[0:02:22] Voice 10: amendment which is related to some response that we had from the agricultural management commission

[0:02:28] Voice 10: we put that in at item 5.1.5 is there any

[0:02:39] Voice 13: hearing and seeing none I'd like to approve the by consent the agenda as amended um and now we're

[0:03:20] Voice 13: Kingfisher Forest North Pender Islands Trust Conservancy approved an opportunity fund grant

[0:03:25] Voice 13: six thousand dollars to the Gabriola Land and Trails Trust for the Gabriola Landholder Contact

[0:03:31] Voice 13: program. Islands Trust Conservancy approved a Opportunity Fund Grant of $4,950 to the Galliano

[0:03:39] Voice 13: Conservancy Association, and the Conservancy also approved a Morrison-Waxler Biodiversity

[0:03:46] Voice 13: Protection Legacy Fund Grant of $3,000 to expand the existing Nighthawk Hill Naptep Covenant on

[0:04:38] Voice 13: governance report impact the island's trust i think that should be island's trust conservancy

[0:04:53] Voice 13: on page 10 5.4.4 the executive committee update verbal update i'm not sure what it meant that

[0:05:05] Voice 13: executive committee meeting may 25th and if we can maybe talk about that afterwards suelen you're

[0:06:55] Voice 13: now we're at number five, business, and we have the 2023-24 budget submission.

[0:07:11] Voice 13: We're on page 19 to 22.

[0:07:14] Voice 10: um so this always comes at me very quickly every year but it uh i realized that our next board

[0:07:20] Voice 10: meeting is until october 4th and the board needed to start to consider what its budget requests are

[0:07:24] Voice 10: going to be for the coming year um so this request for decision is to provide direction to staff to

[0:07:31] Voice 10: begin developing some of the budget requests that we put forward every

[0:07:34] Voice 10: year um the budget

[0:07:37] Voice 10: background that's provided

[0:07:39] Voice 10: gives some details related to

[0:07:41] Voice 10: the recommendation.

[0:07:43] Voice 10: We have added in, we'd like

[0:07:45] Voice 10: to add into the budget the fact that

[0:07:47] Voice 10: we have a $220,000 grant

[0:07:49] Voice 10: that we're expecting to come from Environment and Climate

[0:07:51] Voice 10: Change Canada in the

[0:07:53] Voice 10: 2022-23

[0:07:55] Voice 10: fiscal year. And so that

[0:07:57] Voice 10: is broken down in there with some

[0:07:59] Voice 10: rough numbers of where we think we're going to allocate

[0:08:01] Voice 10: those funds, but that will all be clarified

[0:08:03] Voice 10: through a contribution agreement that we're hoping

[0:08:05] Voice 10: going to have completed by the end of the summer. We've also applied our management cost formula

[0:08:14] Voice 10: that we developed a few years ago to account for additions to properties that we manage. And so

[0:08:20] Voice 10: for that, we have a requested addition of $4,650 to manage a few additions to our conservation

[0:08:29] Voice 10: conservation properties portfolio. We have also updated some travel budget requests and actually

[0:08:37] Voice 10: the recommendation here was to increase the travel budget by about a thousand dollars.

[0:08:41] Voice 10: As staff mull this

[0:08:43] Voice 10: over we may actually come back to you with a recommendation to increase that

[0:08:46] Voice 10: because what we're

[0:08:47] Voice 10: finding is that with many of the properties that we're monitoring we need to

[0:08:51] Voice 10: take water taxis to access those and those water taxis because of fuel costs have been

[0:08:57] Voice 10: going up in cost so it's likely that when we bring this back to you in October we'll be requesting

[0:09:02] Voice 10: something more along the lines of two thousand dollars but as this is in a very draft state

[0:09:08] Voice 10: right now it's I'm okay with the resolution as recommended and we may recommend changes in the

[0:09:16] Voice 10: fall we've also asked for our our legal budget to be bumped back up to a more an amount more

[0:09:24] Voice 10: consistent with what we typically have this budget was reduced as part of the budget process last year

[0:09:29] Voice 10: and that was okay because um we actually were not do

[0:09:37] Voice 13: you know who's phone that is

[0:09:40] Voice 10: i do not know okay sorry yeah that's fine um sorry back to the legal budget that was reduced this

[0:09:50] Voice 10: year which was okay because we were reducing a lot of the work we were doing towards acquisitions

[0:09:54] Voice 10: over the course of this year um but we're anticipating that we're going to need to bump

[0:09:58] Voice 10: but again next year so we proposed that go up to 20 000 for the for the 2022-23 fiscal year

[0:10:06] Voice 10: 2023-24 fiscal year um and then we are also going to be um collaborating among staff to just make

[0:10:15] Voice 10: sure that we're not anticipating any other management planning costs that are in addition

[0:10:19] Voice 10: to the ones that we we have in this and that will come back to you in the fall as well if we think

[0:10:25] Voice 10: there will be any additions and then there are three recommended budget cases for the our

[0:10:31] Voice 10: business cases um to bring back to you in october uh the first is related to engagement with first

[0:10:37] Voice 10: nations uh for the development of the 2026 to 2030 itc plan um so we'd like to develop a bit of a

[0:10:45] Voice 10: budget for that and it may result in a request for a bump to the budget this year and then the other

[0:10:52] Voice 10: other two are more related to software that we are looking into at the moment. The Islands Trust

[0:10:59] Voice 10: has a property information management system, which we call TAPIS, which is aging out in terms

[0:11:05] Voice 10: of its functionality. And so the planning department has been looking at replacing their

[0:11:11] Voice 10: side of it and has some grant funding for that. And Islands Trust Conservancy will need to be

[0:11:17] Voice 10: looking at how that translates into our property management information system and so we've been

[0:11:24] Voice 10: investigating a couple of software options for that and we anticipate bringing a business case

[0:11:28] Voice 10: to you in the fall for that and then final the final business case is really related to our

[0:11:34] Voice 10: contact relationship management system we are looking at a new a potential new system to manage

[0:11:42] Voice 10: all of our contacts including our donors which is the big one in particular we'd like to have

[0:11:47] Voice 10: a system that speaks more fluidly, if I can say that in terms of software, to our tax

[0:11:55] Voice 10: receiving process, our website, and to our mail distribution list for emails and digital

[0:12:04] Voice 10: communications. So we'll be working on that as well or we'd like direction to work on that as well.

[0:12:12] Voice 10: I've written a fair bit about the implications for the organization. This will take a bit of

[0:12:16] Voice 10: of time for us as staff over the course of the summer and early fall. And so a lot

[0:12:21] Voice 10: of our time

[0:12:22] Voice 10: will be put towards that. There are a few things that may be delayed because of that. One of them

[0:12:29] Voice 10: is the MOU that we're currently working on with UBC, which continues to be delayed. So I wanted

[0:12:34] Voice 10: to flag that. And then the other piece of information that's worth noting is that both

[0:12:45] Voice 10: Both of the software applications will require quite a bit of liaising with other departments at Islands Trust to make sure that we are consistent with what's being offered with the rest of the Islands Trust.

[0:12:57] Voice 10: In particular, if we do a contact relationship management system, Trust Area Services has flagged that it might be worth collaborating so that they can integrate their communication systems well as well.

[0:13:08] Voice 10: So it's possible that those will develop into joint budget requests.

[0:13:13] Voice 10: requests? Financially, just to give you a sense, we're anticipating that this will, if we go with

[0:13:20] Voice 10: the full spectrum of budget requests here, we'll be asking for a minimum of a $30,000 bump to our

[0:13:27] Voice 10: budget in this year and as much as $50,000. So the board can consider whether it wants to do that

[0:13:33] Voice 10: full spectrum in October, but I wanted to flag that as an implication financially. And then

[0:13:41] Voice 10: Then with respect to the rest of the implications, part of the reason we've made these recommendations is, of course, to stay consistent with our our commitments to climate change work.

[0:13:53] Voice 10: And that's why we're bumping some of our property management requirements and then also to stay true to our reconciliation declaration in terms of First Nations engagement.

[0:14:03] Voice 10: So they tie very well into some of the areas of focus that the board has asked us to adopt.

[0:14:11] Voice 10: um i think that's it we will of course proceed as directed by the board and i'm happy to take

[0:14:18] Voice 10: any questions about the budget submission

[0:14:29] Voice 13: we start we need to think um uh linda said she should be here in about oh

[0:14:39] Voice 12: perfect uh yeah the

[0:14:43] Voice 12: one question comes to mind is respect to the reconciliation budgets you know we sort of put

[0:14:52] Voice 12: a number out there and we're trying to figure out how that works and have you had the opportunity is

[0:14:56] Voice 12: there anything reform that's actually led to some success you actually know what this number is

[0:15:01] Voice 12: or is it is it really nebulous or still i mean it's just part of our learning learning process

[0:15:08] Voice 10: i think it's part of our learning process we do have a little bit of information

[0:15:13] Voice 10: from nations as to what they would expect in terms of amounts to participate in an engagement

[0:15:19] Voice 10: process and some of that has come to us via the policy statement work that um that trust area

[0:15:24] Voice 10: services has been doing on behalf of the trust council um i think that we'll probably land

[0:15:30] Voice 10: somewhere between 25 and 30 thousand dollars for that engagement process the piece that i'm not

[0:15:36] Voice 10: sure of is how much we'll be able to pull from existing budgets because when we do our regular

[0:15:41] Voice 10: budgeting process we do anticipate a certain amount of engagement with first nations and it's

[0:15:46] Voice 10: likely we can you know reduce the amount that we would request from trust council by leaning into

[0:15:51] Voice 10: existing budgets um so my hope is to reduce that amount to to help buffer the tax increases that

[0:15:59] Voice 10: may be required

[0:16:02] Voice 12: just speaking to experience in the last year um like there's often i think it's

[0:16:10] we're really undershooting and it's really been helpful with what um lisa brought to the table

[0:16:16] and helping with us you know but uh our reality when you actually get

[0:16:21] Voice 12: people there and they show

[0:16:23] Voice 12: up etc it's often costing more than anticipated and i don't think it's a bad thing but it's

[0:16:30] Voice 12: something we should need to be really aware of and we have to be willing to actually

[0:16:34] Voice 12: if we want them to participate

[0:16:36] Voice 12: and earn this participation.

[0:16:40] Voice 10: Yeah.

[0:16:41] Voice 10: My other hope is that we could,

[0:16:44] Voice 10: is to spread that engagement out

[0:16:46] Voice 10: over a couple of years

[0:16:47] Voice 10: because we have a bit of a lead-in before,

[0:16:50] Voice 10: because we're doing it as a three-year plan

[0:16:52] Voice 10: and then a five-year plan,

[0:16:53] Voice 10: we have a little bit of buffer in terms of time.

[0:16:55] Voice 10: And so perhaps we may learn in the first year

[0:16:58] Voice 10: that we do the work

[0:17:01] Voice 10: that we actually need to budget more,

[0:17:03] Voice 10: or in which case we might put in a request for the following fiscal year

[0:17:07] Voice 10: to help us finish out that process.

[0:17:26] Voice 13: I'm wondering about the last bullet about the contact relationship

[0:17:31] Voice 13: management software, the CRM software.

[0:17:35] Voice 13: I think that's a great idea, having had some experience with it

[0:17:38] Voice 13: And once I got familiar with using it, I was going, well, how did I ever

[0:17:42] Voice 3: do things without it?

[0:17:44] Voice 3: My question is, didn't we have some of this already?

[0:17:51] Voice 3: I thought perhaps Carla Funk had begun

[0:17:54] Voice 13: using, I thought we had acquired a contact relationship management software.

[0:17:59] Voice 10: So we do have contact relationship management software.

[0:18:02] Voice 10: And we have had for a number of years for as long as I've worked here, which is around 15 years.

[0:18:09] Voice 10: Um, it began as a system that we developed in house and, uh, and then we became aware

[0:18:15] Voice 10: that we needed to move into an off the shelf version, which we did, um, which was working

[0:18:21] Voice 10: fairly well.

[0:18:22] Voice 10: And then that software company got bought by another software company.

[0:18:25] Voice 10: And so we got amalgamated into, um, a new system about three years ago.

[0:18:30] Voice 10: And the board, I believe considered that at the time.

[0:18:33] Voice 10: um and uh and we it worked well because it was um the data was transitioned fairly easily because

[0:18:41] Voice 10: it was the company that took over the prior company um but what we're seeing is that system

[0:18:47] Voice 10: while it works for maintaining informational conversations that we have with landowners and

[0:18:53] Voice 10: with others in the communities it's not speaking really well to our um our signups for our

[0:19:02] Voice 10: newsletters for example and to also our donation proceeding process um oh

[0:19:07] Voice 3: gosh yes okay gotcha

[0:19:09] Voice 3: all right thank you that's good to know i recommend civi crm it's an open space um

[0:19:17] Voice 3: uh

[0:19:19] Voice 13: contact relationship management program um open source that's been all over the world for

[0:19:27] Voice 13: for many years. And, uh, uh, anyway, that's just my, that's

[0:19:33] Voice 3: my recommendation. And I, I, um,

[0:19:37] Voice 3: I see it being adapted for all kinds of things. It's for the civic realm, not a business application

[0:19:43] Voice 3: or not for commercial. And so it,

[0:19:47] Voice 13: it, uh, it might be a better fit. I just recommend you

[0:19:50] Voice 13: have a look at that civi crm

[0:19:53] Voice 10: fantastic if you have an email that you want to shoot us with

[0:20:50] Voice 13: so we this is our first kick at the the budget for next year um and i'll let you get set up and

[0:20:58] Voice 13: if you have any questions or comments um one of the things that just in general i like to have

[0:21:06] Voice 13: under my belt very clearly is when we are asking for an increase of the budget that i can see

[0:21:15] Voice 13: how much is going to come from like island's trust budget and how much is going to come from

[0:21:22] Voice 13: the SAR budget so when we're even a table that says you know the final column would be what

[0:21:30] Voice 13: we're asking for but then with two other columns one how much would come from the IT budget and

[0:21:36] Voice 13: and how much would be covered by SARs.

[0:21:39] Voice 10: We can certainly present it that way

[0:21:41] Voice 10: when we bring it back in October.

[0:21:43] Voice 10: Yeah,

[0:21:44] Voice 13: I think that will help communicate it out

[0:21:46] Voice 13: to the other trustees as well.

[0:21:51] Voice 13: And the other thing I was asking about is,

[0:21:54] Voice 13: is there any value to providing more detail

[0:21:58] Voice 13: when we talk about Indigenous Knowledge Holder Services,

[0:22:02] Voice 13: what that means,

[0:22:04] Voice 13: what kinds of things we would be thinking about?

[0:22:15] Voice 13: those are the comments I had about this and to me this it seems to be very reasonable in the reality of our time is you know our costs are going up and like you said just very mechanical situations like water taxis just everything is moving up so high.

[0:22:37] Voice 13: So I can really see a good rationale for these increases. Is everybody there still?

[0:23:02] Voice 13: um so those are the only comments that i had as we move forward and we'll just let linda

[0:23:57] Voice 13: last year i hope that that is a sort of tumbling situation where it gets more and more out of date

[0:24:05] Voice 13: So I think it's really important to have that tap as smoothly and it also helps sort of when we're talking about

[0:24:13] Voice 13: How I always trust and I don't stress conservancy can work better together

[0:24:17] Voice 13: This is just another example of just basic mechanics on how we can help that

[0:24:24] Voice 13: Those are all the comments that I had about it

[0:24:34] Voice 13: So we have

[0:25:57] Voice 13: Increases to the IHC budget to reflect the species at risk grant commitments totaling

[0:26:02] Voice 13: $220,000. Increase to the property management budget of $4,650 to

[0:26:08] Voice 5: reflect their nature reserves.

[0:26:09] Voice 13: An increase in the travel

[0:28:48] Voice 1: that's me. Good morning. I'm Nuala, coming in remotely. We are looking at the first management plan for Lisa Bale Nature Reserve on North Pender Island today. It was prepared by Claudia Schaefer, RP Bio.

[0:29:02] Voice 1: Lisa Bale Nature Reserve protects four hectares on the northern portion of North Pender Island, and you can see in figure one and two in the report.

[0:29:11] Voice 1: It was transferred to ITC in February 2021 through a donation from Lisa Bale, who purchased the land in 2019, specifically to protect it for conservation.

[0:29:23] Voice 1: There is not currently a Section 219 conservation covenant over the entire nature reserve, but there was an existing conservation covenant, the Lettingham Covenant, over a narrow strip on the northern boundary of the reserve,

[0:29:37] Voice 1: which includes what is now the Lisa Bale Nature Reserve and two adjacent lots

[0:29:42] Voice 1: to protect the mature forest and scattered individual old growth trees along Clam Bay Road

[0:29:49] Voice 1: that is co-held by Pender Island Conservancy Association, PICA, and ITC

[0:29:55] Voice 1: and was granted as an ecological gift.

[0:30:00] Voice 1: So PICA has expressed an interest in being a part of the management of the entire nature

[0:30:04] Voice 1: reserve protected area and before the land was transferred to ITC has already started

[0:30:09] Voice 1: an avian research study and it's a greater study that uses Lisa Bale Nature Reserve as

[0:30:16] Voice 1: one of its project sites and it is still continuing and it's supporting examining violet green

[0:30:22] Voice 1: swallows and chestnut-backed chickadees as bioindicators of ecosystem health.

[0:30:28] Voice 1: The draft management plan has been provided to the donor and PICA, and their edits have

[0:30:34] Voice 1: been incorporated into the attached management plan that you had for review, and the final

[0:30:38] Voice 1: management plan will be sent to them for approval before being implemented.

[0:30:42] Voice 1: There were four provincially at risk ecological communities occurring within the protected

[0:30:48] Voice 1: area and two sensitive ecosystems, which are woodland and mature forest.

[0:30:52] Voice 1: The woodland area is actually designated as a development permit area over the southern

[0:30:56] Voice 1: part of the nature reserve. A cultural and archaeological preliminary assessment was made

[0:31:02] Voice 1: on August 28th in 2020 by Harold Joe and Joe Dan who are cultural knowledge holders and Kosheilish

[0:31:09] Voice 1: nation members from Cowichan tribes and they were accompanied by the donor Lisa Bale

[0:31:13] Voice 1: and Catherine Martel. They found some interesting features including one culturally modified tree,

[0:31:21] Voice 1: a small western red cedar the property has never been open to the public and does not have any

[0:31:29] Voice 1: existing trails so the recommendations are to keep the nature reserve close to the public

[0:31:32] Voice 1: to limit human influence on the land in particular the woodland community at the south end is very

[0:31:38] Voice 1: vulnerable to foot traffic the soil mantle is extremely thin and it's underlying bedrock and

[0:31:45] Voice 1: boulders easily compacted by hikers the general management direction like most of our nature

[0:31:52] Voice 1: reserves is to maintain and protect habitat for species at risk in wildlife and to allow natural

[0:31:57] Voice 1: successional processes to proceed without interference with the exception of fire.

[0:32:02] Voice 1: Some funding implications include First Nations engagement to build trust through in-person

[0:32:08] Voice 1: meetings and development of a management plan for areas of cultural heritage and sacred significance.

[0:32:13] Voice 1: We need to install some signage. There's three points that are recommended along

[0:32:18] Voice 1: along Clam Bay Road and one at a driveway junction

[0:32:21] Voice 1: with a neighboring property to indicate

[0:32:23] Voice 1: that public access is not permitted.

[0:32:27] Voice 1: Monitoring and removing invasives and non-native species.

[0:32:31] Voice 1: There's Himalayan and cut-leaf blackberry and Scotch broom

[0:32:37] Voice 1: through cooperation with partners.

[0:32:39] Voice 1: Again, hopefully PICA will be able to help us

[0:32:41] Voice 1: with some of these management activities

[0:32:43] Voice 1: activities, and initiate further SAR and wildlife surveys.

[0:37:17] Voice 11: sent to us, presented to us by Capilano University. We have a growing relationship with this university

[0:37:27] Voice 11: stemming from a grant that the Howe Sound UNESCO Biosphere Initiative Society provided to this,

[0:37:34] Voice 11: to the university and they've done work in the past with us on Gambier with the students

[0:37:39] Voice 11: biodiversity at Long Bay Wetland Nature Reserve and from that the professor is interested in

[0:37:47] Voice 11: applying for a grant to support more biodiversity research work on Long Bay Wetland Nature Reserve

[0:37:54] Voice 11: and potentially the other nature reserves on Gambier Island as well and so this request for

[0:38:00] Voice 11: proposal is to look at us providing matching funds to the grant that they are applying for

[0:38:07] Voice 11: through MITOX. And in the Long Bay Wetland Management Plan, it states further inventories

[0:38:17] Voice 11: for species at risk would provide a clearer picture of the ecology of the reserve and guide

[0:38:21] Voice 11: future management. And that's exactly what the university is hoping to achieve. And through

[0:38:28] Voice 11: Through many conversations, we've kind of narrowed down the scope of work to focusing on understanding the wetlands and channels better

[0:38:36] Voice 11: so that we can identify not only the species at risk, but management and impact and threat concerns and how we can mitigate those in advance.

[0:38:47] Voice 11: That would include delineating the wetland types and channels within their nature reserve,

[0:38:53] Voice 11: performing surveys for wetland species, amphibians, aquatic and macroinvertebrates,

[0:38:58] Voice 11: potentially using eDNA surveys for species at risk identification through sampling as well

[0:39:04] Voice 11: determining if there are I didn't mention but red-legged frog was an occurrence was found we

[0:39:11] Voice 11: found egg masses so looking for other evidence of red-legged frog breeding sites summarize camera

[0:39:19] Voice 11: trapping and sampling results meaning wildlife cameras that have been put in place by the

[0:39:25] Voice 11: the university, collecting that data and summarizing, and then putting that all together

[0:39:30] Voice 11: for a summary report that will help inform management and potentially carry on in future

[0:39:35] Voice 11: works as well. We have contacted and been in communication with all partners, including

[0:39:43] Voice 11: Covenant holders, and everyone is approving and looking forward to this research. So the

[0:39:52] Voice 11: The implications would be organizational,

[0:39:55] Voice 11: partnering with the university

[0:39:57] Voice 11: provides a viable relationship link with academia,

[0:40:01] Voice 11: and then enhancing our relationship

[0:40:04] Voice 11: with the Houselm Biosphere Region,

[0:40:07] Voice 11: and hopefully and likely partnering

[0:40:12] Voice 11: with the Squamish Nation,

[0:40:14] Voice 11: incorporating some of their ACE monitors,

[0:40:17] Voice 11: archeological, cultural, and environment monitors

[0:40:20] Voice 11: to the program.

[0:40:25] Voice 11: Financially, we're asking that we can contribute

[0:40:28] Voice 11: $5,000 in matching funds to the MyTax grant

[0:40:31] Voice 11: that the university is applying for.

[0:40:38] Voice 11: Implementations, the research team will share information

[0:40:41] Voice 11: in a number of different ways, which will be outlined

[0:40:43] Voice 11: in a communication plan provided to the team for review.

[0:40:48] Voice 11: Opportunities for public presentations, news releases,

[0:40:50] Voice 11: and social communications are quite good,

[0:40:52] Voice 11: and ecological research will be compiled into a report and submitted to staff.

[0:40:57] Voice 11: This will obviously help inform management priorities and protect and enhance critical

[0:41:02] Voice 11: and all species.

[0:41:07] Voice 11: First Nations, again, strong interest to build relationships in that region, and there's

[0:41:12] Voice 11: already some strong ties being built.

[0:41:15] Voice 11: Climate change, the information that's gathered from the study is informing baseline ecological

[0:41:20] Voice 11: ecological parameters for the wetlands in that nature reserve and that's going to be useful to

[0:41:25] Voice 11: gauge change over time and enhance the long-term monitoring for these attributes and we'll go for

[0:41:33] Voice 11: questions

[0:41:35] Voice 13: questions sue ellen uh we're we're looking for questions i'm

[0:43:37] Voice 13: it and by all means the way the Squamish nation staff work with people in the region is through

[0:43:48] Voice 13: the widespread and they're making that very clear that's their structure of preference

[0:43:52] Voice 13: And so this feeds all the right information into the right area, and I hope that it then informs further visions for the crown land on Gambier because it's all connected at this point, and how we can move forward on that bigger picture of the large portion of crown land that this is attached to.

[0:44:21] Voice 13: comments on when you talk about macro invertebrates what are they the

[0:44:42] Voice 11: a healthy uh ecosystem a healthy water body okay and so looking at what your baseline

[0:44:48] Voice 11: of macroinvertebrates is very helpful for what amphibian life can exist there how the health of

[0:44:55] Voice 11: the watershed is and since it's at the bottom of the watershed this particular site really

[0:45:01] Voice 11: it tells a lot about what's coming yeah

[0:48:26] Voice 10: nature reserves and conservation cabinets.

[0:48:30] Voice 10: So this follows on the heels of the one that we received

[0:48:33] Voice 10: at our last meeting, which was related

[0:48:34] Voice 10: to increasing opportunities for affordable housing and other housing within agricultural

[0:48:40] Voice 10: lands. This one applies to lands that are more residentially zoned. From my conversations with

[0:48:50] Voice 10: the Island Planner, the major impacts of this are to shift some of the cottage dwellings. So some

[0:48:57] Voice 10: of the cottage dwellings on Salt Spring are actually earmarked for summer or seasonal use.

[0:49:04] Voice 10: they're changing that designation to allow for a year-round rental and then they're also the other

[0:49:10] Voice 10: big thrust is to add the ability to have suites for rent within houses on the island

[0:49:18] Voice 10: so staff

[0:49:20] Voice 10: reviewed that in consultation with the the island planner and found that while there would be some

[0:49:27] Voice 10: additional there's likely to be additional construction and additional use of these areas

[0:49:32] Voice 10: There weren't really a lot of changes to or there weren't changes to setbacks associated with our nature reserves or our conservation covenants.

[0:49:41] Voice 10: And so we deemed that there wasn't really a big impact likely to occur in this change of zoning that they're recommending.

[0:49:50] Voice 10: So staff upon review have recommended that the board just indicate that its interests are unaffected by these changes.

[0:49:59] Voice 10: changes and um and I'm happy to take questions and uh provide any additional responses from the

[0:50:07] Voice 10: board to the Salt Spring Island local trust committee comments

[0:50:13] Voice 5: we'll go ahead

[0:50:19] Voice 12: that I find just one's gonna it's hard to get into a message how do they account as they're pushing

[0:50:27] Voice 12: forward with respect to climate change impacts we have to have more people with accommodation

[0:50:39] Voice 12: placating sustainability, but actually looking for more energy, and they're putting me in

[0:50:45] Voice 12: a place that requires a lot of energy in the winter to heat, or are they actually saying

[0:50:50] right up front, good to do it, but this person should not spend a lot of money on energy

[0:50:55] Voice 12: in the winter because it's insulated, you actually have to, but we're still not there

[0:51:02] Voice 12: in building codes but we can always hint that this is something that we should be trying to

[0:51:09] Voice 12: accommodate i know yeah

[0:51:10] Voice 10: i mean what i will clarify is that staff have not assessed this for ecological

[0:51:15] Voice 10: damage or for climate change impacts or for any of those larger picture pieces when we get these

[0:51:23] Voice 10: referrals we really do confine our analysis to how will this impact nature reserves and covenants

[0:51:28] Voice 10: that we manage and so the scope is quite narrow when we assess that um i suspect and i'm fairly

[0:51:36] Voice 10: certain that the planners do highlight those things for the local trust committee but yes

[0:51:42] Voice 10: we don't as part of the scope of our evaluation look at the full implications from an environmental

[0:51:48] Voice 10: perspective on the island

[0:51:53] Voice 13: that's actually a quite a good point that you might want to bring up

[0:51:57] Voice 13: when we're talking executive committee is that was some of the comments that trustee smith

[0:52:05] Voice 13: brought up is is how do we use that expertise on that bigger scale and is there an opportunity

[0:52:12] Voice 13: there or who would make that determination or how would it be funded or personally um so i think

[0:52:23] Voice 13: there is room for that but it can't come through this particular way it can come through maybe a

[0:52:30] Voice 13: wider discussion around policy statement around how planners interact and how you know i mean

[0:52:38] Voice 13: if it's all the other topics too like the government's report how does this trust

[0:52:42] Voice 13: conservancy fitting with islands trust anywhere with that role and it's certainly worth bringing

[0:56:49] Voice 10: late yesterday um because we had a response from the agricultural land commission and it's related

[0:57:01] Voice 10: to the livingstone forest nap tap application that we've received for lands owned by doug

[0:57:12] Voice 10: Cogwood and Christine Ferris. So you may recall that this file has been moving for quite a long

[0:57:23] Voice 10: time. It came to us in 2015 as an application and the board moved to move forward with it.

[0:57:31] Voice 10: As we went through the

[0:57:32] Voice 10: application process it became clear that because the land is in the

[0:57:41] Voice 10: Agricultural Land Reserve that we would have to apply for permission to place a conservation

[0:57:45] Voice 10: covenant on the land. The board approved moving forward with that process and so we put in the

[0:57:53] Voice 10: application back in 2017. It took a couple of years to work through the application process

[0:58:00] Voice 10: with the ALC and in the end their response back was that they would allow us to put the covenant

[0:58:05] Voice 10: on the land, provided the landowner to take all the land that was outside the ALR on their property

[0:58:10] Voice 10: and put it into the ALR, at which point the application paused as the landowner considered

[0:58:16] Voice 10: the implications of what that meant for them. And we sat on it for probably a couple of years while

[0:58:21] Voice 10: the landowner explored a couple of other options. At which point, I think back in 2020, they came

[0:58:28] Voice 10: back to us and said, actually, we've decided that we were willing to proceed with the application

[0:58:33] Voice 10: with the constraints that the ALC has requested. And we will put that land into the Agricultural

[0:58:40] Voice 10: land reserve so uh staff went back to the ALC and said yes the landowner wants to proceed can we

[0:58:47] Voice 10: move forward with the application at which point the ALC said well there have been some things that

[0:58:52] Voice 10: have changed in our regulations and we're going to reconsider the application which took another

[0:59:00] Voice 10: I think nine months for them to get a response back to us and they came back and said actually

[0:59:06] Voice 10: we're not going to require that you put land into the agricultural land reserve in exchange for

[0:59:12] Voice 10: putting this cabinet on we're prepared to move forward with the covenant um and so when you're

[0:59:18] Voice 10: ready please provide us essentially and and you know let us know if you want to proceed and so we

[0:59:23] Voice 10: went back to them and said yes we'd like to proceed uh they requested the covenant for approval we

[0:59:28] Voice 10: submitted that in the spring this year and the ALC came back to us and said we like your covenant

[0:59:37] Voice 10: we're prepared to approve it but we would like for you to include in the language the addition

[0:59:44] Voice 10: of language to reference the ALC resolution including in language that says that the ALC

[0:59:50] Voice 10: will be notified in the event of any covenant amendments and also they wanted to clarify that

[0:59:55] Voice 10: that any trails that might be allowed through the covenant

[0:59:59] Voice 10: were not.

[1:00:00] Voice 10: public use that were for only the landowner and they seem to have a big concern about fill and

[1:00:07] Voice 10: gravel being brought in to maintain those trails um so that information came to us yesterday and in

[1:00:14] Voice 10: an effort to move this forward um precipitously as quickly as we can because this has been

[1:00:22] Voice 10: dragging for a while um we've come to the board not with a final covenant but with a request to

[1:00:28] Voice 10: to allow staff to amend the covenant to address these pieces.

[1:00:33] Voice 10: The board did review the covenant back in November last year

[1:00:38] Voice 10: and approved it with the language as is.

[1:00:42] Voice 10: So these are fairly minor edits,

[1:00:43] Voice 10: and we're just requesting your approval to move forward to make them

[1:00:51] Voice 10: So I guess a few implications, the main one being financial.

[1:16:35] Voice 8: It is our recommendation that Islands Trust Conservancy have its own communication strategy.

[1:16:40] Voice 8: Obviously, that being said, alignment with Islands Trust's communication strategy and style guide will, of course, be very important.

[1:16:50] Voice 8: And so essentially what we're seeking today is to ask whether or not this board would like to hold a special meeting to come together to have input into the development of that communication strategy.

[1:17:02] Voice 8: We do understand that with the elections coming in October, you may decide to wait and let the new board that comes in take that meeting.

[1:17:13] Voice 8: My recommendation is that we actually do both.

[1:17:16] Voice 8: It would be really great to have this board's ideas and experience feed into the development of that communication strategy.

[1:17:24] Voice 8: So essentially what we're wanting to do is brief you on the idea of developing a project charter, which will bring forward for the October 4th meeting for the board.

[1:17:35] Voice 8: But also it would be great if the board would endorse potentially coming together for a special meeting outside of your regular meeting times, specifically to look at the communication strategy and how we develop that.

[1:28:04] Voice 8: impacts my words the most um having a strategy in place even a draft strategy in place will

[1:28:11] Voice 8: really make it easier for me to then work with all the various program arms within the conservancy

[1:28:17] Voice 8: to develop engagement plans that actually support the overarching strategy, which in turn supports

[1:40:00] Voice 13: And so, and the type of work could even be affected. So I think it's important that we take a look at that. It's similar to the trust policy statement. It's kind of happening, all kinds of stuff happening off to the side, but a lot of it could involve the

[1:40:20] Voice 3: Islands Trust Conservancy, particularly in the future.

[1:40:22] Voice 3: or so um i wonder if we might want to uh talk

[1:40:29] Voice 13: about it both those things um

[1:42:25] Voice 13: to respond to the idea that we will respond as a board, the time is right, but that also

[1:42:37] Voice 13: individual Island Conservancies who have come forward with a statement with very strong ideas

[1:42:42] Voice 13: about where they would like to see the next statement go so I can see us unintentionally

[1:42:48] Voice 13: getting caught up in an abortion poll there not sure how to get out of that but to just be aware

[1:42:57] Voice 13: that we may be making recommendations be of a completely different nature to what we're seeing

[1:43:13] Voice 13: i don't know how to process that through um but to me we're comfortable bringing that up

[1:45:24] Voice 10: knowledge, I did, when we received this letter

[1:45:28] Voice 10: I hadn't yet sent our response to the prior

[1:45:31] Voice 10: letter that we received, or email that

[1:45:36] Voice 10: we received from Trustee Dodds. And I still haven't

[1:45:41] Voice 10: sent a response letter because i had further information with this letter um but i will say

[1:45:49] Voice 10: that i did participate in a meeting uh with the main island local trust local trustees and the

[1:45:56] Voice 10: fallow deer committee over there and also adam olson's office and the regional capital regional

[1:46:03] Voice 10: district representatives um to talk about fallow deer on maine the meeting was also attended by

[1:46:08] Voice 10: Parks Canada and by a representative from the Ministry of Agriculture. And essentially it was

[1:46:15] Voice 10: just a conversation about what the most productive next steps might be for the folks on Main Island

[1:46:22] Voice 10: who want to control the fallow deer. The outcome is still a little unclear to me. I think they were

[1:46:30] Voice 10: going to go away and try and think about what their formal request was going to be, but I suspect

[1:46:35] Voice 10: it will come along the lines of what the what trust council has penned in its letter to the

[1:46:42] Voice 10: province which is a request that the province fund some social analysis of the fallow deer issue on

[1:46:50] Voice 10: maine before perhaps proceeding with further control

[1:46:54] Voice 12: so

[1:46:55] Voice 10: at this stage i don't think there's

[1:46:57] Voice 10: a huge staff time commitment so i'm i will continue with my response to the prior letter

[1:47:04] Voice 10: and this letter from the main island local trust committee just indicating that at this point

[1:47:09] Voice 10: itc doesn't have it as a work program item but that we will we're willing to participate

[1:47:15] Voice 10: peripherally until there's a better knowledge of what the scope of work might be and i'm happy to

[1:47:21] Voice 10: participate in that way i think at this point it's really just there's no concrete action so

[1:47:28] Voice 10: it's not a large time commitment

[1:47:29] Voice 13: and is there any consideration this is the odd name it's having

[1:47:35] Voice 13: given this across the sun yeah so

[1:47:38] Voice 10: part of the problem is that we have started to see the fallow

[1:47:41] Voice 10: deer swim to other

[1:47:43] Voice 10: islands it's unclear whether or not there are breeding populations on other

[1:47:47] Voice 10: islands at this stage um but that could occur at some point so there that's why the capital

[1:47:54] Voice 10: regional district was involved discussing effects other islands and also parks canada was involved

[1:47:58] Voice 10: involved because they've seen them over on saturn which has their parkland um and they

[1:48:04] Voice 10: were really good to have at the table also because of the experience that they've had

[1:48:08] Voice 10: with the sydney island uh deer project as well so um yeah

[1:48:14] Voice 13: any other comments

[1:48:22] Voice 12: control period is is a is a problem throughout the car files I know it's a value here that that

[1:48:28] whole deer conversation needs to be had and I think we've you see we've had some now it's

[1:48:35] an experience because of the city art project so there's opportunity maybe in this to we've

[1:48:42] Voice 12: got to reach out by the problems reaches out yes some form of social examination if there's

[1:48:48] Voice 12: opportunity to look at it trustee

[1:48:51] Voice 3: fast that's a great point doug um i think the if fallow deer

[1:49:03] Voice 13: a project or a um a pilot interim management strategy something

[1:49:53] Voice 13: And, you know, I wonder about the role of predators and how the Islands Trust Conservancy may want to position itself there regarding concern that the public members of the public might feel about wildlife

[1:57:34] Voice 10: contracts that have been issued. You'll notice there's about $55,000 that we've got in contracts

[1:57:39] Voice 10: for our property management that have gone out already this year. And we're anticipating like

[1:57:45] Voice 10: last year that will be pretty much fully spent, maybe a little over this year. The other thing

[1:57:53] Voice 10: to note is that we have added into the restricted funds, where is it? The Link Island Fund. Right.

[1:58:02] Voice 10: Right. Because that funding came into us, oh gosh, I want to say in April. And so that is now

[1:58:09] Voice 10: reflected in our banking and will be an ongoing part of the financial report to the board.

[1:58:16] Voice 10: And then I guess the only other thing to note, opportunity funds, we do have those earmarked

[1:58:21] Voice 10: funds for the grants that we issued. And we are continuing to see some larger than usual costs

[1:58:29] Voice 10: for the Alton house maintenance and assessments that we're doing at the moment.

[1:58:35] Voice 10: Those will continue to come through to you via your financial reports.

Rise and Report Decisions from the May 24, 2022 Island Trust Conservancy Closed Meeting: 
 Islands Trust Conservancy approved an Opportunity Fund Grant of up to $5,000 to the 
Raincoast Conservation Foundation and Pender Islands Conservancy Association for a 
matching campaign for 18 ha of land known as KELÁ_EKE Kingfisher Forest, North Pender. 
 Islands Trust Conservancy approved an Opportunity Fund Grant of $6,000 to the Gabriola 
Land and Trails Trust for the Gabriola Landholder Contact Program.

5.1.1  2023/24 Budget Submission ‐ Request for Decision 
The ITC Manager presented the request for decision to Board members. 
Discussion ensued on: 
 Appropriate budget for First Nations engagement and Indigenous 
knowledge holder services 
 Staff investigation of CiviCRM software as an option 
 Clarity on budget increase requests with a breakdown of where budget 
items come from including Islands Trust budget versus the Species at Risk 
budget 
 Increasing the travel budget by $2,000 due to rise in water taxi costs 
ITC‐2022‐034 
It was MOVED and SECONDED,  
that the ITC Board direct staff to prepare an ITC Budget request, including the 
following items, and to return to the ITC Board for review in October: 
 Increases to the ITC budget to reflect the species at risk grant commitments, 
totaling $220,000; 
 An increase to the property management budget of $4,650 to reflect new 
nature reserves; 
 An increase to the travel budget of approximately $2,000 to accommodate 
additional increases to water taxi fees required to monitor and manage 
islands not serviced by ferries;

 An increase to the ITC legal budget of $7,000 to reflect anticipated costs of 
legal review and to return the budget to amounts consistent with previous

 Development of a business case for First Nations engagement associated 
with development of the ITC Five‐Year Plan. 
 Development of a business case in collaboration with Information Systems 
Management for property management software to replace the Islands 
Trust TAPIS system; and, 
 Development of a business case in collaboration with Trust Area Services 
and Information Services for Contact Relationship Management (CRM) 
software and possible Content Management System (CMS) software to 
address inefficiencies in public communications management.

5.1.2  Lisa Baile Nature Reserve (North Pender) Management Plan ‐ Request for 
Decision 
The ITC Property Management Specialist presented the request for decision to 
Board members. 
Board members questioned if a First Nations name had been chosen for the 
property. The ITC Property Management Specialist advised additional 
consultation with First Nations is required. 
ITC‐2022‐035 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board approve the Lisa Baile Nature Reserve 
Management Plan, dated March 25, 2022.

5.1.3  Capilano University Biodiversity & Species at Risk Research, Long Bay Wetland 
(Gambier) ‐ Request for Decision 
The ITC Species at Risk Coordinator presented the request for decision to Board 
members. 
Board members expressed support for the project. Discussion ensued on 
promotion, collaboration, and the importance of the Howe Sound biosphere. 
ITC‐2022‐036 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board approve biodiversity and species at 
risk research at the Long Bay Wetland Nature Reserve (Gambier Island) by 
Capilano University up to December 31, 2023 and allocate up to $5,000 from 
the ITC budget to support the work.

5.1.4  Referral, Proposed Bylaw 530 – Housing Action Program (Salt Spring) – 
Request for Decision

The ITC Manager presented the request for decision to Board members noting 
this bylaw impacts many properties on Salt Spring Island that are adjacent to ITC 
nature reserves and covenants. 
Discussion ensued on the consideration of climate change, impacts of building, 
sustainability, opportunity for using expertise on the bigger picture, and that ITC 
focus is on covenants and nature reserve properties. 
ITC‐2022‐037 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy (ITC) Board indicate to the Salt Spring Island 
Local Trust Committee that ITC interests unaffected by Bylaw 530.

5.1.5  Hopwood‐Ferris (Lasqueti) – Request for Decision (Late Item) 
The ITC Manager presented the request for decision to Board members noting a 
response from Agricultural Land Commission was received late yesterday. 
ITC‐2022‐038 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board authorizes the Chair to sign a covenant 
with Douglas Hopwood and Christine Ferris, over the Land described as PID 000‐
009‐474, the West ½ of the South East ¼ of Section 21, Lasqueti Island, Nanaimo 
District, Except Parts in Plans 17116 and 30313, as approved at its November 23, 
2021 meeting (Resolution # ITC‐IC‐2021‐042), with the following amendments, 
as requested by the Agricultural Land Commission: 
1. The addition of language to reference ALC Resolution #116/2022, indicating 
that the ALC be notified of any covenant amendments; and, 
2. Clarification that the trail noted in clause 4.3 (a) is for the use of the 
landowner and is not intended to be public.

5.2   Items for Discussion/Direction 
5.2.1  ITC Communications Strategy Development ‐ Briefing 
The ITC Communications Specialist provided a briefing to Board members noting 
the last ITC Communications Strategy was completed in 2010 and the need for 
clarification on communication moving forward in current times. 
Discussion ensued on use of social media to promote ITC, modernization of 
communications, and appropriate timing to engage current Board members 
with current staff prior to the election.

that the ITC Board direct staff to coordinate a special meeting of the board, 
preferably in person, for discussion of the ITC Communications Strategy.

Discussion ensued on: 
 Ensuring the ITC Board is comfortable with conversation around the policy 
and governance reviews and inclusion of ITC in the reviews 
 request from Trust Council to the Province for a review of the Islands Trust 
Act, and potential impacts on ITC 
 process for the Governance Committee to request ITC participation on the 
Governance Committee

5.4.7  Trustee Roundtable 
Chair Stamford advised Trustee Smith had submitted comments regarding item 
4.3.7. ITC Biologist Support to Regional Planning Committee. This was shared 
with ITC Board members via email. 
Trustee Fenton advised of Thetis Island Nature Conservancy’s rollout of phase 
two of the Nature Stewards Program, and noted attendance at the Thetis Island 
Nature Conservancy’s 10th anniversary celebration on Saturday, July 9
th
. 
Trustee Adams highlighted a new initiative to create 75‐acre park near Mt. 
Maxwell. A fundraising campaign is underway. CRD and Salt Spring Solutions are 
involved. 
Chair Stamford noted a Gambier research conservation project is underway for 
Whispering Creek. 
Trustee Fast advised there is another park in the works on Bowen. Metro 
Vancouver Regional Parks has added Cape Roger Curtis lands onto their 
acquisition lists and are asking for Official Community Plan information. There is 
controversy and concern regarding Mount Gardner, Crown Land on Bowen, as 
the Province is considering allowing motorized vehicle use. Bowen Island 
Municipal Council is not in support.
