[0:03:16] Trustee Luckham: I always thought that, and maybe that was more intentional because we're expecting a guest.
[0:03:23] Trustee Luckham: but certainly um um it's not you know the difficult i i certainly think that maybe as
[0:03:29] Trustee Luckham: a standing item there should be that opportunity um despite it being a business meeting of the
[0:03:35] Trustee Luckham: executive committee and we do get correspondence to um direct us accordingly um so i i would
[0:03:41] Trustee Luckham: suggest that if we want to add that as a new business item as a discussion um i think it
[0:03:48] Trustee Luckham: It would be disingenuous to say, oh, well, let's have a town hall at 9.15 when nobody is necessarily anticipating it.
[0:03:57] Trustee Luckham: But unless there's something specific that we're aware of that somebody wishes to join us in a town hall component,
[0:04:05] Trustee Luckham: I would suggest that maybe we add that as a new business item to determine if we want to add it as a standing item.

[0:07:40] Trustee Luckham: we're going to provide the opportunity for directors and the CAO to provide us any updates

[0:08:00] Voice 4: morning to everyone rare opportunity today chair Luckham I get to be a director of administrative
[0:08:06] Voice 4: services and the director of trust area services so if you have questions on any of those follow-up
[0:08:14] Voice 4: action items and the answer is incomplete that will be noted and I will get back to you as soon
[0:08:20] Voice 4: as possible if there's some specifics but both of those directors are taking some well-deserved
[0:08:25] Voice 4: time off during the summer period so turning to page 12 we look at these three items here item
[0:08:34] Voice 4: Item three is there's much discussion and work going on around trustee orientation for the upcoming term.
[0:08:41] Voice 4: I thank Trustee Fass for some significant correspondence to me over the last couple of weeks on orientation.
[0:08:52] Voice 4: We'll also get to the Governance Committee, but there was a fair amount of interest at the Governance Committee as well around trustee orientation
[0:08:59] Voice 4: and their desire to have some influence on how that unfolds during our November and December meetings.
[0:09:08] Voice 4: So I can certainly answer any questions as a follow-up, but that's for item three.
[0:09:13] Voice 4: For item two, since our last meeting, there has been no communications with me from the ministry
[0:09:19] Voice 4: or advancement of the forest protection briefing at this time.
[0:09:26] Voice 4: I expect it will be tucked under the more global request that Trust Council's asked of the province around authorities, structure, governance, and geographic extent of the Islands Trust.
[0:09:40] Voice 4: So moving off of those three items, I would then turn to my general report.
[0:09:47] Voice 4: And Human Resources, I'm pleased to say, is actually moving apace for the most part.
[0:09:53] Voice 4: We have certainly some holes in the organization, but we've had some active processes, some moves, move ups within the planning department, which are.
[0:10:04] Voice 4: So we're finding some people who are coming in at an entry level and showing a lot of promise and are moving through the organization.
[0:10:12] Voice 4: So there's some comfort there then.
[0:10:16] Voice 4: So that's HR. The big thing that's happened, of course, since we last met is the Governance Committee had its first meeting, and that was last Friday from 12 till 3, attended by all of the elected Governance Committee members, one of which is on the screen right now.
[0:10:36] Voice 4: and I can report that in general I think it was a good meeting staff of course in preparing for
[0:10:42] Voice 4: governance which is almost explicitly a political consideration was what's the right word
[0:10:53] Voice 4: we offered briefings and staff reports from a really a non-recommendation type basis just and
[0:11:01] Voice 4: and hoping to anticipate some of the key things
[0:11:03] Voice 4: that the governance committee would like to discuss.
[0:11:06] Voice 4: And to that end, they went through the terms of reference
[0:11:09] Voice 4: and made some, I think, reasonable changes.
[0:11:14] Voice 4: So we will help prepare an official terms of reference
[0:11:18] Voice 4: for their consideration at their next meeting,
[0:11:21] Voice 4: and then ultimately referral to trust council.
[0:11:24] Voice 4: The same for the policy, the applicable policy,
[0:11:27] Voice 4: the council committee's policy that determines the elements associated with how meetings you
[0:11:37] Voice 4: know in to a certain degree there's minor complexity because some of the terms of
[0:11:43] Voice 4: reference elements are included in the policy so together we think that we will address those and
[0:11:49] Voice 4: and bring through some clear those two clear pieces of work for trust council to consider
[0:11:55] Voice 4: they considered things such as you know ex-officio participation by the chair
[0:12:00] Voice 4: we went through the number of um committee meetings um there's some budgetary discussion
[0:12:07] Voice 4: um just uh in anticipation of not not this current year but the year following because we're we're
[0:12:13] Voice 4: beginning to to work on our 22 23 budget our 23 24 budget um so that
[0:12:21] Voice 4: was the terms of reference
[0:12:22] Voice 4: in the policy piece um then there's some discussion around the um you know some of the two or three
[0:12:27] Voice 4: big issues one of them is uh the executive committee voting process uh that remains of
[0:12:34] Voice 4: interest to many trustees we're going to bring back some um we've got some information from a
[0:12:40] Voice 4: legal perspective we'll bring back to the next governance committee that will put them in a good
[0:12:43] Voice 4: position to make a decision but even so there's lots of ideas and i think that those will get
[0:12:49] Voice 4: drawn out a little bit when when they meet next around if not a legislative you know if not a
[0:12:56] Voice 4: legislative change around those very those specific elements associated with the voting
[0:13:01] Voice 4: of executive committee in that first in that first meeting at least some ideas around how
[0:13:07] Voice 4: people could be better informed collectively and so that's going to be part of that
[0:13:11] Voice 4: next discussion in terms of the next meeting as you can appreciate the both the summer calendar
[0:13:17] Voice 4: and the political calendar gets quite compressed.
[0:13:23] Voice 4: And of course we have trust council
[0:13:25] Voice 4: and UBCM coming up in September.
[0:13:27] Voice 4: So it's looking like September 2nd
[0:13:29] Voice 4: is the next available moment
[0:13:31] Voice 4: for the governance committee to meet.
[0:13:33] Voice 4: And at that, they're gonna talk about
[0:13:36] Voice 4: some recommendations for governance
[0:13:39] Voice 4: and some discussion of having at trust council
[0:13:43] Voice 4: a discussion on the report
[0:13:46] Voice 4: and any sort of governance issues that trustees in general want the governance committee to take
[0:13:52] Voice 4: away and do some work um i'm sure trustee patrick could uh could provide some discussion points she
[0:14:01] Voice 4: was there the election of course of course the election um occurred and maybe she can fill us
[0:14:05] Voice 4: in on the chairs and vice chairs and all those kinds of things we get to her point but of course
[0:14:09] Voice 4: that was our first order of business so that's the governance committee um last friday um and
[0:14:14] Voice 4: And lastly, we're moving into August, of course.
[0:14:17] Voice 4: I will be away starting Monday for my annual vacation,
[0:14:23] Voice 4: which I've worked through with you, Chair Luckham, in the past.
[0:14:26] Voice 4: David Marler will be the acting Chief Administrative Officer for that period.
[0:14:31] Voice 4: And of course, I'll be back and then there'll be a week.
[0:14:36] Voice 4: So I'll be away for three weeks.
[0:14:37] Voice 4: There will be a week where we prepare to get the Trust Council agenda ready for you for approval.
[0:14:43] Voice 4: and note that the governance committee is meeting once they approve that date on the very day that
[0:14:49] Voice 4: your EC agenda is produced so necessarily there's going to be a whatever they come up with that's a
[0:14:55] Voice 4: recommendation to trust council is probably going to be a late item that we'll be doing on that
[0:14:59] Voice 4: Monday Tuesday Wednesday the following week to get it that ready for you for your consideration
[0:15:06] Voice 4: And I mentioned, this is just, I mentioned, as you think of the schedule for that meeting, some time for discussion around the actual report from the consultants was something for you to consider moving forward.

[0:15:56] Trustee Luckham: And I apologize, I haven't watched the video because I've been otherwise occupied and was unable to attend the, observe the meeting electronically also because I've been otherwise occupied with family.
[0:16:08] Trustee Luckham: and um so i guess the question becomes that the orient the remarks that the governance committee
[0:16:16] Trustee Luckham: may have with respect to the orientation package clearly that is going to come very late and um
[0:16:26] Trustee Luckham: prior to our next meeting which is our last meeting to set those things in place how do you
[0:16:32] Trustee Luckham: see or understand that that might uh how that orientation package will facilitate
[0:16:38] Trustee Luckham: facilitate um and of course it's on today's agenda facilitate input from the governance
[0:16:43] Trustee Luckham: committee given their meeting schedule yeah
[0:16:46] Voice 4: um you know i look at this in terms of of where ultimate
[0:16:50] Voice 4: um decision making occurs and the good news is trust council itself doesn't approve the orientation
[0:16:58] Voice 4: of the upcoming trust council i mean we could just
[0:17:03] Voice 4: prepare it and go do it um you know presuming that
[0:17:07] Voice 4: that's um of quality and appropriate executive committee does however have that responsibility
[0:17:13] Voice 4: so you're going to have a couple of meetings prior to november um to fine-tune that so when
[0:17:19] Voice 4: the governance committee comes back with some recommendations perhaps and keeping to give them
[0:17:23] Voice 4: a break um they've got a lot of big issues and very little time to to um address you know come
[0:17:31] Voice 4: out with explicit items or recommendations. I don't know how detailed it will get,
[0:17:39] Voice 4: but I think there's plenty of time to build that in. Whether or not it's, I don't think
[0:17:45] Voice 4: orientation has to be a significant, unless you direct it, trust council discussion,
[0:17:52] Voice 4: you're developing that on their behalf. So you'll be able to fold in their information, I would
[0:17:57] Voice 4: would think okay
[0:17:59] Trustee Luckham: and you also indicated that the next uh meeting would be held at or at the same
[0:18:06] Trustee Luckham: time as the executive committee meeting and i'm just wondering about how that affects trustee

[0:18:44] Voice 4: You know, I do note that it's not like it's too late now, but, you know, we've got quite a bit of time.

[0:18:57] Voice 4: meeting on the seventh and um it's your last trust council session so there's probably not a lot of
[0:19:05] Voice 4: correct me if i'm wrong not a lot of appetite for let's do new things a new way for this last
[0:19:11] Voice 4: meeting of trust council it uh it will likely be the three-day format as usual um as we've put
[0:19:19] Voice 4: forward in the past so i think that um you don't have to really work that today and you'll see that
[0:19:24] Voice 4: when you um see the schedule coming up on the 7th we can certainly work with you chair luckham or
[0:19:28] Voice 4: even discuss some of those general elements of the telecoms in the in the upcoming month okay great

[0:20:05] Trustee Rogers (probable): large topics not to get into a lot too long of discussion about what the trust council the two
[0:20:10] Trustee Rogers (probable): two large topics for September will likely be the Governance Committee slash Governance Report
[0:20:16] Trustee Rogers (probable): and what we're going to do with the Trust Policy Statement after the TPS meets.
[0:20:23] Trustee Rogers (probable): There may be others, I may be forgetting something, but those are the two that resonate
[0:20:28] Trustee Rogers (probable): with me at the moment. So thank you for that. And I think we should carve some space out for

[0:21:49] Voice 4: and she's preparing some of that work.
[0:21:52] Voice 4: And item three, you've got today on your agenda,
[0:21:57] Voice 4: some discussion around the heritage,
[0:21:59] Voice 4: history heritage and grants and aid funding by 5,000.
[0:22:02] Voice 4: You know, we've got a couple elements to discuss.
[0:22:07] Voice 4: Mayor Mrakas, One and I apologize, because I don't I don't think we were directed to include it in this agenda, that is, the consideration of some financial amendment for.
[0:22:20] Voice 4: Mayor Mrakas, The budget in September one around computing and computers, so I might.
[0:22:28] Voice 4: to um task my my uh colleagues with uh digging up that resolution i think was at our last ec meeting
[0:22:34] Voice 4: that we have that discussion at executive committee or financial committee prior to
[0:22:41] Voice 4: trust council but i'm not sure but it's not on this agenda but i know it's an item that's coming
[0:22:45] Voice 4: up and is to be discussed at trust council um even if there's some change there that's getting pretty
[0:22:51] Voice 4: close to um our purchase window anyway but uh there's a piece that would fall out of the admin
[0:22:57] Voice 4: in services because it's a budgetary item and really that is it right

[0:30:15] Voice 2: we put together about what it means to be a trustee so that includes the remuneration,
[0:30:22] Voice 2: the kind of work you can expect to do as a local trustee, the role on council and an indication of
[0:30:29] Voice 2: the various committees including the governance committee and the islands trust conservancy
[0:30:34] Voice 2: so those packages will be on the on the regional district websites we'll also post them to our
[0:30:41] Voice 2: website as we get them so the first one we have is the capital regional district so that'll be

[0:37:13] Trustee Fast: we had a bunch of motions in front of us and we passed uh different ones asking staff um
[0:37:20] Trustee Fast: for more details before we gave a second reading and um but anyway i just wanted to mention that
[0:37:27] Trustee Fast: that there are lots of changes happening in the Agricultural Land Commission regulations,
[0:37:34] Trustee Fast: including some that we might discuss today, I don't know.
[0:37:37] Trustee Fast: And that consultant and planner, Marlis McCarger, out of Northern Office,
[0:37:44] Trustee Fast: are the most up to date within the staff at the Islands Trust, I think,

[0:39:47] Voice 11: and explanation. She presents very well and just sort of nails that level of detail
[0:39:56] Voice 11: appropriately. So I really think it's a standard we should be looking at because
[0:40:03] Voice 11: it you know she's it runs well and the questions afterwards are uh well tailored and well you know
[0:40:13] Voice 11: brought into the the conversation so um again i've been very impressed with what we've been doing on
[0:40:20] Voice 11: north pender and the staff support that's been been there because it is complex especially a
[0:40:26] Voice 11: a full land use bylaw review uh that's going to replace an entire land use bylaw is is complicated
[0:40:33] Voice 11: in these days um we had about 23 attendees and um you know like i said it was a very nice a very
[0:40:44] Voice 11: good meeting um very we our next meeting will be we'll have an in-person meeting next week
[0:40:50] Voice 11: week and then there will be a public hearing schedule oh no then there's a full day open house
[0:40:59] Voice 11: style community information meeting following the local trust committee meeting and it'll be
[0:41:06] Voice 11: really you know good to see how that works and having people in the room working the issues and
[0:41:11] Voice 11: and and so forth so I'm looking forward to that process and then the public hearing will be
[0:41:16] Voice 11: scheduled sometime in september yes i did attend the governance committee last week
[0:41:25] Voice 11: the election process for the chair and vice chair went very quickly lee middleton
[0:41:30] Voice 11: is the chair and somehow i ended up vice chair i said that was conditional on lee not missing
[0:41:37] Voice 11: seeing any meetings between now and then. But I thought the conversations were good. The CAO,
[0:41:47] Voice 11: the staff support information was good, kind of laid out some suggestions on how to frame some of
[0:41:55] Voice 11: the conversations. And that helped the committee immensely work through some of those inaugural
[0:42:00] Voice 11: inaugural issues with those, with that framework. And they did agree, and I'm sorry, I was looking
[0:42:08] Voice 11: back through my notes and I didn't write it down. They sort of, I believe there were four items that
[0:42:14] Voice 11: were sort of identified as priority items. Russ, I don't know if you, one of them was the elections
[0:42:22] Voice 11: the elections of the um executive um and i can't remember and the third and fourth one was the
[0:42:29] Voice 11: strategic planning but i can't remember the other two i didn't write that down

[0:42:41] Voice 4: so a discussion moment in trust council i think was a priority and how to set that
[0:42:47] Voice 4: and how to frame that appropriately and I think the other one was orientation for the upcoming

[0:43:11] Voice 11: Last week, a group of 23 organizations and employers on Salt Spring issued a press release
[0:43:19] Voice 11: on the speculation of vacancy tax.
[0:43:22] Voice 11: This was a non-political group that issued a press release in that morning and had national
[0:43:29] Voice 11: news coverage by that afternoon.
[0:43:32] Voice 11: The news coverage they got from that press release was amazing from the group.
[0:43:37] Voice 11: So I think we have something to learn from community organizations trying to bring attention to island issues was extremely effective.
[0:43:45] Voice 11: And I thought that the tenor that they took, they did not, you know, say put that tax in place.
[0:43:52] Voice 11: They said a version of it or something of that nature. So they left the door open as to what that was.
[0:43:58] Voice 11: with even a minister's response that day. Minister Robinson did make a statement
[0:44:07] Voice 11: that afternoon. It wasn't necessarily helpful. She just said no, and she lumped Salt Spring and
[0:44:13] Voice 11: the Southern Gulf Islands together in her statement, even though the press release was
[0:44:17] Voice 11: very clear, only Salt Spring. But anyway, I just thought I'd bring that to your attention.

[0:45:16] Trustee Rogers (probable): of bylaws, some of which are on our agenda. On Thursday, I was on Gabriola. So I had the whole
[0:45:24] Trustee Rogers (probable): suite of local trust committees last week. I have to say for the first time in my term as the Vice
[0:45:32] Trustee Rogers (probable): Chair, I boated across the Salish Sea and it was a wonderful experience because this is one of those
[0:45:37] Trustee Rogers (probable): those classic weeks where the Salish Sea is very calm and everything is beautiful.
[0:45:44] Trustee Rogers (probable): And it was, it's, so I boated and then stayed over in Silver Bay and then with Trustee Colburn.

[0:45:53] Trustee Rogers (probable): It was a pretty busy meeting on Gabriel, even though the agenda wouldn't necessarily have reflected that.

[0:46:06] Trustee Rogers (probable): there's a fair amount of of we had actually four speakers uh there's a fair amount of movement to

[0:46:21] Trustee Rogers (probable): that is far more complicated than you might imagine and staff is a little
[0:46:28] Trustee Rogers (probable): uh concerned about the amount of staff work that would go into that rightfully so um so
[0:46:35] Trustee Rogers (probable): So, but we had a number of speakers urging us to do that on Gabriela.
[0:46:45] Trustee Rogers (probable): I think one of the concerns from our point of view was,
[0:46:50] Trustee Rogers (probable): while there was a protocol now between the Museum Society and the CINEMEC,
[0:46:56] Trustee Rogers (probable): there wasn't a specific indication of support for doing this from the CINEMEC.
[0:47:01] Trustee Rogers (probable): So we're going to have some reach out to them to have a discussion related to that.
[0:47:06] Trustee Rogers (probable): um interestingly uh on the day that um uh we met there was you may have seen in the news there was
[0:47:15] Trustee Rogers (probable): the uh uh the uh entering into of an agreement between bc ferries and the tsunami um that's
[0:47:25] Trustee Rogers (probable): somewhat of a uh that sort of as an interesting evolution since our time two years ago when we
[0:47:32] Trustee Rogers (probable): We had an application from BC Ferries on our agenda that we indicated we would not process any further until we had some indication that there was some agreement or some understanding between the two.
[0:47:45] Trustee Rogers (probable): Well, that has now come to pass.
[0:47:47] Trustee Rogers (probable): They now have a formal agreement between the First Nation and the BC Ferries.
[0:47:52] Trustee Rogers (probable): I'm not sure it's the first one between First Nations and the BC Ferries, but it certainly
[0:47:57] Trustee Rogers (probable): indicated that it might have been the first.
[0:47:59] Trustee Rogers (probable): My reading of the press report indicated that.
[0:48:02] Trustee Rogers (probable): So that came up during our meeting, just as a reporting matter.
[0:48:08] Trustee Rogers (probable): And unfortunately, that signing agreement was occurring at the exact time that our local

[0:49:05] Trustee Rogers (probable): They've been using Roundup, and that has caused some concerns.
[0:49:11] Trustee Rogers (probable): And the other thing, there is a discussion going on about making a request,
[0:49:15] Trustee Rogers (probable): which I suggested might come better come through Trust Council to lobby to extend the net the
[0:49:22] Trustee Rogers (probable): proposed National Marine Conservation Area to include more northern Gabriola you remember that
[0:49:28] Trustee Rogers (probable): came up at Trust Council the question was asked and that's now gotten some legs on the island
[0:49:33] Trustee Rogers (probable): and we talked about and I suggested that the two trustees perhaps bring a motion to Trust Council
[0:49:39] Trustee Rogers (probable): as opposed to have the LTC try and pass a motion.
[0:49:44] Trustee Rogers (probable): I said, it would probably be an advocacy matter
[0:49:46] Trustee Rogers (probable): that was I suggested that via advocacy matter

[0:50:42] Trustee Rogers (probable): happening with the conservancy and um now yeah we've sort of sort of hooked the conservancy and
[0:50:49] Trustee Rogers (probable): the the uh biosphere the house on biosphere about creating hopefully creating a a celebration event
[0:50:56] Trustee Rogers (probable): that involves the squamish nation at least the squamish uh on for sandy beach because that's
[0:51:00] Trustee Rogers (probable): never occurred um that you may remember that was the 30th uh nature's reserve that uh that
[0:51:07] Trustee Rogers (probable): but there has never been a an event mostly because it all occurred during covet and so they're
[0:51:12] Trustee Rogers (probable): they're working together to try and create something that would would be appropriate and
[0:51:17] Trustee Rogers (probable): meaningful for uh uh that uh on the beach itself so that's that's happening as well that that work

[0:51:59] Trustee Luckham: et cetera. So it's interesting that those two agencies utilizing the same infrastructure
[0:52:04] Trustee Luckham: don't maybe have some collaborative understanding of what's required there. So just a bit of
[0:52:11] Trustee Luckham: information. There's a really good program that BC Hydro has for pole maintenance, and I would
[0:52:16] Trustee Luckham: consider that being a pole maintenance issue. Well,

[0:52:20] Trustee Rogers (probable): and that may be the disconnect it was a standalone telus uh structure building where they probably

[0:53:13] Trustee Luckham: to the protests and activities going on at Channel Ridge with respect to the
[0:53:21] Trustee Luckham: Rogers Communications Tower has certainly been ongoing. And so just so for those of you that
[0:53:28] Trustee Luckham: know, there was two events on the same day there. I think it was, and I don't believe
[0:53:35] Trustee Luckham: there's been any further since but i might be wrong about that um um the protesters did arrive
[0:53:43] Trustee Luckham: and block the road with vehicles um at the at the telus rogers site um we rcmp were engaged
[0:53:51] Trustee Luckham: and cleared the traffic without um without further protest um however later on that day
[0:53:58] Trustee Luckham: um another delivery truck was turned back by protesters and that delivery was unsuccessful
[0:54:03] Trustee Luckham: successful. There was no intervention by RCMP or anybody else. And certainly there's a lot of
[0:54:11] Trustee Luckham: ongoing work there. We've got a request out to legal counsel for an opinion on the information
[0:54:19] Trustee Luckham: the LTC wanted. And that is ongoing. I anticipate there'll be a conversation in the next August
[0:54:27] Trustee Luckham: August meeting, August the 9th on Salt Spring Island.
[0:54:32] Trustee Luckham: Yeah, so other than that, I've had no meetings.
[0:54:36] Trustee Luckham: And my next meeting is indeed on Salt Spring Island on next Tuesday.

[0:55:36] Trustee Luckham: Vice Chair Patrick, is a well-advanced amendments to the housing requirements on
[0:55:44] Trustee Luckham: agricultural lands in the Salt Spring Islands Trust area with respect to those amendments
[0:55:51] Trustee Luckham: that came forward from the ALC almost a year ago,
[0:55:55] Trustee Luckham: six months ago anyway,
[0:55:58] Trustee Luckham: and looking at accommodating those
[0:56:00] Trustee Luckham: and providing provisions for farm worker housing
[0:56:03] Trustee Luckham: on Salt Spring.
[0:56:03] Trustee Luckham: So there's indeed a lot of work has been going on there.
[0:56:07] Trustee Luckham: And certainly there's opportunities to share that

[0:56:13] Trustee Luckham: And really glad to hear the work that's happening on Denman,

[0:57:21] Trustee Luckham: And so just want to say that because we've had some correspondence from members of the community, and I will direct your attention to those pieces of correspondence in Section 10 of our agenda with respect to one or more of the one of the bylaws anyway, that's in our agenda package today.

[0:57:51] Trustee Luckham: So the first set of bylaws that are before us are 276, 277, 274.
[0:57:58] Trustee Luckham: And I'll ask the chair of the Galliano LTC whether you would like to present these to us or whether you need some staff support for that.

[0:58:17] Trustee Rogers (probable): although i do know that planner smith is here uh with us uh and want to uh acknowledge the
[0:58:25] Trustee Rogers (probable): uh the work uh that he has done on these uh and uh for a number of years um i i will um
[0:58:38] Trustee Rogers (probable): indicate that the the so what i can say is this is the um uh what it's called it's short form
[0:58:46] Trustee Rogers (probable): Giggers on Galliano, which stands for, it doesn't matter what it stands for, it stands for the
[0:58:53] Trustee Rogers (probable): Housing Society's application. This is the bylaws to effectuate an application to rezone a portion
[0:59:04] Trustee Rogers (probable): of what's called the heritage forest. In short form, and I want to say I'm paraphrasing and not
[0:59:13] Trustee Rogers (probable): giving you the whole lengthy explanation but the Heritage Forest was created a number of years ago
[0:59:22] Trustee Rogers (probable): I'll say 20 for and that may not be exactly accurate in as part of a subdivision that
[0:59:30] Trustee Rogers (probable): occurred and one of the ideas in that Heritage Forest declaration was the creation of that it
[0:59:37] Trustee Rogers (probable): would be at some point an appropriate location for an affordable housing project. There is
[0:59:44] Trustee Rogers (probable): controversy about what the exact terms of those and that would explain some of the letters that
[0:59:49] Trustee Rogers (probable): you have received. An application was received to rezone a portion to two hectares of the Heritage
[0:59:59] Trustee Rogers (probable): for it.
[1:00:00] Trustee Rogers (probable): to allow for a multi-unit housing project.
[1:00:07] Trustee Rogers (probable): This has been through and has been the topic of discussion
[1:00:11] Trustee Rogers (probable): for over two years at the LTC.
[1:00:16] Trustee Rogers (probable): We had a number of expert reports.
[1:00:19] Trustee Rogers (probable): We've had a number of technical reports.
[1:00:21] Trustee Rogers (probable): We've had some water reports.
[1:00:23] Trustee Rogers (probable): We've had some input regarding wildfire analysis.
[1:00:26] Trustee Rogers (probable): analysis we've had um some reports around a water management plan we've had discussions around other
[1:00:33] Trustee Rogers (probable): aspects of this at the end of the day oh and i should point out that this was um uh an application
[1:00:42] Trustee Rogers (probable): that one of the two trustees was recused from throughout that would be uh trustee wolverton
[1:00:47] Trustee Rogers (probable): so it was uh trustee rockefeller myself in fact were the uh local trust committee that made all
[1:00:54] Trustee Rogers (probable): of these all of the decisions related to this with the assistance so the ocp is that a very brief
[1:01:00] Trustee Rogers (probable): amendment to to sort of change the map and to also change uh one provision of the ocp related to what
[1:01:07] Trustee Rogers (probable): is considered to be affordable housing to change it from exclusively for affordable housing to
[1:01:14] Trustee Rogers (probable): primarily for affordable housing um then the lv the land use bylaw uh facilitates the the um uh
[1:01:23] Trustee Rogers (probable): The rezoning allows for a series of provisions
[1:01:29] Trustee Rogers (probable): to allow for a particular type of housing to occur there.
[1:01:36] Trustee Rogers (probable): And then the housing agreement is there,
[1:01:38] Trustee Rogers (probable): which contains a lengthily negotiated provisions
[1:01:44] Trustee Rogers (probable): related to housing on the island,
[1:01:47] Trustee Rogers (probable): and how to determine what is and what is not allowed to be built there
[1:01:52] Trustee Rogers (probable): and how it would be managed going on.
[1:01:54] Trustee Rogers (probable): There is also, by the way, a section 219 covenant
[1:01:57] Trustee Rogers (probable): that has been agreed to that will be entered into
[1:02:00] Trustee Rogers (probable): and placed on the land,
[1:02:02] Trustee Rogers (probable): which provides a series of environmental protections
[1:02:05] Trustee Rogers (probable): related to the development,
[1:02:08] Trustee Rogers (probable): everything from how the water is managed
[1:02:11] Trustee Rogers (probable): and how the sewage is managed
[1:02:14] Trustee Rogers (probable): and how trees are protected, et cetera, et cetera, et cetera.
[1:02:19] Trustee Rogers (probable): the major item and one of the why the lengthy way a lot of the correspondence you received
[1:02:24] Trustee Rogers (probable): although there were others and I don't want to diminish any of them but the major item became
[1:02:29] Trustee Rogers (probable): the water issue and whether it would affect the water for the the neighbors you have received and
[1:02:36] Trustee Rogers (probable): seen correspondence related to this prior to today and now you're seeing more correspondence
[1:02:42] Trustee Rogers (probable): related to that and I just want to point out and a lot of it is there that the there was an initial
[1:02:48] Trustee Rogers (probable): initial pump test and a rotter report and then there was a peer review done at the expense of
[1:02:55] Trustee Rogers (probable): some of the neighbors that's also in your package and of course the the province did its job and
[1:03:01] Trustee Rogers (probable): and reviewed all of this material and has provided a report and granted a conditional license for the
[1:03:10] Trustee Rogers (probable): water on the property all of which has led to the the trustees to conclude that the that the
[1:03:18] Trustee Rogers (probable): provisions of the trust policy statement and that we were satisfied related to that and so we passed
[1:03:24] Trustee Rogers (probable): the various motions and the bylaws and gave them the second and third reading we had a community

[1:06:47] Trustee Rogers (probable): more obvious that a little bit more flexibility related to how the funding was provided.
[1:06:54] Trustee Rogers (probable): So now would be required in order to make sure that these are to allow the applicants to provide apply for other types of funding.
[1:07:03] Trustee Rogers (probable): So the formula, the housing agreement now provides for minimum or maximum income levels and ensuring that on average, the rental is below the 30 percent at or below the 30 percent of average income in the Southern Gulf Islands.

Anyway, this was this was a lot of work to get to this point, and is reflected in other applications on both main island and, and on on actually on Galleon. So anyway, thank you. [1:46:50] Voice 4: are part of the orientation process one is for instance governance in the context of governance
[1:46:56] Voice 4: elected official staff interactions how decisions are made how decisions made at a local trust
[1:47:04] Voice 4: trust committee level does trust council itself have a role in assisting with some standards
[1:47:10] Voice 4: with regards to those processes and traditionally the CAO provides that initial work and orientation
[1:47:19] Voice 4: to trustees and and that will be an opportunity for for some some more advice from the governance
[1:47:28] Voice 4: committee uh we did go to all trustees and now i think a couple of times asking whether they had
[1:47:34] Voice 4: any thoughts and we got uh we're starting to get uh maybe four or five different suggestions some
[1:47:39] Voice 4: of which is in this report but but even now trustee fast has sent me some really good ideas
[1:47:44] Voice 4: that i would think would go into that into this process ultimately so turning to the report itself
[1:47:49] Voice 4: on page 182 of your agenda you know what did we do last time and we did a lot and maybe doing a lot
[1:47:57] Voice 4: isn't always the best thing um certainly you get the information across but uh um as it was
[1:48:05] Voice 4: constituted um four years ago there was essentially 20 different sessions over the two meetings that
[1:48:10] Voice 4: we went through and here's some examples of of key information that needs to be provided
[1:48:15] Voice 4: um the big picture trust area services council roundtable what's important you know the sort of
[1:48:21] Voice 4: conflict bias and freedom information some of the practical elements associated with that
[1:48:26] Voice 4: And then the second meeting, which will be replicated this time around, is a slow move to more specificity, particularly with budgeting, because we're fairly advanced in the budget cycle when we get to December.
[1:48:40] Voice 4: And really the next time council meets, they're deciding on the budget.
[1:48:45] Voice 4: So that second session has that sort of administrative budget element associated with it.
[1:48:50] Voice 4: We did have also three separate planning, local planning sessions.
[1:48:54] Voice 4: So each of the regions sat as teams and talked about, you know, when we're in an LTC meeting, how we're making decisions, how do we respond to staff, how do we receive staff reports, those kinds of things.
[1:49:07] Voice 4: And, of course, as we all know, we developed a starter kit for each trustee, which was either installed on a computer or made available through web dev.
[1:49:15] Voice 4: So what worked? Material was generally pretty comprehensive and accurate.
[1:49:20] Voice 4: The budgeting, I think it led us to a decent budget process and generally at the time, our notes say the trustees appreciated the quality of the information and the presentations and there was appreciation for the starter kit initially.
[1:49:34] Voice 4: What didn't work was, well, the trustees didn't return to the starter kit that much, so it might need a tweak in terms of its relevance.
[1:49:42] Voice 4: I still think it's a vehicle that is a good reference vehicle.
[1:49:46] Voice 4: um but uh globally there was the feeling there's just too much information and perhaps that
[1:49:52] Voice 4: information is then left with the trustees and there isn't opportunities to return to it and
[1:49:57] Voice 4: with respect to everyone involved certainly over the four years there were examples of um trustees
[1:50:03] Voice 4: perhaps either um in the in conducting their their affairs may or may not have um all trustees
[1:50:12] Voice 4: to or utilize the information in the starter kit as they did some of their local trust
[1:50:19] Voice 4: committee business and trust council business.
[1:50:21] Voice 4: So there is some room for improvement.
[1:50:25] Voice 4: Too much too soon.
[1:50:26] Voice 4: And of course the governance report of 2020, there was some, the consultant said that they
[1:50:32] Voice 4: talked to all the trustees who said they didn't remember having orientation.
[1:50:35] Voice 4: So as a consequence, if you take that at face value, where's our level of effectiveness?
[1:50:40] Voice 4: So moving into what are we going to do new? We'll start with the starter kits. We'll perhaps rename that, reimagine that document a little bit, condense it, make it more relatable, provide a paper copy, but have it as a touchstone for the future, an updated version.
[1:51:03] Voice 4: certainly now whereas before we never had really much of an electronic capacity we have the ability
[1:51:09] Voice 4: to now use e-meetings in a non-trust council session to deliver some of this work so the
[1:51:17] Voice 4: intention would be outside of the trust council meetings develop a series of either vignettes or
[1:51:23] Voice 4: sessions with trustees that are recorded that they could return to around training on various items
[1:51:30] Voice 4: and that's the same process we can undertake for the regional teams instead of necessarily
[1:51:34] Voice 4: bringing everybody together in the northern all the new elected officials and returning
[1:51:40] Voice 4: elected officials in the northern office into one place we could hold an e-session
[1:51:44] Voice 4: associated with those things so I think that's going to provide a bit more flexibility
[1:51:49] Voice 4: you know there we often talk about a well-versed and long-standing trustee sitting beside someone
[1:51:57] Voice 4: someone who's half of this information is brand new and we always say that you know everyone
[1:52:01] Voice 4: should be on in the canoe rowing together well maybe we've taken that a little bit too literally
[1:52:06] Voice 4: and there could be an opportunity for um some basic sessions that are just for some of the
[1:52:11] Voice 4: new trustees um to get up to speed and then return to the to the larger um you know plenum if you
[1:52:17] Voice 4: will or the larger group to to nuance that a little bit um so those are some of those ideas
[1:52:23] Voice 4: is so from here it's more building in some of the commentary we've received from trustees it's
[1:52:30] Voice 4: ongoing and the second part is to receive some input from the governance committee and we'll
[1:52:35] Voice 4: see where they're at and overall I would suggest that staff would still there's a complexity
[1:52:43] Voice 4: associated with the islands trust that bringing in a consultant just day one when staff don't
[1:52:50] Voice 4: They don't know the staff, basically. And then for me to turn it over to a new person in the first meeting just seems hollow.
[1:52:59] Voice 4: So I think we would remain with the concept of staff delivering these initial sessions and staying mindful of bringing in some external expertise to assist as well.
[1:53:10] Voice 4: But it's also a way for us to get to know the elected officials and them to get to know the staff as well.
[1:53:16] Voice 4: and and they get to see how the staff operate and hopefully that leads to some good conclusions
[1:53:23] Voice 4: so the idea would be instead of say 20 sessions we narrow those down to maybe seven or eight
[1:53:29] Voice 4: re-bundle them they would still have some detail associated with them but instead of having that
[1:53:35] Voice 4: many sessions on things that could be done later maybe the minor administrivia it would be broader
[1:53:42] Voice 4: Mayor Mrakas, Seven or eight broader sessions, I think, to get us going then moving into the budget process and i've made some basic suggestions on what those things could be obviously governance First Nations and reconciliation, where the trust is.
[1:53:55] Voice 4: Mayor Mrakas, There the work we've done in the last four years and generally the expectation moving forward talking about the Council committee system, how to make good decisions, both at a.
[1:54:05] Voice 4: federal and a and a regional level we have to go through conflict of interest and freedom
[1:54:10] Voice 4: information and confidentiality because those are the practical things that right off the bat we
[1:54:14] Voice 4: need to be needs to be workable inclusion diversity and then moving into budget and finance
[1:54:21] Voice 4: that could change but i thought that this overview report would just give you some context
[1:54:27] Voice 4: i don't feel compelled to get this ready for september trust council we could certainly
[1:54:32] Voice 4: generally report that we're working on this depending on where you want to go but this is
[1:54:37] Voice 4: work for us over the next couple of months there is some general local government training that's
[1:54:44] Voice 4: provided regionally and last year I think it was it might have been a squamalt that hosted
[1:54:54] Voice 4: a session for local government officials I went to it and various consultants speak I believe
[1:55:00] Voice 4: leave um chair luckham was at it but i'm not completely i don't remember quite accurately
[1:55:05] Voice 4: um and i don't know whether that's going to be a good offering it's held so quick it's
[1:55:11] Voice 4: it's right it's the first week after the elections you haven't met as a body yet
[1:55:16] Voice 4: um so i don't think that's the value we certainly have the opportunity to bring in some um some
[1:55:23] Voice 4: expertise executive committee and council chairs i think would benefit from having an external
[1:55:28] Voice 4: a person come in there's uh as we all know there's added responsibility and challenges associated
[1:55:33] Voice 4: with being a a council chair or a member of executive committee so maybe some of that outside
[1:55:39] Voice 4: expertise would be helpful and then the last thing i would say is building into this these first two
[1:55:44] Voice 4: sessions um and maybe this is where your advice over the next couple of meetings over the next
[1:55:49] Voice 4: month or so would be valuable the ability for trustees to speak with each other get to know
[1:55:55] Voice 4: each other a little bit better create a little more air in the room um around those first meetings
[1:56:00] Voice 4: as opposed to just sort of getting too much information out so with that that's the briefing
[1:56:05] Voice 4: in my overview and i thank you for that and if you have any direction from me um i'll take it
[1:56:13] Trustee Luckham: okay excellent thank you ross so uh the uh vice chair patrick uh let me see your hand up you may

[1:56:20] Voice 11: i will be discussing this i'm sure at the governance committee but i'm intrigued
[1:56:27] Voice 11: by every municipality does their strategic planning retreat early in the um process
[1:56:37] Voice 11: and i'm wondering if there's some sort of a combination of you know whether we call it a
[1:56:44] Voice 11: retreat or what but um i think some of the you know getting to know each other getting to work
[1:56:49] Voice 11: on issues and you know sprinkled with with some um learning opportunities in in a concentrated
[1:56:58] Voice 11: rated strategic planning exercise rather than being you know split up over the time in which
[1:57:03] Voice 11: that we've done it in the past so I really encourage us to think you know would that be
[1:57:09] Voice 11: beneficial or not I
[1:57:11] Voice 4: have some initial thoughts for that many of the you know I think that
[1:57:16] Voice 4: generally I think most municipalities take about six months to a year to adopt their
[1:57:21] Voice 4: strategic plan depending upon what kind of turnover they have the strategic plan
[1:57:25] Voice 4: plan has a carryover effect. It's not just owned by the current council. We could accelerate that
[1:57:33] Voice 4: process into March. The challenge we've got is this group of trustees, some of which have never
[1:57:41] Voice 4: done strategic planning, will be making a budgetary decision in March. And to what degree have they had
[1:57:50] Voice 4: a discussion around strategic priorities and what they would fund? Essentially, they're taking
[1:57:55] Voice 4: the material that's been the ongoing strategic plan could we have a specific strategic planning
[1:58:04] Voice 4: session somewhere between January and March I guess that's possible or could we have it in
[1:58:12] Voice 4: March in preparation for the rest of the year that that is also possible EC is going to really the
[1:58:20] Voice 4: the new EC is really going to be leading that process of when they want the
[1:58:24] Voice 4: strategic plan to really take flight.
[1:58:32] Voice 6: Very good.

[1:59:26] Trustee Fast: just because as a new trustee reflecting it was a challenge for me to participate in the first few
[1:59:34] Trustee Fast: sessions of trust council partly because I hadn't even been to it well I've been to one local trust
[1:59:41] Trustee Fast: Committee meeting of Gambier-Keats before I was elected originally. And the lingo business matters
[1:59:53] Trustee Fast: around not just the acronyms, but what's a project and what's a priority and some of the terminology.

[2:01:19] Trustee Luckham: planning and and then of course the strategic planning is connected to the budget um and just
[2:01:26] Trustee Luckham: wondering what's the perception in other governments about that initial budget which a new
[2:01:33] Trustee Luckham: council of any sort brings in and the ownership of that budget with the continuance of business
[2:01:40] Trustee Luckham: and indeed investing in future ambitions in terms of strategic direction that relationship
[2:01:48] Trustee Luckham: Because I sort of seem like to think that we need to get a budget, but that doesn't tie us down to a strategic plan element at that early stage, although obviously there are implications.
[2:02:03] Voice 4: Yeah, in a traditional municipal setting, the new council's meeting weekly.
[2:02:09] Voice 4: So there's a lot of opportunities for refinement.
[2:02:14] Voice 4: trust councils you can appreciate we're putting an extra meeting in as it stands right now um we're
[2:02:21] Voice 4: putting a december meeting in as well where essentially we're getting people contextualized to
[2:02:26] Voice 4: to what they want to do so the structure of the trust is is is challenging in terms of getting
[2:02:30] Voice 4: that um and the council would have to um so they're inheriting like you did the previous
[2:02:41] Voice 4: Mayor Mrakas, The previous Council strategic the conclusion or the ongoing elements, because they've been thought through and budgeted to FPC and so forth, the strategic elements from the previous term can certain elements be included, yes.
[2:02:56] Voice 4: Mayor Mrakas, I would say, with this upcoming Council, they will have a significant question in front of them, and that is their only strategic item might be interaction with the province around the request for.
[2:03:09] Voice 4: for consideration of the governance structure,
[2:03:15] Voice 4: geography and authorities of the Islands Trust.
[2:03:19] Voice 4: That itself could be a significant piece of work.
[2:03:22] Voice 4: So, and how that relates to the strategic direction
[2:03:26] Voice 4: of the organization, of course, is fundamental.
[2:03:29] Voice 4: So I think we're going to be very alive to this
[2:03:31] Voice 4: as we move forward, this new group will.
[2:03:35] Voice 4: So what will happen at a committee level at least
[2:03:38] Voice 4: is um it's traditional put placeholder funding um in place on at some level um so that each of
[2:03:46] Voice 4: the committees could undertake some strategic directions of trust council but i mean this is
[2:03:54] Voice 4: a great conversation this is a great topic you know do you think you can determine a strategic
[2:03:58] Voice 4: direction for the next four years between december and march of 2021 uh 2023 um three
[2:04:09] Voice 4: or not yeah so that is uh there's a unique element associated with the um with the trust
[2:04:17] Voice 4: next structure yeah
[2:04:21] Trustee Luckham: maybe just a follow-up question on that and i apologize vice chairs
[2:04:25] Trustee Luckham: because the other thing is the budget preparation has begun and indeed LTCs which is the other
[2:04:34] Trustee Luckham: element of this have their own sort of strategic plans to some extent some more developed than
[2:04:38] Trustee Luckham: others but certainly projects have been advanced with that expectation that they would be funded
[2:04:44] Trustee Luckham: but obviously those may or may not necessarily reflect an incoming LTC member and obviously
[2:04:52] Trustee Luckham: see I'm differentiating here between a council strategic plan and an LTC strategic plan but I
[2:04:57] Trustee Luckham: don't think we can divorce them because they end up working hand in hand do you have any remark on

[2:05:41] Trustee Rogers (probable): thought process to try and figure out what those gaps might be or what what they would like what
[2:05:46] Trustee Rogers (probable): some trustees would like to see in the way they learn and everybody learns differently
[2:05:50] Trustee Rogers (probable): differently um and some don't ever learn um and uh so um the only what I guess what I would say
[2:05:59] Trustee Rogers (probable): is um I agree I don't think you can develop a strategic plan short of locking trustees
[2:06:07] Trustee Rogers (probable): uh into a series of meetings in January for a week um and saying go work out a strategic plan
[2:06:15] Trustee Rogers (probable): but even then there'll be trustees that really don't know enough about the organization and
[2:06:19] Trustee Rogers (probable): haven't heard from their communities to know what they think the strategic plans might be there'll
[2:06:24] Trustee Rogers (probable): be some that that are elected that have uh you know have voiced an agenda and what they would
[2:06:30] Trustee Rogers (probable): like to work on which is fine but there'll be others that have that would want to give it some
[2:06:36] Trustee Rogers (probable): thought so that's problematic and i can remember my very first budget is it was a bit of a
[2:06:42] Trustee Rogers (probable): okay let's just pass a budget um the first time around because we didn't really understand the
[2:06:49] Trustee Rogers (probable): and we're relying on the existing trustee returning trustees um if the things i would
[2:06:56] Trustee Rogers (probable): say about training is the things that i can besides the fact that it's incredibly important
[2:07:02] Trustee Rogers (probable): to emphasize the the dual nature of the role of a trustee and i know you know that um uh both
[2:07:11] Trustee Rogers (probable): their local trust committee and their obligations to the trust council um i think we should give
[2:07:16] Trustee Rogers (probable): some thought to how we how we enforce that because that's been a frustration not just for us as
[2:07:22] Trustee Rogers (probable): as as the executive but i've had a number of local trustees that have expressed frustration about
[2:07:28] Trustee Rogers (probable): trustees who don't seem to appreciate the dual nature of the role and that they need to not just
[2:07:34] Trustee Rogers (probable): focus on their local trust issues but also on the trust council generally and maybe we need to
[2:07:40] Trustee Rogers (probable): change the policy around that and maybe that should be part of a discussion at the origin
[2:07:44] Trustee Rogers (probable): at the when people are fresh and at the beginning and and have an opportunity to discuss what they
[2:07:51] Trustee Rogers (probable): would like to see from uh their fellow their i shouldn't use the word fellow that's a their
[2:07:56] Trustee Rogers (probable): their co-trustees about um about that the other thing i and i don't know how to do this but i
[2:08:02] Trustee Rogers (probable): think just some training around the thing that i think trustees often struggle with and continue
[2:08:07] Trustee Rogers (probable): to struggle with to the end of their terms is um how to draft a motion um uh the uh and even some
[2:08:19] Trustee Rogers (probable): tips around uh well draft something in advance and have it ready and you can always amend it but get
[2:08:27] Trustee Rogers (probable): but don't try the try and draft it on the flight because not everybody can do that um there are
[2:08:34] Trustee Rogers (probable): some trustees that can um i draft a lot of motions on the fly but um but a lot of trustees can't and
[2:08:42] Trustee Rogers (probable): it's not and it and it causes angst i've seen a lot of trustees sort of freeze because they don't
[2:08:49] Trustee Rogers (probable): quite know how to draft a motion um and uh it's it really does sort of slow the process but if they
[2:08:57] Trustee Rogers (probable): can get some tips in the trade about how to do that it's as simple it honestly it's as simple
[2:09:03] Trustee Rogers (probable): as uh that is that trustees um just freeze i've seen them do it and it's it's even even some of
[2:09:12] Trustee Rogers (probable): the best trustees so um that's the only suggestion i have and i thank you for your work on this i
[2:09:17] Trustee Rogers (probable): think it's very thoughtful and um and we'll we'll go a long way to uh making the whole process

[2:10:18] Voice 11: I don't remember which venue we were at, but the doors were paper thin, and there was a group of trustees walking down to the Trust Council meeting one morning, and I overheard a couple of them saying, if I can't get, you know, something for my local trust area at this table, I'm not coming.
[2:10:31] Voice 11: you know so there was a complete misunderstanding of what is trust council and what is the purpose
[2:10:37] Voice 11: of that and i and i think that needs to be established very early on and the reasons for
[2:10:43] Voice 11: coming to trust council that this is you know that duality of the role is important and and maybe
[2:10:50] Voice 11: maybe we need to have some regional context you know you talked about you know trying to get
[2:10:56] Voice 11: people together in the various areas but we need breakout sessions where this group of islands
[2:11:00] Voice 11: those group of islands and those group of islands to you know to to force them to work together on
[2:11:05] Voice 11: some of the regional concepts as well at the trust you know tables but
[2:11:09] Voice 8: try
[2:11:11] Voice 11: things new i'm all for
[2:11:12] Voice 11: anything we can try it okay
[2:11:16] Trustee Luckham: yeah so my own remarks on the broader view of this is that
[2:11:23] Trustee Luckham: the there needs to be emphasis on a few areas and i think the code of conduct is one of the ones that
[2:11:31] Trustee Luckham: the top of my list to understand what that means, understand what our jurisdiction is,
[2:11:37] Trustee Luckham: how application processing works, and in no particular order, by the way,
[2:11:45] Trustee Luckham: is that what the DRIPA responsibilities are. You know, we've changed the culture of the
[2:11:50] Trustee Luckham: Islands Trust and taking those responsibilities seriously, and that needs to be understood about
[2:11:55] Trustee Luckham: the whys and wherefores. It does occur to me, however, in the conversation that I'm hearing
[2:12:01] Trustee Luckham: here now, and I'm totally, you know, actually, I think that every one of these generations of
[2:12:07] Trustee Luckham: these things that I've done has always been good and has always been improved. What doesn't seem
[2:12:14] Trustee Luckham: to change is the level of participation that new and old trustees, how actively involved they get
[2:12:24] Trustee Luckham: and how much energy they put into learning and being sure that things that they thought they knew
[2:12:28] Trustee Luckham: maybe should be rethought with respect to how that it may or may not be.
[2:12:33] Trustee Luckham: I'm very, very much interested in what the governance committee has to help us in this process.
[2:12:39] Trustee Luckham: I think that that's important because, indeed, they're following on the negative report that that received,
[2:12:46] Trustee Luckham: despite the fact that significant effort has gone into this over the years.
[2:12:50] Trustee Luckham: Two things that I think are maybe new-ish ideas for me anyway is not only this orientation at the council level, but a refresh or some kind of orientation at the LTC level.
[2:13:05] Trustee Luckham: Because, indeed, there's as much complexity there with advancing things and bringing them to council for support, et cetera, as anywhere.

[2:15:53] Trustee Luckham: than most. I think that's important to recognize. But certainly there are changes that as a result
[2:16:01] Trustee Luckham: that elections bc has put into place as well as provincial regulation changes with respect to code
[2:16:07] Trustee Luckham: of conduct and expectations on those and i guess that should be well understood that um those
[2:16:14] Trustee Luckham: difficulties in local governance are obvious to the province and there is a pro they are trying
[2:16:20] Trustee Luckham: to help improve that process as well and videos was the one thing that they thought was helpful
[2:16:25] Trustee Luckham: helpful. But obviously, it's not necessarily for the elected to actually represent candidate
[2:16:33] Trustee Luckham: orientation, right, which was one of the recommendations, because obviously, there's a
[2:16:38] Trustee Luckham: body, obvious, but how it is that we get material out there that for the elections can't for
[2:16:45] Trustee Luckham: candidates to understand what their commitment is. And reflecting on what Trustee Patrick said is
[2:16:51] Trustee Luckham: that she had overheard that if I don't get this, then I'm walking.
[2:16:57] Trustee Luckham: That wasn't your language. That's my language, because I've heard that, too.
[2:17:01] Trustee Luckham: And and indeed, we need to know what the candidates should expect when they get elected.

[2:18:17] Voice 4: Mayor Mrakas, There hasn't been a lot of structure associated with that we've had a policy that's been amended, a couple of times, but you can see that there haven't been as many rules and guardrails that would or or a long term process that would likely result in a more ordered decision, and what would some of those be instead of having sort of an ad hoc process that is built out of just applications on an as and when basis, to make sure that we're doing the right thing.
[2:18:47] Voice 4: have a more structured time frame associated with it to have evidence of a of a specific amount
[2:18:55] Voice 4: a bit of a I wouldn't say narrowing but a definition of who could apply or not apply

[2:19:09] Voice 4: you so what's being prevented provided here is an intake period and a decision-making period
[2:19:17] Voice 4: and I guess the biggest part is the intake period by April 30th so you know that's just post budget

[2:41:00] Trustee Rogers (probable): about this short of doing the kind of work of analysis that i think is unnecessary and we don't
[2:41:07] Trustee Rogers (probable): have the resources for it that's my view

[2:41:17] Voice 11: as I talked about at our last meeting, this report is fine for where we are. I think this
[2:41:23] Voice 11: is an area we have a lot of work to do in. And I know when we talked about the communications
[2:41:28] Voice 11: planning and so forth that we had, and I look at my experience in corporate companies and so forth,
[2:41:35] Voice 11: but there's always an external affairs that deals with a whole host of things, government relations
[2:41:41] Voice 11: relations and partnership building and all these different aspects. And I think we need to spend
[2:41:50] Voice 11: more time when we have a strategic objective to do something. Step one, who are the partners that
[2:41:57] Voice 11: we need to be with? What is our relationships with those partners today? Is there a partner
[2:42:00] Voice 11: missing at the table? And that would become the advocacy to either get that partner there or what
[2:42:05] Voice 11: that is. I think we have the opportunity to make it far more measurable and far more strategic
[2:42:09] Voice 11: as we go forward.
[2:42:11] Voice 11: I see something very different from when a delegation
[2:42:14] Voice 11: comes in and says, you know, please stop, you know,
[2:42:17] Voice 11: using rat poison across the Gulf Islands.
[2:42:20] Voice 11: And we write a letter saying, you know,
[2:42:21] Voice 11: we support what this other group is doing versus, you know,
[2:42:25] Voice 11: we have a program on that and that we need, you know,
[2:42:28] Voice 11: to partner with somebody to deliver on that in our work.
[2:42:32] Voice 11: So I think this is an area that I'm personally interested
[2:42:36] Voice 11: in seeing us develop far more strategically
[2:42:40] Voice 11: as we move forward.
[2:42:41] Voice 11: I think Russ, you mentioned one saying,
[2:42:44] Voice 11: gee, if I wasn't running around putting out fires,
[2:42:46] Voice 11: I'd be spending more time, you know,
[2:42:48] Voice 11: building relationships with other government agencies
[2:42:52] Voice 11: and all those things.
[2:42:53] Voice 11: And I think that's a fine example of where, you know,
[2:42:55] Voice 11: we need to make sure we're making space for that
[2:42:57] Voice 11: and truly, you know, moving the dial.
[2:43:01] Voice 11: Because right in our mandate, it says,
[2:43:03] Voice 11: preserve and protect in cooperation with,
[2:43:07] Voice 11: We can't do any of our work without cooperating with others to be most effective, and to me that's, you know, what the advocacy needs to grow into.
[2:43:17] Voice 11: So I think this report, like I said, is adequate. It's great of where we've been, and I think it'll form a good step of as we, you know, think strategically in the next new term.
[2:43:28] Trustee Luckham: Okay, thank you. So my own remarks on this is somehow I hadn't thought of it before, but
[2:43:39] Trustee Luckham: I think the external affairs has a nice ring to it and indeed is more reflective on what advocacy is
[2:43:52] Trustee Luckham: is and how it might be conducted. I think that this report is sufficient without creating yet
[2:44:03] Trustee Luckham: another method of analysis, which may not be simple, to determine the efficacy of all the
[2:44:10] Trustee Luckham: advocacy that we have done. I would say much of it is effective if only influencing other things
[2:44:19] Trustee Luckham: happen that we don't necessarily have control or get recognized for contributing to. I note that
[2:44:26] Trustee Luckham: some think that we should walk away completely from advocacy. But when you look at this list
[2:44:33] Trustee Luckham: of things that we have advocated for, council brings those things to us, and we do it on their
[2:44:39] Trustee Luckham: behalf. And I think that broadly, council would not be happy with not being stifled on being able
[2:44:46] Trustee Luckham: able to advocate for things that are important in their communities and even globally outside
[2:44:52] Trustee Luckham: of our jurisdiction. I just did the letter for, anyway, there's lots of letters that have been
[2:45:00] Trustee Luckham: processed this last week or so. And thank you, Lori, for bringing those to me that are advocacy.
[2:45:06] Trustee Luckham: The governance review also, I will reflect on, noted that we should be seeking more opportunities
[2:45:12] Trustee Luckham: to collaborate and cooperate with other agencies
[2:45:15] Trustee Luckham: in bringing those folks into our process.
[2:45:18] Trustee Luckham: Well, if that's not advocacy as well, I'm not sure what is.

[2:48:16] Voice 4: the islands trust and our policy and our political interest and while we can live with
[2:48:23] Voice 4: some level of gap right now I think collectively the organization would acknowledge that the gap
[2:48:30] Voice 4: is significant and has remained significant I think we've made progress this term because many
[2:48:35] Voice 4: of the projects are sort of tied to strategic elements but we're left with a policy framework
[2:48:40] Voice 4: that has ltcs identifying 39 different individual work program projects add to that each of our five
[2:48:50] Voice 4: committees now being able to have let's say a minimum of three so that's a further 15 taking
[2:48:56] Voice 4: us into the 50s and that's excluding any strategic policies directions work programs of um of the
[2:49:05] Voice 4: the trust council through a strategic planning process which may take us into the 60s 70s or 80s
[2:49:11] Voice 4: in terms of the number of projects we did so this is an act an action to set the table for the next
[2:49:18] Voice 4: trust council I realized that this everyone's got three projects concept has been on paper
[2:49:24] Voice 4: since 1992 I will point out that even though you can identify three it doesn't necessarily mean
[2:49:33] Voice 4: So there's some there's an arbitrary element associated with this.
[2:49:38] Voice 4: I also think that we need to collectively acknowledge there are differences, respectful differences between the work units and the LTCs at the Islands Trust.
[2:49:48] Voice 4: I would submit that Salt Spring Island is a different, has some different elements associated with it, associated with its makeup, its citizenry, geography, etc.
[2:50:01] Voice 4: etc. So this policy is hoping to build on the on the work that Trust Council did when they amended
[2:50:11] Voice 4: 591 at last Trust Council, which they saw twice, which was establishing of minor, major and
[2:50:17] Voice 4: extraordinary project categories, establishing the regional planning team as an entity, and
[2:50:24] Voice 4: that the difference between regional planning efforts and local planning team efforts. And we
[2:50:29] Voice 4: We hope that some of these changes will reflect a better working environment.
[2:50:33] Voice 4: This policy amendment in front of you is the next step.
[2:50:37] Voice 4: And right at the bottom of 213 is a number of policies for us to, we think, do the work that we need to do well or better that would need some consideration.
[2:50:47] Voice 4: and you can see that for three two a and b um the amendment needed is to it's recommended that we
[2:50:54] Voice 4: reduce the number of projects allocated to each committee to move towards a project model that
[2:50:59] Voice 4: prioritizes regional ltc cooperation and overlap accordingly we've got two policies that address
[2:51:06] Voice 4: this and they're attached here in a rewrite fashion and it would the key elements of these
[2:51:15] Voice 4: changes are it would remove the specific number of projects for ec and council committees and what
[2:51:20] Voice 4: that means is the real world would set what those priorities are in funding and work would get done
[2:51:28] Voice 4: in a not necessarily a sequential manner but a relatable manner over the course of the term as
[2:51:34] Voice 4: new projects came on and others faded off it would be the responsibility of the committee to determine
[2:51:41] Voice 4: the appropriate action which i would think is a function of a governance committee is to
[2:51:46] Voice 4: effectively manage its resources and then for ltc's a change from three projects each to one
[2:51:54] Voice 4: minor project so one local based project of ltc level at a time and a secondary project that's
[2:52:02] Voice 4: either major or extraordinary that would reflect the rotational ocp amendments that are so needed
[2:52:09] Voice 4: at the islands trust that have been referenced in the governance report and that will start us
[2:52:16] Voice 4: in a process of actually modernizing our ocps in an appropriate manner over a two three five seven
[2:52:24] Voice 4: ten year time frame and link addressing our earlier conversations link the trust council
[2:52:32] Voice 4: function and the local trust committee function at the islands trust better also noted here is
[2:52:38] Voice 4: that recommended that salt spring ldc um just due to some of the factors i've said early would
[2:52:44] Voice 4: continue to have three projects based on its population and um i think most would acknowledge
[2:52:51] Voice 4: some of the different factors at play um for that island so this is i i i'm hoping that you're
[2:52:57] Voice 4: willing to consider this um but it's an offering to you um we could make some amendments to this
[2:53:02] Voice 4: and deliver it to trust council for their decision making to see whether they want to sort of tackle
[2:53:06] Voice 4: one of the big uh the big whales in the room um or elephants in the room um that uh has historically
[2:53:13] Voice 4: been at the trust and to see whether these amendments would uh would help us ultimately so

[2:56:08] Voice 11: that, okay, Island A, B, and C in the next four years are going to initiate OCP amendments or
[2:56:16] Voice 11: review projects, but now Island D comes along and it decides it wants to do its OCP. So who has to
[2:56:26] Voice 11: go do a special tax requisition? Is that Island D or is it A, B, and C too? So I think, you know,
[2:56:33] Voice 11: I see challenges as in, unless we really, you know, do this at the strategic level,
[2:56:39] Voice 11: incorporate the island major projects in particular that they're considered that the this
[2:56:47] Voice 11: the benefits are as we go through these processes and bring this together into the strategic plan
[2:56:53] Voice 11: i think we get more islands to recognize that hey we're you know there's five of us that are
[2:56:58] Voice 11: saying the same thing we want this project so is it five projects or is it one project and this is
[2:57:03] Voice 11: something that you know should be at the regional planning committee or is this something we just
[2:57:06] Voice 11: group on together as Five Islands. So I think there's huge benefit by having these conversations
[2:57:11] Voice 11: and trying to work out the local trust committee priorities, bring together through the strategic
[2:57:17] Voice 11: planning process. And I think that would bring clarity to who gets kicked out now has to go do
[2:57:22] Voice 11: a special tax requisition. And I think it's important that those decisions be made kind of
[2:57:27] Voice 11: in a strategic planning way, because the special tax requisition needs to start so early in the
[2:57:33] Voice 11: know, in the year to be successful to go through that process. And I think it's an easier sell on
[2:57:40] Voice 11: the community if they could see that, you know, they're beyond and above what was, you know,
[2:57:45] Voice 11: considered a federation funded activity. So I think we really need to do the work to figure
[2:57:51] Voice 11: out how to bring this into the strategic planning. And I only see upsides of getting the trustees to
[2:57:57] Voice 11: to work together on on those decisions okay

[2:59:17] Trustee Rogers (probable): of amendments that are being proposed that haven't been through the Regional Planning Committee.
[2:59:21] Trustee Rogers (probable): committee um so I I must say I that was my immediate reaction I'm going why are we seeing
[2:59:27] Trustee Rogers (probable): this other than you know that would be the most efficient way to get this done but it's not the
[2:59:33] Trustee Rogers (probable): most I don't think is in keeping with the way our structure and our committee structure works
[2:59:38] Trustee Rogers (probable): um I have lots of empathy for the fact that we're oversubscribed and under and under delivering
[2:59:44] Trustee Rogers (probable): and that the CAO in particular and RPMCOW are trying valiantly to try and change that dynamic and that reality.

[3:01:10] Voice 4: You know, this isn't an amendment 2591 again.
[3:01:14] Voice 4: It is an amendment to companion policies that, as a suite, lead to a certain place.
[3:01:20] Voice 4: Yes, there was discussion at a staff level, could we get this to regional planning committee?
[3:01:24] Voice 4: Because they own this issue substantially.
[3:01:29] Voice 4: And does this fit into what their long-term vision is?
[3:01:34] Voice 4: So, no, I completely get it.
[3:01:36] Voice 4: And I very much understand the strategic planning elements.
[3:01:38] Voice 4: I'm always wary that planning to plan too much leaves us always in the same place.
[3:01:48] Voice 4: But I'm prepared for us moving into the next term and having this conversation about resource allocation.

[3:01:59] Voice 4: um you know at a um it's hard to have simultaneous work um at one ltc so
[3:02:07] Voice 4: this was is an offering certainly if you wish to um um redirect it to a regional planning committee
[3:02:14] Voice 4: they will have um they won't have a meeting for this trust council but uh it would be it would
[3:02:20] Voice 4: go on to their work plan for um the next trust council so thank you okay

[3:03:07] Trustee Luckham: concerned that, indeed, it might still get to council if we send it to RPC and had them look

[3:03:20] Trustee Luckham: difficulty in achieving the items that are already on their projects list. There's a couple of
[3:03:26] Trustee Luckham: of outstanding items that they are going to want to discuss at their next meeting. And this would
[3:03:30] Trustee Luckham: be yet another one. And I just would like to be able to get a new council off on a better foot
[3:03:41] Trustee Luckham: than leaving some obvious issues that have arisen through the process resolved at this time, if
[3:03:47] Trustee Luckham: they're not offensive. Because of course, the incoming council can amend it also if they wish.

[3:09:17] Voice 11: islands screamed and yelled all for years that they didn't have any planners doing any work
[3:09:24] Voice 11: salt spring we were kind of in the middle um and i think this is a chance to we need to do
[3:09:31] Voice 11: something completely new i think is really what i'm hearing from staff is you know what what has
[3:09:37] Voice 11: and what we're seeing we know what is existing probably isn't good and that we need a better
[3:09:42] Voice 11: way of doing this and making decisions using the the new regional planning team and all of this
[3:09:48] Voice 11: this stuff is still new. And I think we need to come up with a new way of doing this. And I still
[3:09:55] Voice 11: strongly encourage that it's how do we bring it into the strategic planning process, bring the
[3:09:59] Voice 11: regional, the local planning into the fold, that that conversation is new. So how do we develop
[3:10:08] Voice 11: that? How do we do that as new? Can this existing group of trustees really work that issue or not?
[3:10:18] Voice 11: I would say maybe not, not when we're really trying to do something new. And I'd really encourage staff to think out of the box, not try to tweak how we've done it for 25 years. How should we be doing it? And I really think the collective conversations will result in stronger linkages between the work.
[3:10:44] Voice 11: Because I really don't see big differences. When we're doing a project, like, you know, I look at this housing project being done in Maine, I see this as exciting and something that should have been, you know, we all should have been aware of it, all looking at it going, we're going to see, let Maine be the pilot. They run it. And then, you know, we're on its heels. And, you know, we want to bring it out in this way, you know, comes to this island, this island, this island.

[3:12:24] Voice 4: to be terribly fundamental to the bottom line, but it's an exercise in expectations management

[3:14:55] Trustee Rogers (probable): least, and in some cases three, going forward, what I would consider to be minor projects. I
[3:15:01] Trustee Rogers (probable): agree that there is a struggle in other areas getting some traction around projects. And that's
[3:15:08] Trustee Rogers (probable): an imbalance that's troubling. And I know that's what's being attempted to be solved here. But I

[3:15:18] Trustee Rogers (probable): you can only have one minor project at a time

BYLAWS FOR APPROVAL CONSIDERATION 6.1 Galiano LTC Bylaws No. 276 (OCP), No. 277 (LUB), and No. 274 (housing agreement) – RFD Executive Committee received for information, associated correspondence items 10.2 to 10.5. One of the two local trustees was recused from this application. Planner Smith was available to answer questions, there were none forthcoming. EC-2022-099 It was Moved and Seconded, THAT the Islands Trust Executive Committee approve Galiano Island Local Trust Committee Bylaw No. 274, cited as “Galiano Island Housing Agreement Bylaw 274, 2019” in accordance with Section 27 of the Islands Trust Act. CARRIED EC-2022-100 It was Moved and Seconded, THAT the Islands Trust Executive Committee approve Galiano Island Local Trust Committee Bylaw No. 276, cited as “Galiano Island Official Community Plan Bylaw No. 108, 1995, Amendment No. 2, 2020” in accordance with Section 27 of the Islands Trust Act. CARRIED EC-2022-101 It was Moved and Seconded, THAT the Islands Trust Executive Committee approve Galiano Island Local Trust Committee Bylaw No. 277, cited as “Galiano Island Land Use Bylaw No. 127, 1999, Amendment No. 1, 2020” in accordance with Section 27 of the Islands Trust Act. CARRIED 6.2 Mayne Island LTC Bylaws No. 189 (OCP) and No. 184 (LUB) – RFD Vice-Chair Rogers introduced the local trust committee (LTC) request for decision (RFD) which, in general, addresses affordable housing with ecological consideration by limiting square footage, requiring permeability, and consideration of groundwater recharge. EC-2022-102 It was Moved and Seconded, THAT the Islands Trust Executive Committee approve Mayne Island Local Trust Committee Bylaw No. 184, cited as “Mayne Island Land Use Bylaw No. 146, 2008, Amendment No. 2, 2021” in accordance with Section 27 of the Islands Trust Act. CARRIED EC-2022-103 It was Moved and Seconded, THAT the Islands Trust Executive Committee approve Mayne Island Local Trust Committee Bylaw No. 189, cited as “Mayne Island Official Community Plan Bylaw No. 144, 2007, Amendment No. 1, 2022” in accordance with Section 27 of the Islands Trust Act. EC-2022-104 It was Moved and Seconded, THAT the Islands Trust Executive Committee approve Mayne Island Local Trust Committee Bylaw No. 186, cited as “Mayne Island Official Community Plan Bylaw No. 144, 2007, Amendment No. 2, 2021” in accordance with Section 27 of the Islands Trust Act. Discussion on the parks masterplan being removed from the official community plan, a parks commission request, because it had been updated a number of times ensued. CARRIED EC-2022-105 It was Moved and Seconded, THAT the Islands Trust Executive Committee approve Mayne Island Local Trust Committee Bylaw No. 187, cited as “Mayne Island Land Use Bylaw No. 146, 2008, Amendment No. 3, 2021” in accordance with Section 27 of the Islands Trust Act. CARRIED 6.4 Saturna Island LTC Bylaws No. 133 (OCP) and No. 134 (LUB) – RFD Vice-Chair Patrick introduced the bylaws which address some inconsistencies with respect to zoning and land use designations. EC-2022-106 It was Moved and Seconded, THAT the Islands Trust Executive Committee approve Saturna Island Local Trust Committee Bylaw No. 133, cited as “Saturna Island Official Community Plan Bylaw No. 70, 2000, Amendment No. 1, 2021” in accordance with Section 27 of the Islands Trust Act.
