[0:01:33] Trustee Fast: so i make up the third of your local trust committee which is grant scott alex allen and

[0:01:37] Trustee Fast: myself and um so we're going to be um um yeah i've already mentioned live streamed and um recording

[0:01:45] Trustee Fast: this message today and we get to the town hall session I see we've got six attendees welcome

[0:01:51] Trustee Fast: everybody so far six and when you get to the town hall session of the agenda which is number four

[0:03:11] Trustee Fast: taking the minutes and so occasionally I'll say things a couple of times or whatever to make sure

[0:03:16] Trustee Fast: that she's caught it or I'll check in with her also to with her with us today is um uh Heather

[0:03:22] Trustee Fast: Cowers our regional planning manager there's Heather uh so she's in charge of the whole

[0:03:26] Trustee Fast: northern region uh work of the planners and staff and uh based on Gabriola Island and thank you for

[0:03:33] Trustee Fast: joining us heather and um we've got uh planner uh teresa mahiqua with us today hello teresa

[0:03:39] Trustee Fast: and uh she's going to be um speaking to some of the topics on our agenda and we also have with us

[0:03:46] Trustee Fast: william sholba or freshwater specialist with the islands trust uh planning and there he is and so

[0:03:53] Trustee Fast: we'll be hearing from him in item 9.2 um now let's see this is an official forum so uh we'll be

[0:04:03] Trustee Fast: be taking the minutes and recording it and all that kind of thing but it's also a place for

[0:04:07] Trustee Fast: respectful discussion so let's be hard on the issues and easy on each other because we need

[0:04:14] Trustee Fast: to work together on our island and all of our islands to make good decisions for the current

[0:04:22] Trustee Fast: situation and the future and this is also a place of employment so besides we elected

[0:04:30] Trustee Fast: citizens who are up here as your local trust committee and the professional staff who bring

[0:04:36] Trustee Fast: their planning expertise to these complex and tricky sometimes challenges of making things work

[0:04:46] Trustee Fast: and making things work for nature we also have the public and that's you so we're looking forward to

[0:04:51] Trustee Fast: your input that we together the public the staff and we elected folks make up participatory

[0:04:57] Trustee Fast: democracy that's what we have in canada and we celebrate uh on the islands i think anyway um so

[0:05:05] Trustee Fast: people may have passions if you've got them uh bring them but if you can bring them in a kind

[0:05:10] Trustee Fast: way so that we can all relate to um what you're passionate about and uh and that we can understand

[0:05:17] Trustee Fast: and um uh and direct any questions to uh comments to us the trustees please and that's what we're

[0:05:26] Trustee Fast: here for and that's what the town hall part is about is to listen um so that's uh i want to just

[0:05:32] Trustee Fast: add this is a place of employment so staff are um entitled to a safe and respectful workplace

[0:05:39] Trustee Fast: and also they've invited us into their homes because of the pandemic they're working from home

[0:05:44] Trustee Fast: and i think it's even more important that we um treat each other kindly and um uh that that's

[0:05:51] Trustee Fast: enough to say about that i think that's pretty clear for everybody so um i don't know if i think

[0:05:57] Trustee Fast: i've got everything i'm looking at a few little notes that i've got i think that's it so uh let's

[0:11:33] Trustee Fast: in terms of what you've been up to over the past few months

[0:11:35] Trustee Fast: since our last meeting?

[0:11:38] Trustee Scott: Or Alex is the senior of the two of us.

[0:11:40] Trustee Fast: Oh, I can see you pointing at each other.

[0:11:43] Trustee Scott: Well, you're older than me.

[0:11:45] Trustee Scott: All right, I'll go first then.

[0:11:47] Trustee Fast: Okay.

[0:11:50] Trustee Scott: the big issue on hornby of course is is the thatch and um the silence is deafening with

[0:11:58] Trustee Scott: pretty much no other way of putting it um there's no work going on down there

[0:12:03] Trustee Scott: um the last we heard there was a voluntary shutdown by uh the owner and uh and then

[0:12:11] Trustee Scott: apparently the minister responsible for the arc branch i can't remember her name but she was up

[0:12:16] Trustee Scott: here on on the 14th and they reviewed the site with uh chief rempel uh so what came out of all

[0:12:23] Trustee Scott: of that um we don't know so uh i was going to ask heather if if you i don't know if anywhere on the

[0:12:31] Trustee Scott: agenda to put it but if you have any any more knowledge about that what's going on down at

[0:12:38] Trustee Scott: thatch than we do and i didn't suspect you did you're shaking your head so that's that's fine

[0:12:43] Trustee Scott: that's a good answer so we'll just have to wait it's beyond all of us i think it's the province

[0:12:47] Trustee Scott: dealing directly with the first nation and there's a number of things that could go on there they may

[0:12:54] Trustee Scott: be talking about who knows i shouldn't speculate uh but people are constantly asking me what's

[0:12:59] Trustee Scott: going on down at the sash and uh there's both sides of it we need our pub back we need the

[0:13:06] Trustee Scott: restaurant back and then there's the other side that say do we really want a pub the first thing

[0:13:10] Trustee Scott: people see coming on a hornby so it's a it's a very controversial issue uh the short-term

[0:13:16] Trustee Scott: vacation rentals ones of course is is uh is one that just carries on it's a very serious one and

[0:13:22] Trustee Scott: so you know the apc is taking taking a look at that now and i'll speak to the apc in a second

[0:13:30] Trustee Scott: here and the other one um and i think this is the one alex mentioned which i'm glad it

[0:13:36] Trustee Scott: hit put on later alex the other way you did that that's good just that lack of of uh permanent

[0:13:42] Trustee Scott: housing for people on the island especially younger people working people that want to

[0:13:47] Trustee Scott: come in there well they're here they're working it's just amazing that you can walk the beaches

[0:13:53] Trustee Scott: in the winter time and 50 of the houses are empty and yet people can't find a place to live they're

[0:13:58] Trustee Scott: They're just, you know, it's quite, it's disconcerting to a lot of people.

[0:14:04] Trustee Scott: I just want to thank the APC for the hard work they're doing.

[0:14:08] Trustee Scott: I think they're doing a really good job.

[0:14:10] Trustee Scott: They've taken on a new task.

[0:14:13] Trustee Scott: Wendy Burton, the chair, I think is doing a superlative job, as all of them are.

[0:14:19] Trustee Scott: And Daniel Siegel, who was the chair and a very active member, he's stepping down to go on the Hornby Island rate payers.

[0:14:28] Trustee Scott: who was elected the president at recent meetings so he's stepping down but we'll stay active so

[0:14:34] Trustee Scott: that's that's all good and i want to also thank the staff heather and your folks for for i see

[0:14:41] Trustee Scott: you at the last meeting for uh just being helpful and making that whole thing work it's really going

[0:14:46] Trustee Scott: very well and people really appreciate about it so thank you so that's my report thank you grant

[0:14:55] Trustee Fast: and uh that's great and over to you uh alex can you tell us what's a trustee alan go ahead

[0:15:04] Trustee Allen: um well i haven't really attended anything um but i will say i've had many one-on-one

[0:15:10] Trustee Allen: conversations with people in the community uh a lot which is really interesting a lot of people

[0:15:15] Trustee Allen: want to talk about concerns one-on-one in their backyards and um you know from housing housing

[0:15:22] Trustee Allen: Housing options that are, like, I've had a lot of good ideas from people in the community.

[0:15:27] Trustee Allen: And, of course, things are excruciatingly slow in terms of process of getting, you know, to fruition with many of our ideas.

[0:15:38] Trustee Allen: Vacation rental infractions, of course, as Grant mentioned, lots of concerns about considering also COVID and people are still renting out there.

[0:15:49] Trustee Allen: and of course visitors to our islands

[0:15:50] Trustee Allen: I've had many people really concerned

[0:15:52] Trustee Allen: especially here we are on our long weekend

[0:15:54] Trustee Allen: and I already went out earlier this morning

[0:15:57] Trustee Allen: to take the dog out

[0:15:58] Trustee Allen: and saw a lot of vehicles arriving

[0:16:00] Trustee Allen: with the proverbial bicycle

[0:16:03] Trustee Allen: in the back of the pickup truck

[0:16:03] Trustee Allen: so I'm not sure what it's going to be like this weekend

[0:16:06] Trustee Allen: it'll be very interesting

[0:16:08] Trustee Allen: and then I'd like to add

[0:16:10] Trustee Allen: I've had a lot of people having issues

[0:16:12] Trustee Allen: and me too with the new website

[0:16:13] Trustee Allen: I find it really cumbersome

[0:16:16] Trustee Allen: I find it very um and I'm speaking for other people too like you scroll down scroll down

[0:16:20] Trustee Allen: scroll down scroll down on the first page I love that how do I that thing it's yeah it's very um

[0:16:27] Trustee Allen: it's not very intuitive frankly um and so I'd like to I don't know whether we're going to discuss

[0:16:33] Trustee Allen: that at the trust council or what's happening there but um I do have issues and so a lot of

[0:16:39] Trustee Allen: other people and I'd like to know whether Sue Ellen you've heard from other people

[0:16:42] Trustee Allen: and other islands that are having issues with the new website.

[0:16:46] Trustee Allen: But it looks great, but it's not as easy to navigate as the one before.

[0:16:52] Trustee Allen: So that's my report.

[0:16:58] Trustee Fast: no, I haven't heard from anybody else who's having difficulty with it.

[0:17:02] Trustee Fast: But then it's only been – it's just a soft launch,

[0:17:04] Trustee Fast: and it's just been up for a few weeks now.

[0:17:07] Trustee Fast: and um anybody can send uh any feedback to web comments all one word at islandstrust.bc.ca

[0:17:18] Trustee Fast: and uh that's just uh with any suggestions or or problems or feedback that you've got

[0:17:25] Trustee Fast: because there's ongoing tweaking uh the point is to make it uh work for everybody i really like

[0:17:32] Trustee Fast: that the islands trust conservancy is built into it now so it's a little more um uh people can see

[0:17:38] Trustee Fast: the conservation work that the trust does as well uh but i can see that it once you're used to

[0:17:43] Trustee Fast: something it takes a little while to get used to the next and maybe there's um changes that

[0:17:48] Trustee Fast: can be made so suggestions welcome um okay i'll just uh if are you finished alex yeah okay i'll

[0:17:57] Trustee Fast: go on with mine um um as a chair uh since our last trust committee i've had a couple of executive

[0:18:06] Trustee Fast: committee meetings this is when uh the three vice vice chairs and the chair of the islands trust

[0:18:12] Trustee Fast: meet with the cao and a couple of senior staff and uh and we um prepare for the next trust council

[0:18:19] Trustee Fast: and we run the sort of day-to-day uh running of the ship i guess you could say so we meet once a

[0:18:24] Trustee Fast: week and but most of them are just by phone call on a Wednesday morning and but I've had a couple

[0:18:32] Trustee Fast: of the bigger meetings as well as we prepare the agenda so now if you look at 14.2 in the agenda

[0:18:43] Trustee Fast: it shows you that the the trust council a rough schedule is there so you people can see that you

[0:18:51] Trustee Fast: can speak uh town hall will be on the tuesday evening um tuesday evening june the 8th and then

[0:19:03] Trustee Fast: june the 9th and thursday june the 10th are also trust council dates so people can see what we're

[0:19:09] Trustee Fast: going to be talking about that kind of thing um i don't think the whole agenda is up yet but

[0:19:13] Trustee Fast: the announcement's there um and then uh i had a look at the freshwater strategy by it by uh

[0:19:22] Trustee Fast: attending a meeting of the regional planning committee BIM council meetings of course Bowen

[0:19:28] Trustee Fast: Island municipality council meetings next week I've got an islands trust conservancy meeting

[0:19:33] Trustee Fast: which will be great lots happening there and next week I also have the association of Vancouver

[0:19:40] Trustee Fast: Island and coastal communities meeting that'll be online as well and and if you look at 4.3

[0:19:53] Trustee Fast: um you'll see another news release about the surge in development applications slowing the

[0:19:59] Trustee Fast: processing time at islands trust and i just wanted to put this on the agenda so people knew

[0:20:03] Trustee Fast: what's happening it may be partly due to covid um but it's uh the same all over the trust area

[0:20:10] Trustee Fast: um that this uh this surge in applications is coming uh flooding over our uh planning staff

[0:20:18] Trustee Fast: staff so it just so people are prepared and um get your applications in early if if that's

[0:20:25] Trustee Fast: something that you're going to be doing um also uh interestingly in that press release you'll see

[0:20:32] Trustee Fast: that uh islands trust conservancy proposals for conservation covenants and donations and things

[0:20:39] Trustee Fast: is also uh up um which is a delightful kind of problem to have so that's my little report and

[0:20:46] Trustee Fast: And I think Daniel Arbour couldn't be with us today,

[0:20:49] Trustee Fast: our regional district director.

[0:20:51] Trustee Fast: So we're just gonna move on to the town hall session.

[0:23:08] Voice 3: setbacks and all that kind of stuff so we're continuing with that and again try it as a pilot

[0:23:18] Voice 3: and see if it's well received or not there seems to be a pretty good linkage in people's minds when

[0:23:24] Voice 3: you talk about the relationship of drought and groundwater levels with fire hazard and so really

[0:23:30] Voice 3: that's this that's pretty much it we also have a representative on the round table with the

[0:23:35] Voice 3: the freshwater strategy work that's going on.

[0:23:37] Voice 3: And I suggested that this might be an item for them

[0:23:40] Voice 3: if there's a possibility for a roadside signage standard

[0:23:44] Voice 3: across the Gulf Islands.

[0:23:45] Voice 3: So people might be used to seeing that green, yellow,

[0:23:49] Voice 3: orange, red warning, especially in the summer.

[0:23:52] Voice 3: And we'd be taking the coding for that

[0:23:55] Voice 3: from the provincial government that maintains a drought

[0:23:57] Voice 3: information portal for our areas.

[0:24:00] Voice 3: And so we wouldn't just be making it up ourselves.

[0:27:03] Voice 1: on hornby as we know there's there's no large surface water um water community water supply so

[0:27:11] Voice 1: So I think it's a great idea and the metrics can be used to identify for groundwater conservation

[0:27:21] Voice 1: because groundwater drought often occurs in September or October where the lakes are already

[0:27:30] Voice 1: filling up with new precipitation.

[0:27:31] Voice 1: So then the conservation levels go down.

[0:27:34] Voice 1: And also with the conservation levels, they're also looking at how much water is being used

[0:27:39] Voice 1: and in in those regions people go back to their other homes after the summer so then the water

[0:27:45] Voice 1: rate goes down so it's not so much a drought uh but it's a water system focused um scaling so i

[0:40:48] Trustee Allen: to um somehow either the staff to review this and see if this is going to be a major or extensive

[0:40:55] Trustee Allen: change basically it's a minor change to the ocp bylaw 166 and um remove second reading until

[0:42:03] Voice 7: We ended up not recommending it because the existing OCP policy says that subdivision, so lots should only be considered to be smaller than one hectare if the whole purpose of the subdivision is a park, right?

[0:42:22] Voice 7: It doesn't contemplate allowing residential to be on any of the lots in that subdivision.

[0:42:28] Voice 7: That's what the OCP policy sort of says.

[0:42:30] Voice 7: us. So what this is saying is that the request is that a subdivision could come in and you could

[0:42:41] Voice 7: have, and this was an extreme case, you could have 20 residential lots that are all smaller

[0:42:48] Voice 7: than one hectare, as long as one of the lots has a trail on it. And the trail doesn't, I mean,

[0:42:55] Voice 7: the way that the wording is proposed, the trail doesn't have to go anywhere, be connected to

[0:42:59] Voice 7: anything you know so so while it seems minor the wording seems minor the impact on the oc the lub

[0:43:09] Voice 7: and subdivision with it with on the island is actually it's a big deal it's it's actually a

[0:43:14] Voice 7: substantive policy change um because you're you're you're allowing for lots residential lots to be

[0:43:22] Voice 7: smaller than one hectare that's what that's the impact of it so if you if you if you want to

[0:43:30] Voice 7: consider that we we do recommend that you scale up your project um that you do have a public hearing

[0:43:37] Voice 7: on your land use bylaw that you do have staff analyze this particular issue and come back to

[0:43:44] Voice 7: you with a staff report but yeah we would definitely recommend that you would then go to

[0:43:49] Voice 7: public hearing and have a CIM and scope up the project on that because it's a big impact.

[0:49:57] Voice 1: Yes. I don't have a presentation today, and I am not asking the LTC to make a decision.

[0:50:08] Voice 1: Largely, the staff report was presented for information, and so I encourage you,

[0:50:19] Voice 1: if you haven't read it in detail, that you can take the time over the coming weeks to review it.

[0:50:25] Voice 1: Um, so the, um, I guess I'll start with saying that Islands Trust received a, uh, $200,000

[0:50:36] Voice 1: grant from Healthy Watersheds Initiative, which was part of a large $27 million campaign promise

[0:50:45] Voice 1: from the NDP government in the last, um, election. And it is to facilitate, um, community driven

[0:50:53] Voice 1: driven work to protect watersheds.

[0:50:56] Voice 1: And there was a project team that was created around this

[0:51:01] Voice 1: that included myself and planner Chadwick.

[0:51:04] Voice 1: And it is a project of the regional planning committee.

[0:51:09] Voice 1: The majority of the funds are going to develop

[0:51:13] Voice 1: the freshwater sustainability strategy,

[0:51:15] Voice 1: which is a Federation wide strategy.

[0:51:17] Voice 1: And within that strategy,

[0:51:20] Voice 1: we have identified the need to have on-island demonstration implementation projects.

[0:51:27] Voice 1: And so there was only a handful of these projects selected.

[0:51:34] Voice 1: And Hornby Water Stewardship was one of the selected projects, if not like the lead runner.

[0:51:42] Voice 1: Another one is Laskiti, the Peet's Lake Water Users Society, as well as a small remediation and reclamation project on Salt Spring Island, and a heritage mapping project that is being undertaken with the help of our senior intergovernmental policy analyst, Lisa Wilcox.

[0:52:08] Voice 1: So, the amount of funds that was dedicated to the Hornby water stewardship started out at $25,000.

[0:52:23] Voice 1: I've retained some of those funds to hire a consultant to do a few GIS mapping projects that are going to relate to the work that is part of the project.

[0:52:35] Voice 1: so one of the projects was looking at the role of vegetation for recharge mapping

[0:52:44] Voice 1: and so we have just finished that work and my new student co-op

[0:52:54] Voice 1: student co-op person or watershed ecosystems technologist is the position Alex has been

[0:53:02] Voice 1: instrumental in in working on that and so we that has contributed to our knowledge of of groundwater

[0:53:10] Voice 1: recharge on on hornby which is really exciting and then also part of of that funds is to

[0:53:18] Voice 1: i hired a youth professional young professional to undertake some watershed resiliency mapping

[0:53:26] Voice 1: which is help which will help contribute to the to the project undertaken by the

[0:53:32] Voice 1: the Hornby Water Stewardship. So the, the, the crux of the Hornby Water Stewardship project,

[0:53:39] Voice 1: and they can speak to it better than I can, but I'll do my best, is a on-island water testing

[0:53:46] Voice 1: service. And this is largely to look at bacteriological issues. And they have been

[0:53:54] Voice 1: working on this for for several years now using these testing kits that um are uh that are largely

[0:54:03] Voice 1: um all uh the samples are completely handled on island and so the testing kits are used they put

[0:54:10] Voice 1: into an incubator and um and they grow the bacteria and then uh can see if there's bacteria

[0:54:17] Voice 1: in the sample um and we're looking at coliforms and e coli and the the starting of the testing

[0:54:23] Voice 1: service what had uh what do you call that humble beginnings who's in alex was so kind to to let

[0:54:31] Voice 1: the stewardship use the back of the co-op for a bit um and now they've expanded and and have

[0:54:37] Voice 1: secured in with the support of the healthy watersheds grant has secured a spot in the

[0:54:43] Voice 1: hornby spark in the old fire hall which is really great and um also the use of the funding will go

[0:54:51] Voice 1: to capital costs to buy testing kits to buy instrumentation for water quality and other

[0:55:00] Voice 1: things related to the testing like a new incubator and sterilizers and things like that sampling

[0:55:07] Voice 1: equipment and also the the grant is going to be used for securing their not a volunteer but

[0:55:17] Voice 1: but an employment position with the Hornby Water Stewardship

[0:55:21] Voice 1: and the testing service for 12 months.

[0:55:26] Voice 1: So that's really exciting too.

[0:55:27] Voice 1: And so the intention of the testing service in this project

[0:55:33] Voice 1: is to look at the pathways in which bacteria moves through the landscape.

[0:55:39] Voice 1: So the testing service before is looking at bacteria in wells.

[0:55:43] Voice 1: and so for this one we're going to look at ditches we're going to look at wetlands and

[0:55:48] Voice 1: we're going to look at streams to see where on the landscape this bacteria is coming from

[0:55:54] Voice 1: and to perhaps identify problematic areas and that in association with the watershed resiliency

[0:56:03] Voice 1: mapping might narrow down where there's issues with bacteria and so then that can

[0:56:07] Voice 1: and potentially help us mitigate the issue.

[0:56:12] Voice 1: Yeah, so it's all really exciting

[0:56:14] Voice 1: and it's such a pleasure to work

[0:56:18] Voice 1: with the Hornby Water Stewardship.

[0:56:19] Voice 1: I've been working with them

[0:56:21] Voice 1: since I started in my island's trust position

[0:56:23] Voice 1: and that's really supported by the LTC's role in that.

[0:56:27] Voice 1: And so I'd like to thank the current LTC

[0:56:29] Voice 1: and with helping facilitate this work

[0:56:35] Voice 1: and I don't know what else to say.

[0:56:55] Trustee Allen: Just on the first, in the background, third paragraph,

[0:56:59] Trustee Allen: you mentioned the jurisdictional complexity.

[0:57:05] Trustee Allen: complexity. No

[0:57:06] Trustee Allen: single agency has either the capacity or the legislative responsibility.

[0:57:11] Trustee Allen: Can you elaborate on that? I was assuming the Water Sustainability Act was kind of dealing with

[0:57:17] Trustee Allen: this. So could you just explain what are you referring to in terms of this? Sure. Limitations?

[0:57:23] Trustee Allen: Yeah,

[0:57:24] Voice 1: that's great. So the Water Sustainability Act does a really detailed job on addressing

[0:57:32] Voice 1: addressing non-domestic water uses so licensed groundwater wells for multi-family homes or

[0:57:41] Voice 1: agriculture and and the the implementation of of the water sustainability act has been

[0:57:51] Voice 1: patchy to say it lightly there has been the rollout hasn't been that smooth in the

[0:57:58] Voice 1: Islands Trust Area. The Water Sustainability Act does have the Groundwater Protection Regulation,

[0:58:05] Voice 1: which addresses the construction of groundwater wells, and so that's really helpful.

[0:58:14] Voice 1: But the management of domestic water wells is not in the purview of the Water Sustainability Act

[0:58:24] Voice 1: as it sits there can be area-based regulations that can be developed out of the water

[0:58:31] Voice 1: sustainability act but just like the the basic the basic version of the water sustainability act

[0:58:37] Voice 1: um essentially deems right to to domestic users and that's it and so it's each each domestic user

[0:58:45] Voice 1: gets 2 000 liters per day deemed right and in times of drought they have essential household

[0:58:50] Voice 1: hold the use of 25 liters uh per person so 25 liters sorry 250 liters per day per person yeah

[0:58:58] Voice 1: 250 liters per day per person so that or actually that's per dwelling i should say it's not per

[0:59:05] Voice 1: person um so so that's kind of like where the water sustainability act kind of stops for now

[0:59:11] Voice 1: with the domestics. The Drinking Water Protection Regulation, an act, ultimately

[0:59:24] Voice 1: assumes responsibility for safe drinking water in the province,

[0:59:28] Voice 1: but there's very limited direct regulation to domestic groundwater well users from that act

[0:59:37] Voice 1: and regulation. And then in the absence of the regional district of Comox, the Comox Regional

[0:59:45] Voice 1: District having any type of drinking water watershed protection program, they're largely

[0:59:50] Voice 1: like their jurisdiction is not concerned with domestic groundwater users. So there is a

[0:59:58] Voice 1: a jurisdictional

[1:00:00] Voice 1: gap there for the reasons that it's a privately managed public resource and so in order to ensure

[1:00:11] Voice 1: the sustainability of this public resource like every single domestic household that uses

[1:00:19] Voice 1: groundwater is involved and and so largely the our best tool to address that is education

[1:00:26] Voice 1: but another powerful tool is is doing the this on island monitoring that that the hornby water

[1:00:36] Voice 1: stewardship is carrying forward and then historically the province has done monitoring

[1:00:40] Voice 1: in the past like there was a there's a big push for monitoring in the early 2000s on hornby

[1:00:46] Voice 1: um so so there's there's an ability of of these agencies to participate for sure um

[1:00:56] Voice 1: But there's a jurisdictional gap with addressing these specific issues.

[1:01:04] Voice 1: However, under the Water Sustainability Act, there's a section that's called water objectives.

[1:01:11] Voice 1: And water objectives can lead to a area-based regulation that can be concerned about a watershed

[1:01:21] Voice 1: shed or an aquifer and address certain values or challenges within that watershed or aquifer

[1:01:28] Voice 1: and um island stress staff has had some really progressive conversations with uh the environment

[1:01:35] Voice 1: and climate change and that ministry name always escapes me ministry of environment and their

[1:01:44] Voice 1: policy analysts because they're they're developing a new policy for water objectives so this project

[1:01:50] Voice 1: project with the Hornby Water Stewardship continues on our exploration of the values of

[1:02:01] Voice 1: the water users of Hornby, but also taking a deep dive at some of these issues. It's without a doubt

[1:02:08] Voice 1: that there is bacteriological issues in groundwater wells, and we don't understand where the bacteria

[1:02:15] Voice 1: is coming from and we don't understand how how widespread it is so this is kind of like a

[1:02:22] Voice 1: reconnaissance project to to target areas on the island for for future work and and i i really want

[1:02:32] Voice 1: to um um demonstrate my my inspiration from dr john cox who has who has really taken the

[1:02:44] Voice 1: the recommendations from Dr. Diane Allen and from Flynnrow

[1:02:49] Voice 1: and has moved this project forward

[1:02:51] Voice 1: with the support of the Hornby Water Stewardship.

[1:02:54] Voice 1: And I just like, we're making progress

[1:02:56] Voice 1: on this very difficult and elusive problem.

[1:03:01] Voice 1: So I hope, I know I added to that Trustee Allen,

[1:03:06] Voice 1: but I hope I described the jurisdictional kind of gray zone

[1:03:10] Voice 1: that we're in with domestic wells

[1:03:12] Voice 1: as they relate to the uh like basically water drinking water safety on the island it's um yeah

[1:03:21] Voice 1: thank

[1:03:22] Trustee Fast: you yeah and i'll just chime in saying i was really interested to see your comment in the

[1:03:28] Trustee Fast: report about the effects of climate change uh potentially making this worse the issue worse

[1:03:36] Trustee Fast: or the issue more tricky to handle um anyway that was fascinating to see i hadn't thought about that

[1:03:42] Trustee Fast: that side of it was how the how climate change could affect the whole under the soil ecology

[1:03:49] Trustee Fast: and uh changes so

[1:03:51] Voice 1: yeah and and just to mention on that so we we have been taking a real um focus on

[1:03:58] Voice 1: the ecosystems um influence on groundwater and so uh we're like there's forecasting on

[1:04:07] Voice 1: on changing of species and and how ecosystems are going to change through climate

[1:04:11] Voice 1: climate um but the the one the one troubling aspect is the unknown unknowns so will climate

[1:04:21] Voice 1: increase deer population will climate increase sheep population on on luskete right and and

[1:04:28] Voice 1: or will it in or will climate increase the amount of mountain bikes on the mountain

[1:04:33] Voice 1: moving nutrient around you know i mean like there's there's uh several unknown unknowns

[1:04:39] Voice 1: unknowns that that can contribute to the source and often we want to chase the source of the

[1:04:45] Voice 1: problem and and i've encouraged the hornby water stewardship through this project to not be so

[1:04:51] Voice 1: focused on the source of the problem but like let's look at how the problem is moving around

[1:04:56] Voice 1: the island and then maybe we can mitigate it there so say in uh and and i i want to say that

[1:05:02] Voice 1: This was inspired from work that was happening on Hornby in the Sandpiper region where they looked at a stream that had E. coli and they put in nature-based solutions to increase just basically riprap and step pools to increase oxygenization of the ditches.

[1:05:23] Voice 1: and it was improving the situation and I thought well there's a hands-on way of mitigating the

[1:05:30] Voice 1: situation rather than chasing deer around on the mountain or something like that where we don't

[1:05:36] Voice 1: know that's actually what's happening so I'm encouraged that we can get some nature-based

[1:05:42] Voice 1: solutions in here to not only protect drinking water but also these streams and ditches are

[1:05:50] Voice 1: are pointed right at the beaches where there's recreation

[1:05:53] Voice 1: and Island Health does sample the recreational waters

[1:06:00] Voice 1: off the coast and the near shore,

[1:06:02] Voice 1: and there's bacteria there.

[1:06:04] Voice 1: So if we create constructed wetlands

[1:06:09] Voice 1: or more of these step pools and the ditches

[1:06:12] Voice 1: in future projects that might also contribute

[1:06:14] Voice 1: to the health of the near shore as well, so.

[1:07:25] Voice 1: water stewardship um and and i should just leave it off the water stewardship is um in care of the

[1:07:33] Voice 1: the Heron Rock Society.

[1:07:34] Voice 1: So they're the registered society

[1:07:38] Voice 1: that was able to accept the funds.

[1:11:48] Trustee Allen: At one point, like even the Thatch Hornby Island Resort, their new plans, they used to have a staff house, and the new plans did not have staff housing.

[1:11:58] Trustee Allen: I think even Seabreeze has got less staff housing.

[1:12:02] Trustee Allen: It's only maybe for one person where they used to have for more people since the fire at Seabreeze.

[1:12:08] Trustee Allen: So there seems to be definitely a lack of housing seasonally.

[1:12:14] Trustee Allen: So what New Hewlett has come up with is streamlined the temporary use permit intake for temporary seasonal workers with housing RVs in the summertime.

[1:12:23] Trustee Allen: time. I don't know how many people are familiar with this particular way of approaching seasonal

[1:12:32] Trustee Allen: dwellings. So basically it's fast tracking, but though I look at the timeline, and the timeline

[1:12:37] Trustee Allen: is very fast tracking. Application were open April 1st, two information sessions, second week of

[1:12:45] Trustee Allen: April, then an application review middle of April, then deadline end of April, middle of April 2,

[1:12:50] Trustee Allen: and then yeah so final it's it all was basically in a a month which is phenomenal um so i'm

[1:12:59] Trustee Allen: wondering whether how we can approach is whether we can get the staff to really look at this and

[1:13:06] Trustee Allen: see whether this could be a possibility for hornby in terms of making a temporary use permit

[1:13:11] Trustee Allen: application cheaper more affordable for this this particular approach for uh housing and um

[1:13:19] Trustee Allen: and whether there's any uptake in our community after that.

[1:13:22] Trustee Allen: So I'm just wondering where we can go with this,

[1:13:23] Trustee Allen: because I think this is a really terrific approach,

[1:13:29] Trustee Allen: especially in this COVID times,

[1:13:30] Trustee Allen: because it's unbelievable how many people are living in RVs

[1:13:34] Trustee Allen: and just nomad land.

[1:13:36] Trustee Allen: It's out there.

[1:13:36] Trustee Allen: It's everywhere.

[1:13:37] Trustee Allen: And so, yeah.

[1:13:40] Trustee Allen: So I'd just like to know how we could approach this

[1:30:06] Trustee Fast: islands trust if you think about it that way and um uh and also there's a little bit in there about

[1:30:17] Trustee Fast: pemberton so they can't only be in the southern gulf islands where are they i want to see one

1. CALL TO ORDER 
Chair Fast called the meeting to order at 10:00 am. She welcomed the public, introduced 
Trustees, staff and recorder; and acknowledged that the meeting was being held electronically 
in territory of the K’omoks and Coast Salish First Nations. 
2. APPROVAL OF AGENDA 
The following additions to the agenda were presented for consideration: 
 Under item 9.1, to be added for discussion, recent correspondence received by Trustee 
Allen from Wiseman, regarding the Official Community Plan (OCP) Bylaw No. 166. 
 Under Item 9.2, to be added as an addendum, the staff report on the Hornby Drinking 
Water and Watershed Protection Project, which was to be distributed at the present 
meeting, will instead be referred to as a report on the Islands Trust website that anyone 
can access. 
 Under item 9.3, housekeeping Bylaw Nos. 161 and No. 162, to be presented to trustees 
for adoption 
 Under item 11.2, add for discussion, Temporary Use Permits (TUPs) for seasonal workers 
for this upcoming summer.

3.1 Trustee Reports 
  Trustee Scott reported on the following: 
 The owner of the Thatch continues to maintain a shutdown of operations at the 
Thatch development site. A representative from the Ministry of Forests, Lands,

Natural Resource Operations and Rural Development (FLNRO) met with K'ómoks 
First Nation Chief Nicole Rempel recently at the Thatch development site to review 
the site. There has been no other new information brought forward.  
 The Hornby Island Advisory Planning Commission (HOAPC) will soon be examining 
the ongoing issues around Short Term Vacation Rentals (STVRs). 
 The lack of permanent housing on Hornby Island, especially for working younger 
people, continues to be a serious problem. 
 HOAPC Members and HOAPC Chair Wendy Burton were thanked for doing an 
excellent job on their last referral. HOAPC member Daniel Siegel has recently 
assumed the role of President of the Hornby Island Residents and Ratepayers 
Association (HIRRA). 
 Islands Trust staff were thanked for their recent efforts. 
Trustee Allen reported on the following: 
 Numerous conversations with people in the community regarding ideas for housing 
options, STVR infractions, renting during the Covid pandemic, and visitors to Hornby 
Island during the Covid pandemic. 
 Concerns that the new Islands Trust website was cumbersome and non-intuitive to 
himself and many others he had spoken to. 
o Chair Fast noted that the new website had been up for a few weeks and that 
anyone can send feedback to webcomments@islandstrust.bc.ca. 
3.2 Chair's Report 
 Chair Fast reported on her participation in the following meetings: 
 Weekly Executive Committee meetings to prepare the agenda for the upcoming 
Trust Council meetings of June 8, 9, and 10, 2021. 
 A recent Regional Planning Committee meeting allowed a look at the Islands Trust 
Freshwater Sustainability Strategy. 
 Bowen Island Municipality Council Meetings. 
 An upcoming Islands Trust Conservancy meeting. 
 An upcoming meeting of the Association of Vancouver Island and Coastal 
Communities meeting. 
Chair Fast noted that a recent higher than normal volume of development applications 
over the entirety of the Islands Trust area, was lengthening the planning approval 
process and may be partly to do with the Covid pandemic. As well, Islands Trust 
Conservancy proposals for covenants and donations had increased.  
3.3 Electoral Area Director's Report - none 
4. TOWN HALL  
 Members of the public commented with the following noted: 
 Darren Bond, Chair of the Hornby Island Community Economic Enhancement Community 
(HICEEC), in collaboration with Hornby Water Stewardship, reported on a pilot project to 
install roadside signage to signal drought levels for public awareness. The Fire chief had 
approved such drought signage along the same stretch of property that the fire hazard 
signage was displayed. Future possibilities are for a roadside drought signage standard

across the Gulf Islands based on the provincial government drought information portal for 
these areas. 
o Chair Fast noted that Bowen Island has an online version of a drought monitor under

A Trustee requested that planning staff provide somewhat more contextual information 
to the motions and other items listed in the Follow Up Action List Report. 
7.2 Letter dated March 31, 2021 - Local Trust Committee Letter of Support for Connected 
Coast 
 Chair Fast, author of the letter, introduced the letter to Trustees for discussion. 
7.3 Letter dated May 5, 2021 to the Local Trust Committee from Susan Stanford, Assistant 
Deputy Minister for the Connectivity Division in the Ministry of Citizens' Services 
regarding the Connected Coast Network 
A Trustee observed from this response letter that the Local Trust Committee (LTC) was 
still waiting for a statement from Northern Development Initiative Trust (NDIT) 
regarding their approval of the CityWest funding application to support last mile 
internet connectivity to Hornby and Denman Islands. 
Chair Fast noted that she had sent an email to Trustees containing a map of Denman 
and Hornby internet speeds, as part of a larger Canadian map, and linked to a Union of 
BC Municipalities website, which allows users to directly gauge their internet speeds, to 
compare their actual speeds to what the Federal map speeds convey. Internet speeds 
have become a factor in Federal grant funding initiatives where funding has been 
sometimes denied to communities that are incorrectly deemed to already have 
sufficient internet speeds.

9. LOCAL TRUST COMMITTEE PROJECTS 
9.1 Minimum Average Lot Area Amendments Project (MALA) - verbal update 
Planner Mahikwa provided an update on the amendment Bylaw Nos. 166 and 167 since 
their first reading on March 26, 2021, with the following information: 
 We received no responses from any agencies (deadline was May 19), and to date 
have had responses from three First Nations (Wei Wai Kum, We Wai Kai, and 
Cowichan Tribes) responded with “no comment”.  The other ten First Nations have 
until June 25, 2021 to respond. 
 Consideration of second reading of the bylaws is set for the July 16, 2021 LTC 
meeting when staff will provide a final report.  
 For Bylaw No. 167, a Land Use Bylaw (LUB) amendment, the Public Hearing 
requirements will have been waived, so the LTC can consider second and third 
readings and referral to the Executive Committee at its July meeting. 
 For Bylaw No. 166, an OCP amendment, a Community Information Meeting and a 
Public Hearing can be held after the July LTC meeting. Consideration of 2nd and 3rd 
reading. Potentially refer to EC and Ministry of Municipal Affairs and Housing as 
well. 
 
Trustee Allen spoke regarding an email he had received on May 20, 2021 from Kaeley 
Wiseman, Principal of Wiser Projects, which was too late to appear on today’s agenda. 
He suggested that the minimum average lot area ideas proposed by Wiser should be 
discussed before second reading of Bylaw No. 166.  
 Regional Planning Manager Kauer observed that the minimum average lot area 
ideas proposed by Wiser would involve very substantial changes to the OCP and LUB 
because they would allow for residential lots smaller than 1 hectare.  
HO-2021-036

that the Hornby Island Local Trust Committee request staff to report on the Wiser letter 
of May 19, 2021, regarding its proposals for Minimum Average Lot Area amendments, 
and how these proposals relate to the Official Community Plan Bylaw No. 166, for 
consideration at the July 16, 2021 Hornby Island Local Trust Committee meeting.

9.2 Hornby Drinking Water and Watershed Protection Project - Staff Report - to be 
distributed 
Chair Fast noted that the report would not be distributed but was contained on the 
Islands Trust website in the Addendum to the meeting Agenda.  
William Shulba, Senior Freshwater Specialist, introduced the Hornby Drinking Water and 
Watershed Protection Project Report, which falls under the Islands Trust Freshwater 
Sustainability Strategy, and noted the following:

 Islands Trust received a $200,000 grant from Healthy Watersheds Initiative as part 
of a $27,000,000 NDP campaign promise to facilitate community-driven work to 
protect watersheds. 
 Most of these funds will go towards the Islands Trust Freshwater Sustainability 
Strategy. 
 As part of that strategy, Hornby Water Stewardship, managed by Heron Rocks 
Friendship Center Society, was one of a handful of projects selected in the Trust 
area, with $25,000 dedicated. 
 The focus of the Hornby Watershed Stewardship project is on-island water testing 
services for coliforms and e-coli. They operate out of the Hornby Spark in the old 
firehall. 
 Funding will help pay for testing kits, instrumentation for water quality, other 
equipment, and an employment position. Some funds will also go towards GIS and 
watershed resiliency mapping. 
 Island Health has found bacteria on Hornby beaches from stream and ditch run off. 
 The new project will expand testing to include water from ditches and streams to 
identify the origins and extent of well water contaminating bacteria.  
  Trustee Allen requested information on jurisdictional limitations. 
Specialist Shulba responded that: 
 Private domestic water wells are in a jurisdictional grey zone between the Water 
Sustainability Act, which focuses more on larger scale private wells for multiple 
users and agriculture;  
 The Drinking Water Protection Regulation Act, which has very little direct regulation 
of domestic wells; and  
 The Comox Valley Regional District, which has no program for domestic wells. 
However, within the Water Sustainability Act, the section ‘Water Objectives,’ is 
being updated to better address specific watersheds and aquifers. 
9.3 Bylaw Nos. 161 and 162 - for adoption 
 Regional Planning Manager Kauer noted that these were final housekeeping motions for 
the bylaws that had been through all stages of the bylaw process and were ready to be 
added to the official OCP and LUB.

April 30, 2021, regarding plastic debris issues, to the Baynes Sound Forum for 
consideration.

11.1 Annual Report - Staff Report 
Planner Kauer sought endorsement from the LTC for a statement that summarizes the 
year’s activities of the LTC for the permanent record of the Trust Council.  
Trustee Scott suggested the inclusion of a statement to indicate that application 
volumes have increased.

that the Hornby Island Local Trust Committee endorse the following text for inclusion in 
the 2020-2021 Annual report for approval by the Islands Trust Council and submission to 
the Minister of Municipal Affairs and Housing as amended with the addition of one 
sentence that states that application volumes have increased: 
“The Hornby Island Local Trust Committee (HO LTC) held nine meetings in the 2020/21 
fiscal year. There were six regular business meetings and three public hearings.

Work for this period focused on technical amendments to the official community plan 
(OCP), fees related to the bylaw enforcement notification bylaw, and amending the 
zoning of a property where affordable housing is planned. The HO LTC also initiated a 
project to amend the OCP and land use bylaws to address inconsistencies related to 
minimum average lot area provisions.  
The HO LTC considered numerous reports in conjunction with one major rezoning 
application on the island. The committee also reviewed two development permits and 
one temporary use permit.  
Staff reviewed two subdivisions, twenty-two siting and use permits, and seven crown 
land referrals related to proposed development in the Hornby Island Local Trust Area.  
Another initiative of the HO LTC has been relationship building with the K’omoks First 
Nation.”

11.2 Temporary Use Permits for seasonal workers for this summer   
Trustee Allen noted that there was a general lack of housing for seasonal workers on 
Hornby Island and that partly because of the Covid pandemic, nomadic living was 
proliferating. Perhaps a Temporary Use Permit (TUP) could be made less expensive for 
this summer through a fast-tracked process. 
Trustee Scott noted that the cost and temporary nature of the TUP permits were an 
impediment to investment. The issue could be referred to the APC in July after a staff 
report. 
Chair Fast noted that infrequent Local Trust Committee meetings, in comparison to 
Municipal meetings which could meet weekly, precluded fast-tracking. 
HO-2021-039

around temporary seasonal housing for workers on Hornby Island and provide a report 
for the next Local Trust Committee meeting on July 16, 2021 meeting.
