[0:05:13] Trustee Rogers (probable): had two trust councils we've adopted a budget we've had a governance report we've got the

[0:05:18] trust policy statement out for this third phase of engagement so let me just sort of focus on

[0:05:25] the last maybe

[0:05:27] Trustee Rogers (probable): couple of months there's been lots going on around but i'll just highlight

[0:05:34] some work by the uh the keeps conservation group and some work on related to sandy beach

[0:05:41] um uh the nature reserve there some meetings that we had on the

[0:05:47] Trustee Rogers (probable): uh on there and that the

[0:05:49] that the uh management plan for sandy sandy beach is now i don't know if it's public it's been

[0:05:55] it's

[0:05:56] Trustee Rogers (probable): been made available to a number of us so that process is is carrying on it's been sent out for

[0:06:02] um uh for review uh so i guess it is

[0:06:06] Trustee Rogers (probable): in public but it's out there we haven't seen it

[0:06:09] Trustee Rogers (probable): you haven't seen it the conservancy oh well it came to the island book uh for for uh

[0:06:15] Trustee Rogers (probable): so that's the last good i don't i don't think it's a secret that's coming so it's that process

[0:06:31] I've been working on Keats and removing derelict vehicles that have been pretty successful,

[0:06:40] I think, but getting another half dozen or so off the island.

[0:06:44] So that's been a fair amount of work, but it's been good.

[0:06:47] good uh i too went to the uh to the monday or at least i got to the end of the the 2050 consultation

[0:07:19] um there were probably 75 people there maybe a hundred um it was hard to tell because there

[0:07:26] were so many breakout rooms and not everybody was appearing on the attendees list uh some of the uh

[0:07:32] there were a lot of um familiar

[0:07:35] Trustee Rogers (probable): names and faces there but there were also some new people that

[0:07:39] Trustee Rogers (probable): were engaged in the in the uh at the process so uh it was good to hear i popped in and out of

[0:07:46] Trustee Rogers (probable): i didn't engage in the conversation because this is our opportunity to hear what people

[0:07:50] Trustee Rogers (probable): were saying as opposed to be giving any feedback or information or expressing opinion so i popped

[0:07:56] in and out of the various breakout rooms uh and uh you know conversation there were clearly some

[0:08:03] some very divergent points of view from those who think that we shouldn't be interfering with the

[0:08:10] Trustee Rogers (probable): the economic activity on the

[0:08:13] Trustee Rogers (probable): islands and should love to do what they want to those who think we

[0:08:16] Trustee Rogers (probable): aren't doing enough to to protect the environment so which is the tension that exists in a lot of

[0:08:22] the work that we do so that was good i'm going to be pleased to go tomorrow afternoon to uh the

[0:08:31] marine i think it's the

[0:08:32] Trustee Rogers (probable): marine reference guide celebration up on the sea of sky gondola

[0:08:37] Trustee Rogers (probable): marine stewardship initiative sorry the marine stewardship initiative

[0:12:37] Trustee Rogers (probable): hundreds from private property owners landowners the islands trust does not need to police private

[0:12:43] Trustee Rogers (probable): landowners on whether they wish to develop within the seven half 15 meter window the proposed future

[0:12:49] Trustee Rogers (probable): development is unsafe for whatever reason no engineer will sign off on the design which

[0:12:53] Trustee Rogers (probable): already is a requirement of a dp which is a development permit i assume problem solving

[0:12:59] Trustee Rogers (probable): without creating any tension between the ITC, LTC and landowners.

[0:13:18] areas of the Elbrass Ecological Reserve or protected areas,

[0:13:21] as well before construction of a new marine dock.

[0:13:24] The owner must obtain a marine habitat assessment report from the site

[0:19:27] Trustee Rogers (probable): regional planning committee of examining fees across the trust area to receive appropriately

[0:19:33] Trustee Rogers (probable): some criticism from people that our fees don't reflect the actual cost of delivering the service

[0:19:38] Trustee Rogers (probable): the theory was that that the fee should more accurately reflect the cost of delivering planning

[0:19:44] services on particularly bigger applications but also on all applications and solicitors

[0:19:51] an examination of that the regional planning committee has looked at at length it's been trust

[0:19:57] council it's been signed off by trust council it came to our local trust committee in october

[0:20:03] we asked that the bylaws be drafted in accordance with that with that feat with that recommendation

[0:20:08] so back before us it's not it's not like it just appears so anybody who thinks it just thinks it

[0:20:15] just appears it's not it's been it's the work of the result of a number of years of work and

[0:30:18] Voice 12: that's uh stephen's been made aware of um i didn't think anything of it because i haven't done

[0:30:35] Voice 12: the septic system to get approved which is one of the issues brought up right now has to be 100 feet

[0:30:46] Voice 12: and done and engineered and is now sitting in front of the uh scrd building department waiting

[0:30:59] Voice 12: everything and all my ducks in order like i thought i had it and then steven started asking

[0:59:48] Voice 10: the deck and also land alteration that includes a new driveway and a new location french drains

[1:00:00] Voice 10: for drainage on the site and there's a um what the applicant is referred to as a seepage field

[1:00:05] Voice 10: um kind of a stormwater drainage system um c word on the c word side um i have summarized kind of um

[1:00:17] Voice 10: the activities that are are going to be proposed have have been done and are proposed on the site

[1:00:24] Voice 10: There is a QEP report associated with it.

[1:00:29] Voice 10: There's also been a geotechnical engineer who's provided a preliminary plan for the end result of the drainage on the site.

[1:00:39] Voice 10: We have gotten some calls from folks who are concerned.

[1:00:43] Voice 10: One issue is that there is a conservancy property on the other side of Mount Ardaman Road.

[1:00:50] Voice 10: There are wetlands on that property, and the hydrology of the site is such that the wetlands on the conservancy side and this property, the groundwater interacts, you know,

[1:01:04] Voice 10: so that the water table and the hydrology of this particular site affects the hydrology of the conservancy land.

[1:01:14] Voice 10: um so there is there was some concern about whether the hydrology of this site is being

[1:01:21] Voice 10: affected such that it would down you know damage or um that impact so that's the same um there

[1:01:28] Voice 10: there was confirmation from the qep that there is a um a wetland on this property um but it hasn't

[1:01:36] Voice 10: been touched there's no there's been no excavation there's no plan for excavation of that wetland

[1:01:42] Voice 10: um it likely started out almost 100 years ago as a a livestock pond and made livestock pond but

[1:01:50] Voice 10: has over time um taken on wetland features um but again no excavation has been done and it's

[1:02:00] Voice 10: not proposed to be done the new driveway that's in um is within 30 meters of that wetland feature

[1:02:06] Voice 10: and which is why um it is subject to the dpa um so so another issue with the water on the site

[1:02:17] Voice 10: is that um there is a neighbor to the east adjacent to the east there is a a ditch that

[1:02:25] Voice 10: that basically goes along the property line out to the shore right um and that ditch has been there

[1:02:34] Voice 10: it existed before the applicants bought the property there has been water runoff from the

[1:02:42] Voice 10: site into that ditch and onto the neighbor's property we've gotten some verification from

[1:02:48] Voice 10: photos that that the water has now eroded the bank of the neighbor's property so he's been

[1:02:55] Voice 10: concerned about that as I understand it the the applicant has spoken to the to the neighbor

[1:03:03] Voice 10: The neighbor's name is Jason, and Jason and I actually talked on the phone about what's

[1:03:09] Voice 10: going on.

[1:03:10] Voice 10: But he'd also verified that the applicant has approached him with a plan to reroute

[1:03:17] Voice 10: that water back onto the applicant's property and away from Jason's property.

[1:03:24] Voice 10: And the plan that was presented to him was the plan that is now attached to the permit

[1:03:30] Voice 10: um as as the drainage plan if you will um and he was satisfied that that um if that

[1:03:38] Voice 10: plan were put in place he believes that that would would help would fix the problem and he

[1:03:43] Voice 10: was satisfied with that so i got verbal verification from him um the seepage field

[1:03:51] Voice 10: that is proposed it's um it got explained to me by the applicant and um by the geotech that it's

[1:03:58] Voice 10: it's sort of a tiered engineered system that essentially all the French drains that are

[1:04:05] Voice 10: being put in adjacent to the driveway and maybe underneath the driveway, they're all kind of

[1:04:13] Voice 10: going towards that seepage field. And it will be filtering the water as well as kind of slowing

[1:04:20] Voice 10: down the flow of the water. There is currently a French drain that has been installed from that

[1:04:26] Voice 10: that site that is meant to collect water

[1:04:30] Voice 10: and take it to the bank,

[1:04:33] Voice 10: which the water would then be flowing out

[1:04:35] Voice 10: of that French drain.

[1:04:37] Voice 10: But as I understand it,

[1:04:39] Voice 10: it actually slows down the flow of water.

[1:04:41] Voice 10: And so the trickle would be-

[1:05:46] Voice 9: heard the expression and then it was covered with some more rock and then dirt and so what

[1:05:54] Voice 9: it happened over the 20 years is that silt got inside the drain and when we checked it

[1:06:00] Voice 9: it's about two-thirds full of just silt and growth and stuff like that so

[1:06:08] Voice 9: um what we're doing is putting in like state-of-the-art french strings the difference is

[1:06:12] Voice 9: that it's uh three number three rocks a three inch rock in a bed which helps dissipate spread

[1:06:21] Voice 9: spread out the water slowly and put a gravel and then pipe, same for free pipe, but then

[1:06:29] Voice 9: gravel on top and then important thing is to silt that all the way down so we'll never

[1:06:34] Voice 9: get destructions and on top of that we'll put gravel on top so at the end it would just

[1:06:39] Voice 9: look like a gravel pathway, that's what it looked like when we moved in there, some gravel

[1:06:43] Voice 9: gravel pathways but they're actually designed to spread as much water as they can naturally

[1:06:52] Voice 9: through the whole lot as opposed to specific areas and then the new idea is bring it to

[1:07:01] Voice 9: seepage bit which is similar it's rock steeper if there's a heavy heavy rain that's what he

[1:07:08] Voice 9: talks about the specific 300 million cedular rainfall. The French drain would be active,

[1:07:16] Voice 9: more of it would make it down toward the bay instead of letting it get to the bay. It goes

[1:07:21] Voice 9: into the seepage area which is actually like 500 square feet and that would allow it to seep and

[1:07:27] Voice 9: dissipate naturally a lot of transpired field vegetation. And then the final part that already

[1:07:33] Voice 9: does exist is the old part of the original French drain that will be upgraded to the seepage control

[1:07:39] Voice 9: with the regulator. So even in the event of an atmospheric rainfall, water would collect,

[1:07:45] Voice 9: but it would only come over the sewage area toward the bank, out of the restricted flow, which he's

[1:07:51] Voice 9: concerned about.

[1:14:15] Voice 8: them had been done in the area and said it was actually an easy you know relatively easy thing

[1:14:20] Voice 8: to do and it was a great idea you know an environmentally forward kind of thing to do

[1:14:26] Voice 8: and then when i went to look um at the sunshine coast regional district and i talked to them

[1:14:32] Voice 8: they said the same thing that in most cases a development permit wasn't needed it's a building

[1:14:37] Voice 8: permit so there was some confusion because i made phone calls and so we thought we were doing

[1:14:43] Voice 8: everything right we had a septic system installed and a septic engineer took care of it he got the

[1:14:49] Voice 8: permits that were needed we sent those through to um the sunshine coast regional district we needed

[1:14:55] Voice 8: it so we really thought we were doing it right so

[1:14:59] Voice 10: they're complicated systems these things and

[1:15:02] Voice 10: there and it's complex and it involves biology and uh you know ecosystems and so they it's not

[1:15:11] Voice 9: just you know the other thing i guess that happens so we weren't intending to be running out of

[1:15:17] Voice 9: herbals but what happened is we went through first we're going to do a pre-fab for about a year

[1:15:23] Voice 9: actually price pedal inward suddenly it actually doubled and it wouldn't be available until now

[1:15:33] Voice 9: So this whole year of twice as much money, and he guesses you're about to retire, it's not like you're going to have to, you know, that makes a big difference.

[1:15:46] Voice 9: So we happened to find our local brothers and we were interested and put them in our house.

[1:15:51] Voice 9: And we learned that they go really fast, there's huge demand, because no one can get in and do the thing, no one can get any work done.

[1:16:01] Voice 9: So suddenly we came across the second one, we realized if we wanted one from our firm, which we did, and we got it, we were pretty excited.

[1:16:14] Voice 9: And so we were thinking that it was going to come sometime around late August, September and we would definitely have for building by that. So then, you know, it got longer and then it came to a face of the dilemma.

[1:16:31] Voice 9: It's got to move because it's perfect structure, not that old. So we're hoping we would have enough time so we got ready to bring it.

[1:16:51] Voice 9: so that's why we did run ahead but potentially so we've got it cited exactly where it's on showing

[1:17:01] Voice 9: the survey that we have in the deck actually shows um like the exact corners of the home

[1:17:08] Voice 9: so we didn't want to do that but it's kind of a reality that's where we are

[1:17:13] Voice 9: so it's all ready to go finishing the foundation dropping it down finishing very much okay

[2:13:32] Planner McCargar: and staff have been working with them to develop the engagement framework which was added as an

[2:13:38] Planner McCargar: addendum to this report to this agenda and we are still working with the Squamish nation trying to

[2:13:47] Planner McCargar: set up a staff to staff meeting to discuss how they would like to be engaged with the project

[2:13:54] Planner McCargar: we've one bit of information that i didn't include in the staff report just because it's

[2:14:00] Planner McCargar: been yeah we've kind of had to do it with a short timeline but we've hired a graphic

[2:14:06] Planner McCargar: designer to develop a community map of gambier the map will serve as an illustrative tool

[2:14:12] Planner McCargar: to show the different areas of Gambier.

[2:14:15] Planner McCargar: It's going to help to identify communities,

[2:14:19] Planner McCargar: camps, docks, et cetera.

[2:14:21] Planner McCargar: And we've circulated the first draft so far

[2:14:24] Planner McCargar: to the working group for comment.

[2:14:26] Planner McCargar: And so we've received some comments back.

[2:14:30] Planner McCargar: the map's going to be used as an engagement tool

[2:15:05] Planner McCargar: And it's been modeled after IAP2, which is Best Practices for Public Engagement.

[2:15:12] Planner McCargar: It's a high-level overview that outlines the values and principles for engagement as we go forward on this project.

[2:15:23] Planner McCargar: It's going to be, the engagement levels are going to be a combination of inform, consult, and involve.

[2:15:30] Planner McCargar: And the document just outlines some tools and techniques that will be used. It also outlines interested and affected parties that are specific to the Gambier community.

[2:15:43] Planner McCargar: And then the framework is going to serve as a guide for the consultant once they're hired to begin creating a more detailed engagement plan and then also to implement the engagement activities.

[2:15:56] Planner McCargar: And that's, that's my update. So if you have any questions or if Jillian if you wanted to add anything to the engagement framework.

[2:16:43] Voice 4: it's supposed to be brought on purpose. And then there's specific language dedicated to Gambier.

[2:17:36] Voice 10: was very limited which then the challenge of how best to engage was part of of what we saw so this

[2:17:46] Voice 10: is where the idea of the map came up I'm also hoping to work with Marlis and Jillian to have

[2:17:53] Voice 10: a physical map created that is companion to our neighborhood community friendly map and that will

[2:18:00] Voice 10: will include other things that the working group also suggested which was elevation indicators

[2:18:08] Voice 10: names of all streams the main streams eelgrass all the physical attributes and again trying to

[2:18:17] Voice 10: think of how the community with the challenges of being so isolated from each other could view

[2:18:24] Voice 10: the island as a whole so i think that's been quite valuable one of the challenges i think is

[2:18:29] Voice 10: because we don't have the discussion papers and we understood that is I think sometimes the working

[2:18:36] Voice 10: group thinks they're a group without a purpose right now they're trying to say well we don't

[2:18:42] Voice 10: really know what the engagement will be until we see you know how many of those topics can be

[2:18:48] Voice 10: how they're going to be framed then that will better inform how they move forward and we have

[2:18:54] Voice 10: have lost one member and that was you know honestly that was part of the reason but they

[2:43:11] Voice 10: speaking to conservancies about how to get access to them,

[2:43:19] Voice 10: what they're expecting

[2:43:22] Voice 10: and just a bit of what went on with the staff.

[2:43:28] Voice 10: And it was very interesting.

[2:43:30] Voice 10: it was very valuable and this Squamish Connect is what they expect but they're also looking for as much data as they can.

[2:43:38] Voice 10: They have asked that they use the Marine Stewardship Initiative data.

[2:43:46] Voice 10: That seems to be what's working best for them to layer that information up

[2:43:50] Voice 10: so that that's their one stop that they can see where everything connects, at least for the water.

[2:43:57] Voice 10: um they re-emphasized the importance of the atomeo which is their giraffe vision

[2:44:09] Voice 10: and we do happen to have a copy of that i've sent more or less a copy as well

[2:44:17] Voice 10: um but one of the things that did come out was speaking to one of staff aaron and he actually

[2:44:24] Voice 10: lives on Bowen, that was his last name, he was on Gambier doing some research for the logging

[2:44:32] Voice 10: outfit that we have, the active loggers. And the loggers, they were going up the creek

[2:44:41] Voice 10: and the archaeologists that attended, they have loggers there, found two artifacts and

[2:44:48] Voice 10: one of the loggers themselves within another few minutes found a third artifact within that

[2:44:53] Voice 10: clear area where they're logging. Part of this, the importance of this is they really don't have an

[2:45:00] Voice 10: idea of what is in the interior of these islands. It's Gambier being sort of at the top of the pile

[2:45:06] Voice 10: right now. So I think we're going to see more interaction because they were amazed at how

[2:45:13] Voice 10: quickly they were finding stuff. And so I think hopefully we will find some more interaction

[2:45:22] Voice 10: action based on some of their recent ones and the fact there's the six staff I think four of them

[2:46:30] Voice 10: for us this last week was that we were introduced by the new Flynnward, the new land stewardship

[2:46:41] Voice 10: they introduced a project that they are undergoing, which is a coastal marine

[2:46:47] Voice 10: strategy, which I think is very exciting and which they pointed out, you know, they started

[2:46:53] Voice 10: out their presentation saying BC is the only um you know prevent province in Canada that doesn't

[2:47:01] Voice 10: have a coastal strategy and the only one on the west coast in North America you know um so this

[2:54:57] Voice 10: I was reading the board newsletter from the Metro Vancouver.

[2:55:03] Voice 10: regional district board and one of the things in there was how their uh sewerage drainage functions

[2:55:13] Voice 10: are having to uh are having to make changes because of these atmospheric rivers

[2:55:19] Voice 10: yeah and uh and how it's putting such stress on the old infrastructure and just on the capacity

[2:55:26] Voice 10: of the water all coming in all at once and there's always uh infiltration into those systems of

[2:55:33] Voice 10: storm water goes in to the different kinds of drainage systems and anyway very challenging so

[2:55:41] Voice 10: i think we'll have that on our islands too we just probably don't have a way to measure it

[2:55:45] Voice 10: i should

[2:55:51] Trustee Rogers (probable): say just i think both trustee stamford and i mentioned what's called the meeting we were

[2:55:58] Trustee Rogers (probable): at last night which is the intercom for the sunshine coast intercom mental meeting which

[2:56:10] Trustee Rogers (probable): very very cooperative collegial uh lots of really good discussion very focused i

[2:56:22] Trustee Rogers (probable): uh anyway she was excellent uh she just was just anyway but then allow the discussion when it was

[2:56:36] Trustee Rogers (probable): uh about exactly what you're talking about which was about the fact that the infrastructure can't

[2:56:42] Trustee Rogers (probable): keep up with the the climate change storms and how they need to replace a bunch of their pipes

[2:56:48] Trustee Rogers (probable): and they and they there's quite a big discussion about build back better if a 24-inch pipe did

[2:56:54] Trustee Rogers (probable): before you better put a 30 inch pipe in now um and i was thinking of our roads on the islands

[2:57:00] Trustee Rogers (probable): and we're getting exactly the same infrastructure we've had for 35 years and it can't keep up with

[2:57:07] Trustee Rogers (probable): these storms the the ditches are not deep enough the culverts are not big enough and so we get

[2:57:13] Trustee Rogers (probable): runoff damage all the time i'm working on a uh on a project with people on keats to try and

[2:57:22] Trustee Rogers (probable): and ameliorate some of the damage

[2:57:24] Trustee Rogers (probable): going down to West Beach,

[2:57:26] Trustee Rogers (probable): which is one of the big beaches on Keats,

[2:57:28] because the runoff is getting

[2:57:31] Trustee Rogers (probable): so severe

[2:57:32] Trustee Rogers (probable): and we need to find a better structure to be able to do.

[2:57:36] Trustee Rogers (probable): I was thinking about it when the Brown Ridges were here

[2:57:39] Trustee Rogers (probable): about putting in a filtration field that would slow

[2:57:41] Trustee Rogers (probable): the water, and that's sort of what we're talking about.

[2:57:44] Trustee Rogers (probable): The other thing that came up during that meeting

[2:57:47] Trustee Rogers (probable): was um uh is that the srd is going to do a complete revision of their emergency response

[2:57:54] Trustee Rogers (probable): plans and i told them they really need to keep the islands on in that plan and have developed

[2:58:01] Trustee Rogers (probable): a plan for remote because climate change is plays out in the summer with forest fires and

[2:58:07] Trustee Rogers (probable): we need to have a way to get off the islands and

[2:58:09] Trustee Rogers (probable): they don't

[2:58:11] Trustee Rogers (probable): have any uh for gambier keats

[2:58:14] Trustee Rogers (probable): Thornby, any of those islands. So I made a point of saying be bitter when you're doing this.

[2:58:20] Trustee Rogers (probable): Include the islands because what do we do if there's a fire on one of our islands?

[2:58:25] Trustee Rogers (probable): So it plays out it's with fire in the summer and storms and water erosion and runoff in the winter

[2:58:32] Trustee Rogers (probable): and there's other things of course with dieback with cedars and yadda yadda yadda.

[2:58:36] Trustee Rogers (probable): we can live we

[2:58:37] Voice 11: can die

[2:58:38] Trustee Rogers (probable): often different and invasive species i didn't realize but the

[2:58:43] Trustee Rogers (probable): invasive species are probably it sounds like a big issue because of climate change they're

[2:58:48] Trustee Rogers (probable): growing more rapidly and taking over more places anyway there are lots of issues

[2:58:51] Trustee Rogers (probable): yeah but they're

[2:58:53] Voice 3: working on it

[2:58:53] Trustee Rogers (probable): they're conscious of it and they're putting in specific plans and

[2:58:56] Trustee Rogers (probable): working groups to try and develop strategies to deal with all of these things which is encouraging

[2:59:01] Voice 10: very good. Okay. Thanks. This is just sort of 12.2 is where we get to our shoreline briefing. This is the page 98, the shoreline protection model bylaw report slash discussion paper. And I wonder who's going to speak to this one. Heather?

[2:59:26] Voice 10: I can say a few things about it, just that this was a project, it was a Regional Planning Committee project, one of the strategic plan projects.

[2:59:37] Voice 10: I think originally it was designed to create a model by law, shoreline by law, but they didn't quite get there.

[2:59:45] Voice 10: So I think it speaks generally to different options.

[2:59:51] Voice 10: yeah yeah thank you yeah i'm fine with it being a discussion paper and

[2:59:55] Voice 10: it's got some good information in it and uh over to you

[3:00:00] Voice 10: well um we being one of the questions that came up at the working group meeting was what is the

[3:00:07] Voice 10: discussion paper and the expectation level of um what one person thinks it is versus another

[3:00:14] Voice 10: uh this to me is a discussion paper uh perfectly and it actually covers more topics that we want

[3:00:21] Voice 10: want to talk about it. So I'm glad that this be added to the

[3:00:27] Voice 10: camera and target OCP review process, because this was

[3:00:32] Voice 10: wonderful. And I think it would be really helpful to them

[3:00:37] Voice 10: provide options coming out of this once people are aware of

[3:00:42] Voice 10: the breadth of issues that you take into consideration when

[3:00:47] Voice 10: in developing victory systems so i do i need a motion no no um although i i would like some

[3:00:59] Voice 10: clarity um you know staff um part of our work plan is to develop a shoreline uh discussion paper for

[3:01:08] Voice 10: the ocp project um so i'm hearing what you're saying is let's make let's integrate this into

[3:01:16] Voice 10: to our project um as an information piece and maybe thinking that off a bit in terms of providing

[3:01:23] Voice 10: more specific information about cameras yeah that like i think this is a discussion paper yeah of

[3:01:31] Voice 10: itself and then there would be yeah a detailed so now you've got the information here's how it could

[3:01:39] Voice 10: apply um in various ways to him okay so do you need a motion to refer this to that project or

[3:01:48] Voice 10: no i don't think so no okay it's a useful tool that we've been developing in-house anyway

[3:02:27] Voice 10: a discussion paper template that we sort of use um across the trust and you you all may have seen

[3:02:34] Voice 10: different versions of that but um but we don't really have a template and so to the extent that

[3:02:40] Voice 10: we can get feedback on that or suggestions if you like this template it might be good to have a

[3:02:45] Voice 10: lighter discussion yeah i mean i just i liked it that was my idea when i you know i'm not really

[3:02:53] Voice 10: understanding exactly through one of these processes before was when you said discussion

[3:02:58] Voice 10: paper here's some of the problems here's some of the going forward future challenges here's what

[3:03:07] Voice 10: what other islands have done here's where your regulations are right now this is where they

[3:03:12] Voice 10: could go to um you know these are the tools we have in order to support changes to you know those

[3:03:21] Voice 10: kinds of things i felt this answered then i have a specific question on page 131 page 33 of this

[3:03:30] Voice 10: discussion paper is both a description of gambier island local trust committee and keats island do

[3:03:37] Voice 10: have any uh are those okay or do you want staff to make changes to those for this project i didn't

[3:03:46] Voice 10: notice if it referred specifically

[3:06:29] Trustee Rogers (probable): where we're at i just wanted to relate to um although i've done this by email to my communities

[3:06:35] Trustee Rogers (probable): communities that um uh thank you to to both Gambier and Keats in particular uh for responding

[3:06:44] Trustee Rogers (probable): very quickly to a request for uh uh emails board letters to the SCRD um we caught an

[3:06:54] interesting note from one of the directors from the SCRD saying this they had been so

[3:07:01] So they have been overwhelmed with emails and it garnered

[3:07:05] Trustee Rogers (probable): even more support than for playing fields, which she said, which is going some because that's what they get a lot of their emails.

[3:07:12] Trustee Rogers (probable): So I think there had been a tremendous response. I don't know the actual number over 300 from and I know a bunch of people on Keech wrote, but I'm guessing there were more even than from Gambier.

[3:07:24] Trustee Rogers (probable): so they got a lot and uh so as a result the srd has put the first first uh uh stage in place to

[3:07:32] Trustee Rogers (probable): agree to uh the funding and look for the funding to do this so i just wanted to say i know that

[3:07:38] Trustee Rogers (probable): trustee stanford's uh more directly in contact with the people who are driving this i think

[3:07:43] Trustee Rogers (probable): there's at least one person from keys who's put up his hand he'll offer to be of assistance

[3:08:44] Voice 10: rural and 115 indigenous communities to have high speed connectivity by 2027 and so um there's a

[3:08:54] Voice 10: variety of different granting pools i've got a whole deck they call it a deck with this particular

[3:09:01] Voice 10: group of information of what what their ambitions are and how they're going to get there and some

[3:09:08] Voice 10: of the challenges so it was mainly a staff from all parts of the province um but a few elected

[3:09:16] Voice 10: people um calling from everywhere just talking about the challenges they have and rather than

[3:09:22] Voice 10: trying to deal with it oh bc is connected because 90 of the people are connected it was looking at

[3:09:28] Voice 10: it very much reach by reaching and acknowledging some of the very specific challenges so it's kind

[3:09:36] Voice 10: of exciting to be part of it um but i also think we need to keep on top of how this funding works

[3:09:42] Voice 10: and make sure that whoever's doing this and i will send this to dean because he was not on the

[3:09:49] Voice 10: meeting um and make sure that they know how much money is being pushed out there to get this stuff

[3:11:15] about 20 25 minute presentation on stress conservancy um our board had a very difficult

[3:11:24] uh job we had to um learn how to manage

[3:11:31] Voice 10: we will be reporting out to that at our next meeting um and there was there's been a request

[3:11:39] Voice 10: for coordinating research for climate change research being done on Salt Spring Island and

[3:11:47] Voice 10: Gabriela and that's done through a lab at UBC so I intended to

[3:11:57] Voice 10: UBC that's I think Tara has spoken at Trust Castle they

[3:12:04] Voice 10: are doing some recent climate change

[3:12:07] Voice 10: to research they've asked to do on some of our properties salt spring and gabriel and that will

[3:12:17] Voice 10: be long-term research to see the impacts um i attended species at risk workshop uh hosted by

[3:12:25] Voice 10: our sarah coordinator when we try rail and trustee fast was also in attendance and fascinating work

[3:12:34] Voice 10: that's being done across the Salish Sea. Lots of scientists that get little or no money,

[3:12:41] Voice 10: and also a lot of citizen science work. It's amazing how much is getting done. And that was

[3:12:46] Voice 10: our keynote speaker, Ruth Simons of the Elkhartsham House Sound Biosphere for that.

[3:12:55] Voice 10: And then on Tuesday, I attended the House Sound Conservation Network

[3:12:59] Voice 10: work at Squamish Nation totem hall and lots of good stuff coming out of there and unfortunately

[3:13:08] Voice 10: I will not be attending tomorrow it's on the sea to sky gondola and that will be a reference or

[3:13:15] Voice 10: marine stewardship initiative data guide celebration lots going on lots going on and if

fees across the Trust Area; fees should accurately reflect demand on planning services.

9. APPLICATIONS, REFERRALS AND BYLAWS 
9.1 GM-SUB-2019.1 (Atchison & Johansen – 650 Dulcie Rd, Gambier Island) 
Planner Baugh discussed a referral from the Ministry of Transportation and 
Infrastructure (MoTI) regarding an application for a two-lot subdivision. Planning staff 
explained that the 10% lot frontage provisions would not be met and that an exemption 
would be required. Staff recommended approval, as it was a panhandle lot. 
Trustee Stamford commented that “Island Trust Fund” listed on the form on page 41 
should be changed to “Islands Trust Conservancy”. 
Chair Fast identified a typographical error on page 32, line 2, under “Issues and 
Opportunities”: this should read “Gambier” not “Hornby”. 
Points from discussion: 
 It is quite an undeveloped part of the southwest peninsula; 
 It looks like it fits with the lot next to it; 
 Do not have an issue with this. 
GM-2022-012

that, as per Local Government Act Section 512(2), the Gambier Island Local Trust 
Committee exempt the “Proposed Lot B” in the subdivision layout plan for GM-SUB-
2019.1 from meeting the Gambier Island Land Use Bylaw regulation 8.6(1), the 
minimum 10% lot frontage on a highway requirement.

Planner Baugh discussed the staff report on a variance application to relax the following 
setbacks to existing buildings and structures: 
 the setback from the natural boundary of a watercourse for a deck from 15 metres 
to 7 metres; 
 the setback from the natural boundary of a watercourse for a shed from 15 metres 
to 6 metres; 
 the minimum elevation above the natural boundary of the pond from 1.5 metres to 
1.07 metres; 
 the setback from the front lot line for an accessory building from 7.5 metres to 
5.456 metres; 
 the setback from the front lot line for a shed from 7.5 metres to 6.544 metres; and 
the setback from the exterior side lot line for an accessory building from 4.5 metres 
to 3.034 metres.

Staff advised that new information was received the previous day regarding two 
structures on the property not shown on the survey, and recommended that discussion 
of the application be postponed to give staff the opportunity to review the missing 
items. Comments had been received from two members of the pubic in support of the 
application, and a phone call was received from two members of the public concerned 
about the work done before a permit was issued. 
The applicant provided background on the application: clearing work done for previous 
owners, thus not aware of need for permit; pond is man-made, not natural, so did not 
think a variance was needed; a measurement was conducted from a pin, which turned 
out to be inside the property line; septic was approved and engineered, and information 
was passed to previous planner. 
Concerns expressed by trustees included: 
 There is no information about the layout of the septic system. 
 Do not have a clear idea of what is on the property and where it is situated. 
 Postpone this item to after a site visit. Give staff time to assemble information. 
 This is not about merits of the application; it is about process. New information was 
received yesterday. 
GM-2022-013

that the Gambier Island Local Trust Committee postpone GM-DVP-2021.8 to the next 
Local Trust Committee meeting to allow for future reporting by staff; and that a site visit 
has been conducted by staff.

9.3 GM-DP-2021.3 (Atchison – 507 Shawanabe Road, Gambier Island) 
Planner Baugh discussed the staff report on a Development Permit application being 
sought retroactively for development activities that had occurred within Development 
Permit Area 3 (DPA 3) – Riparian Areas, and for proposed development activities. As 
new information was recently received, staff recommended postponement of the LTC 
decision, as the draft DVP had assumed some of the variances were granted. 
Trustees and staff discussed the relatedness of this Development Permit application to 
the accompanying Development Variance Permit application (item 9.2), and whether a 
decision could be made on the Development Permit at this time. 
 A DP and DVP serve different purposes; referrals are not required for a DP. 
 Confidence in the environmental assessment statements regarding Riparian Areas. 
 A new site plan would be needed if the variances were not granted. Structures may 
need to be moved or removed. There is new information about a bridge across a 
ditch, and that a septic system had been already installed. 
 If structures need to be removed, then there would be soil disturbance. Concern 
about septic in soils.

9.4 GM-DP-2021.5 (Brownridge – 1694 Mt. Artaban Road, Gambier Island) 
The Regional Planning Manager discussed an application for a development permit on a 
property subject to Development Permit Area 2 (Brigade Bay) and Development Permit 
Area 3 (Riparian Areas), for activities that had occurred and that were proposed to 
occur. Proposed construction included a new residence with deck and an aluminum 
storage building. Land alteration included: new driveway in new location; diversion of 
existing drainage way; installation of French drains; installation of septic system; 
installation of on-site storm water filtration system; pathway to foreshore from top of 
bank. Staff recommended approval of the DP subject to mitigation measures identified 
in the draft permit schedules. 
The Regional Planning Manager noted there is a Conservancy property across the road; 
the hydrology of that property and the subject lot interact. A concern was that land 
alteration had increased the flow of water draining from the Conservancy wetland. A 
Qualified Environmental Professional (QEP) confirmed there is an untouched wetland on 
the subject property. 
The new driveway is within 30 m of wetland and subject to a DPA. Water running off 
from a ditch that runs along the property line of the site had raised issues for the 
adjacent neighbour to the east; it had now eroded the bank of the neighbour’s property. 
The applicant had spoken to the neighbour who was satisfied with the applicant’s plan 
to reroute the water. 
The applicant described French drains and the plans for their use. There had been some 
excavation already. The DVP was needed to do land alterations; the sooner that could 
happen, the sooner the applicant could get excess water off the property. 
The applicants explained, regarding work done prior to application, they had looked at 
the property for a long time and had spoken to a planner. Their understanding was a 
building permit was needed, not development permit. They thought moving the cottage 
was an environmentally good thing to do. SCRD had indicated to the applicants that in 
most cases a development permit was not needed. The applicants had a septic system 
installed by a professional; they got permits regarding the septic system, and thought 
they were doing it right. They were not intending to go ahead without approvals. 
Challenges in timing and costs were discussed. 
Points from trustee discussion included: 
 There were a lot of concerns about the flow of water in this area; QEP report 
clarified direction water is flowing; that has been useful.  
 Concerned that so much was done prior to application; got several calls about this 
property and the activity. 
 There seems to be confusion about how permitting is done.

10. LOCAL TRUST COMMITTEE PROJECTS 
10.1 Gambier Island Official Community Plan and Land Use Bylaw Targeted Review Project  
Island Planner McCargar reviewed the staff report regarding an update on the Gambier 
Island Official Community Plan and Land Use Bylaw Targeted Review Project. The 
updated project charter reflected a revised timeline. There had been some delays due 
to staff turnover and lack of success in hiring a consultant for phase one of the project; 
the project is now entering phase two. 
Engagement Specialist Nicol was assigned to the project. Two Working Group meetings 
were held over Zoom. Staff worked with them to develop an engagement framework. 
Staff is working with staff of the Squamish First Nation to see how they would like to be 
engaged in the project. 
A graphic designer was recruited to develop a community map, an illustrative 
engagement tool to identify communities, places of interest, and so on, to show where 
everything is located. The first draft was sent to the Working Group (WG). Once 
completed, it will be used as an engagement tool. Trustee Stamford had been 
instrumental in helping move this forward. 
Engagement Specialist Nicol announced she worked to develop the engagement 
framework with the Working Group. The document outlines tools, techniques, and

affected parties in the Gambier community, and serves as a tool for a consultant in 
developing the engagement activities plan. 
Trustee Stamford reported the Working Group has some members that have been on 
the island for sixty years, and others a year. Membership spanned different parts of the 
island. In addition to the illustrative community map, the Working Group suggested 
creating a physical map of Gambier including elevation indicators, names of main 
streams, eelgrass, and other physical attributes. The trustee appreciated the fast work 
of staff in getting the map up and running. A challenge was that the WG did not have 
the discussion papers as planned. 
The Island Planner indicated she would be putting out an RFP for consultants to help 
with Phase 2, hoping to have someone in place in April. 
GM-2022-018

that the Gambier Island Local Trust Committee endorse the Gambier Island Official 
Community Plan and Land Use Bylaw Targeted Review Project Charter, dated October 
14, 2021, as amended.

10.2 Keats Island Shoreline Protection Project  
The Regional Planning Manager reported that after First Reading was received for 
Proposed Bylaw Nos. 153 and 154, the bylaws were referred. Correspondence had been 
received from the Squamish Nation with the following recommendations and request: 
 Include language addressing archaeological concerns, specifically in the event of 
ground disturbance through construction or maintenance in the shoreline zone; 
 Use stronger language in guidelines around dock construction near eelgrass and 
kelp beds; 
 Use stronger language regarding mooring buoys to prevent unnecessary damage to 
eelgrass habitat; 
 Provide rationale regarding coastal setback of buildings of 7.5 metres; recommend 
considering original proposed setback of 15 metres. 
Trustee Rogers remarked that some recommendations from the Squamish Nation were 
contrary to what the LTC heard from the community last summer and fall. All of the 
Squamish Nation points were consistent with discussions occurring in many places. The 
trustee commented on his interest in having a discussion about how the LTC would 
engage with the Squamish and explain the dynamic that lead to First Reading of the 
bylaws. The community had provided feedback that the 15-metre setback from the sea 
was not workable when lots are only 80 feet deep – unworkable for a number of lots. In 
the discussion around mooring buoys, it had been decided what had been proposed in

the original draft bylaw was a restriction that could not be enforced and that an 
educational approach would be considered. 
Trustee Rogers proposed arranging a meeting with the Squamish Nation to discuss the 
proposed bylaws and the feedback from the Keats Island community.

that the Gambier Island Local Trust Committee request staff to work with Trustee 
Rogers to arrange a joint discussion with the Squamish Nation regarding the Nation’s 
referral response to the Keats Island Foreshore Protection Bylaws to enhance 
understanding of that response and the development and amendments of the current 
draft of the bylaws.

Trustees discussed the process of follow-up on the Nation’s referral response. In the 
event a meeting was not workable, a written response could be considered. In light of 
concerns mentioned previously (in item 6) about the removal from the agenda of the 
staff report on this item, Trustee Rogers announced he would report out to the 
community with an update. He had advised the writer of the email that the LTC was not 
dealing with the specific recommendations in the staff report at this point.

11.1 Email dated March 3, 2022 - Greetings from the BC Electoral Boundaries Commission 
The email of March 3, 2022 from the BC Electoral Boundaries Commission regarding BC 
Electoral District boundaries was received for information. 
12. NEW BUSINESS 
12.1 Climate Change Mitigation and Adaptation 
Chair Fast announced that at the Ocean Watch Action Committee there was a request 
for a workshop on what communities are doing about shoreline protection and sea level 
rise, regarding climate change mitigation and adaptation. Chair Fast noted she had 
indicated an interest in participating and planned to participate as workshop facilitator 
and on a climate leadership steering committee. 
Chair Fast remarked she had read the Metro Vancouver Board newsletter recently; it 
indicated their sewer drainage functions have had to make changes because of the 
impact of atmospheric rivers on storm water drainage systems. 
Trustee Rogers noted the SCRD was doing a revision of emergency response plans; he 
had told them they needed to keep the islands involved with these plans. SCRD does not 
have any plans for Gambier, Keats, or Thormanby; the trustee told the SCRD they need 
to include: fire in summer, erosion runoff, and dieback of cedars in summers. They are 
working on it.

12.2 Shoreline Briefing – Shoreline Protection Model Bylaw Report 
The Regional Planning Manager introduced the Shoreline Protection Model Bylaw 
Report, developed by the Regional Planning Committee, which undertook “a review of 
official community plan and land use bylaw provisions for shoreline protection in the 
Islands Trust Area as well as examples from outside the Islands Trust Area, and provides 
recommendations for local trust committees and Bowen Island Municipality to consider 
when developing new, or updating existing shoreline policies and regulations.” 
Discussion ensued. Trustee Stamford considered the report an excellent example of a 
discussion paper, and recommended that it be forwarded to the Gambier Island OCP 
Targeted Bylaw Review process. 
12.3 High Speed Internet – Gambier and Keats Islands – for discussion 
Trustee Rogers extended thanks to Gambier and Keats islanders for responding quickly 
to the request to forward emails to the SCRD concerning high speed Internet. A note 
from the SCRD Area F Director indicated the SCRD had been overwhelmed with emails 
of support for high speed internet. The SCRD now has initiated a process to obtain 
funding to move forward on this. 
Trustee Stamford attended a Zoom meeting the previous day with the Ministry of Social 
Services outlining their latest initiatives for funding for BC’s rural and indigenous 
communities to have high speed internet by 2027.

Trust Conservancy Chair Stamford reported on activities of Islands Trust Conservancy:

Trustee is in the process of signing off on a couple of exciting covenants and land 
transfers that ITC hopes to announce soon

Presented to the Canadian Parks Collective Leadership Initiatives and Leadership 
conference for the ITC 

 
The Board had the difficult job of how to manage a bequest of $100,000. 

 
There was a request for coordinating research Climate Change Research Approval, 
McFadden Creek (Salt Spring) & Elder Cedar (Gabriola) 

 
Attended Species at Risk Workshop via zoom hosted by ITC’s SARA Coordinator 
Wendy Tyrell.  This was an all day event that highlighted scientific and volunteer 
work being done across the Salish Sea.  The Biosphere was the keynote speaker. 

 
Attended the Howe Sound Conservation Network at the Squamish Nation Totem 
Hall with several of the Rights and Title Staff. 

 
There are now 111 protected properties in Islands Trust; about seventy have 
conservation covenants.
