[0:03:43] Voice 6: Happy to be here on Maine on an absolutely spectacular day, and we're very fortunate

[0:03:51] Voice 6: and appreciative and want to recognize that we're meeting on Maine Island, which is in

[0:03:57] Voice 6: the traditional territories of many Coast Salish peoples who have lived and worked and

[0:04:04] Voice 6: gathered and hunted and done many things in this area on Maine Island for millennia.

[0:04:11] Voice 6: and of course the Sarasota First Nation has a regular presence here and we're very grateful

[0:04:18] Voice 6: to be able to do that and I always think of it as I come across an absolutely calm flat

[0:04:24] Voice 6: sailing sea today and thinking of people that people over on the mainland you go I can canoe

[0:04:30] Voice 6: over there and they did for sure and then and vice versa so anyway I'm happy to be here this is

[0:04:40] Voice 6: is um our uh the continuation of our what i call our modified hybrid sessions uh this session is

[0:04:49] Voice 6: being recorded um and we'll be on the website i'll just say a couple of days i'm not sure what

[0:04:57] Voice 6: the time frame is now if we're getting it up i think we've got the system down that it gets up

[0:05:39] Voice 6: I'm the chair of the Maine Island Local Trust Committee, and I've been fortunate enough to be the chair for, geez, three years and nine months, eight months now.

[0:05:53] Voice 6: And it's been my pleasure to come and to do this work on Maine Island.

[0:05:58] Voice 6: I come from Alcatraz and Howe Sound.

[0:06:02] Voice 6: My connection to the islands is on Keats Island,

[0:06:05] Voice 6: which is just off Gibson's and Howe Sound, if you know it,

[0:06:08] Voice 6: and Alcatraz if you know it.

[0:06:10] Voice 6: And I'm on the executive of the Trust Council.

[0:06:16] Voice 6: And I can explain if anybody wants to ask me another time how that all works

[0:06:21] Voice 6: and how I come to be here.

[0:06:22] Voice 6: I want to you probably know your local trustees that trustee Janine Dodds and trustee David Maude

[0:06:30] Voice 6: we have Pat Todd arriving triplets who all have the same sounding last name who's the recorder

[0:06:45] Voice 6: who's the island planner for main island and you'll be hearing from her from time to time

[0:07:13] Voice 6: and we'll go through our agenda as well.

[0:07:41] Voice 6: the agenda uh adopted as amended and we'll move through our agenda and the first item on our

[0:07:48] Voice 6: agenda uh is our town hall um and uh thank you for being here for that um we've started to call

[0:07:56] Voice 6: it in some forms our community comment period but it's uh it's traditionally known as the town hall

[0:08:01] Voice 6: and it's your opportunity to speak to your local trust committee um about issues that are on our

[0:08:07] Voice 6: agenda or that we're working on uh or that you think are relevant to the work that we do um

[0:08:12] Voice 6: And we ask only basically three things that you do is that you address the local trust committee and not each other or staff.

[0:08:21] Voice 6: If staff needs to answer a question or deal with something, we'll ask them to do that.

[0:08:26] Voice 6: We ask you also to speak appropriately and address issues and not personalities or people.

[0:08:35] Voice 6: and so that's that's um that can be a challenge for final although main island i must say is

[0:08:42] Voice 6: probably um the most respectful that i experience uh from that perspective and and obviously the

[0:08:49] Voice 6: last uh expectation is that as i said you speak appropriately that we don't that you don't use

[0:08:55] Voice 6: abusive or uh uncoordinated language and i monitor that fairly carefully and will um

[0:09:01] Voice 6: I'm not going to put, I don't, I generally don't on me put specific time limits on people speaking, but we ask you to keep it, you know, relatively short, you know, three to five minutes or something like that.

[0:09:15] Voice 6: If there's a lot of people, sometimes we put time limits on because we need to get on with our business.

[0:09:21] Voice 6: So, who would like to address the local trust committee about an item on our agenda or something that we're working on?

[0:09:28] Voice 6: Well, that was a lot of talk for nothing.

[0:09:30] Voice 6: think if nobody wants to talk

[0:09:31] Voice 6: yes ma

[0:09:32] Voice 3: 'am i just have a question sure respect to when you speak

[0:09:35] Voice 3: about certain things because i do have comments about um you know the uh with respect to the

[0:09:42] Voice 3: bylaws earlier on later on okay

[0:09:43] Voice 6: so i should have been clear two things one is if an applicant is

[0:09:47] Voice 6: here they don't have to be speaking with town hall for example i know the main island housing

[0:09:51] Voice 6: societies here and they can address us during that there is a public hearing coming up around

[0:09:56] Voice 6: around the bylaws, that's your appropriate time

[0:09:58] Voice 6: to speak about that, not now.

[0:10:00] Voice 6: You'll have

[0:10:00] Voice 6: full opportunity to speak about the by,

[0:10:02] Voice 6: and I'm sorry, I should have been clear,

[0:10:04] Voice 6: but for example, if you wanted to speak

[0:10:06] Voice 6: about the housing side or you wanted to speak

[0:10:07] Voice 6: about the flex housing project or something else,

[0:10:10] Voice 6: this would be the time to do that, yes.

[0:10:12] Voice 6: And Tim, did you want to say something?

[0:10:14] Voice 12: Yeah, it's more of a question of process as well

[0:10:17] Voice 12: and it's in relation to the housing society application.

[0:10:21] Voice 6: Ask, we'll see if we can answer.

[0:10:22] Voice 6: And

[0:10:23] Voice 12: so the water management plan that is on the table today was really good for me because it brought a lot of stuff together and allowed me to start focusing on that issue, the groundwater and the surface water.

[0:10:38] Voice 12: And one of the challenges I have in doing that is going back to the other reports that dealt with surface or groundwaters.

[0:10:47] Voice 12: there's they're not always saying the same thing and and you see that in in um the extent to which

[0:10:57] Voice 12: the ground with water is fully um saturated and at the same time you can put in a retention pond

[0:11:04] Voice 12: that will allow drainage little things like that i'm wondering is there an opportunity for the

[0:11:10] Voice 12: public to ask questions and get information from the proponent on that stuff like the

[0:11:16] Voice 12: to the information you had last time or is it just um send letters and questions to the ltc

[0:11:23] Voice 6: well um i guess what i would say to that and i'll let the the planner speak to it as well is that

[0:11:29] Voice 6: it'll be both um um i can't imagine i mean actually i shouldn't even say i can't we will

[0:11:37] Voice 6: have another community information meeting before there is any public here um and uh that will be

[0:11:43] Voice 6: and other opportunity for you to ask those specific questions the idea of a community

[0:11:49] Voice 6: information meeting of that nature is that the proponents for the application are here they're

[0:11:53] Voice 6: presenting they usually they will have their their experts they will have they'll be there

[0:11:58] Voice 6: the people who prepare reports and etc i assume more people who can answer questions so that's

[0:12:03] Voice 6: one opportunity but you there is also exactly what you suggested is you can talk to uh write

[0:12:11] Voice 6: of questions to Narissa and say this is a question I've got about x or y and if it's a technical

[0:12:18] Voice 6: question in particular we're all up on this but we probably can't necessarily answer all the

[0:12:26] Voice 6: technical questions but you can certainly contact Narissa is

[0:12:29] Voice 12: it most helpful to provide those

[0:12:30] Voice 12: questions and things before the community information meeting and so don't start

[0:12:37] Voice 12: particularly

[0:12:38] Voice 6: helpful because um you may want to speak to this i'm not exactly sure because i get

[0:12:44] Voice 6: i've got a number of applications i'm dealing with on a number of different islands and i'm

[0:12:49] Voice 6: never quite sure when william's involved and when he's not sorry mr schulman's involved he's the

[0:12:53] Voice 6: freshwater specialist for the trust and i'm not exactly sure what you're thinking is of the of

[0:12:59] Voice 6: his involvement as we go forward um i'm presuming he will be reviewing this these things but go

[0:13:06] Voice 6: ahead

[0:13:06] Voice 15: he's consistently involved in any technical questions related to groundwater and even surface

[0:13:11] Voice 15: water even though the surface water element isn't his specialty but if he's hung up on a question

[0:13:16] Voice 15: he does have he does consult others so if we get those questions ahead of time we have the ability

[0:13:22] Voice 15: to um so

[0:13:28] Voice 6: does that answer your question yeah thanks sir um and for those who don't know i

[0:13:33] Voice 6: prefer to as a gentleman by the name of william shulba who's the uh we hired i don't know three

[0:13:39] Voice 6: years ago four years ago as the freshwater specialist for the trust and while it wasn't

[0:13:45] Voice 6: really originally his job he uh his job was to do the planning and the processing and there's

[0:13:51] Voice 6: thing lots of he's become quite invaluable in reviewing applications where there's water issues

[0:13:56] Voice 6: attached to them and we often draw upon his expertise to review specifics of applications

[0:14:02] Voice 6: and the reports that are done so that we have another set of eyes and it's not just the special

[0:14:07] Voice 6: suppliers that are the experts hired by the um anybody else wish to speak to the truck yes go

[0:14:14] Voice 6: answer. And I'm sorry, I don't know

[0:14:16] Voice 6: you. My name is

[0:14:18] Voice 12: Eadie. I'm a resident of

[0:14:20] Voice 12: Maine Isle. Nice to

[0:14:21] Voice 12: meet you in a personal capacity.

[0:14:23] Voice 12: I think this is

[0:14:24] Voice 12: the first time I've attended a local trust committee.

[0:14:27] I've taken the time to come

[0:14:28] here today to express my

[0:14:31] concern and disappointment

[0:14:32] at the pace with which the

[0:14:35] affordable housing project has

[0:14:36] been formed through this committee.

[0:14:38] In my view, it has taken

[0:14:42] an excessive length of time

[0:14:44] and i'm just stating that in the context of here we are i won't say how long

[0:14:49] Voice 12: later and with

[0:14:50] Voice 12: municipal elections coming up so that's my first point my second point that you might find of

[0:14:56] Voice 12: interest is that today a survey was published of 2000 adults in british columbia ahead of

[0:15:03] Voice 12: municipal elections and the survey showed two things of interest and maybe more first of all

[0:15:09] Voice 12: Well, the number one issue for British Columbians was housing and homelessness.

[0:15:14] Double the number of people expressed that versus health care, for example.

[0:15:19] Voice 12: The second point that I picked out of that is that in the poll, many of those polls supported additional actions by municipal governments.

[0:15:32] And specifically,

[0:15:34] Voice 12: nearly three quarters of those surveyed backed, quote, streamlining municipal permitting and rezoning processes to fast-track development of rental housing, with a focus on affordable rents.

[0:15:48] Voice 12: So I don't want to take any more of your time. I'd just like to leave that with you. This is what the people of British Columbia are saying. We've got an election coming up. The committee has been too slow, in my view, and some others on the island, in moving this project forward. Thank you.

[0:16:13] Voice 4: So I'm Kat Fernandes. I'm also an Island resident. I've been here

[0:16:16] Voice 16: for nearly a decade now.

[0:16:18] Voice 16: And I've been deeply involved in the workforce of Main Island.

[0:16:24] Voice 16: I'm here

[0:16:25] Voice 7: also in the capacity of being a very enthusiastic supporter

[0:16:28] Voice 4: of the affordable housing initiative.

[0:16:29] Voice 4: and i'm very excited about the flexible housing opportunities that are arising this is

[0:16:36] Voice 5: monumental

[0:16:37] Voice 4: and necessary um but i i also want to say i need to get this going as fast as possible

[0:16:45] Voice 4: in this last week alone i know of three

[0:16:47] Voice 16: very essential workers on this island who have all

[0:16:50] Voice 4: lost their homes and have nowhere to go and we are gonna we've already lost very valuable members

[0:16:58] Voice 4: of this community due to lack of housing on for years this has been happening but it is

[0:17:04] Voice 4: coming to a crisis that i didn't imagine i would ever person thank

[0:17:09] Voice 1: you all appreciate that

[0:17:13] Voice 6: uh anybody else okay uh well thank you very much um so that's the i'll close down all i

[0:17:22] Voice 6: remind you that there is a second opportunity at the end of the meeting if anybody wishes to speak

[0:17:28] Voice 6: that's a bit of a unique thing that's only galeano main i think

[0:17:32] Voice 6: um but anyway we have a second uh

[0:17:34] Voice 6: you can comment on uh what you may have heard during the course of the meeting um so the next

[0:17:41] Voice 6: item we have on our agenda is items uh four and five uh and that is the a community information

[0:17:49] Voice 6: meeting and followed by a public hearing and this is this is we're putting these back together uh

[0:17:56] Voice 6: Because of the nature of the application, we felt that it was appropriate to do them together.

[0:18:00] Voice 6: So what's going to occur is that Planner Chadwick is going to make a presentation related to the bylaws 186 and 187.

[0:18:11] Voice 6: And then you'll have an opportunity, and during that, you can ask questions about the proposed bylaws, the amendments to bylaws.

[0:18:21] Voice 6: and then we will adjourn that community information meeting and we will have a public

[0:18:25] Voice 6: hearing where you can make your comments known i.e your point of view related to those proposed

[0:18:30] Voice 6: bylaws so i hope that's clear uh so over to narissa uh and uh you can introduce the bylaws and

[0:18:38] Voice 6: and uh and then we can ask questions over here sure

[0:18:43] Voice 15: yeah so we've got um

[0:18:45] Voice 15: By-law number 186 and 187. By-law number 186 is an OCP amendment and that one is doing two things. One is removing the Parks Master Plan, which was a request by the Main Island Parks Commission.

[0:19:05] Voice 15: The other thing that that does is it changes the language that you're making for 37 Perthville Road to conform with the zoning change that's proposed and that's essentially the support of, well, it's basically, that's the, I guess, the future thrift store.

[0:19:26] Voice 15: so it's just to confirm that over that that would change they won't have to apply for another

[0:19:33] Voice 15: temporary use permit it's currently being operated

[0:19:35] Voice 15: um there are um a number of other rezoning there is um the uh the brewery which is currently under

[0:19:47] Voice 15: temporary use permit it's basically again um just change that so that they won't have to

[0:19:58] Voice 15: There is a road that is used for mechanics or like it was always intended that that used to be indoors.

[0:20:15] Voice 15: So it's just a change to support what the original.

[0:20:19] Voice 15: There is a rezoning for 797 Beachwood Drive, so that is a property that sort of fell under this

[0:20:27] Voice 15: a neutral circumstance where the density that was currently existing didn't match what was

[0:20:35] Voice 15: originally intended for that property as a result of the earlier subjugation in the 80s.

[0:20:41] Voice 15: So that, that one is also. So the intention there is to is to zone it to what would have been the allowable density.

[0:20:52] Voice 15: So, that was also a discussion, and I guess we would have that around the options related to that property.

[0:21:03] Voice 15: And then the other one is the other reason would be up. I'm going to feel like that.

[0:21:09] Voice 15: Basically, to create a site specific zone for that part and specify use, use being the

[0:21:18] Voice 15: intention there being that it is more of a passive use of the park.

[0:21:24] Voice 15: And then there is a, the by-law that includes the need to enter patios, and allow patios

[0:21:36] Voice 15: and setbacks, and then there's some limits placed on election signs from allowing essentially

[0:21:43] Voice 15: and not allowing more than one election sign on the property.

[0:21:46] Voice 15: um and that's sort of the extent that's sort of summary of what's happening um in the in the

[0:21:52] Voice 15: silos and

[0:21:55] Voice 6: and i'll just add before i ask if there's questions about any of this um is that

[0:21:59] Voice 6: there are at least two items in that group that where there may be a slight change in the

[0:22:06] Voice 6: definitions or the uh when i get to the discussion a little bit later but nothing of any

[0:22:11] Voice 6: a large bank to one is in relation to that property the address of which i always forget

[0:22:17] Voice 6: which is the one with three houses

[0:22:19] Voice 4: and

[0:22:20] Voice 6: the other is in relation to the the uh the patios issue

[0:22:25] Voice 6: i think those are the two i mean

[0:22:27] Voice 4: yeah so

[0:22:28] Voice 6: those those are uh and if you have read the the planners

[0:22:34] Voice 6: uh report that's in the that's in the pockets later at page uh

[0:22:42] Voice 6: 47 you'll see the discussion related to those various issues so what i'm going to do now is

[0:22:48] Voice 6: ask if there's um because this is a community information meeting as to how if there's any

[0:22:54] Voice 6: questions about for clarifications let's just let me hold on a minute

[0:23:13] Voice 6: questions i just want to make sure they're finished okay okay any questions for

[0:23:34] Voice 6: what i've proposed the application yeah go ahead

[0:23:40] Voice 12: it's just in relation to the beachwood property

[0:23:44] Voice 12: and i saw it in the background material that the idea was that you're considering allowing

[0:23:52] Voice 12: allowing three houses in the cottage in return for a potential amenity what was that yeah maybe

[0:24:00] Voice 12: so that

[0:24:02] Voice 14: property well first off the covenant that was on there was wrong so we have to get rid of

[0:24:07] Voice 14: that covenant the property is entitled to two densities two houses and two cottages the owner

[0:24:12] Voice 14: has asked if we would consider three houses in one cottage because he has his two brothers and

[0:24:18] Voice 14: parents and because it's 96 acres basically we felt that that was quite reasonable sometime in

[0:24:26] Voice 14: the future the owners of that property 96 acres will probably come to the community with an

[0:24:31] Voice 14: amenity rezoning proposal but this is not part of it so this is just us saying you know it's

[0:24:37] Voice 14: and i asked for a limitation on the size which is in in the report there because we were kind of

[0:24:44] Voice 14: upscaling because cottages are limited to a thousand and one square feet so this would be

[0:24:50] Voice 14: opening that door up a bit wider okay any

[0:24:53] Voice 6: other questions yes go ahead i

[0:24:56] Voice 3: don't know if this is the

[0:24:56] Voice 3: right time to ask this question if it's a

[0:24:59] Voice 6: question you should ask it now

[0:25:03] Voice 3: and i just wanted to get clarification with respect to um the parcel on the water side of

[0:25:10] Voice 3: that so

[0:25:11] Voice 14: it's all one parcel okay so one

[0:25:17] Voice 3: so if the um zoning bylaws are approved

[0:25:21] Voice 3: um does that mean that um that water parcel

[0:25:31] Voice 14: apply to do a subdivision but marissa

[0:25:34] Voice 15: can explain that better than me so the property currently is

[0:25:37] Voice 15: allowed to be subdivided into two

[0:25:39] Voice 14: it is allowed

[0:25:39] Voice 15: okay yeah so one yeah two parcels and and and so

[0:25:43] Voice 15: um yeah with the density being one one dwelling one footage per parcel so the rezoning is allowing

[0:25:50] Voice 15: that density um and so it doesn't mean to say that they can't divide into two uh parcels at some

[0:25:58] Voice 15: point in the future but so what

[0:26:00] Voice 15: you're really what you're saying is you're denying the request for

[0:26:03] Voice 3: three no

[0:26:04] Voice 14: we're allowing the request for three houses and one cottage their zoning would allow

[0:26:09] Voice 14: two houses and two cottages and they

[0:26:12] Voice 14: wanted to have three houses because the thousands

[0:26:15] Voice 14: square feet wasn't going to be large enough because they have some kind of mobile they're

[0:26:18] Voice 14: going to bring in so

[0:26:19] Voice 14: because of the size of the property it seems reasonable and because

[0:26:23] Voice 14: there is a potential in the future maybe to get some significant amenities on that

[0:26:30] Voice 14: so

[0:26:30] Voice 6: maybe this is the one we got the letter the one yeah but this is the one we got the letter

[0:26:36] Voice 6: from the individual who bought it and said asking some

[0:33:06] Voice 11: comprehensive kind of community island core development strategy that that's guiding these

[0:33:13] Voice 11: decisions or is this i'm

[0:33:15] Voice 6: going to turn that because when i joined the the we were just

[0:33:18] Voice 6: finishing up the uh the community core rezoning project right so i'll let i'll let trustee dodds

[0:33:25] Voice 6: who has the most experience okay

[0:33:26] Voice 14: so so what we do have is is a commercial a plan like where our

[0:33:31] Voice 14: commercial development will occur within the miners bay core so that's

[0:33:34] Voice 14: really the only real

[0:33:36] Voice 14: thing we've had different you know reports different looks at you know what minor space

[0:33:41] Voice 14: should be how big the area should be and that's probably what you're looking at right so it says

[0:33:45] Voice 14: where commercial development can occur but that being said now when we get to the flex housing

[0:33:50] Voice 14: the flex housing is primarily along fern hill road and the majority of it is within what i

[0:33:56] Voice 14: consider the miners bay core school to the water they are actually fern hill center to the water

[0:34:01] Voice 14: so without having a document that says all of these things should be in this area we really

[0:34:07] Voice 14: already have that by fact by the way that the development historically took place and through

[0:34:13] Voice 14: the commercial zoning that we have in place i

[0:34:17] Voice 11: think the key word is comprehensive is is there

[0:34:21] Voice 11: there a water strategy is there a parking strategy oh

[0:34:25] Voice 11: there's just kind of yeah

[0:34:28] Voice 14: the ocp so there is you know a lot of especially the requirements for expanding commercial area

[0:34:33] Voice 14: so well it's in this area that you can apply for rezoning for commercial it's also specified

[0:34:39] Voice 14: all of those services as to what would have to be provided because parking we've done parking

[0:34:45] Voice 14: actually did a parking study a little while ago i can't remember where that document is

[0:34:50] Voice 14: is and the interesting thing is that it was actually the farmer's market and they discovered

[0:34:55] Voice 14: that most of the cars parked belong to people working at the market but they actually counted

[0:35:00] Voice 14: out there's a lot of parking spaces in this area but if anybody we have there's actually requirement

[0:35:06] Voice 14: for parking for commercial space there's actually a formula so any new parking any new commercial

[0:35:12] Voice 14: would have to have x number of spaces we don't have a plan that says we need a municipal parking lot

[0:35:18] Voice 14: because we're not a municipality so we don't have anything like that so

[0:35:22] Voice 14: dave can probably fill in he was on the committee way back yeah

[0:35:26] Trustee Maude: but i think the important thing is

[0:35:29] Trustee Maude: we have the official community plan which covers the whole island

[0:35:32] Trustee Maude: it's it's fairly specific

[0:35:35] Trustee Maude: so it's that's that's our guiding document um and certainly the commercial court we we did drill

[0:35:42] Trustee Maude: drilled down and can get pretty intense as to who, what, where, when, and how.

[0:35:48] Trustee Maude: So it's not the wild west.

[0:35:52] Trustee Maude: It's somebody has an idea, talk to the rest of them,

[0:35:56] Trustee Maude: and she'll explain there's a lot of rules.

[0:35:58] Trustee Maude: And the simple thing is, like, we were just talking about subdivision.

[0:36:03] Trustee Maude: It's not easy.

[0:36:04] Trustee Maude: It's a lot of time and a lot of expense.

[0:36:06] Trustee Maude: Like, I personally, I've been trying to do one for five years,

[0:36:09] Trustee Maude: years and I'm no closer five years down the road when I was five years ago it's it's so it's none

[0:36:16] Trustee Maude: of this sort of just happens it's there's a lot of bureaucracy there's a lot of rules there's a

[0:36:21] Trustee Maude: lot of regulations and and you know you should have a lot of patience and a little bit of deep

[0:36:28] Trustee Maude: pockets in order to try to do anything on the island for sure and

[0:36:31] Voice 14: I also want to you know note

[0:36:33] Voice 14: that I mean things like the egg hauler I've been here over 100 years so obviously there's no parking

[0:36:38] Voice 14: for the egg call the thrift shop now as part of this new project is going to have some parking

[0:36:43] Voice 14: handicap more so you know we certainly are always going to be behind in parking but when big events

[0:36:49] Voice 14: occur here sometimes it's it's people have to be thinking about where where they want to leave

[0:36:53] Voice 14: their vehicles and as when the fall fair happens we get to use the farm up top usually for parking

[0:36:59] Voice 14: so it's a recognition that there are times when parking can be really tough down here because the

[0:37:05] Voice 14: roads are narrow as they were for the say the farmer's market is a is a prime a prime issue

[0:37:10] Voice 14: in terms of parking the crowds but

[0:37:13] Voice 11: there isn't a comprehensive plan for the core of main island

[0:37:17] Voice 11: i

[0:37:17] Voice 14: think there is i think our commercial plan shows it so in

[0:38:03] Voice 6: this and i if you haven't read the official community plan um uh it's there all 78 pages

[0:52:28] Voice 15: on process. So with respect to the draft bylaws, I can just provide a little summary of what's

[0:52:39] Voice 15: uh let's have what what's being proposed so the bylaw um 183 which is the land use bylaw it it

[0:52:50] Voice 15: creates a new zone comprehensive development three zone to support multi-family housing

[0:52:56] Voice 15: it introduces um additional definitions that support the project it creates a split zone lot

[0:53:04] Voice 15: lot. It resolves a portion of the property being contemplated

[0:53:08] Voice 15: for multifamily from rural to comprehensive development three.

[0:53:15] It resolves the parent property to enable the

[0:53:23] Voice 15: subdivision of the

[0:53:24] Voice 15: lot into two. And it removes the ability to commit secondary

[0:53:32] Voice 15: and the um the amendment to the efficient community plan basically just designates that

[0:53:38] Voice 15: new area as a new designation

[0:53:42] Voice 15: multi-family residential that would be for the

[0:53:50] Voice 1: housing area

[0:53:52] Voice 15: um with respect to the water

[0:53:54] Voice 15: reports um a william phoba our freshwater specialist reviewed both the reports and found

[0:54:03] Voice 15: that um the the water the groundwater uh level monitoring um was as as as would have been

[0:54:12] expected more or less um there is um there is uh

[0:54:17] Voice 15: sufficient water in that area to support

[0:54:19] Voice 15: report um that that development and um that is support a weather report and what Michelle said

[0:54:26] Voice 15: uh his uh his review of the report says the data is sound um with respect to the water management

[0:54:35] Voice 15: plan as um those people they discussed it some new um approaches with respect to surface water

[0:54:47] Voice 15: And it also looked at water management, water capture, and it did speak about water treatment.

[0:54:56] Voice 15: With respect to water treatment, there will need to be a bit more significant work to conform to the covenant when we get to that place in the process.

[0:55:10] Voice 15: us um in terms of uh the the update where we're at right now so we are in the process of putting

[0:55:20] Voice 15: together a new cost recovery agreement that will need to be signed by the housing society um before

[0:55:27] Voice 15: we send the housing agreement and covenant uh for review um the housing society as their letter

[0:55:35] Voice 15: indicated and i'm sure they'll they'll discuss um they've had a conversation with the the

[0:55:41] Voice 15: the power attorney of the owner of the land um and and so there are a few changes the one being

[0:55:51] Voice 15: that uh the they have agreed to have sean mchugh's name on the housing agreement um and then i know

[0:55:59] Voice 15: that they want to discuss um don't discuss the uh sunset clause so wherever we arrive at today

[0:56:06] Voice 15: uh we'll we'll inform uh further changes potentially to the covenant so we're just

[0:56:12] Voice 15: waiting until those changes uh potential changes are are discussed and supported and then um we'll

[0:56:20] Voice 15: move to uh to move the uh the legal review process forward um so yeah so that's basically uh so in

[0:56:31] Voice 15: terms of um the next steps we're looking at um at having that cost recovery agreement uh

[0:56:41] the final amounts you can find again

[0:56:43] Voice 15: um once we understand where the company is at um and then

[0:56:48] Voice 15: signed by the the main housing society the covenant and the housing agreement will be sent

[0:56:55] Voice 15: for legal review and if there are any significant changes that will be brought back for discussion

[0:57:02] Voice 15: if the bibles are read for the first time today then staff will schedule a public hearing and

[0:57:08] Voice 15: And, and once the, once the housing agreement drops are final, it's being recommended that

[0:57:34] Voice 15: trustees not want to move forward with with the first reading of the bylaws um is to bring back

[1:01:39] Voice 8: um all the work that the society has been doing um for the entire process but especially in the

[1:01:44] Voice 8: last few months to address um concerns that we've heard from the trustees from neighbors from the

[1:01:49] Voice 8: agency and all these concerns and the work that's resulted has ultimately made the project better

[1:01:55] Voice 8: like the the driveway changes that we made to the site plan proactively doing the water management

[1:02:02] Voice 8: plan and the water data report these are all things that have strengthened the project

[1:02:07] Voice 8: but there's lots of work yet to do that has to come after first reading and after rezoning and

[1:02:13] Voice 8: i don't

[1:02:14] Voice 8: want to underestimate the the time and effort that that's going to take so things like

[1:02:18] Voice 8: the subdivision water or septic design all those things are with different jurisdictional bodies

[1:02:24] Voice 8: and they take a lot of time we want to be able to get ourselves in the queue for a lot of those

[1:02:28] Voice 8: approvals so moving the project through rezoning is really important to that since the last meeting

[1:02:35] Voice 8: as staff mentioned we have spoken with the McHugh family and the representatives and they're happy

[1:02:40] Voice 8: to have their names on the housing agreement so that issue has been resolved we've also added

[1:02:45] Voice 8: one point in the covenant around septic language based on Trustee Vaughn's comments in the last

[1:02:52] Voice 8: meeting. And we've also been working to come up with a solution to address the sunset clauses

[1:02:59] Voice 8: for both Lot 2 and Lot 3 based on sort of what we know the trustees want with an amenity being

[1:03:06] Voice 8: delivered and what the family feels like they have to require for their circumstances. And we

[1:03:12] Voice 8: didn't propose something specific in the letter because we don't have something robust and well

[1:03:17] Voice 8: thought out to propose but i do just want to mention that what we're looking at and we have

[1:03:21] Voice 8: to explore sort of what the legality and what it would look like but is that the well could be used

[1:03:26] Voice 8: as an emergency water source for the island um both william schulba and our water data logger

[1:03:33] Voice 8: showed that the well it's a very healthy well it's got a lot of capacity so a more short-term

[1:03:38] Voice 8: amenity an immediate amenity could be emergency water used for the island but i do want to

[1:03:43] Voice 8: emphasize we need to explore the legality what it would all look like in the logistics um so that's

[1:03:48] Voice 8: what we would be doing over the next few weeks um and so again i just want to emphasize how important

[1:03:54] Voice 8: first reading is for the project it will allow us to go back to some of the funders that have given

[1:03:59] Voice 8: us seed funding and ask for top-ups for that to show that progress has been made um that can help

[1:04:05] Voice 8: us leverage to apply for additional funding um like study work do we bring municipal fund to

[1:04:09] Voice 8: look at building this to net zero energy ready is one option um it allows additional work to

[1:04:16] Voice 8: be done we can start the subdivision application after we have first reading um to do the parallel

[1:04:21] Voice 8: with the rest of the resuming application um it gives some assurance to the McHugh family who

[1:04:27] Voice 8: um they're in an unfortunate circumstance um and they've been very um helpful and they want

[1:04:33] Voice 8: want to continue this process but we don't want to place too much burden on them and want to

[1:04:37] Voice 8: be able to move it forward to give them some certainty with their land moving forward

[1:04:41] Voice 8: um and and just ultimately there is an urgency to the housing crisis we all know there's a

[1:04:47] Voice 8: housing crisis right now um it's one of the top issues in the entire province um this this uh

[1:04:53] Voice 8: application has been uh reviewed for two years now there's been a lot of work to make sure it's a

[1:04:59] Voice 8: robust um application that's good for the community um and folks on the island really need housing

[1:05:05] Voice 8: this is one of the many ways that we need to try and meet the housing crisis um the flex housing

[1:05:11] Voice 8: is going to be one way that uh housing is housing needs are going to be met on the island but it

[1:05:16] Voice 8: won't fill all the needs like with this project it won't fill all the needs but it's really important

[1:05:20] Voice 8: to have affordable rental housing on the island um so we really just ask again for first reading

[1:05:27] Voice 8: we acknowledge that there is still the outstanding issue of the sunset clauses

[1:05:31] Voice 8: neighbors may have more comments um but there is enough time after close reading before cim

[1:05:36] Voice 8: and public hearing to handle those matters so thank you christine

[1:06:14] Voice 14: water district down the road but the immediate neighbors some sort of an easement in place that

[1:06:19] Voice 14: if those neighbors needed water then they would have access to it so just a suggestion okay thank

[1:12:23] Voice 6: my view is this, is that I'm not hearing anything that says this project is a no-go. As I've said

[1:12:31] Voice 6: on other islands, people who have seen the other islands, I've said my view of these processes is

[1:12:37] Voice 6: is you sort of keep going until you find,

[1:12:41] Voice 6: unless you hit a stopping place

[1:12:42] Voice 6: and you find a stopping place that says,

[1:12:45] Voice 6: no, you know what, not going to do this.

[1:12:47] Voice 6: And that's why you continue the process going forward.

[1:40:32] Voice 8: value that they were expecting, and sort of have them untied from this process as quickly as

[1:40:38] Voice 8: possible. So the first is what I mentioned earlier, the well being used for community use,

[1:40:44] Voice 8: that something that could be an immediate, a fairly needed amenity, we believe there could

[1:40:49] Voice 8: be funding that can help us install the infrastructure that's needed for that.

[1:40:53] Voice 8: There is obviously legal and logistical challenges to that. So we would have to explore it, but we

[1:40:59] Voice 8: We don't want to go down and spend money exploring it if it's not something that you would consider.

[1:41:05] Voice 8: And the other option that we had considered, knowing that the family feels like five years is sort of the term that they would want to wait for their lot two to be released.

[1:41:17] Voice 8: But five years is not a long time to build this project with all the unknowns with funding availability.

[1:41:26] Voice 8: at five years we would suggest that lot two could be developed and that there would be a review

[1:41:31] Voice 8: likely by staff for lot three to assess what the situation is if uh if the project had secured

[1:41:38] Voice 8: funding but just not started construction or is an employee through construction um perhaps

[1:41:42] Voice 8: what you could still be developed with an understanding that the affordable housing

[1:41:47] Voice 8: would be delivered imminently but there would be an assessment with some criteria about how to

[1:41:51] Voice 8: how to move forward from them from there and if for if the worst case scenario was that the project

[1:41:58] Voice 8: was not looking valuable at that point then either another amenity like the well-used or something

[1:42:03] Voice 8: else could be explored or have another established well-resourced organization housing provider

[1:42:10] Voice 8: come in and they would take over the land and work to develop it for affordable housing so those are

[1:42:17] Voice 8: sort of the three avenues that we've discussed and all of them would require some exploration

[1:42:29] Voice 8: be acceptable to the trustees in the end

[2:05:26] Voice 15: what's proposed in the draft bylaw is that that zoning on that property would be two for two

[2:06:24] Voice 15: um i spoke with the property owner just to see what what kind of size they would be comfortable

[2:06:30] Voice 15: with um and we had discussion and they came up with another option um that they would prefer

[2:06:37] Voice 15: prefer over the limit on total size.

[2:06:40] Voice 15: So the limit on total size of three dwellings

[2:06:44] Voice 15: and one cottage that was arrived at was 15,000 square feet.

[2:06:50] Voice 15: The property owner, again, had sort of suggested

[2:06:53] Voice 15: another option, which would be to just put a limit

[2:06:56] Voice 15: on one of the, basically on the additional dwelling.

[2:07:07] Voice 15: um a maximum density of three dwellings and one cottage with this four uh area of one of

[2:07:14] Voice 15: the dwellings um not exceeding 4 000 square feet um so i will add that um in my conversations with

[2:07:21] Voice 15: the the property owner uh their interests are to support um family and um and housing for workers

[2:07:29] Voice 15: that they may be hiring for their farming interests.

[2:47:45] Voice 6: it's uh about 170 pages am i right about that i think um which which summarizes all of the feedback

[2:47:54] Voice 6: from all of the engagement that occurred regarding the trust policy statement and it's been

[2:47:59] Voice 6: effectively referred to the trust programs committee who is having an in-person meeting

[2:48:04] Voice 6: on july 8th to consider recommendations to the to the trust council in september

[2:48:12] Voice 6: that's a very short way of of discussing what occurred there was some exchange about what

[2:48:18] Voice 6: people had heard about the trust policy statement we made a few motions uh including a motion

[2:48:24] Voice 6: uh to remove desalination from the prohibition list of the of the um and it was close vote

[2:48:32] Voice 6: um it wasn't unanimous um uh and uh there were a couple of others and maybe my my co-trustees

[2:48:41] Voice 6: remember what the other were the other ones

[2:48:42] Voice 6: were but but

[2:48:44] Voice 1: there were a couple

[2:48:44] Voice 6: of other motions to

[2:48:45] Voice 6: to amend one was to add a glossary one was a request to ask them to restructure it to take

[2:48:51] Voice 6: the directive policies and put it somewhere else so that they're ready more easily anyway those

[2:48:57] Voice 6: were the discussion items there was also a um a couple of other motions the governance committee

[2:49:03] Voice 6: was struck um and has been now staffed uh an interim i call it interim but it's not really

[2:49:10] Voice 6: lead in term it's a permanent governance committee uh in response to the governance report that came

[2:49:15] Voice 6: out so we now have a governance committee and there was election related to that and seven

[2:49:20] Voice 6: people have been um have been uh elected to the governance committee and they'll be meeting over

[2:49:25] Voice 6: the next two or three months to make it in some recommendations for the june trust council and

[2:49:30] Voice 6: to lead into the next term and as well there was the motion that was got a fair amount of

[2:49:36] Voice 6: of a publicity i'm assuming to ask the province to do um a sort of high level review of the

[2:49:43] Voice 6: structure of the trust passed as well with i'd say it was about 22 to 2 it was pretty unanimous

[2:49:50] Voice 6: there were a couple of voices that weren't in favor but it was it was a fairly substantive

[2:49:54] Voice 6: support for that motion um and

[2:49:59] Voice 14: the the ones that were in favor it was more of the sort of

[2:50:02] Voice 14: what should come first i think that was part of some felt that we should i think that was what

[2:50:06] Voice 14: was expressed yeah

[2:50:07] Voice 9: i know it

[2:50:08] Voice 14: was not so much outright rejection correct right how we should

[2:50:12] Voice 14: actually be doing all the

[2:50:14] Voice 14: different things we're doing right

[2:50:15] Voice 6: so those things are going to unfold

[2:50:17] Voice 6: as they unfold over the rest of this term and and you hear me keep saying this but of course you all

[2:50:22] Voice 6: know we're coming to the end of the term um and uh that elections are october the 15th um and so um

[2:50:32] Voice 6: we'll have one more trust council meeting and the executive remains very busy and engaged with all

[2:50:38] Voice 6: the local trust committees that are trying to finish all their work this term and so we're

[2:50:43] Voice 6: getting lots of work coming up through the executive for approval um from all the local

[2:50:48] Voice 6: the trust committee not just this one uh that's my report i'll turn it over to your local trustees

[2:50:56] Trustee Maude: well we all survived the calvary music festival which was a fine event mother nature really

[2:51:02] Trustee Maude: cooperated and everybody got on the island everybody got off the island sometimes with

[2:51:06] Trustee Maude: challenges but uh that was it was good to sort of get back into the swing of things

[2:51:11] Trustee Maude: um wanted to thank uh trustee rogers or chair rogers and the the trust council as a whole for

[2:51:19] Trustee Maude: the two fellow deer letters they were both very well written very much on point and very well

[2:51:25] Trustee Maude: received and that energy hopefully builds momentum towards what is still a very serious issue on

[2:51:32] Trustee Maude: island um otherwise it's been too busy it's such an original yeah

[2:51:38] Voice 14: well it was a great weekend and

[2:51:40] Voice 14: at the farmers market and having the music festival perform at the markets as well as others

[2:51:45] Voice 14: was obviously a good way to welcome summer on a positive note and didn't hear anything negative

[2:51:52] Voice 14: at all trust council was full of some pretty major heavy-duty discussions and it's just

[2:51:57] Voice 14: unfortunate that it's the end of the term for trust council which traditionally i will say

[2:52:04] Voice 14: has about a 50 turnover but hopefully the governance committee will maintain some core

[2:52:09] Voice 14: members in the next election and we'll move forward i think for everyone there's certain

[2:52:14] Voice 14: been a lot of criticism of the trust policy statement criticism how trust operates but i

[2:52:20] Voice 14: think that what they don't realize the critics is that actually all of the trustees are on the same

[2:52:25] Voice 14: page working towards the same goals to kind of find our way through how do we preserve and protect

[2:52:31] Voice 14: in this era where we desperately know we all need more housing and we need all sorts of issues and

[2:52:38] Voice 14: climate change is here lots and lots of struggles traffic to not enough ferries it's a very

[2:52:45] Voice 14: challenging time for individual trust committees and for trust council as a whole right now so

[2:52:50] Voice 14: I think it's always amazing that the 26 trustees argue and debate and sometimes have almost a split

[2:52:57] Voice 14: vote but are always and that was the governance report said that every single trustee interview

[2:53:03] Voice 14: you might have a different opinion but they're all basically dedicated to the idea that they want to

[2:53:08] Voice 14: be part of the islands trust and that they want their islands to continue to be protected and

[2:53:15] Voice 6: just on that note two other things that i shouldn't leave without noting two other um

[2:53:20] Voice 6: motions that were passed by the west council one was from uh trustee rockefeller galliano

[2:53:26] Voice 6: which asked the province to develop a i'm paraphrasing here and i want to be i don't

[2:53:32] Voice 6: want to mistake what it was because um i don't have the exact wording in front of me but it was

[2:53:36] Voice 6: basically for them to ask the province to develop in coordination with communities and and first

[2:53:41] Voice 6: nations a fulsome uh biodiversity uh preservation scheme for the province i mean that i mean i

[2:53:49] Voice 6: that may not be the exact language but that was the point of it the other one was in response to

[2:53:55] Voice 6: a delegation that came from denman island uh was that we passed a motion to ask for a help me guys

[2:54:04] Voice 6: a fossil free future

[2:54:06] Voice 4: yeah fossil

[2:54:09] Voice 6: fuel yeah

[2:54:15] Voice 4: anyway effectively

[2:54:16] Voice 6: asking them to be joined up all sorts of other municipalities and local

[2:54:22] Voice 6: governments and urging the government to develop a a plan towards a fossil free fossil fuel free

[2:54:29] Voice 6: future that's and that can't be that's too much alliteration to have been in the motion so

[2:54:34] Voice 6: so it must have been some modification of that um uh so anyway that then that was an interesting

[2:54:41] Voice 6: that was also uh almost unanimous vote um and those two motions passed but uh as well so those

[2:54:49] Voice 6: there'll be some work and something to build on well

[2:54:52] Voice 14: and the other thing at trust council was the

[2:54:53] Voice 14: national marine what's called the protection area which is the federal government declaring

[2:54:59] Voice 14: this area sort of from the gorilla down has been going on for quite a few years but it sounds like

[2:55:05] Voice 14: that process is going to be ramped up once more the concept behind it of course is to protect the

[2:55:10] Voice 14: waters but it would be all under one jurisdiction which would be the federal government right now

[2:55:15] Voice 14: it's quite fractured so when a boat sinks who looks after it you know when there's an oil spill

[2:55:20] Voice 14: who's responsible so it would give us much better much better communication much better protection

[2:55:26] Voice 14: so that was a presentation that we've heard for quite a few years over and over but hopefully

[2:55:32] Voice 14: this time around they'll finally pursue it and and get it happening yeah

[2:55:37] Voice 6: and there but you're right it sort of seemed to fall off the the agenda for three or four

[2:56:21] Voice 6: and rolling they're really getting a good stride right now uh they just renewed their their federal

[2:56:27] Voice 6: grant for um uh invasive no endangered species one called invasive species uh and so they they

[2:56:35] Voice 6: they they are continuing to to work on that and there's lots of great things happening with the

[2:56:40] Voice 6: conservancy um 13.1 is you wanted to talk about questions about the foreshore well
