[0:00:20] Voice 8: virtually and in person from locations across the treaty and unceded territories of coast salish

[0:00:27] Voice 8: people. And those of us that are in the boardroom today, we are

[0:00:31] Voice 8: honoured to be in the lands of the

[0:00:34] Voice 8: Wollongan people of Esquimalt and Osama. Thank you. Today I'm joined by Vice Chair Sue Ellen Fast

[0:00:43] Voice 8: from Bowen Island. And she's also a Municipal Councillor for Bowen. Doug Fenton from Thetis

[0:00:51] Voice 8: Island, and he's an elected member as well. Our appointed members are Linda Adams from Salt Spring

[0:00:59] Voice 8: Island, and our newest board member, welcome, Risa Smith. This meeting is being conducted

[0:02:23] Voice 8: to make decisions about land management and securement, as well as conservation planning

[0:02:29] Voice 8: and related outreach, fundraising, and communications. So before we have an agenda,

[0:02:42] Voice 8: Okay. I think we were going to just do a brief outline of everybody's interest in the board is

[0:02:52] Voice 8: from around the board table and also I would like I'm not sure if I need to add this but I just

[0:02:58] Voice 8: wanted to outline briefly Kate about NUMA's visit to Sandy Beach and maybe we can do that at

[0:03:07] Voice 8: in the public meeting at 6.1.8 after the Fairvale Covenant? What do you think? Or do you have a

[0:04:00] Voice 8: with Linda. I guess I'm just introducing myself. I'm Linda Adams and I just been reappointed

[0:04:17] Voice 8: for my third term I think

[0:04:20] Voice 8: so for one year then two years and then another two years now so

[0:04:24] Voice 8: So I've been doing it for three years

[0:04:27] Voice 8: and I live on Salt Spring Island and I'm very

[0:04:33] Voice 8: interested in the Islands Trust and conserving land in the Islands Trust area.

[0:04:39] Voice 8: And I used to work at the Islands Trust, but I've been retired from that for almost six

[0:04:44] Voice 8: years.

[0:04:44] Voice 8: So, and I'm not quite sure what else to say.

[0:04:50] Voice 8: Does that sound enough?

[0:05:02] Trustee Fenton (probable): so yeah so i'm uh as you know i live on texas island i'm an elected

[0:05:06] Trustee Fenton (probable): trustee there as well as an elected um trustee to the australian concerns board and i'm on my

[0:05:15] Trustee Fenton (probable): transition career into sort of environmental work versus paramedicine for 30 years so i went back

[0:05:23] Trustee Fenton (probable): and did a master's in environmental practice at rose that sort of helped me my feet wet and get

[0:05:31] Trustee Fenton (probable): me out here and then as an elected trustee we've been fully up to our eyeballs trying to find ways

[0:05:38] Trustee Fenton (probable): to make things happen and it's been a fun journey so far lots of challenges but it's a great

[0:05:43] Trustee Fenton (probable): opportunities much appreciated for everybody efforts to date and

[0:05:50] Voice 8: i'm sue ellen fast

[0:05:52] Voice 8: um i've been on the conservancy board for about three years now and um before that i was a

[0:05:59] Voice 8: unelected uh trustee with the island's trust um council trust council and uh i'm double direct

[0:06:09] Voice 8: elected as a Bowen Island municipal councillor and I'm a nature educator basically so started

[0:06:17] Voice 8: in wildlife education and moved into nature education for most of my career been consulting

[0:06:23] Voice 8: for the past 20 years to parks and nature centers and urban areas and new parks and

[0:06:34] Voice 8: anyway that's me okay did

[0:06:38] Voice 4: you want to go

[0:06:38] Voice 8: over so my name is risa smith i have a phd in ecology from

[0:06:42] Voice 8: ubc and uh i'm my interest in this committee is strictly conservation so um i'm really a believer

[0:06:50] Voice 8: in sort of thinking globally and acting locally so on the global front i'm the leader of a group

[0:06:56] Voice 8: called the Protected Areas Climate Change Specialist Group,

[0:07:01] Voice 8: which is a specialist group of the World Commission on Protected Areas.

[0:07:05] Voice 8: So that keeps me interested in the global world of protected areas.

[0:07:09] Voice 8: And on the national level, I just completed a report called

[0:07:14] Voice 8: Enhancing Canada's Climate Change Ambitions with Nature-Based Solutions.

[0:07:18] Voice 8: And as a result of that, I'm on this federal advisory committee.

[0:07:23] Voice 8: when you know you probably know about this big fund of four billion dollars for nature-based

[0:07:27] Voice 8: solutions in canada so i'm on that advisory committee as a technical expert and um i live

[0:07:34] Voice 8: on galliano island i'm a the treasurer of the galliano conservancy association and um i used

[0:07:42] Voice 8: to work for canadian wildlife service for years as the international biodiversity policy manager so

[0:07:48] Voice 8: So I've worked at the Convention of Biological Diversity

[0:07:50] Voice 8: and at the UN Framework Convention on Climate Change,

[0:07:54] Voice 8: sort of developing Canada's positions.

[0:07:57] Voice 8: And I did previously work for the BC government

[0:08:02] Voice 8: doing state of environment reporting.

[0:08:03] Voice 8: And I did meet Linda there.

[0:08:05] Voice 8: I was the queen of indicators for many years.

[0:08:10] Voice 8: I had to leave the provincial government

[0:08:12] Voice 8: to get out of that business

[0:08:13] Voice 8: because I couldn't stand to report indicators.

[0:08:16] Voice 8: As it turned out, I ended up doing this one on Canadian biodiversity, ecosystem status and trends, because although it had nothing to do with my job in the federal government, they said, oh, we've got her, we'll get her to do that.

[0:08:29] Voice 8: So that's my background. I'm super interested in conservation and what the Island Trust Conservancy does.

[0:08:35] Voice 8: and so my focus will always be on the ecology and you know I really like that you have these

[0:08:41] Voice 8: criteria you're looking for um properties that are you know have conservation value and connectivity

[0:08:49] Voice 8: and you know you'll be a group that understands what fragmentation is and all that kind of stuff

[0:08:54] Voice 8: so it's kind of exciting I read all the documents and actually thought they were interesting which

[0:09:00] Voice 8: so thank you for uh having me here and should be interesting i'll probably be fairly quiet

[0:09:07] Voice 8: today just to see how you operate thank you great i'll be just really brief this is my third term

[0:09:15] Voice 8: as islands trustee representing gambier island and my second term sitting on the board of the

[0:09:22] Voice 8: Islands Trust Conservancy and I have been elected chair for the last three years so it's one of the

[0:09:32] Voice 8: best committees to be on isn't it from the Islands Trust and we're just always able it's so exciting

[0:09:42] Voice 8: to be able to bring our skills to this

[0:09:45] Voice 8: table and be able to look at that big picture of conservation

[0:09:50] Voice 8: My background is in non-profit organization, generally in health areas, but I've always

[0:09:58] Voice 8: had a lifelong interest in this, particularly conservancy work and islands in specifics.

[0:10:07] Voice 8: So I'll leave it at that and I'd like to move forward on our meeting.

[0:10:13] Voice 8: So we're going to move into our closed meeting.

[0:10:16] Voice 8: I get someone to read the motion.

[0:10:21] Voice 8: That the meeting be closed to the public in accordance with Community Charter Part 4,

[0:10:26] Voice 8: Division 3, Section 91E, the acquisition, disposition, or expropriation of land or improvements.

[0:10:32] Voice 8: The Board considers that disclosure could be reasonably expected to harm the interests

[0:10:37] Voice 8: of the Allianz Trust Conservancy Board.

[0:10:38] Voice 8: K, negotiations and related discussions respecting the proposed provision of a service that are

[0:10:44] Voice 8: are at their preliminary stages and that in the view of the board could be reasonably expected

[0:10:48] Voice 8: to harm the interests of the island stress conservancy if they were held in public

[0:10:51] Voice 8: and that staff be invited to remain in the meeting um seconder um no questions all those in favor

[0:11:13] Voice 5: related to the board approval of the ten thousand dollar contribution to the dc parks foundation

[0:11:18] Voice 5: for the young point acquisition campaign on the island and then a new one which

[0:11:25] Voice 5: is what just came out of the in camera that's the ITC board rise and report on

[0:11:31] Voice 5: the I don't trust budget funding request for a short-term business case for new

[0:11:37] Voice 5: staff resources subject to CAO review so we will bring that business case out of

[0:11:43] Voice 5: out of camera once we've had a chance to run it through our CAO.

[0:11:48] Voice 8: Okay okay so we don't bring that in on this one. Okay so now we're on to minutes of our August 24th

[0:12:38] Voice 5: Yeah, I had a couple of highlights and I'm happy to take questions.

[0:12:41] Voice 5: I just wanted to highlight that there was a board resolution to look at electronic meetings

[0:12:47] Voice 5: Well, the provincial government just passed legislation that allows us to provide more clarity on that.

[0:12:52] Voice 5: And so staff are in consulting with legal services manager or legal, oh, legislative services manager.

[0:13:04] Voice 5: Thank you.

[0:13:05] Voice 5: Just to try to bring a meeting bylaws that allows us to have electronic meetings.

[0:13:11] Voice 5: And that will hopefully come to the next board meeting for at least for the first reading.

[0:13:21] Voice 5: our investments are moving forward we had a board resolution to do some impact investing in some

[0:13:27] Voice 5: what are called impact gics and we're moving forward with that almost done the paperwork on

[0:13:33] Voice 5: it so hopefully that will complete soon um our species at risk project charter was due for this

[0:13:40] Voice 5: board meeting but we're just bringing on our our new species at risk coordinator and um we weren't

[0:13:46] Voice 5: quite finished going through the work planning for that but it's coming up

[0:13:50] Voice 5: quick and into the November meeting. I did want to highlight that in the work

[0:13:55] Voice 5: planning we have been looking towards doing some workshops in the early spring

[0:14:01] Voice 5: with conservancies but then also there are there is talk about doing a little

[0:14:05] Voice 5: webinar series about species at risk for the public so that that is in

[0:14:11] Voice 5: development and will likely be part of that um project charter coming up um our naptep sponsorship

[0:14:20] Voice 5: request to trust council got approved and so staff will be working with trust area services staff to

[0:14:27] Voice 5: develop some policy guidance to help us allow um allow for executive to approve forgiveness

[0:14:35] Voice 5: of fees for our naptep program um from time to time and then i also want to highlight that our

[0:14:42] Voice 5: There is a follow-up action for a Crown land report

[0:14:47] Voice 5: that was due for this meeting that has been delayed

[0:14:49] Voice 5: just because, well, to be honest,

[0:14:51] Voice 5: because of some of the workload issues that were arising

[0:14:55] Voice 5: that we just discussed in our last meeting.

[0:14:58] Voice 5: So those are the only highlights I have,

[0:15:01] Voice 5: and I'm happy to take questions.

[0:15:21] Voice 8: so now we're at the ITC budget request 14 to 17 so this is sort of follow through from what we

[0:15:30] Voice 8: were discussing earlier

[0:15:31] Voice 5: go through the chair I'm happy to present this budget request essentially

[0:15:42] Voice 5: what staff have done is taken the resolution that the board passed at its August meeting

[0:15:47] Voice 5: and crunch the numbers related to the increasing budget just to accommodate the fact that we have

[0:15:54] Voice 5: some grant money coming in next year. We've done our sort of marginal increase to our property

[0:15:59] Voice 5: management budget because of additional properties that we've taken on and that's almost $7,000

[0:16:04] Voice 5: for that. We've done a bit of an increase to our travel budget because two of the properties that

[0:16:10] Voice 5: we've taken on are remote access and so we're going to need to get some water taxi help for

[0:16:16] Voice 5: those so that's um that up travel budget a bit um and then the board

[0:16:21] Voice 5: asked us to consider a further

[0:16:23] Voice 5: increase to the property management budget to accommodate um property management or sorry

[0:16:28] Voice 5: management planning needs for our nature reserves um and you may recall that our our current formula

[0:16:35] Voice 5: for upping our project our property management um contemplates taking on one new nature reserve

[0:16:40] Voice 5: per year. But we actually took on two this year. So staff have looked at the one that we've taken

[0:16:48] Voice 5: on. And again, because it's a remote access property, we think that the property management

[0:16:54] Voice 5: plan is going to cost in the neighborhood of $9,000 for that property. So we've added $9,000

[0:17:00] Voice 5: to the property management budget line to accommodate that. And then the final request

[0:17:07] Voice 5: from the board was to develop a business case which we just rose and report on

[0:17:12] Voice 5: and is baked into this budget table so just a couple of changes that staff made

[0:17:19] Voice 5: that that aren't related to the exact motion we've separated out and this is

[0:17:25] Voice 5: just administrative we've separated out subscriptions and memberships from our

[0:17:28] Voice 5: communications budget because we've been just putting all of those into

[0:17:33] Voice 5: communications but in actual fact there are designated budget lines for those so

[0:17:36] Voice 5: those have been broken out um and then again that additional nine thousand dollars for property

[0:17:41] Voice 5: management for um management planning purposes um so the the budget table has been presented

[0:17:48] Voice 5: um i did run this through our director of admin services who does all of our financial work

[0:17:54] Voice 5: and she helped to tweak it so that it's presented as she likes um and all the the lines are

[0:18:01] Voice 5: correctly attributed um i have presented it so that you can see the 2021-22 budget for comparison

[0:18:08] Voice 5: so this is the year that we are currently in um and then i have broken out the budget allocations

[0:18:16] Voice 5: by islands trust contribution which is essentially the tax um contribution from our taxpayers

[0:18:23] Voice 5: and the species are species at risk grant contribution from environment and climate

[0:18:27] Voice 5: change Canada which is in this column here you can see my little hand on the

[0:18:32] Voice 5: screen and then there's the total budget here at the far right so you will note

[0:18:37] Voice 5: that in terms of the the amount coming from the tax requisition we have gone up

[0:18:42] Voice 5: by about $90,000 in this budget and that is largely associated with this property

[0:18:49] Voice 5: or the communication specialist staffing addition and then related to our property

[0:18:55] Voice 5: property management needs as we go forward.

[0:18:56] Voice 5: Okay.

[0:18:58] Voice 8: Can you just show me where that cursor, with the cursor, where is that $90,000 that you

[0:19:04] Voice 5: So, I'm sorry, I'm doing the mental math.

[0:19:14] Voice 5: current desired tax requisition, and this is what we had for

[0:19:18] Voice 5: last year, which was almost $900,000.

[0:19:25] Voice 8: Um, we have a question from Trustee Smith. Is this SAR grant one year or over multiple years?

[0:19:34] Voice 5: Um, so it is over multiple years. This 2022-23 year that we're about to enter into is actually

[0:19:41] Voice 5: our third year of funding from Environment and Climate Change Canada. And that's the final

[0:19:46] Voice 5: um year on our current um funding agreement okay

[0:19:51] Voice 4: um

[0:19:54] Voice 5: yes it could

[0:19:57] Voice 4: it could be

[0:19:57] Voice 5: extended right

[0:19:59] Voice 5: there are options to extend and staff are currently exploring those options

[0:21:48] Voice 8: but we put in this budget we've just heard from um i'm sorry for claire claire that there's a lot

[0:21:55] Voice 8: of asks for increase so i'm just wondering what the procedure was uh if they say no do you want

[0:22:09] Voice 2: um so the way it works and again we're in fairly new territory here because to my knowledge we

[0:22:13] Voice 2: haven't ever had the board in recent years erin the financial planning committee in recent years

[0:22:18] Voice 2: recommend against a request of the board but if that were to happen they look at the first draft

[0:22:23] Voice 2: of the budget and then would make recommendations for changes if that happened then we would bring

[0:22:29] Voice 2: it back to your likely next board meeting um with whatever feedback there was from financial

[0:22:34] Voice 2: planning committee to let you um let the board consider a change to bring into the second draft

[0:22:39] Voice 2: of the budget um so it would be an iterative process um would be my expectation and keep

[0:22:46] Voice 8: reason around the federal financial planning committee oh sorry uh trustee i was

[0:22:54] Trustee Fenton (probable): um the financial planning committee is actually here or or the committee that represents trust

[0:23:19] Voice 8: them and we come from there's some quite different perspectives yeah okay so are we ready to put a

[0:23:32] Voice 8: of claire's um conscience and wondering if there

[0:23:39] Voice 6: are any things we could trim that might make our

[0:23:44] Voice 6: our new position more

[0:23:47] Voice 8: to be successful so I don't know if like if you know we're asking for

[0:24:30] Voice 8: or denials of the evidence trust conservancy but generally oh yeah and often it seemed like

[0:24:39] Voice 8: decisions were made to just cut the whole thing or you know just eliminate the whole thing so

[0:24:43] Voice 8: So I'm not

[0:24:47] Voice 6: saying it's going to happen that way.

[0:24:49] Voice 6: But I'm just wondering if

[0:24:50] Voice 8: there could be any thought given to that.

[0:24:53] Voice 8: Because we did some trimming last term.

[0:24:57] Voice 8: We came back and we reduced things here and there.

[0:29:13] Voice 5: So staff have gone through the policy statement and have really filtered it with the caveat

[0:29:26] Voice 5: caveat that this document isn't a guiding document for ITC, but it is a guiding document

[0:29:32] Voice 5: for the Islands Trust Council. So Islands Trust Conservancy as a separate corporate

[0:29:37] Voice 5: body is guided by its Islands Trust Conservancy plan approved by the Minister of Municipal

[0:29:43] Voice 5: Affairs. So our sort of directives come through that plan. In a similar way, Trust counts

[0:29:48] Voice 5: the policy statement and that also applies to local trust. So in looking

[0:29:55] Voice 5: at this, staff

[0:29:57] Voice 5: have really approached it from the perspective of

[0:30:00] Voice 5: Are there things in here about the ITC that are incorrect?

[0:30:45] Voice 5: suggestion that the Conservancy Board might want to encourage

[0:30:50] Voice 5: Islands Trust staff to clarify terms and phrases as they relate to fields of

[0:30:54] Voice 5: biology, ecology and restoration, just noticing that there are some

[0:30:58] Voice 5: some descriptions of those terms throughout the document.

[0:31:01] Voice 5: So that is there for the board to consider as well.

[0:31:04] Voice 5: Once Iowa Trust Conservancy Board

[0:33:44] Voice 5: that provides sort of a more robust, now 10-year plan for the work that guides the work of

[0:33:50] Voice 5: the Islands Trust Conservancy. The objectives of that plan are also incorporated into the

[0:33:56] Voice 5: the five-year plan that the minister sees but the five-year plan also has it meets certain

[0:34:02] Voice 5: requirements under the act that includes things like how are you going to dispose of land how do

[0:34:07] Voice 5: you deal with your financial assets a lot of policy development and how policies get approved

[0:34:13] Voice 5: and those types of mechanics as well so that's why we've only referred to the five-year plan

[0:34:20] Voice 5: is because like the policy statement is what's referred to in the islands trust act but could

[0:37:14] Voice 8: and what we do and i appreciate the way the staff has highlighted the colors for the different

[0:37:19] Voice 8: and i looked first i spent a lot of time on this looking through could i just tweak something here

[0:37:25] Voice 8: in there to make it better but actually um and i will disclose that i have been involved in my

[0:37:32] Voice 8: career in my 25 plus years career as a civil servant doing policy documents and this policy

[0:37:40] Voice 8: document really needs to be completely reworked first of all a policy document has to be

[0:37:47] Voice 8: understandable to everybody they have to use it they have to know what its purpose is what it says

[0:37:52] Voice 8: this this is so long it's so full of contradictions and a lot of those contradictions have to do with

[0:37:59] Voice 8: conservation and so that's very disturbing to me and i i started to pick out things and then i

[0:38:06] Voice 8: thought well this is like just a small example so 4.6.4 is very good it explains that we should

[0:38:13] Voice 8: direct development away from environmentally sensitive areas in the

[0:38:17] Voice 8: coast and what those are

[0:38:19] Voice 8: and avoid clams that areas where there's been clam harvesting and traditional harvesting years

[0:38:25] Voice 8: that's very good it's very clear what we want to do and somewhere else and in many places in this

[0:38:31] Voice 8: report there's banning this and banning that 4.6.14 says prohibit new private docks that's out of

[0:38:40] Voice 8: nowhere what you really want is to make sure that for conservation purposes because that's what we

[0:38:46] Voice 8: are, all the sensitive areas are covered. It could result in no private docks if they're all proposed

[0:38:53] Voice 8: in areas that are sensitive. But to put a blanket ban on all islands in a place that are islands,

[0:39:02] Voice 8: people need boats to move between them, makes no sense. But then we have other things like

[0:39:08] Voice 8: a ban on desalination plants. Well desalination plants can be very noisy but we could ask if there

[0:39:18] Voice 8: aren't but and they can use energy but what if that energy's from solar? So in other words it

[0:39:27] Voice 8: would need to be reframed on why we wouldn't want that. What the boundaries are around a desalination

[0:39:34] Voice 8: plant would have to be sensitive to the noise of its neighbors it would have to be energy

[0:39:39] Voice 8: conservative and if its purpose was to prevent the depletion of groundwater resources then you

[0:39:47] Voice 8: might want to balance that and throughout the whole thing there's so much on that i just started

[0:39:53] Voice 8: to have so many areas that i thought i i can't tweak it it needs to be reworked in a way that's

[0:40:00] Voice 8: concise understandable and the other part of it that was particularly problematic for me as someone

[0:40:11] Voice 8: with the conservation lens is that the islands trust is a unique municipal government what is

[0:40:21] Voice 8: unique about it is preserve and protect that is all we have that's unique really and this takes

[0:40:28] Voice 8: such a big overarching principle and puts things like affordable housing, which is not unique to

[0:40:37] Voice 8: the Islands Trust. In fact, it's not only a provincial issue, it's a national issue and a

[0:40:44] Voice 8: continental issue and puts it on the same footing with our reason raison d'etre, which is preserve

[0:40:52] Voice 8: and protect and I think that is really mixing up our purposes. So then I put my hat on of

[0:41:01] Voice 8: being on say Salt Spring Island where I don't work where people are really struggling with

[0:41:06] Voice 8: should we even have an island's trust and with that hat I looked at this and I thought

[0:41:15] Voice 8: no who needs the island's trust with this we just need the CRD because they have all these goals

[0:41:20] Voice 8: affordable housing conservation you know economic development all this stuff so there's nothing

[0:41:27] Voice 8: this policy statement which is way too long because no one would know what they're buying into

[0:41:35] Voice 8: um takes away the only reason for having an island's trust which is as a an extra layer

[0:41:43] Voice 8: of municipal government which many people object to i don't personally but i think i might if this

[0:41:49] Voice 8: came through. So I was so, I'm sorry, I hadn't read it before so then I read it and I, you know,

[0:41:58] Voice 8: and it was great to read it with what I care about is conservation and have the highlights of the

[0:42:06] Voice 8: staff who did a terrific job there and I realized that I couldn't personally agree to tweaking this

[0:42:14] Voice 8: one paragraph or another or a statement here or there. I think it needs a complete rework

[0:42:21] Voice 8: and it needs a rework to understand what a policy statement has to do and to understand

[0:42:29] Voice 8: what is unique about the island's trust and to make sure that if we need a new policy statement

[0:42:37] Voice 8: that it clarifies what is unique about the island's trust and there are things in here that

[0:42:42] Voice 8: are that are new and needed we need to address climate change there's some language in here that

[0:42:48] Voice 8: could be improved but that's just tweaking we need to address first nations and reconciliation

[0:42:54] Voice 8: those are in my opinion the two things that are very important from the position of

[0:43:02] Voice 8: what is unique about the islands trust in the first place so i would like us to see say that

[0:43:07] Voice 8: you know some recommendation that this be completely reworked with um preserving the

[0:43:18] Voice 8: one purpose of the island's trust which is preserve and protect and clarifying that what

[0:43:23] Voice 8: that means in relation to some things like climate change and including climate change adaptation

[0:43:30] Voice 8: adaptation and mitigation and first nations reconciliation and that anything that is not

[0:43:38] Voice 8: under that rubric of what we why we even exist should come out we can say we're concerned about

[0:43:46] Voice 8: communities and we should be and i'm concerned about affordable housing too but not in this

[0:43:51] Voice 8: policy statement and i think it should be restricted you know when i was a civil servant

[0:43:56] Voice 8: we used to have rules because i wrote a lot of treasury boards all that kind of stuff

[0:44:00] Voice 8: there were rules about how many pages it could be and there's a reason for that if it's too long

[0:44:06] Voice 8: nobody will use it they won't even know what the policy is so i would say this should be a maximum

[0:44:13] Voice 8: 10 page document it should be concise and clear and very directed so that's just i know it's not

[0:44:19] Voice 8: a popular thing to say i appreciate the work and the intent that's gone into it and that's only

[0:44:26] Voice 8: only good. The intentions are obviously only good, but I think it just so misses the mark

[0:49:13] Voice 8: but to date the support to include it as part of the preserve and protect of rural lifestyle

[0:49:21] Voice 8: because it's more than preserve and protect conservancy it includes that rural

[0:49:25] Voice 8: rural lifestyle aspect that has been the reason that they continue to include it so you rural

[0:49:34] Voice 8: character rural character so that is part of your that's part of the reason that they're looking at

[0:49:41] Voice 8: that you are more than welcome to disagree with that as a citizen i'm not sure where our

[0:49:48] Voice 8: the our board would be able to sit on that um to respond back as a board so that would be

[0:49:55] Voice 8: one of the ways i work on that but what i'm talking about is looking through the lens of

[0:50:01] Voice 8: concentration and everything a policy an overarching policy statement does really

[0:50:08] Voice 8: influence how the whole trust operates including us and i looked at just through that lens there's

[0:50:16] Voice 8: so many specific things on conservation that are egregious on first nations consultation that are

[0:50:22] Voice 8: egregious but i think you also for me it actually isn't um it's not just um the idea the affordable

[0:50:35] Voice 8: housing is just one thing but because it's it's raised to a different level in this and that

[0:50:40] Voice 8: that level affects the um the lens of preserve and protect so to me it's incredibly appropriate

[0:50:50] Voice 8: for this board to reflect on expanding the mandate the policy statement to include

[0:50:58] Voice 8: other than preserve and protect and the sort of subsets of that because it affects resources that

[0:51:05] Voice 8: that go into preserve and protect, it affects perspectives,

[0:51:09] Voice 8: it affects land use decisions, it affects everything,

[0:51:14] Voice 8: and it affects conservation areas.

[1:21:50] Voice 5: things like trails and structures in the the upland area that's covered by the land use bylaw

[1:21:57] Voice 5: the dp area so yeah i mean the board could say that um if it wished

[1:23:55] Voice 8: do recognize it has a very specific profile man-made profile in which case

[1:24:03] Voice 8: most of the islanders will be not compliant it causes a huge yeah issue and there are some

[1:24:10] Voice 8: islands like i think thetis eurocetus is a seven and a half he says yeah so the so i think it's

[1:24:19] Voice 8: weird that we'd recommend that yes we're going to support this because of increased protection

[1:24:24] Voice 8: and i'm not sure that the committee will move ahead with that 50 million i don't know at this

[1:24:30] Voice 8: point so that's kind of again we're in the same position where with the the um policy statement

[1:24:38] Voice 8: in that the engagement hasn't been made and the decisions have been completed okay so the

[1:24:45] Voice 8: alternative is still very vague and I still think no matter what happens there will be additional

[1:28:29] Voice 1: have been catching up in in the last few years. So the first management plan we're looking at is for

[1:28:36] Voice 1: Sahalwin Say, which is Elder Cedar Nature Reserve. Sahalwin Say is the Sinemu name given

[1:28:43] Voice 1: to the reserve by Elder Dr. Ellen White in 2008. She attended and spoke at a naming ceremony at

[1:28:50] Voice 1: that time and it remains one of the only nature reserves that has a First Nations name.

[1:28:56] Voice 1: We are in the process of replacing the current large entrance sign there with one designed by

[1:29:01] Voice 1: by Elliot Whitehill, who is a Sinemu First Nations artist,

[1:29:05] Voice 1: as well as being the great grandson of Dr. White.

[1:29:08] Voice 1: So Elliot worked with Elder Geraldine Manson,

[1:29:12] Voice 1: who we were fortunate to have do our welcome and opening

[1:29:16] Voice 1: for the webinar open house that went along

[1:29:19] Voice 1: with this management plan, which was really, really great.

[1:29:23] Voice 1: As I mentioned with the last management plans

[1:29:25] Voice 1: that were approved, Lisa Wilcox,

[1:29:28] Voice 1: our intergovernmental liaison has helped develop First Nations criteria that go into our

[1:29:33] Voice 1: Islands Trust Conservancy Management Plans as standards, such as partners having cultural

[1:29:40] Voice 1: competency training, First Nations engagement, and direction to move towards a parallel

[1:29:48] Voice 1: management plan for areas of cultural significance. So Elder Cedar is 65 hectares and includes

[1:29:56] Voice 1: includes areas of old growth, coastal Douglas fir.

[1:30:00] Voice 1: with rich variation and diverse habitats there's 23 polygons mapped including the at-risk

[1:30:05] Voice 1: ecological community of douglas for adult organ grape plus five species at risk so the initial

[1:30:13] Voice 1: plan was done in 2008 with this 2021 plan completed by madrone environmental services

[1:30:20] Voice 1: a draft of this plan was provided to the covenant holders who are gabriola land and

[1:30:25] Voice 1: Trails Trust and the Nanaimo Area Land Trust and their edits have been incorporated into this plan.

[1:30:33] Voice 1: Elder Cedar is a highly used nature reserve and even more so since COVID. We strive to keep the

[1:30:39] Voice 1: nature reserve as undisturbed as possible by keeping the public on the designated trails.

[1:30:44] Voice 1: So one of our main things is trying to mitigate the ecological impact of the trail use by

[1:30:53] Voice 1: building boardwalks in sensitive areas. Another management concern are invasive species and

[1:30:59] Voice 1: there's weed canary grass and scotch brew that are being dealt with and ensuring the trails are safe.

[1:31:05] Voice 1: They may need a new bridge crossing across Stoney Creek and looking at the long-term hydrology of

[1:31:13] Voice 1: the area and drainage. If this management plan is approved I would send it to the two covenant

[1:31:20] Voice 1: holders for their final approval. Do you have any questions?

[1:44:20] Voice 1: extracted leaving circular holes about one and a half meters in diameter and about one and a half

[1:44:25] Voice 1: meters deep. One mass occurrence was found which means a species at risk has been found in the

[1:44:34] Voice 1: area but no details are made public for fear the species will be tampered with in some way.

[1:44:39] Voice 1: Madrone determined a number of focal species that have potential to be present but none were

[1:44:44] Voice 1: observed. Again the draft management plan has already been provided to the two conservation

[1:51:16] Voice 7: covenant area the covenant area itself includes rare species and ecosystems of all sorts of

[1:51:23] Voice 7: exciting types and as the board might remember from the original conservation proposal connects

[1:51:30] Voice 7: into Burgoyne Bay and Mill Farm Regional Parks, the slopes of Mount Sullivan. So the excluded

[1:51:38] Voice 7: zone is the little hatched area down at the bottom southwest corner there. When the surveyor

[1:51:44] Voice 7: was out conducting the survey for that area, he determined that the present natural boundary

[1:51:52] Voice 7: is different enough from that on the land title

[1:51:56] Voice 7: from the survey that was done in 1912

[1:51:58] Voice 7: that it triggered a need to resurvey the entirety

[1:52:03] Voice 7: of that present natural boundary

[2:16:25] Voice 8: was highly delighted with the work that was put into this

[2:16:28] Voice 8: and look forward to working with the Health Sound Committee.

[2:16:40] Voice 8: but I think just the rate they're going,

[2:16:43] Voice 8: they've already got projects on the road.

[2:16:45] Voice 8: they're already working with Capilano University. It really looks good, but I think it was a bit of

[2:17:00] Voice 8: you said and to note that now we have the UNESCO experience on this committee and we've got UNESCO

[2:17:24] Voice 8: species at risk grant funding and the international scale or venue environment that we can work in and

[2:19:17] Voice 5: hopefully for the next board meeting to give you a sense of some of the on the ground work that has

Chair Stamford called the meeting to order at 10:06 am and acknowledged that the meeting was 
being held virtually from locations across the treaty and unceded territories of the Coast Salish 
people.   
1.1 Board Update 
The Islands Trust Conservancy Chair welcomed Dr. Risa Smith and Board members 
provided introductions. 
2. APPROVAL OF AGENDA 
The following addition to the agenda was presented for consideration: 
 Addition of item 6.4.5 Update for Information, Property Management Specialist visit to 
Sandy Beach, Keats Island

3. CLOSED MEETING 
The Islands Trust Conservancy Board convened the closed portion of the meeting at 10:10 am 
and resumed in open meeting at 12:45 am to Rise and Report. 
3.1 Motion to Close the Meeting 
ITC-2021-034 
It was MOVED and SECONDED, 
that the meeting be closed to the public in accordance with the Community Charter, 
Part 4 Division 3, section: 90 (1) (e) the acquisition, disposition or expropriation of land 
or improvements, if the board considers that disclosure could reasonably be expected to 
harm the interests of the Islands Trust Conservancy board; (k) negotiations and related 
discussions respecting the proposed provision of a service that are at their preliminary 
stages and that, in the view of the Board, could reasonably be expected to harm the 
interests of the Islands Trust Conservancy if they were held in public; and that staff be 
invited to remain in the meeting.

4. RISE AND REPORT 
The Islands Trust Conservancy Board reported on the following item: 
 The Islands Trust Conservancy Board approved a $10,000 contribution to the BC Parks 
Foundation for the Young Point acquisition campaign (Lasqueti Island). 
 The Islands Trust Conservancy Board incorporate an increase of a 0.6 FTE fund 
development/communications position into its 2022/23 Trust Council Budget Request. 
5. MINUTES/COORDINATION 
5.1 Minutes of Meetings/Resolutions without Meetings 
5.1.1 Approval of the August 24, 2021 Special Meeting Minutes 
By general consent, the Islands Trust Conservancy meeting minutes of August 
24, 2021 were adopted. 
5.2 Follow-up Action List 
The Islands Trust Conservancy Manager highlighted the following items: 
 The Provincial government passed legislation that allows us to provide clarity on 
holding electronic meetings. Staff are consulting with Legislative Services 
Manager to bring forward a meeting bylaw to allow electronic meetings. This 
will hopefully come to the next board meeting for first reading. 
 Impact GICs are moving forward, will complete soon 
 Species at risk project charter will be in the November meeting, possibly 
workshops and webinar series in early spring 
 NAPTEP sponsorship request to Trust Council was approved, staff will work with 
Trust Area Services staff to develop policy guidance to allow for Executive to 
approve forgiveness of fees 
 Crown land report delayed due to workload

6. BUSINESS 
6.1 Items for Approval 
6.1.1 ITC Budget Request – Request for Decision 
Board members requested that the 0.6 FTE Communications Specialist Business 
Case be edited to highlight that its intent is to add capacity for Fund 
Development. Board members suggested that the name of the business case be 
changed to better reflect this role.  
ITC-2021-035 
It was MOVED and SECONDED, 
that the Board approve the draft 2022/23 ITC Budget as presented and direct 
staff to provide it to the Director of Administrative Services and the Director of 
Trust Area Services for inclusion in the Islands Trust draft 2022/23 budget.

6.1.2 Policy Statement Referral – Request for Decision 
Board members and staff discussed: 
 the role of the ITC Board 
 different lenses including conservation, ITC Board, community, climate 
change, First Nations 
 suggested Board members provide feedback through the Islands Trust 
website/email as private community members 
 framework, document length, accuracy of details 
 clarification that this is an existing policy document – highlighting 
coloured text are suggested edits 
 referral and engagement process 
ITC-2021-036 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board encourages Islands Trust staff to clarify 
terms and phrases in the Islands Trust Council Draft Bylaw 183, Islands Trust 
Policy Statement as they relate to the fields of biology, ecology, and restoration.

It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board request that it receive a referral of the 
Policy Statement after first reading as it understands that the Policy Statement 
is currently undergoing further engagement.

It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board indicate to the Islands Trust Council 
that it recommends that the Islands Trust Council Draft Bylaw 183, Islands Trust 
Policy Statement have the following amendments:

a) Page 2, final paragraph be edited to indicate that, in addition to the 
assignment of a regional-level planning function to Islands Trust Council 
in 1990, the most notable change to the Islands Trust Act was the 
creation of the Islands Trust Conservancy, then known as the Islands 
Trust Fund or Trust Fund Board; 
b) page 10, “Role of the Islands Trust Conservancy” be edited to include 
the phrase, “The work of the Islands Trust Conservancy is guided by the 
Islands Trust Conservancy Five-Year Plan, which is approved by the 
Minister of Municipal Affairs under Section 44 of the Islands Trust Act”; 
and, 
c) page 17, policy 4.1.2, bullet two, “Islands Trust Conservancy” be added 
as an agency for consultation.

6.1.3 Keats Island Bylaw Referral – Request for Decision 
The Islands Trust Conservancy Manager provided a background, highlighted the 
Sandy Beach Nature Reserve, and noted ITC Conservancy properties are not 
affected by this bylaw. 
Board members discussed the process of referrals to First Nations, 
recommendation on 15 meter set backs, and wording of properties versus 
interests in the referral response. 
ITC-2021-039 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board indicate to the Gambier Island Local 
Trust Committee that its properties are unaffected by the proposed Bylaws 153 
and 154.

6.1.4 S’ulhween X’pey (Elder Cedar) Nature Reserve Management Plan - Request for 
Decision 
Board members discussed edits to the plan, timelines, climate change, and 
opportunity to use properties to determine how climate change is occurring. 
ITC-2021-040 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board approve the 2021 update of the 
S’ulhween X’pey (Elder Cedar) Nature Reserve Management Plan, dated June 
10, 2021, amended as follows: 
 to indicate that climate change is having a real impact on CDF forests 
currently; 
 to indicate that the current signage is rotting and requires replacement; 
and, 
 to note that Islands Trust is a special purpose government and not a local 
government.

6.1.5 Coats Millstone Management Plan, Gabriola - Request for Decision 
The Islands Trust Conservancy Property Management Specialist presented the 
plan to Board members, noting it has been longer than 10 years since last 
property management plan was complete, and species at risk were identified 
but not provided to the public. 
Board members discussed edits to the plan, the idea of using non-permanent 
mesh screen below the water line for safety measures, and suggested using 
updated Environment Canada data. 
ITC-2021-041 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board approve the 2021 update of the Coats 
Millstone Nature Reserve Management Plan, dated August 18, 2021, amended 
as follows: 
 To indicate that climate change is having a real impact on CDF forests 
currently; and  
 To note that Islands Trust is a special purpose government and not a local 
government.

6.1.6 Moss Mountain NAPTEP Covenant, Salt Spring – Request for Decision 
Board members discussed conflict of land use in the covenant versus Indigenous 
hunting rights. 
ITC-2021-042 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board authorizes the Chair to sign a covenant 
with Gaylene Young, over the Land described as PID 006-760-112, Lot 12, 
Sections 64, 65, 66, 67, and 68, South Salt Spring Island, Cowichan District, Plan 
1914, through the Natural Area Protection Tax Exemption Program (NAPTEP).

6.1.7 Pare/Baile NAPTEP Covenant, North Pender – Request for Decision 
The Islands Trust Conservancy Ecosystems Protection Specialist presented the 
request to Board members highlighting a trail use agreement with the owners, 
letter of permission suggested by legal counsel, and the presence of a small 
cairn on the property. 
ITC-2021-043 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board authorizes the Chair to sign a covenant 
with Peter Paré and Elisabeth (Lisa) Baile, over the Land described as PID 031-
385-486, Lot 1 Section 22 Pender Island, Cowichan District, Plan EPP109086, 
through the Natural Area Protection Tax Exemption Program (NAPTEP).

that the Islands Trust Conservancy Board approves Peter Paré and Lisa Baile’s 
request for consent to enter into an agreement with the Moving Around Pender 
Alternative Transportation Society (MAP) to maintain a public use trail through 
the Covenant Area of the Islands Trust Conservancy covenant (the Covenant) 
over Parcel Identifier 031-385-486, LOT 1, SECTION 22, PENDER ISLAND, 
COWICHAN DISTRICT, PLAN EPP109086, (the “Lands) as provided for in section 
4.2 (c), 4.2 (e), and section 4.2 (a)(viii) of the Covenant, in accordance with and 
subject to the following terms and conditions: 
1) This consent is provided for the sole purposes of authorizing Peter Paré 
and Lisa Baile’s entering into an agreement, as reviewed by the Board, 
(the “Agreement”) with the Moving Around Pender Alternative 
Transportation Society (MAP) to provide and maintain the existing trail 
for public access for walking or hiking; 
2) this consent is only valid for a period from the date of this resolution to 
the date of expiry of the Agreement, and is subject to termination as set 
out in this resolution; 
3) this consent is subject to MAP’s acknowledgment that they have 
reviewed the Covenant, the limitations and restrictions on use of the 
Lands, and the penalties for breach, and that trail development, use, 
and maintenance will at all times be subject to the requirements and 
restrictions of the Covenant; 
4) this consent is not transferable by Peter Paré and Lisa Baile, and will 
terminate immediately, and without notice by the Islands Trust 
Conservancy Board, on any change in ownership of the Lands, whether 
through sale of the Lands, inheritance or other means; 
5) this consent is at all times subject to the requirements, restrictions and 
practices set out in relevant policies and procedures of the Islands Trust 
Conservancy Board, as approved by the Islands Trust Conservancy Board 
from time to time and the Islands Trust Conservancy Board may 
terminate this consent immediately if the landowner fails at any time to 
comply with any aspects of these documents; 
6) this consent for Peter Paré and Lisa Baile to enter into the Agreement 
with MAP, and to provide and maintain a public use trail in the 
Covenant Area, may be terminated immediately for any reason or no 
reason in the sole discretion of the Islands Trust Conservancy Board; 
and, 
7) this consent is solely for the specific purposes specified in this 
resolution, and does not create additional rights for Peter Paré and Lisa 
Baile or MAP, does not alter the terms of the Covenant in any way, and 
does not authorize any activities otherwise prohibited by the Covenant 
except as specifically set out in this resolution.
