[0:00:30] Voice 5: Welcome to the Executive Committee meeting of December the 15th. This will be our last

[0:00:37] Voice 5: meeting for the year. It's been an exciting year. I want to start right off by acknowledging

[0:00:47] Voice 5: our ability to live and work in the Coast Salish territories. Today I find myself in the

[0:00:55] Voice 5: the Ligonquian territory. I am in the Victoria office and I am elected on Fetus Island in the

[0:01:01] Voice 5: Penelope and Lianxin territories. And this is such an amazing part of the world that we live in

[0:01:08] Voice 5: that is so rich in culture and history available to us to explore. And I encourage everybody to do

[0:01:15] Voice 5: so. I'm just going to introduce our vice chairs and guests that we have here and some of our

[0:01:23] Voice 5: senior staff. I see Sue Ellen Fast, counselor and trustee from Bowen Island, sitting on executive

[0:01:30] Voice 5: committee. And I see Trustee Laura Patrick from Salt Spring Island and Trustee Dan Rogers from

[0:01:39] Voice 5: Gambier-Keats Trust Area. I recognize Trustee Morrison from North Pender Island, a guest with

[0:03:02] Trustee Rogers: happy to be here from from coast sales territory i just wanted to uh raise i i know that trustee

[0:03:11] Trustee Rogers: morrison uh has sort of limited time frame and and she's here really for eight one two four and

[0:03:19] Trustee Rogers: 8125 i wondered if we could sort of talk about moving that up the um uh the agenda so that we

[0:03:27] Trustee Rogers: could uh deal with that at some point on what your thoughts are if you've given any thought

[0:03:33] Trustee Rogers: okay

[0:03:45] Trustee Rogers: the addendum that came in yesterday the 8125 is related to that um and i see a note she's got

[0:03:53] Trustee Rogers: about an hour and we can often get take an hour talking about other things so i'm wondering if

[0:03:59] Trustee Rogers: we could move that up to maybe the beginning of the agenda so that we could deal with that so

[0:05:46] Voice 5: uh introduce uh this conceptually where we're at and then we'll go to trustee morrison um i

[0:06:01] Trustee Morrison: you um and dan did you want to say anything before i jump in

[0:06:04] Trustee Morrison: uh

[0:06:06] Trustee Rogers: no i well i'll just say uh i right after the council i know that i had some

[0:06:12] Trustee Rogers: offline conversations with trustee horse and um i just indicated that we should chat about this

[0:06:19] Trustee Rogers: because uh uh deb has some ideas about how trust programs committee can be involved in the

[0:06:27] Trustee Rogers: development of the the evolution i guess of the trust policy statement and i thought given that

[0:06:34] Trustee Rogers: we're going to be evolving that as the engagement strategies rolled out. I think it was probably

[0:06:44] Trustee Rogers: wise for us to have a chat about that now to get people's ideas about what that might look like,

[0:06:49] Trustee Rogers: including Claire's, et cetera. So that's why I suggested Deb join us. So go ahead, Deb.

[0:06:55] Trustee Morrison: Perfect. And thanks so much for everyone for reorganizing the agenda. Sorry for the

[0:06:59] Trustee Morrison: a chaos that might cause um I'm at a conference um so and I'm happy to be able to be here this

[0:07:06] Trustee Morrison: morning um so my comments that trust council a couple weeks ago now I guess um were really

[0:07:13] Trustee Morrison: about the idea of how could we um okay maybe I'll just start from what I hope to see maybe

[0:07:22] Trustee Morrison: I'll start from that so what I hope to see is that I hope to see we have some success at passing

[0:07:29] Trustee Morrison: to some level, preferably all the way through to third reading, some portion of the trust policy

[0:07:38] Trustee Morrison: statement work this term. That's my hope. And to be able to do that, and I'm not actually wedded

[0:07:45] Trustee Morrison: to what that looks like or to like how much of that is passed this term. I think that's open

[0:07:51] Trustee Morrison: for discussion among all trustees and has been open for discussion for the last three years.

[0:07:57] Trustee Morrison: But what I think we are finding ourselves in is we're finding ourselves in a situation where it's difficult to pass things because there's a very vocal minority across the trust area that's like, you know, stirred things up in particular ways and has caused something of a pause, a six month delay, I would name, in our ability to move forward on the policy statement.

[0:08:17] Trustee Morrison: And so trust programs committee hasn't had input into that really for about six months now. And the statement as it was presented in sort of May, June, July, that was the staff's first draft of the statement and it was excellent.

[0:08:36] Trustee Morrison: and we like had a lot of conversation but it wasn't necessarily meant to be the end all and

[0:08:42] Trustee Morrison: be all right um and so i think that there is a load of room for like thinking with the feedback

[0:08:49] Trustee Morrison: we've already gotten in for from community um to offer some suggestions on revision

[0:08:54] Trustee Morrison: from trustees at the same time as we're also going through and doing the public engagement

[0:09:01] Trustee Morrison: because what i would hate to see is we do a whole bunch of public engagement we hand it to trustees

[0:09:06] Trustee Morrison: in march then they haven't really had time to process and think through it or even contemplate

[0:09:12] Trustee Morrison: what the trust programs committee trustees like would offer as suggestions forward um and i think

[0:09:18] Trustee Morrison: we need to be a little bit more strategic and rapid in processing things so if we're going to

[0:09:24] Trustee Morrison: even hope to have anything passed related to the trust policy statement this term if we don't pass

[0:09:29] Trustee Morrison: something related to the trust policy statement it leaves us in a very vulnerable position

[0:09:33] Trustee Morrison: politically in terms of the organization that we can't accomplish something like that in this time

[0:09:39] Trustee Morrison: window and I think it also opens up a lot of potential that it becomes an election issue

[0:09:44] Trustee Morrison: and we have people really try to run specifically to oppose any changes in the trust policy statement

[0:09:51] Trustee Morrison: which I think is really problematic actually I think that's the work that we've done this term

[0:09:54] Trustee Morrison: so anyway I'm going to leave it there for a second and Claire if you want to open up the

[0:09:59] Trustee Morrison: timeline or other pieces that you might want to name well

[0:10:06] Voice 12: um i think this is a discussion a

[0:10:09] Voice 12: political discussion for you to have around what your ambitions are what i can say is that

[0:10:13] Voice 12: the executive committee will be getting an engagement plan for consideration in january

[0:10:17] Voice 12: at this time it sees the engagement going until the end of march um so then likely trust council

[0:10:23] Voice 12: wouldn't receive sort of a summary report until june trust council so that's sort of the timing

[0:10:27] Voice 12: that you're looking at this point um subject to executive committee's consideration of that

[0:10:31] Voice 12: that engagement plan in January.

[0:10:35] Voice 3: Do you have any other thoughts, Claire, on the idea though?

[0:10:41] Voice 12: Well, I think really it is political

[0:10:44] Voice 12: in terms of how ambitious you wish to be

[0:10:46] Voice 12: in terms of moving forward on potential amendments

[0:10:49] Voice 12: and those considerations ahead of,

[0:10:51] Voice 12: or in parallel with engagement.

[0:10:54] Voice 12: Certainly undertaking discussion about amendments

[0:10:57] Voice 12: at the same time that you're engaging

[0:10:58] Voice 12: adds a layer of complexity to the public engagement.

[0:11:02] Voice 12: so i think it would depend somewhat on the nature of what those discussions look like

[0:11:07] Voice 12: at trust programs committee and what's anticipated so perhaps that's something to discuss today

[0:11:12] Trustee Morrison: and i think to add to that um i think that is something that would be good to talk about here

[0:11:19] Trustee Morrison: um because i think from my perspective what that might be is a list of more concise amendments that

[0:11:26] Trustee Morrison: we know are starting to percolate out of the feedback in communities it's not like we haven't

[0:11:30] Trustee Morrison: been talking to our communities for the last six months and so um there are some concrete things

[0:11:35] Trustee Morrison: that are the tension points like we know them they're docs there's so much salinization there

[0:11:40] Trustee Morrison: but there are some very specific tension points and then there's also um some questions about

[0:11:46] Trustee Morrison: like overall structure and format of the document and so those are things that we could offer

[0:11:51] Trustee Morrison: suggestions on um and we wouldn't necessarily need to vote on those things to be included or excluded

[0:11:56] Trustee Morrison: in March we could wait until June until the engagement we could look at more structural

[0:12:01] Trustee Morrison: things in March and what that might do is it might allow us to be able to keep pace with the feedback

[0:12:07] Trustee Morrison: and provide thoughtful motions on what to include or exclude and why and like provide some a little

[0:12:16] Trustee Morrison: bit more depth of background on the issues we know are going to be problematic because what we want

[0:12:20] Trustee Morrison: to do is we want to have trustees go into those sessions and say if they really are against any

[0:12:25] Trustee Morrison: particular piece then let's like vote it out and let's have a clear motion about what that looks

[0:12:30] Trustee Morrison: like and a clear rationale about why we're doing it so we can communicate it to the public thank

[0:12:42] Trustee Fast: thank you i think this is a really good discussion

[0:12:44] Trustee Fast: to be having and thank you deb for joining us i'm wondering if um uh we had an interesting

[0:12:52] Trustee Fast: conversation with um uh heather cower head of regional planning uh planning manager for the

[0:13:00] Trustee Fast: northern region just in our carpooling the other day for hornby uh about um bowen a bowen's past

[0:13:10] Trustee Fast: ocp process where uh the steering committee which is um the group that i ended up chairing uh did

[0:13:19] Trustee Fast: did not take on a writing role but they did take on a steering the process kind of role

[0:13:29] Trustee Fast: and one of the things they had to do was identify dominant community themes which sounds like what

[0:13:38] Trustee Fast: you're talking about Deb and I'm thinking about if if the this I think would be valuable to the

[0:13:43] Trustee Fast: process for the positive side of what are the dominant community themes as well as what you

[0:13:50] Trustee Fast: call the tension points and where in some cases I think more information is needed or are they

[0:13:58] Trustee Fast: just target points anyway I'm I think that kind of from the balcony kind of help for trustees I

[0:14:14] Trustee Fast: I would say as we come towards the June meeting might be helpful because we

[0:14:20] Trustee Fast: don't, all of us know what's happening on each other's Island.

[0:14:24] Trustee Fast: Staff will be getting all kinds of public input.

[0:14:28] Trustee Fast: And, and I'm not sure that all Islands are doing

[0:14:37] Trustee Fast: local data collection or public input collection because we're waiting on the

[0:14:42] Trustee Fast: process. I think that's, what's happening here on Bowen.

[0:14:44] Trustee Fast: Bowen Council has weighed in a little bit and through the formal referral process and anyway

[0:14:51] Trustee Fast: that's my point I don't think trustees should be writing it and I don't think anybody's suggesting

[0:14:57] Trustee Fast: that but I do think there might be a role for identifying those dominant community themes and

[0:15:04] Trustee Fast: and kind of being the keepers of the process, the steers.

[0:15:09] Trustee Fast: I'm over, over.

[0:15:18] Voice 5: and I'll make my own remarks maybe at the end,

[0:15:21] Voice 5: but trustee Rogers, I think I saw your hand up

[0:15:24] Voice 5: and then I'll go to trustee Patrick.

[0:15:26] Voice 5: And then I'd like to give the CAO an opportunity

[0:15:29] Voice 5: to chime in as well.

[0:15:34] Voice 5: Dan Rogers and your

[0:15:37] Voice 5: you'll have to be conscious of whatever that issue is

[0:15:40] Voice 5: that we've had before to get your audio through because it's a little bit sketchy to hear 100%

[0:15:47] Trustee Rogers: Yeah, that's something that's come up with Zoom in the last three or

[0:15:50] Trustee Rogers: four months, is that you've got to talk directly to the computer or it loses it. I'll try and do

[0:15:56] Trustee Rogers: that and not turn my head around, Wade. So, I mean, this is an interesting place we're in

[0:16:06] Trustee Rogers: Because, of course, I know there was a series of motions or ideas that trustees wanted to advance on July the 8th to amend the policy statement.

[0:16:19] Trustee Rogers: We got a few minor ones out of the Trust Programs Committee from June, I think.

[0:16:27] Trustee Rogers: And then we got some from the Executive Committee, a couple of which were mine, just before we went.

[0:16:33] Trustee Rogers: Maybe that was May, but anyway, that we amended some of the draft to go to trust programs, to trust council in July.

[0:16:41] Trustee Rogers: But I know there was a series of other ones from talking to other trustees.

[0:16:46] Trustee Rogers: I had a couple. They were more structural than they were fundamental.

[0:16:53] Trustee Rogers: But there were some ideas already out there.

[0:16:57] Trustee Rogers: And I think the plan was to make some of those amendments before we sent it out.

[0:17:01] Trustee Rogers: didn't happen because we got bogged down and i shouldn't say bogged down but we had a fulsome

[0:17:06] Trustee Rogers: discussion around procedure and what to do about first reading etc etc and uh that took a long

[0:17:13] Trustee Rogers: that took that whole meeting so we were stuck in that place about how are we going to do some

[0:17:17] Trustee Rogers: amendments so so um you know it's sort of an odd place we're in because we know that the draft is

[0:17:24] Trustee Rogers: going to be amended and yet we're also out there and we're getting we're getting a bit of mixed

[0:17:30] Trustee Rogers: messaging I saw an email the other day from somebody I don't remember who it was who said

[0:17:35] Trustee Rogers: well why don't you amend it before we have the community consultation this surely this is not

[0:17:40] Trustee Rogers: the document you're going to take out but it is the document we're going to take out for community

[0:17:44] Trustee Rogers: consultation I think it probably would be and I think we're beyond with all due respect I think

[0:17:52] Trustee Rogers: we're beyond themes I think we're into specifics I think the theme has already themes mostly have

[0:17:59] Trustee Rogers: already been set and i agree but i agree we're not going to i don't want to get involved in

[0:18:04] Trustee Rogers: writing it except for perhaps some words but i think there is a valuable role for tpc to play

[0:18:11] Trustee Rogers: probably in identifying those tension points that we know are ready to be to to develop some

[0:18:21] Trustee Rogers: proposals and tpc could be a bit like another referral agency but a specialized one because

[0:18:29] Trustee Rogers: because it was involved in the development of this document

[0:18:31] Trustee Rogers: and say, we think that the A, B, C, D, E, and F

[0:18:36] Trustee Rogers: need to be looked at and trust council

[0:18:39] Trustee Rogers: should consider amending it in this fashion.

[0:18:42] Trustee Rogers: The problem is, or the issue is going to be, of course,

[0:18:45] Trustee Rogers: the community engagement is happening

[0:18:46] Trustee Rogers: and First Nations engagement is happening concurrently

[0:18:50] Trustee Rogers: with all of this.

[0:18:51] Trustee Rogers: And so it becomes a bit of a third stream

[0:18:54] Trustee Rogers: And how do we resource and facilitate that when we have one meeting scheduled between now and the March Trust Council, probably two between now and the June Trust Council?

[0:19:11] Trustee Rogers: I'm making that up, but I'm guessing that's correct.

[0:19:14] Trustee Rogers: correct and uh but i would be fine sitting on the committee with setting aside a whole meeting to do

[0:19:21] Trustee Rogers: well we have to do the the community awards stewardship awards but setting aside a meeting

[0:19:27] Trustee Rogers: where we just have a discussion with see if we can identify five or six or seven specific things that

[0:19:34] Trustee Rogers: we could name as a trust programs committee um that we could name as to use deb's language

[0:19:42] Trustee Rogers: language that we could name as things that should probably be amended in the policy statement.

[0:19:50] Trustee Rogers: Without a lot of, and I agree entirely with the director, we're now entirely into a political

[0:19:57] Trustee Rogers: discussion and so without a lot of request for staff to do background or provide resources,

[0:20:08] Trustee Rogers: resources, we're into a political discussion, but I could see doing that. And whether we do it

[0:20:12] Trustee Rogers: January or February, we could do it at some point in that. That's sort of my reaction.

[0:20:20] Voice 5: Thank you, Dan. Laura Patrick, did you want to chime in?

[0:20:24] Trustee Patrick: Sure. Well, thanks for joining us today, Deb, and best of luck and traveling in this

[0:20:31] Trustee Patrick: crazy time we're in. I think the key is, for me, I understand the timeline and all the concerns

[0:20:41] Trustee Patrick: But I think the objective needs to be soundly that we want to end up with a policy statement that is, you know, setting us on a path of where we are in the time. And I know deadlines create havoc with that, perhaps, but we need to be focused on that being, I think, the main purpose.

[0:21:04] Trustee Patrick: and i also say i think we have to be careful about saying there's a sure there may have been

[0:21:10] Trustee Patrick: a vocal minority but we've lost a lot of trust in a majority of the people living in the area

[0:21:19] Trustee Patrick: and that is just a matter of where we are and we can you know talk about what got us here but

[0:21:25] Trustee Patrick: So we're here and we have to move forward. And I think we need to earn back quite a bit of trust or gain trust through this engagement process that this engagement process is a place where the public can influence the outcome of the policy statement or influence what's in it.

[0:21:48] Trustee Patrick: and so we have to be we have to honor that and make sure that's being very clear that that is

[0:21:53] Trustee Patrick: a promise that we're making you know through the engagement process of how what how we factor this

[0:21:58] Trustee Patrick: input so i um but that said i think there is a place for the for the trust policy programs

[0:22:04] Trustee Patrick: whatever you're called tps c whatever we are called to um um to still be involved in the

[0:22:14] Trustee Patrick: the process. The best job, we want this engagement to be as good as possible. And I would assume

[0:22:20] Trustee Patrick: there will be questions from the engagement consultants as well as what they're hearing.

[0:22:24] Trustee Patrick: What does this mean? Do we need to dive deeper into this? Or why are we hearing this on

[0:22:30] Trustee Patrick: Salt Spring and we're not hearing this on Maine? So I would assume there could be some

[0:22:36] Trustee Patrick: interesting questions coming out of the engagement consultants and that opportunities to refine and

[0:22:41] Trustee Patrick: and improve the engagement, even as we're going through the process. So I think there is a place

[0:22:47] Trustee Patrick: to play. I think there is a, uh, for, for the, the committee, um, and, um, and while yes, I,

[0:22:57] Trustee Patrick: you know, did, did, did we get those dominant themes? I think that's a question we need to

[0:23:02] Trustee Patrick: always be looking at. Did we miss something? Is there another theme or something that, uh,

[0:23:06] Trustee Patrick: uh we over overlooked in the process so um i think generally what everyone's been saying

[0:23:13] Trustee Patrick: has been is consistent with my thoughts on just you know an involvement but be very careful that

[0:23:21] Trustee Patrick: we're not drafting thank

[0:23:26] Voice 5: you laura so let's make a few remarks and then i think i'm going to turn

[0:23:30] Voice 5: to the ceo and so maybe give us a sober look at the reality of things but if i take a high level

[0:23:39] Voice 5: which is what I always try to do on this.

[0:23:42] Voice 5: I really actually appreciate that you being here today

[0:23:47] Voice 5: and setting the message about,

[0:23:51] Voice 5: we need to attempt to make some amendments now this term

[0:23:58] Voice 5: to get this at least moved along.

[0:24:00] Voice 5: And then I think, and I've said on this topic

[0:24:04] Voice 5: that there is a longer term goals

[0:24:07] Voice 5: where we the executive committee with trust program services I continue to believe

[0:24:12] Voice 5: um updates the policy statement on a regular basis we have we find ourself in a situation

[0:24:20] Voice 5: which was untenable really there are some major changes and and the world has changed so much

[0:24:27] Voice 5: even just in the last two years but even before that the world had changed and I will say that

[0:24:33] Voice 5: this project has was ambitious always has been ambitious and quite possibly unrealistic in

[0:25:19] Voice 5: and indeed through no fault of our own,

[0:25:22] Voice 5: we have lost significant chunks of time

[0:25:25] Voice 5: and indeed lost trust or stimulated the distrust

[0:25:30] Voice 5: that exists in the islands trust um to come to the surface and it's drawn our attention

[0:25:36] Voice 5: and it's given us an opportunity to look in the mirror about how we do things and although we

[0:25:42] Voice 5: may or may not agree with some of the principal the ideas that are being put out there i think

[0:25:46] Voice 5: we can be honest with ourselves and say as we have in our communications plan in today's agenda for

[0:25:51] Voice 5: the executive committee identified we need to do more communication more effectively with more

[0:25:56] Voice 5: more people. So that's kind of where we're at. So I'm just going to talk about the amendments

[0:26:02] Voice 5: because I've said now for quite some time, and sort of like a broken record, this is the ideal

[0:26:07] Voice 5: consensus decision-making model in my mind, because I think we need to agree on the things

[0:26:14] Voice 5: that we agree upon and advance those. And those things that we can't agree upon, set those up for

[0:26:20] Voice 5: the longer-term discussion where it comes back next year as another amendment to the policy

[0:26:24] Voice 5: statement on an ongoing process

[0:26:26] Voice 5: because i don't think we can resolve or fix some of the specifics

[0:26:31] Voice 5: that not everybody agrees on and there's definitely two sides to everything from

[0:26:37] Voice 5: from the water desalination to tree cutting regulations to housing that's all across the

[0:26:44] Voice 5: spectrum um so we i do agree that we need to agree on what's in and what's out who it is that makes

[0:26:51] Voice 5: has that authority and wants to make that political decision is interesting um because

[0:26:58] Voice 5: no matter what we do we will be criticized and we will be perceived by many as being disingenuous

[0:27:04] Voice 5: in our process if we try to advance this without further public consultation in any way shape or

[0:27:10] Voice 5: form um and certainly we have lost some trust i don't know that we've lost the trust with the

[0:27:17] Voice 5: majority that what's the good news is the majority are paying attention and I don't think that's

[0:27:23] Voice 5: happened before and that is significant and we need to capitalize on that and I am feeling pretty

[0:27:31] Voice 5: good about the consultants we brought on to help us with this process is I'm hoping that they are

[0:27:35] Voice 5: going to be able to do that.

[0:27:39] Voice 4: So I think

[0:27:43] Voice 5: how it is we're going to do this in this term I don't have

[0:27:47] Voice 5: a solid idea um whether it's a shorter version or longer version and how the timeline is with

[0:27:54] Voice 5: the delivery of

[0:27:54] Voice 5: march not till june because by june you know honestly it's almost all over

[0:28:00] Voice 5: and so how we not get ourselves trapped in trying to fix the things that need fixing

[0:28:07] Voice 5: and simply just setting them aside and only doing the things that we can agree upon

[0:28:10] Voice 5: and who is it that owns it is it executive committee is it trust area services in

[0:28:16] Voice 5: in conjunction with it and how much of it does council own

[0:28:19] Voice 5: and how much of it does the community own?

[0:28:21] Voice 5: We have to figure that out in order to advance this work.

[0:29:20] Voice 3: a year later, where we're doing public engagement

[0:29:23] Voice 3: and staff's working on the document

[0:29:26] Voice 3: We do need to have that tendering process

[0:29:30] Voice 3: that's concurrent because concurrence

[0:29:32] Voice 3: has been the watchword of this process from the start.

[0:29:35] Voice 3: We can't do things consecutively.

[0:29:37] Voice 3: We have to kind of do them concurrently

[0:29:39] Voice 3: and then bring all the pieces together so um i think that um it would be to the to the health

[0:29:48] Voice 3: of the program to have tpc um and now it's just a question of defining that um

[0:29:56] Voice 3: looking at the key issues associated with the document because they've been getting

[0:30:00] Voice 3: some feedback over time um not entering into the public discussion right now because there is a

[0:30:05] Voice 3: public discussion going on but tending to the document and um talking perhaps about its

[0:30:11] Voice 3: organization but we're not actioning those things until we all agree when is the right time to

[0:30:16] Voice 3: sequence in the thought of tpc or anyone else um the first nations inputs and the results of the

[0:30:23] Voice 3: public engagement so it's a question of sequencing i remind us all that the executive committee is

[0:30:29] Voice 3: the administrative guide they're providing the administration of this process but they're not

[0:30:34] Voice 3: wading into context as so of so far so so so it's been trust programs committee that's had

[0:30:41] Voice 3: that role um i do not think we're doing things two other thoughts the goal here is to

[0:30:48] Voice 3: until someone tells us differently is to proceed to get a new policy statement

[0:30:55] Voice 3: full stop and then we'll see what's going to happen that alters that goal but there's nothing

[0:31:00] Voice 3: that's changed that goal and i think the other consider two considerations one the issue of trust

[0:31:06] Voice 3: is an issue but i think and we're not potentially speaking about this now the challenging material

[0:31:12] Voice 3: inside the new draft is also an issue that community nations elected officials and staff

[0:31:19] Voice 3: have to come to terms with so it's the actual document itself is taking us to a new place and

[0:31:25] Voice 3: that is an impetus for uncomfortability and and all these things so that's as this isn't uh i'm

[0:31:36] Voice 3: resisting the notion that all of this is some failure of trust we have to do better and we

[0:31:40] Voice 3: are doing better with our communications it's also an issue of modernizing the policy statement and

[0:31:46] Voice 3: that's a tough thing to do um the last part is how to resource this um i our staff now is going

[0:31:55] Voice 3: to be supporting the engagement process which trust council has rightly said we need to do

[0:32:00] Voice 3: we can't then pivot all of them to an extended series of meetings probably with tpc um but um

[0:32:09] Voice 3: we need to have you know so what resources we can't have like a meeting every two weeks kind

[0:32:13] Voice 3: of idea um but um i think that claire would probably agree that resourcing to the discussion

[0:32:21] Voice 3: and having some political eyes and tpc sort of um having a concurrent thought bucket where it's

[0:32:29] Voice 3: going these are some things that we've heard that we need to have and we could record those

[0:32:33] Voice 3: and um support the process that way because otherwise if all the stuff comes in and we're

[0:32:39] Voice 3: at june and all of a sudden the trustees weighed back in i think that's a missed opportunity of

[0:34:03] Voice 12: around what the engagement will be and then there's an early April meeting by which point

[0:34:13] Voice 12: the May meeting it would be uncertain whether we can get you some engagement results maybe

[0:34:18] Voice 12: preliminary draft and that's something we could discuss with the consultants in January but

[0:34:22] Voice 12: currently that's not even contemplated to have it in time for the May meeting although it's a

[0:34:27] Voice 12: possibility so that would be a consideration is what what information are you going to be using

[0:34:32] Voice 12: for that discussion um that tpc will be having i

[0:34:48] Trustee Morrison: of feedback today but we actually do have quite extensive feedback because we have a lot of

[0:34:53] Trustee Morrison: correspondence in the 2050 um envelope and trustees have gotten a lot of feedback like

[0:34:59] Trustee Morrison: like individually, that we really should all be forwarding to the 2050 tag so that we can

[0:35:05] Trustee Morrison: compile it. So that's one thing. As part of the July meeting, I actually put a motion on the table

[0:35:12] Trustee Morrison: that asked every trustee to go into their community before the September meeting.

[0:35:16] Trustee Morrison: So if they haven't done that, it's honestly their own issue that they're not consulting

[0:35:21] Trustee Morrison: with their community. And I did that very intentionally to make sure that we were

[0:35:25] Trustee Morrison: We're actually like taking responsibility as individual trustees to have conversations, even though the document isn't in first reading officially and there's no engagement strategy.

[0:35:35] Trustee Morrison: You know what? We're trustees. We're elected officials. We need to be out there talking to people in our community about what's on the table.

[0:35:41] Trustee Morrison: um so so those those two things do provide a lot of information and in our own community we had

[0:35:48] Trustee Morrison: you know meetings with community members individually in groups um and have quite

[0:35:53] Trustee Morrison: significant feedback from our community about like what the main issues are that they're running into

[0:35:58] Trustee Morrison: um so that's one thing the other thing is um to claire's question of like what is it that we

[0:36:06] Trustee Morrison: could do in the committee meetings and i think the current timeline of committee meetings is

[0:36:11] Trustee Morrison: probably fine. I don't think additional meetings is something that's necessary. I think structuring

[0:36:18] Trustee Morrison: those meetings to pretty much solely focus, if we can, on the trust policy statement sort of

[0:36:24] Trustee Morrison: conversation is probably helpful, because I think there's one or two questions that could be guiding

[0:36:29] Trustee Morrison: questions, and I think they're appropriate at different times. So, for instance, in the February

[0:36:34] Trustee Morrison: meeting, it might be really helpful for trustees to focus solely on the structure of the trust

[0:36:43] Trustee Morrison: policy statement as it stands right now, and make any suggestions, because I hear a lot of rhetoric

[0:36:49] Trustee Morrison: right now about the structure isn't like workable, it's too long, it's do this. So okay, let's get

[0:36:55] Trustee Morrison: very specific politically about what is okay, what is in or what is not from structure, and get some

[0:37:01] Trustee Morrison: some agreement on that. And if there's differences, let's get some suggestions on what different

[0:37:05] Trustee Morrison: structure might be that we could then pass forward to executive and you can make a decision whether

[0:37:10] Trustee Morrison: you pass that into staff or however we want to handle that. So that would be one thing I think

[0:37:15] Trustee Morrison: that done early is not content per se, it's literally just structure so that it shows that

[0:37:20] Trustee Morrison: we're responding to the concerns of community. A 40-page document is hard for community to digest

[0:37:25] Trustee Morrison: And so, or however long it ends up being. So that's one thing. The other thing would be, I don't know that I think it's staff's responsibility to synthesize the feedback that we're getting in correspondence.

[0:37:40] Trustee Morrison: correspondence i think that it's trust program committee's responsibility to read the

[0:37:45] Trustee Morrison: correspondence and so i actually think that it's a political issue where if we just had all the

[0:37:51] Trustee Morrison: correspondence in one bin and like we warn people a month in advance like our expectation is that you

[0:37:57] Trustee Morrison: go through and like note and like understand what that feedback is that's going to be actually

[0:38:03] Trustee Morrison: helpful. Then the trust versus distrust trust issue. I'm not really that concerned about it

[0:38:13] Trustee Morrison: in one way. I think that for every sort of distrust statement that I get, I get three or four

[0:38:22] Trustee Morrison: comments personally, or in writing from people saying that, like, they're excited that we're

[0:38:28] Trustee Morrison: actually moving forward with this work. And so I actually with Russ on his comments about this,

[0:38:34] Trustee Morrison: that I actually think that we are on the timeline we are on and we're moving forward,

[0:38:39] Trustee Morrison: but not having trustee involvement in this at this moment, that actually can cause distrust

[0:38:45] Trustee Morrison: because the issue is that we actually need to show that trustees are deeply engaged in the work

[0:38:51] Trustee Morrison: too. And nothing against our staff at all, but we do need to show the trustees are doing some

[0:38:58] Trustee Morrison: of that legwork too um and then maybe the final thing is as we're thinking about drafting or not

[0:39:07] Trustee Morrison: drafting you know um the suggestions on all of those structural things iterate with staff and

[0:39:13] Trustee Morrison: and have in the past that is a workload problem and i think claire and russ can speak to that

[0:39:18] Trustee Morrison: better or delaney she's here as well it can speak to what that is i don't necessarily know that we

[0:39:23] Trustee Morrison: would iterate in all at once we might bring those decision points forward from trust programs

[0:39:27] Trustee Morrison: committee to council in March if there's structural changes, and they would just feed into all the

[0:39:31] Trustee Morrison: edits that get done at the end as things synthesize with the public feedback. So we can have different

[0:39:36] Trustee Morrison: strands of thinking and work that then are all pulled together as one holistic sort of edit and

[0:39:42] Trustee Morrison: revision process. We are dealing with a communications problem. So we're dealing with a

[0:39:48] Trustee Morrison: communications problem around terms like ways of knowing. We are, you know, salinization, what is

[0:39:55] Trustee Morrison: and what isn't. And so some of those things as the engagement strategy proceeds, I'm not going

[0:40:01] Trustee Morrison: to be able to stay for the engagement conversation, but as the engagement conversation proceeds,

[0:40:05] Trustee Morrison: some of those things that we know to be prolific in the feedback we've gotten so far,

[0:40:12] Trustee Morrison: we have to include those as educational moments in our engagement strategy, because it's really

[0:40:19] Trustee Morrison: hard to even have a conversation about salinization if people don't understand what the science is.

[0:40:23] Trustee Morrison: I've been asked a whole bunch of times, and I actually don't know what that science is.

[0:40:26] Trustee Morrison: So and like ways of knowing, we've been asked at our local trust committee just this last time,

[0:40:31] Trustee Morrison: like, what does it mean for ways of knowing? And I pushed back and said, well, until it's defined

[0:40:34] Trustee Morrison: by the trust policy statement itself, I'm not defining it. Like I can, I'm an academic, I can

[0:40:40] Trustee Morrison: totally give you an academic definition, but I'm not going to because it's not my definition. It's

[0:40:45] Trustee Morrison: the definition of the committee. And we have to think about that. So but we do need to unpack

[0:40:48] Trustee Morrison: to unpack some of those things.

[0:42:38] Trustee Rogers: too big a body with too many different opinions and too many community opinions about things um

[0:42:46] Trustee Rogers: that that we need that that that we can never say well we all agree on x there may be a few small

[0:42:54] Trustee Rogers: things so i think we got to be careful not to prejudge where we end up on all of this um because

[0:43:00] Trustee Rogers: But I do think it's a good thing, and I think that was the decision point for today, which is, are we going to ask TPC to, or I don't know what ask is the right word, but to make a decision to get them to weigh in on where we're at.

[0:46:27] Trustee Morrison: information into the trust program committee too you have until the end of January to respond

[0:46:31] Trustee Morrison: so give people a month and a half or whatever that would actually help us because it and it's

[0:46:38] Trustee Morrison: really a political move. And I'm going to name that like really explicitly because what that's

[0:46:43] Trustee Morrison: doing is it's basically saying, we asked you, we said very clearly to do this. We're asking you for

[0:46:48] Trustee Morrison: documentation that you did this. We're asking to have that input included into the thinking of

[0:46:53] Trustee Morrison: trust programs committee. And then when you come back and say, you haven't done it, which I know

[0:46:57] Trustee Morrison: several trustees have not done it and explicitly said, well, I'm just waiting. And I'm like,

[0:47:01] Trustee Morrison: but that was the problem, right? Is you, you said that you would like hold off and wait and wait,

[0:47:06] Trustee Morrison: wait, wait, now you're going to criticize us for not doing anything. So there's a bit of ownership

[0:47:10] Trustee Morrison: from trustees that we have to kind of acknowledge and move here. And so I would really love it if

[0:47:15] Trustee Morrison: we could do something like that. And literally that simple, but I don't think it's really

[0:47:19] Trustee Morrison: appropriate to come from staff. I think it has to come from either myself or you chair.

[0:47:24] Trustee Morrison: So that would be one of those things. And that process I think would help

[0:49:42] Voice 5: questions so that's why i sort of asked about is there a synthesis of what we've learned or not

[0:49:48] Voice 5: um certainly this if the structure is a is a roadblock to advancing the conversation we need

[0:49:56] Voice 5: to get rid of that roadblock so let's think about that um and then i kind of come back to you know

[0:50:03] Voice 5: when we're asking the trustees or even trust programs committee to read all of the 2050

[0:50:07] Voice 5: feedback how many pieces claire of actual is there and so i don't want to necessarily i see some

[0:50:22] Voice 5: and that we don't need to replicate that work i think is helpful but marrying that together

[0:50:27] Voice 5: with the political will versus the uh distilling down what the themes are is maybe two different

[0:51:06] Voice 5: um if there's a message to go out to trustees and i think there should be

[0:51:11] Voice 5: some of those elements of that need to be in there to assist them and of course the other

[0:51:18] Voice 5: you know time marches on in this and I guess I need to just let go of that because if we ask

[0:51:25] Voice 5: LTCs to do something it takes a couple of three months of a cycle in order for them to come out

[0:51:33] Voice 5: of it and then report back and how and often that might even be unsupported by staff and so there's

[0:51:41] Voice 5: no minute taking a record of those conversations and then that burden falls upon trustees and you

[0:51:48] Voice 5: know that sort of fits into the world of the TPC membership and I just noted that what Dan

[0:51:55] Voice 5: said earlier that oh if we start having this conversation at TPC everybody's going to want

[1:40:35] Voice 9: concerns with the letter of understanding but also to ensure that the ministry staff are aware

[1:40:57] Voice 9: Municipal Affairs I've been taking quite a long time to approve some of our bylaws

[1:41:03] Voice 9: they have new staff working on that so I'll be meeting with the director of that area

[1:41:11] Voice 9: in January probably middle of January with the regional planning managers and we intend to go

[1:41:16] Voice 9: over the process to see what we can do and maybe impress on them you know it's a legislative

[1:42:44] Voice 12: more information released on the Nature Smart Climate Solutions Fund. I was unable to attend

[1:42:50] Voice 12: the webinar that was held yesterday, but have followed up to get more information, both with

[1:42:55] Voice 12: a community member who attended and with the staff who are hosting it. There is a sector stream that

[1:43:01] Voice 12: offers potential for us to apply, but I'm seeking clarity around how we as a local government might

[1:43:06] Voice 12: fit into that, particularly when some of the policy work we can't offer certainty, because it

[1:43:12] Voice 12: it depends on political decision-making in the future.

[1:43:15] Voice 12: So I'm reaching out to Environment Canada staff

[1:43:18] Voice 12: to learn a little bit more,

[1:43:19] Voice 12: but I'm happy to receive inputs.

[1:43:21] Voice 12: An application would be due by January 25th.

[1:43:25] Voice 12: So this would, if this is to move ahead,

[1:43:28] Voice 12: we would have to move in January,

[1:43:50] Voice 12: frame is sometimes challenging to offer certainty on. So we'll continue to look into this for you

[1:44:22] Voice 12: the stress chair and San Juan County and so there's some collaboration involved there we

[1:44:27] Voice 12: are aiming to get a draft complete for review at their council meeting in mid-January so that's

[1:44:34] Voice 12: some a nice collaborative um moment there has been an announcement of um more escort tugs for

[1:44:40] Voice 12: tankers um so that may impact the ask um but i have yet never had certainty that uh escort tug

[1:44:48] Voice 12: would untether to go assist another vessel so until we have that certainty i think we continue

[1:44:53] Voice 12: um to request the standby tug um in addition um i think that's it really in terms of highlights

[1:45:49] Voice 12: policy statement I'm really optimistic that we're going to have a great working relationship

[1:45:58] Voice 12: and we can provide more of an update when we get to that item on the agenda budget consultations

[1:46:02] Voice 12: also a big theme for the team here particularly the program or our engagement planner and myself

[1:46:26] Voice 12: February and that's that's coming along a little bit of a delay on some elements but

[1:48:22] Trustee Fast: was a gale uh storm warnings marine warnings for that island out in the middle of the channel so

[1:48:31] Trustee Fast: I met up with the regional planning manager in Nanaimo when we, I guess, after the Gabriel meeting.

[1:48:36] Trustee Fast: Anyway, we rode or some meeting on, it doesn't matter.

[1:48:41] Trustee Fast: And we carpooled up there and we made it to the meeting in time and got the meeting done before the storm moved in.

[1:48:50] Trustee Fast: The kit, this time I used the rolling folding dolly to carry the kit.

[1:48:56] Trustee Fast: and i can send anybody a photo if you'd like uh it adds pounds and um uh and uh as i've i've

[1:49:03] Trustee Fast: submitted um info to mark in that it actually makes more shocks for the equipment i think as

[1:49:10] Trustee Fast: it bumps up and down curbs and stairs uh in spite of my best uh efforts because there's more mass

[1:50:38] Trustee Fast: we send out a link that we make sure we include how to uh be reimbursed or if it's to come out

[1:50:44] Trustee Fast: of people's own pocket um grant wants to join the trust programs committee and i said i would

[1:50:53] Trustee Fast: remind the chair about that at this meeting so that's done um since then there's a uh

[1:51:10] Trustee Fast: council met on monday night and um so that meeting i don't think i have a lot uh to describe there

[1:51:25] Trustee Fast: the main marina lease uh so we referred uh that back we responded to the um province about that

[1:51:36] Trustee Fast: regarding our zoning and asking that the sewage and gray water management plan be updated

[1:51:43] Trustee Fast: so hopefully the crown will do that we received our updated community energy and emissions plan

[1:51:49] Trustee Fast: and uh made a couple of resolutions or had a couple of items about encroachments on municipal

[1:51:56] Trustee Fast: uh road right-of-ways which we have to deal with and um for the islands trust part of it i won't

[1:52:03] Trustee Fast: I won't go into the details, except to say that I did do a sort of different verbal report on Islands Trust, which I do at every biweekly council meeting.

[1:52:13] Trustee Fast: This time I asked Bowen Council to look at the Trust Council agenda that we just had, specifically the CAO's report on the strategic plan, those pages that talk about what the work the Trust is close to completing and the work the Trust is working on and the products that are going to come forward, like the cultural heritage mapping.

[1:52:39] Trustee Fast: mapping. Because I didn't want Bowen Island trustees to be surprised by these materials as

[1:52:47] Trustee Fast: they are developed and become public. And also because I was hoping, I am hoping that when

[1:52:56] Trustee Fast: Bowen Council begins their strategic planning early in the new year, that the trust strategic

[1:53:05] Trustee Fast: Strategic planning can go along and there can be some collaboration or at least informed decisions about what's in there in the trust side.

[1:53:19] Trustee Fast: So anyway, there are 22 matches for the word Bowen when you do a word search in the agenda, and that seemed to catch people's attention.

[1:53:27] Trustee Fast: And my trustee, Kale, followed me with a brief report on the budget discussions at Trust Council.

[1:53:35] Trustee Fast: and uh so that's bowen and uh that's it thank you thank

[1:53:45] Voice 5: vice chairs have reports for their ltcs no okay so then i'll just go directly to my own report

[1:53:50] Voice 5: which would be salt spring island yesterday um certainly a lot of work ongoing there we've been

[1:53:57] Voice 5: been receiving uh reporting uh quite voluminous um on the ganges village planning task force and

[1:54:05] Voice 5: the housing action task force both topics are of course of great concern and interest to the

[1:54:12] Voice 5: community and there's a lot of work going on there which is going to feed back into the ltc's work

[1:54:20] Voice 5: work um as it uh advances it um just checking my notes here um so other than other than that

[1:54:31] Voice 5: we certainly uh advanced some work on the uh on first nations consultation regarding uh antenna

[1:54:38] Voice 5: systems making sure that we're um um what the proponents will be um rightfully uh consulting

[1:54:47] Voice 5: with First Nations as a request of the LTC

[1:54:51] Voice 5: when these applications come forward.

[1:54:58] Voice 5: Lots of ongoing correspondence on the development work

[1:55:05] Voice 5: at Fulford Harbor, which has become an issue,

[1:55:10] Voice 5: particularly in the most recent weather incident that we had.

[1:55:15] Voice 5: had local flooding and the impacts on future development of that site are definitely a concern

[1:55:24] Voice 5: and that's been it's become known as the vortex development proposal which we have still not yet

[1:55:31] Voice 5: seen the next stage of this and we will be looking at that hopefully in the new year

[1:55:38] Voice 5: a number of applications and referrals um and it's interesting you know a community the size of

[1:55:47] Voice 5: salt spring it's i think it's always a challenge to balance the development work that uh folks want

[1:55:54] Voice 5: to do or expect to be able to do with respect to the environmental and first nations concerns that

[1:56:00] Voice 5: that we are interested in,

[1:56:05] Voice 5: but the work continues on.

[1:56:08] Voice 5: And so it's challenging in terms of the decision making

[2:01:04] Trustee Patrick: even though you know just but that was just the perception it was uh it just it looked unequal

[2:01:10] Trustee Patrick: and so i i didn't i'm just reporting what someone told me and something to probably think about in

[2:01:15] Trustee Patrick: the in the future he said that you know those in the room were and those on screen you know were

[2:01:19] Trustee Patrick: massive and you know so i just had and their voices were very very clear and they said the

[2:01:23] Trustee Patrick: the room wasn't quite as, you know, wasn't as clear as the ones that were on Zoom.

[2:01:29] Trustee Patrick: The only, I mean, I know it was challenging and I think you did a great job of trying to

[2:01:34] Trustee Patrick: keep track of all of it. I think the one area that needs improvement would be the counting of

[2:31:37] Voice 8: page 43 of the agenda package and on page 44 there's a breakdown of what the different

[2:49:10] Voice 12: trust. We have heard clearly that there's a lack of communications both at the federation level

[2:49:16] Voice 12: in terms of general knowledge about the islands trust and the federation work but also at the

[2:49:21] Voice 12: local level in support of local trust committee projects that there would be the trust would

[2:49:26] Voice 12: benefit from better telling the story early about what a local trust committee is intending to do

[2:49:31] Voice 12: and why how engagement will or will not happen on different decisions that will happen. So really

[2:49:38] Voice 12: Really, there's a collective need for improved communications.

[2:49:42] Voice 12: I would also note this plan does not include the Conservancy at this point.

[2:49:46] Voice 12: At this point, they're tracking to deliver their own communications.

[2:49:49] Voice 12: Certainly, as a director that is in charge of both functions, there's certainly collaboration happening.

[2:49:55] Voice 12: But down the road, we could consider the need for better aligning within the two agencies.

[2:50:02] Voice 12: So with that, I'm happy to receive feedback, both on the content and the structure of the plan.

[2:50:07] Voice 12: is this provided in a way that supports you are the goals the correct goals are there additional

[2:51:16] Trustee Fast: I just have a few comments coming from my background in this, but for you to use or not use as you wish.

[2:51:28] Trustee Fast: Generally, I saw a few words times in there, the language of benefits being used, and I think that's a really positive way.

[2:51:37] Trustee Fast: um to talk about the work of the trust uh so maybe that could be brought out a bit more i'm not sure

[2:51:44] Trustee Fast: i uh the i thought that the structure of the document i honestly i think um uh all the

[2:51:53] Trustee Fast: materials from page 58 down to 61 could go out into an appendix because they're the first things

[2:52:00] Trustee Fast: you run into after the goals is uh is all the staff input in and um opportunities and things

[2:52:07] Trustee Fast: like that and just for a for a plan I think it would be better if that material was was put back

[2:52:14] Trustee Fast: in the uh in an appendix my uh my main comments are about um the audience uh audiences I should

[2:52:23] Trustee Fast: say um do they include uh First Nations as an audience or just talking about them and the second

[2:52:30] Trustee Fast: one um was donors uh but if that's separate in the Islands Trust Conservancy we don't need to go

[2:52:37] Trustee Fast: there except it would be great to have a little mention of don't the possibilities of donation

[2:52:42] Trustee Fast: now and again contributions whatever um i think about audiences uh in different ways usually

[2:52:51] Trustee Fast: not from a tour i'm not suggesting tourism or marketing kinds of audiences usually uh civic

[2:52:58] Trustee Fast: outfits tend to use demographics um but i'd like to propose the stewardship scale that i put over

[2:53:05] Trustee Fast: here in the email. It's looking at groupings of people from unsupportive at the bottom,

[2:53:16] Trustee Fast: unaware, aware, appreciates, understanding, behaves, leads. So up at that leads level,

[2:53:22] Trustee Fast: you're looking at donors and people like us that are leaders in an organization on boards.

[2:53:35] Trustee Fast: that kind of thing whereas down at the unaware level these are people who would

[2:53:38] Trustee Fast: behave in ways that don't support environmental stewardship or citizenship and this is

[2:53:47] Trustee Fast: material that I've worked on throughout my career and it's also something that came from

[2:53:56] Trustee Fast: Parks Canada at one point and aligned with that so I just offer that and it also lets you sort of

[2:54:03] Trustee Fast: um design and uh and use the appropriate medium uh to really uh connect better with people

[2:54:15] Trustee Fast: so then i've attached that uh little matrix there um from work i've done in the past about

[2:54:23] Trustee Fast: that's from about 10 or 11 years ago and um so that's if you want to to to look at that

[2:54:30] Trustee Fast: This idea of segmenting audiences or tailoring things to specific audiences is important.

[2:54:38] Trustee Fast: Because what I saw in the background material there was an emphasis on seniors.

[2:54:44] Trustee Fast: And for one thing, that's residents on the islands.

[2:54:50] Trustee Fast: And I don't know that that's still the case.

[2:54:54] Trustee Fast: We've had so many newcomers.

[2:54:56] Trustee Fast: The schools are slowly filling.

[2:54:59] Trustee Fast: We've got lots of children on Bowen, for example, and Hornby's school has rebuilt.

[2:55:07] Trustee Fast: I think we could be also reaching out as per our mandate to other people in British Columbia.

[2:55:13] Trustee Fast: And I know it's difficult to do that, but I wanted to make a suggestion that we keep them on the list.

[2:55:19] Trustee Fast: That happens through mass media, I suppose, but also I think it could happen on BC Ferries.

[2:55:25] Trustee Fast: I've seen a few examples of works of art that BC fairies will actually put on the wall and leave them there for a decade.

[2:55:33] Trustee Fast: There's one on the Bowen Island Ferry that was created through the Bowen Heritage Group.

[2:55:42] Trustee Fast: And at that time, Graham Dinsdale, former chair of the Islands Trust, happened to be the chief administrator of that group.

[2:55:51] Trustee Fast: um but anyway maybe there's other options and um i wanted to i don't i didn't i saw a mention of

[2:56:00] Trustee Fast: the taglines in there but i didn't see any reference to when they were created and who

[2:56:05] Trustee Fast: created them and how official they are and since that's been a question in the past i thought it

[2:56:10] Trustee Fast: might be good to actually uh just confirm that information in here and um i had it then i had

[2:56:19] Trustee Fast: couple of questions about some of the um action items but uh i'll hold off there except to just say

[2:56:26] Trustee Fast: um now that we've had covid and all this zoom uh online webinars and things like that the

[2:56:33] Trustee Fast: the activities have changed again i've started to see um uh delegations for example uh

[2:56:40] Trustee Fast: treat the islands trust uh council delegations as a little bit of a platform for broadcasting

[2:56:47] Trustee Fast: And I didn't want, I just thought there could be a consideration in there about how, are we a platform for others to, well, I'll just say, are we a platform or are we simply communicating or are we having guest presenters?

[2:57:08] Trustee Fast: Are we seeking to become a, to feature this or is it just to become a tool?

[2:57:15] Trustee Fast: Okay, that's it for me.

[2:57:38] Voice 12: amended and fixed it up but just want to make sure i acknowledge that work so thank you chair thank

[2:57:43] Trustee Rogers: you uh dan rogers over to you thanks i just have a few comments because i am not a communications

[2:57:48] Trustee Rogers: professional, but I have some ideas about this. First of all, I just want to go minor and more

[2:57:57] Trustee Rogers: specific on page numbers. On page 56, I actually don't see the annual report as a communications

[2:58:04] Trustee Rogers: tool. I see it as a legislative requirement, and I have always been concerned about how many

[2:58:10] Trustee Rogers: resources we put into it. I know it's a communication tool to the government, but I

[2:58:16] Trustee Rogers: I hope that this communication strategy is focused on our communications to the to the communities

[2:58:21] Trustee Rogers: that we that uh that we that where the challenges really lie so um I see there as one of three

[2:58:29] Trustee Rogers: annual initiatives and um I I just I just am concerned that we not get focused on the annual

[2:58:36] Trustee Rogers: report um I did noted I did note a one ironic what I felt was a bit of a ironic part of the

[2:58:45] Trustee Rogers: in that in that in the communications principles it says do a few things well and build on successes

[2:58:52] Trustee Rogers: and then the the the plan goes on and and creates a myriad of dozens of things to do

[2:59:01] Trustee Rogers: so there seems to be a bit of a mixed message there if I think if you really want to do some

[2:59:07] Trustee Rogers: things well you should really focus on those things that get you into the to the eye of the

[2:59:12] Trustee Rogers: various communities um and and rather than do try and do every everything to everyone um so

[2:59:21] Trustee Rogers: i i wanted to one suggestion i would have for example is on page 56 you have conduct an annual

[2:59:28] Trustee Rogers: opinion and attitude surveys across the trust i would i would shelve that and and because i think

[2:59:35] Trustee Rogers: you get that with the budget um you get the you get all the opinions and attitudes towards the

[2:59:40] Trustee Rogers: trust you need with the budget survey and i think that that would be very duplicative

[2:59:46] Trustee Rogers: um i wanted to make one suggestion and i know it's it's a bit of a ironic a bit of a

[2:59:53] Trustee Rogers: uh a challenging one uh but it it under goal four when

[3:00:00] Trustee Rogers: a goal for which is to increase communications capacity i really think that we should consider

[3:00:08] Trustee Rogers: having a communications consultant on retainer standby to deal with emergency issues as they

[3:00:15] Trustee Rogers: arise is that there are times when our communications capacity overwhelm so our

[3:00:21] Trustee Rogers: communications needs overwhelms our communications capacity and there are times when we need

[3:00:27] Trustee Rogers: need some outside eyes to look at what our communications are because we all become a bit

[3:00:32] Trustee Rogers: internalized and it's sometimes better to have outside eyes and I know that's challenging but

[3:00:38] Trustee Rogers: we don't try and do our legal work internally and I think sometimes we would try we should try and

[3:00:44] Trustee Rogers: do our communications externally and I know that's going to be a resource issue but I think that it

[3:00:51] Trustee Rogers: it might be a good idea to have it in the plan

[3:00:53] Trustee Rogers: that we would have some group on standby

[3:00:58] Trustee Rogers: when and if an issue arises that Claire can go help us

[3:01:04] Trustee Rogers: with this, we need to respond in 24 hours, 36 hours,

[3:01:07] Trustee Rogers: and we can't do it internally.

[3:01:08] Trustee Rogers: So you might want to consider that.

[3:01:11] Trustee Rogers: Those are my comments,

[3:01:12] Trustee Rogers: other than I'm going to endorse in advance

[3:01:16] Trustee Rogers: the chair's suggestion that we may want to

[3:01:19] Trustee Rogers: when we're when this is a little more developed we may want to workshop this uh with some people that

[3:01:24] Trustee Rogers: are within the trust of people who want to do that so that we have a more fulsome ability to help you

[3:01:31] Trustee Rogers: in developing this with some staff and some trustees that are interested thanks very much

[3:01:43] Trustee Patrick: i'm i'm wondering if we're trying to do too many things with one plan that

[3:01:49] Trustee Patrick: there's communications and community relations is one thing and then public engagement through

[3:01:56] Trustee Patrick: the projects we do is another thing and so I think it's trying to be very clear as to

[3:02:03] Trustee Patrick: what we're trying to do because I think this gets mixed up in here is how I sort of

[3:02:11] Trustee Patrick: look at that because I think there's a whole different strategy to how we deal with

[3:02:15] Trustee Patrick: projects from both an LTC level through up through federation level projects of how they're developed

[3:02:22] Trustee Patrick: from the beginning of well what what's the intent of the engagement there's a it's a whole different

[3:02:27] Trustee Patrick: process than you know a general communications and community relations type of communications of

[3:02:34] Trustee Patrick: you know the health of the organization and those things so I would really encourage you to think

[3:02:41] Trustee Patrick: of that as two things. When I read off the bat on goals, just increasing the number of people we

[3:02:47] Trustee Patrick: reach. Again, the language, we're trying to be inclusive and make sure we're reaching the right

[3:02:53] Trustee Patrick: people and reaching a greater demographic and that we're more accessible and those type of

[3:02:59] Trustee Patrick: things. So just be cautious of the language that more is not necessarily good. If we get more of

[3:03:07] Trustee Patrick: of the same voice we're still in the same place of not improving um who who we are or how we're

[3:03:14] Trustee Patrick: perceived um i would you know under challenges i'd be cautious that you know yeah we all we

[3:03:22] Trustee Patrick: always know that new residents might be frustrated but i can say existing ones are too that you know

[3:03:26] Trustee Patrick: it's just it's a we're in a challenging environment just you know moving whether

[3:03:31] Trustee Patrick: you're moving on the island living the island who do i go to to get what i need is always going to

[3:03:36] Trustee Patrick: to be a challenge um because of the type of government system we're in um just sort of

[3:03:44] Trustee Patrick: running through so i think if we could clarify the difference between like i said communications

[3:03:52] Trustee Patrick: and community relations versus public engagement i know i sent you that the public uh doesn't come

[3:03:58] Trustee Patrick: in in the camera here north vancouver's public engagement guide that type of thing that's very

[3:04:02] Trustee Patrick: very focused on the project level, being one of the type of tools that we should have. Because

[3:04:09] Trustee Patrick: no project, to me, no project charter should ever be approved without that being considered

[3:04:17] Trustee Patrick: at that time. That's just part of the project process of what is the public engagement. It

[3:04:23] Trustee Patrick: affects cost. And so that means it affects scope. If we don't have the money to do the public

[3:04:30] Trustee Patrick: public engagement for what we think we're doing we shouldn't be doing it um then we have to change

[3:04:35] Trustee Patrick: the scope of the project so it's it's a big deal the public engagement the public engagement from

[3:04:40] Trustee Patrick: the project perspective and i think we need to we really need to dive into that area so i'm not

[3:04:46] Trustee Patrick: going to get into i know i had a whole bunch of comments as i run through them but um i think

[3:04:51] Trustee Patrick: that's sort of my the the big one thank

[3:04:56] Voice 5: you trustee patrick so um i have a lot of remarks

[3:05:01] Voice 5: and indeed i'm not going to run through all of them either and i do wonder uh claire about those

[3:05:06] Voice 5: individual remarks um whether or not you have the capacity or one of your staff has the capacity to

[3:05:14] Voice 5: have those conversations with each of the vice chairs to uh synthesize this in uh somewhere

[3:05:20] Voice 5: a little closer um so you i'll let you answer that perhaps after i just make my remarks

[3:05:27] Voice 5: it was interesting to hear each of the vice chairs just now reflecting some of my thoughts

[3:05:33] Voice 5: on who the audience is. And indeed, who the audience is, it depends upon what doorway it is

[3:05:42] Voice 5: that the people that interact with the Alice Trust come through, whether they're making an

[3:05:47] Voice 5: application for something, whether they're observing the policy statement, whether they're

[3:05:51] Voice 5: are interested in a particular project. And I think there's a necessity to think about strategies

[3:06:01] Voice 5: associated with each one of those audiences in very different ways, because I think we recognize

[3:06:07] Voice 5: there's a large voice out there, which is unheard. They don't come to the table and speak out.

[3:06:14] Voice 5: Usually people, it appears to me, speak out when they have to make an application and they don't

[3:06:21] Voice 5: understand why we do this and it seems onerous and all of that sort of thing and that may be

[3:06:29] Voice 5: the first and last time that they ever interact with the Adams Trust. Those people that are more

[3:06:34] Voice 5: interested in the broad environmental the most recent storm or the most or environmental concerns

[3:06:40] Voice 5: ongoing about sustainability and all

[3:06:44] Voice 4: that sort of

[3:06:44] Voice 5: stuff come at us maybe on a focused approach

[3:06:48] Voice 5: approach looking for specific and particularly coming to our website and looking for specific

[3:06:53] Voice 5: information and may or may not being successful in that approach and you know i'll be honest

[3:06:59] Voice 5: i i find myself not being successful and looking for things on the website

[3:07:04] Voice 5: when i'm looking for

[3:07:05] Voice 5: things and that's i

[3:07:05] Voice 4: don't know why that

[3:07:06] Voice 5: is um but i come at this from a user consumer perspective

[3:07:11] Voice 5: about um all of it and i think that some of these things the challenges are very different

[3:07:18] Voice 5: for the different groups that you might want to focus on the different audience member

[3:07:21] Voice 5: and the opportunities are different and so whether or not we need to think about that

[3:07:26] Voice 5: or you have already thought about it and i'm just missing it but um i'll just say that

[3:07:31] Voice 5: i'm not sure about moving the challenges and opportunities to an appendix because

[3:07:38] Voice 5: there's some really uh great questions that are in that that are formulated in that um it's how

[3:07:44] Voice 5: How do we address the challenges and move the opportunities to complement those challenges?

[3:07:50] Voice 5: But I do find it a little on the negative side.

[3:07:53] Voice 5: And certainly it's good to ask us the hard questions.

[3:07:56] Voice 5: That's fine.

[3:07:57] Voice 5: But I wonder how it is that we might reflect on the successes and the opportunities that we need to take advantage of in order to improve the very things that we find that we have shortfalls on.

[3:08:12] Voice 5: um and i can't honestly um how is it that we're going to resource this you indicated that we don't

[3:08:22] Voice 5: have a communication specialist on staff until march or june or somewhere in the future um and

[3:08:29] Voice 5: so there's a lot of work here that you cannot continue to do two days a week um off the side

[3:08:36] Voice 5: of your desk i don't think i might be wrong about that but um this is also i think everybody agrees

[3:08:43] Voice 5: this is the most important thing is getting our message out communicating what we're doing and

[3:08:47] Voice 5: how we're doing it what our intentions are and providing opportunities for the public to feed

[3:08:53] Voice 5: back in that that communication isn't one way it's two ways and um and it's been identified in

[3:09:00] Voice 5: here we don't have a social media strategy per se i might we might have reread that read that wrong

[3:09:07] Voice 5: but um there's lots of challenges there it's interesting that local newspapers and newsletters

[3:09:13] Voice 5: uh the dominant uh interest um because that's not what we hear especially with the evolving market

[3:09:22] Voice 5: i don't need

[3:09:23] Voice 5: to say anymore um how

[3:09:25] Voice 5: would you like to proceed uh with further feedback you've

[3:09:29] Voice 5: received some now what's the next step for this um

[3:09:34] Voice 12: certainly if there's more detailed commentary

[3:09:37] Voice 12: on the plan itself i would invite uh vice chair or the chair to write to me and so i can consolidate

[3:09:46] Voice 12: then um you had asked another question um about resorting i guess i can just clarify a little bit

[3:09:53] Voice 12: we have a posting that will go up likely early january i'm looking for someone to fill in

[3:09:58] Voice 12: temporarily until the end of march of course that's challenging to try and recruit someone for

[3:10:03] Voice 12: you know probably a two and a half month position maybe a two month position um vicky is intending

[3:10:08] Voice 12: or her temporary assignment ends at the end of March so we would hope we'd have someone back

[3:10:12] Voice 12: for April in the meantime I do continue to try and find um and well now that we're through the

[3:10:17] Voice 12: procurement for the policy statement engagement team and they're onboarded um I will now be

[3:10:22] Voice 12: turning energy towards finding communication consultants to step in and assist both for that

[3:10:26] Voice 12: project and potentially just to support us in our day-to-day work because as you say it's not

[3:10:31] Voice 12: entirely practical for me to try and have that full-time job within my own job at this point

[3:18:33] Trustee Fast: both LTCs are writing letters of support to the Comox First Nation who's applying for a pilot

[3:18:39] Trustee Fast: project regarding aquaculture management. And Bowen Island, Mount Gardner, you'll see the letter

[3:18:46] Trustee Fast: later in the package, but I don't think the trust has any call to do anything about that at the

[3:20:33] Trustee Fast: a whole lot of consultation, including with First Nations.

[3:20:37] Trustee Fast: And apparently none of that happened.

[3:20:39] Trustee Fast: and so there is still the outstanding consultation

[3:20:43] Trustee Fast: with First Nations that Bowen hasn't done

[3:20:46] Trustee Fast: because we thought that the province was doing it.

[3:20:48] Trustee Fast: So at this point, I think it's standby.

[3:20:52] Trustee Fast: Okay, that's great.

[3:21:22] Trustee Rogers: an enormous number of high level papers and great ideas and astonishing information etc and i i don't

[3:21:31] Trustee Rogers: know if anybody else has any thoughts about that about whether we should be sponsoring this whether

[3:21:35] Trustee Rogers: we should be ensuring all our staff go or what what thoughts are yeah that's a great question

[3:21:42] Voice 5: because normally this is a bit more of a high level profile at BEC about endorsing and sponsoring

[3:21:48] Voice 5: the event uh staff going an executive going I certainly had the expectation that I would attend

[3:21:55] Voice 5: and so do we need a motion at this table to endorse trustees to attend and what's the status

[3:23:33] Trustee Fast: that i i sent out that um staffs or nancy rod rogers anyway suggests that uh anytime we sent

[3:23:42] Trustee Fast: out a conference notice like this that we clarify are you going on your own or do you need to get

[3:23:49] Trustee Fast: permission from the ltc because the ltc's uh disbursements over 500 are to be charged against

[3:23:55] Trustee Fast: the local trust committee should be approved by resolution it doesn't say anything about

[3:23:59] Trustee Fast: amounts smaller we voted on it at the hornby ltc but i don't know if there's any consideration to

[3:24:06] Trustee Fast: trustees who might not be meeting before the early bird deadline date or who may assume that

[3:24:12] Trustee Fast: it's going to be charged to the LTC or to somewhere else in the trust or do they need to

backgrounder on rural affordable housing project development support 
and climate vulnerability assessment support for submission to the 
Association of Vancouver Island and Coastal Communities 2022 
convention for Executive Committee’s consideration in January 2022.
