[0:00:08] Voice 2: Certainly, it's been an interesting springtime.

[0:00:12] Voice 2: And I mentioned that because of the abundance of camas that is not only on my property,

[0:00:19] Voice 2: but also I observed yesterday while in Victoria, which was a food staple for Coast Salish people.

[0:00:25] Voice 2: And it's remarkable after a number of quite warm, short springs that there's a real abundance of camas in the ecosystem, so to speak, as well as an abundance of some of the wildflowers that we see in the forests.

[0:00:44] Voice 2: And that's a real pleasure to see that they're hardy enough to survive, have survived climate change, at least until 2022. And let's hope that that continues on.

[0:02:47] Voice 2: um so uh adoption of the sorry in may so uh now we have before us the adoption of the may 4th

[0:04:06] Voice 14: staff to process the applications uh so it's before you for a consideration it's an administrative

[0:04:12] Voice 14: administrative bylaw, so it's deemed to be consistent

[0:04:16] Voice 14: with the island's trust policy statement.

[0:04:43] Trustee Fast: It sets it up so that a survey is needed if the applied for construction or development

[0:04:57] Trustee Fast: is within, I believe it's one meter of the setback.

[0:05:02] Trustee Fast: So it's a beginning of getting surveys for some of these applications that tend to come

[0:05:10] Trustee Fast: in as rough sketches and take staff a long time to work with the applicant and figure out um

[0:05:17] Trustee Fast: to complete the application and so uh i support um this motion and i'd like to move

[0:05:25] Trustee Fast: uh that the islands trust executive committee approved hornby island local trust committee

[0:05:29] Trustee Fast: bylaw number 168 cited as hornby island local trust committee citing a new permit bylaw 168

[0:09:27] Voice 9: Certainly staff are all available for the rest of the day.

[0:09:39] Voice 9: Turning to the fuel, well-worn in some areas.

[0:09:43] Voice 9: Item two around forest protection,

[0:09:48] Voice 9: there has been nothing of significance

[0:09:51] Voice 9: that's developed since the last time

[0:09:54] Voice 9: I reported to you at EC.

[0:09:56] Voice 9: I do note we're in a cycle where my comments

[0:10:01] Voice 9: and reports to you at your last EC

[0:10:04] Voice 9: see were picked up in the in the online world as they should be people listening and and considering

[0:10:11] Voice 9: and there is some letters um there's a letter that's come in um that has likely gone to the

[0:10:15] Voice 9: minister around forest protection so referencing that so while i'm working with staff um to the

[0:10:22] Voice 9: degree that uh um we're progressing certainly the minister's getting some notes um post 2050

[0:10:28] Voice 9: 50 um us out in the communities around forest engagement and a perspective of what would the

[0:10:35] Voice 9: role of trust be so you may or may not receive communication like that but there is some out

[0:10:40] Voice 9: there right now um i'll go through um item three i'm i am working in that report certainly looking

[0:10:49] Voice 9: uh that's the uh um the governance report and trying to provide some context by which

[0:10:55] Voice 9: a trust council can ably have a conversation uh looking at the terms of reference that was

[0:11:00] Voice 9: provided by the consultants group in that overnight situation and thinking there may

[0:11:05] Voice 9: be some an opportunity for some refinement of that which um i would potentially offer

[0:11:11] Voice 9: as part of that overview so that work is underway and i have spoken um you know also in here there

[0:11:20] Voice 9: There is, Chair Luckham got a request from Chief Ripple

[0:11:27] Voice 9: of the Comox First Nations with regards

[0:11:29] Voice 9: to the Guardian Watchman Program for some funding.

[0:11:32] Voice 9: We've been back and forth with the nation

[0:11:34] Voice 9: and we've come to an understanding

[0:11:37] Voice 9: that we don't really have a funding mechanism

[0:11:39] Voice 9: that would satisfy that request,

[0:11:41] Voice 9: but they have interest in some other projects

[0:11:44] Voice 9: and we've been underway having conversations with them

[0:11:48] Voice 9: um and that fits more easily under the cultural heritage um grant application program we have

[0:11:54] Voice 9: the islands trust that communication is being made and emails being sent komox band and um

[0:12:00] Voice 9: in speaking with mr boychuk he indicated that the chair doesn't need to directly write back

[0:12:06] Voice 9: to chief ronco at this point and that our communications um are are satisfied that

[0:12:11] Voice 9: request so um i can certainly ccu that email chair locke so that you're in the loop but uh

[0:12:17] Voice 9: they don't feel that further communication is needed on that.

[0:12:20] Voice 9: We put them together with Claire Frazier,

[0:12:24] Voice 9: and she's going to work with Mr. Boychuk

[0:12:27] on

[0:12:27] Voice 9: providing an application if they have interest.

[0:12:31] Voice 9: Other than that, that's my fuel report.

[0:12:34] Voice 9: I'm happy to say it's only four items.

[0:12:37] Voice 9: And I would then move on if there aren't any other questions.

[0:12:49] Voice 2: no so um i'll just note and uh thank you for the your work on item three there um as you will have

[0:12:57] Voice 2: noted we have a letter from the gulf island alliance um endorsing um this uh process that

[0:13:04] Voice 2: we've started here so um thank you very much for your work on that and um why don't you go to your

[0:13:09] Voice 2: director's report okay

[0:13:11] Voice 9: well a few things to pass on the first is uh that it's no secret that there

[0:13:15] Voice 9: There is potential job action with regards to the BCGEU throughout the province.

[0:13:23] Voice 9: Nothing I'm going to say here is in camera.

[0:13:27] Voice 9: I can tell you that the management group is sat in, and if we end up in the unfortunate circumstances of some sort of labour action,

[0:13:37] Voice 9: the management group is prioritising what tasks can be maintained, just for business continuity's sake.

[0:13:44] Voice 9: My understanding is the timing of BCGEU and then working with

[0:13:51] Voice 9: the employees and their representatives is it's going to be on the arc of at least a month before

[0:13:58] Voice 9: there's some certainty associated with this I expect so I'll keep you informed as we move through

[0:14:04] Voice 9: this process. A lot of my time right now is dealing with LTC matters but I wouldn't say

[0:14:14] Voice 9: have spilled over but um that uh aren't easily dealt with in the ltc level and perhaps i need

[0:14:19] Voice 9: some um assistance for myself uh and uh other other parts of the management team you know um

[0:14:28] the uh the

[0:14:28] Voice 9: certain self-power communications um issue on salt spring island and also um we've got

[0:14:36] Voice 9: uh bylaw 308 on gabriela and um with a referral from the sunemu and i would request an opportunity

[0:14:46] Voice 9: to speak with uh trustee rogers and perhaps chair luckham as um a consideration of a response back

[0:14:54] Voice 9: to the nation is made so perhaps we can organize that for labor this week i can offer you some

[0:14:59] Voice 9: insights or uh in terms of that this obviously isn't a it's not an ec matter at this point but

[0:15:05] Voice 9: this is just an opportunity for me to get you both on the screen and say um maybe a

[0:15:09] Voice 9: quick conversation would be of value um we continue with both the uh the local planning

[0:15:15] Voice 9: service and the administrative review processes here at the islands trust there's some momentum

[0:15:19] Voice 9: to wanting to start the new term with um much of this work that we've been undertaking over

[0:15:25] Voice 9: the last couple of years to get it as full as we possibly can to move forward i know that a

[0:15:29] Voice 9: regional planning committee um a policy was brought forward around the prioritization of

[0:15:35] Voice 9: work programs um i'm looking forward to that uh um some resolution or some thinking from

[0:15:41] Voice 9: a trust council around that so that we can move forward to see whether that's um going to be

[0:15:47] Voice 9: an acceptable means of addressing some of our long-term challenges around

[0:15:53] Voice 9: essentially having projects of beyond the capacity organization to take on a sustained basis

[0:15:57] Voice 9: Mayor Mrakas, I'll be following up with staff to see how that conversation went.

[0:16:04] Voice 9: And I would say that is substantially it Mr. Chair, anything else that respond to any questions

[0:16:13] Voice 9: if there's any issues that have come up that you see, want some clarification on.

[0:16:33] Voice 12: thank you for your whatever for the offer of a meeting around bylaw 308 on on um on gabriola

[0:16:41] Voice 12: we do have a couple of pieces of correspondence on it even though the bylaw is not on our agenda

[0:16:46] Voice 12: today uh but two pieces of correspondence related at least in part to that bylaw um uh and um i'm

[0:16:56] Voice 12: available at your pleasure later today would be a good day actually to have that conversation

[0:17:01] Voice 12: because i'm because i'm actually was thinking we need to i need to sort of we need to consider how

[0:17:07] Voice 12: to move that that conversation with this mimic forward which sort of leads me to just a sort

[0:17:14] Voice 12: of a broader comment around that um uh it i've had a couple of situations including

[0:17:23] Voice 12: what i'm you know gambier where we we're sort of just it's just and of course it's because

[0:17:30] Voice 12: it's we're in a new era and we're trying to work in different ways and sort of struggling with how

[0:17:35] Voice 12: to how to engage how to communicate and how to properly and appropriately get into a dialogue

[0:17:41] Voice 12: when issues arise um there's an issue that's arisen in relation to the keats um foreshore

[0:17:49] Voice 12: protection where we've got some input from the first nation that we're trying to figure out how

[0:17:55] Voice 12: to assimilate we want to have a conversation and of course until three months ago we'd probably

[0:18:00] Voice 12: pick up the phone and phone our senior government and policy advisor and say what do you suggest and

[0:18:06] Voice 12: can you help us um and that doesn't you know that that kind of resource um uh isn't uh immediately

[0:18:16] Voice 12: obviously present right now and and i guess i'm just flagging that that i think we need to

[0:18:23] Voice 12: we have to find a way to do this kind of discussion and communication in a way we don't

[0:18:34] Voice 12: want to lose the momentum that we've built up over the last number of years and I'm sure everybody

[0:18:38] Voice 12: understands what I'm talking about and agrees with me I'm not saying anything other people

[0:18:43] Voice 12: haven't thought as well but I'm just flagging that it's not just one issue it's a number of

[0:18:48] Voice 12: them around where we're trying to figure out how to communicate and be and be respectful and

[0:18:55] Voice 12: engage in that dialogue in a way that's effective and and and respectful

[0:19:07] Voice 2: okay thank you Dan so I'll just note CAO I too would be available to if you wish me to be

[0:19:15] Voice 2: be present in that conversation with Dan, if that's convenient for Dan. And so, are there

[0:19:51] Voice 9: not a hurdle but

[0:19:53] Voice 9: a moment of significance

[0:19:55] Voice 9: for the Islands Trust on an annual basis to get

[0:19:57] Voice 9: that through. The same can

[0:19:59] Voice 9: be said for the audit process for

[0:20:01] Voice 9: the Islands Trust and

[0:20:03] Voice 9: as is usual, I sat with the auditors

[0:20:05] Voice 9: last week and I should have recorded on this probably

[0:20:07] Voice 9: and had my annual

[0:20:09] Voice 9: discussion around

[0:20:11] Voice 9: around where they pose a series of questions

[0:20:14] Voice 9: that may or may not provide risk

[0:20:16] Voice 9: associated with the organization.

[0:20:18] Voice 9: We had a good conversation

[0:20:20] Voice 9: and I think that those comments

[0:20:23] Voice 9: will be incorporated to the document

[0:20:24] Voice 9: and Julia is doing that work as we speak.

[0:20:27] Voice 9: So two times a year budget and audit

[0:20:32] Voice 9: are where a lot of specific energy is going.

[0:20:36] Voice 9: So with regard, and I know that there's an FPC agenda

[0:20:38] Voice 9: agenda that's being developed and it's going out at the end of this week and that's really all I'd

[0:21:54] Voice 13: a short listing.

[0:22:12] Voice 13: thanks so um for local planning the um the focus stabilizing the

[0:22:20] Voice 13: staffing we have uh still have a vacancy on salt spring and we have hired a second

[0:22:27] Voice 13: uh planning technician that person's death today and is currently uh in the victoria office

[0:22:36] Voice 13: is having orientation, Robert Kojima is taking the lead on that. The other planning technician

[0:22:45] Voice 13: has also just started and she will be going through the orientation. So once we get those

[0:22:54] Voice 13: two people up and running, that's going to help us a lot. And like I said, we still have

[0:23:01] Voice 13: a vacancy we still need to work to uh to fill the gap offering so we're in the process of doing that

[0:23:10] Voice 13: and as you know louise zagabo is depth of acting regional planning manager really happy that she's

[0:23:18] Voice 13: done that

[0:23:18] Voice 13: doing a fantastic job uh so and then to help salt spring we are still asking partners

[0:23:32] Voice 13: planners in the other offices with respect to legislative services I don't have much

[0:23:43] Voice 13: to add other than the bylaws coming to you at trust council for the election so the update

[0:23:53] Voice 13: to the election bylaw and the agreement with the regional district will be coming to the

[0:38:09] Voice 3: the stewardship education funding that they've been allocated by trust council so that was the

[0:38:13] Voice 3: major decision of that committee also just to let you know we're continuing to look at how to fill

[0:38:19] Voice 3: the senior intergovernmental policy advisor position so I'm working with the CAO on that

[0:38:23] Voice 3: in addition we are looking and taking some staff time to look at documenting the 2050 engagement

[0:38:30] Voice 3: process so that if it's ever offered again into the future we've documented all the lessons learned

[0:38:35] Voice 3: and all the you know tips and tricks we learned from different communities on their preferences

[0:38:39] Voice 3: and you know ways of doing things so that's taking up some staff time because it was a pretty

[0:38:43] Voice 3: pretty big under taping and we're wanting to not lose all of that learning so I wanted to

[0:45:28] Voice 9: to address both of those um not extremes but parts of the spectrum meaning what are we looking at in

[0:45:36] Voice 9: terms of shared decision making how do we ensure that at the start of ocp processes that we have

[0:45:42] Voice 9: both funding and communications at the start of these processes instead of developing documents

[0:45:48] Voice 9: and then engaging with nations on them certainly things like that that we're hearing um so we're

[0:45:57] Voice 9: very specific circumstance we've got right now where we do have that FTE.

[0:46:03] Voice 9: We've learned a lot, so we can do maybe half of what we couldn't do before,

[0:46:06] Voice 9: but we are missing some pieces for sure.

[0:46:09] Voice 9: So, indeed, we're taking a variety of steps.

[0:46:13] Voice 9: One is we're having a staff engagement discussion on this very topic

[0:46:16] Voice 9: in the next week or so, a couple of sessions to get broadly

[0:50:30] Trustee Fast: it's difficult for consultants to come in and do your relationships for you uh so i i'm um i just

[0:50:41] Trustee Fast: various options because some things uh might be fine um to use consultants um for as well anyway

[0:50:56] Trustee Fast: September and that's if that's where the trust programs committee is and uh that's where the

[0:51:02] Trustee Fast: dates of delivery of the documents and things are that's that's where we are and uh so thank you

[0:55:39] Trustee Fast: Yesterday, I had an Islands Trust Conservancy meeting starting at 10 and running until about 3.

[0:55:47] Trustee Fast: And this, I just want to pull out a few points from this and reflect that a lot of what we do in the Islands Trust Conservancy is basically give out grants that have to do with nature protection.

[0:56:07] Trustee Fast: so just in case uh history and heritage have dominated the conversation so far regarding

[0:56:13] Trustee Fast: grants in this meeting um uh the islands trust conservancy board meeting was all about uh

[0:56:20] Trustee Fast: protecting nature um so here are five items that i thought you might be interested in sort of

[0:56:26] Trustee Fast: highlights from the meeting besides um you know passing the audited financial statements and

[0:56:31] Trustee Fast: things like that um in the audit the uh uh ministry of environment and climate action canada

[0:56:41] Trustee Fast: uh had made a change they decided to change um the way they view the islands trust conservancy

[0:56:51] Trustee Fast: uh from a public body to a crown agency so i just wanted to flag that uh that affected

[0:57:01] Trustee Fast: some um of the ecological gifts program and uh the fact that now um environment and climate

[0:57:09] Trustee Fast: uh change canada sees uh properties that come to the islands trust uh through the ecological gift

[0:57:18] Trustee Fast: program as belonging as property belonging to um the islands trust conservancy so it had it meant

[0:57:28] Trustee Fast: some switches around in the auditing not not errors just moving things around but uh regarding

[0:57:34] Trustee Fast: the governance um report i just thought you'd like to see that uh that federal agency saw

[0:57:40] Trustee Fast: the islands trust conservancy as a crown agency um going on here uh referrals species at risk

[0:57:52] Trustee Fast: um the species at risk program uh that we receive money from also from environment and climate

[0:58:00] Trustee Fast: change uh canada um received a top up i think it was 25 000 and was extended for another three years

[0:58:09] Trustee Fast: so that uh species at risk program at the islands trust conservancy will continue

[0:58:13] Trustee Fast: and uh that's due to the good work that they're doing um under uh claire freighter's leadership

[0:58:20] Trustee Fast: and and uh and the managers of course that whole team um so i was really glad to hear that um and

[0:58:29] Trustee Fast: we we talked a little bit about referrals among islands trust conservancy and perhaps um

[0:58:38] Trustee Fast: rather than individual staff planners or um ltcs that perhaps referrals could go between

[0:58:48] Trustee Fast: between Islands Trust Conservancy and the committees,

[0:58:52] Trustee Fast: Regional Planning Committee and Trust Programs Committee.

[0:58:55] Trustee Fast: Because they are obviously busy with the work that they,

[0:58:59] Trustee Fast: Islands Trust Conservancy have all these biology skills

[0:59:02] Trustee Fast: and technical and expertise

[0:59:07] Trustee Fast: that is called upon occasionally.

[0:59:09] Trustee Fast: And they cannot always respond

[0:59:12] Trustee Fast: because they don't have budget to respond.

[0:59:14] Trustee Fast: They're charged with other duties.

[0:59:17] Trustee Fast: and uh so trying we're looking at ways of trying to find more opportunities for collaboration

[0:59:23] Trustee Fast: between the island's trust and the uh island's trust conservancy the two arms and uh and how

[0:59:30] Trustee Fast: that might best happen so perhaps that's something for discussion at our joint meeting coming up

[0:59:36] Trustee Fast: um uh we let's see what is this fallow deer was on our agenda and uh so there might be some um

[0:59:47] Trustee Fast: um joint advocacy that we might want to do about that there was a letter from

[0:59:51] Trustee Fast: uh trustee uh dobbs on main island uh asking for advocacy support and maybe we can talk about that

[1:00:11] Trustee Fast: uh um refreshing wave coming in the islands trust conservancy uh where the uh funding through the

[1:00:18] Trustee Fast: budget has allowed um hiring of staff so we've got carmen smith um uh and communications uh taking

[1:00:26] Trustee Fast: some of the um shouldering some of the load and uh this has meant that the impact report that um

[1:00:33] Trustee Fast: uh carla funk has been working on the fund development specialist uh is now posted at the

[1:00:38] Trustee Fast: website so we haven't heard much about that but we can

[1:00:41] Trustee Fast: talk about that in the joint meeting too or

[1:00:42] Trustee Fast: you can go and uh and look at that um it's posted at the allen's trust conservancy part of the

[1:00:48] Trustee Fast: website and uh the other thing i wanted to draw your attention to is that uh regarding um challenges

[1:00:56] Trustee Fast: to the significance or the existence of the coastal Douglas fir zone that we've been seeing

[1:01:06] Trustee Fast: some letters about and some letters going to regarding forestry letters going to ministers

[1:01:13] Trustee Fast: and things like that challenges item 5.3.2 on yesterday's agenda of the Alice Trust Conservancy

[1:01:22] Trustee Fast: was a response from the province clarifying and confirming the significance of the

[1:01:31] Trustee Fast: coastal Douglas fir zone. What is it? How does it fit in with the United States versions and all

[1:01:37] Trustee Fast: that kind of thing? So that is there. And basically, yes, we are correct. And our website

[1:01:43] Trustee Fast: language is correct at the Islands Trust Conservancy. And that's where I wanted to

[1:01:50] Trustee Fast: stop on that um but that was a significant meeting and um uh and of course we went on

[1:01:56] Trustee Fast: into the closed part uh to um continue talking about new projects that are in the works

[1:02:04] Trustee Fast: uh for land protection nature protection um so that meeting was followed yesterday by a public

[1:02:12] Trustee Fast: hearing at this is um bowen island municipality uh a public hearing then a regular council meeting

[1:02:18] Trustee Fast: then a closed council meeting so yesterday was big day um from bim council i just want to let you uh

[1:02:24] Trustee Fast: yeah the public here you'll you'll find out about the public hearing the um uh bone council meeting

[1:02:31] Trustee Fast: some things you might be interested in uh we had a delegation from wood fiber lng come and talk to

[1:02:38] Trustee Fast: us we had a demonstration outside the municipal hall and uh trustees or counselors had questions

[1:02:45] Trustee Fast: for the representatives who appeared to us over Zoom.

[1:02:52] Trustee Fast: We had advanced a conservation development policy

[1:02:57] Trustee Fast: and this is basically 50% for nature policy

[1:03:02] Trustee Fast: for larger rezonings.

[1:03:03] Trustee Fast: And it'll help clarify expectations

[1:03:07] Trustee Fast: to prospective developers and landholders.

[1:03:11] Trustee Fast: um and uh so that was advanced um a couple of rezonings one of them including uh

[1:03:20] Trustee Fast: detached secondary suites uh the removal of a minimum lot size so that a detached secondary

[1:03:28] Trustee Fast: suite uh could potentially be um constructed on any size lot uh on bowen that setbacks allowed

[1:03:39] Trustee Fast: out and um or unless it had some specific other zoning and uh so that has been uh referred out

[1:03:48] Trustee Fast: that'll come to the islands trust uh staff for comment i'm not in favor but uh that's where it's

[1:05:47] Voice 4: of the members houses during house during the middle of it which you could hear through the

[1:05:51] Voice 4: audio so it was quite dramatic but I'd say the the content was probably not quite quite as much

[1:05:59] Voice 4: much um the they did uh agree to move the policy back to um the policy regarding uh local planning

[1:06:11] Voice 4: services back to trust council really no changes very minor changes made to it but um uh they are

[1:06:19] Voice 4: asking for or directed that very clear covering staff letter be attached to the front as to the

[1:06:26] Voice 4: the purpose of it coming to trust council and what information was needed and

[1:06:30] Voice 4: so forth so that we don't have a repeat of the last meeting.

[1:06:33] Voice 4: It was not a unanimous decision to send it, to send it forward.

[1:06:39] Voice 4: They also set a small working group to draft a letter regarding the housing

[1:06:46] Voice 4: RF, RFD from the two trust councils ago to see if we can draft a letter that

[1:06:55] Voice 4: that clarifies, draft a letter that would be a letter to the Lieutenant Governor or to the

[1:07:03] Voice 4: province. I think it was a big P province we used in the motion. So that was pretty much

[1:07:10] Voice 4: the key things out of that meeting. Then I had Saturna on Thursday, which was a fun thing to

[1:07:17] Voice 4: go to without any power at my house and the whole entire island was without power.

[1:07:22] Voice 4: we managed to run the meeting we didn't have a wi-fi connection wasn't working so we did record

[1:07:30] Voice 4: the meeting and we had a fairly good turnout to the meeting because we had a liquor license

[1:07:39] Voice 4: endorsement on the file for and it did garner quite a bit of interest in the community primarily

[1:07:46] Voice 4: support uh that that showed up it was a it was a very um emotional presentation from the applicant

[1:07:53] Voice 4: and a deep discussion with the community on that and the and the committee did did endorse that

[1:07:59] Voice 4: liquor license request they also um they also passed a motion to recommending to not pass the

[1:08:10] Voice 4: the trust policy statement this term,

[1:08:13] Voice 4: something along those lines.

[1:08:14] Voice 4: And they also decided to send the fees by-law

[1:08:18] Voice 4: to a community information meeting in the fall.

[1:08:21] Voice 4: So it's not proceeding very quickly through their process.

[1:08:26] Voice 4: Not that Saturna really sees many applications anyway.

[1:08:30] Voice 4: So, but that's the process they're going.

[1:08:32] Voice 4: I have North Pender tomorrow.

[1:08:34] Voice 4: Tomorrow, the project for the land use bylaw review,

[1:16:41] Voice 2: aware of why the islands trust was left out of it however he also expressed that he felt that

[1:16:49] Voice 2: there wasn't necessarily a benefit for us to be in that strategy and that we might want to

[1:16:55] Voice 2: if we disagree with that we might want to bring the details of that to his attention however he

[1:17:02] Voice 2: did report out on activities that are underway or being undertaken from through the summer

[1:17:12] Voice 2: into 2023. And then, of course, with respect to ferry terminal congestion and the like,

[1:17:19] Voice 2: all the way out to 2025 and beyond. And also pointed out complications associated

[1:17:29] Voice 2: with both ferry terminal resolutions and the Salish Sea Trail lands on road right-of-ways

[1:17:39] Voice 2: and private properties to facilitate that completion. Adam Olson did bring

[1:17:48] Voice 2: looking at opportunities to facilitate land donations rather than extradition or whatever

[1:17:57] Voice 2: of it they call that. And so it was a full, it was more than 45 minutes and certainly expressed

[1:18:05] Voice 2: my gratitude to the minister for providing that much time. And it was a good discussion. We did

[1:18:13] Voice 2: agree that the annual meetings need to be maintained. And the suggestion from the minister

[1:18:20] Voice 2: was that, and I think that perhaps I prompted that,

[1:18:25] Voice 2: that indeed the incoming,

[1:18:30] Voice 2: after the election, the incoming trustees and council

[1:18:34] Voice 2: should, we should have that meeting early on in the term

[1:18:39] Voice 2: in order to set the stage

[1:18:42] Voice 2: and indeed have ongoing dialogue

[1:18:45] Voice 2: about activities and projects.

[1:18:47] Voice 2: There was a, I think there was a commitment there to have his staff work with our staff about communications on the items that he advised us on, which I think probably aren't broadly understood or known.

[1:19:03] Voice 2: own. And so I think that the LTC will likely direct staff to reach out and get that information

[1:19:13] Voice 2: and find a way to present it or have the minister's office present it in a way to the community

[1:19:19] Voice 2: that would help the public understand that it's not that nothing is happening. It's just it's a

[1:19:25] Voice 2: a long timeline associated with that and if Trustee Patrick had anything further to add

[1:19:33] Voice 2: with respect to that meeting I'd be grateful for her remarks.

[1:20:29] Voice 4: to be sold the idea if there was a reason to do it.

[1:27:18] Voice 9: efficiently and controlled manner get work done at the Allen's Trust. And it's been to RPC. It did

[1:27:26] Voice 9: go to um trust council and it was um sort of similar summer similarly similar

[1:27:33] Voice 9: similarly no summer rarely dismissed um yeah and what i the colonel or my notes say we need

[1:27:45] Voice 9: a much more involved process to have this conversation um meaning it's too complex a

[1:27:53] Voice 9: matter i think for uh staff presentation and then discussion um so i don't know if that is

[1:28:01] Voice 9: your recollection or or what the recommendations from our rpc are um i'll point out that if this

[1:28:09] Voice 9: doesn't move sometime in the next little bit we're we're in 15 years of doing things the same way

[1:28:16] Voice 9: um whether it's perfect or not i guess if it's not perfect we have to look at what's the value

[1:28:21] Voice 9: and adopting something that's an improvement

[1:29:26] Voice 4: really say that the regional planning committee gave explicit directions on how to structure the

[1:29:37] Voice 4: voted in favor of moving this back to trust council and i know i think the conversations

[1:29:43] Voice 4: that i would expect that would be coming out of this are probably similar to the concerns that

[1:29:47] Voice 4: i had and that is i absolutely support how and wanting to limit the type of work that we do and

[1:29:55] Voice 4: and bring structure to it.

[1:29:57] Voice 4: Full on board about that.

[1:30:00] Voice 4: My concerns were the how we make those decisions.

[1:30:03] Voice 4: If we are going to only do one OCP or one this,

[1:30:07] Voice 4: that we have a good way of making those decisions

[1:30:11] Voice 4: so that when we implement the work on an OCP

[1:30:15] Voice 4: or a local trust committee initiates the review of their OCP,

[1:30:21] Voice 4: that they're truly ready.

[1:30:23] Voice 4: They've done that.

[1:30:24] Voice 4: The pre-work is almost more important.

[1:30:27] Voice 4: The project definition phase, have they done early engagement with First Nations? Have they done early engagement with the community? And the other issues are, well, how do you choose who gets to go first? That's going to be a big conversation. And trustees are going to be passionate about that.

[1:30:44] Voice 4: how you know because all of us have out of date ocps and you know we're going to you know arm

[1:30:49] Voice 4: wrestle over who gets to go first and i think that was some of the right now like the criteria

[1:30:55] Voice 4: in the policy is about presence absence of content that is a method of choosing but there's also

[1:31:03] Voice 4: other criteria about how how effective an ocp is right now in a you know are there other signs that

[1:31:11] Voice 4: um trigger an OCP needing to be reviewed sooner than another community so I think that's where

[1:31:21] Voice 4: it's I think that's the interesting work that we need to get out of the trustees to be very open

[1:31:27] Voice 4: and honest about what kind of criteria and triggers help decide who gets to go you know

[1:31:35] Voice 4: the order that we take these in or how do we bump them up um because they're if we just go

[1:31:43] Voice 4: with a schedule that you know we put this on a map of you know you get this done on a rotation

[1:31:49] Voice 4: um but then you have one community is you know showing other signs where it's not working or

[1:31:55] Voice 4: it's you know the ocp is failing the community somehow how do we bump

[1:31:59] Voice 4: that up so yeah so no it's

[1:32:01] Voice 9: yeah i hardly agree it should not just be some schedule that's adopted in 2022 and then it's

[1:32:07] Voice 9: realized in 2028 um but i don't know whether you know so making space for some of those uh

[1:32:15] Voice 9: criteria should be easily done um we will never avoid however the critical decision-making moment

[1:32:24] Voice 9: of the budget process with a recommendation from regional planning committee whether it was because

[1:32:30] Voice 9: because the LTC is like different colors

[1:32:32] Voice 9: or it's because it's a fundamental environmental need.

[1:32:37] Voice 9: I think the nexus of the decision-making

[1:32:40] Voice 9: is going to be through the budget process

[1:32:42] Voice 9: on a scheduled basis.

[1:32:45] Voice 9: And there will inevitably be tough decisions to make.

[1:32:49] Voice 9: And it just seems like we've either culturally

[1:32:54] Voice 9: or organizationally avoided some of these discussions

[1:32:56] Voice 9: where um and it's leading to um actually a cycle of needing to in a more accelerated way

[1:33:06] Voice 9: update some of our ocps so it's self-defeating in a way so i think incorporating those and

[1:33:14] Voice 9: eventually ending up with a process where exactly like trustee patrick's talking about

[1:33:19] Voice 9: exceptional or current circumstances need to be brought into that conversation who's making those

[1:33:25] Voice 9: pitches to trust council as a whole during the budget process um is it um is it filtered by

[1:33:32] Voice 9: rpc they do the hard work like committee should that's what we currently have as our as the

[1:33:37] Voice 9: intention um a general indication from staff that these these look you know from a professional

[1:33:44] Voice 9: assessment perspective here's what looks like should be on the rotunda in the short term

[1:33:50] Voice 9: then it goes to the political bodies to go yes but this is an emerging issue that we haven't

[1:33:56] Voice 9: to trust hornby needs to go higher on the list and then some conversation that speaks to that

[1:34:01] Voice 9: i can't see a way around that post that that political discussion is that as the ultimate

[1:34:07] Voice 9: filter at the end of the day i'm just hoping we get one so that we're not moving around

[1:34:14] Voice 9: or moving into a new trust council with the same um a 1999 2000 type of analysis on how we

[1:34:25] Voice 9: um do this so is it mature enough to have that conversation trust council what would be the

[1:34:30] Voice 9: best way to have that conversation um you may want to contemplate that if regional planning

[1:34:35] Voice 9: committee hasn't and they're just doing what they did or if we're just taking it and putting it in

[1:34:40] Voice 9: front of trust council again where it got no space in march and this is important what would be a

[1:34:47] Voice 9: better way to do it um is it a facilitated conversation is it me getting up there and

[1:34:54] Voice 9: saying oh this is really important and here's what we should do let's get this thing passed

[1:34:58] Voice 9: and then amend later um or do we just leave it uh

[1:35:10] Trustee Fast: of the criteria for selecting uh priorities is reminding me of the criteria that um

[1:35:25] Trustee Fast: And it strikes me that that's a model that's working internally. Also, I think, however, it's different. And because, of course, we've got the political side of it.

[1:35:44] Trustee Fast: And I like the idea of having a facilitated workshop-y kind of discussion around what are the criteria.

[1:35:54] Trustee Fast: I know I've been thinking about this all the way through this term and put together a few thoughts several occasions, but I'm not aware of what the Regional Planning Committee has come up with in terms of criteria.

[1:36:06] Trustee Fast: And I would support getting somebody in to run a facilitated workshop, or that Russ could do it as he did in the strategic planning sessions at the beginning of the term, which were so useful and worked really well.

[1:40:45] Trustee Fast: And I think they are holding the trust back and I don't think they're responding to the swift changes that are happening in British Columbia and in the islands.

[1:41:01] Trustee Fast: and uh i including climate concerns and all these kinds of things so i i just think um

[1:41:10] Trustee Fast: what is an official community plan do we are we opting out of that i think it's really

[1:41:16] Trustee Fast: important to to update that and and mr

[1:41:21] Trustee Fast: chair just for

[1:41:21] Voice 9: it's it's not just ocps this is directing

[1:41:25] Voice 9: directing um you know work ltc work which is often ocp amendments but it could be land use

[1:41:37] Voice 9: bylaw amendments or it could be something you know a minor thing on the island so this policy

[1:41:44] Voice 9: 591 is to try and order um ltc work now so that's why it's it's uh an important theme

[1:42:38] Voice 4: we're not getting our projects so it that's a that's a difficult conversation when we're at

[1:42:43] Voice 4: trust council for some to really truly understand what you're trying to achieve when they're not

[1:42:48] Voice 4: seeing it themselves and don't know that that means there's going to be a change

[1:42:52] Voice 4: change um and so that's why i think the facilitation facilitated conversation so important

[1:43:03] Trustee Fast: bearing in mind bearing in mind that both are going to be electronic trust council discussions

[1:43:09] Trustee Fast: so challenging perhaps um

[1:43:15] Voice 2: yeah you know i'd like to dig into this deeper but i i feel the necessity

[1:43:20] Voice 2: to come back to the schedule which is before us um but i'll just remark that there are incredible

[1:43:28] Voice 2: incredible complexities here surrounding the work. And I think that if I come back to, I agree

[1:43:40] Voice 2: with some kind of workshop event. But the interesting thing is, is that we need all the

[1:43:49] Voice 2: trustees to really take this up as a serious exercise and participate fully. Because we do

[1:43:58] Voice 2: do often hear those emotional things are that are kind of almost even 11th hour, potentially,

[1:44:06] Voice 2: that the opportunity to articulate those concerns hasn't either been available to them, or that that

[1:44:12] Voice 2: has not been raised prior. And it's difficult to move forward on a big project like this,

[1:44:23] Voice 2: if it's not necessarily clear what all the motivations and interests are.
