[0:02:17] Manager Emmings (probable): the agenda it's uh the livingstone forest knap tap covenant

[0:02:22] Manager Emmings (probable): amendment which is related to some response that we had from the agricultural management commission

[0:02:28] Manager Emmings (probable): we put that in at item 5.1.5 is there any

[0:02:36] Voice 13: other uh adjustments or additions to the agenda

[0:02:39] Voice 13: hearing and seeing none I'd like to approve the by consent the agenda as amended um and now we're

[0:02:49] Voice 13: going to rise a report from our previous closed meeting do I just read this out um yes I think

[0:02:56] Manager Emmings (probable): that would be the best so

[0:02:58] Voice 13: rising from our meeting from May 24th the Islands Trust Conservancy

[0:03:46] Voice 13: Protection Legacy Fund Grant of $3,000 to expand the existing Nighthawk Hill Naptep Covenant on

[0:03:54] Voice 13: north manor um so now item number four minutes um we've got the may 24th 2022 meeting minutes

[0:04:07] Voice 13: from pages 3 to 12 um is there any changes or questions arising i have one that i should have

[0:04:21] Voice 13: picked up it's just a small thing corlin at the bottom of page 7 it says the impact of the

[0:04:28] Voice 13: governance report based on recent determination that the ministry of environment and climate

[0:04:33] Voice 13: change kind of sees island's trust as a crown agency and how would the recommendations in the

[0:04:38] Voice 13: governance report impact the island's trust i think that should be island's trust conservancy

[0:04:44] Voice 13: and rather than just island's trust and

[0:04:47] Voice 5: then it makes

[0:04:48] Voice 13: more sense i'll make that change and then

[0:04:53] Voice 13: on page 10 5.4.4 the executive committee update verbal update i'm not sure what it meant that

[0:05:00] Voice 13: trust when trustee fast said we'll speak to the david dunson delegation response letter at the

[0:05:05] Voice 13: executive committee meeting may 25th and if we can maybe talk about that afterwards suelen you're

[0:05:14] Voice 13: having trouble speaking so we'll get back to that but

[0:05:18] Manager Emmings (probable): there wasn't anything substantial yeah i think

[0:05:21] Manager Emmings (probable): that was just related to the board's request that executive committee respond to this letter

[0:05:27] Manager Emmings (probable): specifically yeah okay okay

[0:05:29] Voice 13: so um if there's no further questions or edits we can accept those

[0:05:35] Voice 13: minutes um by consensus with those minor minutes okay so now we're at 4.2 full action list

[0:05:46] Voice 13: do we have anything you would like to highlight um

[0:05:52] Voice 5: yeah

[0:05:55] Manager Emmings (probable): let's see most of the stuff is moving along

[0:05:58] Manager Emmings (probable): really well I don't think there's anything I need to highlight unless there are questions from the

[0:06:03] Manager Emmings (probable): board I

[0:06:11] Voice 13: didn't have any questions for this I

[0:06:20] Voice 5: didn't

[0:06:26] Voice 13: have any for this anything

[0:06:29] Voice 5: done

[0:06:30] Voice 13: okay so

[0:06:33] Voice 13: let's move on just to let you folks know I can hardly hear so if you

[0:06:46] Voice 3: were trying to get my

[0:06:46] Voice 3: attention maybe make a some kind of special sound so that I can really try to hear thank you okay

[0:06:53] Voice 3: Okay,

[0:06:53] Voice 13: thanks,

[0:06:55] Voice 3: Ellen. Okay, so

[0:06:55] Voice 13: now we're at number five, business, and we have the 2023-24 budget submission.

[0:07:09] Voice 13: Sure,

[0:07:10] Manager Emmings (probable): I'd be happy to speak.

[0:07:11] Voice 13: We're on page 19 to 22.

[0:07:14] Manager Emmings (probable): um so this always comes at me very quickly every year but it uh i realized that our next board

[0:07:20] Manager Emmings (probable): meeting is until october 4th and the board needed to start to consider what its budget requests are

[0:07:24] Manager Emmings (probable): going to be for the coming year um so this request for decision is to provide direction to staff to

[0:07:31] Manager Emmings (probable): begin developing some of the budget requests that we put forward every

[0:07:34] Manager Emmings (probable): year um the budget

[0:07:37] Manager Emmings (probable): background that's provided

[0:07:39] Manager Emmings (probable): gives some details related to

[0:07:41] Manager Emmings (probable): the recommendation.

[0:07:43] Manager Emmings (probable): We have added in, we'd like

[0:07:45] Manager Emmings (probable): to add into the budget the fact that

[0:07:47] Manager Emmings (probable): we have a $220,000 grant

[0:07:49] Manager Emmings (probable): that we're expecting to come from Environment and Climate

[0:07:51] Manager Emmings (probable): Change Canada in the

[0:07:53] Manager Emmings (probable): 2022-23

[0:07:55] Manager Emmings (probable): fiscal year. And so that

[0:07:57] Manager Emmings (probable): is broken down in there with some

[0:07:59] Manager Emmings (probable): rough numbers of where we think we're going to allocate

[0:08:01] Manager Emmings (probable): those funds, but that will all be clarified

[0:08:03] Manager Emmings (probable): through a contribution agreement that we're hoping

[0:08:05] Manager Emmings (probable): going to have completed by the end of the summer. We've also applied our management cost formula

[0:08:14] Manager Emmings (probable): that we developed a few years ago to account for additions to properties that we manage. And so

[0:08:20] Manager Emmings (probable): for that, we have a requested addition of $4,650 to manage a few additions to our conservation

[0:08:29] Manager Emmings (probable): conservation properties portfolio. We have also updated some travel budget requests and actually

[0:08:37] Manager Emmings (probable): the recommendation here was to increase the travel budget by about a thousand dollars.

[0:08:41] Manager Emmings (probable): As staff mull this

[0:08:43] Manager Emmings (probable): over we may actually come back to you with a recommendation to increase that

[0:08:46] Manager Emmings (probable): because what we're

[0:08:47] Manager Emmings (probable): finding is that with many of the properties that we're monitoring we need to

[0:08:51] Manager Emmings (probable): take water taxis to access those and those water taxis because of fuel costs have been

[0:08:57] Manager Emmings (probable): going up in cost so it's likely that when we bring this back to you in October we'll be requesting

[0:09:02] Manager Emmings (probable): something more along the lines of two thousand dollars but as this is in a very draft state

[0:09:08] Manager Emmings (probable): right now it's I'm okay with the resolution as recommended and we may recommend changes in the

[0:09:16] Manager Emmings (probable): fall we've also asked for our our legal budget to be bumped back up to a more an amount more

[0:09:24] Manager Emmings (probable): consistent with what we typically have this budget was reduced as part of the budget process last year

[0:09:29] Manager Emmings (probable): and that was okay because um we actually were not do

[0:09:37] Voice 13: you know who's phone that is

[0:09:40] Manager Emmings (probable): i do not know okay sorry yeah that's fine um sorry back to the legal budget that was reduced this

[0:09:50] Manager Emmings (probable): year which was okay because we were reducing a lot of the work we were doing towards acquisitions

[0:09:54] Manager Emmings (probable): over the course of this year um but we're anticipating that we're going to need to bump

[0:09:58] Manager Emmings (probable): but again next year so we proposed that go up to 20 000 for the for the 2022-23 fiscal year

[0:10:06] Manager Emmings (probable): 2023-24 fiscal year um and then we are also going to be um collaborating among staff to just make

[0:10:15] Manager Emmings (probable): sure that we're not anticipating any other management planning costs that are in addition

[0:10:19] Manager Emmings (probable): to the ones that we we have in this and that will come back to you in the fall as well if we think

[0:10:25] Manager Emmings (probable): there will be any additions and then there are three recommended budget cases for the our

[0:10:31] Manager Emmings (probable): business cases um to bring back to you in october uh the first is related to engagement with first

[0:10:37] Manager Emmings (probable): nations uh for the development of the 2026 to 2030 itc plan um so we'd like to develop a bit of a

[0:10:45] Manager Emmings (probable): budget for that and it may result in a request for a bump to the budget this year and then the other

[0:10:52] Manager Emmings (probable): other two are more related to software that we are looking into at the moment. The Islands Trust

[0:10:59] Manager Emmings (probable): has a property information management system, which we call TAPIS, which is aging out in terms

[0:11:05] Manager Emmings (probable): of its functionality. And so the planning department has been looking at replacing their

[0:11:11] Manager Emmings (probable): side of it and has some grant funding for that. And Islands Trust Conservancy will need to be

[0:11:17] Manager Emmings (probable): looking at how that translates into our property management information system and so we've been

[0:11:24] Manager Emmings (probable): investigating a couple of software options for that and we anticipate bringing a business case

[0:11:28] Manager Emmings (probable): to you in the fall for that and then final the final business case is really related to our

[0:11:34] Manager Emmings (probable): contact relationship management system we are looking at a new a potential new system to manage

[0:11:42] Manager Emmings (probable): all of our contacts including our donors which is the big one in particular we'd like to have

[0:11:47] Manager Emmings (probable): a system that speaks more fluidly, if I can say that in terms of software, to our tax

[0:11:55] Manager Emmings (probable): receiving process, our website, and to our mail distribution list for emails and digital

[0:12:04] Manager Emmings (probable): communications. So we'll be working on that as well or we'd like direction to work on that as well.

[0:12:12] Manager Emmings (probable): I've written a fair bit about the implications for the organization. This will take a bit of

[0:12:16] Manager Emmings (probable): of time for us as staff over the course of the summer and early fall. And so a lot

[0:12:21] Manager Emmings (probable): of our time

[0:12:22] Manager Emmings (probable): will be put towards that. There are a few things that may be delayed because of that. One of them

[0:12:29] Manager Emmings (probable): is the MOU that we're currently working on with UBC, which continues to be delayed. So I wanted

[0:12:34] Manager Emmings (probable): to flag that. And then the other piece of information that's worth noting is that both

[0:12:45] Manager Emmings (probable): Both of the software applications will require quite a bit of liaising with other departments at Islands Trust to make sure that we are consistent with what's being offered with the rest of the Islands Trust.

[0:12:57] Manager Emmings (probable): In particular, if we do a contact relationship management system, Trust Area Services has flagged that it might be worth collaborating so that they can integrate their communication systems well as well.

[0:13:08] Manager Emmings (probable): So it's possible that those will develop into joint budget requests.

[0:13:13] Manager Emmings (probable): requests? Financially, just to give you a sense, we're anticipating that this will, if we go with

[0:13:20] Manager Emmings (probable): the full spectrum of budget requests here, we'll be asking for a minimum of a $30,000 bump to our

[0:13:27] Manager Emmings (probable): budget in this year and as much as $50,000. So the board can consider whether it wants to do that

[0:13:33] Manager Emmings (probable): full spectrum in October, but I wanted to flag that as an implication financially. And then

[0:13:41] Manager Emmings (probable): Then with respect to the rest of the implications, part of the reason we've made these recommendations is, of course, to stay consistent with our our commitments to climate change work.

[0:13:53] Manager Emmings (probable): And that's why we're bumping some of our property management requirements and then also to stay true to our reconciliation declaration in terms of First Nations engagement.

[0:14:03] Manager Emmings (probable): So they tie very well into some of the areas of focus that the board has asked us to adopt.

[0:14:11] Manager Emmings (probable): um i think that's it we will of course proceed as directed by the board and i'm happy to take

[0:14:18] Manager Emmings (probable): any questions about the budget submission

[0:14:19] Voice 13: doug with any questions or comments and just before

[0:14:29] Voice 13: we start we need to think um uh linda said she should be here in about oh

[0:14:39] Voice 12: perfect uh yeah the

[0:14:43] Voice 12: one question comes to mind is respect to the reconciliation budgets you know we sort of put

[0:14:52] Voice 12: a number out there and we're trying to figure out how that works and have you had the opportunity is

[0:14:56] Voice 12: there anything reform that's actually led to some success you actually know what this number is

[0:15:01] Voice 12: or is it is it really nebulous or still i mean it's just part of our learning learning process

[0:15:08] Manager Emmings (probable): i think it's part of our learning process we do have a little bit of information

[0:15:13] Manager Emmings (probable): from nations as to what they would expect in terms of amounts to participate in an engagement

[0:15:19] Manager Emmings (probable): process and some of that has come to us via the policy statement work that um that trust area

[0:15:24] Manager Emmings (probable): services has been doing on behalf of the trust council um i think that we'll probably land

[0:15:30] Manager Emmings (probable): somewhere between 25 and 30 thousand dollars for that engagement process the piece that i'm not

[0:15:36] Manager Emmings (probable): sure of is how much we'll be able to pull from existing budgets because when we do our regular

[0:15:41] Manager Emmings (probable): budgeting process we do anticipate a certain amount of engagement with first nations and it's

[0:15:46] Manager Emmings (probable): likely we can you know reduce the amount that we would request from trust council by leaning into

[0:15:51] Manager Emmings (probable): existing budgets um so my hope is to reduce that amount to to help buffer the tax increases that

[0:15:59] Manager Emmings (probable): may be required

[0:16:02] Voice 12: just speaking to experience in the last year um like there's often i think it's

[0:16:10] we're really undershooting and it's really been helpful with what um lisa brought to the table

[0:16:16] and helping with us you know but uh our reality when you actually get

[0:16:21] Voice 12: people there and they show

[0:16:23] Voice 12: up etc it's often costing more than anticipated and i don't think it's a bad thing but it's

[0:16:30] Voice 12: something we should need to be really aware of and we have to be willing to actually

[0:16:34] Voice 12: if we want them to participate

[0:16:36] Voice 12: and earn this participation.

[0:16:40] Manager Emmings (probable): Yeah.

[0:16:41] Manager Emmings (probable): My other hope is that we could,

[0:16:44] Manager Emmings (probable): is to spread that engagement out

[0:16:46] Manager Emmings (probable): over a couple of years

[0:16:47] Manager Emmings (probable): because we have a bit of a lead-in before,

[0:16:50] Manager Emmings (probable): because we're doing it as a three-year plan

[0:16:52] Manager Emmings (probable): and then a five-year plan,

[0:16:53] Manager Emmings (probable): we have a little bit of buffer in terms of time.

[0:16:55] Manager Emmings (probable): And so perhaps we may learn in the first year

[0:16:58] Manager Emmings (probable): that we do the work

[0:17:01] Manager Emmings (probable): that we actually need to budget more,

[0:17:03] Manager Emmings (probable): or in which case we might put in a request for the following fiscal year

[0:17:07] Manager Emmings (probable): to help us finish out that process.

[0:17:09] Voice 12: Excellent.

[0:17:10] Voice 12: Yeah, this

[0:17:10] Voice 12: is dynamic, obviously.

[0:17:13] Voice 12: Yeah.

[0:17:13] Voice 12: That's great.

[0:17:14] Voice 12: Thank you.

[0:17:15] Voice 3: It's Sue Ellen here.

[0:17:16] Voice 3: I have a question.

[0:17:17] Voice 3: Yes,

[0:17:18] Voice 13: I was going to ask you.

[0:17:21] Voice 13: Go ahead, Sue Ellen.

[0:17:23] Voice 13: Thank you.

[0:17:26] Voice 13: I'm wondering about the last bullet about the contact relationship

[0:17:31] Voice 13: management software, the CRM software.

[0:17:35] Voice 13: I think that's a great idea, having had some experience with it

[0:17:38] Voice 13: And once I got familiar with using it, I was going, well, how did I ever

[0:17:42] Voice 3: do things without it?

[0:17:44] Voice 3: My question is, didn't we have some of this already?

[0:17:51] Voice 3: I thought perhaps Carla Funk had begun

[0:17:54] Voice 13: using, I thought we had acquired a contact relationship management software.

[0:17:59] Manager Emmings (probable): So we do have contact relationship management software.

[0:18:02] Manager Emmings (probable): And we have had for a number of years for as long as I've worked here, which is around 15 years.

[0:18:09] Manager Emmings (probable): Um, it began as a system that we developed in house and, uh, and then we became aware

[0:18:15] Manager Emmings (probable): that we needed to move into an off the shelf version, which we did, um, which was working

[0:18:21] Manager Emmings (probable): fairly well.

[0:18:22] Manager Emmings (probable): And then that software company got bought by another software company.

[0:18:25] Manager Emmings (probable): And so we got amalgamated into, um, a new system about three years ago.

[0:18:30] Manager Emmings (probable): And the board, I believe considered that at the time.

[0:18:33] Manager Emmings (probable): um and uh and we it worked well because it was um the data was transitioned fairly easily because

[0:18:41] Manager Emmings (probable): it was the company that took over the prior company um but what we're seeing is that system

[0:18:47] Manager Emmings (probable): while it works for maintaining informational conversations that we have with landowners and

[0:18:53] Manager Emmings (probable): with others in the communities it's not speaking really well to our um our signups for our

[0:19:02] Manager Emmings (probable): newsletters for example and to also our donation proceeding process um oh

[0:19:07] Voice 3: gosh yes okay gotcha

[0:19:09] Voice 3: all right thank you that's good to know i recommend civi crm it's an open space um

[0:19:17] Voice 3: uh

[0:19:19] Voice 13: contact relationship management program um open source that's been all over the world for

[0:19:27] Voice 13: for many years. And, uh, uh, anyway, that's just my, that's

[0:19:33] Voice 3: my recommendation. And I, I, um,

[0:19:37] Voice 3: I see it being adapted for all kinds of things. It's for the civic realm, not a business application

[0:19:43] Voice 3: or not for commercial. And so it,

[0:19:47] Voice 13: it, uh, it might be a better fit. I just recommend you

[0:19:50] Voice 13: have a look at that civi crm

[0:19:53] Manager Emmings (probable): fantastic if you have an email that you want to shoot us with

[0:19:58] Manager Emmings (probable): links feel free to do that because we're definitely in the investigation process right

[0:20:03] Manager Emmings (probable): now great

[0:20:04] Voice 3: i will do that because i i stayed on their mailing list just because i i follow them

[0:20:10] Voice 3: so i'll send you a um a newsletter fantastic

[0:20:14] Manager Emmings (probable): thank you so

[0:20:15] Voice 13: well we're just going to pause

[0:20:16] Voice 13: for a couple of minutes because linda's here no it's okay um sue ellen got stuck in um

[0:20:25] Voice 13: in very traffic missed her flight and is now stuck trying to get back to home no more delays

[0:20:32] Voice 13: so everybody seems to be having transportation issues today

[0:20:42] Voice 13: sorry thank you we're just in the middle of um first part of discussing the budget

[0:20:50] Voice 13: so we this is our first kick at the the budget for next year um and i'll let you get set up and

[0:20:58] Voice 13: if you have any questions or comments um one of the things that just in general i like to have

[0:21:06] Voice 13: under my belt very clearly is when we are asking for an increase of the budget that i can see

[0:21:15] Voice 13: how much is going to come from like island's trust budget and how much is going to come from

[0:21:22] Voice 13: the SAR budget so when we're even a table that says you know the final column would be what

[0:21:30] Voice 13: we're asking for but then with two other columns one how much would come from the IT budget and

[0:21:36] Voice 13: and how much would be covered by SARs.

[0:21:39] Manager Emmings (probable): We can certainly present it that way

[0:21:41] Manager Emmings (probable): when we bring it back in October.

[0:21:43] Manager Emmings (probable): Yeah,

[0:21:44] Voice 13: I think that will help communicate it out

[0:21:46] Voice 13: to the other trustees as well.

[0:21:51] Voice 13: And the other thing I was asking about is,

[0:21:54] Voice 13: is there any value to providing more detail

[0:21:58] Voice 13: when we talk about Indigenous Knowledge Holder Services,

[0:22:02] Voice 13: what that means,

[0:22:04] Voice 13: what kinds of things we would be thinking about?

[0:22:08] So

[0:22:15] Voice 13: those are the comments I had about this and to me this it seems to be very reasonable in the reality of our time is you know our costs are going up and like you said just very mechanical situations like water taxis just everything is moving up so high.

[0:22:37] Voice 13: So I can really see a good rationale for these increases. Is everybody there still?

[0:23:02] Voice 13: um so those are the only comments that i had as we move forward and we'll just let linda

[0:23:17] Voice 13: so ellen are you on

[0:23:19] Voice 13: mute i

[0:23:21] Voice 3: think i'm still not on mute am i um

[0:23:25] Voice 13: if you could i think those were

[0:23:27] Voice 13: your girls giggling yes that's right sorry i will i will mute again

[0:23:35] Voice 13: and i

[0:23:36] Voice 5: i

[0:23:44] Voice 13: think anything we can do to combine the the software and help that work more smoothly

[0:23:51] Voice 13: is is so important and it's just the consequence of not being able to include that in the budget

[0:23:57] Voice 13: last year i hope that that is a sort of tumbling situation where it gets more and more out of date

[0:24:05] Voice 13: So I think it's really important to have that tap as smoothly and it also helps sort of when we're talking about

[0:24:13] Voice 13: How I always trust and I don't stress conservancy can work better together

[0:24:17] Voice 13: This is just another example of just basic mechanics on how we can help that

[0:24:24] Voice 13: Those are all the comments that I had about it

[0:24:34] Voice 13: So we have

[0:24:42] Voice 13: We're just waiting

[0:24:48] Voice 4: I also found the art

[0:24:49] Voice 4: team fantastic I actually thought it all up yeah I like the idea of

[0:25:00] Voice 4: like a property management budget you know

[0:25:04] Voice 13: incrementally increasing every time and that's

[0:25:07] Voice 13: a good message to kind of

[0:25:08] Voice 13: constantly put out that's

[0:25:10] Voice 13: reality yeah yeah

[0:25:11] Voice 4: um so that there isn't

[0:25:14] Voice 4: sort of a lag in that and then big panic is going to happen anyway yeah so

[0:25:25] Voice 13: if there's no

[0:25:27] Voice 13: other comments this is a request for decision um can i get someone to move the motion preferably

[0:25:37] Voice 13: uh linda if you wouldn't mind that'd be great uh i moved

[0:25:42] Voice 4: i moved that the itc board direct staff to prepare an itc budget request including the following

[0:25:52] Voice 4: items.

[0:25:57] Voice 13: Increases to the IHC budget to reflect the species at risk grant commitments totaling

[0:26:02] Voice 13: $220,000. Increase to the property management budget of $4,650 to

[0:26:08] Voice 5: reflect their nature reserves.

[0:26:09] Voice 13: An increase in the travel

[0:26:11] Voice 4: budget of approximately $1,000 to accommodate additional increases to

[0:26:15] Voice 4: water density fees required to monitor and manage islands not in service of our fairies.

[0:26:19] Voice 4: An increase to the ITC legal budget of $7,000 to reflect anticipated costs of legal review and return the budget to amounts consistent with previous year's budgets.

[0:26:30] Voice 4: Consideration of further

[0:26:31] Voice 4: increases to the property management budget to accommodate management planning needs for new nature reserves.

[0:26:37] Voice 4: Development of a business

[0:26:38] Voice 4: case for First Nations engagement associated with development of the ITC five-year plan.

[0:26:43] Voice 4: plan, development

[0:26:44] Voice 13: of a business case in

[0:26:45] Voice 4: collaboration with information systems management through

[0:26:48] Voice 4: property management software to replace the island's chest and tapas system, and development

[0:26:53] Voice 4: of a business case in collaboration with trust area services and information services for

[0:26:59] Voice 4: contact relationship management software

[0:27:04] Voice 5: to address the information system.

[0:27:11] Voice 13: Right.

[0:27:15] Voice 13: um i'm just wondering i'm not sure if this is a friendly amendment but i'm wondering you did

[0:27:19] Voice 13: mention that maybe the travel budget be increased to 2 000 yeah

[0:27:24] Manager Emmings (probable): we could make that so rather than

[0:27:26] Voice 13: 1 000 is there any problems with the changing it's the third bullet instead of 1 000 we change it to

[0:27:34] Voice 13: to 2,000 just because of where we're going and expenses.

[0:27:37] Voice 13: We do accept that.

[0:27:40] Voice 13: So did you hear that Sue Ellen?

[0:27:43] Voice 13: We've changed the 1,000 to 2,000 for water taxi costs.

[0:27:50] Voice 13: So this is moved, it's seconded.

[0:27:54] Voice 13: Is there any further discussion?

[0:27:58] Voice 13: Okay, I'd like to call the vote.

[0:28:00] Voice 13: All those in favor say aye on the phone for me.

[0:28:08] Voice 13: i raised my digital hand i thought it said i did okay well i'm glad yes i see

[0:28:26] Voice 13: it doesn't show up on the list thanks suellen so let's move to 5.1.2 that's the lisa bale

[0:28:39] Voice 13: nature reserve management plan and there's a request for decision starting on page 23

[0:28:45] Voice 13: Great,

[0:28:48] Voice 1: that's me. Good morning. I'm Nuala, coming in remotely. We are looking at the first management plan for Lisa Bale Nature Reserve on North Pender Island today. It was prepared by Claudia Schaefer, RP Bio.

[0:29:02] Voice 1: Lisa Bale Nature Reserve protects four hectares on the northern portion of North Pender Island, and you can see in figure one and two in the report.

[0:29:11] Voice 1: It was transferred to ITC in February 2021 through a donation from Lisa Bale, who purchased the land in 2019, specifically to protect it for conservation.

[0:29:23] Voice 1: There is not currently a Section 219 conservation covenant over the entire nature reserve, but there was an existing conservation covenant, the Lettingham Covenant, over a narrow strip on the northern boundary of the reserve,

[0:29:37] Voice 1: which includes what is now the Lisa Bale Nature Reserve and two adjacent lots

[0:29:42] Voice 1: to protect the mature forest and scattered individual old growth trees along Clam Bay Road

[0:29:49] Voice 1: that is co-held by Pender Island Conservancy Association, PICA, and ITC

[0:29:55] Voice 1: and was granted as an ecological gift.

[0:30:00] Voice 1: So PICA has expressed an interest in being a part of the management of the entire nature

[0:30:04] Voice 1: reserve protected area and before the land was transferred to ITC has already started

[0:30:09] Voice 1: an avian research study and it's a greater study that uses Lisa Bale Nature Reserve as

[0:30:16] Voice 1: one of its project sites and it is still continuing and it's supporting examining violet green

[0:30:22] Voice 1: swallows and chestnut-backed chickadees as bioindicators of ecosystem health.

[0:30:28] Voice 1: The draft management plan has been provided to the donor and PICA, and their edits have

[0:30:34] Voice 1: been incorporated into the attached management plan that you had for review, and the final

[0:30:38] Voice 1: management plan will be sent to them for approval before being implemented.

[0:30:42] Voice 1: There were four provincially at risk ecological communities occurring within the protected

[0:30:48] Voice 1: area and two sensitive ecosystems, which are woodland and mature forest.

[0:30:52] Voice 1: The woodland area is actually designated as a development permit area over the southern

[0:30:56] Voice 1: part of the nature reserve. A cultural and archaeological preliminary assessment was made

[0:31:02] Voice 1: on August 28th in 2020 by Harold Joe and Joe Dan who are cultural knowledge holders and Kosheilish

[0:31:09] Voice 1: nation members from Cowichan tribes and they were accompanied by the donor Lisa Bale

[0:31:13] Voice 1: and Catherine Martel. They found some interesting features including one culturally modified tree,

[0:31:21] Voice 1: a small western red cedar the property has never been open to the public and does not have any

[0:31:29] Voice 1: existing trails so the recommendations are to keep the nature reserve close to the public

[0:31:32] Voice 1: to limit human influence on the land in particular the woodland community at the south end is very

[0:31:38] Voice 1: vulnerable to foot traffic the soil mantle is extremely thin and it's underlying bedrock and

[0:31:45] Voice 1: boulders easily compacted by hikers the general management direction like most of our nature

[0:31:52] Voice 1: reserves is to maintain and protect habitat for species at risk in wildlife and to allow natural

[0:31:57] Voice 1: successional processes to proceed without interference with the exception of fire.

[0:32:02] Voice 1: Some funding implications include First Nations engagement to build trust through in-person

[0:32:08] Voice 1: meetings and development of a management plan for areas of cultural heritage and sacred significance.

[0:32:13] Voice 1: We need to install some signage. There's three points that are recommended along

[0:32:18] Voice 1: along Clam Bay Road and one at a driveway junction

[0:32:21] Voice 1: with a neighboring property to indicate

[0:32:23] Voice 1: that public access is not permitted.

[0:32:27] Voice 1: Monitoring and removing invasives and non-native species.

[0:32:31] Voice 1: There's Himalayan and cut-leaf blackberry and Scotch broom

[0:32:37] Voice 1: through cooperation with partners.

[0:32:39] Voice 1: Again, hopefully PICA will be able to help us

[0:32:41] Voice 1: with some of these management activities

[0:32:43] Voice 1: activities, and initiate further SAR and wildlife surveys.

[0:32:50] Voice 1: I'm happy to take any questions.

[0:32:55] Voice 4: So does

[0:32:56] Voice 13: anyone have any questions about this management plan?

[0:33:07] Voice 13: Questions,

[0:33:08] Voice 12: just to go through this, it was nice to hear.

[0:33:10] Voice 12: Can everyone hear them?

[0:33:12] Voice 12: Yeah.

[0:33:13] Voice 12: It was nice to put together, and nice to read, and I was looking forward to see that, sort

[0:33:20] Voice 12: some of the culturally um beneficial opportunities that will be explored over time so it's a great

[0:33:27] Voice 12: success and

[0:33:30] Voice 4: it was another great match hard to you know like you look at them

[0:33:37] Voice 13: yeah no comments

[0:33:45] Voice 4: but no comments except great work yeah

[0:33:48] Voice 13: i think we're beginning to take these

[0:33:50] Voice 13: these tomes of information for granted and realize how little other pieces of property

[0:33:56] Voice 13: there's there's very little information for other pieces of property

[0:34:01] Voice 13: um one of the things i was gonna ask you i mean i didn't see it in the report but i i may not have

[0:34:08] Voice 13: seen it because i didn't look at it too closely was whether or not there's been any more movement

[0:34:13] Voice 13: about a name uh first nation's name for this property unfortunately

[0:34:20] Voice 1: not um not yet um so

[0:34:23] Voice 1: as we continue to try and get responses um and more engagement with first nations i'm hoping we

[0:34:31] Voice 1: didn't have a large response from our community engagement and um i'm hoping we can um work

[0:34:39] Voice 1: Carter and rectify that as as the plan years go go through. It would be especially lovely to have a

[0:34:46] Voice 1: First Nations name associated with this piece.

[0:34:49] Voice 13: Thank you. Sue Ellen, do you have any comments

[0:34:54] Voice 13: from this management plan? Keep the plan and it's uh now I'm in the wind with an airplane

[0:35:04] Voice 13: on top of a ferry. So uh but I heard everything and uh it looked good to me. Thank you. I know

[0:35:10] Voice 13: Claudia Wells as well. I've worked with her for years here on Golan as a volunteer

[0:35:14] Voice 13: and on different committees and different projects

[0:35:18] Voice 3: as well. And she's one of the only

[0:35:20] Voice 3: people I know who can identify those little shoreline early spring flowering plants. Thank you.

[0:35:28] Voice 1: Great.

[0:35:29] Voice 13: Thanks, Willa. Okay, so if there's no other further questions or comments,

[0:35:37] Voice 13: I would like somebody to move this motion.

[0:35:40] Voice 13: Doug, would you mind?

[0:35:42] Voice 13: The recommendation is up on the screen there.

[0:35:46] Voice 12: Yeah, I move that the Ombuds Trust Conservancy approve the 2022

[0:35:53] Voice 12: Lisa Bell Nature Reserve Management Plan dated March 25, 2022.

[0:36:00] Voice 12: Do I have a seconder?

[0:36:02] Voice 13: Linda seconds.

[0:36:04] Voice 13: And if there's

[0:36:05] Voice 13: no other comments or questions,

[0:36:07] Voice 13: I would like to call the vote.

[0:36:09] Voice 13: All those in favor, a hands up or say aye on the phone.

[0:36:14] Voice 13: I'm in favor on the phone.

[0:36:17] Voice 13: Excellent.

[0:36:19] Voice 13: And that passes unanimously.

[0:36:21] Voice 13: Thank you.

[0:36:23] Voice 13: It's always weird.

[0:36:24] Voice 13: All that work and then we just kind of skim by it.

[0:36:27] Voice 13: It's there for posterity.

[0:36:31] Voice 13: So our next item is 5.1.3.

[0:36:35] Voice 13: That's starting on page 101.

[0:36:41] Voice 5: And

[0:36:41] Voice 13: that is a request for decision.

[0:36:44] Voice 13: For the Capilano University Biodiversity Species at Risk research at Long Bay Wetland Nature Reserve

[0:36:51] Voice 13: on Jambier Island. And

[0:36:53] Manager Emmings (probable): I'd love to invite Wendy Tyrrell who is our species at risk

[0:36:58] Manager Emmings (probable): project coordinator to come in. Super.

[0:37:01] Voice 11: Good morning in person for the first time.

[0:37:06] Voice 11: that. Yeah, I'm presenting to you a request for decision for a research proposal that has been

[0:37:17] Voice 11: sent to us, presented to us by Capilano University. We have a growing relationship with this university

[0:37:27] Voice 11: stemming from a grant that the Howe Sound UNESCO Biosphere Initiative Society provided to this,

[0:37:34] Voice 11: to the university and they've done work in the past with us on Gambier with the students

[0:37:39] Voice 11: biodiversity at Long Bay Wetland Nature Reserve and from that the professor is interested in

[0:37:47] Voice 11: applying for a grant to support more biodiversity research work on Long Bay Wetland Nature Reserve

[0:37:54] Voice 11: and potentially the other nature reserves on Gambier Island as well and so this request for

[0:38:00] Voice 11: proposal is to look at us providing matching funds to the grant that they are applying for

[0:38:07] Voice 11: through MITOX. And in the Long Bay Wetland Management Plan, it states further inventories

[0:38:17] Voice 11: for species at risk would provide a clearer picture of the ecology of the reserve and guide

[0:38:21] Voice 11: future management. And that's exactly what the university is hoping to achieve. And through

[0:38:28] Voice 11: Through many conversations, we've kind of narrowed down the scope of work to focusing on understanding the wetlands and channels better

[0:38:36] Voice 11: so that we can identify not only the species at risk, but management and impact and threat concerns and how we can mitigate those in advance.

[0:38:47] Voice 11: That would include delineating the wetland types and channels within their nature reserve,

[0:38:53] Voice 11: performing surveys for wetland species, amphibians, aquatic and macroinvertebrates,

[0:38:58] Voice 11: potentially using eDNA surveys for species at risk identification through sampling as well

[0:39:04] Voice 11: determining if there are I didn't mention but red-legged frog was an occurrence was found we

[0:39:11] Voice 11: found egg masses so looking for other evidence of red-legged frog breeding sites summarize camera

[0:39:19] Voice 11: trapping and sampling results meaning wildlife cameras that have been put in place by the

[0:39:25] Voice 11: the university, collecting that data and summarizing, and then putting that all together

[0:39:30] Voice 11: for a summary report that will help inform management and potentially carry on in future

[0:39:35] Voice 11: works as well. We have contacted and been in communication with all partners, including

[0:39:43] Voice 11: Covenant holders, and everyone is approving and looking forward to this research. So the

[0:39:52] Voice 11: The implications would be organizational,

[0:39:55] Voice 11: partnering with the university

[0:39:57] Voice 11: provides a viable relationship link with academia,

[0:40:01] Voice 11: and then enhancing our relationship

[0:40:04] Voice 11: with the Houselm Biosphere Region,

[0:40:07] Voice 11: and hopefully and likely partnering

[0:40:12] Voice 11: with the Squamish Nation,

[0:40:14] Voice 11: incorporating some of their ACE monitors,

[0:40:17] Voice 11: archeological, cultural, and environment monitors

[0:40:20] Voice 11: to the program.

[0:40:25] Voice 11: Financially, we're asking that we can contribute

[0:40:28] Voice 11: $5,000 in matching funds to the MyTax grant

[0:40:31] Voice 11: that the university is applying for.

[0:40:38] Voice 11: Implementations, the research team will share information

[0:40:41] Voice 11: in a number of different ways, which will be outlined

[0:40:43] Voice 11: in a communication plan provided to the team for review.

[0:40:48] Voice 11: Opportunities for public presentations, news releases,

[0:40:50] Voice 11: and social communications are quite good,

[0:40:52] Voice 11: and ecological research will be compiled into a report and submitted to staff.

[0:40:57] Voice 11: This will obviously help inform management priorities and protect and enhance critical

[0:41:02] Voice 11: and all species.

[0:41:07] Voice 11: First Nations, again, strong interest to build relationships in that region, and there's

[0:41:12] Voice 11: already some strong ties being built.

[0:41:15] Voice 11: Climate change, the information that's gathered from the study is informing baseline ecological

[0:41:20] Voice 11: ecological parameters for the wetlands in that nature reserve and that's going to be useful to

[0:41:25] Voice 11: gauge change over time and enhance the long-term monitoring for these attributes and we'll go for

[0:41:33] Voice 11: questions

[0:41:35] Voice 13: questions sue ellen uh we're we're looking for questions i'm

[0:41:43] Voice 3: downstairs in the

[0:41:46] Voice 3: fairy so bear with me but i am uh it's a good idea i think

[0:41:54] Voice 13: long term you're breaking up sue ellen

[0:42:00] Voice 13: shall we we'll get back to you john what are your thoughts i

[0:42:07] Voice 12: think it's an excellent opportunity

[0:42:09] Voice 12: it's a it is unique in that regard um expanding our horizons um who's actually who the players are

[0:42:21] Voice 12: um and the question for money i mean he's obviously that's incredible right so where

[0:42:29] Voice 12: that comes from how do we how that works or fits into it um it's not unreasonable but at the same

[0:42:33] Voice 12: time pieces i have to get my head around and my

[0:42:45] Voice 4: one thought was that you know this is just

[0:42:49] Voice 4: this sort of stuff would be nice to kind of promote

[0:42:53] Voice 5: a little bit

[0:42:53] Voice 4: yeah media yes

[0:43:00] Voice 11: absolutely

[0:43:03] Voice 11: You will be hearing from Carmen in the future, and yeah, we have a lot of plans to promote this and really talk about the collaboration that's going on.

[0:43:12] Voice 13: Yeah, great, absolutely.

[0:43:15] Voice 13: From a Gambier perspective, I can't overstate how important this is to provide that context with the Haussam Biosphere, the Alcantara Biosphere.

[0:43:29] Voice 13: it just moves us into a different position and they are winning out of it we are winning out of

[0:43:37] Voice 13: it and by all means the way the Squamish nation staff work with people in the region is through

[0:43:48] Voice 13: the widespread and they're making that very clear that's their structure of preference

[0:43:52] Voice 13: And so this feeds all the right information into the right area, and I hope that it then informs further visions for the crown land on Gambier because it's all connected at this point, and how we can move forward on that bigger picture of the large portion of crown land that this is attached to.

[0:44:15] Voice 13: so I'm just really pleased this is all coming together the way it is I just a couple little

[0:44:21] Voice 13: comments on when you talk about macro invertebrates what are they the

[0:44:27] Voice 11: little ones swimming in the

[0:44:29] Voice 11: water so it's it's the it's the macro life micro life if you might think of it that way the small

[0:44:36] Voice 11: insects and invertebrates that live in the water channel and they are indicator species of a

[0:44:42] Voice 11: a healthy uh ecosystem a healthy water body okay and so looking at what your baseline

[0:44:48] Voice 11: of macroinvertebrates is very helpful for what amphibian life can exist there how the health of

[0:44:55] Voice 11: the watershed is and since it's at the bottom of the watershed this particular site really

[0:45:01] Voice 11: it tells a lot about what's coming yeah

[0:45:04] Voice 13: and then um i don't know if there's been any results coming

[0:45:09] Voice 13: out of the camera chops but i'd love to know if anyone's seen any wolves because somebody

[0:45:16] Voice 13: yes has a

[0:45:17] Voice 13: the rumors are somebody took them all out in a fit of whatever insanity um but

[0:45:27] Voice 13: also that there's pine martin around so those were the two species we were i was hoping to

[0:45:33] Voice 13: see some indication

[0:45:34] Voice 11: of the pine martins were observed so we do have footage of pine martin

[0:45:38] Voice 11: no footage of wolves at this time the cameras are still up and probably will remain up there's hope

[0:45:46] Voice 11: that that we will i think

[0:45:49] Voice 11: that's a common yeah suspicion on the island yeah unfortunately

[0:45:55] Voice 11: okay

[0:45:57] Voice 13: um so well as this is gambier i will motion unless there's any other comments

[0:46:06] Voice 13: bets? Oh, and I guess just there's one thing I want to clarify. When you said that you're going

[0:46:11] Voice 13: to allocate up to $5,000 in the ITC budget, there seemed to be some hesitation that it's not coming

[0:46:17] Voice 13: from SARS? That

[0:46:19] Manager Emmings (probable): is me hedging our bets. I didn't want you to commit it for coming from the species

[0:46:24] Manager Emmings (probable): at risk budget because we have fluidity budgets and we can pull from different funds for this,

[0:46:29] Manager Emmings (probable): but it's likely that it will come from this.

[0:46:32] Voice 13: So if it doesn't come out of those funds,

[0:46:34] Voice 13: where does it

[0:46:34] Manager Emmings (probable): come from it would come over a property management project okay and also to

[0:46:39] Voice 11: clarify that this is pending the approval of the grant right excuse

[0:46:44] Voice 13: okay i move that the island's

[0:46:50] Voice 13: trust conservancy board approved biodiversity and species at risk research at the long bay

[0:46:54] Voice 13: wetland nature reserve gambler island by capilano university up to december 31st 2023 and allocate

[0:47:02] Voice 13: up to five thousand dollars in the itc budget to support and doug is seconding that there's

[0:47:11] Voice 13: no other comments or questions i'd like to call it and all those in favor raise your hand or say i

[0:47:18] Voice 13: in favor

[0:47:21] Voice 13: can you hear me oh we did thanks suelen thank you

[0:47:38] Voice 13: okay um so it's 5 to 11 uh we have the late item do we have time for that um

[0:47:47] Manager Emmings (probable): we also have the

[0:47:48] Manager Emmings (probable): referral of the referral sorry salt spring so

[0:47:51] Voice 13: we're at 5.1.4 is the salt spring referral proposed

[0:47:54] Voice 13: bylaw 530 housing action program you're going to speak to them sure that's on page 104

[0:48:04] Manager Emmings (probable): so as per

[0:48:07] Manager Emmings (probable): for our policies for working with Islands Trust

[0:48:10] Manager Emmings (probable): and the planning department.

[0:48:12] Manager Emmings (probable): We get referrals of bylaws where they impact

[0:48:15] Manager Emmings (probable): our nature reserves or our conservation cabinets.

[0:48:18] Manager Emmings (probable): And this bylaw was referred to us

[0:48:20] Manager Emmings (probable): because it impacts so many properties on Salt Spring Island

[0:48:23] Manager Emmings (probable): and many of them are adjacent to Islands Trust Conservancy

[0:48:26] Manager Emmings (probable): nature reserves and conservation cabinets.

[0:48:30] Manager Emmings (probable): So this follows on the heels of the one that we received

[0:48:33] Manager Emmings (probable): at our last meeting, which was related

[0:48:34] Manager Emmings (probable): to increasing opportunities for affordable housing and other housing within agricultural

[0:48:40] Manager Emmings (probable): lands. This one applies to lands that are more residentially zoned. From my conversations with

[0:48:50] Manager Emmings (probable): the Island Planner, the major impacts of this are to shift some of the cottage dwellings. So some

[0:48:57] Manager Emmings (probable): of the cottage dwellings on Salt Spring are actually earmarked for summer or seasonal use.

[0:49:04] Manager Emmings (probable): they're changing that designation to allow for a year-round rental and then they're also the other

[0:49:10] Manager Emmings (probable): big thrust is to add the ability to have suites for rent within houses on the island

[0:49:18] Manager Emmings (probable): so staff

[0:49:20] Manager Emmings (probable): reviewed that in consultation with the the island planner and found that while there would be some

[0:49:27] Manager Emmings (probable): additional there's likely to be additional construction and additional use of these areas

[0:49:32] Manager Emmings (probable): There weren't really a lot of changes to or there weren't changes to setbacks associated with our nature reserves or our conservation covenants.

[0:49:41] Manager Emmings (probable): And so we deemed that there wasn't really a big impact likely to occur in this change of zoning that they're recommending.

[0:49:50] Manager Emmings (probable): So staff upon review have recommended that the board just indicate that its interests are unaffected by these changes.

[0:49:59] Manager Emmings (probable): changes and um and I'm happy to take questions and uh provide any additional responses from the

[0:50:07] Manager Emmings (probable): board to the Salt Spring Island local trust committee comments

[0:50:13] Voice 5: we'll go ahead

[0:50:18] Voice 12: one piece

[0:50:19] Voice 12: that I find just one's gonna it's hard to get into a message how do they account as they're pushing

[0:50:27] Voice 12: forward with respect to climate change impacts we have to have more people with accommodation

[0:50:33] accommodation, etc. I thought all of these expansions

[0:50:36] Voice 12: are done mindfully, and not just

[0:50:39] Voice 12: placating sustainability, but actually looking for more energy, and they're putting me in

[0:50:45] Voice 12: a place that requires a lot of energy in the winter to heat, or are they actually saying

[0:50:50] right up front, good to do it, but this person should not spend a lot of money on energy

[0:50:55] Voice 12: in the winter because it's insulated, you actually have to, but we're still not there

[0:51:02] Voice 12: in building codes but we can always hint that this is something that we should be trying to

[0:51:09] Voice 12: accommodate i know yeah

[0:51:10] Manager Emmings (probable): i mean what i will clarify is that staff have not assessed this for ecological

[0:51:15] Manager Emmings (probable): damage or for climate change impacts or for any of those larger picture pieces when we get these

[0:51:23] Manager Emmings (probable): referrals we really do confine our analysis to how will this impact nature reserves and covenants

[0:51:28] Manager Emmings (probable): that we manage and so the scope is quite narrow when we assess that um i suspect and i'm fairly

[0:51:36] Manager Emmings (probable): certain that the planners do highlight those things for the local trust committee but yes

[0:51:42] Manager Emmings (probable): we don't as part of the scope of our evaluation look at the full implications from an environmental

[0:51:48] Manager Emmings (probable): perspective on the island

[0:51:53] Voice 13: that's actually a quite a good point that you might want to bring up

[0:51:57] Voice 13: when we're talking executive committee is that was some of the comments that trustee smith

[0:52:05] Voice 13: brought up is is how do we use that expertise on that bigger scale and is there an opportunity

[0:52:12] Voice 13: there or who would make that determination or how would it be funded or personally um so i think

[0:52:23] Voice 13: there is room for that but it can't come through this particular way it can come through maybe a

[0:52:30] Voice 13: wider discussion around policy statement around how planners interact and how you know i mean

[0:52:38] Voice 13: if it's all the other topics too like the government's report how does this trust

[0:52:42] Voice 13: conservancy fitting with islands trust anywhere with that role and it's certainly worth bringing

[0:52:51] Voice 13: up yeah it can't get

[0:52:55] Voice 13: lost in that because it's always that push and pull have you heard anything

[0:53:00] Voice 13: about this from salt spring linda

[0:53:03] Voice 4: oh yeah it's i mean it's a bit of a blunt tool i guess yeah

[0:53:12] Voice 4: Yeah, same. On the other hand, we're just talking about 90 square meter buildings,

[0:53:19] Voice 5: you know, and

[0:53:20] Voice 4: so I guess my preference would be that they be a

[0:53:27] Voice 5: little more strategic

[0:53:27] Voice 4: as to where those should go.

[0:53:29] Voice 4: Because, you know, we don't have very efficient, and this is just reinforcing that rather than trying to put them in certain locations that have been done previously.

[0:53:47] Voice 4: Yes, I am. I actually am not, I mean, to be honest, I don't know

[0:53:51] Voice 4: how many of these things are actually going to get built.

[0:53:53] Voice 4: Yeah.

[0:53:54] Voice 4: So I suspect

[0:54:01] Voice 13: it's not going to happen.

[0:54:05] Voice 13: Yeah, it's actually quite a similar approach to Sunshine Coast Regional District.

[0:54:10] Voice 13: It's a pretty sort of region-wide series of bylaw proposals to affect a similar kind of thing.

[0:54:20] Voice 13: how do we expand full-time rentals as opposed to uh short airbnb and they're using exactly the same

[0:54:28] Voice 13: structure to to try and get not an increase in density but a different type of housing you know

[0:54:36] Voice 13: I mean, I think

[0:54:37] Voice 5: how to

[0:54:41] Voice 4: get more housing, but at least

[0:54:43] Voice 4: to change the way

[0:54:45] Voice 4: we live is much less of a question.

[0:54:48] Voice 4: Yeah.

[0:54:49] Voice 4: Yeah.

[0:54:49] Voice 4: So that's why I don't think we're going to do that.

[0:54:57] Voice 4: That's all completely beyond our job.

[0:55:02] Voice 13: I was just concerned.

[0:55:03] Voice 13: So would you like to make a recommendation?

[0:55:08] Voice 13: Sure.

[0:55:12] Voice 13: I move that the Island's Trust Conservancy Board indicate to the South Spring Environmental Trust Committee that ITC interests are unafforded.

[0:55:20] Voice 13: Do I have a seconder?

[0:55:23] Voice 13: Trustee Fenton and Sue Mullenfast, do you have any questions or comments?

[0:55:30] Voice 13: It's being moved and seconded.

[0:55:33] Voice 3: Well, I couldn't hear very well, but I have read the report.

[0:55:39] Voice 3: And it makes sense to me that the Islands Trust Conservancy focus on its main nature reserves and conservation covenant areas and

[0:55:53] Voice 13: leave the bigger questions to

[0:55:59] Voice 3: the rest of the Islands Trust, which also has a preserve and protect mandate and presumably is doing the good planning that you need.

[0:56:08] Voice 3: I think you can have nature and density together.

[0:56:13] Voice 3: So I'm in favor, thank you.

[0:56:17] Voice 13: Okay, I think we're ready to call the vote.

[0:56:20] Voice 13: All those in favor, raise your hand

[0:56:21] Voice 13: or affirmation over the phone.

[0:56:25] Voice 13: In favor.

[0:56:26] Voice 13: Okay, thanks, that passes unanimously.

[0:56:30] Voice 13: Okay, I think we have time.

[0:56:32] Voice 13: We have time for the lead item, don't we?

[0:56:34] Voice 13: It's really administrative in its nature.

[0:56:39] Voice 13: So

[0:56:39] Manager Emmings (probable): I'll just bring it up on the screen.

[0:56:40] Manager Emmings (probable): it came as a late item and so it's um it's just in our emails somewhere else um this came to us

[0:56:49] Manager Emmings (probable): late yesterday um because we had a response from the agricultural land commission and it's related

[0:57:01] Manager Emmings (probable): to the livingstone forest nap tap application that we've received for lands owned by doug

[0:57:12] Manager Emmings (probable): Cogwood and Christine Ferris. So you may recall that this file has been moving for quite a long

[0:57:23] Manager Emmings (probable): time. It came to us in 2015 as an application and the board moved to move forward with it.

[0:57:31] Manager Emmings (probable): As we went through the

[0:57:32] Manager Emmings (probable): application process it became clear that because the land is in the

[0:57:41] Manager Emmings (probable): Agricultural Land Reserve that we would have to apply for permission to place a conservation

[0:57:45] Manager Emmings (probable): covenant on the land. The board approved moving forward with that process and so we put in the

[0:57:53] Manager Emmings (probable): application back in 2017. It took a couple of years to work through the application process

[0:58:00] Manager Emmings (probable): with the ALC and in the end their response back was that they would allow us to put the covenant

[0:58:05] Manager Emmings (probable): on the land, provided the landowner to take all the land that was outside the ALR on their property

[0:58:10] Manager Emmings (probable): and put it into the ALR, at which point the application paused as the landowner considered

[0:58:16] Manager Emmings (probable): the implications of what that meant for them. And we sat on it for probably a couple of years while

[0:58:21] Manager Emmings (probable): the landowner explored a couple of other options. At which point, I think back in 2020, they came

[0:58:28] Manager Emmings (probable): back to us and said, actually, we've decided that we were willing to proceed with the application

[0:58:33] Manager Emmings (probable): with the constraints that the ALC has requested. And we will put that land into the Agricultural

[0:58:40] Manager Emmings (probable): land reserve so uh staff went back to the ALC and said yes the landowner wants to proceed can we

[0:58:47] Manager Emmings (probable): move forward with the application at which point the ALC said well there have been some things that

[0:58:52] Manager Emmings (probable): have changed in our regulations and we're going to reconsider the application which took another

[0:59:00] Manager Emmings (probable): I think nine months for them to get a response back to us and they came back and said actually

[0:59:06] Manager Emmings (probable): we're not going to require that you put land into the agricultural land reserve in exchange for

[0:59:12] Manager Emmings (probable): putting this cabinet on we're prepared to move forward with the covenant um and so when you're

[0:59:18] Manager Emmings (probable): ready please provide us essentially and and you know let us know if you want to proceed and so we

[0:59:23] Manager Emmings (probable): went back to them and said yes we'd like to proceed uh they requested the covenant for approval we

[0:59:28] Manager Emmings (probable): submitted that in the spring this year and the ALC came back to us and said we like your covenant

[0:59:37] Manager Emmings (probable): we're prepared to approve it but we would like for you to include in the language the addition

[0:59:44] Manager Emmings (probable): of language to reference the ALC resolution including in language that says that the ALC

[0:59:50] Manager Emmings (probable): will be notified in the event of any covenant amendments and also they wanted to clarify that

[0:59:55] Manager Emmings (probable): that any trails that might be allowed through the covenant

[0:59:59] Manager Emmings (probable): were not.

[1:00:00] Manager Emmings (probable): public use that were for only the landowner and they seem to have a big concern about fill and

[1:00:07] Manager Emmings (probable): gravel being brought in to maintain those trails um so that information came to us yesterday and in

[1:00:14] Manager Emmings (probable): an effort to move this forward um precipitously as quickly as we can because this has been

[1:00:22] Manager Emmings (probable): dragging for a while um we've come to the board not with a final covenant but with a request to

[1:00:28] Manager Emmings (probable): to allow staff to amend the covenant to address these pieces.

[1:00:33] Manager Emmings (probable): The board did review the covenant back in November last year

[1:00:38] Manager Emmings (probable): and approved it with the language as is.

[1:00:42] Manager Emmings (probable): So these are fairly minor edits,

[1:00:43] Manager Emmings (probable): and we're just requesting your approval to move forward to make them

[1:00:46] Manager Emmings (probable): and then to have the chair sign at her discretion.

[1:00:51] Manager Emmings (probable): So I guess a few implications, the main one being financial.

[1:00:55] Manager Emmings (probable): We're anticipating that there will be some legal costs associated

[1:00:58] Manager Emmings (probable): with drafting those clauses, probably around $1,000,

[1:01:03] Manager Emmings (probable): but possibly as much as $1,500.

[1:01:06] Manager Emmings (probable): And we'll convey whatever your response is to the applicant.

[1:01:10] Manager Emmings (probable): I have no alternatives recommended

[1:01:12] Manager Emmings (probable): because we've been working on this for many years,

[1:01:15] Manager Emmings (probable): and it would be wonderful to actually finalize it

[1:01:18] Manager Emmings (probable): and get it registered.

[1:01:19] Manager Emmings (probable): So the recommendation is just to move forward

[1:01:22] Manager Emmings (probable): with the covenant as approved by the board last November

[1:01:25] Manager Emmings (probable): with the amendments requested by the Agricultural Library.

[1:01:28] Manager Emmings (probable): Commission. I'm happy to take questions.

[1:01:32] Voice 13: We have Sue

[1:01:34] Voice 13: Ellen back safely in her office.

[1:01:37] Voice 3: Hello, everybody. Any

[1:01:42] Voice 13: questions of clarification from Manager Emmings? Jesse Fast.

[1:01:50] Voice 3: Just that I read the report and your, you know, those two specific amendments and it made sense

[1:01:58] Voice 3: to me and i'm in favor i

[1:02:02] Voice 13: think it's straightforward i just want to see this come off our to-do list

[1:02:07] Voice 13: something come off this is one of the last

[1:02:10] Manager Emmings (probable): land files i'm working on so i'd like to see it come

[1:02:13] Manager Emmings (probable): okay um

[1:02:18] Voice 13: would somebody like to read the motion trustee fast i'll

[1:02:24] Voice 3: take a turn um

[1:02:25] Voice 3: I move that the Islands Trust Conservancy Board

[1:02:29] Voice 13: authorizes the chair to sign a covenant with Douglas Hopwood and Christine Ferris over the land described as PID 000-009

[1:02:39] Voice 3: -474 in the west half of the southeast quarter of Section 21,

[1:02:44] Voice 3: Laskini Island Nanaimo District accept parts and plans 17116 and 30313 as approved

[1:02:55] Voice 13: at its November

[1:02:55] Voice 13: 23rd 2021 meeting resolution number ITC IC 2021

[1:03:01] Voice 3: -042 with the following amendments as requested

[1:03:06] Voice 3: by the Agricultural Land Commission. One, the addition of language to reference ALC resolution

[1:03:12] Voice 3: number 116 2022 indicating that the ALC be notified of any covenant amendments and two

[1:03:20] Voice 3: clarification that the trail noted in clause 4

[1:03:23] Voice 13: .3a is for the use

[1:03:27] Voice 13: of the landowner and is not

[1:03:31] Voice 13: intended to be public so

[1:03:35] Voice 3: Coraline I made two little changes in that uh number two just changing

[1:03:39] Voice 3: Changing the words are

[1:03:40] Voice 13: to is in two places of seconder trustee Fenton.

[1:03:49] Voice 13: Any other comments, I'll call the vote all in favor, I.

[1:04:02] Voice 13: So we're now ready for our break.

[1:04:05] Voice 13: How long did we have scheduled

[1:04:07] Manager Emmings (probable): a suggested 15 minutes I think we could if you're worried

[1:04:11] Manager Emmings (probable): about time bring it down to 10 and come back and finish

[1:04:14] Voice 13: off 10 okay let's do 10 it gives us more

[1:04:18] Voice 13: time to chat needy stuff now that we're all together okay we're gonna take a 10 minute break

[1:04:29] Voice 13: so um 11

[1:04:35] Voice 5: 21 richer okay like a direct chat message

[1:06:30] Voice 5: and then there yeah

[1:06:34] Voice 8: there it is you just hide that participants you can icon it down and then

[1:06:40] Voice 8: if you select you should be able to do a direct search

[1:06:43] Voice 13: right but as the you know what it was

[1:06:49] Voice 8: another thing

[1:06:50] Voice 8: you can do too is you as the like power person in terms of the host you can meet

[1:06:56] Voice 8: people so like

[1:06:57] Voice 13: yeah i was doing that with sue

[1:06:59] Voice 13: But then it was interesting that it was they who asked that

[1:07:05] Voice 5: she touch on it.

[1:07:33] Voice 5: Oh, sure.

[1:07:48] Voice 13: It'll come back to me when I'm like asked, so I'll see you in a minute.

[1:07:53] Voice 13: Oh, I

[1:07:56] Voice 8: don't even know if we can, if Jas can witness the oath of employment in the office because she has a commissioner's thing.

[1:08:06] Voice 8: Has that ever come up?

[1:08:13] Voice 5: I

[1:08:14] Voice 8: was reading the, it's not super clear, and like I keep getting completely different messages.

[1:08:19] Voice 8: Because Carmen used to do it.

[1:08:23] Voice 8: I know the person is David Marlowe I messaged him but like yeah he didn't answer you and I

[1:08:30] Voice 8: emailed Amanda twice because she keeps pestering me because I haven't done it and I'm like well

[1:08:35] Voice 8: was the last email I received from past was that Carmen Teal would follow up with me first thing

[1:08:43] Voice 8: when she was ready to do a batch of them and then that just never happened and then I started

[1:08:48] Voice 8: she's not sure she's got a stamp she's like well I've got a stamp so I feel like I can but

[1:08:56] Voice 8: but maybe just confirm that.

[1:08:59] Voice 8: I feel like worst case scenario,

[1:09:00] Voice 8: and I just do want to have Jasper

[1:09:02] Voice 8: scan it, send it to Amanda,

[1:09:05] Voice 8: and if for whatever reason it doesn't,

[1:09:07] Voice 8: it's not acceptable,

[1:09:08] Voice 8: then we're still right where we started.

[1:14:48] Voice 5: Boardroom, if you're speaking,

[1:14:49] Voice 5: I can't hear you.

[1:14:51] Voice 5: We were chatting, sort of chat, chat.

[1:15:00] Voice 3: Okay, just checking,

[1:15:01] Voice 3: because I could see the screen was changing.

[1:15:05] Voice 13: Okay, so we're back after our break,

[1:15:09] Voice 13: and we're into 5.2.1 communication strategy briefing so if you go to page 113 um i'm going

[1:15:21] Manager Emmings (probable): to pass this over to carmen uh smith who is our communications specialist um i will just note that

[1:15:27] Manager Emmings (probable): we did discuss whether to bring this to you as a request for decision or a briefing and the decision

[1:15:32] Manager Emmings (probable): kind of landed to bring it as a briefing for now with a future um rfd probably at our next meeting

[1:15:38] Manager Emmings (probable): So at this

[1:15:39] Voice 8: point, I'll just pass it over to Carmen.

[1:15:41] Voice 8: So hello.

[1:15:41] Voice 8: It's nice to see you all, well, those of you who are here in person, in person.

[1:15:45] Voice 8: So I'm Carmen.

[1:15:46] Voice 8: I'm the communications specialist with Islands Trust Conservancy.

[1:15:49] Voice 8: I've been the communications specialist now since October.

[1:15:53] Voice 8: And essentially what we're looking for is board endorsement and essentially your input

[1:16:01] Voice 8: in hopefully developing a communications strategy for Islands Trust Conservancy.

[1:16:06] Voice 8: Now, this strategy would essentially guide your engagement and how you speak to your

[1:16:12] Voice 8: different audiences, whether they're in person or digital.

[1:16:15] Voice 8: It's meant to support your existing conservation plan, so your long-term planning, but also

[1:16:21] Voice 8: your short-term three-year planning, which is in development, and your land securement

[1:16:27] Voice 8: strategy.

[1:16:28] Voice 8: Now, the Islands Trust has its own communication strategy, and as a unique brand and organization,

[1:16:35] Voice 8: It is our recommendation that Islands Trust Conservancy have its own communication strategy.

[1:16:40] Voice 8: Obviously, that being said, alignment with Islands Trust's communication strategy and style guide will, of course, be very important.

[1:16:50] Voice 8: And so essentially what we're seeking today is to ask whether or not this board would like to hold a special meeting to come together to have input into the development of that communication strategy.

[1:17:02] Voice 8: We do understand that with the elections coming in October, you may decide to wait and let the new board that comes in take that meeting.

[1:17:13] Voice 8: My recommendation is that we actually do both.

[1:17:16] Voice 8: It would be really great to have this board's ideas and experience feed into the development of that communication strategy.

[1:17:24] Voice 8: So essentially what we're wanting to do is brief you on the idea of developing a project charter, which will bring forward for the October 4th meeting for the board.

[1:17:35] Voice 8: But also it would be great if the board would endorse potentially coming together for a special meeting outside of your regular meeting times, specifically to look at the communication strategy and how we develop that.

[1:17:48] Voice 8: I will say that I would probably be involved in leading that alongside Kate.

[1:17:52] Voice 8: I do have experience in drafting communication strategies and doing visioning workshops with boards and other organizations.

[1:17:59] Voice 8: So that's essentially what I'm bringing forward for your consideration today.

[1:18:05] Voice 8: Is there any questions or thoughts?

[1:18:08] I'm just going to very briefly pause and just go to

[1:18:13] Voice 13: local trustee stuff quickly.

[1:18:16] Voice 13: Sue Ellen, have you checked your email?

[1:18:18] Voice 13: we have an rwm in process for gambier if it's done before one okay um about that and now i'm

[1:18:30] Voice 13: going to get back to sorry we we got the message during break and i want to make sure you had that

[1:18:35] Voice 13: thank you

[1:18:36] Voice 13: heading your way that needs to be completed um so what do you think of a communication

[1:18:48] Voice 13: but you know i know we we had a base there but i mean it's definitely come forward as

[1:18:56] Voice 13: how important our image is and it's just becoming more and more of ourselves i know i have noticed

[1:19:05] Voice 13: a difference since we split the positions that ability to focus in um has has changed

[1:19:12] Voice 13: changed our profile. So now you can see sort of where the big picture is. So I'm really excited

[1:19:18] Voice 13: to hear this. Thoughts, comments? Sue Ellen, do you want to?

[1:19:24] Voice 3: Yeah, I think I was really happy to

[1:19:27] Voice 3: see this. I think this is a really good timing, I guess, as part of it, partly with the staff that

[1:19:38] Voice 3: that are in the role now that are, uh, making changes and, and, um, uh, seem, I mean, it,

[1:19:46] Voice 3: it seems great to me what you've been doing. And, uh, I, um, I love the, uh, Carmen, I'm the,

[1:19:52] Voice 3: the way you're using social media, which isn't really mentioned in here, but it needs to be part

[1:19:57] Voice 3: of a, uh, a modern, um, um, communication strategy. And,

[1:20:05] Voice 13: uh, I think it's really good

[1:20:06] Voice 13: timing to use the board um input that you can collect from us who who are familiar with the

[1:20:12] Voice 13: islands trust conservancy whereas new board members may not be and uh although they might be

[1:20:18] Voice 13: and some of them will probably carry over but we don't know that and so um i i like your suggestion

[1:20:24] Voice 13: of a of a

[1:20:25] Voice 3: workshop kind of uh way to think about it and also that gives me time to look back at

[1:20:32] Voice 3: the islands trust communication plan the draft plan that i've been looking at uh from with my

[1:20:39] Voice 3: executive committee hat on and um see uh and bring it along and and see how they might overlap or or

[1:20:46] Voice 3: as you say distinguish from each other so um i mean i think this is a good good idea and um

[1:20:53] Voice 3: timely with the couple of plans and the uh decisions

[1:20:57] Voice 3: decisions uh related to governance that the trust council has just made uh because we're

[1:21:04] Voice 3: really in the public eye now and uh it's um uh timely that we address um um how to differentiate

[1:21:15] Voice 3: and uh and do our uh positive constructive outreach and stewardship kinds of activities

[1:21:23] Voice 3: and all those things might be a little different from the island's trust and and we need to think

[1:21:29] Voice 3: about that carefully so i i support the idea of a workshop and the timing sounds good and all that

[1:21:33] Voice 3: so thank you

[1:21:34] Voice 8: it's a really good point you make trustee fast on there not being like our our

[1:21:38] Voice 8: previous communication strategy didn't even include social media because at that time

[1:21:43] Voice 8: we didn't have social media so it is it's definitely timely so um would any of the

[1:21:49] Voice 8: other board members have any thoughts or questions why no

[1:21:56] Voice 4: yes good idea

[1:21:57] Voice 4: um and you know it's funny

[1:22:01] Voice 4: when you said that i thought oh yeah in case you don't have one no

[1:22:05] Voice 5: it's 2010

[1:22:06] Voice 4: okay uh yeah so

[1:22:08] Voice 4: definitely time um i was kind of wrestling a little bit with this timing thing um but i do

[1:22:16] Voice 4: do think it would be a good idea to do something before the election so we get the wisdom of all

[1:22:20] Voice 4: the people who may or may not be there we don't know

[1:22:24] Voice 4: right um and then you know presumably it

[1:22:28] Voice 4: can be massaged and eventually approved in the new term but if we i feel like if we wait to

[1:22:35] Voice 4: initiate it till after the election that would create a delay you know in case we do have new

[1:22:42] Voice 4: faces that need to get brought up to speed and that sort of thing so um and then the other thing

[1:22:48] Voice 4: i thought is would we do this in person because it might be that so um do we have the budget

[1:22:58] Voice 3: i'm missing some of your some of could you say those last two sentences again

[1:23:02] Voice 3: i was

[1:23:03] Voice 3: asking if

[1:23:04] Voice 4: um last two sentences i was asking if we would be able to do this in person

[1:23:10] Voice 4: because i thought that would be the best way to do it and before that i

[1:23:16] Voice 4: just said i was

[1:23:17] Voice 4: thinking that it would be best to do it before the election and then it could be adopted afterwards

[1:23:26] Voice 4: perhaps with some amendments as needed thank you linda um

[1:23:32] Voice 8: and i can do i it's up to the board if

[1:23:36] Voice 8: If you want to do it in person or digitally,

[1:23:39] Voice 8: I can accommodate either of those options

[1:23:42] Voice 8: depending on what you decide.

[1:23:47] Voice 4: Just having gone through a few other visioning

[1:23:50] Voice 4: things for other groups I met before,

[1:23:56] Voice 4: in person is hard to replace.

[1:24:00] Voice 4: I mean, you can do it by Zoom,

[1:24:02] Voice 4: but it's not as rich.

[1:24:04] Voice 4: So that's a possibility,

[1:24:07] Voice 4: but it'd be a preference to me anyway.

[1:24:11] Voice 13: Definitely. Zoom does a lot of things, and I would rather give up one of our regular business meetings, and then be able to, I know that this is the one regular business meeting, but in order to do a workshop like that, or to develop a visioning for a communication strategy, definitely.

[1:24:34] Voice 13: definitely even even what we're seeing here being able to bring trustee fast in in a more um

[1:24:41] Voice 13: collegial way would make it even more rich right so even in this environment it doesn't make any

[1:24:48] Voice 13: difference so i would much prefer if we could somehow squeeze some funds out of somewhere

[1:24:53] Voice 13: in person our next meeting is yes

[1:24:59] Manager Emmings (probable): i'm hesitant to take our one of our existing meetings because

[1:25:05] Manager Emmings (probable): they seem to be so packed for things

[1:25:07] Manager Emmings (probable): um just from the needs of our day-to-day running well and then

[1:25:12] Voice 13: it's virtual anyway so all right

[1:25:14] Voice 13: that one is virtual so this was our only in-person meeting

[1:25:17] Voice 13: this this

[1:25:18] Manager Emmings (probable): i suspect we could squeeze squeeze squeeze yeah that's

[1:25:27] Voice 13: what we do

[1:25:29] Voice 13: welcome to stone

[1:25:30] Voice 12: i use an excellent idea i support the comments to date um so it seems

[1:25:39] Voice 12: that the trust oh

[1:25:45] Voice 5: you're

[1:25:48] Voice 13: welcome we're looking for more money yes

[1:25:53] Voice 13: oh this is here we

[1:25:58] Voice 6: have the biggest money generators in the whole institution

[1:26:00] Voice 6: and you need more money to facilitate that

[1:26:10] Voice 6: soon they go to a business model

[1:26:13] Voice 13: so well we're just talking to you russ sorry

[1:26:16] Voice 6: about that that's okay

[1:26:17] Voice 6: um

[1:26:17] Voice 3: no i can hear that's good what i didn't hear was what doug was saying

[1:26:30] Voice 12: at finding social media and strengthening our presence um

[1:26:34] Voice 12: we're seeing that and negatively as well as anything from the honest perspective it's

[1:26:41] Voice 12: to all that needs to be used um i also think that um there is an important time to actually

[1:26:51] Voice 12: the Conservancy actually

[1:26:53] Voice 12: it's not about being its elbows

[1:26:55] Voice 12: necessarily, but to work collaboratively

[1:26:57] Voice 12: with the Council

[1:26:58] Voice 12: in the decision making, people need to understand

[1:27:01] Voice 12: what the Conservancy is

[1:27:03] Voice 12: and it's placing it all

[1:27:05] Voice 12: just, I thought we'd get a

[1:27:07] Voice 12: synergy, but if we're

[1:27:08] Voice 12: especially in the public eye

[1:27:11] Voice 12: from either side of that

[1:27:13] and that conversation is difficult

[1:27:14] Voice 12: as we've discovered

[1:27:17] Voice 12: over the last year or so

[1:27:18] Voice 12: So, well, I think there's pretty synergistic opportunities there, if we actually find that.

[1:27:26] Voice 12: You see, what we've learned in the last couple of years, we have this group part of elections

[1:27:35] Voice 12: only because I think it's taken me three years to get up to speed.

[1:27:41] Voice 12: So coming into it, it takes a long time.

[1:27:43] Voice 12: So the next round might be similar, but it's all different.

[1:27:49] Voice 12: um and this is um sooner than later so suggest

[1:27:54] Voice 8: it i mean absolutely i i will say and it is in

[1:27:59] Voice 8: the briefing that from a staff perspective and and speaking personally because it definitely

[1:28:04] Voice 8: impacts my words the most um having a strategy in place even a draft strategy in place will

[1:28:11] Voice 8: really make it easier for me to then work with all the various program arms within the conservancy

[1:28:17] Voice 8: to develop engagement plans that actually support the overarching strategy, which in turn supports

[1:28:24] Voice 8: all of the conservation planning and the securement strategies. It really does kind of,

[1:28:30] Voice 8: it's the building blocks that allow us to really get clear on being strategic and who we communicate,

[1:28:36] Voice 8: how we communicate, how we work alongside and support Islands Trust, and even like providing

[1:28:43] Voice 8: some messaging and framing for an incoming board on how we talk about, well, Islands Trust

[1:28:50] Voice 8: Conservancy, isn't that just Islands Trust? And then how do we actually answer that question in

[1:28:54] Voice 8: a way that shows the alignment, but also shows the differentiation?

[1:29:00] Voice 5: Does that make sense?

[1:29:01] Voice 13: So in terms of timing, is this realistic for you to be able to create an in-person

[1:29:10] Voice 13: opportunity for us to spend a few hours with you developing this?

[1:29:14] Voice 13: before the end of the term?

[1:29:16] Voice 8: Absolutely.

[1:29:17] Voice 8: My recommendation is that we find a date that we'll work with,

[1:29:21] Voice 8: particularly if you want to do an in-person meeting in September,

[1:29:24] Voice 8: because hopefully that'll still be early enough

[1:29:27] Voice 8: that you're not in super crunchy election mode,

[1:29:31] Voice 8: but early enough for me that I can still get something together

[1:29:35] Voice 8: for that October 4th meeting.

[1:29:38] Voice 13: When's UBCM, Swillam?

[1:29:41] Voice 3: it's uh the 12th through the 16th

[1:29:45] Voice 13: september is always a busy month for executive because

[1:29:50] Voice 13: not only do they have trust council but they also have pbcm so um let's keep that in mind

[1:29:57] Voice 13: give them some space between

[1:30:01] Voice 8: true i could potentially try for the last week of august um if we need to but i wouldn't i wouldn't

[1:30:10] Voice 8: try to go earlier than that because i have a feeling uh personally i know that i'm away for

[1:30:16] Voice 8: the beginning of august

[1:30:17] Voice 8: and i also know that lots of people are going to be cramming the last summer

[1:30:21] Voice 8: vacations and being away so if we can find a date where we can maximize having as many

[1:30:26] Voice 8: any trustees in the room in person as we can without getting in the way of

[1:30:31] Voice 8: other business, that would be preferred.

[1:30:33] Voice 8: Go ahead.

[1:30:35] Voice 3: I'm just looking at my calendar and I see that executive committee has an

[1:30:41] Voice 3: in-person meeting on the 7th of September.

[1:30:48] Voice 3: So, or at least that's what I've got down.

[1:30:51] Voice 3: I think that's when we prepare for trust council in case,

[1:30:57] Voice 3: anyway so i will be in victoria

[1:30:59] Voice 13: that day so

[1:31:03] Voice 3: um but you know there's lots of things on my agenda

[1:31:05] Voice 3: but i don't um uh i just look forward to it that i'll just say that yeah

[1:31:11] Voice 9: i would suggest that we

[1:31:13] Voice 9: let women try to hold together that's what i was thinking okay

[1:31:17] Voice 13: so um

[1:31:29] Voice 5: maybe

[1:31:29] Voice 3: we want to um move something like uh that the islands trust conservancy board

[1:31:35] Voice 3: oh there we go request staff to

[1:31:37] Voice 3: coordinate yo

[1:31:38] Voice 13: you've got it okay bigger

[1:31:39] Manager Emmings (probable): this is just directly

[1:31:42] Manager Emmings (probable): out of the um rfd or not the rfd the briefing and the board is welcome to

[1:31:53] Manager Emmings (probable): do

[1:32:06] Voice 13: you want to put it

[1:32:07] Manager Emmings (probable): i thought about that but i'd almost suggest leaving it open just

[1:32:12] Manager Emmings (probable): yeah recrafting it do

[1:32:16] Voice 3: we want to say preferably in person we

[1:32:20] Voice 5: could do that

[1:32:21] Voice 5: and in

[1:32:28] Voice 13: person especially or preferably in person just in case i don't know either way but here

[1:32:44] Voice 13: And I think it's a really nice way for us to cap off this term,

[1:32:48] Voice 13: which in many respects has been an incredibly successful term,

[1:32:54] Voice 13: but also tumultuous and like bring us back to just a personal preference.

[1:33:02] Voice 13: I like fairly targeted visioning, not a lot of campfire stuff.

[1:33:11] Voice 8: i might uh i might in our next break uh hone in on what you what campfire stuff uh you relate to

[1:33:19] Voice 8: just so that i'm very clear on that but i hear you and um yeah i'll do my absolute best to make

[1:33:25] Voice 8: sure we're i'm more into

[1:33:27] Voice 13: the matrix side of things not

[1:33:29] Voice 5: looking at anyone

[1:33:30] Voice 13: in particular around

[1:33:35] Voice 13: okay so

[1:33:36] Voice 13: we have a motion on the table um i'll make the motion go ahead um it's it's made

[1:33:44] Voice 13: we have a seconder trustee fenton uh any further discussion seeing none i'll call them both all

[1:33:55] Voice 13: those in favor and that passes unanimously thank you very much this is exciting i

[1:34:02] Voice 8: am too thanks

[1:34:06] Manager Emmings (probable): Thanks so much. But with

[1:34:07] Voice 8: that, I'm going to pop up. See you guys.

[1:34:09] Manager Emmings (probable): Super. Thank you, Carmen.

[1:34:14] Voice 13: So next we're coming up to page one one five.

[1:34:17] Voice 13: It's the IPC EC liaison meeting and coming up at one today.

[1:34:25] Manager Emmings (probable): If I may,

[1:34:27] Manager Emmings (probable): there were just a couple of things that I wanted to highlight because we sent

[1:34:30] Manager Emmings (probable): the agenda to executive committee for review and there were a couple of

[1:34:34] Manager Emmings (probable): additions that came back.

[1:34:36] Manager Emmings (probable): um so just to flag for you um the executive committee wanted to talk a little bit about

[1:34:42] Manager Emmings (probable): the policy statement update um under 4.1.2 uh they also added two items one at 4.3.7

[1:34:50] Manager Emmings (probable): biologist support for regional planning committee as and so we provided a briefing for that

[1:34:55] Manager Emmings (probable): and then also um island trust conservancy itc information for ministry staff um

[1:35:02] Voice 5: and those i

[1:35:04] Manager Emmings (probable): think we're brought up and perhaps trustee fast can confirm this just by um trustee uh rogers

[1:35:10] Manager Emmings (probable): as items for discussion uh so i'm bringing it back to the board because ultimately it is your agenda

[1:35:16] Manager Emmings (probable): and you can decide whether you're in favor of this concerns i don't

[1:35:22] Voice 13: really know what that itc

[1:35:23] Voice 13: information for ministry staff is but i'm sure

[1:35:27] Voice 13: we'll find out and we certainly have the resources

[1:35:29] Voice 13: resources um to be able to something that I hope staff don't have to spend a lot of time on

[1:35:40] Voice 13: um one of the things I mean we're looking at this agenda which is fairly straightforward but

[1:35:45] Voice 13: I've been thinking a lot about um making sure the ITC board is comfortable with

[1:35:54] Voice 13: conversations around the governance review around um policy statement that we we haven't really had

[1:36:02] Voice 13: a chance to talk about that and we will be talking about our role and i wondered um for instance in

[1:36:10] Voice 13: the governance review i'm a member of the new governance committee and part of that reasoning

[1:36:18] Voice 13: need to be on that committee was to provide that ITC connection. But that hasn't really

[1:36:25] Voice 13: been discussed as a board. I mean, if we made the suggestion that the Honest Trust Conservancy

[1:36:31] Voice 13: be part of further governance review work, is that something the board is interested

[1:36:37] Voice 13: in pursuing? Are they comfortable with the current status, which is ITC sits off to the

[1:36:42] Voice 13: side i mean we haven't had that opportunity i'm not sure this is the i'm sure we have a whole

[1:36:49] Voice 13: lot of time to discuss it now but we haven't had that talk yet so i'm not sure as we'll be talking

[1:36:56] Voice 13: about that in this afternoon whether it's a board or is it so can

[1:37:06] Voice 5: i just ask

[1:37:09] Voice 13: yeah mostly yeah good um so

[1:37:14] Voice 4: i know there was a request from council to the province

[1:37:17] Voice 4: to do can you speak up so i'm sorry there was

[1:37:21] Voice 4: a request a request from council to the province

[1:37:24] Voice 4: to do a review yeah and were there specifics about what that review might entail and does

[1:37:36] Voice 4: Does it affect the island's trust conservancy or is it in wide open

[1:37:40] Voice 13: review?

[1:37:42] Voice 13: I can't remember the wording of it, Simone, or Doug, do you remember it?

[1:37:46] Voice 3: I'm just going to hunt it up and put it in the chat.

[1:37:52] Voice 13: Because we have been separated out and yet we are mentioned in the government's report

[1:37:59] Voice 13: as needing to be more included in the overall structure and strategy of the island's trust.

[1:38:09] Voice 13: So how that looks or the advantages and disadvantages of that.

[1:38:16] Voice 4: I guess just the other question is asking the province for review and

[1:38:23] Voice 4: getting

[1:38:23] Voice 13: to different things, but that that's one part of the government's review.

[1:38:29] Voice 4: The other

[1:38:29] Voice 13: part is this committee.

[1:38:31] Voice 13: Like an

[1:38:32] Voice 13: internal thing.

[1:38:33] Voice 13: Yeah.

[1:38:33] Voice 4: As an internal committee,

[1:38:34] Voice 13: which will be looking at the governance report and making recommendations to

[1:38:40] Voice 13: council for potential changes uh trustee fast thanks

[1:38:46] Voice 3: i just uh popped the link to the letter

[1:38:49] Voice 3: that chair luckham wrote to the province uh so it does have a few specifics and it's in the chat

[1:38:55] Voice 3: there there it is and um uh and i think it would be important for the islands trust conservancy

[1:39:02] Voice 3: uh to be involved both in the in the long-term governance committee whatever that turns into and

[1:39:09] Voice 3: And it's just terrific. Thank you, Chair Stamford, for putting your hand up and

[1:39:16] Voice 13: being elected as a member of this interim committee until the election.

[1:39:22] Voice 13: And then presumably the committee will carry on as a sort of permanent governance committee.

[1:39:28] Voice 3: That seems to be what I'm gathering.

[1:39:31] Voice 3: But I think the Islands Trust Conservancy has a huge interest in what the Governance Committee

[1:39:41] Voice 13: and the province and whatever decisions are made.

[1:39:48] Voice 13: It seems to me that the principles of how we can do our work as the Islands Trust Conservancy could be affected.

[1:40:00] Voice 13: And so, and the type of work could even be affected. So I think it's important that we take a look at that. It's similar to the trust policy statement. It's kind of happening, all kinds of stuff happening off to the side, but a lot of it could involve the

[1:40:20] Voice 3: Islands Trust Conservancy, particularly in the future.

[1:40:22] Voice 3: or so um i wonder if we might want to uh talk

[1:40:29] Voice 13: about it both those things um

[1:40:31] Voice 3: together before

[1:40:33] Voice 13: the end of the term go ahead

[1:40:37] Voice 13: um just

[1:40:38] Manager Emmings (probable): to comment about the process um yeah that would help us as

[1:40:43] Manager Emmings (probable): staff to help guide whatever the board decides to get involved with um it would be very helpful

[1:40:49] Manager Emmings (probable): if the governance review committee wanted to include and incorporate Island Trust Conservancy

[1:40:56] Manager Emmings (probable): to have that indicated by them and then to have them request either board representation or board

[1:41:03] Manager Emmings (probable): consideration of particular items so that that could then come to the board through staff with

[1:41:10] Manager Emmings (probable): some recommendations so I'll

[1:41:12] Voice 11: just play that

[1:41:12] Manager Emmings (probable): I can I can bring that

[1:41:17] Voice 13: up in our

[1:41:18] Manager Emmings (probable): first meeting which is

[1:41:20] Manager Emmings (probable): the 29th of july um and then the board can decide whether or not it wants to direct staff to do the

[1:41:26] Manager Emmings (probable): work related to responding because it will likely take away from other priorities okay yeah well

[1:41:33] Voice 13: this is the kind of thing i wanted us to have a very brief sort of thought on before we go into

[1:41:40] Voice 13: where he is on um and the similar thing would be with the policy statement we've agreed that we're

[1:41:48] Voice 13: are going to pull back until we have part of the first after first reading we get an official

[1:41:56] Voice 13: referral but meanwhile i started reading the joint um conservancy's um statement to the policy

[1:42:04] Voice 13: statement process and there's there's a lot of really good stuff in there but there's also

[1:42:09] Voice 13: So it goes way beyond what would be considered our normal response from

[1:42:16] Voice 4: us.

[1:42:17] Voice 13: So I would like us to just to think about it at this point as to where we differ, how

[1:42:25] Voice 13: to respond to the idea that we will respond as a board, the time is right, but that also

[1:42:32] Voice 13: there is a fairly influential group that we are connected with, which is the Individual

[1:42:37] Voice 13: individual Island Conservancies who have come forward with a statement with very strong ideas

[1:42:42] Voice 13: about where they would like to see the next statement go so I can see us unintentionally

[1:42:48] Voice 13: getting caught up in an abortion poll there not sure how to get out of that but to just be aware

[1:42:57] Voice 13: that we may be making recommendations be of a completely different nature to what we're seeing

[1:43:05] Voice 13: about the conservancy's official statement so that's something good again it's thought again

[1:43:13] Voice 13: i don't know how to process that through um but to me we're comfortable bringing that up

[1:43:22] Voice 13: that's something we have to consider i'm assuming you've all read that or i i highly recommend you

[1:43:30] Voice 13: do it's um the conservance

[1:43:34] Manager Emmings (probable): uh the joint statement from the island conservancies um that was sent

[1:43:40] Manager Emmings (probable): it was in the trust council package in march i

[1:43:43] Voice 13: believe yeah we got it ahead of time from

[1:43:45] Manager Emmings (probable): trustee smith

[1:43:46] Voice 5: okay

[1:43:48] Manager Emmings (probable): i can provide you with a link yeah that

[1:43:51] Voice 3: would probably be a good idea i think

[1:43:53] Voice 3: we received it i received it in march 2022 but whether anyway it looks like this

[1:44:03] Voice 13: how do you find all this stuff i don't know is she's pulling it all up

[1:44:08] Voice 13: um okay so that's really

[1:44:10] Voice 13: all i wanted us to sort of more of a thought process when we come into that meeting and

[1:44:16] Voice 13: um so if there's nothing else we need to add to that

[1:44:20] Manager Emmings (probable): yeah was there anything to add i mean i think

[1:44:24] Manager Emmings (probable): the the governance report follow-up and the policy statement update are both underneath

[1:44:28] Manager Emmings (probable): the executive committee updates so

[1:44:30] Voice 13: and

[1:44:31] Manager Emmings (probable): we

[1:44:32] Voice 13: can have that conversation and that meeting has to

[1:44:34] Voice 13: end at three has to no no going over warning you all now um maybe keats won't happen tomorrow

[1:44:43] Voice 13: i need to get on that plane somehow or other i need to get on that plane um okay so now we're

[1:44:52] Voice 13: moving on to correspondence and we've got the main follow

[1:44:59] Manager Emmings (probable): to your letter yeah we have two letters

[1:45:01] Manager Emmings (probable): regarding uh the first um is from the main island local trust committee um chair which is a request

[1:45:11] Manager Emmings (probable): to the Conservancy to participate essentially

[1:45:16] Manager Emmings (probable): in some fellow deer work over on

[1:45:20] Manager Emmings (probable): Main Island. Just for the board's

[1:45:24] Manager Emmings (probable): knowledge, I did, when we received this letter

[1:45:28] Manager Emmings (probable): I hadn't yet sent our response to the prior

[1:45:31] Manager Emmings (probable): letter that we received, or email that

[1:45:36] Manager Emmings (probable): we received from Trustee Dodds. And I still haven't

[1:45:41] Manager Emmings (probable): sent a response letter because i had further information with this letter um but i will say

[1:45:49] Manager Emmings (probable): that i did participate in a meeting uh with the main island local trust local trustees and the

[1:45:56] Manager Emmings (probable): fallow deer committee over there and also adam olson's office and the regional capital regional

[1:46:03] Manager Emmings (probable): district representatives um to talk about fallow deer on maine the meeting was also attended by

[1:46:08] Manager Emmings (probable): Parks Canada and by a representative from the Ministry of Agriculture. And essentially it was

[1:46:15] Manager Emmings (probable): just a conversation about what the most productive next steps might be for the folks on Main Island

[1:46:22] Manager Emmings (probable): who want to control the fallow deer. The outcome is still a little unclear to me. I think they were

[1:46:30] Manager Emmings (probable): going to go away and try and think about what their formal request was going to be, but I suspect

[1:46:35] Manager Emmings (probable): it will come along the lines of what the what trust council has penned in its letter to the

[1:46:42] Manager Emmings (probable): province which is a request that the province fund some social analysis of the fallow deer issue on

[1:46:50] Manager Emmings (probable): maine before perhaps proceeding with further control

[1:46:54] Voice 12: so

[1:46:55] Manager Emmings (probable): at this stage i don't think there's

[1:46:57] Manager Emmings (probable): a huge staff time commitment so i'm i will continue with my response to the prior letter

[1:47:04] Manager Emmings (probable): and this letter from the main island local trust committee just indicating that at this point

[1:47:09] Manager Emmings (probable): itc doesn't have it as a work program item but that we will we're willing to participate

[1:47:15] Manager Emmings (probable): peripherally until there's a better knowledge of what the scope of work might be and i'm happy to

[1:47:21] Manager Emmings (probable): participate in that way i think at this point it's really just there's no concrete action so

[1:47:28] Manager Emmings (probable): it's not a large time commitment

[1:47:29] Voice 13: and is there any consideration this is the odd name it's having

[1:47:35] Voice 13: given this across the sun yeah so

[1:47:38] Manager Emmings (probable): part of the problem is that we have started to see the fallow

[1:47:41] Manager Emmings (probable): deer swim to other

[1:47:43] Manager Emmings (probable): islands it's unclear whether or not there are breeding populations on other

[1:47:47] Manager Emmings (probable): islands at this stage um but that could occur at some point so there that's why the capital

[1:47:54] Manager Emmings (probable): regional district was involved discussing effects other islands and also parks canada was involved

[1:47:58] Manager Emmings (probable): involved because they've seen them over on saturn which has their parkland um and they

[1:48:04] Manager Emmings (probable): were really good to have at the table also because of the experience that they've had

[1:48:08] Manager Emmings (probable): with the sydney island uh deer project as well so um yeah

[1:48:14] Voice 13: any other comments

[1:48:18] Voice 12: deer control

[1:48:22] Voice 12: control period is is a is a problem throughout the car files I know it's a value here that that

[1:48:28] whole deer conversation needs to be had and I think we've you see we've had some now it's

[1:48:35] an experience because of the city art project so there's opportunity maybe in this to we've

[1:48:42] Voice 12: got to reach out by the problems reaches out yes some form of social examination if there's

[1:48:48] Voice 12: opportunity to look at it trustee

[1:48:51] Voice 3: fast that's a great point doug um i think the if fallow deer

[1:49:00] Voice 3: uh some kind of consensus or or

[1:49:03] Voice 13: a project or a um a pilot interim management strategy something

[1:49:10] Voice 3: could be set up to deal with the fallow deer on maine is a nice focused kind of little area

[1:49:17] Voice 3: And there might be lessons in that or relationships or understandings or other learning

[1:49:27] Voice 13: that might help learning and growing, I guess, developing that might help all islands because, you know,

[1:49:34] Voice 3: even here on Bowen, deer eat a lot of saplings.

[1:49:39] Voice 3: They're really having an effect on the on the forest. And there's more dogs on leashes.

[1:49:45] Voice 3: I think their biggest predator here is cars. And like we

[1:49:50] Voice 13: saw in one of the main mainland letters.

[1:49:53] Voice 13: And, you know, I wonder about the role of predators and how the Islands Trust Conservancy may want to position itself there regarding concern that the public members of the public might feel about wildlife

[1:50:11] Voice 3: in nature reserves.

[1:50:12] Voice 3: reserves and and how it might be beneficial and anyway so I just see the the I'm glad we're

[1:50:20] Voice 13: responding about the fallow deer because it seems to me that that's an opening to the to the bigger

[1:50:25] Voice 13: issue of ecological

[1:50:28] Voice 3: balance among deer populations on islands yeah

[1:50:37] Voice 13: so this is sorry but I'm just

[1:50:40] Voice 13: wondering how does how is the um sydney island theater project

[1:50:47] Manager Emmings (probable): going ecosystem restoration

[1:50:50] Manager Emmings (probable): program so it's still going there is a bit of a conversation happening among the sales strata

[1:50:59] Manager Emmings (probable): about um what the requirements are from a voting perspective for them to move forward okay

[1:51:05] Manager Emmings (probable): and we're waiting for resolution of that okay

[1:51:11] Voice 13: i think we're at a i mean this is good for

[1:51:13] Voice 13: information i don't think there's much more we can do

[1:51:18] Voice 5: okay

[1:51:20] Voice 13: um so now we're at updates for

[1:51:23] Voice 13: information public acquisitions report on page 119.

[1:51:28] Manager Emmings (probable): so i'll turn this over to catherine martell

[1:51:31] Manager Emmings (probable): if she's still on the line i'll double

[1:51:33] Manager Emmings (probable): check but i'm not sure there's anything major to update

[1:51:40] Manager Emmings (probable): oh yeah she's still available catherine are you there with us do you have any updates for the

[1:51:45] Manager Emmings (probable): the Crystal Mountain application for a moment.

[1:51:52] Voice 7: Sorry, Catherine's just coming back.

[1:51:55] Voice 7: Just one moment.

[1:52:00] Voice 5: Hello, sorry.

[1:52:02] Voice 2: Oh, my video is not working.

[1:52:08] Voice 2: What did I miss?

[1:52:10] Voice 2: What's going on?

[1:52:11] Manager Emmings (probable): We're just looking for an update

[1:52:13] Manager Emmings (probable): on the Crystal Mountain application.

[1:52:14] Manager Emmings (probable): If you have anything to add to the...

[1:52:19] Voice 2: All I can add is that,

[1:52:23] Voice 2: the very last item noted there was around an interest in connection with local First Nations

[1:52:28] Voice 2: and I was just told a couple of days ago that the Crystal Mountain Society has been invited to go

[1:52:35] Voice 2: and speak at the monthly Penelakut elders gathering and it had to be postponed for a while

[1:52:41] Voice 2: but it looks like that's coming up pretty soon and so we're continuing those conversations with them

[1:52:45] Voice 2: In terms of the application itself, it's all still stuck, I think would be an appropriate word, in LTC and zoning land.

[1:53:02] Manager Emmings (probable): All right, thank you, Catherine.

[1:53:07] Voice 13: Is there anything else? I don't have any questions about this.

[1:53:10] Voice 13: I

[1:53:12] Manager Emmings (probable): think the Covenants report is fairly self-explanatory, moving on to that item.

[1:53:17] Manager Emmings (probable): We dealt with the Livingstone Forest NAPTEP application.

[1:53:22] Voice 5: I

[1:53:24] Voice 2: just add a little point of I don't know if I'd call it a point of interest but just something

[1:53:30] Voice 2: maybe the board should be aware is that because it relates to the Nighthawk Hill covenant that

[1:53:37] Voice 2: we're working on right now the landowners that I've been working with lately have had

[1:53:42] Voice 2: an extraordinary problem getting surveyors and it seems like surveyors are very very busy and

[1:53:49] Voice 2: also increasingly expensive and I just think I just wanted to point that out that we might start

[1:53:55] Voice 2: to see that as an increasing delay with some of our ongoing applications yeah

[1:54:00] Manager Emmings (probable): and a possible

[1:54:01] Manager Emmings (probable): barrier depending on the costs that come back

[1:54:04] Voice 5: yes

[1:54:06] Manager Emmings (probable): and yeah I don't have any other updates in

[1:54:14] Manager Emmings (probable): terms of the covenants unless the board has any questions no I

[1:54:21] Voice 13: had a thank you I had a question

[1:54:25] Voice 13: from earlier when I wasn't able to hear very well can you remind me if

[1:54:34] Voice 3: it's

[1:54:35] Voice 3: appropriate for a public meeting on page 20 of our agenda way back there in the

[1:54:41] Voice 3: budget submission I think it said Islands Trust Conservancy will be

[1:54:46] Voice 3: acquiring two nature reserves is that because we're sort of scheduling them a

[1:54:53] Voice 3: few years out or we we uh budget the time for two or

[1:55:00] Voice 13: um uh i'm just wondering how

[1:55:04] Voice 13: that budgeting is reflected in here or is there um is it always two or is it sometimes

[1:55:13] Voice 13: one or three yeah

[1:55:15] Manager Emmings (probable): typically our property management formula anticipates one acquisition

[1:55:20] Manager Emmings (probable): per year. And I think two covenants, I'd have to remind myself of that. So if there are additional

[1:55:27] Manager Emmings (probable): ones that we're anticipating, we usually will bump the request for property management funds

[1:55:33] Manager Emmings (probable): in our budget request. The two that are referred to in the RFD, one might be noted, and we are

[1:55:41] Manager Emmings (probable): anticipating Crystal Mountain coming in for next fiscal year. The rezoning application,

[1:55:47] Manager Emmings (probable): application, I think they've had first reading. They did a community information meeting. I think

[1:55:53] Manager Emmings (probable): they're trying to figure out whether they're going to continue on with the second and third reading.

[1:55:58] Manager Emmings (probable): So it's quite possible that it will come in next fiscal. And then the other acquisition

[1:56:02] Manager Emmings (probable): is currently an in-camera item. So these are what we're anticipating will close.

[1:56:08] Voice 3: Okay, thanks. That helps. It just looks like so much in these big reports.

[1:56:13] Voice 3: uh they're all um being worked on and uh when it says that just on that page there when it says

[1:56:23] Voice 3: we're going to acquire two i thought wow okay it looks

[1:56:28] Voice 13: quite different from these long drawn

[1:56:30] Voice 13: out processes so thank you for clarifying thank

[1:56:38] Voice 5: you

[1:56:43] Voice 13: okay so if there's no other comments we're

[1:56:48] Voice 13: up to the expenditures we're on oops

[1:56:51] Manager Emmings (probable): that got very small very fast oh

[1:57:07] Voice 9: it doesn't like me today

[1:57:08] Voice 9: um

[1:57:15] Manager Emmings (probable): so for the budget updates um the only things really to note are that we have received our

[1:57:23] Manager Emmings (probable): numbers for our approved budget for this year so unlike our last meeting in may these ones are

[1:57:28] Manager Emmings (probable): accurate and we're starting to see expenses go through um and committed funds in terms of

[1:57:34] Manager Emmings (probable): contracts that have been issued. You'll notice there's about $55,000 that we've got in contracts

[1:57:39] Manager Emmings (probable): for our property management that have gone out already this year. And we're anticipating like

[1:57:45] Manager Emmings (probable): last year that will be pretty much fully spent, maybe a little over this year. The other thing

[1:57:53] Manager Emmings (probable): to note is that we have added into the restricted funds, where is it? The Link Island Fund. Right.

[1:58:02] Manager Emmings (probable): Right. Because that funding came into us, oh gosh, I want to say in April. And so that is now

[1:58:09] Manager Emmings (probable): reflected in our banking and will be an ongoing part of the financial report to the board.

[1:58:16] Manager Emmings (probable): And then I guess the only other thing to note, opportunity funds, we do have those earmarked

[1:58:21] Manager Emmings (probable): funds for the grants that we issued. And we are continuing to see some larger than usual costs

[1:58:29] Manager Emmings (probable): for the Alton house maintenance and assessments that we're doing at the moment.

[1:58:35] Manager Emmings (probable): Those will continue to come through to you via your financial reports.

[1:58:38] Manager Emmings (probable): Great.

[1:58:39] Voice 13: Any questions about our spend sheet?

[1:58:47] Voice 13: We trust you.

[1:58:49] Voice 13: That's a big mistake.

[1:58:51] Voice 13: I was looking at training and conferences because we're looking at...

[1:58:59] Voice 13: Yeah,

[1:58:59] Manager Emmings (probable): so we actually have two training and conferences.

[1:59:02] Manager Emmings (probable): is one is for staff and currently we have we did some first aid training for staff this year before

[1:59:07] Manager Emmings (probable): they went out into the field so that's what's reflected in the process so far and then some

[1:59:11] Manager Emmings (probable): conference coming up and then board training is up here okay okay so that that could be the

[1:59:20] Manager Emmings (probable): communications strategy that we do yeah yeah

[1:59:24] Voice 5: i i

[1:59:25] Voice 13: really think that that my gut says that that is

[1:59:29] Voice 13: and we can really finish our our turn

[1:59:31] Voice 13: good point okay thank you so there's no further questions um

[1:59:41] Voice 13: we can follow up

[1:59:43] Voice 13: because committee let's do that our verbal update from the executive committee

[1:59:49] Voice 13: can happen this afternoon um financial planning committee update verbal

[1:59:55] Voice 13: um

[2:00:00] Voice 13: we had a meeting um but that was it must have been fairly quiet because i don't remember anything

[2:00:09] Voice 13: significant related to the audit we had the audit had both audited statements didn't we they're both

[2:00:18] Voice 13: itc and tc so yeah there wasn't anything that's significant that i remember coming out of it now

[2:00:27] Voice 13: that we got over that one budget we're

[2:00:29] Voice 5: starting to get ready for this

[2:00:34] Voice 13: um trust council update who takes this usually any of the trustees who were there

[2:00:46] Voice 13: um doug what what um we had the governance room i think that was the

[2:00:54] Voice 12: big takeaway it was the

[2:00:54] Voice 12: government's um action items okay yeah i'll get through on that and uh just

[2:01:08] Voice 13: let um doug finish

[2:01:10] Voice 13: okay i'm

[2:01:11] Voice 12: sorry i

[2:01:11] Voice 13: can't hear him i guess that's why thank

[2:01:14] Voice 3: you um

[2:01:15] Voice 12: yeah it was a collegial much more

[2:01:18] Voice 12: less yeah it means more constructive because it's worked a while and trustee

[2:01:30] Voice 13: fast you want

[2:01:31] Voice 13: to add anything to the council trust council update sure

[2:01:34] Voice 3: i'm i'm sorry i wasn't able to hear

[2:01:36] Voice 3: uh doug very well so i i wasn't sure if he was speaking um uh yeah i'll

[2:01:41] Voice 13: just add a couple of

[2:01:42] Voice 13: things because i've got the board highlights here so the community stewardship award

[2:01:47] Voice 3: recipients were

[2:01:48] Voice 3: announced and um uh so um the new standing committee that governance we were talking about

[2:01:56] Voice 3: uh was uh elected well done um chair stanford um there's seven of them uh provincial review of the

[2:02:07] Voice 3: islands trust i sent the link in there uh next steps for the trust policy statement um i think

[2:02:13] Voice 3: if i recall correctly um oh no that was an executive we had an executive call before this

[2:02:20] Voice 3: meeting and um there was a meeting this week it might have been yesterday or something like that

[2:02:25] Voice 3: Anyway, a recent meeting of the Trust Programs Committee,

[2:02:29] Voice 3: and maybe there's somebody in this meeting that knows more about it,

[2:02:33] Voice 3: but it sounds like there was good discussion,

[2:02:37] Voice 13: and there may or may not be a draft trust policy statement

[2:02:46] Voice 13: that comes for

[2:02:47] Voice 3: first reading to this trust council before the election.

[2:02:50] Voice 3: I'm not sure.

[2:02:51] Voice 3: Sure. And then the eelgrass and kelp mapping projects, final reports.

[2:02:57] Voice 3: Thank you to those

[2:02:58] Voice 13: involved and advocacy for legislation.

[2:03:03] Voice 13: We had a motion from the floor for language, a resolution to go to UBCM, the Union of BC Municipalities,

[2:03:14] Voice 13: requesting the province for new legislation to protect and restore biological diversity and ecosystem health.

[2:03:20] Voice 13: that came from uh trustee

[2:03:23] Voice 3: rockefeller and uh on uh galliano i think and then um a

[2:03:31] Voice 13: few other ones

[2:03:32] Voice 13: about uh delegation of development permits and best management practices for delivery of local

[2:03:37] Voice 13: planning and um that kind of thing draft annual report um was passed but it was it was a

[2:03:44] Voice 13: constructive meeting i felt good about that one i agree with

[2:03:48] Voice 13: that thank you thank you trustee fast

[2:03:51] Voice 13: um so now we're at trustee round table we are moving into our lunch period so we did get an

[2:03:59] Voice 13: update from uh trustee smith yesterday about her activity around um biodiversity climate change

[2:04:08] Voice 13: protected areas nexus so if you want to look up that i sent email yesterday is there any other

[2:04:15] Voice 13: significant highlights in your area um that is conservancy related rolling out our future

[2:04:26] Voice 13: students well they're working on rolling and i'm trying to figure out how that

[2:04:30] Voice 13: do you want to speak up trustee fast can you hear them sorry um yeah that's

[2:04:36] Voice 5: on the sky

[2:04:39] Voice 12: we're trying to figure out how to roll like the nature students program

[2:04:42] Voice 12: similar to the Galeano, not Galeano, Gabriel and Nature Stewards Program funding to feed on it.

[2:04:56] Voice 12: And we had only the other 10th anniversary celebration on Saturday night.

[2:05:03] Voice 12: Bumped into a female in your face there.

[2:05:06] Voice 12: And Catherine showed up. And your son's name, Catherine?

[2:05:14] Voice 2: sorry levi yes and i meant to apologize that we didn't um come visit on sunday

[2:05:27] Voice 11: well

[2:05:28] Voice 4: one thing that i'm not sure if everyone might have heard of but there's a new initiative

[2:05:36] Voice 4: to create a park near Maxwell, which I think is near one of our app

[2:05:44] Manager Emmings (probable): companies, right?

[2:05:46] Manager Emmings (probable): You have

[2:05:46] Manager Emmings (probable): one on Maxwell.

[2:05:47] Manager Emmings (probable): Yeah, yeah.

[2:05:49] Voice 4: So it's near there, 75, 8, Vermont.

[2:05:51] Voice 4: And so there's a big fundraising campaign that's just kind of been launched and a whole

[2:05:57] Voice 4: bunch of press about it.

[2:05:59] Voice 4: Media?

[2:05:59] Voice 5: Is this regional?

[2:06:06] Voice 4: um crd would uh i think hold on a minute and there's the salt spring solutions which is kind

[2:06:14] Voice 4: of a local group on salt spring that's involved in climate change by one of the main kind of

[2:06:20] Voice 4: instigators and fundraisers part so i'm just trying to think if the conservancy is involved

[2:06:26] Voice 4: i'm not sure i think it's more like a recreational park or not a recreational park it's more like

[2:06:32] Voice 4: there'll be trails so anyway that's just kind of a new thing so that's one thing and it's

[2:06:45] Voice 5: concerned that's really different lots of other stuff going on oh yeah yeah

[2:06:49] Voice 13: so

[2:06:50] Voice 5: that's good yeah

[2:06:51] Voice 13: that's one of the highlights um gabby is just yeah we're we're um the only project i think

[2:07:00] Voice 13: i've mentioned before is a little research project we're working with actually with wendy

[2:07:05] Voice 13: to get some support for tail study for Whispering Creek,

[2:07:10] Voice 13: which is not part of any of our reserves there,

[2:07:14] Voice 13: but what we can do to move forward is a little conservation project.

[2:07:22] Voice 13: Good.

[2:07:24] Voice 13: So we don't have one.

[2:07:26] Voice 13: I have one.

[2:07:51] Voice 3: cape roger curtis lands that have not been developed yet uh onto their acquisitions list

[2:07:58] Voice 3: which is a big

[2:07:59] Voice 3: step and um so we'll see

[2:08:01] Voice 13: what happens but they have been uh uh asking for

[2:08:06] Voice 13: information about our official community plan and that kind of thing so uh stay tuned that's

[2:08:13] Voice 13: it is exciting yes

[2:08:15] Voice 3: and i'll just add also um um controversy and and concern about um mount

[2:08:24] Voice 3: Mount

[2:08:24] Voice 13: Gardiner, one of the big, one of our three big water towers, if you think about it that way, of Crown Land on Bowen, the central

[2:08:33] Voice 3: one that people come from the city to hike up, is currently in the hands of the province, looking at providing motorized vehicle permission.

[2:08:47] Voice 3: mission and uh so that's ongoing and uh at last at on at monday's council meeting uh council

[2:08:54] Voice 3: reaffirmed its its um non-support for

[2:08:57] Voice 13: motorized vehicles and um so that's just a couple of things
