[0:02:42] Voice 2: of the Gabriolo Island Local Trust Committee

[0:02:47] Voice 2: of October the 21st, I believe, of 2020.

[0:02:51] Voice 2: I want to start by, as always,

[0:02:54] Voice 2: was acknowledging with pleasure and with respect

[0:02:58] Voice 2: that we are meeting in the territory

[0:03:00] Voice 2: of the Coast Salish peoples and in particular here

[0:03:04] Voice 2: on Gabriel of the Sinaimik First Nation.

[0:03:07] Voice 2: I was reminded again of this being the first time

[0:03:13] Voice 2: that I've been here in over 18 months.

[0:03:16] Voice 2: What a beautiful part and wonderful part

[0:03:19] Voice 2: of Coast Salish territory it is.

[0:03:21] Voice 2: uh truly value and learn from our relationship with our first nation the first not our first

[0:03:27] Voice 2: nations the first nations of this area and the original inhabitants um and of course this is a

[0:03:33] Voice 2: time for deep reflection for all of us uh both on the national day for reconciliation and all the

[0:03:41] Voice 2: days before and after so i always uh i know both trustees sometimes like to acknowledge and say

[0:03:49] Voice 2: something before we start. Do we have any, Trustee Colbert?

[0:03:52] Voice 5: Sure, we're very close to

[0:03:54] Voice 5: Wolf City-Letson, which means close together, closer together. Gabriel stands between beaches,

[0:03:59] Voice 5: so we're learning some place names and a lot of gratitude to Elder Joe and Nancy for helping us

[0:04:03] Voice 5: on that journey. It's good to see everybody here in person.

[0:04:09] Voice 8: Yeah, and for myself too,

[0:04:11] Voice 8: I'm very grateful to have been able to live on this name of territory for the last 44 years,

[0:04:17] Voice 8: and the beautiful part of the FTC.

[0:04:24] Voice 2: So this is another evolution in our attempt to cope with

[0:04:33] Voice 2: or evolve with COVID.

[0:04:35] Voice 2: As you may know, the Emergency Health Orders Act,

[0:04:39] Voice 2: and I may have that name wrong,

[0:04:41] Voice 2: it might be the Public Emergency Health Orders Emergency Act,

[0:04:43] Voice 2: has expired, and so we're back to in-person meetings.

[0:04:48] Voice 2: It became obvious that many people on the islands wanted to have some form of a recording and ability to continue to join us virtually.

[0:04:58] Voice 2: So we're starting that process. This is the first time on Gabriola. I've done a couple of other of these meetings so far.

[0:05:07] Voice 2: So this meeting is being, for those that are here, they can see the sort of Cyclops camera that's looking at us and also is our speaker.

[0:05:16] Voice 2: and I'm running the I'm personally running these the zoom and the meeting

[0:05:21] Voice 2: etc and so it's being broadcast staff will be able to join us over the zoom

[0:05:26] Voice 2: meeting it's being recorded and eventually will be posted on to the

[0:05:30] Voice 2: website just like we were doing before we haven't yet got to the step of being

[0:05:36] Voice 2: able to have people members of the community join us on the zoom meeting

[0:05:50] Voice 2: working towards that a truly hybrid meeting process so that we can we can be

[0:05:56] Voice 2: more available and more transparent and available as we continue on this we will

[0:06:01] Voice 2: be continuing with in-person meetings as well into the foreseeable future so this

[0:06:06] Voice 2: is our first attempt to try and accommodate all of that so thank you if

[0:08:04] Voice 2: and the FPC, Financial Planning Committee meeting we had yesterday,

[0:08:11] Voice 2: just to report on the discussions that are going on there.

[0:08:15] Voice 2: So if that's okay with trustees, that's 8.3.

[0:08:18] Voice 2: And the regional planning manager and I indicated that perhaps

[0:09:46] Voice 2: start with 3.1 on the agenda and that is um trustee reports and who would like to go first

[0:09:53] Voice 2: today i've been looking to my right all day so why don't we go with trustee cole

[0:09:57] Voice 5: sure it's very

[0:09:58] Voice 5: short um i'm still catching up on trust council the package for that to be honest um so i had a

[0:10:07] Voice 5: couple meetings with the national climate caucus and we're looking at rural and remote communities

[0:10:12] Voice 5: and so I'm one of the members of that group

[0:10:15] Voice 5: leading into the big climate change conference.

[0:10:17] Voice 5: And we're looking at sort of things

[0:10:20] Voice 5: we can advocate for across the country that we all share.

[0:10:22] Voice 5: One of them is ministries of transportation

[0:10:24] Voice 5: in all provinces and territories

[0:10:26] Voice 5: and how they have a thank you.

[0:10:32] Voice 5: And what we can do across the country

[0:10:34] Voice 5: to advocate for safer, active transportation,

[0:10:37] Voice 5: low carbon emission transportation, that sort of thing.

[0:10:40] Voice 5: And also fire departments, land stewardship,

[0:10:42] Voice 5: First Nations, looking at where all the funding goes into silos and how to get them out of

[0:10:50] Voice 5: those silos and to work on more coordinated, inclusive approaches to community planning,

[0:10:56] Voice 5: land use planning.

[0:10:58] Voice 5: So that's a really interesting process and it's really interesting to hear from representatives

[0:11:03] Voice 5: from all different forms of government from right across the country and from First Nations

[0:11:07] Voice 5: representatives as well.

[0:11:07] Voice 5: also that's been an active part of my job and then just the local keeping up with the local

[0:11:16] Voice 5: happenings that's it okay

[0:11:18] Voice 2: thank you trustee goldberg trustee landry yeah

[0:11:21] Voice 8: for myself there

[0:11:24] Voice 8: relatively busy not too bad the regional planning committee on which i'm on and we're continuing to

[0:11:30] Voice 8: work a lot a lot of the water studies that are occurring that gave rule a water budget

[0:11:36] Voice 8: at nearing completion. We hope to get that soon. And for next term, we're going to be looking at,

[0:11:41] Voice 8: next year, we're going to be looking at a water study for Luskete and the Bowen Island and

[0:11:46] Voice 8: Sulphur Islands as well for a water budget. So there's a lot of water work going on and it's

[0:11:52] Voice 8: really quite exciting. I watched the, actually the community information meeting that was done

[0:11:58] Voice 8: on Galliano by William Shula on the September 1st. That was, it's actually really well worth

[0:12:03] Voice 8: while watching. It's quite, I learned quite a bit from it. The water tables, I always

[0:12:09] Voice 8: thought it's just a wall of water, but it's pressure. It's the difference in

[0:12:13] Voice 8: pressure that determines the water, the water level, the water table. And the

[0:12:18] Voice 8: other thing I never realized was that when you take away trees, the

[0:12:23] Voice 8: evaporation through the leaves actually draws up water from the ground, because the

[0:12:30] Voice 8: trees will draw the water up. So when you take a piece down, you actually get a drop

[0:12:34] Voice 8: drop in the water table. This is according to what I'm sure. So it's a two hour session but it's well worth it. And some of the questions were really good questions, I thought, salt water intrusion, I always thought it comes in, it stays in. And what he said is that may or may not. This depends on different circumstances. So it was actually well worth watching.

[0:12:59] Voice 8: Other things? Well, registering of wells. The deadline is March 2022 for commercial,

[0:13:11] Voice 8: multi-family, industrial. And if you don't have it registered by then, you may lose your water,

[0:13:19] Voice 8: right? First in time, first in rate. So it's really important. The other thing for private

[0:13:26] Voice 8: owner of divesting well is that if you register it, when a commercial comes in,

[0:13:34] Voice 8: license comes in, they will consider your well, the impact on your well. So I think

[0:13:40] Voice 8: it's important that people actually register well. I was reluctant before, I

[0:13:44] Voice 8: thought this is just a grab for more money, you know, tell me where my well is

[0:13:48] Voice 8: and we can charge you. But really, it is owned by the government and the

[0:13:54] Voice 8: you establish your well, you register it, you do establish your right to do it. So I'd encourage people to register it.

[0:14:06] Voice 8: Another thing,

[0:14:08] Voice 8: Dagenham Bay, there was some issue before. People were raising concerns about what was happening in Dagenham Bay,

[0:14:16] Voice 8: the liveaboards, etc. And I

[0:14:19] Voice 8: contacted the Navigation Protection Program, and it's a multi-jurisdictional issue.

[0:14:26] Voice 8: Voids, if it's voids, it is a navigation protection program, but if it's a homing tank discharge,

[0:14:35] Voice 8: they say refer to the Federal Transport Canada Office of Boating Safety, another department.

[0:14:44] Voice 8: And if it's an environmental issue for the federal protection, you go to DFO.

[0:14:49] Voice 8: And if it's liveaboard, it's a local jurisdiction.

[0:14:54] Voice 8: It's really a multiplicity of organizations that look at this situation and it's I think

[0:15:02] Voice 8: quite daunting in a way to try to figure out if you go to multiple issues, you're going

[0:15:07] Voice 8: to have to go to three different sites or four different places.

[0:15:12] Voice 8: Decidual effect is what I see happening there and then there's the provincial jurisdiction

[0:15:17] Voice 8: as well as it's just a federal

[0:15:20] Voice 1: trust

[0:15:23] Voice 8: council you will probably talk about it

[0:15:28] Voice 8: chair Rogers so I want some of the points there on the last meeting I said

[0:15:35] Voice 8: I would bring forward a sell power report I have a draft I haven't sent it

[0:15:41] Voice 8: off to I think barter yet but I will do that shortly and do it for the next

[0:15:47] Voice 8: meeting. I originally intended to have it ready for this meeting because I thought the cell power

[0:15:53] Voice 8: was on the agenda but it's not. So I'll just

[0:15:56] Voice 3: stop

[0:15:57] Voice 8: working on it and I'll do it for the next meeting.

[0:16:04] Voice 8: I really I think that's one thing I was happy to at Trust Council when somebody applies for a NATEP

[0:16:12] Voice 8: them. The Trust Council is looking at sponsoring the cost to them to do that. There

[0:16:19] Voice 8: is no substantial

[0:16:21] Voice 8: cost to the registration of doctors, whatever. I think that's a really good move on the Trust

[0:16:28] Voice 8: Council to do that. It makes sense that we don't burden them with something they want

[0:16:32] Voice 8: to give a benefit like that. I think that's it for now.

[0:16:37] Voice 2: um just yes uh just a couple of comments related to your comments um

[0:16:43] Voice 2: uh yeah we don't the cell tower as i understand the application hasn't come to been referred to

[0:16:50] Voice 8: the two

[0:16:51] Voice 2: towns trust you i know there's been some commentary we're receiving copies of

[0:16:56] Voice 2: to date but it's the proposal um so yeah so since um i think it was september 9th

[0:17:04] Voice 2: number of things have have occurred uh yes we did have trust council um it was uh virtual um

[0:17:13] Voice 2: and uh you know the main the main focus of the we had a series of presentation or actually two

[0:17:21] Voice 2: major presentations one related to oil spill preparedness in the in the uh salish sea and

[0:17:28] Voice 2: on the coast here from the Coast Guard.

[0:17:31] Voice 2: And the second one was from San Juan County

[0:17:35] Voice 2: and a study they'd done related to response times

[0:17:39] Voice 2: for a vessel adrift and why that supports the case

[0:17:44] Voice 2: for another tug, hopefully based in Sydney.

[0:17:49] Voice 2: So we're cooperating with our friends in San Juan County

[0:17:54] Voice 2: around attempting to convince the federal government

[0:17:58] Voice 2: that another tug would be useful in that area.

[0:18:01] Voice 2: So those are our main presentations.

[0:18:03] Voice 2: The main piece of work that took place at the Trust Council was a discussion,

[0:18:10] Voice 2: and it was a lengthy discussion around the issue of how we were going to fund

[0:18:17] Voice 2: our trust policy statement engagement process.

[0:18:20] Voice 2: And eventually we had a vote, and the Trust Council approved

[0:18:24] Voice 2: improve a more fulsome trust policy statement engagement process that would include a number

[0:18:30] Voice 2: of on island they're in the process of reaching out right now with an rfp to find a consultant

[0:18:37] Voice 2: to deliver the engagement process there is lots of recognition that instead of looking at

[0:18:44] Voice 2: getting to first reading in december it'll be march most likely before we get there

[0:18:50] Voice 2: and but the point is is that there will be a more a more and different engagement process there was

[0:18:59] Voice 2: lots of discussion that it was important that we reach people that we don't normally hear from to

[0:19:06] Voice 2: reach out to communities and to individuals on the islands that we don't always hear from so that that

[0:19:13] Voice 2: was a spirited discussion it took a while a couple other things I wanted to flag some really good

[0:19:20] Voice 2: Good news came out in September, which affects the trust generally, which is the Al-Qasim

[0:19:26] Voice 2: Housoun, which is, Al-Qasim is the Squamish name for Housoun, biosphere has been approved

[0:19:32] Voice 2: by the United Nations, so it's now a UN-designated biosphere, and that's really been a cause

[0:19:39] Voice 2: for celebration, the trust has played a role through its trustees and through the trust

[0:19:45] Voice 2: generally and in uh for and moving that application forward although it was mostly driven by

[0:19:51] Voice 2: uh local volunteers and um and uh um and and activists in the area it's been a lot of work

[0:20:00] Voice 2: it's taken five years although they say that's actually one of the quickest processes they've

[0:20:04] Voice 2: ever seen patience is a virtue uh but it took five years and it's now recognized and so now

[0:20:10] Voice 2: the real work begins about how that what that means and how that will be activated but that

[0:20:15] Voice 2: was a moment of celebration i was um i was very pleased to be part of the uh a formal celebration

[0:20:23] Voice 2: and announcement uh about about a month ago now um the one thing i wanted to flag for you was

[0:20:32] Voice 2: was that yesterday was the financial planning committee meeting.

[0:20:39] Voice 2: We got the first look at our budget starting for next year, fiscal year,

[0:20:46] Voice 2: which is April 1, 2022, and it's daunting.

[0:20:55] Voice 2: If either of the trustees haven't looked at that first cut of the budget,

[0:21:00] Voice 2: It's a daunting budget because it provides for a fairly substantial, I mean, just the way it is, it provides for a fairly substantial property tax increase.

[0:21:09] Voice 2: We did some work yesterday on trying to find savings.

[0:21:14] Voice 2: One of the things that the Financial Planning Committee recommended yesterday was to, as much as possible, move all of our committees, including Trust Council and the Executive Committee, online as much as possible to save travel and meeting costs.

[0:21:31] Voice 2: So, for example, I mean, this will be decided eventually by Trust Council.

[0:21:35] Voice 2: One of the recommendations was that half of our Trust Council meetings become virtual and half become in person, which save about $50,000 a year to do that.

[0:21:44] Voice 2: um the other recommendations were that all of our committees go to go to virtual meetings

[0:21:51] Voice 2: financial planning trust policy regional planning except for once a year we thought it was important

[0:21:56] Voice 2: to maintain one in-person meeting and another recommendation was that two-thirds of the

[0:22:00] Voice 2: executive committee meetings go to a virtual format um there are times when it's important

[0:22:07] Voice 2: the executive meet person particularly when we're we have issues to deal with um or situations deal

[0:22:14] Voice 2: with with the cao but but we're trying to find ways to take the technology that we've learned

[0:22:21] Voice 2: how to use over the last two years and spread it throughout the the organization to try and save

[0:22:27] Voice 2: uh footprints ecological footprints and money um there were a number of other discussions about how

[0:22:33] Voice 2: to ways to save money i'll be talking about that a little bit more about in the context of gabriel

[0:22:39] Voice 2: generally because one of the items one of the uh areas that there was a lot of focus on was the

[0:22:47] Voice 2: was a variety of projects that are being proposed by various local trust committees and the regional

[0:22:53] Voice 2: planning committee that that uh have you know have dollar figures attached to them uh so those

[0:22:59] Voice 2: have become a bit of a focus of attention so uh anyway i'll talk about that a little bit more when

[0:23:05] Voice 2: we get to the item on on the uh housing and what is it it's called the bias by biosphere not

[0:23:12] Voice 2: biosphere by bio something and housing options cultural right biocultural that's it thanks um

[0:23:21] Voice 2: so that's uh that uh just so you know the next trust council which is in december will be in

[0:23:27] Voice 2: in person in victoria for the first time since march of 2020 um for most of us although we've

[0:23:35] Voice 2: passed a resolution to allow up to 10 trustees i think it's it was to attend virtually where

[0:23:42] Voice 2: our old policy was to allow only four but we're up to 10 so we probably will have somewhere between

[0:23:50] Voice 2: 18 and 20 trustees meeting in person in Victoria. I think that's all I would need

[0:23:57] Voice 2: to report at the moment but great to be back on Gabriel again. The next item is

[0:24:05] Voice 2: the electoral directors report and I have unfortunately director Craig could

[0:24:11] Voice 2: not be here I have a written report which I'll ask that somewhere the staff

[0:24:18] Voice 2: and get it up online but for a moment I'll just read it out. So we're ready so

[0:24:30] Voice 2: on the Huxley Park phase two redevelopment the latest information I

[0:24:33] Voice 2: have is that the radius contracting will be on site next week to kick things off

[0:24:37] Voice 2: and get organized to minimize stress to the trees planted in compensation for

[0:24:42] Voice 2: those that will need to be removed to create skate park. Trees will be planned

[0:24:46] Voice 2: when the ground is moist likely during the winter thank you to the local trust committee for your

[0:24:52] Voice 2: discussion on the referral about the nanaimo airport the board gave third reading to the

[0:24:56] Voice 2: amendment bylaws during the june meeting and adopted them in july sorry

[0:27:19] Voice 5: we showed some of the challenges the RDN faced in working on the village way path largely influenced

[0:27:23] Voice 5: by mobility requirements for work within rights of way. RDN is holding a series of webinars this

[0:27:29] Voice 5: fall on WellSmart, heat pumps, electric vehicles and home energy efficiency. Information can be

[0:27:35] Voice 5: found on the RDN website and under WellSmart septic smart workshops rebate will be held in 2022.

[0:27:42] Voice 5: RDN is accepting the applications until November 15th to volunteer on committees including the

[0:27:48] Voice 5: the Parks and Open Spaces Committee,

[0:28:41] Voice 5: considering partnerships and the creation of a regional affordable housing service

[0:28:45] Voice 5: and reserve fund. The report would also review and recommend building standards

[0:28:49] Voice 5: and parcel size requirements. Addition of an interactive heat map on the RDN

[0:28:58] Voice 5: 2016. Active and completed building permits since 2010 are also available. In

[0:29:04] Voice 5: 2022 staff will begin investigating the potential for rebate for water flow meter for wells which

[0:29:09] Voice 5: will assist well owners in better understanding the water usage. The board has approved the

[0:29:14] Voice 5: development cost charge of DCC bylaws to go towards three of the park amenities and four

[0:29:19] Voice 5: electoral areas including this one, the Electoral B. The bylaws will now go to the minister for

[0:30:41] Voice 5: Technical Advisory Committee endorsed a draft report on recommendations for the year to begin

[0:30:49] Voice 5: within the regional district's ability to influence provided good return on investment

[0:30:52] Voice 5: to a social equity lens. The next step for the report is to go to the board for endorsement.

[0:59:36] Voice 7: the concrete foundation for the home and then a surveyor came to confirm the setbacks

[0:59:47] Voice 7: askew and projects approximately 10 and a half inches or 27 centimeters into the 10 meter setback

[0:59:56] Voice 7: from the front lot line. So the applicant's requesting

[1:49:05] Voice 7: but the Gabriel APC met on September 9th

[1:49:09] Voice 7: to discuss the referral

[1:49:10] Voice 7: and they ultimately recommended approval of the by-law.

[1:49:15] Voice 7: I just want to take a couple of minutes to touch on a comment, though, that came up during

[1:49:20] Voice 7: the town hall earlier this morning, which was that the LTC considered not waiving the

[1:49:25] Voice 7: public hearing for Bylaw 310 in order to consider the wording of Community Resource

[1:49:29] Voice 7: Centre.

[1:49:31] Voice 7: So this is not the first time that this proposed bylaw has appeared on the agenda.

[1:49:36] Voice 7: It was endorsed as an LTC top priority project in June, was on the July agenda for first

[1:49:43] Voice 7: reading at which time the ltc did consider and discuss the proposed wording of community resource

[1:49:49] Voice 7: center in conjunction with the staff report analysis for the suggested wording staff would

[1:49:57] Voice 7: agree that the public hearing is not the only opportunity for the public to provide their

[1:50:01] Voice 7: feedback the project including all staff reports public comments received the project charter

[1:50:08] Voice 7: itself which also notes that potentially waiving the public hearing was in scope for this project

[1:50:16] Voice 7: as well as the proposed bylaw itself have all been publicly available on the website since

[1:50:22] Voice 7: the project became a top priority three months ago. Having public meetings about the project

[1:50:29] Voice 7: and ensuring that all the necessary documents are publicly available is one of the best ways we have

[1:50:35] Voice 7: to try and keep the public informed and engaged as a project progresses the public also has the

[1:50:42] Voice 7: opportunity not only to address the ltc during their regular public meetings but also to write

[1:50:47] Voice 7: to the ltc and to staff as well outside of the meetings with their questions for clarification

[1:50:53] Voice 7: or comments for consideration the public notice that was advertised in advance of this meeting

[1:50:59] Voice 7: also requested that any inquiries or written comments be directed to me

[1:51:05] Voice 7: by phone or email in advance and I received none prior to this meeting. So this is not the first

[1:51:12] Voice 7: time that a public hearing has been waived for a LUV amendment. It's something that's standard

[1:51:17] Voice 7: and authorized under the Local Government Act so long as the proposed changes are consistent

[1:51:23] Voice 7: with the OCP which staff believe these amendments are. So I just want to reiterate as was noted in

[1:51:31] Voice 7: the July 29th staff report the word resource was added to community center so that it would read

[1:51:38] Voice 7: community resource center for consistency because that's what's already defined in the land use

[1:51:43] Voice 7: bylaw although neither community center nor community resource center are defined in the OCP

[1:51:50] Voice 7: this does not create any inconsistency between the LUV and the OCP. The OCP has overarching

[1:51:57] Voice 7: policies for the land use designations and the land use bylaw is where the enforceable

[1:52:03] Voice 7: regulations for those zones are located. This is why it's important that the wording in the

[1:52:08] Voice 7: land use bylaw be consistent throughout. The intent of this project is to allow community

[1:52:13] Voice 7: centers on any I and 1 zoned lot and in this case community centers are already called community

[1:52:20] Voice 7: resource centers in the land use bylaw and there's an existing definition in the land use bylaw

[1:52:25] Voice 7: that's not being proposed to change with this by-law amendment and is out of scope for this

[1:52:31] Voice 7: project. So community resource centres are currently only permitted on one IN1 zoned lot

[1:52:38] Voice 7: and the purpose of this by-law amendment and this project is to remove that geographic restriction

[1:52:44] Voice 7: in order to permit community resource centres on any lot

[1:52:47] Voice 7: that's zoned IN1. So given the APC's

[1:52:51] Voice 7: consideration, comments and recommended approval and that the notification to waive the public

[1:52:57] Voice 7: hearing for bylaw 310 has been publicly advertised as the lab amendments are consistent with the ocp

[1:53:03] Voice 7: staff are recommending that proposed bylaw 310 be given second and third reading and be forwarded

[1:53:09] Voice 7: to the island's trust executive committee for approval and staff's recommended wording for

[1:53:13] Voice 7: resolutions are on page 38 of the agenda okay

[1:54:38] Voice 5: using what limited capacity and tools we have.

[1:54:44] Voice 5: I believe that this has been a good process.

[1:54:46] Voice 5: It's both organizations and both legislative,

[1:54:52] Voice 5: wording i'm good with so i'll be supporting this motion okay

[1:55:05] Voice 2: uh we've already passed a motion related to the public hearing we've sent a notice out related to

[1:55:15] Voice 2: to comment I don't consider this to be autocratic in any way given it would be

[1:55:22] Voice 2: a very rarely used on a I agree with the concept that it would be rarely used on

[1:55:28] Voice 2: a project of a local trust committee and this would be one of those rare cases

[1:55:34] Voice 2: it's the exception that sort of proves the rule it's in my view a minor

[1:55:40] Voice 2: amendment that serves the purposes that you talked about trustee Colburn for

[1:55:47] Voice 2: And there are frankly public hearings.

[1:56:18] Voice 2: commenting on this on this process throughout it and I frankly think our

[1:59:22] Planner Zupanec: to property titled owners the targets that we might be trying to reach or meet and then a flow

[2:00:48] Voice 5: they may not, you know, their needs or their desires for their land may not correspond

[2:00:54] Voice 5: respond directly with this, but it could do a NAPTEP or it could be something else to do with

[2:00:58] Voice 5: the Island Trust Conservancy. So is that some capacity that we could sort of unlock through

[2:01:04] Planner Zupanec: No, but you're entrusting us to ensure that the information that we are including

[2:01:11] Planner Zupanec: is representative and accurate of the ITC options, as well as other options that are available

[2:01:16] Planner Zupanec: through the province and including that in here. So we're sort of going to be acting as a navigator

[2:01:22] Planner Zupanec: for folks to promote those other options with accurate facts and of course we'll be checking

[2:01:28] Planner Zupanec: with ITC to ensure that's the case but they don't have any capacity to support this particular

[2:01:33] Planner Zupanec: project so the reverse will happen where I will be tasked to ensure that the information we provide

[2:01:40] Planner Zupanec: adequately represents those other conservation options that homeowners can explore so working

[2:01:49] Planner Zupanec: We've already done some customized mapping for them for their own stewardship nature stewards program, which is also something that will be tying into so that, you know, we're dovetailing on all these regional efforts and not working in a vacuum, but ensuring that everybody has access to those options.

[2:02:10] Planner Zupanec: So that's why that flow chart is sort of helpful because it will give people a sense of which organizations are at the helm of those programs and what the contact people are for that.

[2:02:22] Planner Zupanec: So we'll be sort of like a little bit of a clearinghouse with the hope that some of these folks will actually be interested in the density donation piece and providing or participating in next steps to explore that particular option with us.

[2:02:40] Planner Zupanec: because clearly NAPTEP would be with ITC staff or the nature stewards they'd be directed to the

[2:02:49] Planner Zupanec: GALT volunteers so yeah that's how we're approaching this because there is no capacity

[2:03:43] Planner Zupanec: if an application comes forward to be utilized for that affordable housing

[2:03:47] Planner Zupanec: or just reduce the density of the property.

[2:03:50] Planner Zupanec: Those are two options that the LTC is interested in considering

[2:03:54] Planner Zupanec: and hearing back from for property owners who are curious about that.

[2:03:59] Planner Zupanec: So they could do that at any time,

[2:04:01] Planner Zupanec: but this program is really the outreach to formally engage citizens

[2:04:06] Planner Zupanec: and residents to talk about this and to see who is seriously interested in it so that we can

[2:04:13] Planner Zupanec: coordinate a process by which we can make those transfers and those donations so we'll be hosting

[2:04:21] Planner Zupanec: kind of like a donor clinic and sucking densities out of those properties where people feel that

[2:04:28] Planner Zupanec: they they understand the value of preserving some of those larger parcels and donating the density

[2:10:29] Voice 2: the assumption this year is is that there is no surplus excess surplus to

[2:13:28] Voice 2: knows that it's happened so far is on Salt Spring with what's called SWPA which is the Salt Spring

[2:13:32] Voice 2: Island Water something or other authority protection I think it is authority and that's

[2:13:41] Voice 2: the only place that we've that I've seen it and I believe that anybody anybody's knowledge is the

[2:13:46] Voice 2: only place we've seen a special tax recognition but that work is also going on so I wanted to

[2:13:50] Voice 2: flag that for you you guys because I'm not I it's I'm a I'm a little bit concerned well more than

[2:13:59] Voice 2: concern there's going to be some challenges uh in getting it funded out of general tax revenues

[2:14:06] Voice 2: and there may be some logistical challenges of getting it funded out of out of a special tax

[2:14:12] Voice 2: proposition not that it can't happen it's just whether it can happen in time frame to get it

[2:14:17] Voice 2: into the budget for march of 2022 although i be frank i've been pushing that that that agenda i

[2:14:24] Voice 2: I think that's fair, RPM Cal, we've been encouraging everybody to try and find a way to make that

[2:14:30] Voice 2: There are a number of steps that need to be taken, including some community consultation

[2:14:37] Voice 2: It doesn't have to be a referendum, but there has to be some community consultation, and

[2:14:42] Voice 2: we need some costing, and there'd have to be some bylaws written, et cetera, et cetera.

[2:15:07] Voice 2: broad we of the Trust Council not this local trust committee but maybe you guys

[2:15:16] Voice 2: it sits it's still sitting in the budget um but i think there are some challenges ahead of keeping

[3:05:55] as well within a zone that may accommodate you know to

[3:06:01] Voice 8: having some sort of information sense of building on the park in the park with non-ending value

[3:06:07] Voice 8: where they uh where the marsh is so to me but then the neighborhood trust keeps talking about the

[3:06:17] Voice 8: the value a loss of the densities which i still struggle with because

[3:06:25] years ago i was told by the feds

[3:06:27] Voice 8: the zoning is not an issue from their perspective it's the use

[3:06:32] Voice 8: that's an issue they don't care about the zoning they care about the use it's a never-ending

[3:06:40] Voice 10: So from a work plan perspective, it's my understanding, if I read it all correctly, that the project was far enough along, but it could be finished off pretty quickly if we remove those controversial products.
