[0:03:35] Voice 7: February 23rd um we uh received the minutes of the February 2nd in-camera meeting and there
[0:03:42] Voice 7: was nothing else to report uh from that uh that meeting so uh thank you for that adoption of
[0:03:48] Voice 7: the minutes now here for the uh february 23rd uh meeting of executive committee i'll just ask if
[0:03:55] Voice 7: there's any uh changes to those minutes so then we will by general consent adopt those minutes
[0:04:01] Voice 7: as presented we have a resolution without meeting report here for information about
[0:04:08] Voice 7: administrative decisions that were made without a meeting and ostensibly we have advanced uh three
[0:04:15] different uh bylaws from uh trust
[0:04:18] Voice 7: areas so just that summary of that so um i'm going to advance
[0:04:25] Voice 7: now to item 6.1 going on this pilot advantage file amendment number 562 and um i'm going to turn to
[0:04:34] Voice 7: to David Mahler to introduce this item.
[0:04:38] Voice 7: And I'll look forward to Joellen Faust
[0:04:41] Voice 7: as the trustee from that region to offer any advice.

[0:04:48] Voice 3: So this is a land use bylaw amendment.
[0:04:51] Voice 3: So it is under the protocol agreement.
[0:04:54] Voice 3: So it's not for approval of the executive committee,
[0:04:57] Voice 3: but it is for comment.
[0:04:59] Voice 3: And generally that comment is whether or not
[0:05:01] Voice 3: it's consistent with or not with the Islands Trust policy statement. We have 45 days from when we receive it to respond back to the municipality, so we're within that time period.
[0:05:15] Voice 3: It's on page 25 of the agenda, and this is a pretty well site-specific zoning, 1676 Michael Creek Road, and it will allow for four lots to be created.
[0:05:29] A fifth lot would be a transportation municipality for a park, and the
[0:05:34] Voice 3: zoning change is really
[0:05:35] Voice 3: to allow accessory residential on that property.
[0:05:40] Voice 3: So those 40 lots could have accessory residential, but there's no increase in the permitted buildings
[0:05:47] Voice 3: on the property.
[0:05:48] Voice 3: So what I've done on page 26 is listed the policy statement directed policies that would
[0:05:57] Voice 3: would be applicable. And the staff of the Boyd Allen
[0:06:02] Voice 3: Municipality have addressed these and indicated that the
[0:06:05] GLEAD is consistent. I've had a look at it and from the
[0:06:09] information provided to me, it appears
[0:06:10] Voice 3: consistent as well. So
[0:06:12] Voice 3: the recommendation on page 25 is at the top there, which is to
[0:06:17] Voice 3: let the Boyd Allen Municipality know that the Executive
[0:06:20] Voice 3: Committee believes it's not contrary to our evidence for
[0:06:24] Voice 3: down trust policy statement
[0:06:26] Voice 7: okay thank you david uh counselor that's your little task trustee sure

[0:06:33] Voice 4: is a this is a motion um that i actually visit a member of the bonan council and uh it was
[0:06:41] Voice 4: a part of a bigger um request uh these four lots will be on wells and so um that's where
[0:06:55] Voice 4: these this particular language bylaw amendment is 562. I know that in the text on our cover page,
[0:07:06] Voice 4: it says 530. So I think that should be 562. You can just check that one.
[0:07:14] Voice 4: She said, I'm just curious about, maybe I'll ask this question. In the recommendation that's in
[0:07:23] Voice 4: in front of us on the agenda page, it says that the executive
[0:07:27] Voice 4: committee is 530, cited as 562. I'm just curious about that.

[0:09:14] Voice 7: the intent is to create a little bit more but actually not more square footage

[0:09:27] Voice 4: that's the intent and uh if i can just go on about the um maximum square footage we don't
[0:09:32] Voice 4: have rules like that but we do have walk coverage rules so it would still um increase all right okay

[0:09:48] Voice 4: point is that it's rental okay
[0:09:53] Voice 7: so um i'll just note that um
[0:09:58] Voice 7: i found it a little difficult to figure out what was happening on the broader lock because it's
[0:10:03] Voice 7: before areas and where that impact was and it's probably makes complete sense to you guys in bone
[0:10:10] Voice 7: council because you're right there but from an outsider trying to assess what the capacity is
[0:10:15] Voice 7: what the growth is is very different than just two more lots it's quite a dense property it was
[0:10:23] Voice 4: it was reasonable uh some time ago 10-15 years ago and uh at that time as this comprehensive zone
[0:10:30] Voice 4: loan. And the property owner brought the developer brought it
[0:10:37] Voice 4: back as with the idea that every unit water system, and there's a
[0:10:54] Voice 4: bunch of arrangements that need to be made before the security
[0:10:58] Voice 4: sure the water supply is confirmed.
[0:11:02] Voice 7: And there's no
[0:11:03] Voice 7: guarantee that this actually being affordable.
[0:11:08] Voice 7: There is residents that could be rented out of market value.
[0:11:11] Voice 4: Well, it has an affordable housing policy. And this just
[0:11:18] Voice 4: means rental.
[0:11:18] Voice 4: Okay,
[0:11:19] Voice 7: so all those in favor. So let's go back now to section

[0:12:36] Voice 7: Mr. Chair. Great to be with you live. Yeah, as you can imagine, we're working sort of
[0:12:42] Voice 7: the last week, two weeks on the three streams of importance of the Allens Trust. One is
[0:12:48] Voice 7: this event the trust council session itself um preparing um the budget and considerations
[0:12:54] Voice 7: associated with the budget and the policy statement project which is the engagement
[0:12:59] Voice 7: strategy is coming to bear it's now um for public consideration so those have been three large
[0:13:05] pieces of work um a couple things have happened just
[0:13:09] Voice 7: related to the fuel uh the ministry of course
[0:13:12] Voice 7: as a new minister right we have by making columns the new minister and um minister alford moves on
[0:13:19] Voice 7: to the ministry of land water and resource and uh with that change there's going to change there's
[0:13:27] Voice 7: probably going to be advancement but there's probably a period of considerable reconsideration
[0:13:32] Voice 7: reassessment reorganization we know that um flintroll is turning into the ministry of forests
[0:13:37] Voice 7: and, as I said, report on land, water, and resources.
[0:13:43] And I can't help but note the Minister Osborne's mandate
[0:13:47] Voice 7: that I expect, at least from the media releases,
[0:13:51] Voice 7: is gonna be around some of the things
[0:13:55] Voice 7: that we've been developing here at the trust quite a bit.
[0:13:58] Voice 7: And that is working with First Nations
[0:14:01] Voice 7: to co-manage lands and resources and fresh drinking water,
[0:14:04] Voice 7: the two things that are in our strategic planning process.
[0:14:06] Voice 7: so i think the reason that you know to the degree we can be we're prepared for whatever changes um
[0:14:12] Voice 7: seemingly will be coming with your organization about ministry and um just noting that ministry
[0:14:19] Voice 7: of forest wildfires is becoming more and more of a focus and that's being built into that ministry
[0:14:23] Voice 7: so we'll see how things go um our relationships there i think are reasonably good um we are now
[0:14:30] Voice 7: now we've drafted a letter to go to the new minister
[0:14:36] Voice 7: the staff there to get out of the chair and yourselves with the minister um yes so really
[0:14:45] Voice 7: that's it the other part is on the fuel um i did have some conversations a bit of progress around
[0:14:50] Voice 7: the matter of beyond trust and forestry um for the local trust area um we co-leaded the reports
[0:14:59] Voice 7: that came out of our sessions with Trust Council
[0:15:02] Voice 7: and provided them to ministry staff.
[0:15:04] Voice 7: And generally those have landed well
[0:15:07] Voice 7: as the beginnings of identifying trust interests,
[0:15:12] Voice 7: how broad they would be or how narrow they would be,
[0:15:15] Voice 7: how they would be potentially adopted or not.
[0:15:17] Voice 7: And that's gonna lend itself to some conversations.
[0:15:20] Voice 7: I've got a meeting just following Trust Council
[0:15:22] Voice 7: to begin to further that a little bit.
[0:15:25] I can't offer more than that.
[0:15:26] it's it's significant um request for consideration and
[0:15:32] Voice 7: it's slow moving and we have these mysterious
[0:15:35] Voice 7: changes but i do think that that was a positive step other than that i respond to any of your
[0:15:43] Voice 7: questions that's both fuel and what i report to you okay thank you anybody any questions
[0:15:47] Voice 7: um appreciating it has been extraordinarily busy time for current press capital and all
[0:15:56] Voice 7: things i wonder if the uh you and your senior staff have sort of given consideration to this
[0:16:01] Voice 7: recommendation regarding future global trust committees i sort of i'm getting the feeling
[0:16:07] Voice 7: that there's an expectation that the local trust committees will probably be going back to the
[0:16:12] Voice 7: the fall format where we're in person but broadcasting yes um i my next one's not till
[0:16:20] Voice 7: i think so that i don't have a balcony for the couple of weeks but i just came through rooms
[0:16:26] Voice 7: that were all zoom based and i sort of was saying i'm hoping this is the last of it i've been getting
[0:16:32] Voice 7: that some hope is one of our key words these days and um i completely sympathize uh with the dilemma
[0:16:40] that we're
[0:16:41] Voice 7: collectively in but you are in as vice chair says we have different ways to conduct these
[0:16:45] Voice 7: meetings um we're all i'd love to get to certainty here i think we're getting closer to what
[0:16:51] Voice 7: certainty is so um you know that we're going into immense detail there's a request for an fte to
[0:16:59] Voice 7: support the function of these fully zimmed meetings um however that's probably not the
[0:17:04] Voice 7: best use of time and resources there is a request to trust council to provide further administrative
[0:17:09] Voice 7: resources where we would see whether we could build the provision of more complex electronic
[0:17:15] Voice 7: meetings into the fabric of our into the organization as opposed to clear up we'll
[0:17:21] Voice 7: see where those conversations go but for now um we have um extra work and no extra people
[0:17:31] Voice 7: and so we'll revert them back only until june july because it's on your backs right you're
[0:17:38] Voice 7: carrying around this equipment to see whether how viable this is and we're going to report
[0:17:41] Voice 7: back to you and trust council to see which way you want to go so it's back to recorded posts
[0:17:47] Voice 7: if you have something really um substantial um get in touch and we'll see what kind of we can
[0:17:55] Voice 7: gather some resources around anomalies right so we want to make sure that we're serving you well
[0:18:02] Voice 7: but to be sustainable we have to go back to that previous process
[0:18:05] Voice 7: so i guess maybe i wasn't clear my question what is the directive to stop can you look

[0:20:06] Voice 6: as well as the webinar that was successfully hosted, and we anticipate having a recording up soon,
[0:20:11] Voice 6: and we're working on answers to the questions that didn't get posed during the webinar itself those
[0:20:16] Voice 6: will also be posted to the island's 2050 page in addition we launched the stewardship award program
[0:20:22] Voice 6: for this year and look forward to receiving those nominations so i'm happy to take any questions

[0:20:37] Voice 6: No, simply it's all, it's all systems go to work towards launch 2050, getting all those pieces in place. We are currently supporting ISO with a video script, and we're hoping that the community discussion guide will be going to print very soon.

[0:22:13] Voice 7: And then also just note that as it's now public that we've delayed that rollout of the on-island
[0:22:20] Voice 7: sessions by a week, and I think that's a really good move because indeed there's been concerns
[0:22:25] Voice 7: about that.
[0:22:26] Voice 6: so it's simply the only date that's been delayed is the
[0:22:28] Voice 6: virtual community workshop it's been above the board by me and that's the trust wide online
[0:22:34] Voice 6: sorry
[0:22:35] Voice 7: so that's a good move um because there were definitely some concerns about that so thank you
[0:22:40] Voice 7: sorry yeah and are you getting and maybe this is a question wait until tomorrow are you getting

[0:23:45] Voice 4: know about the BC MCLC workshop that I was part of last week. This is the BC Municipal Climate
[0:23:54] Voice 4: Leadership Council and I'm one of the 12 steering committee members and I wanted to just mention
[0:24:01] Voice 4: because Minister Freeman was there and our Minister Cullen came in as well. So they introduced the new
[0:24:09] Voice 4: to climate related work that's getting underway
[0:24:15] Voice 4: and they're starting to collect feedback from groups.
[0:24:17] Voice 4: And this was an outreach to lower government.
[0:24:20] Voice 4: So I just wanted to mention,
[0:24:21] Voice 4: there's got land use as we've,
[0:24:24] Voice 4: they've revitalized the Green Communities Committee.
[0:24:27] Voice 4: And so they're gonna be land use related changes

[0:25:08] Voice 4: protecting forests and how did that relate? And if you take forests out of zoning, then it might be possible for that to be counted towards climate action, either CARAT or other kinds of goals.

[0:25:34] Voice 4: it was a it was a tool introduced a long time ago where communities pledged to take climate action

[0:25:47] Voice 4: costs for small communities that you usually didn't get as much back as you the time it took
[0:25:52] Voice 4: you to submit your claim
[0:25:55] Voice 7: we got a few thousand dollars we were members of the program we
[0:25:59] Voice 7: we fit into class B.
[0:26:00] Voice 7: The challenge was, is we don't have discrete means
[0:26:03] Voice 7: of measuring all of the variables
[0:26:04] Voice 7: that go into determining climate impacts
[0:26:07] Voice 7: as an individual entity.
[0:26:08] Voice 7: So we essentially got a numerical formula
[0:26:11] Voice 7: that would derive what our potential
[0:26:15] climate change impacts were
[0:26:18] and whether
[0:26:19] Voice 7: our zone discussions and OCP discussions,
[0:26:21] Voice 7: I know we're going into some detail now,
[0:26:26] Voice 7: those things would provide credit.
[0:26:27] Voice 7: So we got some modest couple thousand dollars through that program over time.

[0:26:34] Voice 4: not so much the funding side that I was interested in as the fact that they're actually addressing these things and changes are coming.

[0:26:42] Voice 4: The other thing I wanted to mention is that they made a point about the BC Watershed Security and Fund,

[0:27:00] Voice 4: hunting for tons of carbon to eliminate from uh being limited to the atmosphere so i just wanted

[0:27:14] Voice 4: including uh mayors and counselors from all around bc um next week i have uh balance trust
[0:27:21] Voice 4: conservancy and uh then on monday i have a bonus including a visit from claire he's coming to talk
[0:27:30] Voice 4: about uh in a committee of the whole about the trust policy statement with council and um that's

[0:27:50] Voice 7: our last meeting i've had three uh local trust committees maine gabriel and gallagher
[0:28:01] Voice 7: out um maine was a uh with all the local issues and mostly about applications and um we took the
[0:28:14] Voice 7: horrible housing project on maine out of the bay and it's because the landowner had indicated they
[0:28:19] Voice 7: were ready to continue to try and move forward um there's also some progress being done there's
[0:28:26] Voice 7: small homes project i i call it small ones because that's the way it started but it's
[0:28:31] Voice 7: now really more of a distributed density it's more of a project trying to find ways we had
[0:28:37] Voice 7: quite a discussion we're trying to we identified in the area on the use of the pilot project that's
[0:28:44] Voice 7: the way that project is going so i'm going to guess about the map about 60 lots that we're
[0:28:51] Voice 7: sort of identifying and putting it out as a pilot project see how it works um so that was made
[0:28:58] Voice 7: uh gabriel was last week uh the main item on the agenda was um a interesting discussion around a
[0:29:07] Voice 7: powerful on on gabriela um and i think it's fair to say that we have a few gaps in our process
[0:29:20] Voice 7: because there was some uncertainty as to whether or not there had to be a public meeting around
[0:29:26] Voice 7: around this because of the way the protocol they've adopted.
[0:29:29] Voice 7: Gabriel, a local trustee,
[0:29:31] Voice 7: had adopted the antenna protocol.
[0:29:36] Voice 7: That was the model one that we adopted,
[0:29:38] Voice 7: not without controversy.
[0:29:39] Voice 7: Trustee Landeris had not been supportive of it.
[0:29:43] Voice 7: And they went through the whole process.
[0:29:45] Voice 7: So the first time the LNC saw it was on last week,
[0:29:49] Voice 7: and it was a recommendation for concurrence.
[0:29:52] Voice 7: And there have not been a follow-up meeting.
[0:29:55] Voice 7: There have, however, been consistent outreach to
[0:30:00] Voice 7: and the standard outreach related to advertising and mail etc and they have received fairly
[0:30:09] Voice 7: overwhelming support before it's in a fairly remote area of the island there was some there
[0:30:17] Voice 7: was some opposition related mostly to the technology piece as opposed to deciding
[0:30:23] Voice 7: It was the technology, which is theoretically not within our authority to comment on.
[0:30:32] Voice 7: After some discussion, we agreed to give concurrence subject to First Nations consultation.
[0:30:43] Voice 7: It's interesting because the piece of property is on a Crown land, their advice to us was
[0:30:52] Voice 7: as the promise would require them to do consultation anyway before they would do it but we made our
[0:30:57] Voice 7: motion current subject to uh confirmation of consultation appropriate consultation
[0:31:04] Voice 7: so that took quite a while to work our way through mostly because uh just say the record um
[0:31:11] Voice 7: it appears that while we adopted the protocol i don't think that we have within a process for
[0:31:17] Voice 7: processing like a standard operating process when this starts this follows and they're not supposed
[0:31:22] Voice 7: to be the meeting staff bring that to the ltc right and so um and given that these things are
[0:31:30] Voice 7: often um lighting the rods on the irons i use that term but they're all they often attract a lot of
[0:31:38] Voice 7: attention um probably would be good to have one of those because then the staff will know how to move
[0:31:44] Voice 7: it through and we also had the problem with turnover staff and they have somebody that's
[0:31:49] Voice 7: handling it in that flat or that type of setting um galiano was a uh a long and challenging meeting
[0:31:58] Voice 7: yesterday uh we made our way through um one of the uh we have all both of the three applications
[0:32:07] Voice 7: that are taking a lot of our time um one is uh crystal mountain we talked about it before
[0:32:17] Voice 7: We are probably no further along related to that than some considerations have been raised
[0:32:24] Voice 7: about how to move it along.
[0:32:27] Voice 7: There's now a water management plan for the property, but there seems to be substantial
[0:32:31] Voice 7: opposition in any regularization of that area.
[0:32:37] Voice 7: We have given the bylaws the reading, so we're working our way through staff reports.
[0:32:43] Voice 7: it's a it is a time-consuming process um both of the affordable housing projects were on our
[0:32:51] Voice 7: agenda yesterday um the one i would should you should be called galleon green and that's now
[0:32:58] Voice 7: called downline um which is right in the center is it moving very well uh it has
[0:33:05] Voice 7: substantial community support um we're getting very close to heading it to the cim public
[0:33:10] Voice 7: during on that so um i said you know never say things might not arise but we're getting
[0:33:16] Voice 7: getting closer they're on the stage of they've got an agreement around the affordable the housing
[0:33:21] Voice 7: agreement the um the other one continues to be a bit more problematic and they're continuing to
[0:33:31] Voice 7: talk about what the formal housing agreement looks like um and uh so we've sent that their latest
[0:33:38] Voice 7: proposal about the housing agreement and that's the lynch of that one is although there's a lot
[0:33:43] Voice 7: of issues related to it it's the housing agreement piece that's causing the delay now they haven't
[0:33:49] Voice 7: been able to agree on what the housing agreement should say so and
[0:33:52] Voice 9: they will be very clear that it
[0:33:55] Voice 9: has to have
[0:33:55] Voice 7: certain
[0:33:56] Voice 9: elements in the housing
[0:33:57] Voice 7: agreement and they want
[0:33:58] Voice 7: the applicants understandably
[0:34:02] we
[0:34:02] Voice 7: might want flexibility because how you know where they're going to get their funding is always
[0:34:09] Voice 7: in this year right you never you never know where to find them uh that's um that's we did the only
[0:34:17] Voice 7: other thing we did was we didn't have our uh freshwater our water sustainability presentation
[0:34:25] Voice 7: um it was sort of laid on the table we passed motions through the hospital
[0:34:28] Voice 7: draft bylaws and we didn't have the full presentation because we were running out of time
[0:34:32] Voice 7: we're going to do that in april um and the other thing we did is we referred the
[0:34:40] Voice 7: foreshore um uh bylaws from the regional planning committee the project to our abc
[0:34:47] Voice 7: for recommendations of uh how we could implement that so it was a busy meeting
[0:34:57] Voice 7: I'm guessing that that Crystal Mountain is close to 8 to 10 years old.
[0:35:01] Voice 7: Always probably 16. The first generation of it. It's probably been, it's been about three
[0:35:10] years since, four years since they shifted gears and now
[0:35:16] Voice 7: involved 75 percent of the donation of
[0:35:19] Voice 7: light of conservancy. And that's less than the opposition or
[0:35:27] Voice 7: may have lessened a little bit, but it's still pretty, it's

[0:35:38] Just to start with, I did have an interview with the Vital
[0:35:42] Science Foundation, the Vital Science Report. They're lasted
[0:35:48] did it in 2017, and they're in the process of
[0:35:50] Voice 4: doing it again, using the same parties
[0:35:54] Voice 4: to pull that together.
[0:35:56] Voice 4: She pointed to me, she said there's an extreme noticeable, you know, degradation and pessimism
[0:36:02] Voice 4: where people are feeling very pessimistic at the moment, and that's, you know, we see
[0:36:07] Voice 4: it, we feel it, but she's extremely noticing it as well, and she did the interview before.
[0:36:13] Voice 4: I did have South Pender Local Trust Committee on Friday. It was a bit of a, I mean, it was a, Steve Wright did not attend meetings. I had another meeting that was, needed his attention and didn't come.
[0:36:28] Voice 4: Yet it was a community information meeting on the land use bylaw project that they're doing.
[0:36:36] Voice 4: We had a considerable number of people that spoke during the, or asked questions for clarifications,
[0:36:47] Voice 4: and I was reluctant to move it along, but Trustee Dorn was quite persuasive in wanting
[0:36:58] Voice 4: to move the project and give it first reading.
[0:37:01] Voice 4: So the next community information meeting and public hearing will be attended in May.
[0:37:08] Voice 4: I anticipate it will be a robust meeting.
[0:37:13] Voice 4: And we'll see where things go because they are reducing the floor area fairly significantly,
[0:37:24] Voice 4: but protecting, adding a clause that protects the existing homes so that they're not legal non-conforming.
[0:37:30] Voice 4: they're legal. So that's just recognizing if you were to build beforehand, you rebuild to the size that you had. So it's the legal non-conforming was, it is a significant issue for the community of preventing those from happening. So I think that's the right way forward. I think Northender is going to take a very similar approach, at least will be consistent in how they deal with the legal non-conforming or preventing legal non-conforming.

[0:38:33] Voice 7: and introduce uh nathan collins our new minister and um i did make a point of introducing myself to
[0:38:40] Voice 7: the minister and inviting him to the alice area to come and at least see us or meet with us to
[0:38:46] Voice 7: talk about the alice trust and he was uh uh welcoming and so hopefully when he receives
[0:38:54] see our letter next week to connect
[0:38:56] Voice 7: the dots with him to make a VR. And so that was good.
[0:39:00] Voice 7: But the big topic there, Minister Bares was a guest on that meeting as well to talk about
[0:39:09] Voice 7: connectivity and the coastal strategy and the special regional district issues. And
[0:39:16] Voice 7: I expect there'll be an announcement this week, actually. They weren't prepared to tell
[0:39:20] Voice 7: those left but a big announcement this week i've got more money although there is 200 plus million
[0:39:26] Voice 7: dollars in the budget um this new budget cycle um going to communications and there's something
[0:39:32] Voice 7: else coming and certainly the intent and the indications are is that they want to fund all
[0:39:40] Voice 7: of the projects that have come forward to provide that kind of to the gulf island so that's very
[0:39:44] Voice 7: good news um some of the gulf islands denman particularly comes immediately to mind didn't
[0:39:49] Voice 7: managed to get some of the funding out of the last cycle um but certainly other islands are
[0:39:54] Voice 7: hopeful that that will come and the ship is sailing it's laying fiber as we speak it's
[0:40:02] Voice 7: been a you know i don't know how many years yeah 10 years 10 years um did that one yeah
[0:40:10] Voice 7: anyway um that was the only significant event um that i participated in and it was uh certainly
[0:40:17] Voice 7: have a good feeling from the way that the minister conducted himself uh providing opportunities for
[0:40:22] Voice 7: mayors and ministers and myself to speak and that's good sorry i i just thought of something

[0:40:38] Voice 7: she's our chair on friday we found out about um it was sort of serendipitous

[0:40:54] Voice 7: keats and gambier and uh they have gas tax money so there's a month so there's been a huge email
[0:41:00] Voice 7: campaign yesterday supporting doing that because apparently there's the connective post that says
