[0:00:22] Trustee Stamford: Can everybody hear me okay? Great, okay. Usually I begin our meetings by acknowledging that our

[0:00:29] Trustee Stamford: meeting is being held on the territory of many Coast Salish peoples, but today it is important

[0:00:35] Trustee Stamford: to speak to the devastating yet sadly unsurprising news that 160 undocumented and unmarked graves

[0:00:44] Trustee Stamford: have been discovered on the grounds of the old Cooper Island Residential School on what is now

[0:00:51] Trustee Stamford: Penelope Island. I hope we can find ways as an organization and as a part of our island

[0:00:57] Trustee Stamford: communities to acknowledge the effect of the ongoing trauma the industrial school system has

[0:01:02] Trustee Stamford: had on our friends neighbors staff and community members who are first nations may we never become

[0:01:10] Trustee Stamford: immune to the pain of these atrocious discoveries and i just like to pause and if anybody else would

[0:01:18] Trustee Stamford: like to say anything you're welcome so i like to to continue with the meeting this meeting is being

[0:03:03] Trustee Stamford: This meeting is an official forum of the Islanders Trust Conservancy to make decisions about land

[0:03:10] Trustee Stamford: management and securement as well as conservation planning related outreach, funding, and communications.

[0:03:16] Trustee Stamford: Before we begin, I'd like to remind all members and participants to mute yourself when not speaking,

[0:03:50] Manager Emmings: Sure. Well, mainly this is here to be able to welcome Wendy Terrell to our staff. Her official

[0:03:58] Manager Emmings: date for starting is actually tomorrow, but she's agreed to join us today so that we can actually

[0:04:02] Manager Emmings: meet her. Many of our staff at ITC have actually worked with Wendy in her former capacity with the

[0:04:09] Manager Emmings: Habitat Acquisition Trust, where she did covenant and land management. But she also has a wealth of

[0:04:15] Manager Emmings: experience with invasive plant management, and then also management of conservation areas

[0:04:22] Manager Emmings: all the way up and down the West Coast. I think she's originally from California, so has done

[0:04:28] Manager Emmings: work down there as well. So that's my introduction. We're really pleased to have her on board. She is

[0:04:34] Manager Emmings: our Species at Risk Program Coordinator. We're looking at it as an ongoing program currently,

[0:04:39] Manager Emmings: so um uh that will help to right now we've been all trying to manage that a little bit as part

[0:04:47] Manager Emmings: of our core work but also a little bit off the side of our desk so we're really glad to be able

[0:04:51] Manager Emmings: to start handing over some of the big pieces of that to Wendy as she comes on board um with that

[0:04:57] Manager Emmings: I thought I would also just let her introduce herself if she would like to add a few words

[0:05:08] Voice 2: team um something that i've i've looked uh and worked with everyone for so long um so it's very

[0:05:16] Voice 2: exciting and to become even more involved in species at risk um it was a quite a large part

[0:05:23] Voice 2: of what i did when i was back in california doing ecosystem uh restoration and monitoring

[0:05:30] Voice 2: and surveying for um species at risk and also it is interwoven within all of the things that i've

[0:05:38] Voice 2: um worked with had habitat acquisition trust on so i'm really looking forward to joining everybody

[0:05:46] Manager Emmings: thank you and then through the chair i think it would be lovely if we could have

[0:05:50] Manager Emmings: our board members introduce themselves as well for wendy she knows i think most of the staff

[0:06:24] Trustee Fast: we chatted a little bit at the beginning um i've worked in uh alberta and um different parts of

[0:06:30] Trustee Fast: of Canada, started out in wildlife biology

[0:06:34] Trustee Fast: and then moved into nature education.

[0:06:37] Trustee Fast: And then here on Bowen Island,

[0:06:42] Trustee Fast: I'm currently a second term

[0:06:44] Trustee Fast: as an elected municipal councilor and trustee.

[0:06:48] Trustee Fast: And I'm on the executive committee

[0:06:50] Trustee Fast: of the Islands Trust as well as this.

[0:06:53] Trustee Stamford: And Trustee Fenton.

[0:07:01] Trustee Fenton: Yeah, no, I'm Doug Fenton from Thetis Island, so just north of Victoria, sort of mid, not really part of the north grouping, nor the southern grouping of Gulf Islands.

[0:07:13] Trustee Fenton: I'm a retired paramedic, 30 years as a critical care paramedic, Vancouver and the interior.

[0:07:20] Trustee Fenton: Transitioned over to environmental professional sort of later in life and enjoying myself as finding, yeah, my way in that world.

[0:07:28] Trustee Fenton: and uh just humbled and the opportunity to participate here the islands trust as a trustee

[0:07:36] Trustee Fenton: but also as an elected islands trust board member thank you for joining us

[0:07:59] Voice 5: Island and I'm kind of retired um I did work at the Islands Trust for 25 years before that

[0:08:10] Voice 5: and the last 12 years I was the CAO so um got a fair amount of information or knowledge I guess

[0:08:19] Voice 5: about the islands and particularly about Salt Spring Island um and involved in lots of other

[0:08:26] Voice 5: stuff as well so i'm kind of not being um too laid back during retirement but uh trying to

[0:08:32] Voice 5: trying to stay out of trouble anyway it's really nice to to see you and hope to meet you in person

[0:08:38] Voice 5: at some point thank you it's nice

[0:09:45] Trustee Stamford: a cutoff here, so I don't have all the sections, but yeah.

[0:09:52] Manager Emmings: call to order under 1.2 or something, but perhaps it doesn't fit there anymore. Oh, I think on the

[0:11:11] Trustee Stamford: the approval of the may 25th 2021 regular meeting minutes um i have one small typo that i should

[0:11:22] Trustee Stamford: should have checked but is there any other um comments or adjustments for the minutes

[0:11:30] Trustee Stamford: okay seeing none i'm always down one person in the in my um visuals so i can't see everyone at once

[0:11:40] Trustee Stamford: um the one thing i didn't catch was we are on the unseated territory it's not unseated like um

[0:11:48] Trustee Stamford: a field. Good catch. It's the other kind of unsealed. So if we could just make that change,

[0:12:01] Trustee Stamford: then I think that's fine. And it's quite a small adjustment. So I'd like to

[0:12:25] Manager Emmings: so i have actually shared um a revised follow-up action list so

[0:12:32] Manager Emmings: perhaps corlin we could just put that in the in the minutes as a note um because while we were

[0:12:38] Manager Emmings: pulling together the package the system that stores all of the database that stores all the

[0:12:42] Manager Emmings: information was having a glitch so i wasn't able to actually update it so i wanted to just um

[0:12:52] Manager Emmings: note I'm going to start from the perhaps from the bottom because this is the things that weren't

[0:12:58] Manager Emmings: noted but we did provide required documents to the crown agencies and board resourcing office

[0:13:06] Manager Emmings: about board appointments that is a completed item and I'll talk a little bit about what just

[0:13:12] Manager Emmings: came through by email yesterday from them in the next item our chair was able to sign the lease

[0:13:21] Manager Emmings: agreement for saturnina island and we're just awaiting confirmation that it's been registered

[0:13:26] Manager Emmings: so that that has been completed as well um there are a couple of things that have been deferred

[0:13:34] Manager Emmings: uh to a special meeting and we're going to get into that resolution at some point

[0:13:38] Manager Emmings: in the next few items as well and one of them is the sydney island ecological restoration plan

[0:13:44] Manager Emmings: which encountered a bit of a delay so it's about a week or so behind on its timeline

[0:13:49] Manager Emmings: land and we're hoping to see it in august um the remaining items uh related to crystal mountain

[0:13:58] Manager Emmings: have been updated um catherine i don't know if there's anything you want to add related to the

[0:14:04] Manager Emmings: progress there nope

[0:14:08] Trustee Stamford: um i just want to make sure i i don't remember signing any letters so i just

[0:14:15] Trustee Stamford: want to make sure i didn't it's still on the way note

[0:14:23] Voice 6: corlin uh confirmed with you when we put your

[0:14:26] Trustee Stamford: signature on it

[0:14:27] Trustee Stamford: okay there's been several letters coming in so i thought that might be i just don't

[0:14:40] Manager Emmings: yes we got you to sign a whole bunch of blank checks um and then i will do a little update

[0:14:55] Manager Emmings: yes the annual report text has gone through

[0:14:57] Manager Emmings: and actually we've just gotten back um our draft mock-up from the designer so um that's moving

[0:15:03] Manager Emmings: along the one thing that it's awaiting is the audit report for both islands trust and

[0:15:08] Manager Emmings: islands trust conservancy um and the audit report is looking like that's the main driver of the late

[0:15:14] Manager Emmings: meeting that we're looking at because they they weren't able to complete for today so we're

[0:15:19] Manager Emmings: looking at a special meeting to approve those financial statements um and i guess the final

[0:15:26] Manager Emmings: thing i think i will say is that um our request to trust council around policy guidance first

[0:15:33] Manager Emmings: sponsorship of naptep applications we're hoping to put that into the september um trust council

[0:15:39] Manager Emmings: Council meeting. And so please look for that as trustees as we move forward through there.

[0:15:45] Manager Emmings: I think that's all that I will add at this point.

[0:15:51] Trustee Stamford: Any other questions from trustees?

[0:16:00] Trustee Stamford: Seeing none, let's move ahead. Oh, we were going to go on our next item is an update about the

[0:16:08] Trustee Stamford: um um board appointees provincial board appointees so you had some updated information for us Kate

[0:16:16] Trustee Stamford: yeah

[0:16:17] Manager Emmings: and I am just going to do a really quick look at my inbox to see if anything came through

[0:16:22] Manager Emmings: just momentarily but um no I don't have anything additional so I did hear back from the board

[0:16:27] Manager Emmings: resourcing office yesterday to say that they have um the minister has settled on two out of the

[0:16:33] Manager Emmings: the three appointees um but the paperwork is not complete yet on those and um and so she's working

[0:16:40] Manager Emmings: through that piece um but we hope to know very soon about two of the appointments um the third

[0:16:47] Manager Emmings: they've elected to put uh put out a posting and that is so that they can try to get somebody who

[0:16:53] Manager Emmings: has um first nations experience and expertise so that will be the the main um item in the posting

[0:17:01] Manager Emmings: is that we are looking for that experience and understanding. So just to say that it does seem

[0:17:07] Manager Emmings: to be moving along and I'm hopeful that we should have at least two members in time for the end of

[0:17:13] Manager Emmings: August, which will help us to make sure that we have quorum.

[0:21:06] Manager Emmings: so this agenda is very much what the board has seen for the last two meetings um the package did

[0:21:14] Manager Emmings: go out so of course along with the agenda package for this regular meeting and so i thought i would

[0:21:21] Manager Emmings: give an opportunity to have a conversation about the materials there or if there are any additions

[0:21:26] Manager Emmings: we want to make so that the chair can prepare for that

[0:21:29] Trustee Stamford: any additions you mentioned uh trustee fast

[0:21:36] Trustee Stamford: the update about HowSound, I was just going to talk about sort of a potential plan for

[0:21:45] Trustee Stamford: public relations announcements and the Biosphere or the UNESCO office looking for

[0:21:55] Trustee Stamford: statements of support and how we would like to forward those either through the

[0:22:02] Trustee Stamford: conservancy or through the trust as a whole or both so that was one of the discussions i was

[0:22:06] Trustee Stamford: going to have do you still have something to add on that no

[0:22:11] Trustee Fast: i was just going to make sure people

[0:22:12] Trustee Fast: knew that um it had been past stage five of the process and there was one more step uh which is

[0:22:19] Trustee Fast: just a formal declaration expected for the

[0:22:22] Trustee Fast: fall and um there'll be a house sound community forum

[0:22:26] Trustee Fast: held on um uh in person on bowen island is the plan currently october 22nd i think

[0:22:33] Trustee Stamford: yeah that'll be just after i think the announcements for around the middle of

[0:22:37] Trustee Stamford: september the uh final final ceremonial announcements so so if we could add that in

[0:22:44] Trustee Stamford: um i think i was we're just going to add that in at the round table is that okay or would you like

[0:23:20] Trustee Stamford: heads up that um one of the items that i would like to talk about under the islands trust

[0:23:30] Trustee Stamford: strategic plan um or the sorry the policy meant statement amendment is just um sort of a a

[0:23:38] Trustee Stamford: discussion about um how the conservancy number one can help the trust council if at all in its

[0:23:47] Trustee Stamford: its ongoing engagement but also um just discuss possibly potential blowback to the conservancy

[0:23:55] Trustee Stamford: from some of the activities that have been going on with people in the islands

[0:24:05] Trustee Stamford: and how we can mitigate that somewhat

[0:24:09] Trustee Stamford: and ensure that people understand the differences between the two structures,

[0:24:17] Trustee Stamford: but also support the trust in how it's moving forward on its policy statement

[0:24:24] Trustee Stamford: um and any comments about that i'd appreciate ahead of time um you've got a funny look on your

[0:24:31] Trustee Stamford: face linda does that make sense to you or um am i do i need next

[0:25:32] Trustee Fast: bowen council i introduced these ideas um as well so at uh a yesterday or last week on wednesday

[0:25:41] Trustee Fast: evening we had a town hall meeting about the trust policy statement update and or review the

[0:25:52] Trustee Fast: new draft and received a lot of comments there including a lot of people had written directly

[0:26:01] Trustee Fast: to the ministers or things like that rather than excuse me I've just got to close the door

[0:26:14] Trustee Fast: and uh and then we it followed the thursday we had a meeting of of trust council and um

[0:26:22] Trustee Fast: the motion to uh give the draft first reading failed and um so now it became a um it's going

[0:26:31] Trustee Fast: to be referred out as a draft it was received and and uh and uh there'll be a new um uh public

[0:26:39] Trustee Fast: engagement portion developed for the period between now and December when it's going to

[0:26:47] Trustee Fast: come back to Trust Council. And there is funding, we voted in funding to support that as well.

[0:26:55] Trustee Fast: So it's another period of engagement. And now that so many people heard about it through the

[0:27:03] Trustee Fast: anonymous flyer that appeared in people's uh mailboxes and uh and now that the trust has

[0:27:09] Trustee Fast: responded with uh um another mailer that went to people's mailboxes uh um refuting some of the

[0:27:17] Trustee Fast: uh information correcting some of the information um now a lot of people are interested and uh and

[0:27:24] Trustee Fast: this is why i understand i gather that trust council voted to um uh extend the period of

[0:27:31] Trustee Fast: public consultation so hopefully that'll be a good thing good discussion good informed discussion

[0:27:36] Trustee Fast: is uh is valuable and um uh and so that's where where it sits but there is kind of a lot of

[0:27:44] Trustee Fast: angst out there and uh um the waters have been stirred and um the uh um i think kate louise has

[0:28:01] Trustee Fast: Conservancy. Perhaps I almost want, my experience with Bowen Council last night was

[0:28:14] Trustee Fast: they see the trust as one thing, Islands Trust over here, and they rarely think about the Islands

[0:28:20] Trustee Fast: Trust Conservancy, even though we're two arms of the same thing is one way to think about it.

[0:28:26] Trustee Fast: it and um um so i would be interested in uh feedback about how to present that because i

[0:28:37] Trustee Fast: i didn't really want to drag the conservancy into um the discussion last night i just said

[0:28:43] Trustee Fast: that i was having a meeting this meeting today so this is as bowen council gets more interested

[0:28:49] Trustee Fast: um the islands trust having been less visible for 20 years since we became a municipality over here

[0:28:56] Trustee Fast: So that's a little bit of a background, and I'd be happy to answer any questions, Kate, who's there too.

[0:29:54] Trustee Fenton: I think the piece for the Conservancy is that the mandate.

[0:30:09] Trustee Fenton: we've woken up um that sleeping portion of western privilege and and world views right

[0:30:18] Trustee Fenton: colonial world views that are just are now going holy mackerel like you know these things might

[0:30:25] Trustee Fenton: happen they hadn't even crossed their minds for a lot of these people so really two not

[0:30:32] Trustee Fenton: two beasts or two separate animals but at the same time um it'll be interesting to see how that

[0:30:39] Trustee Fenton: carries out but i i think just what i'm saying i sort of think that the conservancy needs to be

[0:30:46] Trustee Fenton: wise and supportive but at the same time let trust council work on figuring out how to get that land

[0:30:53] Trustee Fenton: use paradigm shift in motion while the conservancy goes on preserving land and doing these great

[0:31:00] Trustee Fenton: things around us that just keeps it i think sort of on that everybody can turn around and look at

[0:31:07] Trustee Fenton: it and go okay that's good that's excellent that helps us all versus somebody turning around and

[0:31:13] Trustee Fenton: saying you know you might have to modify how many docks you have is it's a challenging conversation

[0:31:19] Trustee Stamford: yeah so i hope you can say that uh during the the meeting this afternoon as well

[0:31:25] Trustee Stamford: because i think it's very well said yeah um any other questions for clarification trustee adams

[0:32:14] Voice 5: maybe you know have woken up and and weren't paying attention before and now want different

[0:32:19] Voice 5: consultation and maybe some of those concerns are valid um but anyways is that kind of your

[0:32:24] Voice 5: sense of it too that there was just a lot of misinformation being spread around about it

[0:32:30] Trustee Stamford: there yeah my and and again i i'd like to make sure we have this conversation this afternoon

[0:32:36] Trustee Stamford: for sure is is there was a a misunderstanding misinterpretation of what um a first reading

[0:32:44] Trustee Stamford: means and then you know there are people that are uh well informed but have a different sense of

[0:32:51] Trustee Stamford: that that term first reading so that needed to be clarified but yes that there are ideas within

[0:32:58] Trustee Stamford: the policy statement that potentially could uh down the line um be of concern to um to land

[0:33:07] Trustee Stamford: ownership and the rights on land ownership specifically around foreshore um not anything

[0:33:14] Trustee Stamford: that i saw that was um that we don't work with anyway um i think most islands work on dock

[0:33:22] Trustee Stamford: block restrictions or best practices and and desalination and things so that seemed to be where

[0:33:28] Trustee Stamford: the focus was but there was that bigger question of process of engagement expectation of engagement

[0:33:36] Trustee Stamford: and what um what did it put the policy statement mean to landowners in the end but i think you'll

[0:33:42] Trustee Stamford: get a better sense of that this afternoon

[0:33:45] Trustee Stamford: now that we've had a week to process um the events

[0:33:51] Trustee Stamford: over last week because things things move very quickly and it was difficult to get a hold of

[0:33:58] Trustee Stamford: of how information was being disseminated so and what was being disseminated so um anyway we'll

[0:34:06] Trustee Stamford: have that conversation if everyone's okay with that that was one of the things i wanted to bring

[0:34:10] Trustee Stamford: up um at the at that point in the agenda so and i think your perspective from salt spring

[0:34:19] Trustee Stamford: and trustee adams um salt spring has been of particular concern that's where a lot of the

[0:34:26] Trustee Stamford: agitation and questions were coming from so it would be very helpful so um

[0:34:34] Trustee Stamford: so if there's nothing else is there any other trustee fenton

[0:34:38] Trustee Fenton: it's just the thought on that

[0:34:40] Trustee Fenton: i think the difference with salt spring i think two things linda one is you're an informed reader

[0:34:46] Trustee Fenton: So you look at that list of things and you saw fake news and, you know, misinformed people.

[0:34:54] Trustee Fenton: Not that some of these issues aren't broader and, you know, need addressing.

[0:34:59] Trustee Fenton: But the one thing I heard from the Salt Spring, a couple of the constructive feedback groups, one I think is called Sustainable Solutions or something, Salt Spring.

[0:35:08] Trustee Fenton: um but they spoke specifically about how salt springer needs to be um addressed with respect

[0:35:17] Trustee Fenton: to consultation and so even though they're listening and they've attended majority of

[0:35:21] Trustee Fenton: meetings and their correspondence has been constructive but we still hadn't jumped on

[0:35:27] Trustee Fenton: board to actually how we would address that between now and wherever this is passed as a

[0:35:33] Trustee Fenton: bylaw so i guess so the upside of that conversation and they did say that at the meeting which was

[0:35:38] Trustee Fenton: really good because their feedback during the town hall was just that they spoke positively

[0:35:44] Trustee Fenton: about direction it's going and they were very happy to see what was on the policy but what

[0:35:51] Trustee Fenton: they still lacked was feedback and the ability to actually have constructive feedback and they

[0:35:56] Trustee Fenton: suggested that trust council look at getting the expertise in to help out with that had they just

[0:36:02] Trustee Fenton: come up with a budget asking for all this money to actually get consultation people wouldn't you

[0:36:08] Trustee Fenton: know probably six months or a year ago said no to it but now that they've actually run into this wall

[0:36:13] Trustee Fenton: of trouble um all of a sudden there was no brainer getting funding approved to actually bring in

[0:36:20] Trustee Fenton: and be able to actually facilitate this conversation between now and christmas so

[0:36:24] Trustee Fenton: i think it um whether we can do it in that time frame is another point that was brought up but the

[0:36:30] Trustee Fenton: feedback was constructive and well taken and i think it helped in the insight for the trustees

[0:36:37] Trustee Fenton: on that journey yeah

[0:36:47] Trustee Fast: i wanted uh to make sure trustee adams was aware of and that was that there were uh a lot of

[0:36:53] Trustee Fast: respondents from the penders and and saturn and um they uh unfortunately there was a wind uh power

[0:37:01] Trustee Fast: power outage uh during the um uh town hall section so we didn't get to hear from a number of those

[0:37:08] Trustee Fast: people and um uh and that's where it appears that uh many of the letters that went to the ministers

[0:37:17] Trustee Fast: and the the um um well we're not sure where the anonymous mailing came from or who paid for that

[0:37:25] Trustee Fast: but um it's it appears from uh what some of the trustees um uh have i've seen in the email that

[0:37:33] Trustee Fast: there's it's not only salt spring and that the power outage um also made a difference in people

[0:37:41] Trustee Fast: those people not being able to be heard on the town hall night so that may have played into it

[0:37:46] Trustee Fast: as well i'm sure that was all planned right oh yeah yeah i'm

[0:37:53] Trustee Stamford: being facetious i've got to be

[0:37:54] Trustee Stamford: careful here yes

[0:37:55] Trustee Fast: no no okay no thank

[0:38:55] Trustee Stamford: yeah um so uh i just want to begin about our role in this

[0:39:03] Trustee Stamford: and that um the islands trust conservancy uh primarily myself and kate emmings were invited

[0:39:10] Trustee Stamford: to an event on saturnine island and um we were definitely guests we weren't um partners in this

[0:39:21] Trustee Stamford: particular part of the the scenario um and it was a fabulous day um it is a truly beautiful

[0:39:30] Trustee Stamford: island i think we're very lucky to be uh have this lease um a much more um um accommodating

[0:39:39] Trustee Stamford: island than i expected uh definitely to me more accessible than i expected as we had 12

[0:39:46] Trustee Stamford: or 14 grade 9 novice kayakers show up from um vancouver island side who seemed quite capable

[0:39:56] Trustee Stamford: of moving across the the water um there was a lot of press i didn't realize until the night before

[0:40:05] Trustee Stamford: four i think kate that that the anonymous donor was um chip williams or chip wilson sorry and um

[0:40:14] Trustee Stamford: and his family so that that changed the profile completely um and coming in there was there was

[0:40:21] Trustee Stamford: planes there was also there was boats there were some very nice boats um in it so it was a lot of

[0:40:29] Trustee Stamford: of fun um but i guess my overall impression was i was a little surprised at our role or lack thereof

[0:40:37] Trustee Stamford: in in the whole proceeding and you know i understand as soon as you get somebody as high

[0:40:43] Trustee Stamford: profile as the wilson family that that it does change the perspective and um but i just want

[0:40:50] Trustee Stamford: make sure going forward that our role is is clear in um how how we're how we're profiled

[0:41:01] Trustee Stamford: uh with saturn island given that that was one of the benefits i thought that we would have is

[0:41:08] Trustee Stamford: connecting ourselves with bc parks foundation and all the um excellent publications that they seem

[0:41:16] Trustee Stamford: to be able to garner so that i'm very i was very happy i got a ride home in probably one of the

[0:41:23] Trustee Stamford: most fancy boats i've ever seen in my life um so it was a great day personally it was it was a

[0:41:30] Trustee Stamford: fabulous day you know really enjoyable but uh in the big term i'm interested to see how the

[0:41:36] Trustee Stamford: conservancy fits into this so so kate what were your impressions

[0:41:41] Manager Emmings: yes i would say that the bc parks

[0:41:46] Manager Emmings: York's fundraising machinery is very well oiled and very professional in terms of that being a

[0:41:54] Manager Emmings: very big focus of their work. So what my observations I think would be is that I guess

[0:42:01] Manager Emmings: to begin with it's been a bit of a learning experience for us that this is a new partnership

[0:42:05] Manager Emmings: and we're starting to get to know each other as organizations and we function very differently.

[0:42:11] Manager Emmings: So Islands Trust Conservancy tends to be very modest and also very, you know, we try to deal with the ongoing management of land in a responsible way.

[0:42:24] Manager Emmings: And so we have that sort of feeling of steadiness and steadfastness, whereas BC Parks Foundation, who were formed, gosh, less than five years ago, are in the youth and the exciting phase, I think, of their operation.

[0:42:40] Manager Emmings: And they've been able to really gel sort of a media presence and, yeah, an outward communications presence that has been really helping them to draw in funds to support these types of acquisitions.

[0:42:56] Manager Emmings: So in a way, I think going forward, I feel like there could be some good matching there in terms of them being able to pull in the possibility for land securement that is a little bit outside of our wheelhouse, so to speak.

[0:43:15] Manager Emmings: But us being able to really support that with that really consistent and good management of land over the long term.

[0:43:22] Manager Emmings: So I guess that's the initial thing I would say. I think it's probably worth debriefing with them and just having a conversation around how it all went, what went well from their perspective, what went well from our perspective, and things that we could work on to shift and improve.

[0:43:38] Manager Emmings: In terms of communications, I think we'll always be kind of struggling for that sort of seat at the table because they are pulling in donors like Lululemon founder Chip Wilson.

[0:43:53] Manager Emmings: And when you look at the way that news went out, we did have a conversation with BC Parks Foundation about whether there was a positioning for ITC.

[0:44:04] Manager Emmings: And the feeling was that it would be very hard to get us kind of brought to the foreground.

[0:44:10] Manager Emmings: So the conversation with them was let's do the initial news release around the fundraising and the funder, and then some follow up communications items which haven't yet come out around ITC coming in and the management piece related to the land.

[0:44:31] Manager Emmings: So those are the pieces that haven't yet happened that I think will help us because we've got the BC Parks Foundation in there as well.

[0:44:38] Manager Emmings: They will help us strategically to get the message heard a little bit more.

[0:44:42] Manager Emmings: Similarly to the way the Sandy Beach was actually a good news item is because it had, it had like roots.

[0:44:48] Manager Emmings: It had First Nations as part of the news release and local community.

[0:44:54] Manager Emmings: And I think we can do the same with some of these projects with BC Parks Foundation.

[0:44:59] Manager Emmings: but probably not the initial splash more of the follow-up piece and

[0:45:04] Manager Emmings: that's just my instinct but

[0:45:06] Manager Emmings: i'm also open to hearing board feedback and thoughts on that yeah

[0:45:15] Trustee Fast: i did hear uh i think it was at an executive committee meeting i think i believe it was peter

[0:45:28] Trustee Fast: uh and i think it was a radio interview that the uh somebody from first nation uh was surprised

[0:45:36] Trustee Fast: and had been um uh they hadn't been heard anything about it beforehand and not that there was

[0:45:42] Trustee Fast: anything negative it was just that um uh that they were surprised by it the announcement and um

[0:45:50] Trustee Fast: so i just wanted to flag that so everybody knew about that might come up in this afternoon's

[0:45:56] Trustee Fast: meeting maybe a chance to think about we

[0:45:59] Trustee Stamford: we did check into that um i had heard that um sue ellen

[0:46:04] Trustee Stamford: so um we did check and the the person that was representing the tsunamic um at the event um

[0:46:12] Trustee Stamford: was one of the council members so um i i'm not sure why the council wasn't fully aware of

[0:46:21] Trustee Stamford: of what was happening, but he was a council member.

[0:46:28] Trustee Stamford: Paul Seward was his name.

[0:46:31] Trustee Stamford: So yeah, there's obviously some more sort of structure

[0:46:35] Trustee Stamford: to go in there and just to make sure,

[0:46:38] Trustee Stamford: but yeah, we did confirm he was a council member.

[0:47:29] Trustee Stamford: And also that some of their money, that's why the, the press focused on them is they

[0:47:37] Trustee Stamford: were very well spoken, they were exciting, they were young, this is exactly the kind

[0:47:42] Trustee Stamford: of thing that is hard for us to drum up is that excitement level.

[0:47:46] Trustee Stamford: and i think a thank you letter to the wilson five um foundation would be a good idea um as well as

[0:47:55] Trustee Stamford: to bc well bc parks we have an ongoing relationship but i think it's worthwhile reminding um the

[0:48:01] Trustee Stamford: wilson five foundation of our connection um i'm already getting requests from other trustees as

[0:48:07] Trustee Stamford: to how we can pull them in um

[0:49:30] Trustee Fenton: positive vibes very a lot of excitement about it and um so yeah it was it's good and um so yeah

[0:49:39] Trustee Fenton: it's just that whole thing seems to be accepted and sort of i think they'll be collaboratively

[0:49:46] Trustee Fenton: working with itc is to actually you know to

[0:49:50] Trustee Fenton: manage it so i think they're excited about that

[0:49:53] Trustee Fenton: opportunity as well great

[0:49:55] Trustee Stamford: okay so if there's no other um specifics around saturnina island

[0:50:03] Trustee Stamford: i'd like to move on now i just realized my um my agenda um slipped so i'm i'm missing a couple of

[0:50:13] Trustee Stamford: of items but the next item oh i've got the luskete island nature conservancy crown land letter so we

[0:50:20] Trustee Stamford: have a letter here yes

[0:50:29] Manager Emmings: so this came in fairly late in the day um from the luskete island nature

[0:50:33] Manager Emmings: conservancy um it follows up on the first nations woodlot license um that was granted to the stone

[0:50:42] Manager Emmings: First Nation. And in that, the Ministry of Forest Lands and Natural Resource Operations

[0:50:51] Manager Emmings: and Rural Development just commented that there are crown lands on Leskete that they have

[0:51:00] Manager Emmings: kind of allocated or noted that ITC would be involved with management into the future.

[0:51:09] Manager Emmings: and so we've had an inquiry from the uh Liskety Island Nature Conservancy as to what is happening

[0:51:16] Manager Emmings: with the crown land program and um and an urging uh for us to uh work on some sort of conservation

[0:51:24] Manager Emmings: designation for the crown lands that they've noted in the map here um they have commented that

[0:51:32] Manager Emmings: they do contain old growth which we we well know from our crown land profiles which are dated but

[0:51:38] Manager Emmings: do show this type of information and they've provided photos to that effect and um and so

[0:51:44] Manager Emmings: they're asking us to try and move forward as i said with our crown land program um i will say

[0:51:52] Manager Emmings: that staff has not really had an opportunity to dig into the crown land program uh for quite some

[0:51:58] Manager Emmings: time now and it was slowed down largely i think back almost over five years ago now slowed down

[0:52:07] Manager Emmings: because of First Nations engagement and a desire to do more authentic consultation with First

[0:52:13] Manager Emmings: Nations. And so since that time, we haven't put forward officially any applications for Crownland

[0:52:20] Manager Emmings: on any of the islands. I have not had a chance to dig into it. It's a very meaty file with a lot of

[0:52:28] Manager Emmings: history. And so I think if the board did want to move forward with anything as staff, what I would

[0:52:34] Manager Emmings: recommend is uh perhaps a direction to um provide a briefing on the crown land program as a whole

[0:52:41] Manager Emmings: and um and where the what the history has been for that program and and where the last board

[0:52:47] Manager Emmings: um provided direction and i'm happy to take any questions about it um knowing that i haven't dug

[0:52:56] Manager Emmings: into the files yet what

[0:53:07] Trustee Fast: and the possibilities in that would be welcome,

[0:53:18] Trustee Fast: and I don't know how urgent that would be,

[0:53:22] Trustee Fast: considering that Flynnroeder appears to have a note

[0:53:29] Trustee Fast: And also, I just wanted to flag that I had put

[0:53:36] Trustee Fast: put a memorandum, a report, a recommendation in front of Bowen Council at the previous council

[0:53:44] Trustee Fast: meeting, so about two weeks ago, asking for a letter to be sent about old growth protection,

[0:56:23] Manager Emmings: of research is that they're uh the board when it last considered this and i think it was over five

[0:56:28] Manager Emmings: five years ago now, maybe more than that, maybe closer to seven, considered a hierarchy of which

[0:56:37] Manager Emmings: lands to look at. And I do believe that Laskete Island crown lands were the ones that kind of

[0:56:42] Manager Emmings: floated to the top as sort of the next stage and next step for acquisition in terms of direction

[0:56:48] Manager Emmings: from the board. So the board could ask us to just look at Laskete's crown land, but it might help

[0:56:55] Manager Emmings: to have a little bit of the background of the program as well.

[0:57:02] Trustee Stamford: I'd like to just add in that

[0:57:05] Trustee Stamford: the Gambier Island Conservancy has been agitating for some support in the Crown land acquisition

[0:57:13] Trustee Stamford: or management areas. It is repeatedly given as an option for Gambier Island given the high level of

[0:57:25] Trustee Stamford: or high amount of crown land that gambier and anvil have um and yet we don't ever move on it

[0:57:36] Trustee Stamford: it is big and complicated i would prefer to see a background briefing on crown land as a whole i

[0:57:44] Trustee Stamford: think there's some opportunities coming sooner rather than later especially in the house sound

[0:57:50] Trustee Stamford: with the biosphere being announced in September

[0:57:55] Trustee Stamford: and the provincial and federal government,

[0:57:58] Trustee Stamford: federal government in particular,

[0:57:59] Trustee Stamford: looking for opportunities to increase

[1:04:55] Voice 6: And so I was specifically looking at the differences in area that would be part of the nature reserve compared to what Crystal Mountain is keeping.

[1:05:04] Voice 6: And then also went to look at the pagoda and the area there and looking at some of the trails that exist that Crystal Mountain will be sort of decommissioning and the buildings that will be removed that are in the area that's going to be a nature reserve.

[1:05:21] Voice 6: I'm quite happy seems the wrong word but I'm satisfied I think that those changes actually

[1:05:29] Voice 6: work out quite well in that the new analysis that was done was was to include more of the

[1:05:36] Voice 6: already disturbed areas in the pieces that Crystal Mountain will be keeping and building on

[1:05:42] Voice 6: and to ensure that more of the slightly more or the more natural areas are part of the nature

[1:05:47] Voice 6: reserve and having gone to see the pagoda and the trail to access it and um i absolutely we do not

[1:05:57] Voice 6: want the pagoda it's a lovely piece it's it's a treacherous cliff climb to get there you otherwise

[1:06:04] Voice 6: you access it through lama mark's garden past his house um i really don't think it's a good fit for

[1:06:11] Voice 6: it to be part of the nature reserve and then I had I have a few concerns around existing trails that

[1:06:19] Voice 6: I've discussed with them and that will be decommissioned or reorganized but there's

[1:06:23] Voice 6: still a remaining conversation to be had with Lama Mark around exactly where the edges are

[1:06:32] Voice 6: going to be around the pagoda piece to ensure that it meets their needs for they have a desire

[1:06:40] Voice 6: to be able to trim some trees lower to maintain the long views for meditation so we just need to

[1:06:45] Voice 6: confirm that boundary piece which involves a few more conversations over the next month say before

[1:06:50] Voice 6: they do the final surveys but i was wondering i didn't put in a briefing or any or a request for

[1:06:57] Voice 6: decision i wasn't sure what the next official step would be if we if there should be a letter from

[1:07:06] Voice 6: um the trustees saying that staff thinks it's all tickety-boo go ahead and do your surveys or if

[1:14:22] Trustee Fast: And I'm wondering, are you seeing or do you have any indication yet about impacts of that heat dome on Islands Trust properties in general or ecology on the islands in general?

[1:15:07] Manager Emmings: changing climate in terms of heat is definitely affecting a lot of the tree species on nature

[1:15:13] Manager Emmings: reserves that we manage. In terms of forage fish, it's actually a good question. I think a lot of

[1:15:19] Manager Emmings: the um the spawning for the fish that we're looking at and i could be wrong on this because

[1:15:24] Manager Emmings: there are different windows but i think a lot of it happens in the winter so my guess is that um

[1:15:31] Manager Emmings: the the spawning for those fish will be buffered by that at least um we did have some work that

[1:15:38] Manager Emmings: we did with a ubc student over the last uh fiscal year that we're waiting for the results on where

[1:15:44] Manager Emmings: where she did some eDNA, environmental DNA analysis of beaches

[1:15:49] Manager Emmings: where we have protected areas, both covenants and nature reserves.

[1:15:53] Manager Emmings: And we're hoping that that will give us an indication of what

[1:15:58] Manager Emmings: and whether we have spawning forage fish on beaches that we do manage.

[1:16:03] Manager Emmings: But the UVic lab for eDNA processing has been very busy,

[1:16:08] Manager Emmings: so they're a bit backlogged.

[1:16:09] Manager Emmings: But momentarily, we're expecting those results back.

[1:16:12] Manager Emmings: um yeah but i i suspect the main impact will be on mollusks in terms of like yeah um animal species

[1:20:51] Manager Emmings: So this is more accurate than what we've seen so far.

[1:20:53] Manager Emmings: um we are uh in madly in contract writing mode um so i just want to give a little shout out to

[1:21:02] Manager Emmings: a lot of our staff um and a big shout out to nula murphy and jemma um green who've been writing a

[1:21:10] Manager Emmings: lot of property management contracts and species at risk related contracts um and also to katherine

[1:21:16] Manager Emmings: who's been doing some of the securement uh work so you'll notice that we have um about 108 000

[1:21:23] Manager Emmings: and in committed funds and those are largely related to that bulk of work that those staff

[1:21:27] Manager Emmings: have been doing um i suspect over time i have a meeting at the when i come back i'm about to go

[1:21:36] Manager Emmings: on holiday and when i come back from holiday i have a meeting with um our finance department

[1:21:40] Manager Emmings: to just confirm our budget numbers because we did have two bumps in both our grants um this spring

[1:21:47] Manager Emmings: both to the the um the stimulus fund that we have uh for wetland restoration and then also to our

[1:21:55] Manager Emmings: species at risk grant so those both increased in amounts since the budget numbers went in and so

[1:22:01] Manager Emmings: need to confirm that the the budget is reflecting that accurately um and then the only

[1:22:07] Manager Emmings: other thing that i will add is that um we i and this was flagged in our last meeting our ruby

[1:22:14] Manager Emmings: Alton house is in need of some maintenance and so we've got some contracts that we've issued there

[1:22:20] Manager Emmings: to just do the research needed to bring back to the board a little more detail about that but I'm

[1:22:25] Manager Emmings: anticipating that possibly in your October meeting there will be some decisions that we're going to

[1:22:30] Manager Emmings: be asking you to make around some fairly sizable contracts there so that will be coming to you

[1:23:29] Manager Emmings: The roof, I think will hold hopefully till next spring.

[1:23:33] Manager Emmings: But the issue that we're dealing with

[1:23:35] Manager Emmings: until we deal with the roof is our water system

[1:23:38] Manager Emmings: because it's water catchment off of the roof

[1:23:40] Manager Emmings: and we need to upgrade the roof

[1:23:42] Manager Emmings: for the water catchment to work too.

[1:23:44] Manager Emmings: So there's a whole domino effect happening.

[1:23:47] Manager Emmings: And unfortunately, with contractor availability and staff ability to move these things fast, it's looking like we may need to do some, not patching work, but basically just work that will get us through the winter so that we can actually start with some of these contracts in the spring.

[1:24:09] Manager Emmings: Because of permitting processes and so many other things, managing a house that's getting older is a lot of work.

[1:24:27] Trustee Stamford: um i just had a question we were talking about the sandy beach fund does that come in

[1:25:39] Manager Emmings: it as a separate listed item that we show it as it relates to each of the um the budget items

[1:25:45] Manager Emmings: programs so what I have here for example for property management the trust council has

[1:25:51] Manager Emmings: allocated to us I think it's 79,000 for property management but that budget has been bumped

[1:25:56] Manager Emmings: significantly by the species at risk and also by the the um conservation stimulus fund um what I

[1:26:03] Manager Emmings: might do and this is still in flux with conversation with um administrative services is instead of

[1:26:10] Manager Emmings: listing them in the budget i might stick them over in revenue so they're a little easier to see

1. CALL TO ORDER 
Chair Stamford called the meeting to order at 10:00 am, acknowledged that the meeting was 
being held on the territory of many Coast Salish peoples and noted it is import to speak to the 
devastating yet sadly unsurprising news that 160 undocumented and unmarked graves have 
been discovered on the grounds of the old Kuper Island residential school, on what is now 
Penelakut Island. I hope we can find ways as an organization and as part of our island 
communities to acknowledge the effect of the ongoing trauma that the residential school 
system has had on our friends, neighbours, staff and community members who are First 
Nations. May we never become immune to these atrocious discoveries. 
1.1 Staff Updates 
The Islands Trust Conservancy Manager welcomed Wendy Tyrrell as the new Species at Risk 
Program Coordinator.

3.1 Minutes of Meetings/Resolutions without Meetings 
3.1.1 Approval of the May 25, 2021 Regular Meeting Minutes 
The following amendment to the minutes was presented for consideration: 
Item 1.0 Call to Order - change unseeded to unceded 
By general consent, the minutes were adopted as amended. 
3.2 Follow-up Action List 
The Islands Trust Conservancy Manager advised there is a revised Follow-up Action List 
due to a glitch in the database, and provided verbal updates on the following items: 
 The Islands Trust Conservancy Chair signed the lease agreement for Saturnina Island 
and staff are waiting for confirmation of registration. 
 The Sidney Island Ecological Restoration Plan is delayed until August. 
 The annual report text went through and staff received a draft mock up from the 
designer. We are waiting the audit report, as the auditor was not able to complete 
for today, main driver of special meeting required. 
 Request to Trust Council for sponsorship policy of NAPTEP applications, for NAPTEP 
fees, to be presented at September Trust Council meeting. 
3.2.1 Board Appointment Update 
Staff provided the required documents to the Crown Agency and Board Resourcing 
Office. The Minister decided on two of three appointees, and for the third, elected to 
put out a posting for someone with First Nations expertise. We hope to have two 
appointed Board members by the end of August. 
4. RISE AND REPORT 
The Islands Trust Conservancy Board reported on the following items: 
4.1 ITC-IC-2021-022 Saturnina Island 
The Islands Trust Conservancy Board entered into a lease agreement with the BC Parks 
Foundation for Saturnina Island. 
5. AUDIT REPORT APPROVAL 
The Islands Trust Conservancy Manager noted the audit has been delayed and as a result, a 
special meeting is required to approve the audit document. 
5.1 Resolution to Call a Special Meeting

6.2.1 Islands Trust Conservancy - Executive Committee Liaison Meeting 
Board members reviewed the agenda and noted the following items for discussion 
during the round table: 
 Update on Howe Sound UNESCO Biosphere Reserve nomination - discussion of a 
plan for public relations announcements and statements of support, and how 
we would like forward those, through the Conservancy or the Trust as a whole. 
Passed stage five of the process and there is one more step of a formal 
declaration. There will be a Howe Sound Community Forum held on Bowen 
Island September 22

 Sensitive Ecosystems Mapping – Metro Vancouver 
 Island Trust Policy Statement Amendment – how ITC will be reflected and 
perceived in engagement process 
6.2.2 Saturnina Island Update 
Chair Stamford briefed Board members on attendance of a recent Saturnina 
Island event hosted by BC Parks Foundation, noting the Islands Trust 
Conservancy were guests and highlighting the event was well attended by press, 
students, and donors.   
Board members and staff discussed the role of the Islands Trust Conservancy 
partnership with BC Parks Foundation, potential for land securement and 
support of land management, consideration of debriefing to discuss how to 
improve, inclusion of Snuneymuxh First Nations in process, and suggested 
sending thank you cards to students and the Wilson Five Foundation. 
6.3 Correspondence 
6.3.1 Lasqueti Island Nature Conservancy Crown Land Letter, dated July 6, 2021 
The Board received the correspondence for information and directed staff to 
provide further guidance on a response at a future Islands Trust Conservancy 
meeting.

that the Islands Trust Conservancy Board direct staff to provide a briefing on the 
status of the Crown Land Acquisition Program.

6.4.1 Public Acquisitions Report 
The Ecosystem Protection Specialist provided an update on the Crystal 
Mountain file, noting a recent site visit to look at lot changes and the pagoda.  
6.4.2 Public Covenants Report 
The Islands Trust Conservancy Board reviewed the Public Covenants Report for 
information. 
6.4.3 Regional Conservation Plan Progress Report 
The Islands Trust Conservancy Board reviewed the Regional Conservation Plan 
Progress Report for information. 
Board members discussed possible impacts of the recent “heat dome” on forage 
fish in the Islands Trust area and the Salish Sea, and suggested the “heat dome” 
event could be listed as an event and indicator to monitoring. 
6.4.4 Budget Report 
The Islands Trust Conservancy Board reviewed the Budget Report for 
information.
