[0:00:50] Voice 7: My name is Dan Rogers. I know many of you, so it's nice to see you all again on a beautiful Tuesday, and I'd like to acknowledge that we're meeting in the traditional territory of the Coast Salish peoples, and particularly the territory of the Connecticut Nation.

[0:01:19] Voice 7: land that the First Nations have had.

[0:01:21] Voice 7: This is Truth and Reconciliation Week.

[0:01:26] Voice 7: Friday is National Truth and Reconciliation Day.

[0:01:32] Voice 7: That's really interesting.

[0:01:34] Voice 7: It's really great to meet someone, not me, because I usually organize everything on Tuesdays,

[0:01:38] Voice 7: is organizing an event for the first time that's where i come from and i'm quite touched and pleased

[0:01:44] Voice 7: that that is happening i'm sure there will be direct uh events and celebration and and or at

[0:01:51] Voice 7: least not celebration but recognition and discussions occurring uh on galeano this week

[0:06:56] Voice 16: about governance and the analyst trust and what the trustees felt how we could move forward with

[0:07:01] Voice 16: that project which seems to be coming up for the next term that

[0:07:05] Voice 11: was it and i was just going to

[0:07:08] Voice 11: report back from the southern gulf island forum we met the other day and that's a forum that has

[0:07:13] Voice 11: included elected people from different levels of government whether it's the

[0:07:19] Voice 11: federal MP or local MLA or indigenous leadership in the area plus regional

[0:07:27] Voice 11: district and trustees so one of the things that Adam Olson reported on was

[0:07:34] Voice 11: that he's been meeting with a collaborative care group looking at

[0:07:41] Voice 11: establishing collaborative care health care across the islands so

[0:07:47] Voice 11: salt spring island and the outer islands so trying to look at some sort of way of

[0:07:55] Voice 11: sorry maximizing services by by collaborating so that was one thing and then

[0:08:01] Voice 11: just to let you know there the issue of road line alliance on the roads has come up on all islands

[0:08:08] Voice 11: And it appears that Ministry of Transport has been overwhelmed both by COVID, by the atmospheric river and the damage that that has created.

[0:08:21] Voice 11: So they have a lot of money vested in repairs, but for lines, road lines, only $180,000 for Southern Vancouver Island and the Gulf Islands.

[0:08:35] Voice 11: so it's not likely we're going to see any lines anytime soon yeah

[0:08:40] Voice 9: and

[0:08:41] Voice 11: and it's been raised with

[0:08:43] Voice 11: them over and over again how dangerous a number it just even some of the curves if we had lines

[0:08:49] Voice 11: on some of the curves it would would improve things

[0:08:52] Voice 16: a little note on that actually i did a

[0:08:53] Voice 16: study on lines on the road and the uk has new information coming forward that sometimes in

[0:08:59] Voice 16: fact it's safer to not have lines in the middle of the road because people slow down due to be more cautious

[0:09:05] Voice 11: and then i'll be bringing a resolution a little later about the goats on the island i think most

[0:09:15] Voice 11: people are

[0:09:15] Voice 11: aware that there are goats that are not contained and they're they're now into the

[0:09:22] Voice 11: park land and they're they're doing a lot of damage they're cute but they do okay that's all

[0:09:29] Voice 11: thank you okay

[0:09:31] Voice 7: thank you uh and of course trustee rockefeller is correct it's only been three weeks

[0:09:36] Voice 7: since our three and a half weeks since our last meeting and um and i was here on saturday with

[0:09:42] Voice 7: you as well many of you and so uh i'll just report that we that trust council was um uh was fully

[0:09:50] Voice 7: interactive. I think there's a recognition that well, it saves money. And in some cases,

[0:09:57] Voice 7: people can attend that might not otherwise be there. There is something about not meeting in

[0:10:03] Voice 7: person that is, it has not been particularly conducive to good dialogue on Trust Council

[0:10:10] Voice 7: from time to time. So this was another fully interactive, fully online meeting. It's the last

[0:10:18] Voice 7: one of was the last one of the term uh there probably are about um i think i counted that

[0:10:25] Voice 7: there were maybe 11 or 10 or 11 trustees not running again so we're going to have a substantial

[0:10:30] Voice 7: turnover at trust council again um as we did last term we had about half where we're brand new

[0:10:37] Voice 7: trustees anyway um with the two things we did come up we did have a good discussion about the

[0:10:42] Voice 7: governance report, its strengths and its flaws. I think there's some recognition that they got

[0:10:52] Voice 7: some things right and they got some things wrong. But the most important thing is that a governance

[0:10:59] Voice 7: committee has been struck. And so that committee, which will be made up of seven trustees and a

[0:11:05] Voice 7: couple of ad hoc people, will be the one that will study this issue going forward to try and find

[0:11:11] Voice 7: better ways for the organization to operate.

[0:11:14] Voice 7: So there are some useful suggestions

[0:11:18] Voice 7: that they'll be developing and looking at.

[0:11:22] Voice 7: We can always do better.

[0:11:24] Voice 7: So that's good.

[0:11:26] Voice 7: The other thing that we did,

[0:11:27] Voice 7: we spent a fair amount of time on at the Trust Council

[0:11:31] Voice 7: was the process around the trust policy statement.

[0:11:37] Voice 7: You may have seen a lot of correspondence.

[0:11:39] Voice 7: There hasn't been as much lately,

[0:11:40] Voice 7: lately. But you may recall that starting last fall and through the spring, there was quite a

[0:11:48] Voice 7: bit of community engagement around the trust policy statement. There was quite a bit of

[0:11:52] Voice 7: controversy around it last late spring and early summer. We've sort of rebooted that process again.

[0:12:00] Voice 7: We gave some pretty detailed direction to staff to go away and redraft some of the trust policy

[0:12:07] Voice 7: I think there was a recognition, although I didn't have trouble reading it, that a lot

[0:12:12] Voice 7: of people had trouble with the way it was formatted, the way it was set out, and what

[0:12:15] Voice 7: were directed policies, etc.

[0:12:17] Voice 7: So it's going back for a rewrite, and to also be rewritten to be more inclusive of Indigenous

[0:12:24] Voice 7: and First Nations, Indigenous concepts and First Nations, rewrite some of the proposed

[0:12:30] Voice 7: provisions around docks and waterfronts, etc.

[0:12:32] Voice 7: and we'll come back early in the new year again to trust council to try and get to get it before

[0:12:39] Voice 7: it goes back out for further consultation with the community meanwhile there is ongoing consultation

[0:12:44] Voice 7: with um first nations uh around that document so that was a half our half the second day was

[0:12:52] Voice 7: around that meeting um we also had an interesting presentation from the from representatives of the

[0:12:58] Voice 7: province around what they're they're calling their coastal marine strategy um i think bc is very late

[0:13:06] Voice 7: to this game um most i i remember hearing having a presentation from a couple of not-for-profits

[0:13:12] Voice 7: who've been lobbying the provincial government for quite some time and they were saying almost

[0:13:17] Voice 7: every other um maritime uh jurisdiction in north america has some sort of coastal marine strategy

[0:13:26] Voice 7: either a strategy or a regulation, et cetera,

[0:13:29] Voice 7: except BC, which is really odd when you think about it,

[0:13:32] Voice 7: that we've never had.

[0:13:33] Voice 7: So that's now a work in progress.

[0:13:36] Voice 7: They're working on their engagement plan

[0:13:40] Voice 7: and they'll be coming out to the various members

[0:13:44] Voice 7: of the community and also referral groups to work on that.

[0:13:47] Voice 7: I think their plan was by about this time next year,

[0:13:50] Voice 7: there should be a first draft of the strategy available.

[0:13:53] Voice 7: And all I can say is it's good to hear from them and it's about time to have a province-wide jurisdiction where the coast is so important to everybody to have a strategy around how to, dare I say, preserve and protect it.

[0:14:10] Voice 7: Okay, I think that's it. My meetings are continuing, but with the election pending, things are, in some places, are slowing down.

[0:14:21] Voice 7: So, we'll see how that goes.

[0:14:24] Voice 7: So, that's the chair's report.

[0:14:26] Voice 7: And the next thing I wanted to do was, before we go into town hall now, I'll ask you to, because we're trying to record and also the reporter is trying to hear, I'm going to move the camera back a little bit and be closer to the public,

[0:14:53] Voice 7: down noise we'll see how many more trucks drive by uh but the um the it's been fairly busy over

[0:15:07] Voice 7: we're post-public hearing on on giggers so we won't be hearing anything from anyone on the

[0:15:13] Voice 7: the Giggers Affordable Housing Project.

[0:15:16] Voice 7: And we have a public hearing coming up

[0:15:19] Voice 7: right after town hall on Galley.

[0:15:22] Voice 7: So you can save your comments around Galley for that.

[0:15:26] Voice 7: we welcome any input that you want to make

[0:16:15] Voice 7: where the trustees were talking about what the priorities should be.

[0:16:19] Voice 7: So those priorities will be given to the next

[0:16:22] Voice 8: iteration

[0:16:23] Voice 7: of the Governance Committee.

[0:16:24] Voice 8: new Governance Committee will be started in the spring.

[0:18:49] Voice 7: proposed bylaw 280 cited as galliano landers bylaw number 127 1999 amendment number 3 2021

[0:19:00] Voice 7: all persons who believe that their interest in property or in this application is affected by

[0:19:07] Voice 7: the proposed bylaws we've given a reasonable opportunity to be heard or to present written

[0:19:12] Voice 7: submissions respecting matters contained in the proposed bylaws we've already received two written

[0:19:17] Voice 7: submissions today plus all of the ones that we have in our car those wishing to speak should

[0:19:24] Voice 7: commence their presentation by clearly stating their name and address members of the local trust

[0:19:30] Voice 7: committee may if they wish ask questions of you following your presentation however the main

[0:19:35] Voice 7: The main function of the local trust committee, which is made up of trustee Wolverton and myself, is to listen to the views of the public.

[0:19:43] Voice 7: It is not the function of committee members to debate the merits of those bylaws with individual citizens.

[0:19:49] Voice 7: Everyone will be given a reasonable opportunity to be heard, and none should feel discouraged for presenting his or her views.

[0:19:56] Voice 7: In considering the proposed bylaws, the local trust committee has received documents which may influence this decision.

[0:20:02] Voice 7: Those documents are available for review during this hearing on our website and as indicated

[0:21:58] Voice 15: the purpose of proposed bylaw 280 if adopted will amend galliano island land use bylaw 127

[0:22:04] Voice 15: by rezoning the subject property known as galliano green to allow for the development of up to 20

[0:22:09] Voice 15: residential affordable housing rental units the property is currently

[0:22:12] Voice 15: zoned community housing

[0:22:13] Voice 15: one and rezoning is required to allow for an increase in permanent density from one dwelling

[0:22:18] Voice 15: per lot to 20 dwellings per lot other amendments are also required to align the existing ch1 zoning

[0:22:24] Voice 15: for the subject property with the applicant's multi-unit affordable housing development proposal

[0:22:29] Voice 15: the proposed bylaw was purged for the ministry of forest lands and natural resource operations

[0:22:34] Voice 15: water licensing branch ministry of attorney general and minister responsible housing

[0:22:39] Voice 15: ministry of transportation and infrastructure pc hydra and power authority galliano trails

[0:22:44] Voice 15: Society, BC Housing, Island Health, Galliano, Ireland, Fire Rescue, South Departments of the

[0:22:51] Voice 15: Fire Department, the CRD through the Galliano Parks and Recreation Commission, Building Inspection,

[0:22:58] Voice 15: Regional Housing Departments, the Gambier, Maine, Salt Spring, Thetis Island Local Trust Committees

[0:23:04] Voice 15: for comment. It was also referred to Couch and Trudge, Halal First Nations, Lake Couch and First

[0:26:18] Voice 18: the housing committee or the housing agreement between the owner, the local, the non-profit

[0:26:38] Voice 18: society and the Islands Trust Committee.

[0:26:42] Voice 18: Committee. Thinking that in the future, there may be some problems with one of the directors

[0:26:55] Voice 18: of the housing society being a trustee on the trust committee. And I wonder how that's

[0:27:10] Voice 18: going to be dealt with to me it looks like conflict of interest and i want i i want to

[0:27:17] Voice 18: make sure that there's something in the agreement that states that the overseer of the housing

[0:27:30] Voice 18: agreement is not in conflict i don't know if that's put in already in uh in your um in your

[0:27:43] Voice 18: bylaw 285 your administration bylaw or not but i think it should be something in there about

[0:27:52] Voice 18: conflict of interest because in the it's a small island and in the future any director on the

[0:28:00] Voice 18: directors change and the trustees change and there should be something in there that's permanent

[0:28:05] Voice 18: that they're not in in in cahoots okay and that i i agree that everything preserve and protect

[0:28:21] Voice 18: items are been thoroughly investigated on the property itself on the 10 acres which is really

[0:28:28] Voice 18: only seven and a half acres when you deduct the setbacks and the riparian areas um so i'm thinking

[0:28:37] Voice 18: about 50 people on the density of 50 people on seven and a half acres next door to me and

[0:28:48] Voice 18: it's all been looked after engineering reports and everything else but what is missing

[0:28:54] Voice 18: is there's been no research on the effect of 50 people next door to me and that's other

[0:29:01] Voice 18: surrounding properties and also there's been no reports of the effect of the extra traffic of 50

[0:29:10] Voice 18: uh maybe 50 cars maximum coming out of that driveway where it's right next to the senior

[0:29:16] Voice 18: your housing where people come out of the driveway and all those stores the museum the fire hall the

[0:29:28] Voice 18: community hall which is has a problem parking anyway and uh the pub etc and i think there

[0:29:35] Voice 18: should be a traffic um investigation of the effect of that much density in that area

[0:29:45] Voice 18: um otherwise uh it's a good plan for the rentals people and i know that it's needed on this

[0:29:54] Voice 18: island badly um uh i

[0:30:00] Voice 18: My suggestion, and it's probably too late, but I would think that a lesser density in that one area would be better, like half of what's predicted, 10 homes instead of 20, and the rest of the density you want for low-cost housing be spread out over the island.

[0:30:30] Voice 18: and this was tongue in cheek there are lots of signs around the island that says yes in my

[0:30:37] Voice 18: backyard you would think that some of those would accommodate the areas would accommodate some of

[0:30:45] Voice 18: the housing just tongue-in-cheek i think it's quite ironic there is lots of area on galliano

[0:30:52] Voice 18: and I know that everybody I've spoken to is concerned with cost but I my feeling and my

[0:31:00] Voice 18: belief is that if you're trying to protect and preserve the island it should not be based on

[0:31:07] Voice 18: cost because there's all sorts of ways to get grants and raise money and and and that if if

[0:31:16] Voice 18: If you're basing your extra density on cost,

[0:31:24] Voice 18: it's not preserving and protecting the island

[0:31:27] Voice 18: as it should be.

[0:39:04] Voice 4: and the current charity and much of that went into studies numerous studies we've studied this

[0:39:11] Voice 4: over and over again and the time to act is now you have the power please approve

[0:40:22] Voice 22: for the community no proposal for affordable housing gets serious consideration for capital

[0:40:30] Voice 22: funding until it demonstrates local community support in three major ways zoning approval

[0:40:37] Voice 22: approval, committed local champions, and financial support.

[0:40:42] Voice 22: This project has the last two, the sweat equity of an active working nonprofit board and volunteer

[0:40:50] Voice 22: team dedicated to multi-year efforts to make this happen, and the donated land and financial

[0:40:58] Voice 22: assistance of many community members that enabled industry professionals to undertake

[0:41:05] Voice 22: take pre-development work and prepare the application in front of you today. You have

[0:41:11] Voice 22: been presented with a solid plan aligned with Galliano's rural nature and at 20 units on a 10

[0:41:18] Voice 22: acre property, a density similar to some other areas of this island. There are enough units to

[0:41:24] Voice 22: make a dent in the affordable housing needs of Galliano renters and to create an adequate space

[0:44:52] Voice 20: are in a global housing crisis. Never has it been more crucial to find solutions to that crisis

[0:44:58] Voice 20: right here. Galliano has a great history of communities coming together to support one

[0:45:03] Voice 20: another. There will be many creative solutions needed to address this growing crisis.

[0:45:09] Voice 20: Gali's proposal is one of them. I know firsthand the hard work and diligence that have gone into

[0:45:16] Voice 20: creating a sound and viable proposal for these 20 clustered homes on the Galliano Green site.

[0:45:22] Voice 20: galley has reached out to neighbors from the beginning legitimate questions and concerns

[0:45:27] Voice 20: have been raised most importantly about water septic density and affordability

[0:45:33] Voice 20: galley has heated guidance and advice from our ltc islands trust staff hired professionals

[0:45:39] Voice 20: and provincial regulatory bodies regarding water management septic environmental concerns

[0:45:45] Voice 20: and the housing agreement galley has benefited from legal advice from both islands trust lawyers

[0:45:51] Voice 20: lawyers and their own legal counsel to develop a solid housing agreement and 219 covenant

[0:45:56] Voice 20: protecting both the future residents neighbors and the land all concerns have been carefully

[0:46:02] Voice 20: and thoughtfully addressed galley has earned the support of the community of the galliano

[0:48:21] Voice 27: water storage right across from the Galley site, and I wholeheartedly support this initiative.

[0:48:28] Voice 27: I echo much of what's already been said by many people.

[0:48:30] Voice 27: um i i did want to reiterate i i feel reasonably reassured that um our water won't be negatively

[0:48:38] Voice 27: impacted by galley um and in talking to some of the neighbors about it a lot of them said

[0:48:44] Voice 27: uh who hopefully wrote this in their own letters that even if there was any adverse impacts um

[0:48:52] Voice 27: would still support the project because we're in this together and we would work together to adopt

[0:49:00] Voice 27: to anything, to any sort of impact.

[0:49:03] Voice 27: So that was some of the people

[0:49:05] Voice 27: who are right across in the Galleano State.

[0:49:08] Voice 27: I do understand the impulse to hoard resources

[0:49:11] Voice 27: during climate changing times,

[0:49:14] Voice 27: but I hope that we'll resist that me first impulse

[0:49:16] Voice 27: because we are stronger together.

[0:49:19] Voice 27: And I don't believe that because of the forces

[0:49:21] Voice 27: that enabled me to become a homeowner,

[0:49:24] Voice 27: owner, I have any more right to claim the water that is in the aquifer beneath where I'm privileged

[0:49:32] Voice 27: to live. Again, as has been stated by lots of other people, all ecosystems, environmental and

[0:49:39] Voice 27: social, need diversity to thrive. This project is a really critical aspect of bringing that to

[0:49:46] Voice 27: fruition or protecting it. And I guess on that point, I want to say a couple of things. As people

[0:49:51] Voice 27: People talk about upholding the preserve and protect mandate,

[0:49:55] Voice 27: which I really do believe in,

[0:49:57] Voice 27: but I do feel like doing that doesn't mean keeping Galliano

[0:50:01] Voice 27: in an elitist time capsule.

[0:50:03] Voice 27: Preserving and protecting are verbs that are active and involving.

[0:50:12] Voice 27: That involve innovating and responding to evolving community needs

[0:50:16] Voice 27: and balancing the needs of the environment and the community.

[0:50:19] Voice 27: And so I really, oh, and I also just wanted to say, I do trust the, thanks for the sound

[0:50:26] Voice 27: cut, and I do trust the due diligence of all of you and the numerous dedicated volunteers

[0:51:31] Voice 27: amounts of time from those who are working tirelessly to create secure housing for our

[0:51:35] Voice 27: valued long-term residents give the voices give the voices of the majority of our community your

[0:55:02] Voice 19: enormous amount of support and um i i urge you to vote for this project and i i think the work

[0:55:11] Voice 19: that has been done has just been amazing the number of hours that people have put in in

[0:56:20] Voice 5: about not having affordable housing on the island.

[0:56:25] Voice 5: I feel bad for people that need to work on the island,

[0:56:29] Voice 5: need to raise young families.

[0:56:31] Voice 5: We have a beautiful school.

[0:56:33] Voice 5: We have so many things to offer,

[0:56:36] Voice 5: And I just feel like it's becoming elitist and not, you know, even my partner, he's Indigenous.

[0:56:47] Voice 5: We couldn't move back to Galliano because, and he was born here.

[0:56:53] Voice 5: He lived here all his life.

[0:56:55] Voice 5: And he couldn't, we couldn't find a place to live.

[0:56:59] Voice 5: And so fortunately, he put his name in at Page Drive two years ago.

[0:57:04] Voice 5: So we got a call when we were up in the 100 miles that we have a place now at Page Drive, which we're very, very, very fortunate and grateful for.

[0:57:15] Voice 5: But I think we have to think about Indigenous and younger families and different incomes.

[0:57:26] Voice 5: And it's a beautiful island, and I just don't want it to become like a resort island.

[0:57:34] Voice 5: so sorry I get emotional that's it okay thank you very much

[0:58:13] Voice 24: a it's a very good project and uh i salute the people who worked so hard to uh to bring it about

[0:58:20] Voice 24: a lot of work a lot of frustration no doubt uh but uh it's um in the end it's

[0:58:28] Voice 24: and of course your work is still ongoing because you're you know the looking for funding it's uh

[0:58:36] Voice 24: it's still going to be tough. But good for you for doing it. This project, I think, as you could

[0:58:44] Voice 24: say that this project was the result of the last official community plan review that we had on

[0:58:50] Voice 24: Galliano when the housing committee, I believe, recommended that there be a provision in the OCP

[0:58:59] Voice 24: providing a density bonus on residential land for the purpose of building community,

[0:59:07] Voice 24: low cost community and seniors housing. And that's sort of the genesis for this project.

[0:59:13] Voice 24: It's unfortunate that the original concept of this project was not rental from the beginning.

[0:59:21] Voice 24: It was, you know, the beginning project was not that. It was a more difficult concept to implement.

[0:59:27] Voice 24: And now that it's become a rental, it's really what the community needs badly.

[0:59:34] Voice 24: And the only other point that I would make is that I was struck by the diligence of the water study that was conducted by Mr. Kohut, as he explained it in the community information meeting.

[0:59:51] Voice 24: um my question to him was that the minutes don't record correctly uh what the

[1:00:00] Voice 24: question was to him later on, the word only, it has an unnamed person, it was me, asking

[1:00:08] Voice 24: why was the water test done for only 72 hours? I did not say only. Why was it done for 72

[1:00:16] Voice 24: hours as opposed to an earlier test on the galley property being only 12 hours? And his

[1:00:24] Voice 24: his response was that for any large development you have to do this the government requires

[1:00:29] Voice 24: a 72 and a half hour pump test for something that's going to have a lot of people involved

[1:00:37] Voice 24: a lot of infrastructure and it's unfortunate that the same level of due diligence was not

[1:00:42] Voice 24: conducted or required by the trustees for another a different development not an affordable housing

[1:00:48] Voice 24: housing project but a development a large project for visitor accommodation up in the north end

[1:00:54] Voice 24: where the pump test was a 12-hour pump test based on basically hearsay. I'm going to ask you to

[1:01:03] Voice 7: stick to this public hearing.

[1:01:04] Voice 24: Yes I'm just talking about the superiority of this project and the work

[1:01:10] Voice 24: that was done and contrasting it with work that wasn't done in another project and that's

[1:01:18] Voice 24: unfortunate but i urge that uh i'm very happy that with this with galley going forward and um

[1:02:30] Voice 6: And I also wish to thank you for an idealistic vision, which the younger people in the in

[1:02:36] Voice 6: in the affordable housing, I'm inspired to go and help the older people living at Page

[1:02:42] Voice 6: Drive. And like I said, for the older people living at Page Drive, not the younger people,

[1:02:47] Voice 6: things like babysitting, I haven't actually got any plans for this, but I'd like to inspire

[1:02:52] Voice 6: people to continue to have them to do stuff like this. And I also want to add that the

[1:02:58] Voice 6: thing does not go back to the last OCP review. It's actually going back to the 1994 OCP

[1:03:06] Voice 6: me with you which I was around for and that was when the idea of non-profit housing was first

[1:03:13] Voice 6: launched and the original GLCHT was charged in 1997 so that's how long this thing's been

[1:12:09] Voice 11: property for community housing as a bare land strata of up to 20 lots and each would have

[1:12:16] Voice 11: dwelling possibility of dwelling um this this didn't go ahead for for many reasons um but i

[1:12:23] Voice 11: want to acknowledge the huge amount of work uh done by douglada and tom hennessey and many others

[1:12:29] Voice 11: but in particular they were sort of the face of that project um and you know i think i would say

[1:12:38] Voice 11: that their work provided a foundation for a society and keeping the issue of housing

[1:12:48] Voice 11: in you know in the forefront of our community um the undeveloped plan was transferred to

[1:12:56] Voice 11: the galleon affordable living initiative galley and the proposal developed by galley

[1:13:03] Voice 11: and supported by dozens of letters from community members and and by people speaking here today

[1:13:11] Voice 11: um it's been the subject of a community information hearing september 6th and today's

[1:13:16] Voice 11: public hearing the present proposal carefully and thoroughly developed consists of 20 affordable

[1:13:23] Voice 11: housing units in four buildings and it's a significant reduction in the building footprint

[1:13:30] Voice 11: print and fragmentation of the forest so i want to thank the board of galley uh chair by lisa gopro

[1:13:38] Voice 11: and i want to thank planner smith for all the work that has gone into bringing this forward

[1:13:44] Voice 11: to meet a very important community need sorry

[1:15:33] Voice 7: with, I wouldn't say all of the I's dotted and all the T's,

[1:15:37] Voice 7: but a long way down the road.

[1:15:40] Voice 7: It we started with a series of reports

[1:15:43] Voice 7: that helped us to clarify where we go.

[1:15:46] Voice 7: go. The work that's been done on this has been remarkable. So thank you very much to all the

[1:15:52] Voice 7: people looking at some of you that I know have been involved in this. It's been a very, a very

[1:15:58] Voice 7: positive process from my point of view. I also want to thank the people of Galliano for your

[1:16:04] Voice 7: commentary. I must admit that some of the letters I read really moved me as people described their

[1:16:12] Voice 7: challenges with living on this island we got one this morning that almost we're almost moving to

[1:16:18] Voice 7: tears um because it was so provocative of what the issues are here um this is a um a great community

[1:16:27] Voice 7: and i was struck today by the fact of how many neighbors have supported this application how

[1:16:33] Voice 7: many people that actually were there and i was struck by the commentary uh i'm sorry i can't

[1:16:39] Voice 7: tell you exactly who it was someone who said um you know what and if we have to give up something

[1:16:44] Voice 7: uh to make this happen uh we're prepared to do that too we don't think we will have to but if

[1:46:33] Voice 13: compile our application to ensure that it was supportable from a staff perspective and again

[1:46:38] Voice 13: was consistent with some previously approved similar rezoning applications

[1:46:43] Voice 13: december 2021 we received authorization from the ltc to proceed uh providing those additional

[1:46:53] Voice 13: technical information as part of the zoning application um it's now evident given the fate

[1:46:57] Voice 13: of dl85 that we need to rethink our application and i think we've heard very very clearly some

[1:47:03] Voice 13: of the concerns particularly expressed by by member rockefeller um as they relate to the

[1:47:10] Voice 13: heritage forest policies i think our 75 25 proposed split isn't necessarily um what the

[1:47:18] Voice 13: the LTC had in mind. So I would respectfully ask that our application be continued to be

[1:47:25] Voice 13: held in advance so I can work with my clients and the LTC to frame an application that best

[1:47:30] Voice 13: aligns with those heritage forest policies. So that's our appeal. I can tell you that my

[1:47:39] Voice 13: clients are very keen to work proactively with the commission to ensure that the project

[1:47:44] Voice 13: maximizes public benefit so um maybe i'll leave it there but thank you okay thank you mr killer

[1:53:57] Voice 21: We have the draft bylaws 283 and 284 that have been put forward to the LTC previously,

[1:54:18] Voice 21: So one is an amendment to the land use by-law and one is an amendment to the OCP, which includes the development permit area.

[1:54:37] Voice 21: So there's a couple of things that we sort of need to look at today.

[1:54:42] Voice 21: One is, this is an opportunity for, so we presented the bylaws previously, although at the time there hadn't been an opportunity to have a lot of discussion about the land use bylaw.

[1:54:59] Voice 21: And we have talked quite a bit about the development permit area bylaw, which will be part of the OCP.

[1:55:06] Voice 21: So, purpose here is to present the land use bylaws, both of those bylaws at this time for endorsement.

[1:55:13] Voice 21: So, again, the land use bylaw, just making sure that the LTC is aware of what's, you know, agreeing with that land use bylaw,

[1:55:25] Voice 21: because it includes things such as new definitions, cistern requirements, and, you know, and in

[1:55:34] Voice 21: addition, some, you know, just some changes in language, but the most, the key part there is

[1:55:40] Voice 21: the requirement for the cisterns, and I don't believe there's been actually discussion about

[1:55:45] Voice 21: that, so wanted to make sure that the LTC had an opportunity to contemplate that before going to

[1:55:51] Voice 21: to readings on that one um and with respect to the ocp specifically the development permit area

[1:56:00] Voice 21: as you know we had a um you know quite a thing i think quite an engaging um community information

[1:56:05] Voice 21: meeting um where we had i think up to about 20 community community members who were able to

[1:56:12] Voice 21: have a look at maps and have some discussions and we had william shulba do a presentation

[1:56:16] Voice 21: And the focus there was really on trying to get a sense of interest around the proposed development permit area boundaries.

[1:56:32] Voice 21: And so the options that were presented and that are included in maps in the staff report include boundaries that look at,

[1:56:52] Voice 21: So it's all based on the groundwater, the critical aquifer, the area that is covered by what William has defined as critical aquifer area.

[1:57:14] Voice 21: So the areas that are critical to essentially protecting the aquifer.

[1:57:19] Voice 21: So these scenarios focus on the percentage of the area that is covered by the critical aquifer recharge area, the percentage of a lot that is covered by that area.

[1:57:43] Voice 21: And we decided to look at to define the the DPA area by lot, as opposed to just doing a random line around the critical aquifer recharge area.

[1:57:56] Voice 21: So I think I think I think trustees understand that methodology.

[1:58:01] Voice 21: So I was just repeating it. Are there any questions about that before I just continue?

[1:58:07] Voice 21: we're good okay good so so um what's presented are options for um two hectare five hectare and

[1:58:18] Voice 21: 10 hectare coverage of lots so in the two hectare scenario as you see on your map and as you can

[1:58:26] Voice 21: also see in the chart that's on um page three of the staff report um the the two hectare option

[1:58:35] Voice 21: would mean that if you have at least two hectares

[1:58:40] Voice 21: of critical aquifer recharge area

[1:58:44] Voice 21: that your lot is included.

[1:58:46] Voice 21: So that would protect 2000, as you can see it,

[1:58:52] Voice 21: like you can see the numbers there,

[1:58:54] Voice 21: 87% of the critical recharge area,

[1:58:59] Voice 21: the fact five hectares coverage.

[1:59:01] Voice 21: So if your lot is covered by five hectares

[1:59:04] Voice 21: or more, 76%, and then it goes down to 66% for the 10 hectare coverage. Now, the things to keep

[1:59:15] Voice 21: in mind here, in the chart on page three, that also includes some original calculations that

[1:59:23] Voice 21: William did, which included the protected areas. And what we're suggesting is that

[1:59:30] Voice 21: But we don't actually need to include the parks and protected areas because they're already, they are already, they're already protecting, you know, based.

[1:59:43] Voice 21: First of all, if there are local government regulation doesn't apply to provincial or federal, and if it's if it's a protected under covenant, then it's already protected so we don't need to be including that in the boundaries.

[2:00:00] Voice 21: We are suggesting the staff recommendation is to go for the five-hectare coverage, and that's because there's actually a significant difference between the amount of lots.

[2:00:11] Voice 21: If you go from five to two, you're essentially almost doubling the number of lots affected, which could lead to a substantial increase in challenges in administering the bylaw.

[2:00:30] Voice 21: which includes, you know, inquiries and bylaw enforcement, et cetera.

[2:00:35] Voice 21: So if you go to the five hectare, while there's a little bit less,

[2:00:41] Voice 21: almost 10% less coverage, you are, there's less administration.

[2:00:47] Voice 21: And another thing to consider is that with the two hectare coverage,

[2:00:52] Voice 21: you're also including smaller lots that in some cases,

[2:00:56] Voice 21: the smaller lots are already disturbed.

[2:00:59] Voice 21: So, that's also something to sort of think about so what what essentially the decision that I need from.

[2:01:07] Voice 21: We weren't quite ready to go for it to first reading yet, because we, we needed to make have a decision made on the, on the, on the boundaries.

[2:01:21] Voice 21: So like I said, what staff is suggesting, recommending is that the bylaw, the development permit area, bylaw of the OCP amendment include the five-hectare lot coverage that excludes the designated, the areas designated to park and conservation.
