[0:00:37] Voice 12: save us some time and we'll begin. I want to thank everybody for, I'm sure, the conversations that

[0:00:44] Voice 12: have happened in small groups in the last 12 hours and i particularly want to thank the staff for the

[0:00:54] Voice 12: work that they have also been doing through the night into the early hours of the morning

[0:01:01] Voice 12: to assist us in our decision making here and so i just will reflect that we have quite a bit of

[0:01:11] Voice 12: business here scheduled today we may or may not get through it a lot a lot of it maybe maybe we

[0:01:18] Voice 12: don't need to um and we can uh uh dispense with it at this time and return with it in june um

[0:01:27] Voice 12: we have a tabled motion on a proposal for a budget um we also have a deferred uh motion with respect

[0:01:38] Voice 12: respect to a governance committee. And certainly we need to adopt a budget today. That's the

[0:01:46] Voice 12: mission. We're obligated to do that unless we're planning on having another meeting before the end

[0:01:51] Voice 12: of March, which I don't think is in anybody's interest, but would be necessary. There's not

[0:02:03] Voice 12: Not any immediate hurry, I think, anyway, to actually move towards doing the governance thing.

[0:02:10] Voice 12: But certainly that's something that we're all interested in.

[0:02:13] Voice 12: But it too could wait if there's insufficient time.

[0:02:17] Voice 12: But it is a process where we'd have to nominate, create ballots, vote, count votes.

[0:02:23] Voice 12: It's a 20-minute process.

[0:02:27] Voice 12: So with that, without any further ado, let's move back into the budget where we left off yesterday.

[0:02:32] Voice 12: today. And what I'd like to do is I'd like to ask the CAO to kick us off and tell us what

[0:02:41] Voice 12: they were doing till the wee hours of the morning and in preparation for this meeting here today.

[0:02:49] Voice 12: So, CAO Hudson-Pillard, good morning, sir. Thank you very much for you and your service. And Julia,

[0:02:57] Voice 14: else. Well, good morning. Thanks very much. Yeah,

[0:03:01] Voice 14: Yeah, we've taken a look at what you left

[0:03:04] Voice 14: in terms of the direction that you left

[0:03:07] Voice 14: as trust counsel with regards to the budget.

[0:03:09] Voice 14: And if I can summarize,

[0:03:10] Voice 14: it's to take the representation by Trustee Brent

[0:03:15] Voice 14: as a discussion piece

[0:03:17] Voice 14: and for staff to review that document

[0:03:19] Voice 14: and go through it in a line-by-line basis

[0:03:23] Voice 14: and come back with some analysis.

[0:03:25] Voice 14: And we have done that.

[0:03:27] Voice 14: And I think what we're going to provide to you

[0:03:31] Voice 14: over the next 15 minutes 20 minutes honors the um the substance of what that proposal is and then

[0:03:38] Voice 14: leaves you with some of the decisions associated with um where you want to end up in terms of the

[0:03:45] Voice 14: bottom line that being said um there are some assumptions that are built into this and julie

[0:03:53] Voice 14: and i are going to work together as we present this over the next few minutes so if i could ask

[0:03:58] Voice 14: I'll ask Lori to put this document up.

[0:04:02] Voice 14: The motion put forward to trust council at their meeting

[0:04:04] Voice 14: yesterday contemplates a revised budget

[0:04:06] Voice 14: that's equal to 2,122.

[0:04:08] Voice 14: The following information is useful

[0:04:10] Voice 14: in exploring that budget.

[0:04:11] Voice 14: That budget number was $9,093,119.

[0:04:16] Voice 14: And the revised budget or the Brent budget is 9,057,621,

[0:04:22] Voice 14: which is actually lower than the 2,122 budget.

[0:04:25] Voice 14: So the sharp pencil word might have been given out

[0:04:28] Voice 14: a touch early. So the revised budget that's presented to you is $9,282,736, or $189,000

[0:04:41] Voice 14: higher than what was proposed at the end of yesterday. And the premise is this. There's

[0:04:47] Voice 14: $189,000 increase over the 21-22 budget based on the following. The difference between the

[0:04:53] Voice 14: The grants that were received last year and that were received this year is approximately $197,000.

[0:05:02] Voice 14: Accordingly, that would not be shifted on to the taxpayer.

[0:05:06] Voice 14: Those are free dollars.

[0:05:08] Voice 14: So the bottom line honors the request by Trustee Brent and that was discussed yesterday,

[0:05:16] Voice 14: but allows for the difference in the grants that we've achieved coming forward.

[0:05:22] Voice 14: So with that, let's go. So those are the underlying, that's the underlying premise. And then now we'll walk through the actual document. And if it's tough to follow, that's because it's tough to follow. So now we'll put the Excel spreadsheet and I'll walk you through those things.

[0:05:38] Voice 14: So, in other words, we're arriving at the same number you directed us get to, except for the difference in grants.

[0:05:48] Voice 14: It's not a taxpayer-funded difference.

[0:05:52] Voice 15: So, Laurie's just looking for the – well, that's simply – okay, great.

[0:06:11] Voice 14: So, let's start at the top with revenue, and believe me, I'm up here because I'm responsible for some of the recommendations that you've got in front of you.

[0:06:20] Voice 14: or you need some extra expertise, Julia's available to us.

[0:06:26] Voice 14: So starting off right at the top at $4,300,

[0:06:29] Voice 14: there was a reduction here of some dollars

[0:06:32] Voice 14: based on all of you not having passed your fee bylaws.

[0:07:34] Voice 14: yesterday based on the ltc's not yet um lesser revenue because the ltc's haven't um

[0:07:40] Voice 14: passed those bylaw amendments yet hopefully they will so that change has been accepted moving down

[0:07:46] Voice 14: into the general tax levy increase there's um a one-third reduction or this is challenging

[0:07:55] Voice 14: because normally i'd be controlling this and laurie's having to listen um

[0:08:00] Voice 7: as we go forward

[0:09:04] Voice 14: What was recommended was a one third reduction in the local trust areas tax levy and this budget,

[0:09:13] Voice 14: the proposed amendments on that commitment. And it is now one hundred and forty one one one four.

[0:09:20] Voice 14: uh the bowen levy um was uh there is no easy way to correct uh that and appreciating that you know

[0:09:28] Voice 14: get it to one-third uh the sentiment there but uh there's mechanics there that aren't possible

[0:09:33] Voice 14: um when we one of the main ways we got to where the numbers that we're presenting to you was um

[0:09:40] Voice 14: the use of the difference in staffing and most of that staffing is planning related staffing so

[0:09:47] Voice 14: when we remove it bowen doesn't get a benefit associated with that i'm going to the highlights

[0:09:54] Voice 14: here um transfer from general revenue surplus fund uh while there was previously zero there's

[0:10:02] Voice 14: now 165 000 okay now i'm in expenses and amortization just go up a little bit

[0:10:16] Voice 14: and staff have gone through and we've added or we've provided more reductions where we think

[0:10:23] Voice 14: we can get that in order to put retain some of the programming that you've established over the

[0:10:28] Voice 14: last 20 years and you're going to have to figure out whether that's acceptable or not so for

[0:10:33] Voice 14: applications sponsored by ec it was 4 000 um that we removed that so that goes to uh um no that

[0:10:44] Voice 14: remains 4 000 correct yeah

[0:10:46] Voice 16: for

[0:10:49] Voice 14: now we're down to four uh nap type applications um are a thousand

[0:10:54] Voice 14: now in keeping with the report the rest of it stays pretty much the same committee expenses

[0:11:01] Voice 14: achievable we're moving to e-meetings so that's a reduction from a thousand to eight hundred

[0:11:06] Voice 14: we moved down to communications and itc funding we saw a modest decrease obviously we're

[0:11:13] Voice 14: communications challenged at the trust or that's a theme we've been trying to invest in it we

[0:11:18] Voice 14: We wouldn't advise reducing communications, but if that's the direction here, that's workable.

[0:11:26] Voice 14: Software support and licensing states that we can live with that unless the actual numbers

[0:11:31] Voice 14: around software licensing aren't those, and then we would have to do some sort of mid-year

[0:11:36] Voice 14: budget adjustment.

[0:11:38] Voice 14: And moving through with tech support contingency, there was a removal of $13,000, which is absorbed

[0:11:44] Voice 14: in this budget, and that's fine.

[0:11:46] Voice 14: That's the yellow line there on $56,000.

[0:11:50] Voice 14: then we move into contracted services uh it was 148 in the proposed fpc budget the recommendation

[0:11:57] Voice 14: was 146 and it's left at 146 i will tell you though it's challenging to reduce you know to

[0:12:05] Voice 14: take the the money that we're using for staffing or the absence of staffing that

[0:12:12] Voice 14: what's in the brent budget was 280 000 we did a five-year analysis it comes in at 170

[0:12:17] Voice 14: 70 so we put 170 in is difficult to take that and remove it from the budget and lower contract

[0:12:26] Voice 14: services right because that you're you're you're double removing capacity from the organization

[0:12:34] Voice 14: so um in terms of that what line am i on here contract services um i'm just pointing out the

[0:12:42] Voice 14: difficulty but we're leaving it at the 140 moving down to board expenses um through 61 200 14 25 is

[0:12:52] Voice 14: fine 1600 is fine um conservation and planning and land securement um those reductions fine's

[0:13:02] Voice 14: not the right word i'm saying sustainable um moving forward for the year um ecosystems mapping

[0:13:09] Voice 14: the same for legal is the first place where you see a big reduction um so for um legal litigation

[0:13:16] Voice 14: defense uh we reduce staff recommends reducing that budget by fifty thousand dollars so that's

[0:13:23] Voice 14: been put in the budget and um it'll be up to you if we get into a difficult legal position whether

[0:13:29] Voice 14: you want to go into your surplus to for um a defense so at least that takes some dollars out

[0:13:34] Voice 14: of our our current year um the rest of the legal budget stays the same um trustee expenses one of

[0:13:43] Voice 14: the one of the concepts we're going to have to grapple with is that there's new trust council

[0:13:47] Voice 14: coming in coinciding with a lessening probably of covid restrictions and uh a rebirth of the of

[0:13:56] Voice 14: what trust council is going to do um moving forward unless everyone stays the same around

[0:14:02] Voice 14: on the table so there's going to be some need to meet there's going to be so the degree that

[0:14:08] Voice 14: you leave your successors some flexibility to meet um and have regular travel is up to you

[0:14:16] Voice 14: but we we flag that you should be aware of that and so that the next trust council can start off

[0:14:23] Voice 14: reasonably um so that's ltc expenses down a modest amount uh we our recommendation um on

[0:14:32] Voice 14: and executive expenses on ltcs i can't see um us not having the chairs meeting the communities

[0:14:41] Voice 14: that they're sitting on so um it's recommended to stay at the fpc budget level of 12 000 instead

[0:14:50] Voice 14: instead of 10,008, which you could argue is a minor change

[0:14:53] Voice 14: of $1,200 in the first place.

[0:14:56] Voice 14: The reduction on overall LTC meeting expenses of 32 is fine.

[0:15:01] Voice 14: Same with the next one.

[0:15:03] Voice 14: When we move to LTC local communications,

[0:15:07] Voice 14: historically the spending doesn't support this.

[0:15:10] Voice 14: You ask for more than this.

[0:15:12] Voice 14: If you're willing to take that reduction of $500

[0:15:16] Voice 14: or a fairly modest amount, that's up to you.

[0:15:20] Voice 14: We put it back in at what we thought were historical usage levels

[0:15:24] Voice 14: that you've used in the past.

[0:15:29] Voice 14: Same with meeting expenses.

[0:15:30] Voice 14: I don't think that $67,000 meeting expenses, $66,000 to $56,000,

[0:15:36] Voice 14: that's a $10,000 reduction, that they're not achievable

[0:15:38] Voice 14: with a new council coming in.

[0:15:40] Voice 14: But that will be really we're highlighting things

[0:15:42] Voice 14: where you have to make a political decision around things,

[0:15:45] Voice 14: but our recommendation wouldn't be that.

[0:15:48] Voice 14: statutory and statutory notices I think that reduction is reasonable and then we move into

[0:15:55] Voice 14: office lease close closures so with regards office lease costs this budget recommends

[0:16:04] Voice 14: closing the Denman Galliano Maine Pender Saturn offices and the those are the walk-in offices

[0:16:10] Voice 14: that we use for planners to come and meet yourselves and others so we've closed those

[0:16:16] Voice 14: offices and then have the commensurate um cleaning and upkeep costs being reduced as well

[0:16:23] Voice 14: for a combined savings of well you can see it right there

[0:16:29] Voice 14: fairly small actually in the larger thing but it is but it is a reduction on lease costs

[0:16:35] Voice 15: oh

[0:16:40] Voice 14: well the total lease costs points

[0:16:42] Trustee Morrison: of order can we need to hear the question they just they

[0:16:46] Voice 14: couldn't see on the screen what i was describing so if we could go down to um 69

[0:16:55] Voice 7: 000 so

[0:16:59] Voice 15: at 69 000

[0:17:01] Voice 14: the fbc budget was 406 500 and the proposed budget was 36 175 and to get to that number

[0:17:11] Voice 14: um the recommendation is to close those satellite non-personed offices and to reduce the cleaning

[0:17:18] Voice 14: and other costs associated with that so I'll read out the numbers then as we go

[0:17:24] Voice 14: forward we then get to what we call churn so I'm going to the significant

[0:17:31] Voice 14: pieces here and that is the 7500 75 100 and below that's staff salaries there

[0:17:40] Voice 14: was a proposed reduction of and Julia helped me out with this I believe it was

[0:17:47] Voice 14: was in the, we'll call it the Brent budget for now, something in the order of $280,000 allocated

[0:17:54] Voice 14: to that. And so we went and looked at that number. It was a bit of a light bulb went off with

[0:18:00] Voice 14: trustees yesterday regarding it. And I think the five-year average is 180 or 170. So we think that's

[0:18:07] Voice 14: a more responsible number to put in than 280. We just end up over budget. And then for reducing,

[0:18:13] Voice 14: reducing we also have to be aware that we don't want to reduce overtime at the same time we're

[0:18:18] Voice 14: getting rid of churn so we put 170 in as the alternative number okay

[0:18:27] Voice 7: stationery and supplies

[0:18:30] Voice 14: fine subscriptions fine um we get to training organization i is the cao we have under trained

[0:18:38] Voice 14: our staff over the last number of years if you want to cut that budget that's up to you i can't

[0:18:42] Voice 14: recommend that so um the the modest um changes associated with 80 um 81 100 the organization-wide

[0:18:53] Voice 14: training we propose go to back to the 2022 2023 level of 5 000. um you just draw the microphone

[0:19:01] Voice 14: a little closer oh terribly sorry terribly sorry um and uh then the one following staff recognitions

[0:19:09] Voice 14: and meetings um the reduction is um we built that reduction in that was proposed

[0:19:14] Voice 14: um in the training and conferences um as proposed in the latest budget travel for training um

[0:19:22] Voice 14: the 16,032 35 was half of what was pre-covid so when fpc approved that it was improving a 50

[0:19:33] Voice 14: version of what the previous world was like this proposal reduces that even further

[0:19:38] Voice 14: further, we would suggest a reconsideration of that. It doesn't seem achievable unless

[0:19:45] Voice 14: you might as well reduce the training as well. Trustee remuneration, a tough one for me to take

[0:19:53] Voice 14: on. I think that both the governance review and our recent history would suggest that remuneration

[0:19:59] Voice 14: should be considered for an increase rather than a decrease. Nevertheless, there's a somewhat modest

[0:20:06] Voice 14: $14,000 decrease that's put in here, we put back the original FPC number of $55,4425.

[0:20:19] Voice 14: And that's, of course, based on policy.

[0:20:21] Voice 14: But if you make a one-time decision or I wouldn't say arbitrary, but a decision that you can

[0:20:28] Voice 14: rationalize, then you can, of course, put those values in.

[0:20:32] Voice 14: So that's the operating budget total that we've gotten to.

[0:20:36] Voice 14: okay which you see um some reductions associated with that and when we get to the totality you'll

[0:20:45] Voice 14: see where it all lands but we won't get to the numbers proposed unless we start looking at some

[0:20:50] Voice 14: of the specific projects um both our local trust committee projects and strategic projects

[0:20:56] Voice 14: so i now go to 73001 which is um projects funded by the ltc reserve fund that would have the removal

[0:21:05] Voice 14: of the Salt Spring Island Coastal Douglas Fir Project

[0:21:08] Voice 14: and the $3,500 for the LTC.

[0:21:11] Voice 14: And that is just simply a determination

[0:21:13] Voice 14: of whether you want to proceed with that or not.

[0:21:17] Voice 14: Other change, we put an arbitrary number

[0:21:19] Voice 14: in for contingency grants

[0:21:20] Voice 14: in case you need to have some dollars

[0:21:24] Voice 14: since there's a dollar left there.

[0:21:26] Voice 14: So that's staff recommending a reduction of $8,000.

[0:21:30] Voice 14: And then we noted that yesterday

[0:21:34] Voice 14: Yesterday, there was a change in the SWPA recommended number, so we added that into the budget, which will affect the Salt Spring Island taxpayer.

[0:21:43] Voice 14: We move into strategic plan projects.

[0:21:46] Voice 14: The Brent budget recommended a reduction to the reconciliation plan implementation of $1,500.

[0:21:56] Voice 14: We move that to about $4,200.

[0:21:58] Voice 14: dollars um as we as we've matured over the organization we built more of those things

[0:22:04] Voice 14: into the other externalized budgets so more associated with direct land use planning there'll

[0:22:10] Voice 14: be a first nations component to it um the same with the policy statement work and work and those

[0:22:15] Voice 14: kinds of things i wouldn't do this but or recommend this but the program will survive um with um

[0:22:24] Voice 14: um this type of this type of change we think that's achievable um the policy statement

[0:22:30] Voice 14: amendment project i can't see it going forward and reducing at the same time its budgeted dollars so

[0:22:37] Voice 14: if you come to that conclusion um of course um so we think it should be um 55 000 instead of the

[0:22:45] Voice 14: 50 52 250 we then move to um the model bylaws for housing options that would be removed from

[0:22:56] Voice 14: this budget it has not started but that would be of course up to you um the groundwater recharge

[0:23:02] Voice 14: mapping has been put back in this is one of the three strategic directions that we've undertaken

[0:23:07] Voice 14: at the allens trust over the last number of years it's the number one uh identified item by the

[0:23:14] Voice 14: public in terms of where we should be focusing our attention and doing this doesn't we don't

[0:23:19] Voice 14: strand tax dollars we've already spent on this function the other is a question of equity this

[0:23:25] Voice 14: this program deals with a particular geographic area of the island's trust that the other areas

[0:23:33] Voice 14: have had satisfied that is the southern gulf islands and the north and this achieves the same

[0:23:38] Voice 14: Same for Howe Sound.

[0:23:41] Voice 14: So I think that this is also connected with a lot of the throughout the strategic plan.

[0:23:46] Voice 14: So it's recommended that you can achieve your budget goals by having this in it.

[0:23:51] Voice 14: We do remove the freshwater sustainability strategy, $6,000 that was previously proposed.

[0:23:57] Voice 14: So staff recommended that change to achieve these numbers.

[0:24:01] Voice 14: We also recommend the return of the heritage overlay mapping project.

[0:24:05] Voice 14: The reason for that is that we've, of course, been building our reconciliation work.

[0:24:09] Voice 14: But by far, this is the first tangible piece of work that we've ever done that actually does something for somebody else with regards to reconciliation, meaning that this data set, individual nations may or may not be able to access their own data, but we're aggregating data and being able to provide it to others that could significantly contribute to how land management occurs.

[0:24:34] Voice 14: And to my understanding, this is a rarity in terms of getting all that information, working with nations on the specificity of that, and aligns us with DRIPA in this way.

[0:24:46] Voice 14: So it's recommended that this project carry on.

[0:24:50] Voice 14: The stewardship education program is, there was a, it was left, I believe, at $17,500.

[0:24:59] Voice 14: That is reduced by $4,500 and left at $13,000.

[0:25:04] Voice 14: The governance review has $15,000 in it.

[0:25:07] Voice 14: That's obviously you put that in there.

[0:25:09] Voice 14: So that's a political direction.

[0:25:10] Voice 14: We left that in.

[0:25:12] Voice 14: Secretariat services previously at 15 reduced to 13.5 and that was left in.

[0:25:19] Voice 14: So I think that's the summary.

[0:25:20] Voice 14: Is there more?

[0:25:22] Voice 14: Okay.

[0:25:25] Voice 14: Secretariat services, I'm sorry, is actually removed as a function.

[0:25:27] Voice 14: So that $13,500, which was recommended in the Brent to achieve the numbers that we're talking about, was removed as a strategic project of the Islands Trust.

[0:25:38] Voice 14: And then moving forward, we retain the Constable hearing about land use.

[0:25:44] Voice 14: You know, we're getting that $367,000 associated with the development approvals program, essentially for software.

[0:25:50] Voice 14: Then no one will ever give us money like that again for us to update our application processing.

[0:25:56] Voice 14: processing I highly recommend you take advantage of it this would be we would be a loan jurisdiction

[0:26:03] Voice 14: over the last 15 years if we returned over 700 000 of loans provided to us so um I couldn't

[0:26:10] Voice 14: responsibly recommend that um then we get down to finally capital um the uh the budget that the

[0:26:19] Voice 14: Brent proposed had a a minus a modest change we do not think that that's realistic so that we

[0:26:26] Voice 14: When we say it won't be realistic, we mean at some time during the year we'll have to buy that thing.

[0:26:34] Voice 14: So, you know, we'd have to go into surplus to do it or the staff would have to make some decision.

[0:26:40] Voice 14: At these price points, these aren't political decisions, right?

[0:26:45] Voice 14: Like we have a matrix associated with responsibility for purchases.

[0:26:50] Voice 14: So if something's a $3,000 thing or something like that that's needed,

[0:26:53] Voice 14: it just sort of puts the decision on us instead of being directed here we don't think that's

[0:27:00] Voice 14: probably achievable with the hardware for trustees it was 15 000 the brent proposition had it go to

[0:27:08] Voice 14: zero we propose half so that some used computers would be refurbished i guess depending on the

[0:27:17] Voice 14: changeover at trust council but inevitably some will need to be replaced and that that would be

[0:40:00] Voice 13: minutes um just to go through some things so my understanding in this year's lta tax increase is

[0:40:06] Voice 13: proposed at three percent last year's was 3.5 percent um this is the fpc approved proposed

[0:40:14] Voice 13: post budget. So the survey of this year had 1100 responses. Last year, it had 950. So it was

[0:40:21] Voice 13: relatively similar. This year, 45, or 49% chose to reduce services. And that was their recommendations

[0:40:28] Voice 13: to Trust Council. But last year, 72% supported keeping the taxes the same or increasing them.

[0:40:34] Voice 13: I don't recall us falling over each other to increase services last year, we did the same

[0:40:39] Voice 13: same thing. We hacked away at the budget, tried to pick off bits and pieces randomly. Where was

[0:40:45] Voice 13: everyone saying the 72%? 49 has suddenly become our mantra, but what happened to 72? So that's

[0:40:54] Voice 13: just in response to the survey. Some notable highlights from this budget that are going to

[0:41:00] Voice 13: be different because of the year is the one-off elections cost of $141,000. Every year, the salary

[0:41:08] Voice 13: Salary increases required for IT staff as per provincial agreements.

[0:41:14] Voice 13: Trustee remunerations increased by 2.5%.

[0:41:17] Voice 13: And I think we have to maintain trustee remuneration or increase it because some trustees don't have money or high-salary jobs.

[0:41:26] Voice 13: We actually somewhat rely on the money we receive to do the work.

[0:41:31] Voice 13: I don't know if anybody has payroll, but I do, and CBP rates jumped this year massively.

[0:41:37] Voice 13: so we do have to account for that a significant portion of administrative budget is allocated to

[0:41:44] Voice 13: expenses that are difficult if not impossible to cut look at your own internet and software

[0:41:48] Voice 13: antivirus tech hardware bills not apply that to 60 plus employees and 26 trustees while including

[0:41:54] Voice 13: tech support and the ability to manage hybrid meetings and maintain an actively updated website

[0:42:00] Voice 13: insurance has gone up twenty thousand dollars this year do we cut groundwater mapping that

[0:42:04] Voice 13: will inform our future development because the insurance has increased office office closures

[0:42:09] Voice 13: planners wait we'll have to wait in vehicles in the winter and the ferry there's no meeting place

[0:42:14] Voice 13: for our constituents this is a place that makes us available to our communities and also supports

[0:42:20] Voice 13: our staff who come here to help us as well perhaps some trustees would like a skeleton trust but this

[0:42:27] Voice 13: will not support our preserve and protect mandate or our communities with the minimal fifteen

[0:42:31] Voice 13: $15,000 to purchase new hardware for incoming trustees. I think it's required because many of

[0:42:38] Voice 13: us don't come to trust council with like fancy devices. Some people rely on a high quality

[0:42:44] Voice 13: laptop. My laptop doesn't even have sound. So like I use this, however, you guys don't like

[0:42:50] Voice 13: your laptops. I use it for every single trust meeting. Do we have to make sure that there's

[0:42:57] Voice 13: only privileged trustees that come to computers or trust council with a fancy device? Land use

[0:43:03] Voice 13: bylaws are the mechanism with which we preserve and protect our islands and communities. Bylaw

[0:43:07] Voice 13: enforcement supports these bylaws. Legal fees defend our bylaws when they've been contravened.

[0:43:12] Voice 13: Are we going to cut $600,000 that's allocated to bylaw enforcement and legal defense,

[0:43:17] Voice 13: leaving our precious bylaws, the bylaws that protect our sensitive ecosystems and shorelines,

[0:43:21] Voice 13: to fend for themselves? We see a rampant clearing of the CDF more than ever in the Gulf Islands and

[0:43:27] Voice 13: and rely on by-law enforcement and legal defense to curtail these activities.

[0:43:31] Voice 13: We're seeing higher application volume than ever before.

[0:43:35] Voice 13: Are we going to start turning away applications due to lack of staff?

[0:43:38] Voice 13: Are we going to just expect staff to do more and more without the support of the trustees

[0:43:41] Voice 13: when we're asking them to do that work?

[0:43:44] Voice 13: And what about application fees?

[0:43:46] Voice 13: What about the LTCs who haven't or won't adopt the new fees by-law?

[0:43:51] Voice 13: The trustees who knowingly are choosing to let developers off the hook

[0:43:55] Voice 13: for paying for their own planning work.

[0:43:57] Voice 13: what about those fees we're elected representatives by our communities we hear public feedback and

[0:44:03] Voice 13: then we apply that as best as we can to the project at hand in this case it's the budget

[0:44:07] Voice 13: we need to be the professionals here we need to do our homework and listen to the advice

[0:44:12] Voice 13: and recommendations from staff who work in this field and were educated in this field

[0:44:17] Voice 13: it appears many are unconvinced about the nine to thirty dollar increases we have heard from

[0:44:22] Voice 13: some trustees who have taken the time to do the math, which means this must be more of a

[0:44:27] Voice 13: principal thing. Well, my principles include protecting Galliano's groundwater. My principles

[0:44:32] Voice 13: include heritage mapping to inform rezoning proposals and DPAs. My principles include

[0:44:38] Voice 13: supporting the island's trust staff because they support me every step of the way in every action

[0:44:45] Voice 13: to take for this island. Who is responsible in the end for ensuring these islands are preserved

[0:44:52] Voice 13: and protected and that our drinking water is protected and that the health of our communities

[0:44:56] Voice 13: are protected it's us you and me and it's not free it comes with a cost and if we decide

[0:45:02] Voice 13: principally the cost is too high what do our communities stand to lose for nine to thirty

[0:45:07] Voice 13: dollars a household a year i will not be voting for any of trustee brunt's budget cuts nor will

[0:45:14] Voice 13: i be voting for any additional cut to this budget because fpc heard public comment we worked at

[0:45:19] Voice 13: cutting the budget and this is the compromise. I will not be compromising the remaining project

[0:45:24] Voice 13: work that we can accomplish for our communities and environment this term. I will not compromise

[0:45:30] Voice 13: items trust staff by asking that they do more work with less. I will not compromise the values

[0:45:35] Voice 13: of the trust to preserve and protect for the principle of a three percent tax increase when

[0:45:40] Voice 13: I believe the work we do here is of the utmost importance. We're a shining example of what

[0:45:45] Voice 13: governments could aspire to by considering the environment and all that we do. And I will not

[0:45:50] Voice 13: compromise that. Thank

And as Trustee Rockefeller said, sometimes, you know, the trust is a part-time job. And it's like a lot of islanders, we have multiple jobs. So this has been a challenge. I have contributed three sentences.

[0:46:45] Voice 1: So I'm just going to sort of do an omnibus statement, then I'll go back to lurking and voting.

[0:46:51] Voice 1: And the statement is going to begin with an apology.

[0:46:54] Voice 1: Yesterday, Dr. Trustee Morrison pointed out that I had used the word, I believe she said unethical, I used ethically and connected it to fiscally irresponsible.

[0:47:06] Voice 1: That was inappropriate and divisive.

[0:47:09] Voice 1: And I apologize for that.

[0:47:11] Voice 1: I had written down three words that started with E.

[0:47:13] Voice 1: they were equity engagement and ecological and they were underlined because they're all deficits

[0:47:18] Voice 1: and i used ethically in a way that i shouldn't have i understand having gotten to know all the

[0:47:25] Voice 1: people around this table virtually and otherwise i know everyone cares for these places i know that

[0:47:30] Voice 1: okay and we're going about it different ways but um i apologize for that usage of language

[0:47:37] Voice 1: language those deficits however are significant and the equity deficit at the trust means that

[0:47:44] Voice 1: the services that that were much mentioned yesterday are being applied in on a not equal

[0:47:51] Voice 1: unfair basis both within island communities and across different regions within the island's trust

[0:47:58] Voice 1: and local trust areas there is a has been a um the weight of applications and and the work that

[0:48:08] Voice 1: gets done at the expense of other work um means that long-term planning planning that takes care

[0:48:18] Voice 1: of the ecology of cultural heritage sites of of of the community aspects has been passed on to

[0:48:25] Voice 1: future generations we keep it gets rolled up the projects don't get done there's not staff capacity

[0:48:31] Voice 1: to do it we've seen it in the northern office this year projects move through different regions at

[0:48:35] Voice 1: different times depending on the capacity of a regional office to do that work that gets rolled

[0:48:40] Voice 1: into the surplus and it gets pushed forward you've got this big surplus there's an equity deficit

[0:48:45] Voice 1: because that long-term planning the work that takes care of the ecosystems that trustee rocket

[0:48:50] Voice 1: Rockefeller just spoke to, that takes care of the community aspects of what land use planning is

[0:48:55] Voice 1: supposed to be doing. That work has been pushed forward onto future generations for decades.

[0:49:00] Voice 1: And the costs are significant. And the costs are being borne in disproportionate ways,

[0:49:07] Voice 1: depending on your means. So the long-term planning is not being done. There's an ecological deficit

[0:49:14] Voice 1: because often the intensification of use that is endemic in those applications, that's what's

[0:49:21] Voice 1: getting done at the expense of the protection and preserve pieces of this. There's an engagement

[0:49:26] Voice 1: deficit. There has been for a very long time. And the importance of public engagement, not even

[0:49:35] Voice 1: consultation, folks, there's a huge difference between engagement and consultation. There's an

[0:49:39] Voice 1: consultation deficit with First Nations. Part of our responsibility is to do that work. The lion's

[0:49:44] Voice 1: share of it rests with the province of British Columbia. They need to step up and do a better

[0:49:48] Voice 1: our job and reform how local decisions are made and fund that and resource it adequately.

[0:49:54] Voice 1: A lot of what we're dealing with here is we fight for scraps among islands as a result

[0:49:59] Voice 1: of mismanagement at the provincial level for decades.

[0:50:03] Voice 1: And now you're seeing this budgeting, the cuts are being borne disproportionately by

[0:50:09] Voice 1: those who don't have the means sometimes to deal with them.

[0:50:11] Voice 1: The engagement deficit means that in this term, we have inconsistently implied the importance of public engagement. The Governance and Management Review had zero public engagement. It's in this budget that's presented yesterday in the afternoon, with no ability for the public to comment on it.

[0:50:35] Voice 1: yet as trustee rockefeller pointed out there's so much data out there that should be driving

[0:50:43] Voice 1: our decision making on gabriola alone we've had social needs assessment a project with 125 000

[0:50:48] Voice 1: budget the ltc was one of the partners in that read through that report and look at the needs

[0:50:54] Voice 1: assessments look at the housing needs assessments throughout the islands these islands are

[0:50:59] Voice 1: disproportionately struggling compared to other island community compared to other communities

[0:51:04] Voice 1: is either remote or otherwise so if you're making a case based on one slice of public engagement

[0:51:12] Voice 1: and cherry picking it and not doing it across the board i can't follow your decision making

[0:51:18] Voice 1: i can't follow the rationale you're making you're not using the data that's out there

[0:51:23] Voice 1: to deal with affordability yesterday i heard arguments for affordability based on property

[0:51:27] Voice 1: taxes you know what's striking to me reading through the engagement as how different it is

[0:51:34] Voice 1: than the conversations, the budget engagement specifically, how different it is in terms of

[0:51:39] Voice 1: affordability, the conversations I'm having with people in the community who are being forced to

[0:51:42] Voice 1: make decisions to leave family, to leave community, to move further away from work. These are stressors,

[0:51:48] Voice 1: folks. I don't think the property tax increase of 3% is what's driving the affordability crisis

[0:51:56] Voice 1: on this island. We need to be part of solutions. Solutions are interconnected. They're interconnected

[0:52:01] Voice 1: connected between the ecology, the community, the larger pieces and partners we're supposed to be

[0:52:05] Voice 1: coordinating with. We are passing these costs on to future generations. I will not support a single

[0:52:12] Voice 1: cut that's in this budget presented yesterday. And I absolutely support what trustee Rockefeller

[0:52:20] Voice 1: just said. That's the end of my comments. Thank you very much. And thank you for the work you've

[0:56:10] Voice 30: regional districts can provide those services better than the trust can and i don't want to

[0:56:15] Voice 30: see us having to go and hire a professional forester in the future to do this it will not

[0:56:19] Voice 30: assist hornby island and also as far as looking at water issues of course it's vitally important

[0:56:25] Voice 30: But again, I think that where we get our assistance on water is not from the trust, it's from the regional districts, it's from the water management board, it's from the Ministry of the Environment.

[0:56:35] Voice 30: And I don't really know what the trust is going to be able to do to assist us on Hornby.

[0:56:43] Voice 30: So housing, I do not know how the trust is going to support us.

[1:08:21] Trustee Busheikin: For the trust to stay the same, the budget would have to get bigger every year.

[1:08:26] Trustee Busheikin: There's cost of living and there's all the mandatory staff increases and then increases of things like insurance that are much higher than cost of living.

[1:08:35] Trustee Busheikin: So just to have steady state, our budget has to increase.

[1:08:39] Trustee Busheikin: I don't think we explain that in the questionnaire. That's for us to understand.

[1:08:45] Trustee Busheikin: Also, this is an election year. There's election expenses, there's hardware expenses, there's training expenses and there's an extra meeting.

[1:08:53] Trustee Busheikin: Those are extraordinary expenses that happen every four years. I'd like to see a set, a guideline for the budget that it will not improve or not improve, not exceed last year's numbers with the addition of the election expenses, related expenses due to training, extra meetings, hardware, and set a number there and then see how we can fill in.

[1:09:23] Trustee Busheikin: And there's some things that have been removed in the current proposed budget that I think

[1:09:27] Trustee Busheikin: would be very harmful to the trust area, and particularly, I'd say, the secretariat services.

[2:02:40] Trustee Busheikin: communities about it to help us because numerous LTCs are working on housing to actually help us.

[2:02:47] Trustee Busheikin: So it's this idea of working regionally, getting the planners out of their silos to do something that's pragmatic that will help us in our work.

[2:02:55] Trustee Busheikin: And I do think with housing, we desperately need to understand what is in our wheelhouse and what isn't, because it gets very convoluted with there's BC housing and there's federal housing money and there's what are we doing about housing?
