[0:00:16] Trustee Fast: traditional territories of the Coast Salish people, especially the Comox and the Qualicum.

[0:00:21] Trustee Fast: And I'm really grateful to be here today and to be living in such a beautiful place, sustained through time.

[0:00:27] Trustee Fast: and I'm going to call the meeting to order and I want to begin by saying I'm introducing your

[0:00:37] Trustee Fast: local trustees who you probably know very well so the Denman Island local trust trustees are

[0:00:43] Trustee Fast: Laura Bershaken if you could wave Laura thank you and David Critchley David can you put up your

[0:00:51] Trustee Fast: oh okay great good now we know we can hear you and together the three of us I'm from coming to

[0:00:58] Trustee Fast: you from Bowen Island over in Howe Sound out Ketsam and from the territory of the Squamish

[0:01:04] Trustee Fast: and the Tsleil-Waututh and together we make up your local trust committee I'm the off-island chair

[0:03:33] Trustee Fast: And I want to bring in another character who we talk about,

[0:03:38] Trustee Fast: but who is not able to join us in electronic meetings.

[0:03:40] Trustee Fast: and i'm just going to say nature is here with us today so think about one of these little blocks

[0:03:47] Trustee Fast: little squares on your screen with uh chickadee or some kind of something that you like in nature

[0:03:52] Trustee Fast: in it because that's part of who we're working with today and i'd just like to say um um i'm

[0:04:02] Trustee Fast: just moved by uh the reconciliation efforts and the horrifying discoveries that um are being made

[0:04:11] Trustee Fast: and uh and um wish to support and recognize the reconciliation declaration that the

[0:04:18] Trustee Fast: honest trust has made and the efforts that we're going to talk about a bit in the meeting

[0:04:21] Trustee Fast: okay thank you and uh so um this is an official forum so it's an official meeting it's also a

[0:04:33] Trustee Fast: a place of employment.

[0:04:34] Trustee Fast: So if you have comments and suggestions

[0:04:37] Trustee Fast: and things you want to say in the town hall meeting,

[0:04:40] Trustee Fast: if you could direct them at us,

[0:04:42] Trustee Fast: your local elected trustees,

[0:04:44] Trustee Fast: that's part of participatory democracy

[0:04:46] Trustee Fast: is to have your voices and we need them,

[0:04:49] Trustee Fast: but we need to retain a civil and respectful

[0:04:52] Trustee Fast: and safe workplace.

[0:04:54] Trustee Fast: So staff get that through the laws of British Columbia,

[0:04:58] Trustee Fast: they're entitled to a safe workplace

[0:04:59] Trustee Fast: place. And participatory democracy needs the advice of our professional staff. It needs the

[0:05:08] Trustee Fast: input of your elected trustees who you have chosen from among the citizens on Denman and me running

[0:05:18] Trustee Fast: the meeting and your voices. So if we can all work together, that would be great to keep it

[0:05:23] Trustee Fast: friendly and be hard on the issues and easy on each other. That would be wonderful. So the agenda

[0:05:29] Trustee Fast: is before you i just have a couple of things i want to mention you'll see that there are

[0:05:34] Trustee Fast: uh page numbers missing uh beside um where is it here 9.4 this is the denman housing association

[0:05:45] Trustee Fast: that's because it is uh published as an addendum it came in a little late to get into the big uh

[0:05:52] Trustee Fast: agenda so um it's separate and you can find it at the website and um also there's one of the

[0:05:58] Trustee Fast: information items the highlights of the meeting is there as well so it's a two-part agenda today

[0:06:04] Trustee Fast: um anything else that i should know i should mention about the um uh meeting today did i

[0:06:12] Trustee Fast: miss anything no we're recording it's live streaming and uh so let's uh take it away

[0:06:20] Trustee Fast: how about this agenda trustees do we approve the agenda or does anybody have anything to add

[0:06:32] Trustee Fast: you very much okay so the agenda is approved by consent and so we'll move on

[0:06:37] Trustee Fast: now to rise and report this is just to report from an in-camera meeting that's

[0:06:43] Trustee Fast: held without the public present that was a meeting we held May the 4th and what I

[0:06:48] Trustee Fast: have to report is that we adopted minutes of an earlier closed meeting

[0:06:52] Trustee Fast: held March 16th at that in-camera meeting. After this meeting, we're going to go to another

[0:06:59] Trustee Fast: in-camera meeting. There are sometimes things that have to be done in closed meetings. And

[0:07:04] Trustee Fast: according to the laws of British Columbia, by the way, you can look them up, local government act,

[0:07:08] Trustee Fast: community charter, somewhere in there. So reports. Now we're into trustee reports.

[0:07:15] Trustee Fast: Who would like to go first?

[0:07:17] Trustee Busheikin: I can go first because I'm actually, mine will be quite brief.

[0:07:22] Trustee Busheikin: brief, I didn't have a slew of meetings as I sometimes do. Although I mean, I was busy, I,

[0:07:31] Trustee Busheikin: you know, you can see these background reports about housing issues that are attached. So I was

[0:07:37] Trustee Busheikin: working on those. And it certainly gave me a lot of admiration for staff, because it there's,

[0:07:43] Trustee Busheikin: there's a lot to just even just compiling lists of other documents is quite a bit of work.

[0:07:50] Trustee Busheikin: um so i i was focusing quite a bit on that and um i'm really on getting ready for the upcoming

[0:07:59] Trustee Busheikin: press council meeting and doing a lot of background reading about the policy statement

[0:08:03] Trustee Busheikin: uh the only meeting i went to was dircon which is the uh the denman network of organizations

[0:08:12] Trustee Busheikin: that get together to talk about covid response which is still uh we're still meeting um because

[0:08:19] Trustee Busheikin: because this transitional period has plenty to talk about

[0:08:23] Trustee Busheikin: and coordinate, so, and, oh, and I attended

[0:08:30] Trustee Busheikin: the Bain Sound Forum, actually, I can't even remember

[0:08:31] Trustee Busheikin: if it was since the last meeting or before that,

[0:08:36] Trustee Busheikin: but it was since the last meeting.

[0:08:38] Trustee Busheikin: See, I don't, yeah, anyway, it was great.

[0:08:41] Trustee Busheikin: That group, the Bain Sound Lambert Channel Forum is,

[0:08:44] Trustee Busheikin: I feel really sort of becoming more mature and it's been a slow process but even though that

[0:08:53] Trustee Busheikin: takes patience I think it's really good because and I've said I said this at the meeting but I

[0:08:57] Trustee Busheikin: need to say it again I'm deeply grateful for all the people who did have done the hard work over

[0:09:03] Trustee Busheikin: the last couple years of getting a terms of reference and figuring out an organizational

[0:09:07] Trustee Busheikin: structure and looking for funding because a group like that needs that it's not going to keep

[0:09:14] Trustee Busheikin: keep functioning and being powerful as an ad hoc group.

[0:09:16] Trustee Busheikin: I know that's hard, tedious work without a lot of glory,

[0:09:20] Trustee Busheikin: but I think it is glorious.

[0:09:22] Trustee Busheikin: So I'm excited.

[0:09:24] Trustee Busheikin: I think that group will, you know,

[0:09:26] Trustee Busheikin: over the next few years will really start to show its worth.

[0:09:30] Trustee Busheikin: And I'm really glad it's happening.

[0:09:34] Trustee Fast: That's it.

[0:09:35] Trustee Fast: Thank you very much, Trustee Boucherkin.

[0:09:38] Trustee Fast: How about you, Trustee Critchley?

[0:09:41] Trustee Critchley: Yes, thank you.

[0:09:42] Trustee Critchley: um so i have attended uh two meetings of the select committee of trust council which is

[0:09:49] Trustee Critchley: a committee that is um engaged consultants for a management review of trust operations

[0:09:57] Trustee Critchley: um those two meetings were with the consultants that have been hired and were i would describe

[0:10:05] Trustee Critchley: them as excellent meetings the quality of the people that we are working with is exceptional

[0:10:10] Trustee Critchley: professional, very inspiring. I think we're going to get a very good result. We have further

[0:10:18] Trustee Critchley: meetings scheduled. I'll just let people know these are public meetings and you can find them

[0:10:23] Trustee Critchley: on the Trust website. We have another one scheduled for the 12th of July and they will

[0:10:30] Trustee Critchley: be essentially monthly until the project is completed. So what else? I attended two meetings

[0:10:38] Trustee Critchley: of the Trust Programs Committee,

[0:10:41] Trustee Critchley: and they dealt with version one and version two,

[0:10:45] Trustee Critchley: respectively, of the new proposed draft

[0:10:50] Trustee Critchley: trust policy statement.

[0:10:53] Trustee Critchley: That document is like our constitution in a way.

[0:10:59] Trustee Critchley: It establishes principles about what the trust is all about,

[0:11:03] Trustee Critchley: and it contains a number of directive policies

[0:11:06] Trustee Critchley: which are binding on local trust committee.

[0:11:09] Trustee Critchley: So it's a very important document.

[0:11:11] Trustee Critchley: It's engendered a lot of discussion in the trust area,

[0:11:15] Trustee Critchley: some on Denman,

[0:11:17] Trustee Critchley: but I think more perhaps in the Southern Gulf Islands

[0:11:20] Trustee Critchley: become somewhat contentious with suggestions

[0:11:24] Trustee Critchley: that we're trying to ram it through

[0:11:27] Trustee Critchley: without public consultation of an appropriate level

[0:11:30] Trustee Critchley: and so forth.

[0:11:31] Trustee Critchley: So we have a trust council special meeting

[0:11:34] Trustee Critchley: meeting set for, well, I guess, Wednesday, tomorrow, and the Thursday. The Wednesday will be

[0:11:44] Trustee Critchley: a town hall type of arrangement in the evening so that people can phone in or appear on Zoom.

[0:11:54] Trustee Critchley: And on the Thursday, we'll be dealing with the second draft of the trust policy statement.

[0:12:02] Trustee Critchley: So what else? I also attended the Bain Sound Lambert Channel Forum, and as Trustee Bleszakina said, it was really a very good program, and there are a lot of inspiring people that attend this function.

[0:12:19] Trustee Critchley: We had our guest speakers were from the Comox Valley Conservation Partnership, and it was suggested that they tell us their history because we thought that possibly their method of organization, their mode of operation might be something which we could emulate or take elements from for the Maine Sound Forum as it continues on.

[0:12:48] Trustee Critchley: and I found that discussion very very interesting and these people are doing tremendous work

[0:12:55] Trustee Critchley: it's it was an eye-opener to me to realize that I think there are I think they said 26

[0:13:02] Trustee Critchley: organizations which are members of that conservation partnership and they're all

[0:13:07] Trustee Critchley: represented within the Comox Valley so we are a very environmentally aware and concerned society

[0:13:13] Trustee Critchley: society, not just on Denman, but throughout the Comox Valley. And that's a lovely thing to see.

[0:13:19] Trustee Critchley: Anyway, I also had one of the guests, we had several people from the Department of Fisheries

[0:13:25] Trustee Critchley: and Oceans, as we usually do, and including Dr. Terry Sutherland from Vancouver, who has done

[0:13:32] Trustee Critchley: research on the carrying capacity of Bain Sound. And we're looking to try and arrange for her to

[0:13:38] Trustee Critchley: to be the presenter at our next forum,

[0:13:41] Trustee Critchley: which will be in the fall of this year.

[0:13:44] Trustee Critchley: And Dr. Seldon just mentioned that whenever they came

[0:13:48] Trustee Critchley: to up to Denman and to Bain Sound to do their research,

[0:13:52] Trustee Critchley: they always said, here we are in the magic of Bain Sound.

[0:13:57] Trustee Critchley: And I thought that was so touching

[0:13:59] Trustee Critchley: from an outsider, so to speak,

[0:14:02] Trustee Critchley: but that's how it's appreciated

[0:14:03] Trustee Critchley: by somebody of her background as a biologist.

[0:14:08] Trustee Critchley: So I think that concludes my report.

[0:14:11] Trustee Critchley: Yeah, thank you.

[0:14:15] Trustee Fast: And I'll just go briefly.

[0:14:18] Trustee Fast: I also attended Trust Programs Committee meetings and that kind of thing.

[0:14:23] Trustee Fast: And the meetings that both trustees talked about tomorrow and the next day are in our agenda here on page 140.

[0:14:33] Trustee Fast: And this is just to let you know that there's an information meeting, if you want to know more about the trust policy statement, there'll be a brief information meeting, I think 630 tomorrow before the town hall at seven begins, and then you're welcome to tune in any time on the eighth for the meeting starts at nine.

[0:15:00] Trustee Critchley: And when I looked and saw that I actually omitted the biggest event of the last two months, and we all did, which was actually attending Trust Council on June 8th and 9th.

[0:15:15] Trustee Critchley: You know, it occupies so much of our time, and there was a massive amount of preparation involved in anticipation of it.

[0:15:21] Trustee Critchley: it uh so just just a note for the record that we all attended that and uh there are our details of

[0:15:30] Trustee Critchley: what went on on that on the trust website thanks that's

[0:15:34] Trustee Fast: right thank you david yes that was david

[0:15:35] Trustee Busheikin: that's um yeah um sometimes time gets jumbled in my head clearly it's

[0:15:42] Trustee Fast: okay because i was going to

[0:15:43] Trustee Fast: pick it up so here is the highlights and anybody can subscribe to this you can get them in your

[0:15:48] Trustee Fast: email and uh just to let people know that that happened june 8th 9th and uh and we um uh made

[0:15:57] Trustee Fast: some slight changes to the updates really to the local trust committee correspondence policy

[0:16:02] Trustee Fast: if uh if you want to know nothing that will really change things um in the way things work

[0:16:09] Trustee Fast: um application and model fees bylaw i wanted to mention this because uh your uh trustee laura

[0:16:16] Trustee Fast: Barbara Shakin is the chair of the planning committee, and they have been working on this for a few years.

[0:16:22] Trustee Fast: So we might touch on this during the meeting, but that was a very good discussion, and Trust Council adopted that new policy, 5.6.1.

[0:16:34] Trustee Fast: Congratulations, Laura.

[0:16:35] Trustee Fast: And then we, Trust Council, adopted a couple of natural area tax exemption program certificates.

[0:16:43] Trustee Fast: So this is if you want to put a covenant on your land, you can get a reduction in your property taxes. And anyway, that's in their annual report for anybody interested in what's happening. Lots of good stuff in there, as well as information about these upcoming meetings.

[0:17:11] Trustee Fast: And then a couple more things I just wanted to mention.

[0:17:17] Trustee Fast: I'm on the Islands Trust Conservancy board as well.

[0:17:21] Trustee Fast: So we had a meeting on May 25th and expect more news coming soon.

[0:17:26] Trustee Fast: And I chaired the Hornby Local Trust Committee on May 21st and the Gambier-Keats Local Trust Committee over here in Howe Sound on May 27th.

[0:17:38] Trustee Fast: And I just wanted to mention the Howe Sound Community Forum has been running for 20 years.

[0:17:44] Trustee Fast: That's one that I belong to through Bowen Island and I guess Gambier-Keats.

[0:17:49] Trustee Fast: And they have been applying to become a UN biosphere region.

[0:17:59] Trustee Fast: And so that's looking very promising.

[0:18:02] Trustee Fast: They've passed another step.

[0:18:03] Trustee Fast: So expect a formal announcement in September is what we're working towards.

[0:18:11] Trustee Fast: And that's another interesting model.

[0:18:14] Trustee Fast: We come together in a different place.

[0:18:17] Trustee Fast: and uh um let me know if you want more info that's my report and uh electoral area uh i think

[0:18:25] Trustee Fast: daniel arbore hasn't been able to join us is that correct okay so we'll skip the um 4.3 and we're on

[0:18:34] Trustee Fast: now to uh the town hall portion so here um is where uh people can have a couple of minutes to

[0:20:40] Trustee Fast: the Hornby local trust committee asked us if we had any comments and we said,

[0:20:44] Trustee Fast: no, our interests are unaffected. So that's just reporting out.

[0:20:50] Trustee Fast: No minutes of the advisory planning commission.

[0:20:53] Trustee Fast: So we're into the follow-up action list 8.1 on our agenda page 12.

[0:22:06] Planner Zupanec: There's a few more pieces of information that they've requested that Mike Richards, our grants administrator,

[0:22:13] Planner Zupanec: and I will discuss tomorrow in terms of getting that to them

[0:22:16] Planner Zupanec: because there's a timeline associated

[0:22:18] Planner Zupanec: with making sure they have that information

[0:22:20] Planner Zupanec: as well as confirmation that you wish to proceed.

[0:22:24] Planner Zupanec: So as long as after today's meeting,

[0:22:26] Planner Zupanec: I have a sense that you are still intending

[0:22:28] Planner Zupanec: to keep the project list as is,

[0:22:30] Planner Zupanec: then I can confirm that with them

[0:22:33] Planner Zupanec: and initiate the more formal work plan

[0:22:37] Planner Zupanec: for commencing the farm plan implementation project.

[0:22:40] Planner Zupanec: project, which has a different title. I just don't have that in front of me right now.

[0:35:19] Planner Zupanec: intent is so that timing of that would be done at the time of subdivision which could happen

[1:14:30] Planner Zupanec: The LTC also requested staff to work with the applicant to add a phrase regarding the ability to adapt the tenant selection procedure specifically related to the ability for people to stay in the dwelling units regardless of the level of care that might be needed so that the applicant has also addressed that particular request and the changes as per the recommendations on the first page of this report.

[1:15:01] Planner Zupanec: So this is an opportunity for the LTC to determine whether or not these suggested amendments are to your satisfaction and the readings that are required are listed in the recommendations as well to enable these changes so that we can update the bylaw post to the web.

[1:17:57] Trustee Busheikin: good responses. The one that I'm concerned about has to do with recommendation 1A. And this is

[1:18:10] Trustee Busheikin: fine. But unfortunately, as I looked into this, this week, when reading the package, I, what I

[1:18:18] Trustee Busheikin: see is that the original motion, which I made to, to create this change, really, unfortunately,

[1:18:25] Trustee Busheikin: Unfortunately, and I apologize for this, it really didn't go far enough because there's two things.

[1:18:30] Trustee Busheikin: There's the definition of qualified applicant, but there's also the, what is it now?

[1:18:38] Trustee Busheikin: I can't remember.

[1:18:39] Trustee Busheikin: It's Appendix B, my mind has gone blank, but the guidelines for choosing applicants, the tenant selection procedure, Schedule B.

[1:18:52] Trustee Busheikin: and the tenant selection procedure effectively nullifies a lot of the effect of this inclusiveness

[1:19:00] Trustee Busheikin: that we're aiming for uh and it is on page it looks like someone's going there um let's see

[1:19:09] Trustee Busheikin: it's on page 67 66 and 67 um and um like the idea and i've been in touch with senior

[1:19:18] Trustee Busheikin: Intergovernmental Policy Advisor Lisa Wilcox who advises us on Indigenous relationship issues and

[1:19:27] Trustee Busheikin: reconciliation and also talked briefly to us some time ago to Director Frater about this who also

[1:19:37] Trustee Busheikin: works on those issues. The idea here is that Indigenous people who are not resident on Denman

[1:19:43] Trustee Busheikin: but who have a connection to Denman through ancestry, through history, through a treaty,

[1:19:49] Trustee Busheikin: or through a treaty process that is underway, or through oral history, or

[1:20:01] Trustee Busheikin: through archaeological sites. There are many ways and a whole lot of sophistication in the ways that

[1:20:09] Trustee Busheikin: that we can understand Indigenous people have a significant connection to a place.

[1:20:17] Trustee Busheikin: The goal here when I made the motion is that they be included, so that when we say who

[1:20:22] Trustee Busheikin: is a Denman Islander, we are not just talking about settlers, but we are including people

[1:20:27] Trustee Busheikin: whose ancestors may have lived here for dozens of generations and who stewarded the land

[1:20:33] Trustee Busheikin: for all that time and who were forced out by colonialism, whether that was in the form of

[1:20:42] Trustee Busheikin: violently being forced out or by simply the sort of ongoing blows that came with colonialism,

[1:20:51] Trustee Busheikin: that they'd be welcomed back as Denman Islanders. And so in the tenant selection procedure,

[1:20:59] Trustee Busheikin: procedure there's a number of provisions like that the person may have been must have been

[1:21:06] Trustee Busheikin: resident on denman for at least two years preceding the application or that they we look at the or

[1:21:13] Trustee Busheikin: that the uh dclta would consider the contribution of the applicant and any family member to denman

[1:21:19] Trustee Busheikin: island who paid or unpaid volunteer work um so these really nullify that and they turn it back

[1:21:25] Trustee Busheikin: back to something that is more supportive

[1:21:32] Trustee Busheikin: of the current settler population on Denman.

[1:21:36] Trustee Busheikin: So I would like to propose to change that

[1:21:42] Trustee Busheikin: and not to require that the housing be aborted

[1:21:48] Trustee Busheikin: specifically to indigenous people,

[1:21:51] Trustee Busheikin: but that they should be considered

[1:21:53] Trustee Busheikin: in the tenant selection procedure

[1:21:55] Trustee Busheikin: procedure, without it being required that they have those particular contemporary connections

[1:22:02] Trustee Busheikin: to Denman, because they have their own connections to Denman.

[1:22:06] Trustee Busheikin: And I have been in touch with Lisa Wilcox, who supports that as being in line with the

[1:22:16] Trustee Busheikin: Islands Trust Reconciliation Action Plan, which is, and in particular with parts of

[1:22:23] Trustee Busheikin: of the missing and murdered Indigenous women

[1:22:25] Trustee Busheikin: report recommendations and UNDRIP and DRIPA

[1:22:29] Trustee Busheikin: and all of these documents which we're working with

[1:22:35] Trustee Busheikin: to change how we do things.

[1:22:37] Trustee Busheikin: So, and I'm not sure I have the language for that.

[1:22:44] Trustee Busheikin: And I also understand that for the applicant

[1:22:46] Trustee Busheikin: that may be a bit of a concept

[1:22:50] Trustee Busheikin: and a bit of a change to wrap their head around.

[1:22:53] Trustee Busheikin: So I'm not entirely sure where to go with this

[1:22:55] Trustee Busheikin: but i know i want to go somewhere with it and i i'm so i guess i'm open for comments from um other

[1:23:38] Trustee Busheikin: if if the selection committee is made up of people of settler descent there are huge cultural

[1:23:46] Trustee Busheikin: differences between well there are many cultural differences between all of us but between

[1:23:51] Trustee Busheikin: between Indigenous people and people who've come

[1:23:53] Trustee Busheikin: from elsewhere as settlers here.

[1:23:55] Trustee Busheikin: And so that is very subjective,

[1:23:58] Trustee Busheikin: the suitability of the personal characteristics.

[1:24:00] Trustee Busheikin: And I will say as a settler person,

[1:24:02] Trustee Busheikin: I sometimes see that I do not understand

[1:24:05] Trustee Busheikin: elements of Indigenous culture and I am still learning

[1:24:09] Trustee Busheikin: and will be learning forever.

[1:24:11] Trustee Busheikin: And that could be interpreted

[1:24:14] Trustee Busheikin: when you don't understand something as it's not suitable,

[1:24:16] Trustee Busheikin: whereas actually it's simply that I don't understand it.

[1:24:19] Trustee Busheikin: so um you know i would love to see an indigenous person or two on the committee and but that's up

[1:24:25] Trustee Busheikin: to the dclta and i'm sure they're very aware of of um the the uh positive uh elements of

[1:24:33] Trustee Busheikin: being representative so yeah that's those are the things that i'm looking at those

[1:24:39] Trustee Busheikin: votes uh 9-2 and 10-2 and to some degree 10-4.

[1:24:47] Trustee Fast: 9-2, 10-2 and 10-4 thank you. Yeah

[1:25:09] Trustee Busheikin: replicants from the region, with ties to the region, or meaningful ties to the region, she

[1:25:14] Trustee Busheikin: didn't give me wording, would be excluded from those requirements of living on Denman or having

[1:25:20] Trustee Busheikin: recent contribution, they have ancestral contribution.

[1:25:26] Trustee Fast: Thank you. And this is all just

[1:25:27] Trustee Fast: the application process anyway. I guess my question for Sonia, for Planner Zupanets, is that

[1:25:35] Trustee Fast: that this is just the application process, I imagine, to become an applicant, then you're on

[1:25:42] Trustee Fast: the list. And the committee would need to make those challenging decisions about what's the

[1:25:49] Trustee Fast: best fit for that little, for that community of tenants. Would that be correct?

[1:25:57] Planner Zupanec: Correct. And the whole point of having this included as a schedule to the bylaw is so that

[1:26:05] Planner Zupanec: it is clear and agreed upon that this is an appropriate and comprehensive selection procedure.

[1:26:14] Planner Zupanec: So removing it completely and hoping that a nonprofit organization does the right thing

[1:26:21] Planner Zupanec: is inappropriate in this case. So we don't recommend that any of this be left to the

[1:26:27] Planner Zupanec: community to decide. The whole point of this exercise is to specify what is the tenant

[1:26:31] Planner Zupanec: selection procedure on behalf of the entire community that the LTC endorses and supports

[1:26:38] Planner Zupanec: and is in line with the trust's reconciliation efforts. So at this point in time, it appears

[1:26:44] Planner Zupanec: that if you would like to have this further refined and brought back to you, we have enough

[1:26:51] Planner Zupanec: information based on Trustee Boushakian's discussion to go back with the applicant and

[1:26:59] Planner Zupanec: and the DCLTA board to suggest improvements to the wording

[1:27:04] Planner Zupanec: that can be presented to the local trust committee

[1:27:07] Planner Zupanec: at another meeting, because at this point in time,

[1:47:48] Trustee Critchley: of their members, shows that they in fact took in some of the remnants of the Pentlatch people,

[1:47:55] Trustee Critchley: as did the Qualicum. So that is where the Indigenous people of Denman Isle have ended up,

[1:48:02] Trustee Critchley: but not to ignore the fact that there are continuing connections with Dem and Island,

[2:23:19] Planner Zupanec: drawing on the density bank in the Denman OCP

[2:23:23] Planner Zupanec: as well as a provisional policy in your OCP that permits an increase in density for 20 units of

[2:23:32] Planner Zupanec: rent controlled affordable housing in the Denman Village which is the parcel highlighted in the

[2:23:37] Planner Zupanec: center here. The units would be owned and managed by the Denman Housing Association

[2:23:44] Planner Zupanec: who are the applicant and they've signed an agreement with the property owner to acquire

[2:23:50] Planner Zupanec: the one-hectare commercially zoned portion in the village

[2:23:54] Planner Zupanec: for the purposes of developing

[2:23:56] Planner Zupanec: the 20 units of affordable housing.

[2:23:58] Planner Zupanec: The transfer of that title is contingent on the success

[2:24:01] Planner Zupanec: of the density transfer of another receiver parcel

[2:24:04] Planner Zupanec: here in the north,

[2:24:05] Planner Zupanec: which we'll refer to as the Danes Road parcel.

[2:24:08] Planner Zupanec: The receiver parcel in the Denman Village

[2:24:11] Planner Zupanec: we're still referring to as the Kirk Road parcel,

[2:24:15] Planner Zupanec: which is also on Northwest Road.

[2:24:17] Planner Zupanec: And then the other donor parcel here

[2:24:19] Planner Zupanec: year we'll refer to as the Woodham parcel. So this preliminary staff report recommends that

[2:24:26] Planner Zupanec: the LTC consider directing staff to begin drafting bylaws to enact the changes that are required to

[2:24:32] Planner Zupanec: support the application as presented. As well, we're suggesting additional pieces of information

[2:24:37] Planner Zupanec: are required in order to proceed. So we'll go through those recommendations in a bit. I just

[2:24:42] Planner Zupanec: want to provide a succinct summary of how this application would work for those watching or

[2:24:49] Planner Zupanec: participating in the community who need this information presented i'm sure you've gone on

[2:24:56] Planner Zupanec: to the website trustees to look at the professional reports as i suggested earlier last week there's

[2:25:01] Planner Zupanec: an exhaustive list of reports that were submitted as part of this application that we're referring

[2:25:07] Planner Zupanec: to and drawing on in your consideration of this so i'll start with uh this parcel here in the south

[2:25:14] Planner Zupanec: the wooden piece just to confirm that this parcel the intent here is to reduce the density of the

[2:25:22] Planner Zupanec: non-agricultural land reserve portion from the permitted seven units of density or dwellings that

[2:25:29] Planner Zupanec: are currently allowed under the r2 zoning to four so that's a reduction of three units of density

[2:25:38] Planner Zupanec: and those would be transferred to the north to what we're referring to as the danes road parcel

[2:25:44] Planner Zupanec: It's actually the whole parcel is highlighted, but really it's just the small northwestern piece that we'll look at in more detail in just a bit that would receive that three density increase.

[2:25:58] Planner Zupanec: We're currently there's proposed lots four and five, each permitted one dwelling each would be either consolidated or subdivided again to allow for a maximum of five.

[2:26:09] Planner Zupanec: so there would be a rezoning required for this piece as well as the wooden property

[2:26:16] Planner Zupanec: to decrease and increase and permit that transfer of density between the two

[2:26:22] Planner Zupanec: the concurrent applications associated with this parcel um sorry there is a current subdivision

[2:26:32] Planner Zupanec: application um that is um just about ready to be finalized as far as i understand in terms of

[2:26:39] Planner Zupanec: creating the proposed lots four and five so there would need to be a subsequent future subdivision

[2:26:45] Planner Zupanec: application should this be successful the other receiver parcel is the one that's the the pith and

[2:26:53] Planner Zupanec: substance of this application for affordable housing and this is the one hectare piece in

[2:27:00] Planner Zupanec: the village that was just reviewed by the local trust committee for the development variance permit

[2:27:06] Planner Zupanec: to reduce the minimum lot size

[2:27:08] Planner Zupanec: and enable the subdivision to proceed.

[2:27:10] Planner Zupanec: And that is subdivision application

[2:27:15] Planner Zupanec: and development variance permit application

[2:27:17] Planner Zupanec: are both cross-referenced here.

[2:27:19] Planner Zupanec: So the increase in density for this piece

[2:27:22] Planner Zupanec: would be drawing on the Denman density bank,

[2:29:45] Planner Zupanec: So this is the site plan for the one hectare,

[2:29:49] Planner Zupanec: what is now the commercially zoned portion of the Crook Road property in the Denman Village,

[2:29:53] Planner Zupanec: the receiver parcel for 20 units of rental housing.

[2:30:00] Planner Zupanec: And the key considerations for this, similar to the last proposal that you had from the

[2:30:06] Planner Zupanec: Denman Housing Association, is that the intent is to apply for BC Housing funding in 2022

[2:30:13] Planner Zupanec: to enable the development of this project in its entirety as presented under step code

[2:30:20] Planner Zupanec: for energy requirements.

[2:30:23] Planner Zupanec: The rainwater harvesting and collection element of this project is significant to supplement

[2:30:29] Planner Zupanec: a current or an existing well on site

[2:30:33] Planner Zupanec: and the cistern location in the north,

[2:30:36] Planner Zupanec: sort of west corner here would be to supplement the well.

[2:30:41] Planner Zupanec: There are reports,

[2:30:46] Planner Zupanec: the hydrogeological assessment report that was submitted

[2:30:48] Planner Zupanec: indicating that there is sufficient groundwater resources

[2:30:51] Planner Zupanec: to supply the proposed development as presented.

[2:30:55] Planner Zupanec: So the applicant has applied for a water license

[2:30:58] Planner Zupanec: with additional information being compiled to submit to the province

[2:31:02] Planner Zupanec: and that dovetail into staff recommendations for a water management plan

[2:31:07] Planner Zupanec: to very clearly lay out how water is used on this site

[2:31:12] Planner Zupanec: and a number of other parameters that we'll go over.

[2:31:16] Planner Zupanec: So sewage disposal, there is also a professional report pertaining to the site conditions

[2:31:23] Planner Zupanec: to support the subdivision.

[2:31:25] Planner Zupanec: And the applicant has noted

[2:31:27] Planner Zupanec: that they will be updating that report

[2:31:29] Planner Zupanec: to ensure that it reflects the intended density

[2:31:33] Planner Zupanec: of this parcel of 49, potentially maximum 49 residents

[2:31:37] Planner Zupanec: to ensure that the report indicates

[2:31:39] Planner Zupanec: that that could be supported with the conditions

[2:31:43] Planner Zupanec: and the technology that's being presented.

[2:32:56] Planner Zupanec: is that the this shown in red would then be further subdivided to permit five lots and due

[2:33:04] Planner Zupanec: to the proximity of these lots to water courses we have been recommending that proof of adequate

[2:33:11] Planner Zupanec: sewage disposal be conditional as part of the rezoning versus a future subdivision application

[2:33:17] Planner Zupanec: application to ensure that there's no gaps in information in terms of the LTC's consideration

[2:33:22] Planner Zupanec: of whether or not this site is appropriate for that increase in density versus waiting for the

[2:33:31] Planner Zupanec: subdivision application and the provincial approving officer to determine if that was

[2:33:36] Planner Zupanec: indeed the case. So that's also embedded in the staff recommendations that we'll be reviewing

[2:33:41] Planner Zupanec: in just a minute. So maybe I'll just go back to this image while we go over some of their

[2:33:47] Planner Zupanec: other elements of the staff report. There's a considerable site context information for your

[2:33:54] Planner Zupanec: consideration and the attachments that I won't go over in detail, just focus on the issues and

[2:33:59] Planner Zupanec: opportunities, specifically the staff report recommendations pertaining to the water management

[2:34:05] Planner Zupanec: plan, First Nations and wastewater treatment. So in support of the recommendation that a water

[2:34:14] Planner Zupanec: management plan be submitted for further consideration of these bylaws advancing when

[2:34:19] Planner Zupanec: they're drafted. Both receiver parcels are classified as having moderate and high aquifer

[2:34:27] Planner Zupanec: intrinsic vulnerability according to our internal mapping. So we know that the residential portion

[2:34:34] Planner Zupanec: of the Kirk Road parcel would be connected to the Cornell water system, but the one hectare piece

[2:34:41] Planner Zupanec: piece for affordable housing would be a combination of groundwater and rainwater collection

[2:34:49] Planner Zupanec: and licensed through the province. So staff's recommending that the water management plan

[2:34:56] Planner Zupanec: address a number of issues outlined in the staff report and we'll skip to those so that they're on

[2:35:01] Planner Zupanec: the screen for you. And these would be critical in terms of supplementing and supporting a

[2:35:08] Planner Zupanec: a restrictive covenant that may be used on title

[2:35:11] Planner Zupanec: to ensure adequate monitoring is undertaken

[2:35:14] Planner Zupanec: to support the increase in density as proposed.

[2:35:18] Planner Zupanec: And the management plan would hopefully address

[2:35:21] Planner Zupanec: these elements as shown in the staff report,

[2:35:24] Planner Zupanec: which includes water demand, conservation commitments,

[2:35:27] Planner Zupanec: onsite storage capacity, emergency considerations,

[2:35:33] Planner Zupanec: proposed plan for the irrigation and gray water reuse,

[2:35:36] Planner Zupanec: use and the monitoring and stormwater management requirements so the draft covenant is also

[2:35:45] Planner Zupanec: recommended to be prepared to ensure the ongoing monitoring and maintenance and that a copy of the

[2:35:52] Planner Zupanec: water license once it is approved is provided to the local trust committee before a public hearing

[2:35:57] Planner Zupanec: is scheduled for this application so that that information can be presented to the community to

[2:36:03] Planner Zupanec: satisfy concerns perhaps about an increase in density in an area with a known groundwater

[2:36:08] Planner Zupanec: supply issue we have not provided an analysis to you yet regarding the danes road parcels

[2:37:34] Planner Zupanec: the system is intended to support uh as well we're recommending that the the danes road parcels also

[2:37:40] Planner Zupanec: have the same level of assessment provided from a qualified professional to satisfy any concerns

[2:37:47] Planner Zupanec: that those two parcels, proposed lot four and five,

[2:37:52] Planner Zupanec: if subdivided to allow for up to five

[2:37:54] Planner Zupanec: full-time residential units,

[2:37:56] Planner Zupanec: have adequate area and conditions

[2:37:58] Planner Zupanec: to support wastewater treatment.

[2:38:02] Planner Zupanec: And First Nations updates that we can provide you,

[2:38:06] Planner Zupanec: as was mentioned in the development variance permit

[2:38:08] Planner Zupanec: application that you just recently approved earlier today,

[2:38:12] Planner Zupanec: we did send early notification in April to COMOCS

[2:38:16] Planner Zupanec: regarding the full suite of development that's being contemplated by this application

[2:38:22] Planner Zupanec: so the applicant has contacted the arc branch and received documentation that they would not be

[2:38:29] Planner Zupanec: requiring any further permits or studies on the parcel based on the mapping that they have

[2:38:37] Planner Zupanec: staff's recommendation is taking it to the next step in terms of the island's trust commitment

[2:38:44] Planner Zupanec: for reconciliation with Comox Nation specifically in that we have their cultural heritage policy

[2:38:51] Planner Zupanec: requirements which are part of attachment four of the staff report and we understand that there is

[2:38:58] Planner Zupanec: a need to ensure that there's no missed opportunity with this application to provide

[2:39:04] Planner Zupanec: sufficient evidence that the proposed increase in density on the receiver parcel would not

[2:39:11] Planner Zupanec: be infringing on archaeological potential that that we have mapping of for this area and that

[2:39:18] Planner Zupanec: adequate permits and processing of cultural heritage in this area is considered well before

[2:39:25] Planner Zupanec: a public hearing is scheduled so we would like to vet that with the ARC branch and the nation

[2:39:33] Planner Zupanec: specifically and ensure that if there is a suggestion to the local trust committee that

[2:39:39] Planner Zupanec: that there needs to be an archeological overview assessment

[2:39:42] Planner Zupanec: conducted by the applicants,

[2:39:44] Planner Zupanec: that we have that information to you

[2:39:46] Planner Zupanec: well in advance of a public hearing,

[2:39:50] Planner Zupanec: so that the community is aware

[2:41:04] Planner Zupanec: decide at that time that you review the draft bylaws whether you want to see those elements

[2:41:10] Planner Zupanec: move forward or not but at this point we would use this as sufficient direction to proceed with

[2:41:15] Planner Zupanec: substantial amendments to policies and regulations and that the applicant provide confirmation

[2:41:25] Planner Zupanec: from a qualified professional regarding the sewage treatment for both parcels that you commit to

[2:41:35] Planner Zupanec: receiving that provincial water license as part of the consideration of this application

[2:42:06] Planner Zupanec: for BC Housing specifically,

[2:42:09] Planner Zupanec: but this would still require a cost recovery agreement

[2:58:41] Trustee Busheikin: And one of the, and I've learned a lot, so I'm continually evolving my understanding,

[2:58:46] Trustee Busheikin: which is really very minimal still.

[2:58:48] Trustee Busheikin: One of my takeaways was that although water conservation is increasingly essential, that it be targeted.

[2:59:00] Trustee Busheikin: So in areas where it appears there's plenty of water available for a project, that it is not necessarily a good use of resources to add on a lot of water conservation elements.

[2:59:19] Trustee Busheikin: uh and and um that was really something i heard from from multiple people that we should we should

[2:59:25] Trustee Busheikin: be targeted in how we ask for these things and that's new for me i usually be kind of scattered

[2:59:35] Trustee Busheikin: maybe we need to wait till we get that water license but my understanding is that the uh well

[2:59:42] Trustee Busheikin: report shows there is enough water for this project without no okay so I just wanted to

[2:59:52] Trustee Busheikin: hear that because and then also at the same time it's in a an area that's found to have vulnerability

[3:01:24] Planner Zupanec: At this point, what we're asking is for the applicant to create one comprehensive document,

[3:01:28] Planner Zupanec: the plan, that they therefore populate with their plan as to whether or not they are doing

[3:01:36] Planner Zupanec: any additional water conservation commitments so that it's very clear to you as the decision

[3:01:42] Planner Zupanec: makers, to staff doing the analysis and the referral, like the freshwater specialist who

[3:01:47] Planner Zupanec: would be reviewing it, and to the community at large to understand that there is a thoughtful

[3:01:52] Planner Zupanec: approach to managing water which would be sustaining up to 49 people on this site

[3:01:59] Planner Zupanec: perhaps in perpetuity so there's no prescription as to what that conservation needs to look like

[3:02:06] Planner Zupanec: but I would anticipate that their rainwater collection supplementing potable water with

[3:02:12] Planner Zupanec: rainwater collection would be articulated more clearly in this as one of their conservation

[3:02:18] Planner Zupanec: commitments whether or not they've contemplated gray water reuse those are all pieces that they

[3:02:24] Planner Zupanec: can with their consultant provide some technical detail and some basic design parameters around

[3:02:31] Planner Zupanec: the feasibility for those things to actually be incorporated into the development so at this stage

[3:02:38] Planner Zupanec: there's no intention to prescribe or require anything simply that the applicant be asked to

[3:02:44] Planner Zupanec: provide a plan that in sort of one stop document we can answer all the questions related to how

[3:02:52] Planner Zupanec: water is going to be used licensed reused stored etc without having to go through um you know

[3:03:00] Planner Zupanec: different ideas or documents submitted at different times in this application process

[3:03:05] Planner Zupanec: but that it's finally coordinated in one plan that you then have before a public hearing in

[3:03:13] Planner Zupanec: your community has before a public hearing to satisfy whether or not this development can be

[3:03:20] Planner Zupanec: supported based on the information we have so there's no prescriptions requested at this time

[3:03:26] Planner Zupanec: thank

[3:03:34] Trustee Fast: see here on page two it would be that we get a plan but what's in the plan is up to them

[3:03:51] Planner Zupanec: And you haven't had an application that's necessarily gone through this exhaustive list of requirements.

[3:03:59] Planner Zupanec: So we are evolving the freshwater sustainability strategy for the northern region as a key informative piece to staff's recommendation that you require this level of detail and information from anybody who's proposing any increase of density in any location so that everybody understands what's being asked and how this water would be used.

[3:04:27] Trustee Fast: and uh uh trustee critchley why don't you take a turn asking a question go ahead

[3:04:33] Trustee Fast: sure

[3:04:35] Trustee Critchley: thank you uh first of all i'd like to thank staff for an extraordinary uh detailed and uh

[3:04:45] Trustee Critchley: considered staff report here um i think it's just just a terrific job uh i also took the time to

[3:04:54] Trustee Critchley: read in detail the various professional reports that were referred to. And I have to say, I think

[3:05:02] Trustee Critchley: it's only fair to say at the outset here what my concerns are, my big concern. Looking at water

[3:05:08] Trustee Critchley: issue, I see, yeah, there's not sufficient water from the well. Roughly on a sustainable basis,

[3:05:16] Trustee Critchley: it would put out maybe 9,000 liters a day, round figures. And what is needed is around 12,000

[3:05:24] Trustee Critchley: liters a day round figures. Now, that 12,000 liters could be reduced down by water management,

[3:05:30] Trustee Critchley: water conservation type practices. So you can pull that number down. You can also supplement

[3:05:38] Trustee Critchley: the amount of water with harvested rainwater. So I'm not so troubled by the prospects of

[3:05:43] Trustee Critchley: being able to fix the water issues. What I am concerned about is this high density of number of

[3:05:52] Trustee Critchley: of residences in an already fairly highly populated area for Denman. It is our sort of

[3:06:03] Trustee Critchley: village area. And there are, relatively speaking, smaller lots around it, at least to the east and

[3:06:11] Trustee Critchley: downslope of it. And I think that's important, downslope. I'm concerned about sewage disposal

[3:06:19] Trustee Critchley: in particular. One thing that I found strange about this, reading these reports, is that

[3:06:28] Trustee Critchley: according to the hydrological report, it is estimated that the source of water for this

[3:06:37] Trustee Critchley: well, which is rather productive as Denman Wells go, is from the northeast. It has sort of a gray

[3:06:48] Trustee Critchley: area showing where the ostensible flow of water is uh to the well and then um the sewage disposal

[3:06:59] Trustee Critchley: fields are located by the looks of it very proximate to that if not right over the area

[3:07:06] Trustee Critchley: where the water flows now you know maybe that's not a problem uh you know engineers can can do

[3:07:12] Trustee Critchley: anything but you know just as from a common sense kind of point of view it's like really

[3:07:19] Trustee Critchley: plus i also seized upon a thing in the hydrological report that says

[3:07:24] Trustee Critchley: yeah the water recharge of the aquifer is in part from the sewage fields and i guess when i think of

[3:07:36] Trustee Critchley: it yeah it's it doesn't all evaporate into the air so that happens um but you know it caused me

[3:07:46] Trustee Critchley: to think even more acutely about uh how are we going to dispose of sewage of 49 people

[3:07:54] Trustee Critchley: uh we're going to be pumping through some 12 000 liters possibly less per day uh into fields which

[3:08:05] Trustee Critchley: which then have to go down into the water, into the soil.

[3:08:09] Trustee Critchley: And it was mentioned what the soil conditions were.

[3:08:12] Trustee Critchley: So that's going to travel.

[3:08:14] Trustee Critchley: It's going to be into the aquifer.

[3:08:17] Trustee Critchley: I know there's people talking about, yes,

[3:08:19] Trustee Critchley: you can build a septic disposal system on a parking lot and all this kind of

[3:08:24] Trustee Critchley: thing. Well, I'd be better.

[3:08:25] Trustee Critchley: I'd feel better with it being on a parking lot because that's at least an

[3:08:28] Trustee Critchley: impermeable surface.

[3:08:29] Trustee Critchley: But I'm wondering then from a long rambling statement here, just by way of predicate towards a question for staff about experience in the trust area, or even elsewhere for that matter, with septic systems of this sort, these type one septic systems in an area that is using wells and in an area that has a fair density of other

[3:09:00] Trustee Critchley: the residences around it are there any such projects that you're aware of or can tell us

[3:09:05] Trustee Critchley: about what the experience has been um

[3:09:08] Trustee Fast: thank you david christian for coming to the question i think

[3:09:12] Trustee Fast: you'll find some of the septic beds have been moved but anyway um over to you planners no no

[3:09:43] Planner Zupanec: because we do rely on the engineers report or the registered on-site wastewater practitioners

[3:09:50] Planner Zupanec: sign off that what they're proposing that the applicant's plans can be supported and that's

[3:09:56] Planner Zupanec: that's what you've received is the preliminary sort of analysis to indicate that despite the

[3:10:04] Planner Zupanec: configuration and the site constraints of a one hectare parcel with a well and a pond and surface

[3:10:11] Planner Zupanec: water that they feel that they could design a system and install a system that would meet the

[3:10:15] Planner Zupanec: provincial requirements thank

[3:10:20] Trustee Fast: you and uh so it's early days i guess and but it that's what the

[3:10:26] Trustee Fast: professionals tell us um uh planner or trustee bushekin do you have a question or do you want

[3:10:34] Trustee Fast: do should we go should we stay on this and then make the motion i have

[3:10:50] Trustee Busheikin: Okay. So this is a general question. I mean, it sort of came up when I was looking at issues and opportunities on page eight of the package. But overall, trying to learn from experience. And maybe it's a little early to get into that level of detail.

[3:11:10] Trustee Busheikin: but we um you know i'm wondering about um impacts on neighboring properties um there's uh you know

[3:11:18] Trustee Busheikin: the probably to be subdivided lot uh on the i'm not good but on the west side and then um

[3:11:27] Trustee Busheikin: the lot on the other side i think doesn't have anything on it right now but um you know i'm just

[3:11:36] Trustee Busheikin: I wouldn't like to lose what we just learned from the DCLTA project about having adequate buffering or fencing or berming around neighboring properties.

[3:11:48] Trustee Busheikin: And I'll just leave that there.

[3:11:50] Trustee Busheikin: I imagine, Sonia, that you're well aware of that, but that should come in at some point.

[3:11:56] Trustee Busheikin: And I know the applicant is here.

[3:11:57] Trustee Busheikin: um but another um like another neighbor neighborhood impact is the community halls

[3:12:09] Trustee Busheikin: directly across the street the community hall is typically where there are dances and concerts and

[3:12:14] Trustee Busheikin: weddings and performances that go late into the night uh sometimes are loud uh sometimes have

[3:12:23] Trustee Busheikin: have alcohol and people hanging around outside being rather loud and having fun

[3:12:30] Trustee Busheikin: in a late night kind of way. And, you know, I'm like, I can anticipate conflict. And I think that

[3:12:37] Trustee Busheikin: the community hall folks, the people, the board that run it and the people who use it, which is

[3:12:45] Trustee Busheikin: almost all of us to some degree, you know, is there something that can be put into place to

[3:12:52] Trustee Busheikin: somehow avoid a situation where the residents of this assuming it all happens or the board of the

[3:12:58] Trustee Busheikin: housing ends up going to and making noise complaints and saying you know community hall

[3:13:04] Trustee Busheikin: you have to have a curfew like we have people living here we have families living here um

[3:13:10] Trustee Busheikin: and you know i think yeah i don't quite i think you know what i'm getting at i don't know what

[3:13:15] Trustee Busheikin: can be done about it and i don't really think having the whole thing hugely fenced off with you

[3:13:21] Trustee Busheikin: noise proof fencing would be very nice it would be then like a compound

[3:13:26] Trustee Busheikin: um so i don't quite know what to do about that but i do see that as potentially

[3:13:34] Trustee Busheikin: uh causing some some concern in the community um and then you know there's another hall across

[3:13:39] Trustee Busheikin: the other street which tends not to be used as often for late night or loud events um

[3:13:46] Trustee Busheikin: Yeah, so those are just two things I wanted to put out there and I'm curious if there's any comments, Planner Zupaness, if you can enlighten me as to how that can be dealt with.

[3:13:59] Planner Zupanec: really briefly, there's only so much you can do within the zoning regulations to inform residential construction in this case, when really what you're asking about is the compatibility of this residential use in a neighborhood that already has an established institutional or community resource capacity, which is perhaps seasonal.

[3:14:22] Planner Zupanec: I'm not sure what the frequency of the of the events that you're describing are but there might

[3:14:27] Planner Zupanec: be room for improvement in the compatibility of the uses and it's not up to this applicant to

[3:14:31] Planner Zupanec: solve those problems necessarily so we will to the extent that we can present you with draft bylaws

[3:14:37] Planner Zupanec: that might mitigate some of those issues that we're already foreseeing screening landscaping

[3:14:44] Planner Zupanec: those types of things might be a requirement of this particular development but there also might

[3:14:50] Planner Zupanec: might be room for improvement and how you regulate the other uses in what is now going to be a

[3:14:55] Planner Zupanec: residential neighborhood it is not strictly commercial if these bylaws are advanced and

[3:15:01] Planner Zupanec: eventually adopted you're creating a very very dense residential pocket in the middle of a

[3:15:08] Planner Zupanec: commercial zone and that's exactly why zoning was created was to try to find some balance

[3:15:13] Planner Zupanec: between adjacent uses and some compatibility to achieve you know whatever standards and community

[3:15:23] Planner Zupanec: priorities you have so we will do our best to bring forward some options but ultimately there

[3:15:29] Planner Zupanec: might be a need to revisit you know how those other adjacent uses operate moving forward if

[3:15:38] Planner Zupanec: if residential uses are encouraged or promoted in this in this particular location so I guess

[3:15:47] Planner Zupanec: you know we'll bring that back and you can discuss that particular element further

[3:15:52] Planner Zupanec: but we're aware that anything that we draft really needs to be cognizant of the adjacent

[3:15:59] Planner Zupanec: residential uses which are primarily single family homes on single parcels of land

[3:16:03] Planner Zupanec: And, you know, who would now be adjacent to multifamily uses, which is very different than living next to a family of eight versus, you know, up to 49 people.

[3:16:13] Planner Zupanec: So, yeah, we will incorporate that into the drafts.

[3:16:20] Trustee Fast: If I can just pop in for a second to say, living through COVID and driving into North Vancouver and other urban areas,

[3:16:30] Trustee Fast: as all the cafes have come out onto the onto the street and the people in the balconies are

[3:16:35] Trustee Fast: all above them and it's a uh new ways of living and uh people seem to like it but that doesn't

[3:16:43] Trustee Fast: mean it'll be right for denman i don't i probably shouldn't even have said that okay and um it's

[3:16:49] Trustee Fast: just uh uh sometimes people like it anyway um uh trustee critchley do you have another one

[3:16:59] Trustee Fast: I

[3:17:02] Trustee Critchley: just wanted to observe the high density of this and say that I would like to see this move forward, at least to the first phase, so that we can start getting community input on it.

[3:17:20] Trustee Critchley: But I'm anticipating that there could be some considerable complaint by the neighborhood there of putting 49 people in one spot, which is appurtenant to other less dense residential uses.

[3:17:40] Trustee Critchley: So I don't know if the developer is able to, if this project works on a lower scale or if it has to be 20 units to make it economically viable and so forth.

[3:17:53] Trustee Critchley: But that's a consideration from the outset. I think just an observation.

[3:18:00] Trustee Fast: Thank you. And I think we'll go to the applicants once we've finished with questions for the planner.

[3:18:06] Trustee Fast: planner, we should give them a chance to speak. Do are there more questions for the planet? Was

[3:18:18] Trustee Critchley: to know if, if our planner is aware of similar developments like this with, you know, being

[3:18:29] Trustee Critchley: being slotted into a less dense area

[3:18:32] Trustee Critchley: and the problems that may or may not flow from that

[3:18:37] Trustee Critchley: from a planning perspective?

[3:18:39] Trustee Critchley: I mean, from a planning perspective,

[3:18:41] Trustee Critchley: is this a wise thing to be contemplating?

[3:18:49] Planner Zupanec: So the key purpose of this particular application

[3:18:52] Planner Zupanec: is to address a severe housing shortage in your community,

[3:18:58] Planner Zupanec: health and safety issues, affordability, first and foremost.

[3:19:02] Planner Zupanec: most and the that trumps the dhas um you know that's the number one consideration for this

[3:19:11] Planner Zupanec: application is to fill a gap in your community's diversity of housing so its ability to blend in

[3:19:18] Planner Zupanec: seamlessly with the rural surroundings and and your existing pattern of settlement is likely

[3:19:25] Planner Zupanec: not going to be perfect. And so this is what I understand to be the best case scenario for

[3:19:33] Planner Zupanec: Denman in terms of achieving your housing objectives in an area that's already quite

[3:19:40] Planner Zupanec: heavily developed and disturbed in terms of ecological diversity. There isn't much to work

[3:19:46] Planner Zupanec: with on this location. So there are some significant trade-offs that your community

[3:19:52] Planner Zupanec: is going to be asked to consider and some of them might be you know does this really fit the

[3:19:58] Planner Zupanec: role character of Denman Island well maybe not but does this address a critical housing shortage

[3:20:02] Planner Zupanec: and a significant imbalance that your community has had for generations yes it sure does and so

[3:20:09] Planner Zupanec: that's a question that you're you and the community have to sort out once we get to the

[3:20:14] Planner Zupanec: consultation stage at this point this units this number of units is being requested because that

[3:20:20] Planner Zupanec: that is seen to be a viable project

[3:20:22] Planner Zupanec: for external funding agencies to invest in.

[3:20:25] Planner Zupanec: It is the maximum number, it is not a minimum.

[3:20:29] Planner Zupanec: So there might be a supportive funding for less units,

[3:20:34] Planner Zupanec: but for now they have to put,

[3:20:36] Planner Zupanec: the applicant has to put their best foot forward

[3:20:39] Planner Zupanec: in suggesting at the maximum highest density,

[3:20:42] Planner Zupanec: this is what we could do with the reality

[3:20:45] Planner Zupanec: that they might only get funding for 12.

[3:21:29] Planner Zupanec: community, but balancing that with the fact that the whole purpose of this is to house people who

[3:21:37] Planner Zupanec: are already not living in in healthy housing options so we'll do the best we can with draft

[3:21:44] Planner Zupanec: bylaws to advance those discussions and considerations and that's part of the reason we

[3:21:50] Planner Zupanec: we try to move carefully uh with this because it's hard to reverse once you've approved something

[3:24:06] Trustee Busheikin: fit um uh i have like about two more questions okay um so and this kind of fits in maybe to the

[3:24:17] Trustee Busheikin: discussion i'm looking on page seven of the package six of the report uh at the ocp um

[3:24:27] Trustee Busheikin: official community plan um guiding objective that's quoted here that's um in conflict somewhat

[3:24:36] Trustee Busheikin: somewhat with this project, which is the guiding objective to retain the village area as the

[3:24:43] Trustee Busheikin: commercial and cultural heart of the island.

[3:24:46] Trustee Busheikin: And talks about pathways of village square open spaces.

[3:24:49] Trustee Busheikin: And I'm not against the suggestion here to simply then remove the this property if it

[3:24:58] Trustee Busheikin: all goes ahead.

[3:25:00] Trustee Busheikin: From the commercial designation, I mean, that's tidy, and makes sense because it would no

[3:25:06] Trustee Busheikin: longer be commercial uh however um at the same time would it make more sense to actually amend

[3:25:15] Trustee Busheikin: the guiding objective for commercial given that we've had quite a lot of feedback um in that

[3:25:20] Trustee Busheikin: downtown charette uh process we did a few years ago we still have the report somewhere on our

[3:25:26] Trustee Busheikin: website I think uh feedback that that um housing within the village area would be um desirable

[3:25:35] Trustee Busheikin: and um there is a little bit of housing there is a suite in the general store there's what I would

[3:25:42] Trustee Busheikin: call the dawn candy home and there's a suite above the art center so there is already housing there

[3:25:51] Trustee Busheikin: So given that housing is already included, yeah, I guess what I'm getting at is if housing is already in the commercial designation, is it a problem to just leave this as a commercial designation with the clarity that housing can be part of that designation?

[3:26:16] Trustee Fast: Can residential be part of a commercial designation?

[3:26:24] Planner Zupanec: Sure. We were contemplating presenting you with some policy and designations that reflected the multi-family rental housing option because this is a very specific application.

[3:26:38] Planner Zupanec: But we can give that some more thought and come up with some options for you to consider that provide some flexibility.

[3:26:44] Planner Zupanec: I'm not sure off the top of my head right now what some of the pros and cons might be, but we can do that analysis and provide you with some options for sure.

[3:26:54] Planner Zupanec: The designation is important to some extent because the application is clearly residential and it's multifamily affordable residential and rental housing to boot.

[3:27:07] Planner Zupanec: So it hits a bunch of targets that we want that designation to reflect that accurately and not muddy the waters by being ambiguous.

[3:27:14] Planner Zupanec: So the applicant's gone to Denman Works to receive a letter of support specifically saying that they're comfortable with that entire one hectare piece being removed from the commercial options for the future of Denman Island.

[3:27:29] Planner Zupanec: and and that's part of this trade-off that you're discussing is is this site suitable for this use

[3:27:36] Planner Zupanec: in this location knowing that there's no multi purpose zoning being articulated here with mixed

[3:27:44] Planner Zupanec: use commercial residential it is strictly residential and if everyone's comfortable

[3:27:49] Planner Zupanec: with that your plan should reflect that accordingly but we can we can look at some

[3:27:56] Planner Zupanec: options for sure and bring that forward too we

[3:30:34] Voice 8: is that the wastewater engineer has specifically said that the effluent attenuates, I think

[3:30:47] Voice 8: is the word within a few meters of leaving the septic field so um in in layman's terms

[3:30:55] Voice 8: the possibility of effluent going anywhere near uh the pond in in a in a uh and in a contaminant

[3:31:04] Voice 8: contaminating form is um is simply not uh borne out by the uh the characteristics of the soil

[3:31:13] Voice 8: and therefore the the um the flow and the distance and and the whole equation that goes into that

[3:31:19] Voice 8: assessment anyhow that's that's just a quick point on on the on those two things and and i guess on

[3:31:25] Voice 8: on a general comment i would say that you know to to the planner's point that denman is has been

[3:31:33] Voice 8: shown to be needed in need of up to 80 80 units of affordable housing and we're only proposing 20

[3:31:42] Voice 8: So you could say that if you believe the report, which is the trust's own housing needs report, we are in fact, even in this optimum situation or maximum situation, we're only providing a quarter of the housing that they say Denman needs to be affordable rental.

[3:32:04] Voice 8: um and uh as for location uh it's clearly my opinion that the pros outweigh the cons that

[3:32:15] Voice 8: uh you don't have anywhere else in um that we know of anyhow that is 10 minutes from the ferry down

[3:32:22] Voice 8: those new steps at the end of kirk road um you know literally a stone's flow throw from the

[3:32:29] Voice 8: general store and right across the road from the school it's it's just about as ideal as it could

[3:32:34] Voice 8: be as a location and um you know it ticks all the boxes as far as uh uh you know people potentially

[3:32:42] Voice 8: not even requiring cars to um to to to to move around so anyhow that's my two cents worth as far

[3:32:50] Voice 8: as the um as far as some of the points that were raised earlier and of course i'm very happy to um

[3:32:56] Voice 8: to engage with uh uh with anybody on on on the subjects that were raised but i do have three

[3:33:43] Voice 8: this, that's the timeline, does reflect what we talked about as a possibility,

[3:33:48] Voice 8: as a best case scenario, considering LTC meetings, staff capacity, and average ministry review times

[3:33:55] Voice 8: for OCP bylaws.

[3:33:58] Voice 8: She goes on to say, of course, it will all be subject

[3:34:00] Voice 8: to LCC decisions and comments that we receive,

[3:34:06] Voice 8: which leads me to a second point.

[3:34:11] Voice 8: that trustees use their discretion where possible

[3:34:49] Voice 8: any possible opening or excuse or reason to not fund us.

[3:34:54] Voice 8: And that includes being absolutely ready

[3:34:56] Voice 8: to to start moving soil and um and and and as they say being shoveled ready um for our part this is

[3:35:06] Voice 8: my last point for our part we've completed most of the reports and assessments needed to support

[3:35:12] Voice 8: this application the preliminary staff report which you've just been hearing highlights some

[3:35:18] Voice 8: more work on on the water aspect that's needed but we can easily accomplish this within the timeline

[3:35:25] Voice 8: line. In fact, we've already initiated this with the engineering company in Victoria who have

[3:35:31] Voice 8: already submitted a first draft of a water plan. And there are five or six points that are in the

[3:35:38] Voice 8: preliminary staff report as recommended that we add to that water plan. So when you get the water

[3:35:45] Voice 8: plan, which I suspect will be in the next two to three weeks, I think you'll find it very

[3:35:52] Voice 8: very comprehensive. However, with regard to our water license and minding the ministry's stated

[3:35:59] Voice 8: lead time, it may be most helpful if we could submit it as late as possible in the application

[3:36:05] Voice 8: process, perhaps even after the public hearing, if that is possible, and perhaps prior to,

[3:55:17] Voice 6: the last, at your last meeting, the LTC passed a couple of motions related to housing. One was

[3:55:23] Voice 6: to bring forward a business case and one was to bring forward a discussion paper. And discussion

[3:55:30] Voice 6: papers are documents that we typically would develop as part of an official project. So this

[3:55:38] Voice 6: is sort of a mini version that provides a lot of information about housing. And you'll note that

[3:55:46] Voice 6: attached to this report is information that was gathered and collected by Trustee Bishaykin

[3:55:53] Voice 6: on the history of housing and studies and all kinds of information specific to Denman as well.

[3:56:03] Voice 6: So this report kind of goes through all of that, summarizes that. In terms of the business case,

[3:56:11] Voice 6: I think what is being anticipated is a larger project that has to do with housing that deals with OCP and the LUB, and that would include hiring a consultant who would then have an enhanced or extraordinary public engagement activity related to that.

[3:56:32] Voice 6: that. And because of the dollar figures involved, there would need to be a business case that would

[3:56:37] Voice 6: go to the financial planning committee this fall to be considered by the trust council for next

[3:56:45] Voice 6: year's fiscal budget. So the recommendations kind of reflect what to do around all of that.

[3:56:55] Voice 6: Right now you have a top priority project listed related to housing, but it's probably helpful to

[3:57:01] Voice 6: expand the language around that to include ocp and lub amendments to do with housing and um and

[3:57:09] Voice 6: move forward with the business case um so that's sort of a summary um i i'll add one more caveat

[3:57:17] Voice 6: in that now that we know that the farm plan uh grant has been um approved for us we're we we as

[3:57:27] Voice 6: staff would assume that, um, that would be the project, um, that we would be working on

[3:57:34] Voice 6: moving forward. It's, it's your top priority project already. Um, and, um, and even though

[3:57:41] Voice 6: the, the grant amount would allow for the hiring of a consultant, it would require staff time to

[3:57:47] Voice 6: hire a consultant, get them up to speed, get them, um, um, established with, with the project

[3:57:55] Voice 6: and maintain the contract and and liaise with the contractor um so we would assume that housing

[3:58:04] Voice 6: would then um move to next year's work plan um so that's uh that's a summary for me um i have

[3:58:15] Voice 6: recommendations on the first page that are mostly related to the to the business case and that's it

[3:59:29] Trustee Critchley: me to be an omission that needs to be corrected as we struggle through these

[3:59:35] Trustee Critchley: these things but curious about this reference to inclusionary zoning and

[3:59:42] Trustee Critchley: that we don't in BC have that so I guess we can't do anything about that other

[3:59:47] Trustee Critchley: than lobbying our provincial government for such powers maybe that should be

[3:59:52] Trustee Critchley: something that's taken up at trust council maybe put forward by the regional planning

[4:00:00] Trustee Critchley: committee just a suggestion there um i was curious about this thing about uh one of the things we

[4:00:07] Trustee Critchley: could do is removing regulatory and financial barriers to societies that uh build affordable

[4:00:16] Trustee Critchley: housing and now financial barriers that we have nothing to do with that but regulatory barriers

[4:00:23] Trustee Critchley: i mean are there such um i don't know haven't haven't we identified everything and made it

[4:00:29] Trustee Critchley: as easy as possible for affordable housing societies to just glide through our processes

[4:00:34] Trustee Critchley: or are there still barriers that we need to remove do we need a consultant to tell us that or is that

[4:00:41] Trustee Critchley: something that we might know I guess that that's a question that I have the other thing was

[4:00:48] Trustee Critchley: wondering given the scope of this whether it's something that could be put forward on behalf of

[4:00:54] Trustee Critchley: of the Regional Planning Committee

[4:01:00] Trustee Critchley: on behalf of all islands,

[4:01:02] Trustee Critchley: it seems there's gonna be common themes here.

[4:01:07] Trustee Critchley: I don't know that by plowing this land again,

[4:01:12] Trustee Critchley: we come up with any new plants, any productivity,

[4:01:17] Trustee Critchley: but I don't know, I'm just skeptical

[4:01:25] Trustee Critchley: for a consultant that doesn't really build any more affordable housing on on the trust islands

[4:01:32] Trustee Critchley: that's that's just a little uh skepticism that i have about the thing but i'd be interested in

[4:01:38] Trustee Critchley: a regional planning manager car responding to to that heather

[4:01:49] Voice 6: My basic response is that staff could do this work.

[4:01:53] Voice 6: We're assuming that a consultant is needed because of the public engagement and that there's an anticipated extraordinary amount of public engagement that would be needed and consultants do that better, at least enhanced public engagement.

[4:02:13] Voice 6: In terms of analysis of your bylaws and how they could be made better, how they could remove regulatory barriers, staff could do that.

[4:02:23] Voice 6: If you had a scaled-down project and not a lot of money, that could all be done by staff.

[4:02:32] Voice 6: And so it depends on the size and scope of your project.

[4:02:36] Voice 6: and um and theoretically that that work could be done by the northern staff um through through a

[4:02:46] Voice 6: discussion paper you know um which wouldn't take a lot of time or and and no money um so it yeah

[4:02:55] Voice 6: again it just depends on the scope and and how necessary you think public engagement is and what

[4:03:01] Voice 6: what kind of public engagement, but in terms of analysis, staff can do that.

[4:03:18] Trustee Fast: I guess you can't answer that without doing some analysis about what regulatory

[4:03:21] Trustee Fast: barriers could be removed.

[4:03:25] Voice 6: I can kind of speak to that preliminarily. And that is,

[4:03:29] Voice 6: one of the really basic things is that most of your zoning that allows residential

[4:03:34] Voice 6: only allows one single family home per lot. And, and because it's really limited, you know,

[4:03:43] Voice 6: your secondary suites are limited, your, the ability to have multi units per lot is limited.

[4:03:51] Voice 6: That also means that your, your zoning is built in to be not as affordable as, and if that were

[4:04:00] Voice 6: expanded, you could have more affordable units. So that's a really basic kind of idea about

[4:04:08] Voice 6: regulatory barriers. But you're continuing to have the debate about what is necessary on the

[4:04:18] Voice 6: islands, which is, is there enough water? And do you want to remove regulatory barriers related

[4:04:25] Voice 6: related to water provision and that's a bigger debate.

[4:04:31] Voice 6: Thank you, very good.

[4:04:56] Trustee Busheikin: and brought some new uh information forward uh for instance around what's in the local government

[4:05:02] Trustee Busheikin: act that i thought was really important to take note of um so um i guess one of my question is

[4:05:10] Trustee Busheikin: in the um where are we sorry i'm in the business case there's a mention of that the de i'm on page

[4:05:25] Trustee Busheikin: 113 of the package. The DELTC will be seeing approval from the Director of Local Planning

[4:05:31] Trustee Busheikin: Services for fiscal 21-22, that's this fiscal, to initiate the overall project. So $5,000 to

[4:05:40] Trustee Busheikin: initiate the overall project for this fiscal year. And I don't see that showing up in other places

[4:05:47] Trustee Busheikin: where the project is being kind of broken down and described. There's another mention earlier

[4:05:53] Trustee Busheikin: of four thousand dollars within our current budget that could be used so where does that

[4:05:57] Trustee Busheikin: five thousand fit into like leaving aside like what's happening with the farm plan um project

[4:06:03] Trustee Busheikin: um for now like if we went forward with this as more or less as written where does that five

[4:06:11] Trustee Busheikin: thousand fit in what would it be used for as compared to the four thousand and what would

[4:06:16] Trustee Busheikin: that fiscal 21-22 activity look like in your mind?

[4:06:21] Voice 6: Yeah. Again, it kind of depends on what you want

[4:06:27] Voice 6: to do. You know, the $4,000 or $5,000. $4,000 has been allocated to the kind of, what do we say,

[4:06:38] Voice 6: there's an assumption built into the overall LTC project budget in the budget that

[4:06:46] Voice 6: that each LTC is getting $4,000 per fiscal year, and it's sort of set aside. So the total amount

[4:06:53] Voice 6: is based on that assumption. But that amount gets sort of, what each LTC gets throughout the year

[4:07:00] Voice 6: depends on where we're at in the year, how much money has been used up. Some can be moved from

[4:07:05] Voice 6: from here to there, if LTCs aren't using it.

[4:07:09] Voice 6: Up to 5,000 assumes some things

[4:07:13] Voice 6: about our procurement policy, who can approve that.

[4:07:18] Voice 6: And as I understand it, our current policy

[4:07:22] Voice 6: is that anything over $5,000 has to,

[4:07:30] Voice 6: through the budget.

[4:07:31] Voice 6: So anything under 5,000 is sort of easily approved

[4:08:29] Trustee Fast: want to break it down into pieces for example the um or do we want to take it forward the way it is

[4:10:15] Trustee Busheikin: i mean maybe this isn't a little thing at all it would be staff analysis of of options to change

[4:13:27] Trustee Busheikin: furthermore believe that having a healthy, diverse population, which depends on housing, is also

[4:13:33] Trustee Busheikin: part of how we have a healthy environment, because I don't think a population that isn't diverse is

[4:13:40] Trustee Busheikin: good for the environment. So anyway, it's a much more urgent topic, whereas the farm plan

[4:13:47] Trustee Busheikin: implementation isn't. Our agricultural community is functioning and they're not coming to us and

[4:13:53] Trustee Busheikin: saying, oh gosh. But the farm plan has this long history of being not implemented. A grant could

[4:13:59] Trustee Busheikin: come through. There could be a housing element of that work. And I feel it's irresponsible not to

[4:14:05] Trustee Busheikin: to get that farm plan implementation done after it's lingered for all these years.

[4:14:11] Trustee Busheikin: But it's difficult to say, but so we're going to put housing second, when I think in the minds of

[4:14:17] Trustee Busheikin: most islanders, and to me, it's the most, it's a bigger priority. But then it's such a sloppy use

[4:14:25] Trustee Busheikin: of resources not to go with the funding that we asked for to get that farm plan that's like

[4:14:30] Trustee Busheikin: like three quarters of the way through that implementation done.

[4:14:34] Trustee Busheikin: So that's the nature of the dilemma.

[4:14:38] Trustee Busheikin: And I don't have the answer right now.

[4:14:48] Trustee Fast: but I think we're in a climate crisis.

[4:14:56] Trustee Fast: but I know it made some changes immediately out there

[4:14:58] Trustee Fast: They're on Colin's farm next door to me.

[4:15:02] Trustee Fast: And I think from what I'm reading about Southern California, where a lot of our food comes from and things like that,

[4:15:11] Trustee Fast: food security is becoming an issue around climate action and adapting to be more resilient as communities in a time of weather extremes

[4:15:26] Trustee Fast: and climate extremes and changes in uh in the way the world works for going to the grocery store

[4:15:35] Trustee Fast: so i'm um making it more affordable i don't know whether that would make a difference but i

[4:15:41] Trustee Fast: do recall from my uh little bit of interaction with the i think i was at a cim meeting about the

[4:15:48] Trustee Fast: the farm plan very early on.

[4:15:54] Trustee Fast: I thought that housing for workers

[4:15:57] Trustee Fast: was part of that discussion as well.

[4:16:00] Trustee Fast: So maybe by, anyway,

[4:16:04] Trustee Fast: I'm proposing to leave the farm plan there,

[4:16:06] Trustee Fast: just putting it out there.

[4:16:07] Trustee Fast: I'm not the local trustee,

[4:16:09] Trustee Fast: but I think it might be able to make some progress

[4:16:15] Trustee Fast: front end, the climate resilient community sort of front, I'm not sure, but I'll just put it out

[4:16:26] Trustee Fast: there for consideration, considering all the work that's gone into it, and what I'm seeing here

[4:16:33] Trustee Fast: on Bowen in terms of concern, even though we're right next to the big city, here there's a food

[4:16:40] Trustee Fast: security concern and greenhouses and things are being discussed and we as a

[4:16:48] Trustee Fast: municipality just gave some grants to that project to get going but that's

[4:16:53] Trustee Fast: different island might be totally different where you are so just from the

[4:16:58] Trustee Fast: climate and housing perspective the work that's gone into it in the grant that

[4:17:02] Trustee Fast: has just been adopted I'm wondering what you think David Critchley I

[4:17:11] Trustee Critchley: think we have

[4:17:12] Trustee Critchley: have to go ahead with the farm plan and just get her done because it's been sitting around for

[4:17:16] Trustee Critchley: years and uh you know it doesn't reflect well on us that it's lingering there and uh it's just

[4:17:24] Trustee Critchley: another example of uh our inadequacies i guess um we we have to recognize our limitations we can't

[4:17:35] Trustee Critchley: juggle more than one ball in the air at a time it seems so we're stuck with that um it has to

[4:17:42] Trustee Critchley: to be agriculture let's just get that one done uh by the looks of it this these proposals for

[4:17:49] Trustee Critchley: affordable housing study would be in any event going through budgetary processes nothing is

[4:17:55] Trustee Critchley: going to happen until you know budget gets passed for next year that's march that's um

[4:18:03] Trustee Critchley: by time to get anything up and running now we're looking at literally a year away before

[4:18:08] Trustee Critchley: before anything happens on on the affordable housing um as as put forward anyway or as it

[4:18:18] Trustee Critchley: currently stands so i think we have to press ahead with the agriculture matter first now i just wanted

[4:18:25] Trustee Critchley: to add in one thing um since chair fasty brought up the matter of climate change and food security

[4:18:32] Trustee Critchley: and everything uh i just found it on our lunchtime break uh report by a biologist saying that the

[4:18:39] Trustee Critchley: this unusual heat has actually killed off billions of sea creatures um and i can smell it from my

[4:18:50] Trustee Critchley: house because there's a lot of dead things on the foreshore so yeah there's sort of an apocalypse

[4:18:56] Trustee Critchley: apocalypse happening uh maybe not for our species yet but uh very serious uh yeah so what else can

[4:19:06] Trustee Critchley: you say yeah

[4:19:07] Trustee Fast: okay so i'm

[4:19:10] Trustee Critchley: hearing one thing i did want to say sorry i i did want to say that

[4:19:15] Trustee Critchley: i i remain of the view that this affordable housing type project as as described it seems

[4:19:23] Trustee Critchley: seems to me, is a regional thing or a trust-wide thing that the planning people should be taking

[4:19:29] Trustee Critchley: up and running with. And, you know, identifying if there are regulatory barriers tells what they

[4:19:37] Trustee Critchley: are. I mean, I don't think it's a regulatory barrier to have zoning bylaws that limit us to

[4:19:45] Trustee Critchley: one residence per property generally speaking because we're looking at limiting our number of

[4:19:54] Trustee Critchley: humans on the island for one thing and a number of residences so get into a whole different

[4:19:58] Trustee Critchley: description if you talk about just undercutting that or making some simple change like everybody

[4:20:04] Trustee Critchley: who's entitled to one can now have two you know we'll just double our our population i'm not sure

[4:20:10] Trustee Critchley: sure that those houses become affordable in any event but uh that's part of a long discussion

[4:20:17] Trustee Critchley: and uh i i'm not seeing anything that's going to be practical that's going to come out of this

[4:20:26] Trustee Fast: so i think we're hearing that uh for this um top priorities we're planning to

[4:20:33] Trustee Fast: leave the farm plan where it is as the top priority there uh unless uh somebody puts up

[4:21:29] Trustee Busheikin: is the preliminary work and really the bulk of it isn't going to happen till till that but if

[4:21:34] Trustee Busheikin: If till and if that request to financial planning committee and to trust council to have this in the budget, that still needs to go forward.

[4:21:45] Trustee Busheikin: So like it or not, to really do this properly is going to need that big chunk of money and dedication of staff.

[4:28:04] Trustee Busheikin: the spectrum and it won't like when there's more affordable rental that frees up the lower end of

[4:28:11] Trustee Busheikin: rental i believe so i think it's not just the purely affordable housing the whole thing is

[4:28:17] Trustee Busheikin: just becoming that only really wealthy people can live on denman and that's not good or everyone
