[0:05:20] Voice 11: or how the staff would like us to contribute anything we did on the any work we did on the

[0:05:30] Voice 10: well just just to uh explain why this agenda is is is less full than the

[0:05:38] Voice 10: previous was the idea being that um we were having trouble moving through the different

[0:05:43] Voice 10: tasks and so the vision statement was causing a lot of consternation with some members and so

[0:05:50] Voice 10: it seemed that the best thing would be to see if we can all get on the same page with one

[0:05:56] Voice 10: or two things instead of having all of them at once. And the simplest things would be what is

[0:06:04] Voice 10: our study area and what are the chapter or elements that we need to address in this plan.

[0:06:13] Voice 10: And then if we can actually come to agreement on that, maybe we could move on to something as

[0:06:18] Voice 10: complicated as the vision statement. I know there was, David has done a lot of really great work,

[0:06:32] Voice 10: and when we get to the study area boundary, I guess, is that all right, David? I would propose

[0:06:37] Voice 10: that we share your video as part of that, and I don't know if I can get, if David can have a share

[0:06:47] Voice 10: screen or I can have a share screen at that point. I'll

[0:10:28] Voice 10: twice a month meetings um with with some site visits so um i passed it on to you lisa

[0:10:46] Voice 2: Yeah, certainly. So based on the feedback, it's twice monthly is what's requested on the survey.

[0:10:59] Voice 2: It seems there's no, because we only had five respondents, the best day of the week is not very

[0:11:07] Voice 2: very clear. Um, and so that's, you know, up for you to direct us. We can't really say, um, so

[0:11:15] Voice 2: twice a month mornings and day of the week is unclear. Uh, we would of course be continuing

[0:11:23] Voice 2: with the Thursday morning meeting with all staff or, you know, with, with, uh, you know, beyond

[0:11:29] Voice 2: just the minute taker present. And then the second meeting is whatever works best for you guys. It

[0:11:37] Voice 2: two meetings a month is what you would like and mornings is preferred and then the day of the

[0:11:44] Voice 2: week is up to you guys for that second meeting um

[0:13:33] Voice 6: and i'm not sure i i think earlier on we did look at different facilities and i think we are finding

[0:13:41] Voice 6: it challenging to find uh one that meet the public meeting criteria that we usually require

[0:13:49] Voice 6: uh sufficient parking and access all the other stuff but i think rob may be able to do a bit

[0:13:56] Voice 6: more research on that she just i think the main thing is he needs to know um how often you guys

[0:14:02] Voice 6: want to meet and when you want to meet. Am I correct, Rob?

[0:14:05] Voice 2: Yep. If first and third Thursdays

[0:14:09] Voice 2: in the morning is the preference, I can confirm that the third Thursday meeting where Louisa

[0:14:15] Voice 2: will be present with the minute taker will be at the Baptist Church basement. It's very

[0:14:23] Voice 2: non-denominational in the basement. I was just there yesterday. And it's a great facility.

[0:14:30] Voice 2: and we will find an alternate space for you to meet otherwise.

[0:14:37] Voice 2: And I can work with that.

[0:14:39] Voice 2: So just to be clear that it's first and third in the mornings,

[0:14:44] Voice 2: assuming 10 a.m. is morning.

[0:14:46] Voice 2: And of course, with some flexibility based on this first Thursday

[0:14:51] Voice 2: and finding a meeting space for you, we'll work from there.

[0:14:57] Voice 10: think uh mike had a suggestion on uh maybe the upstairs of the um where the building the crd

[0:15:07] Voice 10: building uh permits you know it's maybe thrifty zones that uh meeting room up there i thought it

[0:15:17] Voice 2: have a long list of meeting rooms so i'll just start with the least expensive and work

[0:15:20] Voice 2: my way up and see the availability it's more about just knowing the time and the frequency and

[0:15:26] Voice 2: And I'm sure there's somewhere that we can get you on a regular basis.

[0:15:30] Voice 2: And now that you've provided it clear, we can make it work.

[0:15:36] Voice 8: Isn't it the case that the other task force, the housing task force, generally meets from 1 p.m. to 3 p.m., one Thursday per month?

[0:15:47] Voice 8: So they're meeting today at the basement of the Baptist Church from 1 to 3.

[0:15:53] Voice 8: And so are you saying that they're already meeting for two meetings a month and they've started this process even before our group started the process and now they're meeting once in the afternoon on a Thursday and once in the morning on a Thursday?

[0:16:09] Voice 2: that's not what we're saying at all, Jenny.

[0:16:10] Voice 2: We're saying that we have two task forces that would

[0:16:13] Voice 2: like to meet more frequently and it's very hard to coordinate.

[0:16:16] Voice 2: Nate. We're just as challenged by this as you are, but we will do our best to provide you

[0:16:24] Voice 2: exactly what you're asking for. And you may not be able to attend a housing meeting because they

[0:16:30] Voice 2: want to meet at the exact same time that you do. And they're their own commission and they make

[0:16:35] Voice 2: their own decisions on their own. But both meetings will receive whichever frequency of

[0:16:41] Voice 2: meetings they want at whatever time they want and we'll go from there okay

[0:16:48] Voice 8: i'm just i just have this comment i'm not intending to make you feel defensive because i felt like

[0:16:53] Voice 8: that when you answered me um i'm actually just trying to find out when could you provide us

[0:17:29] Voice 6: work better for them we have other commissioners uh meetings and there has been time they kind of

[0:17:35] Voice 6: run against the same schedule and it's also allow them to run over the meeting a little bit

[0:17:43] Voice 6: rather than three o'clock they have to end the meeting so that we can start the next meeting

[0:17:48] Voice 6: so as a group they are going to change the schedule to be thursday morning uh first thursday

[0:17:58] Voice 6: every month at 10 o'clock and

[0:18:00] Voice 8: in terms of us learning from them what they're working on

[0:18:04] Voice 8: because i'm under the impression there's a little bit of overlap between our two groups because

[0:18:09] Voice 8: we're essentially both dealing with salt spring island housing this is my understanding and we're

[0:18:14] Voice 8: dealing with the densification of ganges or greater ganges and they're dealing with the

[0:18:20] Voice 8: concept of housing island wide which also may lead to some densification and so then if we're

[0:18:27] Voice 8: interested to be connected because we can't necessarily be disconnected then we want to see

[0:18:33] Voice 8: what they're talking about uh would we get the link in a timely manner like not just okay i want

[0:18:40] Voice 8: the link now so i i get the link from last month or two months ago but can i get the link right

[0:18:44] Voice 8: away that kind of thing or how is that going to work those are just things i'm putting out there

[0:18:49] Voice 8: and if i'd known that they're also meeting at the same time i might have voted differently than for

[0:18:54] Voice 8: thursdays because i think we should try to have a connection with them but i understand maybe

[0:19:00] Voice 8: maybe you're having a hard time with all the variables that working around

[0:19:03] Voice 8: everybody's wishes. So I'm not just saying that,

[0:19:07] Voice 8: but it means we're cut out from that meeting that we are specifically cut out

[0:19:14] Voice 8: force and going to the basement of the church and watching them.

[0:19:33] Voice 10: Tuesday or something, we can find, is that, would that work Rob to find another meeting space if we

[0:19:42] Voice 10: need to change it to overlap with the housing group in some way?

[0:21:13] Voice 8: to talk about how to amend this for October because I don't want to just let this go into

[0:21:18] Voice 8: to the fall where we're always having our meeting at the same time as the other task force because

[0:21:23] Voice 8: it it's really hard to keep track and i think that like everything that we do is connected to

[0:21:30] Voice 8: everything else that goes on on salt spring so the more that we're able to have the flexibility

[0:21:35] Voice 8: to find out what else goes on on salt spring the better so can we have that put in that we'll

[0:24:39] Voice 10: a discussion of the study area boundary. I think that this last meeting, we all kind of saw this

[0:24:48] Voice 10: and were curious about where the different colors and lines came from and why. And

[0:24:56] Voice 10: there is some concern that it was being shared as something the task force had approved already,

[0:25:02] Voice 10: but it's a draft. It says draft on it. And so I guess the task is to propose modifications to this

[0:25:12] Voice 10: and sort of finalize our study area boundary. Is this a good time to show your video, David?

[0:25:20] Voice 10: maybe we can look at yeah

[0:25:23] Voice 13: that that that would be my proposal so uh and speaking to john

[0:25:28] Voice 13: specifically but everybody um so after our last walk around and the uh the stack of maps that i

[0:25:36] Voice 13: emailed everybody earlier in the week uh did some more research read some books read some more books

[0:25:46] Voice 13: consulted the archives, and still all in the spirit of really just struggling with this map.

[0:25:58] Voice 13: And so I put a little video together, it was three minutes, it's now four minutes,

[0:26:04] Voice 13: but it looks at the history of how Ganges developed.

[0:26:08] Voice 13: And I showed Robin and Mike and suggested that, you know,

So I think plan development or business development is important. And under the term business, I'm talking about specifically how many companies or businesses can we sustain in Ganges at the current time and look at what can be sustained in the future.

[1:02:26] Voice 4: and depending on where we set our our boundaries we'll be able to answer that question more easily

[1:02:32] Voice 4: i think it's in the interest of the chamber and again i don't want to step on on jesse's

[1:02:43] Voice 4: to have business development in the core of ganges the other area that i would like to

[1:02:50] Voice 4: address when you mentioned the word economics. I think that economics is too vague. But I do think

[1:03:05] Voice 4: a strong, vibrant community. And at present, there are a lot of closed stores because of COVID and

[1:03:15] Voice 4: things that may not ever reopen and we need to address that as part of our task force plan

[1:15:26] Voice 8: and they met with people who had been here as part of kind of like a farming background and

[1:15:32] Voice 8: there was an artistic revolution here on Salt Spring where people believed that this was going

[1:15:37] Voice 8: to be a self-sustaining community where rather than driving all the time to Walmart people were

[1:15:43] Voice 8: were going to make a point of making their own goods, growing their own food, raising their

[1:15:49] Voice 8: own animals and be connected to each other. And then there were also a lot more people from

[1:15:57] Voice 8: original families and they weren't just, I'm not saying they're white European families, like there

[1:16:01] Voice 8: was a lot more kind of, I mean, there's multiculturalism now on Salt Spring, but

[1:16:06] Voice 8: But there's there was also a connection very strongly to the histories of the multiculturalism, like in living people who were from that, from the Stark family, you know, from like I know the Amerikamis are still here, but that's really important, too.

[1:16:24] Voice 8: And I think when every person goes out, like we want to have process oriented town, like because I spent a lot of not product oriented, but process oriented.

[1:16:33] Voice 8: did and I think that works well with tourism because when I went out walking with my kids

[1:16:37] Voice 8: they could only walk so fast they walked very slowly so I had to wait for them a lot and I

[1:16:42] Voice 8: did that all around Ganges and so I liked it when there would be something really interesting like

[1:16:47] Voice 8: so if you have a bit of a historical thing that's for people to look at and they can contemplate

[1:16:52] Voice 8: what that area was used for before you have shade trees or you have original water features that

[1:16:59] Voice 8: aren't piped i mean i guess i'm off on a tangent but that's um what i mean by heritage that's what

[1:19:56] Voice 13: big playgrounds uh as an example so how how do we fit into the the geographic context i i think also

[1:20:05] Voice 13: is a vector with respect to tourism and i don't know if that uh uh subordinates tourism too much

[1:20:13] Voice 13: or if that incorporates it in in the right way but that's a thought well

[1:20:23] Voice 8: Definitely actually connects to even not just economics, but it's also connected to arts and culture and it's connected to the food system.

[1:21:11] Voice 8: to come based on well they want to make part of their trip to see these really things that are

[1:21:16] Voice 8: important to them and then I see a lot of people in Ganges just taking pictures of their kids

[1:21:21] Voice 8: right beside west of the moon with their faces in those things so they're in that little fairy

[1:21:26] Voice 8: garden area so there you have something really successful doesn't take up much room and like

[1:21:31] Voice 8: i did actually live in japan myself in one whole summer in the 80s i was on an exchange and they

[1:21:38] Voice 8: believed in having little bits of beauty so no matter how urban a setting they would have a

[1:21:44] Voice 8: beautiful flower arrangement or a beautiful little space so i think that's really important for

[1:21:50] Voice 8: densifying an area is to make sure we have these really cool little areas where people can

[1:21:56] Voice 8: kind of really absorb some of the salt spring culture and maybe we're working also to define

[1:22:02] Voice 8: what is salt spring culture it's just just the thought yeah it's

[1:27:35] Voice 4: and um it wasn't included in the original mapping either so i felt we needed to make sure we

[1:27:41] Voice 4: included all of that and i'm just getting information so once i have it gathered i'll

[1:27:50] Voice 10: there an idea of what our next site visit could or should be to

[1:27:54] Voice 10: really start digging into some of these topic elements?

[1:31:43] Voice 3: of transportation or what needs to be done there but something i'm interested in so i just wanted

[1:32:43] Voice 3: If there were to be a bypass that went down Ganges Hill and around by the bakery and such,

[1:32:51] Voice 3: there's a corner there that's a really sharp corner.

[1:32:54] Voice 3: So I know that's right in front of us right now.

[1:32:57] Voice 3: We're talking about long-term planning and all that sort of thing, but that's part of

[1:33:01] Voice 3: the stuff that if Ganges Hill gets put in and that corner stays as sharp as it is, it

[1:33:07] Voice 3: would be a huge impediment to actually having go down Ganges Hill and around the main thoroughfare

[1:33:17] Voice 3: through Ganges. So does

[1:33:21] Voice 10: it seem that yeah that that is immediate does it seem that in our

[1:33:25] Voice 10: September 2nd meeting that we should schedule some sort of somebody to learn from and walk

[1:34:25] Voice 8: there's just simply not as many things we need that we have conflicts about so I think we should

[1:34:29] Voice 8: we should be working more on that for a little while before we have presentations from like
