[0:00:07] Trustee Fast (probable): So this is a business meeting of the elected officials about land use through the Islands Trust for Gambier and Keats and the islands within that local trust area.
[0:00:20] Trustee Fast (probable): Thanks, everybody, for joining us. Obviously, it's an electronic meeting, and that's because we're still in COVID times, in case anybody looks at this recording in a year or two.
[0:00:30] Trustee Fast (probable): So I want to begin by acknowledging that we are, with respect, meeting on, whoops, something's going on here, just a second, that we're, with respect that we're meeting on and about the traditional territories of the Squamish Nation, and I've been moved recently by the discoveries of children's graves all across Canada.

[0:06:36] Trustee Fast (probable): of us are, and staff too, are in our own homes and staff have a right to a safe and respectful
[0:06:42] Trustee Fast (probable): workplace. So we deal with some big issues and I'd like to just ask everybody to be hard on those
[0:06:52] Trustee Fast (probable): issues and easy on each other so that we can work together in our participatory democracy
[0:06:57] Trustee Fast (probable): democracy make things better for the future and uh i'm going to um now uh take a quick look at the
[0:07:05] Trustee Fast (probable): agenda here which is up on the screen thank you jamie is sharing her screen and um uh just let

[0:08:13] Trustee Stamford (probable): and number two um uh marine water testing for recreational areas on
[0:08:26] Trustee Stamford (probable): um the within the islands the gambier local trust area islands and that can go under um

[0:08:45] Trustee Stamford (probable): that's the one. Okay,

[0:09:17] Trustee Fast (probable): on what we've been up to um kate louise would you like to start
[0:09:20] Trustee Stamford (probable): certainly um the last few
[0:09:23] Trustee Stamford (probable): a couple of months have primarily been dealing with local one-off issues as we move into the
[0:09:31] Trustee Stamford (probable): summer season um now we're at the height of that um there's always lots of specific questions around
[0:09:39] Trustee Stamford (probable): around the roads the quality of road maintenance safety issues fire of course
[0:09:48] Trustee Stamford (probable): and one of the things that has been coming out it's after meeting for the June trust council
[0:09:56] Trustee Stamford (probable): and between that and the July 8th special council meeting there's certainly been a number of
[0:10:02] Trustee Stamford (probable): responses that I've spent time working on regarding the draft policy statement and
[0:10:08] Trustee Stamford (probable): where that's going so that took up um that's been quite active i participated in the marine
[0:10:14] Trustee Stamford (probable): reference guide launch event um i attended ocean watch action committee um and i've also been
[0:10:26] Trustee Stamford (probable): working quite uh a lot on a new resident welcome package that includes various parts of islands
[0:10:33] Trustee Stamford (probable): Islands Trust items of interest and I've got some more things that I've been working on through the
[0:10:41] Trustee Stamford (probable): Islands Trust Conservancy and I will speak to that later on in the meeting thank you great and
[0:10:47] Trustee Stamford (probable): Diane I will send that to you so you don't need to keep track of it oh
[0:10:53] Trustee Fast (probable): thank you she's going to

[0:11:06] Trustee Fast (probable): It's been a busy month, much of it involved with the Trust Council as opposed to local trust issues, although I'll talk about those in a moment.
[0:11:19] Trustee Fast (probable): um and that's because of the uh the um the the draft trust policy statement which has made its
[0:11:30] Trustee Fast (probable): way out um and caught the attention of a number of people in the trust area uh we as trustee
[0:11:37] Trustee Fast (probable): stamford indicated uh the um the there have been two uh trust councils one in june and then a
[0:11:48] Trustee Fast (probable): a special one in July, and we've had literally hundreds of emails related to the draft trust
[0:11:58] Trustee Fast (probable): policy statement. So just reading those has been an interesting exercise, and as Trustee Stanford
[0:12:07] Trustee Fast (probable): said, it's been somewhat time-consuming. I've had some feedback. One of the good points of this
[0:12:12] Trustee Fast (probable): part has been I've had a number of contacts from people that I have not heard from before.
[0:12:18] Trustee Fast (probable): um on some of the islands in the in the trust area i've heard from uh new people on paisley
[0:12:26] Trustee Fast (probable): island i had not heard from before i also heard from some folks on boyer so it was
[0:12:31] Trustee Fast (probable): uh a pleasure to hear from them and and we had some communication and i provided some information
[0:12:37] Trustee Fast (probable): and expanded my my email list even further which is great um uh that process is continuing and
[0:12:46] Trustee Fast (probable): will continue through the remainder of this year
[0:12:49] Trustee Fast (probable): and into next year in terms of community consultation.
[0:12:53] Trustee Fast (probable): As Chair Fast will know,
[0:12:56] Trustee Fast (probable): we had an executive committee meeting yesterday,
[0:12:58] Trustee Fast (probable): I think it was yesterday, I'm losing track of days,
[0:13:02] Trustee Fast (probable): in which we sort of started the process
[0:13:04] Trustee Fast (probable): of developing a consultation program
[0:13:08] Trustee Fast (probable): for the whole of the trust area,
[0:13:10] Trustee Fast (probable): which will probably look different
[0:13:12] Trustee Fast (probable): in every local trust area
[0:13:15] Trustee Fast (probable): because of each of them, the connectivity
[0:13:18] Trustee Fast (probable): and the way that we engage is somewhat different
[0:13:21] Trustee Fast (probable): for Gambier Local Trust Area.
[0:13:24] Trustee Fast (probable): It's quite different than, for example, Maine or Salisbury.
[0:13:28] Trustee Fast (probable): There's been many other things going on, of course.
[0:13:34] Trustee Fast (probable): I was reminded, it was interesting.
[0:13:38] Trustee Fast (probable): We'll talk about it a little bit later today,
[0:13:41] Trustee Fast (probable): the Keats Island Foreshore Project,
[0:13:43] Trustee Fast (probable): but I received a series of emails last night and today
[0:13:48] Trustee Fast (probable): from some residents of Keats about that.
[0:13:51] Trustee Fast (probable): And we always try to, and I guess
[0:13:56] Trustee Fast (probable): I need to be a little more conscious of this.
[0:14:00] Trustee Fast (probable): We always tried to get the community in our meetings
[0:14:03] Trustee Fast (probable): where we would involve the community.
[0:14:05] Trustee Fast (probable): We would try to focus them around the summer
[0:14:08] Trustee Fast (probable): because that's when people are on the islands.
[0:14:10] Trustee Fast (probable): islands but now and and someone pointed out to me of course people are on the islands but they
[0:14:17] Trustee Fast (probable): the connectivity is bad so they can't join us in this way in the way that they could if they were
[0:14:22] Trustee Fast (probable): in this in the city um and it's going to be the opposite if we go back to in-person meetings and
[0:14:27] Trustee Fast (probable): anyway it was a you know i i knew that but it but it it you know the um the realization of that so
[0:14:35] Trustee Fast (probable): thank you to those who pointed out is given that i have connectivity issues on the island i should
[0:14:40] Trustee Fast (probable): should have been very, I should be very conscious of the fact that others may, will as well. So it's
[0:14:46] Trustee Fast (probable): sort of everything's upside down, as per usual. I want to acknowledge two things. One is the work
[0:14:56] Trustee Fast (probable): of the Keats Conservation Group that's been going on for the last number of months. I have been
[0:15:05] Trustee Fast (probable): and observing and assisting where I could.
[0:15:08] Trustee Fast (probable): There are at least three projects that are ongoing.
[0:15:12] Trustee Fast (probable): One is to try and establish some relationships
[0:15:16] Trustee Fast (probable): with the Squamish First Nation,
[0:15:20] Trustee Fast (probable): particularly around the Sandy Beach nature reserve
[0:15:24] Trustee Fast (probable): that will be a Islands Trust Conservancy property,
[0:15:31] Trustee Fast (probable): but attempting to bring some indigenous knowledge
[0:15:35] Trustee Fast (probable): to the island is a work that is ongoing by them.
[0:15:39] Trustee Fast (probable): Second is a project to try and remediate
[0:15:41] Trustee Fast (probable): some of the damage that's being done
[0:15:44] Trustee Fast (probable): to one of our really special beaches on Keech,
[0:15:46] Trustee Fast (probable): which is Wet's Beach,
[0:15:48] Trustee Fast (probable): trying to get the attention of the SCRD
[0:15:51] Trustee Fast (probable): because it's a SCRD park.
[0:15:53] Trustee Fast (probable): It is by far the most popular beach on the island.
[0:15:57] Trustee Fast (probable): It faces the Paisley Islands
[0:15:59] Trustee Fast (probable): and it has both sea damage
[0:16:03] Trustee Fast (probable): and upland damage from runoff and heavy use.
[0:16:07] Trustee Fast (probable): And so they're working on trying to figure out ways
[0:16:10] Trustee Fast (probable): to get the SCRD involved in the remediation.
[0:16:14] Trustee Fast (probable): And thirdly, there is quite an ambitious project going on
[0:16:18] Trustee Fast (probable): with a couple of residents on Keats
[0:16:22] Trustee Fast (probable): to catalog and get all the species on the island identified
[0:16:27] Trustee Fast (probable): and knowledge out there related to that.
[0:16:30] Trustee Fast (probable): I want to acknowledge those folks
[0:16:31] Trustee Fast (probable): that that have worked really hard mostly because they're extremely keen on that work and so that's
[0:16:38] Trustee Fast (probable): been that's been fun to watch although I acknowledge that I'm not an expert like birds
[0:16:44] Trustee Fast (probable): but I don't know a lot of species of other animals and plants and but other people do so that work is
[0:16:50] Trustee Fast (probable): ongoing and it's good to see because I think it's important for people to have knowledge of what
[0:16:56] Trustee Fast (probable): you know what species are on the island and what's important and what's in danger
[0:17:01] Trustee Fast (probable): um there's uh other things going on in the area of course and one of the things that's most
[0:17:08] Trustee Fast (probable): noticeable is uh as everybody will know that is on any of these islands the real estate market
[0:17:14] Trustee Fast (probable): is incredibly hot properties are selling for prices i would never have imagined in a week
[0:17:22] Trustee Fast (probable): uh on keats island um and uh so there's a changeover going on in terms of people so one
[0:17:30] Trustee Fast (probable): One of the things I've been working on is trying to connect with new people on the island so that they understand the role of the island's trust and that they have an understanding of the sort of the limitations of the infrastructure.
[0:17:45] Trustee Fast (probable): And speaking of that, Keats Island, parts of Keats Island in Eastbourne are on an SCRD water system.
[0:17:55] Trustee Fast (probable): It's quite a unique water system.
[0:17:57] Trustee Fast (probable): We're quite lucky to have it.
[0:17:59] Trustee Fast (probable): uh we're at stage four uh water restrictions uh which is the the most serious stage which means
[0:18:06] Trustee Fast (probable): pretty much any outdoor uh use of i think every all outdoor use of water is restricted
[0:18:12] Trustee Fast (probable): and the wells are the wells that service that system would serve 180 to 200 residents
[0:18:20] Trustee Fast (probable): um are pretty much uh you know they're not completely dry but they're producing far less so
[0:18:27] Trustee Fast (probable): So, you know, water is obviously a huge issue on the island right now, as it is across, I think, a lot of the areas of the trust area.
[0:18:37] Trustee Fast (probable): So people, if they don't know already, please, anybody watching, please restrict your water use on any of our islands.
[0:18:46] Trustee Fast (probable): There's no rain in the forecast that I've seen for quite a while yet, even though we're, you know, two-thirds of the way through July.

[0:19:15] Trustee Stamford (probable): that are um doing the species inventory if that can be funneled through either the keats
[0:19:22] Trustee Stamford (probable): Conservancy and through to Islands Trust Conservancy. It's always very useful to have
[0:19:29] Trustee Stamford (probable): that, especially as we're dealing with species at risk. And any additional information through
[0:19:35] Trustee Stamford (probable): citizen science can help inform further work.
[0:19:38] Trustee Fast (probable): Yeah, and I'll make sure they're hooked in with
[0:19:41] Trustee Fast (probable): the Conservancy. I'm not sure how far along that is, and it's intended to go up on what is a
[0:19:48] Trustee Fast (probable): fairly ambitious new website that they're developing um and all that information is
[0:19:53] Trustee Fast (probable): supposed to be linked up there but i'll hook them into uh maybe i'll start with kate and
[0:20:00] Trustee Fast (probable): kate emmings and she
[0:20:02] Trustee Stamford (probable): or katherine or
[0:20:03] Trustee Fast (probable): katherine martel yeah i
[0:20:04] Trustee Stamford (probable): think maybe katherine martel might
[0:20:05] Trustee Stamford (probable): be better and um yes because gambier is doing there's various projects on gambier of a similar
[0:20:11] Trustee Stamford (probable): scope and um and there was somebody came over who was a marbled muralette specialist came over a few
[0:20:19] Trustee Stamford (probable): days ago didn't see any marbled muralette but did apparently track down cougars so oh
[0:20:26] Trustee Fast (probable): well all i know
[0:20:28] Trustee Fast (probable): is these two people that are doing this got extremely excited because there's red-legged
[0:20:32] Trustee Fast (probable): frogs on yeah
[0:20:33] Trustee Stamford (probable): oh good yeah that's important and
[0:20:36] Trustee Fast (probable): uh so which is great uh you should come over
[0:20:41] Trustee Fast (probable): Over some time, you can see the work that I'll mention him by name.

[0:20:48] Trustee Fast (probable): an amazing amount of work up north of the park up there on his own,
[0:20:53] Trustee Fast (probable): just rehabilitating a whole area of the ditch and the side of the road and up into his property.

[0:21:02] Trustee Fast (probable): So, and he's one of them.

[0:53:47] Trustee Fast (probable): But what I read from your report is in a lot of other areas like Galliano and Salt Spring and and some other groups is the stewardship center for B.C.
[0:53:59] Trustee Fast (probable): is that there's actually some preference for mooring guards because they have less of an
[0:54:04] Trustee Fast (probable): impact. So I guess my question is for you is, well, my view is I think it should continue to
[0:54:11] Trustee Fast (probable): be an exempt activity, but is there a way that we can restrict them in areas where there is
[0:54:17] Trustee Fast (probable): no yield grass? And I guess that's problematic because we don't have that map, isn't it?

[1:08:12] Trustee Fast (probable): So I'm mindful of something actually the CAO has said is about the trust policy statement where he says, you know, we think we've done a really good job of community consultation and we've been involved and gotten out there and spent a lot of time and energy.
[1:08:33] Trustee Fast (probable): But there's a number of people that think we haven't. And if the community thinks that they're right, is that, you know, this has been on our agenda for two and a half to three years.
[1:08:46] Trustee Fast (probable): And I was explaining to someone, we did a community consultation in the summer of 2019.
[1:08:53] Trustee Fast (probable): We did an open house on Keats and we did another one in West Vancouver.
[1:08:58] Trustee Fast (probable): We created the working group. The working group worked for a couple a year.
[1:09:03] Trustee Fast (probable): um they sort of finished their work last august september we had a staff report regarding their
[1:09:10] Trustee Fast (probable): work we did some draft language in february we brought a draft bylaw in april um so all of this
[1:09:17] Trustee Fast (probable): has been done out online but apparently you know a number of people now as always the the details
[1:09:23] Trustee Fast (probable): are what count so we now have the bylaw uh draft bylaw proposed for screening and that catches
[1:09:30] Trustee Fast (probable): everybody's attention plus we've amended the seven and a half meters to 15 which is a fairly
[1:09:35] Trustee Fast (probable): now you know that's a fairly um major change because it catches a whole bunch more stuff
[1:09:42] Trustee Fast (probable): that wasn't caught by the seven and a half now first of all there is there are a lot of structures
[1:09:48] Trustee Fast (probable): particularly on the west side of keats but also on the east side of keats but most but but mostly
[1:09:54] Trustee Fast (probable): on the west side of Keats, the side facing the Sunshine Coast and Gibsons that are all in the
[1:10:03] Trustee Fast (probable): setback. There's a lot of structures in there and that's a historical development. It's partly
[1:10:11] Trustee Fast (probable): because of the topography and partly because the land use contract and the way that the Keats
[1:10:17] Trustee Fast (probable): landing was developed and partly because of um as i said the topography and and and partly because
[1:10:24] Trustee Fast (probable): some of the lots are very small not so much on that side although they will be with keats landing
[1:10:28] Trustee Fast (probable): but all but on on the eastbourne side a lot of the lots are very small um and so it's it's
[1:10:37] Trustee Fast (probable): problematic in terms of of of um creating new rules for existing you know existing development
[1:10:46] Trustee Fast (probable): development uh as opposed to new development having said that um you know we have lots of
[1:10:53] Trustee Fast (probable): things we need to think about into the future going forward um so all of which is to say uh

[3:22:53] Trustee Stamford (probable): So we had somebody come in and do the testing for that dock, as well as for Gambier Harbor.
[3:23:04] Trustee Stamford (probable): Gambier Harbor came back with within normal rates, but New Brighton came back.
[3:23:10] Trustee Stamford (probable): I think to put it in perspective, they put a warning out at over 200 parts per million for coliform and E. coli.
[3:23:21] Trustee Stamford (probable): they closed the beaches at 400 we came back at 1900 so it was very bad we're not entirely sure
[3:23:33] Trustee Stamford (probable): why so the overall question is now there is a move to try and test other beaches around Gambier
[3:23:41] Trustee Stamford (probable): and it's sort of an ad hoc approach my concern more is well maybe we should be included in the
[3:23:49] Trustee Stamford (probable): the Sunshine Coast testing.
[3:23:51] Trustee Stamford (probable): So I have asked different trustees
[3:23:55] Trustee Stamford (probable): how their beaches are tested or if they're tested
[3:23:58] Trustee Stamford (probable): and whether or not we should be tested.

[3:24:35] Trustee Stamford (probable): So I'd like to be able to advocate that the islands, at least some of their beaches, get tested, even just on a baseline.

CALL TO ORDER Chair Fast called the meeting to order at 10:31 am. She acknowledged that the meeting was being held in territory of Coast Salish First Nations. Chair Fast invited trustees to introduce themselves, and introduced staff in attendance. The Chair announced that the meeting was being conducted via Zoom, live streamed and recorded. 2. APPROVAL OF AGENDA Addendum to the agenda: 8.1 Referral Request for Response from Sunshine Coast Regional District regarding Renaming Halkett Bay Dock The following additions to the agenda were presented for consideration: 9.2.1 Public meeting with FLNRORD staff to discuss forestry issues on Gambier Island 11.1 Marine water testing for recreational areas within the Gambier Local Trust Area islands By general consent the agenda was approved as amended. 3. REPORTS 3.1 Trustee Reports Trustee Stamford reported that, moving into the summer season, she had been primarily dealing with local one-off issues, including lots of questions that pertained to quality of road maintenance, safety issues, and fire. After the June Trust Council and July 8 Special Council meetings, several responses were received regarding the draft Trust Policy Statement. ADOPTED Gambier Island ADOPTED 2 Local Trust Committee Minutes July 22, 2021 Other activities included: Attended Marine Reference Guide launch Attended Ocean Watch Action Committee meeting Working on a new resident welcome package which includes Islands Trust items of interest Involved in work through Islands Trust Conservancy Trustee Rogers reported he had had a busy month, with much involvement with Trust Council and its work with the draft Trust Policy Statement, which had caught the attention of a number of people in the Local Trust Area. Hundreds of emails regarding the Trust Policy Statement had been received; reading those and responding to them had been time consuming. That process of community consultation will continue through the remainder of this year into next year. Other activities included: Process of developing a consultation program for throughout the Islands Trust was started at the Executive Committee meeting of July 21. Received a number of emails from Keats about Keats Island Foreshore Project. Acknowledged the work of Keats Conservation Group; trustee had been observing and assisting where he could, and was working to help establish a relationship with the Squamish Nation, such as around the Sandy Beach Nature Reserve. Discussed a project to remediate some of the damage to West Beach that includes sea damage and run-off; has been trying to find ways to involve the SCRD. Acknowledged people working on an ongoing project to catalogue and identify species on Keats Island; indicated he would ensure they are connected with Islands Trust Conservancy. Noted the real estate market is incredibly hot, with high prices and fast sales; trying to connect with new people on the island to help them understand role of Islands Trust. Keats and Eastbourne are on the SCRD water system and are at stage 4 water restrictions. Water is a huge issue on the island right now. Please restrict water use on the islands. 3.2 Chair's Report Chair Fast noted the projects included in the agenda for information: 14.1 on the Trust Policy Statement Project and 14.2 on highlights from recent Trust Council meetings. Chair Fast chaired the Hornby Local Trust Committee on July 16, and attends Bowen Island Municipal Council meetings every two weeks (next meeting: July 26). 3.3 Electoral Area Director's Report – None Trustee Rogers reported that the Sunshine Coast Regional District had done a Community Wildfire Protection Plan. The original intent of the plan included various islands, including Keats, Gambier and Thormanby. The trustee was disappointed to discover that the plan is light on an examination of what is going on those three populated islands. He had been in touch with the SCRD and encouraged them to provide assistance to various groups on islands, and planning for those groups. 4. DELEGATIONS – None ADOPTED Gambier Island ADOPTED 3 Local Trust Committee Minutes July 22, 2021 5. TOWN HALL There were no members of the public present for the Town Hall session. 6. BUSINESS ARISING FROM MINUTES 7.1 Follow-up Action List dated July 14, 2021 Received. There was discussion of suggested agenda topics for a scheduled meeting with the SCRD on October 18: communication – pertaining mainly to how trustees are notified of SCRD issues that affect the islands, such as the Community Wildfire Protection Plan; emergency services – Trustee Stamford had received some specific questions around evacuation for the island, and reached out to the Emergency Services Program staff person at the SCRD who advised that it would need to be worked out. Basic evacuation planning support would be helpful. Regarding the Metro Vancouver meeting item on the list, Island Planner Dubyna announced that it was agreed in 2019 to have one meeting per term. Trustee Rogers noted that, with the exception of access issues to Passage Island, he had no issues from Bowyer or Passage. He advised he would follow up on this. Chair Fast announced that Metro Vancouver has a new forest ecosystem connectivity report that she would send to the planner and trustees for information and a mapping portal. 8. APPLICATIONS AND REFERRALS 8.1 Referral Request for Response from Sunshine Coast Regional District regarding Renaming Halkett Bay Dock Island Planner Dubyna reported that this referral was received by staff, and inquired as to what the trustees would like to do with it; a response was requested by September 30. ADOPTED Gambier Island ADOPTED 4 Local Trust Committee Minutes July 22, 2021 Trustee Stamford reported that this has been an item of interest for several years, especially in that area. Locals tend to call this Fircom Dock. It would be very straightforward support to the local community to provide clarity for emergency services. The trustee was supportive of the idea of local First Nations coming up with an alternative name, and expressed general support for the idea of renaming. Trustee Rogers strongly supported renaming and thought the LTC should write and encourage renaming along an indigenous line; given the history of the name “Fircom”, given the strong interest on Gambier as the heart of the Squamish territory, and given there is a welcome figure at the top of that dock (a collaborative project involving the Squamish Nation), the trustee strongly suggested that the SCRD work with Squamish Nation and come up with an indigenous name. GM-2021-048 It was MOVED and SECONDED that the Gambier Island Local Trust Committee request a letter from the Chair be sent to the SCRD supporting a renaming of the SCRD Halkett Bay Dock and supporting the SCRD to work with local First Nations to develop an appropriate name for the dock. CARRIED Trustee Stamford will forward a draft letter for internal review. 9. LOCAL TRUST COMMITTEE PROJECTS 9.1 Keats Island Shoreline Protection Project Island Planner Dubyna discussed the staff report on the Keats Island Shoreline Protection Project. Staff requested that the Gambier Island Local Trust Committee (LTC) consider draft Bylaw Nos. 153 (OCP) and 154 (LUB), which would: amend the Keats Island Official Community Plan (OCP) and Land Use Bylaw (LUB), respectively, to establish a new Shoreline Development Permit Area (DP-3) and amend siting regulations in relation to the setback from the natural boundary of the sea, and marine structure regulations. The staff report described Draft Bylaws 153 and 154, intended to establish a Development Permit Area for the shoreline. The drafts had been forwarded to First Nations. Comments received to date indicate general support and directed staff to the shíshálh (Sechelt) Nation’s Dock Guidelines. Staff fielded and responded to trustee questions and comments that included: Extensive discussion of mooring buoys: o Currently permitted in most of the marine based zones. o The DPA within the marine area could include guidelines on mooring buoys, but they are difficult to regulate. o Were removed from the exemptions in the Draft Bylaw 154. Are currently regulated through the Land Use Bylaw. Setbacks are a form of regulation. o Feedback from community members noted that mooring buoys have been an issue around Keats. o Mooring buoys are currently not permitted in Marine Conservation zoned areas. ADOPTED Gambier Island ADOPTED 5 Local Trust Committee Minutes July 22, 2021 o Seems problematic to regulate mooring buoys as a structure & require a Development Permit for every mooring buoy. One side of Keats Island has lots of docks; the other has lots of mooring buoys. o Proliferation of mooring buoys over the past few years. o Suggestion to use “eelgrass friendly” buoys that attaches a float to a chain so the mooring buoy does not cause as much damage on the sea floor. Further discussion points included: Looking ahead to the future with this development permit area. Platforms: type, size and function; use for recreational and other purposes. Include an exemption for people to remove vegetation that is a fire hazard, enhancing “FireSmart” principles on properties. Simplify language to help people be more comfortable about what this would entail. Question about whether or not it is worth losing the good will of the community by putting in the 15 m DPA now. The intent of that was to support better protection around the high water mark. This would have an impact on small properties around Keats. This has been on our agenda 2.5 - 3 years: did community consultation in 2019 including open house events on Keats and in West Vancouver; created a Working Group, active for about a year; had a staff report reporting back the Working Group’s work; and a draft bylaw was brought forward. Amending 7.5 m setback to 15 m is a major change. There are a lot of structures mostly on the west side facing the Sunshine Coast that are all in the setback, as a result of historical development, in light of the Land Use Contract and topography. This is problematic with respect to creating new rules for existing development as opposed to new development. The level of engagement and the process has been quite positive to date. Do not want to throw in something unexpected, like 15 m versus 7.5 m setback. Send this out to the community prior to first reading, our way of saying here is what we are thinking, give us feedback. Get this to the community for consultation and information sessions sooner than later. We are ready to go now. Go in the fall not over winter. Get feedback on specific issues. GM-2021-049 It was MOVED and SECONDED by the Gambier Island Local Trust Committee that Appendix 1 of Bylaw No. 154, 9.3.2 be amended by adding a new paragraph c that says “mooring buoys”, and the remainder of the exemptions be renumbered. CARRIED GM-2021-050 It was MOVED and SECONDED by the Gambier Island Local Trust Committee that Appendix 1 of Bylaw No. 154, 9.3.2 be amended by adding a new sub-paragraph that reads “Vegetation removal to prevent wildfire or other potential emergencies”. CARRIED ADOPTED Gambier Island ADOPTED 6 Local Trust Committee Minutes July 22, 2021 GM-2021-051 It was MOVED and SECONDED that the Gambier Island Local Trust Committee Bylaw No. 153, cited as “Keats Island Official Community Plan, 2002, Amendment No. 1, 2021”, be read a first time. CARRIED Trustees expressed concern that: there is a plain language document explaining what this referral and consultation is; the document describes that this process is about the LTC listening to referral agencies and peoples’ feedback before giving second reading. GM-2021-052 It was MOVED and SECONDED that the Gambier Island Local Trust Committee has reviewed the Islands Trust Policy Statement Directives Only Checklist and determined that Bylaw No. 153, cited as “Keats Island Official Community Plan, 2002, Amendment No. 1, 2021”, is not contrary or at variance with the Islands Trust Policy Statement. CARRIED GM-2021-053 It was MOVED and SECONDED that the Gambier Island Local Trust Committee Bylaw No. 154, as amended, cited as “Keats Island Land Use Bylaw, 2002, Amendment No. 1, 2021”, be read a first time. CARRIED GM-2021-058 It was MOVED and SECONDED that the Gambier Island Local Trust Committee endorse the Revised ‘Keats Island Shoreline Protection Phase 3 Project Charter v.1’, as amended, dated July 22, 2021. CARRIED GM-2021-059 It was MOVED and SECONDED that the Gambier Island Local Trust Committee request staff to organize an electronic Local Trust Committee community information meeting and public input session on the Keats Island Shoreline Protection Project for September 29 in the evening. CARRIED GM-2021-060 It was MOVED and SECONDED that the Gambier Island Local Trust Committee request staff to adjust the start time for the September 30 Local Trust Committee meeting to commence at 3:00 pm, and schedule a community information meeting public input session commencing at 6:30 pm, both of which will be in person meetings. CARRIED ADOPTED Gambier Island ADOPTED 8 Local Trust Committee Minutes July 22, 2021 9.2 Gambier Island Official Community Plan and Land Use Bylaw Targeted Review Project 9.2.1 Public meeting with FLNRORD staff to discuss forestry issues on Gambier Island Island Planner Eggen discussed the staff report on the Gambier Island Official Community Plan and Land Use Bylaw Targeted Review Project that recommended establishing a working group. Additionally, proposed changes to the project charter, proposed outlines for topic areas, and a draft Terms of reference for a working group were presented. The focus of a working group would be to provide input on the eventual community engagement and communications plan, assist with that plan’s implementation, participate in consultation events, and review discussion papers. Points from discussion included: Thanks to staff for putting this together; makes the process more clear; outlines of discussion papers is an efficient way to move forward. Concern: finding people willing to commit to two years, and level of commitment this would require. Consider expanding number of members with revolving participation based on interest, such as participating in the docks discussion paper or forestry. This would allow them a lower commitment level. o Concern about how this would affect quorum. Invite people from different areas of the island, Fircom Plateau, Brigade Bay, West Bay, etc. Budget does not indicate kind of resources the working group will have. o Staff noted that meeting notes will be taken by staff and meetings will be held electronically in the first phase. o Stipend available for First Nations that are attending. Consideration of the number of members in the working group. Like electronic meetings/Zoom as a way of getting the process going in the first phase. GM-2021-061 It was MOVED and SECONDED that the Gambier Island Local Trust Committee amend the Gambier Island Official Community Plan and Land Use Bylaw Targeted Review Project Working Group Draft Terms of Reference dated July 2021 for a select committee of eight volunteers serving for a term of two years. CARRIED GM-2021-062 It was MOVED and SECONDED that the Gambier Island Local Trust Committee request that the Forest Ecosystem Protection Discussion Paper Outline is amended by adding the topic “Cumulative Effects Assessment in Howe Sound”. CARRIED ADOPTED Gambier Island ADOPTED 9 Local Trust Committee Minutes July 22, 2021 GM-2021-063 It was MOVED and SECONDED that the Gambier Island Local Trust Committee endorse the ‘Terms of Reference’, as amended, dated July 2021, for the ‘Gambier Island Official Community Plan and Land Use Bylaw Targeted Review’ and request staff to solicit expressions of interest for volunteer members from the following: a. There was a point where the owner of Cotton Bay declined to participate; the area has never been put back into the current OCP. GM-2021-064 It was MOVED and SECONDED that the Gambier Island Local Trust Committee include the currently excluded area of Cotton Bay into the new Official Community Plan Land Use Bylaw Targeted Review Project Charter under “Scope”. CARRIED Trustees and staff considered possibilities regarding arranging for a FLNRORD Ministry staff representative to attend a public meeting on forestry issues on Gambier. Trustee Stamford will follow up with Chair Fast prior to the August 4 Executive Committee meeting regarding a request that senior staff follow up with the Ministry on having a public meeting on Gambier. 10. CORRESPONDENCE (Correspondence received concerning current applications or projects is posted to the LTC webpage) 10.1 Email from K. Gustavson regarding Thormanby Island Gravel Disaster An email from K. Gustavson, dated June 30, 2021, regarding Thormanby Island Gravel Disaster was received for information. Discussion ensued. Trustee Rogers indicated he had been in contact with the writer, and described the situation pertaining to an area under SCRD jurisdiction on Thormanby Island being used for barge and vehicle access. There had been no community request to the LTC for advocacy on this issue. 11. NEW BUSINESS 11.1 Climate Change Mitigation and Adaptation 11.1.1 Marine water testing for recreational areas within the Gambier Local Trust Area islands ADOPTED Gambier Island ADOPTED 10 Local Trust Committee Minutes July 22, 2021 Trustee Stamford described a recent situation pertaining to some children feeling sick after swimming in the New Brighton dock area. After Vancouver Coastal Health had declined to test the water, a company was hired to conduct E. coli testing, which rendered a very high count. Vancouver Coastal Health did follow up with a second test that saw the counts return to normal. Discussion ensued. GM-2021-065 It was MOVED and SECONDED that the Gambier Island Local Trust Committee write a letter to Vancouver Coastal Health advocating that select marine areas be included in annual marine recreational water quality testing. CARRIED Trustee Stamford will draft a letter. 11.2 Visual Quality Objectives Trustees discussed the announcement of the Sunshine Coast Natural Resource District of the Ministry of Forests, Lands, Natural Resource Operations and Rural Development regarding an extension of the commenting period on the Ministry’s “Visual Quality Objectives” (through sections 7(1) and 7(2) of the Government Actions Regulation for the Forest and Range Practices Act). Points from discussion included: Islands Trust has no technical or professional capacity in Trust Area Services and professional staff to deal with this. It (visual quality) is a big deal in Howe Sound. It will be a scenario where Islands Trust is not involved in the commentary; I regret that. As individuals we can say what we want. I have difficulty with the concept; don’t know how it relates to other objectives, like biological diversity. People need to see what logging does. A good thing coming out of this: maps from the Province. This presents an opportunity for provincial staff to update their database. 12. REPORTS 12.1 Trust Conservancy Report dated May 25, 2021 Trustee Stamford, Chair of Islands Trust Conservancy (ITC), reported on: Productive joint Executive Committee-Islands Trust Conservancy meeting the previous week. New staff member Wendy Tyrell, to focus on Species at Risk. Annual report being drafted. Participation in dedication at an island off Gabriola in June. ITC grants to Denman Conservancy Association and Salt Spring Island Water Preservation Society. 12.2 Applications Report dated July 14, 2021 Received.
