[0:03:46] Voice 6: respect of uh the elections and in respect of local trust committees and the southern
[0:03:50] Voice 6: violence is the um elections were extraordinarily respectful between the candidates i mean the
[0:03:57] Voice 6: dynamics and so there was a lot of fun there was yeah it was just like so wonderful to see that
[0:04:04] Voice 6: you know they all stated their position but they all had lots of fun in doing so and it was
[0:04:08] Voice 6: is extremely professional and a very good representation
[0:04:12] Voice 6: of how our communities can act beautifully together.

[0:04:32] Trustee Middleton (probable): in regards to the siting of two benches
[0:04:35] Trustee Middleton (probable): and two signs at East 1.
[0:04:38] Trustee Middleton (probable): I am happy to report that a resolution has been achieved and the benches and the signs will now
[0:04:44] Trustee Middleton (probable): be at the lookout point and what's neat about the benches is they're going to be carved.
[0:04:49] Trustee Middleton (probable): I don't think they have exactly defined who it's going to be but it was a carver with the
[0:04:56] Trustee Middleton (probable): Salvation so they'll be carved with benches and I'm only being slightly joking but it was very

[0:05:07] Trustee Middleton (probable): feelings about the location of things out at this point but what was preserved was that kind of
[0:05:14] Trustee Middleton (probable): stark iconic landscape we all love with the fog along building the idea there'd be no signs and no
[0:05:20] Trustee Middleton (probable): no extra features there and that also was the wishes of the the sale cultural monitors whereas
[0:05:27] Trustee Middleton (probable): is of course up uh by the light station there's all manner of like piles of rubble and changing
[0:05:33] Trustee Middleton (probable): the fence and whatnot so it's it seems that you're going to put something somewhere so that's just
[0:05:38] Trustee Middleton (probable): kind of generalized so those should be they've left the contracts now so those should be
[0:05:43] Trustee Middleton (probable): i will be installed in the next few months and so what is kind of me and i will express thanks for

[0:06:51] Trustee Middleton (probable): now. She's drowning with sorrows of a heart now that she won. She was successful in her election
[0:06:58] Trustee Middleton (probable): on South Spring, so she's now consuming vast quantities of beer in Munich, wondering what
[0:07:03] Trustee Middleton (probable): she got herself into. And so, but she did express, well I probably shouldn't say that on the live
[0:07:09] Trustee Middleton (probable): streaming today, but I mean she's advising in cultural activities in southern Germany at this
[0:07:15] Trustee Middleton (probable): point in time and especially she did say it has been an absolute pleasure to be our chair
[0:07:24] Trustee Middleton (probable): if you wanted to put the express appreciation and gratitude to the community for being so welcoming

[0:07:35] Trustee Middleton (probable): about paul there but she was 2.6 and um and so so that would be the chair's report so we come now to

[0:07:48] Trustee Middleton (probable): That's the town hall and any questions.
[0:07:51] Trustee Middleton (probable): So it's possible to ask questions about anything
[0:07:52] Trustee Middleton (probable): on the upcoming agenda, but because we're a small group,
[0:07:55] Trustee Middleton (probable): we can also entertain questions
[0:07:56] Trustee Middleton (probable): when we get to each section of the agenda.

[0:08:03] Voice 4: I just wanted to note and pass along
[0:08:08] Voice 4: to our elected representatives here on turnout.
[0:08:11] Voice 4: I believe that the time has long gone past that governments need to stop talking about
[0:08:20] Voice 4: affordable housing and actually get off the clock and do it.
[0:08:24] Voice 4: And too much time is, in my opinion, spent looking at why it can't happen and not enough
[0:08:32] Voice 4: time structuring the ability for it to happen.
[0:08:36] Voice 4: Every island is different.
[0:08:37] Voice 4: Every government municipality is different.
[0:08:39] Voice 4: And what we, I think the quick and easy way of addressing the issue could be, and I'm asking the trustees to consider it, could be that when rezoning comes in, and I want to mention that I'm both in favor of the games rezoning concept and also, of course, the crooks, the polling change and zoning.
[0:09:09] Voice 4: And within that structure, we have people on this island who do have tracts of property.
[0:09:16] Voice 4: I know that in the past, because I've been here in the past, that there has been a willingness of property owners to provide for RV sites.
[0:09:29] Voice 4: And these RV sites could be made up of a combination of travel, temporary, if the property owner
[0:09:38] Voice 4: so wishes.
[0:09:39] Voice 4: But my focus would be on the ability for a trailer to be on that site close so that the
[0:09:48] Voice 4: property owner can charge a pen fee, but still make money and allow for affordable housing
[0:09:56] Voice 4: water.
[0:09:56] Voice 4: water, we have rainwater, so that's non-potable, of course, these days, but there's no reason why
[0:10:05] Voice 4: it has to be non-potable, and we have wills. Stuff in the field is something that can be done.
[0:10:13] Voice 4: So if, in your consultations with the property owner, we first, of course, have to zone the
[0:10:20] Voice 4: the ability to be able to do it and then go from there but i think that would be a quick ability
[0:10:28] Voice 4: compared to trying to get the plan machine to an ar to do anything thank you thank you john

[0:10:43] Voice 6: would just say that i think we're doing a pretty good job we've legalized
[0:10:49] Voice 6: are using trailers as a as a residential use on saturn in our bylaws where the sticky part
[0:10:57] Voice 6: lies is with that nasty crd who who enforce the building code and the building code technically
[0:11:06] Voice 6: does not allow residential use of structures that do not meet the building code and most trailers
[0:11:15] Voice 6: Others do not meet the building code, but I can say we are working on that, and we're going to be advocating to the provincial government that there be some relaxation of that policy for a period of time.
[0:11:28] Voice 6: So we would ask for five years or some other reasonable length of time to provide certainty for people.
[0:11:35] Voice 6: So we're going to push it. We're pushing it on many levels.
[0:11:38] Voice 4: Can I ask one question?

[0:11:41] Voice 4: the question is how is it legal in the city of victoria when you have fort
[0:11:50] Voice 4: victoria campsite there at royal that a major campsite that is all current they don't have
[0:12:00] Voice 4: anything else so if it's available and possible in victoria then i think it's possible i agree

[0:12:10] Voice 8: but it's not legal in Victoria.

[0:12:36] And for the record, the policy at the CRD
[0:12:41] Voice 6: is they do not enforce unless there is health safety or a complaint whereas some of our
[0:12:49] Voice 6: standing resolutions say no enforcement unless there's health safety issues or the complaint
[0:12:56] Voice 6: of an immediate neighbor the little distinction that is quite important
[0:13:03] Voice 6: yes sir our
[0:13:05] Voice 7: bylaw at present allows for properties that are over three acres in
[0:13:11] Voice 7: in size to afford or to take in a secondary accommodation
[0:13:16] Voice 7: under 1 000 square feet and i think that if that were encouraged rather than discouraged
[0:13:26] Voice 7: in the past has been discouraged the uh representative i'm here to tell you this
[0:13:33] Voice 7: but crd also stands for crowd
[0:13:40] Voice 6: we specialize in waste water
[0:13:42] Voice 6: in
[0:13:43] Voice 7: the past we've made a very big company of traders
[0:13:49] Voice 7: They want them off of the hills, they want them on a foundation so they have control.
[0:13:54] Voice 7: And that sort of thing. So yeah, we're working on it.

[0:14:00] Trustee Middleton (probable): You bet. Just a general comment, because we're actually going to be talking about this with an application later.
[0:14:09] Trustee Middleton (probable): On this island, densities are recurrence respectively, right?
[0:14:12] Trustee Middleton (probable): Right. So to increase zoning capacity in some ways is perhaps more challenging.
[0:14:23] Trustee Middleton (probable): I'm not saying impossible on Saterna because, of course, people have been restricted since the official community plan into how intensive use of their properties they can make because of our density.
[0:14:36] Trustee Middleton (probable): So, I, you know, I'm just wondering, I'm not sure how we would address that if suddenly
[0:14:40] Trustee Middleton (probable): there was a desire to change up zone the property for, for a bunch of dwellings.
[0:14:46] Trustee Middleton (probable): I'm not saying it's not possible that they do have that more unique situation than perhaps
[0:14:53] Trustee Middleton (probable): certainly municipalities and many of the other islands, I think there's only one or two other
[0:14:57] Trustee Middleton (probable): islands that may be a great new family that actually have a density cap um which does add
[0:15:05] Trustee Middleton (probable): a level of complexity shall we say to trying to you know so
[0:15:08] Voice 6: we cannot create new densities on
[0:15:11] Voice 6: saturn according to however we have the social contract that we developed in creation of our
[0:15:21] Voice 6: official community plan said the maximum number of people on saturn should be 2500
[0:15:26] Voice 6: 100 and the maximum number of uh lots should be 800 and under the current rules and subdivision
[0:15:38] Voice 6: availability the maximum we could build out right now is according to our previous planner gary
[0:15:45] Voice 6: richardson was 720 and that didn't include covenants that he couldn't access so we're
[0:15:52] Voice 6: nowhere near um that that particular cap and so i don't know if anybody has ever watched star
[0:16:00] Voice 6: trek but i think it's really up to the trustees to be able to just make it so make it so and then
[0:16:09] the executive of the trust um presuming that we had a
[0:16:14] Voice 6: rational executive in power
[0:16:16] Voice 6: um would be able to approve those and of course we have that first nations that would be agreeable but
[0:16:23] Voice 6: i think in the instance of you know having 10 or 15 densities which we contemplated before
[0:16:29] Voice 6: for a trailer park um would have very very minimal impact there's issues around water
[0:16:36] Voice 6: that can be ameliorated through rainwater catchment and so i think it's all doable
[0:16:42] Voice 6: and we need to need to get provincial permanency to make it happen and maybe that's what we gotta
[0:16:48] Voice 6: do that's my comment you could

Saturna Local Trust Committee Regular Meeting Minutes October 20, 2022 ADOPTED Page 1 of 6 Saturna Island Local Trust Committee Minutes of Regular Meeting Date: Location: October 20, 2022 Saturna Recreation and Cultural Centre 104 Harris Road, Saturna Island, BC Members Present: Paul Brent, Local Trustee Lee Middleton, Local Trustee Staff Present: Brad Smith, Island Planner Sarah Shugar, Recorder (electronic) Regrets: Laura Patrick, Chair There were approximately five members of the public in attendance. 1. CALL TO ORDER Acting Chair Middleton called the meeting to order at 11:35 a.m. and acknowledged that the meeting was being held in traditional territory of the Coast Salish First Nations. Acting Chair Middleton expressed congratulations to Trustee Brent as he is the newly elected Capital Regional District Electoral Area Director for the Southern Gulf Islands and introduced Local Trustee elect Mairead Boland. 2. APPROVAL OF AGENDA The following addition to the agenda was presented for consideration: 15.1 Official Community Plan and Land Use Bylaw Minor Amendments Project - Proposed Bylaws 133 and 134 By general consent the agenda was adopted as amended. 3. TRUSTEE REPORTS Trustee Brent noted the local elections were respectful and a great representation of the Islands Trust communities. Acting Chair Middleton reported he has been working with the Parks Canada Liaison Committee regarding siting of two benches and two signs to be located at the East Point Park Reserve look out point. TOWN HALL AND QUESTIONS A member of the public expressed concerns regarding the lack of affordable housing and suggested zoning changes to allow recreational vehicles/mobile homes to be used as full time housing. The member of the public spoke to a mobile home park in Victoria as an example of mobile homes used for full time housing. Trustee Brent reported the CRD does not allow residential use of structures that do not meet the BC Building Code and recreational vehicles/ trailers do not meet BC Building Code. The CRD does not enforce unless there are health, safety issues or a complaint. The Saturna Island LTC standing resolution states that they will not enforce unless there are health, safety issues of a complaint from an immediate neighbour. A member of the public expressed support for the LTC to encourage property owners to have the ability to have a recreational vehicle/mobile home on their property to increase the affordable housing supply. 6. MINUTES 8.1 Local Trust Committee Minutes Dated July 21, 2022 (for Adoption) The following amendments to the minutes were presented for consideration: Item 3 Trustee Report - Replace “Trustee Middleton – Lee reported that he is working as a member of the Parks Liason Committee and also reported the formation of the first standing committee of the Islands Trust Council which meets on July 29, 2022.” with “Trustee Middleton – Lee reported that he is working as a member of the Parks Liaison Committee and also reported the formation of the first standing Governance committee of the Islands Trust Council which meets on July 29, 2022.” Item 14.5 Local Trust Committee Webpage - Replace “Trustee Middleton is working on the Local Trust Committee Webpage.” with “For Information”. By general consent the Local Trust Committee meeting minutes of July 21, 2022 were adopted as amended. The Public Record was received. 8.3 Section 26 Resolutions-without-meeting Report - None 9. BUSINESS ARISING FROM THE MINUTES 9.1 Follow-up Action List Dated October 2022 The LTC agreed to leave whale watching resolutions in the Follow-up Action List. Trustee Brent advised the Groundwater Solutions report includes several technical issues and should not be used as a basis for land use decisions. The Trustee Swearing in Ceremony will be held on November 17, 2022. It was noted staff Could book a Community Information Meeting regarding the fees bylaw after that date depending on direction from the new LTC 10. DELEGATIONS None 11. CORRESPONDENCE Correspondence received concerning current applications or projects is posted to the LTC webpage None 12. APPLICATIONS AND REFERRALS 12.1 SA-RZ-2022.1 (Bertolami and Crooks) - Staff Report Planner Smith presented a staff report dated October 12, 2022 regarding an application to re designate and rezone a portion of the subject parcel located at 104 Narvaez Bay Road currently designated Forest Land (F) and zoned Forest General (FG) to a designation of Rural (R) and a zoning of Rural General (RG). In addition, 10 subdivision densities would be removed from the subject parcel located at 119 Payne Road and transferred to the subject parcel located at 104 Narvaez Bay Road via a Land Use Bylaw amendment that would increase the subdivision density on the newly created Rural General zoned portion of 104 Narvaez Bay Road to a maximum of 12 new lots. Saturna Local Trust Committee Regular Meeting Minutes October 20, 2022 ADOPTED Page 4 of 6 SA-2022-035 It was MOVED and SECONDED, that the Saturna Island Local Trust Committee direct staff to proceed with application GL-RZ-2022.1 (Bertolami & Crooks) and to prepare draft bylaws consistent with Option 3 as described in the October 20, 2022 staff report. CARRIED Applicant Ilio Bertolami was in attendance and spoke to the application. There was discussion regarding the next steps in the rezoning process. Trustees expressed support to schedule a Public Hearing prior to December 15, 2022. There was a question regarding whether the Saturna Island LTC could hold densities in a Community Amenity Density Reserve. Planner Smith advised staff would review the density holding mechanisms as part of the application process. SA-2022-036 It was MOVED and SECONDED, that the Saturna Island Local Trust Committee endorse application GL-RZ-2022.1 (Bertolami & Crooks) and its benefits to nature in terms of environmental protection and expansion of continuous forests as well as improvements in density in the community. NEW BUSINESS 15.1 Official Community Plan and Land Use Bylaw Minor Amendments Project - Proposed Bylaws 133 and 134 Planner Smith reported the Bylaws have received Minister approval. SA-2022-037 It was MOVED and SECONDED, that the Saturna Island Local Trust Committee adopt Bylaw No. 133, cited as “Saturna Island Official Community Plan Bylaw No. 70, 2000, Amendment No. 1, 2021”. CARRIED SA-2022-038 It was MOVED and SECONDED, that the Saturna Island Local Trust Committee adopt Bylaw No. 134, cited as “Saturna Island Land Use Bylaw No. 119, 2018, Amendment No. 1, 2021”. CARRIED 16. UPCOMING MEETINGS 16.1 Next Regular Meeting Planner Smith reported the Saturna Island Local Trust Committee regular meetings are held quarterly on the third Thursday of the month. The next regular meeting is scheduled on February 16, 2023. SA-2022-039 It was MOVED and SECONDED, that the Saturna Island Local Trust Committee adopt the 2023 LTC regular meeting schedule as proposed by staff. CARRIED SA-2022-040 It was MOVED and SECONDED, that the Saturna Island Local Trust Committee direct staff to schedule a Special Meeting on November 3, 2022 and schedule a Public Hearing on December 14, 2022 for application GL-RZ-2022.1 (Bertolami & Crooks).
