[0:09:35] Voice 6: the interesting thing is i don't think i did any of those but i'm very happy that other people have

[0:09:41] Voice 6: because it makes me looks great um so i respond to any of those questions those are

[0:09:46] completely completed we've had a long discussion around force protection um it's like that

[0:09:50] that conversation which in fact was part of the ubcm discussions um last week that we missed under

[0:09:57] the law um some

[0:09:58] Voice 6: of the discussions around governance structure and the geographic

[0:10:02] Voice 6: extent of the alms trust um so i would then go on to my report uh two things uh of course was

[0:10:10] Voice 6: at the ubcm meeting last week either formally or informally met with four ministers by my account

[0:10:18] Voice 6: um it was uh i think valuable i think the uh the ubcm breakfast was valuable we had a strong

[0:10:26] Voice 6: conversation there as well attended and it's good to see the analyst trust having these conversations

[0:10:31] Voice 6: with other um agencies and governments that are wrestling with similar challenges i did get an

[0:10:39] Voice 6: opportunity to speak with other administrators and we share some of the challenges we've got

[0:10:44] Voice 6: a certain pool of employees that we're all trying to attract and um i'm happy about where the

[0:10:49] Voice 6: government where we are from an employment perspective i'm at the alms trust right now

[0:10:53] Voice 6: coming out of those that meeting last week um two items for brief items for your consideration

[0:11:00] Voice 6: um we're all about orientation and the election process of course um and orientation um in

[0:11:07] Voice 6: In surveying trustees, vice chairs, and others,

[0:11:11] Voice 6: a request, the governance committee as well,

[0:11:13] Voice 6: a request for a return to just a really frank discussion

[0:11:18] Voice 6: around Robert's rules and order and crafting of a motion,

[0:11:23] that that is a priority and

[0:11:26] Voice 6: it needs to be returned

[0:11:27] Voice 6: and exercised as a skill.

[0:11:32] Voice 6: To that end, I spoke with Elimina yesterday

[0:11:36] Voice 6: yesterday about consideration of bringing him in for the orientation sessions that is not in the

[0:11:42] Voice 6: package that's going to trust council because it's a developing issue um and i had a good

[0:11:48] Voice 6: conversation with him um yesterday and so we'll be uh i'll be pursuing that as certainly that is

[0:11:57] Voice 6: not all of what orientation is but surprisingly many trustees and many experienced trustees did

[0:12:03] Voice 6: want to revisit that so i just want to let you know that and if you have any commentary you can

[0:12:08] Voice 6: email me um with some suggestions and the only other thing i have to bring up is of course we

[0:12:14] Voice 6: have a governance session mr chair at uh um on wednesday afternoon correct where we have the

[0:12:24] Voice 6: breakout sessions yeah and we have then a more general discussion for 45 minutes you and i

[0:12:31] Voice 6: I haven't spoken around the chairmanship of those.

[0:12:34] Voice 6: I'm anticipating that at the outset of that meeting,

[0:12:38] Voice 6: because we have a new governance committee,

[0:12:39] Voice 6: you might want to pass it to the outgoing chair,

[0:12:44] Lee Middleton, for any of his thoughts,

[0:12:47] because the governance committee has asked for this session,

[0:12:50] but then for the general conversation

[0:12:53] following the final 45 minutes

[0:12:55] that you would retain chairmanship

[0:12:56] of the analyst trust for that conversation.

[0:12:59] I'm hoping that meets with your approval and I don't know whether we I just didn't recall

[0:15:00] Voice 1: trust areas that Saturna and Gambier are acclaimed. So we're in the process of sending out a notice

[0:15:09] Voice 1: to non-resident property electors to let them know who's on the ballot and how they can

[0:15:17] Voice 1: vote. And this year all the regional districts are offering mail-in ballots as an option

[0:15:23] Voice 1: That's a change in legislation, so anybody can now do that.

[0:15:27] Voice 1: So we provide that information as well.

[0:15:30] Voice 1: And our website, it should be up to date now with a list of all of the voting locations

[0:15:35] Voice 1: by regional district, as well as the candidates.

[0:15:39] Voice 1: And as we get them in, we're adding candidate files to the website as well.

[0:17:49] Voice 4: indicated her that she's leaving and i wondered can anybody give me just sort of a rough time

[0:17:55] Voice 4: frame of what the replacement uh the recruitment process might be if it was successful i know we've

[0:18:02] Voice 4: occasionally had to redo uh these these processes uh where we're at and how long we hope that might

[0:18:09] Voice 4: take step

[0:18:32] Voice 3: position thereafter. So generally, it tends to be about a three-month process. We're hoping to

[0:18:38] Voice 3: shorten that to a two-month process. And that's my rough timeline. I might add one more further

[0:18:46] Voice 3: thing that RPM Cowher has really put a lot of effort into having detailed sort of guideline

[0:18:55] Voice 3: to the position and all the work. And she's been really beneficial, not only providing that

[0:18:59] Voice 3: transition for the next person but also with the current rpm for salt spring who's just started

[0:19:04] Voice 3: today and i i unabashedly went through all her stuff and applied it to salt spring making us

[0:19:09] Voice 3: look better than perhaps the previous rpm had left it on salt spring so so that should help

[0:19:15] Voice 3: with the orientation there

[0:19:15] Voice 4: and will and can you let me know will there be an acting rpm

[0:19:20] Voice 4: uh in the north in that recruitment period yeah

[0:19:23] Voice 3: great question i'm sorry i didn't elaborate yeah

[0:19:26] Voice 3: there there is a transition plan uh being developed um staff uh island planners on the

[0:19:32] Voice 3: island on in gabriel have indicated a willingness to step in as acting rpms in the stead that would

[0:19:39] Voice 3: and so with that and we're redistributing some of the duties which myself will be helping

[0:19:44] Voice 3: participate in making sure that the functioning of the office goes smoothly and that each island has

[0:19:50] Voice 3: has their needs met we've charted out the next few months of meetings and who would attend and

[0:19:55] Voice 3: all those things so those details are quite well worked out and are being further detailed as we go

[0:21:25] Voice 5: month or in october um election communications our team's been supporting with some of the

[0:21:30] Voice 5: advertising and other pieces um as the director and working with some others we've been looking at

[0:21:36] Voice 5: next steps for the reconciliation program and i think the cio will speak to that a little bit

[0:21:40] Voice 5: at council and then an initiative i haven't really brought to you yet but we will do likely at your

[0:21:45] Voice 5: next meeting or the November meeting um we are we met with Statistics Canada around potentially

[0:21:52] Voice 5: contracting them to provide some interpretation of census data um so they have gone away to we've

[0:21:59] Voice 5: gone away to look at specifically like what might we be asking for um and to put together some kind

[0:22:04] Voice 5: of a project around getting infographics made up around trends in the island's trust area

[0:22:09] Voice 5: um using the 100% data set that we have and building on that the most most recent set that's

[0:22:15] Voice 5: become available. So we may bring that back to you at a future meeting, but that was part of

[0:22:19] Voice 5: the communications monies we had asked for from council was to do that work that we do every four

[0:22:23] Voice 5: years and

[0:22:24] Voice 5: hopefully do it better than we've done before in terms of having certain sets of data we

[0:22:30] Voice 5: can use to show trends over time. So those are key things and then just lots of

[0:22:36] Voice 7: way of kicking

[0:22:36] Voice 5: away in the background as well.

[0:23:51] Trustee Patrick: getting over that um i don't really have much to report uh north pender has been just considering

[0:23:58] Trustee Patrick: and has they wish to proceed with a community information meeting on october 1st on the land

[0:24:05] Trustee Patrick: use bylaw review project we have a regular meeting on october let me get the right date

[0:24:10] Trustee Patrick: september 29th we have a regular meeting they want um the community information meeting is planned

[0:24:15] Trustee Patrick: for uh october 1st i am unable to be there and i know the alternative chair is unable to be there

[0:24:23] Trustee Patrick: So we don't have a chair covered for the special meeting planned on October 1st.

[0:24:34] Voice 6: Just with regards to that meeting, Mr. Chair, given that there aren't any chairs available and that it's a community information meeting,

[0:24:44] Voice 6: it's quite likely that staff will not be in attendance either.

[0:24:48] Voice 6: um we will monitor it from an electronic perspective but it's likely that it would be

[0:24:54] Voice 6: seen as an opportunity for a wider political discussion that without some sort of um

[0:25:06] staff can't regulate a meeting like that so they would certainly put the mechanics in place to

[0:25:54] Voice 4: We had a number of, I'd say probably, I know there were at least 25, perhaps, people in attendance.

[0:26:04] Voice 4: attendance this is over the keats for sure uh bylaw um which uh which was which is currently

[0:26:13] Voice 4: sitting at second reading and we had a number of questions and answers that were given

[0:26:18] Voice 4: um we don't have another ltc meeting scheduled before the end of term so it's possible that

[0:26:26] Voice 4: we'll just sit there i don't think that's been finally determined but that seems to be the way

[0:26:31] Voice 4: it's heading. Other than that, I haven't had any LTCs, although I am heading into it on Saturday

[0:26:37] Voice 4: this week after Trust Council. I have a special CIM, special community information meeting

[0:26:44] Voice 4: on Crystal Mountain on Galeano. And then next week I have Maine, Galeano and Gabriola all in

[0:26:53] Voice 4: in the same week um so i will be on the road uh next week for three uh ltcs and it should be

[0:27:02] Voice 4: interesting um galliano has a public hearing and a potential third reading of another affordable

[0:27:09] Voice 4: housing project uh maine we have to determine what to do with their housing project and gabriola is

[0:27:15] Voice 4: just uh very busy so but i'll be reporting out next wednesday on the first two and and the cim

[0:27:22] Voice 4: am on galliano this saturday thanks very much okay very

[0:27:58] Voice 7: Some good discussions with the minister meetings that we had specifically,

[0:28:01] Voice 7: but also a number of other good conversations with ministers and MLAs throughout the trust area.

[0:28:09] Voice 7: And I'm grateful to the council that you get to attend that.

[0:28:12] Voice 7: And Laura Patrick and Sue Ellen Fast also attended, along with the CAO.

[0:28:19] Voice 7: also the cao ended up leaving uh ubcm early in order to accommodate for the um the lost day

[0:28:43] Voice 7: not get a report from her and her ltcs but also she as the honest trust conservancy liaison there's
