[0:00:27] Trustee Stamford (probable): today in locations from across the traditional territory of the Coast Salish people.

[0:02:33] Trustee Stamford (probable): discuss relevant business according to the Islands Trust Act and the local
[0:02:39] Trustee Stamford (probable): government act and the community charter some parts of the community charter that
[0:02:43] Trustee Stamford (probable): are provincial government regulations that we follow and I also want to add
[0:02:48] Trustee Stamford (probable): that this is a place of employment despite the fact that some staff are
[0:02:51] Trustee Stamford (probable): are remote or in their own workplaces. So our staff have a right to a safe, respectful
[0:02:58] Trustee Stamford (probable): workplace. And besides, meetings work better when it's like that anyway. So thank you.

[0:05:41] Trustee Stamford (probable): I did a one-day site visit session with Planner Bell.
[0:05:47] Trustee Stamford (probable): We visited three different locations on Gambier Island
[0:05:52] Trustee Stamford (probable): in the Southwest Peninsula.
[0:05:54] Trustee Stamford (probable): I fielded community member concerns about road expectations,
[0:06:00] Trustee Stamford (probable): road maintenance, specifically more on the eastern side of the island.
[0:06:04] Trustee Stamford (probable): I attended the Howe Sound Community Forum at Furry Creek.
[0:06:08] Trustee Stamford (probable): I continue to support the activities of the Gambier Island Community Association New Brighton Dock Committee,
[0:06:14] Trustee Stamford (probable): providing background at their presentation to the regional district.
[0:06:18] Trustee Stamford (probable): I participated in the Islands Trust Regional District Annual Joint Meeting,
[0:06:23] Trustee Stamford (probable): and I see that the staff are in a better place to support exploratory actions around solutions for New Brighton Dock
[0:06:32] Trustee Stamford (probable): and possibly the islands' docks in general.
[0:06:35] Trustee Stamford (probable): I also attended the Salish Sea Conference via Zoom,
[0:06:39] Trustee Stamford (probable): and there were lots of good initiatives,
[0:06:42] Trustee Stamford (probable): especially around cross-border cooperation,
[0:06:45] Trustee Stamford (probable): specifically with First Nations as lead in those projects.
[0:06:50] Trustee Stamford (probable): I can talk more about that under the climate change when we report out
[0:06:55] Trustee Stamford (probable): because there's a few more items that came out of that.
[0:06:58] Trustee Stamford (probable): that so that i did that under the auspices of the island's trust conservancy and that's all i have

[0:07:11] Voice 10: figure out all the things we've done since march um and uh some of them are the same i want to just
[0:07:19] Voice 10: as my fellow trustee of course
[0:07:22] Voice 10: there is
[0:07:24] Voice 10: all the work of the trust council
[0:07:26] Voice 10: and the executive
[0:07:28] Voice 10: committee that we
[0:07:30] Voice 10: are working on
[0:07:32] Voice 10: that work continues
[0:07:35] Voice 10: there's the
[0:07:36] Voice 10: preparation for trust council which is
[0:07:38] Voice 10: in June
[0:07:39] Voice 10: the 21st to the 23rd
[0:07:42] Voice 10: I think are the dates
[0:07:44] Voice 10: and that's a virtual
[0:07:47] Voice 10: trust council that
[0:07:48] Voice 10: will be on zoom and you can join on the tuesday evening so let me make sure i've got my dates
[0:07:55] Voice 10: correct before i say that yes that's the 21st um uh because what else would you want to do on the
[0:08:01] Voice 10: longest day of the year but sit in a town hall and delegation section of islands trust but you're
[0:08:07] Voice 10: welcome everybody's welcome to come and make comments to the trust council it's a seven
[0:08:12] Voice 10: o'clock till nine o'clock there's all that work that's going on i wanted to just say
[0:08:18] Voice 10: that i sit on the what's called the trust programs committee um we have two standing
[0:08:25] Voice 10: well we have more than we have the finance committee but and the regional planning
[0:08:29] Voice 10: committee but the trust programs committee has been tasked over the last number of years
[0:08:33] Voice 10: with uh doing some of the background work and the political work around uh and considerations
[0:08:40] Voice 10: and discussions around what's called the Trust Policy Statement.
[0:08:44] Voice 10: And that document, as many of you will know,
[0:08:50] Voice 10: we had a community consultation process ongoing
[0:08:55] Voice 10: through March, April, and into May.
[0:09:00] Voice 10: We did have a virtual consultation community meeting
[0:09:09] Voice 10: in this trust area beginning of march before the last local trust anyway the report from all of
[0:09:16] Voice 10: that communication and the survey and everything that was done is coming out uh probably uh next
[0:09:21] Voice 10: week as our understanding at least staff will have it next week and it will be on the agenda for
[0:09:26] Voice 10: the executive committee on for june the 8th so it will be available uh by the end of next week
[0:09:34] Voice 10: probably for anybody to see in any case the plan from the Trust Programs
[0:09:42] Voice 10: Committee is to take that document as and all of the feedback we've been
[0:09:49] Voice 10: receiving through the 2050 portal with of which there is hundreds of emails and
[0:09:56] Voice 10: letters petitions etc etc and have a special meeting of the Trust Programs
[0:10:03] Voice 10: committee probably in the first week of july where we gather and and spend the whole day
[0:10:09] Voice 10: workshopping now and making recommendations trust council that will be up to trust council to approve
[0:10:13] Voice 10: that plan but that's the current plan just so you know where that stands um okay uh the
[0:10:25] Voice 10: went to the house on forum on april the 29th um it's an it's a great place one of the considerations
[0:10:32] Voice 10: considerations, of course, is that elections are coming, and we don't know what the makeup of the
[0:10:37] Voice 10: forum will be. There's a lot of support amongst current electeds for the Housetown Forum,
[0:10:45] Voice 10: and there's a lot of support for the biosphere to continue to be the facilitator of that forum,
[0:10:53] Voice 10: and trying to figure out, we'll be talking a little later on today about trying to figure
[0:10:58] Voice 10: out how local governments including the islands trust or are we an agency there's a question um
[0:11:06] Voice 10: that uh they that um can support the house out for them um and making sure that newly elected
[0:11:14] Voice 10: people are familiar with it and that the gatherings can be continued to be had on a
[0:11:19] Voice 10: constructive basis uh it's a there's a couple of things coming on our agenda today starting
[0:11:26] Voice 10: starting to show that the biosphere and the forum
[0:11:30] Voice 10: getting some traction around some issues
[0:11:33] Voice 10: and the focus that it's going to have going forward.
[0:11:38] Voice 10: I also sat in on the, was part of the SCRD meeting.
[0:11:43] Voice 10: Those meetings have become very productive.
[0:11:46] Voice 10: And I want to give a shout out to the SCRD and the staff
[0:11:51] Voice 10: and our staff for making them very productive.
[0:11:54] Voice 10: We've been having them once every two years
[0:11:55] Voice 10: and the trustees and the directors from the NCRD.
[0:12:00] Voice 10: We have really good conversations about issues
[0:12:02] Voice 10: that are of importance to the islands.
[0:12:04] Voice 10: We get information.
[0:12:06] Voice 10: I put out a trustee update
[0:12:09] Voice 10: that summarized some of the more important things,
[0:12:12] Voice 10: such as their work around emergency planning,
[0:12:16] Voice 10: their work around FireSmart,
[0:12:18] Voice 10: and the update on the high-speed internet fiber issue.
[0:12:25] Voice 10: and that that's working its way through.
[0:12:28] Voice 10: And apparently there were, I didn't see them,
[0:12:30] Voice 10: but apparently there were people on Gambier and Keats last Friday
[0:12:34] Voice 10: looking for landing spots for the fiber to come onto the islands.
[0:12:38] Voice 10: Maybe Trustee Sanford saw them, but I didn't hear of them being there,
[0:12:42] Voice 10: which is great.
[0:12:45] Voice 10: I've been also working with the Keats Conservancy
[0:12:48] Voice 10: around a really badly eroded SCRD park,
[0:12:52] Voice 10: And I was very pleased that the SCRD senior staff knew about the work that we've been doing and was conscious of it and advised us that there had been a geotech over there.
[0:13:06] Voice 10: And so I'm really hoping that that particular issue has gotten on the SCRD's radar for their projects that the community can help with.
[0:13:18] Voice 10: And I was pleased to hear that.
[0:13:20] Trustee Stamford (probable): Which park is that?
[0:13:21] Voice 10: It's called West Beach Park.
[0:13:23] Voice 10: There's three beach parks in Eastbourne, West Beach,
[0:13:26] Voice 10: Wreck Beach, and East Beach, and West Beach
[0:13:30] Voice 10: is the one that's very heavily used, particularly
[0:13:34] Voice 10: in the summer. There can literally be 150
[0:13:38] Voice 10: people there on a summer Saturday.
[0:13:42] Voice 10: It has shown a lot of wear and tear,
[0:13:47] Voice 10: and there's lots of issues, but
[0:13:49] Voice 10: but they, it's, and there's been some clearing uphill of it.
[0:13:54] Voice 10: And as a result, there's been water issues, runoff and erosion,
[0:13:58] Voice 10: and also storm damage because it's open to the southeast.
[0:14:01] Voice 10: So the southeast storms can do damage.
[0:14:04] Voice 10: So there's issues that need to be paid attention to in order to do that.
[0:14:09] Voice 10: I think that's, I'm finished.

[0:14:13] Voice 10: We'll be talking about some of the other issues that we're working on as we
[0:14:16] Voice 10: work our way through the agenda.

[0:14:19] Trustee Stamford (probable): thank you very much. And I'll just go into Chair's report. I'll be brief. I'll point people to 15.1 on the agenda is Trust Council highlights, decision highlights from March 2022.
[0:14:34] Trustee Stamford (probable): So that's where you can read about we adopted the budget and some of the projects that Trustee Rogers mentioned.
[0:14:41] Trustee Stamford (probable): mentioned, as the whole Council of 26 trustees, Islands Trust, and I'll just mention 12.3
[0:14:50] Trustee Stamford (probable): in our agenda is the meeting follow-up from the SCRD protocol meeting that both trustees
[0:14:57] Trustee Stamford (probable): have talked about. A couple of days ago, I guess, I was in an Islands Trust Conservancy
[0:15:03] Trustee Stamford (probable): meeting, which
[0:15:06] Trustee Stamford (probable): chaired by our
[0:15:07] Trustee Stamford (probable): Gambier trustee
[0:15:10] Trustee Stamford (probable): Kate Louise,
[0:15:12] Trustee Stamford (probable): ably chaired, and
[0:15:13] Trustee Stamford (probable): so that was a wonderful meeting. I think
[0:15:15] Trustee Stamford (probable): we're up to 77 properties protected
[0:15:17] Trustee Stamford (probable): throughout the
[0:15:19] Trustee Stamford (probable): Islands Trust area.
[0:15:22] Trustee Stamford (probable): On Tuesday
[0:15:24] Trustee Stamford (probable): night, after that meeting, I was at a
[0:15:26] Trustee Stamford (probable): Bowen council meetings
[0:15:28] Trustee Stamford (probable): as a municipal trustee,
[0:15:30] Trustee Stamford (probable): but also a municipal councillor.
[0:15:31] Trustee Stamford (probable): um so that took me till that was a 12-hour day let's just put it that way lots of things
[0:15:39] Trustee Stamford (probable): happening uh including a conservation development policy which is uh interesting the idea is that
[0:15:45] Trustee Stamford (probable): for big rezoning nature takes half in protected areas of some kind um and then uh this meeting
[0:15:54] Trustee Stamford (probable): And then on Monday evening, Marla's, I will, no, anyway, Denman Island is on the agenda for a community information meeting.
[0:16:05] Trustee Stamford (probable): And then the following day, local trust committee meeting.
[0:16:09] Trustee Stamford (probable): And I think that's my report. I'll just stop there.

[0:17:04] Voice 10: um and in the fourth sentence on page 12 it says the community has provided 15 meters setback from
[0:17:10] Voice 10: the sea was not workable and lots are only eight feet deep that's what i have um and of course that
[0:17:16] i'm sure that's just a title that should be probably 80
[0:17:19] Voice 10: feet deep i don't know what we
[0:17:21] Voice 10: actually said it's certainly not eight because a 14 meter setback would be a highly unworkable if
[0:17:28] Voice 10: the lots um i don't actually recall what what was said it was probably me that was talking
[0:17:35] Voice 10: um i know that some of the lots are only 70 or 80 feet deep so um let's let's assume 80 would
[0:17:43] Voice 10: i think 80 is probably the right number okay uh and and that makes some sense we've got 45
[0:17:49] Voice 10: five meter setback a 45 foot setback anyway yeah um i i actually yeah and some of them might be
[0:17:57] Voice 10: smaller than that so i i but i i'm content if it says 80 okay okay that's the only change i'd like

[0:18:10] Trustee Stamford (probable): question arising and that was gm 2022-016 and it was a motion moved that the gambier island
[0:18:21] Trustee Stamford (probable): local trust committee request staff to provide the staff report in the addendum dated march
[0:18:26] Trustee Stamford (probable): 31st 2022 regarding lot 23 district 1259 blah blah blah blah conservative and be sent to the
[0:18:33] Trustee Stamford (probable): conservancy for information so that i just want to make sure that was done because i haven't seen
[0:18:39] Trustee Stamford (probable): seen anything on the consumancy side. I know it's not a big issue, but just to make sure
[0:18:43] Trustee Stamford (probable): that it's followed through. So that's the only question I have.

[0:19:57] Voice 10: what is discussion i forget what it is iap2 constitution and we were concerned that it also
[0:20:07] Voice 10: that it wanted to have engagement as part of it i thought that had all been clarified um
[0:20:14] and that we had gotten an answer that
[0:20:16] Voice 10: yes we can have con because there i can recall there's a
[0:20:20] Voice 10: staff report i thought from director marlin that came to ec because i raised it and we got a staff

[0:34:39] Voice 5: So what happened, though, was, yes, the foresters at the time removed the overburden, considerable overburden, down to a clay base, both in the trench and the other area.
[0:34:51] Voice 5: So we, essentially, on that lower section of the property, divides the property in two.
[0:34:58] Voice 5: And we have children who are now 13 and 15, so they're still kids, aren't they?

[0:35:06] Voice 5: The wall, the drop-off was considerable, almost 15 feet.
[0:35:11] Voice 5: And so something had to be done.

[0:35:20] Voice 5: The intent was to replace it to the way it was, and that's not just the trench, but at the foot of the trench, there is a plateau.
[0:35:34] Voice 5: It's probably 50, 60 feet long and about 10 to 12 feet wide.
[0:35:40] Voice 5: We have an encroach on the water, the active water itself.
[0:35:43] Voice 5: itself. But that whole area, the trench and the plateau, a foreshore bench, was barren
[0:35:55] Voice 5: of soil. I mean, if there was this much, it would be... And so therefore, it became an
[0:36:02] Voice 5: area of breeding of mosquitoes, it became an area of just... Nothing would grow. We
[0:36:07] Voice 5: had a couple of trees growing, so I won't say nothing grew, but a couple of trees. But
[0:36:11] But it was an
[0:36:12] Voice 5: awful place, right?
[0:36:14] Voice 5: It wasn't a place that your kids were going to go play, nothing.
[0:36:16] Voice 5: So the intent on us was to replace it to the way that it was.
[0:36:21] Voice 5: And that's all we did.
[0:36:22] Voice 5: We replaced that overburden, and we filled in that trench, water.
[0:36:28] What we did is,
[0:36:29] Voice 5: in doing that, we had contractors do it.
[0:36:32] Voice 5: Of course, we didn't do it.
[0:36:33] Voice 5: And what they did is they did a lot of branches,
[0:36:37] Voice 5: which were trees that were removed on our property.
[0:36:40] Voice 5: And the reason for that is, I don't know if you're familiar with Gambier, but Gambier, it's all, you know, you've got firs, the maples are not necessarily native, like going way back, because you can actually see where the road was put in and now maples follow that area, right?
[0:36:56] Voice 5: At one point, it was first.
[0:36:57] Voice 5: They weren't the maples.
[0:36:59] Voice 5: So what happened is the maples grow, as we all know,
[0:37:02] Voice 5: they get to 80 years old or whatever, they're mostly rotten.
[0:37:05] Voice 5: And so we were having not only branches fall, but trees fall.
[0:37:10] Voice 5: And so we took out about, I'm going to say 10,
[0:37:13] Voice 5: they were about this size, with a professional faller
[0:37:15] Voice 5: that assessed them prior to, again, without consultation.
[0:37:20] Voice 5: My bad.
[0:37:22] Voice 5: And I truly mean my bad because I didn't do it for,
[0:37:26] Voice 5: I'm going to get one over on these guys but I but we we did it because it was a safety threat
[0:37:32] Voice 5: and I have pictures documenting every tree that we took out and every rotten some of them had only
[0:37:37] Voice 5: less than a third of their mass good mass level and we removed those we utilized those in the
[0:37:43] Voice 5: ditch pressing them down with a 10 ton excavator then putting soil on the top and compacting to
[0:37:49] Voice 5: to the point where water now flows through, goes for it.
[0:37:53] Voice 5: But the cool thing, this is what I'm proud of
[0:37:56] Voice 5: because I have a bunch of bio-based companies
[0:37:59] Voice 5: and I'm all 25 years, I've been in the eco industry, right?
[0:38:03] Voice 5: Is the fact that now on that slope and on that trench,
[0:38:07] Voice 5: all around it, everything, native plants are growing back.
[0:38:10] Voice 5: Not ones that we've had to replant,
[0:38:12] Voice 5: but all the things that appear on the rest of our foreshore.
[0:38:16] Voice 5: We've got about just over 600 feet of foreshore.
[0:38:18] Voice 5: or those other things that we're never going to go to,

[0:39:07] Voice 5: They do not impact the stream at all. They do not do damage to the stream. Clearing and grading southwest of the road up top.
[0:39:15] Voice 5: and yes we've done we've uh and again somebody in in the past i don't know you mentioned you
[0:39:22] Voice 5: were the grader but there were stuff piled up on that piece of land the land went like this
[0:39:28] Voice 5: to the point where over over an area the topography you couldn't do anything with it and it and it's
[0:39:34] Voice 5: we we want to grow our fruits and vegetables and things over there so we cleared that area of land
[0:39:39] Voice 5: And again, contractors brought them in, did it very carefully.
[0:39:46] Voice 5: We've got two storage sheds, eight by 10 storage sheds and cedar.

[2:02:39] i think that you know history is fairly fairly clear that you know for thousands of years they
[2:02:48] They would come to these particular islands in the summers and fish and harvest and live and mostly along the shorelines.

[2:03:01] Voice 10: archaeological sites on Keats that have been identified so far and probably many, many more.
[2:03:08] Voice 10: Anyway, it's been challenging to figure it out because we need to have that.
[2:03:12] Voice 10: And I'm trying to get my head around because I had my own ideas of how we would move this through in a timeline.
[2:03:19] Voice 10: And I think I just need to set all of those aside and say it will take the time that it
[2:03:26] takes to
[2:03:27] Voice 10: do an appropriate consultation and hopefully get to a point where there's an
[2:03:32] Voice 10: understanding of why we got to the particular position related to the bylaws that we got
[2:03:41] got to,
[2:03:42] Voice 10: particularly around setbacks and mooring voids, for example, and issues of that nature.
[2:03:49] Voice 10: There's a couple other issues, grass beds, et cetera, all of which are important and
[2:03:54] Voice 10: valid, but I think that's going to require a conversation where there's some understanding
[2:04:00] Voice 10: reach development, how we ensure that the community concerns and the interests are understood
[2:04:15] and it's not felt like there's a complete disregard of

[2:04:24] Voice 10: So that's going to be a tricky road to hoe because I'm not sure we've convinced the
[2:04:30] the whole community, and that our interests are the same as the community interests.

[2:04:34] Voice 10: a fair amount that it feels like we're doing this stuff to the community,
[2:04:38] Voice 10: which is not, of course, the intent at all, but
[2:04:42] we have a mandate to preserve and protect, and we also have an adopted

[2:04:50] Voice 10: to see what the response is, but I'm setting aside my ideas of what a
[2:04:54] Voice 10: timeline would look like. I had hoped to get to a community
[2:04:58] Voice 10: information meeting and a public hearing this term and to make whatever amendments we needed
[2:05:06] to make to the bylaws to reflect
[2:05:08] Voice 10: the considerations here that we think were appropriate and get to a
[2:05:12] Voice 10: point where we have sort of gotten a long way down the project. I'm no longer convinced that
[2:05:18] Voice 10: we're going to get to that point unless we can figure out a way to have a constructive
[2:05:25] Voice 10: consultation dialogue with the Squamish Nation before July.
[2:05:30] Voice 10: And I know that, thank you for putting that in the letter
[2:05:32] Voice 10: that it says we're trying to get to a community discussion
[2:05:35] Voice 10: on July, and maybe that's not gonna happen
[2:05:39] Voice 10: because our timelines aren't necessarily

[2:05:44] Voice 10: I did wanna flag that there are a couple of specific
[2:05:51] Voice 10: pieces of feedback that we've gotten
[2:05:53] in the last couple of months um one uh is a fairly detailed well fairly detailed it raises three or
[2:06:00] four points uh from a resident from keith's landing who i've been engaging with and there's
[2:06:06] Voice 10: quite a bit of correspondence from mr miley on the product and he has raised a few points
[2:06:13] Voice 10: some of which i have heard from other individuals and i think we need to
[2:06:18] take those into account and i'm talking to trustees as well as to the staff
[2:06:24] One is about the distance between docks,
[2:06:27] another is about the size of the restrictions on the docks.
[2:06:33] And so those are things we
[2:06:35] Voice 10: need to take into account.
[2:06:36] Voice 10: And while I'm talking about that,
[2:06:38] Voice 10: I should tell you that I also had
[2:06:44] Voice 10: some feedback from a meeting with Representative Barnabas,
[2:06:48] Voice 10: which is one of the two camps on the island,
[2:06:50] Voice 10: who was also very concerned about the size restrictions on their domes.
[2:06:58] And it's quite true once you look at it.
[2:07:01] And I, frankly, because I hadn't heard a sheet from either of the camps,
[2:07:04] Voice 10: I hadn't really noticed how much of a reduction there was.
[2:07:09] Voice 10: But it is close to like 65% reduction.
[2:07:13] Voice 10: So I think we need to re-look at that
[2:07:17] Voice 10: and see whether the size reductions make some sense,
[2:07:22] Voice 10: particularly in relation to the community facilities,
[2:07:24] Voice 10: but also in terms of the private docs.
[2:07:26] Voice 10: But I think that we should be sure about those
[2:07:30] Voice 10: because that's an issue point.

[2:08:09] Voice 10: proposals that are in the land use bylaw um i'm quite skeptical about that as an appropriate
[2:08:17] Voice 10: way to go forward, and I just wanted to say that publicly, but I wanted to hear if either
[2:08:21] Voice 10: a trustee wanted to say that was an appropriate way or staff thought it was an appropriate

[2:08:40] do, which is effectively they came up with, created EPA, and now we're working our way

[2:08:49] Voice 10: uh how we're proposing to do uh the achieve the
[2:08:53] Voice 10: six objectives that are set out in the development permit area which include by the way and i want to
[2:09:00] Voice 10: make this emphasize one of the objectives isn't there and i keep telling people this and i'm not
[2:09:05] Voice 10: sure they read them um is one of them is to allow people to continue to enjoy access to their
[2:09:10] Voice 10: property and and recreational values of the property in any sensitive way and so that's
[2:09:18] Voice 10: filled right and baked right into this whole process but i i unless one of the other trustees
[2:09:23] Voice 10: thinks that it would be a good process i i don't really see the working group coming back to to to
[2:09:30] Voice 10: actually work weights way through the bylaws um or as the phrase was put to me negotiate them
[2:09:39] But rather, this is
[2:09:40] Voice 10: now a community conversation. We're out to the community to get the feedback on what the bylaws do. And it seems to me that the how and the legislative and the regulatory is actually our job as staff after listening. So that's sort of a broad reflection.

[2:23:04] Trustee Stamford (probable): on the foreshore biodiversity and the critters that live along there.
[2:23:09] Trustee Stamford (probable): And they really emphasize they did a lot of experimentation.
[2:23:12] Trustee Stamford (probable): So often with this kind of event, it provides opportunity for research.
[2:23:18] Trustee Stamford (probable): And one of the things they really focused on was the difference
[2:23:22] Trustee Stamford (probable): in mortality between creatures that were under foreshore debris
[2:23:32] Trustee Stamford (probable): debris and forest and cover along the foreshore versus areas that had no cover and they were
[2:23:40] Trustee Stamford (probable): literally boiled alive if they weren't under cover if they didn't have some shade yeah because of the
[2:23:46] Trustee Stamford (probable): way the low tide had worked by the time the tide came up to the to the high tide mark the water
[2:23:52] Trustee Stamford (probable): was almost at boiling point because of the hot rocks and it just cooked everything and that was
[2:23:57] Trustee Stamford (probable): particularly why it was so bad and they said anywhere there was force cover it didn't happen
[2:24:04] Trustee Stamford (probable): so I just wanted to really clarify how important it is to try and maintain that force cover along
[2:24:12] Trustee Stamford (probable): the foreshore as much as possible because it makes a big difference for these for this for
[2:24:17] Trustee Stamford (probable): these printers so that was one of my big takeaways from the Salish Sea.

[2:24:24] Voice 10: Yeah, one of the, you're right, it's a very science-y conference in a lot of ways, but
[2:24:30] Voice 10: one of the things I was really struck for from talking about this is, and it's not necessarily
[2:24:35] Voice 10: under this topic, probably should have brought it up earlier, but is, it was fascinating to me
[2:24:44] Voice 10: how much well-resourced work is being done in First Nations communities, the Tsleil-Waututh
[2:24:49] Voice 10: and the, I mean, I was watching, for example, particularly the Tsleil-Waututh and the work
[2:24:53] Voice 10: they were doing out in you know and all of that and i and i was sort of counting up the number
[2:25:00] Voice 10: of people that were working on this and were on the water on a daily basis and going man if we
[2:25:07] Voice 10: had like one tenth of those resources um and we hire one freshwater specialist and people say
[2:25:14] Voice 10: well you know that the money's we shouldn't be spending the money that's
[2:25:18] Trustee Stamford (probable): for the whole
[2:25:19] Trustee Stamford (probable): a lot of stress area yeah
[2:25:20] Voice 10: and uh and so but you watch the kind of work that's going on you realize
[2:25:25] Voice 10: if you want to have an impact you got to be on the water you got to have you got to have
[2:25:30] Voice 10: boots on the ground you got to have people that are willing to do it and i know the squamish
[2:25:33] Voice 10: nation has a lot of people that are out there um
[2:25:36] Voice 10: just one thing i wanted to say that sort of ties
[2:25:39] Voice 10: back into the keats island short short for short protection but climate change mitigation
[2:25:44] Voice 10: One of the points that came up in the discussions we had when we were creating that letter related
[2:25:51] Voice 10: to the Squamish Nation was what about sea level rise mapping?
[2:25:57] Voice 10: And it struck for me a note because I can remember in one of the meetings somewhere
[2:26:03] Voice 10: along the way that somebody raised the point of, well, where's the data of sea level rise?
[2:26:08] Voice 10: And it's true, we tend to operate off generic data as opposed to specific data because we
[2:26:14] Voice 10: gathering specific data is often very time consuming and expensive and we don't have
[2:26:20] Voice 10: scientists about doing it but there will be data about sea level rise um and i'm wondering whether
[2:26:26] Voice 10: we could somehow incorporate it into the next staff report uh about the sea level rise for
[2:26:34] Voice 10: this area generically and we're not going to be any different on keats or gambier than they are
[2:26:39] Voice 10: are Gibsons or Bowen or Vancouver and there is
[2:26:45] Voice 10: data around what that's going to look like over
[2:26:47] Voice 10: the next 50 years so just a
[2:26:50] Voice 9: question yeah you go ahead oh well so I was uh I attended online the
[2:26:56] Voice 9: American Planning Association National Conference last week and one of the sessions that I attended
[2:27:03] Voice 9: that was was about coastal sea level rise mapping and one of the attend one of the presenters was
[2:27:12] Voice 9: the planning planning director from Kauai county Hawaii and I was thinking about the Keats project
[2:27:22] Voice 9: when I was watching it because they they don't have a lot of money for mapping the first thing
[2:27:28] Voice 9: that they've done in their process is to simply create setbacks. So they have a whole setback
[2:27:37] Voice 9: program that's sort of a standard setback for properties. And there are some exceptions. So
[2:27:47] Voice 9: if the setback entirely covers the entire lot, for instance, then you're limited to a thousand
[2:27:55] Voice 9: square feet within that on that property that those sorts of things so phase two for them
[2:28:01] Voice 9: is this is coastal is more specific coastal mapping and um and he had indicated that finding
[2:28:09] Voice 9: funding for that even for them was very difficult in part because a lot of the mapping that gets
[2:28:15] Voice 9: done is federally funded and um you know he had mentioned uh hurricane katrina had brought a lot
[2:28:23] Voice 9: of federal funding into Louisiana that didn't go to other states to do coastal flood mapping.
[2:28:31] Voice 9: So I don't know if that's just making me think about that project and you know how other
[2:28:39] Voice 9: communities are doing it and funding it and challenges that they have with it.
[2:28:45] Voice 9: But I also know that there's some coastal flood mapping going on with the regional districts
[2:28:50] Voice 9: and i think we should um connect more with them about that and what kind of information is
[2:28:56] Voice 9: available i

[2:31:52] Trustee Stamford (probable): else is at a lower point so we should have special uh setbacks for different levels or different
[2:31:57] Trustee Stamford (probable): composition and I'm like this is way outside where we can go, but it doesn't change the fact that
[2:32:05] Trustee Stamford (probable): this is the the focus of First Nations archaeological artifacts, this is also where
[2:32:11] Trustee Stamford (probable): your highest biodiversity is, so I kind of focused on those more general impacts for the setback
[2:32:18] Trustee Stamford (probable): rather than trying to get into specifics of sea level rise because we just don't know from one
[2:32:26] Trustee Stamford (probable): part of the shoreline to the other it could be 20 feet on one place and 10 feet on another depending

Fielded community members’ concerns about road maintenance authority on the eastern part of Gambier Island. Attended Howe Sound Community Forum at Furry Creek. ADOPTED Gambier Island ADOPTED 2 Local Trust Committee Minutes May 26, 2022 Continue to support activities of the Gambier Island Community Association - New Brighton Dock Committee. Provided background at their presentation to the Regional District. Participated in the Islands Trust/Sunshine Coast Regional District (SCRD) annual joint meeting - see that staff are in a better place to support exploratory actions around solutions for the New Brighton Dock and possibly the Island docks in general. Attended the Salish Sea Conference via Zoom. Lots of good initiatives for cross- border cooperation especially through First Nations lead projects. Trustee Rogers reported on recent activities as follows: Continued involvement in work with Trust Council and Executive Committee, including preparation for Trust Council meeting June 21-23. Members of the public can join via Zoom, and are welcome to make comments to Trust Council. Work on Trust Programs Committee: doing background and political work regarding considerations and discussions on Trust Policy Statement. Had community consultation process ongoing March through May, including a virtual community consultation meeting at the end of March. Report from consultation will be coming out next week at the Executive Committee meeting June 8. Attended Howe Sound Forum April 29. One of the considerations was that elections are coming. There is a lot of support amongst current elected officials for the forum, with Howe Sound Biosphere Region Initiative Society as sponsor of the forum. Sat in on part of the SCRD/Islands Trust meeting; acknowledge the work of SCRD, SCRD staff and Islands Trust staff for making it very productive, including work on planning, FireSmart, and update on high speed internet and fibre optics. Working with Keats Conservancy around badly eroded and heavily used SCRD park, West Beach Park. Pleased SCRD senior staff knew about the work the Conservancy has been doing; they advised that a geotech had been there. 4.2 Chair's Report Chair Fast reported that agenda item 15.1 showed highlights of Trust Council decisions from March 2022. Item 12.3 in this agenda includes minutes from the (October 2021) Islands Trust/SCRD protocol meeting. Attended recent Islands Trust Conservancy meeting; now seventy-seven properties are protected throughout Islands Trust area. Attended recent Bowen Council meeting; a conservation development policy is being worked on. BUSINESS ARISING FROM MINUTES 8.1 Follow-up Action List dated May 17, 2022 Received. There was a request to put the Islands Trust Policy Statement referral (deferred by the LTC on November 18, 2021) on the July agenda. 9. APPLICATIONS, REFERRALS AND BYLAWS 9.1 GM-DP-2020.2 (Swain – Lot 28 Brigade Bay, Gambier Island) Applicant Mr. Swain announced that he had had a change of heart and was willing to move ahead with a legal survey. Planner Baugh reviewed the staff report regarding the applicant’s request to waive the requirement for a current plan signed by a BC Land Surveyor for a Development Permit, as required in the Gambier Island Land Use Bylaw. The applicant discussed previous works conducted on the land to build structures, alter vegetation, and guide movement of water, and indicated a plan to build a house and greenhouse and to have the property in the family for the foreseeable future. He appreciated the necessity of a land survey, indicating his intention not to be within the natural boundary of the sea or neighbour setbacks. Trustee Stamford expressed appreciation that the applicant had come to the meeting and that he was moving forward in this way, and noted that any time anything is happening in the foreshore, there will be a lot of attention on it. GM-2022-021 It was MOVED and SECONDED that the Gambier Island Local Trust Committee has determined that it is reasonably necessary that the applicant of GM-DP-2020.2 (Swain) provide, as required by Section 2.8(1) of the Gambier Island Land Use Bylaw No. 86, a plan signed by a B.C. Land Surveyor, showing the location on the lot of all existing and proposed buildings, structures and sewage absorption fields in relation to lot and zone boundaries, watercourses, wells and the sea, and in relation to other buildings on the lot. CARRIED 9.2 GM-DVP-2021.8 (Atchison – 507 Shawanabe Road, Gambier Island) Planner Baugh reviewed the staff report on a variance request to relax the setback to existing buildings and structures: setback from the natural boundary of a watercourse for a deck from 15 metres to 7 metres; setback from the natural boundary of a watercourse for a shed from 15 metres to 6 metres; minimum elevation above the natural boundary of the pond from 1.5 metres to 1.07 metres; ADOPTED Gambier Island ADOPTED 4 Local Trust Committee Minutes May 26, 2022 setback from the front lot line for an accessory building from 7.5 metres to 5.456 metres; setback from the front lot line for a shed from 7.5 metres to 6.544 metres; and setback from the exterior side lot line for an accessory building from 4.5 metres to 3.034 metres. Staff attended the site with Trustee Stamford in April and received an updated site plan from the applicant. Two emails supporting the application were received by staff, as well as two phone calls from people expressing concern about development occurring prior to proper permits being obtained. Discussion ensued and included the following topics: Use of accessory building as a temporary shelter during construction of a dwelling; Sheds and accessory buildings that do not require a dwelling; and Long-term family compounds historical in nature. The applicant gave a verbal report with background information as to work done on the property and watercourses that were discovered. Comments from trustees included: What has been requested is not unreasonable; everything has been put in place for a plan. No issue with this. Would like owner to consider that the pond is very steep and dark, not necessarily the best environment for amphibians; give some thought more amenable to creatures, as friendly as possible. Sometimes amphibian ponds do dry up in the summer. GM-2022-022 It was MOVED and SECONDED that the Gambier Island Local Trust Committee approve issuance of GM-DVP-2021.8. CARRIED Trustee Stamford noted some issues with the brochure titled Development Permit Area No. 3 – Riparian Areas on Gambier Island (Revised). GM-2022-023 It was MOVED and SECONDED that the Gambier Island Local Trust Committee request staff to review the brochure titled Recent Updates to Development Permit Area No. 3 – Riparian Areas On Gambier Island (Revised), and edit the wording to include specific references to artificial features such as ditches and dug ponds as pertinent water features. CARRIED 9.3 Bylaw No. 155 – for consideration of adoption GM-2022-024 It was MOVED and SECONDED that Gambier Island Local Trust Committee Bylaw No. 155, cited as “Gambier Island Local Trust Committee Meeting Procedure Bylaw, 2022”, be adopted. CARRIED ADOPTED Gambier Island ADOPTED 5 Local Trust Committee Minutes May 26, 2022 9.4 Bylaw No. 156 – for consideration of adoption GM-2022-025 It was MOVED and SECONDED that Gambier Island Local Trust Committee Bylaw No. 156, cited as "Gambier Island Local Trust Committee Fees Bylaw, 2022", be adopted. CARRIED The Local Trust Committee meeting recessed for a break at 11:50 am and reconvened at 12:10 pm. 10. LOCAL TRUST COMMITTEE PROJECTS 10.1 Gambier Island Official Community Plan and Land Use Bylaw Targeted Review Project Island Planner McCargar discussed the memorandum with an update on the status and next steps of the Gambier Island OCP and LUB Targeted Review Project. Points included: RFP was issued for consultant to assist with engagement portion; hope to have a consultant in place by end of June until end of November. Consultant was hired in March to create an illustrative community map, to be used during the engagement process. Input was received from two meetings of the Working Group. An additional physical map was created by the Islands Trust GIS team. Staff continue to work on the discussion papers on shoreline protection, and access to public docks and forest ecosystem; hope to have a preliminary draft by next LTC meeting. Squamish Nation is interested in participating in quarterly meetings in relation to this project. Public engagement planned to commence over summer. Discussion ensued on the following topics: LTC Meetings planned on Keats and Gambier over the summer Old Growth Management Areas and old growth ecosystems/mature forest Engagement with Squamish Nation 10.2 Keats Island Shoreline Protection Project Island Planner McCargar provided a verbal update on the Keats Island Shoreline Protection Project. The Island Planner had addressed the resolution from the last LTC meeting to follow up on Squamish Nation response to the draft Keats Island foreshore protection bylaws. Messages were sent on the Squamish Connect portal. A letter to the Squamish Nation from Chair Fast with rationale on the draft bylaws was also sent. Trustee Rogers spoke on accommodating the interests of Squamish Nation with respect to the foreshore. Many archaeological sites have been identified along the Keats shoreline. He also advocated conversation on how to ensure that the community’s concerns and interests are understood. A few recent specific responses from community members identified concerns around distance between docks, and size and restrictions on docks. Most feedback received by Trustee Rogers since the last community information meeting has been from waterfront property owners. ADOPTED Gambier Island ADOPTED 6 Local Trust Committee Minutes May 26, 2022 Discussion ensued on community consultation, accommodation of Squamish Nation comments, meetings over the summer, eelgrass, mooring buoys, and community education. 11. CORRESPONDENCE (Correspondence received concerning current applications or projects is posted to the LTC webpage) 12. NEW BUSINESS 12.1 Climate Change Mitigation and Adaptation Trustee Stamford reported on her participation online in the Salish Sea Conference. A lecture on the heat dome and impacts on foreshore and biodiversity revealed that mortality of sea creatures along the shoreline where there was no forest cover was extensive as compared to foreshore areas with forest cover. Discussion ensued on sea level rise mapping, protection of the foreshore and biodiversity, the variability of coastal topographies, and regulatory language around the most current data on sea level rise. GM-2022-026 It was MOVED and SECONDED that the Gambier Island Local Trust Committee request staff to investigate data regarding projected sea level rise for Keats/Howe Sound area related to the Keats Shoreline Protection Project. CARRIED 12.2 Annual Report GM-2022-027 It was MOVED and SECONDED that the Gambier Island Local Trust Committee endorse the following text for inclusion in the 2021-2022 Annual Report for approval by the Islands Trust Council and submission to the Minister of Municipal Affairs & Housing. The Gambier Island Local Trust Committee (GMILTC) held five regular business meetings, one Public Hearing, one special business meeting and two special meeting/Community Information Meetings in the 2021/22 fiscal year, for a total of nine meetings. Work for this period focused on advancing the Gambier Island Official Community Plan (OCP)/Land Use Bylaw (LUB) Project and the Keats Shoreline Project. The GMILTC also gave three readings to the Associated Islands and Bowyer and Passage Riparian Areas OCP and LUB amendment bylaws. From April 1, 2021 to March 31, 2022, the GMILTC received and considered applications for six development variance permits and five development permits. ADOPTED Gambier Island ADOPTED 7 Local Trust Committee Minutes May 26, 2022 During the same time period staff also reviewed 16 building permit referrals, four crown lease referrals, and three subdivision referrals for development proposals in the Gambier Island Local Trust Area. CARRIED 12.3 Sunshine Coast Regional District (SCRD) Protocol Meeting Follow Up The May 16, 2022 agenda of the Islands Trust and Sunshine Coast Regional District Joint Meeting and notes from the Joint Meeting of October 18, 2021 were received. Discussion ensued. 12.4 Howe Sound Principles of Cooperation Request Trustee Rogers introduced the document titled “Principles for Cooperation - Átl'ka7tsem/Howe Sound Community Forum May 2022” and provided background on recently proposed updates to the Principles. A sample letter of support of the revisions to the Principals for Cooperation was attached and local governments were requested to submit to the Howe Sound Biosphere Region Initiative Society (HSBRIS). Discussion ensued on section 8 of the Principles: Logistics (Convening, organizing and facilitating). Questions were raised about the meaning of “convening costs”. It was suggested that a clearer explanation was needed regarding the convening role (regarding the costs), and the relationship between organizations. Trustees discussed whether they were prepared to submit the sample letter to the HSBRIS, and considered challenges in assigning a budget for convening a Howe Sound Community Forum. GM-2022-028 It was MOVED and SECONDED that the Gambier Island Local Trust Committee amend the second paragraph in the letter to the Howe Sound Biosphere Region Initiative Society as follows: We acknowledge and support the May 2022 changes to the wording of the Principles for Cooperation that reflect the societal and logistical changes over the past 20 years, based on a reasonable assessment of convening costs for any specific meeting for which we are the host organization. CARRIED GM-2022-029 It was MOVED and SECONDED that the letter regarding Revisions to the Howe Sound Community Forum Principles for Cooperation May 2022 be signed by the Gambier Island Local Trust Committee Chair and forwarded to the Howe Sound Biosphere Region Initiative Society. CARRIED 12.5 Email dated May 15, 2022 on behalf of Ian Winn, A ́ tl’ka7tsem/Howe Sound Biosphere Region Society regarding Best Management Practices (BMP) for Marine Docks The Local Trust Committee received the email of May 15, 2022 from A ́ tl’ka7tsem/Howe Sound Biosphere Region Society Director Ian Winn with the attachment on Best Management Practices for Marine Docks. ADOPTED Gambier Island ADOPTED 8 Local Trust Committee Minutes May 26, 2022 GM-2022-030 It was MOVED and SECONDED that the Gambier Island Local Trust Committee request staff to post this information on the project websites for the Gambier Official Community Plan project and Keats Foreshore Protection Project. Meeting with Ministry of Transportation and Infrastructure A trustee noted that the Local Trust Committee usually has had a meeting with the Ministry of Transportation and Infrastructure (MoTI) each year, and had not met with MoTI yet this term. Road issues were evident on Gambier that included: uncertainties about maintenance where all the maintenance is private; roads being extended but not part of a subdivision agreement; authority roles. GM-2022-031 It was MOVED and SECONDED that the Gambier Island Local Trust Committee review the Memorandum of Understanding with the Sunshine Coast Ministry of Transportation and Infrastructure regional office and request staff to arrange for a virtual meeting to discuss road issues. CARRIED 13. REPORTS 13.1 Trust Conservancy 13.1.1 Report dated March, 2022 13.1.2 Heron Newsletter - Spring 2022 Trustee Stamford reported that the Trust Conservancy met on Tuesday, May 24. The Trustee noted the following: The board allocated the recent $100,000 donation to the Opportunity Fund with $50,000 being earmarked for Salt Spring Projects. The Species at Risk Program has been extended for another three years with supportive funding from the federal government. Welcomed the co-op student Aislyn King whose position is funded in part by the program. The management plan for Sandy Beach was reviewed. Trustee looked forward to seeing how the volunteer warden recommendations could be implemented and how that may include Salmon Rock. Discussion around the ongoing issue of Fallow Deer on Mayne Island and recognition that it is not just a single island problem. Requesting joint advocacy with Trust Council to the province to resolve this complex problem. Agreed to adjust the required five-year ITC plan to a three-year interim plan given significant staffing and project constraints with a focus on First Nation engagement and climate change. 13.2 Applications Report dated May 17, 2022 Received.
