[0:05:05] Voice 14: members of the audience as we move through our agenda today about this being a safe and
[0:05:10] Voice 14: respectful environment.
[0:05:12] Voice 14: As the chair of this committee, I'm committed to ensuring that all people who speak at this
[0:05:16] Voice 14: meeting are treated fairly and respectfully and that language we use will reflect that.
[0:05:20] Voice 14: No form of discrimination is acceptable or tolerated.
[0:05:23] Voice 14: We will all take responsibility to create a safe, inclusive environment for everyone
[0:05:27] Voice 14: want to participate and be respected members of this committee may call point of order if a

[0:08:05] Voice 13: Oh, okay. Well, sorry, what was I going to... Oh, the main thing that I have to report,
[0:08:17] Voice 13: really the only thing, is that we had a Leskete Archaeology Project Week last week.
[0:08:25] Voice 13: We had six First Nations people here, two members each, and a staff person
[0:08:32] Voice 13: from Comox Nation and from Tla'aman Nation.
[0:08:37] Voice 13: The Comox staff person was an archeologist
[0:08:40] Voice 13: that works for them and consults with them extensively.
[0:08:43] Voice 13: The Tla'aman person was a GIS technician.
[0:08:47] Voice 13: And we visited, I don't know, probably about eight sites,
[0:08:52] Voice 13: did some preliminary exploration
[0:08:55] Voice 13: to determine the extent of the sites.
[0:08:58] Voice 13: nights. The public was invited to all of them, many members of the public attended, and we
[0:09:05] Voice 13: had quite a remarkable, wonderful week of it, Monday to Friday. None of the six First
[0:09:14] Voice 13: Nations members was able to be here all week, partly because it was done just a few weeks
[0:09:20] Voice 13: ahead of time, scheduled just a few weeks ahead of time. We're in the process of scheduling
[0:09:24] Voice 13: during three or four weeks next April, May, June, and July,
[0:09:29] Voice 13: I think, or maybe it's June, July, August.
[0:09:32] Voice 13: So hopefully more people will be able to be here
[0:09:35] Voice 13: and be here the whole week then.
[0:09:39] Voice 13: There'll be a report somewhat soon
[0:09:41] Voice 13: and I'll make a report to trust council on it.

[0:10:15] Voice 12: so uh most of what i'm gonna report
[0:10:18] Voice 12: is just uh based on some conversations i've had with um uh the bc assessment team uh had a zoom
[0:10:27] Voice 12: meeting with them in about the middle of september and i had a couple of questions from uh constituents
[0:10:35] Voice 12: so just briefly one was about um asking if there could be notification when um
[0:10:42] Voice 12: bc assessment folks are coming to do visits on luskete there was a just a concern for um
[0:10:51] Voice 12: You know, for people being sort of spotted wandering around on property and so the upshot of that was that the assessment agreed that they would do some notification through the head office in Victoria about visits so that that information can be disseminated to the islands when those visits are going to happen.
[0:11:13] Voice 12: and um apparently normally the only way they'll let an individual know that they're coming is if
[0:11:20] Voice 12: that individuals ask for them to come specifically um the other subject that we talked mostly about
[0:11:27] Voice 12: was um the issue of uh uh home insurance not being able to a large number of people are finding
[0:11:36] Voice 12: they're not being able to renew their home insurance on their properties here and i guess
[0:11:43] Voice 12: it's apparently becoming more widespread throughout the gulf islands one of the major
[0:11:51] Voice 12: insurance underwriters lloyds apparently has decided the gulf islands are not
[0:11:58] Voice 12: some place that they want to ensure anymore so the question was whether that was going to be
[0:12:02] Voice 12: reflected in in tax assessments and so the assessment team let me know that it should
[0:12:14] Voice 12: be reflected in assessments it's not going to be a line item it's going to be lumped in with a bunch
[0:12:20] Voice 12: of other factors so you'll never know precisely um how your assessment might have been affected
[0:12:26] Voice 12: by the fact you can no longer get home insurance but the recommendation is that if you have
[0:12:33] Voice 12: had home insurance in the past and can no longer get it it's not a bad idea at all
[0:12:39] Voice 12: to let bc
[0:12:39] Voice 12: assessment know that you can't get it anymore because they may if they don't
[0:12:44] Voice 12: have that information of course it's coming factored into your assessment
[0:12:47] Voice 12: that was sort of the upshot of that conversation they were very pleasant to
[0:12:52] Voice 12: deal with and I have their names and contact information if there's any more
[0:13:00] Voice 12: further questions from local people that want to know more about BC assessment
[0:13:04] Voice 12: assessment and how they operate here that's uh that's it for me okay

[0:13:14] Voice 13: item if i might okay i this is a letter from kathy rogers whoops wrong um i just it's actually an
[0:13:24] Voice 13: email i just received it this morning i she writes i feel a need to express frustration
[0:13:33] Voice 13: and disappointment about islands trust meetings doing live streaming with no input from our
[0:13:38] Voice 13: public. I know COVID has messed up a lot of what we know to be normal, but if Islands Trust or any
[0:13:43] Voice 13: other organization for that matter has meetings to pass bylaws and put forward voting on matters
[0:13:48] Voice 13: that concern us as a community, how is this fair in our community's best interest? This to me and
[0:13:55] Voice 13: David, David is her husband. Can I interrupt
[0:14:00] Voice 14: you? Yes. I think it would be best by the nature of
[0:14:04] Voice 14: the uh the letter that you bring that up in correspondence as a late item okay
[0:14:10] Voice 13: i'm i'm two
[0:14:11] Voice 13: thirds of the way through it i'll bring it up later yeah
[0:14:15] Voice 14: thank you i have no idea the trouble
[0:14:17] Voice 14: with somebody reading a letter or a speech you have to have no idea how long it might go on
[0:14:22] Voice 14: so i need to preserve the integrity of the meeting it's late correspondence which none of us have
[0:14:30] Voice 14: have seen, but I'm happy to have you read it
[0:14:32] Voice 14: in the corresponding section.

[0:14:40] Voice 14: Chair's report here, certainly I haven't been active
[0:14:46] Voice 14: on the in the last couple of months,
[0:14:50] Voice 14: although certainly there was a lot of preparation
[0:14:53] Voice 14: that went into preparing this,
[0:14:55] Voice 14: what is now required by legislation to meet in public
[0:14:59] Voice 14: including the deployment of this technology
[0:15:01] Voice 14: which is allowing us to live stream
[0:15:03] Voice 14: so that people can see the meetings
[0:15:05] Voice 14: and the decisions at home
[0:15:08] Voice 14: we have met
[0:15:09] Voice 14: electronically last month
[0:15:12] Voice 14: as council to
[0:15:13] Voice 14: discuss advancements of the
[0:15:15] Voice 14: policy statement
[0:15:16] Voice 14: and received a proposal from
[0:15:19] Voice 14: a contractor with respect to
[0:15:21] Voice 14: an enhanced engagement
[0:15:22] Voice 14: program for the policy statement
[0:15:25] Voice 14: we heard pretty
[0:15:27] Voice 14: loud and clear that people didn't know what was happening and that and felt
[0:15:33] Voice 14: that we needed to do more on that front and so we've heard that message and have
[0:15:37] Voice 14: at this point are entering into a tendering process to find a contractor
[0:15:42] Voice 14: that will assist us in leading an advanced public consultation process so
[0:15:48] Voice 14: that's ongoing. Of course we go from one trust council meeting to the next and so
[0:15:59] Voice 14: So that preparation now begins
[0:16:00] Voice 14: our next council meeting in December.
[0:16:02] Voice 14: At this juncture, for everybody's information,
[0:16:06] Voice 14: the policy statement is likely to come before us
[0:16:09] Voice 14: in a more flushed out version in March
[0:16:13] Voice 14: and then through to the fall and spring,
[0:16:18] Voice 14: remainder of the fall and spring,
[0:16:19] Voice 14: we will be engaging in some more public consultation
[0:16:23] Voice 14: and consultation with First Nations on the policy statement.
[0:16:29] Voice 14: And I think that probably captures anything
[0:16:32] Voice 14: that I need to report here today.

[0:17:00] Voice 1: So I have a few things to report on.
[0:17:01] Voice 1: One, on the regional district's business,
[0:17:05] Voice 1: the QRD has moved back to hybrid meetings.
[0:17:09] Voice 1: We had gone back to online only,
[0:17:11] Voice 1: and now we're back to hybrid meetings.
[0:17:12] Voice 1: The regional district invested some last year,
[0:17:15] Voice 1: probably in 2019 starting,
[0:17:18] Voice 1: on some very nice equipment for video and audio
[0:17:20] Voice 1: in the boardroom up there.
[0:17:22] Voice 1: And so this hybrid meeting setup,
[0:17:24] Voice 1: which allows board members, members of the public,
[0:17:27] Voice 1: and staff members to attend in person or remotely whatever is more convenient that's probably going
[0:17:33] Voice 1: to be for the long term so musketeer residents who want to address the board you can attend
[0:17:39] Voice 1: remotely zoom by zoom or travel up to however you're so inclined and it's actually really
[0:17:45] Voice 1: efficient for staff as well because with the regional district we have usually meetings many
[0:17:50] Voice 1: staff and so it's actually rather than having all the staff sitting in the room for three hours it's
[0:17:57] Voice 1: it's nice that they can chime in for their item
[0:17:58] Voice 1: and not be there for the whole time.
[0:18:02] Voice 1: On August the 31st, the QRD Firesmart coordinator,
[0:18:05] Voice 1: Mark Albert, had a workshop on LISC-ED
[0:18:07] Voice 1: at the community hall.
[0:18:09] Voice 1: Mark provided some really good information
[0:18:12] Voice 1: and there was a lot of good discussion.
[0:18:14] Voice 1: The QRD Firesmart program is offering
[0:18:16] Voice 1: free evaluations on request.
[0:18:18] Voice 1: There's several people on LISC-ED
[0:18:19] Voice 1: who are trained to do these assessments
[0:18:22] Voice 1: and they can be done via the QRD website
[0:18:25] Voice 1: or by phoning, getting ahold of Mark Albert.
[0:18:28] Voice 1: People can also get some financial assistance
[0:18:29] Voice 1: for actions they take to reduce fire risk
[0:18:32] Voice 1: based on those evaluations.
[0:18:33] Voice 1: So they can, they get an evaluation,
[0:18:34] Voice 1: here's a list of things you should do, recommendations.
[0:18:37] Voice 1: You don't have to do all of them,
[0:18:38] Voice 1: but you can get some help for stuff to a certain point.
[0:18:41] Voice 1: I think $500 or something, including time,
[0:18:43] Voice 1: not just some costs, but some time.
[0:18:47] Voice 1: The library board, the Carlin Regional Library Board
[0:18:50] Voice 1: had a meet and greet
[0:18:51] Voice 1: with the new executive director, Ben Hyman.
[0:18:53] Voice 1: I was very happy to learn
[0:18:54] Voice 1: in that Ben Lidge in a rural area outside Nanaimo
[0:18:57] Voice 1: so has a good understanding of rural and urban issues.
[0:19:00] Voice 1: He's been trying to visit as many branches as feasible,
[0:19:04] Voice 1: which is challenging given that the branches stretch
[0:19:06] Voice 1: from Sioux to Haida Gwaii.
[0:19:07] Voice 1: So it's a very big library,
[0:19:09] Voice 1: it's 44,000 square kilometer area cover.
[0:19:12] Voice 1: On September the 9th, I went to a luncheon hosted
[0:19:16] Voice 1: by our MLA, Adam Walker, along with other elected
[0:19:19] Voice 1: and First Nations representatives in the riding,
[0:19:22] Voice 1: some of them.
[0:19:23] Voice 1: The event included some interesting talks about the Mount Arrowsmith Biosphere Region,
[0:19:28] Voice 1: formerly called Biosphere Reserves, which is one of three biosphere regions in BC along with
[0:19:35] Voice 1: Tlalocot Sound and Howe Sound. Howe Sound is a new one, just announced a couple months ago.
[0:19:40] Voice 1: There was an interesting presentation by a person named Eli Enns from Izaak Olam on Indigenous
[0:19:46] Voice 1: Conservation and Protected Areas, which are recognized by the International Union for
[0:19:51] Voice 1: conservation of nature or iucn as a new way to join any reconciliation and conservation
[0:19:56] Voice 1: objectives so that's something that's probably going to become more commonly talked about in
[0:20:00] Voice 1: canada and finally ubcm held in a couple weeks ago virtually the regional district qrd had a high
[0:20:09] Voice 1: profile role in the workshop in two ways one was a workshop on shared regional district services
[0:20:16] Voice 1: which had a biggest segment on social planning,
[0:20:21] Voice 1: and included our social planning,
[0:20:22] Voice 1: Maryville Pivota.
[0:20:23] Voice 1: Social planning relates to mental health issues,
[0:20:26] Voice 1: child poverty issues, homelessness issues,
[0:20:29] Voice 1: insecurity, and so on.
[0:20:31] Voice 1: The GRD also won the Community Excellence Award
[0:20:34] Voice 1: for its natural asset management approach
[0:20:36] Voice 1: to cleaning off an old landfill site outside
[0:20:39] Voice 1: Powell River and converting it to a resource
[0:20:42] Voice 1: recovery center to deal with the runoff
[0:20:44] Voice 1: from a huge pile of old incinerator ash the qrd is has made use of some forest instead of an
[0:20:51] Voice 1: engineered solution this not only protected some forest adjacent to a municipal park but also
[0:20:56] Voice 1: reduced the cost by seven hundred thousand dollars so it was pretty much a win-win the plenary on
[0:21:02] Voice 1: truth and reconciliation was really insightful included the former commissioner and offered
[0:21:09] Voice 1: offered some constructive paths forward.
[0:21:11] Voice 1: And one of the things they emphasized
[0:21:13] Voice 1: was encouraging everyone to read
[0:21:15] Voice 1: the Truth and Conciliation Commission
[0:21:17] Voice 1: Calls to Action Report.
[0:21:18] Voice 1: It's only a few pages long,
[0:21:20] Voice 1: has quite a few recommendations.
[0:21:22] Voice 1: They're useful to understand
[0:21:22] Voice 1: because they're forming a basis
[0:21:25] Voice 1: for a lot of things the government's doing,
[0:21:27] Voice 1: the province is doing.
[0:21:28] Voice 1: In the workshop, and finally in the workshop
[0:21:30] Voice 1: on the lessons from the 2021 heat wave,
[0:21:33] Voice 1: there was some really, I found it stunning information,
[0:21:36] Voice 1: which, you know, I wasn't aware of it,
[0:21:39] Voice 1: it said that the province estimates 570 lives
[0:21:42] Voice 1: were lost due to the heat wave,
[0:21:43] Voice 1: which was one of the biggest losses of lives
[0:21:46] Voice 1: from a natural event in BC's history.
[0:21:49] Voice 1: And emphasized the need to plan for an increase
[0:21:51] Voice 1: of such one in 100 year events,
[0:21:53] Voice 1: which are no longer one in 100 year events.
[0:21:55] Voice 1: So with that, I will thank you for listening.

[0:22:02] Voice 14: I was able to actually use one of the features
[0:22:04] Voice 14: of this new camera here, zoom in on it so people can actually see you.

[0:22:17] Voice 14: You know, you touched a number of points that I might have remarked on
[0:22:21] Voice 14: that I'm so busy with occupying my mind with other things I hadn't reflected
[0:22:25] Voice 14: on some of those other things that I also attended and enjoyed UBCM.
[0:22:29] Voice 14: And a retired senator, Mary Sinclair, spoke to the needs for us to come to understand the calls to action.
[0:22:41] Voice 14: And indeed, all local government and all of us as individual citizens need to have some discussions and come to a place where we understand the significance of that.
[0:22:51] Voice 14: And indeed, I agree with you.
[0:22:52] Voice 14: The heatwave discussion was very enlightening.
[0:22:56] Voice 14: So thank you for all that.

[1:44:47] Voice 14: It's a wonderful place to live, be rich in cultural history and archaeology and the like.
[1:44:57] Voice 14: So I'm going to continue where we left off, which we're now at local trust committee project, which of course is Luski Island Official Community Plan, the OCP comprehensive review.
[1:45:11] Voice 14: As many of you will know, we delayed setting a date and a place for the public hearing
[1:45:21] Voice 14: process.
[1:45:23] Voice 14: We're going to possibly look at some amendments here today, so stay tuned for all the next
[1:45:30] Voice 14: steps.
[1:45:31] Voice 14: I'm going to actually just turn this over to staff to start us off on the right footing,
[1:45:36] Voice 14: tell us where we're at, what the anticipation you have for us today, and then we'll see
[1:45:41] Voice 14: what the trustees want to do okay over
[1:45:43] Voice 14: to you thank you
[1:45:45] Voice 8: thanks so um since our last meeting
[1:45:49] Voice 8: um we had a um a deadline for referral comments from agencies so you'll remember that
[1:46:00] Voice 8: you did a second referral um out to first nations and agencies
[1:46:11] Voice 8: So, so we did get comments back. We got some comments back from Flynnward. They had some
[1:46:18] Voice 8: concerns about some of the policies. And, and so you'll see that staff's recommendations
[1:46:25] Voice 8: include eliminating those that were problematic for Flynnward. We also got a comment from
[1:46:34] Voice 8: from the Comox First Nation,
[1:46:36] Voice 8: their administrator asking for a meeting.
[1:46:39] Voice 8: They didn't specify any particular concerns
[1:46:42] Voice 8: about the document, just a meeting.
[1:46:45] Voice 8: And so we've been, I have responded, I haven't heard back.
[1:46:51] Voice 8: And so I'm waiting to hear back from them.
[1:46:53] Voice 8: I do think it would be good to have a meeting with them,
[1:46:58] Voice 8: listen, hear them out before we advance substantially.
[1:47:04] Voice 8: Um, and that's part of my recommendations. Um, there was also some public comment. Um, the addition of the live staff definition was a result of, um, some specific recommendations by a member of the community.
[1:47:20] Voice 8: And I did receive some comments after the staff report deadline. Um, uh, and I, those, there's a few ways to kind of address those.
[1:47:31] Voice 8: Um, and I'll one of those sets of comments was from Trustee Johnston, but I'll kind of deal with that separately.
[1:47:41] Voice 8: Um, so we got some public comments that were suggestions for edits that came after the staff report was drafted.
[1:47:49] Voice 8: Those could still be addressed in a future staff report in terms of review and recommendation that the LTC would like me to do that.
[1:47:58] Voice 8: Um, so, and then there were a set of comments, um, um, substantial set of comments by trustee
[1:48:06] Voice 8: Nonston and you'll know from the staff report that my recommendation around my discussion
[1:48:13] Voice 8: around that was about the scope of the project.
[1:48:16] Voice 8: Just, um, it was about eight pages printed out of comments and suggestions and questions
[1:48:25] Voice 8: And the scope of the project really was focused on the Laskita Community Association's recommendations
[1:48:32] Voice 8: and technical amendments by staff.
[1:48:35] Voice 8: And we hadn't contemplated having a process where we would go line by line and look at all of it.
[1:48:43] Voice 8: I think the trustees have kind of heard that as part of the policy statement process,
[1:48:48] Voice 8: know that it's not a wordsmithing exercise necessarily,
[1:48:54] Voice 8: or at least we didn't contemplate that
[1:48:55] Voice 8: with the scope of this project.
[1:48:58] Voice 8: So if you wanted to do that,
[1:49:01] Voice 8: it would increase the scope of the project,
[1:49:03] Voice 8: it would increase the timeline of the project.
[1:49:08] Voice 8: Alternatively, what I thought we might,
[1:49:11] Voice 8: and also, and I'll just say this,
[1:49:13] Voice 8: if the comments ended up being substantial,
[1:49:18] Voice 8: substantial, that could mean that you're essentially starting over. You're looking at the draft and perhaps rescinding first and second reading. So all things to consider.
[1:49:30] Voice 8: As an alternative, what I suggested and part of my recommendation is that perhaps the LTC could have a meeting to discuss comments.
[1:49:39] Voice 8: And then the most efficient way of dealing with that, time-wise, is for all of the trustees
[1:49:49] Voice 8: to bring, to actually have written motions that they propose as part of the agenda package.
[1:49:56] Voice 8: So those are submitted to staff, and you have them as part of the agenda package so you
[1:50:01] Voice 8: can all consider those motions prior to them actually being made at the meeting.
[1:50:05] Voice 8: And that would make things kind of more efficient with your time, and then that would not substantially increase the timeline of your project.
[1:50:18] Voice 8: So that's kind of the gist of my recommendations.
[1:50:24] Voice 8: I think there's something else I wanted to highlight on that.
[1:50:29] Voice 8: Oh, I did want to say, too, that last time we actually ended up rescinding second reading and then amending it and adopting it again.
[1:50:37] Voice 8: And I've since found out we didn't need to rescind it.
[1:50:40] Voice 8: We can actually amend it, and we can just amend and then give it second reading again.
[1:50:45] Voice 8: So if you make more amendments, that's how we would do that for CQR.
[1:50:51] Voice 8: So I think that's it for me for now.

[1:51:33] Voice 14: a couple of late correspondence items which i think that uh trustee peterson would like to just
[1:51:39] Voice 14: uh bring to your attention i'll provide that opportunity and then we'll have a round
[1:51:44] Voice 14: discussion trustee pizza that sounds good the correspondence oh

[1:53:05] Voice 13: I would I really like the suggestion of meeting to go what what Heather described as a line by
[1:53:14] Voice 13: line reading I don't think it actually needs to be line by line but it certainly is pretty
[1:53:20] Voice 13: thorough reading of the bylaw I have a problem with submitting motions as motions and discussing
[1:53:28] Voice 13: the motions because this is a difficulty with Robert's rules of order is you really can't
[1:53:33] Voice 13: start any discussion until you propose a solution, and then you discuss what the problem is and see
[1:53:40] Voice 13: if that's a solution that fits. I find it much more satisfactory. I mean, Robert's Rules and
[1:53:48] Voice 13: Order is a parliamentary order system, and that's how it works well for them. I find it much more
[1:53:54] Voice 13: satisfactory to talk about the problem, formulate a solution, formulate it into a motion, and then
[1:54:01] Voice 13: and adopt the motion.
[1:54:04] Voice 13: You know, certainly I can see how wording
[1:54:09] Voice 13: and a motion facilitates discussion
[1:54:13] Voice 13: and I'm happy to participate in that
[1:54:16] Voice 13: as long as we don't have to go through
[1:54:19] Voice 13: all kinds of things about amending the motion
[1:54:21] Voice 13: and then reamending and voting on amendments.

[1:54:58] Voice 13: which we could hold electronically which could give the public uh opportunity to participate as

[1:55:26] Voice 14: I think the Robert's Rules idea is that if you have a particular outcome that you desire that indeed you'd want to advance that as a motion but where there's a solution that's required to be resolved by the LTC it's certainly reasonable to have a discussion on a particular topic so it also gets intended to hinder the process.
[1:55:50] Voice 14: and certainly I don't know what all amendments means to you Peter but we certainly have a list
[1:55:56] Voice 14: here of amendments and happy to entertain additional ones if they're not addressed
[1:56:02] Voice 14: in the list um and there's another thought there but I'm going to skip that for a moment
[1:56:13] Voice 13: okay I I'm not sure what what Tim's uh correspondence and and his motions are but
[1:56:19] Voice 13: But like the ones from the staff report, I would prefer to deal with all of the proposed amendments at a meeting specifically for that purpose.
[1:56:33] Voice 13: You know, like one thing, you know, I would like to see what did the ministries respond?
[1:56:40] Voice 13: What were their concerns?
[1:56:43] Voice 13: You know, that these recommendations for changes are from them, I'm sure.
[1:56:49] Voice 13: sure, but I'd like to know exactly what they said and what their concerns were.

[1:57:18] Voice 8: as a concern, and there wasn't any rationale provided.
[1:57:24] Voice 8: If you look at them, you can kind of guess
[1:57:28] Voice 8: that some of them are requests
[1:57:33] Voice 8: that they wouldn't feel comfortable saying yes to,
[1:57:37] Voice 8: essentially, you know, you're encouraging Planner
[1:57:39] Voice 8: to do X in this policy, and it's not something
[1:57:43] Voice 8: that they would be comfortable doing.
[1:57:44] Voice 8: doing. So I could provide, you know, maybe in the next staff report, you'd like to see
[1:57:55] Voice 8: an actual copy of that email and be clear why they were asking for that.
[1:58:01] Voice 13: Yeah, thank you. I, you know, I'm not sure that the exact text, I didn't realize it was so general.
[1:58:08] Voice 13: And I don't feel like we need to consider whether they feel comfortable with it. We're
[1:58:14] Voice 13: If the community wants, for example, to have a strong interest expressed in conservation
[1:58:21] Voice 13: on crown lands, unencumbered crown lands, I think it's a very good place to say that
[1:58:26] Voice 13: in the official community plan, even if Linrow is totally uncomfortable with it.
[1:58:32] Voice 13: They're not governed by us.
[1:58:34] Voice 13: We just are saying this is what we'd like.
[1:58:36] Voice 13: And if as a community we would like that, and it's been strongly expressed, I think
[1:58:42] Voice 13: we should keep it in there.
[1:58:43] Voice 13: they certainly are not required to do it because we asked them to but i i think it's important that
[1:58:50] Voice 13: we ask them tell them what we want not just plinrode but all agencies
[1:59:00] Voice 13: yeah
[1:59:00] Voice 8: i will just say that that one of the impacts of a decision like that could be that i mean just
[1:59:08] Voice 8: a reminder that this document has to go to the ministry of municipal affairs for approval
[1:59:13] Voice 8: and if they're aware that there's another provincial agency that had concerns and those
[1:59:19] Voice 8: concerns were not addressed that might be an issue i'm kind of safe it will be i don't know for sure
[1:59:26] Voice 8: but that could come out my
[1:59:29] Voice 13: understanding is that they don't have to pay any concern to us other
[1:59:34] Voice 13: than to read and consider our official community plan that they're a senior government and not
[1:59:41] Voice 13: not subject to our desires or requests other than they have to consider them.
[1:59:47] Voice 13: Perhaps I'm mistaken on that.
[1:59:51] Voice 13: Yeah, I'll
[1:59:54] Voice 14: just chime in and say, one, I thought it was a little unusual that this
[2:00:00] Voice 14: the specific uh being addressed in the concern so i think the concern is maybe more broad and
[2:00:08] Voice 14: uh and that indeed we should pay attention to the concern because um as heather has indicated
[2:00:17] Voice 14: um if a ministry expresses a concern with something that they find objectionable
[2:00:23] Voice 14: in our ocp sure that ocp is approved by our minister and our minister has to listen to the
[2:00:32] Voice 14: other ministries who may be affected that if they have a concern then we do need to figure out what
[2:00:39] Voice 14: that is because your official community plan could be rejected in its entirety based upon a serious
[2:00:47] Voice 14: concern that somebody has and I don't normally when we see referrals back from agencies they
[2:00:54] Voice 14: always say we support this OCP fully except we don't recommend that you say X and in this case
[2:01:04] Voice 14: they've not specified that so I think there's some things that need to be considered there
[2:01:10] Voice 14: because yeah we can't tell them what to do but as the public's want is naturally but if something
[2:01:18] Voice 14: is said in an OCP and then there's some action that occurs that is contrary to that OCP people
[2:01:25] Voice 14: will want to know why especially when an OCP was approved by a ministry and so then it gets to be a
[2:01:32] Voice 14: a much bigger problem and so we have to play in concert with these other agencies
[2:01:38] Voice 14: and find ways forward to advance the community interest but yeah you're right the community
[2:01:44] Voice 14: interest may have specifics to do with crown land per se but it needs to be done in a way
[2:01:51] Voice 14: that recognizes what crown land is which is not um yeah i'm not going to go any further
[2:02:00] Voice 14: there's a lot to consider okay so um i wasn't sure peter about whether or not you're suggesting
[2:02:09] Voice 14: at this time that we not consider any of these amendments until we have a special meeting to
[2:02:15] Voice 14: discuss amendments only or whether or not you're prepared to uh perhaps knock off some of the
[2:02:21] Voice 14: things that are obvious here uh to me um and and then end up with a a more closer draft that would
[2:02:31] Voice 14: enable us to get to where it is that uh we want to be um yeah so i'm not sure sure that i'm looking

[2:05:54] Voice 12: deleting an entirely entirety without you know especially in absence of rationale from the
[2:06:00] Voice 12: the agencies. I'd also, in terms of the Crown land, my suspicion is that there may be concerns
[2:06:12] Voice 12: in terms of First Nations reconciliation, and I actually have prepared a motion that
[2:06:17] Voice 12: we might want to consider asking for some more expanded comment on that from our in-house
[2:06:26] Voice 12: senior intergovernmental policy advisor to see if we can find some ways that the
[2:06:34] Voice 12: community aspirations can be expressed in a way that's respectful of First
[2:06:40] Voice 12: Nations and reconciliation and I'd like us to ask for that advice before we
[2:06:46] Voice 12: before we advance on any of the Crown land recommendations the other thing I
[2:06:57] Voice 12: just in terms of the readability of the document just i'm just looking at i'm finding myself
[2:07:03] Voice 12: confused um because of the numbering system changes and uh numbering bullets in the
[2:07:12] Voice 12: recommendations that are have letters by them in the in the report and stuff and i'm finding it a
[2:07:19] Voice 12: little cumbersome to go to locate them and i'm just thinking in terms of public reading these
[2:07:24] Voice 12: recommendations and trying to find it's and again the document is is you know under review but as
[2:07:31] Voice 12: far as making it like clear for people to be like to look at these recommendations and then go to
[2:07:36] Voice 12: find them it's actually quite cumbersome um going from numbers uh to then counting letters and um
[2:07:45] Voice 12: you know the recommendations are referring to 3.2 but in that draft it's all four point and so i
[2:07:53] Voice 12: just wanted to make that point just in terms of like i'm well it's my job and i'm willing to sit
[2:08:00] Voice 12: there and figure out where all this stuff is it just in terms of public being able to look at it
[2:08:04] Voice 12: i think it's it's it's um it's a little confusing so i just wanted to to mention that um i think as
[2:08:13] Voice 12: far as these recommendations uh adding a definition of livestock makes sense to me um there's a number
[2:08:21] Voice 12: of them i'd like to hear some kind of rationale about i think that it's not uh i i don't see
[2:08:28] Voice 12: going through all of these today um there's certainly some of them i'm not in favor of
[2:08:35] Voice 12: advancing at this point um and i i we will need uh i think we'll need uh at least one special
[2:08:42] Voice 12: meeting perhaps more to to go through all of these in a in a clear and careful way and also
[2:08:51] Voice 12: also to address some of the correspondence
[2:08:52] Voice 12: that we've received from constituents
[2:08:55] Voice 12: and then there's a whole list of items from Trustee Johnson.
[2:09:01] Voice 12: So I think there's quite a lot of work for us here
[2:09:05] Voice 12: and especially with the chair needing to go through today,
[2:09:08] Voice 12: I don't think we're gonna get all of that done.

[2:45:05] Voice 12: area was realizing about the fees were coming to somewhere around 17% of what they cost

[2:45:20] Voice 12: Um, so committee spent quite a bit of time, uh, thinking about, um, uh, well, I think
[2:45:30] Voice 12: everyone basically agreed that it wasn't really reasonable to ask the taxpayers in general
[2:45:35] Voice 12: to subsidize the costs of applications, which in many cases, uh, uh, result in a profit
[2:45:43] Voice 12: for the applicant and that it wasn't really reasonable to have the
[2:45:52] Voice 12: taxpayers subsidizing individuals especially to that extent which at that
[2:45:58] Voice 12: point that 17% you know the subsidy is 83% or something
[2:46:05] Voice 12: quite substantial and the taxpayers are picking up the tab for
[2:46:08] Voice 12: the for the people making the applications um so part of what went into this um this uh draft
[2:46:19] Voice 12: model bylaw um was looking at sort of where what the what should and could be done um the
[2:46:31] Voice 12: general decision was to try and capture close closer to 80 percent of the actual costs of
[2:46:38] Voice 12: processing applications um local trust committees have the ability to uh to adjust i think by i
[2:46:48] Voice 12: believe is 20 percent so that means it could be uh if the local trust committee decides to do so it
[2:46:55] Voice 12: could be as little as a 60 capture of the cost of processing the applications there's a number
[2:47:02] Voice 12: the number of cases where that we tried to build in
[2:47:10] Voice 12: concerning, you know, applications that have
[2:47:12] Voice 12: community benefit and there's a number that are maybe not
[2:47:18] Voice 12: as applicable for Liskini, but some of them were about
[2:47:21] Voice 12: applications that would provide local jobs
[2:47:23] Voice 12: or local affordable housing,
[2:47:27] Voice 12: other types of community benefits,
[2:47:29] Voice 12: whether it be like, you know, say for example,
[2:47:32] Voice 12: a health center or some kind of community um uh community amenity that that might be uh that that
[2:47:41] Voice 12: the application might be about that the fees could be lowered or waived and there's also in addition
[2:47:46] Voice 12: to that there's also an existing policy um where the exact executive committee can waive um
[2:47:53] Voice 12: application fees in certain cases so this report is basically the result of the committee hammering
[2:48:01] Voice 12: away at this for about uh two and a half years and this is as good as we got it um in terms of
[2:48:07] Voice 12: the recommendation today uh it asks that the lispini trust committee asks staff to draft a
[2:48:15] Voice 12: new fee bylaw based on the mall bylaw for lispiti that is not the same as us adopting
[2:48:21] Voice 5: a
[2:48:22] Voice 12: new fee by
[2:48:24] Voice 12: and so my thought is I'd like
[2:48:29] Voice 12: us to go ahead and ask staff to draft that new fee bylaw and then
[2:48:33] Voice 12: the local trust committee could have a look at it in more detail and see if that's where
[2:48:39] Voice 12: the direction we wanted to go at that point thank

[2:49:53] Voice 13: It's costing us money, but not a huge amount of money, I think.
[2:49:56] Voice 13: And I think that what is going to result if we raise our fees substantially
[2:50:03] Voice 13: is that we're going to get fewer and fewer applications
[2:50:06] Voice 13: because it's just too expensive to apply.
[2:50:10] Voice 13: And I don't think that's a good thing.
[2:50:12] Voice 13: I think that the Islands Trust, the citizens of Luskete and of the trust area and the province generally want to have a say in what's done.
[2:50:22] Voice 13: And this is the process. And I think that as the public, we should pay for that say.
[2:50:30] Voice 13: We should contribute to the costs of it.
[2:50:33] Voice 13: We can argue about what's a reasonable contribution and what isn't.
[2:50:37] Voice 13: but I think that that one of the reasons we don't get many applications is that our fees are just
[2:50:44] Voice 13: very high and raising the more I don't think is is in the public interest in the sense of
[2:50:50] Voice 13: the Liskety public. Trustee Peterson.

[2:51:00] Voice 12: what this recommendation does is it brings the brings a suggested new fee

[2:51:25] Voice 12: that's it's preferable for us to uh ask staff to draft us a new bylaw that we can bring to public
[2:51:32] Voice 12: and discuss uh rather than punting it down the road uh i will note that when fees are um uh
[2:51:42] Voice 12: not increased uh incrementally over long periods of time um what the inevitable
[2:51:51] Voice 12: alternative is that fees jump considerably at once.
[2:51:55] Voice 12: And so by resisting raising fees over the long term,
[2:52:01] Voice 12: the disparity gets larger and larger.
[2:52:05] Voice 12: I'm not necessarily advocating that we raise
[2:52:07] Voice 12: the fees for Liskety.

[2:52:12] Voice 12: it's quite clear that trust-wise it's a problem
[2:52:17] Voice 12: of a scale that is certainly not going to be the same as what's going on on
[2:52:23] Voice 12: the ski because by the very few number of applications but I think it's
[2:52:29] Voice 12: absolutely appropriate for us to to us to get a draft to look at and open the
[2:52:38] Voice 12: community discussion on it and so I'm prepared to make a motion so that we can
