[0:05:46] Voice 9: territory I'm on page 12 as you follow through your agenda and working through the fuel
[0:05:53] Voice 9: and um as the chair indicated we'll give you a brief update i have been giving you some fairly
[0:05:59] Voice 9: full updates at the teleconference um on wednesday so i think that for the most part you're up
[0:06:04] Voice 9: generally up to speed as to where we where we are and primary work that's being done
[0:06:09] Voice 9: when we look at page 12 item two um around policy regarding electronic meetings that's uh
[0:06:17] Voice 9: uh that's moving forward we're having weekly meetings with the ministry um around our
[0:06:23] Voice 9: electronic meetings regulation we think we have a common understanding and what they're going to
[0:06:28] Voice 9: provide is going to work for the allen's trust now and into the future i have another call um
[0:06:33] Voice 9: they've come up with a separate question around notifications and um having that call with um
[0:06:39] Voice 9: a ministry official later on today so i think that is moving forward the next item three is forestry
[0:06:46] Voice 9: um the forestry file remains a um a piece of work significantly i'm holding that piece of work
[0:06:54] Voice 9: and i'm uh um there have been i'll just walk through the key areas of of focus um
[0:07:04] Voice 9: the there's there's a couple of concepts here the first is what um and the second is how um
[0:07:11] Voice 9: the what out of the four areas of of specific interest that the islands trust is working on
[0:07:18] Voice 9: with regards forestry matters development permit identification and enforcement
[0:07:25] Voice 9: pmfl ability to have an outcome associated with pmfl crown lands discussion and finally
[0:07:33] Voice 9: the section 8 municipal tree cutting power so those are the watts it's the last one that we
[0:07:41] Voice 9: The other three, I think, are moving forward, and there will be the focus of advocacy moving
[0:07:46] Voice 9: both at a staff level and an elected level as we move forward.
[0:07:54] Voice 9: So that's the fourth one.
[0:07:56] Voice 9: Section 8 is where most of my focus is right now.
[0:08:01] Voice 9: And the key portion here is I think we all collectively don't have some key understandings
[0:08:11] Voice 9: from trust council on how they would see this being flushed out so what's been initiated is
[0:08:17] Voice 9: discussions i've got a couple of discussions in the coming week with other eight municipal
[0:08:22] Voice 9: entities that have a somewhat more rural provenance let's say who have tree cutting
[0:08:29] Voice 9: bylaws that they're using so i have a meeting later on this week and one next week machosen
[0:08:37] Voice 9: has a bylaw that's in place um there are another couple of uh bylaws i think a couple of those
[0:08:45] Voice 9: might be ultra virus but um they are in place because i think a key piece as we move forward
[0:08:51] Voice 9: with this is um quite often we go forward and say this is what we'd like to do but we don't address
[0:08:57] Voice 9: how we're going to do it um meaning what resources what kind of expertise um is the allen's trust
[0:09:05] Voice 9: going to need to move forward as we move forward into trust council if we don't have a more refined
[0:09:11] Voice 9: conversation on it I guess the the most likely result is to come forward with a recommendation
[0:09:19] Voice 9: or an option for a regime around forestry management and I'm I'm loathe to do that but
[0:09:29] Voice 9: I think that that is where we might end up because I think that if we go out with that
[0:09:37] Voice 9: or look like it's it's a recommendation for the organization to do this and i don't know whether
[0:09:41] Voice 9: we're there yet because i'm not exactly sure where trust council is um it's with um interest i
[0:09:46] Voice 9: listened to the raincoast forest session last week um where the the webinar where this was a topic
[0:09:54] Voice 9: and um interesting um you know certainly the mla provided a very good 10 000 foot
[0:10:01] Voice 9: level or analysis of, you know, challenged with how histories, the history and challenges of
[0:10:09] Voice 9: managing forestry. But as we move into actually the practicality of doing this, I think the
[0:10:16] Voice 9: webinar illustrated there are, there remain challenges and how to refine that is still in
[0:10:22] Voice 9: question. In-house, we have the ability to gather information, but we do not have forestry expertise
[0:10:30] Voice 9: here and how and I think that there's just a general consideration that we might get to that
[0:10:38] Voice 9: later but I think we if as we move into the space we'll have to get into it sooner I don't have
[0:10:44] Voice 9: particular funding associated with that so I'm looking at some creative ways where that where
[0:10:48] Voice 9: we can get some of that some some support and the other piece is we've asked Flynn Rowe for some
[0:10:58] Voice 9: some data on log extractions coming off of the islands so that we can codify the problem
[0:11:04] Voice 9: and the issue and where we're um where we're moving um and it's really focused on a number
[0:11:11] Voice 9: of islands that have particularly more forestry than others and um you know hopefully by the end
[0:11:18] Voice 9: of august into september we'll be getting some of that data back um all of this goes to the
[0:11:24] Voice 9: ministry's request for a more refined problem statement and their request to have more robust
[0:11:32] Voice 9: staff to staff work and less sort of having this as a topic in the legislature when we haven't got
[0:11:39] Voice 9: there isn't a collective defined way forward at this point so this is an active file and those
[0:11:46] Voice 9: those two or three things I'm working on I can't say when there's going to be a conclusion for it
[0:11:52] Voice 9: certainly um other matters have have stepped up in that in the last little while to take some
[0:11:56] Voice 9: attention um so that's item uh three um item four that note has uh matured into a letter being
[0:12:09] Voice 9: prepared for the minister encouraging the minister to support some measure of uh the islands trust
[0:12:16] Voice 9: having um or uh with with regards culturally sensitive sites and and heritage mapping
[0:12:24] Voice 9: to support the ability of local governments like the Allens Trust to encouraging some potential
[0:12:31] Voice 9: changes to legislation that would allow more discretion. That comes out of the meeting with
[0:12:37] Voice 9: our Minister and Minister Conroy and the Comox Nation. Today with around electronic meetings
[0:12:43] Voice 9: you're going to have a demo and that demo things have changed since we had our last meeting with
[0:12:50] Voice 9: trust council and in a good way and we'll be bringing that forward you can see what you think
[0:12:57] Voice 9: of that and we do have a you know we're reacting to circumstances so item six is the scheduling of
[0:13:06] Voice 9: meeting for oddly for September 2nd but but there'll be reasons for that that we'll explain
[0:13:11] Voice 9: here in a moment and then of course following that is the September 8th meeting so that's the
[0:13:17] Voice 9: basic fuel and then moving into some of my um comments um clears with us today we've spent a
[0:13:26] Voice 9: fair amount of the last week um trying to secure a third party to assist the islands trust in
[0:13:34] Voice 9: policy statement work as was directed by executive committee a couple of weeks ago
[0:13:40] Voice 9: uh we're uh i was saying earlier as i came on the call we're a little nervous because uh today's
[0:13:44] Voice 9: today we're going to get that proposal back from one of these one of the entities i'm not going to
[0:13:50] Voice 9: go into specific details yet until i can talk a bit about the programming discussions we've had
[0:13:57] Voice 9: but until we lock something down we're still in a in a in a procurement phase but
[0:14:04] Voice 9: it's not that the impossible has been done but there has been significant progress we've had
[0:14:09] Voice 9: a good conversation with a strong firm who seems to understand the issues with the trust and by
[0:14:16] Voice 9: later today we'll know what some of the what they can bring to the table given the timelines we have
[0:14:26] Voice 9: and the the moment at trust council where trust council itself will be sitting on the engagement
[0:14:33] Voice 9: plan and determining if it's appropriate and then releasing funds or not releasing funds
[0:14:37] Voice 9: When I speak of funds, it's likely that the funds that we need to get the plan written will be close, if not exceed our current budget.
[0:14:53] Voice 9: And so there'll be some discretion applied in the next week or so as we go forward.
[0:14:59] Voice 9: The plan is to, once we get the administration of this determined, is to set to the planning process
[0:15:09] Voice 9: quite quickly and by the end of next week have a two-day staff session with the consultant to
[0:15:16] Voice 9: flush out the issues. Claire and I have already had one, well we've had a couple, but we've had
[0:15:21] Voice 9: one significant discussion as we develop sort of our terms of work and flowing from that will be
[0:15:29] Voice 9: about a week week and a half of writing and getting a draft to you so uh just a bit of
[0:15:35] Voice 9: foreshadowing for September 2nd you're going to get something probably quite something quite rapidly
[0:15:40] Voice 9: just before September 2nd for your consideration and then you will look at that and go this just
[0:15:45] Voice 9: feels good this doesn't and and any refinements for quite quickly for a few days later going
[0:15:52] Voice 9: forward to September 8th and then from September 8th we would then have another day before we get
[0:15:57] Voice 9: something that goes out to um on the agenda um the northern office we've got julia here so she
[0:16:06] Voice 9: can give you an update on where we are in the northern office um i had a very good conversation
[0:16:09] Voice 9: um with the cao of bowen island um and um we went through the policy statement process and we think
[0:16:18] Voice 9: we have a good um understanding we have um he of course is interested in getting some analysis to
[0:16:24] Voice 9: Bowen Council and he wants to be informed so we're having on September 9th we're having a meeting
[0:16:30] Voice 9: with him our staff and him and his staff to walk through the policy statement what some of the
[0:16:36] Voice 9: potential implications are and put him and his staff in a good position to provide some analysis
[0:16:41] Voice 9: that will then go to council and council will respond to the referral and stay tuned we did
[0:16:49] Voice 9: talk about you know in terms of communications and engagement getting in front of the Bowen
[0:16:54] Voice 9: community and that that would be happening sometime late september and into october
[0:17:00] Voice 9: finally with the governance and management review next week will be a meeting to finalize the list
[0:17:07] Voice 9: of interviewees i have added to that list i had a couple requests from trustees to consider
[0:17:17] Voice 9: additions to my list that went forward so those have been made to
[0:17:20] Voice 9: um the uh the management group and we'll see where they land they'll be bringing those forward
[0:17:27] Voice 9: for discussion at select committee and we did have a sustained conversation last friday on
[0:17:33] Voice 9: the reconciliation reconciliation work of the islands trust with myself claire
[0:17:37] Voice 9: lisa and the management team i think that's my update mr chair wow

[0:20:48] Trustee Rogers (probable): particularly around the Section 8 authority.

[0:20:58] Trustee Rogers (probable): is I'm not sure there's a consensus
[0:21:00] Trustee Rogers (probable): around what that might look like
[0:21:02] Trustee Rogers (probable): and what it's trying to address.
[0:21:04] Trustee Rogers (probable): And different islands have a lot of different issues
[0:21:07] Trustee Rogers (probable): and different trustees have different ideas
[0:21:09] Trustee Rogers (probable): of what that might look like.
[0:21:10] Trustee Rogers (probable): And I'm guessing the challenge you're having
[0:21:14] Trustee Rogers (probable): is that is that trustees and maybe i'm one of them would say wouldn't that be great to have
[0:21:20] Trustee Rogers (probable): that ability to do that um uh whatever that might look like yes we
[0:21:27] Trustee Rogers (probable): can deal with we can deal with
[0:21:30] Trustee Rogers (probable): when we have scenarios uh of tree cutting we can try and we have another tool that we could
[0:21:37] Trustee Rogers (probable): consider utilizing if there's an ongoing problem and i think that's that may be as far as i've
[0:21:43] Trustee Rogers (probable): heard it rationalized uh so far you know outside of the detailed reports we've received from rain
[0:21:49] Trustee Rogers (probable): coast and a few others um but and i i think we have to be very frank with the with press council
[0:21:56] Trustee Rogers (probable): about you know what you need in order to move that forward so i think when we get to the agenda we
[0:22:02] Trustee Rogers (probable): should talk about how to have that conversation with the trust council um and and ourselves about
[0:22:09] Trustee Rogers (probable): about what it is we want from all of that.
[0:22:11] Trustee Rogers (probable): So I just wanted to acknowledge for anybody watching
[0:22:14] Trustee Rogers (probable): that you've been telling us this for a long time, so.

[0:22:29] Voice 9: if that's more comfortable.

[0:22:33] Voice 9: you had input from community who are understanding
[0:22:38] Voice 9: that this is an issue that the trust is working through and then in conversations at trust
[0:22:43] Voice 9: council um there was a variety of opinion um expressed um we have had um a couple of discussions
[0:22:52] Voice 9: with trust council that haven't you know certainly we've had the direction to go to go in a global
[0:22:57] Voice 9: sense and and work this through which is happening um but as it matures it's to on what
[0:23:06] Voice 9: basis and how and how's how's that how's that would that additional power be expressed right
[0:23:14] Voice 9: and
[0:23:14] Trustee Rogers (probable): i think and i think i would express it this way as i think that the that there's local trust
[0:23:19] Trustee Rogers (probable): committees that would like to have that ability and there's a number of local trust committees
[0:23:23] Trustee Rogers (probable): that would say we don't want to we we don't have any interest in doing that yes and um
[0:23:29] Trustee Rogers (probable): and wouldn't take it up uh for a variety of reasons whether it's the lack of expertise or
[0:23:35] Trustee Rogers (probable): that's not my not my job that's somebody else's job or it's not an issue on my island unlike
[0:23:40] Trustee Rogers (probable): some islands where i hear a fair amount like gabriola that they see they see
[0:23:45] Trustee Rogers (probable): salt spring like truckloads of trees going off the island and people get very concerned for
[0:23:51] Trustee Rogers (probable): for a good reason so thank you okay

[0:28:34] Voice 7: We finally have a new bylaw officer. The conservancy has a species at risk coordinator
[0:28:39] Voice 7: so we've been doing orientation for those staff which is mainly still virtual but it's working
[0:28:45] Voice 7: well and there's a number of other positions we're trying to fill. We're
[0:28:50] Voice 7: having a little bit of struggles with some of them but we're working to find
[0:28:54] Voice 7: some loopholes to get some staff in as soon as we can. The technology team
[0:28:59] Voice 7: they're keeping the lights on as usual. We are turning our minds to a post
[0:29:03] Voice 7: pandemic way of working so the province has rolled out their strategy for what
[0:29:09] Voice 7: the workplace is going to look like post pandemic and what that means for remote
[0:29:13] Voice 7: working, what that means for technology provisions for staff who do want to continue working from
[0:29:19] Voice 7: home. So I'm working with staff to do an inventory of what we have and how we're going to utilize
[0:29:24] Voice 7: that moving forward. And we're hoping to have any remote work agreements in place with staff by mid
[0:29:31] Voice 7: September. And that will be the point at which we sort of begin the new normal of how staff will be
[0:29:37] Voice 7: working. Tech team is also very focused on our electronic meetings. I think they've got a pretty
[0:29:43] Voice 7: workable solution as far as technology is concerned for public meetings moving forward
[0:29:49] Voice 7: that will allow us to either hold public meetings just in person with no hybrid component and then
[0:29:55] Voice 7: then if we turn to a hybrid wave meeting, then we can also incorporate that.
[0:30:00] Voice 7: So they've done a great job sourcing the technology.

[0:34:05] Voice 6: consultants and first nations to identify that what it would look like and then down the road

[0:34:24] Voice 6: things on the agenda will be an update on the fresh water strategy the water conservation

[0:42:48] Voice 12: We've also continued planning for the project so we've advanced project planning in the areas of general engagement parameters that might be required to advise the consultant, and we're going to be working towards updating the Islands 2050 webpage.
[0:43:01] Voice 12: We've continued to post correspondence that's coming into the website, had some discussions around public facing materials, and we've been working on budget options.
[0:43:10] Voice 12: So there's been substantive work continuing on the project and we look forward to hearing from the potential consultant today.
[0:43:19] Voice 12: So with regard to that, those are the highlights.
[0:43:22] Voice 12: We have also, I would let you know that I've been acting as the Conservancy Manager so that's taken some effort and time to handle the busy program that's happening in the Conservancy.
[0:43:32] Voice 12: There are certainly a lot of contracts being let, lots of staff traveling the islands.
[0:43:35] Voice 12: There's some really great work happening, but certainly we're in vacation time right now.
[0:43:43] Voice 12: Also, I attended the Southern Gulf Islands sort of check in monthly forum,
[0:43:48] Voice 12: the Southern Gulf Islands Forum monthly check in on Friday and supported that.
[0:43:53] Voice 12: And I'm supporting them by trying to procure a note taker, which we've succeeded in contracting,
[0:43:58] Voice 12: but also looking for a facilitator for their September 24th meeting, I believe.
[0:44:02] Voice 12: leave. And so I'll continue to try and find someone there. Also, just as I come back from
[0:44:08] Voice 12: my next vacation of focus, we'll be working on Secretariat Services generally in preparation for
[0:44:13] Voice 12: a TPC meeting in late August, so we can make some progress. We are still working to recruit a
[0:44:18] Voice 12: program coordinator to take that work on. So in the interim, it's certainly me that's taking the
[0:44:22] Voice 12: lead on some of the activities. We've also managed to draft delegation letters, and I believe those
[0:44:28] Voice 12: are with him there, and I'll have him let me know if they're not for review, and those should be
[0:44:32] Voice 12: going out shortly. We've also turned towards a few requests from local trust committees for
[0:44:38] Voice 12: advocacy letters. The Denman one is now drafted, just waiting one last review, and we'll go off

[0:44:47] Voice 12: chairs and trustees for initial work before they come to staff. So those are happening.

[0:45:00] Voice 12: So looking at communications, Aaron Coulson has left the Conservancy, which is a part-time position, and we still have a vacancy for the Community Communications Specialist position.

[0:49:23] Trustee Fast (probable): that's encampments happening or different kinds of things that you can imagine happen on in public

[0:49:40] Trustee Fast (probable): as people are moving around it seems to be the end of uh uh covid related um but i'm not sure

[0:51:39] Trustee Rogers (probable): deck but um uh and that's a bit facetious might be watching i'm sorry but but they don't pay a
[0:51:45] Trustee Rogers (probable): lot they but they're very keen um and also just to let you know as a report um after the the uh
[0:51:54] Trustee Rogers (probable): gambier keats ltc meeting i'd gotten a lot of feedback about our keats foreshore project so
[0:52:00] Trustee Rogers (probable): So I put out, so thankfully the LTC has arranged two CIMs
[0:52:05] Trustee Rogers (probable): at the end of September, as Chair Fast knows.
[0:52:10] Trustee Rogers (probable): And when we put out, Kate Louise and I,

[0:52:38] Trustee Rogers (probable): meeting I've had was Gabriola on um last Thursday uh another lengthy meeting uh it went till just
[0:52:47] Trustee Rogers (probable): about five o'clock lots of really good discussion uh we had uh probably the most um active uh town
[0:52:56] Trustee Rogers (probable): of all we've ever had and it was interestingly based on it was awful a lot of most of it was
[0:53:02] Trustee Rogers (probable): focused on an application for a temporary use permit um and uh most of it was um uh was
[0:53:12] Trustee Rogers (probable): speaking against the temporary use permit because of the impact on their fairly tight-knit community
[0:53:19] Trustee Rogers (probable): uh the end of the day after quite a bit of discussion about whether we should
[0:53:23] Trustee Rogers (probable): uh we should somehow put some temporary use permits in advance for now at the end of the
[0:53:29] Trustee Rogers (probable): day we the ltc simply we denied that temporary use permit and um and and not because it was not a
[0:53:39] Trustee Rogers (probable): reasonably good application but because of the community um uh impact on a a fairly defined
[0:53:48] Trustee Rogers (probable): defined area of Gabriela. We also did some work on our various projects and in particular the
[0:54:01] Trustee Rogers (probable): housing options and impacts review project. There was quite a long discussion about that because
[0:54:09] Trustee Rogers (probable): there's not necessarily a consensus at the LTC on a way forward to move with that. We have one
[0:54:18] Trustee Rogers (probable): one aspect of the work going on but this was the the proposal to do a business case try and set up
[0:54:25] Trustee Rogers (probable): what's called we're calling they're calling a task force to try and bring a bunch of the groups
[0:54:31] Trustee Rogers (probable): together including first nations and local governments and provincial governments etc etc
[0:54:36] Trustee Rogers (probable): under an ongoing task force to to sort of make recommendations to the local trust committee to
[0:54:43] Trustee Rogers (probable): and that it be sort of a monitoring group
[0:54:46] Trustee Rogers (probable): and to looking for some funding for that.
[0:54:48] Trustee Rogers (probable): I'm very much short forming the nature of the application.
[0:54:52] Trustee Rogers (probable): At the end of the day,
[0:54:53] Trustee Rogers (probable): the local trust committee approved
[0:54:56] Trustee Rogers (probable): putting together the business case
[0:54:58] Trustee Rogers (probable): to ask for some funding from the trust council

[0:55:44] Trustee Rogers (probable): so that we aren't working in our own little silo alone.

[1:39:37] Voice 9: are we saving and vice versa so we're working on that in the meanwhile the technology that was
[1:39:44] Voice 9: a part of that proposal has shifted a bit and the the it team here has come up with

[1:39:56] Voice 9: but it's the idea that they're a very small case full of equipment equipment that we didn't have

[1:43:20] Voice 8: have start record start stream and arguably way simpler than having to administer a zoom meeting
[1:43:29] Voice 8: but it'll do the same thing it'll encode it stream it and and then we'll we'll provide instructions
[1:43:36] Voice 8: on how to move that file to our FTP sites
[1:43:39] Voice 8: so that we can get it up onto our webpage

[1:46:25] Voice 8: space a small meeting space it's got a wide angle field of view so what you
[1:46:31] Voice 8: can't really perceive here is that I can the field of view will adjust to meet
[1:46:37] Voice 8: what I would say is a 10-foot comfortable seating plan so that if I
[1:46:42] Voice 8: have a 10 foot table i'll be able to get everybody on that table without any problem and we've tested
[1:46:48] Voice 8: it here in the room we've also tested it in an auditorium there's there are issues in auditorium
[1:46:55] Voice 8: with echo the sound quality if as we are the the volume of the speaker on this device we do
[1:47:03] Voice 8: perceive an echo in the recording um that's that comes down to a balance of what is an ex what is
[1:47:10] Voice 8: a required volume and um and then the feedback from the room i don't think that we can solve
[1:47:19] Voice 8: that without thousands of dollars the debio that we use in the boardroom would probably
[1:47:26] Voice 8: be able to manage it better but that units it's another 1500 more than this and it doesn't include
[1:47:35] Voice 8: all the peripherals it doesn't include a camera so we'd be looking at another thousand dollars
[1:47:40] Voice 8: potentially for a good quality camera so i think i think we can manage worst cases the audio is an
[1:47:47] Voice 8: issue in auditoriums and we can we can actually work to integrate external speakers that we can
[1:47:54] Voice 8: distribute into the public and on the table with the the ltc committee the committee itself
[1:48:01] Voice 8: and then we can bring down the volume because it'll be localized that'll probably cost another
[1:48:06] Voice 8: another five hundred dollars but it won't have a significant impact on the budget so that's i'm

[1:50:13] Voice 8: behind quite well that's not the issue the the issue is that we're we have microphones in a very
[1:50:20] Voice 8: large box and speaker and this so we're broadcasting audio into that room and it's
[1:50:27] Voice 8: bouncing around on a lot of hard surfaces and both zoom and this piece of hardware have echo
[1:50:34] Voice 8: echo cancelling built in, so this has an echo cancelling feature, so a digital sound processor
[1:50:40] Voice 8: and Zoom does echo cancelling, but there's limits. When you're in a big auditorium, that audio is
[1:50:47] Voice 8: bouncing around for a long time, so you just have to keep it down. It's no difference than a
[1:50:52] Voice 8: basketball game. If you're at a basketball game, you're getting, you're hearing the basketball game
[1:50:56] Voice 8: two or three times before the ball, you know, takes its next bounce, so it's the same story,
[1:51:03] Voice 8: And no matter what hardware, what software we use, it's going to be a challenge to deal with that, that environment. I think it does a pretty good job actually. Way better than if we just threw speakers and microphone in the room, you wouldn't be able to, you wouldn't be able to cope with the sound.

[2:06:29] Voice 9: between the islands and and you know the remedy or the means of engagement might be different
[2:06:34] Voice 9: um we've discussed the idea that um you know just based on you know engagement is based on
[2:06:42] Voice 9: population um if you have more people on an island you need more engagement because there's more
[2:06:48] Voice 9: people there um so that there are some differences here and staff is going to engage with the
[2:06:55] Voice 9: the consultant on getting a customized list we will not be successful with a complete template
[2:07:00] Voice 9: get just getting dropped on the islands trust and saying go do this um we did have a good
[2:07:07] Voice 9: conversation around social media um initially and around that understanding and we have a very
[2:07:14] Voice 9: compressed time frame so um no home runs have been hit yet um we're waiting for that fee letter it's
[2:07:22] Voice 9: it's going to be beyond our current budget but I said that you know earlier on we're going to
[2:07:27] Voice 9: I'm going to use some discretion there that I think is appropriate the challenge would be if
[2:07:32] Voice 9: if for whatever reason the engagement wasn't satisfactory to trust council and then they did
[2:07:38] Voice 9: not fund it then we would have you know undertaken this initial consultancy that's about it we can
[2:07:49] Voice 9: and, you know, turn over to Claire, if you have any other insights here. We are mindful of,
[2:07:55] Voice 9: very mindful of the relationships we've built with First Nations through this process,
[2:08:02] Voice 9: and that, you know, much of this work may or may not be of interest to nations, and they are doing
[2:08:09] Voice 9: that work with us, and that there are a variety of nations who, across the area, who have interest,
[2:08:17] Voice 9: and we want to cultivate those relationships more this initial project work is to be mindful of
[2:08:24] Voice 9: those relationships um but not a direct deliverer of um engagement work to um to nations we'll be
[2:08:32] Voice 9: continuing to do that in-house um but we'll inform each other as we move forward um and in terms of
[2:08:39] Voice 9: budget uh we may need a bit more budget um in the future um particularly there there might be need
[2:08:46] Voice 9: if there's a significant uptake from the first nation's perspective um an increase there which
[2:08:53] Voice 9: i think uh trust council given its direction would be uh supportive of um but overall i would
[2:09:01] Voice 9: not write you know we could engage at a quarter of a million dollar basis and i i just don't think
[2:09:06] Voice 9: that that's uh recommended um right now we have to proceed um um with the the project so later on
[2:09:15] Voice 9: today we're going to get that fee letter fee letter and we're going to get that uh

[2:21:26] Voice 12: TPC had specifically mentioned groups like realtors or potentially dock builders or, you know, any type of industry professionals that work in advising around land use in the region, and of course conservancy partners that sort of thing.
[2:21:39] Voice 12: So that was the intention of the position. As I said, we have not yet hired a person into that role, but that certainly a focused early attention on Salt Spring could be delivered through that position.
[2:21:49] Voice 12: And some of the outcomes that we'd be working on in funding from the regular communications budget in support of that position could also, as I say, have an early rollout to Salt Spring as a priority, if that was your intention.

[2:22:28] Trustee Patrick (probable): the some of the major ltcs that i'm i'm involved in um on salt spring there certainly is a very
[2:22:35] Trustee Patrick (probable): very high level of frustration. We have some severe, you know, I think between Salt Spring
[2:22:40] Trustee Patrick (probable): and probably Gabriola, Galliano, I know there's a number of islands, but I think Salt Spring and
[2:22:45] Trustee Patrick (probable): probably Gabriola are the most impacted on housing at the moment. And it's, it is extremely severe.
[2:22:53] Trustee Patrick (probable): And, and as we're hearing around the world that, you know, work, workforce availability is a
[2:23:01] Trustee Patrick (probable): a problem but you know we're feeling it even so much more drastically um on the islands um
[2:23:08] Trustee Patrick (probable): our hospital administration was was closed for the very first time just a few few weekends ago and
[2:23:15] Trustee Patrick (probable): that really sent the red flags up the pole saying you know we've got beyond an emergency so
[2:23:22] Trustee Patrick (probable): um the more that we can help um coordinate some of these conversations and help you know
[2:23:31] Trustee Patrick (probable): help not just communicate, but also, you know, being prepared to coordinate some of these
[2:23:38] Trustee Patrick (probable): activities in a stronger way. It's not that it's not happening. You know, I think the elected and

[2:25:22] Trustee Patrick (probable): That is probably one of the biggest helps is that we need to find a way to be more responsive on some of these large, you know, very community passionate issues that unfactual information gets out there and very, very, very, very quickly.

[2:25:55] Trustee Patrick (probable): that alone i guess i think that's what's so wild right now is things just go boom and they're off

[2:26:38] Trustee Fast (probable): uh respond in a social media manner if i can put it that way i mean i've i'm i'm a twitter user
[2:26:46] Trustee Fast (probable): myself and i see uh announcements being made on twitter before they hit any news outlets and
[2:26:52] Trustee Fast (probable): things like that uh it it's all changing and um so i uh i think we can all uh anyway it seems to
[2:27:02] Trustee Fast (probable): me salt spring is the priority and and uh the testing ground and i'd support um starting with
[2:27:09] Trustee Fast (probable): as i think you put it uh early rollout to salt spring sounds good just
[2:27:16] Trustee Luckham (probable): too fast dan rogers

[2:27:18] Trustee Rogers (probable): right yeah yeah and thank you um i guess i just want to reflect that i'm hearing two different
[2:27:24] Trustee Rogers (probable): problems um one is our ability to respond to issues quickly as they arise which is totally
[2:27:33] Trustee Rogers (probable): a capacity issue um and you know because you know we try and be careful and we try and keep our
[2:27:40] Trustee Rogers (probable): our communications consistent and we try and do all of that all of which can occur on a saturday
[2:27:46] Trustee Rogers (probable): at 4 p.m when everybody hopefully is uh doing some some personal life as opposed to doing their
[2:27:53] Trustee Rogers (probable): trust life except except that of course trustees don't have a personal life uh where it's not
[2:27:59] Trustee Rogers (probable): bounded by the work week. So that's part of the issue. And until we create a communications
[2:28:07] Trustee Rogers (probable): department that is more robust than the one we have, I think our ability to respond is going
[2:28:13] Trustee Rogers (probable): to be somewhat limited. I think they do a fantastic job. They've always responded when I've asked
[2:28:17] Trustee Rogers (probable): and are often know more about it than I do before it happens. But I appreciate Salt Springs a much
[2:28:24] Trustee Rogers (probable): more complicated scenario than anywhere else. The other issue I heard, the second one is completely
[2:28:30] Trustee Rogers (probable): different, which is developing communication strategies for some very important and big
[2:28:35] Trustee Rogers (probable): projects and community engagement on Salt Spring and elsewhere, but particularly on Salt Spring.
[2:28:42] Trustee Rogers (probable): I've seen Director Frater writing a lot of notes and I think that probably that's something that
[2:28:50] Trustee Rogers (probable): that that uh is an important piece of how we can help with the communications and i think that's
[2:28:57] Trustee Rogers (probable): something they can help and i don't think you resolve the ability to respond in 12 hours until
[2:29:02] Trustee Rogers (probable): you until you uh have a much more robust um uh and we commit a lot more resources to that and i'm
[2:29:09] Trustee Rogers (probable): guessing every local government has exactly the same problem that by the time they get around to
[2:29:14] Trustee Rogers (probable): the news cycle to be able to respond to something 36 hours have passed and the message has already
[2:29:19] Trustee Rogers (probable): gone on and already accelerated to a point that i don't know how you stop it um isn't that the
[2:29:25] Trustee Rogers (probable): dilemma for everybody in the in the context of the social media world indeed
[2:29:30] Voice 9: it is and and uh if i
[2:29:32] Voice 9: may mr chair uh just this conversation's outlining the different streams um it's not really it's it's
[2:29:42] Voice 9: not only capacity but it's also strategy and you know um how quickly we respond um is fraught with
[2:29:53] Voice 9: challenge meaning oh we made a decision people don't like it and then going out and saying
[2:30:00] Voice 9: It's not our fault. You know, like having a post decision or something pops up and then we go, oh, you know, we define the problem.
[2:30:10] Voice 9: Most local governments don't do that. You know, those are community culture elements.
[2:30:17] Voice 9: When you hear about launching something on Twitter, I quite agree.
[2:30:21] Voice 9: Something's going to happen and then you get out in front of the topic and describe it as opposed to using something in a reactionary manner.
[2:30:28] Voice 9: this is the stuff we have to reflect on and where we can devote resources to and local
[2:30:34] Voice 9: it's not unique to salt spring there's this is the challenge of the day i mean at ubcm and
[2:30:41] Voice 9: everything with all these administrators it's that essentially one issue can sink an administration
[2:30:48] Voice 9: or administrator or something if they get on the wrong side of it and um and confusion on
[2:30:55] Voice 9: by the people and willful desire to use these tools for challenging purposes you know we
[2:31:02] Voice 9: probably have to have a strategy around that and and we don't um for the salt spring thing it's i
[2:31:08] Voice 9: think what we're talking is sort of just a more organized way over the next few months of paying
[2:31:14] Voice 9: particular attention and seeing what we can um directly provide yeah
[2:31:23] Trustee Luckham (probable): i just want to make some
[2:31:25] Trustee Luckham (probable): remarks. I was really glad to see Vice Chair Patrick smile and Dan Rogers was sympathizing
[2:31:36] Trustee Luckham (probable): with your situation there because indeed there's a real personal burden you know and even the
[2:31:45] Trustee Luckham (probable): the defense and attack things that happen.
[2:31:52] Trustee Luckham (probable): I struggle with the notion of us being nimble enough
[2:31:58] Trustee Luckham (probable): to be able to manage this and just would like to suggest
[2:32:03] Trustee Luckham (probable): that many aspects of this are unique to the Islands Trust
[2:32:08] Trustee Luckham (probable): and are not problematic with other governments.
[2:32:11] Trustee Luckham (probable): And it's because of the geography
[2:32:13] Trustee Luckham (probable): fee and 13 individual governments with a huge number of small-scale media outlets.
[2:32:22] Trustee Luckham (probable): We, you know, the media services that staff, often it's Robert Barlow I think that sends out
[2:32:29] Trustee Luckham (probable): that materials to us on a regular basis. We get those weekly cycles of that information.
[2:32:35] Trustee Luckham (probable): The nimbleness part of it is that comes out on the frequency that it does once a week,
[2:32:40] Trustee Luckham (probable): whether it is in many cases something gets posted on a weekend or an evening and then
[2:32:46] Trustee Luckham (probable): and then whatever it is that's been posted that's created a bit of a furor then needs to have an
[2:32:53] Trustee Luckham (probable): informed response and that informed response then requires communication back to a trustee and that
[2:33:00] Trustee Luckham (probable): if the trustee is not responding to it in some way and we want to be a bit more strategic and
[2:33:06] Trustee Luckham (probable): a bit more thoughtful and about how it is that we respond to things, then whomever it is that we
[2:33:13] Trustee Luckham (probable): sort of task with that responsibility to do that continuous monitoring across the entire trust
[2:33:19] Trustee Luckham (probable): area, but certainly on Salt Spring is, and in fact, there's a new media outlet that I wasn't
[2:33:24] Trustee Luckham (probable): aware of before that's come up and is asking for an interview this week, the Capital or something
[2:33:31] Trustee Luckham (probable): it's called. And so this is continuously evolving. And of course, as we've seen on Facebook,
[2:33:36] Trustee Luckham (probable): somebody does one group Facebook thing and then that spawns off another one and another one and
[2:33:41] Trustee Luckham (probable): another one and unless you're monitoring that continuously the ability to respond
[2:33:48] Trustee Luckham (probable): is diminished and the responsibility ends up falling back on the trustees to bring attention
[2:33:53] Trustee Luckham (probable): to it and so there needs to be this communication that happens and ability to monitor that I don't
[2:34:00] Trustee Luckham (probable): know that we have the capacity and to be quite honest I think that on Salt Spring actually we
[2:34:05] Trustee Luckham (probable): We need the communication specialist on Salt Spring that is doing that monitoring and being
[2:34:12] Trustee Luckham (probable): connected with the trustees and the chair and staff to be able to provide informed response.
[2:34:19] Trustee Luckham (probable): I would just say that the nature of some of the criticism that's out there, people do
[2:34:25] Trustee Luckham (probable): take personally.
[2:34:26] Trustee Luckham (probable): That's inevitable.
[2:34:28] Trustee Luckham (probable): And then there's a necessity, and I'm not speaking about trustees, actually, I'm speaking
[2:34:34] Trustee Luckham (probable): about staff.
[2:34:34] Trustee Luckham (probable): is that some of the criticism is taken personally and then there's a necessity for them to feel like
[2:34:41] Trustee Luckham (probable): there's a response necessary but I think we always need to take that out of the context of the
[2:34:46] Trustee Luckham (probable): personal people involved and provide an objective response that sticks to and that's just my own
[2:34:51] Trustee Luckham (probable): nature sticks to the facts and provides support where it's necessary so there are some really
[2:34:57] Trustee Luckham (probable): big challenges here and I'm pleased to know that there's some future capacity that council has
[2:35:03] Trustee Luckham (probable): has fortunately put the ball in place to allow that to unfold but that does need to be the right
[2:35:08] Trustee Luckham (probable): person and it does also need to be the job description needs to be such that that person
[2:35:16] Trustee Luckham (probable): has the tools and ability and direction to be able to respond in a way specifically on salt
[2:35:21] Trustee Luckham (probable): spring but i think that that spreads to north pender it spreads to galliano and gabriola the
[2:35:27] Trustee Luckham (probable): larger population centers are much more dynamic and unpredictable than other places. I just want
[2:35:36] Trustee Luckham (probable): to say one more thing that with the large projects or significant projects on Salt Spring
[2:35:44] Trustee Luckham (probable): is the Ganges Village Plan and the housing project and the Ganges Village Plan has had
[2:35:50] Trustee Luckham (probable): substantial funds dedicated to it from trust council and uh that needs to be successful for
[2:36:00] Trustee Luckham (probable): lots of reasons for council for funding it and for the community for uh embracing the community
[2:36:05] Trustee Luckham (probable): values to develop that ganges village plan and i think that this the communication piece that we're
[2:36:12] Trustee Luckham (probable): talking about here also needs to be applied to that project in a way in an objective way that
[2:36:18] Trustee Luckham (probable): that helps that and much like we're doing
[2:36:22] Trustee Luckham (probable): with the policy statement, that project needs that same,
[2:36:26] Trustee Luckham (probable): this is a significant project with all kinds of tendrils
[2:36:31] Trustee Luckham (probable): out in all directions that has lots of people concerned
[2:36:36] Trustee Luckham (probable): and lots of people supportive and the task force
[2:36:39] Trustee Luckham (probable): that we've established to do that, to assist us in that work
[2:36:42] Trustee Luckham (probable): is certainly gonna struggle and have a hard time
[2:36:46] Trustee Luckham (probable): advancing this work and soliciting all the information that they need so just
[2:36:50] Trustee Luckham (probable): keep that in your mind as well and is there a necessity I you know and this is
[2:36:56] Trustee Luckham (probable): something I've not talked with trustee Patrick or Peter grove about or staff
[2:37:00] Trustee Luckham (probable): whether or not this is a necessity to look at that funding that's available
[2:37:03] Trustee Luckham (probable): there and rediverting that if that's necessary for communications and then
[2:37:08] Trustee Luckham (probable): and then possibly there's going to be another large funding request coming
[2:37:12] Trustee Luckham (probable): from salt spring in the future don't know at this point i just want to voice all that stuff

[2:37:23] Trustee Patrick (probable): so that they're all highly linked and uh and i think that's that's the important thing is that

[2:37:49] Trustee Luckham (probable): with the conversation you've heard here now are you able to come back with some advice or

[2:38:51] Voice 9: to say that we do have to link our communications on salt spring over the next number of
[2:38:58] Voice 9: months around our policy statement engagement and so forth and we'll put together an internal plan
[2:39:03] Voice 9: around that and report back to you when we when we have it we're informed by the various you know
[2:39:08] Voice 9: because there's a consultant group that's working on the the ganges plan um see what their
[2:39:13] Voice 9: communications efforts are like and um so so we'll we'll put our mind to this and get back you with
[2:39:20] Voice 9: something but i don't have any this was to get some ideas from um from you to input to us

[2:52:49] Voice 1: a resolution on may 26th requesting to be draft amendments trust council on how fines and penalties
[2:52:54] Voice 1: are to be collected or not collected under the system under what we usually refer to as the ben
[2:52:58] Voice 1: system this resolution rose up the consideration of requests by the denman local trust committee
[2:53:05] Voice 1: to cancel a debt incurred by a property owner subject to enforcement the the the system that
[2:53:12] Voice 1: we now have and the bylaw enforcement notices bylaws that have been adopted the local trust
[2:53:20] Voice 1: committee and their bylaw can appoint a screening officer who can deal with disputed bylaw notices
[2:53:26] Voice 1: only those bylaw notices of which there is a default the screening officer has no discretion
[2:53:34] Voice 1: discretion or authority to cancel them or or cancel any debt that arises from a default on
[2:53:41] Voice 1: those notices um as it says within the uh on this trust act uh fines and other penalties
[2:53:48] Voice 1: imposed and collected under or because of a bottle of a local trust we must be paid to the trust
[2:53:53] Voice 1: council um the band system has now been adopted in 10 local trust care areas and the increased
[2:54:02] Voice 1: Increased use of the system has brought forward concerns from those subject to enforcement that while they have brought their properties into compliance, they have still incurred debt from fines.
[2:54:09] Voice 1: And there are circumstances where debt cancellation may be the most reasonable action to take.
[2:54:16] Voice 1: For the financial considerations here, the goal of the system has always been to gain, not to collect fines or create some kind of revenue stream.
[2:54:27] Voice 1: But the goal is always compliance, and if the property owners are cooperative and incurred a debt through some misunderstanding of the system or other legitimate reasons, then the debt cancellation would ensure that the system is fair.
[2:54:42] Voice 1: It should also be considered that the continued pursuit of some of these debts may be counterproductive and actually cost Islands Trust money.
[2:54:49] Voice 1: with this proposed policy amendments that would delegate the authority to cancel a debt to management and reduce the need for local trust committees or the executive committee to make decisions on individual cases.
[2:55:02] Voice 1: The recommendation that is before you is that the executive committee direct staff to draft amendments to the trust council bylaw compliance and enforcement policy to include the following.
[2:55:12] Voice 1: Debts incurred as a result of default on by-law notices may be cancelled if the Director of Local Planning Services and the by-law compliance and enforcement manager concur that contraventions on the subject property no longer exist, and that it is not in the interest of Bonds Trust to pursue the debt.
