However, I've seen them on Zoom, and we've been holding meetings, as you know. But go ahead, Grant. Since our last meeting was July 16th.

[0:08:13] Voice 18: a big thing on the island yesterday was the school opening, which was a huge event for the island.

[0:08:20] Voice 18: There's 50-odd, 53 kids this year, 15 more than last year, apparently.

[0:08:27] Voice 18: And so the reasoning is some people are home and are actually here last year and they've stayed,

[0:08:35] Voice 18: and some other people have come and stayed.

[0:08:36] Voice 18: I guess the new school and not being in the city and there being smaller classrooms, I asked Lauren about it and she said it was really interesting, but the new school is beautiful and the work done and the community effort is really quite phenomenal, so that's a huge thing on the island.

[0:08:55] Voice 18: The other thing is, I think, is the thatch. Every time you drive by there, you see that huge hole in the ground down there. It's just a really, really sad thing.

[0:09:04] Voice 18: made it you know the flash which is your restaurant was quite a big part of the island

[0:09:09] Voice 18: and uh it's it's not gone but there's nothing happening we have absolutely no word on

[0:09:16] what's coming out of you know the minister had

[0:09:20] Voice 18: a conversation with the head of the

[0:09:24] uh with russ and with chair welcome don't trust and the chief um from comox but we weren't involved

[0:09:35] that was and i went out in all that conversation which i found very very strange

[0:09:38] Voice 18: and i brought it

[0:09:40] Voice 18: out and got a very satisfactory answer but anyway i mean it would be good so i don't know if you

[0:09:47] Voice 18: could well you're on the executive maybe you could report what you wrote to the executive

[0:09:51] Voice 18: It depends

[0:09:53] Trustee Fast: on whether it's in a closed meeting or not.

[0:09:55] Trustee Fast: I have to say a lot of these things are government-to-government.

[0:10:00] Trustee Fast: So when it's the province and the First Nation, that's government-to-government.

[0:10:04] Trustee Fast: And sometimes the trust is involved by invitation or inviting us

[0:10:10] Trustee Fast: and sometimes not.

[0:10:11] Trustee Fast: So it's a kind of – and if it's in a closed meeting that I've had

[0:10:16] Trustee Fast: or that we've had because we've got a closed meeting following this,

[0:10:21] Trustee Fast: one, then we're not allowed to talk about it, because it's confidentiality, and there

[0:10:25] Trustee Fast: are rules in the Local Government Act and the Community Charter. So, we don't always

[0:10:31] Trustee Fast: get invited, either. And we don't always get invited, as you said.

[0:10:37] Trustee Fast: Okay, so school and the fact...

[0:10:40] Voice 18: Well, it's still, I mean, it's still strange we haven't heard anything, you know, that

[0:10:44] Voice 18: the public want to know, and we haven't heard anything at all about it from anybody, from

[0:10:49] Voice 18: from Comox, from the minister's office, from our office.

[0:10:54] Voice 18: So could you take that back just to say I don't know that the meeting was...

[0:11:14] Voice 20: but it's amazing how many meetings we've had in the last two months.

[0:11:18] Voice 20: night. So let's see, I was at the Trust Council in September, and by Zoom, we had a session

[0:11:30] Voice 20: on tree cutting, all us trustees got together and what kind of authority we'd like to see

[0:11:37] Voice 20: us have on our own, sorry, my nose is cutting, tree cutting, and hopefully we will have some

[0:11:45] Voice 20: report about that at my next trust council meeting.

[0:11:49] Voice 20: It's

[0:11:49] Trustee Fast: about authority to stop people cutting trees, it's not that the Islands Trust is going to cut them.

[0:11:54] Trustee Fast: Yeah,

[0:11:54] Voice 20: but I could have... There's

[0:11:55] Trustee Fast: interests about, and different trustees, so we had a workshop.

[0:11:58] Trustee Fast: Yeah, yeah,

[0:11:59] Voice 20: protected species, the big rocks, small rocks, et cetera, et cetera.

[0:12:02] Voice 20: And then I'll say on the report that there's a vote on 13 to 11 on hiring more staff in the consulting firm, which I was against.

[0:12:12] Trustee Fast: That's the consultants that are doing management and governance report.

[0:12:17] Voice 19: And I just feel like we don't.

[0:12:18] Trustee Fast: Oh, that's a policy statement.

[0:12:20] Voice 19: And I felt,

[0:12:21] Voice 20: to

[0:12:22] Voice 19: be honest, that

[0:12:23] Voice 20: we don't need to hire more staff.

[0:12:26] Voice 20: And then, of course, we had the San Juan Island councillor there, and it's always great to hear what they're doing.

[0:12:31] Voice 20: And they're reporting on similar issues that we have from the influx of the people with secondary homes on the island,

[0:12:38] Voice 20: which is interesting, which is what we've seen on our island, on top of visitors, so they have the same scenario that we have.

[0:12:47] Voice 20: But they have more, able to tax and, you know, hospitality tax and all those taxes that we can't do, unfortunately, because we don't have that authority.

[0:12:56] Voice 20: And then there's a regional district meeting that Daniel, very great chair, I was going to say that we should have you chair our trust council meetings,

[0:13:07] Voice 20: because he only lasts for half a day instead of three days, he's really good.

[0:13:12] Voice 20: You didn't attend that, but he didn't go to bed.

[0:13:17] Voice 20: And then the fire department, I just want to say that we talked to everything about fire protection.

[0:13:24] Voice 20: I just want to clarify, was it 170 calls they had in a summer alone? Was that the year in terms of fire department?

[0:13:29] Voice 20: Yeah.

[0:13:30] Voice 20: And not one, which is great, was on brush fire. Not one. There was beach fire issues, but it was amazing.

[0:13:36] Voice 20: We never had, you know, all this concern about our island going up in flames in the summertime with the drought and stuff.

[0:13:42] Voice 20: Uh, it pays enough for behaving themselves. So that's my report.

[0:13:51] Voice 18: About housing, there's a group

[0:13:53] Voice 19: on the island that's

[0:13:54] Voice 18: getting together, which is all of the, uh, basically the chairs of the different organizations around the housing issue.

[0:14:22] Voice 18: the issue is permanent housing on rmd year-round permanent housing for a whole number

[0:14:30] Voice 18: of different groups of people people are working people that are that are here now that need a

[0:14:34] Voice 18: place to live. Older people that are under house trying to get workers to come here to support the

[0:14:41] Voice 18: community for all the things we need people for and it's people you people want to come to work

[0:14:47] Voice 18: if they don't have a place to live there's you know so that's a huge issue so what this group

[0:14:51] Voice 18: is doing is working specifically on that issue and Wendy's there's a number of people in the room

[0:14:55] Voice 18: are there that are in that group to try to find solutions and solutions we can do in the short

[0:14:59] Voice 18: term and we're doing one today we're doing the one on that permanent

[0:15:03] Voice 18: that housing moratorium we're going to do that because that's something that

[0:15:07] Voice 18: came up out of that meeting got on the agenda

[0:15:09] Voice 18: people are here that's great someone's happy and as alex mentioned the policy

[0:15:13] Voice 18: review that's going to come to the island that affects our ocp and our

[0:15:17] Voice 18: language bylaws and that's so that's going to come so thank you

[0:15:21] Trustee Fast: good thank you and i'm going to be very brief because

[0:15:24] Trustee Fast: we're already running a little bit behind and that is uh i'll just say that

[0:15:27] Trustee Fast: Just for this week, I've come from Victoria. I was there on Tuesday for an Islands Trust Conservancy meeting. So that was a good meeting and we passed a bunch of information. Sorry, a bunch more areas are protected in various ways. And we'll have some of the information on the agenda later.

[0:15:47] Trustee Fast: We've got a new board member from Galliano Island, Risa Smith, who comes from a UNESCO Man in the Biosphere background, as well as national and provincial conservation reporting policies and plans.

[0:16:05] Trustee Fast: So that's great to have her on board.

[0:16:07] Trustee Fast: And then executive committee on the next day, the Wednesday.

[0:16:13] Trustee Fast: day so that's where uh the vice chair is from the chairs of all the local trust committees there's

[0:16:20] Trustee Fast: four of us peter luckham is the chair of the whole trust council and then there's me uh dan rogers

[0:16:26] Trustee Fast: and kate uh sorry me dan rogers and laura patrick from salt spring dan rogers from gabriel island

[0:16:33] Trustee Fast: also in house out so um he zoomed in and the rest of us were there in person and then i came up here

[0:16:39] Trustee Fast: So here we are. I'm not going to go much more into that. I want to pass it over to Daniel Arbour.

[0:16:48] Voice 13: Yes, thanks Chair Faust. It is good to see you again in person in this setting. It's been a long few months.

[0:16:57] Voice 13: So yeah, I'll just try to be brief as well. It was really great.

[0:17:00] Voice 13: I'm sorry you couldn't attend that day, but we had a really good meeting with the Hornby and Allen's Trust Committee last meeting.

[0:17:06] Voice 13: As Alex said, maybe like a cherry, but some people didn't like it because we had 18 items

[0:17:12] Voice 13: which we covered in two hours.

[0:17:14] Voice 13: So that was a real crack of the whip to get to the end, and thanks to Heather who was

[0:17:18] Voice 13: there as well.

[0:17:20] Voice 13: And then on Tuesday, this coming Tuesday, there's another opportunity for all the Island

[0:17:24] Voice 13: Trust officials in the area.

[0:17:25] Voice 13: We're going to have our elected official forum, co-hosted with Comox First Nation and

[0:17:31] Voice 13: Around Water.

[0:17:31] Voice 13: water. This team was selected following the drought this summer and we're going to review

[0:17:38] Voice 13: a bunch of things from community water systems to a number of wells, not only on Morby but

[0:17:43] Voice 13: in Maricou-Marsal, the run-dry this summer, the trend around climate and possibilities

[0:17:49] Voice 13: for more local government engagement around the issue. On Morby right now is the fiber

[0:17:56] Voice 13: This summer, you probably noticed, we got a 5.6 million contribution from the province

[0:18:03] Voice 13: of British Columbia to bring fiber to every home on the endowment.

[0:18:06] Voice 13: So we had two sessions yesterday and the day before that are available on YouTube where

[0:18:12] Voice 13: we had over 200 people attend those sessions and ask questions.

[0:18:16] Voice 13: So I'll just refer people to our website for this.

[0:18:21] Voice 13: We're considering an arts request for, again, from the Arts Council to access some taxes.

[0:18:29] Voice 13: But on that topic, I have to share with you, with the Trust Committee, I'm definitely

[0:18:36] Voice 13: worried a little bit on a number of fronts, but one of which is I'm really concerned

[0:18:43] Voice 13: about the housing assessments that are going to come in for our local trust area this coming

[0:18:46] Voice 13: year.

[0:18:47] Voice 13: this could have a significant impact on our taxes. We saw that two years ago there was a big bump of

[0:18:53] Voice 13: 20% on the islands. Right now I just have anecdotal information around recent sales on the island but

[0:19:01] Voice 13: those are the kind of things that really could have a big tax impact come the tax season. So

[0:19:08] Voice 13: So we continue last year at the Comox Valley, we did deliver a minus 7.78% decrease in taxes

[0:19:19] Voice 13: across the area, but that varies.

[0:19:21] Voice 13: So jurisdictions that gain more assessment value may have seen an increase.

[0:19:26] Voice 13: And so keeping an eye on this one.

[0:19:28] Voice 13: In that context, my closing comment is indeed, it is with a number of people here and trustees.

[0:19:35] Voice 13: Scott, we've initiated a group to look at housing, understanding that the Hornby Island

[0:19:41] Voice 13: Housing Society is covering the bulk of the work for housing on the island and that the

[0:19:45] Voice 13: Island's Trust through the OCP and zoning is covering the big picture.

[0:19:49] Voice 13: But even at the meeting last week, we've initiated a discussion to maybe do a feasibility in

[0:19:56] Voice 13: 2022 to see if the Island's Trust and the CBRD could collaborate to look at opportunities

[0:20:01] Voice 13: opportunities to better support housing on both on the endowment. So I'll be visiting the local trust committee next month as well and

[0:20:09] Voice 13: maybe expect for your committee a letter from me in the coming month in time for your December meeting for consideration.

[0:24:19] Trustee Fast: repair issues, what is referred to in planning as insecure housing. In other words, the next

[0:24:32] Voice 6: work in this community, who are committed to this community, and who are excluded from the

[0:24:38] Voice 6: current real estate market because of rising prices. Housing on this island is

[0:24:49] Voice 6: be an enduring presence here and that is the perspective that guides me as an

[0:27:24] Voice 1: trailer park. We used to have Phil Ross's land where people go park their little

[0:27:30] Voice 1: caravan and do their thing and didn't require a 99-year commitment, you know.

[0:27:36] Voice 1: It was, you could come for the summer and work or you could stay, you know.

[0:27:41] Voice 1: You know, something along those lines would, if we had a space for people to do their own small holding, their own small commitment, bring in their, you know, their caravan and have a place, right?

[0:28:04] Voice 1: It's that doable, and it's that affordable, and it's a realistic solution.

[0:28:12] Voice 1: but what I'm really here about is understand that the official community plan is there's

[0:28:20] Voice 1: considering altering it regarding lot sizes subdivision of properties can I speak to that

[0:29:23] Voice 1: I remember when they cost $25 down to $25 a month to buy any lot you wanted right

[0:29:32] Trustee Fast: what did can you what is it that you're opposed to I missed that I'm

[0:29:36] Voice 1: and then the galleon happened

[0:30:00] Voice 1: with that. Now, virtually every single lot in those subdivisions now has a house on it.

[0:30:05] Voice 1: And there's a lot of short-term rentals going on, so we have a huge influx of people in the summer.

[0:30:14] Voice 1: And just when our elders' worst nightmare is manifesting, people want to undo the moratorium

[0:30:25] Voice 1: and start dividing up the land more. Well, more land means more people, means more

[0:30:31] Voice 1: vacation. Yeah, we just went through maybe the most extreme summer ever. And in light of that,

[0:30:44] Voice 1: why would we do this to ourselves? There's a big

[0:30:48] Voice 1: chain for a few people, right? And the

[0:30:55] Voice 1: economic enhancement has stated that they want to double Harvey's population.

[0:31:01] Voice 1: population. I was at the meeting. I spoke to him. And the problem was, oh, if we double

[0:31:08] Voice 15: our population,

[0:31:09] Voice 2: we're going to

[0:31:09] Voice 1: create problems around sewage and water. I said, I know how

[0:31:15] Voice 1: to fix that. Just don't do it. Right? So someone said, oh, if we had double the population,

[0:31:24] Voice 1: we could have a year-round cafe. And I said, move to where they have a year-round cafe.

[0:31:29] Voice 1: thing is that why you came here we need to keep in mind why we came to hornby what this place

[0:31:35] Voice 1: means to us and i think you could gain the whole world and sell your soul and have nothing thank

[0:31:42] Trustee Fast: you very much and i think if i can point to uh the part of our agenda that's called number nine

[0:31:50] Trustee Fast: when you listen to the staff report for the minimum area average lot area amendments project

[0:31:57] Trustee Fast: project um I think you'll be reassured and uh but um stand by I

[0:33:55] Voice 4: in reading the Hormis Housing Coalition letter. First of all, when I look at the participating

[0:34:02] Voice 4: members, it seems heavily weighted with commercial interests.

[0:34:11] Trustee Fast: number of commercial interests, say, as

[0:34:13] Voice 4: building contractors who were kind of in their waiting

[0:34:17] Voice 4: for a contract so when I see

[0:34:20] Trustee Fast: there's quite a bit of commercial interest there

[0:34:23] Trustee Fast: I know that people wear different hats in a small community but I just need to

[0:34:29] Trustee Fast: put out that that kind of strikes me I'd like to see as participating members

[0:34:35] Trustee Fast: more of the people in need of housing I think they're the ones that we really

[0:34:40] Trustee Fast: need to hear from. Also, when I

[0:34:45] Voice 4: look at this and I see the list of items for discussion,

[0:34:51] Voice 4: there's an elephant in the room, and it's not on here, and that is the limitation of

[0:34:55] Voice 4: the number of short-term vacation rentals. That is really covered in the letter from

[0:35:01] Voice 4: the Hornby Housing Society, and they really speak, and I'm so appreciative

[0:35:08] Trustee Fast: that they've gone into, the research that they've made that shows the issues here, with

[0:35:14] Trustee Fast: the number of people, how tenuous housing is for people here, given incomes, given the

[0:35:21] Voice 4: of many, many people here. So I feel that in the letter from the Horsey

[0:35:27] Voice 4: Hornby Housing Coalition, we all know, and they have highlighted it, that the Hornby

[0:35:35] Voice 4: people have highlighted, not all horny people, but the Housing Society has highlighted the

[0:35:43] Voice 4: fact that short-term vacation rentals affect our housing stock and have them now for, I

[0:35:49] Voice 4: would say, all of the 40 years that I've lived here. And yet, nothing is written in this

[0:35:55] Voice 4: from this group, the Housing Coalition, nothing is

[0:36:01] Trustee Fast: there as looking at that. So I just want

[0:36:50] Voice 12: about the need for housing, for lower income housing, and it hasn't changed in the six

[0:36:56] Voice 12: years I've been here, 27 years, nothing's happened to it. I was really interested in

[0:37:01] Voice 12: the ISLA proposal when I first got here, it hasn't developed, and I wonder, well, why

[0:37:05] Voice 12: not?

[0:37:05] Voice 12: And it might not be practical.

[0:37:07] Voice 12: So when things don't happen, when things do happen, you can see that they happen, and

[0:37:11] Voice 12: so it's happening, and it's practical, you can assume that this is the way it is, and

[0:37:14] Voice 12: when things don't happen, well, then they don't happen.

[0:37:16] Voice 12: So with respect to the proposal to continue the, I'm not sure of the wording of it, but

[0:37:25] Voice 12: the illegal housing. I think that rather than condone, disallow illegal housing, we should

[0:37:34] Voice 12: encourage the usage of properties that are already developed on Hornby. If a need for

[0:37:40] Voice 12: smaller or more economically feasible housing for people to live on Hornby is there, then

[0:37:44] Voice 12: why don't we address the already currently developed land areas and add housing as appropriate

[0:37:49] Voice 12: where appropriate when appropriate on those properties. I would imagine you could easily

[0:37:54] Voice 12: find of the some, what, how many hundreds of houses that are vacant most of the year,

[0:37:59] Voice 12: I'm sure you could find 10% of them that would be interested in putting, perhaps, hosting

[0:38:03] Voice 12: a caravan, you know, really ecologically savvy, sustainable, avant-garde, and then you use

[0:38:10] Voice 12: existing developed landscape and don't impact the beautiful ecosystems and rural feel of

[0:38:16] Voice 12: the island.

[0:38:16] Voice 12: I don't think there's any need to further densify undeveloped land.

[0:38:20] Voice 12: I think it's we'd be smarter to use our development better

[0:41:38] Voice 13: unless one person is asking itself is there's probably a range of strategies

[0:41:42] Voice 13: that are needed, including the OCP, including consideration of things like trailer parks,

[0:41:48] Voice 13: including changes to the OCP, including all kinds of things.

[0:41:52] Voice 13: And no one strategy may get us to that full answer to resolve housing needs.

[0:48:37] Voice 3: And now we're saying that no longer applies, but if you change your local bylaw, you can have as many electronic meetings as you want.

[0:48:47] Voice 3: So, the next step for our LTCs are to update the meeting procedures bylaws to allow for

[0:48:54] Voice 3: all current meetings, if you want.

[0:48:56] Voice 3: Those will probably come to you in the next few months to consider, and there's various

[0:49:02] Voice 3: scenarios.

[0:49:03] Voice 3: You know, you could allow for all the current meetings, if you want, or you might want to

[0:49:10] Voice 3: to codify, if you will, that a certain number of meetings

[0:49:14] Voice 3: have to be in person, that kind of thing.

[0:49:18] Voice 3: that we have to consider with the meeting procedures by-law.

[0:49:56] Voice 3: Thus far during COVID, we've had our administrative staff running the Zoom meetings and scheduling them, and they had to attend through the entire meeting.

[0:50:06] Voice 3: name right. So they were setting aside tasks that they normally do in order to accommodate

[0:50:13] Voice 3: their Zoom scheme. Now that we're going into a new era, we can't sustainably rely on our

[0:50:21] Voice 3: administrative staff to run the Zoom meetings. And so we're trying to find new alternatives

[0:50:27] Voice 3: alternatives for that. The most administratively, the most difficult part is actually managing

[0:50:36] Voice 3: remote attendee who are coming in and out. So the town hall portion of any electronic

[0:50:42] Voice 3: meeting is actually the most staff heavy part of the meeting. If you have a meeting that

[0:50:49] Voice 3: is simply streamed but there's no public participation in the Zoom meeting, it's easier to staff

[0:50:56] Voice 3: And so that's one of the things that we also, as an organization, have to figure out is how do we staff these electronic meetings?

[0:51:06] Voice 3: So that's sort of the longer term.

[0:51:09] Voice 3: But just for the December 10th meeting, yeah, you could accommodate it by having a special meeting.

[0:51:16] Voice 3: But again, if you do that, we don't have a – we're not really set up to have people come in.

[0:51:22] Voice 3: in. An alternative to that is it's an electronic meeting in a venue where it can be streamed

[0:51:33] Voice 3: and people can come and maybe the trustees are there and they can talk to you and that,

[0:51:39] Voice 3: but staff are coming and electronic meeting. Thus far, the two venues that we've used on

[0:51:44] Voice 3: hundi this one and the community how long is that um don't have reliable wi-fi and so um

[0:51:53] Voice 3: bringing in staff remotely is the best part has been problematic for that reason so i don't know

[0:51:59] Voice 3: if that helps yeah but it's part of the background

[0:52:03] Trustee Fast: about what what uh what the province allows us to

[0:52:07] Trustee Fast: do because we're this is a creature of the province yeah well i just want to comment that

[0:52:10] Voice 20: But our higher meetings are excellent, you know, sometimes it's 60 people.

[1:05:14] Voice 4: what we actually are, but we've got a statement of purpose, and I thought I'd read that for your information to help introduce what we're trying to do.

[1:05:23] Voice 4: The Hornby Housing Coalition consists of an informal group of individuals who have a deep interest and knowledge of the challenges facing affordable housing on Hornby.

[1:05:34] Voice 4: Our purpose is to share information and ideas, identify obstacles, and find strategies to overcome those obstacles.

[1:05:44] Voice 4: At meetings, everyone speaks from their own knowledge and experience and not as a representative of an organization.

[1:05:51] Voice 4: Any consensus that is reached is of the individuals present and not of the organization to which they may belong.

[1:05:57] Voice 4: along. Some individuals may be present only to observe and do not join in the consensus

[1:06:03] Voice 4: decision. That said, this conversation has been very fruitful and inspiring so far, and

[1:06:09] Voice 4: we hope that it will continue to evolve. So we had to clarify that because there was a

[1:06:17] Voice 4: question of, you know, we had individuals from many different island organizations.

[1:06:22] Trustee Fast: It's been fabulous, the participation that's taken place. We've had two meetings so far,

[1:06:27] Trustee Fast: But it's been a great

[1:06:28] Voice 4: collection of ideas and observations about how to approach a very real, very serious affordable housing crisis on the island.

[1:06:42] Voice 4: So, yeah, we had to clarify what we were doing at that meeting.

[1:06:47] Voice 4: Were we speaking for our organization or were we speaking as

[1:06:50] Trustee Fast: individuals at that meeting?

[1:06:52] Trustee Fast: And that is what we are doing at this point.

[1:06:56] Trustee Fast: But we've made some, I think, big progress in

[1:07:00] Voice 4: two meetings, so I'm really very enthusiastic about it,

[1:07:04] Voice 6: and a lot of it

[1:07:05] Trustee Fast: does involve trust,

[1:07:08] Voice 4: policy, bylaws, zoning.

[1:07:12] Voice 4: So we'll be back to you, certainly, with requests, and Catherine can speak more to some of what we're doing.

[1:07:37] Voice 21: ways to address the affordable housing crisis here or not.

[1:07:47] Voice 21: So participants included people from the APC, the Residents and Right-Beings Association,

[1:07:52] Voice 21: the Community Economic Enhancement Corporation, the Hormone and Housing Society,

[1:07:56] Voice 21: as well as Grant Scott, our local trustee, and Daniel Arbour, our regional district representative.

[1:08:03] Voice 21: We know that new approaches will be required and that we will require a multi-pronged approach.

[1:08:10] Voice 21: We will need the help of both the regional district and especially of the Islands Trust.

[1:08:15] Voice 21: Our youth expressed strong support for Daniel Arbour's initiative to bring a request to

[1:08:20] Voice 21: the Colax Valley Regional District Board for a feasibility study for a housing service

[1:08:25] Voice 21: tax line.

[1:08:27] Voice 21: We have sent you a letter from the Horn Valley Housing Society to the CBRD board in support of this request.

[1:08:34] Voice 21: To make the housing service a reality, we will need the Islands Trust's support in ironing out details of governance,

[1:08:41] Voice 21: and we urge our local trustees and the Islands Trust staff to smooth the way for this really important initiative as much as they can.

[1:08:50] Voice 21: We have also identified some initial priorities where we hope the Islands Trust will be able to assist us.

[1:08:55] Voice 21: If more information is needed on any of these items, we would be glad to discuss them.

[1:09:02] Voice 21: Number one, we have an urgent request that the current moratorium on by-law enforcement on illegal dwellings be extended

[1:09:10] Voice 21: while our network takes steps to look into possibly legalizing changes to these dwellings through zoning.

[1:09:20] Voice 21: Number two, we request the Islands Trust staff support long-range planning.

[1:09:28] Voice 21: We have begun to identify crown land parcels that might possibly be suitable for a Housing Land Bay, and we request staff time to assist in compiling this inventory, as well as for the Trust to expedite rezoning of any of these properties after appropriate community consultation.

[1:09:45] Voice 21: patient. We ask the Islands Trust to consider how to streamline the processing and approval

[1:09:56] Voice 21: of any application that would be for our community housing needs, be they rentals, ownership,

[1:10:03] Voice 21: co-ops, single houses, communal buildings, service land, worker bunkhouses, mid-work

[1:10:09] Voice 21: buildings, senior assisted facilities, etc. Number four, we also request some staff support

[1:10:17] Voice 21: for our local APC as they consider possible policy and by-law changes

[1:10:21] Voice 21: designed to address our affordable housing emergency number five a new

[1:10:31] Voice 21: housing needs assessment for Hormis soon after the new consensus information is

[1:10:36] Voice 21: available to assist us in planning we would like to add housing to discussions for

[1:10:43] Voice 21: reconciliation with First Nations future planning of BC Ferries and any other

[1:10:47] Voice 21: agency that will need to be stakeholders in future housing needs and number seven

[1:10:54] Voice 21: to liaise with the Comox Valley Regional District to explore approval of alternate

[1:10:59] Voice 21: systems for servicing properties including the use of rainwater

[1:11:03] Voice 21: catchment and alternate septic systems. Participating members in the network

[1:11:09] Voice 21: were Islands Trust, Grant Scott, ABC, Vicki Bale, Joanna Ogletz-Lang, CTRE,

[1:11:14] Voice 21: Denzel Arbor, HIRA, Lynn Lemney, High Seek, Catherine Roman, Donna Brody, Karen Ross,

[1:15:00] Voice 18: for the APC particularly, because I think the funnel to get the changes that everybody's

[1:15:08] Voice 18: talking about is to the APC, and that's where the suggested changes to the OCP and the bylaws

[1:15:14] Voice 18: will occur.

[1:15:15] Voice 18: That will get recommended to us, and then we can look at that and then take home public

[1:15:21] Voice 18: meetings and do whatever we need to do, and either change it or adopt it.

[1:15:25] Voice 18: So that's really where it needs to go, and that's why this coalition is good.

[1:15:32] Voice 18: Wendy's there, a number of EPC members are there.

[1:15:35] Voice 18: But maybe what we need to do, and Sue Allen's on the executive, and they've got their fingers on the loot.

[1:16:44] Trustee Fast: application process that Peter Luckum chair of the on stress Council I'm also

[1:16:47] Trustee Fast: hopeful we'll be able to identify ways to support and fast-track planning for

[1:16:52] Trustee Fast: affordable housing so that's part of the thinking behind staff application for

[1:16:59] Trustee Fast: that grant and and hopefully it'll help just streamline everything so that

[1:44:09] Voice 3: to ensure consistency between the OCP policies and the Harley Island land use bylaw regulations with regard to minimum lot size and minimum average lot area in the various land use designations in the OCP.

[1:44:22] Voice 3: Proposed bylaw number 166 was referred to three provincial agencies, three regional agencies, one local press committee, and 13 first nations.

[1:44:32] Voice 3: The following comments and responses were received by the local press committee.

[1:44:36] Voice 3: Of the 13 First Nations referred, only Kalachin tribes, Wewakai Nation, and Wewakam Nation responded with no comment.

[1:44:46] Voice 3: No responses were received from the other 10 First Nations.

[1:44:50] Voice 3: Both the Denman Island Local Press Committee as well as Island Health responded to note their interests are unaffected by the bylaw,

[1:44:56] Voice 3: and no other agency responses were received.
