[0:06:52] Voice 3: on 5.1.1. And it is a summary of all of the follow up action list
[0:06:58] Voice 3: items, and the future projects and active projects. And our
[0:07:05] Voice 3: last meeting, we had some conversations and you made some
[0:07:07] Voice 3: motions around refining some of your requests, this sort of a
[0:07:11] Voice 3: period on those items and colleagues and has some has some
[0:07:15] Voice 3: commentary and i thank the rest of the staff for helping me do that um just the health of these
[0:07:20] Voice 3: various pieces as they go forward to the next dc so this fuel will go forward to the next
[0:07:25] Voice 3: executive committee um if you agree with the details in this report and i'd love to go through
[0:07:32] Voice 3: all um 30 of these but certainly could respond to any of the questions that you may or may not have

[0:09:42] Voice 3: how we get to that point would you then today go perhaps provide a resolution to say when i say um

[0:09:59] Voice 3: um have direction to amalgamate reconciliation steps associated with the role of action

[0:11:06] Voice 10: 18 are recommending removal um because i assume that that when it talks about sorry talks about
[0:11:19] Voice 10: reconciliation action plan or the other the upper date is that going back to number five on page 15
[0:11:25] Voice 10: is that the one is that what we're talking about there because i don't know that there's a timeline
[0:11:31] Voice 10: for number five on 15th now okay no first five first five sorry first nation reconciliation
[0:11:40] Voice 10: implementation of reconciliation action planning if you go down to number seven and eight it talks
[0:11:45] Voice 10: about recommends removal with an easy request that the fuel item be
[0:11:50] Voice 10: incorporated in a report on reconciliation next steps so could
[0:11:53] Voice 10: someone talk to you about what that means you
[0:11:55] Voice 8: need a motion from us so we
[0:11:59] Voice 10: are going to speak about that today oh that's when we get to that on the
[0:12:02] Voice 10: agenda down the part about reconciliation down the agenda with
[0:12:08] Voice 10: that there's no materials sorry well
[0:12:10] Voice 3: when you finish when you're starting so yes we're at a
[0:12:16] Voice 3: point where staff of we have a conversation today about reconciliation it was a holdover from
[0:12:22] Voice 3: our last meeting right and at that we were going to update you as to where the health of the
[0:12:28] Voice 3: reconciliation action plan and some of the steps taken and we think we can fold that conversation
[0:12:32] Voice 3: station in. In a nutshell, the reconciliation action plan had a number of activities that
[0:12:38] Voice 3: had dates on them, and it's ongoing work with the Islands Trust. And we've sat and we have
[0:12:44] Voice 3: something like 100 discrete actions that will end up forming the future of the island, of
[0:12:52] Voice 3: the reconciliation action plan, which will need to be updated. You've got some vestigial
[0:12:57] Voice 3: elements here that would be part of that work I'm recommending that future work
[0:13:03] Voice 3: and Trust Council executive committee combined seven and eight into a reason
[0:13:09] Voice 3: to review and update of the reconciliation and actually and that
[0:13:14] Voice 3: it's done in a okay well and we can go over that and Claire and I have been
[0:13:23] Voice 3: spending quite a bit of time on it so it's not being if you take some action
[0:13:26] Voice 3: here it is not lost it's referred to that process
[0:13:29] Voice 10: clear
[0:13:31] Voice 3: on what that process
[0:13:33] Voice 3: was but if we're going to
[0:13:34] Voice 10: talk about it we're going to have some conversation
[0:13:35] Voice 10: about that today my other question was about number nine thank

[0:14:26] do we really think that we've gotten to the point
[0:14:29] where we think that that we understand
[0:14:31] and how that section of the Act works

[0:27:37] um the eternal of an idea at the start of the term and now it's full-fledged not perfect but
[0:27:43] but I'd throw us up against any entity in the country
[0:27:47] in terms of the number of meetings

[0:27:51] Voice 3: And I think I'd suggest that you're on the right side

[0:31:57] Voice 6: throughout government, what's realistic to expect from the position, which is a little bit less,
[0:32:03] Voice 6: we could be lucky and get someone who brings a lot of cultural knowledge, which we've had
[0:32:07] Voice 6: in previous incumbents in the role, but also someone really strong to process at negotiating
[0:32:12] Voice 6: agreements, administratively strong. So we've identified some of the strengths that we need
[0:32:17] Voice 6: to carry the function forward, but we've also identified that there could be a really good
[0:32:21] Voice 6: model in bringing in advisors to that position. So we're not vesting everything in one individual
[0:32:25] Voice 6: individual to be the source of all knowledge for everyone. So having advisors that we can have
[0:32:30] Voice 6: under contract that both staff and trustees can tap into for different types of knowledge or
[0:32:35] Voice 6: expertise. So having a little bit more of a suite of people available rather than just one person.
[0:32:42] Voice 6: And I
[0:32:43] Voice 3: just support that. So you'll see that reflected in the upcoming budget,
[0:32:46] Voice 3: the themes that Claire's discussing. The budget request is higher than integrity.
[0:32:51] Voice 3: integrity um we've got two uh maybe shore up's the wrong word but if you look at the planning
[0:32:57] Voice 3: horizon we've got out there with the 13 jurisdictions 20 ocps and all those but the
[0:33:02] Voice 3: nations don't overlap the way the ocps do so we have to be a much more respected administrative
[0:33:08] Voice 3: body when we're reaching out to nations than we have been in the past there's some administrative
[0:33:14] Voice 3: assistance that needs to happen to the SEPA to for us to be credible. That's included in the FTE that we've got going forward as the $50,000 in street funding. There's big questions coming up. Where are we in relation to referrals? Nations are starting to administrate the referral process on their behalf, establishing portals, various different pieces that we simply
[0:33:44] Voice 3: did not grasp nor have other local governments crossed those questions yet have we budgeted for
[0:33:50] that do we have larger
[0:33:53] Voice 3: projects that we provide funding for but the regular
[0:33:58] Voice 3: rezoning process these are the questions we have to ask ourselves
[0:34:03] Voice 3: and relating to my first point we need a nexus of information where when we deal with the nation
[0:34:12] Voice 3: we can go and say, this is the last word we've heard, or these are the sentiments that's being
[0:34:18] Voice 3: expressed, instead of having three different LTCs dealing with a single nation, having different
[0:34:24] Voice 3: conversations, or different planners. So later on, we'll discuss a little bit more, but that we do
[0:34:30] Voice 3: need the SEPA position, it needs to be supported in some way in the future, and Trust Council's
[0:34:35] Voice 3: going to have to take on some big decisions on how they want to work on a daily and larger project

[0:37:43] Voice 10: decisions that are made within the trust, like if you're hiring another planner or you're
[0:37:47] Voice 10: doing this or whatever, well, that's just run-of-the-mill business, but that position

[0:37:54] Voice 10: So I would really encourage that there be a fulsome discussion with the trust counsel

[0:47:10] Voice 10: we we spent a couple hours debating and discussing a standing resolution similar to but not identical

[0:49:01] Voice 10: from neighbours related to that.
[0:49:02] Voice 10: And we have a public hearing next Monday.
[0:49:06] Voice 10: No, 14th of November scheduled for that.
[0:49:10] Voice 10: It turns out the same two trustees were re-elected.
[0:49:14] Voice 10: So the dynamic is such that they wanted to go ahead
[0:49:18] Voice 10: and have the public hearing.
[0:49:20] Voice 10: And so we're doing that.
[0:49:21] Voice 10: and thanks again to staff for making that happen.

[0:49:26] Voice 10: particularly Trustee Dodds wished to,

[0:49:34] Voice 10: on the affordable housing bylaws on November the 14th,

[0:50:45] Voice 8: request an alternative chair uh the key aspects on that meeting was there was some urgent
[0:50:53] Voice 8: uh bylaws that were necessary to facilitate a um a park potential park donation and
[0:51:02] Voice 8: property. So those are now going through about five resolutions without meetings that are going
[0:51:08] Voice 8: through the process as we speak to do that. And I really want to thank Clive Smith for stepping up
[0:51:15] Voice 8: and doing all of that work at a high speed to facilitate that. So indeed,
[0:51:29] Voice 11: lots going on at the
[0:51:31] Voice 11: the tail end of the term here. So we haven't had a Salt Spring
[0:51:36] Voice 11: Island meeting since our last meeting. However, there's been
[0:51:39] Voice 11: some background work with the new regional planning manager

[0:51:49] Voice 11: letter going out from the LTC with respect to the LTC
[0:51:54] Voice 11: asserting its stance with respect to rescindment of the
[0:51:58] Voice 11: telecommunications tower site and advising uh rogers and others that if they wish to continue
[0:52:06] Voice 11: they should uh initiate a dispute mechanism which is available um through i see part of the normal
[0:52:18] Voice 11: process so we'll see how that unfolds um otherwise uh south pender is going ahead with its final
[0:52:28] Voice 11: meeting on Friday. They are hopeful that the OCP bylaw number 123 might be returned to them
[0:52:36] Voice 11: for adoption at this coming meeting. So far, I have not seen that. But nonetheless,

[1:08:19] Voice 10: that an applicant is advised at that time,

[1:12:09] Voice 3: So that's where we're really moving towards.
[1:12:13] Voice 3: We do have a number of online sessions to free up more trust counsel.
[1:12:17] Voice 3: There's maybe a third less sessions in these two sessions than there were previously.
[1:12:22] Voice 3: previously um hopefully more interactive sessions um i wouldn't say that we've adopted a whole new
[1:12:29] Voice 3: means of educating or orienting trustees sometimes you just have to stand there and speak and uh and
[1:12:37] Voice 3: we'll go through the session sort of one by one as we go through that
[1:12:41] Voice 3: um we are we have updated or in the process of updating the reference document
[1:12:45] and there has there's
[1:12:49] Voice 3: been instances of the limited use of consultants but
[1:12:51] Voice 3: consultants where that level of expertise is going to be important so
[1:12:56] Voice 3: for meetings you brought on Elimina and much of this you already know we've got
[1:13:00] Voice 3: restarting coming in to provide some sort of legal structure for trustees around
[1:13:04] Voice 3: First Nations UNDRIP processes authorities that's coming in the second
[1:13:12] Voice 3: december session and um as we get to the actual agenda schedule itself uh we're reaching out to
[1:13:21] Voice 3: leadership council for an address and i'm optimistic that that will occur
[1:13:27] Voice 3: so as you look over this
[1:13:30] Voice 7: um
[1:13:32] Voice 3: we've had uh one zoom session that went well i already heard from
[1:13:37] Voice 3: many trustees since then a couple um so maybe everyone's got it all figured out um or people
[1:13:45] Voice 3: just taking a nice time and calm before the storm um we we do have the opportunity to have a second
[1:13:52] Voice 3: session next week you know i might pull the trustees to see if they want to do something
[1:13:57] Voice 3: informal on a tuesday night someday but we will see we did build some space in there um certainly
[1:14:03] Voice 3: Yes, I think that's going to need to address the dual role of the trustee and understanding the federal obligations that those need to, interest needs to, and then it just gets, I wouldn't say crazy, but the 17th, 18th, 19th, the open house computer set up, the sessions that Trust Council will go through, will have a follow-up Zoom session,
[1:14:35] Voice 3: which is to reinforce the administration of the trustee life so we don't spend too much time with the administration during live sessions.
[1:14:45] And then we're going to Supertrust Council.
[1:14:49] Voice 3: I wouldn't say a rock and hard place, but we hope that particularly new trustees,
[1:14:55] Voice 3: trustees who are returning are used to sitting there for two and a half days on an electronic meeting and they'll have got a rhythm.
[1:15:01] Voice 3: The new ones probably won't, so we'll have to space that out there.
[1:15:04] Voice 3: There are a number of topics that are important there for the budget, picking the dates for
[1:15:12] the new Trust Council session coming
[1:15:13] Voice 3: up, items like that.
[1:15:16] Voice 3: So that's what we said.
[1:15:18] Voice 3: And then afterwards, there'll be a planning series on the following 8th of January.
[1:15:23] Voice 3: Executive Committee orientation.

[1:15:34] Voice 3: this term we did it both a staff session initially and then we brought in some consultant help

[1:15:50] Voice 3: so i'm just looking at a convenient date once i get to know the trustees a little bit better
[1:15:54] Voice 3: um get to know ec so probably before christmas we would have a day of ec training and following up
[1:16:01] Voice 3: up with some good professional, hopefully, match to the skills
[1:16:11] Voice 3: council chairs, vice chair of the chair. So that's ongoing
[1:16:17] Voice 3: work. So at this point, I want to be responsive. So as
[1:16:26] Voice 3: questions come, there isn't a lot of time in each of these
[1:16:39] Voice 3: sessions, given the importance of lunches that's
[1:16:42] Voice 3: in these sessions, as well as first nations of the work.
[1:16:48] Voice 3: So that's it. I guess at this moment, it would be, is there anything that's
[1:16:52] Voice 3: missing, or having read this brief report
[1:16:55] Voice 3: for this actual Trust Council session, or do you think generally we're in the

[1:17:15] Voice 8: um i've sent you lots of probably too much no

[1:17:21] Voice 8: but just about ec thinking about myself as a incoming uh vice chair um there was a few things
[1:17:29] Voice 8: that i didn't know partly because i'm from bowen so we don't have as much lpc involvement but some
[1:17:35] Voice 8: practical things travel tips it takes a long time to get around uh can the other vice chairs share
[1:17:44] Voice 8: some travel tips do you take a plane like I want to say I was thinking I better keep the cost down
[1:17:52] Voice 8: but then learned that sometimes that's the only way to get places and because travel is such a
[1:17:59] Voice 8: significant thing about sometimes I had to leave the day before in order to get to be able to chair
[1:18:06] Voice 8: meetings I didn't know if I could book those hotel rooms like should I be booking all these hotel
[1:18:12] Voice 8: tell I was shy about expenses and so you may want to let people know that if they want to keep
[1:18:21] Voice 8: regular working hours and maintain health then they might need to incur some expenses
[1:18:28] Voice 8: and talk to us in other forms yeah that's
[1:18:31] Voice 8: right like what what can what's okay to do
[1:18:34] Voice 8: so I would ask that and I would say I didn't have very much room on my credit card I just
[1:18:45] Voice 8: kept a low availability so suddenly I was bumping up against limits of what I
[1:18:51] Voice 8: could book so you may want to have just some practical conversations about how
[1:18:57] Voice 8: much room do you need on your credit card if you're going to book all this
[1:19:00] Voice 8: stuff because then I was going oh am I doing something wrong that's just very
[1:19:05] Voice 8: practical stuff a few other things are the legal any legal situations that you
[1:19:15] Voice 8: You should know about it as an LTC chair.
[1:19:16] Voice 8: Who are some of the main people that might show up as delegates that maybe other people know, but you won't as an LTC chair.
[1:19:29] Voice 8: And the idea of just a suggestion to keep working hours as much as you can.
[1:19:36] Voice 8: That's something Peter told me in a carpooling trip.
[1:19:38] Voice 8: and that was good advice because before then I'd been trying to pack in all the travel like the
[1:19:44] Voice 8: night before and early in
[1:19:45] Voice 1: the morning up
[1:19:46] Voice 8: and it was not sustainable so I learned but it took some
[1:19:52] Voice 8: time when I could have been probably more productive and more healthy so that's my input there
[1:20:01] Voice 3: pretty practical advice as we go through the sessions Mr. Chair the question you would ask
[1:20:12] is are we giving the new trustees there's always the profound
[1:20:17] Voice 3: advice and context being part of the
[1:20:19] Voice 3: adam's trust is there enough faculty um associated with making on the business so that's the question
[1:20:28] Voice 3: i keep asking myself
[1:20:28] Voice 7: is the new trustee going business okay i mean
[1:20:39] Voice 8: i think you've done a good
[1:20:41] Voice 8: job laying this out um i think complementing this and i know it was all created for the last term
[1:20:47] was for, as applications came
[1:20:50] Voice 8: to the actual communities,
[1:20:52] Voice 8: the local trust communities,
[1:20:53] Voice 8: that the planners had slides of permit application
[1:21:00] Voice 8: and decisions are discretionary.
[1:21:04] Voice 8: You have to use an example of a guide.
[1:21:05] Voice 8: So they had some educational material prepared.

[1:21:11] Voice 3: actual LTC meetings?
[1:21:13] Voice 8: For actual LTC meetings to reinforce that.
[1:21:15] Voice 8: Because it's one thing to read it in a manual,
[1:21:17] Voice 8: it's another thing now to have the decision in front of you um um i thought it was beneficial
[1:21:23] Voice 8: i actually thought it was something that should be repeated
[1:21:25] Voice 7: almost every time we have an application
[1:21:26] Voice 8: because it's not just the trustees that are being educated it's the audience that are wondering why
[1:21:31] Voice 8: you know is a development permit discretionary or you can say no because you just don't like it
[1:21:35] Voice 8: um so but it was good information i know the southern office to get certain
[1:21:40] Voice 8: and it was beneficial because i gave every opportunity to reinforce these things um and
[1:21:49] Voice 8: and i would go longer than once not do it just the one meeting because it they forget some some
[1:21:56] Voice 8: local trust committees only meet every three months so they don't know um or it's a new form
[1:22:01] Voice 8: of permit that they didn't see um the other i think just as you're not hearing but as to really
[1:22:09] Voice 8: really, really, really, really stress that ask, ask, ask, ask, ask, ask, ask staff. And I think I would push while yes, exist or incumbent trustees have knowledge, but they may not be correct, is pushing, you know, really encouraging, you know, staff are friendly, they are approachable, they are here to help you.
[1:22:37] Voice 8: and i don't know i just have to stress that program over and over and over ask before meetings
[1:22:42] Voice 8: i ask all the time even all the time even in the training if you don't maybe someone's
[1:22:47] Voice 8: uncomfortable in a group of 26 to say hey i don't understand this
[1:22:50] Voice 7: that's
[1:22:51] Voice 8: okay come to you know us
[1:22:54] Voice 8: afterwards or call us or here here's how you can get the information because
[1:22:57] Voice 10: we better to ask that
[1:22:59] Voice 10: question the beginning that is three years in exactly when everybody goes weren't you there
[1:23:04] Voice 10: we did all this we even do philosophy so there are no silly questions no
[1:23:09] Voice 8: i think yeah at the

[1:23:13] Voice 8: staff are you know they're not gonna

[1:23:44] Voice 8: even watch the videos if we want,
[1:23:45] Voice 8: but we're not getting feedback of what we're doing

[1:23:49] Voice 8: I think if we chair these meetings, you know,
[1:23:52] Voice 8: we should be open to advice and help.

[1:23:56] Voice 8: exactly to get you know what am i doing that's bad or can i be better if uh you know you
[1:24:01] Voice 8: would let me know if you do that you talk too much or yeah or you're it's a really great missing

[1:24:19] Voice 11: the orientation but the element of it that i think is important to me is um that all trustees even if
[1:24:28] Voice 11: you were here last term in the term before to participate because it's a really good refresher
[1:24:34] Voice 11: especially given that the opinions that were selected uh reviewed or looked at through the
[1:24:40] Voice 11: governance report that indicated that trustees felt that they didn't get adequate orientation
[1:24:46] then all the more
[1:24:48] Voice 11: important for the returning trustees to also fully
[1:24:52] Voice 7: participate in the process.
[1:24:54] Voice 7: And so somehow it's important to
[1:25:02] Voice 11: get off to a good start.
[1:25:03] Voice 11: And indeed, everybody's talking from the same page.
[1:25:05] Voice 11: Just to think somebody just said that they have the right advice as opposed to advice.
[1:25:11] Voice 11: And
[1:25:12] Voice 7: let's
[1:25:13] Voice 11: make sure we get off to a good start.
[1:25:15] Voice 11: So I'm totally happy with all of your preparations.
[1:25:19] Voice 11: I do think that another session on Tuesday next week would be good.
[1:25:25] Voice 11: You may get some, you might get a lot of participation.
[1:25:28] Voice 11: And the topic that you mentioned, I think, is the role of a trustee at the LTC and at the federation level.
[1:25:37] Voice 11: But also that the piece that we have here, a summary about the roles of executive committee and chairs might be also something because the question is out there.
[1:25:46] Voice 11: What is the, and especially because that's, it's interesting how the governance review
[1:25:51] Voice 11: has become almost an orientation document in itself in its own way, because lots of
[1:25:56] Voice 11: people are referencing it.
[1:25:57] Voice 11: And there does need to be some clarity about some of the aspects of the governance report
[1:26:03] Voice 11: that are already in place or done differently than what's reported.

[2:13:47] Voice 3: some of the work that we've been getting enthusiastic about. But 8222, you started off a conversation
[2:14:00] Voice 3: in September on the 7th around the referral process, payment for referral requests. So
[2:14:09] Voice 3: while you brought some things to the table, there's talk of what's better for social
[2:14:12] Voice 3: is going to help with the referral process and that's an idea um how can we adapt having a new
[2:14:18] Voice 3: skill set and secret position although we see some consultation discussions another piece was
[2:14:24] Voice 3: how are we involving the elected officials and sharing some of the weight around
[2:14:27] Voice 3: are they getting good information are they getting information at a good time and over

[2:16:56] Voice 8: role that staff usually plays staff to staff of nations uh regarding planning referrals and things
[2:17:04] Voice 8: like that where's the impartial part anyway i'm um interested go ahead mark
[2:17:13] Voice 8: i see there's two things
[2:17:15] Voice 8: one is building relationships and trust and to me that is that's the government government that's
[2:17:22] Voice 8: the trustees and we haven't played that role of being direct and available introducing ourselves
[2:17:33] Voice 8: and then it does get complicated I guess you'd say with staff or before staff have to be involved in
[2:17:42] Voice 8: their own process and the details of projects and the communication staff level and it's that
[2:17:48] Voice 8: I
[2:17:53] Voice 7: guess that's going to be the tricky part
[2:17:55] Voice 8: going forward is
[2:17:56] Voice 8: some of that comes back to us again there could be confusion or disagreement
[2:18:02] Voice 7: with what their
[2:18:04] Voice 8: staff staff are talking about or so it's trying to bring these things in step
[2:18:09] Voice 8: together so that
[2:18:11] Voice 8: we're complementing supporting one
[2:18:14] Voice 7: another and growing those relationships yeah i i think we're
[2:18:19] Voice 3: able to do this and actually i don't think i think we can we're good at internally reorganizing
[2:18:23] Voice 3: ourselves and figuring out who's going to do what right now there hasn't been a role for
[2:18:29] Voice 3: ltcs and when would it be appropriate to do that i don't know whether if an application comes from an
[2:18:34] Voice 3: ltc that then the ltc goes and visits a nation to talk about that
[2:18:38] Voice 3: a given application but if there's a local area plan being undertaken um and you know there's a
[2:18:45] Voice 3: real governance discussion that might occur but right now just for this conversation do you want
[2:18:51] Voice 3: to just go through a topic by topic or do you want an overview of where we're at i'd like an overview
[2:18:56] Voice 7: yeah
[2:18:57] Voice 3: let's why don't we set the stage there and then maybe from that you'll see whether it touches

[2:19:02] Voice 6: i move on i just want to add my reflection on this most recent conversation
[2:19:06] Voice 6: the one thing i would see in terms of the having more political political conversation
[2:19:10] Voice 6: a lot of that is rooted in having a protocol agreement that would specify a regularity of
[2:19:15] Voice 6: meetings such that you can have a predictable schedule of meetings that you've mutually agreed
[2:19:19] Voice 6: agreed on that you would then prepare for and anticipate and so on so that's where I see this
[2:19:24] Voice 6: program really maturing is that and I've already had a reach out from a number of nations that
[2:19:28] Voice 6: would like to see more agreements with the trust it would then have those defined opportunities
[2:19:33] Voice 6: what I would also say as I'm hearing from nations they would like to ask you to be accountable for
[2:19:38] Voice 6: us electives here at the trust trustees to be accountable for their decisions so where a nation
[2:19:42] Voice 6: opposes something and the LTC votes to proceed anyway it puts all staff in an awkward position
[2:19:49] Voice 6: to have the conversation about how that occurred.
[2:19:51] Voice 6: And there isn't yet a path really for our trustees
[2:19:55] Voice 6: to talk to the nations about why they chose to proceed
[2:19:58] Voice 6: in the face of a response that didn't offer support
[2:20:01] Voice 6: for that particular development or application.
[2:20:04] Voice 6: So I think that's where we see where I particularly
[2:20:06] Voice 6: in terms of hiring for a new person,
[2:20:08] Voice 6: it's really gonna be focused on agreements
[2:20:10] Voice 6: and supporting those leadership discussions,
[2:20:13] Voice 6: I think is really a very strong trend that we're seeing.
[2:20:16] Voice 6: So I just wanted to add that before I move into a more general conversation.
[2:20:23] Voice 7: There's so much depth to
[2:20:25] Voice 11: this and I want to hear an overview.
[2:20:28] Voice 11: I think that also there's things that we've learned through this process that are more important to us now and out of advance.
[2:20:37] Voice 11: And I'm thinking about acknowledging and working with local
[2:20:39] Voice 7: Aboriginal people that are not necessarily part of an established nation.
[2:20:45] Voice 7: that's something go ahead i just want to say it's interesting
[2:20:52] Voice 11: what you just said they were kind of
[2:20:54] Voice 11: coming full circle back to protocol agreements which we were unable to implement before because
[2:20:59] Voice 11: of the difficulties associated with regular meetings um i don't know that we've resolved
[2:21:05] Voice 11: how to do that so we have to be careful about moving forward because indeed the application
[2:21:13] Voice 11: communication cycle and process, which is typically what we're talking about, the referral process,
[2:21:17] Voice 11: doesn't have a big enough window to facilitate that level of conversation. So we have to be
[2:21:23] Voice 11: sure that if we're going to do protocols, we actually have the ability to do it. So that's my
[2:21:28] Voice 11: overview.
[2:21:30] Voice 6: Thank you. So before I head off into this, I just want to acknowledge a couple of
[2:21:33] Voice 6: staff who provided a lot of leadership here. So one's Jillian Nickel, our program coordinator,
[2:21:37] Voice 6: and Marissa Chadwick have really stepped in
[2:21:39] Voice 6: and have been great at facilitating conversations
[2:21:43] Voice 6: among staff around to identify their needs
[2:21:45] Voice 6: and to really help question
[2:21:47] Voice 6: and bring people together in conversation
[2:21:48] Voice 6: around what are we, you know,
[2:21:50] Voice 6: in the absence of the senior intergovernmental
[2:21:53] Voice 6: policy advisor position being filled,
[2:21:54] Voice 6: what gaps are we noticing?
[2:21:56] Voice 6: What process challenges are we having?
[2:21:57] Voice 6: What communication materials are missing?
[2:21:59] Voice 6: All of that.
[2:22:00] Voice 6: So through all that work,
[2:22:01] Voice 6: we've compiled a spreadsheet listing
[2:22:03] Voice 6: literally every issue that's been raised
[2:22:07] Voice 6: is big and small so I think we're at 102 now and I and in terms of organizing that we've
[2:22:12] Voice 6: organized it thematically and I'll encourage us to not get into the detail here I'll just ask
[2:22:18] Voice 6: I'll ask Laurie to just slowly just scroll down or fairly speedily scroll down so I can just speak
[2:22:25] Voice 6: to the main buckets we're using so we're talking about administrative a little bit administrative
[2:22:29] Voice 6: challenges agreements the need for agreements all the communication pieces that could be improved
[2:22:34] Voice 6: cultural heritage mapping project financing options governance issues human resource
[2:22:41] Voice 6: problems or training needs local planning services process and template pieces that
[2:22:47] Voice 6: could be improved LTC standing resolutions being quite ambitious and how do we manage that
[2:22:53] Voice 6: need for legislative changes procedural guidance for staff just very picky things but that will
[2:22:59] Voice 6: help give certainty to staff for right now we've been a bit ad hoc we just need more documentation
[2:23:03] Voice 6: implementation particularly as we've had a lot of new staff arriving the reconciliation plan is in
[2:23:09] Voice 6: need of more reporting and updating records management so how again this speaks to the
[2:23:14] Voice 6: database piece relationship building so we need more inquiry around how we can build these
[2:23:20] Voice 6: relationships and how we can support staff relationship with the province so this is the
[2:23:26] Voice 6: piece I think council's been speaking about and you've been speaking around how do we
[2:23:29] Voice 6: have those conversations more fully. Staff training, lots of identified needs here around
[2:23:35] Voice 6: how do we get new staff up to speed. And finally we've been working towards updating the territorial
[2:23:41] Voice 6: acknowledgement materials and you'll be seeing a guide come out soon to help all trustees and staff
[2:23:45] Voice 6: do a better job here. And then working with orientation in terms of how do we orient new
[2:23:52] Voice 6: new trustees and bodies. So that's sort of what's been brought up and we're now going to
[2:23:59] Voice 6: to be circulating this more broadly for staff comment to identify what have we missed among
[2:24:03] Voice 6: this fairly comprehensive review already. So that is in terms of just the needs assessment that's
[2:24:10] Voice 6: been undertaken. This work has also, and all the, you can take it down now, Lori, thanks.
[2:24:14] Voice 6: All of these conversations have also informed our view of the senior intergovernmental policy
[2:24:22] Voice 6: advisor position and what needs we have of that role um as well as what needs we have generally
[2:24:30] Voice 6: of advisors um to come in and assist us with some of this work so i'm not sure do you want me to
[2:24:36] Voice 6: keep going or is that a general overview um
[2:24:39] Voice 3: i think it might be worth touching on we just did
[2:24:41] Voice 3: four or five of the key using elements we we think we've got a structure that's going to move what we
[2:24:48] Voice 3: just described to you for it might not be exactly what you're thinking um so that's that's a good
[2:24:55] Voice 3: spot to have that conversation but there's four or five things that claire and i spoke i think
[2:25:00] we should have an update on our conversations with the ministry which we think um we have to
[2:25:07] come to terms with referrals and um payment for us or costs associated with
[2:25:16] Voice 3: referral we're doing
[2:25:17] Voice 3: it sometimes it's becoming a serious part of doing business but it's not
[2:25:25] Voice 3: comprehensive across the whole area many local jurisdictions aren't doing that
[2:25:29] Voice 3: they are in other instances we do have to talk about what I referred to and
[2:25:35] Voice 3: that is when you can't guarantee an LTC is going to make a decision that is in
[2:25:43] Voice 3: keeping with the consultative response from First Nation what is the process of
[2:25:49] Voice 3: addressing that. So to just go research some of the decisions to be made up and
[2:26:00] Voice 3: down Vancouver Island and the Nanaimo area around some of these consultation
[2:26:08] Voice 3: nations and local government entities. That's a really big piece. Larger projects, are we
[2:26:15] Voice 3: funding dollars for larger projects? You have some more probably.
[2:26:20] Voice 6: So yeah, those are some of the key
[2:26:21] Voice 6: key themes but looking at you know looking at future trends I guess so capacity funding is
[2:26:26] Voice 6: being increasingly required requested by nations to facilitate their engagement so I think as staff
[2:26:32] Voice 6: are hoping to talk to the province about that trend and identify how you know what space the
[2:26:37] Voice 6: province could help fulfill there because we want to have early and meaningful engagement
[2:26:40] Voice 6: so to not provide that support makes it challenging to get that involved. Also there is very much a
[2:26:46] Voice 6: trend of nations moving to new software portals to receive the referral so through that we have
[2:26:52] Voice 6: to then provide a gis file which is putting more burden on our gs department and also there's what
[2:26:57] Voice 6: we understand is right now we're being permitted to hit the send button without entering a credit
[2:27:01] Voice 6: card sort of without a fee but that will likely change in the coming years um so we've got now
[2:27:07] Voice 6: i think four nations using portals but we understand that it's it's a trend that's
[2:27:10] Voice 6: certainly likely to continue through many more nations so we need to kind of plan for that and
[2:27:15] Voice 6: and identify how we're gonna manage that.
[2:27:17] Voice 6: In addition, just, yeah, looking at the relationship piece
[2:27:21] Voice 6: behind referrals I think is really important.
[2:27:23] Voice 6: We're hearing from nations,
[2:27:24] Voice 6: they don't want a paper-based exchange, right?
[2:27:26] Voice 6: They're wanting to have dialogue
[2:27:28] Voice 6: and have a conversation around this.
[2:27:30] Voice 6: And every nation has a unique need
[2:27:32] Voice 6: and a unique method of managing both the referral process
[2:27:37] Voice 6: and the relationships.
[2:27:38] Voice 6: And so we need to invest in that and have the capacity,
[2:27:41] Voice 6: but it is daunting.
[2:27:42] Voice 6: Our resources are very limited
[2:27:43] Voice 6: and we have enough quite a number of nations um those are kind of the key ones we've been looking
[2:27:48] Voice 6: at so far um yeah i think we're looking to i am particularly looking to the province and having
[2:27:54] Voice 6: conversations there around how can they be more assistive to us in terms of both advice to us as
[2:27:58] Voice 6: staff um and uh yeah and how what role could they play in terms of drawing them a bit closer to this
[2:28:05] Voice 6: work that we're doing um to ensure that there is a smooth path for bylaws once they've made it
[2:28:09] Voice 6: through third reading and go off to the province making sure that we have like you know a mutually
[2:28:14] Voice 6: agreed upon process that's going to be resilient um and i think drip is changing things expectations
[2:28:19] Voice 6: are changing but it's very unclear as to the exact expectations that are happening
[2:28:24] Voice 6: so we're looking forward to having those conversations and learning a bit more from
[2:28:28] Voice 6: from the provincial staff any
[2:28:32] Voice 7: questions thank you for i can't see you
[2:28:45] Voice 10: sorry thank you for all of
[2:28:48] Voice 10: that uh that's a very a great deal of deep thinking that's going on and that's that's
[2:28:55] Voice 10: encouraging and um and uh to know that that's going on and there's a lot of recognition of
[2:29:04] Voice 10: some of the things that we've raised um it's notable that of course i mean all over the news
[2:29:08] Voice 10: last week was Vancouver finishing their work and then putting out a report with I think 70
[2:29:16] Voice 10: recommendations of how I suppose we'll incorporate what we can even though they're much bigger
[2:29:24] Voice 10: I'm sort of saying it out loud for all the rest of the crowd but I also noted that there was a
[2:29:34] Voice 10: lengthy process to get to that point with a report from a committee and a whole bunch of
[2:29:38] Voice 10: because people from outside and inside the the government that produced that when we haven't
[2:29:45] Voice 10: got that kind of struggle to do that probably we should have a reconciliation committee to add to
[2:29:52] Voice 10: the list of all the committees oh somebody's at our door
[2:29:55] Voice 4: lunch is here for you do you want them
[2:30:03] Voice 10: I know we're trying to absorb and digest two new committees already and how we would do that but
[2:30:10] Voice 10: there seems to be a need for a structure of how we're going to approach this so that so that
[2:30:16] Voice 10: there's a group of not just staff but politicians that are thinking about this and how we're going
[2:30:21] Voice 10: to resource into all that I think it's encouraging that we've we've amended some of our our financial
[2:30:26] Voice 10: planning assumptions that projects have to have a consideration of reconciliation involved.
[2:30:32] Voice 10: I think there's some steps that we've made. I just had four reflections, but I'm
[2:30:39] Voice 10: guessing almost all of them are contained in your 102. First is with regards to staff and LTC
[2:30:47] Voice 10: reports. I'm glad there's a recognition that more needs to be done because oftentimes staff
[2:30:54] Voice 10: reports come on on applications and the only reflection is on what the um archaeological
[2:31:00] Voice 10: mapping has shown and that seems to be the only box that's getting ticked as opposed to a broader
[2:31:07] Voice 10: consideration as to what the first nations indigenous interest might be in this particular
[2:31:13] Voice 10: application so you know i know that's a that's a work in progress and we need to move that needle
[2:31:19] Voice 10: around what might be and there have been times when LTCs have asked further questions and said we want more than just well is there an archaeological map or site noticed on that in that particular location there might be more interest in just that and it's come up in the housing stuff in particular where we've made and on Gabriola we know there's been some interest around that but also in Galleone.
[2:31:44] Voice 10: obviously building relationships is a huge key and thank you mr chair i was going to raise the issue
[2:31:51] Voice 10: of a huge i think this is going to be a challenge going forward is what are we going to do about
[2:31:56] Voice 10: groups that aren't formally part of a first nation because they're becoming more
[2:32:06] prominent on a couple of islands in particular and they're not and then it's clear that's going
[2:32:11] going to continue
[2:32:11] Voice 10: um that that's going to be raised in the next trust council with a couple
[2:32:16] Voice 10: of the people who've been elected um and i will repeat that the um what i said last time in
[2:32:23] Voice 10: september and i know you know this and i saw it as you were flipping through is the um the the
[2:32:31] fact that there's no traction around the the archaeological mapping
[2:32:34] Voice 10: the mapping project is
[2:32:36] Voice 10: problematic, only because I've personally been involved in a couple of
[2:32:40] Voice 10: discussions with First Nations where they wanted us to incorporate
[2:32:45] archaeological issues on foreshore projects, on Keats for example,
[2:32:51] and we've said, yeah,
[2:32:53] Voice 10: don't push us to do it here because it's
[2:32:56] Voice 10: happening on a trust-wide basis and that'll come. I think I've written to the
[2:33:02] Voice 10: direct the planner on on gambier and said i think we need to go back and talk to them again um
[2:33:08] Voice 10: because i'm not sure that's going to happen um but that messaging has to be if we're going to commit
[2:33:14] Voice 10: to something we need to commit to fulfill that's a real problem so i think you're going to find at
[2:33:22] Voice 10: least my experiences is as we do projects around for sure for example we're going to have to build
[2:33:28] Voice 10: it into that as opposed if we're not going to be able to do the project on a trust-wide basis and
[2:33:34] Voice 10: i think that's going to require going back and revisiting a number of things anyway those are
[2:33:38] Voice 10: my four reflections i'm thank you for the hundred and truth i know there's a lot of deep thinking
[2:33:42] Voice 10: going on and um i uh i'm excited by it and then hopefully the ministry will come i mean i had the
[2:33:54] Voice 10: experience really recently i totally hear you about the um about it you're going to need a
[2:34:00] Voice 10: credit card i had the experience recently of just writing to the squamish nation thank you squamish
[2:34:05] Voice 10: nation uh and say i want to know the proper name for my island and they wrote me back and said
[2:34:10] Voice 10: there's a fee for that um because they consider that a translation issue it's just the way they've
[2:34:16] Voice 10: set up their their structure and i'm going but i want to make sure i get it right i don't want to
[2:34:23] Voice 10: they anyway but that's that's just the reality going forward we're going to have to deal with
[2:34:28] Voice 10: that all right so anyway those are some reflections thank you i'm glad this work is going on and
[2:34:32] Voice 10: i do wonder about whether there needs to be a formal political structure within the organization
[2:34:38] Voice 10: beyond just the executive committee um related to reconciliation issues yeah

[2:35:02] Voice 6: so while you recognize our internal staff we're also had some really generous and candid advice
[2:35:06] Voice 6: that's been given and i just want to make sure on the record here i acknowledge that i'm deeply
[2:35:09] Voice 6: grateful for that um people have to be a bit vulnerable and go out on a risk and so i just
[2:35:14] Voice 6: want to acknowledge and express our gratitude that that's happening and there's some real
[2:35:17] Voice 6: attempt at helping us build good relationships and know what you know find our blind spots and
[2:35:22] Voice 6: learn what we need to learn. So,
[2:35:23] Voice 7: thank you. Well,

[2:35:47] Voice 8: And I know if there ever is an opportunity to invite someone like John Jack, because he speaks to me, and I'm sure he would speak to trustees, and he says things that we need to hear, and he says it in such a clean and thoughtful way.
[2:36:04] Voice 8: So I just think from a speaker standpoint, he may be someone worth trying to bring in as a, because he, I don't know, he really helps me quite a bit.
[2:36:14] Voice 8: it. The other thing is, is critically important, I guess, it's going to show up in our strategic
[2:36:22] Voice 8: planning, I sure hope in this new term. Because as far as Salt Spring, I would say is in a stuck
[2:36:29] Voice 8: position that we don't do an awful lot of this. So I think we're going to find there's going to be
[2:36:37] Voice 8: demands that are higher and I know Salt Springs pretty much there some just quick questions I
[2:36:46] Voice 8: have from just bouncing through is one is records management but it's also records that maybe it's
[2:36:53] Voice 8: you've considered it in there but decision trees along that reference to it may be a staff to staff
[2:37:02] Voice 8: staff letter, but it's of critical importance to know it exists and what's in it.
[2:37:08] Voice 8: And so that whole aspect of it.
[2:37:11] Voice 8: The project definition phase, we've talked about a hundred times because I know that's
[2:37:16] Voice 8: a very specific question that has shown up from One Nation over and over again to every
[2:37:20] Voice 8: referral.
[2:37:20] Voice 8: Please come to us when you're thinking about the project.
[2:37:24] Voice 8: An opportunity that kind of has been coming out of the work we've been doing with Swipa and his consultant is kind of the concept of a stoplight approach.
[2:37:38] Voice 8: And maybe that comes out of the protocol of green conversations.
[2:37:42] Voice 8: What kind of projects are green light that we just can do versus yellow light being,
[2:37:50] Voice 8: okay we've got to at least tell the nation we're doing this or give them a heads up before we do it
[2:37:55] Voice 8: versus red light these kind of projects are project definition phase because not every
[2:38:01] Voice 8: project is equal and and i think you know maybe
[2:38:04] Voice 5: that is it's probably
[2:38:05] Voice 8: a protocol agreement
[2:38:07] Voice 8: aspect but i think that concept of course um co-planning
[2:38:14] Voice 7: um
[2:38:15] Voice 8: gosh that's going to be
[2:38:19] Voice 8: huge and what is that
[2:38:21] Voice 8: and like I said, I think we're getting
[2:38:23] Voice 8: there quickly on some points
[2:38:24] Voice 8: and
[2:38:27] Voice 8: then the other piece is
[2:38:28] Voice 8: coordinating with other agencies
[2:38:32] Voice 8: because I think this sort of
[2:38:33] Voice 8: plan, that's a potential
[2:38:35] Voice 8: for the
[2:38:36] Voice 8: watershed approach
[2:38:38] Voice 8: is CRD has work they're doing
[2:38:41] Voice 8: and STRESS has work they're doing
[2:38:43] Voice 8: but it's within a watershed
[2:38:44] Voice 8: so it's the consultation with
[2:38:47] Voice 8: with First Nations about that watershed,
[2:38:50] Voice 8: multiple agencies coming together in their consultation
[2:38:55] Voice 8: rather than CRD coming, we come,
[2:38:57] Voice 8: and Water Works,
[2:38:59] Voice 8: and all these different agencies come and hit them.
[2:39:01] Voice 8: So there's that whole level of coordinating.
[2:39:04] Voice 8: And I think we play a very important role in that.
[2:39:09] Voice 8: And it's gonna be a challenging role
[2:39:10] Voice 8: because CRD may not see themselves
[2:39:12] Voice 8: in that community work with us, but they should.
[2:39:16] Voice 8: Because I think Ganges Village is a good example of that, Ganges Village planning, but there
[2:39:23] Voice 8: could be a boardwalk going through the middle of that that's run by someone else.
[2:39:27] Voice 8: Is that two different projects or is that one?
[2:39:33] Voice 8: Great.
[2:39:33] Voice 8: It's exciting.
[2:39:34] Voice 8: It is extremely exciting.

[2:39:40] Voice 6: I would think on that last point, that coordination aspect is, of course, it needs to be done
[2:39:44] Voice 6: on a project basis, but also your secretariat function could potentially play a role there

[2:39:53] Voice 8: it's for it could be it's for lots of work that we do which improves you know if you're talking
[2:40:01] Voice 8: about capacity we have to be doing things that reduce draw on that capacity part of that is
[2:40:07] Voice 8: we get better at coordinating what is it exactly that we're asking about recording

[2:41:31] Voice 8: So this unity plan, there's a possibility for a secretariat
[2:41:42] Voice 8: function to extend further into the biosphere from just the um what is now the um
[2:41:49] Voice 8: round table for how sound anyway possibility uh seems to be emerging through the biosphere
[2:41:56] Voice 8: just want to let people know as a possibility for some of the coordination and the relationship
[2:42:02] Voice 8: building sides of it and mapping and all the other parts of it too there's so many people involved

[2:42:34] Voice 11: That is a tool for us to engage with the province
[2:42:37] Voice 11: and the Ministry of Aboriginal Affairs.
[2:42:40] Voice 11: So this is the scope of work that we think we need to do
[2:42:43] Voice 11: because I continue to think we're out on a bit of a limb.
[2:42:47] Voice 11: There is some resources and financial obligations
[2:42:51] Voice 11: to allow us to do this work as specified in DRIFA
[2:42:55] Voice 11: that we are carrying the burden
[2:42:57] Voice 11: and indeed the referrals to nations.
[2:42:59] Voice 11: So that's a remarkable piece, 102 items, whatever it is,
[2:43:05] Voice 11: but I'm sure that it's comprehensive.
[2:43:06] Voice 11: So I would like to see that, actually, to be able to provide more detailed comment back to you and use that as a point to determine where we're going, what we're doing.
[2:43:22] Voice 11: Part of this broader conversation is the database associated with referrals, the database of what First Nations have said before,
[2:43:33] Voice 11: because they might have said something on something else a year ago and now there's an
[2:43:38] Voice 11: application and the expectation is that we told you this and you need to pick up on it and so
[2:43:43] Voice 11: we need to figure out how to get that piece in not only the political understanding of the
[2:43:50] Voice 11: situation but the planning recommendations in the direction because we've stumbled in those areas
[2:43:57] Voice 11: areas to sort that out. And what's also becoming more obvious through the referral process
[2:44:05] Voice 11: is I am totally in support of all the mapping work we're doing. But what we're doing is
[2:44:12] Voice 11: we're drawing maps around areas. What we're also hearing through the referral process
[2:44:18] Voice 11: is it's not just the mapped areas. It's the entire area that if this development happens,
[2:44:23] Voice 11: it's compromising our ability to do traditional practices
[2:44:28] Voice 11: and for nations to do their own environmental protection.
[2:44:32] Voice 11: So it's not just map areas, it's not just archeology,
[2:44:38] Voice 11: and we need to do, figure that out.
[2:44:41] Voice 7: And
[2:44:42] Voice 11: I think that connects into the database.
[2:44:46] Voice 11: I wish I could be now writing some of this.
[2:44:55] Voice 11: What Sue Ellen has brought up there,
[2:44:57] Voice 11: that I think is really important,

[2:45:01] Voice 11: we struggle with this in different areas.

[2:45:10] Voice 11: we can advance forward with a common understanding

[2:45:18] Voice 11: is the critical piece in that,
[2:45:20] Voice 11: in that those values that need to be reflected
[2:45:22] Voice 11: in the policy statement,
[2:45:23] Voice 11: so that it can be broadly applied across LTCs
[2:45:26] Voice 11: and municipalities um in a collegial way let's be sure that we can say that um and i can't uh
[2:45:38] Voice 11: pick up on what that other item was but this is a great conversation i look forward to more of it

[2:46:00] Voice 3: that's creating a list like this list of political interests associated with coordinating with
[2:46:08] nations and and working nations and overlapping those two lists and seeing

[2:46:15] Voice 3: section nine and ten the coordination agreements in the arms under the analyst trust act and the
[2:46:21] Voice 3: delegation authority right there we can skip a ton of steps for select opportunities that
[2:46:32] Voice 3: there was a sustained LTC interest or something like that could be some governance body needs
[2:46:38] Voice 3: to think about those staff can't really we can cede the ground but there needs to be a group of
[2:46:47] Voice 3: trustees who are considering you know the application of some pretty specific powers
[2:46:53] Voice 3: hours to get us going, not waiting for the province necessarily, or maybe doing it in
[2:46:57] Voice 3: concert with the province around a given issue.
[2:47:00] Voice 3: And then lastly, what would you recommend to us in the next three weeks as we talk with
[2:47:06] Voice 3: Trust Council and get them involved in the two or three, you know, we're going to have
[2:47:12] Voice 3: an hour where we, the reconciliation plan has lived its life, it's done very well.
[2:47:21] Voice 3: in our understanding of it there's lots more to do you can see that how would you see capturing
[2:47:26] Voice 3: what would be the three or four main elements to capture trust council's interest as we go into
[2:47:30] Voice 3: the orientation process or um what um what materials and you could that could take you
[2:47:40] Voice 3: a half a day to come up with that or you can write to us very specific ideas um

[2:47:47] Voice 8: like the idea of looking at it as a needs assessment approach i think that's really
[2:47:52] Voice 8: important that what we then started calling the list of 102 um maybe with uh trustees we could
[2:48:01] Voice 8: just share the categories rather than all the 102 because i can see people wanting to get deep into
[2:48:06] Voice 8: the detail and um but if you just share the big categories and saying here's what's emerged as
[2:48:12] Voice 8: the dome themes of needs or something like that and then people might be able to add to that in
[2:48:20] Voice 8: a more constructive way than generally i don't know but it seems to me to be an outcome uh or
[2:48:26] Voice 8: something to build on and to pass into the next term um is is here's where we got to
[2:48:35] Voice 8: with the reconciliation plan these are the areas that need uh development okay anybody else oh well
[2:48:45] Voice 8: well i think it's the it's big well we

[2:50:13] Voice 10: where everybody was there, which you might need to do. So we need some sort of structure to do this
[2:50:19] Voice 10: that could draw on some outside resources. Much like the, you know, might be something
[2:50:26] Voice 10: it's like the working group on on the trust policy statement on reconciliation that sort of
[2:50:33] Voice 10: work informally to sort of come up with a series of recommendations from the trust policy statement
[2:50:37] Voice 10: along with social staff maybe something as simple as that

[2:50:41] Voice 10: maybe it's something a little more
[2:50:43] Voice 10: formal than that that can report out back and back to the to the uh to the trust cast i think

[2:51:53] Voice 11: have said the culture of the Alms Trust from here to here and you know from
[2:52:01] Voice 11: using the canoe metaphor we've run the canoe up on the beach and some of our
[2:52:06] Voice 11: members have gotten out and some new members have gotten in and now we're
[2:52:09] Voice 11: pushing off again and some of those members already know how to paddle some
[2:52:14] Voice 11: of us don't some of us never learned and we need to get that rhythm going
[2:52:19] Voice 11: and keep traveling in that direction because that's what's significant is we
[2:52:25] Voice 11: the cultural awareness and that training needs to be continuous. Every new
[2:52:31] Voice 11: employee, every new trustee, every by-election needs to have that
[2:52:36] Voice 11: opportunity in a serious way to be able to come up to speed so we know where
[2:52:40] Voice 11: we're at. You know there's a there's a lot of conversation outside of the
[2:52:44] Voice 11: Allen's Trust and in the governance review and all the sort of stuff and
[2:52:48] Voice 11: and amongst nations about decision-making,
[2:52:52] Voice 11: sharing that decision-making,
[2:52:54] Voice 11: and much more than just collaboration.
[2:53:00] Voice 11: And I can't help but think
[2:53:02] Voice 11: that if there was another committee, right,
[2:53:05] Voice 11: that other committee is an ideal place
[2:53:07] Voice 11: for an invitation for First Nations leadership
[2:53:09] Voice 11: to sit on that committee
[2:53:11] Voice 11: and assist us with our decision-making.
[2:53:13] Voice 11: Because we can't figure this out by ourselves.
[2:53:15] Voice 11: It needs that element, participatory element, to advance this work.
[2:53:22] Voice 11: So, you know, it's interesting to note that the Honours Trust Conservancy has the opportunity for First Nations membership to be appointed to that body.

[2:53:35] Voice 11: What opportunities are there for us to create a committee, a standing committee, that is a reconciliation, for want of a better word?
[2:53:43] Voice 11: and what's the opportunity to have

[2:53:53] Voice 11: The message to council, however,
[2:53:56] Voice 11: is cultural awareness.

[3:43:59] Voice 10: of interpretation and subjective interpretation of the role as to whether the what the role of a
[3:44:06] Voice 10: vice chair is as the third member of an ltc um there is a little bit in policy about them voting
[3:44:12] Voice 10: on it but and they do vote but whether what their actual practical work because there's still people
[3:44:17] Voice 10: out there including trustees who just recently wrote to the chair who say oh
[3:44:23] Voice 10: you're just there to oversee and break ties. How should

[3:44:30] Voice 3: Because if you've got a vote, you've got a vote. There's nothing that I see or just
[3:44:34] Voice 3: anyone sees that has an asterisk beside your vote. Correct. So it is clean and
[3:44:38] Voice 3: clear. You aren't there to break a tie or make it unanimous. I think you're there
[3:44:44] Voice 3: represent us council and
[3:44:46] Voice 8: you're also a full legal member they don't distinguish between those
[3:44:53] Voice 8: members no and i think that's an important i don't think you know for a trustee to understand that we
[3:44:59] Voice 8: are corporate bodies we are well

[3:45:09] Voice 3: no mystery no limitation certainly the practice has been as you described well some some people

[3:47:08] Voice 10: perspectives whether and the merits of the of the application in most cases um and i i hope that
[3:47:16] Voice 10: vice chairs will do that but i don't know that all of them do i
[3:47:20] Voice 8: think it should be in here i think
[3:47:21] Voice 8: that you are a full legal member of that you know how they interpret that but i think that that's
[3:47:27] Voice 8: very important words i mean that's what they access completely so

EC-2022-137 It was Moved and Seconded, That Executive Committee request staff amend the briefing (report) “Review and consideration of Executive Committee FUAL and Priority items” prepared October 27 th for the meeting of November 2, 2022 to amalgamate item 10 page 4 (FUAL Future Projects) of the briefing (report) with other direction regarding the Ministry of Transportation and Infrastructure (MOTI) agreement. CARRIED EC-2022-139 It was Moved and Seconded, That the recommended actions on the follow-up action (FUAL) items Future and Active Projects chart be endorsed by Executive Committee as amended. CARRIED CAO Hotsenpiller and directors gave verbal updates on the status of items regarding the onboarding of new term trustees at November Trust Council and answered questions regarding staffing updates. 5.2 Local Trust Committee Chair Updates Chairs spoke to their upcoming and recently attended local trust committee (LTC) meetings. 5.3 Islands Trust Conservancy Liaison Update Vice-Chair Fast informed Executive Committee that the Conservancy Board will be meeting to consider Provincial appointments to the Conservancy Board sometime in November. The meeting recessed for a break at 10:00 a.m. and reconvened at 10:10 a.m. 6. BYLAWS FOR APPROVAL CONSIDERATION 6.1 Galiano Island LTC Bylaw No. 286 (DP Delegation Bylaw) – RFD Vice-Chair Rogers spoke to the request for decision as presented regarding the Delegation Permit Delegation Bylaw. CARRIED 10.2 Email from Minister Cullen requesting a meeting EC discussed the email as presented, that the minister meeting would be considered by the new Executive Committee.
