1:45:44] Planner: So staff does need direction to move that content forward
[1:45:47] Planner: in a by-law and the cost recovery agreement
[1:45:51] Planner: is already addressed.
[1:45:52] Planner: So that piece is in place and you have the content
[1:45:57] Planner: before you now to make your decision around whether to direct staff to move that forward
[1:46:03] Planner: to the next step. Another number of alternatives there for L2C to consider as well. And with that,

[1:46:44] Planner: best practice ensure the implementation of best practices
[1:46:48] Planner: is to minimize salt water intrusion and
[1:46:52] Voice 15: how does the with the ltc go about ensuring that so you
[1:46:56] Planner: could uh and uh mr cohort's report uh has recommendations around minimizing that so you
[1:47:04] Planner: could request uh just as when you are uh establishing covenant conditions for example
[1:47:10] Planner: the water storage requirements you could also and I'm not sure I'm not obviously
[1:47:18] Planner: fully understanding of what those best practices are and we can better understand them but
[1:47:25] Planner: we could capture those conditions in covenant and
[1:47:28] Voice 15: so we could maybe hold that discussion more
[1:47:31] Voice 15: around when we receive the water management plan yeah
[1:47:34] Planner: I think that's yep and we could
[1:47:37] Planner: couldn't uh so one of these so i literally just received the water management plan on friday and
[1:47:42] Planner: so one of my next steps is to vet that to william and to have an internal conversation uh with him
[1:47:47] Planner: and then um to identify any gaps in that report and uh that report does very much focus on the
[1:47:56] Planner: water storage aspect and it doesn't necessarily uh focus on the uh the well protection aspect and so
[1:48:04] Planner: uh perhaps that perhaps that there there's a bit more work there to have that uh water management
[1:48:11] Planner: plan but i really need to dig into that but yeah yeah
[1:48:14] Voice 15: no i just said but ultimately
[1:48:16] Planner: a covenant
[1:48:18] Planner: condition or covenant conditions yeah
[1:48:20] Voice 15: um and speaking on covenants that's um through the
[1:48:24] Voice 15: chair to planner smith i was just wondering so the site plans include like the original site
[1:48:29] Voice 15: plans included a 30 meter or maybe i could ask applicant um 30 meter perimeter buffer of
[1:48:34] Voice 15: vegetation and i was wondering is that going to be included in a potential covenant

[1:48:42] Planner: the trustees could certainly request also that uh above a buffer of that
[1:48:48] Planner: so on this site plan on the original site plans there is a 30 meter buffer along the front edge
[1:48:54] Planner: of the property along Georgia View as well as on the back edge of the property there's not a 30
[1:49:02] Planner: meter buffer identified in that original drawing along the side edge but it's a bit moot because
[1:49:06] Planner: it's all forest behind there anyways so that 30 meter buffer along Georgia View if that is
[1:49:15] Planner: particularly important to ensure that you have some separation of the road from the development
[1:49:21] Planner: then LTC could request that but I mean it's built into their site plan but another yeah another
[1:49:28] Planner: check or balance would be to also ensure that it's enshrined in covenant okay

[1:49:33] Voice 15: in regards to the biologist recommendations I guess if some of those stuck out as important

[1:50:19] Planner: think the discussion of a covenant has been there all along and the understanding that most likely there will be a Section 219 covenant at the end, in particular for the water management features and
[1:50:31] Planner: And obviously, as we've been waiting for this ecological assessment report, I don't think it's a surprise that some of those conditions might land in Covenant as well.

[1:50:42] Voice 6: and I could see both of those. I've had a quick look through the water management report, and it does focus on storage, which is interesting, but doesn't seem to focus on sort of lowering water demand in the unit.
[1:51:02] Voice 6: it but maybe that's contained in the in the operations plan that they have is is how they're
[1:51:08] Voice 6: going to keep people's demand down because that's going to be an important consideration going
[1:51:14] Voice 6: forward given that some of the numbers that i've seen but i mean it does cover off a lot of things
[1:51:19] Voice 6: including fire and um and storage and storage for potable and storage for irrigation and and all
[1:51:27] Voice 6: and things of that nature as well as a few other things so it's a that sounds like it's a work
[1:51:32] Voice 6: and progress i guess we can talk about when we get through uh the this this sort of question
[1:51:37] Voice 6: and answer period um the issue of of the um uh about whether we need a motion related to a section

[2:08:42] Voice 9: We're requesting this deliberation today to aid Galliano
[2:08:44] Voice 9: and attacking this critical issue.
[2:08:47] Voice 9: Asking for this consideration isn't about criticizing the LTC or its process, giving us first and second reading and scheduling a public hearing will send a powerful message to funders that are out there.
[2:09:02] Voice 9: Not just BC Housing, but CMHC, Federation of Canadian Municipalities, CRD, private funders.
[2:09:10] Voice 9: There's also political will and desire to move portable housing applications forward.
[2:09:16] Voice 9: forward. The government of Canada and the province of BC are making investments, considerable
[2:09:21] Voice 9: investments into launching new initiatives to build more affordable housing. This initiative
[2:09:28] Voice 9: is about a very particular human rights issue and it's about providing relief in this crisis.
[2:09:35] Voice 9: It's been a really cold winter and there are many in our community living in substandard
[2:09:40] Voice 9: housing and there are many more cold winters ahead until we build something even if we achieve
[2:09:47] Voice 9: what we set out here to do today. That is why Giggers is urging the LTC to give first and second
[2:09:55] Voice 9: reading and schedule a public hearing today. Thank you. I believe Colleen has something she'd like

[2:10:03] Voice 21: Thanks Lisa. I wanted to address a few points that came up with respect to budgeting
[2:10:09] Voice 21: and questions around our financials have a few points to make about that one of them is that
[2:10:17] Voice 21: first of all our financials are not a requirement of this rezoning other applicants private
[2:10:26] Voice 21: developers they're not required to provide their budgets and disclose their financials
[2:10:32] Voice 21: And if our Affordable Rental Housing Society were required to, then it might belie a double standard that's being applied because we are an affordable housing provider.
[2:10:45] Voice 21: The other point I wanted to make about budgeting is that our society has been working for three years on making sure that this is a viable project.
[2:10:55] Voice 21: We have had input from BC Housing.
[2:10:57] Voice 21: We've had several calls and consultations with them.
[2:11:00] Voice 21: They are aware of our budget numbers.
[2:11:02] Voice 21: and just earlier this year we hired a development consultant we're working with wiser projects
[2:11:09] Voice 21: who has extensive experience delivering secure affordable rental housing projects across the
[2:11:16] Voice 21: province so we are working at making sure that this is viable and we are confident the society
[2:11:24] Voice 21: is confident in its budget numbers and we're also confident that this project is worth it
[2:11:29] Voice 21: With respect to questions around the OCP and BC Housing definitions of affordability and gross income, I also would like to point out that when it comes time to have an operating agreement with BC Housing,
[2:11:48] Voice 21: The housing provider and BC Housing work together to define and kind of right size fit the terms and the rent levels for the particular rural community.
[2:12:04] Voice 21: So, in our case, we would be working closely with BC Housing to ensure that the rent levels that are set are actually going to be attainable and are appropriate for the different rent structures that BC Housing defines.
[2:12:21] Voice 21: So, I think I'm going to leave it there for now. I don't know if Jeff has anything he'd like to add.

[2:15:47] Voice 6: My view is that where we're at in the process
[2:15:49] Voice 6: is we're sort of information gathering
[2:15:55] Voice 6: and trying to decide on a going forward
[2:15:58] Voice 6: basis whether there are any stopping places. This is an application by the applicant. It's not a
[2:16:07] Voice 6: local trust committee project. It's an application by the applicant. And so we are always faced with
[2:16:16] Voice 6: this scenario of what do we need to know more of? And what do we need? And are there anything
[2:16:24] Voice 6: anything that sort of indicates that you know what there's a stopping place here and there's
[2:16:31] Voice 6: and we don't see a way forward and to date we haven't made any decisions today but today we
[2:16:38] Voice 6: haven't decided that there's a stopping place and we have made a number of requests for further
[2:16:43] Voice 6: information and the and the applicant has set a number provided us with a lot of information
[2:16:50] Voice 6: information so that's one thing i wanted to say so that's that's the stage we're at we're going
[2:16:56] Voice 6: to be if this keeps going forward while there is still some information gathering going on
[2:17:01] Voice 6: we're now sort of moving into what i will call the regulatory process the legal process where
[2:17:07] Voice 6: we develop the bylaws and the and the regulation which will make this legally possible to do what
[2:17:13] Voice 6: they're doing um affordable housing projects don't happen without um without a number of
[2:17:19] Voice 6: things one is funding one is land uh and the third thing is is regulatory approval and we only
[2:17:26] Voice 6: control one of those two things three things i just named three and said two but we only control
[2:17:33] Voice 6: one of those three things um which is the regulatory process however the number of those
[2:17:38] Voice 6: things impact upon whether we're going to make whether we're going to allow the project to
[2:17:48] Voice 6: proceed and the application goes forward. So there's a lot of things that go into our
[2:17:52] Voice 6: consideration. Something else
[2:17:55] Voice 12: I wanted to
[2:17:55] Voice 6: say at this stage of the game, although it's maybe a
[2:17:59] Voice 6: little early, is I think it's important always to remember that one project like this is not going
[2:18:09] Voice 6: to solve the affordable housing project issue on Galeano. We often hear people say, oh, find
[2:18:18] Voice 6: find a better location for this project.
[2:18:23] Voice 6: And as if this one project is sort of the be all,
[2:18:27] Voice 6: the end all, if we find the perfect location for it,
[2:18:30] Voice 6: then this problem will be solved.
[2:18:33] Voice 6: I've forgotten the actual numbers
[2:18:35] Voice 6: from the housing needs assessment
[2:18:37] Voice 6: that was done for Galliano,
[2:18:39] Voice 6: but I'm pretty sure it's more than 12 units.
[2:18:41] Voice 15: It was a minimum of
[2:18:43] Voice 15: 70, yeah.
[2:18:44] Voice 6: Yeah, so it's right.
[2:18:45] Voice 6: But it's multiples of the number that are being proposed here.
[2:18:50] Voice 6: So, you know, my approach on this is not, is there a more perfect place?
[2:18:58] Voice 6: My approach on this application is, does this application meet the standards that we need to set?
[2:19:05] Voice 6: And does it meet our criteria?
[2:19:07] Voice 6: And is it something that we should approve?
[2:19:09] Voice 6: through. Because I'm hopeful, and I've heard sort of rumblings that there are other applications
[2:19:17] Voice 6: possible that may work. And I just want to say two other things. And I'm sorry to be so long,
[2:19:26] Voice 6: but I think it's important for this to be set into context. And I've been thinking about this. I was
[2:19:30] Voice 6: thinking about it all night, actually. I didn't sleep much last night because I've been thinking
[2:19:35] Voice 6: about this application because I hear the frustrations both from the applicant and
[2:19:41] Voice 6: from those that are have concerns about the application. So to the applicant I just say
[2:19:49] Voice 6: who says you ask us to do too much and your process is too bureaucratic and it slows us
[2:19:55] Voice 6: down and we can't get moving and traction. I ask you to remember what the object of the trust is
[2:20:02] Voice 6: and that we have a um a legislated obligation not just to the people of uh galliano but we
[2:20:12] Voice 6: actually have a separate obligation to the environment which no other local government
[2:20:17] Voice 6: has and that that's part of our responsibility to do and that's part of our object and it's not
[2:20:24] Voice 6: that that i have a strong view about about that we have an obligation to the community
[2:20:28] Voice 6: but we also have an obligation to the environment not that other local governments don't also take
[2:20:34] Voice 6: it in but we have a legislative responsibility and so as as often said uh that you have to be
[2:20:41] Voice 6: more careful with an island uh we are we are careful about how we we do things that increase
[2:20:48] Voice 6: density and potentially uh increase the uh the complexity of a matter and it may i'm sure it's
[2:20:57] Voice 6: frustrating for the applicant, but that's part of our legislative responsibility at our trust
[2:21:04] Voice 6: policy statement. For those that think that we aren't requiring enough, I ask you to think about
[2:21:13] Voice 6: what this really is, is a proposal to create homes for a bunch of individuals, for a group of
[2:21:19] Voice 6: individuals and 12 homes. And think about if we imposed even half of the conditions on a homeowner
[2:21:31] Voice 6: to create a home for themselves that we're imposing on this applicant and indeed any
[2:21:38] Voice 6: applicant for this kind of density. There are a lot of things that we've asked for
[2:21:49] Voice 6: and most of those would not be required for an individual WANDA to create a home
[2:21:56] Voice 6: and to create their home some of them might but most of them would not and so you know you're
[2:22:03] Voice 6: basically as you as you ask for as as you ask us and we take every request into consideration
[2:22:10] Voice 6: including the ones that were made today and the ones that have been made in writing for a fire
[2:22:14] Voice 6: assessment and a and a study on the road and all those things there's a bunch of things that
[2:22:20] Voice 6: that have been asked for sort of recently not you know those would not be required for the
[2:22:28] Voice 6: individual landowner of 12 properties that would take up with a similar amount of space or a smaller
[2:22:35] Voice 6: so it's you know it's about it's a it's a complicated balancing act that we do as we go
[2:22:42] Voice 6: go forward. And I ask you to keep that in mind as you ask us in one hand to ask for more in terms
[2:22:50] Voice 6: of information, and on the other hand, asking us to move the process more quickly. So anyway,
[2:22:55] Voice 6: that's some of the thoughts that I've been having as I look at what we do now, where we're at. I
[2:23:02] Voice 6: think there's still some stuff that hasn't crystallized yet around this application.
[2:23:08] Voice 6: but I think there's some things that we can do today so those are I'm sorry to talk so long

[2:58:34] Planner: intent of trying to reduce the potential for developers with development schemes for profit

[3:37:54] Planner: in forestry purpose or or use or potential use at least and so a conservation covenant
[3:38:01] Planner: wouldn't necessarily align with that and so trustee Wolverton is suggesting could LTC

[3:55:58] Voice 23: because there is, in the subdivision, several wells that up to 2,000 liters per day,

[3:56:21] Voice 23: And he mentioned there have been other projects on Gabriela

[3:56:35] Voice 23: to what well, and it actually solved an issue for the community who was really concerned

[3:56:47] Voice 23: I would like if Mr. Shulva is asked for the report that is not there yet, and if the local trustees can talk to Mr. Shulva.

[3:57:42] Voice 23: But one is easy to see when in traffic assessment, they say there will be 50 or 60 car trips
[3:57:52] Voice 23: per day.
[3:57:54] Voice 23: So I will tell you, Mr. Rogers, that the location is not perfect, it's a bad location.
[3:58:02] Voice 23: Because this location goes against the climate change objectives of the Galliano Trust, where
[3:58:14] Voice 23: where I said, one, to establish climate change
[3:58:17] Voice 23: as a fundamental factor in land use decision-making.
[3:58:24] Voice 23: To move to a land use pattern
[3:58:27] Voice 23: that results in a more compact and complete community.
[3:58:32] Voice 23: In reviewing development applications,
[3:58:37] Voice 23: the Local Trust Committee will assess
[3:58:40] Voice 23: the potential greenhouse gas emissions
[3:58:44] Voice 23: and climate change impacts anticipated to result from the development.
[3:58:51] Voice 23: B. In considering an application for new development, the LTC should ensure that additional density
[3:59:01] Voice 23: is located in areas accessible to existing transportation and services.
[3:59:06] Voice 23: And after you have all from the, not only from the Galeano, from the Island Trust, all
[3:59:15] Voice 23: the things about greenhouse emissions, how to reduce that by reducing the use of cars,
[3:59:22] Voice 23: to put development close to center, and all just to try to reduce greenhouse.
[3:59:30] Voice 23: And Galeano has as a plan following target to reduce greenhouse gas emissions by 33% by 2020 from 2007, that it didn't happen.
[3:59:47] Voice 23: And if you think that you will put a high density development where practically a car is required, because walking from...

[4:00:02] Voice 23: that this is extremely difficult,
[4:00:04] Voice 23: especially for vulnerable population.

[4:00:36] Voice 23: island trust what the idea is to protect and preserve and they have done it and they have
[4:00:43] Voice 23: done it through looking not sure what you need now right now is what you think about the future
[4:00:49] Voice 23: because the future is climate change the future is the crisis and the creation is for everybody
[4:00:58] Voice 23: all these children now in this family will be affected.

[4:04:35] Voice 7: around us elsewhere.
[4:04:36] Voice 7: So I was really heartened to hear Chair Rogers mention
[4:04:42] Voice 7: the obligation of the trust before the break
[4:04:46] Voice 7: and the obligation therefore of the trustees
[4:04:48] Voice 7: and the planners to protect the environment.
[4:04:51] Voice 7: And like Carmita, I've been really wondering
[4:04:55] Voice 7: why this has not been a big part of our discussion
[4:04:58] Voice 7: about this particular rezoning up until now um this is what the concerns of our strata and our
[4:05:06] Voice 7: larger neighborhood have all been about and we have really tried to painstakingly document and
[4:05:12] Voice 7: substantiate these concerns over the past few years and um when i first began to familiarize
[4:05:19] Voice 7: myself with the ocp and various other trust documents like the ones karmida's just mentioned
[4:05:25] Voice 7: i really believe that they would offer protection for the environment around us and i suppose in my
[4:05:32] Voice 7: naivete i perhaps took them more literally than than they're meant i don't know but i i would
[4:05:39] Voice 7: just like to um quickly draw your attention to two lines in the ocp um the first page of the ocp
[4:05:48] Voice 7: the preamble and i think this is just really important and i i just want to emphasize what
[4:05:56] Voice 7: it says here and it says as the present generation inherited these islands in a
[4:06:01] Voice 7: relatively preserved state so this plan attempts to perpetuate this state and preserve the unique
[4:06:09] Voice 7: environment for future generations even seemingly small changes can damage or deplete resources
[4:06:16] Voice 7: resources compromise self-sufficiency and distort long-term planning and I think there's a lot in
[4:06:23] Voice 7: that preamble that really has not in my view had sufficient attention in this deliberation around
[4:06:31] Voice 7: this particular rezoning it is not about trying to discourage anti-affordable housing it's exactly
[4:06:39] Voice 7: what Carmita said it's about the common sense of picking the right site and this is a very bad
[4:06:46] Voice 7: site for many reasons and I want to just very quickly try and clarify our concern about the
[4:06:53] Voice 7: road costs which Dan Rogers mentioned earlier and the service corridor now we have been told
[4:07:00] Voice 7: that for the 500 meters of road required to get from the end of the Georgia View paved part of
[4:07:07] Voice 7: the road to the housing site, 500 meters, the cost would be, just to bring it up to private
[4:07:15] Voice 7: road standard, $2,300 to $2,600 a meter. And I'll tell you the math on the $2,300 per meter
[4:07:22] Voice 7: is $1,150,000. Now, that's no longer free land. Very good land could be purchased. And I was
[4:07:34] Voice 7: contacted today about a property um that is close to the village hub where people would not have to
[4:07:40] Voice 7: have cars they would not have to use limited income that they have to purchase and and maintain a car
[4:07:48] Voice 7: um so i just want to to um the the only other thing i just want to say is that in reference
[4:07:56] Voice 7: to water resources which is really one of our primary concerns in the strata there were three
[4:08:03] Voice 7: recommendations in the water line water report that we commissioned our strata commission that
[4:08:09] Voice 7: have never been acted upon or even referred to by the rezoning proponents again and to me these are
[4:08:17] Voice 7: just basic things that could be done to try and offer some reassurance to an area that is very
[4:08:24] Voice 7: concerned about the impact that a high density development development will have on our already
[4:08:31] Voice 7: stretched water resources and those are only three things that data loggers be installed
[4:08:37] Voice 7: immediately in the site well and any adjacent monitoring wells to further assess the seasonal
[4:08:44] Voice 7: water level fluctuations that an aquifer test be completed during the dry season
[4:08:50] Voice 7: and and the second one is um about a um that a qualified wastewater practitioner should be
[4:09:01] Voice 7: be retained to assess the suitability of the site
[4:09:03] Voice 7: for effluent disposal.
[4:09:05] Voice 7: Now it does say in this recommendation,
[4:09:08] Voice 7: although this is not specifically required
[4:09:10] Voice 7: at the rezoning application stage,
[4:09:13] Voice 7: it would be prudent for the proponent
[4:09:15] Voice 7: to confirm the suitability of the site
[4:09:17] Voice 7: for waste effluent disposal.
[4:09:20] Voice 7: And again, that relates very much to the concerns we have
[4:09:24] Voice 7: being downhill from this development
[4:09:27] Voice 7: and the effect of our water quality on our water quality and one of our strata owners Mr. Zinter
[4:09:35] Voice 7: does go into considerable detail based on his experience about his concerns about
[4:09:42] Voice 7: downhill properties and an extremely large septic field so I'm sorry I won't take up any more of
[4:09:48] Voice 7: your time but I really did want to get those points in and that you know it's I understand
[4:09:55] Voice 7: understand the difficulty here but we are a big part of the community in this neighborhood too
[4:10:01] Voice 7: and I don't feel that our concerns have really been taken seriously in the way that I believe
[4:10:10] Voice 7: they are merited to be taken. Thank you.

Galiano Local Trust Committee Electronic Business Meeting Minutes March 1, 2021 ADOPTED Page 1 of 8 Galiano Island Local Trust Committee Minutes of Regular Meeting Date: Location: March 1, 2021 Electronic Meeting Members Present: Dan Rogers, Chair Tahirih Rockafella, Local Trustee Jane Wolverton, Local Trustee Staff Present: Brad Smith, Island Planner Robert Kojima, Regional Planning Manager Shayla Burnham, Planning Assistant (Host) Carly Bilney, Recorder Public: There were approximately 28 attendees in the Zoom Webinar. 1. CALL TO ORDER Chair Rogers called the meeting to order at 12:30 p.m. He acknowledged that the meeting was being held in traditional territory of the Coast Salish First Nations. 2. APPROVAL OF AGENDA By general consent the agenda was approved as presented. 3. TRUSTEE REPORT Trustee Wolverton reported on the following: Many emails and inquiries have been received over the past month from community members regarding rezoning, forest lot proposals and other issues; A recent planning meeting was held for the Southern Gulf Island forum that aims to share information across jurisdictions to increase collaboration and advocacy efforts; and BC Ferries requested that Trustee Wolverton act as stakeholder for community engagement efforts that seek to determine how islanders are affected by the ferry in various ways (e.g. scheduling, cost, etc). Trustee Rockafella reported on the following: Islanders are encouraged to attend the upcoming Trust Council meeting which will focus on the development of potential amendments to the Islands Trust Policy Statement. CHAIR'S REPORT Chair Rogers reported on the following: The upcoming Trust Council meeting will include several delegations, a budget discussion and debate about Trust priorities; The Islands Trust has received a number of grants which are reflected in the budget; and It is recommended that islanders read the summary from Islands Trust Senior Intergovernmental Policy Advisor, Lisa Wilcox, related to Reconciliation. 5. TOWN HALL AND QUESTIONS Trustee Wolverton recused herself from the meeting at 12:58 p.m. The following comments related to application GL-RZ-2019.1 (GIGARHS) were made: It was suggested that moving ahead with the housing agreement at this time would be premature; Support for further information from the applicants, including a more detailed transportation assessment, a more comprehensive environmental report, as well as water, septic and facility management plans that include costs associated with the ongoing management of the property; Some suggested that the community forest contains ideal conditions for extreme fire behaviour; It was suggested that the definition of affordable housing used by BC Housing is inconsistent with that which is in the Official Community Plan (OCP); Comments were made that the format of the Community Information Meeting (CIM) did not allow for fulsome discussion; More needs to be known about costs of the development and whether funding could be better used in an alternate location; Support was expressed for the project; Comments were made that Georgia View is not far from amenities relative to the rural context; and It was noted that the lack of affordable housing on Galiano has a human cost. Trustee Wolverton returned to the meeting at 1:42 p.m. 6. COMMUNITY INFORMATION MEETING None 7. PUBLIC HEARING None 8. MINUTES 8.1 Local Trust Committee Minutes Dated February 1, 2021 (for Adoption) The following amendments to the minutes were presented for consideration: Galiano Local Trust Committee Electronic Business Meeting Minutes March 1, 2021 ADOPTED Page 3 of 8 Page 6 of the February 1, 2021 Local Trust Committee (LTC) Meeting Minutes (page 9 in the agenda package) notes "Discussion was held about how the LTC expenses might be adjusted to more accurately reflect spending." This should say: "Discussion was held about how the LTC budget might be adjusted..." By general consent the minutes were adopted as amended. 8.2 Section 26 Resolutions Without Meeting Report Dated February 2021 Received for information. 8.3 Advisory Planning Commission Minutes - None 9. BUSINESS ARISING FROM MINUTES 9.1 Follow-up Action List Dated February 2021 Received for information. 10. DELEGATIONS - None 11. CORRESPONDENCE Correspondence received concerning current applications or projects is posted to the LTC webpage 12. MEETING BREAK - COMMUNITY UPDATE A Meeting Break was called between 1:47pm – 2:00pm. Trustee Wolverton recused herself from the meeting at 2:00pm. 13. APPLICATIONS AND REFERRALS 13.1 GL-RZ-2019.2 (GIGARHS) – Staff Memo Planner Smith reviewed the report related to GL-RZ-2019.2 (GIGARHS). The following comments were made in discussion between staff, the applicant and LTC: The Community Information Meeting (CIM) was well attended with approximately 53 people in attendance; The application is generally consistent with the OCP; Agency referrals have been sent and several responses have been received, including one from the Galiano Island Fire Rescue – South Department who has no issues with the application but suggests storage tanks for fire protection be on site to mitigate risk during construction; The province’s technical water report notes the importance of ensuring the implementation of best practices to minimize the risk of salt water intrusion; The LTC could establish covenant conditions that ensure best practices to minimize the risk of salt water intrusion and include a 30-meter vegetation buffer zone and recommendations from ecological assessment report; Water management in the water management plan focuses on storage rather than on reducing water demand, well management and water use monitoring; A housing agreement is usually drafted as a covenant; Galiano Local Trust Committee Electronic Business Meeting Minutes March 1, 2021 ADOPTED Page 4 of 8 While definitions of affordable housing by both BC Housing and in the OCP have the same aim, there are distinctions between them; The draft agreement will receive input from staff and go through legal review; The applicants requested that the bylaws be given first and second readings and a public hearing be scheduled; GIGARHS has not yet filed a funding application with BC Housing Chair Rogers made the following comments: The LTC will continue to gather information to determine if there are obstacles to approval that cannot be overcome; so far the LTC has not encountered anything where there is no way forward; One affordable housing project will not solve housing issues on Galiano; The Trust has a legislative obligation to the environment and therefore treads carefully on issues that relate to increased density; Many things have been asked of the applicant, some of which would not have been asked for an individual landowner who did not require rezoning; and The intention of the OCP is to create affordable housing on the island, which is what this project is doing. Discussion was held about the various assessments and reports received related to the application. A motion was moved to direct staff to draft a s. 219 covenant to cover off the recommendations from the biologist’s environment assessment report, the water management plan, the proposed 30-metre buffer zone, and the salt water intrusion issue identified in the provincial technical memo with an attached site plan and elevation drawings. Discussion followed and a friendly amendment to the motion was made. GL-2021-007 It was Moved and Seconded, that the Galiano Island Local Trust Committee direct staff to draft a s. 219 covenant that considers the recommendations of the ecological assessment, a 30-metre tree buffer as shown on the site plan submitted by applicant, the water management plan and hydrogeological assessment recommendations, along with a site plan layout and elevation drawings. CARRIED Discussion was held about referrals received by First Nations. GL-2021-008 It was Moved and Seconded, that the Galiano Island Local Trust Committee direct staff to refer First Nations referral responses to the senior intergovernmental policy advisor for advice on how to respond. CARRIED Galiano Local Trust Committee Electronic Business Meeting Minutes March 1, 2021 ADOPTED Page 5 of 8 A motion was moved to direct staff to amend the OCP Section 1.6 (b)(i) to note “all additional density greater than that permitted by current zoning shall be in the form of units reserved primarily for occupancy as affordable for seniors or special needs housing.” Discussion was held and the following comments were made: “Primarily” is too loose a term; The clause should include reference to an affordable housing association or formula specified by a housing association or a non-profit; and The wording should not be overly restrictive as to limit options for capital funding. A friendly amendment to the motion was made. GL-2021-009 It was Moved and Seconded, that the Official Community Plan Bylaw 276 be amended by adding a change to Section 1.6 (b) (i) to read “all additional density greater than that permitted by current zoning shall be in the form of units reserved primarily for occupancy as affordable, seniors or special needs housing as operated on a not for profit basis. CARRIED GL-2021-010 It was Moved and Seconded, that the Galiano Island Local Trust Committee direct staff to draft a bylaw authorizing the Local Trust Committee to enter into a housing agreement with the applicant that is based on the proposed terms and conditions described in the March 1, 2021 staff report on application GL-RZ-2019.1 (GIGARHS). CARRIED GL-2021-011 It was Moved and Seconded, that the Galiano Local Trust Committee give first reading to bylaw 276, a bylaw to amend Galiano OCP, bylaw 108 1995, as amended. CARRIED GL-2021-012 It was Moved and Seconded, that the Galiano Local Trust Committee give first reading to bylaw 277, a bylaw to amend Galiano Land Use Bylaw 127 1999. LOCAL TRUST COMMITTEE PROJECTS Trustee Wolverton returned to the meeting at 3:44 p.m. 14.1 LUB Technical Amendments – Staff Report Planner Smith reviewed the staff report related to the Land Use Bylaw Technical Amendments. GL-2021-013 It was Moved and Seconded, that the Galiano Island Local Trust Committee Bylaw No. 278, cited as “ Galiano Island Land Use Bylaw No. 127, 1999, Amendment No. 1, 2021”, be read a first time. CARRIED GL-2021-014 It was Moved and Seconded, that the Galiano Island Local Trust Committee has reviewed the Islands Trust Policy Statement Directive Policies Checklist and determined that proposed Bylaw No. 278 is not contrary to or at variance with the Islands Trust Policy Statement. CARRIED GL-2021-015 It was Moved and Seconded, that the Galiano Island Local Trust Committee direct staff to schedule a Public Hearing for Bylaw No. 278 following the completion of agency and First Nations referrals. CARRIED GL-2021-016 It was Moved and Seconded, that the Galiano Island Local Trust Committee direct staff to schedule a Community Information Meeting in conjunction with the Public Hearing for Bylaw No. 278. CARRIED 15. REPORTS 15.1 Work Program Reports 15.1.1 Top Priorities Report Dated February 2021 15.1.2 Projects List Report Dated February 2021 Galiano Local Trust Committee Electronic Business Meeting Minutes March 1, 2021 ADOPTED Page 7 of 8 Item 16.1 (2018 APC Affordable Housing Report Review) was considered next as part of a discussion about which project(s) the LTC should pursue. The following comments were made: It is important to keep housing on the priority list; and Support was expressed for considering an OCP amendment to forestry zoning that would allow for nature protection through a covenant while permitting a dwelling. GL-2021-017 It was Moved and Seconded, that the Galiano Island Local Trust Committee direct staff to develop a project charter regarding a proposal for adding conservation covenants as an alternative to F1 rezoning and add this item to the Projects List. NEW BUSINESS 16.1 2018 APC Affordable Housing Report Review 17. UPCOMING MEETINGS 17.1 Next Regular Meeting Scheduled for April 12, 2021, Location: Zoom 18. TOWN HALL Trustee Wolverton recused herself from the meeting at 4:24 p.m. Town hall was held and the following comments were made regarding GL-RZ-2019.1 (GIGARHS): The applicants have applied for subdivision and if rezoning is approved, subdivision would be subsequent to rezoning; The location of the proposed affordable housing site is bad because of the increased traffic it will create; and Galiano Local Trust Committee Electronic Business Meeting Minutes March 1, 2021 ADOPTED Page 8 of 8 The following measures should be taken before the application progresses: installing data loggers to assess fluctuation in water levels in the area, completing an aquifer test during the dry season, retaining a qualified wastewater practitioner, and completing an aquifer test during the dry season. 19. CLOSED MEETING (Distributed Under Separate Cover) Trustee Wolverton returned to the meeting at 4:42 p.m. 19.1 Motion to Close the Meeting GL-2021-019 It was Moved and Seconded, that the meeting be closed to the public in accordance with the Community Charter, Part 4, Division 3, s. 90(1) (d)(i) for the purpose of considering: Adoption of In-Camera Meeting Minutes Dated October 5 and November 2, 2020 Legal Advice AND that the recorder and staff attend the meeting. CARRIED Chair Rogers closed the meeting to the public at 4:43 p.m. 19.2 Recall to Order None 19.3 Rise and Report Any reporting will be held at the next LTC meeting. 20.
