[0:05:48] Trustee Fast (probable): And so this is an official forum.

[0:05:54] Trustee Fast (probable): and the Community Charter Laws of the province.
[0:05:57] Trustee Fast (probable): This is acting as part of and under the Islands Trust Act
[0:06:02] Trustee Fast (probable): to carry out the community business about land use planning
[0:06:06] Trustee Fast (probable): and preserving and protecting the Islands Trust area.
[0:06:11] Trustee Fast (probable): And so it's an official forum for the local committee
[0:06:15] Trustee Fast (probable): to make decisions about these matters and discuss relevant business and I also want to add it's a
[0:06:21] Trustee Fast (probable): place of employment despite the fact that many staff are in their own homes everybody has a right
[0:06:27] Trustee Fast (probable): to a respectful and a safe workplace so I'm going to ask everybody to bear with us I know even
[0:06:34] Trustee Fast (probable): Canada-wide this is a kind of fraught period and people might have passions and problems and
[0:06:43] Trustee Fast (probable): and parts of their worlds that might be impacting their dialogue.
[0:06:50] Trustee Fast (probable): And I'm hoping everybody can make sure that everybody is heard
[0:06:58] Trustee Fast (probable): and valued and have a safe and respectful meeting today.

[0:08:49] Trustee Scott (probable): There's two, I think, trust council issues I'd like to briefly touch on here, and then one more local one.
[0:08:56] Trustee Scott (probable): So the next trust council meeting is coming up.

[0:09:04] Trustee Scott (probable): 8th
[0:09:05] Trustee Fast (probable): to the 10th.
[0:09:06] Trustee Scott (probable): Yeah, 8th to the 10th, right.
[0:09:08] Trustee Scott (probable): In Nanaimo.
[0:09:09] Trustee Scott (probable): Yeah, in Nanaimo.
[0:09:10] Trustee Scott (probable): And I think the biggest issue on there is the budget.
[0:09:14] Trustee Scott (probable): The budget will be proposed,
[0:09:18] Trustee Scott (probable): presumably to be hopefully approved.
[0:09:22] Trustee Scott (probable): And there's a lot of discussion around that budget
[0:09:25] Trustee Scott (probable): as to the increases over the last few years.
[0:09:27] Trustee Scott (probable): And I know there's a lot of concerns
[0:09:29] Trustee Scott (probable): on a lot of the islands and on Army,
[0:09:32] Trustee Scott (probable): I've certainly heard about it as well.
[0:09:35] Trustee Scott (probable): Obviously taxes are a big issue to people
[0:09:37] Trustee Scott (probable): And they're important, not only the organizations that need the money to run the businesses like trust, but for the people have to pay for it and are the people that are paying for it feel they're getting good value for their money.
[0:09:51] Trustee Scott (probable): So I think it's going to be a very interesting discussion. And it's, I just want to say, I think it's on the Wednesday.
[0:09:58] Trustee Scott (probable): day so i think people are listening out there and they and part of that trust council meeting if
[0:10:03] Trustee Scott (probable): they're interested in hearing more about the budget and the issues around it i'm sure it's
[0:10:09] Trustee Scott (probable): going to get a lot of debate um at that trust council meeting in um so i think it's on wednesday
[0:10:17] Trustee Scott (probable): the 9th is the main discussion around the budget so that will be coming out soon so check to see
[0:10:22] Trustee Scott (probable): that that is exactly when you're interested the increases a lot of people are concerned about
[0:10:28] Trustee Scott (probable): those increases and i've heard about it on burnby as well the other thing that's that's a great
[0:10:33] Trustee Scott (probable): debate is that the policy statement and as some folks know there's a draft out there because it
[0:10:42] Trustee Scott (probable): hasn't been redone in 25 years or so so it's time and it's kind of a guiding visionary document that
[0:10:49] Trustee Scott (probable): states what what the trust sees itself doing over the next while and um so there's a draft out there
[0:10:56] Trustee Scott (probable): that uh it's 35 or 37 pages long and i feel personally as i know a lot of other people feel
[0:11:04] Trustee Scott (probable): the same way it's too long it's too complicated it's too convoluted it's not it's not written
[0:11:10] Trustee Scott (probable): as a i think the big question there is who's it so i don't you're about to say something who's it

[0:11:52] Trustee Allen: on the policy statement amendment project which started way back in 2019 so just um everybody
[0:11:59] Trustee Allen: look out in the next uh between march and april they're going to be doing a so-called robust
[0:12:03] Trustee Allen: public engagement there'll be virtual live q and a's community workshops focus groups um
[0:12:10] Trustee Allen: community discussion guides pop-ups etc etc and then in may in may we'll be getting a summary
[0:12:17] Trustee Allen: which will be completed and posted on the website.
[0:12:20] Trustee Allen: So if you, obviously there's been lots of correspondence
[0:12:25] Trustee Allen: out there regarding the policy state review
[0:12:28] Trustee Allen: for many people concerned.
[0:12:31] Trustee Allen: So please contact, if you want to email,

[0:13:07] Trustee Allen: then once again, just a heads up on stewardship words are going to be returning. We had a
[0:13:12] Trustee Allen: little reprieve from them back in 2020, but we all agreed to bring them back again and
[0:13:18] Trustee Allen: and maybe have them as the last year of each term.
[0:13:22] Trustee Allen: So we know that we've had many members of the community
[0:13:25] Trustee Allen: that have been voted for Community Stewardship Award
[0:13:27] Trustee Allen: in groups and stuff.
[0:13:28] Trustee Allen: And so I'd urge you all to think about
[0:13:31] Trustee Allen: our great community members and groups and celebrate them.
[0:13:35] Trustee Allen: And I know from the last two years,
[0:13:36] Trustee Allen: there's so many amazing resilience
[0:13:39] Trustee Allen: and I can't think of another word
[0:13:42] Trustee Allen: cause I'm kind of tired as usual.
[0:13:45] Trustee Allen: Just the way that people stepped up plates
[0:13:47] Trustee Allen: and dealt with so much of this.
[0:13:50] Trustee Allen: we're you know challenging times right now so uh yeah that's what i'm going to say we do have a

[0:18:23] Voice 7: the Hornby Housing Network. This network is just an informal coalition of both Hornby community
[0:18:29] Voice 7: members and organizations that's come together to search and to advocate for solutions to our
[0:18:34] Voice 7: local housing crisis. So our current priority is working to secure BC Housing's final approving of
[0:18:40] Voice 7: funding for housing at Beulah Creek. As you noted, my name is Sadie. I'm on the network and I represent
[0:18:46] Voice 7: the Housing Society as a board of director member. And I've lived on Hornby since 2012 and have seen
[0:18:52] Voice 7: firsthand the many challenges our community is facing due to a lack of affordable housing.
[0:18:57] Voice 7: I'm also currently pursuing a master's degree in planning and my thesis research is focused
[0:19:02] Voice 7: on the current housing needs of Hornby and what can be done to address those needs.
[0:19:06] Voice 7: So as a representative of the network, I just want to inform the local trust committee and
[0:19:10] Voice 7: the planners about the Beulah Creek project and to underline the high level of need for
[0:19:14] Voice 7: rental housing in our little community.
[0:19:16] Voice 7: So Beulah Creek got the push to get launched in November of 2018 when the province awarded
[0:19:21] Voice 7: of the project a 2.6 million dollar capital grant and since then bc housing has advanced
[0:19:26] Voice 7: hornby island housing society almost half a million dollars towards the research and planning
[0:19:31] Voice 7: required to bring this project to its construction ready state the beulah creek village is going to
[0:19:37] Voice 7: provide 26 desperately needed affordable rental housing units for families and individuals
[0:19:43] Voice 7: there will be a mix of sizes from studios to one bedrooms two bedrooms and even three bedrooms
[0:19:48] Voice 7: As I noted before, I've been looking really deeply into the housing needs of the island.
[0:19:53] Voice 7: In the 2018 Housing Needs Assessment commissioned by the Trust, over 90% of respondents indicated that affordable rental was a key housing supply gap on Hornby.
[0:20:03] Voice 7: There are indicators that since that time, the situation has worsened.
[0:20:07] Voice 7: Last year on Hornby, the typical property assessment went up 41%.
[0:20:11] Voice 7: Further data released from BC Assessment noted that the typical assessed value of a home on
[0:20:17] Voice 7: the Gulf Islands was now at $791,000. That is roughly 4.57 times the median household's
[0:20:24] Voice 7: affordable purchase price. With homeownership increasingly out of reach, the subsidized rental
[0:20:30] Voice 7: housing is even more important. I've been conducting my own housing needs research as
[0:20:35] Voice 7: part of my thesis, primarily through a survey in which over 25% of the community has participated.
[0:20:40] Voice 7: In that survey, 37% of residents said that they would have to leave or might have to leave the island due to a lack of affordable housing, and a further
[0:20:49] Voice 7: 94% of respondents indicated that they were already aware of people leaving the island due to that same lack of affordable housing.
[0:20:58] Voice 7: Over 87% of respondents said that insecure rental tenure and the lack of year-round rentals was a major problem on Hornby.
[0:21:05] Voice 7: At least 22% of the population is paying more than 30% of their pre-tax income on shelter.
[0:21:12] Voice 7: 95% of respondents are aware of people living in inappropriate or marginal housing.
[0:21:18] Voice 7: There are indications that the number of residents living in core housing need on Hornby could be substantial.
[0:21:24] Voice 7: 93% of residents do not think there is enough affordable housing on Hornby.

[0:21:36] Voice 7: There is a huge amount of community support for Beulah Creek. Numerous individuals and organizations have written BC Housing powerful letters advocating strongly for their funding.
[0:21:47] Voice 7: One letter written by a representative of the Hornby-Denman Community Healthcare Society highlighted the significance of this project and what it would mean to the members of our community.
[0:21:56] Voice 7: In this letter, she stated,
[0:21:58] Voice 7: Every day in my work, I see the negative impact of a lack of affordable rental housing on Hornby Island, on the people we serve.
[0:22:05] Voice 7: We work with women and mothers who are forced to remain in extremely stressful and sometimes unsafe housing situations because there is nowhere else to go.
[0:22:14] Voice 7: We work with adults and couples who are cold and wet in their insufficient housing.
[0:22:18] Voice 7: We work with parents and families who move multiple times a year, including periods of couch surfing, in order to remain in their community.
[0:22:26] Voice 7: She goes on to highlight that about 43% of children on Hornby are living in poverty, and that the provision of safe, stable, and affordable rental housing in the community could fill this gap, improve mental health and substance use outcomes, and decrease the adverse effects of the lack of housing on children.
[0:22:44] Voice 7: The number and variety of letters from individuals and organizations on Hornby are an indication of the ongoing community support for this essential project moving forward.
[0:22:53] Voice 7: word. Ultimately, this project needs all the help it can get to push it over the finish line.
[0:22:59] Voice 7: There is a huge demand for funding for many, many projects province-wide, and Beulah Creek is in
[0:23:03] Voice 7: competition with all of those projects. Construction costs, as you know, have skyrocketed over the last
[0:23:08] Voice 7: few years. Our rural and remote location, compounded by the physical realities of the site, have had a
[0:23:14] Voice 7: large impact on costs, making competition that much more difficult. Negotiation is ongoing with
[0:23:20] Voice 7: BC Housing for approval and the go-ahead. We are working on both sides of the equation to trim costs
[0:23:25] Voice 7: and to secure as broad a base as possible of equity partners. The February 8th letter from
[0:23:30] Voice 7: the Local Trust Committee to BC Housing outlined how you've been able to support Beulah Creek as
[0:23:35] Voice 7: it's progressed. The network is extremely grateful for that demonstration of support.
[0:23:39] Voice 7: It's a really powerful signal to BC Housing of the high level of community support.
[0:23:44] Voice 7: In terms of next steps, we're really looking forward to bringing the development permits to
[0:23:48] Voice 7: the local trust committee for consideration in the near future. We're acutely aware that it is
[0:23:53] Voice 7: critical that all of the information needed for permit review be submitted as part of the package
[0:23:58] Voice 7: in order to see the processing of these permits expedited. Beulah Creek will be satisfying a large
[0:24:04] Voice 7: piece of the island's current housing needs and the community is fully behind its completion.

[3:06:54] Trustee Fast (probable): visible on bowen island these days because we have the municipality that's partly why it's laid

The next Trust Council meeting on March 8, 9 and 10, 2022 in Nanaimo will most likely include lively debate on the proposed Trust budget on Wednesday, March 9. The Draft Islands Trust Policy Statement, also up for debate at the upcoming Trust Council meeting, seems too long and complicated and makes one question who it is written for. ADOPTED Hornby Island ADOPTED 2 Local Trust Committee Minutes February 18, 2022 Trustee Allen reported on the following: Phase 3 of public engagement on the Islands Trust Draft Policy Statement will include robust public engagement in March and April 2022, including virtual live question and answer sessions, community workshops, and focus groups. A summary of public responses will be completed in May 2022 and posted on the Islands Trust website. Members of the public can email islands2050@islandstrust.bc.ca to make a response to the Draft Policy Statement that will be made public. If one wishes to privately respond they can contact a Trustee. DELEGATIONS 5.1 The Hornby Housing Network - April Lewis 5.1.1 Letters of Support - Beulah Creek Sadie Chezenko spoke for the Hornby Housing Network as a board director member about the progress of Beulah Creek Village, an affordable housing project comprising 26 rental housing units. Recent letters of support from individuals, businesses, and organizations on Hornby Island to BC housing were highlighted. The recent letter of support from Trustees to BC Housing was greatly appreciated. The Hornby Housing Network was further requesting that the Local Trust Committee (LTC) waive the project’s development permit fees and make processing the permits an LTC top priority. o Trustees and Chair Fast thanked Sadie Chezenko for her excellent presentation and thanked the Hornby Housing Network board for their hard work. 6. CARRIED Trustee Scott requested that this item be put on the next agenda, that it be added to the Follow-up Action List, and that approximately 30 slides already existing in Victoria be used for the presentation. 7.2 Model Fees Bylaw Update - Staff Report Regional planning Manager Kauer prepared and presented the staff report which asks Trustees to consider giving first, second, and third reading to Bylaw No. 169 cited as “Hornby Island local Trust Committee Fees Bylaw, 2022,” to replace the present LTC Fees Bylaw No. 132. Regional Planning Manager Kauer noted the following: The Trust Council model fees bylaw had previously been referred to the Advisory Planning Commission (APC) who had recommended it be adopted with special consideration given to Temporary Use Permit (TUP) fees. ADOPTED Hornby Island ADOPTED 4 Local Trust Committee Minutes February 18, 2022 Draft Bylaw No. 169 is consistent with the Trust Council model fees bylaw except for the removal of the option for TUPs for community benefit. Trust council recommends that fees should not be changed more than 20%. The original LTC Fees Bylaw No. 132 was adopted in 2007 and amended in 2018. APC Chair Burton noted that the high increase in some of the fees seemed reasonable as they reflect the extra costs of processing certain types of applications and permits. The TUP fee was recommended for special consideration because of the possibility they could be bundled for less expensive processing when there was community benefit. Chair Fast noted that Trust Council had determined that taxpayers should not be subsidizing private development. Trustees discussed appropriate advertising for the proposed fees bylaw and thanked APC Chair Burton for the work of the APC. HO-LTC-2022-010 It was MOVED and SECONDED, that the Hornby Island Local Trust Committee defer decision on the Fees Bylaw No. 169 until the next Local Trust Committee meeting on May 6, 2022. APPLICATIONS AND REFERRALS 8.1 Denman Island Local Trust Committee Referral Request for Response regarding Bylaw Nos. 241 and 242 - for decision Regional Planning manager Kauer noted that these bylaws involved Official Community Plan (OCP) and Land Use Bylaw (LUB) amendments for affordable housing developments and that because an OCP amendment was involved, it needed to be referred to the Hornby Island Local Trust Committee (LTC). HO-LTC-2022-011 It was MOVED and SECONDED, that the Hornby Island Local Trust Committee responds to the Denman Island Local Trust Committee referral request for response regarding Bylaw Nos. 241 and 242 with interests unaffected. CARRIED ADOPTED Hornby Island ADOPTED 5 Local Trust Committee Minutes February 18, 2022 8.2 HO-DVP-2021.2 (Wiig - 3930 Brigantine Crescent, Hornby, BC) - Staff Report - for decision Planner Mahikwa prepared and presented the staff report which asks Trustees to recommend approval of the application for an increase in the height of an accessory studio building from 6.0 metres to 6.46 metres. HO-LTC-2022-012 It was MOVED and SECONDED, that the Hornby Island Local Trust Committee approve issuance of Development Variance Permit HO-DVP-2021.2 (Wiig). CARRIED 8.3 HO-DVP-2022.1 (Hornstein - Hornby Island Resort) - Staff Report - for decision Planner Mahikwa prepared and presented the staff report that recommended that Trustees consider approving the permit to increase the maximum allowable height of two accessory buildings to 7.0 metres and to decrease the required setback from the natural boundary of the sea for a proposed sewage disposal field from 30.0 metres to 18.0 metres. However, new information coming from K’ómoks First Nation (KFN) has updated the staff recommendation for the LTC to defer decision until the next LTC meeting on May 6, 2022. Trustees noted that the present notification system is not working well and that they receive many complaints. A neighbor to this development had not received notification. HO-LTC-2022-013 It was MOVED and SECONDED, that the Hornby Island Local Trust Committee request further information prior to making a decision on application HO-DVP-2022.1, specifically information from K’òmox First Nation and neighbors. CARRIED 8.4 HO-DP-2022.1 (Hornstein - Hornby Island Resort) - Staff Report - for decision Planner Mahikwa prepared and presented the staff report which asks Trustees to consider approving two amendments to an already existing development permit which would involve changes to the phasing of construction and to the site plan. Trustee Allen questioned if two covenants from March 22, 2011 between the LTC and the Thatch (Land Title Act Section 219 Document CA209177) on the property were being followed. o Planner Mahikwa responded that a September 18, 2018 Staff report contained the covenants which obligates that the site incorporate rainwater catchment, green roofs, water conservation fixtures, energy conservation, landscaping, lighting, sewage treatment and recycling. o Applicant Maris MacDonald responded that the site was adhering to the covenant; many aspects of which would be completed in the landscaping phase of development. He noted that the septic system for the resort was exceptional and exceeds present requirements. He explained that the building phases amendment ADOPTED Hornby Island ADOPTED 6 Local Trust Committee Minutes February 18, 2022 was to tighten up the construction schedule and that they had been working with KFN to reduce excavation on the midden site by altering the pub and septic designs. o Applicant Jack Hornstein noted that they had been in recent and regular contact with Todd Boychuck, Director, Intergovernmental Relations for KFN and had complied with all requests from KFN and the Archaeology Branch. Trustees expressed concern that KFN might not have been adequately referred. HO-LTC-2022-014 It was MOVED and SECONDED, that the Hornby Island Local Trust Committee approve issuance of Development Permit HO-DP-2022.1 subject to the conditions imposed therein and subject to receiving a letter from the K’ómoks First Nation with no objection to the proposed changes. CARRIED 8.5 HO-DVP-2021.3 (Wall and Bixby) - follow up discussion Chair Fast noted that the item had been addressed in the last LTC meeting of December 10, 2021 under item 9.3. Regional Planning Manager Kauer noted that although the request to build a pool within the 8.0 metre required setback adjacent to a covenant protected oak grove had been denied at the last meeting, the pool is allowed under existing bylaws if it is situated within required setbacks. Trustees expressed concern that the property was within very sensitive ecosystems. HO-LTC-2022-015 It was MOVED and SECONDED, that the Hornby Island Local Trust Committee add to the Top Priorities Project of the Comprehensive Official Community Plan Review: development that may impact within the steep slope and sensitive Gary Oak ecosystems between Central and Houston Roads. NEW BUSINESS 11.1 Shoreline Report Briefing - for discussion Received. 11.2 Ferry Terminal Signage - for discussion Chair Fast presented to Trustees, two recent Islands Trust installed entry signs, one of Bowen Island and one of Gambier Island. Senior Intergovernmental Policy Advisor Lisa Wilcox, along with First Nations, had been cooperatively involved with the wording and design of the signs. The soon to be released Islands Trust Communications Plan will contain information on signs. It is in the current Reconciliation Action Plan that First Nations are consulted regarding signs. Trustee Grant offered to bring the sign issue up at the upcoming Ferry Advisory meeting. Trustee Allen noted that the original Denman/Hornby entry signs had been missing since the new ferry landing comfort buildings were constructed. ADOPTED Hornby Island ADOPTED 8 Local Trust Committee Minutes February 18, 2022 Trustees requested that a presentation of the Draft Islands Trust Communications Plan be put on the agenda for next meeting, along with sign input from Senior Intergovernmental Policy Advisor Lisa Wilcox. 12. WORK PROGRAM 13.1 Top Priorities Report dated February 8, 2022 Chair Fast noted that several items had been added to the Top Priorities Project today. 13.2 Projects List Report dated February 8, 2022 Received. 14. CLOSED MEETING - none 15. UPCOMING MEETINGS 15.1 Next Regular Meeting Scheduled for Friday, May 6, 2022 - time and location to be determined Regional Planning Manager Kauer noted recent negative feedback from the public around electronic meetings held earlier than the usual time for in person meetings. Early enough notification of meeting times may mitigate the negative feedback. Chair Fast noted that the electronic meetings for Denman and Hornby Islands had been moved from 10:30 am to 10:00 am with no negative feedback.
