[0:00:17] Trustee Fast: Allen, Local Trustee from Hornby, and Grant Scott, Local Trustee from Hornby. And the staff

[0:00:30] Trustee Fast: And Heather Cowher, our regional planning manager, who's also running the meeting for us today, behind the scenes and on the scenes.

[0:00:37] Trustee Fast: So this meeting is being recorded and we don't have a public participation function today because this is a special meeting in order to consider electronic and other meeting procedure changes to our meeting procedure bylaw 170.

[0:01:37] Voice 5: needs to hear from all these different organizations that the island people supported

[0:02:29] Trustee Fast: this is to do with um uh how we hold our meetings including this kind of electronic one and i'm

[0:02:34] Trustee Fast: going to turn it over to heather regional planning manager cower to uh speak to the

[0:02:39] Trustee Fast: staff report that's in our agenda go ahead heather so

[0:02:45] Voice 1: this is um just a bylaw to amend

[0:02:48] Voice 1: amend your current meeting procedures bylaw to allow for your regular meetings to be electronic

[0:02:53] Voice 1: if you would like them to be. And that's the changes to the bylaw. And we're asking for three

[0:02:58] Voice 1: readings and then it would go off to the executive committee. This is an administrative bylaw,

[0:03:04] Voice 1: so it doesn't need a public hearing. And once EC approved it, it would come back to you either at

[0:03:12] Voice 1: a meeting or by rwm probably by rwm so you could adopt it in case you wanted your next meeting to

[0:03:19] Voice 1: be electronic the reason we're having this meeting is because you may need to have an electronic

[0:03:25] Voice 1: meeting next time around and this would have to be adopted before that can happen um so there is

[0:03:31] Voice 1: also a fifth resolution in your report that is a recommendation to request that trust council

[0:03:38] Voice 1: will consider adding a staff position to support electronic meetings. And the reason that is there

[0:03:44] Voice 1: is because even if you adopt these changes to your meeting procedures bylaw, that would take

[0:03:51] Voice 1: away the regulatory barriers. So that means you're authorized to have electronic meetings, but

[0:03:57] Voice 1: we still wouldn't have the staffing levels to support a full electronic meeting format. And

[0:04:08] Voice 1: aren't able to support the public attending remotely and speaking at the meeting.

[0:04:14] Voice 1: In order to do that, we need more staffing.

[0:04:18] Voice 1: And so that is what that resolution is all about.

[0:04:23] Voice 1: We've actually had a couple meetings this morning already to adopt other meeting procedures

[0:04:28] Voice 1: bylaws for Bolinas, Winchelsea, and Thetis.

[0:04:30] Voice 1: And they did adjust that language a little bit to have it forwarded to FPC as opposed

[0:04:37] Voice 1: supposed to trust council. Although I will also say that on Thetis, what they did is they weren't

[0:04:45] Voice 1: so sure about having an entire staff person. And so they amended that resolution to be

[0:04:54] Voice 1: just asking the FPC consider adding some, what was the language? It was essentially

[0:05:03] Voice 1: potentially some additional funds in the next year's budget to

[0:05:07] Voice 1: support electronic meetings.

[0:05:09] Voice 1: And they were less specific about there being a staff person, but they recognized the need for

[0:05:14] Voice 1: some financial support for that. So, so a couple of options that you might have if you're not quite

[0:05:21] Voice 1: ready to vote for that one as, as recommended. However, I will say that staff have already done

[0:05:27] Voice 1: and all of the kind of scenario planning.

[0:05:31] Voice 1: The reason that we have recommended a full-time staff person

[0:05:35] Voice 1: is because it really is the best option

[0:05:38] Voice 1: of all the options that have been explored.

[0:05:42] Voice 1: You know, we have explored the idea of minute takers,

[0:05:46] Voice 1: for instance, taking over meeting management.

[0:05:48] Voice 1: I just got feedback from the minute taker on Salt Spring

[0:05:52] Voice 1: that she doesn't feel like she could take minutes

[0:05:55] Voice 1: and also be managing people's technology

[0:05:59] Voice 1: and managing the attendees of the meeting.

[0:06:02] Voice 1: Like it's, you know, minute taking is a full-time thing

[0:06:06] Voice 1: where you need your full support, that kind of thing.

[0:06:07] Voice 1: So we've explored various options

[0:06:10] Voice 1: and really and truly we feel like

[0:06:12] Voice 1: this is the equivalent of a full-time job

[0:06:15] Voice 1: and need an extra person.

[0:06:17] Voice 1: So I'll just say that too.

[0:06:19] Voice 1: And glad to answer any questions.

[0:06:30] Voice 5: First of all, our by-law 170,

[0:06:35] Voice 5: we've had one letter about it,

[0:06:38] Voice 5: Alex from, you probably know the letter,

[0:06:41] Voice 5: I mean, about public participation,

[0:06:44] Voice 5: how doing electronic meetings changes.

[0:06:47] Voice 5: Cause it's, so is it gonna be like

[0:06:50] Voice 5: the trust council's meetings?

[0:06:52] Voice 5: Cause those I understand, they are electronic.

[0:06:54] Voice 5: electronic. There are delegations so people can come and speak. I don't remember, I can't remember

[0:07:02] Voice 5: whether there's town halls or not, but does this allow for town halls?

[0:07:08] Voice 1: The bylaw itself, amending

[0:07:11] Voice 1: the bylaw would allow for it, but it's the staffing portion of supporting meetings. So

[0:07:20] Voice 1: if you pass, so let's just say your next meeting, if you pass this bylaw, you can legally have an

[0:07:26] Voice 1: electronic meeting we still wouldn't be able to have a town hall because because of the staffing

[0:07:31] Voice 1: levels okay

[0:07:32] Voice 5: so but but there's no one keep them separate please okay or i'll get confused okay

[0:07:41] Voice 5: so this 170 does not say we can't have no public full park okay that's good so then

[0:07:49] Voice 5: okay that's good that's the answer that so then that's my second question is is around now as i

[0:07:56] Voice 5: understand it there are three i.t people staff people right now that the trust right in victoria

[0:08:04] Voice 5: maybe even four maybe even four and we're going to have a fifth i.t person that's

[0:08:11] Voice 1: how that would

[0:08:11] Voice 1: work yes yeah

[0:08:12] Voice 5: and that's going to increase the budget because there's a lot of resistance out

[0:08:16] Voice 5: there right now to increasing the budget and this seems a bit like throwing gas on the fire

[0:08:22] Voice 5: so um coming back to the next trust council meeting with a further budget increase for next

[0:08:32] Voice 5: year's budget so i don't know you're going to want are you going to be the one to pull your

[0:08:36] Voice 5: head off for that one i

[0:08:39] Trustee Fast: uh will actually and i'll speak after you or or uh if you'd like me to speak

[0:08:43] Trustee Fast: now i can well

[0:08:46] Voice 5: that's my concern anyway so i i don't know i guess that's not a decision for us

[0:08:51] Voice 5: to make here that's a decision we can be made at trust council i guess so we can make a

[0:08:56] Voice 5: recommendation trust council is that how this works

[0:08:59] Trustee Fast: yes because here we're meeting as the

[0:09:01] Trustee Fast: local trust committee so we're thinking about hornby and the uh other little islands that are

[0:09:07] Trustee Fast: in your uh local trust area and what would be um best for hornby so that's

[0:09:14] Trustee Fast: where um you know

[0:09:15] Trustee Fast: i've got things to say but i'll i'll let uh are you finished grant yeah

[0:09:21] Trustee Allen: i am now

[0:09:21] Trustee Fast: okay go ahead

[0:09:23] Trustee Fast: good trustee Allen um

[0:09:25] Trustee Allen: yeah this is about the um the position so is this are we just talking about

[0:09:30] Trustee Allen: excuse me the northern office this position or is this going to be a support for every single

[0:09:36] Trustee Allen: LTC out there this this one role position it

[0:09:40] Voice 1: would be for all it would be for all LTCs and

[0:09:42] Voice 1: committees yeah

[0:09:45] Trustee Allen: and I'm surprised you would have thought about the minute takers being

[0:09:48] Trustee Allen: an option because like I've been in a minute taker meetings and it's horrible you just totally miss

[0:09:53] Trustee Allen: out and everything and uh just by being a minute taker let alone uh trying to run anything else um

[0:10:01] Trustee Allen: yeah i mean i have a pushback on that because i know everybody's it's a once again hiring more

[0:10:07] Trustee Allen: staff and uh that's all i'm hearing is they keep on hiring more staff why do they keep on hiring

[0:10:13] Trustee Allen: more staff um yeah so i'm not sure where i'm at with this particular position here i won't say

[0:10:19] Trustee Allen: anything yay or nay but um i do think there'll be a bit of pushback well

[0:10:25] Trustee Fast: if i can um speak uh

[0:10:28] Trustee Fast: i haven't seen the letter as a member of your local trust committee i have to say i haven't

[0:10:32] Trustee Fast: seen it neither has staff if unless you've seen it heather i haven't no no okay so but i'll from

[0:10:39] Trustee Fast: what you've said um i'll just uh say a couple things first of all hornby island is way ahead

[0:10:47] Trustee Fast: ahead of the game here in terms of having,

[0:10:50] Trustee Fast: we already adjusted our meeting procedures bylaw

[0:10:53] Trustee Fast: back in January, 2020 at a public meeting

[0:10:58] Trustee Fast: after we passed our guidelines.

[0:11:00] Trustee Fast: Remember those public participation guidelines

[0:11:02] Trustee Fast: to invite people to speak and here's how.

[0:11:05] Trustee Fast: And so most of this, the first four motions

[0:11:13] Trustee Fast: discussions are very similar to what we've already got in place. And the only changes are like

[0:11:20] Trustee Fast: Heather said, the one about so that we could hold regular meetings electronically, but also

[0:11:28] Trustee Fast: notice of electronic meetings, some small changes in wording among the many

[0:11:36] Trustee Fast: policies already in there about electronic meetings. And the one about the costs of

[0:11:42] Trustee Fast: of electronic participation coming back

[0:11:44] Trustee Fast: to the Hornby LTC budget has been taken out.

[0:11:46] Trustee Fast: Those are the only changes I can really find.

[0:11:49] Trustee Fast: So I support, that's speaking to my support

[0:11:53] Trustee Fast: of recommendations one, two, three, and four

[0:11:56] Trustee Fast: and passing them sooner so that we can respond

[0:12:00] Trustee Fast: to this COVID situation, which I think depending

[0:12:04] Trustee Fast: on when health orders come down.

[0:12:09] Trustee Fast: um the the one about the uh funding well

[0:12:14] Voice 5: can i interrupt you there for one second please

[0:12:17] Voice 5: you said one two three four i don't have a copy of that agenda

[0:12:22] Voice 5: yeah can you can you send it to me again heather please if i got thought out a week ago it's buried

[0:13:02] Trustee Fast: if you go to page two has these um recommendations so i think

[0:13:06] Trustee Fast: heather's pulling it up on the screen for us there too oh

[0:13:09] Voice 5: i see oh yeah i saw this one two three

[0:13:13] Voice 5: before yeah okay sure all

[0:13:16] Trustee Fast: right and then um uh and if well and for number five

[0:13:22] Trustee Fast: um my take on this is uh that to deal with covid and and all these changes around electronic

[0:13:33] Trustee Fast: meetings which now everybody's going to expect to be able to do into the future and with new

[0:13:39] Trustee Fast: and with new um uh internet bandwidth coming to hornby at some point uh hopefully soon and uh but

[0:13:49] Trustee Fast: But for, you know, remote and sort of far-flung places at the vagaries of winter gales and things like that, it seems to make a lot more sense, vulnerable to the weather, to have.

[0:14:03] Trustee Fast: And that's why we adopted these early, right, with electronic meetings.

[0:14:08] Trustee Fast: But municipalities all got COVID funding from the province to be able to adapt to the health situations.

[0:14:19] Trustee Fast: And Islands Trust and regional districts didn't.

[0:14:22] Trustee Fast: And in some ways, I think it hits the smaller places harder

[0:14:27] Trustee Fast: because we have to keep a staff person also at an office,

[0:14:32] Trustee Fast: according to the provincial regulations.

[0:14:34] Trustee Fast: For example, that could be Gabriola,

[0:14:37] Trustee Fast: but we've got to have a staff person in an office

[0:14:40] Trustee Fast: in case somebody wants to come in person

[0:14:42] Trustee Fast: to a place where they can see the meeting.

[0:14:44] Trustee Fast: Is that correct, Heather?

[0:14:45] Trustee Fast: Yeah.

[0:14:46] Trustee Fast: So that's an extra cost as well for electronic meetings. And none of that is kind of, we weren't prepared budget wise to deal with that. And so that's why I support the idea of a staff person.

[0:15:05] Trustee Fast: And also just because it's hard as not just the minute taker, but also as a chair to do the electronic things, let alone be able to phone people and help them hook up when their Internet falls down and that kind of thing.

[0:15:23] Trustee Fast: So it's hard for me as a chair to run those.

[0:15:26] Trustee Fast: I've done one all electronic and it was it was challenging.

[0:15:30] Trustee Fast: And I have quite a bit of skills with this kind of thing.

[0:15:33] Trustee Fast: anyway and the next vice chair might not because this is an election year and i just want to put

[0:15:39] Trustee Fast: that out there and that there are also unknowns in the in the future in terms of um uh vice chairs

[0:15:47] Trustee Fast: and um and the coronavirus okay go ahead trustee allen yeah

[0:15:53] Trustee Allen: i'll just say i'm in total agreement

[0:15:54] Trustee Allen: the first four i am not in agreement with number five um i still don't think i think it's going to

[0:16:01] Trustee Allen: be more than one staff full-time staff member i don't see how one person will have the capacity

[0:16:07] Trustee Allen: to support all our ltcs i was always under the um view that we should have somebody locally we've

[0:16:15] Trustee Allen: got that capability already at our ratepayers association meetings it's uh it's amazing we've

[0:16:20] Trustee Allen: got over 65 plus people attending and we still have one person dealing with that and the

[0:16:27] Trustee Allen: administrative side in the meeting so i'd like to see something more of a local level to fill

[0:16:34] Trustee Allen: this position um on a contract basis and not as a full-time staff position well

[0:16:39] Trustee Fast: then maybe um

[0:16:41] Trustee Fast: maybe uh the idea that uh fetus passed this morning that heather spoke to um

[0:16:49] Trustee Fast: assuming that we passed well let's pass the first four and then go on to number five and

[0:16:54] Trustee Fast: and focus on it.

[0:19:17] Voice 5: it does not stop people from participating either as a delegate or as a or in a town hall

[0:19:28] Voice 5: so it doesn't limit because that was the concern that was expressed to me was public participation

[0:19:33] Voice 5: so we haven't limited that at all.

[0:19:35] Trustee Fast: That's correct and if I can just point out that anybody who's

[0:19:38] Trustee Fast: interested can scroll down to the bottom of the agenda that's on the screen in front of you

[0:27:25] Voice 5: always more bylaws and i say it's not all trust council trust laws that we have to apply it's all

[0:27:32] Voice 5: the laws out there that bear on any kind of subdivision right or whatever and and people

[0:27:40] Voice 5: sort of get it okay yeah yeah so that whole staff thing really it's really something that bothers me

The problem with the getting the money part of it is how much, where are you going to find a consulting part time person to do this job, and you're going to need somebody

It got favorable review from BC Housing, but apparently there's, within BC Housing, there's, anyway, BC Housing is requesting support from the community for this social housing program on Army.

Chair Fast called the meeting to order at 1:00 pm. She acknowledged that the meeting was 
being held in territory of the Coast Salish First Nations. She introduced Trustees, staff and 
recorder and explained that the meeting was being recorded without a public participation 
function because it was a special meeting for Trustees to consider electronic and other changes 
to the current meeting procedures bylaw. 
2. APPROVAL OF AGENDA 
The following additions to the agenda were presented for consideration: 
 Item 3.2 Urgent Letter for B C Housing. 
By general consent the agenda was adopted as amended. 
3. BUSINESS ITEMS 
3.1 Meeting Procedure Bylaw No. 170 – for consideration and decision 
Regional planning Manager Kauer prepared and presented the staff report which asks 
that Trustees consider updating the current meeting procedures bylaw to legally allow 
electronic regular Local Trust Committee (LTC) business meetings; and asks that 
Trustees consider a request to Trust Council for the addition of a fulltime staff position 
for electronic meeting support. 
Regional planning Manager Kauer noted the following: 
 New meeting regulations that replace the expired emergency use authorization for 
electronic meetings regulations allow Trustees to attend any LTC meeting 
electronically.

 The new meeting regulations require a physical location for members of the public 
to watch, but not speak at the meeting.  Staff must set up a streaming video at a 
location that does not have to be on the island where the meeting is occurring. 
 Staff recommends the hiring of one fulltime person to facilitate all electronic 
meetings throughout the Islands Trust. 
 Administrative bylaw amendments do not need to go through Public Hearings. 
 
Trustees spoke on the following: 
 Public resistance to increasing Islands Trust budgets. 
 Possibilities for local hiring of an electronic meeting support person.  
 That it was unlikely that just one fulltime staff person could manage all Islands Trust 
electronic meetings. 
 Planning staff time restrictions have been delaying Hornby development 
applications. 
Chair Fast noted the following: 
 Hornby Island had recently amended its meeting procedures bylaw in January 2020 
to reflect new public participation at meetings guidelines.  
 Municipalities received covid funding from the province to adapt to electronic 
meetings, whereas the Islands Trust and regional districts did not; despite smaller 
rural locations having greater staffing challenges.

Trustee Scott emphasized that the previous four motions simply allow for LTC meetings 
to be conducted electronically, if needed; but do not stop or limit delegations and town 
hall public participation.

It was MOVED and SECONDED, 
that the Hornby Island Local Trust Committee request that the Financial Planning 
Committee consider allocating funding and resources from the 2022/2023 fiscal year 
budget to support Hornby Island local Trust Committee electronic meetings.

Chair Fast noted that the agenda package contained a track changes version of the old Meeting 
Procedures Bylaw No. 160, showing changes that were made to update it to the new Meeting 
Procedure Bylaw No. 170. 
3.2 Urgent Letter for BC Housing 
Trustee Scott explained that a recent BC Housing request for letters of support for 
Beulah Creek Community Housing on Hornby Island was time sensitive.

that the Hornby Island Local Trust Committee request that Trustee Scott draft a letter in 
support for Beulah Creek Community Housing to forward to Trustee Allen for support to 
forward to Chair Fast for support to sign and send to BC Housing.
