[0:03:01] Voice 8: our winery you know we're a very small island and they're pouring bucket loads of money in there
[0:03:07] Voice 8: but they don't there's not enough people on the islands to do the work they need in a compressed
[0:03:12] Voice 8: time period and they have to figure out how to house their employees their seasonal workers
[0:03:21] Voice 8: the trust has been very responsive the crd still has to respond
[0:03:30] Voice 8: they let people take vacations there which i think is very irresponsible

[0:07:24] Trustee Patrick: i'm um laura patrick i'm elected on salt spring i'm coming to you as chair i always begin with
[0:07:34] Trustee Patrick: acknowledging how fortunate we are to be able to be gathering all across the traditional unceded
[0:07:39] Trustee Patrick: territories of the Coast Salish people. I'm joined today by Trustee Paul Brent and we're now joined
[0:07:47] Trustee Patrick: with Trustee Lee Middleton which is in the room there so welcome welcome Lee. There he is.
[0:07:55] Trustee Patrick: Together we make up your Saterna Local Trust Committee. This meeting is being conducted
[0:08:01] Trustee Patrick: electronically and is being recorded. This is a meeting official form for your local trust
[0:08:07] Trustee Patrick: committee to make decisions about land use planning and other relevant business and I'd also
[0:08:13] Trustee Patrick: like to add that despite the fact that some of our staff may be coming from their own homes
[0:08:19] Trustee Patrick: they have the right to a safe and respectful workplace as this is an electronic meeting we
[0:08:24] Trustee Patrick: may have some technical difficulties but the wi-fi in the hall there is usually very strong
[0:08:30] Trustee Patrick: this is a bit of a hybrid meeting we have the two trustees present together in the hall and I'm
[0:08:37] Trustee Patrick: coming on electronically and I'm grateful to staff for helping to arrange the meeting and
[0:08:42] Trustee Patrick: the flexibility that we're having to show in this time with the COVID that we all can't wait to have
[0:08:49] Trustee Patrick: go away. I will review about the town hall in a moment, but I wanted to introduce staff. I

[0:09:43] Trustee Patrick: Who'd like to go?

[0:09:46] Voice 8: What did you get in your report?
[0:09:51] Voice 8: So I guess I can talk to,
[0:09:54] Voice 8: I attended the trust programs committee a couple of days ago
[0:09:58] Voice 8: and we talked principally about the upcoming consultation
[0:10:04] Voice 8: consultation that will be happening on these islands. We did talk about the timeline that's
[0:10:12] Voice 8: currently in the materials which suggests that we'll be having the trust policy statement
[0:10:19] Voice 8: rewrite approved by the end of this term and we thought that that perhaps was a little too
[0:10:26] Voice 8: prescriptive and so we passed a motion that said that we would be guided by the public consultation
[0:10:33] Voice 8: as to the timelines and that was the high point for me anyway of the trust programs committee
[0:10:39] Voice 8: and uh then we had the financial planning committee uh yesterday where um they moved
[0:10:50] Voice 8: forward a budget uh for presentation at the march uh trust council which is when the budget is
[0:10:57] Voice 8: either approved or not and what went forward after listening to uh or reviewing uh surveys
[0:11:06] Voice 8: from i think over 1200 uh different respondents with 49 percent in favor of a decrease in taxes
[0:11:15] Voice 8: and services 46 percent uh wishing that they would stay the same or be increased so the majority
[0:11:24] Voice 8: in favor of a decrease the financial planning committee uh added a net of 75 000 to the budget
[0:11:33] Voice 8: to will be around 9.5 a little over 9.5 million dollars uh a decent portion of that is grants
[0:11:42] Voice 8: probably depending upon what you class as a grant between 700 and a million dollars but that's
[0:11:48] Voice 8: a little bit different than the prior year where i think the grants were in around the
[0:11:53] Voice 8: about three hundred thousand dollars less than that and so that's all i have to report in terms

[0:13:04] Trustee Middleton: there's one one item to report on which is a not of a um a local matter because of course we're
[0:13:12] Trustee Middleton: going to be uh dealing with that at this at the meeting here but uh or the local items but of
[0:13:18] Trustee Middleton: trust-wide significance is the um release by the consulting team of the um governance and
[0:13:25] Trustee Middleton: management review um so that's been released in confidence to all trustees that my understanding
[0:13:31] Trustee Middleton: from talking to our ceo is that it doesn't really the content doesn't really justify it being held
[0:13:37] Trustee Middleton: in in confidence or in camera as it would be uh termed under the local government act so
[0:13:45] Trustee Middleton: my belief and i could be wrong about this is it will be released to the public when it goes on
[0:13:49] Trustee Middleton: the executive committee's agenda which i think and laura you can correct me if i'm wrong here
[0:13:55] Trustee Middleton: but I think would effectively be any day now,
[0:13:57] Trustee Middleton: or it might be the middle of next week.
[0:13:59] Trustee Middleton: I'm not entirely sure of the timing of the executive committee.
[0:14:04] Trustee Middleton: So until that point, obviously we can't speak about its contents
[0:14:07] Trustee Middleton: or say anything further, but other than the fact that it's anticipated
[0:14:12] Trustee Middleton: it will be made public before the March Trust Council meeting.
[0:14:18] Trustee Middleton: But maybe, Laura, if you know anything about that,
[0:14:20] Trustee Middleton: you have better intelligence than I.
[0:14:22] Trustee Middleton: maybe we could just I could pause there for a second um
[0:14:26] Trustee Patrick: best best of my understanding is that it
[0:14:30] Trustee Patrick: it could could be released you know soon and that's that's about all I can say I mean I
[0:14:37] Trustee Patrick: I think it could could happen in the next few days okay
[0:14:43] Trustee Middleton: um I I think that's probably the most
[0:14:51] Trustee Middleton: relevant thing i could discuss at this at this point and so i you know there's not anything
[0:14:56] Trustee Middleton: further i can say about that um because it has been received in confidence but all trustees did
[0:15:01] Trustee Middleton: receive it at the same time so um um everyone has been having a chance to digest it and then
[0:15:08] Trustee Middleton: we receive a presentation from the consultants who who wrote the report at the march council
[0:15:13] Trustee Middleton: meeting i think half a day is dedicated to question and answer and um and really drilling
[0:15:19] Trustee Middleton: down into what they've recommended and their rationale and and getting more detail from them so
[0:15:25] Trustee Middleton: um i think that is it from me well
[0:15:28] Trustee Patrick: thank you well i guess uh both of you alluded to the upcoming
[0:15:32] Trustee Patrick: trust council meeting which will be in march uh march 8th through 10th uh the meeting will be
[0:15:38] Trustee Patrick: in person in nanaimo but also it will be streamed live there will be a public input session on march
[0:15:46] Trustee Patrick: March 8th from seven till 9 p.m.
[0:15:49] Trustee Patrick: And that's where both the budget
[0:15:53] Trustee Patrick: and the review will be discussed in detail.
[0:15:58] Trustee Patrick: And I think Trustee Brent,
[0:16:01] Trustee Patrick: the budget is a long winding road
[0:16:04] Trustee Patrick: to get to where we are.
[0:16:06] Trustee Patrick: I think we have removed quite a bit

[0:16:12] Trustee Patrick: as we've gone through the process.

[0:17:18] Trustee Patrick: Soon there will be an announcement and the public engagement will be kicking off and you'll have that opportunity to get involved in a lot more information.

[0:19:26] Voice 7: attorney local trust committee and the ltc deferred it has to be deferred sorry asked
[0:19:32] Voice 7: it to be deferred until the subsequent agenda so it's back on here this is what uh the ltc
[0:19:37] Voice 7: saw at trust council um and again like i said last meeting um if you want the ltc does want
[0:19:44] Voice 7: to proceed with adopting the model fee bylaw um staff would need direction to prepare by
[0:19:50] Voice 7: bylaw and then we would bring it back and uh for consideration of greetings

[0:19:58] Trustee Patrick: oh sorry paul now your speaker's offer who's all right you'll have to i think you need

[0:20:41] Trustee Middleton: And we knew we didn't really have much in the way of applications.
[0:20:45] Trustee Middleton: And therefore, we weren't at risk of having applications at the, shall we say, quote unquote, wrong fee level.
[0:20:53] Trustee Middleton: And so I think that's still the case.
[0:20:55] Trustee Middleton: I think you know it looks like most of the work is done in this model bylaw I think when we finally
[0:21:00] Trustee Middleton: do move on it and I think we can commit to moving on it certainly before the end of the term
[0:21:04] Trustee Middleton: that a lot of a lot of the information needed to create the bylaw for Saturna is already there all
[0:21:10] Trustee Middleton: that good work has been done so I think our interest was to clear Brad's deck so that we
[0:21:16] Trustee Middleton: could move the land use bylaw updates and and focus on that and then once that was out of the
[0:21:21] Trustee Middleton: the way we could as sort of housekeeping items
[0:21:23] Trustee Middleton: toward the end of the term,
[0:21:25] Trustee Middleton: we could come back to this model fee bylaw.
[0:21:27] Trustee Middleton: And maybe as you say, Paul, get some public input
[0:21:30] Trustee Middleton: and move on it from there.
[0:21:33] Trustee Middleton: So I think deferring it again is probably in order
[0:21:37] Trustee Middleton: without diminishing the work that's gone into it.

[0:23:22] Voice 2: to Saterna Local Trust Committee based on the direction provided at the last local trust
[0:23:28] Voice 2: committee meeting to move forward with a number of amendments, both OCP and land use bylaw
[0:23:35] Voice 2: amendments from a number of potential amendments that we worked through in October of 2021.
[0:23:44] Voice 2: So a number of recommendations here bringing a bylaw forward that's fairly straightforward
