[0:02:35] Voice 17: I wanted to start, as always, my name is Dan Rogers, I'm the chair of the trust committee,
[0:02:43] I'll tell you a bit more about that in a moment, but I want to start by, as always, by acknowledging
[0:02:49] that we're privileged and pleased to be meeting in the traditional territory of the Coast
[0:02:54] Salish peoples.
[0:02:55] Many of the Coast Salish peoples were reminded
[0:02:59] Voice 17: of the history of the Indigenous and the First
[0:03:02] Voice 17: nations peoples uh as we hear history i was thinking about the other day as we were as we
[0:03:08] Voice 17: were hearing about the the um sumas prairie and the i didn't know that history out there and it
[0:03:14] Voice 17: was kind of an interesting game i'm sure there's other histories repeated all across the province
[0:03:19] Voice 17: of situations like that um anyway we're pleased and we like to acknowledge that uh before we
[0:03:25] Voice 17: start every meeting that we understand or recognize and i i think you've already talked
[0:03:30] about this and the efforts that are being made by this particular community to recognize
[0:03:37] the history and the importance of the First Nations heritage in this area.
[0:03:44] Voice 17: Okay so as I explained to you a little earlier and I'll explain to those that are watching
[0:03:50] Voice 17: online and and that that we are in the process of transitioning from purely
[0:04:01] Voice 17: virtual meetings to in-person meetings and we're trying to combine the two
[0:04:08] Voice 17: together it's a bit of a challenging technology at times which is why we're a
[0:04:13] Voice 17: little bit late and but what you're seeing is you're seeing the the local
[0:04:20] Voice 17: trust committee and the and and there are also people here in the hall in
[0:04:33] Voice 17: person so welcome all it's always good to be to be here on main island we are
[0:04:38] Voice 17: recording and this and doing this live and broadcasting it will and it will end
[0:04:45] Voice 17: up on our recording we aren't yet at the stage where we can have people interact

[0:05:21] Voice 17: dodds to my left as well we have um planner marissa chadwick is with us and she's the
[0:05:27] Voice 17: island planner for for main island and lauren edwards i thought it was edwards but i didn't
[0:05:34] Voice 17: want to get it wrong um who is our recorder today and we'll be taking the minutes as well as we work

[0:08:05] Voice 17: that that be related to the work that we do um either that we do or that you want us to do um
[0:08:12] Voice 17: this is a uh as i said an opportunity for you to speak to your local trustees
[0:08:18] Voice 17: uh and to the trust council or the local trust committee as a whole um i remind you of the the
[0:08:24] Voice 17: rules i'll call them the rules of engagement uh which help us with our with our with our
[0:08:30] Voice 17: our process here uh first is i ask you to remember that this is a workplace for all the people that
[0:08:35] Voice 17: you see in front of you it's also a public gathering place and everybody is entitled to
[0:08:39] Voice 17: feel safe and and respected in this process so um i'll ask you simply when you make your comments
[0:08:45] Voice 17: to the local trust committee that you address issues and not people um that you uh you talk
[0:08:51] Voice 17: to the local trust committee and this is not although i've never seen this on may yet it's
[0:08:58] Voice 17: not a public debating forum it's not a place for you to start debating with each other so
[0:09:02] Voice 17: to talk to us as a local trust committee if you ask a question that that the staff that we think
[0:09:08] Voice 17: staff can answer i'll turn to staff and and ask them to answer it uh the lastly of course i ask
[0:09:15] Voice 17: you to be respectful and use appropriate language as i said earlier i've said sometimes that we
[0:09:21] don't tolerate any what i call isms um you know any of the

[0:09:28] Voice 17: sometimes see online but to be honest i've never experienced that on main island so i'm not
[0:09:33] Voice 17: anticipating any of it today i will say if you're an applicant here before us today you you can
[0:09:40] Voice 17: address us um about another matter on the on the agenda sorry another matter but if we you will
[0:09:46] Voice 17: have an opportunity as an applicant to speak to us during the actual application so you need to
[0:09:52] Voice 17: feel like you have to address us during the actual application itself, sorry, during the
[0:09:59] Voice 17: actual town hall itself, I'm sorry, I stumbled a little bit there.

[0:10:10] Voice 17: have an opportunity to speak to your application when we get to that, but if you are someone
[0:10:14] Voice 17: who's just interested in one of the applications that are on the agenda, or you want to speak
[0:10:19] Voice 17: to one of those or something else that's on our agenda please take this opportunity to do that

[0:10:45] Voice 4: groundwater was mentioned. And after the recent atmospheric river events, issues
[0:10:51] Voice 4: related to groundwater and groundwater recharge are top of mind. Adding to that
[0:10:57] Voice 4: concerns related to slope stability and geology of the
[0:11:02] Voice 4: island in general. I'd like to point out that the Maine Island Conservancy is
[0:11:07] Voice 4: hosting two important Zoom presentations starting this Wednesday, November 25th
[0:11:13] Voice 4: at 7pm with a
[0:11:14] Voice 4: presentation on the geology of Main Island. The second presentation, oh
[0:11:19] Voice 4: by the way, that was studies that were done by graduate students out of the University
[0:11:24] Voice 4: of Calgary. The second presentation is on December 8th and it features the Islands Trust's
[0:11:31] Voice 4: groundwater specialist, Lillian Shoba, who will speak on groundwater recharge potential
[0:11:36] Voice 4: for the island. Both of these topics are very timely
[0:11:40] Voice 4: and highly informative and I encourage
[0:11:43] Voice 4: I encourage our local trust committee and staff to attend these meetings, which will also be recorded.

[0:12:52] Voice 15: for a bearing permit on the Anson Road project.
[0:12:57] Voice 15: The Trust's in-depth and comprehensive staff report
[0:13:01] Voice 15: supports the application also.
[0:13:03] Voice 15: To meet the constrictions on the lot,
[0:13:07] Voice 15: mainly the parking requirements,
[0:13:09] Voice 15: the turnaround and granting neighbors access the CRD has to violate the bylaws
[0:13:15] Voice 15: the trust's own bylaws has created almost an impossible situation I think
[0:13:22] Voice 15: the CRD did the best they could to meet those requirements except for a minor
[0:13:27] Voice 15: infraction so our hope is that the Main Island trustees will support this
[0:13:32] Voice 15: variance application thank you very much thanks for

[0:17:15] Voice 3: The aquifers in the southern no-fire.
[0:17:17] Voice 17: Oh, so, no, I don't believe there's a report about it in our package this time.

[0:17:35] Voice 7: so I've been working with William Sheldon, who's our hydrogeologist.
[0:17:40] Voice 7: And so over the course of the last two years, there's been a lot of research and data collecting.
[0:17:47] Voice 7: And now, he's just actually right now received, and all of the information has been peer-reviewed.
[0:17:54] Voice 7: So he's received the final reports from the consultant just a couple of weeks ago, and the plan at this point is to have them available to the public.
[0:18:05] Voice 7: So it'll include information from Main Island, as well as a few other islands in the Southern Gulf Islands.
[0:18:12] Voice 7: And those will be available, the intention is to have them available by December 1st, so there'll be reports that'll be posted on our website.
[0:18:20] Voice 7: You can access them if you go in. There is actually a page for fresh water. That's where they'll be posted.
[0:18:26] Voice 7: So if you check in about a week or so, a little bit more than a week, you'll be able to access all of that information.
[0:18:33] Voice 7: And then the presentation that was put out that the Conservancy is going to be holding, that's William.
[0:18:40] Voice 7: So that, I would encourage everybody to, if you're interested, to attend that because that's where he will,

[0:18:56] Voice 7: and then he'll have some specific information on Megan Island, the information that's contained in the research that we sort of finalized.

[0:20:25] Voice 19: The trust, the trust will not enforce the bylaws, CRD will not come over to enforce

[0:20:44] Voice 19: in whatever it is, because opposite me, we have a person, two 42-foot boats, a fifth
[0:20:54] Voice 19: wheel, a trailer, a motorhome, two beat-up cars, and a yurt.
[0:21:07] Voice 19: My point is that Wooddale is already looking like downtown east side Vancouver, and you

[0:22:21] Voice 5: misunderstanding. Flex housing specifically leads to no RVs. Nothing that is an RV. Flex
[0:22:27] Voice 5: housing is about the concept that instead of a single property owner building a mega
[0:22:32] Voice 5: house, which a lot of properties can do based on the 20% log coverage, we are now moving
[0:22:38] Voice 5: towards a process which hopefully will be island wide before I die because I want to
[0:22:43] Voice 5: know where all these people are going to get housed before I die. And the concept is instead
[0:22:47] Voice 5: instead of building that mega home,
[0:22:48] Voice 5: the property owner could be offered
[0:22:50] Voice 5: the alternative of maybe building two small homes.
[0:22:53] Voice 5: It has nothing to do with the mess on Wooddale.
[0:22:56] Voice 5: Wooddale has a mess that is to do
[0:22:58] Voice 5: not with the Island Trust zoning,
[0:22:59] Voice 5: but more to do with the CRD
[0:23:01] Voice 5: and how they put in the red zone,
[0:23:03] Voice 5: how they made some of those properties not worth anything.

[0:23:08] Voice 5: we're going to talk about getting a Zoom meeting
[0:23:10] Voice 5: together with the CRD to talk about what they're doing there,

[0:23:20] Voice 5: bylaw files either CRD file people have to complain about them then either
[0:23:25] Voice 5: Islands Trust will come in but that one is a probably CRD unsightly premises
[0:23:30] Voice 5: bylaw we zoned property for a resident somebody wants to bring in a bunch of
[0:23:35] Voice 5: junkers that's somewhat outside of our jurisdiction how things look the mess

[1:02:25] to serve as a pit toilet. And my two

[1:02:35] Voice 1: the drawing, if there's one car in that parking lot, that truck's not going to be able to
[1:02:39] Voice 1: turn around as for the drawings. So is the CRD intending on like blocking out the parking lot
[1:02:45] Voice 1: for a few days in advance so nobody parks in the way of the truck? But the other part is,
[1:02:50] Voice 1: in talking to a couple of assessor providers, they say they never drive down a driveway,
[1:02:56] Voice 1: they always back down. They found it kind of bizarre that somebody would drive down and turn
[1:03:04] Voice 1: around and drive back up the driveway. It's typically speaking on the islands with the
[1:03:09] Voice 1: small access is all there used to just back and down and back again so kind of the the rationale
[1:03:15] Voice 1: that was given that like i just because the rationale doesn't seem to be a lot about parking
[1:03:20] Voice 1: in part that seems to be given the drawings that we were given is about turning around a separate
[1:03:24] Voice 1: truck and then i look at the area um where the where the incursion is and it's not really in
[1:03:34] Voice 1: in that turnaround area for the septic truck. And given that the wall has been breached
[1:03:40] Voice 1: and such, I kind of agree with Trustee Dodds. I think there should be effort made to build
[1:03:48] Voice 1: the wall within the setbacks. Because it's not in any way impeding the construction of
[1:03:56] the dock. It doesn't seem to be in any way impeding the ability for people to park and
[1:04:00] get those 15 parking stalls.
[1:04:02] Voice 1: And the justification seems to speak a lot more about turning a
[1:04:07] Voice 1: septic truck around. Is that, is there a question? Yeah, so I just, that's the whole thing is, as I just, if that's the reasoning, I don't understand why. And so that's the question to the CRD representative, is A, need a little bit better reasoning why you did not respect the setbacks, but B, is this all about turning around a septic truck, because there seems to be enough room for 15 parking stalls down there. [1:17:18] Voice 5: CRDs were in work with the Conservancy to do some landscaping. We all know the project back in January,
[1:17:23] Voice 5: the people that did the project, it was a disaster. It's all been very, very unfortunate.
[1:17:30] Voice 5: But my responsibility is to look at the variance and why we're giving the variance.
[1:17:34] Voice 5: We have actually given, I must say, many variances that planners have not approved, the Trust
[1:17:41] Voice 5: Committee has done that, or vice versa.
[1:17:43] Voice 5: We actually sometimes not agree to a variance that a planner has recommended.
[1:17:47] Voice 5: It's every individual case that you need, and we have to look at it.
[1:17:51] Voice 5: But we've given lots of variances in the foreshore.

[1:19:47] us a year ago as a variance, my question would have been what would it look like if the retaining
[1:19:54] wall was put in the appropriate position and that would have been drawings showing parking
[1:19:59] and stuff saying, well we can't, we can only get 10 parking spots in there.
[1:20:02] I just, as a novice person standing there looking how vehicles are currently parked
[1:20:08] on a parking lot, I don't think there's going to be a loss of spaces. But correct, I'm not an engineer,
[1:20:15] I haven't seen the drawing, and there isn't a drawing, so I don't have that option on the table.
[1:20:20] But the primary reasoning from what we've been given is not about parking spots, it's about
[1:20:27] turning a septic truck around. And I don't really accept that as being a rationale
[1:20:33] for variance. When that truck, instead of turning around, can back down the driveway.
[1:20:39] So I don't, I honestly do not accept the rationale and I just, I think that things are not appropriate and I would be much more comfortable if this came back at the next meeting with some more drawings and some more options presented to us and see that, okay, we can look at A, B, or C rather than being presented with the existing situation.

[1:56:35] Voice 7: the project has been going for the last year or so, and we have had three public meetings, and there's a number of things that came out of those public meetings, that I'll go through a little bit, and those things have been incorporated into draft bylaws for a very specific pilot area, which is about 20 lots along the beach.
[1:57:04] Voice 7: And those have been identified because they are outside of water service areas and outside
[1:57:14] of what is essentially critical in terms of groundwater and I'll have a little bit more
[1:57:22] discussion about that.
[1:57:25] The other recommendation, should the FC1 move forward with draft by-laws, the OCP will also
[1:57:35] need to
[1:57:35] Voice 7: be amended to allow for this type of an arrangement so the subject recommendation there
[1:57:43] Voice 7: speaks to that and then clearly the main so the trustees had when we had discussed
[1:57:55] that there hadn't been a request
[1:57:56] Voice 7: from trustees to explore options related to expanding the pilot
[1:58:00] Voice 7: area. And Wooddale was the area that was cut by monkeys. And there were inquiries by property owners on Turnhip Road and Gallagher Day Road as well. And so staff are recommending that staff be supportive of more of those options.
[1:58:31] Voice 7: So just speaking first to the first recommendation related to the by-law, so the by-laws, the
[1:58:38] Voice 7: draft by-law is a number of things that it includes.
[1:58:45] Voice 7: One, the amendments include, one is the addition of the definition of tiny home on wheels.
[1:58:52] Voice 7: So we have had previous discussions around the idea of tiny homes on wheels and whether
[1:58:57] Voice 7: wheels could be included and as indicated it's a very very difficult area regulating
[1:59:06] Voice 7: tiny home on wheels is very challenging and it's a bit of a gray area and so staff had recommended
[1:59:12] Voice 7: not to include tiny homes on wheels in this arrangement so we've added a definition of
[1:59:21] Voice 7: tiny home on wheels, so we captured that in the bylaw. And speaking to that, there are
[1:59:28] Voice 7: some tiny homes on wheels that can be classified as RVs if they meet Canadian standards for RVs,
[1:59:38] Voice 7: so if they meet those standards then they can be classified as RVs. And we had talked about the
[1:59:44] Voice 7: The issue of RVs being part of the arrangement and it was decided that they shouldn't be because we don't we don't want to be
[1:59:53] intriguing to, you know,
[1:59:54] Voice 7: many more RVs sort of around and then the
[2:00:00] Voice 7: The flexible housing arrangement should really be applying only to those dwellings that one can actually get a building permit for.
[2:00:07] Voice 7: So we've added to the definition of RVs the relationship with that.
[2:00:17] Voice 7: Going further down, the limitation of what can be considered to be a dwelling within the
[2:00:27] Voice 7: So I've spoken to that, so that includes the limiting RVs and I know.
[2:00:34] Voice 7: The draft by-law increases the size of secondary suites.
[2:00:39] Voice 7: That was a discussion that was part of some of the discussions that were had with communities and with trustees.
[2:00:46] Voice 7: So currently, the land use by-law has a smaller square footage for secondary suites and cottages on smaller lots.
[2:00:55] Voice 7: So the draft amendments that are provided here just identify a single maximum square
[2:01:04] Voice 7: footage, which equates to about a thousand square feet, that would be for seminary streets
[2:01:10] Voice 7: and for cottages.
[2:01:13] Voice 7: So the main focus here with respect to the flexible housing and the additional dwellings
[2:01:22] Voice 7: in the maximum square footage. So it's about accommodating an additional dwelling within
[2:01:27] Voice 7: a maximum square footage. So as Trustee Dodds had indicated previously, currently folks
[2:01:38] Voice 7: can build very large houses. This would be allowing individuals who want to build smaller
[2:01:44] houses to have additional dwellings if they restrict the total square
[2:01:51] Voice 7: footage of all of
[2:01:52] Voice 7: of those buildings. So a number of smaller homes as opposed to one large one. And the
[2:01:59] maximums that are identified are probably smaller than, well, it's
[2:02:06] Voice 7: smaller than in many
[2:02:08] Voice 7: cases what you could otherwise build. So in some cases, on some properties, you may be
[2:02:13] Voice 7: able to build a 5,000 square foot home or beyond that. So this is really restricting
[2:02:18] Voice 7: the size down to a very small size to be distributed. So when we looked at the bylaws, we had talked
[2:02:24] Voice 7: about this applying to lots under five acres, but when I did drill down to the bylaws, to
[2:02:34] Voice 7: make it consistent with what currently exists, there are sort of three different increments
[2:02:40] and these are for the
[2:02:42] Voice 7: trustees to consider so the first increment of size would be
[2:02:49] Voice 7: would be lots having an area of of 1.5 hectares or less or 0.6 hectares so in this case we'd be
[2:03:04] Voice 7: looking at allowing I mean so right now you're only allowed to have one dwelling and a secondary
[2:03:08] Voice 7: suite where secondary suites are allowed so this would be looking at having one additional
[2:03:13] dwelling so potentially two dwellings or uh two separate buildings with with residences in one
[2:03:19] potentially
[2:03:20] Voice 7: with a secondary suite but limiting the total square um square foot of going to
[2:03:27] Voice 7: just under 2500 square feet so looking at the next increment up of size of lot
[2:03:35] Voice 7: lot we'd be looking at those that have an area of 0.6 hectares or 1.5 acres and up to
[2:03:46] Voice 7: 1.2 hectares or 3 acres so in this case currently those lots are allowed to have one dwelling
[2:03:54] Voice 7: and a cottage so under this scenario they would be allowed to have two dwellings and
[2:04:00] Voice 7: and a cottage with a maximum square square footage of all of those buildings combined
[2:04:07] Voice 7: being about 3 500 square feet and then the next increment and we uh the next increment and this
[2:04:18] Voice 7: is with so this is all within the residential zone would be uh 1.2 hectares or three acres or
[2:04:26] Voice 7: or up to 0.5 acres.
[2:04:31] Voice 7: And in that case right now, you're
[2:04:36] Voice 7: allowed to have one primary dwelling and a cottage.
[2:04:42] Voice 7: So under this, you would be allowed
[2:04:44] Voice 7: to have two additional dwellings.
[2:04:46] Voice 7: And again, the suggested maximum square footage
[2:04:51] Voice 7: is 4,750 square feet.
[2:04:56] Voice 7: And again, these are numbers that have just been identified based on this exploration of approaches that have been done in general
[2:05:10] Voice 7: side is looking at livability and all that sort of thing to put out there, and this can be further discussed, but we had to put something out there to begin with.
[2:05:21] Voice 7: So in a rural zone, this would only really apply to those areas where there's been lot averaging applied.
[2:05:34] Voice 7: So generally the rural zones are larger lots, but in some cases we do have some smaller lots
[2:05:42] Voice 7: because of subdivisions that have happened and allowed for that under Watt averaging,
[2:05:50] Voice 7: which is a concept I won't go into

[2:05:52] Voice 7: right now unless anybody's interested.
[2:05:54] Voice 7: But in these cases, we do have some smaller lots, and these are the ones that are in our log,

[2:07:09] Voice 7: exists for secondary suites, so it's
[2:07:12] Voice 7: the same amount of cistern capacity, which
[2:07:16] Voice 7: is 3,000 gallons.
[2:07:17] Voice 7: And that would be for each additional dwelling.
[2:07:22] Voice 7: The draft amendment also addresses bed breakfasts.
[2:07:30] Voice 7: So it identifies bed and breakfast to be only in the primary dwelling, so only in one of the dwellings.
[2:07:37] Voice 7: And with respect to STVRs, and in this case we're talking about STVRs, so currently the rental of a cottage is allowed outright in the by-law.
[2:07:49] Voice 7: So in this case, under this kind of scheme, you would only be allowed to rent only one...
[2:07:57] Voice 7: If you're allowed to have a cottage on your property, then you would be allowed to have that as an SDVIR.
[2:08:05] Voice 7: No additional, you would not be able to have any additional buildings play that role.
[2:08:14] Voice 7: And also, you would only be allowed to have one secondary suite in one of those where you're allowed to have secondary suites.
[2:08:22] Voice 7: And then the final piece is that there will be a map that will identify the pilot area.
[2:08:31] Voice 7: So currently the pilot area is identified as the small area along Beachwood.
[2:08:42] Voice 7: That's what we proposed previously. As I mentioned there are a couple of
[2:08:49] Voice 7: of potential things that we could be looking into.

[2:10:25] Voice 7: So that would be a discussion with our hydrogeologist to see what his thinking is with respect to potentially spending in that area.
[2:10:34] Voice 7: area. The Fern Hill Road area, that would also be an area, a discussion with our hydrogeologist,
[2:10:43] Voice 7: probably more at a more focused scale. We have to sort of dive into the data that we
[2:10:51] Voice 7: have a little bit more to understand what the impact could be in that area. But right
[2:10:56] Voice 7: Right now staff are just recommending that trustees support staff and look into these options, so that's just been put out in that way.

[2:43:34] Voice 5: collection though I seriously believe that Maine Island on a per capita basis probably has as much
[2:43:40] Voice 5: rainwater storage as any of the islands I think we're incredibly good at storing water um there
[2:43:46] Voice 5: was two reports on our main liner one for Brian Dearden about the amount of water that does land
[2:43:52] Voice 5: land on the island, a lot of which just goes out to the ocean. So that, we did well in
[2:43:57] Voice 5: that rainstorm, but I do think that that's a sign of times to come. A lot of pooling,
[2:44:02] Voice 5: driveways are really hard on rain gathers momentum and washes everything away. There's
[2:44:07] Voice 5: been some flooding on the island where people never had flooding. So I think, actually what
[2:44:12] Voice 5: I really think in Lawrence is part of the emergency preparedness people. I really think
[2:44:16] Voice 5: seeing what's going on around the province, I really don't believe that the majority of
[2:44:21] Voice 5: people that come to may not understand that we do have an emergency preparedness program
[2:44:26] Voice 5: and that they should know what it is and put their neighborhood contacts on it and it's not something
[2:44:31] Voice 5: maybe next meeting we could talk about trying to get the message out there um people really seem
[2:44:36] Voice 5: to be fairly ill prepared for when you get bad wind storms or long-term power outages we get
[2:44:42] Voice 5: kind of complacent so the hot dry summer was a wake-up of replanting all this kind of stuff
[2:44:49] Voice 5: I think it's just really, with the pandemic and then the weather this year, it's almost like the perfect storm of very depressing.

[2:45:47] she was one of the organizers on the island,
[2:45:50] and she was very active.
