[0:02:53] Voice 11: manager for the Salt Spring office and welcome Chris. Chris
[0:02:59] Voice 11: is a registered professional planner with a planning degree
[0:03:02] Voice 11: from Toronto Metropolitan University where he focused on
[0:03:05] Voice 11: community development from public administration and the impact of tourism and amenity migration
[0:03:10] Voice 11: in small bc communities chris's planning career has been focused in small communities including
[0:03:17] Voice 11: the caribou regional district city of williams lake and for the past five years with the
[0:03:23] Voice 11: municipality of north carolina in his last post he led the development of a pibc planning institute
[0:03:29] Voice 11: in virginia columbia award-winning development in a local area plan and the new official community
[0:03:34] Voice 11: the plan professionally chris is passionate about holistic and practical approach to community
[0:03:39] Voice 11: building from sound planning and project management practices and supporting the growth
[0:03:43] Voice 11: and development of young planners chris chris is also really passionate about gardening and
[0:03:48] Voice 11: spending time with his wife and four-year-old child they reside in duncan and it's uh chris
[0:03:53] Voice 11: is enjoying riding his bike over to salt spring island on a regular basis and so that's terrific

[0:05:39] Voice 11: meeting reports at this meeting we do have an advisory planning commission section we actually
[0:05:46] Voice 11: they have housing action program task force meeting minutes from september the 1st as well
[0:05:52] Voice 11: as the housing action program task force summary of recommendations both of those items are here
[0:06:00] Voice 11: for our information um and and so therefore i will receive them for information unless there's any

[0:06:10] Voice 4: how grateful i am for the report that they put forward i thought it was a tremendous
[0:06:15] Voice 4: this professional job that they
[0:06:18] Voice 4: caught and summarized.
[0:06:19] Voice 4: I think this is not the report of the Housing Action Program.
[0:06:24] Voice 4: I think this is just sort of the status of the beginning of the
[0:06:29] Voice 4: immediate sort of actions that they were preparing.
[0:06:33] Voice 4: I think for Chris's benefit, just I think this report is a very good piece.
[0:06:38] Voice 4: There was also the Southern Gulf Island Tourism Partnership,
[0:06:41] Voice 4: along with the Southern Wealth Island Housing Coalition,
[0:06:46] Voice 4: I can't think of their name,
[0:06:47] Voice 4: put in a CMHC housing solutions grant proposal
[0:06:52] Voice 4: that they were not successful in getting,
[0:06:54] Voice 4: but they had $75,000 to prepare it,
[0:06:57] Voice 4: a really robust job on identifying things
[0:07:00] Voice 4: that the Islands Trust could do, the CRD and others.
[0:07:03] Voice 4: I think together, I think they're both important pieces
[0:07:06] Voice 4: to look at as we formulate the next steps for housing.

[0:07:12] Voice 11: you laura um indeed i am very impressed with the report that's come out that shows the
[0:07:20] Voice 11: world's depth and breadth of understanding of the housing situation and a number of potential
[0:07:25] Voice 11: options available to us and i want to thank all of those members of that transport um if there's
[0:07:32] Voice 11: nothing further then i'll continue on to the first item is that we have some work to address which is
[0:07:40] Voice 11: the follow-up action list like 4.1 as stated october 22nd normally i
[0:07:47] Voice 11: turn uh chris to the
[0:07:48] Voice 11: regional finance to ask if there's any updates with respect to any of the items on the follow-up
[0:07:53] Voice 11: action list otherwise i'll go to trustees for questions do you have anything for us chris on
[0:07:58] Voice 11: the follow-up action list well
[0:07:59] Voice 6: i did want to just um talk about it a little bit this morning thank
[0:08:04] Voice 6: you chair leckham um i did go over it with our staff uh just before we published this agenda
[0:08:10] Voice 6: um and what i want to impress upon the local trust committee is that as you are likely aware we
[0:08:18] Voice 6: i'm i'm new to this position uh we currently have open positions for two new planners uh and we have
[0:08:26] Voice 6: uh two island planners and our admin team and our planning tech um and both our planning technicians
[0:08:33] Voice 6: have been has been working furiously to advance these all these projects and applications so
[0:08:39] Voice 6: but what we have done is we've assigned quite a bit of work I think you'll see a lot of
[0:08:45] Voice 6: changes from previous staff so for ongoing tasks a lot of those staff tasks have been
[0:08:51] Voice 6: on this list have been put on to Anthony I think especially Anthony Fortuno doing a lot of our
[0:08:59] Voice 6: development work so i just want to let you know that i think that what we're probably going to
[0:09:04] Voice 6: see over the next little while is some changes so i would say the list you're looking at today
[0:09:08] Voice 6: is probably not the list we're going to be looking at in december and january so i i really um
[0:09:13] Voice 6: i guess just be when it comes to that assignment list um as these things go forward and as we sort
[0:09:18] Voice 6: of work to prioritize the workload um we can expect to see that this will be a fairly dynamic
[0:09:23] Voice 6: uh assignment pattern until we get things sort of uh up to capacity
[0:09:31] Voice 11: Um, Justice, do you have any questions about any items on

[0:09:47] Voice 4: Um, I think this, I haven't been on the executive committee.

[0:12:01] Voice 4: it was a rfp it was not successful um but i do know through i've been attending ongoing meetings
[0:12:09] Voice 4: on the mount maxwell project with transitions as well as the crd because the crd is doing their
[0:12:17] Voice 4: wildfire management plan the risk management
[0:12:19] Voice 1: plan whatever the
[0:12:20] Voice 4: title is sorry i don't have that
[0:12:22] Voice 4: properly on top of my head they've got their consultant diamond consulting i think their
[0:12:27] Voice 4: name working on that and they're going to be finished on salt spring soon and i know he was
[0:12:33] Voice 4: said that jonathan reimer from the crd was extremely impressed with the list of panel
[0:12:40] Voice 4: participants that ruth waldick had identified to do this this workshop and um so i just don't know
[0:12:48] Voice 4: where that sits there's conversations occurring with dr waldick and uh others on how we can get
[0:12:55] Voice 4: that workshop going because this this window of opportunity is closing rapidly with the crd
[0:13:02] Voice 4: consultant will be done yeah i think that's just another good panel member to have on the panel
[0:13:08] Voice 4: and
[0:13:09] Voice 5: ruth will be here but at lunchtime that's
[0:13:12] Voice 4: true she's trying to corner us
[0:13:16] Voice 4: she's trying to get the funding arranged to get the panel members in what's

[0:13:26] Voice 4: just don't know where the status of who's who who has that project who is working on the
[0:13:32] Voice 4: a wildfire workshop is anybody working on it did we give
[0:13:38] Voice 4: up hope so um we didn't we weren't
[0:13:43] Voice 4: successful in getting funding right well no we have funding we they went out to an rfp for a
[0:13:49] Voice 4: ecologist it was a very quick and short rfp and nobody responded um meanwhile ruth has identified
[0:13:57] Voice 4: by panelists that could come that are all the small dollar panelists and like said
[0:14:03] Voice 4: jonathan reimer agrees she has the right people identified to be on a panel
[0:14:08] Voice 4: um but somebody wants to retain them and pay them so

[0:14:13] Voice 4: tendering that i i don't think
[0:14:16] Voice 4: it's the tendered i think it would be a direct award they're small dollars to a group of

[0:15:24] Voice 6: My understanding, I'm not familiar with the workshop element of it.
[0:15:30] Voice 6: I know that we had talked about mapping work with the CRD.
[0:15:35] Voice 6: So I'm not too sure about this this workshop and panel, where it fits into the scope of the CDF project and what the, what the output of that would be towards that CDF project.
[0:15:59] Voice 11: So the project list now from October 2022 at 7.3 are any questions or concerns there?
[0:16:08] Voice 11: So now that brings us to applications with the status report.
[0:16:12] Voice 11: Are there any questions with respect to any of the applications listed there?
[0:16:18] Voice 11: anybody so expense report uh from july 2022 that's there for our information um and if you
[0:16:29] Voice 11: have any concerns best to bring them up with nancy rogers um so we'll just receive that for
[0:16:34] Voice 11: information the islands trust conservancy board report is the next item that's 7.6 let me catch
[0:16:42] Voice 11: to that. And we don't have well, maybe I'll just turn to Jillian Nichols. Can you, I usually
[0:16:57] Voice 11: just summarize the Island Social Report that's in here for the benefit of the public for
[0:17:01] Voice 11: the most part. And you feel like you want to address that or that the report on our
[0:17:09] Voice 11: agenda from the Island Social Conservancy?
[0:17:11] Voice 12: Oh, I'm not from the Conservancy though.
[0:17:13] Voice 12: So
[0:17:20] Voice 11: this, we have the report from the Office of Conservancy here.
[0:17:25] Voice 11: This report is on our agenda on a quarterly basis in order to draw attention to the work
[0:17:31] Voice 11: of the Conservancy.
[0:17:34] Voice 11: There is still an open position on the Conservancy board, and I think that's closed on Friday,
[0:17:44] Voice 11: and I understand there have been a couple of applicants perhaps for that position, so
[0:17:48] Voice 11: we're hopeful that will get filled.
[0:17:50] Voice 11: and the board will be returned to its uh whole configuration and um the strategic planning and
[0:17:59] Voice 11: administration is ongoing on the local perspective bylaw number 530 was reviewed by the conservancy
[0:18:07] Voice 11: and they had determined that their interests would be unexpected um there's ongoing covenant and
[0:18:14] Voice 11: and property acquisitions,
[0:18:16] Voice 11: NAFTA covenant on Lestige Island
[0:18:19] Voice 11: regarding Livingston property
[0:18:21] Voice 11: and some other work associated with
[0:18:28] Voice 11: covenants amendments has been ongoing.
[0:18:31] Voice 11: Lots of communications and outreach
[0:18:34] Voice 11: regarding the strategy and the three-year plan
[0:18:37] Voice 11: that's before us and also communications
[0:18:41] Voice 11: back and forth with Main Island on Fallow Deer,
[0:18:43] Voice 11: which is also an instance here on Salt Spring and fundraising continues we've
[0:18:51] Voice 11: allocated up to $5,000 in the ITC budget to support the nature reserve on
[0:18:57] Voice 11: Gambier Island so very pleased to be able to speak on behalf of the
[0:19:04] Voice 11: Conservancy here and look forward to the future. The next item on our agenda is the Salt
[0:19:13] Voice 11: now in watershed protection alliance coordinator's report um and i'll just turn to uh the chair
[0:19:20] Voice 11: laura patrick who wanted to provide an update on sure
[0:19:25] Voice 4: and the reports here for your information
[0:19:27] Voice 4: i think the most important thing that i know i could be impatiently waiting for is the uh
[0:19:33] Voice 4: strategic plan um we did have a a good conversation on it i'm really pleased really moved from being
[0:19:42] Voice 4: sort of apprehensive about the strategic plan to actually kind of getting excited about it and i
[0:19:46] Voice 4: think the main difference is this truly is a collaborative plan the staff from the various
[0:19:53] Voice 4: organizations from the security the ministry north salt spring waterworks and islands trust have been
[0:19:59] Voice 4: working closely together and our objective of ending up with a plan that actually has the logos
[0:20:05] Voice 4: those from those organizations on the front cover is looking uh realistic and uh eventually it's
[0:20:12] Voice 4: going to be achievable so i'm i think it's going to be exciting this plan really i think it's going
[0:20:17] Voice 4: to set a new stage of what collaborative planning can look like uh it's still you know for a number
[0:20:28] Voice 4: of reasons you know capacity probably being the largest it would have been really lovely to have
[0:20:32] Voice 4: of First Nations actively involved at this stage,
[0:20:34] Voice 4: but the plan will hopefully lay out
[0:20:37] Voice 4: how we as a group of organizations work
[0:20:41] Voice 4: to improve our ability to engage with First Nations
[0:20:45] Voice 4: in the various projects as they go forward.
[0:20:47] Voice 4: So it will leave us in a better place
[0:20:49] Voice 4: where we are today on engaging with First Nations
[0:20:53] Voice 4: in a more collaborative manner
[0:20:55] Voice 4: rather than individuals taking up more of their time
[0:20:59] Voice 4: from the past, which I'm excited.
[0:21:02] Voice 4: and I think a draft is coming.
[0:21:06] Voice 4: We should have it.

[2:38:16] Voice 11: other work my name is peter lockem i'm elected on fetus island in the uh penelaket and laxon
[2:38:22] Voice 11: territory. It's a pleasure every day to wake up in this Coast Salish territory and be cognizant
[2:38:29] Voice 11: of the rich history and culture that is here. And the opportunities exist for us to learn
[2:38:34] Voice 11: about the Coast Salish people that have lived here since time immemorial.
[2:38:39] Voice 11: Today, a little bit more of a formal, this afternoon at the beginning here in the more
[2:38:43] Voice 11: public facing session, a little bit more of a formal opportunity to celebrate. And we're here
[2:38:49] Voice 11: to celebrate today and I'll do introductions of everybody when I'm finished doing the celebration
[2:38:56] Voice 11: part of it. Celebrating today for the Community Stewardship Awards. The Community Stewardship
[2:39:02] Voice 11: Awards is something that we've been facilitating for about 20 years now, 2002. A number of people
[2:39:11] Voice 11: throughout the Islands Trust Area have received the recognition of the work that they have done
[2:39:17] Voice 11: on in their communities that supports and advances
[2:39:20] Voice 11: the Islands Trust Preserve and Protect mandate.
[2:39:22] Voice 11: And it's a real honor and privilege for me here today
[2:39:25] Voice 11: on Salt Spring to be able to facilitate this
[2:39:27] Voice 11: and an honor to be able to recognize the people
[2:39:30] Voice 11: that have received the awards here on Salt Spring today.
[2:39:34] Voice 11: We get nominations from all over the Islands Trust area.
[2:39:39] Voice 11: All of the islands have been represented
[2:39:41] Voice 11: over the years for awards.
[2:39:43] Voice 11: And so today it's three people that we're going to,
[2:39:45] Voice 11: to two people in one organization
[2:39:47] Voice 11: that we're going to recognize here today.
[2:39:51] Voice 11: So the first person that I'm honored
[2:39:54] Voice 11: to provide the award to is Case Roos
[2:39:58] Voice 11: from Salt Spring Island for 14 years of community service.
[2:40:03] Voice 11: And Case Roos is being nominated
[2:40:06] Voice 11: for 14 years of community service,
[2:40:08] Voice 11: including efforts as a volunteer warden, board member,
[2:40:12] Voice 11: and chair for nonprofit organizations
[2:40:15] Voice 11: on Salt Spring Island.
[2:40:16] Voice 11: Through extensive volunteer work with numerous organizations,
[2:40:20] Voice 11: PACE has demonstrated a strong commitment to preserving and protecting
[2:40:23] Voice 11: Salt Spring Islands' natural environment.

[2:41:36] Voice 11: sustainable cemetery um that protects forest lands it's the natural cemetery ssi inc this is maybe
[2:41:49] Voice 11: Okay, thank you for that clarification. The Salt Spring Island Natural Cemetery. I got
[2:41:54] Voice 11: it now. So it's a certified conservation green burial cemetery located in the Burgoyne Valley,
[2:42:01] Voice 11: providing a sustainable burial option on protected forest lands. This is the first certified
[2:42:07] Voice 11: conservation green burial cemetery open to the public in Canada. Since the cemetery's
[2:42:12] Voice 11: opening in 2020 there have been 18 internments salt spring island natural cemetery contributes
[2:42:19] Voice 11: to the saya learning society to further the goal of strengthening cultural relationships to the land
[2:42:26] Voice 11: and water of the kwakwum village so i want to uh catherine um i'm gonna make a valentine um thank
[2:42:37] Voice 11: you uh ask you up here to accept the reward for the senator my understanding
[2:43:07] Voice 7: is that there are
[2:43:07] Voice 7: i think i'm
[2:43:34] Voice 11: going to uh just uh do the presentation for uh ruth waldeck in her absence
[2:43:45] Voice 11: So this final award is for Dr. Ruth Waldach of Salt Spring Island in recognition of building
[2:43:53] Voice 11: Lake Maxwell's watershed resiliency and forest fire resistance.
[2:43:58] Voice 11: Dr. Waldach is a champion for and key organizer of a collaborative climate action project
[2:44:04] Voice 11: to build Lake Maxwell's watershed resilience and forest fire resistance by protecting forest
[2:44:09] Voice 11: health.
[2:44:10] Voice 11: Ruth has brought together diverse organizations to develop and initiate this flagship climate
[2:44:16] Voice 11: adaption project to protect and restore coastal Douglas fir ecosystems on Salt Spring Island.
[2:44:21] Voice 11: With her leadership the joint project has attracted world-class researchers and scientists,
[2:44:26] Voice 11: many of whom are donating their time and has received federal government funding as well as
[2:44:32] Voice 11: donations from private donors. I really want to thank Ruth for that fantastic work in protecting
[2:44:38] Voice 11: protecting our watersheds and resiliency for enforcement.
[2:44:42] Voice 11: We
[2:45:07] Voice 4: can with that project.

[2:56:46] Voice 5: But I do want to acknowledge Stefan Cermak, who was our regional planning manager for many years, and probably top of my list is Sarah Schumann.
[2:57:00] Voice 5: I mean, she's always been there smiling and cheering us all along, and she's been an absolute joy to be around.
[2:57:08] Voice 5: and rob pringle you picked up some the traces and uh it's been great um not really part of
[2:57:16] Voice 5: the island's trust but a group that's actually been very important to me has been the driftwood
[2:57:22] Voice 5: um always there always in the front row never missed a never missed a meeting almost never
[2:57:30] Voice 5: anyway a few times but um i've so enjoyed um my involvement which really has been on the periphery
[2:57:38] Voice 5: of course, but their reporting has been fair and complete and I've appreciated them. Gail Schuberg,
[2:57:45] Voice 5: of course, Elizabeth Nolan, and now Rob Magley. So lastly, I do want to say that I remain
[2:57:57] Voice 5: a firm believer in the Islands Trust. I think it's a wonderful organization. I think it
[2:58:02] Voice 5: serves an important role. And for those of you who are making notes, this has got nothing to
[2:58:08] Voice 5: do with incorporation or not it's the islands trust the role that it plays um it's uh my wife
[2:58:16] Voice 5: and i now have a little tampa and we're exploring the island and bc and without exception um the
[2:58:25] Voice 5: rural communities are surrounded by commercial sprawl and i don't think it's a coincidence
[2:58:32] Voice 5: incidents that we have avoided that to a large degree so i do think the islands trust plays a
[2:58:39] Voice 5: very important role and by the way um the islands trust is run by um passionate hard-working
[2:58:46] Voice 5: committed and competent people with whom i have been um honored to serve so it's a fine organization
[2:58:56] Voice 5: so I am so grateful that I'm not running this time the whole concept of of running for office
[2:59:08] Voice 5: is a bit of a nightmare I support and give my best wishes to Gary and to Laura I'm pretty
[2:59:17] Voice 5: confident we'll see we're confident that we will see them back in the saddle but I have enjoyed
[2:59:23] Voice 5: their company and um traditionally in for me anyway i um end this sort of meeting with a
[2:59:31] Voice 5: song and i'm not going to sing a song this time but i am going to say so long farewell

[3:00:25] Voice 4: that's interesting and i think probably the most interesting is when you read stories about
[3:00:31] Voice 4: about yourself and you go that's not true so i wanted to to take this time just to remind a
[3:00:37] Voice 4: couple of things in particular bylaw 530 which seems to have a lot of information and i went
[3:00:42] Voice 4: back in my the notes that i read when um i had a very lengthy set of comments when bylaw 528
[3:00:49] Voice 4: was the sweets bylaw which just preceded bylaw 530 was about and i had said the objective was
[3:00:57] Voice 4: was to cast a wide net across the island
[3:01:00] Voice 4: in search of people willing to be landlords,
[3:01:03] Voice 4: that the building support may require
[3:01:06] Voice 4: demonstrating successful working examples.
[3:01:09] Voice 4: One way to do this is through phasing in best practices
[3:01:12] Voice 4: with additional oversight.
[3:01:13] Voice 4: And this can be achieved by limiting the number of units.
[3:01:17] Voice 4: And I said, let's collect and analyze data
[3:01:20] Voice 4: to determine the development capacity
[3:01:22] Voice 4: for accessory dwelling units and overall get a picture
[3:01:25] Voice 4: of what's going on on the island's housing uh and i said let's establish a target level of
[3:01:32] Voice 4: percentage rented and owned uh affordable housing units uh in the total housing stock and this is
[3:01:39] Voice 4: actually a commitment gary in the ocp that says we're going to do that with the crd set that
[3:01:43] Voice 4: percentage target so i think that's a objective we need to do in cooperation with the crd
[3:01:49] Voice 4: and i said let's do a better job engaging the community and i talked about the effects on the
[3:01:58] Voice 4: community of not having the housing and how who
[3:02:02] Voice 12: is
[3:02:03] Voice 4: is um not being housed and how that's going to
[3:02:08] Voice 4: affect all of us because we need our workforce on this island and that we are um a smart and
[3:02:17] Voice 4: dedicated island that should be solving this issue because it affects all of us and um that we need
[3:02:27] Voice 4: to have islanders housing islanders the other thing that's going around is on the vortex they
[3:02:32] Voice 4: said oh we ignored staff is what they say um it's absolutely not true we get staff reports the same
[3:02:40] Voice 4: time you do the public we don't get to see them any sooner and i can tell you the entire week
[3:02:45] Voice 4: that we had that staff report I worked very closely with Jason yeomans who is
[3:02:49] Voice 4: here dissecting every word of that report understanding what was being
[3:02:54] Voice 4: asked how how we could move forward what what was it and the studies and things
[3:03:00] Voice 4: that were recommended by staff are included as as contingencies are in the
[3:03:05] Voice 4: in the in the permit so they were put into the permit the other that's going
[3:03:11] Voice 4: going around as it says, ah, we voted against trust council
[3:03:16] Voice 4: making, and that was a, there was a trust council motion
[3:03:19] Voice 4: that was affirming its understanding
[3:03:21] Voice 4: that the environment was paramount in all decisions.
[3:03:27] Voice 4: And that was voted down.
[3:03:29] Voice 4: But what they don't say is there was another motion
[3:03:31] Voice 4: that was voted in.
[3:03:33] Voice 4: And that motion was that trust council affirms
[3:03:35] Voice 4: its understanding, the preservation and protection
[3:03:38] Voice 4: of the natural terrestrial and marine environment
[3:03:40] Voice 4: is central to the mandate of the islands trust and that the responsibility must be given special
[3:03:46] Voice 4: and profound consideration in all decisions that we do it's a big difference and and the reason i
[3:03:54] Voice 4: know uh on the the paramountcy was that we are communities we're going to have to make decisions
[3:04:00] Voice 4: and while we'd always want environment to be first and foremost there may be circumstances
[3:04:04] Voice 4: that we have to consider and that's why central was was was voted as the way to approach that
[3:04:12] Voice 4: um i think you know as as a trustee i've always understood the mandate of the trust to mean i
[3:04:20] Voice 4: have a responsibility toward our constituency and the environment and that we're different than
[3:04:27] Voice 4: every other local government british columbia because we have a statutory obligation to the
[3:04:32] Voice 4: the environment in addition to all the other obligations it's an addition so uh yeah i really
[3:04:41] Voice 4: feel people in place are interconnected and that we need integrated solutions to address the
[3:04:46] Voice 4: challenges we face on salt spring and i'm committed to place-based multi-generational
[3:04:51] Voice 4: sustainability that addresses equity diversity and inclusion in meaningful ways and we'll see
[3:05:00] Voice 4: you find them over you
[3:05:03] Voice 10: no i
[3:05:05] Voice 5: think i've said my bit thank you so
[3:05:09] Voice 11: uh from the chair's uh perspective um
[3:05:14] Voice 11: don't end up getting a lot of hands-on work on uh sal spring but certainly do a lot of work uh
[3:05:19] Voice 11: federation-wise and indeed with laura patrick who also sits on uh executive committee um the
[3:05:26] Voice 11: highlight of the last uh month was attending ubcm on on behalf of um of the of the island's trust
[3:05:33] Voice 11: and and to some extent uh salt spring island a great opportunity to talk to our colleagues
[3:05:38] Voice 11: throughout local government in british columbia and have opportunities to meet with ministers
[3:05:43] Voice 11: to talk about issues that are pressing and important to the island's trust
[3:05:47] Voice 11: and garner support from the pro from all governments in british columbia for motions
[3:05:53] Voice 11: and work that we've taken to UBCM to lobby the provincial government for which all three of the
[3:05:59] Voice 11: items that we brought forward were endorsed by the membership and therefore taken to the province
[3:06:06] Voice 11: to ask for support. I'm not going to try and paraphrase those at the moment but a successful
[3:06:14] Voice 11: On the week of September 2021-22, we had our trust council meeting, the final council of this term, and of course, with that said, there's been much work in preparation for the transition to a new council, a new executive committee that is the responsibility of the executive committee.
[3:06:44] Voice 11: committee and that work is unfolding as we speak and certainly wish all the candidates across the
[3:06:49] Voice 11: island's trust area success in their ambitions to join the island's trust and take on this very
[3:06:54] Voice 11: worthy and important work of preserving and protecting the gulf islands for all the citizens
[3:07:02] Voice 11: of british columbia and the natural environment so grateful and i'm very grateful to have the
[3:07:07] Voice 11: opportunity to work in this community it's a very busy place lots of interesting things going on
[3:07:13] Voice 11: but it's always a pleasure to come here and assist so that's my report i'm going to turn

[3:07:26] Voice 7: peter grove for your 11 years of service i'm reminded of the phrase no good deed shall go
[3:07:32] Voice 7: unpunished you certainly as with other elected officials had your fair share of punishment for
[3:07:41] Voice 7: doing good with the community so thanks peter you've always been very kind to me and uh in a
[3:07:46] Voice 7: previous life as well um and our political life and really appreciate it and uh we're going to
[3:07:54] Voice 7: miss you um just on the on the housing issue um there uh the the sea breeze in saga continues
[3:08:04] Voice 7: continues unfortunately uh whereas of yet as i understand it and others may have more
[3:08:11] Voice 7: information that i have but i i don't think any of the sea breeze tenants have moved to
[3:08:16] Voice 7: um king's lane at this point um they feel that they have tenants rights and there are uh at least
[3:08:24] Voice 7: two people who are pursuing that with the rentalsman's office uh the hospital foundation
[3:08:30] Voice 7: The foundation is caught in a difficult course on the building and are waiting to renovate it.
[3:08:35] Voice 7: They're going through the building permitting process with the crd now.
[3:08:39] Voice 7: But they've been unable to start because the tenants have not yet moved in the foundations view, and I agree with it.
[3:08:48] Voice 7: Those tenants are BC Housing's responsibility, and for an organization of their scale and resources, it is surprising to me how disorganized they have been on this file.
[3:09:04] Voice 7: We will continue to work on that.
[3:09:06] Voice 7: i believe laura has written to the uh interim housing minister one of the problems is the housing
[3:09:14] Voice 7: minister uh david evie now of course is running for uh premier and step down and so we're at the
[3:09:22] Voice 7: provincial level we're we're in limbo there as well we don't have anybody to what we do but it's
[3:09:28] Voice 7: it's probably a temporary position.
[3:09:32] Voice 7: So I'll also follow up urging Murray Rankin to step in,
[3:09:37] Voice 7: but I think he's kind of a caretaker at this point.
[3:09:41] Voice 7: But just on Drake, the outcome will be good.
[3:09:44] Voice 7: The outcome will be that the Seabreeze Inn
[3:09:46] Voice 7: will be renovated for health worker housing.
[3:09:49] Voice 7: The Drake Road will have a 28 unit supported housing
[3:09:53] Voice 7: facility built on it.

[3:10:25] Voice 7: road uh there's a first reading in at the local trust committee right now uh for 80 units so
[3:10:32] Voice 7: theoretically hypothetically there could be another 50 or so units of affordable housing
[3:10:38] Voice 7: developed on drake road we are drilling another well to prove water to support that additional
[3:10:43] Voice 7: development and and uh actually crd has leased the property to bc housing which means um
[3:10:54] Voice 7: that as with supported housing they they can declare a paramount so we don't necessarily
[3:10:59] Voice 7: have to go through the local land use planning process we still have to meet building code
[3:11:04] Voice 7: requirements provincial requirements federal requirements all all of that uh but they don't
[3:11:09] Voice 7: necessarily have to go through uh rezoning which could speed up the process although my experience
[3:11:14] Voice 7: with the trust has always been supportive of affordable housing salt spring commons cropton
[3:11:21] Voice 7: brook i mean go down the list bracket springs every one of those properties have been rezoned
[3:11:25] Voice 7: by the trust and speaking of the land bank uh they are under foreclosure by van city i think that's
[3:11:31] Voice 7: well known publicly uh two of the properties now bracket springs and dean road have accepted offers
[3:11:39] Voice 7: by um ngos that want to pursue affordable uh housing on bracket spring dean dean road is
[3:11:48] Voice 7: is being rented now but it is not being fully utilized and is not being managed as effectively
[3:11:55] Voice 7: as it could be so there are two separate organizations that have accepted offers on
[3:12:01] Voice 7: each of those properties so fingers crossed they complete and uh and greater utilization
[3:12:08] Voice 7: and those properties will occur in the case of bracket springs it will be uh restarted uh so
[3:12:15] Voice 7: So that also could be good news.
[3:12:17] Voice 7: The Dragonfly is another affordable housing project
[3:12:20] Voice 7: also on Drake Road that I believe has first reading
[3:12:23] Voice 7: at the trust.
[3:12:24] Voice 7: They're going through the process
[3:12:26] Voice 7: because it's an ownership model.
[3:12:28] Voice 7: They have to establish a water utility
[3:12:31] Voice 7: and North Salt Spring declined to play that role for them.
[3:12:37] Voice 7: So they've entered into discussions with CRD
[3:12:40] Voice 7: to own and manage a water utility at Dragonfly
[3:12:44] Voice 7: which will facilitate that development they're also reliant on a drilled well but they they have
[3:12:50] Voice 7: an excellent water source so there those so there are three properties there where there's excellent
[3:12:56] Voice 7: potential for moving forward and building new housing which is you know part of uh what we
[3:13:02] Voice 7: should be uh doing in addition to legalizing um suites and cottages and a secondary benefit of
[3:13:09] Voice 7: new housing is that because housing agreements will require priority for local residents means
[3:13:17] Voice 7: uh rental existing rental stock will be freed up because people will be moving from where they're
[3:13:23] Voice 7: renting now into this new new housing and freeing up those units so there's a secondary uh benefit
[3:13:29] Voice 7: there uh i did want to mention the local community commission uh that also is subject to a referendum
[3:13:37] Voice 7: being run concurrently with the election and the basic idea there is instead of just having one
[3:13:42] Voice 7: elected official representing CRD issues on Salt Spring a community of over 11,000 people
[3:13:49] Voice 7: you would elect a director plus four commissions they would take over they would they are they
[3:13:55] Voice 7: will be delegated authority for 11 different services including all of the services now
[3:14:01] Voice 7: overseen by four separate appointed island-wide commissions and so there would be a consolidation
[3:14:07] Voice 7: of governance. It would eliminate some of the silos on the CRD side of things and the director
[3:14:15] Voice 7: would have one vote out of five. So it really is analogous to a municipal council except there's
[3:14:22] Voice 7: no changes in jurisdiction. CRD still does what it does. The trust does what it does. MOT still
[3:14:29] Voice 7: still owns that 265 kilometers of poorly built, poorly maintained roads, but it will improve
[3:14:36] Voice 7: governance. We've had two failed incorporation referenda that have been quite divisive.
[3:14:42] Voice 7: The local community commission allows us to take a step forward in governance while we wait
[3:14:50] Voice 7: possibly for another incorporation initiative. It does not preclude the possibility of pursuing
[3:14:57] Voice 7: doing incorporation in the future, but it definitely would be an improvement in governance
[3:15:01] Voice 7: and would democratize CRD governance on Salt Spring, which right now you've got one person
[3:15:08] Voice 7: making a whole number of very key decisions, including tax rates. Just that one person,
[3:15:15] Voice 7: all those decisions would be brought out into the open in regularly scheduled public meetings. It'll
[3:15:21] Voice 7: be a lot easier for the community to track instead of four different separate commissions.
[3:15:27] Voice 7: there'd be just like a municipal council one group of elected officials sitting in regularly scheduled
[3:15:33] Voice 7: public meetings so i i urge people to consider the proposal and and hopefully support it and
[3:15:40] Voice 7: just one last thing peter i wanted to mention the uh the say out have been uh rebuilding their
[3:15:46] Voice 7: longhouse it burned down over 10 years ago they have completed that now i think there's still
[3:15:52] Voice 7: some internal furnishings uh kitchen and whatnot that perhaps they're working on but on october
[3:15:58] Voice 7: 20th there's going to be a celebration and opening of the seo longhouse which is a great achievement
[3:16:05] Voice 7: for them and a lot of folks have been supporting them too in their fundraising efforts thank you

[3:23:51] Voice 9: this fact, had with ICID on September the 26th. And in a very highly summarized way, I would tell
[3:23:59] Voice 9: you it was a complete bust. ICID are willing to accept Rogers' assertion that they completed the
[3:24:08] Voice 9: Island Trust Model Protocol. Instead, they feel that the local trust committee staff knew and
[3:24:14] Voice 9: passed on to you, the trustees, that Rogers were following the ICID default protocol with a few
[3:24:21] Voice 9: enhancements they were very clear in telling us that the local trust committee has not provided
[3:24:31] Voice 9: sufficient reasons for rescindment in their opinion back to that in a minute but what was
[3:24:37] Voice 9: the most interesting that we learned during this meeting was that neither rogers nor the lgc
[3:24:45] Voice 9: have filed a formal complaint or requested a dispute resolution process be undertaken
[3:24:51] Voice 9: information we pressed isaac and the two senior staff members that we met with couldn't answer
[3:25:06] Voice 9: that
[3:25:06] Voice 12: question they couldn't
[3:25:14] Voice 9: wait to get us off the zoom again they were this meeting was set up
[3:25:21] Voice 9: as a
[3:25:21] Voice 9: result i believe of my letter to ms hart who's the executive general director for isaac
[3:25:29] Voice 9: and i responded the day of the meeting you've received a copy of that response to miss hart
[3:25:36] Voice 9: and on behalf of CROC we said the following we said first off we prefer to
[3:25:45] Voice 9: documentation and the documentation is clear as asserted that they had met that
[3:25:54] Voice 9: higher standard the island's trust model protocol it's in writing we prefer to
[3:26:00] Voice 9: follow the written documentation than follow the speculation that they are
[3:26:05] Voice 9: putting forth. Secondly, we had suggested that perhaps you were not aware that they were
[3:26:15] Voice 9: making judgment when you provided your reasons for rescindment. And so perhaps you, the LTC,
[3:26:22] Voice 9: didn't really have the wherewithal to provide all the rescindment and speak on your behalf. But
[3:26:29] Voice 9: clearly, we wrote that you might not have been aware that they were passing judgment on anything
[3:26:35] Voice 9: thing because there was no dispute resolution process and lastly we said that uh now more than
[3:26:42] Voice 9: ever there's an appearance of a conflict of interest they have no reason to be involved
[3:26:47] Voice 9: in this matter in fact when you look at miss hart's response to unima plot's letter on september 5th
[3:26:53] Voice 9: this heart herself says we do not get involved isis does not get involved in these matters
[3:27:00] Voice 9: unless either the proponent or the land use authority ask us to do so and neither of you
[3:27:07] Voice 9: have done that so for them to be involved creates an appearance of a conflict of interest when
[3:27:15] Voice 9: the executive at rogers who is requesting this sighting is also a former employee of iceland
[3:27:21] Voice 9: and so we made it very clear that uh we feel there there is an appearance of a conflict of interest
[3:27:30] Voice 9: trust we also made it very clear that the land use authority has spoken you have rescinded your
[3:27:36] Voice 9: concurrence and that's what stands and until such time as somebody decides they wish to file a
[3:27:42] Voice 9: dispute the law of the land is you rescinded meeting before the end of the term and i've got
[3:27:59] Voice 9: to tell you that i've reviewed the agenda packages i have done for the last 15 months
[3:28:04] Voice 9: very carefully and to be honest i was quite impressed by all that you have achieved there's
[3:28:10] Voice 9: lot achieved a lot accomplished over the past four years when it comes to this rogers proposed tower
[3:28:18] Voice 9: i think you've fallen short in several ways and today is your chance to try to rectify some of
[3:28:27] Voice 9: that you fell short when you indicated that there was no antenna sighting policy salt spring una
[3:28:37] Voice 9: quad has written several letters to you and has written to i said as well and she i've included
[3:28:44] Voice 9: the one letter in the attachments to this presentation today.

[3:29:36] Voice 9: you have not provided all reasons for rescindment and you've left this thing in a bit of a quagmire

[3:29:51] Voice 9: that you've adopted a new policy on November 9th meeting.

[3:41:10] Voice 9: they've already prejudged without getting obtaining the relevant information and they're

[3:45:40] Voice 11: because they will get their backs up and and I don't miss I
[3:45:47] Voice 11: don't miss I don't agree like I've talked to the folks I don't think there's a conflict of interest

TRUSTEE REPORTS Trustee Patrick spoke to the work done this term on affordable housing initiatives and reported that Trust Council supported the following motion “Trust Council affirms it’s understanding that preservation and protection of the natural, terrestrial and marine environment is central to the mandate of the Islands Trust and that the responsibility must be given special and profound consideration in all decisions.” Trustee Patrick expressed support for integrated solutions to address the challenges on Salt Spring Island and multi-generational sustainability that address equity, diversity and inclusion in a meaningful way. Salt Spring Island Local Trust Committee Minutes ADOPTED 7 October 11, 2022 13. CHAIR'S REPORT Chair Luckham reported he attended the 2022 Union of BC Municipalities convention on September 12 to 16, 2022 to advance the work of the Islands Trust. Chair Luckham attended Trust Council in September 2022 and reported work is underway to support the transition to a new Trust Council following the October 15, 2022 Local Elections. Chair Luckham expressed appreciation for working with the Salt Spring Island Local Trust Committee. 14. CRD DIRECTOR'S REPORT Director Holman presented the following report: The BC Housing temporary housing site on Kings Lane is ready for tenants to move in although the tenants have not moved to Kings Lane and several of the Seabreeze Inne tenants have disputed the notice of eviction; The Lady Minto Hospital Foundation is planning to renovate the Seabreeze Inne for healthcare worker housing; The BC Housing Drake Road 28-unit supported housing project is underway; The CRD has leased the property on Drake Road to BC Housing for affordable housing and there is potential for an additional 50-units of affordable housing. The Salt Spring Island Land Bank’s “Bracket Springs” property and Dean Road property are in the process of foreclosure and two non-profit organizations have interest in owning and operating each of the properties for affordable housing; The Dragonfly Commons Affordable Housing project has entered discussions with the CRD to operate a Community Water System for the property; Director Holman supports the establishment of a Local Community Commission (LCC) and there will be a Salt Spring Island LCC Referendum at the Local Elections on October 15, 2022. He advised an LCC would consist of a Director and four Commissions that would have delegated authority for eleven local services; The Tsawout First Nation will be celebrating completion of their new Big House on October 20, 2022. 15. He presented highlights from the delegation materials included in the agenda package. Mr. Clark requested the Salt Spring Island Local Trust Committee acknowledge the 2001 Salt Spring Island Antenna Siting Policy; provide all valid rationale for rescindment of the concurrence decision to Innovation, Science and Economic Development Canada (ISED) and that the Salt Spring Island Local Trust Committee obtain an injunction preventing Rogers from developing the proposed site. Chair Luckham asked Mr. Clark if Rogers has advanced any work on the Channel Ridge site. Mr. Clark advised the Chair that Rogers has not done work on the site since July 28, 2022. There was discussion regarding the LTC’s rescindment of the tower siting concurrence decision.
