[0:00:08] Trustee Stamford: meeting and I'd like to begin the meeting by acknowledging that we are gathered on the

[0:00:12] Trustee Stamford: traditional ancestral and unceded territory of the Coast Salish peoples. And then we have a long

[0:00:21] Trustee Stamford: fairly long introduction but just a reminder to board members that if you'd like to speak

[0:00:27] Trustee Stamford: I was going to say you have to raise your digital hand but just looking I think a visual hand should

[0:00:36] Trustee Stamford: be good enough because I can see everybody on the screen apart from staff and I'll keep an eye out

[0:01:12] Trustee Stamford: seeing none we'll um confirm that by consensus and then we have uh next we have the rising report

[0:01:25] Trustee Stamford: from january 26th in camera meeting and that is 4.11 fund development action plan and that that

[0:01:34] Trustee Stamford: is the islands trust conservancy board approved an internal fund development action plan and then

[0:01:42] Trustee Stamford: we go into the minutes of January 26th and this is in our regular meeting minutes are there any

[0:01:52] Trustee Stamford: additions or changes that anyone noticed in our regular meeting minutes any questions arising

[0:02:09] Trustee Fast: And I wonder if we might want to condense them down to just being resolution only minutes, which I prefer as a board member in terms of finding things later.

[0:03:37] Voice 6: this very quickly but i just wanted to confirm that we've had katherine martel confirmed as our

[0:03:42] Voice 6: ecosystem protection specialist um full-time so we are almost fully staffed um with a couple of

[0:03:52] Voice 6: positions still as acting roles but almost completely permanently back up to our staffing

[0:03:57] Voice 6: quotient. The other thing I wanted to note and some of you may have seen this is that we have

[0:04:03] Voice 6: posted our species at risk coordinator position and that closes on April 7th so please if you

[0:04:11] Voice 6: know anybody or if you'd like to circulate it among your networks we're very much looking to

[0:04:16] Voice 6: try and find a really fabulous person to fill that role and then the last thing I'll note is

[0:04:21] Voice 6: that we have also drafted a co-op student position job description and that should be circulated in

[0:04:28] Voice 6: the next week or so and we're looking at starting that in may and having the job run until august

[0:04:36] Voice 6: so if any of you have any contacts with folks who are in university and doing this type of work

[0:04:43] Voice 6: please definitely point them in my direction we'd love to have them on board for the summer

[0:04:48] Trustee Stamford: thanks and are you going to send out that job the co-op student position the same way as

[0:05:08] Voice 6: well that we know have programs um similar to what we're looking for and yes if any of you can

[0:05:30] Voice 6: So I'm not going to talk too much about some of these items because as you know,

[0:05:34] Voice 6: we have an action or a request for decision a little later in the board

[0:05:38] Voice 6: package to talk about things to remove from the follow-up action list. But I did want to note

[0:05:46] Voice 6: that we have an action item under the November 18th meeting from 2018 going back a ways to

[0:05:55] Voice 6: make sure that regional conservation plan goals get recognized in the islands trust policy

[0:05:59] Voice 6: statement and strategic plan that's already happened with the strategic plan but as many

[0:06:04] Voice 6: of you who are trustees at trust council know the policy statement is currently being worked on and

[0:06:11] Voice 6: And we're anticipating a presentation to the board about that in May and then looking at a referral regarding that in July.

[0:06:19] Voice 6: So that is hopefully soon to be crossed off the list as well.

[0:06:24] Voice 6: Moving along to October 6th from last year, just a note about this point about removing Canada's from the ITC tagline.

[0:06:38] Voice 6: I've marked that as complete.

[0:06:39] Voice 6: We have one niggling little detail around one of our publications that we still need to update, but it's been operationalized in terms of our work plans.

[0:06:48] Voice 6: So I have marked that complete for the time being.

[0:06:53] Voice 6: Also a note about their reconciliation action plan, which is in progress.

[0:06:59] Voice 6: We are hoping to bring that to the May meeting so that it can also be shared for the executive and ITC liaison meeting in July.

[0:07:06] Voice 6: so um that will that's being worked on at the moment um november 24th is the next update um

[0:07:17] Voice 6: we have been directed to look into electronic meetings we've had some legal advice back on

[0:07:24] Voice 6: that and it is looking like we are not able to go to a fully electronic meeting um format so staff

[0:07:31] Voice 6: Staff are taking that advice at the moment and looking at how we can amend our bylaw, our meeting bylaw to accommodate as much of what the board has asked for as possible.

[0:07:44] Voice 6: And we'll try and bring that back. It's not, although it's kind of pressing because as COVID comes to an end, we'll not be able to have these electronic meetings in the same way.

[0:07:55] Voice 6: it's not absolutely top of the list right now so I'm not sure if it'll come back to you in May or

[0:08:01] Voice 6: July but just to note that we are not going to be able to continue these types of meetings

[0:08:07] Voice 6: indefinitely under current legislation and regulations. Can

[0:08:13] Trustee Stamford: I just make a comment about

[0:08:15] Trustee Stamford: that have you heard through the trust staff if there's any impetus to try and

[0:08:22] Trustee Stamford: and get that changed on a provincial level,

[0:08:28] Trustee Stamford: maybe trustee fast, you might've heard something

[0:08:30] Trustee Stamford: that you may be through UBCM,

[0:08:33] Trustee Stamford: or I know that's of interest to our regional district

[0:08:37] Trustee Stamford: that this is just working so well

[0:08:40] Trustee Stamford: that they would like to have more flexibility

[0:08:44] Trustee Stamford: to be able to do this.

[0:08:45] Trustee Stamford: And certainly for our board,

[0:08:48] Trustee Stamford: board because of our mandate and being a conservancy i think being able to lower our

[0:08:54] Trustee Stamford: greenhouse gas um emissions is a very important aspect of this so

[0:09:00] Trustee Fast: go

[0:09:03] Trustee Stamford: ahead trustee fast yeah i

[0:09:05] Trustee Fast: think the um i think there's interest and uh as i remember at our last ec meeting last week we did

[0:09:12] Trustee Fast: uh bring it up and i mentioned the idea i'd like to keep going with some of these zoom

[0:09:18] Trustee Fast: advantages and uh some of the local trust committees as well are having people write in

[0:09:24] Trustee Fast: um from hornby and denman for example saying uh we can come to meetings now this is great

[0:09:31] Trustee Fast: uh keep keep it if you can however i haven't heard about uh changes at the provincial level yet

[0:09:38] Trustee Fast: in terms of the legislation and um uh but i expect that things might change

[0:09:47] Trustee Fast: especially as it carries on and uh my question is uh kate louise or kate emmings are we um

[0:09:54] Trustee Fast: you you mentioned current uh regulations and i'm wondering are we governed by the local

[0:10:01] Trustee Fast: government act or as a islands trust conservancy is that what we're under

[0:10:05] Voice 6: yes um that and the

[0:10:08] Voice 6: community charter some portions of them um and our all of our meetings are guided in the same

[0:10:14] Voice 6: way as trust council executive committee the local trust committee is okay thank

[0:10:18] Trustee Fast: you as long

[0:10:19] Trustee Fast: as i know it's the same it's

[0:10:20] Voice 6: the same legal advice yeah um because

[0:10:24] Trustee Fast: because we're a conservancy and a

[0:10:27] Trustee Fast: charity i thought it might be a little different or there might be some different rules and um but

[0:10:32] Trustee Fast: yeah we're

[0:10:34] Voice 6: not technically a charity we're what's called a qualified donee because of our

[0:10:38] Voice 6: government status so we are very much we're kind of a pseudo organization but we're governed

[0:10:44] Voice 6: by the provincial legislation thank

[0:10:46] Trustee Fast: you great i'm not always up on the technical terms but thank you

[0:10:51] Voice 6: it's not the most clear thing in the world um okay uh electronic meetings and then the last

[0:10:58] Voice 6: thing i'll note and then i'm happy to take questions is that we have signed a bunch of

[0:11:02] Voice 6: paperwork related to the impact gics and um though that's slow moving it is moving along

[0:11:08] Voice 6: long and we're hoping to allocate the funding into those in the next month or two and then i'm happy

[0:11:17] Voice 6: to take questions okay

[0:11:18] Trustee Fast: trustee fast um just a quick question um offsets oh no that was a different

[0:11:28] Trustee Fast: meeting never mind thank you is

[0:11:33] Trustee Stamford: there any other questions about the follow-up action list

[0:11:38] Trustee Stamford: seeing none um let's move forward to our business items and the first one here is on page 18

[0:11:46] Trustee Stamford: and it's a request for decision on the NAPTEP fee waiver request.

[0:11:52] Voice 6: So I will take this one. It's very

[0:11:55] Voice 6: much linked to the next board item, which is the request for

[0:11:59] Voice 6: approval of a NAPTEP covenant application. But seeing as the decision here from the board may

[0:12:08] Voice 6: impact a little bit the resolutions coming out of the next item, we thought we would put this

[0:12:12] Voice 6: on the agenda first. Essentially, there's two things to note here. Well, first of all,

[0:12:19] Voice 6: we've received a request from Lisa Bale and Peter Perret, who've put in a NAPTEP application.

[0:12:25] Voice 6: They've requested that the board waive the fees associated with NAPTEP.

[0:12:30] Voice 6: And the two issues that have emerged, of course, are, well, A, the Islands Trust Conservancy Board

[0:12:36] Voice 6: board has a policy that allows landowners to request this, but the Trust Council, which is

[0:12:45] Voice 6: essentially the parent of the NAPTEP program, does not have a similar policy or a mechanism for

[0:12:52] Voice 6: allowing for fee waivers. So in investigating this, staff have identified a couple of ways to

[0:13:01] Voice 6: proceed. The first is if the board is interested in funding the request for a fee waiver they can

[0:13:09] Voice 6: do that through their regular budget items and so staff have actually suggested that the board

[0:13:15] Voice 6: approve the payment of the $450 worth of fees and allocate that to our current securement budget

[0:13:23] Voice 6: it for 2021 and 22. But coming from this, it's illuminating a policy gap, I suppose. And so if

[0:13:38] Voice 6: the board is interested in continuing to allow for these types of waivers, staff are recommending

[0:13:45] Voice 6: that we approach the executive committee and trust council to try and close that policy gap.

[0:13:50] Voice 6: just as way of background there are mechanisms in place for local trust committees that provide

[0:14:00] Voice 6: guidance on ways to waive rezoning application fees and development application fees and those

[0:14:07] Voice 6: relate especially to non-profits that are looking at doing rezoning processes and things like that

[0:14:12] Voice 6: there's a process that allows for LTCs to request that executive committees sponsor those

[0:14:17] Voice 6: those applications. And so what staff would see is something comparable, but for NAPTEP fees where

[0:14:23] Voice 6: perhaps the executive committee is asked whether they are willing to waive those fees.

[0:14:31] Voice 6: So I'm just looking to see if there's any other bits that I should elaborate. I suppose it's

[0:14:38] Voice 6: important to note the fees are $450. They come in two increments, the first phase of $275 and a

[0:14:45] Voice 6: second phase of 175. And so this would be a $450 removal from our securement budget. I think we can

[0:14:53] Voice 6: handle that in this coming fiscal year. If we had a lot of requests for this, it would become more

[0:14:59] Voice 6: of an issue. And so that may be the reason to look at closing that policy gap. One note about that I

[0:15:08] Voice 6: did put in around First Nations consideration is that in contemplating sponsorship of fees,

[0:15:14] Voice 6: the ITC board and trust council may want to contemplate prioritizing protection of

[0:15:19] Voice 6: archaeological sites as part of that if we get to a point where we're having to choose

[0:15:23] Voice 6: between waiving some fees and not others so I have noted that as a possibility

[0:15:31] Voice 6: and then the only other thing I'll note is that we've recommended approval of payment of $450

[0:15:38] Voice 6: to cover those fees and also that the ITC board request trust council develop policy guidance

[0:15:45] Voice 6: for sponsorship of natural area protection tax exemption program applications and I'm happy to

[0:15:52] Voice 6: take questions or comments any

[0:15:55] Trustee Stamford: questions trustees go ahead trustee fast um

[0:16:04] Trustee Fast: the first time this has come up it

[0:16:06] Voice 6: is we have it's interesting because I've had conversations

[0:16:08] Voice 6: stations with landowners before uh where we've brought it up um but no one has ever pursued it

[0:16:14] Voice 6: um i should note that uh lisa bale and peter peret were actually the donors of our most recent nature

[0:16:22] Voice 6: reserve acquisition so i think what's happening is they're they're trying to do a lot of donations

[0:16:27] Voice 6: and they're starting to feel the pinch of all of the the costs of doing that so it's not just the

[0:16:32] Voice 6: a 400 fee for this is that they've also um had legal fees and other pieces uh with other donations

[0:16:39] Voice 6: that they've been working on yeah

[0:16:41] Trustee Fast: yeah no thank you i just wondered how often this uh kind of

[0:16:46] Trustee Fast: thing would come up and i know i've seen their name a number of places it's good i'd like to

[0:16:52] Trustee Fast: encourage donors who are uh doing bulk donations or you know who are any donor um if there's a way

[0:17:02] Trustee Fast: and maybe we can add this later if we think about it to the, never mind, I'll bring it up later in

[0:17:11] Trustee Fast: the meeting.

[0:17:13] Trustee Stamford: Any other comments from trustees? Go ahead, Trustee Fenton.

[0:17:21] Trustee Fenton: actually figure out the sort of the policy gap between the two. So we try to set it up so the

[0:17:27] Trustee Fenton: Trust Council can't put us in this position or that they just arbitrarily or can just make that

[0:17:34] Trustee Fenton: decision on our behalf and then we have to implement or how does that sorry i probably

[0:17:40] Voice 6: should have clarified this a bit essentially the naptep fees are guided by a bylaw um that

[0:17:46] Voice 6: implements those fees and that bylaw is actually held by trust council and so in order to um affect

[0:17:54] Voice 6: the forgiveness of those fees we either need to insert something into their bylaw or we need to

[0:17:59] Voice 6: to figure out a mechanism where those fees get sponsored.

[0:18:02] Voice 6: And the way that's done at the local trust committee level

[0:18:06] Voice 6: is the bylaw says there are a set of fees

[0:18:09] Voice 6: for applicants to pay for rezoning,

[0:18:12] Voice 6: but executive committee under guidelines

[0:18:16] Voice 6: can sponsor certain applications.

[0:18:20] Voice 6: And so I suspect it will look something comparable to that,

[0:18:24] Voice 6: although we haven't looked into it as staff yet.

[0:18:27] Voice 6: and

[0:18:29] Trustee Fenton: so just trying to figure out what sort of the downside to unstressed as far as budgets and

[0:18:33] Trustee Fenton: monies etc somebody else or another party making decisions around the table on our behalf

[0:18:42] Voice 6: essentially those fees are meant to offset staff time that's allocated to these applications

[0:18:49] Voice 6: so there is an implication that you know we aren't receiving that income um so that taxation

[0:22:14] Voice 7: So good morning, everyone, first of all.

[0:22:17] Voice 7: So Peter Perrine and Elizabeth Bale, who you might recognize from the Bale Nature Reserve,

[0:22:22] Voice 7: have applied for a NAPTEP covenant on, it's a combination property,

[0:22:27] Voice 7: So a small lot where which they've owned for 30 years, the sort of arrow shaped one on the right there where they have built their home and have in on the eastern side of it, there's a wetland complex and some which were forest.

[0:22:47] Voice 7: And they recently purchased the larger property to the west of theirs. And what they would like to do is combine that undeveloped lot and the undeveloped portion of their residential lot and put a NAPTEP covenant on those to protect both the mature forest, well, all of the forest components of the undeveloped one and the

[0:23:09] Voice 7: wetland complex that sort of runs between the two of them.

[0:23:12] Voice 7: I think, based on our analysis, from an ecological perspective, this is an obvious candidate for the NAPTEP program, and staff recommends that we proceed with it.

[0:23:23] Voice 7: There are some complications around navigating how the pieces would be connected, and there is a public trail that runs through.

[0:23:32] Voice 7: and so it becomes a little bit more complicated in the negotiation but we're we're confident that

[0:23:38] Voice 7: we can work work our way through that to end up with with a good solution for this property um

[0:23:45] Voice 7: there are red-lifted ecosystems there i had a lovely day tromping around um i think i think

[0:23:51] Voice 7: lisa bale uh would like to protect everything on north fender this is the next step in her journey

[0:23:58] Voice 7: I don't know what else is important to share with you you've seen the report I tried my best

[0:24:04] Voice 7: to explain all of the nuances of the trail I do think one key piece of information perhaps

[0:24:11] Voice 7: for the board in in looking at this connection here is is the there's a cairn on the property

[0:24:20] Voice 7: that links to a trail to clam bay road the trail itself is on a neighbor's property but the cairn

[0:24:27] Voice 7: is on the subject property of this application and there's a crd surveyed covenant on that

[0:24:37] Voice 7: to enable public access and maintenance of the cairn the rest of the trail through the subject

[0:24:42] Voice 7: property is simply by informal arrangements it's not it is has

[0:24:47] Voice 7: been surveyed but there's no

[0:24:49] Voice 7: permanent agreement allowing that public access on there but i think there are there are some

[0:24:53] Voice 7: risks that the board should be aware of having those public access trails available and in fact

[0:24:59] Voice 7: we did see walkers when we were there it's used by locals the wetland itself the eastern portion

[0:25:08] Voice 7: it's a dug pond that then feeds into a more natural complex of wetlands and there are some

[0:25:14] Voice 7: birch forests mature forest on the undeveloped property to the west there are some beautiful

[0:25:19] Voice 7: We lost the picture there, but some beautiful large veteran Douglas fir and Arbutus trees.

[0:30:06] Voice 6: it in a more formal way. It would potentially add clarity to have something like a statutory

[0:30:20] Voice 6: was registered in priority of the covenant. And in some ways that provides some clarity. So staff

[0:30:25] Voice 6: may elect to either go that route or recommend that route when it comes back to the board for

[0:30:30] Voice 6: approval or may look at whether it makes sense to put something into the covenant that says that we

[0:30:36] Voice 6: would consider entering into that at a future date should the future landowner want to do that

[0:30:42] Voice 6: so that's a possibility right now we haven't had an indication from the landowner that they

[0:30:48] Voice 6: want to formalize it at this stage um and until that happens we can still recognize it in the

[0:30:55] Voice 6: covenant and allow it through language in the um the way the covenant is written good

[0:39:50] Voice 6: And so as such, usually when we have a set of funds,

[0:39:53] Voice 6: we have guidelines that go along with them

[0:39:56] Voice 6: that guide their use and how funds are received into them.

[0:40:01] Voice 6: Staff have drafted a set of guidelines to that effect. These will help to provide clarity for anyone who might want to donate to the property management fund. They'll also provide clarity for those development-related applications as to where the monies will go when we get contributions through those processes.

[0:40:22] Voice 6: In terms of implementation, we will start to add these to our list of funds that are available to receive donations and will operationalize the receipt of those funds.

[0:40:38] Voice 6: And I think we're going to be moving those into that impact GIC that's on the follow-up action list to try and maximize the return on them.

[0:40:46] Voice 6: um the intent i'll just move directly into the actual um suggested guidelines um

[0:40:54] Voice 6: first of all uh the intent is to try to channel uh donations for property management as well as

[0:41:01] Voice 6: contributions for property management into a generalized fund itc does hold a couple of very

[0:41:07] Voice 6: specific funds one for the ruby alton nature reserve on salt spring and one for the mcfadden

[0:41:13] Voice 6: Nature Sanctuary on Salt Spring. And these are really nice in terms of being able to support

[0:41:18] Voice 6: those particular properties. But what we find is when you have money set aside for a particular

[0:41:24] Voice 6: property, they often sit there for a long period of time and especially if there isn't a need for

[0:41:30] Voice 6: their use. And allowing us to have a property management fund that is generalized and can

[0:41:35] Voice 6: provide support for any properties that we manage is very helpful. I should note that we have a

[0:41:42] Voice 6: comparable fund that has already been set up our covenant management and defense fund that is

[0:41:46] Voice 6: available for covenants and that one is intended to both manage covenants in perpetuity but also

[0:41:52] Voice 6: deal with legal fees um if we ever have to defend one um the use of that we're proposing for the

[0:42:00] Voice 6: property management fund uh they're all here but essentially to run through them it's of course the

[0:42:05] Voice 6: the maintenance of the natural features on the land the pieces that we are actually protecting

[0:42:09] Voice 6: through restoration of habitats as necessary,

[0:42:14] Voice 6: but also through management of recreational features

[0:42:16] Voice 6: if those are on the land.

[0:42:19] Voice 6: We're also suggesting funds would be used for signage,

[0:42:21] Voice 6: risk mitigation if we need to mitigate

[0:42:24] Voice 6: any danger features on the lands,

[0:42:27] Voice 6: legal services and arbitration processes

[0:42:30] Voice 6: and anything related to dealing with things like trespass

[0:42:33] Voice 6: if that happens on the lands.

[0:42:35] Voice 6: And then also reports and guidance

[0:42:37] Voice 6: related to management of archaeological and biological features as well, including things

[0:42:44] Voice 6: like bringing First Nations cultural knowledge holders onto the land. So at the moment, the

[0:42:50] Voice 6: board does have a property management budget that it receives from Trust Council. So these funds

[0:42:55] Voice 6: that we are looking at putting into a property management fund would likely be used to either

[0:43:01] Voice 6: either accentuate that regular budget item or deal with any costs that are unanticipated or that are

[0:43:08] Voice 6: large in nature that are not part of a regular property management program. There is a note that

[0:43:17] Voice 6: we will not use the property management funds for costs associated with land acquisition. We do have

[0:43:22] Voice 6: acquisition funds for some islands that are available for that and could conceivably start

[0:43:28] Voice 6: up a fund to do general acquisition programs in the future if we received a donation to that effect.

[0:43:38] Voice 6: Trying to think if there's anything else worth mentioning.

[0:43:44] Voice 6: Yeah I think the rest of the information is captured within the fund guidelines and I'm,

[0:46:32] Voice 11: um focused on biology and there's other natural features to be considered and sometimes the

[0:46:41] Trustee Fast: biology depends on on the uh yeah yeah anyway always always it does

[1:00:31] Voice 7: I haven't had time to address it yet so it's already delayed

[1:07:12] Voice 6: Lisa Bale who donated the land for our 31st Nature Reserve has requested that we

[1:07:19] Voice 6: name the property the Lisa Bale Nature Reserve. In terms of the reason why this is coming to you

[1:07:26] Voice 6: for decision is usually the board when it receives a conservation proposal will receive the request

[1:07:32] Voice 6: for the naming from the landowner at that time.

[1:07:35] Voice 6: When Lisa Bale submitted her request,

[1:07:37] Voice 6: she had actually not picked a name for the nature reserve

[1:07:40] Voice 6: and so had left it blank.

[1:07:42] Voice 6: So this is coming to you for an active decision.

[1:07:45] Voice 6: It is at the board's discretion whether or not

[1:07:48] Voice 6: they choose to name as requested by a landowner.

[1:07:53] Voice 6: So you could elect to use a different name.

[1:08:00] Voice 6: if the landowner doesn't name a nature reserve

[1:08:30] Voice 6: with sort of an English or Western name,

[1:08:33] Voice 6: but also with a First Nations language name.

[1:08:40] Voice 6: doesn't preclude us from doing that in the future.

[1:08:42] Voice 6: In fact, we do have other nature reserves

[1:08:44] Voice 6: where we have both the First Nations name

[1:08:46] Voice 6: and a more Westernized name as part of that practice.

[1:16:05] Trustee Stamford: discussion we're looking at a briefing um this is the the joint executive committee islands trust

[1:16:13] Trustee Stamford: conservancy board liaison meeting and that starts uh page 55 are you going to introduce us kate i

[1:16:22] Trustee Stamford: I just stab and I know that it's always the wrong person, but.

[1:16:30] Voice 6: Although it's really the board because it's for you to have this

[1:16:33] Voice 6: conversation. But having said that, I did prepare this briefing.

[1:16:38] Voice 6: So I guess I,

[1:16:40] Voice 6: many of you already know that the ITC board meets annually with the

[1:16:44] Voice 6: executive committee under policy.

[1:16:46] Voice 6: We're required to meet at least annually with the executive committee.

[1:16:50] Voice 6: So I should note that it is possible to arrange other meetings as well if there are topics of interest that you want to continue to discuss.

[1:16:58] Voice 6: It's also contained in a bylaw related to a memorandum of understanding between the board and council.

[1:17:06] Voice 6: So in the past, the Islands Trust Conservancy has had a meeting agenda, which I've actually linked to in this briefing, that kind of has a series of discussions that the board likes to have.

[1:17:22] Voice 6: And it's usually framed around conversations that executive and ITC are having with the province of BC, Trust Council, local trust committees, First Nations and the public.

[1:17:32] Voice 6: And then within each of those areas, we tend to put bullet points of items that the board wants to discuss.

[1:17:39] Voice 6: In reviewing this, and I did have a conversation with Chair Stanford about how to make this a really effective meeting, both at providing a liaison for a number of issues, but also at advancing issues that are of particular interest to the board.

[1:17:53] Voice 6: We started to talk about the fact that this is typically a two-hour meeting, so it's not a large chunk of time.

[1:18:00] Voice 6: and the board may want to consider whether it likes that that approach of general discussions

[1:18:05] Voice 6: under each of these areas or if you would like to consider a slightly more focused conversation

[1:18:13] Voice 6: so I'm raising it for conversation at the board level what we've found as staff and I think I've

[1:18:20] Voice 6: had this conversation with a few of you is that it's really hard to have those wide-ranging

[1:18:25] Voice 6: conversations on all of those topics within a two-hour time frame. So staff in conversation

[1:18:31] Voice 6: with Chair Stamford have had some conversations about ideas about ways to frame the meeting.

[1:18:39] Voice 6: I think that the roundtable and the conversations about things that are important to board members

[1:18:46] Voice 6: and also to the executive is probably a valuable piece of the meeting. And so what we've suggested

[1:18:52] Voice 6: it is that we continue to have that through a roundtable conversation, not dissimilar to some

[1:18:58] Voice 6: of the ones that go to Trust Council. The board may want to consider selecting a topic or something

[1:19:04] Voice 6: that would focus that roundtable as is done in Trust Council, but I'll leave that to the board's

[1:19:10] Voice 6: discretion. I think it would be really valuable to do a bit of an overview of the ITC work over

[1:19:18] Voice 6: the last fiscal year and what I've kind of envisioned in talking with ITC staff is perhaps

[1:19:24] Voice 6: a slideshow that has a lot of images that might kind of demonstrate the work that we've been

[1:19:30] Voice 6: engaged in over the last year to kind of get people's to inspire people a little bit about

[1:19:36] Voice 6: what the ITC is doing and typically we do still provide an overview of Islands Trust Conservancy

[1:19:42] Voice 6: work through a series of various briefings so I think this is a way of kind of consolidating that

[1:19:46] Voice 6: that piece into one, one area. And then a thought is to move into topics of mutual interest and

[1:19:54] Voice 6: spend the bulk of the meeting kind of talking about those. And we've suggested that the board

[1:20:00] Voice 6: may want to focus in on, you know, two or three, maybe four of these, just to kind of give them

[1:20:06] Voice 6: each a fair amount of attention. So I've put before you a few of the ones that are ongoing,

[1:20:14] Voice 6: going there are two current action items um that the executive committee and trust council are

[1:20:20] Voice 6: pursuing that are relevant to the itc work um the first is this standing resolution um that the

[1:20:28] Voice 6: trust council approached the province of british columbia to request additional funding for the

[1:20:33] Voice 6: islands trust um and part of that has been a focus on islands trust conservancy funding

[1:20:38] Voice 6: so the board may want to have a big bigger conversation around the status of that and

[1:20:43] Voice 6: and the direction that that's heading in.

[1:20:45] Voice 6: And then the second piece is related

[1:20:47] Voice 6: to the strategic plan from trust council.

[1:20:50] Voice 6: And that is that there'll be a legislation amendment

[1:20:54] Voice 6: to increase the percentage

[1:20:55] Voice 6: of the natural area protection tax exemption program.

[1:20:58] Voice 6: The board may want to have a bit of an update

[1:21:00] Voice 6: from executive committee on the status of that

[1:21:03] Voice 6: and what the next steps are for that project.

[1:21:07] Voice 6: And then these bulleted items are things that came up

[1:21:11] Voice 6: among the staff as as items that we are working on that kind of overlap the species at risk program

[1:21:17] Voice 6: is one that's there because part of our program goals are to provide education and

[1:21:25] Voice 6: resources for planning areas of planning in the islands trust so mainly with the local trust

[1:21:33] Voice 6: committees but also through staff and and trustees there's the policy statement referral that is

[1:21:40] Voice 6: is going to be coming through, I think our July meeting.

[1:21:44] Voice 6: So before the executive committee meeting takes place.

[1:21:48] Voice 6: So that may be an area that you wish to talk about.

[1:21:51] Voice 6: There are of course the climate change emergency declaration

[1:21:54] Voice 6: that came through trust council,

[1:21:56] Voice 6: which overlaps with some of our work

[1:21:58] Voice 6: as well as the reconciliation action plans

[1:22:00] Voice 6: that are happening in tandem.

[1:22:02] Voice 6: And then our fund development action plan

[1:22:06] Voice 6: may be an area to highlight

[1:22:08] Voice 6: either in a regular portion of the meeting

[1:22:10] Voice 6: or an in-camera portion of the meeting depending on the content um and then agreements with crown

[1:22:15] Voice 6: agencies um because some of those are under negotiation at the moment so those are some

[1:22:20] Voice 6: potential topics of interest um and i just want to open it up for discussion uh through the chair

[1:22:28] Voice 6: um to see if this this resonates with you or if you'd like to continue with the the format that

[1:22:34] Voice 6: we've been using over the last few years um

[1:23:03] Trustee Stamford: share because there wasn't really a focus. And it was two hours of looking for a purpose,

[1:23:09] Trustee Stamford: us as far as i was concerned which is not easy for any of us because we're all busy people so i'm

[1:23:16] Trustee Stamford: much more comfortable with seeing this as a focus and and have some ideas um but i am also looking

[1:23:24] Trustee Stamford: forward um the direction from the board before i i bring forward my ideas so um um trustee adams i

[1:23:34] Trustee Stamford: I just can't see you.

[1:25:31] Trustee Fast: uh but nowadays we have that consent agenda approach and not always do staff get to present

[1:25:38] Trustee Fast: right um and uh and of course trust council agenda doesn't include very many visuals so you can't

[1:25:46] Trustee Fast: can't get across the uh feeling or the um uh the intangible changes and uh i i uh i also i mean i

[1:25:59] Trustee Fast: report as well right as liaison at every executive committee meeting but there's still a little

[1:26:04] Trustee Fast: little a few little words that go by you know so i i like the idea of having a report noting too

[1:26:11] Trustee Fast: that we were only reporting to three people really peter luckham the chair uh laura patrick and dan

[1:26:16] Trustee Fast: rogers and um because uh and interestingly i was thinking you know this is great because we should

[1:26:25] Trustee Fast: have the chair more involved he go he goes he attends um trust programs committee and the other

[1:26:30] Trustee Fast: standing committees uh but he's not um uh and through him executive committee is not as looped

[1:26:38] Trustee Fast: into um islands trust conservancy except through this meeting and the report that you can do and

[1:26:47] Trustee Fast: so anyway that's partly why i want to focus the meeting is to catch everybody up uh with the

[1:26:52] Trustee Fast: changes including from the executive committee side because uh and i propose that we um uh speak

[1:26:59] Trustee Fast: more specifically rather than the just the provincial funding request and the natural

[1:27:04] Trustee Fast: NAPTEP um I if we look at the um if we use the strategic plan as a way to look through we just

[1:27:15] Trustee Fast: modified the strategic plan at the last trust council and um so the asks at the minister and

[1:27:22] Trustee Fast: and then since then executive committee has uh well some members of executive committee have met

[1:27:28] Trustee Fast: with the our new minister and um uh and there seems to be i know uh quite a bit of discussion

[1:27:36] Trustee Fast: about um forestry it's a big issue on a lot of the islands and uh and that's what um uh

[1:27:46] Trustee Fast: of all the protecting we want to do uh forestry comes up uh again and again so that's partly what

[1:27:53] Trustee Fast: uh executive committee has been focusing on a little bit more with the ministry

[1:27:57] Trustee Fast: and um at least that's my impression i wasn't at that meeting and uh so there's another point of

[1:28:05] Trustee Fast: connection right we've got new um colleagues in the uh at the provincial level right up to the

[1:28:13] Trustee Fast: minister as of last fall so um those are my suggestions partly using the the updated strategic

[1:28:21] Trustee Fast: plan as a lens through which to look at ways that we can collaborate together thank you thank you

[1:28:29] Trustee Stamford: Thank you. Trustee Fenton, do you have anything to add to this?

[1:28:34] Trustee Fenton: Yeah, the only other, I think the focus is good. I think having that sort of demonstrative visual is an excellent idea and probably takes just as much time to think through and put together, but it'll get more words out just through the visual lens, not just reading a package or another presentation.

[1:28:59] Trustee Fenton: So, and then of those topics spoken to, I think the other piece that might be worthy of is the fund development action plan and sort of, you know, because that was a big part of our work for the last year, year and a half.

[1:29:14] Trustee Fenton: and in its own right has you know it's sort of a lens of stability sort of

[1:29:23] Trustee Fenton: increased funding through the eyes of the Islands Trust Conservancy itself had

[1:29:29] Trustee Fenton: a piece of what the puzzle like executive committee has to manage on an

[1:29:33] Trustee Fenton: ongoing basis depending on the LTC's they're dealing with so I just think

[1:29:38] Trustee Fenton: that's good for them to get hear about sort of in person um and be up to speed um and not just

[1:29:47] Trustee Fenton: in passing thank you

[1:29:49] Trustee Stamford: no thank you for that yeah i i think it it is important as you've noted it

[1:29:55] Trustee Stamford: it is a more of a two-way street and that there is a limited number of

[1:29:59] Trustee Stamford: We'll be right back.

[1:30:05] Trustee Stamford: the executive committee and the ITC and we are also down one board member representative so

[1:30:30] Trustee Stamford: or responsibility would be provincial funding request,

[1:30:40] Trustee Stamford: and I would like to hear from them on a more formal way.

[1:30:44] Trustee Stamford: Also, the NAPTEP expansion possibility,

[1:30:47] Trustee Stamford: and Forestry is a good point.

[1:30:49] Trustee Stamford: Some of this may have to be in camera,

[1:30:52] Trustee Stamford: but if we say this is our expectation,

[1:30:55] Trustee Stamford: then we will learn from them aspects that we're not getting right now and i'll just

[1:31:02] Trustee Stamford: keep going a little bit and then um if we could pick um three specific top two or three

[1:31:11] Trustee Stamford: topics from the mutual interest um i'm looking for suggestions but i also agree with trustee

[1:31:19] Trustee Stamford: fenton i think the fund development action plan maybe that could be part of our education

[1:31:24] Trustee Stamford: workshop i'm not sure if um our our fund staff fund development staff would be ready for that

[1:33:47] Trustee Fast: we best collaborate in the year to come with these different changes and opportunities and

[1:33:53] Trustee Fast: COVID situations and whatever, including at what steps should we check in with the other group?

[1:34:02] Trustee Fast: For example, the ministers meeting I'm talking about, I don't know whether any conversation

[1:34:11] Trustee Fast: about the Islands Trust Conservancy even crept into that conversation, so maybe we should have

[1:34:17] Trustee Fast: some points where um the executive committee should invite the input of the chair for example

[1:34:25] Trustee Fast: or of staff and um uh anyway that's just my my my feeling as a as a liaison person

[1:34:34] Trustee Fast: um it's difficult for one person to kind of keep the group's uh a lot um interests aligned or or to

[1:34:47] Trustee Fast: to leap in with something in the middle of another conversation that relates

[1:34:51] Trustee Fast: to something else. So this is a good opportunity.

[1:34:54] Trustee Fast: I like the idea of trimming it down, but if we can focus on collaborating,

[1:38:05] Voice 6: an appetite perhaps to have that as a topic for a trust council meeting is what was occurring to me

[1:38:18] Voice 6: public kind of venue so that might be something to frame that conversation around

[1:38:25] Voice 6: and then the other piece around forestry issues is the other one that I heard and that kind of

[1:38:31] Voice 6: of links into the agreements with crown agencies and crown land so we could ask and it could be an

[1:38:37] Voice 6: in-camera item for an update on how those negotiations are going and and what they're

[1:38:42] Voice 6: hearing back from those crown land meetings um and then my thought would be to take things like

[1:38:50] Voice 6: the species at risk program um the climate change emergency and the reconciliation pieces and fold

[1:38:56] Voice 6: those into the staff presentation um yeah as a topic and the islands trust policy statement

[1:39:02] Voice 6: referral i mean that will work its way through the board in in the way that it will through the

[1:39:08] Voice 6: referrals process so perhaps that could be just left for the time being and unless something comes

[1:40:30] Trustee Fast: Anyway, I just, I'm concerned that the Annalist Trust Conservancy, I'm not able as an individual member to represent the Annalist Trust Conservancy at every meeting, all the work it does, when we meet so infrequently and when so much of our agenda is closed, frankly.

[1:40:59] Trustee Fast: frankly. And I, you know, a quick little verbal report doesn't do much. And if people have another

[1:41:08] Trustee Fast: suggestion, maybe at the meeting, another topic could be, how can we align our or collaborate

[1:41:15] Trustee Fast: better? You know, should I bring a few slides sometimes to an EC meeting? I don't know. I just

[1:41:24] Trustee Fast: Just perhaps this once a year meeting

[1:41:28] Trustee Fast: is not the best means for us to align our work

[1:41:32] Trustee Fast: when the chair isn't part of our regular meetings.

[1:43:50] Voice 7: And perhaps it was a bit ambitious in terms of what would be accomplished.

[1:43:56] Voice 7: As Trustee Fast pointed out earlier, COVID significantly reduced my ability to work on this.

[1:44:03] Voice 7: However, I think that that was in the end a good thing because through that time over the last while,

[1:44:10] Voice 7: I've had an opportunity to really think a bit more deeply about what I think are appropriate

[1:44:14] Voice 7: next steps are from those projections. And so I would like to request, not request, I would like

[1:44:23] Voice 7: to let the board know, I guess, about delays in implementing that project, but also that those

[1:44:28] Voice 7: delays are going to lead to some changes in the approach. And that will be coming back to you

[1:44:33] Voice 7: in May with an updated chart and some suggested directions and this little this does link into the

[1:44:44] Voice 7: work plan reworking as well in terms of trying to incorporate next steps it's a it's a large

[1:47:15] Trustee Fenton: our current situation i think the whole notion i think climate change and reconciliation are

[1:47:22] Trustee Fenton: are very mindful pieces right i for myself and i can only imagine um the others running

[1:47:31] Trustee Fenton: the conservancy overall trying to figure out how to interpret and absorb and synthesize all

[1:47:37] Trustee Fenton: that information and make it into practical tools like checklists and for management plans to reflect

[1:47:44] Trustee Fenton: over time it's going to be a lot of work um so it it's going to take time so maybe

[1:47:50] Trustee Fenton: you know to take away from all this is that time is not necessarily on our side but at the same

[1:47:57] Trustee Fenton: time it's um it's a benefit to have time to actually reflect on all of that information

[1:48:03] Trustee Fenton: and how it's going to fit into your uh moving forward plans moving forward and i would i'm

[1:48:10] Trustee Fenton: just guessing and i can't speak on your behalf but i'm assuming that this will reflect work

[1:48:15] Trustee Fenton: work that comes across your desk now you look at it differently from a reconciliation perspective

[1:48:21] Trustee Fenton: you look at differently from a climate change lens everything you're doing is already even

[1:48:26] Trustee Fenton: though you haven't got the document there for you or a checklist set up it's reflecting these

[1:48:32] Trustee Fenton: changes now that we're talking about them and they're part of that bigger picture so

[1:50:13] Voice 7: Yeah, that's right. Well, the notion of improving our bull kelp mapping has been part of the

[1:50:20] Voice 7: work plan for a while, but lacked the right technology or the right partnerships. And as

[1:50:25] Voice 7: part of trying to pursue those, I picked up a conversation that Kate had started several years

[1:50:30] Voice 7: ago with Dr. Mesira Acosta at UVic. And it was absolutely perfect timing because I contacted

[1:50:38] Voice 7: her right when she was putting together this exciting new BC Kelp Resiliency Project

[1:50:45] Voice 7: partnership, which is being led by her research lab at UVic, but bringing in a series of other

[1:50:52] Voice 7: partners. And the ultimate goal is to try and tease, this is a big picture research goal,

[1:50:58] Voice 7: is to try and tease apart how kelp beds are changing in size and location over time and

[1:51:06] Voice 7: pick out what pieces of that are driven by what factors so that we can try and understand how they

[1:51:13] Voice 7: might change under climate change projections and then as well try and get a handle on whether or

[1:51:20] Voice 7: not they're going to be refugia under climate change and what we may need to consider or do

[1:51:26] Voice 7: in order to protect them or expand them or restore them or whatever else needs to be done and so I

[1:51:32] Voice 7: think that aligns really nicely with the other pieces that we're looking at and particularly

[1:51:36] Voice 7: also with the reconciliation, as Trustee Fenton just pointed out, because of the importance

[1:51:41] Voice 7: of kelp beds and that landscape connection in a lot of First Nations worldviews as well.

[1:51:47] Voice 7: So the issue, or the issue, the piece here in this briefing note is around this application

[1:51:57] Voice 7: that Dr. Koss is about to put into the National Science and Engineering Research Council for

[1:52:03] Voice 7: funding. And I've not yet seen the final proposals, but it's an alliance funding grant stream,

[1:52:12] Voice 7: which I've never been part of before. But the notion is that the partners aren't just putting

[1:52:17] Voice 7: money in and then getting data out. They're actually a bit more actively involved in working

[1:52:21] Voice 7: together to create something that really is genuinely better off for the partnership that

[1:52:28] Voice 7: wouldn't have been

[1:52:28] Voice 7: able to be achieved without them. And so we have an opportunity to help work

[1:52:32] Voice 7: with Dr. Costa's lab to craft the questions so they fit with what would serve our purposes

[1:52:40] Voice 7: and other pieces of it. So the board here, you've got just sort of the snippets that we've got so

[1:52:46] Voice 7: far about what this will look like. And the next step is for us to, a bit of staff time over the

[1:52:53] Voice 7: next couple of weeks, crafting with Dr. Costa how we might be involved and what we'll be getting

[1:53:00] Voice 7: out of it in a sense for that proposal that will go get put into the NSERC board and then

[1:53:05] Voice 7: my understanding is it can take up to several months to find out whether or not that funding

[1:53:09] Voice 7: arrives and what the next steps are but even without this funding we've at least developed

[1:53:14] Voice 7: this networking opportunity and this part of a bit of a connection with her lab and the work

[1:53:19] Voice 7: that they're doing yeah

[1:54:12] Trustee Fast: to be all around them it's it's a whole bunch of little islands right and um i you'd probably know

[1:54:18] Trustee Fast: it better than me but uh they remember the changes in since they've been living there of the kelp

[1:54:24] Trustee Fast: uh beds and uh one of them at least is also a diver who was interested in

[1:54:32] Trustee Fast: regent this i don't know i brought up or somebody brought up the idea of um uh uh clearing out

[1:54:38] Trustee Fast: having an urchin exclusion area and what would happen and um anyway they're also keen to

[1:54:45] Trustee Fast: interested in helping so just in case it helps with your discussion think about bolinas when

[1:54:51] Trustee Fast: Chelsea and and talk to the uh I can't remember which planner was at our last meeting but it was

[1:54:57] Trustee Fast: a year and a half ago but still uh Heather probably would be the one to talk about talk to

[1:55:04] Trustee Fast: just in case you need an example or um a place to start or uh an unusual place to start thinking

[1:55:15] Trustee Fast: about what could happen uh Bolinas when Chelsea is a whole local trust area with um uh very little

[1:56:28] Voice 6: that have a long connection with liskety island and have been um very generous with the island's

[1:56:33] Voice 6: trust conservancy in the past and they were the donors for mount tremiton nature reserve um i

[1:56:39] Voice 6: I should note that staff are working

[1:56:42] Voice 6: with the Liskety Island Nature Conservancy

[1:56:44] Voice 6: and also with the Gordon family who are very interested

[1:56:47] Voice 6: on a project looking at exclusion areas for sheep

[1:56:51] Voice 6: and also for deer on Mount Tremeton.

[1:56:54] Voice 6: It's long been recommended in the management plan.

[1:56:57] Voice 6: In fact, the plan that was approved by the board

[1:56:59] Voice 6: a number of years ago suggests

[1:57:01] Voice 6: that as soon as we have funding available,

[1:57:03] Voice 6: we look at doing a project related to exclusion areas.

[1:57:06] Voice 6: is. There has been some work done by a group of biologists that was actually funded by the

[1:57:14] Voice 6: Gordons to put together a proposal and staff have been reviewing this and have a meeting coming up

[1:57:20] Voice 6: later this week to discuss it further. We have managed to find a little bit of budget to buy

[1:57:26] Voice 6: some materials already that's coming out of our current budgets for this fiscal year. So

[1:57:33] Voice 6: So we're hoping that we can somehow squeeze all of our planning in our next fiscal year

[1:57:38] Voice 6: to accommodate some of this, at least.

[1:57:40] Voice 6: So just to note that we're doing our best to try and move the project forward and working

[1:57:46] Voice 6: with the Gordons and managing a wonderful relationship with that family as well.

[2:03:38] Voice 6: $25,000 overspent in that budget. I just want to confirm that we're actually not. We're going to

[2:03:45] Voice 6: be slightly underspent in that budget area, which is nice. We had a double counting in some of our

[2:03:50] Voice 6: projections so um so that doesn't seem

[2:04:47] Voice 6: we manage and we're encountering many expenses and are anticipating some further expenses coming

[2:04:53] Voice 6: up in the next little while. Particularly, we've been looking at septic systems and water catchment
