[0:00:40] Trustee Patrick: he's paying attention to today, which I'm more than happy to fill in for him. I have spoken with
[0:00:46] Trustee Patrick: him. He's briefed me and hopefully I don't let him down on sharing today. I always begin with
[0:00:54] Trustee Patrick: acknowledging how fortunate we are to be able to gather on the traditional territories of the
[0:00:57] Trustee Patrick: the Coast Salish people.
[0:00:59] Trustee Patrick: But I also like to share,
[0:01:02] Trustee Patrick: I always like to share lessons
[0:01:05] Trustee Patrick: on my own personal journey on reconciliation.
[0:01:10] Trustee Patrick: Last month, we had the opportunity to journey on a boat
[0:01:13] Trustee Patrick: with Laiacson elders out in the waters
[0:01:16] Trustee Patrick: around what they know as Laiacson Island.
[0:01:19] Trustee Patrick: We know it as Valdez Island.
[0:01:21] Trustee Patrick: And we were welcomed onto the reservation on Shingle Spit.
[0:01:26] Trustee Patrick: And the elder, when he stepped onto the beach,
[0:01:29] Trustee Patrick: he introduced himself to his ancestors and thanked them and he reiterated his
[0:01:38] Trustee Patrick: work that he'll do to support and steward the land into the future for future generations
[0:01:44] Trustee Patrick: and it's such a deeply moving and reminder of our responsibilities for these lands for future
[0:01:51] Trustee Patrick: future generations. I'm so I'm Laura Pedra. I'm elected on Salt Spring. And I'm joined today by
[0:02:00] Trustee Patrick: Trustee Colbert and Trustee Langrass, Langrass, Langrass, Langrass, say it right. Together,
[0:02:08] Trustee Patrick: we make up your Gabriel, a local trust committee. Vanessa Craig will not be joining us today. But I
[0:02:15] Trustee Patrick: do have a report that I hopefully will remember to read when we get to that point in the agenda.

[0:04:08] Voice 7: guess it's in the paper today and i want to really thank vice chair patrick chair patrick
[0:04:16] Voice 7: today for some work behind the scenes and research and background and commitment
[0:04:21] Voice 7: to a request for decision i'm putting forward with paul brent for next week's trust council
[0:04:26] Voice 7: to have the province review the island's trust that's the result of three plus years of all of
[0:04:31] Voice 7: us working together and and my experience personally and I'm hopeful that that gets us
[0:04:39] Voice 7: advancing some of the work according to the mandate that is as it is concurrently presented
[0:04:45] Voice 7: and working in relation to the declaration of the rights of indigenous peoples especially
[0:04:49] Voice 7: session. So that's happening next week. And then here on the
[0:04:55] Voice 7: island, I've taken part in two facilitated sessions on what's
[0:05:01] Voice 7: called social planning, but it is kind of wellness planning,
[0:05:03] Voice 7: community planning. And it's coming out of the social needs
[0:05:08] Voice 7: assessment that the Gabriel LTC was one of the founding local
[0:05:12] Voice 7: government or government partners in and the data that
[0:05:16] Voice 7: um that was presented there so that's an rdn project now the planning sessions have been
[0:05:20] Voice 7: excellent uh broad broad spectrum folks in the community and the health and wellness collaborative
[0:05:26] Voice 7: which is already a cloud of 35 plus organizations and looking at really where the gaps are and
[0:05:33] Voice 7: certainly the thing that's really stood out for me are the gaps in services and support for for
[0:05:39] Voice 7: child and youth services um and that's that's the greatest pressure in the community um um with a
[0:05:46] Voice 7: sort of an avalanche of issues related to housing and everything else um and that that's where you
[0:05:53] Voice 7: see the most sort of the need and the gaps and so how do we respond to that as a community that's
[0:05:59] Voice 7: part of the island's trust review in terms of governance and it's also a potential um you know
[0:06:04] Voice 7: rdn violence trust community partnership so those have been really uh they've given me hope for for
[0:06:10] Voice 7: providing some community services um just to the people who are most vulnerable most in need
[0:06:16] Voice 7: especially um children children youth and families um so that's my report thank you
[0:06:25] Voice 19: thank you yeah um my report has some similarities and now i put forward along lee middleton
[0:06:33] Voice 19: and an RFP to Trust Council to establish a standing governance committee,
[0:06:38] Voice 19: which came out of one of the recommendations from the governance review.
[0:06:44] Voice 19: I'm hoping that actually the two RFPs can work together.
[0:06:49] Voice 19: And one is from outside and one is coming up from the inside.
[0:06:55] Voice 19: And that eventually, because the governance one will take a little longer,
[0:06:59] Voice 19: but we can do some things immediately at least within the framework of our current
[0:07:03] Voice 19: structure legislative structure so that's that's one of my hopes for next week that we'll be able
[0:07:09] Voice 19: to achieve that um other than that uh on monday uh elder geraldine manson will be giving a talk
[0:07:17] Voice 19: on five villages at the here at the art center from one to three and that's by donation and
[0:07:23] Voice 19: And it's a history of the five of them.
[0:07:25] Voice 19: And they're called, it's another name that says,
[0:07:29] Voice 19: I couldn't quite figure out how to pronounce it.
[0:07:32] Voice 19: Salah-kun, Salah-kun.
[0:07:35] Voice 19: So they're the predecessors to Sunaymo.
[0:07:37] Voice 19: They have five villages doing that.
[0:07:40] Voice 19: And then at 3.30, there's going, she's Elder Manson,
[0:07:44] Voice 19: there's gonna be a book launch.
[0:07:46] Voice 19: She's written a book and it's entitled,
[0:07:48] Voice 19: I keep running at this.
[0:07:53] Voice 19: So name of history written in places and spaces
[0:07:56] Voice 19: and an echoing time, and it's her book.
[0:08:00] Voice 19: She'll be launching it at 3.30 at the museum.
[0:08:03] Voice 19: And the point right now is that we have been meaning
[0:08:08] Voice 19: to give her an award from three years ago, 2019,
[0:08:12] Voice 19: which a variety of circumstances never occurred,
[0:08:15] Voice 19: but that's slated now to occur at the book launch.
[0:08:17] Voice 19: she will be presenting her with the award and the gift of the local trust committee
[0:08:22] that purchase so that'll be happening next on monday monday afternoon
[0:08:27] Voice 19: um other than that um
[0:08:31] Voice 19: i'm trying to keep it short trust programs committee and you know we're going to be having
[0:08:35] Voice 19: a meeting in july in person in an animal to go over the report the isl report the 2050 report
[0:08:42] Voice 19: that was submitted to us council next week and then we'll be going through it there'll be an
[0:08:47] Voice 19: in-person meeting
[0:08:47] Voice 19: in an island so that'll be a big event uh and then um the other thing is
[0:08:53] Voice 19: the regional planning committee meeting carries on you know changing the structure of how we
[0:08:58] Voice 19: operate our planning services it's going back to uh trust council and with some suggestions
[0:09:05] Voice 19: um i'll leave it at that for now thank you

[0:09:10] Voice 7: promotion i want to thank um trustee lingeris for for coordinating that with elder manson that's
[0:09:15] Voice 7: been a challenge during a pandemic we want to keep the elders safe but um thank you thank you
[0:09:20] Voice 7: for that relationship building work and i think that's a special award i just want to bring up
[0:09:24] Voice 7: one event happening on saturday it's a run for like someone had actually uh in honor of jay
[0:09:29] Voice 7: deere who was a volunteer firefighter who was struck and killed um by a driver of a vehicle
[0:09:36] Voice 7: and it's a run that's happening on saturday the starting place has been a fire hall and it's a
[0:09:40] Voice 7: fundraising um event and uh and jay and his family are well remembered and supported in this community
[0:09:46] Voice 7: so i hope everyone turns out for that either running it or volunteering or providing some
[0:09:51] Voice 7: funds for a good cause
[0:09:52] Voice 5: thank

[0:09:58] Trustee Patrick: yes trust council is next week it's uh the 21st through 23rd on the evening of the 21st
[0:10:04] Trustee Patrick: is the delegations in town hall the delegations go first the town hall will start following that
[0:10:11] Trustee Patrick: so if you only want to speak in the town hall you can delay your your start there a little bit but
[0:10:18] Trustee Patrick: you know we should be starting the town hall about 10 to 8 I think if everyone sticks to their time
[0:10:25] Trustee Patrick: yes the two RFDs that were mentioned here I absolutely see these as complementary not
[0:10:31] Trustee Patrick: not contradictory. This isn't an either or. They work together. In fact, I think first year of the
[0:10:36] Trustee Patrick: term when the regional district had their governance and priorities committee established,
[0:10:44] Trustee Patrick: I think Scott was waving that at everybody when we should have one of these. So maybe we will.
[0:10:50] Trustee Patrick: I'm looking forward to the conversations. I remember that one at the time. I was like,
[0:10:57] Trustee Patrick: we don't want that but now we do
[0:10:59] Trustee Patrick: all right takes time
[0:11:00] Trustee Patrick: takes time um so uh anyway i'm looking forward
[0:11:04] Trustee Patrick: to that it is virtual the entire thing so by participating you'll see it and it'll be of course
[0:11:09] Trustee Patrick: recorded and available at a later time so um i do have um the electoral area director's report here
[0:11:18] Trustee Patrick: vanessa craig uh she has uh quite a few items on here um huxley park uh the opening celebration
[0:11:25] Trustee Patrick: for the skate park was a huge success
[0:11:27] Trustee Patrick: and she was passing her thanks
[0:11:30] Trustee Patrick: along to Trustee Langerhuis for coming by.
[0:11:33] Trustee Patrick: The regional parks and trails strategy survey has closed
[0:11:37] Trustee Patrick: and data is being analyzed
[0:11:41] Trustee Patrick: and what they say the feedback received
[0:11:43] Trustee Patrick: will help them do their next draft.
[0:11:46] Trustee Patrick: And the feasibility study of the potential costs
[0:11:49] Trustee Patrick: and function of creating a community health
[0:11:51] Trustee Patrick: and wellbeing planner position is continuing.
[0:11:55] Trustee Patrick: And there's more stakeholder meetings coming on that and she passes her thanks to Scott Colburn for his participation and draft will be available, coming in the next few weeks.
[0:12:07] Trustee Patrick: After endorsing the community wildfire resiliency plan, the committee a motion was made by the board to refer the plan back to the committee for additional discussion.
[0:12:16] Trustee Patrick: The reports were again endorsed and will appear to be on an upcoming board meeting agenda.
[0:12:21] Trustee Patrick: agenda. The current election, and I should point on that topic just for your, it's too late this
[0:12:28] Trustee Patrick: term, but something to think about for notes for next term, is a wildfire development permit area.
[0:12:36] Trustee Patrick: Salt Spring is going to be hopefully tagging that discussion on to, we're just creating our
[0:12:43] Trustee Patrick: wildfire resiliency planning, community plan now, we're updating it. So with our regional district.
[0:12:51] Trustee Patrick: Anyway, the current election bylaw restricts mail ballot voting to eligible members who meet the following criteria.
[0:13:01] Trustee Patrick: I don't know if you want to know that one, but there's a number of criteria there you should look at for that.
[0:13:07] Trustee Patrick: And let's see, members of Area B, the POZAC, met for a site tour of some parks to discuss park projects and subsequently met for their meeting.
[0:13:19] Trustee Patrick: During the meeting, the committee discussed planned parks, trails, and recreational master
[0:13:25] Trustee Patrick: plan for Gabriola, which is scheduled to occur in 2023.
[0:13:29] Trustee Patrick: Then the Gabriola Arts Council and Gabriola Museum, Islands Future, and Mudge Island Citizens
[0:13:34] Trustee Patrick: Society all were awarded community grants through the Regional District of Nanaimo's
[0:13:40] Trustee Patrick: community grant program.
[0:13:42] Trustee Patrick: And a community survey is still open until June 17th.
[0:13:45] Trustee Patrick: That's tomorrow.
[0:13:46] Trustee Patrick: It's a short check-in survey with questions about satisfaction with Regional District of Nanaimo's services and how to get information about Regional District of Nanaimo and their satisfaction level.
[0:13:58] Trustee Patrick: And that's again on their website.
[0:14:01] Trustee Patrick: Upcoming Regional District of Nanaimo meetings are continuing in a hybrid mode with some director staff in person.
[0:14:09] Trustee Patrick: soon um the next board meeting is on june 28th july 12th and then july 26th 1 p.m starts and
[0:14:18] Trustee Patrick: the next electoral area services committee is on july 7th at a 1 p.m start so we have a very
[0:14:26] Trustee Patrick: active electoral
[0:14:26] Trustee Patrick: area director it's wonderful to see and um uh that's her report do we have
[0:14:33] Trustee Patrick: first nations reports um
[0:14:35] Voice 7: yes i was scheduled on june 6th to meet with chief and council as an
[0:14:41] Voice 7: individual delegation um sadly there was a tragedy in the community and that day that meeting was
[0:14:46] Voice 7: cancelled um the chief council meeting is concurring right now
[0:14:49] Voice 4: so
[0:14:50] Voice 7: um yeah i had some
[0:14:53] Voice 7: decisions to make this week um but i i i remain committed to uh to that relationship and i was
[0:15:00] Voice 7: I was looking forward to that meeting and I look forward to being on the agenda for the next available talk.

[0:18:46] Voice 16: office closed and i'm sorry about that so i'd like to read about that town hall today and it
[0:18:52] Voice 16: is regarding the ecological protection zone project i'm very pleased to see the proposed
[0:18:58] Voice 16: ecological protection zone project become a priority because as you probably remember
[0:19:04] Voice 16: i have been asking for this kind of zone for the gabriel local trust area not just for specific
[0:19:10] Voice 16: parts of the land but also as a holding place for possible land donations or resigning opportunities
[0:19:18] Voice 16: i was initially encouraged and gave full support to planner ian cox's january 2021 staff report
[0:19:25] Voice 16: regarding an ecological protection zone i likewise give the same support in the staff report by
[0:19:31] Voice 16: planner anthony cortina prepared for the june 16th local press committee meeting i note that this new
[0:19:40] Voice 16: staff report not only includes the re-designation of vernon's acres and still going to pay nature
[0:19:47] Voice 16: reserves to a conservation ep zone it also suggests the possibility of including the
[0:19:54] Voice 16: rezoning of a portion of the 707 community park donor lands added by the potlatch rezoning process
[0:20:03] Voice 16: this too would be a long-term benefit to gabriel the local trust area oh my last paragraph says
[0:20:10] Voice 16: i'm sorry i can't be at the meeting because i wrote this last night and i thought the meeting
[0:20:15] Voice 16: was at 10 30. but i'm very happy to be here and i thank you very much for your attention thank you

[0:20:35] Voice 6: carry on purpose my partner's outside and the truck he won't even come into this meeting anymore
[0:20:45] Voice 6: um a short history for those of you who don't know we started fighting to preserve and protect
[0:20:56] Voice 6: to protect the natural environment and not business developments in the early 90s.
[0:21:05] Trustee Patrick: I was going to say, can you speak to your boss
[0:21:08] Voice 6: up here? Thank you.
[0:21:09] Voice 6: Okay. And fought against something called the home occupations bylaw,
[0:21:19] Voice 6: which allowed two businesses on a half acre lot.
[0:21:26] Voice 6: and it what it had done as it subsided the previous bylaw had progressive uses depending
[0:21:36] Voice 6: upon the size of the lot and we became alarmed when it was proposed and passed
[0:21:46] Voice 6: these incredible uses of business uses promoted on the half acre lot and the worst of which we
[0:21:56] Voice 6: felt at the time where we were operating a one-bedroom bed and breakfast and we believed
[0:22:04] Voice 6: in small footprint on the lot etc numerous letters i've written to you on this you you guys know the
[0:22:13] Voice 6: history um and uh russ went right to the trust council's council and the only action they took
[0:22:25] Voice 6: was to reduce one
[0:22:27] Voice 6: parking space and one bedroom
[0:22:29] Voice 6: they let
[0:22:31] Voice 6: the rest of it go through
[0:22:34] Voice 6: okay
[0:22:35] Voice 6: so I continue
[0:22:37] Voice 6: on this fight to
[0:22:40] Voice 6: I believe
[0:22:42] Voice 6: again and
[0:22:43] Voice 6: I've written to the queen
[0:22:46] Voice 6: most recently
[0:22:47] Voice 6: to the crown
[0:22:49] Voice 6: because I believe
[0:22:51] Voice 6: that those
[0:22:53] Voice 6: Those bylaws promoted on this island, on that small lot, up to anybody can move in, like next door does.
[0:23:06] Voice 6: And to do, say, we gave the example of a B&B as allowed, and say a secondary home occupation, such as bicycle rental, boat rental, etc.
[0:23:21] Voice 6: et cetera, you would have, and to provide the parking spaces for these businesses as in the
[0:23:29] Voice 6: bylaws, you would literally have to pave over, pave over, provide parking space over the entire
[0:23:39] Voice 6: half of the lot. And to say that my position has been since that claim was passed, that

[1:08:44] Voice 19: as one of the hurdles for that.

[1:17:45] Voice 8: Community land trusts, on the other hand, like Gill's, have the capacity to address
[1:17:50] Voice 8: broader issues that reflect changing community needs and connect people to land and other
[1:17:56] Voice 8: powerful ways. Community Land Trust can bring healthy food to the table, support the development
[1:18:03] Voice 8: of affordable housing, contribute to the local economy, provide land-based education and nurture
[1:18:09] Voice 8: community. Community ownership and stewardship of significant land resources provide opportunities
[1:18:16] Voice 8: to sustain human well-being, help communities build more resilient and innovative and successful.
[1:18:24] Voice 8: GILS is a non-profit registered charity our aim is to benefit Gabriel Owens and St. Iola First Nation members by acquiring and stewarding land on Gabriel Owens Island under a community ownership model that promotes long-term community benefits, affordability and sustainability and enables democratic local planning.

[1:18:52] Voice 8: for a community services designation to be added to the ocp and then if i understand the process
[1:18:59] Voice 8: properly the change to the land use bylaw to develop regulations for properties in community

[1:19:13] Voice 8: we are bringing this request forward now in the hopes that you will provide us with some feedback

[1:21:26] Voice 19: in the ocp so are you were you thinking of like one or two residents or are you thinking

[1:22:40] Voice 18: bucks you know so then it makes it very accessible so could we have a food call for example that had
[1:22:46] Voice 18: a very low membership fee and that really is community-wide applicability because it's very
[1:22:52] Voice 18: easy to become a member um so housing co-ops yes it is a different question if it is an ownership
[1:23:01] Voice 18: model but a housing co-op isn't always an ownership model for example it can still be a
[1:23:06] Voice 18: housing co-op that's owned by a housing society for example but the members are in a housing co-op so
[1:23:13] Voice 18: um the idea behind the community services model can you hear me enough

[1:23:21] Voice 18: um sorry uh the idea behind being able to have multiple uses is because we don't know
[1:23:28] Voice 18: what land we will end up being able to acquire and have the responsibility for stewarding
[1:23:36] Voice 18: and so we're trying to make it possible that when we do acquire land whether it's through bequests
[1:23:42] Voice 18: or because someone has donated us money and we can fundraise
[1:23:49] Voice 18: and we can go and buy a piece of land that has a particular use
[1:23:52] Voice 18: we will think will really benefit community, et cetera,
[1:23:56] Voice 18: then only then will we know what kind of use.
[1:23:59] Voice 18: And sometimes we may be donated or be able to purchase collaboratively
[1:24:05] Voice 18: with other organizations a piece of land that we actually want to go
[1:24:09] Voice 18: to the community and ask what do you want us to do with this land and have a whole community
[1:24:16] Voice 18: engagement process around that so it's it's really how do we take land out of the market
[1:24:24] Voice 18: so that it is available for community purposes that benefits the community and particularly
[1:24:29] Voice 18: people living in poverty so that's what
[1:24:32] Voice 19: we're trying to do so is the affordable housing part
[1:24:35] Voice 19: like somebody residing under the lot is that the intent and then you have these other potentially
[1:24:41] Voice 19: potential activities yeah
[1:24:43] Voice 18: it could be multiple use so there could be some farming activity
[1:24:46] Voice 18: happening there too or it really depends we don't know or if you think back to the village vision
[1:24:53] Voice 18: work that was done in the lock and bar triangle that's the central area over living in
[1:24:59] Voice 18: the one of the ideas were these live workspaces so is that a potential that we want to develop
[1:25:05] Voice 18: further who knows and so that's when engaging a community will be important to see what it is
[1:25:12] Voice 18: we want to do with properties depending on where they're located because it is really we don't want
[1:25:19] Voice 18: if we get land are able to obtain land that has already been either currently or in the past in
[1:25:25] Voice 18: agricultural use and is largely cleared then it tends to imply that we might want to continue to
[1:25:31] Voice 18: have it in agricultural use as opposed to clearing all the trees off another lot you know and so on
[1:25:36] Voice 18: so it's really trying to look at what makes sense for the land that we do the
[1:25:41] Voice 19: land that you start
[1:25:42] Voice 19: the land determines also what the potential uses are basically you've got your your range of ideas
[1:25:50] Voice 19: and then try to the land will somewhat dictate what's potential what his potential is i would
[1:25:56] Voice 19: that yes location
[1:25:57] Voice 19: or whatever
[1:25:58] Voice 18: right and the idea with the community services designation that
[1:26:01] Voice 18: allows a range of uses is is then if we acquire land and we can quickly or relatively quickly put
[1:26:09] Voice 18: it into the community service having made a community service designation then it makes
[1:26:15] Voice 18: it simpler when it comes to do the rezoning part where our zoning part where we're trying to then
[1:26:20] Voice 18: we come and apply of course to zone for the specific uses and then we detail what it is
[1:26:26] Voice 18: we're looking at doing with that particular piece of land but it out shortens one step
[1:26:33] Voice 7: so does just looking at in terms of which organizations can do this type of work does
[1:26:38] Voice 7: gabriel island lancer society have charitable status as a society yes you do okay and and
[1:26:43] Voice 7: what is that what is that uh charitable status line what was the purpose it's
[1:26:48] Voice 18: for three purposes
[1:26:50] Voice 18: Well, I guess five, really. One of them is to acquire and sell if needed and that kind of thing, land.
[1:26:59] Voice 18: One is to manage and steward land. But the three main activities we want to do are, one is affordable and supportive, thank you, housing.
[1:27:10] Voice 18: One is agriculture and education around agriculture. And one is small scale community economic development.
[1:27:17] Voice 18: So those are the three main things that we hope to do. So I'm not sure if we get to actual light industry, but we don't know. I had never imagined that, but we just don't know. So obviously we understand that when we apply for rezoning, whatever property we do decide to keep and steward and develop with other organizations, a lot of times we'll do that.
[1:27:43] Voice 18: then we will come forward with the rezoning application that specifies what we hope to do with the land
[1:27:49] Voice 18: and gives the community and the trust a chance to look at what that will all be.
[1:27:53] Voice 18: So
[1:27:54] Voice 7: this was where that circular economy piece comes in.
[1:27:56] Voice 7: Right now we're shipping nutrients off the island and we're having farmers buy fertilizer and other sources.
[1:28:02] Voice 7: I mean, we're just, the climate change implications of the way that we're managing client areas, it's ridiculous.
[1:28:07] Voice 7: it so i see some of the you know the enterprise zone that the chief of commerce work has done
[1:28:12] Voice 7: kind of steers in on some of that as well in terms of land use designation
[1:28:17] Voice 7: as opposed to its own what's the thinking behind that well

[1:28:26] Voice 8: there are designations so we're asking for a designation within the ocp and then once we have
[1:28:31] Voice 8: the land we would be asking for that so that's my understanding of how it works but um

[1:29:32] Voice 15: simply be a text designation as a placeholder if and when in the future an application came forward
[1:29:39] Voice 15: to actually take that designation and then apply it to a very specific parcel and then have site
[1:29:45] Voice 15: specific zoning under that designation for whatever mix of uses that they actually decide to

[1:31:41] Trustee Patrick: in and you know as more and more wealth pours into our communities land is being removed or
[1:31:50] Trustee Patrick: becoming something else and the community is having less choice in that matter so as we
[1:31:58] Trustee Patrick: continue to look at our ocps and grow we have to look at what do we what do we want to grow to hold

[1:44:38] Voice 14: We have been doing the reverse data record process since 1967.
[1:44:45] Voice 14: Unfortunately, it is not very effective because it has never changed the original rendering or production, producing of the data at census, after census year.

[1:45:03] Voice 14: And I do have a breakdown of the census data for Gabriela, Marge, Décorcy, and there is a number nine.
[1:45:12] Voice 14: There's nine people that are living on peripheral smaller islands.
[1:45:17] Voice 14: But that does not give us the whole idea of the reverse data record is to find where there is older census and under census.
[1:45:32] Voice 14: over enumeration and under enumeration, and yes, if there is a request from an entity or a legal entity, they will do it.
[1:45:44] Voice 14: They even did it for me, but not as a person. I asked just for the breakdown of the census data for the island this year.
[1:45:54] Voice 14: our trust area but that doesn't give us the older numbers my
[1:46:02] Voice 19: guess is it'll it'll be under
[1:46:03] Voice 19: i mean the we have got statistics from uh msp on the number of people with with msp numbers
[1:46:11] on your room and it showed where we had our census children 2016 four four thousand four
[1:46:19] 2003 in fact it was up

[1:48:55] Voice 19: or five boats lying on their side at low tide.
[1:48:58] Voice 19: the sunken riverboard is still there it's doesn't have the uh the flotation around anymore and uh

[1:49:09] Voice 19: yeah it's the problem is that part of that day is so low at low tide you know it
[1:49:16] Voice 19: really shouldn't have large in that low area especially with all the hill grass there
[1:49:22] Voice 19: and that's towards the southern side of Degman Bay I guess because where the docks are it's deeper
[1:49:31] Voice 19: but it's where the aquaculture leases are in that area it gets really it's really low and low tide
[1:49:36] Voice 19: and it's all you know most of it's exposed and I didn't I'm glad to pick I can pass them on if you
[1:49:44] Voice 19: want but they are that trimaran is still there and there's about three boats lying on their side
[1:49:53] Voice 19: three or four goals lying on our side in that low tide you know sailboats and i don't anyway i'm
[1:50:02] Voice 19: waiting to hear back from uh the vessel concerned because i understand that after that occurrence
[1:50:07] Voice 19: was doing the whole riverboard thinking that it wasn't actually referred to uh vessels of concern
[1:50:13] Voice 19: guess we'll follow up on that is that coast guard vessel concerned yes yeah

[1:50:54] Voice 19: coast guard i think it was coast guard they said for environmental concerns
[1:50:58] Voice 19: you actually have to see the discharge or do a sample by that there was a discharge in this
[1:51:07] pollution that means you have to be right on site
[1:51:11] Voice 19: to monitor it it's almost impossible to do that
[1:51:15] Voice 19: yeah unless you can somehow demonstrate what you're doing
[1:51:22] Voice 19: it's just it's just logical and
[1:51:23] Voice 7: our bottom line enforcement system said the same thing
[1:51:27] Voice 7: the bylaw compliance and enforcement said the same thing about the little word
[1:51:31] Voice 7: no just about general you have to have evidence of yeah

[1:51:38] Trustee Patrick: Council, we put a motion forward to the UECN a couple years ago asking for a regional approach

[1:51:55] Trustee Patrick: on Salt Spring, and you deal with one harbor. This is a moving issue. It just moves to the
[1:52:00] Trustee Patrick: next harbor. These boats that are not fit to be on the water, never mind some living in them,
[1:52:06] Trustee Patrick: not fit in the water. It's really unfortunate because it needs a regional approach.
[1:52:11] Voice 19: One of the questions I asked was, is there any capacity for DEA or Coastal or whatever
[1:52:17] Voice 19: to actually limit moorage based on the depth of the water? You know, can they put up signs saying
[1:52:24] Voice 19: in this area you can't moor because of the low tides and you both end up on the seabed?
[1:52:34] Voice 19: it i don't know you know to me it would make sense that can't war somewhere where you're going to end
[1:52:41] Voice 19: up on that on the seabed anyway wait to hear on that all

[1:56:26] Voice 15: onus back on the applicant to say that you're under no obligation to consider that unless that
[1:56:32] Voice 15: that information is provided to support their application.
[1:56:37] Voice 15: So the recently adopted bylaws
[1:56:41] Voice 15: for the Gabriel Housing Society, for example,
[1:56:44] Voice 15: does have a new development permit area.
[1:56:47] Voice 15: And should they proceed with an application
[1:56:50] Voice 15: and they're insufficient in providing
[1:56:53] Voice 15: supporting documentation in the form
[1:56:55] Voice 15: of a professional report from a qualified professional
[1:57:00] Voice 15: pertaining to the environmental features and functions of that property then we'd have nothing
