[0:00:18] Trustee Patrick: us in the room and uh joining us uh uh virtually is our minute taker uh karen uh vote uh thank you

[0:00:28] Trustee Patrick: for being here karen and uh i know william schulder will be joining us at some point that's

[0:00:34] Trustee Patrick: the only thing there will i know william was going to be coming on board at some point i can either

[0:00:39] Trustee Patrick: be paying attention to letting him in too um and we have uh will cutting him in the background that's

[0:02:07] Voice 6: in terms of trust business because we haven't really gotten anything

[0:02:12] Voice 6: done in the meantime but i will mention that we did have a an event uh plaque unveiling at

[0:02:21] Voice 6: squiddy bay park with um representatives from several of our local first nations

[0:02:27] Voice 4: and uh so

[0:02:29] Voice 4: So it was a made-on-the-skete reconciliation event,

[0:02:33] Voice 4: which was well-attended and I think well-appreciated

[0:02:36] Voice 4: by all the folks that showed up.

[0:02:39] Voice 4: And yeah, so we had a rainy day at the plaque ceremony,

[0:02:46] Voice 4: and then we had a nice little feast together

[0:02:50] Voice 4: at our community hall.

[0:02:51] Voice 4: It was a nice event, yeah.

[0:03:11] Voice 2: to it so uh later in august i said 12th or 15th of august there was an event in false bay

[0:03:18] Voice 2: to which people returned both from and then squalicum i know and possibly from a couple

[0:04:19] Voice 2: event visits to some glam gardens but the weather didn't allow it so in early mid-august there was

[0:04:27] Voice 2: a another event in false bay to which uh qualicum nation and la amen nation members and possibly

[0:04:33] Voice 2: others came there were probably 20 first nations people of all ages from actually four was the

[0:04:40] Voice 2: youngest up to elders and about 50 or 60 Liskiti people came and some that not related to Liskiti

[0:04:50] Voice 2: but just visiting. Very successful, very well attended and the First Nations people expressed

[0:04:57] Voice 2: a lot of appreciation for us inviting them and showing them evidence of what they've always known

[0:05:04] Voice 2: is that their ancestors lived here and lived here

[0:05:07] Voice 2: and used the land for, well, since time immemorial

[0:05:11] Voice 2: until relatively recently.

[0:05:14] Voice 2: And I think that's really all there,

[0:05:16] Voice 2: you know, there has been nothing other,

[0:05:18] Voice 2: I'll mention this possibly again

[0:05:20] Voice 2: when we get to the fees bylaw.

[0:05:21] Voice 2: I published a bunch of information on the fees bylaw

[0:05:25] Voice 2: and directed people to it and asked them to let me

[0:05:29] Voice 2: or the local trust committee know what they thought

[0:05:31] Voice 2: about their proposed increases in fees.

[0:05:34] Voice 2: and I have heard virtually nothing.

[0:05:36] Voice 2: So either people are too busy to bother

[0:05:39] Voice 2: or they don't really care.

[0:05:40] Voice 2: I don't know which, but that's it for now.

[0:05:43] Trustee Patrick: All right, thank you very much.

[0:05:45] Trustee Patrick: From my report, we did have a trust council meeting

[0:05:49] Trustee Patrick: shortly after we had last been here

[0:05:51] Trustee Patrick: as a local trust committee on Liskety.

[0:05:54] Trustee Patrick: Probably one of the most substantial items

[0:05:58] Trustee Patrick: from the June trust council

[0:05:59] Trustee Patrick: was that trust council did pass a resolution

[0:06:02] Trustee Patrick: requesting the province to do a review

[0:06:07] Trustee Patrick: of the Islands Trust mandate governance and structure.

[0:06:11] Trustee Patrick: Still no word from the province yet

[0:06:13] Trustee Patrick: on whether it will do such review,

[0:06:16] Trustee Patrick: but it was probably one of the better debates

[0:06:19] Trustee Patrick: I think we ever had at Press Council this term

[0:06:24] Trustee Patrick: on the issue, so it was very good.

[0:06:26] Trustee Patrick: The next Press Council is going to be September 20th

[0:06:29] Trustee Patrick: to the 22nd.

[0:06:30] Trustee Patrick: It too will be a virtual meeting,

[0:06:32] Trustee Patrick: so you'll be able to attend. At this point, the details are not out, but I would assume the town

[0:06:37] Trustee Patrick: hall will be on the 20th, the evening of the 20th, highly likely. So please keep an eye out for the

[0:06:45] Trustee Patrick: details for that meeting coming up. And that's my report. And now I do know Andrew. Paul, over to you.

[0:06:58] Voice 1: so early June the Vancouver Island Regional Library opened a new branch in Sooke officially.

[0:07:05] Voice 1: This is a stunning building design, it's very beautiful, right in the heart of the municipality.

[0:07:10] Voice 1: Unfortunately the board also recognized that increased construction costs likely mean that

[0:07:15] Voice 1: new future branches will be built to more modest design, so if you want to see a nice

[0:07:19] Voice 1: architecturally designed library go to Sooke. In the future that will be more box-like because the

[0:07:25] Voice 1: The priority is actually to have the libraries, not the architecture, but it is beautiful.

[0:07:30] Voice 1: In mid-June, the QRD CAO, Al Radke, and myself had a call with the Connected Coast people, Strathcona Regional District CAO, is the CAO of that,

[0:07:41] Voice 1: to discuss issues and opportunities for connecting Liskiti with the fiber optic system.

[0:07:46] Voice 1: There's a cable coming down from Powell River to connect rural coastal communities.

[0:07:50] Voice 1: Connected Coast has also been in discussion with the Liskiti Internet Access Society.

[0:07:55] Voice 1: At this point, we are waiting to hear more about funding potential from the federal and provincial governments.

[0:08:00] Voice 1: Once we know about funding possibilities, then there will be public consultation and more details will come forward.

[0:08:07] Voice 1: In early July, the Coastal Invasive Species Committee, on which I also sit, adopted an updated strategic plan.

[0:08:13] Voice 1: The Coastal ISC covers pretty much all of Vancouver Island and Quethet Regional District in their area other than maybe parts of Greater Victoria.

[0:08:23] Voice 1: So they've got an updated strategic plan and they focus on the most noxious weeds.

[0:08:28] Voice 1: So they're not dealing with with broom or dandelions.

[0:08:31] Voice 1: They're dealing with knotweed and giant hogweed and things like this.

[0:08:35] Voice 1: So that's the focus of that group.

[0:08:37] Voice 1: group uh i'll mention briefly that the plaque on july 15th at um squiddy bay was uh has been

[0:08:44] Voice 1: already announced uh that that project was started by was was initiated by a resident tanis who felt

[0:08:51] Voice 1: there should be something else to balance the older plaque that is down there that only mentions

[0:08:56] Voice 1: the spanish quote discovery unquote of the island and the naming of luskidi after a spanish naval

[0:09:02] Voice 1: naval officer. The new plaque is quite simple and references the island as Hwe Eite, which means

[0:09:08] Voice 1: U-tree in Tlatelman. One of the First Nations persons who attended told a story about how the

[0:09:14] Voice 1: island is a toppled U-tree. The project started with discussions, then a reconciliation committee

[0:09:21] Voice 1: of the Liskiti Community Association, on which I was a member. A local resident donated and moved

[0:09:26] Voice 1: a beautiful granite boulder to the site, a nice big natural boulder. BC Parks was very supportive

[0:09:32] Voice 1: of and funded some of the costs. A local archaeologist and Simon Fraser University

[0:09:37] Voice 1: professor, Dr. Dana Lepofsky, became involved and helped invite and coordinate with the many

[0:09:42] Voice 1: First Nations, including Liskiti. That included Liskiti as part of their home. At least 20 people

[0:09:48] Voice 1: traveled to Liskiti from Qualicum, Comox, Wabakum, and Tlatelanman First Nations to join something

[0:09:54] Voice 1: like 70 locals down at the park. So it was a very big event. And afterwards, we held a potluck

[0:09:59] Voice 1: at the community hall and shared many words of cooperation, respect, and healing. It was a

[0:10:03] Voice 1: very moving moment for many and a positive step on our path of reconciliation. The next item is

[0:10:10] Voice 1: the Mesquitee Island has, for the past month, there's been a survey on the fire department

[0:10:16] Voice 1: dispatch options, and that closes today. So we'll learn more about what the community wants on that.

[0:10:21] Voice 1: It may not happen until after the election because we're heading into that season.

[0:10:27] Voice 1: season. And finally, last Friday, the fire hazard rating on Lisketea a week and a half ago rose to

[0:10:34] Voice 1: extreme, and all high-risk activities have been halted for now, even though we look like we have

[0:10:38] Voice 1: rain in the forecast. And fortunately, nearly every resident is well aware of the risk, so

[0:10:44] Voice 1: compliance is quite high, but we're under that watch for the fire department. Thank you.

[0:11:21] Voice 16: really didn't get a chance for anybody to give me an answer i just kind of said what i thought so i

[0:11:26] Voice 16: i would like to know if it is the opinion of the chair and of the islands trust council that the

[0:11:34] Voice 16: term grandfather in is a racist phrase or not is it or isn't it in your opinion i

[0:11:42] Trustee Patrick: thought we spoke

[0:11:43] Trustee Patrick: about that at length at the last meeting if i recall correctly and

[0:11:47] Voice 16: we did but we got no answer

[0:11:48] Voice 16: peter explained where it came from no

[0:11:51] Trustee Patrick: i understand from the time before but i thought we had talked

[0:11:53] Trustee Patrick: about generally it is many people use the term i can tell you many people use the term i can tell

[0:12:02] Trustee Patrick: you in the various meetings that i chair both public staff and fellow trustees use the term

[0:12:10] Trustee Patrick: grandfathering because it's been used for so long

[0:12:15] Voice 16: considered a racist term or not

[0:12:17] Trustee Patrick: i personally don't consider it a racist term it's

[0:12:20] Voice 16: not a relationship to

[0:12:24] Voice 16: to the liskiti trust committee is it considered a racist term we

[0:12:28] Trustee Patrick: have no policies stating otherwise

[0:12:31] Trustee Patrick: i don't know how you feel tim i think we had talked about it

[0:12:34] Voice 6: i i until uh uh our previous chair

[0:12:39] Voice 6: um uh mentioned that it was considered a racist term i had never heard that

[0:12:46] Voice 6: before um and uh i never considered that it might be um i understand that there's a i mean what i've

[0:12:57] Voice 6: learned since is that there's a difference between the canadian context and the context in the u.s

[0:13:03] Voice 6: in the deep south from the u.s right correct correct and so um so i i think that's why

[0:13:11] Voice 6: it it can be considered a racist term in the context of the the deep south of the u.s

[0:13:19] Voice 6: and i don't think it's generally my understanding is it generally hasn't been considered a racist

[0:13:24] Voice 6: term in canada and then further to that i would just say that this is a situation where i would

[0:13:34] Voice 6: probably uh try not to use that term myself just in an abundance of respect and caution that it

[0:13:45] Voice 6: wasn't um you know inadvertently causing anyone distress or or upset by using it um so do you

[0:13:54] Voice 6: consider legal non

[0:13:55] Voice 6: -conforming means in terms of our planning and our laws legal non-conforming

[0:14:00] Voice 6: is essentially the same thing.

[0:14:02] Voice 6: So my tendency, as I say,

[0:14:05] Voice 6: just an abundance of caution and respect.

[0:14:09] Voice 6: I don't think we have a lot of high likelihood

[0:14:13] Voice 6: of having people from the deep South of the US

[0:14:19] Voice 6: participating in our meetings,

[0:14:21] Voice 6: but nonetheless, I just think I would tend to try

[0:14:24] Voice 6: and use legal non-conforming as a...

[0:14:30] Voice 6: or no well i consider that it's in in the context as i just said the contact it can be considered

[0:14:38] Voice 6: racist in in some places and in some contexts i would say that that's what i have learned

[0:15:16] Voice 16: they were trying to exclude free slaves from the vote i

[0:15:19] Trustee Patrick: i understand that we did discuss it last

[0:15:22] Trustee Patrick: last time.

[0:15:22] Voice 16: Okay, so is it the policy of the Islands Trust that a member of the public has

[0:15:31] Voice 16: to ask permission before they record a meeting?

[0:15:36] Trustee Patrick: That one I thought we discussed too. Yes,

[0:15:40] Trustee Patrick: I had seen something on that recently, but it's generally, it is polite to ask,

[0:15:48] Trustee Patrick: and that generally what I've seen is we ask other people in the room how they feel about it,

[0:15:53] Trustee Patrick: But this is being recorded, and it is going to be provided to everyone.

[0:15:59] Voice 16: So it is the policy that you have to ask, that I have to ask permission, or isn't it?

[0:16:04] Trustee Patrick: I am not quoting policy.

[0:16:06] Trustee Patrick: I'm quoting what I have seen cases of people make requests.

[0:16:38] Trustee Patrick: about we want this space to be comfortable we want all people to feel that they can speak

[0:16:47] Trustee Patrick: on any topic they want to talk on to us and have that freedom and so that's why to me it's just a

[0:16:53] Trustee Patrick: courtesy to ask how people feel someone may be uncomfortable and it may affect their ability

[0:16:58] Trustee Patrick: to be able to speak to us so it would be a polite thing to do to ask how people feel in the room

[0:17:42] Voice 16: I've heard from several members of the public

[0:17:45] Voice 16: that there's going to be a bylaw prohibiting tree cutting on the ski is that true that's a that's

[0:17:55] Voice 6: no i'm

[0:17:56] Voice 16: happy to speak

[0:17:57] Voice 6: i'm happy to speak to this because i i did uh when this came up on the social

[0:18:02] Voice 6: media accounts on in february or something i did dig out all the relevant information so the

[0:18:09] Voice 6: trust council has requested tree cutting regulatory authority um from the province

[0:18:17] Voice 6: for local trust committees so what that means is that any tree cutting regulations would be

[0:18:26] Voice 6: the purview of the local trust committee um there was there had been some discussion because there

[0:18:34] Voice 6: was an one of the drafts of the policy statement um also talked about regulating tree cutting

[0:18:43] Voice 6: and so there was concern that there might be a regulatory uh you know trust-wide regulatory thing

[0:18:51] Voice 6: but in fact if you go back and you look at what the trust council sent to the province it

[0:18:56] Voice 6: specifically states local trust committees so that means that the ask is for the province to allow

[0:19:04] Voice 6: local trust committees to do that we

[0:19:07] Trustee Patrick: don't have the authority today to regulate tree cutting

[0:19:10] Trustee Patrick: and the province isn't keen on giving us the same authorities that municipalities have it

[0:19:17] Trustee Patrick: would have to be something custom within our act so it's a long time before we even have the

[0:19:23] Trustee Patrick: authority and then if we were to be granted the authority then the local trust committee

[0:19:29] Trustee Patrick: would have to strike bylaws in conversation with its community to enact that authority.

[0:19:35] Trustee Patrick: But we do not have that authority today.

[0:19:38] Voice 16: And how would that affect First Nations tree cutting?

[0:19:43] Trustee Patrick: That would be a conversation that would happen in the future if we had that authority.

[0:19:48] Trustee Patrick: And

[0:19:48] Voice 4: that may actually be part of, well I'm certain that that would be part of the province's

[0:19:54] Voice 4: um hesitancy

[0:19:57] Voice 6: to grant that authority to local trust committees because there's so many different

[0:20:02] Voice 6: moving parts right there's the first nations piece there's other forestry there's uh the

[0:20:10] Voice 6: private and managed forest land um program so my feeling and i could be totally wrong my feeling is

[0:20:18] Voice 6: that we're probably not going to hear anything back from the province anytime soon about this

[0:20:23] Voice 6: because they would have to figure out how all of those work together and um

[0:20:30] Voice 4: and i just i think they

[0:20:33] Voice 4: just don't want to open that kind of worms that's that would be my guess heather

[0:20:36] Voice 18: did you have

[0:20:37] Voice 18: something yeah just just to clarify tree cutting bylaws um affect private property um not permanent

[0:20:45] Voice 18: and so first nations who have woodlot licenses on crown land would not be affected by tree cutting

[0:20:52] Voice 18: bylaws. It's only property owners.

[0:20:58] Voice 16: They're not eminent. They're not eminent. Yeah. Okay. And

[0:21:01] Voice 16: then I have one final question. In the July, local newspaper, trustee Johnson said that

[0:21:11] Voice 16: if it is desired, we could hold a community meeting before then, but probably only one of

[0:21:16] Voice 16: our trustees could attend it because two of us form a quorum. So does this mean that the two

[0:21:23] Voice 16: Two of the members of the local trustees can't come to a public meeting together?

[0:21:29] Trustee Patrick: Well, I don't know the context of the quote that you're looking at, Tim.

[0:21:33] Trustee Patrick: Yeah,

[0:21:34] Voice 6: just for clarity, it seems a bit awkward, but two trustees cannot basically have a meeting that is about local trust committee business.

[0:21:50] Voice 6: business unless unless

[0:21:53] Voice 6: it's an official meeting of the local trust committee so for example there

[0:21:57] Voice 6: was a meeting in June that at the hall that a number I'm pretty sure you were there a bunch

[0:22:05] Voice 6: of people were there so both Peter and I were there however anything that was about the local

[0:22:14] Voice 6: trust committee business I basically made it clear that I was going to go to listen

[0:22:18] Voice 6: so that we could avoid potential issues with that.

[0:22:24] Voice 6: So you can come to the meeting, but you can't discuss stuff?

[0:22:27] Voice 6: We can't discuss local trust committee business.

[0:22:29] Voice 6: If it's not local trust committee business, we can discuss it.

[0:22:32] Voice 6: But if it

[0:22:33] Voice 6: is, then we can't.

[1:43:14] Voice 12: um so I am speaking to you today about the um Liskety um of the freshwater uh projects related

[1:43:26] Voice 12: related to Liskety Island.

[1:43:28] Voice 12: And I have written a memo that has summed up

[1:43:36] Voice 12: the resolutions that the Local Trust Committee

[1:43:41] Voice 12: has resolved in the last four or so years

[1:43:48] Voice 12: regarding freshwater resources.

[1:43:52] Voice 12: Sorry, I'm just like filibustering here for a second.

[1:43:55] Voice 12: And for some reason, I got sent to the top of the agenda package, and this is a doozy in front of you today.

[1:44:02] Voice 12: Okay, there we go.

[1:44:04] Voice 12: So first, I would like to speak to – well, I'm going to trust that the Local Trust Committee has read the memo, so I don't want to rehash it out.

[1:44:15] Voice 12: But I will speak to the five items that I proposed in the bullets under the purpose.

[1:44:24] Voice 12: So first, the aquifer conceptualization and groundwater recharge is a project of the regional planning committee.

[1:44:34] Voice 12: And it's been through several phases now.

[1:44:39] Voice 12: And the first phase was looking at the southern Gulf Islands.

[1:44:42] Voice 12: And then the second, I wouldn't call maybe not phase, but the second round or step was looking at Demin, Hornby and Gabriola.

[1:44:52] Voice 12: And now this year, we are completing our work on Salspring Island and working on Thetis, as well as the Howe Sound, and included in that is Laskiti Island.

[1:45:03] Voice 12: And so that project has been through a procurement process, and GW Solutions out of the NIMO is the proponent of that work.

[1:45:16] Voice 12: And so specifically on Lusketi Island, we will be determining groundwater recharge potential across the island, which is going to be somewhat unique because of the unique geology of Lusketi Island.

[1:45:29] Voice 12: And also, we are expanding the project a little bit to consider having a detailed look at wet areas and wetlands with respect to this project.

[1:45:45] Voice 12: That has been an area of interest from the Liskiti Conservancy, as well as it's a benefit

[1:46:01] Voice 12: to the island to look at the surface water resources in depth due to the usage for micro

[1:46:09] Voice 12: hydropower as well as the pretty prolific drinking water source for the islands.

[1:46:15] Voice 12: So that's really exciting project. And as I have mentioned in my next steps, which we can scroll to after my little summary, and I'll maybe field questions project by project.

[1:46:32] Voice 12: In the meantime, that I will be presenting back to the local trust committee. Once that project starts showing some deliverables and they're presented back to the regional planning committee.

[1:46:43] Voice 12: and that's likely going to be in the next term um but before the end of the fiscal year uh so if um

[1:46:51] Voice 12: the local trust committee has any questions relating to the recharge mapping project i can

[1:46:57] Voice 12: field them now and hopefully you can hear me okay yeah

[1:47:28] Voice 12: So the intention of the project is to quantify and spatially identify areas of groundwater potential.

[1:47:36] Voice 12: One of the methods there is using sentinel data which is satellite data to identify those areas that have preferential discharge or those areas that are like that stay wet through the majority of the year.

[1:47:54] Voice 12: and and so it's a intricate component of of the of the the method to determining groundwater

[1:48:02] Voice 12: recharge potential we haven't really highlighted it so much on other islands so we're going to

[1:48:09] Voice 12: take the opportunity in this round to to highlight it and and to and do a little bit more analysis on

[1:48:15] Voice 12: it um for liskiti just because it's um it's it's such a unique data set for uh and i think it's

[1:48:23] Voice 12: going to match the uniqueness of luskete island's geology and and and then

[1:48:27] Voice 12: there has been mapping of

[1:48:29] Voice 12: wetlands in the past on luskete and we can uh cross-reference those uh like field studies with

[1:48:37] Voice 12: our mapping study yeah and um yeah so i i'm i'm i'm interested to see what that yields and so um

[1:48:49] Voice 12: If I'm looking at next steps, my first next step is to report back to the LTC on this

[1:48:56] Voice 12: project once we have some data and also with dates of the formal presentation at the end

[1:49:04] Voice 12: of that project, which will be a webinar based.

[1:49:08] Voice 12: And then there's number four, which is if the LTC wishes to engage more in the watershed

[1:49:14] Voice 12: Resilience mapping that we did preemptively for the Healthy Watershed Initiative for Leskeetee.

[1:53:00] Voice 12: to do more advocacy work or um or or even like uh on island regulation um i mean there's a few

[1:53:11] Voice 12: things that can happen that that the uh ltc can can uh request the regional planning committee

[1:53:18] Voice 12: to consider something about the project or they can take on a project themselves and

[1:53:22] Voice 12: imagine that'd be a question and take on with the

[1:53:25] Voice 17: regional planning manager okay

[1:53:56] Voice 12: is the agricultural water demand model for Liskety Island and I

[1:54:01] Voice 12: um I I knew this project was ongoing and I was like surprised it's taking so long for it to be

[1:54:08] Voice 12: published on the Ministry of Agriculture's website um but then when I finally got in contact with the

[1:54:15] Voice 12: water manager or the water engineer there um she kindly pointed me towards the uh the agricultural

[1:54:22] Voice 12: water demand that includes that is is catholic so it liskiti island was included in that i

[1:54:28] Voice 12: i don't know why i was assuming liskiti island was just going to get their own

[1:54:31] Voice 12: water uh their their model but it it's there and i sent the liskiti uh i sent the ltc a link to

[1:54:41] Voice 12: it's um uh to to that project so if if the um yeah so uh so the next steps i had this was

[1:54:53] Voice 12: i made the next next steps before i heard back from the ministry so um i have updated the ltc

[1:55:01] Voice 12: when the response was heard from the ministry um if the ltc would like anything more than this i

[1:55:07] Voice 12: I think that, like, I think one of the planners was kind of, like, the lead in negotiating the initial terms of this project.

[1:55:16] Voice 12: So I'm happy to support if the LTC has any additional wishes to understand more about the agricultural water demand model for CAFET.

[1:55:28] Voice 12: I found it was pretty basic just because it was such a regional approach.

[1:55:33] Voice 12: approach, and Mesquite was a small landmass compared to the entire regional district, but

[1:55:37] Voice 12: nonetheless, it was good work, and they implemented the model. I'll leave it at that,

[1:55:44] Voice 12: if there's any questions.

[1:55:47] Voice 2: Could you say a few minutes, a few words about, I downloaded and had

[1:55:52] Voice 2: a very brief look at it, and to tell you the truth, it wasn't immediately obvious what it was

[1:55:58] Voice 2: about and what information it had on it yeah

[1:56:02] Voice 12: um i i will kind of agree with that sentiment it

[1:56:06] Voice 12: uh it's like it i i find that the agricultural water demands were were useful for when um

[1:56:18] Voice 12: when the like say when the islands trust has done uh water water budgets so we we did

[1:56:24] Voice 12: groundwater availability assessments for the southern gulf islands which

[1:56:28] Voice 12: um still have their challenges uh the agricultural water demand model for salt spring islands was

[1:56:34] Voice 12: used for um in a project for the western lake uh water availability study and and that proved

[1:56:43] Voice 12: useful so i think it's it's i think it's more about presenting the data and presenting the

[1:56:48] Voice 12: model rather than providing um detailed insight to to water demand um like the conclusions thereof

[1:56:58] Voice 12: that's what i got from the from the cathet uh one in particular there's other uh um

[1:57:06] Voice 12: agricultural water demands that that the reports were way more involved so i found this one was

[1:57:11] Voice 12: a little bit on the light side so um i i would like to uh arrange a staff-to-staff meeting with

[1:57:19] Voice 12: the ministry of agriculture just to learn a little bit more about the agricultural water

[1:57:24] Voice 12: demand model specifically the one for cathet and then um and then go from there so i i have i have

[1:57:31] Voice 12: a little i have more to learn on that one yeah i just took a cursory view because i only

[1:57:38] Voice 12: was made aware of it like a few days ago all right any other questions on that piece

[1:57:46] Trustee Patrick: Otherwise, on to the Healthy Watersheds Initiative, Pete's Lake.

[1:57:52] Voice 12: Yeah, okay.

[1:57:54] Voice 12: So the Healthy Watersheds Initiative project was a project that was initiated in late 2019, early 2020.

[1:58:04] Voice 12: And it is the project that funded the Island Stress Freshwater Sustainability Strategy.

[1:58:10] Voice 12: and part of that project was to identify projects that were implementation demonstration projects

[1:58:19] Voice 12: they called them to facilitate not only I guess a a project an embedded project under a larger

[1:58:33] Voice 12: umbrella strategy but also to provide community-based pandemic relief funding

[1:58:43] Voice 12: was kind of like a big part of the and so the the project team that was

[1:58:55] Voice 12: developing the island stress freshwater sustainability strategy identified a

[1:59:00] Voice 12: handful of projects that were either ongoing or shovel ready or seemed like

[1:59:07] Voice 12: they could um benefit from accepting a pretty substantial funding contribution from this fund

[1:59:17] Voice 12: and the pete's lake water user society was um a pro like was a an initiative or a project that

[1:59:24] Voice 12: i was working with um and that the ltc passed resolutions on in

[1:59:30] Voice 17: it and and

[1:59:30] Voice 12: they were performing

[1:59:32] Voice 12: the same type of on-island water quality testing similar to the Hornby water

[1:59:40] Voice 12: stewardship who was the like kind of the sister project to this and and my

[1:59:46] Voice 12: intention was on like the thin amount of budget and the thin amount of capacity

[1:59:52] Voice 12: that I had was to run these projects mostly in parallel hopefully to like

[1:59:59] Voice 12: create

[2:00:00] Voice 12: some collaboration across that little Strait of the Salish Sea.

[2:00:06] Voice 12: So, of course, the build-up to the project was quite nebulous,

[2:00:13] Voice 12: but the Hornby project and the Lusketeer project were talking the same speak.

[2:00:18] Voice 12: They were both using the Blue Water Biosciences water testing kits,

[2:00:23] Voice 12: and the intention was to try to identify areas of the Peat's Lake water system

[2:00:30] Voice 12: that

[2:00:30] Voice 13: had

[2:00:32] Voice 12: problems with bacteriological contaminants,

[2:00:39] Voice 12: mostly E. coli and coliforms.

[2:00:43] Voice 12: So the way that Islands Trust was to facilitate this funding

[2:00:49] Voice 12: was to engage into a contract with the receiving

[2:00:55] Voice 12: water champion organization on island.

[2:00:58] Voice 12: And so the project went through the funding stage to the funders where the Peetslake project was summarized to the funders.

[2:01:10] Voice 17: And

[2:01:10] Voice 12: then it went through the whole process.

[2:01:14] Voice 12: And then when Peetslake Water Users Society got their contract, they had a meeting and they chose to not engage in the contract.

[2:01:22] Voice 12: So then at that time, there was no funding, and the alternative from the society was to uptake this with individuals, which wasn't really possible because the funding needed to go to a community-based organization.

[2:01:40] Voice 13: So it

[2:01:42] Voice 12: essentially stopped the project.

[2:01:44] Voice 12: And so that's that. So aside from the Healthy Watershed Initiative funding, which is like now has passed and it's actually sunsetting, the Hornby Water Stewardship is currently finishing their final report on the project.

[2:02:10] Voice 12: i'll be presenting that to the local trust committee very soon um so if as it as it is

[2:02:17] Voice 12: right now there's there's some loose ends that i have um that i was working with uh with the

[2:02:24] Voice 12: society i i did some significant investigation of their world water advisory with the um with

[2:02:33] Voice 12: Vancouver Island Health Authority an island health I guess so you know like I

[2:02:41] Voice 12: I was expecting through the process of the healthy watersheds initiative to

[2:02:45] Voice 12: kind of generate a report and an investigation that that was leading

[2:02:51] Voice 12: somewhere like either focused on the outcomes of the monitoring or focused on

[2:02:57] Voice 12: the challenges and opportunities with that type of monitoring if it would

[2:03:02] Voice 12: would actually start solving this boil water issue

[2:03:06] Voice 12: for the society.

[2:03:08] Voice 12: And largely my main focus was to facilitate movement

[2:03:17] Voice 12: for the essential infrastructure of Lusketea

[2:03:21] Voice 12: and the commercial users of Peace Lake Water Society

[2:03:24] Voice 12: and have a less focus on the domestic side.

[2:03:28] Voice 12: that i mean without without that dedicated work with the society i i just didn't have the capacity

[2:03:37] Voice 12: to try to pivot with them and and start a whole other conversation because that's not where the

[2:03:44] Voice 12: ship was sailing to so um i i at this point i would actually i'm i'm asking for the ltc's uh

[2:03:53] Voice 12: direction on this it's not direction you have to give me right now but it it's something where

[2:03:59] Voice 12: um like my kind of my work with or my advocacy role with uh peace lake water use society is

[2:04:07] Voice 12: has stalled and and so it's um i i look to the ltc to provide direction with that regard to

[2:04:14] Voice 12: defending it all so my update any

[2:04:18] Trustee Patrick: questions for william um

[2:04:22] Voice 6: so i have a question um that i didn't

[2:04:25] Voice 6: he uh addressed here is uh we had uh at one point uh asked i believe we asked you to look into the

[2:04:34] Voice 6: um the potential for requiring proof of potable water at time of subdivision i wonder if there's

[2:04:41] Voice 6: where that ended up um because i don't it's been a while

[2:04:46] Voice 8: since i've even thought about it so

[2:04:56] Voice 12: myself on mute there um so yeah the the proof of potable water um so what was happening

[2:05:03] Voice 12: is that work was being largely uh undertaken um by the salt spring local trust committee and and

[2:05:10] Voice 12: it's now um come to a point of maturity where the salt spring island local trust committee has

[2:05:16] Voice 12: ask us to come back with some some more information on I guess like the

[2:05:26] Voice 12: challenge we always have with planning is how to communicate it not only to the

[2:05:30] Voice 12: public but to the trustees themselves to make the decisions and I and so that's

[2:05:35] Voice 12: where that project is now the bylaw has gone through several back and forth with

[2:05:42] Voice 12: with the province.

[2:05:44] Voice 12: And so we believe we have a bylaw

[2:05:50] Voice 12: that has good options in it

[2:05:52] Voice 12: for any local trust committee to consider.

[2:05:55] Voice 12: I know that there's talk about the larger projects,

[2:06:00] Voice 12: the OCP and LUB project that Leskete was doing,

[2:06:03] Voice 12: and that proof of water may play a role in that.

[2:06:05] Voice 12: I'll be honest, I'm not part of that project,

[2:06:08] Voice 12: so I don't know.

[2:06:09] Voice 12: That would be something that either

[2:06:12] Voice 17: either a regional planning manager,

[2:06:15] Voice 12: a CalRecon announcer, or a planner.

[2:06:17] Voice 12: But I am interested in continuing on that work.

[2:06:20] Voice 12: And if the Luskete local trust committee

[2:06:23] Voice 12: wants to see the by-law that we've been developing

[2:06:26] Voice 12: for Salt Spring, we can generalize it a bit more,

[2:06:31] Voice 12: even provide options and present it,

[2:06:34] Voice 12: not even in a by-law form,

[2:06:35] Voice 12: just present it in a staff report,

[2:06:39] Voice 12: that that's something that can happen.

[2:06:42] Voice 12: I'm just not sure how the LTC sees that fitting into your current work plan.

[2:06:50] Voice 6: Yeah, I mean, I would see that as the LTC moves into the land use bylaw, that that information will be useful for us to consider.

[2:07:00] Voice 6: So I think it'd be great if the LTC got a look at that report. That'd be wonderful.

[2:07:06] Voice 12: okay um yeah i i can work with um with regional planning manager cower to to see how that looks

[2:07:28] Voice 12: me that there's some challenges with just taking a bylaw from developing one island and just

[2:07:34] Voice 12: flipping it to the other even though it was in the spirit of a more model type bylaw so um yeah i

[2:07:43] Voice 12: think that i like the staff report idea because i mean we can lay out the bylaw with its sections

[2:07:49] Voice 12: and and the options within like for example on salt spring island we have considered that shallow

[2:07:56] Voice 12: dug wells shouldn't be used for subdivision and and that's for reasons related to the hydrogeology

[2:08:02] Voice 12: and specific nature of salt spring island however on on islands like laskiti or damon and in certain

[2:08:09] Voice 12: regions of the island that's the only available water source so that obviously that that wouldn't

[2:08:15] Voice 12: work for the island

[2:08:16] Voice 13: so um

[2:08:17] Voice 12: it it it would be a a really interesting conversation of options with

[2:08:23] Voice 12: the ltc to then come back and draft maybe something that would look like a draft bylaw

[2:08:31] Voice 6: great uh thank you that i think that'd be great for the the new ltc to have and my other thoughts

[2:08:38] Voice 6: is just that um uh you know there's a lot of great information here and um again thinking

[2:10:31] Voice 12: boil water advisory specifically relating to um and and i'm just imagining that the

[2:10:39] Voice 12: problems still exist for the commercial users in town and the essential infrastructure where

[2:10:45] Voice 12: like they're not getting their operating permits or they're still under boil water advisory

[2:10:49] Voice 12: And there's a solution for them, and that solution may not involve the entire society, right?

[2:13:27] Voice 12: community that's tight and and but there is

[2:13:35] Voice 12: has the potential to be solved and and i find that intriguing professionally um but also like i

[2:15:04] Voice 12: they know it's safe.

[2:15:06] Voice 12: However, that type of treatment is likely either not feasible, not affordable.

[2:15:13] Voice 12: or not suitable for luskete so there are other options that that they can be undertaken and

[2:15:23] Voice 12: and and for those more clever and and likely more sustainable options there needs to be

[2:15:31] Voice 12: more analysis done on the water system to start understanding where like even where the pipes

[2:15:38] Voice 12: are at like there's it's hard to find a distribution map of of the of the society

[2:15:44] Voice 12: um like infrastructure there's like i've i have a hand-drawn map and and like a few of those you

[2:15:51] Voice 12: know so like it and and the

[2:15:54] Voice 12: monitoring was to identify issues within the distribution system

[2:15:58] Voice 12: the premise so um you know like perhaps there's only one area of the distribution system that's

[2:16:07] Voice 12: causing havoc for the whole thing and or there's there can be some other options like another

[2:16:15] Voice 12: license can be taken out of the lake and a dedicated line gets sent to the last resource

[2:16:20] Voice 12: society and that's where the distribution starts for the commercial center like there's there are

[2:16:26] Voice 12: options to explore most of them cost money um and and like i'm not i'm not i don't think i'm

[2:16:34] Voice 12: of speaking out of turn here when i am reflecting that the pizza lake water users society does not

[2:16:40] Voice 12: have the organizational capacity to take on those massive funding triggers uh because that's what

[2:16:48] Voice 12: they wrote to me in the letter for a twenty thousand dollar figure to do like i and i'm not

[2:16:53] Voice 12: certain if it was the money if it was the type of project that that that they didn't have the

[2:17:00] Voice 12: organizational capacity to undertake i i wasn't given that information so like there's there's a

[2:17:08] Voice 12: lot there right and and um albeit i i if the domestics if the domestic users want to say we

[2:17:17] Voice 12: got this we like our boil water advisory i mean that's that's difficult to argue with like whether

[2:17:24] Voice 12: or not like the methods that they're doing to keep that them and their family safe are being

[2:17:29] Voice 12: being then you know like shared amongst others and and other new families that come to Laskiti

[2:17:35] Voice 12: and that that happens in you know into the future that's fine but what I heard from the commercial

[2:17:41] Voice 12: users and the infrastructure in town is that like that like they don't want the boil water advisory

[2:17:46] Voice 12: like they would rather not and I and you know and I apologize if there has been significant movement

[2:17:55] Voice 12: haven't been privy to the movement of the file for the last like six months eight months

[2:18:00] Voice 12: so um I I I'm not sure if it got better but that that was what I heard okay

[2:18:11] Voice 2: noticed uh recently in the health center that there is no more uh warning about unpotable water

[2:18:17] Voice 2: coming out of the taps there's no uh presumably potable water provided in in water bottles to

[2:18:27] Voice 2: in?

[2:21:07] Voice 2: And they felt they didn't understand it, and they appealed to you for more information on what was the total funding, what were they expected to provide, and they didn't get answers for a long time.

[2:21:21] Voice 2: And when they did, they didn't understand them, and they came down to the point that they felt that they didn't have the personnel or the facilities or the resources to sign on to the project.

[2:21:34] Voice 2: project. Now, from what you said, it sounds like the $20,000 might have covered it. But if it did,

[2:21:40] Voice 2: they didn't know that. I think. I don't know if there's

[2:21:43] Voice 2: any in any point in proceeding. I don't

[2:22:29] Voice 12: And really, to get the domestics out of the boil water advisory at a point of use, like treatment where every household has its own treatment, it would be down to the very last household until Island Health gave them their operating permit without a boil water advisory.

[2:22:57] Voice 12: there is a solution for the essential infrastructure in town and commercial that that may not include

[2:23:03] Voice 12: the domestic and that is not that's a political decision to even undertake the options with

[2:23:11] Voice 12: respect to that right and that's one that the piece like water use society should also be like

[2:23:16] Voice 12: Like this might be an option for us. Yes. Or they might be like, absolutely not.

[2:23:20] Voice 12: You're splitting our users in half. Why would you do that? You know,

[2:23:23] Voice 12: so like that I'm willing to have those difficult conversations and I'm willing

[2:23:28] Voice 12: to liaise with the regional districts and continue to work with Island Health.

[2:23:36] Voice 12: I moved out to BC from Alberta 15 years ago to help with these boil water

[2:23:42] Voice 12: advisories on first nation land mostly and um you know it's been a failure there and and

[2:23:49] Voice 12: luskete is stalled out now with their boil water advisory it's like we need to start figuring these

[2:23:54] Voice 12: out and so maybe there's like you know a thing there that i'm i'm trying to strive to help the

[2:24:02] Voice 12: luskete community because i i think it's a good thing to do and so if if the uh but i'm you know

[2:24:12] Voice 12: i'm beholden to the ltc and and the will of the ltc and so that's why i think that perhaps there

[2:24:17] Voice 12: can be some discussions between maybe a trustee or the entire ltc with people like water use society

[2:24:23] Voice 12: and and grant like i i will own that it was likely confusing for the society in the build up front of

[2:24:34] Voice 12: the healthy watersheds initiative because the funding moved so fast we got it in december and

[2:24:40] Voice 12: we had to spend it by the next November like it was it was breakneck speed right and and you know

[2:24:47] Voice 12: maybe I assumed that the Laskiti project was more shovel ready than probably what it was right where

[2:24:53] Voice 12: there needed to be a little bit more time and analysis and education and and we went down many

[2:24:59] Voice 12: different roads where the Hornby guys are like we're just doing coliforms and E. coli straight

[2:25:06] Voice 12: straight shot right where you know i've talked with with the peace lake water use society about

[2:25:12] Voice 12: sand filters and issues with like the guards on the road on the road you know it's like it's and

[2:25:18] Voice 12: and like the mapping of their distribution system it there's a there's a lot more there so

[2:25:25] Voice 12: i'll i'll own that um i would say that there wasn't a lot of back and forth when they chose

[2:25:32] Voice 12: was to pass that resolution so just got sent to the director of local planning services and that

[2:25:37] Voice 12: just dissolved the project i i needed to pivot because i was already on a shoestring for my

[2:25:45] Voice 12: capacity at that time anyway i don't i don't want to i don't want to put blame on the society for

[2:25:54] Voice 12: for for understanding their their organizational capacity and turning down work i mean that's an

[2:26:03] Voice 12: like that's almost an honorable thing to do right because yeah because it was a contract right so

[2:38:13] Voice 6: degree or or to to you know take the the action of increasing the fees the longer they sit

[2:39:22] Voice 2: parcels from one that's a gift of thousands and thousands of dollars to them it's not just saying

[2:39:29] Voice 2: that they can do this or not do that or put it a little put their house a little closer to the

[2:39:34] Voice 2: lot line

[2:39:37] Voice 6: so yeah i just did a response to that peter um the reason that the regional planning

[2:39:42] Voice 6: committee has undertaken these the model bylaw and we have this new fees by law in front of us

[2:39:49] Voice 6: is because over time the percentage that the taxpayer has been paying has been far in excess

[2:39:58] Voice 6: of 20%, and that's why the fees are being adjusted.

[2:40:04] Voice 6: but I think we were creeping up to somewhere around 70%.

[2:40:09] Voice 6: And I just don't, I personally just don't think

[2:40:17] Voice 6: then why do the, whatever it is, the permit

[2:40:21] Voice 6: or any of the rest of it, if there's no benefit.

[2:41:23] Trustee Patrick: We're only allowed to capture the average cost.

[2:41:26] Trustee Patrick: And, you know, rezonings, it's hard to say any one, any two rezonings can be average, you know, they're all very distinct and separate. So that area has the most uncertainty in what the average price is, but the others are becoming very accurate.
