[0:00:18] Trustee Fast: to begin the meeting right off the bat by acknowledging that we are meeting we're
[0:00:22] Trustee Fast: fortunate to be meeting gathering online over the territories and across the locations in
[0:00:29] Trustee Fast: in the traditional territories of the Coast Salish people,
[0:00:32] Trustee Fast: particularly the Comox and the Qualicum for Denman Island.
[0:00:36] Trustee Fast: And I really respect their
[0:00:41] Trustee Fast: living in the past and in the present
[0:00:44] Trustee Fast: and on into the future on these lands and waters.
[0:00:49] Trustee Fast: So I'm Sue Ellen Fast, I mentioned that.

[0:00:56] Trustee Fast: and I'm joined today by Trustees David Critchley, I'll put you first for once, there he is waving,
[0:01:02] Trustee Fast: and Trustee Laura Bushekin, there she is waving on the screen, and together we make up, the three of
[0:01:09] Trustee Fast: us make up the Local Trust Committee. So when you've got comments or you want to have your say,

[0:04:16] Trustee Fast: my speech for today okay and um so I think we're safe respectful workplace we talked about that
[0:04:23] Trustee Fast: let's be hard on the issues not and easy on each other and um this is an official forum for your
[0:04:29] Trustee Fast: your local trust committee to make business decisions about land use planning, or maybe
[0:04:34] Trustee Fast: I should call it land relationship planning matters, and to discuss relevant business to
[0:04:39] Trustee Fast: the Islands Trust. And so that's the end of my little notes there. Let me skip up to the top of
[0:04:48] Trustee Fast: the agenda here. And I'd like to call the meeting now to order. So I'm wondering, before we approve
[0:04:57] Trustee Fast: the agenda I think we might have some some things to add to the agenda
[0:05:05] Trustee Fast: trustees would you like to where would we like to put I know one of the things
[0:05:10] Trustee Fast: is the letter from Dixie Hunt Scott and at 11.5 it just got missed from the
[0:05:21] Trustee Fast: agenda so we've received that by email and so I don't think that's really an
[0:05:27] Trustee Fast: in addition to the agenda.

[0:05:47] Trustee Busheikin: as part of our discussion at our work program.

[0:05:56] Trustee Fast: That's 14.1 on the agenda for anybody who's following along. And this is a discussion paper from Trustee Boucherkin that arrived too late to be included in our formal agenda. So, Trustee Critchley, are you all right with putting that in 14.1 where we talk about top priorities?

[0:07:12] Trustee Fast: consent the agenda is approved and we're going to move on now to rise and report this is number
[0:07:18] Trustee Fast: number three on our agenda and here is where I'm going to just read the standing resolution that we
[0:07:24] Trustee Fast: adopted at our March 16th in-camera meeting so this is just to bring it out into the public
[0:07:31] Trustee Fast: and at that meeting the local trust committee Denman local trust committee resolved to rise
[0:07:38] Trustee Fast: and report that at the March 16th 2001 in-camera meeting sorry the LTC adopted the in-camera
[0:07:44] Trustee Fast: minutes dated January 19th 2021 and passed the following standing resolution
[0:07:49] Trustee Fast: that the Denman Island Local Trust Committee confirm that the following
[0:07:53] Trustee Fast: enforcement policy has been and continues in effect while there is a
[0:07:58] Trustee Fast: public health emergency declared for COVID-19 enforcement activities have
[0:08:02] Trustee Fast: been deferred for all unlawful dwellings there will be no evictions or demands
[0:08:08] Trustee Fast: for eviction and that site inspection for the purposes of gathering information
[0:08:13] Trustee Fast: and communication with property owners will continue and that Denman Island
[0:08:18] Trustee Fast: Local Trust Committee may change this policy at any time and may give
[0:08:22] Trustee Fast: direction to resume enforcement activities so this is what we passed and
[0:08:28] Trustee Fast: I believe you'll find that in the standing resolutions section of the
[0:08:35] Trustee Fast: agenda okay so I'm going to move on now to reports and trust we don't have
[0:08:44] Trustee Fast: Director Arbour will not be joining us today so we've got local trustee reports and then
[0:08:49] Trustee Fast: I'll give a brief report. Who would like to go ahead first? Then I will call on David Critchley.
[0:08:57] Trustee Fast: Go ahead David.
[0:09:01] Trustee Critchley: Thank you. So first of all I'd like to report attending a meeting on March 29th
[0:09:07] Trustee Critchley: of the Trust Council Select Committee. This is a committee that has struck to arrange for a
[0:09:15] Trustee Critchley: a management review of the trust and to hire a consultant that's done by a bid process through
[0:09:24] Trustee Critchley: bc bid and at that meeting we struck a sub committee of our committee to
[0:09:32] Trustee Critchley: that would score the the application so
[0:09:37] Trustee Critchley: So, yes, that's about all I can report from that one.
[0:09:44] Trustee Critchley: March 31st, I attended Bain Sound Steering Committee meeting, Bain Sound Forum.
[0:09:53] Trustee Critchley: I suppose I should say Bain Sound and Elaborate Channel Forum.
[0:09:56] Trustee Critchley: I get in the bad habit of using an abbreviated form of that.
[0:10:00] Trustee Critchley: So the main thing from that is we agreed we set up a website and an email address for it.
[0:10:08] Trustee Critchley: We had further discussions about an upcoming forum, which I think is going to be maybe the
[0:10:14] Trustee Critchley: end of May, although I looked and I don't have a date for it just yet. April the 8th, I attended
[0:10:21] Trustee Critchley: a Trust Programs Committee meeting. We were primarily dealing with applications for funding
[0:10:28] Trustee Critchley: from various groups, including the Bain Sound Lambert Channel Forum. I raised the question
[0:10:34] Trustee Critchley: about whether it was appropriate for trustees who were involved in a particular group to vote
[0:10:42] Trustee Critchley: on the question of funding for that group. That threw the proceedings into a bit of a tizzy
[0:10:47] Trustee Critchley: because virtually everybody on the committee is involved in some way with a special interest
[0:10:57] Trustee Critchley: group, if you like. Now, in my situation, I'm not a director. This is an unincorporated
[0:11:05] Trustee Critchley: informal group of the Bainsound Lambert Channel Forum but nonetheless there's a there was a law
[0:11:12] Trustee Critchley: case on this point and the problem with it is that you get disqualified from holding office if you
[0:11:19] Trustee Critchley: violate the code so to speak so we're going to get a legal opinion on that that's
[0:11:24] Trustee Critchley: the fallout from it on April 19th I also attend another trust council select committee
[0:11:32] Trustee Critchley: That was an in-camera meeting, so I can't report to you what we discussed. May the 3rd, just yesterday, I had a special meeting of the Trust Programs Committee, which was also attended by executive committee members.
[0:11:48] Trustee Critchley: And we were dealing then with the first draft of a revised trust policy statement, which is a very complicated subject and took a lot of time and preparation for that meeting.
[0:12:06] Trustee Critchley: We didn't make too much progress on it.
[0:12:08] Trustee Critchley: we've decided to that each of the members will submit comments in writing as to the issues that
[0:12:16] Trustee Critchley: they see in this first draft that first draft will then be the subject of another meeting
[0:12:23] Trustee Critchley: possibly on the 14th of may this i mentioned that because it is a public meeting we did have trust
[0:12:32] Trustee Critchley: sorry town hall type session on that and i expect we would in the next one as well
[0:12:38] Trustee Critchley: So public are very much invited to attend those meetings. So the work of amending the trust policy statement continues. That's a priority. It's a very big project. And I'm very involved with that. That's my report. Thank you.

[0:13:03] Trustee Busheikin: you. Can I just ask a question of Trustee Critchley? Okay. I'm curious when you talked
[0:13:09] Trustee Busheikin: about allocation of funding for various forums and projects and groups. Is this, like, I wasn't
[0:13:18] Trustee Busheikin: aware of a funding program. There's the Heritage and Conservation Grants, or I think that's what
[0:13:24] Trustee Busheikin: they're called. Is this more to do with just budget allocations for staff and projects that
[0:13:32] Trustee Busheikin: would support these groups or i'm just curious about the funding that's
[0:13:36] Trustee Critchley: correct yeah in in point
[0:13:38] Trustee Critchley: of fact uh we are technically not a granting organization we don't do that and we don't as i
[0:13:44] Trustee Critchley: understand have power to do that to be doling out taxpayers money but we do um we do allocate funds
[0:13:52] Trustee Critchley: through the budgeting process towards various projects um primarily it's a secretariat role
[0:14:00] Trustee Critchley: that has been adopted by the Islands Trust towards a number of groups,
[0:14:07] Trustee Critchley: such as the Howe Sound Forum, and there's, I think,
[0:14:14] Trustee Critchley: a Douglas Fir Conservation Group.
[0:14:16] Trustee Critchley: One of the requirements is that the trust be involved in these things.
[0:14:20] Trustee Critchley: It's not that we just dole out money.
[0:14:22] Trustee Critchley: It's actually an involvement, but, of course,
[0:14:26] Trustee Critchley: there are budgeting things to hold events,
[0:14:28] Trustee Critchley: to uh engage facilitators and such things yeah got it
[0:14:33] Trustee Critchley: oh yeah
[0:14:34] Trustee Busheikin: totally good okay so um
[0:14:37] Trustee Busheikin: uh it sounds like you're very busy doing important and some challenging complex work there so thank
[0:14:45] Trustee Busheikin: you um i've also been busy um i attended a afternoon indigenous awareness training webinar
[0:14:55] Trustee Busheikin: an ARPANON by the Comox Valley Regional District. It was extremely well done. There's going to be
[0:15:01] Trustee Busheikin: another one. Covered a lot of ground and, you know, a lot of it was ground that has been covered
[0:15:07] Trustee Busheikin: before. I've covered before probably multiple times in forums and trainings and readings,
[0:15:13] Trustee Busheikin: but I do find that it doesn't really matter. Like this, it's, there's a lot, like a lot he
[0:15:20] Trustee Busheikin: He covered off, he was looking at the history
[0:15:23] Trustee Busheikin: of legal decisions, for instance,
[0:15:25] Trustee Busheikin: that shape current reconciliation,
[0:15:28] Trustee Busheikin: which could be a lifetime study.
[0:15:30] Trustee Busheikin: And he also, as the facilitator was indigenous
[0:15:33] Trustee Busheikin: and he wove in personal stories and personal reflections
[0:15:39] Trustee Busheikin: that was really valuable.
[0:15:40] Trustee Busheikin: I attended, it's just actually a pre-meeting meeting
[0:15:44] Trustee Busheikin: of the regional planning committee,
[0:15:46] Trustee Busheikin: but that is important work just that committee's got so much on its plate that we can barely fit
[0:15:54] Trustee Busheikin: it into a reasonably length meeting but we're doing it and we're meeting next week and I attended
[0:16:02] Trustee Busheikin: and I haven't ever done this before I attended a group called the Comox Valley Homelessness
[0:16:07] Trustee Busheikin: Coalition I've just gotten on their invite list and I've never managed to attend and that was
[0:16:12] Trustee Busheikin: was actually really, really interesting. And, you know, broaden my perspective a lot. I mean,
[0:16:19] Trustee Busheikin: it's not directly focused on local and regional governments, although there are there were people
[0:16:26] Trustee Busheikin: from the other from other local and regional governments in the area. So I'm going to try
[0:16:31] Trustee Busheikin: and attend it about once a month and just keep attending. I'm kind of more of a listener there.
[0:16:35] Trustee Busheikin: but that's refreshing. I chaired and attended a couple of DERCON meetings, that's the local
[0:16:44] Trustee Busheikin: informal network around COVID issues and COVID response, and that's going well.
[0:16:57] Trustee Busheikin: I've been busy a lot with constituents calling me and wanting to meet with me,
[0:17:01] Trustee Busheikin: And actually, interestingly, over the last, since the last meeting, I've had four different people contact me around, like, housing projects.
[0:17:16] Trustee Busheikin: So not like individuals wanting to know what they can build and if they can build a suite or why we haven't, you know, permitted secondary suites outright in the past or whatever.
[0:17:25] Trustee Busheikin: whatever. But people who are looking at things like multi-unit affordable housing projects and
[0:17:33] Trustee Busheikin: wanting to do something like that and just wanting to pick my brain. So that was kind of interesting.
[0:17:38] Trustee Busheikin: I had two meetings of the Freshwater Strategy Roundtable or Steering Committee, I think it's
[0:17:45] Trustee Busheikin: called, which I sit on, which is, you know, leading the creation of a freshwater strategy
[0:17:54] Trustee Busheikin: for the whole trust area is really big piece of work a great group great we got really good um
[0:18:01] Trustee Busheikin: contractors to make that happen we're really happy with them and we actually had a say two meetings
[0:18:05] Trustee Busheikin: one was a social get together which was kind of fun and part of i think the new way of working
[0:18:09] Trustee Busheikin: on zoom when you have a group that doesn't know each other you come together by zoom
[0:18:12] Trustee Busheikin: we actually created time just to to socialize on zoom and um i think that worked and then the
[0:18:18] Trustee Busheikin: meeting itself they're quite long and good and what's interesting is although we're talking
[0:18:23] Trustee Busheikin: about water i mean water has a tendency to to
[0:18:26] Trustee Busheikin: flow through things uh that the three topics that the
[0:18:30] Trustee Busheikin: island's trust policy statement review is focusing on which is climate change reconciliation housing
[0:18:36] Trustee Busheikin: come up at every meeting when we're talking about water and i just find it instructive to see how
[0:18:41] Trustee Busheikin: things are so interconnected um and the yeah there has been one meeting of regional planning
[0:18:47] Trustee Busheikin: committee I think the report I always say is still we're still working on the fees bylaw
[0:18:53] Trustee Busheikin: model bylaw and policies with that and we actually invited financial planning committee to come to
[0:19:00] Trustee Busheikin: our meeting to give input on that which was good but comprehensive let's say and
[0:19:10] Trustee Busheikin: yeah actually that's the main the main work and then the freshwater strategy is also happening
[0:19:16] Trustee Busheikin: there and then a lot of new things kind of coming up i'll
[0:19:18] Trustee Busheikin: have more report uh probably next meeting
[0:19:21] Trustee Busheikin: and then just you know um helping draft some letters of support there on the agenda finishing
[0:19:27] Trustee Busheikin: up this discussion paper uh and then the usual um you know inquiries and questions and comments
[0:19:35] Trustee Busheikin: from islanders very good thank
[0:19:39] Trustee Fast: you very much any questions david no
[0:19:44] Trustee Busheikin: i actually have one more to add
[0:19:46] Trustee Busheikin: that I just forgot, which is that I had a phone check-in with our MLA, Josie Osborne, and
[0:19:51] Trustee Busheikin: it is something that we have set an intention to do regularly. She's even busier than me,
[0:19:57] Trustee Busheikin: so it's difficult, but it's really nice to have that outreach from an MLA. And
[0:20:04] Trustee Busheikin: yeah, so it's just something that we will try and do every maybe six to eight weeks,
[0:20:12] Trustee Busheikin: quite informally. But if there's ever anything you want to suggest I bring up to her,
[0:20:15] Trustee Busheikin: you could do that we mostly talked about um about housing and about um uh the complexity
[0:20:24] Trustee Busheikin: of application processes and if anything could be done about that thank
[0:20:28] Trustee Fast: you yes that's Josie
[0:20:30] Trustee Fast: Osborne's also the minister of municipal affairs and so um that's pretty significant contact um
[0:20:37] Trustee Fast: I know executive committee um some members of executive the chair and uh and one other member
[0:20:43] Trustee Fast: of executive committee and the cao of the islands trust ross houghton peller um met with her um and
[0:20:52] Trustee Fast: her uh senior staff um since christmas anyway but you know she works on many levels so uh that's
[0:21:02] Trustee Fast: very um that's great that you've been able to talk to her um i'll just uh whip through my um
[0:21:09] Trustee Fast: a few things that I thought might be interesting
[0:21:11] Trustee Fast: to people on Denman Island and to trustees.
[0:21:18] Trustee Fast: Yesterday, like David, we were in,
[0:21:22] Trustee Fast: I was also in that Trust Programs Committee meeting,
[0:21:25] Trustee Fast: partly just because to spare staff the effort
[0:21:28] Trustee Fast: of making the whole presentation, again,
[0:21:30] Trustee Fast: just to three members of Executive Committee too, actually,
[0:21:33] Trustee Fast: because Trustee Rogers is also
[0:21:37] Trustee Fast: on the trust programs committee and uh chair luckham is usually at all those meetings anyway
[0:21:43] Trustee Fast: it was very interesting um first look at the first draft and uh interesting to hear trustees
[0:21:49] Trustee Fast: perspectives um it's a bold uh first draft and which is exciting and um uh and it's uh um
[0:21:57] Trustee Fast: delightful to see one of the big uh projects that we set out in our strategic plan at the
[0:22:04] Trustee Fast: beginning of the term uh coming into reality and so um we'll have another meeting on that as david
[0:22:11] Trustee Fast: said coming up um around the next trust council may not be part of the next trust council meeting
[0:22:19] Trustee Fast: because it's kind of its own topic and uh just for people um the trust uh policy statement used to
[0:22:26] Trustee Fast: used to look like this now everything's going online of course but this one was consolidated
[0:22:34] Trustee Fast: in 2003 so there's there's a serious update underway uh with climate change reconciliation
[0:22:39] Trustee Fast: and uh housing being main themes as well as a whole lot of other catch-up so this is kind of
[0:22:45] Trustee Fast: like the ocp of all of our ocps so uh it's time to review and update it and that's what's underway so

[0:23:14] Trustee Fast: I was going to mention I'm also on the Municipal Council of Bowen Island and here we have another,
[0:23:22] Trustee Fast: just for your interest, another one of these large dock applications. It's part of a
[0:23:33] Trustee Fast: a strategy that may help reclaim public access to a beach. A hundred-year-old public access
[0:23:40] Trustee Fast: that was once a log dump, so it has a really steep part at the bottom. There was a little
[0:23:51] Trustee Fast: permitted access to neighbors across the bottom corner of a private lot. It was never surveyed.
[0:23:58] Trustee Fast: people assumed that that was the public access anyway um many things have happened the public
[0:24:04] Trustee Fast: access is now um in danger of being closed by the um property owner um and uh because it is
[0:24:14] Trustee Fast: private property so there's trespass issues and there's uh uh this uh large dock that's being
[0:24:20] Trustee Fast: offered with uh variances requested in return for access over the dock meanwhile the neighborhood
[0:24:27] Trustee Fast: is also coming up with another option and that is um which we didn't know about which was uh to put
[0:24:32] Trustee Fast: in a metal set of stairs so we've got these two options going on but i just wanted to flag it
[0:24:36] Trustee Fast: for another island that's concerned about its beaches um that um uh protecting these things
[0:24:42] Trustee Fast: ahead of time is a really good idea but they can't always get ahead of them plus uh another one of
[0:24:50] Trustee Fast: these uh very large docks um that you may have heard about we've got issues with on bowen or
[0:24:56] Trustee Fast: or concerns about.
[0:24:59] Trustee Fast: Okay, other ones are things like development variance
[0:25:04] Trustee Fast: permits for waterfront homes,
[0:25:06] Trustee Fast: make bigger and bigger homes into the setbacks
[0:25:10] Trustee Fast: and into the natural areas,
[0:25:13] Trustee Fast: which Bowen Council often passes
[0:25:17] Trustee Fast: and my vote is only one of seven.
[0:25:23] Trustee Fast: Let's put it that way.
[0:25:24] Trustee Fast: We had the Bolinas Wind Chelsea meeting,
[0:25:26] Trustee Fast: which was an interesting one I just wanted to mention it because that's a local trust area
[0:25:32] Trustee Fast: that gets one local trust meeting a year because there's only a few people living in it and it's
[0:25:38] Trustee Fast: the big islandish area that is mostly marine with tiny islands so when you look at
[0:25:48] Trustee Fast: remember we did the um contiguous uh forest mapping for example here's some of the mapping
[0:25:57] Trustee Fast: that happened last year about denman um well they didn't have any of those big areas because all the
[0:26:02] Trustee Fast: islands are so small they didn't fit and uh so it's basically a marine area with kelp forest and
[0:26:08] Trustee Fast: fascinating to um look at what planning there might be um anyway let's see executive committee
[0:26:18] Trustee Fast: um we meet weekly either on the phone or uh by zoom and uh so now we're starting to plan the next
[0:26:26] Trustee Fast: um the june trust council meeting and uh i have uh cornby ltc meeting um next week or the week

[0:27:36] Trustee Busheikin: And I was told that the trust is, or the executive committee, led by executive committee, the
[0:27:41] Trustee Busheikin: trust was working on an application.
[0:27:44] Trustee Busheikin: I don't remember who I emailed about it, but can you, do you have any?

[0:27:48] Trustee Fast: offer some insight is that for a couple of meetings now, staff have been

[0:27:55] Trustee Fast: uh they have first they came up with a a number of options and that has been narrowed down
[0:28:01] Trustee Fast: and um uh and i can't recall whether we're down to one option or not but i believe um
[0:28:10] Trustee Fast: that's coming to i think it might be coming to our our next um executive committee meeting

[0:28:49] Trustee Busheikin: is may 13th 7 to 8 and i just i really want to plug this because green shores is the it's about
[0:28:56] Trustee Busheikin: the best way to care for the shoreline and prevent shoreline erosion uh which is a ever increasingly
[0:29:05] Trustee Busheikin: important topic with um with climate change not only rising sea levels but increased uh extreme
[0:29:12] Trustee Busheikin: weather and storms and increased development are eating away there's there's places on denman i
[0:29:18] Trustee Busheikin: walk the beach a lot that scare me. And the traditional ways of doing it with seawalls are
[0:29:24] Trustee Busheikin: actually bad for your ultimate goal. They seem like quick fixes, but in the even medium run level
[0:29:31] Trustee Busheikin: on the long run, they're really very detrimental. So I just hope I'll put it out on Facebook. I
[0:29:37] Trustee Busheikin: would just encourage any Denman Islanders, even if you're not on the shoreline, it's good to know
[0:29:41] Trustee Busheikin: about this. They are doing a separate webinar for elected officials that I'll be attending.

[0:38:32] Trustee Busheikin: which is kind of um not just in the trust area but throughout BC quite an unusually quick time
[0:38:40] Trustee Busheikin: um and got some people's attention and I you know I'm like how did that happen I mean part of it was
[0:38:45] Trustee Busheikin: that they they had a consultant and that consultant took that on as their job and they were someone
[0:38:51] Trustee Busheikin: who was very experienced and could anticipate what was needed and you know look at it every
[0:38:57] Trustee Busheikin: morning and and all of that um and um and so there's that and I think uh I've talked to Simon
[0:39:05] Trustee Busheikin: about that and he's aware of that um and um but they did make this decision to start processing
[0:39:12] Trustee Busheikin: it right away uh and um and there were some other things like shortened referral times and things
[0:39:19] Trustee Busheikin: like that I'm actually going to talk with Scott Holborn again about what happened there because
[0:39:24] Trustee Busheikin: there's always that tension we know very well between wanting to move these things quickly but
[0:39:30] Trustee Busheikin: not wanting to skip any really important due diligence whether that's technical or
[0:39:36] Trustee Busheikin: in terms of consultation and I am aware of that so anyway I just like I would like to see us
[0:39:46] Trustee Busheikin: move forward and consider this and not wait for the water license I'm wondering if we need a
[0:39:53] Trustee Busheikin: a motion to request staff to do that,

[0:40:37] Planner Zupanec: so a lot of little unexciting bits to sort out in anticipation of that July meeting having
[0:40:45] Planner Zupanec: having all the substance that you need in terms of identifying all the
[0:40:50] Planner Zupanec: potential issues and all the potential options to move forward.
[0:40:54] Planner Zupanec: And it's at that point in time,
[0:40:55] Planner Zupanec: once you have that information that you can then direct staff,
[0:41:00] Planner Zupanec: however you wish to direct staff in terms of moving forward with the
[0:41:06] Planner Zupanec: applications, because there's multiple pieces to this.
[0:41:11] Planner Zupanec: so so we'll lay all that out for you in july and receive your direction at that time so thanks for

[0:41:36] Planner Zupanec: be rezoned so there's some other pieces the subdivision and the dvp that that are coming
[0:41:44] Planner Zupanec: first and the rezoning will be a part of that parallel process but we're getting all the
[0:41:50] Planner Zupanec: technical bits and pieces sorted out there's
[0:41:53] Trustee Fast: a lot of work i think and uh considering that at the
[0:41:57] Trustee Fast: previous denman local trust committee meeting um the application wasn't even in and finalized
[0:42:03] Trustee Fast: as i understood so or maybe it was just in the process of getting started i think that there's
[0:42:10] Trustee Fast: a bunch of uh bunch of steps that have to happen and i'm not surprised so this is great um but it's
[0:42:16] Trustee Fast: good to have it on our agenda so we can put our minds to that and uh i think this is great that
[0:42:21] Trustee Fast: you're looking at the um gabriola housing uh society and how they were managing to do things
[0:42:27] Trustee Fast: it's a little different there go ahead sonia just
[0:42:30] Planner Zupanec: to give a bit more perspective for the gabriola
[0:42:32] Planner Zupanec: of file it is not completed as you are well aware there are some significant hurdles that they're
[0:42:38] Planner Zupanec: now experiencing with the housing agreement which was fast-tracked so just to balance the perspective
[0:42:44] Planner Zupanec: that you may be hearing there's been significant concerns with that fast-tracking process for the
[0:42:49] Planner Zupanec: housing agreement that ended up resulting in significant delays in terms of the drafting
[0:42:54] Planner Zupanec: between staff the legal team and the applicant and and now First Nations involvement in that
[0:43:01] Planner Zupanec: post-public hearing. So there are some lessons learned from that application and I just caution
[0:43:07] Planner Zupanec: anyone who's watching that file and may only see certain elements of it to also recognize that
[0:43:14] Planner Zupanec: behind the scenes the fast tracking of some of those pieces has resulted in significant staff
[0:43:22] Planner Zupanec: workload and potential relationships in terms of transparency working with our agencies and
[0:43:29] Planner Zupanec: first nation partners so we we are trying to manage that as best as we can but that application
[0:43:35] Planner Zupanec: is not necessarily the poster child of an expedited smooth uh housing application that
[0:43:41] Planner Zupanec: that might be the sentiment and i encourage you to speak with the planner who is who's working
[0:43:46] Planner Zupanec: still working on sorting out those details uh to enable adoption to be foreseen so we're not there
[0:43:54] Planner Zupanec: areas.

[0:44:26] Trustee Busheikin: projects go forward that were there was pressure to move quickly and they're
[0:44:31] Trustee Busheikin: seen what can happen with just a detail falls between the cracks like an application is not
[0:44:38] Trustee Busheikin: done properly for anyway we all know examples um and um and it comes back in the end to hurt
[0:44:47] Trustee Busheikin: everyone or slow down or um jettison or no jeopardize things so and i actually have talked
[0:44:53] Trustee Busheikin: to the planner involved but would actually welcome talking to her again and the um item i wanted to
[0:44:59] Trustee Busheikin: talk to about with the trustee that we have a phone call set up for later this week is actually
[0:45:04] Trustee Busheikin: about the the first nations um relationships there because when i heard that the um the referral
[0:45:09] Trustee Busheikin: period was shortened to speed it up that was where my thoughts went well you know that might be fine
[0:45:17] Trustee Busheikin: with some agencies, but those who have real interest in First Nations, and it seems kind
[0:45:22] Trustee Busheikin: of the opposite of where a reconciliation action plan is going. So I am trying to wrap my head
[0:45:29] Trustee Busheikin: around that. And yeah, I mean, it's, yeah, I think enough said. Yeah.

[0:46:10] Trustee Critchley: I would prefer to see some information which would lead me to think that there was a good
[0:46:18] Trustee Critchley: possibility that this license was going to come through. So some material that was showing
[0:46:23] Trustee Critchley: the volumes of water available in existing wells, for example, and water quality analysis,
[0:46:34] Trustee Critchley: you know, as a preliminary basis, I think that would be great to have that early. And if possible,
[0:46:40] Trustee Critchley: with the first the first package um and then we could you know we'd be in a better position to
[0:46:47] Trustee Critchley: make some decision on how we would proceed that way from what i understand um there is an excellent
[0:46:55] Trustee Critchley: well on that property and that water should not be an issue but you know we need to see the
[0:46:59] Trustee Critchley: paperwork on that that's what i'm saying that's all all i wanted to say at the moment thanks

[0:49:16] Voice 1: and no impact was recorded over 72 hours on nearby wells.
[0:49:23] Voice 1: And his conclusion is that there will not be
[0:49:30] Voice 1: impact from a sustainable use of the well for the 49-person affordable housing development that is
[0:49:40] Voice 1: planned. That report will be final, I would say, within the next three or four days. And as soon
[0:49:48] Voice 1: as we get it, we'll, of course, forward it to Sonia Zupanek. In addition, there has been a
[0:49:58] Voice 1: wastewater assessment done and the uh the property is capable of supporting the the wastewater needs
[0:50:06] Voice 1: of the 49 person development as well and there is no conflict between uh the supply of water
[0:50:15] Voice 1: and the uh and the treatment of the wastewater on the um 1.05 hectare lot um and i think that's
[0:50:26] Voice 1: That's sort of all I need to report at this time.
[0:50:31] Voice 1: But as I say, both those reports will be in final form

[0:51:27] Voice 1: license than, say, from a private individual or well. With regard to First Nations, there is also
[0:51:35] Voice 1: a First Nations referral that comes from the Ministry of Linrod, and that is another element
[0:51:42] Voice 1: which can sometimes cause, let's say, a little bit longer time to process than one might hope.
[0:51:50] Voice 1: so as soon as we have this uh water test and well uh well water test and impact assessment
[0:51:58] Voice 1: we intend to apply for a license and um uh and and and i might actually ask the local trust

[0:59:22] Trustee Busheikin: I think to Islands Trust Chair Peter Lockham and to Lisa, our senior intergovernmental policy
[0:59:29] Trustee Busheikin: advisor who works on Indigenous issues, because it, at first I was like, whoa, whoa, but then I
[0:59:34] Trustee Busheikin: thought, yeah, those things are really connected, and, you know, on an island like us, there's not
[0:59:40] Trustee Busheikin: a lot of Indigenous people there's not like the Comox people don't none of them live here anymore
[0:59:45] Trustee Busheikin: and so it's lonely and if you're trying to reconnect your culture
[0:59:49] Trustee Busheikin: and learn your language and get engaged as an Indigenous person in reconciliation you actually
[0:59:53] Trustee Busheikin: really really need the internet especially in a pandemic when you can't travel to gatherings.

[1:16:31] Trustee Busheikin: I think David Critchley has joined me in, um, voicing my, um, frustration that, you
[1:16:37] Trustee Busheikin: know, there, this structure of how Demmon sets up his resources has just not worked
[1:16:44] Trustee Busheikin: to, well, has not supported Demmon Island being able to move ahead with long-term planning
[1:16:52] Trustee Busheikin: projects for the past three years, I would say.
[1:16:54] Trustee Busheikin: And, um, uh, you know, and I just want to flag up front that, um, maybe this conversation
[1:17:02] Trustee Busheikin: could be difficult for staff that it really isn't about a complaint about staff they're working very
[1:17:07] Trustee Busheikin: very hard it's simply that we would need more staff to get done what we what we i think need
[1:17:13] Trustee Busheikin: to do as a planning authority um and i think that i think the next budget discussion is going to be
[1:17:20] Trustee Busheikin: interesting because i am going to be advocating for more money stuff yeah we also lose staff when
[1:17:25] Trustee Busheikin: they're under too much pressure and are kind of too many things at once and then that turnover is
[1:17:30] Trustee Busheikin: is not good for the for us getting our work done um and just generally not good so um yeah i i've
[1:17:38] Trustee Busheikin: been working on this for so long and it really at one point it was longer it had lists of all
[1:17:43] Trustee Busheikin: the different housing documentation we've done and the forum reports and then i kind of thought
[1:17:51] Trustee Busheikin: well it was like nine pages at one point and i cut it down um and really it comes down there's
[1:17:58] Trustee Busheikin: I mean, it comes down to decisions, like, do we want to focus just on housing? Because what I'm
[1:18:04] Trustee Busheikin: suggesting here is a housing and home occupation focus for a targeted OCP LUB review. And there
[1:18:13] Trustee Busheikin: is this overlap between them that I think we're seeing can get very confusing. And there's
[1:18:18] Trustee Busheikin: politics around the overlap between them and discussions about how, in terms of visitor
[1:18:26] Trustee Busheikin: accommodation specifically and does having more visitor accommodation impact housing availability
[1:18:31] Trustee Busheikin: and how to how to mitigate that or how to minimize that is a big question so in some ways it makes
[1:18:36] Trustee Busheikin: sense to talk about them both together and i think we're seeing that uh just even technically our
[1:18:42] Trustee Busheikin: regulations around visitor accommodation are um need review and uh so that's important but for me
[1:18:51] Trustee Busheikin: the big questions are do we want to do uh this which would be a major targeted review do we want
[1:18:57] Trustee Busheikin: to do a full-on ocpl review where like we start with a maybe a committee and a planner and you
[1:19:03] Trustee Busheikin: read the whole thing and you put little ticks beside everything that needs to be reviewed which
[1:19:08] Trustee Busheikin: i think we're due for but i'm scared of that because i think it could be so slow and so
[1:19:13] Trustee Busheikin: difficult to get the resources that it would take so long and be overwhelming um do we target even
[1:19:18] Trustee Busheikin: Even more, I mean, we had letters on the agenda this week saying specifically focus on secondary suites and dwellings.
[1:19:25] Trustee Busheikin: Well, we had a delegation at our last meeting say, no, it's time for a comprehensive OCP LUB review of housing, which is what the petition said.
[1:19:35] Trustee Busheikin: So these are the questions that, you know, are up for discussion.
[1:19:40] Trustee Busheikin: And then how, but then the big question is, how do we make this happen?
[1:19:46] Trustee Busheikin: And how do we want to do it?
[1:19:48] Trustee Busheikin: And I, you know, I've had discussions with planners, with our, with Julia Mobs, who's head of the financial, she's financial officer with, you know, Director Marler with CAO Hudson Pillar about how to get this done.
[1:20:05] Trustee Busheikin: done. And even with Josie Osborne, and so I, I've laid out on the last page, I mean, those are the
[1:20:12] Trustee Busheikin: questions, the finding resources. And the last page and a half are really the main questions.
[1:20:18] Trustee Busheikin: The one thing I didn't list in finding resources actually to do a special tax requisition,
[1:20:23] Trustee Busheikin: which means you ask the people of Benman to pay for this as a special project, which is not
[1:20:30] Trustee Busheikin: unheard of. And this is actually something I guess someone else I talked to director
[1:20:33] Trustee Busheikin: Director Frater suggested that we at least look at as an option.
[1:20:39] Trustee Busheikin: And just she really said you can wait so long to get the resources that this if the community wants to do it, they they can do it this way.
[1:20:48] Trustee Busheikin: But I would like to look for in-house resources from our overall budget before I consider that.
[1:20:55] Trustee Busheikin: um so like what i would suggest is if if everyone agrees on the fourth page part way through i'm
[1:21:04] Trustee Busheikin: getting this done and then i have decisions and then i have that on the next page finding
[1:21:10] Trustee Busheikin: resources that we could look at those decision questions or any others that come up get a sense
[1:21:16] Trustee Busheikin: of where this would go um talk a bit about what we think are the best strategies for finding the
[1:21:23] Trustee Busheikin: the resources. And then from I had further email correspondence with Heather Carr, our regional
[1:21:31] Trustee Busheikin: planning manager and turn that off. And she said, really, if we want to get this going through
[1:21:38] Trustee Busheikin: financial planning committee for the next budget, which it's, it's a long process, we need to put
[1:21:44] Trustee Busheikin: an agenda forward today to ask staff to work on a business case is just an iterative, slow process.
[1:21:49] Trustee Busheikin: that's how our budget works and although it seems funny that gosh we've got to start in May
[1:21:55] Trustee Busheikin: to get it into the next March budget you know we need to be careful and we have a lot to talk
[1:22:02] Trustee Busheikin: about it's an eight million dollar budget and that's just how it works it is really complex
[1:22:06] Trustee Busheikin: and things go forward with due process and yeah and then I guess the last thing to add is really
[1:22:13] Trustee Busheikin: a lot of what's behind this really was inspiration taken from what I felt was the audacious move on
[1:22:22] Trustee Busheikin: Salt Spring to put in a budget request for a very large amount of money to hire consultants to get a
[1:22:28] Trustee Busheikin: really major housing review done on their island. That I'd never seen that happen before. I always
[1:22:34] Trustee Busheikin: thought our budget requests need to be small and I'm sure we will not be the only people inspired
[1:22:40] Trustee Busheikin: inspired by that and that again I think will make for some interesting budget discussions
[1:22:44] Trustee Busheikin: as LTCs may very many of them may be bringing forward bigger um bigger requests because this
[1:22:51] Trustee Busheikin: is not um even if we separated housing and didn't do home occupations um it's not going to be a
[1:22:59] Trustee Busheikin: small budget um because it probably would require consultants for at least part of it so that is my
[1:23:06] Trustee Busheikin: my preamble.

[1:24:01] Trustee Critchley: So, first of all, kudos to Trustee Bershaken for taking the time and mental energy to put this together.
[1:24:08] Trustee Critchley: It's a terrific piece of work.
[1:24:09] Trustee Critchley: Thank you very much.

[1:24:11] Trustee Critchley: And I think the community thanks you, too.
[1:24:14] Trustee Critchley: My first thoughts on this are that we need to be very targeted on essentially an affordable housing piece.
[1:24:27] Trustee Critchley: And I think that going into a complete OCP review, it's not a good time for that in the sense that when I was looking at the revisions to the trust policy statement that are proposed, there's a lot of new things, you know, directive policies that in their official community plans, local trust committees shall have this and that and the other thing in there.
[1:24:54] Trustee Critchley: So I think that the trust policy statement will mandate review, essentially, or if it doesn't mandate review by all the LTCs, at least the next review will include a number of different elements which are not presently in there.
[1:25:15] Trustee Critchley: And there'll be a lot of community discussion about these things.
[1:25:18] Trustee Critchley: I think the affordable housing issue is such a pressing matter and is of concern to so many people that we should be targeting that alone.
[1:25:30] Trustee Critchley: And off the top, I would say my feeling, my strong view is that it's going to have to be an outside consultant to carry the ball on this.
[1:25:42] Trustee Critchley: and from from what i've seen we've sort of tried whipping the horses in-house and uh you know with
[1:25:52] Trustee Critchley: with very limited success in getting things speeded up and in saying that i don't want to
[1:25:57] Trustee Critchley: make any criticism of staff because they they serve not just denman but the whole northern
[1:26:05] Trustee Critchley: region of the trust and uh there's a lot of projects underway and there's more in the hopper
[1:26:12] Trustee Critchley: I just saw this alarming statistic that came through just a couple of days ago on the number
[1:26:18] Trustee Critchley: of new applications in the trust area. And it is amazing. So it's not going to get better
[1:26:28] Trustee Critchley: anytime soon. We must hire a consultant. Now, I think what we need to know from staff is
[1:26:34] Trustee Critchley: roughly how much is that going to cost? Because I really don't have an idea whether it's,
[1:26:40] Trustee Critchley: You know, is it $25,000? Is it $125,000? Yeah. And how do we pay for it as far as a special requisition or just a regular budget, sorry, a special requisition in the normal budgeting process of Islands Trust?
[1:27:01] Trustee Critchley: trust, or is it a requisition from the taxpayers of Denman Island? That would certainly be a bit
[1:27:08] Trustee Critchley: of a mind-blowing experience for Denman taxpayers. I don't know.
[1:27:21] Trustee Critchley: I can't really predict how that
[1:27:23] Trustee Critchley: would turn out. I'll have my video off here, see if that helps.

[1:27:44] Trustee Critchley: receive this you know special requisition on their tax notice and uh you know are we going to be
[1:27:50] Trustee Critchley: really poking the bear with that one uh and cause you know a lot of division in the community like
[1:27:57] Trustee Critchley: Like, you know, I hate these divisions.
[1:28:01] Trustee Critchley: I really do.
[1:28:02] Trustee Critchley: And, you know, I know people with good intentions tend to promote them, perhaps inadvertently.
[1:28:13] Trustee Critchley: But it's very sad when we get people at odds on this very basic thing about housing.
[1:28:19] Trustee Critchley: I do feel that well I would like to know from staff also in addition to getting a very rough
[1:28:27] Trustee Critchley: and ready estimate guesstimate of the amount involved just how this process would work in
[1:28:36] Trustee Critchley: terms of would we need to make a decision relatively soon about how we proceeded
[1:28:43] Trustee Critchley: to seek the funding because if we're seeking it through the normal budgeting process of
[1:28:49] Trustee Critchley: Islands Trust, will the timing be such that it would preclude us from then, if we didn't get that,
[1:28:57] Trustee Critchley: switching horses and seeking the special requisition of Denman taxpayers? I'm not
[1:29:03] Trustee Critchley: quite sure how all that works. And, you know, the idea of planning something now for just getting
[1:29:09] Trustee Critchley: the funds available in March of next year is a little daunting and off-putting. And I can see,
[1:29:16] Trustee Critchley: you know people setting their hair on fire uh just about that measure of delay so if we had
[1:29:23] Trustee Critchley: you know yet another year of delay because we chose the wrong course um in the quest for funding
[1:29:30] Trustee Critchley: that would be almost disastrous uh anyway so those are some of the kind of off the top oh i did want
[1:29:38] Trustee Critchley: to mention i don't think the salt spring requisition was for housing i think it was for
[1:29:42] Trustee Critchley: for their uh downtown ganges sort of revitalization project as i recall if i could
[1:29:50] Trustee Busheikin: just there was actually two and it was the big one was this the ganges revitalization but then
[1:29:55] Trustee Busheikin: they had another one for housing that i think was more in the 25 to
[1:30:00] Trustee Busheikin: 45 000 that got added on at the very last minute i was at financial planning committee and i voted
[1:30:04] Trustee Busheikin: against it which was upsetting but it just came in so last minute and they'd already gotten that
[1:30:10] Trustee Busheikin: ganges one and i'm like like but we need that money or other other anyway so they did there is
[1:30:19] Trustee Busheikin: in our currently past budget there is quite a big chunk of money for a second major project on
[1:30:24] Trustee Busheikin: Salisbury. I mean, they, you know, I'm not complaining exactly. I mean, I'm not finger
[1:30:30] Trustee Busheikin: pointing because I, in the end, I ended up voting in favor because they have 10,000 people, they
[1:30:37] Trustee Busheikin: contribute a lot of tax money. And both of those were just so absolutely necessary. You could just
[1:30:43] Trustee Busheikin: see it.
[1:30:45] Trustee Fast: Thank you, Trustee Boucherkin. And I can go
[1:30:48] Trustee Fast: ahead, Trustee Critchley.

[1:30:51] Trustee Critchley: to continue on a bit and i'll shut the video off and so the other thought that comes to mind is
[1:30:58] Trustee Critchley: and this plays to a constant theme of mine that um we have these built-in inefficiencies
[1:31:09] Trustee Critchley: in the trust because we have 13 different jurisdictions and everybody has to reinvent
[1:31:19] Trustee Critchley: invent the wheel each time it kind of drives me crazy but we we have so much inefficiency in that
[1:31:26] Trustee Critchley: and to to my mind affordable housing is an issue throughout the trust area and and yes there may
[1:31:36] Trustee Critchley: be different circumstances there may be different circumstances on different islands of course
[1:31:42] Trustee Critchley: course. But broadly speaking, I think a lot of the work to be done on this would have trust-wide
[1:31:49] Trustee Critchley: application. And I'm thinking that we should be maybe pressuring the trust to be funding a
[1:31:59] Trustee Critchley: trust-wide type of thing. I know we've done workshops on affordable housing and all this
[1:32:05] Trustee Critchley: this kind of thing. But really, what are the best ways of tackling affordable housing on these
[1:32:11] Trustee Critchley: islands? I've seen some things talking about in the urban context, for example, that the best way
[1:32:20] Trustee Critchley: is laneway housing, that, you know, get your best bang for the buck on that sort of thing. I'm not
[1:32:32] Trustee Critchley: I just wanted to comment too about initial reactions
[1:32:35] Trustee Critchley: to some of the suggestions that we've received already
[1:32:39] Trustee Critchley: about making very broad changes
[1:32:44] Trustee Critchley: and having everybody have the ability
[1:32:47] Trustee Critchley: to build a secondary dwelling on their property.
[1:32:52] Trustee Critchley: I don't favor that as a broad brush approach off the top.
[1:32:59] Trustee Critchley: um the one of the main problems i see with that is that yes you could create you could create a lot
[1:33:07] Trustee Critchley: of rental housing but would it be affordable i think not i mean i just crunched some numbers
[1:33:15] Trustee Critchley: myself and i'm i'm out of date with construction costs but just looking at these things uh if i
[1:33:23] Trustee Critchley: I gave somebody a chunk of property or designated it for another dwelling unit, I could not build it
[1:33:32] Trustee Critchley: and have an economic return. Never mind the dreaded profit element. I don't think I could
[1:33:41] Trustee Critchley: break even with it. When you're looking at providing a water source, a septic system,
[1:33:47] Trustee Critchley: system, hugely expensive in itself, etc. So those are some of my rambling thoughts off the top here
[1:33:57] Trustee Critchley: and maybe provide context for staff to give us some input now.

[1:34:05] Trustee Fast: I'm just going to chime in. I'm going to chime in a tiny bit to say Bowen Island, years ago now,
[1:34:12] Trustee Fast: several years ago previous term adopted this a second unit on most of the larger
[1:34:25] Trustee Fast: lots on Bowen apart from the very small ones and very little housing has been
[1:34:31] Trustee Fast: built because of the cost as you say David so it does it's no panacea that's
[1:34:37] Trustee Fast: for sure and I've got the news release here so I just wanted to read out a
[1:34:42] Trustee Fast: couple of figures compared to the honest trust five-year average in the first quarter of this
[1:34:46] Trustee Fast: year 2021 development applications more than doubled on salt spring and the rest of the
[1:34:52] Trustee Fast: southern islands applications went up 90 and 56 in the northern islands and that matches bowen as
[1:35:01] Trustee Fast: well and members of the public considering development applications are advised of long
[1:35:06] Trustee Fast: wait times and to ask for understanding and patience. Staff is working at maximum capacity.
[1:35:12] Trustee Fast: So these are figures coming in. We're tracking them. More applications and the same amount of
[1:35:22] Trustee Fast: staff. In fact, staff have been moved around so that we're making sure we've got some staff on
[1:35:26] Trustee Fast: regional projects. And so I'd invite you, Planning Manager Cowher, to speak now on how
[1:35:36] Trustee Fast: How can we best move forward on this priority?

[1:36:36] Voice 2: amending the bylaw the physical mental work involved in that um it's it's more work the more
[1:36:43] Voice 2: you want to cover you know um but in truth um staff have the capacity and experience and skills

[1:41:14] Voice 2: the work involved in amending a bylaw,
[1:41:16] Voice 2: the actual changing of words and drafting something is not a lot of work I mean it
[1:41:23] Voice 2: depends on the topic and in this but so for these projects and the costs involved in them
[1:41:30] Voice 2: the costs are really about the public engagement and what you want to do around that and so
[1:41:38] Voice 2: depending and depending on the timelines of that depending on the types of engagement you want to
[1:41:44] Voice 2: to do and a skill set of existing staff to be able to implement those kinds of public engagement
[1:41:50] Voice 2: activities. Those are kind of the factors. For, you know, we've been talking about minor projects,
[1:41:58] Voice 2: which the Northern Office can do and can resource. And a minor project that includes a bylaw
[1:42:04] Voice 2: amendment would include regulatorily, that's a bad word, statutorily required public engagement.
[1:42:13] Voice 2: That is the referral period after first reading and the public hearing.
[1:42:19] Voice 2: Those two things are requirements of any bylaw amendment and they're built in.
[1:42:25] Voice 2: And the way that we do referrals, there is a 60-day period.
[1:42:29] Voice 2: So a minor project would have to include those two things and those two timelines, the timelines around those, and the budgets for advertising those things.
[1:42:41] Voice 2: So the public hearing advertising is actually your biggest, for a minor project, that's actually your biggest ticket item is advertising the public hearing.
[1:42:51] Voice 2: And then if you want to do some sort of legal review.
[1:42:56] Voice 2: So those are kind of the baseline costs of a project that is staffed by Islands Trust and a basic timeline.
[1:43:05] Voice 2: timeline. Within that 60-day referral period, you could have a community survey being done at the
[1:43:13] Voice 2: same time, if that's what you want to do. You know, you could say, we're going to do a 60-day
[1:43:18] Voice 2: period of community engagement, and we're going to do these multiple things. And each of those
[1:43:23] Voice 2: things could have a cost associated with them or not. You know, we, Islands Trust has a Survey
[1:43:28] Voice 2: Monkey license. It's free for us to use it. It's a great program because it actually walks staff
[1:43:36] Voice 2: through developing certain kinds of surveys. So there are ways to minimize the costs and time
[1:43:43] Voice 2: and have staff do all of this. The problem is that there are multiple projects with multiple LTCs.
[1:43:50] Voice 2: And so if you want to get something done sooner than later, absolutely having a consultant do it
[1:43:56] Voice 2: is an option. And consultants cost on average about $150 an hour for their labor. So most of
[1:44:05] Voice 2: the contract that you're spending on a consultant is their labor. And it is going to be in the tens
[1:44:11] Voice 2: of thousands of dollars, depending on what you want to have them do. If, you know, you have the
[1:44:18] Voice 2: option of having the consultant just do the public engagement aspect of it, you know, they can design
[1:44:24] Voice 2: it and implement it, for instance, while staff is doing the work of drafting and processing
[1:44:31] Voice 2: the amendments. Or you could have a consultant do the whole thing. And of course, it's going to
[1:44:38] Voice 2: cost more to do the whole thing. So, you know, having worked for other local governments in BC,
[1:44:45] Voice 2: doing a major amendment to an OCP, for instance, is somewhere in the $40,000 to $75,000 range.
[1:44:54] Voice 2: And again, it's because of you're paying for labor
[1:44:59] Voice 2: and robust public engagement.
[1:45:05] Voice 2: So that, I just kind of want to frame it like that.
[1:45:08] Voice 2: That's kind of what we're talking about.
[1:45:10] Voice 2: And so I also kind of want to say this that,
[1:45:17] Voice 2: so, well, let me back up.
[1:45:19] Voice 2: So in terms of budget, asking for tens of thousands
[1:45:22] Voice 2: of dollars, as Trustee Beshaken said,
[1:45:24] Voice 2: said, would likely mean you do a business case, you take the business case to the financial
[1:45:29] Voice 2: planning committee, and that business case would spell that out. We want staff to do this part of
[1:45:35] Voice 2: the project, and we want consultants to do this part of the project. We think it's going to cost
[1:45:41] Voice 2: this amount of money. And what I've heard from Julia and talking to her about it, Julia, our
[1:45:48] Voice 2: finance director is that you take that business case to trust counsel and if they pass it great
[1:45:56] Voice 2: and if they don't then your last resort if you will is a tax requisition so you have the option
[1:46:03] Voice 2: of moving forward with that not that you couldn't just move forward with that initially if you
[1:46:08] Voice 2: wanted to but there's staffing implications for a tax requisition too and SWPA on Salt
[1:46:15] Voice 1: Spring is an

[1:46:15] Voice 2: example of that. Staff have to manage that project and manage the communications around it
[1:46:24] Voice 2: and all of that too. So it's an ongoing project. So in terms of affordable housing, I just wanted
[1:46:33] Voice 2: to point that, say something about that too. I agree. Like if trust, if Islands Trust,
[1:46:40] Voice 2: like the regional planning committee and the new regional planning team actually did a toolkit
[1:46:46] Voice 2: kit, if you will, and for affordable housing, it would likely have many elements in it that
[1:46:54] Voice 2: apply to all of the trust areas, you know, recommendations about how to amend your OCPs
[1:47:03] Voice 2: and LUBs, policies that you should have in your OCPs, zoning, you know, clustered housing and
[1:47:09] Voice 2: secondary suites. And, you know, there's affordable housing is an array of things. It's not one thing,
[1:47:16] Voice 2: it's multiple things and so which ones of those things do you um or the you know there'd be a
[1:47:23] Voice 2: list here's the toolkit here's a list of things you can do and then it comes to the local trust
[1:47:28] Voice 2: committee so that makes that does make a lot of sense but you know um depending on the urgency
[1:47:35] Voice 2: for the denman ltc who knows when that will happen or when the rpc will take that up or

[1:48:29] Trustee Critchley: One thing that I'm wondering about off the top is we do have, I think,
[1:48:35] Trustee Critchley: existing affordable housing toolkits.
[1:48:39] Trustee Critchley: But, you know, there's not like a magic thing where you take out a tool and affordable housing appears.
[1:48:45] Trustee Critchley: So I'm sorry to be flippant about it, but, you know, I haven't found it tremendously helpful.
[1:48:54] Trustee Critchley: But what I think would be very helpful would be to know, to bring together the collective experience of the various islands planners on what is perceived to work to create affordable housing.
[1:49:14] Trustee Critchley: And, you know, rather than just these things that might possibly work, in which I don't think have much prospect of really working, and to which our chair has added her voice of confirmation regarding the Bowen experience, what I am seeing, you know, there's this idea of, yeah, just give everybody the right to build.
[1:49:36] Trustee Critchley: i just don't see that working because of we'd need a way of policing to make it make sure it
[1:49:45] Trustee Critchley: was an affordable rent so you know how do you do that you'd have to have a housing authority
[1:49:51] Trustee Critchley: presumably you'd have the private landowner leasing to the housing authority the housing
[1:49:58] Trustee Critchley: authority would have a contract of lease or tenancy with a tenant, would be responsible for
[1:50:07] Trustee Critchley: collecting rents, would be responsible for fixing the rents at an affordable rate and all that sort
[1:50:12] Trustee Critchley: of thing. So I see it as being very complex and cumbersome and very unlikely to be taken up by
[1:50:19] Trustee Critchley: private citizens. So I see then we are left with this, and you know, I mean, tell me if I'm wrong
[1:50:27] Trustee Critchley: any any time um or show me i'm wrong but um i'm i'm seeing that we just are left really with
[1:50:34] Trustee Critchley: the the model of having um groups societies such as uh mr palmers or dclta come forward
[1:50:46] Trustee Critchley: you know concerned citizens uh generous people uh donating land uh public funding
[1:50:55] Trustee Critchley: through province federal funds, but getting some organization which brings us together and
[1:51:02] Trustee Critchley: creates affordable housing in some sort of clustered manner, whether it's five units or
[1:51:08] Trustee Critchley: 20 units. It's something like that. And it's funded largely by public
[1:51:17] Trustee Critchley: public monies or i should say um through tax tax monies and i just don't see
[1:51:24] Trustee Critchley: really a variance from that but uh anyway i'd be pleased to hear what your thoughts are on that
[1:51:34] Trustee Critchley: um and whether the staff could put together um uh from various sources maybe off island
[1:51:44] Trustee Critchley: funds away from the trust area as well as trust area experience of what works i mean i've heard
[1:51:50] Trustee Critchley: this this thing it's a bit of an urban legend about you know laneway housing work works well
[1:51:56] Trustee Critchley: how how does it work and what rents does it work um you know i think that needs needs some analysis
[1:52:03] Trustee Critchley: before we go charging off down this road and you know give everybody the right to build a second
[1:52:09] Trustee Critchley: and dwelling on every parcel
[1:52:11] Trustee Critchley: or on every parcel that meets a certain minimum size

[1:53:03] Voice 2: But they haven't, they haven't really, they don't really know the, don't really fully understand the context. And so they've actually asked staff to provide a discussion paper that does kind of analyze the existing tools and the capacity of Islands Trust to do something about the problems associated with it.
[1:53:28] Voice 2: And essentially, I mean, as Trustee Patrick sort of defines it, is having a discussion about the problem statement.
[1:53:37] Voice 2: You know, what is the problem you're trying to solve?
[1:53:39] Voice 2: And what is this trust body's ability to affect change to that and solve that problem?
[1:53:48] Voice 2: But there should start with an agreement on what the problem is and move forward.
[1:53:54] Voice 2: And I do think that it's helpful to have analysis first to define that problem.
[1:54:02] Voice 2: So that is what Thetis is doing.
[1:54:04] Voice 2: They're having staff start with sort of a phase.
[1:54:06] Voice 2: They're calling it a phase one of shoreline project, which is gathering data and providing analysis.

[1:54:37] Voice 5: There is a document called the Islands Trust Affordable Housing Toolkit.
[1:54:40] Voice 5: It's from 2011.
[1:54:43] Voice 5: And then there's various documents that came out of what was local planning committee last
[1:54:50] Voice 5: last uh term uh towards the end of the term and recommendations some of which are in our strategic
[1:54:56] Voice 5: plan and it's work that regional planning committee is doing uh and i looked at all of those when i
[1:55:02] Voice 5: created my my five-page discussion paper and um so i don't you know but it is there's a couple
[1:55:12] Voice 5: things is yeah well there's tools but what are the pros and cons of those tools uh what are the
[1:55:19] Voice 5: unforeseen possible consequences what and what works is such a good question and um
[1:55:25] Voice 5: I mean I've spent and when I became a trustee which was something like 11 years ago um uh
[1:55:34] Voice 5: I came in with a strong interest in affordable housing having recently completed a affordable
[1:55:40] Voice 5: housing rezoning um as an applicant and I've been asking ever since then what works like I
[1:55:47] Voice 5: I asked trustees when we sit down and have lunch together, like we used to,
[1:55:51] Voice 5: and now I've told them out like, so, you know, what,
[1:55:55] Voice 5: like you guys have secondary dwellings. You've allowed those for,
[1:55:59] Voice 5: for a decade. Do they help with affordable housing? Like, does it help?
[1:56:03] Voice 5: Doesn't it help? And I have not found any definitive answers.
[1:56:06] Voice 5: It's extremely frustrating because we're supposed to do evidence-based work.
[1:56:11] Voice 5: And it's,
[1:56:12] Voice 5: and it's very hard to have evidence on that because there's so many factors.
[1:56:16] Voice 5: So, you could say, well, let's look at five communities that allow secondary cottages and five that don't. But there's, they can, you know, you can't have double blind studies. Like, there's so many other factors at play from the local economy and the type of government and the location and the history and the demographics.
[1:56:40] Voice 5: graphics. It just, it is very hard to know. I would love to know, but I also, I'm a little
[1:56:48] Voice 5: leery of going, taking a, you know, slowing down and saying we're going to do analysis and data.
[1:56:55] Voice 5: Like we have done data, like we have so many reports and we had a housing forum last term
[1:57:02] Voice 5: and there's a report on the forum and there was a report created before the forum to inform the
[1:57:06] Voice 5: forum. And that's all really good. Like I've looked at all of that. I've looked at all of it
[1:57:12] Voice 5: many times. And we have a housing needs assessment that is a lot of data and there's analysis with
[1:57:19] Voice 5: it. It's great. I think the piece of what really works and how to do it best to minimize the sort
[1:57:27] Voice 5: of unforeseen circumstances is the big question, but I don't know if we're going to ever get that
[1:57:32] Voice 5: answer. So, I mean, ultimately, I just think I would really like to see this happen in the next
[1:57:42] Voice 5: fiscal year or to see us do our damnedest to make it happen in the next fiscal year. So I would like
[1:57:48] Voice 5: to get working on a business case. And I think we have to do it now to get to, you know, have
[1:57:59] Voice 5: something happen in the next fiscal year. And I agree. I mean, with, you know, comments I've heard
[1:58:05] Voice 5: that just saying, okay, everyone can have a secondary dwelling
[1:58:09] Voice 5: or a secondary suite, I don't really think that's an answer.
[1:58:15] Voice 5: And maybe in the short term, like there's illegal places
[1:58:18] Voice 5: that could become legal.
[1:58:19] Voice 5: There might be some studios and outbuildings that can be repurposed.
[1:58:23] Voice 5: But it's not going to – people aren't going to start building a lot of,

[1:58:33] Voice 5: to create nice little cottages in the short term they might be doing it because they want to provide
[1:58:37] Voice 5: rental housing that's affordable but properties change hands and people's situations change and
[1:58:43] Voice 5: what you're getting in the long term is actually gentrification because now you've got all these
[1:58:48] Voice 5: houses with nice little cottages and when they go on the market they're going to cost more
[1:58:51] Voice 5: and then there's going to be you know possible pressure to subdivide so it's long term short
[1:58:57] Voice 5: term but there might be tools we can look at whether it's the new ability to have a rental
[1:59:02] Voice 5: housing zone and I have asked this question I don't know if there's an answer if housing
[1:59:07] Voice 5: agreements can be used on an individual property owner basis so that yes you can build a secondary
[1:59:13] Voice 5: cottage but you need to rent it and you need to have a template housing agreement setting the
[1:59:17] Voice 5: rent at a certain amount that you would just simply need to sign a statutory declaration
[1:59:22] Voice 5: every year that you're following that it wouldn't be something that would be very bureaucratic but
[1:59:29] Voice 5: but it would be required.
[1:59:33] Voice 5: So those are just my thoughts.
[1:59:36] Voice 5: You're now going in multiple directions.
[1:59:37] Voice 5: Just one more thing I wanted to say.

[1:59:55] Voice 5: telling me that I'm just being called a hypocrite

[2:00:00] Voice 5: local commentator on housing uh who's been very um vocal and um vociferous and i would say um
[2:00:09] Voice 5: perhaps bullying is not an exaggeration on facebook um around housing and um people have
[2:00:18] Voice 5: removed themselves from the discussion and um like it's just very heated right now and there's
[2:00:25] Voice 5: some nastiness going on and um i i you know i i have people tell me like they wouldn't say a word
[2:00:31] Voice 5: about housing on denman right now they wouldn't want to come to a meeting and talk about it because
[2:00:34] Voice 5: you just get called names so it's like okay if we're gonna have public consultation we probably
[2:00:39] Voice 5: really need an expert in and they do exist in managing these uh heated situations um to uh
[2:00:48] Voice 5: be able to hear from everyone so um because yeah yeah and and just one more thing about the
[2:00:54] Voice 5: the consultation, although I mean, part of me is just like, I think we could figure out what to do
[2:00:57] Voice 5: and we don't have to have tons. The whole issue of density on Denman has been so integral to any
[2:01:03] Voice 5: discussions and any OCP reviews and LUB reviews. And there are many people on Denman that have put
[2:01:11] Voice 5: a lot of time into being part of Islands Trust public discussions who have always, always
[2:01:18] Voice 5: always cautioned taking care with densities. And, you know, and I've seen, I mean, actual housing
[2:01:26] Voice 5: has been discussed multiple times, since I've gotten to Denman by the LTC and reviewed, and
[2:01:32] Voice 5: it's always been difficult, but I wouldn't want those people to be left out of the discussion. So
[2:01:36] Voice 5: I think we, I do think, and I think it would be better not to have trust staff, but to have an
[2:01:41] Voice 5: an outside consultant do the consultation because of the currently extremely heated
[2:01:48] Voice 5: and it's heated and it's full of misinformation and just, yeah, like I said, some nastiness.
[2:01:58] Voice 5: So it's, we are in a really, it's a very challenging thing before us.
[2:02:04] Voice 5: But I just could conclude, like what I guess I'd like to do is to ask staff to create a

[2:02:16] Voice 5: um and to carry on a dialogue with local with the local trust committee over the next couple
[2:02:22] Voice 5: months is that building business case is being built where we can work through some of these

[2:02:34] Voice 5: you know, part of it, I mean, if anyone can find any, like, studies, evidence-based studies about

[2:04:40] Trustee Fast: looking at uh sustainability through the lens of housing is how maybe i'm best thinking about it at
[2:04:46] Trustee Fast: the moment um not only looking at affordable housing but looking at the bigger issue of housing
[2:04:52] Trustee Fast: it's just offering it as another possibility um that might be more productive than just thinking
[2:04:59] Trustee Fast: about affordable housing which is uh such a challenge our housing costs keep going up i saw
[2:05:05] Trustee Fast: that the provincial government just um uh had um minister selena robinson has just brought in a
[2:05:13] Trustee Fast: a new tool, basically, so that you can go and look up and see who owns a property. Is it a
[2:05:21] Trustee Fast: corporation that's just holding on to it for speculative profit making? You know, these kinds
[2:05:27] Trustee Fast: of things are happening in our communities as well. And they're big drivers beyond local control,
[2:05:34] Trustee Fast: I think. And anyway, so I offered that other idea of looking at what that housing committee
[2:05:43] Trustee Fast: is doing in salt spring island um and laura patrick would be one to contact about that

[3:03:46] Trustee Critchley: affordable housing in particular, but to provide other sources of income for farmers, that's what
[3:03:57] Trustee Critchley: I'd heard anyway. And if that was true, then there wouldn't necessarily be an affordability component
[3:04:05] Trustee Critchley: to any new housing that comes through this initiative. But one thing I was wondering is,
[3:04:14] Trustee Critchley: And this is getting ahead of the horse, I guess, but whether the local trust committee could approve having such things on agricultural zoned properties, provided that they were for affordable housing and having some sort of housing agreement attached to it.
[3:04:37] Trustee Critchley: That's, I just sort of throw that out. That's probably a discussion for another day, but that's something in the back of my mind.

Staff advised that a staff report is anticipated to be brought to the next LTC meeting including progress to date on preliminary items; and suggested that direction to staff relating to next steps might be considered at that time. A Trustee noted that early review of information regarding quality and quantity of water available for the project would help inform a decision as to whether or not to give readings prior to receipt of the water license. Chair Fast invited the applicant to speak. Simon Palmer summarized water and wastewater reports currently being finalized; and advised that these are indicating that the property is capable of sustaining the needs of the project with no conflict, and will be forwarded to Planning staff upon completion. WORK PROGRAM 14.1 Top Priorities Report dated April 27, 2021 Received. 14.1.1 Denman Island LUB/OCP Review Backgrounder and Discussion Paper Trustee Busheikin summarized the Discussion Paper on possible approaches to advance the Top Priority of Denman Island LUB Review of Housing. Committee members’ discussion included the following: A targeted review limited to housing was preferred in consideration of the pressing need, processing time, and new policies in the Trust Policy Statement that might have an effect on regulations; Strategies for finding resources and budgetary considerations were identified; A Trust-wide initiative to address best approaches to address housing and affordable housing might be an efficient option to investigate; A business case for the project detailing scope of staff/consultant and estimated cost might be presented to the Financial Planning Committee by September and prior to Trust Council for budget consideration; ADOPTED Denman Island ADOPTED 6 Local Trust Committee Minutes May 4, 2021 A discussion paper analyzing the collective experience of Island Planners on what is perceived to work to create affordable housing would be helpful; A professional facilitator for community consultation might be most effective. By general consent the meeting was recessed at 12:10 pm and reconvened at 12:43 pm. DE-2021-040 It was MOVED and SECONDED, that the Denman Island Local Trust Committee request staff to prepare a draft business case for a review of the Denman Island Land Use Bylaw and Official Community Plan, focusing on housing, with the goal of increasing options for affordable and attainable housing while also minimizing impacts of housing generally to better protect the environment while supporting equity, diversity and inclusion, and that this business case include the use of a consultant for all or part of the work. In discussing the motion, a Trustee considered that a discussion paper created in parallel would be helpful. Trustee Busheikin offered to provide staff with a list of resources and previous analysis on affordable housing that has been completed. CARRIED DE-2021-041 It was MOVED and SECONDED, that the Denman Island Local Trust Committee request staff to prepare a discussion paper to list and analyze options available to the Local Trust Committee to facilitate more affordable housing including what strategies have proved successful in the Trust area and elsewhere. In discussing the motion, the receipt of the requested information from staff was considered to be an important step for meeting budgetary timelines. Staff will attempt to provide the reports for the next LTC business meeting. A Trustee suggested that the Regional Planning Committee might provide support. CARRIED In response to questions regarding the status of Top Priority no. 1: Denman Island Farm Plan Implementation, Planner Zupanec reported the following: A grant application to advance the project has been submitted to the Agricultural Foundation for review; Staff will be kept informed of the Agricultural Land Commission’s initiative to allow secondary dwellings on Agricultural Land Reserve lots, with changes expected to be released later this year. 14.2 Projects List Report dated April 27, 2021 Committee members requested the following be removed from the report: No. 10 Green Shores Workshop (being offered through CVRD); No. 12 Facilitating affordable, attainable and seniors housing (now on the Top Priority List).
