[0:01:40] Trustee Fast (probable): I feel privileged to be part of working for the Islands Trust with our big reconciliation declaration

[0:01:48] Trustee Fast (probable): and the goals that we've got to try and work better in a harmonized way

[0:02:19] Trustee Fast (probable): I'm from Bowen Island, but I was elected as a vice chair,

[0:02:23] Trustee Fast (probable): which means I'm a chair of a number of local trust committees.

[0:02:49] Trustee Fast (probable): turned in expert person so this is a kind of meeting where we like to have

[0:02:54] Trustee Fast (probable): what I like is the healthy dialogue making sure everybody's heard and value

[0:03:06] Trustee Fast (probable): community and we've got the input of the elected trustees and our rules to play

[0:03:12] Trustee Fast (probable): and we've got the expertise of staff who are in the agenda

[0:03:19] Trustee Fast (probable): So together, we make up our participatory kind of democracy

[0:03:21] Trustee Fast (probable): that we've got in Canada at the local level.

[0:03:26] Trustee Fast (probable): And just so you know, we operate under the laws of British Columbia

[0:03:29] Trustee Fast (probable): to do with local government, so that's the Local Government Act

[0:03:32] Trustee Fast (probable): and the Community Charter, maybe some other bits and pieces here and there.

[0:03:37] Trustee Fast (probable): So this is, we appreciate you helping us.

[0:10:49] Voice 5: Bless you today. So last week, that trust council meeting was in Victoria. And there's

[0:11:01] Voice 5: a report I learned, there's a real advantage being down there with people because I met

[0:11:05] Voice 5: with Laura Patrick. She's a trustee from Salt Spring. And they're going through, you

[0:11:11] Voice 5: You know, housing problems, places for people to serve their economy.

[0:11:19] Voice 5: That's a huge thing down there.

[0:11:20] Voice 5: They can't get their hospital short of staff, and there's nowhere they can hire people.

[0:11:26] Voice 5: There's nowhere on Salt Spring for them to live.

[0:11:28] Voice 5: So you can see there's a lot of similarities between what's going on in Burma.

[0:11:32] Voice 5: So she's volunteered to come up here to talk to us at some time about this,

[0:11:38] Voice 5: and to our APC and to us or to how we want to effectively do that.

[0:11:43] Voice 5: I just found that very positive sitting with her.

[0:11:46] Voice 5: They've looked at all kinds of different options,

[0:11:48] Voice 5: what's going on in cities and Whistler and over to Fino, small communities,

[0:11:52] Voice 5: and still, you know, with the same objective we have, preserve and protect,

[0:11:56] Voice 5: and yet they need an economy, we need people,

[0:11:58] Voice 5: you know, we don't want to be overly restricted and all that.

[0:12:00] Voice 5: So trying to find that balance.

[0:12:02] Voice 5: And Salt Spring being much bigger, it's way more complicated.

[0:12:05] Voice 5: So anyway, it was really interesting meeting with her.

[0:12:08] Voice 5: And I also met with Deb Morrison, she's the chair of the Trust Program Committee, and she's, again, going to be responsible, that committee, for reviewing the policy, the whole policy statement, which kind of tells everybody what the rules are that we've got to live under.

[0:12:25] Voice 5: In broad terms, it's a guide, it's a policy statement, so there are official community plans and land use bylaws fit within that,

[0:12:33] Voice 5: and within the basic policy that comes down from the government, all the government agencies,

[0:12:39] Voice 5: which is to preserve and protect the environment of the islands, which was the original setup, as well as the amenities.

[0:12:47] Voice 5: So people are part of the environment, we're here, we've got to live here, we need an economy and all this stuff.

[0:12:52] Voice 5: so finding that balance is what this document's all about it's going to be it's it's already gone

[0:12:59] Voice 5: to one iteration and i have to say it uh was resoundingly uh supported and criticized so

[0:13:07] Voice 5: it's going back to a review and i'm going to be on the committee that does that review so

[0:13:13] Voice 5: i'm looking forward to it might not be the right word but um i think it's really important so

[0:13:19] Voice 5: And I met with Lisa Wilcox. She's the First Nations person there.

[0:13:24] Voice 5: And if you've been on these meetings, you know the whole thing about the thatch and down there.

[0:13:30] Voice 5: And the big problem for us is finding information. What's going on down there?

[0:13:34] Voice 5: You go down there and you see that the building's going on.

[0:13:37] Voice 5: And under the development permit, they're supposed to be building up first.

[0:13:42] Voice 5: And then the townhouse as well started the other way around.

[0:13:46] Voice 5: But why, we don't understand why, but apparently there was some kind of agreement between, again, this is part of your statement, which is why I'm here with Lisa, just about how that's going on. There's a kind of agreement between the Comox First Nation.

[0:14:02] Voice 5: so what that is so recognizing that the real limitation in the communications between

[0:14:08] Voice 5: komox and hornby and the trust at various levels because you know i don't want to make this a

[0:14:14] Voice 5: speech or anything but their lives well they're so complicated they've got to deal with housing

[0:14:18] Voice 5: health you know all the things of a small community that they have to deal with between

[0:14:23] Voice 5: treaty negotiations, fishery, you know, on and on and on.

[0:14:26] Voice 5: So where does Hornby fit into that?

[0:14:29] Voice 5: But they're hugely concerned over the burial sites,

[0:14:33] Voice 5: and apparently they started digging down there again,

[0:14:35] Voice 5: and somebody said that Evan's blown down in his machine,

[0:14:38] Voice 5: and apparently they dug up more layers of archbacks

[0:14:43] Voice 5: to make it more complicated.

[0:14:45] Voice 5: Yeah, so again, it fits under all the laws of the,

[0:14:49] Voice 5: not so much the trustee,

[0:14:51] Voice 5: but it gets into the whole arch branch

[0:14:52] Voice 5: and all the First Nations or Reconciliation.

[0:14:55] Voice 5: So it's very complicated,

[0:14:56] Voice 5: but Lisa's working hard to make that communication

[0:14:59] Voice 5: and connection between us and Comox.

[0:15:02] Voice 5: So we'll be able to report to you

[0:15:04] Voice 5: because people come up to us all the time.

[0:15:06] Voice 5: You know, for me, to be honest with you,

[0:15:09] Voice 5: I'd say, well, I can tell you what I know,

[0:15:20] Voice 5: so i meant the other thing i did is i met with claire frader she's the

[0:15:25] Voice 5: communication specialist down there about the possibility of us uh paying the powerpoint i

[0:15:30] Voice 5: think that's what we can put on the agenda there for a little bit later so i'll describe more about

[0:15:51] Voice 5: And I'm going to say it now, I'll say it again, the fellow sitting beside me, Michael Cahill from Bowling, he's a real tough businessman, and getting anything past him, and three business cases were put forward and were rejected by the Finance Committee, and ours was one of them, to support us getting our OCP and land use bylaw review done,

[0:16:21] Voice 5: it's going to be working together on the folks to get that finalized,

[0:16:26] Voice 5: and they turned it down.

[0:16:29] Voice 5: So we got it put back on the agenda, Alex and I got it back on the agenda,

[0:16:34] Voice 5: and blah, blah, blah.

[0:16:38] Voice 5: Blah, blah, blah.

[0:16:41] Voice 5: We got it passed, and Michael K. on the side, he said,

[0:16:44] Voice 5: as much as I hate ever increasing the budget,

[0:16:48] Voice 5: This is one of the best business cases we've seen, so we got our $15,000 back to do this.

[0:16:55] Voice 5: A huge part of that is because of the effectiveness of Wendy and the APC members,

[0:17:01] Voice 5: and Heather writing a really good business plan, and he said this is the

[0:17:06] Voice 5: best business plan I've ever seen.

[0:17:08] Voice 5: So, Heather, thank you, and I'm

[0:17:34] Voice 2: And yeah, that's great news that we got this back on board on the budget because we really

[0:17:42] Voice 2: need to get to the OCP review and it's been, even though it's only been, yeah, even five

[0:17:47] Voice 2: years old is old.

[0:17:51] Voice 2: So, yes, so that's terrific.

[0:18:00] Voice 2: Also, it'll be starting in April is when we're going to do the OCP review.

[0:18:04] Voice 2: It's going to take a year.

[0:18:05] Voice 2: That's the way things are going to be going, but there's going to be lots of public consultation

[0:18:09] Voice 2: for everybody to be involved and speaking of public consultation also I apologize to those

[0:18:15] Voice 2: of you that are at the hiring meeting for repeating myself but I see some of you weren't there

[0:18:19] Voice 2: so um the whole policy statement review where it's basically a second time around again and

[0:18:27] Voice 2: everybody was upset the way it was put out last year it was felt rushed the pandemic it was just

[0:18:32] Voice 2: just people weren't happy with the way we dealt with it so we've hired an insulting firm we're

[0:18:38] Voice 2: to try and do properly. So look out in January when there's going to be public notices, how

[0:18:43] Voice 2: you can get involved, I can say, but in the meantime, get on the website and do some background

[0:18:50] Voice 2: research. There's all sorts of information from trustee reports of what we felt should

[0:18:56] Voice 2: be highlighted or not highlighted based on our community, comments, etc. So I encourage

[0:19:03] Voice 2: to do that. And what else? Yeah, I attended a community forum with Cumberland and Comox

[0:19:14] Voice 2: and Corby and KFN and even the mayor from Sayward was there. It was all Zoom. It was,

[0:19:21] Voice 2: there was, I don't know, were you there, Sue? No, no, I

[0:19:25] Voice 6: leave that to you.

[0:19:26] Voice 6: think, there were probably over

[0:19:26] Voice 2: 60, not quite a highway meeting. We're having a very good

[0:19:33] Voice 2: attendance at the higher meetings but um yeah unfortunately because the power went off right

[0:19:37] Voice 2: at the beginning of the first hour our power went off so from nine to ten i was it was only nine to

[0:19:42] Voice 2: twelve so of course i missed all the introductions all the backstories and i felt kind of out of

[0:19:47] Voice 2: sorts but we basically just concentrated on uh resiliency and uh poverty basically

[0:19:55] Voice 2: and and then of course the higher meeting that's it's really great to zoom higher meetings it's

[0:19:59] Voice 2: amazing um i don't know whether you have that at your level but um it'd be really great in terms

[0:20:06] Voice 2: of tenants and uh yeah i really feel um i was talking to jan just before the meeting that

[0:20:12] Voice 2: very hopeful they all seem to be i don't know maybe i'm being a little too dreamy but uh i

[0:20:20] Voice 2: feel like we're kind of heading in a common direction i feel like we do want you know to

[0:20:25] Voice 2: look at our community how we feel about lots of things and i'm looking i'm encouraged where we're

[0:20:30] Voice 2: going to go with our

[0:20:31] Voice 2: recipe review and the bigger

[0:20:34] Voice 2: one, the policy state review.

[0:20:35] Voice 2: And by the way, the survey

[0:20:38] Voice 2: regarding the policy state review last

[0:21:17] Trustee Fast (probable): go into that except to say that it was a hybrid. It was our first full hybrid meeting. So we

[0:21:22] Trustee Fast (probable): had Alex along with nine or 10 other people on Zoom and Grant and I and the other 10 or

[0:21:32] Trustee Fast (probable): 12 of us or whoever were there were in person. And it worked amazingly well. So I just thought

[0:21:39] Trustee Fast (probable): you'd like to know because we're starting to hear demand for Zoom. People want to come

[0:21:44] Trustee Fast (probable): into meetings from the public remotely. And why not? Now that we've all got experience

[0:21:50] Trustee Fast (probable): with it. So we're trying to use these tools and it depends on how much infrastructure

[0:21:55] Trustee Fast (probable): structure we've got to work with. So I wanted to mention that. And Alex has mentioned more

[0:22:09] Trustee Fast (probable): got a budget consultation that will be coming out soon for the budget, that budget that

[0:22:15] Trustee Fast (probable): we passed the draft for will be coming back to us in March. That'll be the final kick

[0:22:25] Trustee Fast (probable): fill in the budget consultation when it comes as well, that's a good idea

[0:24:32] Voice 10: policy statement from the trust but to consider where much of that commentary that i've been

[0:24:39] Voice 10: hearing is coming from i've been engaged in community forums on facebook and on twitter

[0:24:46] Voice 10: listening and the inflammatory commentary that has nothing to do with what's actually in the

[0:24:52] Voice 10: document is really disturbing to me because whenever anyone says um well where do you see

[0:24:59] Voice 10: that in the document you get a barrage of inflammatory quite nasty commentary and so

[0:25:09] Voice 10: At times I hear folks

[0:25:11] Trustee Fast (probable): saying, oh, I don't know, it's terrible, it's bad, it's not being consulted.

[0:25:16] Trustee Fast (probable): That's not what I see.

[0:25:19] Trustee Fast (probable): What I see is a campaign of misinformation, we all know how those work,

[0:25:25] Trustee Fast (probable): that is eroding the consultation that's actually taking place.

[0:25:30] Voice 10: So I encourage you to listen to, dare I say, the reasoned, informed voices

[0:25:36] Voice 10: and to put the ill-informed, misinformed where they belong. Thank you.

[0:26:16] Trustee Fast (probable): I have a busy life. I've been involved in many committees over the years, many initiatives.

[0:26:24] Trustee Fast (probable): I feel I know the community very well.

[0:26:26] Trustee Fast (probable): I want to speak on a broader basis.

[0:26:28] Trustee Fast (probable): I'm grateful to hear that we're going to have some time to carefully look at this revised policy statement.

[0:26:36] Trustee Fast (probable): I must admit, I am not at this point informed. I recently found out about it.

[0:26:42] Trustee Fast (probable): We've all been quite isolated and it's really hard to get into the swing of what's happening in our community.

[0:26:49] Trustee Fast (probable): But I wanted to talk about something that is very important to me.

[0:26:54] Voice 10: When I first arrived in this community 30 years ago, I was very enthralled with the trust.

[0:26:59] Voice 10: I was really grateful that we had that level

[0:27:01] Trustee Fast (probable): of governance.

[0:27:05] Trustee Fast (probable): It was very obvious. I'm a rabid environmentalist. It was very obvious that these islands needed protection.

[0:27:13] Trustee Fast (probable): Of course, we've all heard the horror stories of

[0:27:16] Voice 1: an inaugural realty.

[0:27:17] Voice 1: And, you know, we were very grateful for one of our founding community members, Hillary Brown, who started the trust.

[0:27:25] Trustee Fast (probable): That was all fine.

[0:27:27] Trustee Fast (probable): And then about 20 years ago, there was a sense, and it was not just held by me,

[0:27:34] Trustee Fast (probable): it was held by a lot of people who had sort of followed the process of the trust activities,

[0:27:39] Trustee Fast (probable): became concerned about the fact that the Islands Trust, which is essentially a land use governance body,

[0:27:49] Trustee Fast (probable): became very involved in many other aspects of community life.

[0:27:54] Trustee Fast (probable): And we started seeing initiatives and we started seeing a direction that was somewhat alarming.

[0:28:02] Trustee Fast (probable): We have many levels of governance on Hornby, I don't know, I think I count about six.

[0:28:07] Trustee Fast (probable): um there there's many competing um oversight areas we have multiple levels i could mention

[0:28:15] Trustee Fast (probable): something like fisheries we have many levels of governments already um and so it becomes very

[0:28:21] Trustee Fast (probable): complex to understand how our community tiny as it is isolated with many different um challenges

[0:28:29] Trustee Fast (probable): challenges, and could manage with all this level of governance.

[0:28:36] Trustee Fast (probable): We have had issues on Hornet that are now becoming clear all over the world.

[0:28:40] Trustee Fast (probable): We've had a housing problem forever.

[0:28:43] Trustee Fast (probable): We are very restricted in what we can do for economic activities.

[0:28:49] Trustee Fast (probable): We have had many failed initiatives.

[0:28:52] Trustee Fast (probable): I'm not necessarily blaming the Trust, I really don't understand it well enough, but we have

[0:28:56] Trustee Fast (probable): never been able to develop commercial space.

[0:28:59] Trustee Fast (probable): So that limits our capacity to do those sorts of activities.

[0:29:03] Trustee Fast (probable): You know, we have ferry issues, and this has been a huge predicament for us over the years

[0:29:09] Trustee Fast (probable): as to ensure that we have secure access to Vancouver Island.

[0:29:15] Trustee Fast (probable): I could go on and on, and I will try not to.

[0:29:19] Trustee Fast (probable): But what I have really seen is that over these last 30 years,

[0:29:26] Trustee Fast (probable): Our lives are not being made easier.

[0:29:29] Trustee Fast (probable): All these initiatives have not resulted in concrete action.

[0:29:33] Trustee Fast (probable): We still don't have social housing in spite of, I myself was on that committee,

[0:29:37] Trustee Fast (probable): many years of trying to secure low-cost housing.

[0:29:42] Trustee Fast (probable): We have, you know, certainly business opportunities on the island are very restricted.

[0:29:49] Trustee Fast (probable): We have become so dependent on tourism.

[0:29:51] Trustee Fast (probable): Tourism has always been a part of this community,

[0:29:53] Trustee Fast (probable): that tourism has replaced proper livelihoods in many communities all over D.C.

[0:30:00] Trustee Fast (probable): Meanwhile, you know, I grew up on a family farm and this is a neighbourhood where family farms have been in families for generations and we're able to support families.

[0:30:11] Trustee Fast (probable): I watched all those family farms disappear. Then I watched local manufacturing disappear.

[0:30:17] Trustee Fast (probable): We became globalized and all of that became a lot shorter. We no longer produced our own food. We no longer made things.

[0:30:24] Trustee Fast (probable): And, you know, this was very apparent to all of us that this quality of our life has diminished.

[0:30:31] Trustee Fast (probable): One

[0:30:31] Voice 10: would almost feel that there was some kind of an agenda behind this process.

[0:30:36] Voice 10: And in fact, there is an agenda behind this process.

[0:30:40] Trustee Fast (probable): This is an agenda called Agenda 21.

[0:30:42] Trustee Fast (probable): It was initiated in 1992 by the United Nations.

[0:30:46] Trustee Fast (probable): And it is a very thorough document which lays out the plans.

[0:30:51] Trustee Fast (probable): Now, how does this affect us here on Worthy Island?

[0:30:53] Trustee Fast (probable): Well, Agenda

[0:30:54] Voice 10: 21 was adopted by virtually every country.

[0:30:57] Voice 10: I believe 109 nations signed on to this.

[0:31:00] Voice 10: When I first heard about this over a decade ago, I couldn't believe my ears.

[0:31:04] Trustee Fast (probable): I thought for sure it was a conspiracy theory.

[0:31:06] Trustee Fast (probable): But there's no way that organizations in Switzerland can affect our everyday lives.

[0:31:12] Trustee Fast (probable): But in fact, they have affected our everyday lives.

[0:31:15] Trustee Fast (probable): And we've done it mainly through planning commissions, local planning commissions,

[0:31:18] Trustee Fast (probable): Which is not to say that the Islands Trust isn't even aware of this.

[0:31:24] Trustee Fast (probable): I talked to Alex a few years, he's never heard of Agenda 21.

[0:31:28] Trustee Fast (probable): But it's the most important document affecting our everyday lives right now.

[0:31:32] Trustee Fast (probable): And I think it's really important that we bring this out into the open.

[0:31:36] Trustee Fast (probable): I realize that there's a lot to say about it.

[0:31:39] Trustee Fast (probable): But there are 17 points that the Agenda 21 lays out, which is our future.

[0:31:46] Trustee Fast (probable): The future of every country in this world is essentially being affected by this.

[0:31:50] Trustee Fast (probable): I just want you to mention one thing, the Goal 10, to reduce inequality with and among countries.

[0:31:58] Trustee Fast (probable): What have you seen since this was initiated?

[0:32:00] Trustee Fast (probable): We have seen most of the middle class decimated and the wealth going to the very people who control the UN.

[0:32:06] Trustee Fast (probable): These are some very powerful wealthy people. They are now controlling their everyday lives.

[0:32:11] Trustee Fast (probable): Can I ask if you could focus your comments to things that the Local Trust Committee can help with?

[0:32:19] Trustee Fast (probable): Right. So, this is with regard to the revised policy statement.

[0:32:25] Trustee Fast (probable): I believe that the revised policy statement is

[0:32:28] Voice 10: enacting many of these goals of Agenda 21, which of course was the goal of Agenda 21.

[0:32:33] Voice 10: I

[0:32:34] Trustee Fast (probable): believe that on every level, the goals of Agenda 21 have had the opposite effect on our lives.

[0:32:42] Trustee Fast (probable): Our environment is not protected, in spite of all the initiatives for the environment.

[0:32:47] Trustee Fast (probable): Our livelihoods are affected. Inequality, we know what's happened.

[0:32:51] Trustee Fast (probable): So when we go down this list, we realize that the opposite has happened in every one of these initiatives.

[0:32:56] Trustee Fast (probable): But meanwhile, the governance is getting stronger and stronger, and that's in these goals.

[0:35:30] Trustee Fast (probable): C Cullen Road. It's actually on St. John's Point Road, but it runs along C Dollar,

[0:35:37] Voice 1: and my son owns what used to be Charlie Stonehouse's house, which is on the other

[0:35:43] Voice 1: side of the c dollar trail

[0:35:48] Voice 1: dollar trail easement well

[0:35:52] Voice 1: apparently that was really only ever a logging road it was originally a logging road

[0:36:06] Trustee Fast (probable): furniture so it's never that's never been maintained as a road it's a it's a it's a very

[0:36:14] Trustee Fast (probable): It's about as steep as the Denman Hill, or maybe even steeper, very rutted, runs up,

[0:36:19] Trustee Fast (probable): runs along a little short plateau, and then comes down a steep on the other side, and

[0:36:24] Trustee Fast (probable): then heads into a riparian area right there at the boundary of the two properties.

[0:36:29] Trustee Fast (probable): It's riparian.

[0:36:30] Trustee Fast (probable): There's a seasonal stream, and quite a bit of water drainage goes that way.

[0:37:32] Trustee Fast (probable): where it's developed for vehicles.

[0:37:33] Trustee Fast (probable): So it's very little traffic, but what there is a lot of is bicycle traffic.

[0:37:40] Trustee Fast (probable): That trail is extremely popular, and people come roaring down that hill and out onto the vehicle.

[0:37:48] Trustee Fast (probable): So it's already a dangerous situation in terms of cars and vehicles, I mean bicycles.

[0:37:53] Trustee Fast (probable): They can be zooming out and straight into the whatever small traffic, the amount of traffic that's on C dollar.

[0:38:01] Trustee Fast (probable): So they have been in their accidents that way.

[0:38:03] Trustee Fast (probable): And

[0:38:04] Voice 1: then they zoom down the other side going the other way.

[0:38:06] Voice 1: They zoom down and go.

[0:38:07] Voice 1: I mean, it's lots of

[0:38:08] Trustee Fast (probable): fun for them, but it's not really a developed road access.

[0:38:57] Trustee Fast (probable): about 60, they say 64 meters here. It would be about 64 meters or 65 meters to come from

[0:42:37] Voice 10: to present the advisory planning commission

[0:42:39] Voice 10: for broad recommendation for official community plan

[0:42:42] Voice 10: and land use bylaw amendments

[0:42:46] Voice 10: First Nations short-term vacation rental housing

[0:42:49] Voice 10: and the referring area development permit.

[0:42:53] Voice 10: The APC elected to put the First Nations

[0:42:58] Voice 10: inclusion of language as first

[0:43:02] Voice 10: because we saw it as really a wordsmithing.

[0:43:05] Voice 10: What we looked at in the ABC was a document

[0:43:09] Voice 10: that essentially, for the most part,

[0:43:11] Voice 10: in all of the pages is silent on anything to do

[0:43:16] Voice 10: with Indigenous Occupation of Farmer Island.

[0:43:19] Voice 10: There just was no language there available.

[0:43:23] Voice 10: And so what we did was to review the document

[0:43:26] Voice 10: and to make recommendations to the local trustees

[0:43:31] Voice 10: to do with a more inclusive language to recognize that for thousands of years

[0:43:39] Voice 10: there was a persistent, permanent occupation on this island.

[0:43:45] Voice 10: So I'm here to really give you some examples.

[0:43:50] Voice 10: Unfortunately, the document that you have in your agenda package

[0:43:53] Voice 10: obscures the changes that we

[0:43:56] Trustee Fast (probable): recommend through no fault of anyone.

[0:43:59] Trustee Fast (probable): one it simply obscures the uh the wonderful track changes that you see in a word document

[0:46:38] Voice 10: This is language that has now been enacted in the province. It's absent in our OCP.

[0:47:37] Voice 10: And so what we have recommended, and this is probably the most

[0:47:42] Trustee Fast (probable): map, is the following. Perhaps the phrase of people without history can have no vision

[0:47:50] Trustee Fast (probable): for the future was an attitude of European settlers in the 1800s on Hornby Island and

[0:49:03] Trustee Fast (probable): are brought to the ATC as someone who has worked on inclusive language

[0:49:10] Voice 10: the Stalo Nation for almost 40 years. So this is not pencil,

[0:49:19] Trustee Fast (probable): is not unsubstantiated.

[0:57:00] Voice 1: I'm also a member of the Community Hall Committee and of HIRA, and I am here on behalf of the Community Hall Committee to seek your support and your consideration to set up the Hornby Islands Community Heritage Register.

[0:57:16] Voice 1: Following several weeks' exploration since the summer, the Cleaning Hall Committee decided to pursue establishing a register similar to the one completed for Redmond Island several years ago.

[0:57:31] Voice 1: The main aim of this initiative is to formalize an official list of historic places which have heritage value or heritage character.

[0:57:40] Voice 1: Its main function is to recognize and celebrate historic places within the community.

[0:57:46] Voice 1: Places listed on the community

[0:57:48] Voice 1: heritage register would be

[0:57:50] Voice 1: better positioned to access

[0:57:51] Voice 1: heritage conservation tools and

[0:57:54] Voice 1: incentives and be eligible to

Chair Fast called the meeting to order at 10:32 am.  She acknowledged that the meeting was 
being held in territory of the Coast Salish First Nations. She introduced Trustees and staff. 
2. APPROVAL OF AGENDA

Chair Fast reported that at the last in camera meeting of October 8, 2021, Trustees adopted the 
Minutes of previous In-Camera meetings. 
4. REPORTS 
4.1 Trustee Reports 
Trustee Scott provided a summary of activities and meetings attended: 
 A recent Trust Council meeting and discussion with Salt Spring Island Trustee Laura 
Patrick regarding housing shortages affecting hospital workers. 
 Trustee Scott will be on the Islands Trust Policy Statement review committee.

Local Trust Committee Minutes 
December 10, 2021 
 The Thatch development has contended with the discovery of deeper layers of 
Indigenous material, sensitive Provincial Government and First Nations’ 
negotiations, and delayed communications to local Hornby Trustees. The order of 
building development at the Thatch has been rearranged so that the Townhome 
portion of the development is being built first, though it was supposed to have been 
built last. Going forward, Senior Intergovernmental Policy Advisor Lisa Wilcox will be 
reporting as much as possible to local Trustees, so that local Trustees can report 
back to residents. 
 A recent meeting with Clare Frater, Director of Trust Area Services, regarding First 
Nations and Islands Trust communications. 
 
Trustee Allen provided a summary of activities and meetings attended: 
 A recent Trust Council meeting. 
 The upcoming Hornby Island official Community Plan review will begin in April 2022, 
will last about a year, and will allow for plenty of public consultation. 
 The Draft Islands Trust Policy Statement is undergoing further review, with the 
hiring of a consultant and public notices going out in January. Hornby resident input 
is encouraged. 
 A region-wide local government community forum electronic meeting which 
included the Mayor of Sayward. 
 Hornby island Residents’ and Ratepayers’ Association electronic meetings. 
4.2 Chair's Report 
Chair Fast provided a summary of activities and meetings attended: 
 A recent Executive Committee meeting which was a very efficient first full hybrid 
meeting of in person and electronic participants. 
 Public demands for Zoom meeting participation options. 
 The Islands Trust draft budget will be coming back for review in March 2022 and 
Hornby resident input is encouraged. 
 An upcoming Bowen Island Municipal Council meeting. 
4.3 Electoral Area Director's Report 
None. 
5. TOWN HALL  
Members of the public commented and the following was noted: 
 Regarding the Islands Trust Draft Policy Statement, Chair of the Hornby Island Advisory 
Planning Commission (APC) Wendy Burton, shared that a campaign of disinformation on 
local Facebook and Twitter forums was disturbing. 
 Regarding the Islands Trust Draft Policy Statement, the long-term resident is concerned that 
Agenda-21 global initiatives were steadily encroaching and influencing the Islands Trust and 
local communities negatively. 
o Chair Fast advised that the public could email responses to the Islands Trust Draft Policy 
Statement to Islands 2050 on the Islands Trust website at islandstrust.bc.ca. 
o Trustee Scott requested a copy of the Agenda-21 document. 
 Regarding the application HO-SUB-2021.1 (Paterson/Wetzel) for a 10% Lot Frontage Waiver 
Request; the neighboring resident supports the 10% waiver; but is concerned about the

proposed driveway access and wants planning staff to consider a safer, more manageable, 
Anderson Road access. 
o Chair Fast invited the applicant to email this information to 
northinfo@islandstrust.bc.ca where it would be directed to the appropriate planner. 
6. DELEGATIONS 
6.1 Advisory Planning Commission - Wendy Burton, Chair - Official Community Plan (OCP) 
Language Change Recommendations  
APC Chair Wendy Burton noted the following: 
It was unfortunate and the fault of no one that the OCP document given in the 
agenda package obscured the language changes made as highlighted in the original 
Word document. 
 The APC considered that their recommendations were mainly more inclusive, rather 
than substantial, and that previous OCPs had contained no language that recognized 
that First Nations had occupied Hornby Island for thousands of years consistently 
and permanently. 
 Under item 1.4 Historical Perspectives, first paragraph, the APC has recommended a 
substantial change to the existing OCP language which is to replace the following 
paragraph: 
Someone has said "a people without a history can have no vision." The people of 
Hornby Island are standing on history. It is to be found in the remnants of snake 
fences, and in the derelict orchards, in the blackened shell-flecked soil around the 
shores, and in the Indigenous trees and shrubs from which the first people took 
their sustenance. 
 
With the following paragraph: 
 
Perhaps the phrase “a people without a history can have no vision for the future,” 
was an attitude of European settlers in the 1600s on Hornby Island and elsewhere 
around the Salish Sea. That recent history on Hornby is in the remnants of snake 
fences and derelict orchards of settlers. However, the present population is 
standing on a much longer history found in the blackened shell-flecked soil in 
shoreline middens, in upland pits for preparation of food or shelter, further inland n 
trees modified for cedar bark for clothing, baskets and nets, and in the oral history 
of plants and shrubs from which the first people take their sustenance. That long 
oral history covers thousands of years of the use and occupation of Hornby Island 
before contact. 
 
 Although it is the Kòmoks and Pentlatch people that consider Hornby Island as their 
traditional permanently occupied territory, there are 5 other First Nations that 
travelled through the area. 
 The APC appreciates being given the opportunity to recommend these OCP 
language changes and has now moved on to housing and short- term vacation 
rentals issues with recommendations to be finalized in March 2022.

6.2 Hornby Island Residents' and Ratepayers' Association (HIRRA) Regarding 
Establishment of a Hornby Community Heritage Register 
6.2.1 Letter dated November 23, 2021 from Hornby Island Residents' and Ratepayers' 
Association 
Margaret Birch spoke to Trustees on behalf of the Community Hall Committee 
initiative to establish a Hornby Island Community Heritage Register modeled on 
the one recently completed on Denman Island. The Register would formalize an 
official list of historic places which have heritage value or heritage character and 
would allow for heritage funding opportunities. 
 
Trustees deferred consideration to 14.2 Projects List.

The following amendments to the minutes were presented for consideration:

Trustee Allen requested further information from Regional Planning Manager Kauer on

next meeting. 
 
Regarding Temporary Use Permits (TUP) for seasonal worker accommodation, Regional 
Planning Manager Kauer noted that this type of TUP would only be for temporary

accommodations in areas not zoned to allow for it. Advertising for the availability of 
these TUPs would need to begin soon to allow for accommodations in April 2022. 
 
Trustee Allen expressed his understanding that these TUPs were for moveable 
accommodations (tents and recreational vehicles), not already existing permanent 
structures. 
 
Trustees deferred this item to the next agenda.

9. APPLICATIONS AND REFERRALS 
9.1 HO-SUB-2020.2 (Gutstein and Burrows 1410 Carmichael Rd.) - 10% Frontage Waiver - 
Staff Report - for decision 
Regional Planning Manager Kauer presented the staff report prepared by Island Planner 
Mahikwa, which requests that Trustees consider exempting one of the two lots in the 
proposed subdivision plan from the 10% frontage requirement, given that one of the 
lots is a panhandle configuration. 
 
Trustee Allen expressed concern that neighbors were not being notified of these types 
of waiver applications.  
o Regional Planning Manager Kauer responded that it was not a legal requirement. 
 
HO-2021-068 
It was MOVED and SECONDED, 
that, per Local Government Act Section 512(2), that the Hornby Island Local Trust 
Committee exempt the “Proposed Lot 2” in the subdivision layout plan for HO-SUB-
2020.2 from meeting Hornby Island Land Use Bylaw regulation 6.6(1), the minimum 10% 
lot frontage on a highway requirement and suggest that the Minister of Transportation 
and Infrastructure inform the adjacent neighbors as part of the approval process.

9.2 HO-SUB-2021.1 (Wetzel (Patterson) - 2025 Belcarra Rd.) - 10% Frontage Waiver - Staff 
Report for decision 
Regional Planning Manager Kauer presented the staff report prepared by Island Planner 
Mahikwa that requests that Trustees consider a 10% frontage waiver for the “Proposed 
Western Lot” of the HO-SUB-2021.1 subdivision application to minimize Species at Risk 
vegetation removal for the provision of road access.  
The applicant, speaking to Trustees, noted that a north side road access would impact 
neighbors and an existing trail negatively, thus a south side road access was preferable. 
Both ends of the road tended to be wet. 
Trustee Allen suggested that the traffic safety concerns raised by neighboring resident 
Barbara Baird during the Townhall session could be addressed in the future by the 
Ministry of Transportation and Infrastructure (MOTI).

pool and pool shed within the 8.0 metre required setback because the Islands Trust 
Conservancy Board rejected the proposal for insufficient setback to an adjacent 
covenant protected oak grove, and because the applicant could build within the 
required setback.

that the Hornby Island local Trust Committee deny application HO-DVP-2021.3.

9.4 HO-DVP-2021.2 - (Wiig - 3930 Brigantine Cres.) - Staff Report for decision 
Regional Planning Manager Kauer presented the staff report prepared by Island Planner 
Mahikwa which regards the applicant’s request for an LTC waiver of a certified site 
survey for their new application.  
The applicant, speaking to Trustees, explained that a certified site survey at a cost of 
$4000.00 was onerous, given that the re-siting of their original tree-destroyed cabin was 
believed to be grandfathered, was more preferable to their neighbors, and was well 
within all setbacks. 
HO-2021-071 
It was MOVED and SECONDED, 
that the Hornby Island local Trust Committee waive the requirement for a survey plan 
signed by a B.C. Land Surveyor and direct staff to proceed with Development Variance 
Permit application HO DVP 2021.2 (Wiig).

Regional Planning Manager Kauer asked Trustees to consider the sufficiency of their 
$15,000.00 funding request from Trust Council to hire a consultant to process new 
bylaws based on APC recommendations, given that the First Nations’ capacity funding 
needed to review referrals generated by the OCP review may need to come from the 
same budget.

been attached to the external wall of the original B.C. Ferries comfort building at 
Buckley Bay Terminal, was in an unknown location and that it would be beneficial to find 
it.  
 
Chair Fast offered to investigate Islands Trust signage protocols and opportunities.   
Discussion of this item was postponed until the next LTC Business meeting in February 
2022.

12.5 Hornby Venues and Connectivity 
The following comments were noted: 
 New Horizons and Room to grow have similar internet connectivity problems. 
 New Horizons has a large viewing screen and may be able to be connected by Smart 
Hub. It is a good venue for presentations using the screen.  
 New Horizons has no internet connectivity unless the library is operating and there 
is a booster for the signal. The library is open on Fridays which is the day for LTC 
meetings. 
 It would be beneficial for the Islands Trust Northern Office Administrator Wil 
Cottingham, to discuss with APC Chair Wendy Burton, the current state of Hornby 
venues internet connectivity status.
