[0:00:12] Voice 11: i just want to start uh the meeting as as always with acknowledging that we're very privileged to

[0:00:19] Voice 11: be meeting in the traditional territories of many co-sailors people and of course in particular

[0:00:25] Voice 11: of manila first nation has lived and played and worked and gathered in this in this area and on

[0:00:35] Voice 11: this island for a millennium uh for much longer than any of us can imagine frankly um i don't

[0:00:42] Voice 11: know if any of their trustees wish to say anything regarding that or anything else before we start

[0:00:47] Voice 11: meeting okay thank you very much for that um this

[0:00:51] Voice 10: is the september the 6th uh 2022 regular meeting

[0:00:56] Voice 10: we have uh two community information meetings uh today uh plus we have a public hearing uh related

[0:01:03] Voice 10: to a rezoning project that

[0:01:06] Voice 11: we are going to work our way um through today and then we have a series

[0:01:11] Voice 11: of applications as well.

[0:01:14] Voice 10: I'd like to introduce myself.

[0:01:15] Voice 10: For those of you, there are some new faces here today

[0:01:17] Voice 10: that I haven't seen.

[0:01:18] Voice 10: And just so you know, while it's not mandatory,

[0:01:22] Voice 10: we do encourage people to mask,

[0:01:24] Voice 10: we're in a small room, although the ventilation

[0:01:25] Voice 11: appears to be very good in here right now.

[0:01:46] Voice 11: uh the trust trust councils um i have been for it's almost four years exactly coming up in the

[0:01:55] Voice 11: middle of october again beginning of november and i have a privilege our structure is such

[0:02:00] Voice 11: is that vice chairs and the chair chair other local trust committees we act as the third

[0:02:06] Voice 11: third member of the local trust committee so there's an uneven number um and i've had the

[0:02:13] Voice 11: privilege of being the chair on galliano for the last four years and come to know many of you uh

[0:02:21] Voice 11: we'll see how well you like me after i'm not the chair anymore

[0:02:33] Voice 11: so uh also you'll obviously know your two your two local uh trustees especially jay wolverton

[0:03:42] Voice 11: the community information meeting and for the of the public hearing as we go forward so we're going

[0:03:50] Voice 11: to work our way through the what is a a busy agenda um i would like to the first order of

[0:03:57] Voice 11: business is to is to approve the agenda and i i must admit i must have

[0:04:02] Voice 10: been i took some vacation

[0:04:04] Voice 10: time in august and i must have missed this that there was not a um a first town hall on the agenda

[0:04:12] Voice 10: and i think given the number of things that are on the agenda that i know people have been writing

[0:04:17] Voice 10: about and are interested in

[0:04:19] Voice 11: uh i think it would be appropriate to add a town hall um i'm going

[0:04:24] Voice 11: to propose and go that i would listen to the two trustees i was going to propose to go after the

[0:04:29] Voice 11: public hearing uh or would you like it early

[0:04:31] Voice 3: i thought it could go after the chair's report

[0:04:41] Voice 10: hearing last yeah um I we haven't had a lot of feedback on either of them um so what would you

[0:05:04] Voice 10: we'll add a town hall okay Robin uh and that would be your opportunity to speak to the local trust

[0:05:10] Voice 10: committee regarding matters that are on the agenda that aren't dealt with in the in the

[0:05:16] Voice 10: in the actual community information meetings or in the public hearing so you'll have an

[0:05:23] Voice 10: opportunity to ask questions about the two committee information meetings

[0:05:28] Voice 10: and and also have an opportunity to make submissions on the public hearing on the

[0:05:32] Voice 10: rezoning project but if there's other matters on the agenda that are later on the agenda

[0:05:37] Voice 10: uh that'll be your opportunity to speak to those of course if you're an applicant um which would

[0:05:43] Voice 10: include uh the gaylor application the uh and the walker application if you're the actual applicant

[0:05:51] Voice 10: you'll have an opportunity

[0:05:51] Voice 11: to speak during your consideration reapplication however if you wish

[0:05:56] Voice 11: to speak to me at any either of those applications and you aren't the applicant

[0:05:59] Voice 11: you should do so

[0:06:00] Voice 11: during town hall is that confusing enough for everyone i remind you again when we get there

[0:06:05] Voice 11: to the town hall and I'll also talk to you about about the opportunities about the appropriate

[0:06:12] Voice 11: expectations related to speech etc during that so with that amendment are there any other

[0:06:20] Voice 11: amendments or additions to the agenda

[0:06:22] Voice 10: from either of the trustees okay so

[0:06:24] Voice 10: having said that we'll

[0:06:26] Voice 10: take the agenda approved

[0:06:28] Voice 11: as

[0:06:28] Voice 10: amended with the with the town hall after the public hearing

[0:06:32] Voice 10: So the first thing

[0:06:34] Voice 11: up on the agenda is a trustee report.

[0:06:37] Voice 11: So what's been doing since July 4th?

[0:06:43] Voice 4: Nothing.

[0:06:45] Voice 4: Running a store.

[0:06:46] Voice 5: The

[0:06:47] Voice 4: trust takes August off. So we, there was very little trust work except before the pandemic I was working with the Ministry of Transportation and Infrastructure in bringing car stops to Galliano.

[0:06:59] Voice 4: Car stops are strategically placed to mark pull-outs where pedestrians can wait for a driver to pick them up.

[0:07:05] Voice 4: It's a safe alternative to hitchhiking, where narrow roads often make it dangerous to stop and pick up someone.

[0:07:11] Voice 4: The

[0:07:11] Voice 3: pandemic, however, made

[0:07:12] Voice 4: car sharing environment unappealing, so I put my work to the side.

[0:07:15] Voice 4: But I believe this is the proven model of successfully reducing car use and encouraging car sharing,

[0:07:20] Voice 4: so I have recently, in July and August, continued to pursue this concept in hopes of introducing the system to Galliano.

[0:07:27] Voice 4: so that's what i did for july and august in regards to the trust work there was a government's

[0:07:32] Voice 4: committee meeting and uh which i have heard of and also a financial planning committee meeting

[0:07:38] Voice 4: but due to a severe short staffing i was unable to attend

[0:07:45] Voice 11: okay

[0:07:46] Voice 3: uh yeah and definitely august is a bit quieter although there's been a tremendous

[0:07:51] Voice 3: not a correspondence and site visits and the regional planning committee met during august

[0:07:58] Voice 3: one of the main things that the regional planning committee has been working on is housing advocacy

[0:08:07] Voice 3: and preparing a letter to government that will go before the trust council which meets in

[0:08:16] Voice 3: um two weeks from now i guess and the the idea is to it'll have to go through trust council but

[0:08:25] Voice 3: we're looking at trying to convene a table of people to really focus on housing in these gulf

[0:08:33] Voice 3: islands and a table of people the politicians who actually have some of the power to make some of

[0:08:40] Voice 3: those decisions, and maybe even find some funding, but it's

[0:08:45] Voice 3: recognized that all throughout, throughout the province. And in

[0:08:50] Voice 3: particular, in these islands that there was a critical

[0:08:52] Voice 3: housing shortage, and that because we are islands, it's

[0:08:56] Voice 3: different from another area where people could live in a

[0:09:01] Voice 3: different community and come and work in a community where we're

[0:09:05] Voice 3: hampered by a ferry service and not having local affordable rental housing so those are the main

[0:09:14] Voice 3: things that I've been working on also trying to give some thought to reconciliation and what

[0:09:22] Voice 3: reconciliation actually means on the ground and that was part of a discussion at the regional

[0:09:27] Voice 3: planning committee how does it we have a high level declaration but then how does that translate

[0:09:34] Voice 3: into actual policies and procedures and um and how we do the work so that's my short report

[0:09:41] Voice 10: thanks

[0:09:44] Voice 10: um so a couple of things in my uh a few things in my chair's report um

[0:09:54] Voice 10: it has been

[0:09:56] Voice 11: a busier summer than usual i would say because we spend a fair amount of time on

[0:10:00] Voice 11: in Galeano at various meetings and hearings in July.

[0:10:04] Voice 11: August was, is quieter.

[0:10:08] Voice 11: There were

[0:10:08] Voice 10: very few local trust committee meetings.

[0:10:12] Voice 10: However, there were some committee meetings.

[0:10:14] Voice 10: I wanted to point out one thing.

[0:10:16] Voice 10: One of the things that's occurring

[0:10:18] Voice 10: at the financial planning committee is we were,

[0:10:22] Voice 10: we spent some time last week talking about our,

[0:10:25] Voice 10: when we build our budget,

[0:10:26] Voice 10: we have what are called our principles and assumptions.

[0:10:29] Voice 10: and uh it's often been a bit of a rote exercise where we just sort of said oh yeah that all

[0:10:35] Voice 10: sounds good this time we had a more in-depth conversation about what those principles and

[0:10:41] Voice 10: assumptions should be and one of them uh that we've asked and we'll get trust council hopefully

[0:10:46] Voice 10: will prove was to build in um first nations engagement and reconciliation activities

[0:10:51] Voice 10: into our budget as a principle and assumption going forward that may sound like a small step

[0:10:57] Voice 10: to stake and it may seem obvious um and in some ways it is but it's uh but it also is an important

[0:11:05] Voice 10: step for us as we work through our budget that we we build in the appropriate um amounts and funding

[0:11:12] Voice 10: and recognition that we're going to have to do this work as an ongoing because we often get into

[0:11:17] Voice 10: projects and find out you know what we haven't we haven't built it in appropriately and we need to

[0:11:23] Voice 10: do that at the front end and start to to understand that work at the beginning it's another i'll call

[0:11:29] Voice 10: another step on the

[0:11:30] Voice 11: journey of reconciliation we're doing so that was one of the discussions

[0:11:34] Voice 11: that happened at the financial planning committee which i think was important and i was pleased to

[0:11:38] Voice 11: see that it was supported by everybody at the financial plan uh

[0:11:43] Voice 10: the other thing that's occurring

[0:11:44] Voice 10: um is that the trust programs committee met twice over the summer and that made the fun the good

[0:11:51] Voice 10: stuff as was the community stewardship awards but we're also working our way through the trust

[0:11:55] Voice 10: policy statement and some of you who may follow what we're doing with the at the trust

[0:12:00] Voice 11: uh may

[0:12:01] Voice 11: know that that has been the subject of some commentary let's say across particularly the

[0:12:08] Voice 10: southern gulf islands but across the trust area um it has uh derailed some of the work that we

[0:12:15] Voice 10: would otherwise have done uh that commentary and has taken up an awful lot of our resources

[0:12:20] Voice 10: So the trust policy statement is is somewhat akin or not exactly

[0:12:25] Voice 11: like an official community

[0:12:27] Voice 11: plan in the local trust area.

[0:12:30] Voice 11: It's a it's a high level document that sets out the principles that the trust is going

[0:12:34] Voice 11: to adhere to.

[0:12:35] Voice 11: And you'll see as we work our way through specific projects, for example, on the island,

[0:12:40] Voice 11: we actually do what's called a trust policy statement checklist

[0:12:43] Voice 10: to see that whether the

[0:12:45] Voice 10: local trust committee what they're proposing abides by these principles.

[0:12:49] Voice 10: So these are the

[0:12:49] Voice 10: principles that the Trust Council as a whole adopts.

[0:12:53] Voice 10: It's been a challenging time to try and work our way through that and trying to incorporate

[0:12:59] Voice 10: more, I'll call it more ecosystem-based measures, issues around reconciliation and trying to

[0:13:08] Voice 10: build that into our work, and also around housing issues and those issues.

[0:13:13] Voice 10: those have been the three main themes um but it has generated a lot of discussions people don't

[0:13:20] Voice 11: always like when some provisions of government quote unquote government may pinder how they do

[0:13:27] Voice 11: their what they do on their own property so that's been a big piece of work we had two meetings

[0:13:33] Voice 11: um on uh over the summer one at the beginning beginning issue of july one at the end of

[0:13:39] Voice 11: of August and what became clear is is the proposed draft which almost got first reading in July needs

[0:13:50] Voice 11: to go back for a rework July of 2021 sorry needs to go back for a rework

[0:13:56] Voice 10: and so the proposal coming

[0:13:57] Voice 10: to trust council is is to send the document back to the committee and the new committee and staff

[0:14:03] Voice 10: to rework it with a series of principles and directions that we've given

[0:14:07] Voice 11: to that the trust

[0:14:08] Voice 11: policy committee programs committee has given to um they have uh uh they have um

[0:14:16] Voice 10: uh for certain

[0:14:19] Voice 10: uh recognized that there were some

[0:14:22] Voice 11: people didn't like some of the structure they didn't like the

[0:14:25] Voice 11: way it was laid out and there's some recognition that some of the um uh proposals perhaps had gone

[0:14:33] a little too

[0:14:33] Voice 11: far and so there's some direction to sort of roll some of those back to put in

[0:14:40] Voice 11: some modifications around the issues around docks and forests and foreshores and things of that

[0:14:45] Voice 11: nature so we'll see what that looks like you can look for it coming forward again probably in the

[0:14:51] Voice 11: early part of the of the next year not the next term necessarily but the next year and speaking

[0:15:00] Voice 11: Speaking of that, just while we're on the issue of the next term, of course, elections are in the offing.

[0:15:04] Voice 11: I saw an election sign

[0:15:06] Voice 10: coming up, driving up to the mall, so I know people on Galliano know this.

[0:15:11] Voice 10: They're quite aware, as they're always very politically active.

[0:15:14] Voice 10: That will be held on October the 15th, and there will be a new trust council,

[0:15:19] Voice 10: and much of the work of, while the local trust committees will be oriented up to speed

[0:15:24] Voice 11: fairly quickly and working on things,

[0:15:26] Voice 11: the new trust council will probably spend the first two times in in November when the swearing

[0:15:32] Voice 11: in is and then early December getting

[0:15:35] Voice 10: oriented so that they have an idea so they have a better

[0:15:38] Voice 10: idea of how to do their work with us particularly with the new trustees as they come in so it's

[0:15:44] Voice 10: it's a fun time for everyone involved as we finish up our work and get on with the next work

[0:15:51] Voice 10: um the last thing i wanted to report on and rather than do this in before the town hall

[0:15:57] Voice 10: uh i have received a number of um uh letters uh or commentary from people concerned about

[0:16:06] Voice 10: correspondence that's come into uh the trust the trust that gets posted on the website

[0:16:12] Voice 10: that may contain commentary sometimes does that i wouldn't usually tolerate in a public meeting

[0:16:21] Voice 10: and and to be frank you're right and that's

[0:16:26] Voice 11: mostly I take responsibility for one of them

[0:16:29] Voice 11: because it was addressed to me and and I just miss taking out the parts that were

[0:16:36] Voice 10: that might

[0:16:37] Voice 10: have been found to be offensive I will say that for when we get large swaths of communication

[0:16:44] Voice 10: communication like we got last week um related to an application that's on our application it's

[0:16:50] Voice 10: very hard i think it's very difficult for us to challenge you for us to go in and vet them because

[0:16:55] Voice 10: we get criticized if we don't get them up on our website immediately uh we try to do our best and

[0:17:00] Voice 10: we do try and vet communications and correspondence for defamatory remarks etc occasionally things get

[0:17:07] Voice 10: missed

[0:17:08] Voice 11: uh and uh we will continue to try and do our best but for those that um that we're concerned

[0:17:15] about some correspondence that's actually in our package today uh i've addressed that and we've

[0:17:21] gotten some revised correspondence

[0:17:22] Voice 11: for that i simply just want to say uh that was my responsibility

[0:17:26] Voice 11: i should have caught it earlier i did not and i apologize

[0:17:30] Voice 10: um anyway uh uh so with that in mind

[0:17:36] Voice 10: i think that's my report um and with that we'll start then the uh the next issue and the first

[0:17:46] Voice 10: item on the agenda is the community information meeting around uh

[0:17:51] Voice 11: the galileo affordable living

[0:17:53] Voice 11: initiative society um and uh i think what we're going to do unless i'm mistaken is i'm going to

[0:18:03] Voice 11: clara smith are you going to sort of introduce the bylaw and walk us through that

[0:18:07] Voice 11: and then what's going to occur is that the applicant i think that's the level you're

[0:18:12] Voice 11: going to do the presentation alone oh i'm sorry i guess i'll get to you yes yes sorry and trustee

[0:18:19] Voice 11: rockefeller has been recused throughout this process and will recuse yourself for this um

[0:18:26] Voice 11: and then we'll have some presentations i see you have i just to see you again i see there's some

[0:18:31] Voice 11: folks here from your team uh and then

[0:18:34] Voice 11: there'll be an opportunity after we've had the presentation

[0:18:37] Voice 11: uh for questions and answers uh so

[0:18:40] Voice 10: this is your

[0:18:41] Voice 11: opportunity to ask questions get the information

[0:18:44] Voice 11: that you need uh tell us what what what it is that might concern you whether what and get all

[0:18:50] Voice 11: the information you might possibly need related to the

[0:18:53] Voice 10: application the plan

[0:18:55] Voice 11: is to have a public

[0:18:56] Voice 11: hearing on the 27th of september uh

[0:19:01] Voice 10: in conjunction with our next local trust committee meeting

[0:19:05] Voice 10: but this is the opportunity to get you know get your questions answered and make sure that you

[0:19:09] Voice 10: understand and make sure the application and what's being proposed so with that i'm going

[0:19:15] Voice 11: to turn it over to minor brad smith who's been the planner on this matter throughout

[0:19:19] Voice 11: um and so already

[0:19:22] Voice 9: so my uh intent is just to give a quick update of uh the application and where

[0:19:29] Voice 9: things are currently at and what next steps are and then i'll pass it over to you to provide more

[0:19:34] Voice 9: detail about the actual application and the proposal for what you're planning to do on the

[0:19:39] Voice 9: land base so uh the application to rezone uh the property at 409 for lady pass road was submitted

[0:19:47] Voice 9: it in 2021 and planning staff have been working actively with the local trust committee and the

[0:19:53] Voice 9: proponents to move the application forward as many of you will be aware the proposal

[0:20:00] Voice 9: at that particular property that property was rezoned in the past already for a community

[0:20:07] Voice 9: housing use. So it is a zone in the land use bylaw as community housing one. And so in this case,

[0:20:18] Voice 9: there's only one bylaw amendment that's being proposed to amend the provisions of that land

[0:20:23] Voice 9: use bylaw to enable a different form of character for what's being proposed. There's no OCP

[0:20:31] Voice 9: the amendment in this case so it's just the one that is by the change uh bylaw 280 the uh the

[0:20:38] Voice 9: substance of the proposed changes are uh the previous bylaw uh the zoning for community

[0:20:45] Voice 9: housing one allowed for one uh resident per uh or one dwelling per lot uh with the expectation

[0:20:53] Voice 9: and not the previous proposal there would be a strata scheme developed for the uh rezoning

[0:21:00] Voice 9: where it would allow up to 20 separate strata lots to be created so the rezoning to for this

[0:21:09] Voice 9: proposal given that it is a 20 unit development in four buildings with multi-units in each building

[0:21:18] Voice 9: with a single property owner the zoning is being amended they're seeking amendments to change the

[0:21:24] Voice 9: zoning from one dwelling to lot or per lot to

[0:21:27] Voice 9: 20 dwellings per lot uh there are also other various

[0:21:31] Voice 9: changes to the zoning to uh establish maximum size for each type of unit so they're studio

[0:21:38] Voice 9: units right up to one two and three bedroom units and uh and also the uh

[0:21:47] Voice 9: insertion of a form of tenure clause that requires that all of the units be limited to rental units

[0:21:56] Voice 9: in the future. So that's the changes to the actual bylaw. I'm not going to get into the details of

[0:22:02] Voice 9: the actual proposal or what's occurring. Where we're at now, we're at a community information

[0:22:08] Voice 9: meeting. This is the second community information meeting that's been held for the proposal.

[0:22:15] Voice 9: At this stage, the applicant or the proposals been given first reading so the bylaws been given first reading by the local trust committee.

[0:22:23] Voice 9: In conjunction with the bylaw there's also a housing agreement which is an agreement between the proponent and the local trust committee, which establishes various parameters of the, of the long term use of rental those units including rent structure.

[0:22:44] Voice 9: there was quite a bit of back and forth to come to an agreed upon rent structure and now the housing

[0:22:49] Voice 9: agreement has advanced to more or less the draft final stage it was presented to the local trust

[0:22:53] Voice 9: committee at the july 26 special meeting there's also two covenants two land title acts section 219

[0:23:00] Voice 9: covenants that will accompany the uh rezoning if they are approved there's a in this case they

[0:23:06] Voice 9: have developed one covenant that has a number of terms that are only applicable at the time

[0:23:15] Voice 9: of construction. And so it's considered a temporary covenant. And once all of those

[0:23:20] Voice 9: terms are met and completed, then the applicant would seek to discharge that covenant from

[0:23:27] Voice 9: title of the property. And then there's a second covenant where there are more permanent

[0:23:31] Voice 9: terms that require more long-term covenant conditions around the maintenance and monitoring

[0:23:41] Voice 9: of groundwater use and a number of other components and so those covenants the permanent

[0:23:48] Voice 9: covenants is more or less finalized and so it's at the draft final stage the temporary covenant

[0:23:55] Voice 9: there's still a little bit of back and forth going on between the applicants and and trust

[0:24:00] Voice 9: trust legal counsel, just to finalize the wording of some of the specific terms of the

[0:25:12] Voice 9: give second and third reading to the proposed bylaw then the next step would be uh all bylaws

[0:25:19] Voice 9: uh moving through that stress require executive committee approvals so the executive committee

[0:25:24] Voice 9: would give um uh consideration of the proposed bylaw assuming they approved the bylaw then the

[0:25:31] Voice 9: last step would be for it to come back to the local trust committee for a final uh for a fourth

[0:27:51] Galliano Green property just up the road here next to Pigs Drive. I'd like to start as

[0:28:00] Voice 11: at our board meetings with our land acknowledgement and so I'd say that we acknowledge the deep

[0:28:07] Voice 11: privilege of living upon the unceded and the servant lands of the Penelope, La Malcha,

[0:28:12] Voice 11: and Haudenosaunee First Nations, as well as other Haudenosaunee speaking peoples and the

[0:28:18] Voice 11: Treaty Territories and Tsawwassen First Nations.

[0:29:46] Voice 11: but just to let you know the galliano affordable living initiative society was incorporated

[0:29:51] Voice 11: We were registered as a non-profit society in March of 2020, and we came together before

[0:29:59] Voice 11: forward with this.

[0:30:00] Voice 11: Galliano organization, your board, as we have so many on the

[0:30:03] Voice 11: island, for important work on the island. And earlier in the

[0:30:10] Voice 11: meeting, Trustee Wolff had commented about the critical

[0:30:13] Voice 11: lack of affordable rental housing on this island. It is

[0:30:18] Voice 12: it's

[0:30:19] Voice 11: not appropriately to say it is a crisis. I've seen it

[0:30:25] Voice 11: described even more strongly. It is a situation that we all

[0:30:29] Voice 11: have to do something about and there are various initiatives and projects underway as i think

[0:30:35] Voice 11: uh as planter smith already commented the current uh land use designation for the property we're

[0:30:42] Voice 11: talking about the canada green property is uh community housing so it's designated for

[0:30:48] Voice 11: community housing um and uh this is as a result of the uh hard work that was done by the previous

[0:30:57] Voice 11: owners of the property which was the galliano community housing association whose generosity

[0:31:05] Voice 11: in transferring the property to galley for a token amount after they had done a lot of work to

[0:31:14] Voice 11: get go through the community consultation process items trust processes to change the ocp

[0:31:22] plan its designation and the zoning which uh does

[0:31:27] Voice 11: currently allow for 20 homes but as again

[0:31:31] reported uh that the 20 homes of the galleon trinity housing association

[0:31:39] Voice 11: was proposing

[0:31:41] Voice 11: was based on a bare land strata subdivision with individually leased lots and largely owner-built

[0:31:48] Voice 11: homes. Galley's proposal, our proposal is different, significantly different, but we

[0:31:54] Voice 11: are looking to build 20 affordable rental homes for multi-unit buildings without a strata

[0:32:04] Voice 11: subdivision. And because of the nature of that change, it is necessary to rezone the

[0:32:12] Voice 11: property and that's the process we've been underway uh working with the trust planner and

[0:32:18] Voice 11: ltc and consultant team for many months now many board meetings so um so we have submitted the

[0:32:29] Voice 11: application this is our second cim and i just wanted to orient everybody so you can find it

[0:32:36] Voice 11: visually of where the property is. It's next to Page Drive and across from the South Gallium Fire

[0:32:45] Voice 11: Farm. And as you can see, the property is largely forested. Second Grove Forest. And you'll hear

[0:32:53] Voice 11: more from Pete Derrickson about what the ecology is of the property. And I'd like to just speak

[0:33:05] Voice 11: speak very, very briefly about what our concept for this new piece of the community is, which

[0:33:17] Voice 11: is it would be a small residential village, affordable and secure homes for singles, couples,

[0:33:24] Voice 11: families and seniors with low to moderate incomes. And Galliano residents and Galliano

[0:33:31] Voice 11: impersonations and indigenous community members will have priority for those i think that's

[0:33:38] Voice 11: it for my brief introduction i want to turn uh get over now to uh yeah mike from new commons

[0:33:46] Voice 11: develop tell you about new commons and where we are in the overall process

[0:33:52] Voice 11: sorry

[0:33:53] Voice 11: I'm sorry to leave them in the back of the room, I'll do this so you guys don't have to turn your heads.

[0:33:59] First off, very nice to be speaking with you, it's really nice to be on Galliano Island on a beautiful sunny day in September.

[0:34:07] Voice 12: My name is Dion White, I work with New Commons Development. New Commons Development is a non-profit real estate development company based in Vancouver and Toronto.

[0:34:15] Toronto.

[0:34:16] Voice 12: I myself am based on Vancouver Island. And our mission is essentially to partner

[0:34:23] Voice 12: with local nonprofits like the Galliano Affordable Living Initiative Society to help them realize

[0:34:28] Voice 12: their affordable housing project goals. It's really the

[0:34:33] Voice 12: only type of

[0:34:33] Voice 11: development we do.

[0:34:35] Voice 11: And the company has been around since about 2017. And we're a number of real estate development

[0:34:45] professionals, project managers, analysts, etc, who do this type of work. And, you know, we all

[0:34:54] Voice 12: sort of have an alignment of values around why to see

[0:34:57] Voice 12: more affordable housing around Canada.

[0:35:01] We launched what we call a small communities initiative in 2019. I was hired at that time to

[0:35:08] help with that initiative. Previously, the practice had been largely urban-based and

[0:35:16] and wanted to sort of take what we have learned and we're doing in sort of larger

[0:35:21] to see if we could apply that to address some of the

[0:35:25] how that we're being experienced in smaller communities as well and it was through that

[0:35:32] initiative that we met um i don't want to spend too too much time on this slide you can see

[0:35:41] there's a number of projects

[0:35:42] Voice 11: uh that we have sort of the inner development pipeline we have a number

[0:35:46] Voice 11: of those in small rural DC communities. Some of those are now in construction and represent

[0:35:54] Voice 11: all of these representing a little over 1800 units, which is sort of a little bit in excess

[0:36:01] Voice 11: of our impact target that we had set out. I'll also just mention that besides myself,

[0:36:10] Voice 11: there's two other members of the New Commons team attending the session today with you.

[0:36:15] Voice 11: Tin Yang is a recent addition to our team and she is joining to just get a sense of

[0:36:21] Voice 11: some of the work that we do and sort of just observing today and Aida Kudik is online she

[0:36:29] Voice 11: wasn't able to attend directly because she was traveling all over the interior last week but

[0:36:34] she is the project manager for the

[0:36:35] Voice 11: project and will certainly be available to help answer

[0:36:39] Voice 11: technical questions and other other questions you may have next slide please

[0:36:45] Voice 11: So a little bit about where we are in the project, as Michael mentioned, we've been working on this for some time since 2020.

[0:36:55] Voice 11: And the rezoning application was submitted back in March 2021.

[0:37:00] Voice 11: We've done a lot of work together, starting with a feasibility phase to just take a look at this property,

[0:37:06] Voice 11: see what, you know, might understand the local group's sort of vision, what outcomes they were seeking to achieve in terms of housing on Galliano Island,

[0:37:17] Voice 11: and then sort of working backwards from that to see how we could deliver a project that would achieve those outcomes and how feasible that project was.

[0:37:26] This then was followed by a bunch of schematic design work.

[0:37:31] We assembled a bit of a design team.

[0:37:33] team, the architect we've been working with for the project is Peter

[0:37:38] Voice 11: Troyhite, he's with

[0:37:39] Voice 11: Mobius Designs based on the Sunshine Coast, and then submitted the rezoning application

[0:37:46] Voice 11: back in March of 2021. It's since had a series of staff reviews, it's been to the advisory

[0:37:54] Voice 11: design committee, we did a first community information meeting back in October of last

[0:37:59] Voice 11: year, almost a year ago, and first reading was given, sitting here, February 22, but

[0:38:08] I thought we just did it in July.

[0:38:13] Brad,

[0:38:13] Voice 11: can you clarify?

[0:38:16] Voice 11: The first reading was just done in July, correct?

[0:38:20] Voice 12: On

[0:38:20] Voice 11: the by-law?

[0:38:22] Voice 11: Oh, it was done in February.

[0:38:30] We're doing the second community information meeting here today, and the intent of having

[0:38:36] us come back for public hearing

[0:38:42] Voice 11: A whole number of studies and technical work have been done on the project to date.

[0:38:47] Voice 11: You can sort of see the list of them there.

[0:38:49] Voice 11: I won't read them out necessarily one by one.

[0:38:55] Voice 11: the one that's sort of covered by the little notation at the bottom says that it's just

[0:39:01] Voice 11: noting that the water license for uh the project was recently approved by the province in may 20

[0:39:08] Voice 11: on may 25th of 2022.

[0:39:10] Voice 12: um next slide we're

[0:39:36] Voice 12: is keith erickson i'm a professional biologist i was

[0:39:40] Voice 12: contracted by galley back in the spring of 2021 to

[0:39:45] Voice 11: conduct an ecological assessment of the property

[0:39:50] Voice 11: that involved a review of all pertinent ecological information available

[0:39:57] Voice 11: a field based inventory and assessment

[0:40:02] Voice 12: of the

[0:40:03] Voice 11: property and

[0:40:04] Voice 12: then a assessment of the impact of

[0:40:07] Voice 12: proposed development on the ecology and

[0:40:10] Voice 11: recommendations for ways to

[0:40:14] Voice 12: minimize the

[0:40:15] Voice 12: impact or to mitigate impacts

[0:40:16] Voice 11: from the proposed work and so today I'll just give you a very brief

[0:40:23] Voice 11: summary of what I found on the property and then a very brief summary of some of the recommendations

[0:40:33] Voice 11: So if on the right is a map of the property, and it shows it's divided up into different

[0:40:41] Voice 11: polygons or units that correspond to the different types of forest ecosystems that are there.

[0:40:47] Voice 11: Most of the lot could be generally characterized as maturing forest 60 to 80 year old.

[0:40:54] There's a couple of old growth trees up in the in the northwest corner, you can see the

[0:40:59] kind of orange uh asterisks going on the edge of the property property liner that i found the rest

[0:41:05] is sort of in that 60 to 80 and

[0:41:08] Voice 11: maybe there's a couple that are recovering after whole logging

[0:41:14] events um

[0:41:15] Voice 11: the sort of um most uh notable ecological feature on the property is putter

[0:41:21] Voice 11: creek which um comes in um from the northwest and into the very northern edge of the property

[0:41:29] Voice 11: and then out and under coordinated pass road and down through the golf course and eventually out into the Murchison Cove area, Waver Bay area.

[0:41:39] Voice 11: And so, and along with that creek are some little pockets of wetlands and riparian forest.

[0:41:48] Voice 11: There is a knoll sort of in central to the property where that EC02 is there.

[0:41:57] Voice 11: um that uh is a little height of land so the property kind of goes up from uh georgia

[0:42:03] Voice 11: bay road to the height of lennon and back down the other side to where they ask for on that

[0:42:09] Voice 11: knoll is drier dumpster dominated ecosystems where um you have nice uh sort of salal and

[0:42:17] Voice 11: oregon grape and those types of shrubs underneath the lowland area around the creek in that sort of

[0:42:26] Voice 11: teal zone is quite moist quite wet as i said there's some little pocket wetlands and it's

[0:42:32] Voice 11: dominated by cedar and sword fern and moisture loving species like salmon burying from that

[0:42:38] Voice 11: i found a few at-risk ecosystems on the property um specifically a dumpster alaska onion grass

[0:42:51] Voice 11: meadow which is that ec02a and 02b two little patches up on that knoll um they're they're very

[0:42:59] Voice 11: quite rare on galley i don't find them very often um i also found a uh that nice little

[0:43:06] Voice 11: ocean spray community along georgia road in that bottom southern corner um and uh and a couple of

[0:43:15] Voice 11: the moisture areas the western red seizure and scum cabbage and red alder scum cabbage communities

[0:43:22] Voice 11: in the moisture area are also at risk so there's some nice

[0:43:27] Voice 12: little communities on the site

[0:43:31] Voice 12: there's a few larger diameter dominant trees also that i've mapped specifically that

[0:43:38] Voice 12: that, yeah, are provided for development.

[0:43:43] Voice 12: So the next slide.

[0:43:47] Voice 12: So based on that, and then looking at the proposed

[0:43:50] Voice 12: development, I found that the plan before Bi-Galley

[0:43:57] Voice 11: really did a good job of addressing a number

[0:44:01] Voice 11: of ecological concerns.

[0:44:03] One of which was protection of the Crete

[0:44:06] and riparian ecosystem.

[0:44:07] system it did not impact into the development permit area or any kind of or setback 30 meter

[0:44:15] setback that you would have alongside the

[0:44:16] Voice 11: creek so good job with that um it uh was not impacting the

[0:44:23] Voice 11: devos for ocean spray ec01 down there in the southern corner at all it was certainly not

[0:44:31] Voice 11: impacting any old growth trees that I found and it was protecting most of the larger diameter trees

[0:44:38] Voice 11: as well it also did a good job of protecting the richer higher productivity forest that's found

[0:44:46] Voice 11: on the northern portion in the moisture areas can

[0:44:51] Voice 3: we ask questions we'll

[0:44:53] Voice 11: get to questions the

[0:44:54] Voice 11: idea is that we'll have the presentations and then we'll get into the questions so if you could

[0:44:59] Voice 11: put them down is that all right i guess

[0:45:06] Voice 11: i'm happy to also minimize the footprint of the of the development as well some of the

[0:45:20] Voice 11: recommendations that i made to minimize the impact were specifically to relocate

[0:45:29] Voice 11: portions of the infrastructure that were encroaching into the Douglas for Alaska onion

[0:45:36] Voice 11: grass ecosystems on the top of the knoll and those were that recommendation was taken and had

[0:45:44] Voice 11: the developments been revised and adequately addressed

[0:45:54] Voice 11: also made the recommendation to retain as many of those larger diameter

[0:45:58] Voice 11: dominant trees and to hire an arborist to help make decisions about how to do that and

[0:46:06] Voice 11: that has also been followed adequately addressed by by galley and then there were some general

[0:46:14] Voice 11: recommendations looking at reducing the impact of the hydrology of the site from by getting

[0:46:22] Voice 11: getting water infiltrated into the ground

[0:46:25] Voice 11: and reducing the amount of surface water

[0:46:29] runoff from the development,

[0:46:32] which have also been addressed

[0:46:34] Voice 11: in detail

[0:46:35] Voice 11: by experts in that field in the water management plan.

[0:46:40] Voice 11: That's the summary of those.

[0:46:42] Voice 11: I'm happy to answer questions as I said

[0:46:45] Voice 11: in the question period.

[0:46:46] Voice 11: And there is a copy of the full report available

[0:46:51] Voice 11: on the Highlands Trust website

[0:46:52] Voice 11: site, and probably on the other sites

[0:46:55] Voice 12: as well. Thanks to me.

[0:47:05] Voice 11: Thanks, Keith. So on the left, we're showing the same base map

[0:47:11] Voice 11: that he's just presented. This is the ecological mapping. So

[0:47:14] Voice 11: just to give you a sense of how the development that's been

[0:47:17] Voice 11: proposed sort of overlays on on on the work that he did see

[0:47:22] Voice 11: pointer, but you can obviously see there's some driveways and

[0:47:28] Voice 11: sort of access to the site. And then the site, as you mentioned, is quite sloped up from the south to that sort of knoll of midway through the property.

[0:47:41] There's already a driveway roughed in that had been done by previous owners, and a well that had been installed on the property sort

[0:47:51] Voice 11: of at its mark there, but it's hard to see.

[0:47:56] Voice 11: there's a series of essentially rocky sort of terraces as you ascend that slope and the design

[0:48:03] Voice 11: has really sought to utilize those as much as possible in order to sort of have these buildings

[0:48:10] Voice 11: sort of set kind of backed into those tiers and some of them have two stories such that

[0:48:17] Voice 11: each the units can be accessed from the ground level either from the top side of that tier or

[0:48:24] Voice 11: sort of the lower side of that here depending on the units um you can see as as keith mentioned

[0:48:31] Voice 11: we've really worked hard to develop a site plan that stays away from some of those critical uh

[0:48:38] Voice 11: areas that had been identified so that bco1b ocean spray area in the bottom left corner

[0:48:45] Voice 11: really sort of tried to ensure the buildings weren't encroaching into there

[0:48:49] Voice 11: there, as well as the Dunfer, Lassen, and Ingrass community in CO2A, where we sort of moved and repositioned buildings along that tier to stay outside of that area.

[0:49:04] Voice 11: And of course, the riparian and wetland areas that are quite a ways further up to the northwest are also well away from the proposed development area.

[0:49:13] Voice 11: I'm going to just show you directly because what's not shown on this map, we'll see it on a future one, is that, of course, this property would have to be on septic.

[0:49:24] Voice 11: The proposed septic fields for the property, again, were relocated as a result of the ecological mapping work that was done,

[0:49:32] Voice 11: and are now, you know, there's a proposed dispersal field sort of just near the base of this slope here.

[0:49:42] Voice 11: it was previously sort of running in this area around this ecological community so we certainly

[0:49:48] Voice 11: wanted to move and we had keith and our septic engineer on site together looking at these areas

[0:49:55] Voice 11: with another small field sort of proposed just in this area there's not a lot of room there so

[0:50:01] Voice 12: they could accommodate all that the

[0:50:04] Voice 11: whole site is 10 acres there's about 0.86 acres in sort of

[0:50:11] Voice 11: developed footprint or area so it's really been a goal to try and condense the development of

[0:50:18] Voice 11: the site and achieve that sort of village uh you know feel that wouldn't really be possible if we

[0:50:25] put one kind of apartment building on the site uh but still sort of condense the footprint of

[0:50:31] Voice 12: the area and i think

[0:50:39] Voice 5: yeah we're going to everyone

[0:50:52] Voice 12: my name is al kohet i'm a professional engineer

[0:50:56] Voice 12: and a hydrogeologist. I've been involved in groundwater investigations on the Al-Anil

[0:51:02] Voice 12: for the last 30 years, and this particular area, this property, for the last 10 years.

[0:51:12] Voice 12: So there's been quite a bit of work that was done initially. I'm going to be talking about

[0:51:19] Voice 12: the water supply for this proposed housing development, which is a bedrock well, and

[0:51:26] Voice 11: it's indicated there WTN 91453 those WTN numbers referred to on the provincial

[0:51:37] groundwater wells database so

[0:51:40] Voice 12: those are all registered wells and besides the production

[0:51:46] Voice 12: well for this development you can see all the neighboring wells in this area by the larger

[0:51:53] Voice 12: of new dots and there's other wells. The other important thing about this figure here is the

[0:52:02] Voice 12: closest well to the production well is that WTN59275 and that belongs to the Page Road

[0:52:13] housing

[0:52:14] Voice 12: facility next door to the

[0:52:16] Voice 11: property under consideration. This well was initially

[0:52:21] Voice 11: It was initially drilled some time ago, 1993.

[0:52:27] Voice 11: And it's been tested several times,

[0:52:31] Voice 12: actually three times back in 2003.

[0:52:34] Voice 12: And this is quite an exceptional,

[0:52:37] Voice 12: it's good producing well.

[0:52:39] Voice 12: And I think it gives you an idea that a well drilled in 1993

[0:52:42] Voice 12: is still quite viable today,

[0:52:46] Voice 12: as long as nothing's happened to it.

[0:52:48] Voice 12: But this well originally tested for 12 hours,

[0:52:52] Voice 12: and then in 2018 it was tested for 72 and a half hours that's that's three days for testing

[0:53:00] Voice 12: and then again it was re-tested because there was some thought that maybe in November of 2019

[0:53:06] Voice 12: it was too wet when it was tested the well was tested again in October 2020 after a fairly dry

[0:53:14] Voice 12: dry summer for 72 and a half hours again.

[0:53:18] Voice 12: That is a requirement for federal oil testing in British Columbia if that oil is going to

[0:53:24] Voice 12: be used for a commercial-type development.

[0:53:32] Voice 12: And I'll just point out the water level in the test in 2020 was 32.48 meters below ground.

[0:53:43] Voice 12: and we've been monitoring this site since then and that water level does not vary much

[0:53:49] Voice 12: more than a few meters on a seasonal basis from from year to year. I won't go into the

[0:53:58] Voice 12: details of the test exactly but

[0:54:01] Voice 11: the next slide please. So that well was tested for those two

[0:54:07] Voice 11: days at 3.25 US gallons per minute. And we rated the well at that rating not more than

[0:54:18] Voice 11: what it was contested at. The well actually is capable of producing more water but we didn't

[0:54:25] Voice 11: uh

[0:54:25] Voice 12: the purpose of this was just to find out if there was enough water to satisfy the potential

[0:54:30] Voice 12: potential demands of this project not to test the ultimate capacity as well

[0:54:37] Voice 11: um

[0:54:38] Voice 12: now we didn't monitor the neighboring well at the page Road facility and there was mutual

[0:54:45] Voice 12: interference there not mutual but the interference of 5.41 meters and the page road well actually

[0:54:54] Voice 12: also influences this production well to some degree but only about a meter or so on a day-to-day

[0:55:01] Voice 12: basis but occasionally when they fill the storage tanks we believe at the Pedro facility

[0:55:09] Voice 12: uh there is a an impact when that takes place but that's short too next

[0:55:18] So

[0:55:22] Voice 12: this is the normal behavior of the well that we monitor from January to June of 2022.

[0:55:31] Voice 12: We also have 2021 data, but you can see the daily variation there of about half a meter.

[0:55:42] Voice 12: So that's the influence of the Page Road facility on this production well.

[0:56:40] Voice 12: certainly capable of meeting the water supply requirements of this proposed project. And

[0:56:47] not having any major effects on neighboring wells or part of the environment. So

[0:58:12] Voice 1: management plan and site servicing plan so um can we

[0:58:34] Voice 1: worries um so guai engineering is a local uh civil consultant that is working with us

[0:58:42] Voice 1: on uh development of water management plan and a site servicing plan for our project on galeano

[0:58:48] Voice 1: Island. Water system design is designed as per design guidelines for rural

[0:58:56] Voice 1: residential community water systems from 2012, which is the current guidelines for

[0:59:02] Voice 1: this type of development. There are a couple of main calculations that were

[0:59:10] Voice 1: required to design the system for our project. First one is maximum daily

[0:59:14] Voice 1: demand for the site and it is based on indoor demand, water loss allowance, and

[0:59:21] Voice 1: irrigation demand based on the design population of 50 residents which is

[0:59:26] Voice 1: again based on design guidelines with no anticipated water loss allowance and we

[0:59:34] Voice 1: do not have proposed irrigation on site for landscaping. The proposed maximum

[0:59:39] Voice 1: daily demand is 11,500 liters per day or 7.99 liters per minute. The second

[0:59:47] Voice 1: calculation is for fire demand. The minimum water supply according to the

[0:59:53] Voice 1: standard on water supply for suburban and rural firefighting was determined to

[0:59:58] Voice 1: be 21,050 liters per day.

[1:00:00] Voice 1: liters. However, that was superseded by Galeano Fire Department, where their requirement is

[1:00:07] Voice 1: 90,850 liters, which we designed for this amount. The third one is reservoir design.

[1:00:15] Voice 1: So all of this water is going to be storage in reservoirs on site. And the reservoir design

[1:00:24] Voice 1: design is based on balancing storage, fire storage, and emergency storage. And the required

[1:00:29] Voice 1: total reservoir was determined to be 128,725 liters. And I would just like to note that

[1:00:37] Voice 1: this exceeds design guidelines requirements where we agreed with the LTC that to increase

[1:00:47] Voice 1: the emergency storage for I believe the safety factor was three when it comes to

[1:00:57] Voice 1: water quality and monitoring so the treatment of the well water will be

[1:01:01] Voice 1: required through a multi-barrier approach including UV disinfectant media

[1:01:07] Voice 1: filter and chlorine and the monitoring of water quality and usage will need to

[1:01:12] Voice 1: occur on a regular basis and this project assumes to have water meters installed for each unit

[1:01:19] Voice 1: individually for the proper management and basically the monitoring of the use of the

[1:01:28] Voice 1: water well. Next slide please. When it comes to water conservation and storm water management,

[1:01:36] Voice 1: the idea is to try to maintain the same conditions as before the actual

[1:01:43] Voice 1: development. So stone water design is based on stone water collection from the

[1:01:50] Voice 1: old solid surfaces and it would be collected in individual tanks next to

[1:01:57] Voice 1: each building and it is considered to be used for irrigation or on-site

[1:02:06] Voice 1: occasional discharge. The water conservation will be based on a variety of unforeseeable

[1:02:14] Voice 1: and voluntary measures, including legal operations and management and community engagement criteria.

[1:02:20] Voice 1: And of course, there are section 219 covenants that Brad, I believe, talked about earlier.

[1:02:28] Voice 1: Next slide, please. And this is basically the slide that shows conceptual site servicing plan.

[1:02:38] Voice 1: You can see that all collection for each building is run on the main line that is collected.

[1:02:48] Voice 1: First, it's individual buildings and then it continues to the main.

[1:02:55] Voice 1: sorry this includes also I apologize this includes a site site servicing plan includes the septic

[1:03:05] Voice 1: system collection and discharge so we do have a septic system report that includes the dispersal

[1:03:14] Voice 1: field locations and on this site plan we can see basically collection from each individual unit and

[1:03:22] Voice 1: building that collects at individual tanks that are then by gravity taken to

[1:03:29] Voice 1: the sewage tank at the bottom of the site next to the Georgeson Bay road

[1:03:38] Voice 1: where and then from there it is pumped uphill and dispersed into fields as

[1:03:45] Voice 1: proposed by septic consultant we see the proposed reservoir currently the

[1:03:52] Voice 1: location is just a placeholder in a way where the exact location will be determined later on

[1:04:00] Voice 1: in a design phase there is also proposed that the laundry facility on site that will

[1:04:09] Voice 1: use different type of measures for water discharge and then we have the water domestic line water

[1:04:19] Voice 1: water suppression line and water for hydrants

[1:04:21] Voice 1: that will be connected to the water well

[1:04:23] Voice 1: and will be used as per the reservoir

[1:04:27] Voice 1: and the water demand calculations.

[1:04:31] Voice 1: I believe that was it for, yes, thank you.

[1:04:43] Voice 12: So I wanted to speak

[1:04:45] Voice 11: a little bit

[1:04:46] Voice 11: about the affordability criteria

[1:04:49] Voice 11: or requirements that the project has proposed.

[1:04:55] Voice 11: proposed. And these are found both in the reasoning application and all the documents

[1:05:01] Voice 11: associated with that, but also show up again in the housing agreement, which would essentially

[1:05:07] Voice 11: form a restrictive covenant on title to the property. It really is intended to preserve

[1:05:14] Voice 11: the affordability of units and ensure that this remains community non-market housing

[1:05:20] Voice 11: housing for the long term as opposed to being at risk of changing hands and referring to Dr. Mark Leventel.

[1:05:30] Voice 11: So in our resuming application, essentially the society indicated that maximum the rents for the project would be kept below 30% of representative median income.

[1:05:47] Voice 11: So this is essentially our basic definition, and it aligns with the Southern Gulf Islands housing needs assessment

[1:05:55] Voice 11: in a way that the consultant back at that time had sort of identified, you know, what is the definition of affordability here,

[1:06:04] also aligns with sort of definitions that Canada Mortgage and Housing Corporation is housing, and

[1:06:09] Voice 11: most groups subscribe to.

[1:06:11] Voice 11: So what does it mean? What it means in our case is that the units will, on average, have rents set at or below 30% of the board tax median household income for Southern Gulf Islands electrical area, as reported by Statistics Canada, for representative household types.

[1:06:31] Voice 11: So this is what that means. I'm trying to provide you with some examples here.

[1:06:38] Voice 11: The housing agreement further provides this sort of additional level of clarity and indicates that the rent for a one-bedroom rental housing unit in a calendar year will, on average, be at or below 30% of the average of an income of one-person households and income of couples without children.

[1:06:59] So essentially, who is likely to be living in one bedroom units?

[1:07:03] Either a single individual household, or it's a couple without children.

[1:07:09] So you take the two stats, median household incomes of those two, take an average,

[1:07:15] and

[1:07:16] Voice 11: then any one bedroom, all the one bedroom units in the property,

[1:07:20] Voice 11: and there are ten of them proposed, when you take the average of their rents,

[1:07:24] Voice 11: they cannot be in excess of 30 of those median household incomes when they've been averaged

[1:07:30] Voice 11: together it's a little confusing i do apologize if

[1:07:34] Voice 9: anybody's interested i'm

[1:07:35] Voice 11: happy to follow up

[1:07:36] Voice 11: outside of this and can provide an actual sort of numerical examples uh rent for a two-bedroom

[1:07:42] Voice 11: rental housing unit an accounting year will on average be at a low of 30 of the income of

[1:07:49] Voice 11: couples with children and the income of lone parent families. And then the rent for a three-bedroom

[1:07:55] rental

[1:07:56] Voice 11: housing unit in town review year one after the high school purchase, the income of couples with children.

[1:08:03] Voice 11: So again these are these are sort of ceilings, these are caps for the affordability of the rents

[1:08:09] Voice 11: that can be charged on the project. Of course the society's and New Commons' role is to deliver

[1:08:17] units that are as affordable as possible. But at this stage of the project, we don't know who the

[1:08:23] funder is going to be. And every funder has a different sort of affordability program that

[1:08:29] they're trying to deliver. If this project ends up being funded through BC Housing's Community

[1:08:34] Housing

[1:08:34] Voice 11: Fund, it's going to look one way. And there will be three different tiers of rents

[1:08:40] Voice 11: ranging all the way from sort of very low income shelter rate type units up to market rate units.

[1:08:46] Voice 11: but if the project isn't successful in securing funding for dc housing it may devote to other

[1:08:52] funders like the canada virgin housing corporation for funding

[1:08:55] Voice 11: and they have very different

[1:08:57] Voice 11: requirements their affordability measures are based on their you know what they've measured

[1:09:02] Voice 11: to be the median market rent in any different area and the affordable units have to be less

[1:09:08] Voice 11: than 80 percent of those median market rents um so there's there's a lot of uncertainty around the

[1:09:15] Voice 11: the funder for the housing and therefore the final

[1:09:19] Voice 11: sort of affordability, you know, matrix

[1:09:22] of what the rents are gonna look like.

[1:09:25] But

[1:09:25] Voice 11: we now have sort of a ceiling provided

[1:09:28] Voice 11: by this housing agreement.

[1:09:31] Voice 11: The other point I wanna make on this is in respect

[1:09:34] Voice 11: to any market units that may be in the development,

[1:09:38] Voice 11: because most programs, regardless of the funder,

[1:09:40] Voice 11: have a requirement that some of the units need market.

[1:09:45] Voice 11: There is also a cap in the housing agreement as to, you know, the incomes that are eligible to rent in the project at all.

[1:09:55] Voice 11: And those are based on BC Housing's posted low to moderate income limits for the province as a whole.

[1:10:02] Voice 11: They do update them from time to time.

[1:10:04] Voice 11: But I can tell you that for households residing in anything smaller than a two-bedroom unit, that household can't make more than about $74,000.

[1:10:13] Voice 11: dollars and for anybody residing in a two-bedroom or larger unit it can't be any higher than about

[1:10:19] Voice 11: 114 000 based on their most recent data next slide and then a little bit more on funding

[1:10:31] so

[1:10:31] Voice 11: again a little uncertainty as to where the funding for the project is going to come from

[1:10:36] Voice 11: and this whole process is one step in the process of getting us there

[1:10:41] Voice 11: Housing Corporation, DC Housing, most of them won't really look at a funding application

[1:10:48] Voice 11: until the property that's being proposed for the project has been zoned, like has appropriate

[1:10:54] Voice 11: zoning in place.

[1:10:55] Voice 11: So this rezoning process is very much sort of, you know, one very large and meaningful

[1:11:01] Voice 11: first step towards kind of making applications for this funding and implementing the project.

[1:11:10] Voice 11: but the funding strategy for the project is really sort of a combination of a number of different

[1:11:16] Voice 11: uh funding mechanisms so galley's society is providing the land for the project

[1:11:25] Voice 11: so there's a land equity contribution that certainly has value to build on

[1:11:30] um galley's also proposing to undertake and is already undertaking

[1:11:35] Voice 6: community fundraising through

[1:11:36] Voice 11: to raise the roof auctions that are happening that believe in partnership with feeders

[1:11:40] their housing society and

[1:11:44] Voice 11: galley has also secured a status as a charitable non-profit society so

[1:11:50] Voice 11: has the ability to take charitable donations and receive those donations towards the project the

[1:11:57] Voice 11: project has also been successful in securing a number of pre-development funding grants and

[1:12:03] Voice 11: contributions through our small communities initiative both in the form of a grant and

[1:12:09] development consulting support and commons isn't hasn't charged anything for the work

[1:12:14] on this project and we hope to at one point but we'll only have if the project is successful

[1:12:22] when moving forward

[1:12:23] Voice 11: um cmhcc funding uh the project secured approximately fifty thousand

[1:12:29] Voice 11: dollars in seed funding from the canada origin housing corporation it's been

[1:12:33] Voice 11: And all of these funds have essentially been fully

[1:12:35] expanded at this point.

[1:12:38] And there was some funding that came through the capital

[1:12:41] regional districts as well.

[1:12:43] Unconfirmed funding that we are still looking at,

[1:12:46] Voice 11: the Community Housing Transformation Center

[1:12:48] Voice 11: has grants available for groups to build capacity

[1:12:51] to be able to implement projects like this.

[1:12:55] And the Federation of Community Municipalities

[1:12:57] Municipal Fund also now has a housing dedicated fund

[1:13:04] application too

[1:13:05] Voice 11: but haven't heard back on yet uh and then for the big

[1:13:08] Voice 11: capital project uh funding

[1:13:10] Voice 5: applications

[1:13:11] Voice 11: obviously we're looking to you know we're talking with bc housing we're talking with

[1:13:15] Voice 11: cmhc and the national housing co-investment fund as well as fcm and we've met several times with

[1:13:22] Voice 11: the capital regional district to see if the housing first program or other programs under

[1:13:26] Voice 11: their portfolio might be a fit and we'll continue to have those conversations as they sort of look

[1:13:33] Voice 11: to update and and those

[1:13:37] Voice 12: programs that's i think that was my last slide

[1:13:45] Voice 12: yeah

[1:13:46] Voice 11: so thanks everybody for all the patients i'm sure there are a number of questions so just to

[1:13:52] Voice 11: summarize uh let's put up here on this slide what we're looking for is one unit of affordable rental

[1:13:58] Voice 11: housing on the property that would be owned and managed on a continuous you know in perpetuity

[1:14:06] many basis by galley

[1:14:07] Voice 11: local non-profit organization and less than 10 percent of the 10 acres

[1:14:14] Voice 11: proposed to be used for the housing development so the great majority of the

[1:14:20] Voice 11: land would be left in natural forest we're looking at a mix of unit types

[1:14:27] Voice 11: and clustered in four buildings to really minimize the ecological footprint and impact

[1:14:36] Voice 11: Deanna has gone through in detail the rental structure, but it's kind of complicated, but it's all designed to ensure affordability for residents of the housing.

[1:14:51] Voice 11: housing tenant selection will be based on what's laid out in the housing agreement with

[1:14:57] Voice 11: the trust and also in whatever operating agreement with an operating agreement with a major capital

[1:15:05] Voice 11: funders so they will have some criteria about tenant selection but we have been really clear

[1:15:11] Voice 11: that the priority for will be given to current Galliano residents and Galliano First Nations

[1:15:19] Voice 11: and indigenous community members so i think that wraps up what we had to present to you

[1:15:25] Voice 11: i know it's a lot of information and i just expect thank you very much and thanks for

[1:15:32] Voice 11: your presentation uh so this is the opportunity to ask questions um so i would ask

[1:15:38] Voice 11: had to have a question if you know who you'd like to address the truth and otherwise we'll

[1:16:26] Voice 7: make me feel good about the water usage and the sewer runoff and the storm sewer because

[1:16:47] Voice 7: There has been no research, a very thorough research on the property itself, the project property itself, but there's been no research on my bordering property.

[1:17:33] Voice 7: 15 16 year old old growth fir trees going to be sustained without or are they going to die

[1:17:43] Voice 7: from that water with that much water being

[1:17:47] Voice 6: drawn from the same recharge

[1:17:52] Voice 7: question i i would like the trees are approximately 400 feet from the closest house or

[1:17:59] Voice 7: and i know he has researched that the two overall trees that are found at the north end

[1:18:19] Voice 6: south of those old growth trees in that bond area at the north and

[1:18:26] Voice 7: about that i when i what i'm saying is i would like to know that my property is going to be

[1:18:37] Voice 7: sound ecologically if this project goes through and i i believe in low-cost housing i think it

[1:18:45] Voice 7: can be done properly and they've done a wonderful job of all the research on the property itself

[1:18:50] Voice 7: but nothing has been done my my property bordering the property has not even been

[1:18:56] Voice 7: mentioned the fact the senior housing property has been mentioned

[1:19:10] Voice 7: but i feel for a proper environmental

[1:19:13] Voice 6: study it's ordering properties should be

[1:21:34] Voice 11: their rooting zones and their, and the surrounding soils in which they are, that those trees

[1:21:45] Voice 11: And then my, while I don't, I don't have specific expertise.

[1:21:51] Voice 11: I would, my instinct is that, um, the ground water table, um, will not be altered enough

[1:22:02] Voice 11: enough by you know this particular development to impact the water table uh significantly enough to

[1:22:12] Voice 11: to pose a threat to those trees on your property if there would be because that would take a lot

[1:22:20] Voice 11: of water to use there's a difference between looking at the groundwater impact on the

[1:22:25] Voice 11: vegetation versus the um like surface water impact if you were creating a ditch or something

[1:22:32] Voice 11: and diverting water and changing the the cervical hydrology of the land um that would be more

[1:22:38] Voice 11: concerned to me in terms of the health of those trees than the impact on the water like the water

[1:22:44] Voice 11: that's pulling out of the ground on those trees so my gut while i haven't researched it would be

[1:22:50] Voice 11: that they will not be impacted

[1:22:53] Voice 7: one more question um the changing of the field the stormwater field

[1:23:01] Voice 7: or septic field which are just down to the west side from up at the top down to the west side

[1:23:07] Voice 7: that whole west side is a cliff and it's running directly down onto my property

[1:23:13] Voice 7: onto a stream or ditch that runs into my pond that onto other trees yeah now

[1:23:24] Voice 7: in heavy rainfall and flooding that will affect the environment

[1:23:32] Voice 11: on my property's agricultural side

[1:23:36] Voice 11: so yeah i i out for the the concern about uh like runoff storm water runoff from the development i

[1:23:48] Voice 11: would i would um refer to the uh by that the um engineering water management plan yeah speaks in

[1:24:00] Voice 11: some detail about the storm water handling of bioswales and so on to ensure there isn't

[1:24:07] Voice 11: surface.

[1:24:09] Voice 7: There's also quite a steep downhill ecology to the south

[1:24:19] Voice 6: as well as to the west.

[1:24:21] Voice 3: Part of the south will affect my property because my property is all the way up the west side right

[1:24:28] Voice 3: down to Turf or some big road. So I'm worried about runoff in both the south and the west.

[1:24:35] yeah and again all i can say i think yeah what i could say is if you look at the client engineering

[1:24:43] report um the water management plan the goal the intent and the

[1:24:50] the plan is that there will be no change to the water uh

[1:25:01] Voice 11: that lot, it will all be handled on the one.

[1:25:04] Voice 11: So both, on both sides, the west and the south.

[1:42:47] Voice 11: challenging and we're trying to you know put forward a proposal for a project that we feel is

[1:42:53] Voice 11: you know implementable and not just going to sort of never get built because it can't secure the

[1:42:58] Voice 11: financing um and then there are certain you know michael i don't know if you want to speak to any

[1:43:04] Voice 11: of the sort of you know ownership related stuff around density as well but um you know not in any

[1:48:47] Voice 8: to be investing a lot of money in a project then that well needs to be tested to the highest

[1:49:31] Voice 8: So it was decided not by myself, I thought that that test

[1:49:36] Voice 8: was sufficient. I didn't expect as well differently. So it was

[1:49:41] Voice 8: really but it was retested for this development again. And the

[1:49:46] Voice 8: results were essentially comparable. And it was tested

[1:49:51] Voice 8: during a very dry October. Which, which shows you in some

[1:49:58] Voice 8: some cases, in this particular case, two

[1:50:00] Voice 12: very expensive tests, those tests cost like $50,000

[1:50:04] Voice 12: to do. We have the same results. So I think it's

[1:50:10] Voice 8: important that we verify this and that

[1:50:14] Voice 8: information is available. Now, the development is not going to use the amount of water that

[1:50:21] Voice 8: was even proven during those tests. It's

[1:50:24] Voice 12: using maybe three quarters of that amount.

[1:50:29] Voice 12: So in terms of this well, and I've been involved in this well for 10 years now, not that I

[1:50:36] Voice 12: ever knew that was going to happen, but I have a certain confidence that this well is

[1:50:41] Voice 12: capable of producing the water that's going to be required by

[1:50:45] Voice 8: this property, this housing

[1:50:48] Voice 8: project, without any significant

[1:50:50] Voice 12: effects on neighboring wells.

[1:50:53] Voice 12: We know what the effects are on neighboring wells, and they're basically all manageable

[1:50:57] Voice 12: at this point.

[1:54:39] Voice 9: and 232 are intended to uh rezone and redesignate the land of zoning and the ocp designation for

[1:54:49] Voice 9: four subject properties which are uh portions of district block 68 72 and just all of district

[1:54:57] Voice 9: block 87 as well as all of district block 64. uh district block 68 72 and 87 are all divided

[1:55:07] Voice 9: on the provincial ground and they are currently designated forest one or forest and zone plus one

[1:55:14] Voice 9: and uh district block 64 is currently on conservancy and it is uh designated rural and zone

[1:55:23] Voice 9: own world too. So the intent of these bylaw amendments is to rezone and re-designate all

[1:55:30] Voice 9: of these properties to nature protection. The bylaws were presented to the local trust committee

[1:55:39] Voice 9: on April 4th and given first reading. They were sent out to a number of provincial agencies and

[1:55:46] Voice 9: First Nations and no concerns were raised by those organizations or

[1:55:55] Voice 9: they were referred to we are at the stage now where with no significant community concerns

[1:56:03] Voice 9: register agency concerns staff are proposing to propose to conduct the cim and following

[1:56:13] Voice 9: this a public hearing this cim is an

[1:56:17] Voice 9: opportunity for the public to ask any questions of the proposed

[1:56:20] Voice 9: proposed by-law amendments.

[1:56:22] Voice 9: Following the CIM, the public hearing will be an opportunity

[1:56:25] Voice 9: for the community to state their any concerns

[1:56:30] Voice 9: or opinions around the proposed by-law amendments.

[1:56:37] Voice 9: Following the public hearing,

[1:56:39] Voice 9: the staff are recommending that the Local Trust Committee

[1:56:42] Voice 9: consider whether to give second and third reading

[1:56:45] Voice 9: of the proposed by-law amendments.

[1:56:47] Voice 9: If the Local Trust Committee decides to give

[1:56:49] Voice 9: second first third reading uh the next step will be executive committee approvals the staff will

[1:56:55] Voice 9: send the proposed bylaws to the executive committee for consideration of approval

[1:56:59] Voice 9: which is required of all island's trust bylaw amendments and because in this case we have an

[1:57:04] Voice 9: ocp amendment uh according to the accordance of the island's trust act all uh amendments to the

[1:57:11] Voice 9: uh official community plans in the island trust area require that the minister of municipal affairs

[1:57:17] Voice 9: also review the ocp uh amending bylaw and giving approval so the final step would be to

[1:57:24] Voice 9: send it to the ministry following the approval should that occur and if the ministry and the

[1:57:30] Voice 9: executive committee uh give approval then the final step would be then to return back to the

[1:57:35] Voice 9: trust committee for consideration of fourth reading and adoption okay

[1:57:40] Voice 11: so

[1:57:41] Voice 10: where this is a

[1:57:42] Voice 11: community information meeting on the bylaws and so this is your opportunity to ask any

[1:57:46] Voice 11: any questions that you may have related to the proposed bylaws.

[1:57:53] Voice 11: after, as soon as the community information meeting is

[2:05:17] Voice 9: SACIM, First Nation, and the WSANIC Leadership Council for Common.

[2:05:21] Voice 9: As of today, there's been three public submissions received.

[2:06:24] Voice 8: no protected areas on this island and we have been going through a very creative process

[2:06:32] Voice 8: for quite a few years in two separate land assembly projects both of which are represented

[2:06:40] Voice 8: in this rezoning application.

[2:06:42] Voice 8: And one is the Conservancy's efforts

[2:06:46] Voice 8: to create a marvelous mid-island protected area network.

[2:06:52] Voice 8: And the other is the creation of what has been called

[2:06:57] Voice 8: the North Galeano Parkland Corridor,

[2:07:01] Voice 8: which has been a partnership between BC Parks,

[2:07:04] Voice 8: the Galeano Trail Society,

[2:07:06] Voice 8: and some collaborating landlords.

[2:07:08] Voice 8: And over this 33 years, there have been something like 18 separate transactions, of which four

[2:07:20] Voice 8: of them are in its present application, to create what will be a protected area network

[2:07:26] Voice 8: extending the entire length of the north half of the island from the Gannard Drive neighborhood

[2:07:32] Voice 8: but right up to the indonesian point and the three of those application three of the properties are

[2:07:44] Voice 8: those belonging to bc parks which were purchased for the purpose of land assembly to expand to

[2:07:52] Voice 8: make a rich park and also expand the indonesia park with the aspiration of actually connecting

[2:07:59] Voice 8: the hills together. And this was like 87 was purchased

[2:08:06] Voice 8: specifically for a rezoning occupation that came before the

[2:08:12] Voice 8: trust about 14 years ago.

[2:08:19] Voice 8: Resume 79 85 and 86 in a package with those landowners and BC

[2:08:26] Voice 8: BC Parks as joint applicants with District Law 87, and thus create a big expansion of

[2:08:34] Voice 8: the New York Point Park, and open access to that park 14 years ago.

[2:08:40] Voice 8: And that project got derailed because the trust had given BC Parks some encouragement

[2:08:48] Voice 8: to proceed and then decided not to proceed.

[2:08:52] Voice 8: and so where we are at the moment is that there are a couple of rezoning applications

[2:08:59] Voice 11: i'd like you to state of this application and this proposal rather than

[2:09:03] Voice 11: talking about a variety

[2:09:05] Voice 11: of things that are not really okay well

[2:09:08] Voice 8: what is related is that this is part of the land assembly

[2:09:11] Voice 8: project that's really quite ambitious and i hope the trust can bring that to a com to a successful

[2:09:19] Voice 8: conclusion. And on that note, I very simply support the rezoning of these four parcels

[2:18:13] Voice 11: and I've lived there almost 25, 20 years

[2:18:17] Voice 11: and I'm currently working as a chief engineer

[2:18:18] Voice 11: for BC Ferries on the sail-ish deal.

[2:18:21] Voice 11: As mentioned in my initial email to you all,

[2:18:24] Voice 11: some of this is repeated,

[2:18:25] Voice 8: I would like to formally ask the Islands Trust

[2:18:28] Voice 8: to start review the process of mending

[2:18:30] Voice 8: or replacing Galeano land use file 127 and 108

[2:18:34] Voice 11: to better reflect both access only properties

[2:18:37] Voice 11: on Wise Island. Recent by-law enforcement has demonstrated to me that our small,

[2:18:42] Voice 11: ocean-fronted, non-service, or vehicular access lots have not been properly or fairly represented

[2:18:49] Voice 11: in the Galliano-Latin

[2:18:51] Voice 8: East by-laws. All lots on Wise Island are much smaller than the lot sizes

[2:18:55] Voice 8: quoted as minimum on the Galliano by-laws. I know that other small islands such as Passage and

[2:19:01] Voice 11: Boyer Island and House Island and the eight small islands off the East Island have developed quite

[2:19:06] Voice 11: recently their own sets of bylaws under trust items in reading through gambler trust bylaw 114

[2:20:22] Voice 11: I'm the chair of the Wise Island Community Association. My family has had a cabin on

[2:20:28] Voice 11: Wise, a small cabin on Wise for 42 years. And as a result of having such a long time on the

[2:20:36] Voice 11: island, we care deeply about preserving and protecting the natural environment of Wise Island.

[2:20:42] Voice 11: And that's why we appreciate so much what the island's trust is all about and the mission

[2:20:50] Voice 11: of the island's trust but we also have to recognize that we have neighbors who have

[2:20:56] Voice 11: concerns that are very real and very current right now and we have an island that is very

[2:21:03] Voice 11: different from Galeano. We have had on the island this time it's gone on we have had emergencies

[2:21:09] Voice 11: where people have had to be evacuated to Ganges or to Galeano directly by water often directly

[2:21:17] Voice 11: directly from stairs down from those properties.

[2:21:20] Voice 11: We have had fires on the island.

[2:21:23] Voice 11: Our cabin is built out around a structure

[2:21:26] Voice 11: that is still there from pre-1987, from a fire in 1987.

[2:21:31] Voice 11: And much of the island and the rest,

[2:21:35] Voice 11: certainly the rest of the cabin could have been affected

[2:21:37] Voice 11: if that fire was not controlled,

[2:21:39] Voice 11: that fire was controlled because of the island's

[2:21:41] Voice 11: own fire system that relies on stairs to access

[2:21:47] Voice 11: the water to pump the water to uh to suppress the fire so it's really important to understand

[2:21:54] Voice 11: just how different uh wise island is how uh self-reliant is probably the wrong word because

[2:22:00] Voice 11: we're really sort of community interdependent this entire group there are people who uh have

[2:22:04] Voice 11: specific skills that are uh really important to the island but that's that's how we work

[2:22:10] Voice 11: uh but it's really important to be able to have these stairs to have these decks

[2:22:15] Voice 11: and to have the small miracle that is water and solar power to be able to sustain

[2:22:20] Voice 11: these cabins. And when you look at what some of these other island groups have done, in the case

[2:22:27] Voice 11: of the Thetis Island group, the Bowyer and Passage Island by-laws as well, you start to see patterns

[2:22:34] Voice 11: that make a lot more sense for an island like Wise Island that relies on access to the water

[2:22:39] Voice 11: for emergency services, for solar, and for climate.

[2:22:45] Voice 11: So we would ask you to consider deferring any enforcement

[2:22:50] Voice 11: until we've had a chance to think about these things a little bit more

[2:22:53] Voice 11: and to understand how to move forward together to respect the need of the community

[2:22:58] Voice 11: to preserve and to protect the island, but also to be able to use it safely

[2:23:02] Voice 11: and sustainably going forward.

[2:23:05] Voice 11: So we'd ask that you defer those things for now

[2:23:08] Voice 11: now, and that we can come back and work with the LTC after the elections on potentially

[2:23:15] Voice 11: amending the Galliano land use by-law that's currently existing or drafting a new one that

[2:23:55] Voice 7: which has been delivering water to our community since 1989.

[2:24:02] Voice 7: we have nine undeveloped lots and of those lots we have 32 people who use water and I can tell you

[2:24:08] Voice 7: that we're all very conservation minded. This system only works because we all work together

[2:24:13] Voice 7: to volunteer and to protect our environment. Our owners are the majority over 60 years old,

[2:24:21] Voice 7: I would say some of them 70 and in the event of an emergency or a fire we have no way to get

[2:24:27] Voice 7: these people off except for water access our lots are very small my lot is 0.4 of an acre

[2:24:35] Voice 7: our island is 950 meters long by 150 meters wide there is no road there's no vehicle access if you

[2:24:44] Voice 7: look at a map it says there's a road but it's actually a footpath the only way off in an

[2:24:49] Voice 7: emergency is by water and our power is only by solar or by generator and with generators you

[2:24:56] Voice 7: said and with solar you need to be able to site them into the sun the configuration of our plots

[2:25:05] Voice 7: is such that it is actually impossible to comply with the galliano bylaws you would have to have

[2:25:11] Voice 7: a cabin that's maybe two feet wide to meet these setback distances so we support the

[2:25:19] Voice 7: objectives of the island's trust and we support our neighbors we wish for them to be able to

[2:25:24] Voice 7: keep their existing structures and we would like for the planners to consider new bylaws

[2:25:30] Voice 7: to consider the unique characteristics of wise island thank you very much

[2:38:01] Voice 11: for Rogers. He's aware of the infrastructure in the Crest Tower, and at this point, Rogers

[2:38:07] Voice 11: did not plan to build up anything beyond what they put in place. They have proposals pending

[2:38:13] Voice 11: on other islands to help increase coverage for St. Louis residents, specifically one

[2:38:20] Voice 11: I also asked Michael if there's anything that we can do to maybe encourage Rogers to enhance

[2:38:29] Voice 11: their system here and as part of part three of what I said in my action items, they said

[2:38:37] Voice 11: that it may be possible if we would encourage them to, for them to go ahead and try and

[2:38:46] Voice 11: find a location on the island where they could put a uh a macro tower in that would ultimately

[2:38:53] Voice 11: give good service to the majority of the island um and he was encouraging to me that uh we would

[2:39:02] Voice 11: continue better discussion with them and they will certainly try and do the same with us and uh

[2:39:08] Voice 11: speaking briefly to stephen as well i noticed that uh tiara had mentioned that she's noticed

[2:39:14] Voice 11: is a very good improvement in coverage with the uh just put in on the uh emergency press tower

[2:39:24] Voice 11: thank you okay anything else on cell towers of course all right yeah i i will just say i don't

[2:39:36] Voice 11: think we're fully up to speed with the uh the work that's been done here i've seen some of the

[2:39:40] Voice 11: correspondence and they're just looking at it again but i will say that for many wise islanders

[2:39:44] Voice 11: still lack of cell coverage is a real problem it is also a safety issue uh and it's something that

[2:39:51] Voice 11: i think many would support prioritizing uh better coverage because if you're not facing a particular

[2:39:56] Voice 11: direction at a particular point in the island you've got nothing and that's not great in this

[2:40:01] Voice 11: okay so

[2:40:04] Voice 10: moving off of thank you uh moving off of cell towers other commentary on it either

[2:40:10] Voice 10: or an application sorry i should take this off an application or an agenda or something else uh yes

[2:40:23] Voice 8: and i am an applicant or a representative from the dealer application so i wouldn't say anything

[2:40:31] Voice 8: about that directly but i would like to mention some of the background on district lot 79 of which

[2:40:39] Voice 8: which I am an owner, and that is rather similar to some other situations in the island where

[2:40:45] Voice 8: a group of people got together quite a long time ago and made the brilliant decision to

[2:40:50] Voice 8: buy a forest out of a 20-acre density and then found some distance into the process

[2:40:57] Voice 8: that it couldn't be completed.

[2:40:59] Voice 8: And we've had quite a few situations like that where people found themselves stuck between

[2:41:05] Voice 8: a rock and a hard place.

[2:41:06] Voice 8: and the LTC has the official community plan has one mechanism for people to resolve that which is

[2:41:15] Voice 8: the F3 formula you've got 20 hectares and you're willing to sign a covenant and so far only one

[2:41:23] Voice 8: household has done that namely mine and after quite a few years of this being available

[2:41:29] Voice 8: and the other formula is you can have get back to the 20 acre density if you give away

[2:41:36] Voice 8: three quarters of your land and some waterfront to a suitable agency and in our case we we were

[2:41:46] Voice 8: a group of four separate families or actually two of the groups were some groups were

[2:41:52] Voice 8: some groups of more families but the four groups got together to find this property without and

[2:41:59] Voice 8: most of the people were original strangers so now you've got a bunch of guys owning your property

[2:42:05] Voice 8: and they're caught between a rock and a hard place.

[2:42:07] Voice 8: And they all have

[2:42:08] Voice 8: different objectives.

[2:42:09] Voice 8: And my objective

[2:42:10] Voice 8: was forestry.

[2:42:13] Voice 8: I'm a parkland type person.

[2:42:15] Voice 8: I wanted to build trails and I've done that.

[2:42:17] Voice 8: And the F3 formula has allowed me to do that.

[2:42:22] Voice 8: And others simply after 20 years

[2:42:26] Voice 8: of being between a rock and a hard place,

[2:42:28] Voice 8: wanted to get the hell out.

[2:42:30] Voice 8: And they could do that on the other formula of 75%

[2:42:35] Voice 8: They need some waterfront and maximizing their real estate liquidity to do an exit and they have been used as they've been replaced by very nice neighbors. That's all I have to say about that.

[2:43:26] Voice 9: uh it's been a long time coming uh they are trying to evaluate finally

[2:43:32] Voice 9: finally all the way to the history uh and the various hustles over the years but you know

[2:43:39] Voice 9: finally reasoned according to the available bylaws and uh island's uh local trust committee past

[2:43:47] Voice 9: practice and policies which enabled the point 75 uh 25 exchange for higher density if you didn't

[2:43:54] Voice 9: want to do the uh the f3 with the sustainable forestry now about the model that bobby did uh

[2:44:06] Voice 9: uh 85 and 86 came to the global trust committee with proposals sort of based on it but i can see

[2:44:15] Voice 9: why you didn't like them because there were some things that was playing fundamentally wrong with

[2:44:20] Voice 9: particularly

[2:44:20] Voice 11: the lack of water in the exchange with a conservancy organization or parks

[2:44:26] Voice 11: organization but what i'm asking you to do do not close down that application but work with

[2:44:34] Voice 11: those

[2:44:35] Voice 9: applicants you make it work they're working them in the official community those applications

[2:44:40] Voice 9: are consistent with the official community plan we've already worked with another applicant

[2:44:47] Voice 11: on a proposal that is not consistent with the official community plan we've been over backwards

[2:44:52] Voice 11: and spent much time and effort to create something that was

[2:44:57] Voice 9: not that i'm referring to the crystal

[2:44:59] Voice 9: mountain development of course not contemplated in the official community

[2:45:03] Voice 11: plan at all for a large

[2:45:04] Voice 11: piece of visitor accommodation in the forest zone

[2:45:08] Voice 11: not contemplated nor did he find that

[2:45:10] Voice 11: but these people brought in an application they tried they're trying to make it work

[2:45:15] Voice 11: so please it's a question of equal treatment why

[2:45:20] Voice 9: aren't you working with these people to make it

[2:45:22] Voice 9: work last time you showed them the back of your hand when they

[2:45:24] Voice 11: uh when they came in and said you

[2:45:27] Voice 11: know you're not ready to uh cherry pick or something and i'm going to make the same point

[2:45:33] Voice 11: this other application is a perfect example of cherry picking and caulking elements to make

[2:45:40] Voice 11: something work if you want one of them but when this one comes up on the agenda i hope that you

[2:45:46] Voice 11: take a positive approach and uh work with these people people that's what's that's what's needed

[2:45:52] Voice 11: on that side i haven't seen it anybody

[2:58:49] Voice 11: or depending on the location can be less controversial.

[2:58:59] Voice 11: or concurred with, because that's our role.

[2:59:04] Voice 11: the role of a local government on a cell tower application

[2:59:08] Voice 11: is to A, set in place a local consultation process

[2:59:14] Voice 11: or set out the parameters for a local consultation process,

[2:59:20] Voice 10: which, in many cases, can look like the one the federal government sets up, because they regulate this, but if we have a different one, then they effectively defer if it's reasonable.

[3:01:17] Voice 11: more than technology and of course many people think some of the technology shouldn't be in there

[3:46:58] Voice 11: So those are the two that are first going to potentially consider adopting a by-law

[3:47:05] Voice 11: the issuance of development permits.

[3:47:08] Voice 11: So the staff report briefly focuses on reviews, the key criteria, and the policy.

[3:47:20] Voice 11: So 15 development permit applications over the last five years.

[3:47:30] Voice 11: processing time and the recency I guess the currency of development permit areas for

[3:47:43] Voice 11: Galliano development permit area 4 which is groundwater was adopted in 2014 all the others

[3:47:49] Voice 11: were either adopted or reviewed and updated in 2011 review so there is a development approval

[3:47:57] Voice 11: information bylaw professional reports are requirements of all permanent areas

[3:48:05] Voice 11: permanent area six which will form the character for industrial design focus assess the guidelines

[3:48:14] Voice 11: guidelines uh they're all fairly comprehensive effective um objective staff all checklists for

[3:48:23] Voice 11: them to assess compliance with the guidelines and so based on this staff can recommend delegation

[3:48:33] Voice 11: of issuance of development permits for all of galliano's development permit areas

[3:48:37] Voice 11: it's such a form of character one which is more of a design um more subjective while it's objective

[3:48:45] Voice 11: so that's the recommendation it's uh we're doing this at the top of the report on page

[3:49:16] Voice 11: and reading this that this if we adopted a bylaw like this there's

[3:49:22] Voice 11: an ability and the staff is

[3:49:23] Voice 11: going to turn down with the yeah comfortable trust committee for uh to reconsider the decision
