[0:16:34] Trustee Middleton: order to advance the trust reconciliation activity with First Nations in BC that Council may debate
[0:16:40] Trustee Middleton: and endorse for advocacy to the province of British Columbia. And I've emailed that to Laurie.

[0:16:52] Voice 1: Yeah, the RISEN report is usually reporting what you did in camera, any decisions you made in camera.
[0:16:59] Voice 1: So if during in-camera, Council decides something they wanted to deal with out of camera, like in the public meeting, it needs to be added to the agenda as part of the new business items.

[0:18:33] Trustee Middleton: important item, which is reconciliation with First Nations. And we did hear that there was a fairly
[0:18:39] Trustee Middleton: detailed list of specific items that, were they to be funded, would significantly enhance the
[0:18:47] Trustee Middleton: work that the trust could do in this area. And I believe it's incumbent upon us as politicians,
[0:18:53] Trustee Middleton: once endorsed by the body as a whole, that we actually engage in that level of advocacy to
[0:19:00] Trustee Middleton: to the political context we have,
[0:19:04] Trustee Middleton: to basically advocate for these resources
[0:19:06] Trustee Middleton: to allow us to advance what is a key priority
[0:19:10] Trustee Middleton: of the province of British Columbia.
[0:19:12] Trustee Middleton: And so that's the purpose of my motion.

[0:21:30] Voice 5: of the biggest greatest challenges of the chair of the honest um indeed and fully respecting the the
[0:21:43] Voice 5: words of the mover of the motion that it certainly appears on the surface to be a new business item
[0:21:48] Voice 5: and a new business item once the agenda is adopted requires a 70 majority of trust council to add a
[0:21:54] Voice 5: new business item that's the formality of it all uh i like to think we're a collegial bunch
[0:22:01] Voice 5: and indeed it is a decision of the chair ultimately rather than cause uh division
[0:22:08] Voice 5: division in the in the um personally causing division in the in the council um um i've had a
[0:22:16] Voice 5: strong statement um with some rationale that this has evolved from an in-camera session of which
[0:22:23] Voice 5: there was not a motion in camera um also would have been a new business item for which there
[0:22:29] Voice 5: there was an opportunity to add a new business item at the beginning of the meeting so all that
[0:22:35] Voice 5: said and done let's just address this and move on and let's try not to do this again so you can
[0:22:47] Voice 5: make a ruling and then you can be challenged right so i'm going to make a ruling let's

[0:23:53] Voice 11: is rather than just staff uh seek support here uh that politicians of which we are and i think
[0:24:02] Voice 11: we're all, I believe, I hope, and I'm sure that all of us are absolutely 100% behind moving
[0:24:09] Voice 11: reconciliation along and doing it properly. I see no reason why we wouldn't provide staff
[0:24:16] Voice 11: with a list of resources that we need, that we can then lobby whatever contacts we have
[0:24:23] Voice 11: in the various ministries to provide those or provide the funding for them. I think, you know,
[0:24:30] Voice 11: This is us paddling in the same direction, staff and politicians.

[0:26:21] Voice 4: think there's a fantastic role for both the organization proper and he was elected officials
[0:26:27] Voice 4: to advance anything um but i i don't have a comprehensive list of resources you've heard
[0:26:34] Voice 4: me listing off a number of priorities which i believe in um but if we keep talking i'd have more
[0:26:39] Voice 4: so in the in the in the short term i don't i don't have um i could work towards it of course

[0:27:23] Trustee Patrick: and structures with the declaration of the rights of indigenous people and the funding
[0:27:28] Trustee Patrick: mechanisms provided to the organization in light of the clarified mandate so I see this as related
[0:27:35] Trustee Patrick: as part of the lack of another word lobbying the province for clarity and understanding as to as
[0:27:43] Trustee Patrick: to what we're facing and why we're asking these questions to the to the province and i guess i
[0:27:49] Trustee Patrick: look to the movers is that is that what this is more about is aligning and putting that request

[0:28:59] Voice 11: We cannot do this on our own. And so can you provide us some resources?
[0:29:06] Voice 11: Can you provide funding? Can you provide staff? These are the areas that we would like to pursue. And to ask us to do it without resources is not appropriate. We need your help. And so just to help. It's as simple as that.
[0:29:24] Voice 11: and it's it's it's tied in i to a degree to to the request to look at the organization but i think
[0:29:31] Voice 11: it's very very different in the fact that we want direct um funding or assistance now
[0:29:39] Voice 11: and and not a study of the best way to to deal with to to deliver on preserving and the most
[0:29:45] Voice 11: effective way to deliver on preserve and protect so it's part of it but it's it's it's immediate

[0:30:27] Voice 5: this motion needs to be amended to indicate that executive committee and staff work together to
[0:30:31] Voice 5: to develop a list of resources
[0:30:35] Voice 5: in order to advance truth and reconciliation
[0:30:37] Voice 5: that may be more constructive to allow a dialogue
[0:30:41] Voice 5: rather than the off-the-cuff list
[0:30:44] Voice 5: that the CAO has mentioned in conversation.

[0:31:01] Voice 25: um i'm i find the motion a little unclear and but i'm also not um i wouldn't be happy with a lot of
[0:31:11] Voice 25: off the cuff ad hoc kinds of lobbying i know you know personal relationships are great um but i i
[0:31:20] Voice 25: believe that in the interest of transparency and uh the public's view of what we do it's important
[0:31:27] Voice 25: that we do this in the public realm.

[0:31:43] Voice 3: as advancing reconciliation.

[0:31:50] Voice 3: my understanding, and this is based largely
[0:31:52] Voice 3: on the presentation made yesterday
[0:31:55] Voice 3: in the policy by Regional Planning Manager Power,
[0:31:58] Voice 3: hour, is that we have traditionally in the past worked with seven regional districts
[0:32:07] Voice 3: that overlap our territory.
[0:32:11] Voice 3: Even though the interests are not huge, that's been a little difficult.
[0:32:15] Voice 3: We're now being asked, and not only being asked, we want to work with some 30 First
[0:32:22] Voice 3: First Nations who don't have the capacity, financial or staff, that regional districts have,
[0:32:30] Voice 3: we don't have the, we're figuring out how to work with First Nations. And we're lacking
[0:32:38] Voice 3: experience, we're lacking funds, we're lacking staff, we're lacking some stuff. We could use
[0:32:45] Voice 3: some help of various sorts to effectively work with those First Nations, or we could
[0:32:54] Voice 3: probably, you know, if we had a whack of money, figure out how to spend it.
[0:32:58] Voice 3: So that's what I see this motion as doing, and why I think it's important that we draw
[0:33:06] Voice 3: up a list of what we think would help us to work with the First Nations, or to help the
[0:33:13] Voice 3: First Nations work with us so that we can advance our common and their to us new
[0:33:23] Voice 3: interests and need to be involved in our land use planning and other activities in the trust area.
[0:33:31] Voice 3: So I support the intent of this motion. It's sort of, I'm sorry it started out the way it did in a

[0:34:40] Voice 5: Trust, and that indeed the Islands Trust is important. We need to advocate for the needs of
[0:34:45] Voice 5: the Islands Trust, but we're not unique. I did mention earlier about the complexity of treaty
[0:34:50] Voice 5: and non-treaty nations, and providing that opportunity for that level of engagement at
[0:34:55] Voice 5: at the council level, to have those voices with us.
[0:34:58] Voice 5: And that funding component,
[0:35:00] Voice 5: the province is well aware of the need,
[0:35:03] Voice 5: both of the Islands Trust and other governments,
[0:35:06] Voice 5: and is grappling with it.
[0:35:08] Voice 5: And I would be grateful for the opportunity
[0:35:10] Voice 5: to continue advocating on council's behalf.
[0:35:14] Voice 5: And certainly a decision of council gives me that strength
[0:35:17] Voice 5: or a future chair that strength to do that work.

[0:35:28] Trustee Busheikin: I'm noting in the conversation and what we heard from the mover and seconder that I believe this list of resources the purpose is to support trustees in supporting the advocacy work being done by executive committee, so that when we can we talk with our

[0:35:51] Trustee Busheikin: of the advocacy, which I think is an intention I support, although it would need to be done

[0:36:06] Trustee Busheikin: that council may debate and endorse for advocacy to British Columbia. So to me, that's almost like

[0:36:18] Trustee Busheikin: we've brought up some things in meetings with ministers formally, but no, we want to bring
[0:36:23] Trustee Busheikin: these back to council to debate and endorse, which may be how we want to do it, but I just,
[0:36:30] Trustee Busheikin: I'm not sure which, what we are doing here. And the other thing is I just, I worry that off the
[0:36:37] Trustee Busheikin: the cuff that the advocacy is extremely nuanced it's negotiated or involves principles of
[0:36:46] Trustee Busheikin: negotiation and timing and who and when and how to bring messages forward uh and um there's 26
[0:36:55] Trustee Busheikin: trustees and there's a reason we have advocacy coordinated through the executive committee and
[0:37:02] Trustee Busheikin: through staff and i think we're we get to know about that advocacy and when we're talking to
[0:37:07] Trustee Busheikin: to our MLAs. I feel I know enough to, if I feel it's appropriate to add those voices of support
[0:37:14] Trustee Busheikin: and bring things up without a detailed list. So I'm, I would want to see more clarity in the
[0:37:22] Trustee Busheikin: motion and a little bit of supporting information to help me be confident that this wouldn't be

[0:48:03] Trustee Busheikin: quite a long history it started as a request for decision uh initiated by a group of trustees
[0:48:10] Trustee Busheikin: came to test council last december council discussed it referred it to the regional
[0:48:16] Trustee Busheikin: planning committee for analysis and further work regional planning committee discussed it
[0:48:22] Trustee Busheikin: uh struck a working group to spend more time with it the working group met i believe we met twice
[0:48:28] Trustee Busheikin: um and uh took it on we did work with staff we worked um we had some advice from director
[0:48:36] Trustee Busheikin: freighter which was an interesting sort of um cross-pollination between
[0:48:43] Trustee Busheikin: committees because director freighter isn't really the resource person for the local planning
[0:48:48] Trustee Busheikin: committee um but that actually i think worked quite well um within the the limitations which
[0:48:55] Trustee Busheikin: which she had on her time.
[0:48:57] Trustee Busheikin: So what has come back is, I think,
[0:49:00] Trustee Busheikin: similar in intention to the very original request for decision,
[0:49:04] Trustee Busheikin: but different in a number of details,
[0:49:07] Trustee Busheikin: for instance, into how the advocacy is addressed.
[0:49:11] Trustee Busheikin: Originally, the idea was to address it to the,
[0:49:14] Trustee Busheikin: I believe it's the Lieutenant Governor and Council of BC.
[0:49:18] Trustee Busheikin: And this is now straightforward.
[0:49:20] Trustee Busheikin: We're addressing the province.
[0:49:21] Trustee Busheikin: and there are some additional items and just one of the things I wanted to flag that we heard
[0:49:31] Trustee Busheikin: and I think we all know but bears repeating in working with staff on this is that our advocacy
[0:49:37] Trustee Busheikin: in the past has always been most effective when it's well thought out and well resourced
[0:49:43] Trustee Busheikin: that means research and this is something mostly staff do although there certainly is a role for
[0:49:49] Trustee Busheikin: for trustees, as we've been discussing, is doing a lot of research, finding out what's been done
[0:49:54] Trustee Busheikin: by other jurisdictions, seeking collaboration, leveraging relationships, figuring out the best
[0:50:01] Trustee Busheikin: strategy, developing a powerful message, and also coming up with additional actions to enhance the
[0:50:10] Trustee Busheikin: impact of, say, a letter. So that is implied, I think, in recommendation number two. And
[0:50:18] Trustee Busheikin: And recommendations number three and four are really recommendations towards the next trust council to be getting on top of the housing file and getting moving, like kind of hitting the ground running in a way on that file.
[0:50:35] Trustee Busheikin: um and um i just will speak to the idea of a um a forum which i think is hang on my computer
[0:50:47] Trustee Busheikin: navigated away recommendation number four i believe um that we did have a housing forum
[0:50:56] Trustee Busheikin: last term it was actually quite successful had quite a range of people attending it
[0:51:00] Trustee Busheikin: And I think that the intention is not to do something as ambitious as that. That was a full-on day-long event separate from council. A coordinator was hired. It required quite a budget and project charter and lead-in time. It was actually one of the big events or big projects of RPC last term.
[0:51:20] Trustee Busheikin: I think the intention is something that would happen at council and be a little more contained and that's more achievable on a shorter timeline.
[0:51:28] Trustee Busheikin: timeline. I will note that this, if we do go ahead with this, this advocacy piece will work
[0:51:36] Trustee Busheikin: in tandem with other advocacy the trust has done, which is the recent Union of BC Municipalities
[0:51:44] Trustee Busheikin: Resolution EB24, asking for more funding and support for rural affordable housing, which I
[0:51:52] Trustee Busheikin: I believe was passed unanimously by the UBCM delegates.
[0:51:58] Trustee Busheikin: So this follows up on that,
[0:52:00] Trustee Busheikin: and I think can work synergistically with it
[0:52:03] Trustee Busheikin: in being a little more specific
[0:52:05] Trustee Busheikin: and pointing at the specifics of the trust area.
[0:52:09] Trustee Busheikin: And I also will note that the working group
[0:52:14] Trustee Busheikin: didn't draft a letter
[0:52:15] Trustee Busheikin: because that generally is done by staff
[0:52:17] Trustee Busheikin: and it is based on their experience, expertise,
[0:52:21] Trustee Busheikin: and further research, which I think will really bring us a very good product at the end.
[0:52:29] Trustee Busheikin: But we do have notes towards a letter that just to speed the process along and so that
[0:52:36] Trustee Busheikin: everyone knows really what we're talking about.
[0:52:39] Trustee Busheikin: So just to recap, this has been nine months of discussion and referral to committees and
[0:52:48] Trustee Busheikin: subcommittees on this advocacy initiative. So I think it's had a lot of trustee input and a lot
[0:52:54] Trustee Busheikin: of thought put into it. And it is true that the trust has its own work around housing, as was
[0:53:04] Trustee Busheikin: highlighted in the letter from the Ministry of Municipal Affairs regarding the policy statement,
[0:53:12] Trustee Busheikin: meant, pointed that out and encouraged that. But at the same time, we have a very small influence
[0:53:19] Trustee Busheikin: on housing, which is land use planning. And it really doesn't happen without resources,
[0:53:25] Trustee Busheikin: without funding, and without a provincial support in terms of programming. And we really need that.
[0:53:34] Trustee Busheikin: So, I think that anyone who's been involved as a trustee or just witnessing how difficult it is for our housing associations who are working so hard to get affordable housing off the ground has heard many times that the standard model for funding and allocation of funding is not an easy fit on the trust islands.
[0:54:00] Trustee Busheikin: Islands. So on behalf of the Regional Planning Committee, I bring forward these recommendations
[0:54:05] Trustee Busheikin: with a strong endorsement for us to move ahead with this. Thank you.

[0:57:49] Voice 10: from an environmental standpoint, this is our biggest weak spot. So community need,
[0:57:55] Voice 10: you know, this was part and parcel of declaring a housing equity and workforce shortage emergency.

[0:58:08] Voice 10: environmental side of it, if you don't know how this matches up, that means that we haven't done
[0:58:14] Voice 10: a good enough job internally and externally of understanding that. From an environmental
[0:58:17] Voice 10: from a environmental protection preservation standpoint,

[1:23:48] Trustee Critchley: attendance there of DFO people, and getting to meet them firsthand, some of the people higher
[1:23:54] Trustee Critchley: higher up in the chain. And lo and behold, rather than knocking on their door again, they actually
[1:24:02] Trustee Critchley: extended an invitation to make an application. So it's quite a formalized process. So
[1:24:08] Trustee Critchley: by agreement, there were two other trustees mentioned as well. We agreed that I'd be the
[1:24:14] Trustee Critchley: person put forward and was accepted. So away we go. And they meet, I believe, twice a year.
[1:24:20] Trustee Critchley: And it is a topic, of course, of quite significant importance to the residents of Denman Isle.
[1:24:27] Trustee Critchley: So I'm very pleased with that.
[1:24:29] Trustee Critchley: It is mentioned in our agenda.

[1:25:39] Voice 14: table um that meeting in itself uh was probably an hour and a half two hours um and you might have
[1:25:49] Voice 14: just you might have been involved and not yourself um from the island's trust side but
[1:25:56] Voice 14: the meeting was i thought was very um well done it was the individuals involved
[1:26:05] Voice 14: involved actually got sort of the interconnectedness of ecosystems and human health impact or you know
[1:26:11] Voice 14: human use impact so it'll be interesting to see um where they're how they report or what they're
[1:26:18] Voice 14: asked to report on but that's the first conversation that we've been involved with
[1:26:24] Voice 14: where there was actually any awareness of their interconnectedness of anchorages and the ecosystem
[1:26:31] Voice 14: system so fingers crossed that maybe there'll be something positive uh nothing specific to
[1:26:37] Voice 14: report on it but it was a reasonable conversation um other than that the the ships themselves are
[1:26:45] Voice 14: increasing not necessarily in numbers because they're quite they're quite high right now but
[1:26:50] Voice 14: the volume the turnover uh you know one one day in trincomalee and six the next and then they'll
[1:26:58] Voice 14: turnover you know every two or three days sometimes as opposed to um sticking around
[1:27:04] Voice 14: for a week so i'm not sure what's up but it's it's yeah it's just heading increased volume
