[0:00:19] Voice 10: prom and i always like to start by acknowledging that we're well not like to it's it's it's

[0:00:27] Voice 10: important that we acknowledge that we're meeting on the traditional territory of the Coast Salish

[0:00:32] Voice 10: peoples who've lived here for millennia. I'm always reminded of how interconnected those

[0:00:37] Voice 10: peoples were in the various First Nations when I travel across the First Nations, I'm sorry,

[0:00:42] Voice 10: across the coast, the Salish Sea to come here and also when we see the various referrals for areas

[0:00:48] Voice 10: and we get an understanding of how many Indigenous First Nations have connections in some fashion

[0:00:57] Voice 10: or other to this area uh to maine and to other areas around here and we're grateful to be able

[0:01:03] Voice 10: to meet here uh it's a beautiful hot day um i thank you for those that don't know and i recognize

[0:01:10] Voice 10: most of the faces here but there's a few that i don't uh my name is dan rogers and i'm the

[0:01:15] Voice 10: chair of the uh main island local trust committee uh we are um broadcasting this

[0:02:18] Voice 10: third member of the local trust committees on the various islands the 12 different local trust

[0:02:24] Voice 10: committees around the area and I have the privilege of being assigned to Maine, Galeano, and Gabriola.

[0:02:30] Voice 10: I come from Alcantara Sound. I live on most of the year on Keats Island like times in the Squamish

[0:02:40] Voice 10: language. A pleasure to be here. It's my pleasure to be here. You will see before you of course your

[0:02:45] Voice 10: are two local trustees trustee janine dodds i'm sure no one needs no introduction and trustee

[0:02:51] Voice 10: david maude who also needs no introduction um the uh other people you will see today

[0:02:58] Voice 10: our recorder pat todd uh whom i expect many of you know and uh to my to the far right to me and

[0:03:06] Voice 10: people are watching on the camera to the far right as well um the uh is the island planner for main

[0:03:14] Voice 10: Island who is Nerissa Chadwick and you'll be hearing from time to time from Nerissa

[0:03:21] Voice 10: as we work our way through our business agenda today this is our

[0:03:29] Voice 10: business meeting and it's a place of work for all the people that are before you it's also a place

[0:03:35] Voice 10: that as a place for the community members of the community to come and join us to speak to

[0:03:41] Voice 10: speak to us from time to time about the various issues that concern them but it's also a place

[0:03:48] Voice 10: as i said where we require everybody to be a safe place for everybody who's here so we will

[0:03:54] Voice 10: be asking you to speak appropriately and and understand this is our workspace and where

[0:04:00] Voice 10: everyone is entitled to a safe work environment as well as a safe area for everybody to

[0:04:07] Voice 10: to gather and hear other people's points of view so um with that um i think we can start the

[0:04:16] Voice 10: meeting we have an agenda before us uh and i'm turning going to turn to the two trustees and ask

[0:04:23] Voice 10: if there's anything was there anything

[0:04:25] Voice 10: about that you sent us something about the family here bring

[0:04:28] Voice 7: that in in my trust all

[0:04:30] Voice 10: right okay so you'll talk about that and

[0:04:36] Voice 10: maude is there anything you wish to add so then we'll take the um agenda uh approved as presented

[0:04:42] Voice 10: um unless and you have nothing else um and that's great so the first item on the agenda is our town

[0:04:50] Voice 10: hall um or our community input session as we call it this is your opportunity to speak to your local

[0:04:56] Voice 10: trustees um and about any issue that's either on our agenda or that you think is of importance for

[0:05:04] Voice 10: us uh work things we're working on uh or within our purview i do ask people to keep it to issues

[0:05:10] Voice 10: that are within our jurisdiction and items that we can actually do something about um and this is

[0:05:16] Voice 10: where i ask if you wish to speak to the local trust committee um uh is your opportunity to do

[0:05:22] Voice 10: so uh is that you have three basic requirements for that first is you talk to us so the common

[0:05:28] Voice 10: community communication should come to the local trust committees if we need a a staff person to

[0:05:36] Voice 10: respond and occasionally that happens we'll do that we'll arrange that we'll ask that the staff

[0:05:40] Voice 10: person to arrive um and uh but it's not an opportunity for you to speak to each other

[0:05:45] Voice 10: that there's lots of other forums on the island to do that um this is your opportunity to speak to us

[0:05:52] Voice 10: So please do that. Secondly, please speak to issues and not personalities.

[0:05:58] Voice 10: I'm finding I have found over the last couple of years in particular, there's I'm not saying it's on main so much,

[0:06:05] Voice 10: but there's a bit of a tendency for people to characterize other people's actions and in ways that are personal and sort of characterize the person and the person.

[0:06:17] Voice 10: and what i'd rather you do is speak to what i don't know what i ask you to do is speak to the

[0:06:23] Voice 10: issue and address whatever issue you want to talk and of course lastly i ask you to

[0:06:29] Voice 10: speak appropriately as i've said occasionally if you're talking to us speak in a way and use

[0:06:37] Voice 10: language that would make your grandmother proud as opposed to um not proud so and uh so and and

[0:06:47] Voice 10: frankly my experience on main island has been almost universally positive and people abide by

[0:06:52] Voice 10: those and it's not been an issue so having said all of that i'll stop talking and i'll ask uh

[0:06:59] Voice 10: who wishes to address uh the local trust committee and i just note just one last thing i note that we

[0:07:05] Voice 10: do have one application which is the main island uh housing society application and it's on our

[0:07:10] Voice 10: agenda today so the applicants as we always do with applicants they get an opportunity to speak

[0:07:15] Voice 10: speak to us at the time their application appears on the agenda so we'll have that opportunity at

[0:07:21] Voice 10: that time and so they need to unless they have other issues they wish to address talk about that

[0:07:25] Voice 10: but if somebody else but if you wish to address that issue or anything else on our agenda or

[0:07:30] Voice 10: anything else please put your hand up go ahead nice to see you

[0:07:39] Voice 12: a question when you get to the main island housing society discussion there's that one element in the

[0:07:45] Voice 12: staff report where they're talking about the potential of using the section 219

[0:07:50] Voice 12: covenant and in particular the wetland remediation zone and the forest protection zones

[0:07:55] Voice 12: as a community amenity and i'm still not clear what those zones actually are about and i know

[0:08:05] Voice 12: early on about a year ago there was some idea that the remediation work would happen after the houses

[0:08:11] Voice 12: were built and i want to know if that's still the case or when the remediation of the wetlands

[0:08:17] Voice 12: happens and at what point would you consider that as a as a fulfilled 219 covenant on that

[0:08:24] Voice 12: on that plan but that's kind of the main issue and i'll leave that that okay

[0:10:06] Voice 10: today. This is a formal process. That is the we had a community information meeting, I believe

[0:10:14] Voice 10: last meeting, where we went through again, once again, the various issues related to the bylaws

[0:10:21] Voice 10: 184 and 189 and the flexible housing process. But this is our opportunity to listen to members of

[0:10:28] Voice 10: the community about their view on bylaws 184 and 189 so the process will be we have a public hearing

[0:10:35] Voice 10: i'm going to have to go through some formalities in a second uh and then we will um after the

[0:10:41] Voice 10: public hearing is over we come back to it later in our our agenda to discuss what we want to do

[0:10:46] Voice 10: after hearing so let me go through this as i said i apologize but it is a bit uh formal but we need

[0:10:53] Voice 10: to have this recorded uh the pub i'm going to open the public hearing public hearing for the proposed

[0:10:58] Voice 10: bylaws 184 and 189 is now open i wish to welcome everyone in attendance and acknowledge we're

[0:11:04] Voice 10: meeting in the territory of the coast salish first nations i don't need to introduce everybody because

[0:11:09] Voice 10: i've already done that this public hearing is being convened pursuant to section 465 of the

[0:11:15] Voice 10: local government act in order to consider the following proposed bylaws proposed bylaw number

[0:11:20] Voice 10: number 184, cited as the Maine Island Land Use By-law,

[0:11:24] Voice 10: number 146, 2008.

[0:11:26] Voice 10: Amendment number 2, 2021, proposed by-law,

[0:11:30] Voice 10: number 189, cited as Maine Island Official Community Plan

[0:11:34] Voice 10: by-law, number 144, 2007.

[0:11:36] Voice 10: Amendment number 1, 2022.

[0:11:39] Voice 10: All person who believes their interest in property

[0:11:41] Voice 10: is affected by the proposed by-laws

[0:11:43] Voice 10: will be given a reasonable opportunity to be heard

[0:11:46] Voice 10: or to present written submissions

[0:11:47] Voice 10: respecting matters contained in the proposed by-laws.

[0:11:50] Voice 10: those wishing to speak should commence their presentation by clearly stating their name and

[0:11:54] Voice 10: address members of the local trust committee may if they wish ask questions of you following your

[0:12:03] Voice 10: presentation however our main function of the local trust committee members is to listen to

[0:12:10] Voice 10: the views of the of the community of the community it is not the function of committee members to

[0:12:15] Voice 10: debate the merits of the proposed bylaws with individual citizens everyone will be given a

[0:12:20] Voice 10: reasonable opportunity to be heard and none should feel discouraged from presenting his or her views

[0:12:28] Voice 10: in considering the proposed bylaws the local trust committee has received documents

[0:12:33] Voice 10: which may influence its decision those documents are available uh for review during this hearing

[0:12:39] Voice 10: on our website uh and as indicated in the public hearing notice and do we have a binder and there

[0:12:45] Voice 8: is

[0:12:45] Voice 10: a public hearing binder there if anybody wishes to have while we're in the public hearing review

[0:12:51] Voice 10: any of the documents that are there uh it's mostly staff reports minutes some some community

[0:12:58] Voice 10: correspondence we received a couple of referrals we received back and a copy of the bylaws so

[0:13:02] Voice 10: there it's over there in a hard form any person

[0:13:06] Voice 10: who wishes to present a written submission to

[0:13:09] Voice 10: the local trust committee may do so and all written submissions must be received by the

[0:13:14] Voice 10: local trust committee before the close of the hearing um please provide those to us in person

[0:14:35] Voice 5: july 13th and july 20th all notification requirements under the local government act

[0:14:41] Voice 5: have been completed there is a copy of the complete uh public hearing binder as term

[0:14:47] Voice 5: registered indicated on our website as well as a hard copy there's actually two i've got one

[0:14:51] Voice 5: table. The purpose of bylaws 184 and 189 adopted will amend the official community plan. That's

[0:15:01] Voice 5: 189. The official community plan will be amended to enable the introduction of what has been termed

[0:15:10] Voice 5: by the Local Trust Committee as flexible housing. Flexible housing zoning allows for the development

[0:15:18] Voice 5: of dwelling units additional to what is currently permitted in existing zoning,

[0:15:24] Voice 5: the combined maximum floor area for all to dwell in. Flexible housing is proposed to be introduced

[0:15:33] Voice 5: in a pilot area that is identified in the land use bylaw amendment, bylaw number 184.

[0:15:41] Voice 5: for. A number of the bio also increases the size of secondary

[0:15:47] Voice 5: suites and cottages to 100 square feet in all zones where

[0:15:50] Voice 5: they're permitted, because there has been a difference. A number

[0:15:55] Voice 5: of community information meetings were held over the

[0:15:58] Voice 5: course of the last year. Together information on the

[0:16:03] Voice 5: bylaw. The bylaws were referred to the Ministry of Municipal

[0:16:07] Voice 5: Affairs, Capital Regional District, BC Assessment Authority, Islands Trust, Bylaw Enforcement,

[0:16:15] Voice 5: Galliano, Saturna, Salt Spring, North Pender, and South Pender local trust committees for

[0:16:21] Voice 5: comment. We did receive a comment back from the local trust committees identifying that

[0:16:29] Voice 5: their incomes were not impacted. The Cavalry District did provide a response and indicated

[0:16:39] Voice 5: general support for the by-law and interest in it being expanded, the area being expanded.

[0:16:49] Voice 5: The by-law is also referred to all of the nations that have interest in the area.

[0:16:56] Voice 5: We received a response from the LIAXN and they were streaking to their interest in early

[0:17:09] Voice 5: consultation around, it was sort of a general comment around interest in more earlier consultation

[0:17:19] Voice 5: and specifically the need for consideration of first nations housing.

[0:17:26] Voice 5: So that was the extent of those overall responses.

[0:17:31] Voice 5: There were no public submissions received during the submission window for the public hearing.

[0:17:40] Voice 10: Thank you very much. So submissions can be made again at any time during and until the close of the hearing.

[0:18:44] Voice 3: this is to me more a question and answer type style that i was interested in so i don't have

[0:18:49] Voice 3: a formal presentation in that sense and uh if i can proceed in my life um it had to do with

[0:18:55] Voice 3: alternatives uh and uh what the issues were and so to historically say uh i i i guess dpid sent in

[0:19:03] Voice 3: one uh uh comments on time back about a concern which would happen locally because of the impact

[0:19:10] Voice 3: on the aquifer to draw from um and also on sewage at the school uh and i think a number of us have

[0:19:17] Voice 3: answered this survey and i don't know whether other people have uh independently made submissions

[0:19:23] Voice 3: um i would say the document that's in front of us right now has addressed almost all of those

[0:19:27] Voice 3: uh as it stands to yeah as a whole um but there's concerns i think you know with very specific

[0:19:33] Voice 3: things. And what I wanted to do, I guess, in the question and answer format was,

[0:19:39] Voice 3: did you see other alternatives to this? For example, like rezoning Miners Bay to a higher

[0:19:44] Voice 3: density, like taking the existing area, which is sort of a militant commercial and housing,

[0:19:49] Voice 3: and changing that rather than looking at the, what I would say from the pilot project is

[0:19:54] Voice 3: relatively undeveloped land along Felix Jack Road, you know, finding the lots,

[0:20:09] Voice 10: unfortunately that would have been a good question for us to have during the community information

[0:20:13] Voice 10: meetings when we

[0:20:14] Voice 10: were putting our proposal on the table and asking people to get their

[0:20:17] Voice 10: asked questions asked answered we're in a public hearing now we'll retake your point of view

[0:20:22] Voice 10: i mean the short answer to that question is is well

[0:20:28] Voice 7: we and the reality is we were looking at

[0:20:30] Voice 7: where water availability was based on the groundwater studies that we've had done

[0:20:35] Voice 7: and we have basically we didn't do miters bay downtown because it already has been zoned as

[0:20:40] Voice 7: a commercial area with residential density in it we've done that a few years ago so the areas we're

[0:20:46] Voice 7: now sort of continuing on up perennial road and we've captured uh felix jacaro too as you know

[0:20:52] Voice 7: these are all within the school the health center you know it's an ideal area to increase density

[0:20:57] Voice 7: but

[0:20:58] Voice 1: a lot of

[0:20:58] Voice 7: this was based on water availability and way back we consulted with all the improvement

[0:21:02] Voice 7: districts who certainly did not want to be included in this project but we did consult

[0:21:09] Voice 7: with them and so this is based on water available okay

[0:21:13] Voice 10: thank you um can i just make one comment

[0:21:18] Voice 10: i guess so i guess we're sorry i guess i just wanted

[0:21:23] Voice 5: to know that actually we'll have an

[0:21:24] Voice 5: opportunity to talk a little bit more about exactly what you're talking about later on

[0:27:28] Voice 5: Yeah, so at the June meeting, the trial was read for the first time. And there are three things that I find that are sort of outstanding for some kind of decisions in order to move forward.

[0:27:43] Voice 5: forward. One is related to, so the things that were, well there were three things, and

[0:27:50] Voice 5: one of them has been addressed and then two of them require some further discussion. So

[0:27:55] Voice 5: the one that, there was some interest in sort of a more clear commitment to maintenance

[0:28:00] Voice 5: and monitoring acceptance system in the covenant, and so that has been, that language has been

[0:28:05] Voice 5: been proposed and appears to address the LTC. The other two, the next one is the identification

[0:28:20] Voice 5: of when lot two can be built on. So there was some discussion at the previous LTC meeting

[0:28:29] Voice 5: day around uh so that the housing society has expressed uh interest in some kind of certainty

[0:28:38] Voice 5: around uh the building on lot two um so the uh the owners have a clear sense of where

[0:28:48] Voice 5: what the opportunity is there um the sort of original proposal in the covenant was that that

[0:28:56] Voice 5: lot to be built on until the amenity as defined as the housing is provided um and so that that

[0:29:04] Voice 5: leaves a little bit of uncertainty around timing um and and also it was yet to be defined exactly

[0:29:12] Voice 5: what the limitation

[0:29:13] Voice 5: of the housing being provided was going to be so that was still a little bit

[0:29:16] Voice 5: open um so there with respect to um this question it really is um there there's also been some

[0:29:26] Voice 5: discussion around what else could be considered as an amenity uh and could there be another

[0:29:33] Voice 5: another consideration of another type of amenity that could potentially allow for the development

[0:29:39] Voice 5: development on lot two to go ahead prior to the completion of the housing on lot three water was

[0:29:49] Voice 5: brought up at the last local trust community as a potential item to be discussed as an amenity and

[0:29:57] Voice 5: And since the...

[0:30:00] Voice 5: housing society has done a bit of research and staff have done some research as well and

[0:30:06] Voice 5: whatever kind of arrangement might be looked at whether it's easement or whether it's

[0:30:12] Voice 5: allowing access for water districts or other things would actually be quite a lengthy and

[0:30:19] Voice 5: complicated process to engage in and the housing society has indicated that it's not something

[0:30:26] Voice 5: that they want to uh they don't have they're not interested in having a discussion around water

[0:30:32] Voice 5: that that isn't really their obviously not their um area of focus um the other thing that's

[0:30:41] Voice 5: brought up earlier in the process was the consideration of uh of the land that they've

[0:30:48] Voice 5: indicated as protection or wetland remediation and thanks for bringing up this in terms of

[0:30:57] Voice 5: definition of what that is if the if if the LTC wants to move ahead to explore what that could

[0:31:05] Voice 5: mean staff would have to do a bit more work I have spoken with the conservancy to get an

[0:31:13] Voice 5: indication of what that process would be and and it would require um some you know very clear

[0:31:20] Voice 5: surveying and um uh like a biological survey so there's a there's a process that's involved

[0:31:28] Voice 5: uh to determine what's there and how it would be modern and what's going to and what would be

[0:31:32] Voice 5: defined as the area and all of that sort of things there is um like i said that would be quite a bit

[0:31:38] Voice 5: of process before we'd actually be able to determine what it is so to answer your question

[0:31:42] Voice 5: um there could be um an opportunity in the covenant to strengthen uh to strengthen the

[0:31:51] Voice 5: language so that the the land would not be developed on and until such time that the ltc

[0:32:01] Voice 5: is is comfortable that the housing is going to move forward or or until such time that um would

[0:32:08] Voice 5: need to be determined so the language could say something like uh you know the land is not to be

[0:32:15] Voice 5: disturbed until and that would need to be determined by by the ltc um um and again that question is

[0:32:23] Voice 5: important to address um in terms of the of the development on lot two is specifically what we're

[0:32:30] Voice 5: talking about here. Um, the other item that I identified that hadn't really sort of had any

[0:32:40] Voice 5: kind of closure around was the discussion of sunset, or what, what, what would what has been

[0:32:48] Voice 5: kind of termed a sunset call, which is what happens if nothing happens, if the housing

[0:32:52] Voice 5: doesn't go forward on on lot three on the proposed lot three. And from staff's perspective,

[0:33:00] Voice 5: I'm trying to define that I will will be challenging again there is there's some interest in questions around whether that could go into conservation land that again would be a whole process and from a legal perspective would necessitate quite a bit of

[0:33:19] Voice 5: work to figure out how that would work.

[0:33:22] Voice 5: the reality is essentially that if that land is not built on then it is because of

[0:33:29] Voice 5: the housing agreement the covenant it's really quite constrained so it really is only a very

[0:33:35] Voice 5: specific type of development that could happen there so it may end up being left and there is

[0:33:39] Voice 5: a if there's strong enough language in the in the covenant speaking to it not not being able

[0:33:46] Voice 5: to be disturbed then um essentially the interest in it being preserved would uh would be would be

[0:33:53] Voice 5: um uh would be supported um so that that's basically those are the the points so again

[0:34:00] Voice 5: i think that the two points for discussion are the main the two points for discussion are the

[0:34:06] Voice 5: sunset clause which is i think a little less complicated than the other one which is related

[0:34:12] Voice 5: related to this question around other amenity or you know what happens what what at what point um

[0:34:18] Voice 5: uh would the LTC consider um building on on the proposed lot too

[0:35:19] Voice 1: So we have a few things that we want to cover.

[0:35:21] Voice 1: I'll try not to be too repetitive in the staff report

[0:35:23] Voice 1: or the letter that we sent on Friday.

[0:35:25] Voice 1: But there's a few important notes that we want to hit on.

[0:35:28] Voice 1: And

[0:35:28] Voice 10: just so you know, not everybody in the room will.

[0:35:31] Voice 10: In fact, probably nobody but us have seen your letter.

[0:35:34] Voice 10: so so don't don't hesitate to to talk about what's the context of your response good

[0:35:41] Voice 1: so yeah i would

[0:35:42] Voice 1: just like to start by acknowledging that um sort of the the last sticky issue for moving this

[0:35:48] Voice 1: application forward is the creation of lot two and how that can be developed in relation to the

[0:35:54] Voice 1: housing or some other amenity on lot three and while it is difficult it's been difficult to

[0:35:59] Voice 1: resolve that issue unfortunately the creation of that lot is non-negotiable because of the

[0:36:04] Voice 1: the unfortunate circumstances of the McHugh family. The powers of attorney for Dr. McHugh

[0:36:09] Voice 1: don't have the power or the ability to change the contractual obligations of Dr. McHugh at this

[0:36:15] Voice 1: point, which include the creation of that lot. So unfortunately, that's what we have to deal with.

[0:36:21] Voice 1: And that's why we're having this discussion right now. And also part of the clarification

[0:36:25] Voice 1: in the letter that we sent was that the powers of attorney don't necessarily intend to build on

[0:36:32] Voice 1: lot to in the next five years. They just have a concern that the impact of an indefinite

[0:36:37] Voice 1: encumbrance on that lot might impact their obligations to Dr. McHugh, and perhaps any

[0:36:43] Voice 1: future sale of that lot. And so that's why we're having this discussion about the ability to develop

[0:36:48] Voice 1: that lot sooner than when the housing is developed. And so all that being said, I do appreciate the

[0:36:54] Voice 1: flexibility of staff and the trustees to talk about this and try and land on some kind of

[0:36:58] Voice 1: alternative that works for all parties and we also appreciate that the trustees through this

[0:37:03] Voice 1: whole process have been trying to address the concerns of the neighbors and that has led to

[0:37:07] Voice 1: some of the the really good due diligence that has happened such as the ecological assessment

[0:37:11] Voice 1: and the water management plan um and some of the results of that work has led to um the the site

[0:37:18] Voice 1: design and the building design of both lots two and three where large areas of both are going to

[0:37:23] Voice 1: be protected even when they're both developed and so what we're trying to do now is figure out a

[0:37:30] Voice 1: collaborative and ideally the simplest path forward so that the land can be resolved so that

[0:37:36] Voice 1: the society is well positioned for funding to actually build the affordable housing but so that

[0:37:40] Voice 1: watu is not so encumbered and the mackey family feels that they're able to fulfill their obligations

[0:37:47] Voice 1: um and so as staff mentioned uh the way the covenant is worded right now there are large

[0:37:54] Voice 1: areas of both lots two and three the two new lots that will be protected in perpetuity um lot three

[0:38:00] Voice 1: has and into lot two has the the wetland remediation area and lot two has a very specific

[0:38:06] Voice 1: area of the lot that can actually be built on in the future for whatever house might go on there

[0:38:10] Voice 1: in the future and so regardless of whether the affordable housing actually gets funding and is

[0:38:17] Voice 1: built there will be protected area on this land which otherwise would not exist the current zoning

[0:38:22] Voice 1: zoning of the land allows for silviculture so the land could be logged again. It could be redeveloped

[0:38:28] Voice 1: within its zoning parameters and so we sort of view the rezoning alone as an amenity by protecting

[0:38:36] Voice 1: areas of the land that wouldn't otherwise be protected. This does impact some of the concerns

[0:38:40] Voice 1: we've heard from neighbors about the stormwater runoff. Further logging and redevelopment which

[0:38:46] Voice 1: would likely make that worse whereas the way that we're proposing this development in a really

[0:38:51] Voice 1: really mindful way would protect land, it would protect the wetlands that would help with stormwater runoff, and the development of the affordable housing will take into careful consideration the runoff before construction and after construction, and will not be able to make that those impacts worse, which is sort of a standard practice these days in stormwater management.

[0:39:13] Voice 1: And so if the trustees find this approach acceptable and the wording in the covenant is strong enough that that land is considered protected and it's an amenity,

[0:39:25] Voice 1: this would allow Main Island Housing Society to secure the land as soon as possible,

[0:39:31] Voice 1: which is really essential for securing both additional pre-development funding to continue some of the due diligence and design work,

[0:39:37] Voice 1: and also the final capital funding to construct the project.

[0:39:42] Voice 1: And the impact of delaying this application further could be very real for the project because of the timing of summer holidays and then the election, even a month delay at this point could result in six months before a decision is made, because of all the other factors

[0:40:01] Voice 1: that's right here um and there's lots of momentum in bc and on the southern gulf islands right now

[0:40:07] Voice 1: in terms of affordable housing uh main island housing society is already part of several

[0:40:11] Voice 1: initiatives looking at either policy or actions to help provide affordable housing in the region

[0:40:17] Voice 1: um and who knows what's going to grow out of it it could be further funding that doesn't exist

[0:40:23] Voice 1: right now and might exist a couple years from now and achieving the rezoning and securing the land

[0:40:30] Voice 1: for the society will really help position them to be able to apply for whatever is coming down the

[0:40:34] Voice 1: line. We don't know for sure, but we've heard that BC Housing will be releasing a funding call in

[0:40:39] Voice 1: 2023. So that's sort of the big one that we know about that we would want to position for, but

[0:40:44] Voice 1: there could be others down the line as well. And as I mentioned, if this is delayed or halted,

[0:40:52] Voice 1: it could really cost the society substantially in terms of time and money, but it'll also delay

[0:40:58] Voice 1: the provision of housing indefinitely. If this rezoning isn't successful it's really difficult

[0:41:05] Voice 1: to find land for projects like this especially land that's ultimately free that a non-profit

[0:41:11] Voice 1: society can actually acquire and so without this land it'll be very difficult to realize any

[0:41:16] Voice 1: secured rental affordable housing in the near future. All that being said on that slightly

[0:41:23] Voice 1: dire note I do want to focus on the positive outcomes of this rezoning application and this

[0:41:27] Voice 1: land use change um and so the first of which is what we're discussing today and it's the

[0:41:33] Voice 1: potential protection of land on this site um we don't have final numbers it's not been surveyed

[0:41:38] Voice 1: but we estimate um with both block two and three being built out it would be four to four and a

[0:41:43] Voice 1: half acres of protected area and until the affordable housing is developed um as staff

[0:41:49] Voice 1: mentioned nothing else will will be able to go there except for affordable rental housing it's

[0:41:54] Voice 1: so constrained that no other type of development will be allowed so until that's built it'll be

[0:42:00] Voice 1: another roughly an acre protected of course the biggest positive outcome is positioning

[0:42:07] Voice 1: and a step forward for actually providing affordable rental housing on the island

[0:42:12] Voice 1: having land secured is such a benefit to the community it positions main island really well

[0:42:19] Voice 1: to apply for funding that's coming down the line but even in worst case if they're not successful

[0:42:23] Voice 1: That land is sitting there for maybe some other organization like the capital regional housing corporation, BC Housing themselves, maybe other organizations to be able to access that land for affordable housing.

[0:42:36] Voice 1: And so on that note, I would really just like to ask the trustees to consider their

[0:42:41] Voice 1: options for moving the project forward and ideally scheduling a CIN and a public hearing prior to the fall election, because that delay could have impacts pretty

[0:42:51] Voice 1: significantly on the society um about it um deborah david i don't

[0:42:57] Voice 9: know if there's anything to add

[0:43:00] Voice 9: well i i'd like to just add that what we have included in the covenant is the full

[0:43:06] Voice 9: recommendations of the um the uh ecological assessment and keith erickson's assessment

[0:43:14] Voice 9: of recommendations in there and we also have included the recommendations from the wetland

[0:43:19] Voice 9: remediation plan so that provides some of that security we believe that is desired from the

[0:43:28] Voice 9: trustees to protect the land going forward and that will be in the covenant regardless of whatever

[0:43:34] Voice 9: happens to the development on lot three i

[0:43:40] Voice 11: also wanted to emphasize one point was in the letter

[0:43:43] Voice 11: of friday which is the staff report indicated the daughters uh the mchugh's intention to build

[0:43:50] Voice 11: on the lot within five years in fact they are comfortable with a delay of five years in the

[0:43:56] Voice 11: opportunity building on lot two after subdivision type of transfer so they're happy with a fixed

[0:44:02] Voice 11: delay they're just unable to agree to an indefinite or an uncertain delay because it makes

[0:44:09] Voice 11: their planning impossible under the circumstances McHugh himself Sean McHugh himself was

[0:44:16] Voice 11: comfortably delayed because he he was happy to be honest and wait but they're in a very different

[0:44:24] Voice 11: position quite constrained by the nature of their obligations to Dr McHugh they are doing their very

[0:44:31] Voice 11: best to fulfill his generous request but it's a difficult circumstance for them to be working

[0:44:38] Voice 11: under the constraints of powers of attorney for his third affair I

[0:44:46] Voice 10: have a couple questions but

[0:44:47] Voice 10: either of you have questions well my question one question i have is i want to make sure i

[0:44:53] Voice 10: understand something because i i hear that the planner says about the judgment we need to make

[0:45:00] Voice 10: about what's an amenity and what it might look like but um in terms of the uh the remediation

[0:45:08] Voice 10: work um let's say we got a section 219 covenant we got all the language in there there's some

[0:45:14] Voice 10: there's some positive obligations involved there uh in in terms of the the uh the um

[0:45:22] Voice 10: the water remediation the wetland remediation and other things that are there

[0:45:25] Voice 10: how would that work what could what would be the the uh the action we would see if even before

[0:45:36] Voice 10: before any kind of funding was obtained

[0:45:42] Voice 10: for the actual construction of the project itself.

[0:46:26] Voice 1: affordable housing development so once funding is secured for that then sort of that positive

[0:46:31] Voice 1: of obligation comes in to do the remediation work um i think the big uh barrier to doing any

[0:46:37] Voice 1: remediation prior to the housing um is of course funding um and so so and the protection itself

[0:46:46] Voice 1: does have value as well so

[0:46:48] Voice 9: so i'd like to just jump in here when we were talking to the um

[0:46:52] Voice 9: wetland remediation specialist she was indicating that the development of the land for the affordable

[0:46:59] Voice 9: affordable housing project removing plant material and things like that were necessary

[0:47:05] Voice 9: to to begin and to initiate and fulfill the wetland remediation so our view is that until

[0:47:15] Voice 9: that land starts to be cleared for the affordable housing bill there will not be enough plant

[0:47:21] Voice 9: material to fulfill the obligations of the wetland remediation so we see them in tandem

[0:47:26] Voice 9: okay

[0:47:27] Voice 10: so so just so i'm clear to make sure i just like to repeat what i'm hearing so what you're

[0:47:31] Voice 10: saying is is that when you're asking us to consider the section 219 protection covenant

[0:47:38] Voice 10: as opposed to the act of remediation uh work as as an amenity uh here in addition to

[0:47:45] Voice 10: the project or in conjunction with the actual project that's that's what you're asking

[0:47:51] Voice 10: that's what you're suggesting as opposed to one of the things we've heard from the neighbors

[0:47:57] Voice 10: downstream is uh is that even now they have water problems and they're concerned they'll be

[0:48:07] Voice 10: they'll be um uh exacerbated by this project i'm short forming and please don't take me to be i

[0:48:14] Voice 10: know they're more concerned but that's initially in a nutshell that's one of their concerns is that

[0:48:19] Voice 10: the that the project would exacerbate and one of the the answers of the housing society to date has

[0:48:26] Voice 10: been actually we're going to make it better um because we're going to have this this water

[0:48:32] Voice 10: capture pond and all the rest of these things and uh that we're gonna we're gonna remediate some of

[0:48:38] Voice 10: the wetlands the water runoff should actually be improved despite the fact that there's a

[0:48:42] Voice 10: development there you can have your own opinion whether that's valid or not but that's one of

[0:48:48] Voice 10: the things that you've said to us uh is this and i guess i just wanted to be sure that but what i'm

[0:48:54] Voice 10: hearing is that kind of cannot occur that's making it better and again i'm paraphrasing um it can't

[0:49:04] Voice 10: occur unless the actual project goes ahead because of cost i just i'm just clarifying because that's

[0:49:09] Voice 10: where my assumption would have been but i just wanted to be sure yeah

[1:04:32] deliberation is a significant risk to the project and i recognize that trustees are

[1:04:38] need to do their due diligence to make sure that the best possible outcome happens for the

[1:04:43] community but bear in mind that extending this project makes it less it makes it significantly

[1:31:47] Voice 10: Currently, there's a higher level, a different level of conversation occurring with the LACs and about what kind of engagement they would like to see on these things, because it's a general response we're getting from them and other nations, particularly them in relation to a lot of referrals.

[1:32:03] Voice 10: else um but absolutely and i think that's a good segue into um the next item which is the uh

[1:32:12] Voice 10: suggestion from the planner that's a page 31 of the agenda about another project um over to you

[1:32:29] Voice 5: specifically presented to the LTC as a suggestion for the next step moving forward on housing and

[1:32:39] Voice 5: I mean our meeting has been focused on on housing essentially so you know it's a big topic on Maine

[1:32:46] Voice 5: as it is on many other islands and there has been you know informal conversations about housing and

[1:32:55] Voice 5: different types of housing um all that sort of thing we've um you know we've had some sort of

[1:33:04] Voice 5: staff have had some conversations with habitat humanity for example and there's been some you

[1:33:10] Voice 5: know just other other conversations about um other options to approach it so what is being proposed

[1:33:16] Voice 5: here is that uh is that the ltc support um what what staff has termed uh housing options which

[1:33:24] Voice 5: is basically the continuation of the housing policy um uh project that was initiated i believe

[1:33:32] Voice 5: in 2019 where flexible flexible housing was the one piece that was uh kind of focused on so that

[1:33:38] Voice 5: that that project did involve um a needs assessment and uh and the identification of a number

[1:33:45] Voice 5: of options this this process would consider the work that had been done before but i i'm also

[1:33:52] Voice 5: suggesting that there be a step which would be one level higher than that which would be a strategic

[1:34:00] Voice 5: that we have a strategic planning session where to initiate the project where we can involve

[1:34:08] Voice 5: members of the CRD, the Housing Society, Improvement Districts and other

[1:34:16] Voice 5: other interested members of the public

[1:34:20] Voice 5: and other groups that may be interested.

[1:34:23] Voice 5: So identify, again, needs.

[1:34:27] Voice 5: I think that's a big piece of it, how we want to,

[1:34:29] Voice 5: how maybe there's some other ways we wanna assess need.

[1:34:32] Voice 5: What do we already know?

[1:34:34] Voice 5: What are the gaps?

[1:34:35] Voice 5: And then look at the various options

[1:34:38] Voice 5: that have been kind of,

[1:34:40] Voice 5: or I mean, a number of them have been put out today.

[1:34:42] Voice 5: day. And this process can also, and should, I would suggest, include that early engagement

[1:34:51] Voice 5: with First Nations. So the other thing I wanted to point out with respect to this is that

[1:35:00] Voice 5: there was a motion from the LTC to bring the conversations around 327 Camel Bay back to

[1:35:12] Voice 5: for discussion and um and there was also interest to bring the discussion around 797 beachwood and

[1:35:19] Voice 5: there was some consideration of that being a one sort of project uh related to rezoning and because

[1:35:25] Voice 5: there's been some sort of informal ideas around uh potential contributions of land for housing

[1:35:32] Voice 5: related to that i um i'm suggesting that that uh that we go through this process before um uh

[1:35:41] Voice 5: entering into any sort of specific discussions around particular amenity contributions related

[1:35:48] Voice 5: so that's why I kind of put it on the list as part of this project it could be it could be

[1:35:55] Voice 5: and I think what this project will probably end up being is a number of smaller projects

[1:35:59] Voice 5: related to a larger project I just

[1:36:04] Voice 7: have a question which will maybe make it more complicated but

[1:36:07] Voice 7: there are certain areas that are properties that would be ideal to have um that that there's may

[1:36:17] Voice 7: not realize that there is some perhaps potential there to create if they most people that you know

[1:36:25] Voice 7: they don't want to go through they don't want to go through reasonably so um i would urge

[1:36:30] Voice 7: an opportunity to sort of sit down and look at you know look at our map and look at the bigger

[1:36:35] Voice 7: our properties are reasonable areas where waters and perhaps target a few property owners who i'm

[1:36:42] Voice 7: sure will be very upset with us but you know to send out a letter at some point that says

[1:36:46] Voice 7: you know would you be interested in coming to an information meeting or considering because i keep

[1:36:52] Voice 7: saying the end of the day our housing problems are a community problem and there's no magic bullet

[1:36:58] Voice 7: that's going to solve them unless we each person individually provides some sort of way either

[1:37:04] Voice 7: their financial donation or land so so just

[1:37:09] Voice 7: properties out there

[1:37:10] Voice 7: that we want these ones that perhaps have potential and not for small i'm not talking

[1:42:39] Voice 7: we're talking about decreasing impact on land so those two go side by side at least one doesn't get

[1:43:21] Voice 10: it's sort of more like a community meeting to discuss it tomorrow to sort of give uh some

[1:43:27] Voice 10: outline of the thoughts um et cetera so it is whereas pender serve has taken a step back a

[1:43:33] Voice 10: little bit haven't they

[1:43:34] Voice 5: yeah yeah uh i don't think they'll move on it before the election right um

[1:43:39] Voice 5: because they've had quite a large uh lub review that they've been engaged in so

[1:43:44] Voice 5: that's taken over

[1:43:45] Voice 5: most of their focus um and i just would add that um the the presentation portion of tomorrow's

[1:43:53] Voice 5: meeting on galliano will be live streamed so if you go to the website uh galliano projects

[1:45:47] Voice 10: month we we of course had have we had a meeting since trust council i think we did at

[1:45:54] Voice 10: we've had a report on that the only thing i really i want to um uh advise uh a couple things

[1:46:01] Voice 10: i'll advise on and this is for the trustees etc um uh as well i don't know the outcome but the

[1:46:09] Voice 10: director of planning uh hiring is is almost finished um my understanding is there might

[1:46:15] Voice 10: be an announcement this week as to who the successful candidate is i don't i i'm not on

[1:46:19] Voice 10: the hiring committee uh so i don't know the answer to that question um and there are other hirings

[1:46:26] Voice 10: going on as well mostly in the planning staff because salt spring has particularly had a number

[1:46:32] Voice 10: of planners leave over the last few months and so they've been trying to to work their way through

[1:46:39] Voice 10: that the other thing i wanted to say is i sit on the um from trust count paul sorry trust council

[1:46:46] Voice 10: referred the uh the trust policy statement uh work to the trust programs committee and on july the 8th

[1:46:54] Voice 10: um the trust programs committee met in most of us in person in the nine although there were

[1:47:01] Voice 10: three online as well and we had a full day go through uh of the uh the trust policy statement

[1:47:09] Voice 10: there were some um substantive suggested amendments to the trust policy statement uh including um

[1:47:20] Voice 10: removal of the uh request for the tree credit authority that's a recommendation trust council

[1:47:27] Voice 10: um uh there was a recommendation related to docs and i've forgotten what it is specifically so i

[1:47:35] Voice 10: i don't want to say in case i get it wrong i'm trying to get the brain sort of going through

[1:47:41] Voice 10: the various motions that were passed but we went through the various issues and walked our way

[1:47:45] Voice 10: through all of those various issues that have been the ones that were identified in the public

[1:47:51] Voice 10: process engagement process and the first nations process and the regional district because there

[1:47:56] Voice 10: is a very extensive um uh well you could go to the big document which is all the responses or

[1:48:04] Voice 10: you can go to the um to this the report from the consultants which is a medium-sized document like

[1:48:11] Voice 10: it's only about 160 pages but it summarizes or you can go to the staff report which does it all in

[1:48:16] Voice 10: about six um i recommend the staff report and uh but it uh it identifies the various issues that

[1:48:25] Voice 10: are were the ones that kept cropping up over and over and over again and not surprisingly they were

[1:48:30] Voice 10: docks and foreshores and well

[1:48:31] Voice 7: then the farm agricultural

[1:48:33] Voice 10: and all those in the end and the

[1:48:36] Voice 10: committee made a series of recommendations both either for more work from staff or specific

[1:48:41] Voice 10: recommendations to trust council and we're meeting again in august the 29th to see what the staff

[1:48:50] Voice 10: report comes back to do with that and there will be a report i think it became clear that there's

[1:48:55] Voice 10: not the recommendation is going to be very clear from staff not to try and get to first reading

[1:49:00] Voice 10: so um i think i think there was a lot of energy still to try and get that first reading but i

[1:49:08] Voice 10: don't it doesn't feel like it's going to be ready because a lot of the discussion is around how to

[1:49:14] Voice 10: reformat the trust policy statement because we've had a lot of feedback that it's too complicated

[1:49:19] Voice 10: I was the only person who sort of said, I'm used to reading those kind of documents.

[1:49:29] Voice 10: Anyway, so that's my report. There's everything's carrying on. Just for the everybody watching,

[1:49:36] Voice 10: the trust tends to go into a bit of slumber for a few weeks. I don't use that word. There's still

[1:49:42] Voice 10: work going on that people most of the people try to book their vacation, most LTC shut down,

[1:49:47] Voice 10: Now, all LTCs shut down most of their meetings in August, much like every municipal government.

[1:49:54] Voice 10: It's just that's the time that we sort of everybody sort of goes time for a little vacation.

[1:49:59] Voice 10: So I have an executive committee meeting on August the 3rd, which will deal with some of these.

[1:50:04] Voice 10: And then I don't have another meeting until near the end of August.

[1:50:07] Voice 10: So that's and that's to be the standard across the process.

[1:50:09] Voice 10: So if you have a little delay getting an answer from anybody, that's why.

[1:50:15] Voice 10: Trustees, who would like to go first?

[1:50:17] Voice 7: just mention the Fallow Deer Committee, which I got roped into, what, nine years ago?

[1:50:23] Voice 7: So earlier that year, that was 2013.

[1:50:27] Voice 7: Anyway, so we've had this sort of ad hoc Fallow Deer Committee that Peter got into, just being two of us, Marilyn Winterbottom, thank goodness, and myself.

[1:50:35] Voice 7: And over when COVID happened and most of our members had either moved away or left, it didn't go very far, we didn't do much.

[1:50:42] Voice 7: but it got sort of restarted this spring when I asked a resident of Bennett Bay would he like to

[1:50:49] Voice 7: join our committee of two we originally were a committee of about seven but people left the

[1:50:55] Voice 7: committee it got very frustrating and some moved away so we are now a committee of three Gary

[1:50:59] Voice 7: Caroline who is a retired lawyer and Marilyn Winterbottom and myself and we decided to

[1:51:06] Voice 7: organize a meeting and so we invited all kinds of interesting people all of whom responded

[1:51:12] Voice 7: it so i just want to read you the list of the people so we had a zoom meeting we had the

[1:51:16] Voice 7: representative main island conservancy we had the island parks commission we had a crd

[1:51:21] Voice 7: representative the local one we had a representative from the terrestrial invasive

[1:51:27] Voice 7: fauna specialist ministry of land water and resource stewardship we had stephen henderson

[1:51:32] Voice 7: from the crd we have kate emmings island's trust conservancy we found jeff whiteman who used to be

[1:51:38] Voice 7: our CRD person has now snuck off to Ministry of Agriculture. We had Jay Rees, who is assistant to

[1:51:45] Voice 7: MLA Adam Olson. We had Michael Jensen for Parks Canada, Stephanie Coulson, Parks Canada, and

[1:51:51] Voice 7: Shelley Marshall for Wildlife was the only person who chose not to participate because she's the

[1:51:56] Voice 7: lady in charge of permits and guns. But it was a good meeting, lots of conversation. It was a Zoom

[1:52:03] Voice 7: meeting. We kept it to an hour. Pat took minutes. If anyone wants to see them, I'm happy to share

[1:52:08] Voice 7: them with you we are going to meet now in person with adam olson because he couldn't be at our

[1:52:12] Voice 7: meeting the reality behind the fallow deer is the ministry of agriculture screwed us dumped us them

[1:52:19] Voice 7: on us no one within the government is willing to take full-time responsibility we were told in the

[1:52:25] Voice 7: meeting that we need a we need a leader we need money we need maryland gary and i us individuals

[1:52:31] Voice 7: individuals. So we're hoping through Adam, the government itself needs to provide funding,

[1:52:37] Voice 7: the government itself needs to provide manpower, government needs to step up. And as Dave said to

[1:52:43] Voice 7: me, say, I'm sorry. I'll leave my

[1:52:46] Voice 7: ranch about fallow deer, but we talk about, you know,

[1:52:48] Voice 7: environment on Maine Island, and I've been here for 16 years. So believe me,

[1:52:53] Voice 7: looks nothing like it did when I came, meaning there's no understory. So the fallow deer are

[1:52:58] Voice 7: real problem that we're starting to get and the mainland conservancy had already formed a

[1:53:02] Voice 7: committee so their part they've taken on into our committee and we're going to work obviously as a

[1:53:09] Voice 7: team anybody on right now that's interested so it's that and then on saturday i was invited my

[1:53:15] Voice 7: husband was actually invited to the 20th anniversary of the japanese gardens because he

[1:53:20] Voice 7: had provided a lot of the material that's in the gardens dirt rocks gravel um so they had a luncheon

[1:53:27] Voice 7: for the volunteers who built japanese gardens 20 years ago and if no one knows what they looked

[1:53:33] Voice 7: like 20 years ago there is a binder at the library with the pictures it was a big mud hole period 20

[1:53:38] Voice 7: years ago so it was really nice it was the park's mission or the japanese garden volunteers so it

[1:53:43] Voice 7: was a lovely lunch and a lot of old-timers came from albania that had moved away and

[1:53:48] Voice 7: i was delighted to be there on behalf of my husband

[1:53:52] Voice 7: been too keen on going to lunch today of course we had the quilt show on the saturday in the gardens

[1:53:58] Voice 7: and then the art display on the sunday and it's just phenomenal and it does my heart so much good

[1:54:02] Voice 7: to see that what started 20 years ago is able to continue on with all the new people that come in

[1:54:09] Voice 7: and help it's a lot of physical work so our japanese gardens are absolutely amazing sight

[1:54:15] Voice 7: well used well loved and i would say delighted to be part of that luncheon so anybody who's new and

[1:54:21] Voice 7: hasn't seen the pictures and i think they're in the museum too yeah there's two binders yeah

[1:54:26] Voice 7: because alan allen and gene were there yeah so just wanted to say that it's very exciting trusty

[1:54:37] Voice 2: one they've ever had by the nature certainly cooperated with that um there's a lot of time

[1:54:48] Voice 2: going to die off and apparently this one was the biggest and best ever so it's kind of nice to see

[1:54:53] Voice 2: new people coming on the island and sort of getting involved in these sort of community

[1:54:57] Voice 2: conditions um the only other thing i can say is you know as janine can well testify is we've been

[1:55:03] Voice 2: struggling with fairies it's the last month it's just been

[1:55:07] Voice 7: brutal

[1:55:09] Voice 2: the only thing i will say is

[1:55:11] Voice 2: we're luckier than salt spring we we haven't had cancellations but uh the overloads the the the

[1:55:17] Voice 2: latest of various is 60 90 minute late ferries is not uncommon and it's killing us is that there are

[1:55:26] Voice 2: businesses on the island such as the bistro and that that are they're dying it's just that you

[1:55:31] Voice 2: know when you go over victoria and and you're running a restaurant you've got a couple coolers

[1:55:36] Voice 2: in the back to bring back fresh seafood ferry overloads you have to sit there for six hours

[1:55:41] Voice 2: in the sun that's what kills businesses and hopefully bc ferries are on their way to

[1:55:49] Voice 2: giving us the large ferry that's tied up right now and they can't crew because

[1:55:54] Voice 2: we can't survive in a summer like this so i'll leave it at that

[1:56:03] Voice 10: It's there's a Islands Trust Conservancy report from May of 2022 here, page 42, mostly a business item.

[1:56:14] Voice 10: There's also just just two things I want to say. One is with the Conservancy, they put out a magazine called The Heron.

[1:56:20] Voice 10: And if you get a chance to look at it, it is actually quite it's quite different than this business report.

[1:56:26] Voice 10: report it's a description of their various projects and it's quite a lovely um publication

[1:56:31] Voice 10: that they put out three or four times a year and tells the various places that it talks about

[1:56:37] Voice 10: there's also um uh a reference in this staff report about the getting of the letter related

[1:56:44] Voice 10: to fallow deer here uh and and uh it does say that they passed a resolution encouraging trust

[1:56:52] Voice 10: Trust Council strongly advocate the province for implementation

[1:56:56] Voice 10: of sustained evidence-based solutions to fallow deer populations.

[1:56:59] Voice 10: So it was on their agenda as well.

[1:57:02] Voice 10: So back to the Trust Council.

[1:57:05] Voice 10: The other thing I wanted to say is I find that the Conservancy

[1:57:09] Voice 10: is unfortunately often doesn't get a high enough profile

[1:57:12] Voice 10: at the local trust committees.

[1:57:15] Voice 10: We had our annual meeting with the Conservancy.

[1:57:18] Voice 10: I'd say we, the executive committee, a week and a half ago,

[1:57:23] Voice 10: i've lost track of time the date but uh i reiterated my suggestion to them which i make

[1:57:29] Voice 10: every time we have a meet that they come to the local trust committees once a term or at least i

[1:57:34] Voice 10: said once a year they said you mean once a term and i said no once a year so we started talking

[1:57:39] Voice 10: twice a term perhaps come and talk about the conservancy be a delegation uh to a local trust

[1:57:45] Voice 10: committee so that the community can see the work that they're doing on main island or on salt

[1:57:50] Voice 10: spring or on galliano because they're doing quite a bit that's the end of our agenda is there any

[1:57:57] Voice 10: other new business from either trustee then the last item on our agenda other than to announce

[1:58:02] Voice 10: that our next regular scheduled meeting is uh september the 26th 2022 here um i expect it'll

[1:58:10] Voice 10: be a little cooler um and is that we'll have a uh the second town hall so this is an opportunity
