[0:00:21] Trustee Stamford: I am joined today by Vice Chair Sue Ellen Fast from Bowen Island and she's also, she's

[0:00:29] Trustee Stamford: bone island trustee and a municipal counselor doug fenton from thetis island he's a trustee

[0:00:36] Trustee Stamford: an elected member and appointee from the minister of municipal affairs linda adams from salt spring

[0:03:23] Trustee Fenton: regarding the think project and my part my comment and the sorry i'll bring that up here um just it

[0:03:38] Manager Emmings: that's what item that is sorry trustee under

[0:05:24] Trustee Stamford: I just want to make sure I know where you are Risa so that I can see your hand great thanks

[0:05:33] Trustee Stamford: um any edits significant edits for the second set of minutes seeing no hands I would like to

[0:05:47] Trustee Stamford: to move those I've forgotten all the terms this these are approved as by consent by consent

[0:05:58] Trustee Stamford: oh not that early in the morning surely and seeing no concerns we can move ahead on that

[0:06:07] Trustee Stamford: that. And we will circulate those to the executive committee. So now we're at page 15. We've got our

[0:06:17] Trustee Stamford: follow-up action list. Would you like to highlight anything, Manager Emmings?

[0:06:22] Manager Emmings: Just a couple of things.

[0:06:24] Manager Emmings: The first one is related to the modification agreement for the Woodwinds Covenant from

[0:06:30] Manager Emmings: November 2019. Just a note that we are making progress on that. There has been a survey done

[0:06:36] Manager Emmings: on that property and um and we're working with the new owner very well to move forward um in august

[0:06:45] Manager Emmings: 2021 we also have a follow-up item related to sydney island restoration project and just a note

[0:06:53] Manager Emmings: that that project has been delayed um but will likely still progress but we're looking into

[0:06:59] Manager Emmings: next year at the moment although there will be some indigenous hunting happening this fall and

[0:07:06] Manager Emmings: And then a couple more items just to give you an update on from March.

[0:07:12] Manager Emmings: Well, I guess this is actually for you, Chair Stamford, just a note that we will remove this item.

[0:07:18] Manager Emmings: Yeah,

[0:07:18] Trustee Stamford: let's, you know, let's remove that.

[0:07:22] Trustee Stamford: Yeah.

[0:07:23] Trustee Stamford: I think the

[0:07:24] Trustee Stamford: whole point of it got lost in the shuffle.

[0:07:27] Trustee Stamford: Yeah, yeah.

[0:07:28] Manager Emmings: Just didn't want to remove it without mentioning it.

[0:07:30] Manager Emmings: yeah um and then a quick update on our itc plan referrals i just wanted to let everyone know that

[0:07:39] Manager Emmings: the referrals the internal referrals have been done with the exception of bowen island municipality

[0:07:43] Manager Emmings: which should go out shortly um and then we've also sent to almost all first nations we've got

[0:07:50] Manager Emmings: a couple that we're still stewarding through because they have portals that you you use

[0:07:55] Manager Emmings: through rather than so um we're still working through those too but otherwise all the first

[0:08:00] Manager Emmings: stations referrals are out too and i'm looking forward to seeing the responses we get back

[0:08:05] Manager Emmings: the november uh and

[0:08:10] Voice 4: i guess the other last

[0:08:11] Manager Emmings: item i will mention is that our both our dear

[0:08:14] Manager Emmings: letter and our sorry our main island local trust committee letter and our denman conservancy

[0:08:19] Manager Emmings: letters have gone out those are later in the package so those will both be worked as feet

[0:08:24] Manager Emmings: I have a

[0:08:29] Trustee Stamford: comment about the bringing the both the three-year and the five-year

[0:08:35] Trustee Stamford: plans to the November 22 meeting is that realistic or is there some thought to

[0:08:43] Trustee Stamford: having at least one of them move to the next meeting that will be the first meeting of the new

[0:08:48] Trustee Stamford: term tentatively. So I'm just wondering what the rationale is for that. So just to clarify,

[0:08:56] Manager Emmings: the three-year plan will come to the November meeting. The intent is to also bring a project

[0:09:02] Manager Emmings: charter for what the development of the five-year plan will look like. Depending on staff time,

[0:09:08] Manager Emmings: it's possible it might be delayed into January, but at the moment we're still tracking to bring

[0:09:13] Manager Emmings: it to the board in November, unless the board would like to delay that.

[0:09:18] Trustee Stamford: Okay. Any other questions

[0:09:20] Trustee Stamford: of our follow-up action list seeing none let's move on um to business we've got uh 5.11 sandy

[0:09:33] Trustee Stamford: beach nature reserve covenant and katherine is taking this i think that's right thank you

[0:09:41] Voice 5: and i'll apologize in advance if i get disturbed by a sick child

[0:09:46] Trustee Stamford: oh sorry

[0:09:47] Trustee Stamford: so

[0:09:48] Voice 5: what we have of course is the covenant for the sandy beach nature reserve

[0:09:53] Voice 5: which is um it was a part of the transfer agreement with the donor um and so it is

[0:10:03] Voice 5: essentially the same as the one the board reviewed before um in fact i don't know if

[0:10:10] Voice 5: there's any the only thing that i think is really important for the board to um understand and to

[0:10:16] Voice 5: know is that there are some bc hydro statutory rights of way there are a couple of hydro pools

[0:10:22] Voice 5: in the northeast sorry northwest corner of the property and because it's a very old right of way

[0:10:30] Voice 5: it's got very broad permission so even though it's only a five square meter area of

[0:10:37] Voice 5: the property where the poles are, Hydro has essentially a right to do whatever they want

[0:10:45] Voice 5: or feel they need to in order to maintain those. Manager Emmings has been diligently and

[0:10:51] Voice 5: persistently trying to work with BC Hydro to have those updated or to have the covenant

[0:10:59] Voice 5: have priority over them and is making some progress in the sense that someone finally replied

[0:11:05] Voice 5: by one of her recent messages.

[0:11:08] Voice 5: So staff is recommending that the board proceed

[0:11:13] Voice 5: with registering this covenant as it is at this point

[0:11:17] Voice 5: with direction to continue working with BC Hydro

[0:11:20] Voice 5: to achieve that, those changes.

[0:11:24] Voice 5: And we did suggest an alternative

[0:11:27] Voice 5: of approving the covenant subject to those changes,

[0:11:30] Voice 5: but feel that it's best to proceed

[0:11:33] Voice 5: with registering the covenant as it is.

[0:11:34] Voice 5: because we can't um we can't predict how long it might take and we do have a commitment to the

[0:11:44] Voice 5: convention of baptist churches around the timeline of registering the covenant and

[0:11:48] Voice 5: co-covenant holders um prepared we've gotten everything this far um any questions thank you

[0:11:58] Trustee Stamford: uh comments trustee fast uh

[0:12:02] Trustee Fast: thank you yeah i've just got a quick question um

[0:12:06] Trustee Fast: I saw in there that the mention of a management plan for areas of cultural significance and sacred, sorry, cultural heritage and sacred significance.

[0:12:19] Trustee Fast: Is that a separate management plan or will this one be adapted or is that just for this area or is it regional wide?

[0:12:29] Trustee Fast: If you can tell us a little bit about that.

[0:12:31] Voice 5: Those are excellent questions.

[0:12:33] Voice 5: I don't know the answers.

[0:12:34] Voice 5: So I'm going to ask either Kate or Nuala to step in.

[0:12:38] Voice 2: I can update on that.

[0:12:41] Voice 2: That is something that we hope to do as the parallel management plan for all of our nature reserves.

[0:12:47] Voice 2: And it's something that we engage when we do our initial engagement with First Nations.

[0:12:53] Voice 2: We speak to that as well.

[0:12:54] Voice 2: And actually, I'll speak to it a little bit more about Sandy Beach in the briefing.

[0:12:58] Voice 2: that was a late item, in that Lisa Wilcox has put together a draft that we used first for

[0:13:07] Voice 2: Moore Hill. We have never got to a final of any of these management plans, though, yet,

[0:13:12] Voice 2: but we have submitted a kind of draft in relation to Sandy Beach to the Squamish Nation for this.

[0:13:21] Trustee Stamford: Go ahead, Trustee Fast.

[0:13:23] Trustee Fast: Thanks, and that's great, and my other question was, I see

[0:13:30] Trustee Fast: in here in the second bullet, that 4.3C allow for traditional uses of land,

[0:13:38] Trustee Fast: which might include collection of plants. Personally, I think this sounds good. I'm just

[0:13:46] Trustee Fast: in accordance with our reconciliation action plan. And I'm wondering if, or,

[0:13:54] Trustee Fast: or yeah, I think we've got a reconciliation action plan.

[0:13:58] Trustee Fast: Anyway, I'm wondering if you can tell me

[0:14:02] Trustee Fast: if this is something that's been happening

[0:14:04] Trustee Fast: with other nature reserves yet

[0:14:06] Trustee Fast: and what the experience is so far.

[0:14:10] Voice 5: As far as I know, no.

[0:14:13] Voice 5: Nuala, we started adding this clause

[0:14:15] Voice 5: into all of our covenants.

[0:14:19] Voice 5: Nuala can correct me if I'm wrong,

[0:14:21] Voice 5: but I don't believe this has actually started happening,

[0:14:23] Voice 5: partly because we're still in such relationship-building phase with nations.

[0:14:29] Voice 2: Yes, I think it's such a new clause that we don't have it in many of our nature reserves yet.

[0:14:35] Trustee Fast: Thank you. Okay, then I'll just put a checkmark beside new, which is what I thought. I was just checking. Thank you.

[0:14:51] Trustee Smith: it

[0:14:54] Voice 5: might um our understanding is that there's a section 35 right that are not remotely affected

[0:15:04] Voice 5: by our ownership or by the covenants and um i don't think we haven't gotten that far like

[0:15:14] Voice 5: we haven't gotten to the point of exploring these possibilities with anyone yet um but it might do

[0:15:22] Trustee Smith: go ahead yeah so would that be in sort of a management plan it's just a safety issue

[0:15:28] Trustee Smith: not the to allow hunting it's just you're allowing public and then there's a safety

[0:15:33] Trustee Smith: issue it's a management of the safety

[0:15:35] Voice 5: yes it's not intended as a population control measure

[0:15:38] Voice 5: yeah yeah

[0:15:40] Trustee Stamford: i might just want to add to that so because sandy beach is so small

[0:15:45] Trustee Stamford: all um you would be hard-pressed not to be within 100 meters of a dwelling or or some kind of

[0:15:55] Trustee Stamford: structure that would um curtail certain kinds of hunting um but also there's a no discharge um

[0:16:06] Trustee Stamford: regulation on keats i don't know how or if that impacts first nations but certainly um

[0:16:13] Trustee Stamford: um there there is no discharge in that area so anyway it's a good question um it's just such a

[0:16:21] Trustee Stamford: small area um i'd be interested to see how that would impact them

[0:16:28] Voice 5: i'm curious like the no discharge

[0:16:30] Voice 5: of firearms i wonder i'm stepping aside from the issue of being such a small area and but

[0:16:35] Voice 5: bow hunting yes

[0:16:37] Trustee Stamford: that's what i was thinking yeah yeah

[0:16:39] Trustee Stamford: um but yeah anyway it's so close to

[0:16:44] Trustee Stamford: private land all around there but anyway go ahead trustee fenton yeah

[0:16:51] Trustee Fenton: i was just going to comment

[0:16:52] Trustee Fenton: on the bull hunting side of it yeah it's a that's definitely an option but obviously it has its own

[0:16:57] Trustee Fenton: constraints with respects to both regulations and realistic safety but um definitely a much

[0:17:03] Trustee Fenton: smaller space um and uh no one's showing up on theaters yet but there is interest on the side

[0:17:12] Trustee Fenton: side of it so um it's just yeah logistics on their end probably um i wouldn't be surprised

[0:17:20] Trustee Fenton: to see where possible those kind of elements come into play once we start to actually um

[0:17:29] Trustee Fenton: engage in sort of active implementation of the first nations use manager

[0:17:36] Trustee Stamford: emmings what would

[0:17:36] Trustee Stamford: you like to add i

[0:17:38] Manager Emmings: just wanted to add that this is actually a clause that we've introduced in

[0:17:41] Manager Emmings: in a number of our covenants in more recent years.

[0:17:44] Manager Emmings: And the intent is not so much to say,

[0:17:47] Manager Emmings: we're going to do hunting or we're going to do collection,

[0:17:49] Manager Emmings: but it's to remove restriction on that

[0:17:51] Manager Emmings: for Aboriginal peoples.

[0:17:53] Manager Emmings: And of course, as we move forward in the work,

[0:17:58] Manager Emmings: I anticipate there will be conversations back and forth.

[0:18:01] Manager Emmings: It's just, we don't want to restrict ourselves

[0:18:03] Manager Emmings: and be able to have those conversations.

[0:18:07] Trustee Stamford: Yeah, I don't want to belabor this,

[0:18:10] Trustee Stamford: this but just specific to this one in terms of hunting um there is um hunting that occurs on

[0:18:18] Trustee Stamford: gambier traditional hunting um which gives them much more of an opportunity to um the variety of

[0:18:27] Trustee Stamford: different kinds of huntable wildlife is much greater on gambier so this is much more it would

[0:18:34] Trustee Stamford: be unlikely uh just given the population and and makeup of keats that um this would be a useful

[0:18:42] Trustee Stamford: thing in terms of hunting but it because they have the opportunity on gambier that's how it would

[0:18:48] Trustee Stamford: work so um if there's no other comments i was wondering if somebody would like to read the motion

[0:19:35] Trustee Fast: Westminster District Plan EPP 89532 PID 031259731 and known as Sandy Beach Nature Reserve.

[0:20:31] Trustee Stamford: you so our next item is 5.1.2 and that's on page 106 and that's enchanted forest covenant tree

[0:20:42] Trustee Stamford: planting and jemma are you taking this one i

[0:20:45] Voice 1: will be can you hear me yes great okay so this is a

[0:20:50] Voice 1: really um this is a positive item i'm sure for everyone so we have a request from um pender

[0:20:57] Voice 1: island parks and recreation commission who manage enchanted forest park covenant

[0:21:03] Voice 1: enchanted forest park on south pender for the crd to plant approximately 100 native trees

[0:21:11] Voice 1: throughout enchanted forest park in areas where they've seen some blow down in recent years

[0:21:18] Voice 1: and the reason why this is coming before the board because it is very much

[0:21:22] Voice 1: implicit with the intent of the covenant agreement is because this was one of our

[0:21:27] Voice 1: early covenants it was registered in 1993 I believe and it doesn't allow for

[0:21:32] Voice 1: any owners reserved rights like restoration and enhancement activities

[0:21:37] Voice 1: so technically well this is very much consistent with the intent of the

[0:21:42] Voice 1: agreement it technically is a violation of term 1a which restricts soil

[0:21:48] Voice 1: disturbance. So we're putting this request before the board for them to decide if they would be

[0:21:56] Voice 1: willing to allow for these trees to be planted and in so doing issue a temporary waiver for the

[0:22:01] Voice 1: activity. The plan looks really good. They're planning on planting the trees later in the fall

[0:22:08] Voice 1: when the wet weather returns. They're planning on having the work done by volunteers under

[0:22:12] Voice 1: supervision by their park manager and they're hoping to they're exploring options for some

[0:22:19] Voice 1: guidance from from indigenous knowledge holders and in the absence of that we will be providing

[0:22:28] Voice 1: them with our protocol for chance finds and ancestral remains so this is very much consistent

[0:22:35] Voice 1: consistent with our climate change adaptation and mitigation strategies, and it's very much

[0:22:46] Voice 1: aligned with the intent of the covenant agreement, as I've said.

[0:22:49] Voice 1: So we're recommending that the board approves their request for tree planting, and there

[0:22:56] Voice 1: are no alternative recommendations.

[0:22:58] Voice 1: Okay.

[0:23:01] Trustee Stamford: Riso, do you have a comment?

[0:23:03] Trustee Stamford: Yeah, I do.

[0:23:04] Trustee Smith: Although obviously I'm really for restoration, but I do have some questions because they're

[0:23:10] Trustee Smith: intending on planting Western red cedar and Douglas fir as I read this.

[0:23:15] Trustee Smith: Western red cedar are dying all over the Gulf Islands because of climate change.

[0:23:21] Trustee Smith: And so in order to establish Western red cedar, they're going to have to do a lot of maintenance

[0:23:26] Trustee Smith: like watering them.

[0:23:27] Trustee Smith: They'll have to be planting larger trees.

[0:23:29] Trustee Smith: The likelihood of them surviving is very small.

[0:23:32] Trustee Smith: I'm really on top of this planting tree literature and so I'm just questioning their choice of like

[0:23:40] Trustee Smith: I you know of course we all want to re-establish cedar I don't know about that site but there's

[0:23:47] Trustee Smith: some questions about that whether that's a good choice or not and also there's so much literature

[0:23:53] Trustee Smith: that says if you want to be resilient if they're planting a hundred trees they should be planting

[0:23:59] Trustee Smith: more than just two species.

[0:24:01] Trustee Smith: They should be planting a diversity and a diversity of age.

[0:24:04] Trustee Smith: And I really think that we should be on top of this,

[0:24:11] Trustee Smith: actually, as IDC, because if we're not,

[0:27:29] Voice 1: even on the trail so the trail has a lot of boardwalk areas so it's a relatively wet forest

[0:27:35] Voice 1: site they're going to be avoiding planting trees in some of the wetter areas because they're more

[0:27:41] Voice 1: sensitive to disturbance but they will be planting throughout the park and and it is a relatively wet

[0:27:48] Voice 1: site so this is a there's a concentration of cedars already there some of them are dying back

[0:27:54] Voice 1: and then we're getting some natural recruitment of cedars that may be a little bit more tolerant to

[0:27:59] Voice 1: climate change but as far as South Pender goes this is one of the wetter areas and might be a

[0:28:05] Voice 1: suitable pocket for some some trying planting of western red cedars my suspicion is that the

[0:28:14] Voice 1: Pender Island Parks and Recreation Commission are getting what trees they can from local nurseries

[0:28:21] Voice 1: and that sort of thing so they might be limited in what they can choose but that their the focus

[0:28:27] Voice 1: was going to be on site appropriate native species so therefore the the majority of them

[0:28:35] Voice 1: would probably be douglas fir and western red cedar but i'm sure they'd be happy to take the

[0:28:39] Voice 1: board suggestions okay

[0:28:42] Trustee Stamford: um one of the questions i have falling out of that comment then is is there

[0:28:49] Trustee Stamford: any opportunity for um the conservancy to receive a report back of what is planted like how many

[0:47:48] Manager Emmings: forward its budget request to Trust Council because of course our day-to-day administration

[0:47:54] Manager Emmings: and operations budget does come through Trust Council and is funded by taxpayer requisition.

[0:48:01] Manager Emmings: The budget prepared is kind of mimics the resolution that the board made at

[0:48:09] Manager Emmings: its last meeting with a couple of minor exceptions.

[0:48:14] Manager Emmings: We actually added a small amount, $2,500 for contract services to assist with property management administration or property monitoring administration.

[0:48:26] Manager Emmings: So every year we prepare a whole pile of monitoring reports as a requirement for our covenant monitoring.

[0:48:33] Manager Emmings: And these include all sorts of things like photos and things like that that need to be properly filed and properly put into report templates.

[0:48:43] Manager Emmings: And so as our administration needs increase, we would like to be able to bring on some contract services to help us with that.

[0:48:52] Manager Emmings: so we've added a line for that that service at the discretion of the board we've also kind of

[0:49:01] Manager Emmings: fiddled a little bit with our subscription and membership lines just to reflect better what

[0:49:05] Manager Emmings: what we're actually paying for in those areas we do have a membership with the land trust alliance

[0:49:10] Manager Emmings: of bc and we have taken out a membership with willpower um which we've committed to for this

[0:49:17] Manager Emmings: year and next to continue our work around trying to increase some legacy giving we've also added

[0:49:26] Manager Emmings: a little bit to the board honoraria to reflect the the thought that we're going to have a full board

[0:49:30] Manager Emmings: and we might require a special meeting here or there and have increased the budget lines for

[0:49:37] Manager Emmings: our mobile devices and our travel that relates to training just because of increased market costs

[0:49:43] Manager Emmings: So those additional changes have been displayed in the budget table, I guess.

[0:49:52] Manager Emmings: And you will note that with our increases to property management and salaries and benefits

[0:49:59] Manager Emmings: in particular, and then to a couple of other areas as requested by the board, it's likely

[0:50:05] Manager Emmings: that our budget will come in at around 13% over what was put forward last year.

[0:50:11] Manager Emmings: so I wanted to flag that for the board. This is not inconsistent with other units. There has been

[0:50:17] Manager Emmings: a fairly large bump to salaries through the anticipated BCGEU agreement negotiation, so

[0:50:26] Manager Emmings: there is going to be a fairly large chunk that will be dedicated to that, and then the remainder

[0:50:31] Manager Emmings: is just a few little additions that's requested by them. I did want to flag, just looking into here,

[0:50:41] Manager Emmings: Oh, yes. The board also asked for budget cases related to First Nations engagement for our ITC plan, which will be a little the next item in the agenda.

[0:50:51] Manager Emmings: And then also for two software pieces, one related to how we do tracking of our property management internally and one related to what we call a CRM, a contact relationship management software, which ours is currently aging out.

[0:51:25] Manager Emmings: second one, in conversation with Trust Area Services and other units in the Islands Trust,

[0:51:30] Manager Emmings: it's become really apparent that a contact relationship management software would be

[0:51:35] Manager Emmings: very useful for the Adams Trust as a whole so there will be a budget case likely coming from

[0:51:40] Manager Emmings: executive that will include our needs and the needs of other units and one of the big drivers

[0:51:46] Manager Emmings: of that is having a relationship management software for our First Nations work that we do

[0:51:53] Manager Emmings: because we don't currently have one. If for some reason that particular one doesn't go forward

[0:52:00] Manager Emmings: through Trust Council I will likely be coming back to you because ITC does rely on its contact

[0:52:05] Manager Emmings: contact relationship management software, and if it were to disappear on us, we would have some

[0:52:09] Manager Emmings: major issues. So we'll see how that tracks through executive committee. I also wanted to flag a

[0:52:18] Manager Emmings: couple of financial implications that are coming forward as a result of this budget request. And

[0:52:26] Manager Emmings: that is that our grant from Environment and Climate Change Canada is represented in the budget table,

[0:52:34] Manager Emmings: But staff, just wanted to flag for you that in past years, about $50,000 out of our Environment and Climate Change Canada grant has actually been going towards what we consider to be for ITC staff positions.

[0:52:49] Manager Emmings: And because of that, we are trying to manage risk in case that grant ever gets pulled back.

[0:52:56] Manager Emmings: back. And so it's staff recommendation that we slowly start to reduce the amount of that grant

[0:53:04] Manager Emmings: that is going to staff salaries that aren't our species at risk coordinator and aren't our summer

[0:53:10] Manager Emmings: student. And so in this budget, you'll notice that we've reduced it by about $15,000. And that will

[0:53:17] Manager Emmings: be added to the tax requisition for our regular staff's budget. And the intent will be to do that

[0:53:24] Manager Emmings: that in consecutive years um yeah

[0:54:18] Trustee Smith: galliano conservancy association we're just we just have the benelican so i'm just um a bit

[0:54:25] Trustee Smith: concerned that you see a budget item and you know it's not enough it's good to have a budget item

[0:54:32] Trustee Smith: i'm super happy about that but i just don't know how to resolve that because there's a perception

[0:54:36] Trustee Smith: sometimes someone looks at your budget and they see it so small considering our task um i don't

[0:54:45] Trustee Smith: know maybe is there not a budget for the whole island's trust on this where we could be part

[0:54:50] Trustee Smith: of that and I would assume it would be a big budget item so that's my first question I have

[0:54:55] Trustee Smith: one other but I'll just leave it at it I don't know how to resolve it but it worries me to see

[0:55:00] Trustee Smith: it there standing there as such a small amount.

[0:55:05] Manager Emmings: Well what I can say is that the budget that's

[0:55:08] Manager Emmings: represented here is the special business case for the ITC plan referrals and engagement and it

[0:55:16] Manager Emmings: it doesn't represent our full budget for working with First Nations. We also factor in First

[0:55:22] Manager Emmings: Nations engagement into our property management budget, and that's a large part of the engagement

[0:55:27] Manager Emmings: we do with First Nations. And it also gets wrapped into our land securement budget as well as part of

[0:55:36] Manager Emmings: the way we forecast. So it is earmarked in other budget lines as well. So this particular $10,000

[0:55:44] Manager Emmings: is only for capacity funding for First Nations to respond to referrals and requests to engage

[0:55:51] Manager Emmings: on our five-year plan that we have coming up for drafting the next few years. I am not certain

[0:55:59] Manager Emmings: whether it will be enough or not, but what I'm hoping is that because we've recently sent out

[0:56:04] Manager Emmings: referrals for a three-year plan, that we'll really get a good sense of uptake from that,

[0:56:09] Manager Emmings: and that if it does turn out that we're getting a lot of response

[0:56:14] Manager Emmings: and a lot of nations that want to work with us,

[0:56:17] Manager Emmings: that we will be able to be responsive to that

[0:56:20] Manager Emmings: and increase at the board's discretion

[0:56:22] Manager Emmings: the request to trust council for that budget line.

[0:56:26] Manager Emmings: There is also the capacity for us to extend that engagement process

[0:56:31] Manager Emmings: over multiple years.

[0:56:35] Manager Emmings: when we look at the business case and the next decision item.

[0:56:38] Manager Emmings: but just to reassure the board that 10 probably about a third of what we would have available for

[0:56:51] Trustee Smith: yeah that's fine so I looked at this further on there's actually the budget that's been spent to

[0:57:01] Trustee Smith: of look at those together and there's quite a bit of the salary and benefits

[0:57:06] Trustee Smith: benefits budget and now we're at the sort of six months uh you know looking at where we're at that's

[0:57:12] Trustee Smith: not spent and just in my years as a civil servant both for the province and the feds as a manager

[0:57:19] Trustee Smith: like this six month taking account to how much you've spent is really critical so um so we're

[0:57:26] Trustee Smith: asking for increases but we haven't spent you know there's a lot unspent up to the half point so I

[0:57:34] Trustee Smith: I just I think that makes our requests for increases weaker, but you probably know, Kate, that we we have allocated the funds and it's just that they haven't got out the door or something.

[0:57:48] Trustee Smith: So there were two items that were.

[0:57:51] Manager Emmings: Yeah, you've jumped to later in the package, but I can tell

[0:57:55] Manager Emmings: that the the budget report that the board receives is based on what's been entered into our accounting system.

[0:58:10] Manager Emmings: So the salaries are really only reflective of, I think it's up to mid-July or end of July at the moment.

[1:02:18] Manager Emmings: yes and the board kind of started into this conversation so I'll just give

[1:02:22] Manager Emmings: an overview of the business case um as directed staff prepared a business case for First Nations

[1:02:30] Manager Emmings: engagement for our ITC plan um this is for the upcoming 2026 to 2030 plan that we're hoping to

[1:02:39] Manager Emmings: to do, and it's anticipated that First Nations engagement may happen over one or two fiscal years.

[1:02:49] Manager Emmings: A couple of notes before I get into the business case. The budget request will go to

[1:02:56] Manager Emmings: the Director of Trust Area Services and Director of Admin Services to be included in the budget,

[1:03:01] Manager Emmings: But I also wanted to note that it will also become part of a representation to the Financial Planning Committee regarding First Nations reconciliation budget items,

[1:03:17] Manager Emmings: because there was a specific request from Trust Council with respect to making sure that that was adequately budgeted for in coming year.

[1:03:26] Manager Emmings: year and so the Trust Council will be able to look at that separately and prioritize it

[1:03:35] Manager Emmings: appropriately. So getting into the business case itself, the issue and the opportunity are

[1:03:45] Manager Emmings: identified in there. In particular, what we've been noting is that many First Nations are coming

[1:03:51] Manager Emmings: to us and requesting for earlier engagement and engagement before we actually prepare and finish

[1:03:59] Manager Emmings: reports that we work on. There has been some frustration expressed that they're brought in

[1:04:05] Manager Emmings: too late and also frustration expressed that there isn't any capacity funding to help them

[1:04:10] Manager Emmings: fund the staff time required to review these important guiding documents. So that's really

[1:04:16] Manager Emmings: the rationale driving this request. It also fits very well with the ITC's reconciliation declaration

[1:04:23] Manager Emmings: declaration, of course, and with the goals of the regional conservation and which supports.

[1:04:34] Manager Emmings: There are a few risk factors that staff have identified in terms of moving forward.

[1:04:41] Manager Emmings: At the moment, we don't have a senior intergovernmental policy analyst on staff.

[1:04:47] Manager Emmings: So at the moment, we're, we're moving things forward as best we can, as staff without that

[1:04:53] Manager Emmings: resource available to us. And we're hopeful that that that we continue to move forward in a good

[1:05:01] Manager Emmings: way with the training that we have. But it will be helpful when we have a new staff member on

[1:05:08] Manager Emmings: who can help us to move these initiatives forward. We also identified that, you know,

[1:05:14] Manager Emmings: there are risk factors involved with low engagement of First Nations, but also with

[1:05:19] Manager Emmings: potential high engagement of First Nations, it's possible we may get a large number of nations

[1:05:25] Manager Emmings: coming back and wanting to engage with us and wanting to have capacity funding. In which case,

[1:05:31] Manager Emmings: we have a couple of ways we can mitigate that. We could go for a special budget request to

[1:05:37] Manager Emmings: executive committee to bump the funding. We could try to pull from other budget areas that the ITC

[1:05:44] Manager Emmings: has to fund that. And we could consider extending engagement over a couple of years to try and

[1:05:50] Manager Emmings: make sure that we have sufficient funding. As mentioned in the prior item, my hope is that

[1:05:56] Manager Emmings: over the next month here, as we start to get responses back from First Nations, both our

[1:06:01] Manager Emmings: interim plan, that I might have a sense of how many of them want to engage with us on this

[1:06:07] Manager Emmings: upcoming one. The letter that we prepared for nations included the intent to move forward with

[1:06:13] Manager Emmings: them or fulsome engagement and a request for them to let us know if they would like to participate

[1:06:18] Manager Emmings: in that and so it's possible that we might have a good indication of that that will help to inform

[1:06:24] Manager Emmings: iterations of the budget that come forward in December. So we put forward three options we

[1:06:33] Manager Emmings: always put forward a status quo option that's just part of what what's required staff are not

[1:06:38] Manager Emmings: recommending that because it doesn't adequately resource us for this type of engagement and I

[1:06:44] Manager Emmings: I don't think that staff have the capacity to or staff have the capacity to put it out there in the same way,

[1:06:51] Manager Emmings: but I don't think we're going to get the response that we want.

[1:06:54] Manager Emmings: So we put forward a fully funded one at $10,000.

[1:06:57] Manager Emmings: And then there is also the opportunity to reduce the funding request if the board should choose to do that.

[1:07:05] Manager Emmings: I don't think I'll say too much more about the other sections because a lot of it is covered in a few of the other areas.

[1:07:13] Manager Emmings: I suppose the only other thing I will note is that when it comes to staff resourcing, this will take up a fair bit of particularly my time over the next year.

[1:07:23] Manager Emmings: And so because of that, it will reduce the opportunities of engaging me in other projects.

[1:07:29] Manager Emmings: So I'll just put that out there. We'll also need some support from other staff and Trust Conservancy and also from Trust Area Services as this kind of overlaps with their work as well.

[1:07:39] Manager Emmings: well. We have been in conversation with the Ministry of

[1:07:44] Manager Emmings: Municipal Affairs about our referrals process for First

[1:07:48] Manager Emmings: Nations, but also with the Ministry of Indigenous

[1:07:51] Manager Emmings: Relations and Reconciliation to seek their expertise. And I'm

[1:07:55] Manager Emmings: anticipating that we're going to need to do that as well. And so

[1:07:58] Manager Emmings: that's part of the plan as well. And I think I will leave it

[1:08:04] Manager Emmings: there and open the floor for any questions that you have for the

[1:08:51] Trustee Smith: before you even advertise the position to see what's really needed,

[1:08:55] Trustee Smith: which is, I think, a good idea.

[1:08:57] Trustee Smith: But I just want to have some clarity on whether this is like a very

[1:09:02] Trustee Smith: interim measure that the ITC manager would have to do this

[1:09:07] Trustee Smith: and that the plan is actually to fill that position.

[1:09:14] Manager Emmings: Yeah, unfortunately, Director Freider is in another meeting this morning and wasn't able to join us, but all I can say is that usually what would happen is I would work in tandem with the senior intergovernmental policy advisor to try and work through these referrals.

[1:09:31] Manager Emmings: referrals my hope is that we will have someone on staff at some point next year and that might

[1:09:37] Manager Emmings: affect the timing of any referrals out um in absence of that knowledge at the moment um

[1:09:46] Manager Emmings: i think it is a priority for the board but also for us as staff in terms of moving forward in a

[1:09:55] Manager Emmings: good way and if we don't have that position um i can certainly come back to the board and just

[1:10:00] Manager Emmings: indicate to you what things might be put on hold if we do need to carry it forward on our own.

[1:10:07] Manager Emmings: My sense at the moment, as I've been starting to think about work planning for the next year,

[1:10:12] Manager Emmings: is that it would be things like acquisitions, because we're the manager, in addition to the administrative

[1:10:19] Manager Emmings: requirements of this position in terms of staff management, budget management,

[1:10:24] Manager Emmings: The other piece that it typically helps a lot with is negotiation of land acquisitions.

[1:10:33] Manager Emmings: So those are the things that would likely be impacted by this.

[1:11:49] Trustee Fenton: learn and refine the justifications because I know just my experience with it is it's really

[1:11:57] Trustee Fenton: difficult every First Nations community is different and they all have different approaches

[1:12:02] Trustee Fenton: and have maybe different expectations so again sort of like the monitoring of our ecosystems as

[1:12:09] Trustee Fenton: we plant trees an opportunity to collect some information inside that just helps inform us

[1:12:15] Trustee Fenton: as we go forward how this amount works how our referrals sort of the gestures with respect to

[1:12:22] Trustee Fenton: stipends and honorarium it's very you know just anything we can sort of collect as we go along

[1:12:29] Trustee Fenton: puts us in a better position as we go forward to look at budgets and say well no no in reality we

[1:25:00] Manager Emmings: for islands trust occur and that will include uh the election for island's trust conservancy board

[1:25:05] Manager Emmings: members um who are elected from trust council so at that time there will be two uh two members

[1:25:11] Manager Emmings: elected from trust council and then after the elections occur for executive committee

[1:25:15] Manager Emmings: one member will be elected from executive committee to represent executive committee at the end of the Trust Consumency Board.

[1:25:23] Manager Emmings: So staff at the moment are preparing orientation materials for Trust Council.

[1:25:30] Manager Emmings: And I wanted to just let you all know that we are in that process

[1:25:35] Manager Emmings: and give you the opportunity to provide any tidbits of information that you feel strongly about sharing to future trustees

[1:25:43] Manager Emmings: that may wish to run for the Island Trust Conservancy Board at that time.

[1:25:48] Manager Emmings: Just a side note, it's also quite possible that we will have an additional appointed member for our November meeting.

[1:25:55] Manager Emmings: The board hosting closes on October 7th, and I've had some conversations with the Crown agencies and Board Resourcing Office

[1:29:50] Trustee Fenton: read whatever new policy or that's how you do this process um so i think that that whole

[1:31:32] Voice 11: that they didn't arrive at trust council and

[1:31:36] Voice 11: new thought because they have there's so

[1:31:39] Voice 11: many things coming at them you know yeah

[1:31:41] Voice 11: there was some little attachment or enclosure that we

[1:31:45] Voice 11: included in that letter that was

[1:31:46] Voice 11: encouraging them to consider um running to be on the island's trust

[1:31:52] Voice 11: conservancy so that would i think that's a helpful thing to do to get people aware of the position

[1:31:59] Voice 11: as soon as possible and that letter again i don't know if this is still done but it used to go up

[1:32:04] Voice 11: Well, it actually went out the Monday after the election, so we had it all set up and ready to go, obviously.

[1:32:14] Trustee Stamford: Yeah, that's a really good idea. I'm thinking something printed will help differentiate the Conservancy from the huge amount of electronic connections that we'll be getting.

[1:32:31] Trustee Stamford: as um is um the conservancy staff set up just to create a letter like that on a short turnaround

[1:32:40] Voice 11: and maybe i should just clarify this was a generic letter that went out to all newly elected

[1:32:46] Voice 11: trustees about balance trust generally but included was an attachment about the positions

[1:32:52] Voice 11: that they would they could consider running for as representatives on from trust council on these

[1:34:05] Trustee Fast: Conservancy is to describe it first maybe that's just because I'm here on Bowen Island but it's the

[1:34:12] Trustee Fast: growing protected area network with the education and stewardship it's what I call the biodiversity

[1:34:20] Trustee Fast: diversity agency side it's the arm that is the biodiversity agency in the way I describe it to

[1:34:28] Trustee Fast: people they get that and then I say on the other side is the federation of islands that is trust

[1:34:36] Trustee Fast: council sitting together as 26 trustees and then there's the LTCs but they know all about that

[1:34:44] Trustee Fast: we don't know about that on Bowen and so I just describe it as these two arms that are equivalent

[1:34:51] Trustee Fast: And so I just wanted to pass that along in terms of beginning the impression that Islands Trust Conservancy is designed to grow, not that it's a subset of, because then I think you might reduce the friction at every budget time about why is this budget going up?

[1:35:20] Trustee Fast: if it's understood that this is an equivalent arm and it's set up differently um then uh and

[1:35:31] Trustee Fast: separate from trust council anyway um i'll just leave it there thank you trustee adams

[1:37:02] Voice 11: terms of our first meeting after the election, we're going to have, who knows how many of us

[1:37:09] Voice 11: will be sitting around the table i know i will be but and and uh fessy smith will be um and then i

[1:37:17] Voice 11: guess we just don't know after that right so um with my i'm just wondering about that first agenda

[1:37:24] Voice 11: if we've got room in that to do a little bit of um i my well my guess would be that that's going

[1:39:10] Trustee Smith: in a proposal for the big meeting but for the Canadian pavilion to have something on this

[1:39:15] Trustee Smith: biodiversity climate change nexus and the kind of work that's being done across Canada and

[1:39:20] Trustee Smith: profile some of the great work that's happening across the country actually and a lot of partners

[1:39:25] Trustee Smith: a lot of NGOs are involved in that and I just wanted to know if ITC wanted to

[1:39:32] Trustee Smith: you don't have to do anything actually I'm leading it and you don't even know if it'll be accepted at

[1:39:38] Trustee Smith: this point you know but even that biodiversity and climate change nexus is on the agenda is

[1:45:28] Voice 2: specifics of their response including the importance of the marine and shoreline

[1:45:33] Voice 2: environments in any of the management activities that are planned. And they expressed an interest

[1:45:39] Voice 2: in working on the management plan for area of cultural heritage and sacred significance,

[1:45:45] Voice 2: which is very exciting. So I have responded, also using the portal to clarify that I have

[1:45:52] Voice 2: interpreted these changes correctly. And we will work to ensure that all their feedback is

[1:45:57] Voice 2: incorporated if there are any changes made to the management plan that would result in a change to

[1:46:04] Voice 2: our management actions those changes would be brought back to the board to approve right now

[1:46:09] Voice 2: it doesn't look like that and i also sent them a draft management plan for areas of cultural

[1:46:16] Voice 2: heritage and sacred significance that lisa wilcox had developed as a starting point for more

[1:50:47] Manager Emmings: paperwork in place now to issue the um ecological gift receipt and i just saw it from portland so

[1:50:54] Manager Emmings: i suspect it's probably gone out the door already so we're in the process of wrapping up that file

[1:51:38] Manager Emmings: Yeah, so as noted, I just do want to clarify that this budget represents everything for the first quarter of the year and then everything that I'm aware of that's gone through in terms of our tracking and finance has not yet closed our second quarter.

[1:51:55] Manager Emmings: So it doesn't represent a 50% tracking of the year but we are getting fairly far along.

[1:52:04] Manager Emmings: I suspect we're tracking to a pretty full, fulsome spend of our budget, but I will know more in the next few quarter, or in the next quarter or so.

[1:52:16] Manager Emmings: A couple of things to note that I want to say.

[1:52:23] Manager Emmings: We do have some outstanding Opportunity Fund grants and the Morrison & Wessler Legacy Fund that are showing as committed funds.

[1:52:31] Manager Emmings: We also continue to have a fair amount spent on the Ruby Alton house for maintenance and also investigation of a few maintenance items.

[1:52:44] Manager Emmings: And then the only other thing to note is you will also note in the revenue field for our restricted funds,

[1:52:50] Manager Emmings: we are seeing some negative numbers and that's just to reflect the downturn in the market and the fact that a number of our investments have gone down.

[1:53:00] Manager Emmings: What I understand from our administrative director or director of admin services is that this is anticipated and she's not too worried in terms of the investments we have right now, but we will continue to monitor them over the next little while.

[1:53:18] Manager Emmings: And it's interesting to note that, for example, the Gambier Fund last month actually was up and then this month was down.

[1:53:26] Manager Emmings: So we're seeing quite a lot of volatility in the market.

[1:53:29] Manager Emmings: So I just wanted

[1:53:30] Manager Emmings: the board was aware of that and the fact that we're not overly concerned quite yet.

[1:58:26] Trustee Fast: and Peter Luckham, of course, and Russ Hudson-Piller, and the Agricultural Land Commission

[1:58:32] Trustee Fast: mission chair, Jennifer Dyson was there as well. And I'm missing some people, but Laura Patrick and

[1:58:40] Trustee Fast: I were representing the executive committee. And it was a good positive workshop and early in the

[2:02:50] Manager Emmings: or for applicants to request that from executive committee.

[2:03:43] Trustee Fast: Thanks, everybody. And I'm delighted to tell you a few things about Bowen Island that have just passed as we came to the end of the term as Bowen Island Council.

[2:03:53] Trustee Fast: We now have what we call a conservation development policy, basically only a policy, not a bylaw, but it's nature needs half and encouraging and supporting the idea of clustering and protecting the other half through

[2:04:11] Trustee Fast: some kind of formal protection, not just leaving it as vacant green space. So I wanted to let you

[2:04:19] Trustee Fast: know about that. We also passed a site alteration bylaw. And so that means that

[2:04:29] Trustee Fast: developing developers will need to come to council to come to staff, sorry, first, before they change

[2:04:36] Trustee Fast: drainage on the site before they cut down trees or disturb the soil that kind of thing and uh

[2:04:42] Trustee Fast: which we haven't had up till now uh and so that i think is um uh i'm really pleased about that i

[2:04:48] Trustee Fast: just wanted to report to somebody and um uh cape roger curtis the proposal for a metro vancouver

[2:04:58] Trustee Fast: um is proposing to wrap around the new cape roger curtis nature refuge that the bone island

[2:05:04] Trustee Fast: Conservancy runs with a big 240 acre park, the remains of the former development and so that's

[2:05:18] Trustee Fast: looking positive. It's become an election issue here on Bowen Island. People are concerned about

[2:05:23] Trustee Fast: camping and which we haven't had on Bowen before and all the potential for transportation issues,

[2:05:31] Trustee Fast: cars on the ferry and on the roads um but so far i can send anybody links if you like but

[2:05:37] Trustee Fast: basically um it's an opportunity uh for um that metro vancouver is looking for

[2:05:44] Trustee Fast: also in terms of active transportation uh camping for hikers and uh bicyclists and active

[2:05:52] Trustee Fast: transportation access also using the bus and maybe who knows down the line a little ferry or

[2:05:58] Trustee Fast: something foot passengers anyway we'll see what happens with that but just stay tuned

[2:06:04] Trustee Fast: I just wanted to let you know I've been in touch with our species at risk Wendy

[2:06:13] Trustee Fast: advisor about our heron information we've been monitoring I'm the main record keeping person for

[2:06:21] Trustee Fast: the heron watch program which is basically just a few of us now over time the volunteers

[2:06:27] Trustee Fast: volunteers and biologists have retired or moved on and but we've got all kinds of data going back

[2:06:34] Trustee Fast: 20 more than 20 years and so Wendy's given me some good advice and right after the election

[2:06:41] Trustee Fast: I'll be getting on to that I need to contact people and ask them and build relationships

[2:06:46] Trustee Fast: and I just wanted to flag too just before I leave this topic that our environment and parks

[2:06:54] Trustee Fast: planning staff person Bonnie Brokenshire is moving on to work with the city of Vancouver

[2:08:28] Trustee Smith: we don't have a rep here from Saterna so I'll just say this did start a cetacean watch program

[2:08:34] Trustee Smith: and it's very effective and Maine has joined it and now the Galliano Conservancy has also joined

[2:08:41] Trustee Smith: it and the purpose of it is really to keep track of you know whether the tourist boats are keeping

[2:08:47] Trustee Smith: their distance and how often the whales come and they've made some really great headway finding out

[2:08:52] Trustee Smith: where they hang out where it wasn't thought they did before so I'm part of it but I found someone

[2:08:58] Trustee Smith: on Galliano to lead it which is super exciting and we've had some new conservation areas on

[2:09:05] Trustee Smith: in galliano we purchased this 65 acre waterfront property that is so exciting and it joins up with

[2:09:12] Trustee Smith: our others so we have a huge network in the middle of galliano and it's probably going to be expanded

[2:09:18] Trustee Smith: even further so we've had a lot of conservation and i also want to say one other thing that

[2:09:23] Trustee Smith: because it's an election right now uh i've been talking to a lot of people and i'm astounded

[2:09:28] Trustee Smith: that people have no idea

[2:09:32] Trustee Smith: that the Islands Trust Conservancy exists,

[2:09:35] Trustee Smith: that there's still an APTEC program.

[2:09:38] Trustee Smith: I mean, there's obviously some people

[2:11:13] Voice 11: and seeing what that turns out.

[2:11:16] Voice 11: Certainly it's a hot topic on South Spring right now.

[2:11:19] Voice 11: There's been one on candidates meeting and another one coming up, but the last one I was actually asked to give a 10-minute overview of how local government works on Salisbury Island in 10 minutes.

[2:11:31] Voice 11: So anyway, I tried to do that, and I did have the Alice Trust Conservancy on one of the slides, so I hope that that's let some people know what we do.

[2:11:45] Voice 11: We've got lots of stuff going on in terms of conservancy on Salisbury.

[2:11:48] Voice 11: I mentioned at the last meeting that there was a community park fundraising program underway, and that's still moving ahead.

[2:11:55] Voice 11: And I think it's sounding successful.

[2:11:58] Voice 11: There's another one underway around Creekside, which I think is adjacent to one of our covenant areas as well.

[2:12:07] Voice 11: So there's been these big projects to accumulate additional conservation land that sort of adds on to the big properties that we hold on Salt Spring.

[2:12:16] Voice 11: right and um oh i know one other thing i was going to mention um when we had our

[2:12:25] Voice 11: communication strategic workshop with uh carmen well all of us in carmen and we talked about

[2:12:32] Voice 11: what our communities were like and you know i remember sort of grasping on what it's like

[2:12:37] Voice 11: anyway um there's something called the vital signs report for salt spring island that is

[2:12:43] Voice 11: going to be published this month and i thought that might be a helpful thing for carmen to have

[2:12:49] Voice 11: or for anyone to have um it's going to have up-to-date information about all kinds of

[2:12:55] Voice 11: aspects of salt spring island so um i kind of thought about it is it

[2:13:00] Voice 11: still an octopus

[2:13:03] Voice 11: good memory yeah probably yeah anyway it's the salt spring foundation that's putting together

[2:13:10] Voice 11: together that Vital Signs report and it's out this month there so um might just be a good thing to

[2:13:17] Voice 11: look at for information about what's else what makes Salt Spring tick um I think that's oh maybe

[2:13:26] Voice 11: just one other little personal thing I'm um teaching a university course this next month on

[2:13:33] Voice 11: Salt Spring Island for the first time it's of course I've been teaching for 15 years so I

[2:13:38] Voice 11: convinced them to bring it to salt spring island it's about land use planning i've got people from

[2:13:43] Voice 11: all around the province coming uh to take this course and we're going to show them salt spring

[2:13:48] Voice 11: island at the same time and i'm going to tell them about the island's trust conservancy so

[2:13:54] Voice 11: um that's i'm really looking forward to that that's just a personal thing that's fun to do

[2:14:00] Voice 11: oh that's excellent thanks again to everyone it's been a great uh board to work with on stuff

[2:14:10] Trustee Stamford: trustee fenton then

[2:14:12] Trustee Fenton: great yeah thank you um yeah thank you to everybody and uh it's been an amazing

[2:14:22] Trustee Fenton: uh four years as a as a new trustee now heading into elections i'll see if i come and coming back

[2:14:31] Trustee Fenton: Hopefully I will. I will be running for Iron's Trust Conservancy should I be elected as a trustee on Tejas.

[2:14:44] Trustee Fenton: Tejas itself, it's been a funny place in its own, as it is or can be, but at the same time it's got lots of amazing things happening.

[2:14:55] Trustee Fenton: we had a really interesting sort of why are we here moment for myself anyways about a week or

[2:15:01] Trustee Fenton: so back now for almost a week in length every morning the first light um the herring would

[2:15:08] Trustee Fenton: start you could see the juvenile herring on the surface like a little breeze and we're talking

[2:15:13] Trustee Fenton: 50 meters off the shore and all of a sudden you'd hear this funny mechanical noise and breathing and

[2:15:20] Trustee Fenton: it was a whale moving along the bay and i thought okay well heads off across chinkum alley as they

[2:15:27] Trustee Fenton: do um but no it actually went up to the point turned around and came back and back and forth

[2:15:32] Trustee Fenton: for probably an hour and a half and it did that literally for five out of seven mornings every

[2:15:37] Trustee Fenton: morning it was the hearing there was there and um and off it went and i haven't seen it in the last

[2:15:45] Trustee Fenton: last while but I the Penelakut Nation people were just thrilled to actually see because they saw it

[2:15:50] Trustee Fenton: around the other side of Penelakut on Stewart Channel side and so they you know actually

[2:15:56] Trustee Fenton: normally they're just in transit they're not they don't humpbacks don't stop around our area so

[2:16:02] Trustee Fenton: everybody was pretty stoked and to say it's the whole reason for doing what we do. I think our

[2:16:10] Trustee Fenton: local conservancy has been busy working away on a project as we all talk about later so their

[2:16:17] Trustee Fenton: nature stewards projects moving to phase two they're so they're working on training volunteers

[2:16:22] Trustee Fenton: coming up with planning for doing site visits coming up with a recipe to get local residents

[2:16:29] Trustee Fenton: and sort of into preserving and increasing their biodiversity part of that last week they went up

[2:16:37] Trustee Fenton: to gabriel and spent a day literally with the nature stewards program coordinator on gabriel

[2:16:44] Trustee Fenton: and went out and did a sort of a face-to-face in the local park and then we went actually to

[2:16:51] Trustee Fenton: a couple properties and did site surveys with them and it was excellent everybody had a good time um

[2:16:57] Trustee Fenton: fun had it by everybody it was really well presented and hopefully we'll see some good

[2:17:03] Trustee Fenton: good results

[2:17:04] Trustee Fenton: on these once we get organized.

[2:17:10] Trustee Fenton: One other note

[2:17:11] Trustee Fenton: was it's related

[2:17:14] Trustee Fenton: but it's not specifically to do with

[2:17:16] Trustee Fenton: conservation but I think it's a step

[2:17:18] Trustee Fenton: in the right direction with respect to

[2:17:20] Trustee Fenton: working with our

[2:17:22] Trustee Fenton: First Nations communities.

[2:17:25] Trustee Fenton: We

[2:17:26] Trustee Fenton: at the local trust

[2:17:28] Trustee Fenton: committee hosted

[2:17:30] Trustee Fenton: basically

[2:17:32] Trustee Fenton: facilitated our

[2:17:34] Trustee Fenton: face-to-face with Penelakut, the BC Ferries representatives,

[2:17:39] Trustee Fenton: Mody, and the local associations on island.

[2:17:42] Trustee Fenton: And we had over-subscription,

[2:17:46] Trustee Fenton: three extra people prescribed,

[2:17:49] Trustee Fenton: and they came and spent three hours with us

[2:17:52] Trustee Fenton: and basically shared stories, listened to the concerns,

[2:17:57] Trustee Fenton: and specifically to do with Preeti Harbor

[2:18:00] Trustee Fenton: where the ferry terminal was built

[2:18:02] Trustee Fenton: through the between the 50s and now um basically they just excavated knowingly but blindly they

[2:18:09] Trustee Fenton: just pushed in um right through the resting area of the penelicate ancestors um and it's been

[2:18:18] Trustee Fenton: literally ignored to date we had this conversation yesterday that it was just unbelievable to

[2:18:27] Trustee Fenton: to actually see the BC fairs reconciliation gals.

[2:18:31] Trustee Fenton: You just totally accepted it.

[2:18:33] Trustee Fenton: And the whole notion is from that whole room was a shift to let's protect

[2:18:40] Trustee Fenton: the ancestors. Let's figure it out. It is what it is, but you know,

[2:18:45] Trustee Fenton: there's that total respect for it.

[2:18:47] Trustee Fenton: They went down to the site and did a walk around.

[2:18:50] Trustee Fenton: And so it was just lots and lots of things to figure out moving forward,

[2:18:55] Trustee Fenton: but it was another very affirmative, you know, doing the right thing for the right reasons

[2:19:01] Trustee Fenton: and having that conversation like they could, Penelope's ability to actually translate that story

[2:19:09] Trustee Fenton: and get the whole room just sitting there listening and ready to help was beautiful.

[2:19:15] Trustee Fenton: And so, you know, Peter and I have a lot of work to do. If we're elected, if we're not, we'll have

[2:19:20] Trustee Fenton: lot of work to do or time off but it was otherwise yeah it was a great moment and i'm just happy to

[2:19:26] Trustee Fenton: share it with you and thanks again for an amazing four years thanks that's

[2:19:33] Trustee Stamford: great um i'm just going

[2:19:37] Trustee Stamford: to start off because i would like to hear from staff so i'll be quite brief i i think a highlight

[2:19:42] Trustee Stamford: highlight from the area, the Al-Qasim area, is that the new biosphere received $926,000

[2:19:53] Trustee Stamford: in funding from the government, so four years of funding to support its initiatives.

[2:20:03] Trustee Stamford: Lots of work being done through that organization. It's just so dynamic, including some bits and bobs

[2:20:10] Trustee Stamford: that are sitting in my freezer right now from the tailed frog uh project and i'd be glad to get them

[2:20:17] Trustee Stamford: out of my freezer sooner rather than later um i i it's just been an amazing eight years for me

[2:20:25] Trustee Stamford: being on the island's trust conservancy uh the trust fund why did we ever name it that i don't

[2:20:31] Trustee Stamford: know uh such a lot of work done i think one of my great regrets is uh i could not seem to secure

[2:20:39] Trustee Stamford: hear any more um properties on gambier island and totally understand why but we'll continue to work

[2:20:47] Trustee Stamford: on that um i will not i although i am acclaimed as a trustee i will not be running again for the

[2:20:56] Trustee Stamford: island's trust conservancy it's very painful to think of that because it is definitely being

[2:21:02] Trustee Stamford: the organization that I've joined enjoyed the most being part of the trust um everything it

[2:21:10] Trustee Stamford: stands for and the regional approach and the science approach and the way we work together

[2:21:17] Trustee Stamford: um it's just been such an incredible learning experience the reason I'm not running again for

[2:21:24] Trustee Stamford: the conservancy is because I have also been acclaimed as a regional district director for

[2:21:29] Trustee Stamford: for the Sunshine Coast.

[2:21:31] Trustee Stamford: And I figured that's quite a bit

[2:21:35] Trustee Stamford: doing both the local trust committee work

[2:21:38] Trustee Stamford: and regional districts.

[2:21:41] Trustee Stamford: So I'm expecting to head into quite a high learning curve,

[2:21:44] Trustee Stamford: but I will certainly be in touch

[2:21:46] Trustee Stamford: and any way I can support the Conservancy,

[2:21:49] Trustee Stamford: I will be right there for sure.

[2:21:52] Trustee Stamford: So I'll leave it on that.

[2:21:54] Trustee Stamford: And if staff want to add their bits,

[2:22:02] Manager Emmings: I could just quickly interject that it has been an absolute pleasure working with this board for

[2:22:08] Manager Emmings: the last four years. In the chat, I put some of the highlights of your four years because I think

[2:22:13] Manager Emmings: it's easy to get through them and not realize how much you've actually accomplished. So this term

[2:22:20] Manager Emmings: over the last four years, you've had eight new conservation properties, including five nature

[2:22:25] Manager Emmings: reserves through covenants over 65 hectares of land protected you've changed the name and done

[2:22:31] Manager Emmings: a whole big communications shift related to that for the islands trust conservancy from

[2:22:37] Manager Emmings: the trust fund board so congratulations on that we changed our website and merged it into the islands

[2:22:44] Manager Emmings: trust website and in a way that i think is giving us a greater exposure and highlighting the

[2:22:51] Manager Emmings: important role of the ITC at the Islands Trust. We also introduced a new species at risk program

[2:22:58] Manager Emmings: and started bringing in over $200,000 per year in funding and with the board's support

[2:23:05] Manager Emmings: fully on that. You passed a reconciliation declaration back in 2019, which has been

[2:23:13] Manager Emmings: helping to guide a lot of our work. We've seen staff growth from five full-time employees to

[2:23:19] Manager Emmings: to 7.6 full-time employees, plus a summer co-op student,

[2:23:23] Manager Emmings: which is really enabling us to do a lot more work

[2:23:26] Manager Emmings: and to get a lot more on the ground projects done.

[2:23:30] Manager Emmings: And I guess as a personal note,

[2:23:33] Manager Emmings: I just wanted to thank the board and those members

[2:23:35] Manager Emmings: who've been trustees for the last four years

[2:23:37] Manager Emmings: as part of the elected trustee component of the board

[2:23:41] Manager Emmings: for your support as I moved from a role

[2:23:43] Manager Emmings: as ecosystem protection specialist into a manager position,

[2:23:46] Manager Emmings: position because it happened almost at the same time you took office so um thank you very much

[2:23:51] Manager Emmings: for your your work over the last four years and for your guidance thank you

[2:26:05] Voice 8: So I think our recommendation as management to Kate and the team is going to be to really limit that agenda to an election of a financial planning committee member and some general orientation because they'll have such a short time with the agenda.

[2:26:18] Voice 8: So just wanted to give you that heads up things are really tight to have, but we do need you to host that meeting, so that you can elect a financial planning committee member, such that they can hold their meeting.

The ITC Ecosystems Protection Specialist presented the request for the decision 
to Board members and highlighted there a BC Hydro right of way on the 
property. 
Discussion ensued on management plans for areas of cultural significance, 
coordination with First Nations, and eliminating barriers to traditional use for 
lands by First Nations, including collection of plants and hunting. 
ITC-2022-040 
It was MOVED and SECONDED, 
that the Islands Trust Conservancy Board directs the Chair to sign the 
Conservation Covenant agreement among TLC The Land Conservancy of British 
Columbia, the Sunshine Coast Conservation Association, and the Islands Trust 
Conservancy, over the land identified as Lot 1 District Lot 696 Group 1 New 
Westminster District Plan EPP89532 (PID: 031-259-731) and known as Sandy 
Beach Nature Reserve.

5.1.2 Enchanted Forest Covenant Tree Planting (South Pender) - Request for Decision 
The ITC Covenant Management and Protections Specialist presented the 
request for decision to Board members. 
Discussion ensued on appropriate tree species planted to adapt to climate 
change, maintenance required for successful habitat restoration, and adding a 
request for reporting on the project to the resolution. 
Board members discussed the Islands Trust Cultural Protocol for Chance Finds 
and Ancestral Remains document and requested to review the document. 
Manager Emmings noted the document is under development, but has been

shared with contractors. Manager Emmings will follow up with Director Frater 
regarding sharing the protocol. 
ITC-2022-041 
It was MOVED and SECONDED, 
that the ITC Board approve the request for tree planting by the Pender Islands 
Parks and Recreation Commission in Enchanted Forest Covenant, EG75146, PID 
003-483-037, South Pender Island, by issuing a temporary waiver, and that 
requests attempts be made to plant more than two native species, of several 
age classes, and to steward the planted trees to increase the probability of 
establishment.

It was MOVED and SECONDED, 
that the ITC Board request the Pender Islands Parks and Recreation Commission 
prepare a brief report on the success of the tree planting three years after 
planting.

5.1.3 ITC Budget Request - Request for Decision 
The ITC Manager presented the request for decision to Board members and 
highlighted that an approximate 13% increase is proposed. The increase is 
comparable to other Islands Trust departments and includes BCGEU tentative 
agreement salary increases. 
The ITC Manager noted that, although the Board requested inclusion of budget 
cases for Property Management software and Contact Management Software at 
its July meeting, these have not been provided because they will be addressed 
by Information Systems and the Executive Committee in their respective budget 
requests. The ITC Manager will keep the Board informed on the progress of 
these budget items. 
Discussion ensued on the budget amounts for First Nations engagement and 
contact management software upgrades.

that the Board approve the draft 2023/24 ITC Budget as presented and direct 
staff to provide it to the Director of Administrative Services and the Director of

that the Islands Trust Conservancy Board approves the revised Nighthawk Hill 
NAPTEP Covenant (NIHN) and authorizes the Chair to sign the NIHN with 
Andreas Nowak and Mary Reher, over a portion of the land described as Lot 38, 
Section 7, Pender Island, Cowichan District, Plan 32261, Except Part in Plan 
35333, PID 001-081-110, subject to receiving an updated Baseline 
Documentation Report that is acceptable to the Islands Trust Conservancy 
Manager, and directs staff to register the covenant.

5.2 Items for Discussion/Direction 
5.2.1 COP15, Convention on Biological Diversity 
Trustee Smith will attend the Conference of the Parties (COP) to the UN 
Convention on Biological Diversity (CBD) December 7–19, 2022.  COPs take 
place every 2 years, but every 10 years a larger COP takes place where the 
international biodiversity targets for the next ten years are set. This meeting is 
one of those every 10 year meetings. The meeting is taking place in Canada and 
the Government of Canada will have a Canadian pavilion. Trustee Smith put in a 
proposal to include information on the biodiversity climate change nexus, and 
asked if ITC would want to be a partner? Trustee Smith will make the 
presentation and could include a slide on the unique work we are doing at ITC. 
Board members expressed support and suggested Trustee Smith work with 
Manager Emmings to create an ITC slide to increase ITC profile.

5.2.2 ITC Board Elections, Appointment & Orientation – Briefing 
The ITC Manager provided an update on the local government election, noted 
ITC staff are preparing orientation materials for incoming trustees, and 
welcomed suggestions from ITC Board members regarding the orientation 
process and materials.  
Discussion and suggestions included: 
 Provide a copy of the ITC slides from the Union of BC Municipalities 2022 
highlights presentation (page 7 of the breakfast binder) to new trustees. 
 Post reference documents for elected trustees on WebDAV in an organized 
fashion, easy to find at a later date. 
 Include an ITC promotional brochure with the Islands Trust welcome letter 
to newly elected trustees. 
 Provide a copy or link to ITC Annual Report. 
 Begin the impression that ITC is designed to grow, not that it is a subset of 
Island Trust, equivalent arm, separate from Trust Council. 
 Provide orientation to elected trustees about what ITC is prior to giving 
notice of intent. Recommend this to the Management team. 
 Keep the first ITC agenda light with focus on orientation items not covered 
at Trust Council. 
5.2.3 Sandy Beach Nature Reserve Management Plan (Keats) – Briefing 
The ITC Property Management Specialist provided an update on a response 
from the Siwxwú7mesh (Squamish) Nation recommending wording changes to 
the Sandy Beach Nature Reserve Management Plan and is working on clarifying 
the changes correctly. 
Chair Stamford requested clarification on the correct name for Keats Island for 
Gambier Island Local Trust Committee meetings.

5.4.3 Budget Report 
Received for information. The ITC Manager clarified this budget report only 
represents the first quarter of year, with some items from the second quarter 
included as known. 
5.4.4 Covenant Landholder Newsletter Fall 2022 
Board members expressed support for the document and requested a stand 
alone electronic copy of the document to provide to Board members. The ITC 
Communications Specialist will provide a copy. 
5.4.5 Report - Forever Protected

5.4.6 Executive Committee Update 
Trustee Fast commented that she presented an ITC slide at the recent Islands 
Trust breakfast at the invitation of Chair Luckham. Trustee Patrick and Trustee 
Fast represented the Executive Committee. The workshop was positive and well 
attended. 
Trustee Fast advised there is an Executive Committee meeting October 5, 2022, 
and the agenda will include discussion of trustee orientation. There is another 
orientation session planned for January. The Executive Committee agenda is 
posted to the website for those interested. 
5.4.7 Financial Planning Committee Update 
Chair Stamford advised the Financial Planning Committee is expecting increases 
in budget due to the tentative BCGEU agreement and several project requests, 
and is currently developing the 2023/24 budget. There is a meeting scheduled 
for October 12, 2022. 
5.4.8 Trust Council Update 
The ITC Manager advised the Board that Trust Council received two noteworthy 
ITC-related items: 
1) Referral of the draft ITC Plan: Trust Council had no comments; and, 
2) NAPTEP Fees Bylaw and Guidelines: an amended NAPTEP Fees Bylaw was 
given three readings and guidelines for Executive Committee sponsorship of 
NAPTEP fees were approved. This will allow the Board and applicants to 
NAPTEP to apply to the Executive Committee for waiver of NAPTEP fees.

Trustee Fast thanked everyone for their work, commented it has been such a 
pleasure to be part of the Board, and provided an update on the following: 
 Bowen Island Council passed a conservation development policy and a site 
alteration bylaw. 
 Metro Vancouver is proposing to wrap around the new Cape Roger Curtis 
Nature Refuge, that the Bowen Island Conservancy runs, with a big 240 acre 
park, the remains of the former development. This has become an election 
issue on Bowen Island and people are concerned about camping, a potential 
for transportation issues, due to cars on the ferry and roads. 
 Bonny Brokenshire, Manager of Environment, Parks Planning and Bylaw 
Services, is moving on to work with the City of Vancouver. At some point 
there will be a new contact person for the environmental liaison. 
 Heron watch program – many biologists and volunteers have retired or 
moved on. Trustee Fast will work on developing new contacts after the 
election.  
Trustee Smith thanked everyone for their work, noted her one-year anniversary 
on the board, and provided an update on Saturna Island’s Cetacean Watch 
Program, noting Galiano has also joined. 
Trustee Adams thanked Board members, staff, and especially Chair Stamford for 
keeping meetings on track. Trustee Adams commented on the conservation 
work happening on Salt Spring and noted the Vital Signs Report for Salt Spring 
Island, to be published this month, could be helpful to staff. 
Trustee Fenton provided an update on work of the Thetis Local Trust 
Committee, work with Frist Nation’s communities, and thanked everyone for an 
amazing four years as a Trustee. He also advised he is running again for the 
Thetis Island Local Trust Committee and hopes to return to the ITC Board. 
Chair Stamford thanked Board members and staff, commented it has been an 
amazing eight years working with the Islands Trust Conservancy, and advised 
she has been acclaimed as a Trustee for the Gambier Island Local Trust 
Committee and as Regional Director for Sunshine Coast. She is not intending to 
run for ITC for the 2022-2026 term. 
The ITC Manager provided highlights of the last four years to Board members 
and thanked them for their support.

that the meeting be closed to the public in accordance with the Community Charter, 
Part 4 Division 3, section: 90 (1) (e) the acquisition, disposition or expropriation of land 
or improvements, if the board considers that disclosure could reasonably be expected to 
harm the interests of the Islands Trust Conservancy Board; (i) the receipt of advice that 
is subject to solicitor-client privilege, including communications necessary for that 
purpose; (k) negotiations and related discussions respecting the proposed provision of a 
service that are at their preliminary stages and that, in the view of the Board, could 
reasonably be expected to harm the interests of the Islands Trust Conservancy if they 
were held in public; and that staff be invited to remain in the meeting.
