[0:00:00] Voice 1: There,

[0:00:00] Voice 5: Colby Elliott,

[0:00:03] Voice 1: newly elected from David Olin, and newly elected, fantastic, and Tim Peterson, elected on the ski island, we're happy to have you here.

[0:00:13] Voice 1: And then on the staff contingent, we have our Legislative Services Director, who's done an awesome job today in helping us through the elections.

[0:00:22] Voice 1: And Lori Foster, who always doesn't want to be keeping her tech in her minutes and everything else, other duties as required, I think we call it.

[0:00:32] Voice 1: And then, of course, the CEO, Russ Hobson, who led us through today's sessions, yesterday's sessions, and here we are.

[0:00:40] Voice 1: And in the room, she's joined us by Frederick, Director of Trust Area Services, and Stefan Cermak, Director of Local Planning Services.

[0:01:00] Voice 1: here um so we have an agenda is there anything new to add for this again uh looking into staff

[0:01:08] Voice 1: or vice chair there's some burning issue that you want to bring to us in our first meeting

[0:01:13] Voice 1: all right and i'm going to take it by general consent with the adopt agenda

[0:01:19] Voice 1: to get it out so graduate report i don't believe there's anything to rise from the report from

[0:01:26] Voice 1: previous meetings about some minutes i don't believe we have any minutes in front of us here

[0:01:33] Voice 1: um follow up action list nothing i think we're going to skip right through to the initial

[0:01:38] Voice 1: executive committee meeting november the 19th the briefing on page four it says we just got

[0:01:45] Voice 1: this the ink is moving i know we anticipated um so you know hudson billard's got your name on it yeah

[0:01:54] Voice 1: so thanks um we just looked into the future uh the intention of the meeting today is i

[0:02:01] Voice 1: really want to bring the point what the near term of the future is going to be like and looking at

[0:02:10] Voice 1: some of the um any pressing time elements or any project elements we need to take care of so i go

[0:02:16] Voice 1: go through this. This is our initial meeting today, November 19th. As I said earlier, we

[0:02:24] Voice 1: have to find a representative from EC, the Conservancy, and really important, Julie's

[0:02:29] Voice 1: going to probably, this meeting, start picking the budget that by Tuesday morning, we've

[0:02:36] Voice 1: got people who don't have the authority to analyze. So I'm taking a moment to look through

[0:02:42] Voice 1: those are here at pc um the perspective people for the reports that would be those are must-do's for

[0:02:49] Voice 1: the next little bit and then now there's the delicacy of finding your schedule

[0:02:57] Voice 1: right we have taken the liberty of scheduling you for next wednesday 23rd um an electronic meeting

[0:03:05] Voice 1: and there you will have slightly more business but not probably a full business

[0:03:10] Voice 1: meeting not a full calendar and on that so there'd be minimal regular business you'd go

[0:03:15] Voice 1: to the follow-up action list and the staff would take a chance then to walk through some of the

[0:03:20] Voice 1: projects that you inherited and still live there field some questions um just to provide context

[0:03:26] Voice 1: and this is a great opportunity also to go you know ec has these priorities let's start talking

[0:03:33] about what ours are um do we want to carry on with these particular pieces or

[0:03:38] Voice 1: don't have to make that

[0:03:39] Voice 1: this at the next meeting but that's what we're starting to consider discuss any emerging issues

[0:03:45] Voice 1: um on a daily basis because of course you're um by the daily function for the council

[0:03:51] Voice 1: we look at the schedule which substantially we've done for december and we'd approve it

[0:03:58] Voice 1: and we just start talking about an initial orientation um touch on the ltc committee

[0:04:04] Voice 1: we've got a chair kit that we're going to be able to give to you that will refresh by then

[0:04:10] Voice 1: and, you know, there are four of you who would have had a fair amount of experiments with it,

[0:04:16] but it's just, you know, it's a different perspective when

[0:04:19] Voice 1: you're running meetings and so

[0:04:20] Voice 1: forth. And then I think the next question we have is going to be, do you want to meet

[0:04:28] Voice 1: between November 23rd and Christmas? Because we haven't got a schedule, because that's

[0:04:36] Voice 1: your approval.

[0:04:38] Voice 1: We did this December 14th meeting

[0:04:41] Voice 1: with the Minister.

[0:04:43] Voice 1: We did.

[0:04:44] Voice 2: Can we dovetail a meeting with that?

[0:04:48] Voice 2: Yeah.

[0:04:49] Voice 1: Do we know what time the next meeting is?

[0:04:51] Voice 1: I believe it's 1 o'clock.

[0:04:53] Voice 1: December the 14th?

[0:04:56] Voice 1: Yeah, so we've had confirmation

[0:04:58] Voice 1: late last week that

[0:04:59] Voice 1: the Minister came back and said

[0:05:01] Voice 1: it's on this agenda.

[0:05:04] Voice 1: The confirmation of one

[0:05:05] Voice 1: meeting is 10 to 2 o'clock.

[0:05:08] Voice 1: and written twice.

[0:05:11] Voice 1: So you seem excited.

[0:05:12] Voice 1: That's great.

[0:05:13] Voice 1: Yeah, so that's on the 14th and a half an hour.

[0:05:19] Voice 1: So you might want to go through this agenda

[0:05:22] Voice 1: and go then look at the calendar,

[0:05:24] Voice 1: go when should we meet?

[0:05:25] Voice 1: It needs to be that or anything else we want to discuss

[0:05:28] Voice 1: because this is an interregnum

[0:05:30] Voice 1: between real business starting in January

[0:05:32] Voice 1: and the whole LCC schedule in the last region.

[0:05:36] Voice 1: And finally, what I put on here is it's fine.

[0:05:40] Voice 1: We need to pick a time for staff to walk you through an orientation process, which will be good and pretty thorough and run some scenarios.

[0:05:52] Voice 1: But at least previous executive committees have actually brought in an external person to just give you some guidance or give you an outside voice to talk about, you know, how do you function as a team?

[0:06:06] Voice 1: How do you bring the team of trust counsel together?

[0:06:08] Voice 1: get or are there tools you know outside of the ones we always feed you that might be helpful

[0:06:15] Voice 1: um and so i've got a wrap with different um colleagues or consultants that we can look at

[0:06:21] Voice 1: a conversation with one of them next tuesday who you know so that's something that might

[0:06:26] Voice 1: and so

[0:06:27] Voice 1: you could talk about on the 23rd and you do that maybe in january where you start

[0:06:32] Voice 1: building your strategic direction and to support trust council building a strategic direction

[0:06:37] Voice 1: So that's the last part in January, Session 2T, Building and Government Session.

[0:06:43] Voice 1: And just because we're really awesome, we threw an attachment one, which is just a context

[0:06:50] Voice 1: document.

[0:06:51] Voice 1: I wouldn't knock myself over going through every element of it, and it's on page six

[0:06:55] Voice 1: and seven, but it's handy, and it's comprehensive, and it talks about the responsibilities and

[0:07:01] Voice 1: authorities of the executive committee, and it combines the acts, policies, or bylaws.

[0:07:10] Voice 1: Thank you. Good morning. Yeah, we're going to the chair. You have a paper copy in front of you, but the electronic version has hyperlinks that go right into all the pieces that are listed.

[0:07:22] Voice 1: Everything under topic is hyperlinked, and the policies.

[0:07:32] Voice 5: That's where it is.

[0:07:33] Voice 5: I have a question about that meeting with

[0:07:41] Voice 1: the minister. Is that a person?

[0:07:42] Voice 1: it is it is not mr senator but i think it would be ideal yeah no i don't just

[0:07:53] Voice 1: so they asked a week even a week and a half ago when we came in they said he might meet

[0:07:59] Voice 1: with the chair and they had a pretty tight conference and say well we don't have one

[0:08:02] Voice 1: yeah really um you should meet with the new chair and the new executive they came back early

[0:08:10] Voice 1: promptly so there's an interesting yeah um and we have time for to put together depending upon

[0:08:18] Voice 1: your thinking um as chair of office has pointed out you'll want to have some discussion around

[0:08:25] Voice 1: what would be priorities for that conversation and there were there does a fantastic job she's

[0:08:33] had a lot of experience with minister developing those for ministers key points um also discussing

[0:08:39] discussing how do you make a point with the minister,

[0:08:41] Voice 1: right?

[0:08:42] Voice 1: It's, I won't go into that right now,

[0:08:44] Voice 1: but how to be effective with it and why it's,

[0:08:48] Voice 1: so we've got that resource too.

[0:08:49] Voice 1: Yeah.

[0:08:52] Voice 1: Yeah, we have to be clear, messaging brief,

[0:08:57] Voice 1: because 30 minutes is actually a good long meeting.

[0:09:00] Voice 1: Often it's like 20 minutes.

[0:09:02] Voice 1: So there's real opportunity for us to articulate our message

[0:09:05] Voice 1: and Claire and David and the CEO are awesome

[0:09:10] Voice 1: them and supporting us and reminding us of what those important things are that comes from council

[0:09:16] Voice 1: but it's it's not our thing yeah it's it's

[0:09:20] Voice 2: your thing so is it going to just be the four of us

[0:09:22] Voice 2: in that meeting no probably with a couple staff and

[0:09:25] Voice 1: it will be the minister

[0:09:27] Voice 1: tariff hugging out the assistant deputy minister for sure and she will have three staff with her

[0:09:34] Voice 1: and there'll be political stuff on this one so we'll have

[0:09:38] Voice 1: and we may even see an MLA

[0:09:40] Voice 1: there, wouldn't be surprised

[0:09:42] Voice 1: and sitting in the background

[0:09:43] Voice 1: usually

[0:09:44] Voice 1: so that's a planning session

[0:09:49] Voice 1: and you know

[0:09:51] Voice 1: you heard some direction from

[0:09:52] Voice 1: council today around

[0:09:56] my expectation

[0:09:58] would be is that you would join us

[0:09:59] and I

[0:10:00] Voice 1: think maybe Claire might be

[0:10:03] Voice 1: a good person to be in the first meeting

[0:10:05] Voice 1: you've been so overwhelmed lately

[0:10:07] Voice 1: we haven't seen you at some of those meetings.

[0:10:11] Voice 1: Any other thoughts?

[0:10:13] Well, I just, to me,

[0:10:15] I don't think that type of meeting is,

[0:10:17] I would like to meet you

[0:10:18] at like 11 o'clock or so before that meeting.

[0:10:21] Oh, definitely. So we're primed

[0:10:23] because it's always, you want

[0:10:25] one message going forward.

[0:10:27] And my intention is to sit in the back

[0:10:29] of the room and let you speak.

[0:10:30] Because if more of us are

[0:10:32] attacking the minister, you know,

[0:10:35] it's probably being mixed messaging, that's everything.

[0:10:37] But I think we should agree on what

[0:10:39] Voice 1: what we want to talk about, because that's our office.

[0:10:43] Voice 1: Yeah.

[0:10:44] Voice 1: And I think the politically savvy person,

[0:10:49] but how protocol

[0:10:51] Voice 1: and stuff goes, would definitely

[0:10:54] Voice 1: appreciate any of that you have now,

[0:10:56] Voice 1: certainly in that supporting role.

[0:10:57] Voice 1: But you would typically be quiet in the meeting

[0:11:00] Voice 1: and has prepped us in advance and reminded us in advance.

[0:11:04] Voice 1: And I actually, it's too easy for me,

[0:11:07] Voice 1: and you have to slap me occasionally,

[0:11:10] Voice 1: it's too easy for me to talk too much and take too much of the film because i think it's important

[0:11:15] Voice 1: that ec represents so often we share the load we try to do that um i'm one of those people that

[0:11:22] Voice 1: doesn't like silence so it's a silence i'm more likely to try and help me and not do that

[0:11:30] Voice 1: i'm certainly willing to do that sir

[0:11:38] Voice 1: thank you so we're looking for advice right now the key points

[0:11:43] Voice 1: well off the top of my head i think you've heard from council of the previous council

[0:11:49] Voice 1: a desire to talk to the province about financial resourcing for the trust

[0:11:53] Voice 1: so i think you could certainly have an early conversation that you're sort of getting that

[0:11:57] Voice 1: indication from council that's an area of conversation you'd like to continue the other

[0:12:02] Voice 1: one is reconciliation support and talking with the province and we will do a little bit more

[0:12:06] Voice 1: big like thoughtful work around um what that conversation could look like around uh the

[0:12:11] Voice 1: province's relationship with the trust because it would be reconciliation and the work that we're

[0:12:15] Voice 1: doing so those are two top topics i'd recommend and i'm sure the cao has others um you could be

[0:12:22] Voice 1: aware i mean there may be a cabinet shuffle coming um i know the conservancy board appointment is

[0:12:27] Voice 1: pending because the staff are waiting to hear about their cabinet shuffle so it's going to be

[0:12:32] Voice 1: if there's a cabinet shuffle you know we would like the indication from this minister of a good

[0:12:37] Voice 1: relationship with the trust we'd like to see that continue should this minister not stay in the role

[0:12:41] Voice 1: and then also you've got a pending conservancy appointment you probably want to remind the

[0:12:45] Voice 1: minister that that's required and of course we met with them and not long ago so we'd have to

[0:12:52] refer to that and get you from what was said

[0:12:54] Voice 1: and i think the big ask there and i think we're seeing

[0:12:58] Voice 1: a little bit is we said we want working a working relationship with your ministry above and beyond

[0:13:04] Voice 1: what we're experiencing right now where we write a letter because we have a concern we've got six

[0:13:09] Voice 1: separate requests of the ministry i think or five or six um from the islands trust that's not it's

[0:13:18] It's not a cohesive, coherent

[0:13:19] Voice 1: package of requests that's thought through and said, well, how about this now and that later?

[0:13:26] Voice 1: We want the ministry and the ministry to work with us in a more regularized way.

[0:13:31] Voice 1: So I think that would be the third thing.

[0:13:33] Voice 1: There's no fourth thing.

[0:13:35] Voice 1: They don't go for one or two or two and a half, something like that.

[0:13:42] Voice 1: We've got time to figure that out.

[0:13:44] Voice 1: There's plenty of time.

[0:13:46] Voice 1: But just for initial thoughts, if you're asking me to start with you, is that a question?

[0:13:49] Voice 1: yeah and i think in terms of governance review that's where there's more

[0:13:53] Voice 1: conversation to be had because of course california hasn't really dug in

[0:13:58] Voice 1: yeah so with respect to december 14th david here what i would think is for sure we meet

[0:14:08] Voice 1: in advance of that and maybe we meet at 11 o'clock maybe we have lunch together

[0:14:12] Voice 1: and maybe then we go into that well but this is just on the 23rd you have to have a conversation

[0:14:21] about it because you won't have time

[0:14:23] Voice 1: oh and that's waiting as trust council and then you don't want

[0:14:28] Voice 1: to have your points you know the day you're meeting somebody you want to have those grounded and you

[0:14:34] Voice 1: know you did the same way so are we having them yes are we having a meeting now um prior to the

[0:14:41] Voice 1: december on december 6th prior to ec as we usually do dc meets just to talk on agenda items on the

[0:14:50] Voice 1: schedule so that's december the 6th and that would be in the morning 10 o'clock probably

[0:14:56] Voice 1: yeah so make sure that's on your calendar thanks so we're going to do some work on the 23rd

[0:15:07] Voice 1: thermo so this is not no no yeah this is a time before what they call that compassion to

[0:15:18] Voice 1: supervision i'm flying out of here tomorrow morning okay i'm going to see my mom in the uk

[0:15:24] Voice 5: oh good

[0:15:24] Voice 1: i've gone for 10 days and that was one of the mess ups with the whole scheduling so

[0:15:30] Voice 1: i will be participating okay

[0:15:32] Voice 3: it

[0:15:33] Voice 1: will be obviously i just looked at the time just now it's not 10

[0:15:36] Voice 1: o'clock at night okay not really great but i i can do whatever is necessary for the 23rd yeah

[0:15:47] Voice 1: So let's try and do an early meeting if we can.

[0:15:50] Voice 1: And that would be electronic.

[0:15:52] Voice 1: It will be electronic.

[0:15:55] Voice 1: We have a duration.

[0:15:56] Voice 1: Is that a meeting?

[0:15:58] Voice 1: Is it a Mr. Meeting or a NERM meeting?

[0:16:00] Voice 1: It's the 23rd.

[0:16:01] Voice 1: So it's like an hour and a half.

[0:16:04] Voice 1: Well, I think we should take five minutes

[0:16:07] Voice 1: and I should just run through what usually happens with EC.

[0:16:11] Voice 1: And then let's ask some questions associated with that.

[0:16:15] Voice 1: And, Laura, you help me out,

[0:16:16] Voice 1: because Laurie's the expert not the person so I would suggest that you're going to meet every

[0:16:23] Voice 1: two two weeks three weeks minimum right and it's obviously sequenced all of the trust council

[0:16:33] Voice 1: meetings so there's a there's a hard date that is seven days plus two that Wednesday before the

[0:16:42] Voice 1: trust council meeting where you sit and you approve the agenda that goes forward to trust

[0:16:46] Voice 1: council other than that the dates are arbitrary they tended to be wednesdays around every three

[0:16:53] Voice 1: weeks you'll be meeting every wednesday other than that at a teleconference so that's a way

[0:17:01] Voice 1: and keep in mind these are policies right so it's for you to before you're going to sit and go how's

[0:17:06] Voice 1: this deal right the last two terms um there would be a half hour teleconference where you would

[0:17:13] Voice 1: report back on your LTC meetings on a weekly basis it's a phone thing right usually nine o'clock

[0:17:19] Voice 1: Wednesday it's not an official meeting yeah it's not an official you don't make decisions

[0:17:23] Voice 1: but you would say hey I was at an LTC meeting these are my three LTC meetings you do a couple

[0:17:29] Voice 1: minute briefing to everybody say this file was sticky you're having challenges this one's going

[0:17:34] Voice 1: through and you begin to cross-pollinate ideas around working through the legislative agenda of

[0:17:41] Voice 1: all the open seats so and then i tell you i'd have a moment and i tell you oh we've got an emerging

[0:17:47] Voice 1: labor issue we've got a pandemic and this is what we're doing about it and i give you an update

[0:17:52] Voice 1: and we'd all hope to be off the phone call as soon as possible so that's between 9 and 9 30

[0:17:58] Voice 1: and then otherwise um this group of people you're seeing right here are preparing your agenda for

[0:18:03] Voice 1: the next meeting and for the trust council meetings at the same time unless they're cotton

[0:18:10] Voice 1: Sox they're also preparing for each of their own communities. So Claire is working for Trust

[0:18:15] Voice 1: Programs Committee. Stefan's working for the planning services where all our finance

[0:18:22] Voice 1: administration, HR, Julie is doing working with her FPC committee. Where are your purpose built?

[0:18:33] Voice 1: That's the superstructure of it. Am I missing anything obvious from a

[0:18:37] Voice 1: um from a meeting's perspective no uh just that we intend to move to zoom for telecom instead of

[0:18:44] Voice 1: doing their conference calling yeah so that's great um in previous years you used to meet

[0:18:50] Voice 1: lives in ec every time right every three weeks so you'd all you could normally estimate every

[0:18:59] Voice 1: two weeks every two weeks um so we now have the i say three quarters your meetings now

[0:19:05] Voice 1: or if not more maybe eight out of ten on our electronic right so that's been a real cost

[0:19:12] Voice 1: savings carbon savings and stuff like that but it is a bit of a down then to do it we also have

[0:19:19] Voice 1: moved that meeting around sometimes it's been in an animal um so that's a possibility so we've got

[0:19:24] Voice 1: built those muscles up um and we're pretty fluid and flexible your meetings are live streamed um

[0:19:33] Voice 1: um as this one is this one's not being live streamed but they're public meetings and they

[0:19:38] Voice 1: will be watching this this is this one is being recorded yeah that's

[0:19:45] Voice 6: the faster overview okay

[0:19:47] Voice 5: okay

[0:19:47] Voice 6: so i think that takes i think you're

[0:19:51] Voice 5: at either seven any

[0:20:02] Voice 1: questions there um

[0:20:03] Voice 1: um one we are going to meet before the civil trust council and then the consideration of

[0:20:15] Voice 1: another meeting prior to Christmas besides the minister meeting that's our consideration

[0:20:23] Voice 1: figure that out today or next week we know we're meeting on the 23rd right of November so I'm

[0:20:31] Voice 1: meeting next week yeah we're going to put that agenda out we're going to work on it over the

[0:20:34] Voice 1: So we can put that agenda out on Monday, Tuesday morning, Monday.

[0:20:39] Voice 1: It's a little compressed.

[0:20:40] Voice 1: We've made it.

[0:20:41] Voice 1: It's not going to be huge.

[0:20:42] Voice 1: So we're not going to block off hours and hours.

[0:20:46] Voice 1: And probably the biggest thing on that decision is the recommendation for

[0:20:51] Voice 1: trust councils for meetings for the year.

[0:20:54] Voice 1: So you have to make that recommendation to trust council who's going to

[0:20:58] Voice 1: decide when they're going to meet and how.

[0:21:02] Voice 1: And once that happens,

[0:21:05] Voice 1: we start plugging in all the ltc meetings and the council

[0:21:07] Voice 1: around it we've already started doing it is that right yeah that's correct and we'll also be

[0:21:15] Voice 1: bringing the executive committee uh draft schedule for your approval to that meeting as well so you'll

[0:21:21] Voice 1: be able to have all the dates you'll be moving forward to trust council meetings and you'll be

[0:21:24] Voice 1: improving your own schedule for the 22 year so look at your holidays your time logs yeah

[0:21:33] Voice 6: when

[0:21:35] Voice 1: you get that next package.

[0:21:36] Voice 1: Okay?

[0:21:36] Voice 1: Yeah.

[0:21:37] Voice 1: So that's my little report in front of us.

[0:21:39] Voice 1: Just make sure you post.

[0:21:41] Voice 1: If you can, next Wednesday,

[0:21:44] Voice 1: we'll talk about the timing today

[0:21:46] before we leave because you won't be here.

[0:21:47] Right?

[0:21:48] Voice 1: That's what I'm going to say.

[0:21:49] Voice 1: Yeah.

[0:21:51] Voice 6: And, oh, the last thing I should say is

[0:21:55] Voice 6: they're long meetings.

[0:21:58] Voice 1: They do.

[0:21:58] Voice 1: They go from 9 until 2.30 every time.

[0:22:02] Voice 1: We have a star that we can go right to us,

[0:22:06] which is brought them by him yes i think i think that we have that ability maybe we can do staff

[0:22:13] reporting different but whatever

[0:22:16] Voice 1: it might be there's an opportunity to lessen the length of

[0:22:18] Voice 1: those those meetings i think but let's do it i'm just trying to reflect on that because there's

[0:22:27] Voice 1: always the desire to talk a lot and go through things but what we're trying to do is make

[0:22:33] Voice 1: business decisions about things and advanced learning and we need to focus on that and

[0:22:38] Voice 1: certainly maybe similar context when some of the other competition can happen interpersonally

[0:22:42] Voice 1: outside of the context because there's a lot of resources that are sitting around the table and

[0:22:46] Voice 1: just to you know expect you know it's a lot of pressure sometimes with other things that are

[0:22:51] Voice 1: going on um and uh we just have to respect the time and space of each other's time basically

[0:23:01] Voice 1: And then, you know, I just wanted to comment that it's interesting that right now it's

[0:23:05] Voice 1: just really compressed.

[0:23:06] Voice 1: This is unusual, right?

[0:23:07] Voice 3: We

[0:23:07] Voice 1: just came out of a council meeting, we're going in and have a council meeting and we've

[0:23:11] Voice 1: got a meeting on the 23rd and then we got this coincidentally, actually, seeing as we're

[0:23:17] Voice 1: having a meeting on the 23rd, three weeks from the 23rd actually is the 14th, that would

[0:23:21] Voice 1: be a normal meeting.

[0:23:23] Voice 1: And so it's convenient that we've got a minister meeting on there so we should consider conducting

[0:23:27] Voice 1: consent business that day sure

[0:23:29] Voice 6: sounds good

[0:23:35] Voice 1: i i believe a resolution would be in order for any

[0:23:39] Voice 1: meeting schedules that'd be on the 23rd so the 23rd and the 14th and as well the one on the six

[0:23:48] Voice 1: associated with just council yeah well that one's already scheduled for 10 o'clock it's not clear

[0:23:56] Voice 1: we don't need to make a motion you can schedule your 14th meeting by motion next week and when

[0:24:06] Voice 1: there's a vacuum i always talk so i'm going to move that there'd be an executive committee

[0:24:11] Voice 1: meeting scheduled for december the 14th at well if we said 10 o'clock and give us

[0:24:21] Voice 1: opportunity to have this conversation maybe look after something recess go to the minister and then

[0:24:26] Voice 1: we either finish after the minister or we come back and continue it would be better to actually

[0:24:31] Voice 1: started earlier in my

[0:24:34] Voice 4: travel life

[0:24:35] Voice 1: issue i was going to say my consideration for that day

[0:24:39] Voice 1: so i'm going to actually it's kind of good because i'm already going to be traveling

[0:24:43] Voice 1: but so what i would probably be doing is coming i'd either come to victoria the night of the 13th

[0:24:52] Voice 1: or first thing uh the night of the 13th or the first thing

[0:24:57] Voice 1: uh on the morning of the 14th well i'll probably be on the lower bay labs

[0:25:05] Voice 1: So I'll tell you, for personal sanity, I don't always travel to Hale Park.

[0:25:11] Voice 1: Because you don't.

[0:25:12] Voice 1: I did that for years, where you've gone out there.

[0:25:15] Voice 1: Six o'clock in the morning, you get in your car, you go out to the store, you start a meeting at ten o'clock.

[0:25:20] Voice 1: Yeah.

[0:25:22] Doesn't work.

[0:25:22] Yeah.

[0:25:23] Okay.

[0:25:24] I'll think about what's going to make the most sense.

[0:25:26] Voice 1: You should all consider that.

[0:25:27] Voice 1: Yeah.

[0:25:28] Voice 1: It's expensive.

[0:25:29] Voice 1: Sure.

[0:25:29] Voice 1: Yeah.

[0:25:29] Voice 1: It's cost of doing business.

[0:25:31] Voice 1: Well, yeah.

[0:25:31] Voice 1: Like I said, I'm already going to be in the lower mainland.

[0:25:34] Voice 1: land during that week anyway so i'm not going to be facing the tuesday wednesday facing the lack

[0:25:42] Voice 4: of tuesday wednesday ferry and having to leave home on a monday night yeah

[0:25:46] Voice 1: yeah so make sure

[0:25:48] Voice 1: you can have your own challenges to travel yeah of course i just cook my dudes i click my boots

[0:25:58] so

[0:26:00] Voice 4: my wednesday wednesday for in person is is really the only constraint consideration

[0:26:05] Voice 4: We don't have a whole, I've only, I don't have work, life, presently, in

[0:26:12] Voice 4: any real way,

[0:26:13] Voice 4: so

[0:26:13] Voice 1: it's just unbearable.

[0:26:15] Voice 1: So I got to say, I lost time, which there's no fair answer.

[0:26:19] Voice 1: You did not give me a time chip.

[0:26:22] Voice 1: So that was the kind of why we got into talking about travel.

[0:26:25] Voice 1: I think, what do you think, earlier would be better than later, if it's a chance to

[0:26:29] Voice 1: conduct some business?

[0:26:30] Voice 1: Yeah.

[0:26:31] Voice 1: Maybe.

[0:26:31] Voice 1: We

[0:26:31] Voice 4: always meet at

[0:26:32] Voice 1: nine, so just meet at nine unless there's a reason to not meet at nine.

[0:26:35] Voice 1: Okay, so let's

[0:26:35] Voice 6: meet at 9 o'clock.

[0:26:36] Voice 6: I noticed

[0:26:36] Voice 1: that Dr. Mark has his hands up.

[0:26:38] Voice 1: I'm going to remind you for you,

[0:26:39] Voice 1: if you don't mind me reminding you in this forum

[0:26:42] Voice 1: that we have an update.

[0:26:43] Voice 1: And I won't be attending.

[0:26:45] Voice 1: Thank you.

[0:26:46] Voice 1: We want to do it.

[0:26:47] Voice 1: Good point.

[0:26:47] Voice 1: That's a good point.

[0:26:48] Voice 1: So we followed our sort of standard process,

[0:26:51] Voice 1: meeting at 9 o'clock Wednesday,

[0:26:53] Voice 1: lunch in-house,

[0:26:56] Voice 1: recess, go to the ministry,

[0:26:57] Voice 1: and then recall.

[0:26:58] Voice 1: That was ideal.

[0:26:59] Voice 1: This is an in-person meeting, Chair,

[0:27:01] Voice 1: at the Victoria Forks?

[0:27:02] Voice 1: I think that's what it's going to be.

[0:27:03] Voice 1: Yeah.

[0:27:04] Voice 1: yeah with a lot there today there's some orientation work we could work through and

[0:27:08] Voice 1: sound good too okay so that's a motion nine o'clock december 14th

[0:27:18] Voice 1: seconded david thank you any further discussion

[0:27:30] Voice 1: so getting back out of the draft december trust council schedule we just saw that in our meeting

[0:27:35] Voice 1: just now so i didn't know there's going to be an ec meeting prior to that to make generally we try

[0:27:42] Voice 1: not to do business in that one but we have it there to make decisions necessary for council

[0:27:48] Voice 1: to advance sometimes it's receiving close bottom sometimes it's a late business item

[0:27:55] Voice 1: and uh so council is that what time was council start that day

[0:28:00] Voice 1: So I think it's like 10 o'clock or something.

[0:28:04] Voice 1: And, you know, there's some flexion.

[0:28:06] Voice 1: They'll be there.

[0:28:07] Voice 1: They'll allow you to travel the day off.

[0:28:08] Voice 1: But, again, you have to think of, like,

[0:28:10] Voice 1: the whole thing for a time.

[0:28:14] Voice 1: Oh, it's electronic.

[0:28:15] Voice 1: We can do that any time.

[0:28:17] Voice 1: But you, I'm assuming, are going to attend the meeting.

[0:28:19] Voice 1: I will attend the meeting as much as I can.

[0:28:20] Voice 1: And sometimes the EC member joins me to help out.

[0:28:26] Voice 1: And I don't know if you're going to get around on that.

[0:28:28] Voice 3: Okay.

[0:28:29] Voice 1: All right.

[0:28:30] Voice 1: and when you do set your schedule you'll be determining what's in person and what's

[0:28:35] Voice 1: electronic what we've done left this is the meeting before press council has been in

[0:28:40] Voice 1: person for executive all the time and

[0:28:42] Voice 1: everything else has been electronic yeah

[0:28:44] Voice 6: so

[0:28:45] Voice 1: are you going

[0:28:46] Voice 1: to bring us recommendations in the 27th respect okay that's perfect without turning my this motion

[0:28:55] kind of

[0:28:55] Voice 1: coming forward to report in person yeah man do i have to deal with that yeah

[0:29:04] planning and we should be respecting that that's on

[0:29:07] Voice 1: the table yeah yeah julian what do we have

[0:29:11] budgeted in the current

[0:29:12] Voice 1: budget proposal two or three live trust council meetings did we put

[0:29:17] Voice 1: another one in and make it three for the current year no the the upcoming budget here uh next year

[0:29:23] Voice 1: we have two budgeted two trust accounts made in person and the other two are that's going to cost

[0:29:29] Voice 1: twenty five thousand dollars probably more with inflation let's go with thirty and that represents

[0:29:37] Voice 1: half of one percent yeah yeah thank you sorry

[0:29:45] Voice 6: anyway we're prepared to have that conversation

[0:29:49] Voice 6: get you to a good place so with your so

[0:29:54] Voice 1: you're on the schedule yeah so uh the ten o'clock meeting

[0:29:57] Voice 1: and I think you're going to have a fantastic.

[0:30:01] Voice 1: session here at trust council and i'll tell you why we're going to get to go into the policy

[0:30:05] Voice 1: statement because normally i'd review this and give you some kind of a good time to have a policy

[0:30:11] Voice 1: statement conversation with your trust council and to walk through something the conversations

[0:30:20] Voice 1: we're having with young anderson right now i think are being really exciting at a staff level

[0:30:25] Voice 1: and that is getting to the place from which to do our reconciliation work and i think this is going

[0:30:32] Voice 1: to really draw out some it's going to find some footing for the analyst trust when we forward

[0:30:38] Voice 1: clinic for a while which is going to lead to all of our budget programming they can support add to

[0:30:44] Voice 1: them so i'm excited about that session and the and the governance session after that i have to

[0:30:50] Voice 1: tell you i think the trustees will be tired of getting popped back about how to do their business

[0:30:56] Voice 1: and they'll get away from me and do it and then we'll return later um we do have to cover off

[0:31:04] Voice 1: open field when you go but that's so i'll try and do that in my section beforehand but that's

[0:31:10] Voice 1: the december schedule for those new business items that we're anticipating um where are they

[0:31:20] Voice 1: We're on 25 on the first day.

[0:31:23] Voice 5: On 25.

[0:31:37] Voice 5: So then

[0:31:38] Voice 1: I think that that will evolve.

[0:31:40] Voice 1: And we're going to have a telecon.

[0:31:44] Voice 1: Gosh, help me out here.

[0:31:45] Voice 1: So we're going to have a telecon next week?

[0:31:47] Voice 1: No.

[0:31:47] Voice 1: No, you're having a meeting.

[0:31:50] Voice 1: So then a telecon will follow on the 5th.

[0:31:54] Voice 1: No.

[0:31:54] Voice 1: No, not at all.

[0:31:56] Voice 1: So you're going to get your agenda on Monday.

[0:31:59] Voice 1: Right.

[0:32:00] Voice 1: So what we've done is we've...

[0:32:04] Voice 1: done all the agenda work ahead of time for that assembly you don't have to worry really

[0:32:10] Voice 1: normally i do well yeah no i think you in fact already have approved all this stuff

[0:32:16] Voice 1: yeah yeah yeah real compression okay so i think we can move on then from that schedule

[0:32:23] Voice 1: and then that brings us to a very important uh work here today which is um election executive

[0:32:29] executive committee members

[0:32:31] Voice 1: um and actually these context notes always come which is kind of the

[0:32:39] Voice 1: heads up on material to tell us what's going on with an agenda that would always come back

[0:32:50] Voice 1: election of executive committee honest trust Conservancy members so

[0:32:57] Voice 1: Oh, that'd be great. Although, as you say, it's usually up to somebody that impresses

[0:33:03] Voice 1: an interest in the Army.

[0:33:04] Voice 1: Yeah, so this is an election. The Armstrong Act dictates this by election. So to do that,

[0:33:11] Voice 1: what I'd recommend is that we follow the same process, but it would be a nomination, a secondary

[0:33:16] and acceptance. If there's more than one, then I've got some pieces

[0:33:21] Voice 4: of paper here. We'll

[0:33:26] Voice 4: So

[0:33:27] Voice 1: if somebody's interested, I guess you could express interest and then go from there.

[0:33:32] Voice 1: So I would ask this for anybody who's interested in being on the Ombudsman's Consent, so Trustee

[0:33:39] Voice 1: George, Vice Chair Elliott, and anybody else.

[0:33:44] Voice 1: Can I just ask how reporting got to executive committee, like is it four meetings a year?

[0:33:53] Voice 1: um so i really don't know anything about it but i'm very interested in that

[0:34:03] Voice 1: and we would be the executive liaison to that meeting and then there's a joint meeting by the

[0:34:09] Voice 1: bodies usually in july where they get together and talk about issues of mutual interest and

[0:34:14] Voice 1: making sure they have a liaison back so that's that's the extent of their responsibility the

[0:34:19] Voice 1: before it does tend to be quite a bit virtually um so that's the trouble right now there's a voting

[0:34:25] Voice 1: system right what's that you're voting see it's not the ultimate

[0:34:30] Voice 1: position yeah it's the voting

[0:34:31] Voice 1: position on the board yeah of which you may know there's you know three elected members and three

[0:34:37] Voice 1: appointed yeah and we don't anticipate having the third point until january okay so just for

[0:34:43] Voice 1: a record then um i would just ask the nomination secretary and then i nominate uh trustee elliott

[0:34:51] and senior going to stand okay

[0:34:55] Voice 1: so nobody else that's back

[0:34:56] Voice 1: thank you thank you

[0:34:59] Voice 1: that's what that concludes that item just to uh local trust committee

[0:35:09] Voice 1: chair of claims with the most interesting challenge so mr pair i think this would be

[0:35:16] Voice 1: a good opportunity we provided you a matrix just and you know we normally don't guess ahead like

[0:35:22] Voice 1: this um it's too much because i don't want to get in the way of your thinking but uh this is

[0:35:27] Voice 1: of a framework you can discuss way better lives it's in on electronically so it's in building

[0:35:34] Voice 1: color and it's like you don't have to land this today you can land it on the 23rd because you

[0:35:42] Voice 1: got to go off and look at your life but you might want to start going because you don't know who

[0:35:46] Voice 1: you're going to be on you see until like an hour and a half ago so you might want to look at that

[0:35:52] Voice 1: and come back to that meeting on the 23rd and go this is what works for me and all that kind

[0:35:59] Voice 1: of stuff you've got a little bit of input from just council around this stuff and you're going

[0:36:04] Voice 1: to inform the chair

[0:36:05] Voice 3: have

[0:36:07] Voice 1: we ever pulled trust committees to as to who they would like to be

[0:36:12] their chair no no no so i think as indicated section 23 is up to the chair of miles trust

[0:36:21] so you have to buy it by gas you could ask um trustees

[0:36:26] Voice 1: and then i

[0:36:28] Voice 2: don't anticipate any

[0:36:29] Voice 2: distressed council but you know so like yeah if you completely say it i say well i'm interested

[0:36:33] Voice 2: and the self-pending we don't want on i just i just i was wondering if there was sort of a

[0:36:40] Voice 2: preference there isn't yeah

[0:36:42] Voice 1: i know i don't see with this group because i think it's a pretty

[0:36:44] Voice 1: cohesive group the only thing and i had a couple people ask me about you

[0:36:50] Voice 4: know how can we get

[0:36:52] Voice 4: a or b as our chair and so the only advice i had was last term i specifically lobbied for mr

[0:36:59] Voice 4: locke to be our local chair and i had a reason that i i know i spoke to russ about it i know

[0:37:06] Voice 4: i spoke to david and i spoke to carmen that was except my lobbying lab here yeah so the trust

[0:37:12] Voice 4: new trustees that did ask me i said i suggest that they if they are interested in having a particular

[0:37:18] Voice 4: particular chair that they might consider contacting the chair of EC and um that ultimately

[0:37:25] is his decision there's no harm in talking to

[0:37:28] Voice 1: the other members of EC as well but Peter's the guy

[0:37:34] Voice 1: yeah and the matrix that's in front of you this is just intended we provide a little bit of an

[0:37:42] Voice 1: overview of and you can't really see it here but uh on the colored version we color coded so you

[0:37:49] Voice 1: can see which trust committees have completely new trustees versus seasoned trustees so i think

[0:37:54] Voice 1: that's a consideration we've indicated a number of meetings per year to give you an idea of

[0:37:59] Voice 1: trying to balance that for the for the chairs and the meeting days because if you have a chair

[0:38:06] Voice 1: as a meeting that's meeting on the same day that you know what we need to think about that

[0:38:12] Voice 1: um the estimated workload that's just really a bit of a combination of the number of meetings

[0:38:19] Voice 1: plus the types of applications and work that you find out those things and then a little bit of information about the 30 availability to get that so consideration of trouble for the trustees and the

[0:38:31] Voice 5: geographic makeup so

[0:38:39] Voice 1: i'm implying to think making this decision on the 23rd it's going to be that's what you said give us time to think and maybe have some kind of conversations

[0:38:50] Voice 1: i've indeed trustees have made some suggestions to me about appointments um but it's it's complex

[0:39:00] Voice 1: because it's travel um frequency you know to some extent compatibility um that all needs to be

[0:39:09] Voice 1: factored you know the one conversation that's out there is about the chair

[0:39:17] Voice 1: Chair, not chairing LTCs?

[0:39:20] Voice 1: To be honest, I don't agree with that.

[0:39:22] Voice 1: But that's a different...

[0:39:23] Voice 1: To be honest, I don't either.

[0:39:24] Voice 1: That's a different conversation.

[0:39:26] Voice 1: Because I think it's important for the chair to be in touch with community.

[0:39:30] Voice 1: I had one consideration

[0:39:31] Voice 4: I was thinking about,

[0:39:33] Voice 4: and I don't know what standard practice had to be to this point.

[0:39:38] Voice 4: But even then, I have like the, probably the worst regular weekday,

[0:39:44] Voice 1: very certain that I was thinking about it a little bit.

[0:39:45] Voice 1: You do?

[0:39:46] Voice 1: um and that is what i was thinking for example denman

[0:39:52] Voice 4: and hornby having a very close proximity

[0:39:55] Voice 4: there could be an efficiency potentially of

[0:39:59] Voice 1: attending

[0:40:00] Voice 4: a denman meeting one day

[0:40:02] Voice 1: and attending the hornby meeting the following day should i be appointed to those islands and

[0:40:11] Voice 1: i know

[0:40:11] Voice 4: that that's a scheduling issue first it would

[0:40:14] Voice 1: would be for staff to figure out if that

[0:40:16] Voice 1: makes sense from a staff perspective but that's just something that popped into my head earlier

[0:40:23] Voice 1: and staying home well right yeah because then i would i could if it were i that would it would

[0:40:32] Voice 1: reduce the amount of expenses for staying away from home if they were sequential like that for me

[0:40:42] honestly i don't have any issues with it but they only want to be cumbersome for me

[0:40:49] So you

[0:40:50] Voice 1: can probably just use a filter.

[0:40:51] Voice 1: You don't do that.

[0:40:52] Voice 1: Okay,

[0:40:53] Voice 2: so that's great.

[0:40:54] Voice 1: You

[0:40:55] Voice 2: can actually do that in

[0:40:56] Voice 1: case you've got a .

[0:40:59] Voice 1: Which we had last term.

[0:41:02] Voice 1: Yeah.

[0:41:02] Voice 1: You can cross that line out.

[0:41:04] Voice 1: But we do have Gambier keys.

[0:41:07] Voice 1: Gambier keys.

[0:41:08] Voice 1: We're going to go out now.

[0:41:11] Voice 1: But otherwise, that'll swap me in

[0:41:13] Voice 1: or whatever it is appropriate from my aspect so i'll just uh maybe finish about the false point

[0:41:21] so i have been uh it was suggested to me that actually i'm not

[0:41:27] Voice 1: chair by one of the

[0:41:29] Voice 1: trustees one of the trustee trustees because i've been chair on the output two terms and

[0:41:35] Voice 1: maybe a fresh perspective would be valuable i'm not married to the idea so that would be it and

[0:41:44] Voice 1: And you'll note, Salt Spring is the high workload.

[0:41:49] Voice 2: And

[0:41:49] Voice 1: so whether there's an interest,

[0:41:51] Voice 1: and it's not a policy, it's just a practice.

[0:41:54] Voice 1: Yeah, absolutely.

[0:41:54] Voice 1: If there's an interest in somebody trading off

[0:41:57] Voice 1: a high-level workload island or other islands,

[0:42:03] Voice 1: I'm absolutely interested in that discussion.

[0:42:06] Voice 1: I think some fresh perspective, you know,

[0:42:09] Voice 1: at this point in time, people like me, people hate me.

[0:42:11] Voice 1: Yeah.

[0:42:12] Voice 1: absolutely um i wanted to say that the lesson i learned last year in the appointments of the

[0:42:20] Voice 1: ltc's is we pull uh laura patrick managed all the sudden developments for the most part dan managed

[0:42:29] Voice 1: one of them um and indeed one custody managed hornby and denman and to some extent it sets us

[0:42:37] Voice 1: sets up a dynamic which may be different than others and so i think we just have to consider

[0:42:44] Voice 1: that one trustee in a geographic area that maybe has different influences might um not necessarily

[0:42:54] Voice 1: be received well but i think we need to consider more than just cost and convenience yeah we need

[0:43:01] Voice 1: to think about the fit in the community because i think that in the southern gulf islands i think

[0:43:05] Voice 1: I think that was really tough for Laura to be so close to all the issues in such a small

[0:43:10] Voice 1: area.

[0:43:16] Voice 1: So mixing it up is something I learned last time, and admittedly sometimes there's more

[0:43:21] Voice 1: travel and a little more expense associated.

[0:43:25] So I am happy to

[0:43:27] Voice 1: take on, and what I've done in the past is take on Salt Spring as the

[0:43:30] Voice 1: high workload one, and then I take on a small area.

[0:43:33] Voice 1: I would be happy to continue to take on two trustees or two trust areas, and maybe that's a small area and a medium area, because I certainly wouldn't mind having a little less frequency, and so maybe that's one of the mid-sized islands, like Gabriel or Gambier, like the 3Gs, I've got my eye on the 3G islands, because I've never chaired one of those.

[0:43:54] Voice 1: So I want to be a team member. I don't see myself as the chair,

[0:43:58] Voice 3: team

[0:43:59] Voice 1: member, because the workload has to work for all of us.

[0:44:03] Voice 1: Can I ask a question? So the vice-chairs still carry the communications equipment, how

[0:44:13] Voice 3: is that going to be?

[0:44:20] Voice 1: with the uh our ability to democratize our meetings and the awkwardness of delivering

[0:44:27] Voice 1: it across 13 different jurisdictions as you can appreciate but not having quite possibly

[0:44:32] Voice 1: the confidence trust council not the budget confidence because they didn't take this and

[0:44:40] Voice 1: and provide one of these in each of the jurisdictions

[0:44:43] Voice 1: so that we could just have a local person set it up

[0:44:46] Voice 1: and get us ready to go.

[0:44:48] Voice 1: So that was a mildly contentious,

[0:44:51] Voice 1: we weren't gonna go there discussion.

[0:44:53] Voice 1: So that left us with four or five,

[0:44:56] Voice 1: just as you described,

[0:44:57] Voice 1: four or five of these kits,

[0:44:59] Voice 1: the kits get brought forward,

[0:45:01] Voice 1: a staff person goes with you.

[0:45:03] Voice 1: Then we proposed at least one new FTE

[0:45:05] Voice 1: because we never absorbed that cost.

[0:45:08] Voice 1: so it's the lorries and the other people and there's many there's other lorries

[0:45:13] Voice 1: organized for ltcs to do incredible jobs they've been moved off their job part of their job

[0:45:23] Voice 1: it's not perfect we are i'd love to find a solution to make it better um it's probably

[0:45:30] looking at the capital to put a system on each of those islands the whole um connected coast

[0:45:38] thing i think you can end up with pretty decent connectivity

[0:45:41] Voice 1: and whereas five six years ago we

[0:45:43] Voice 1: didn't have it yeah but it could be another four years yeah well we've got a starling

[0:45:47] Voice 1: so it's not fixed i'm glad you're old how many um how many um

[0:46:04] Voice 1: Oh,

[0:46:04] Voice 2: there's just three kits.

[0:46:06] Voice 1: There's four kits.

[0:46:07] Voice 1: Four kits.

[0:46:07] Voice 1: What if one

[0:46:08] Voice 1: was left like on Mesquitee, and if you were doing sort of the Northern Islands,

[0:46:15] Voice 1: like do they have to come back to a certain location?

[0:46:18] Voice 1: That's the pattern.

[0:46:19] Voice 1: I don't know.

[0:46:20] Voice 1: I don't think they have to come back.

[0:46:23] Voice 1: There's a downloading function that where we take that and we get that onto our servers

[0:46:30] Voice 1: as soon as possible to make it available to the public to be right so we need it back

[0:46:38] Voice 3: and so the

[0:46:38] Voice 3: nuts and

[0:46:38] Voice 1: bolts of this haven't been one person who's done it is you know i like to walk on a

[0:46:44] ferry like and i ride my bike and packing all this crap on my bike was a hassle dragging it up the

[0:46:49] hill

[0:46:50] Voice 1: to the community center on the speedy island was a hassle and i know that i know that other

[0:46:55] Voice 1: trustees you know you've got a wheelie bag under the ferry you've got your clothes and everything

[0:46:58] Voice 1: everything else in it and you get the screw kit it's a real hassle and I always I ended up each

[0:47:05] Voice 1: of the chairs ended up taking it home so it doesn't go to a destination and only for a little

[0:47:10] Voice 1: time every once in a while is an update that happens so that's that but there's got to be

[0:47:15] Voice 1: a better way the reason I ask is um if we can create some efficiency with say perhaps some

[0:47:25] Voice 1: of the time the chairs are zooming in let's say equipment was left on gabriel island north office

[0:47:33] Voice 1: and you don't have to travel there you can

[0:47:36] Voice 1: zoom in remotely and could we buy more equipment so

[0:47:40] Voice 1: that it's shared around so maybe the

[0:47:41] Voice 1: chairs aren't always traveling and then we could also

[0:47:44] Voice 1: find more equipment finding places to store them so we haven't really talked about ltc

[0:47:52] Voice 1: electronic means much in this meeting maybe we should have a good conversation about that on the

[0:47:56] Voice 1: 23rd yeah that'll help inform you the other thing is you could just record an email but there's

[0:48:06] Voice 1: there's nothing that says that you have to live stream them right or have it be fully interactive

[0:48:13] Voice 1: there are options to have it the way it was right and the different ltcs might be a conversation

[0:48:20] Voice 1: that we have.

[0:48:22] Voice 1: Don't turn it to me and say it's a diversity of opinion.

[0:48:24] Voice 1: There is.

[0:48:25] Voice 1: Yeah.

[0:48:26] Voice 1: Yeah.

[0:48:27] Voice 1: Yeah.

[0:48:28] Voice 1: That's sort of delving into the political realm.

[0:48:33] Voice 1: Because some, you know, in many respects,

[0:48:35] Voice 1: although it was amazing that we were able to do what we did

[0:48:38] Voice 1: through the pandemic, we crossed the line

[0:48:40] Voice 1: where you have set expectations.

[0:48:42] Voice 1: And people expect to be able to do this.

[0:48:45] Voice 1: But trustees so far have not prepared to finance it.

[0:48:49] Voice 1: And yet, at the same time,

[0:48:50] Voice 1: everybody goes all those in favor no we're not in favor and then the next motion is we want to have

[0:48:57] Voice 1: public participation electronically well you can't do it

[0:49:04] Voice 1: yeah but that's a conversation for the 23rd too but it sounds yeah 23rd means the new year

[0:49:11] Voice 1: we need mark here for this i don't know what your mobility

[0:49:17] Voice 1: interest options are but that's obviously a serious consideration

[0:49:24] Voice 1: But I assume it's

[0:49:26] Voice 2: a bit different,

[0:49:26] Voice 1: like I

[0:49:28] Voice 2: know on Main Island we might get one or two participants in the electronic side, and I know allegedly on Pennard they've got like 200.

[0:49:37] Voice 2: So it seems like every island's got a different sort of...

[0:49:41] Voice 2: I think that's fair.

[0:49:43] Voice 1: Here's the great thing about it though.

[0:49:45] Voice 1: if it's interactive the phone can come into your meeting for 20 minutes and we don't have to send

[0:49:53] Voice 1: the director of planning there to assist you so you can get that level of expertise or david or

[0:49:59] Voice 1: yeah half the planners you can you've got the whole staff at your meeting instead of

[0:50:05] Voice 1: them not there or or they're taking the

[0:50:08] Voice 6: entire day the

[0:50:09] Voice 1: entire day you're spending eight thousand

[0:50:11] Voice 1: dollars in salary to have someone there yeah you never got to that issue on the agenda

[0:50:16] Voice 1: right right i

[0:50:17] Voice 1: mean that could be a good argument in terms of procuring more equipment yeah yeah

[0:50:23] Voice 1: well we're gonna have a pretty big budget discussion the regional team approach to

[0:50:28] Voice 1: planning like often we're getting the regional team members zooming in to meetings and providing

[0:50:34] Voice 1: that it should be something going carefully there's a real there's a real real opportunity

[0:50:41] Voice 1: well and there's there's been conversation at least on gaviola about separating and this was

[0:50:47] Voice 1: actually a recommendation from sal to like saying this for quite a while

[0:50:51] Voice 1: why couldn't you have the

[0:50:52] Voice 1: business part of meeting during the day and maybe the more public facing town hall and sort of cross

[0:50:58] Voice 1: community bigger projects could be a separate meeting um could be an overnight so if you're

[0:51:04] Voice 1: staying let's say on denman there's a community meeting that evening and then you're whatever but

[0:51:10] Voice 1: could the two local trustees just be there because that's quorum things that don't require staff or

[0:51:16] Voice 1: they're not applications related um and i'm not suggesting for every single meeting because i

[0:51:21] Voice 1: would just double everything but um doing it a bit yeah or create anything because we have the

[0:51:29] Voice 1: technology it's not it'd be impossible i'm a bit of a stickler for process so i always assume that

[0:51:40] Voice 1: that there's a minute taker and a chair because we're adapting to some decisions of the community

[0:51:49] Voice 1: and it needs to be transparent and helpful so that all that needs to exist so however

[0:51:54] Voice 1: it is you choose to do it

[0:51:55] Voice 3: but

[0:51:55] Voice 1: there's some minimal criteria about respecting a public

[0:51:59] Voice 1: process that hasn't happened necessarily and we're

[0:52:04] Voice 5: suffering for that sounds like you're

[0:52:12] Voice 5: to have a full event on the

[0:52:14] Voice 1: 23rd um shared appointments and so i'm interested to hear

[0:52:19] Voice 1: from you but what you're interested in should help you know something like i'm going i don't

[0:52:23] Voice 1: i'm not going to make some decision i want it to be some vision so i don't know what's going to

[0:52:30] work as a team thank

[0:52:31] Voice 1: you um so council committee appointments we're not going to do that today

[0:52:42] Voice 1: oh right that's all right yeah i was expecting that would be a different item

[0:52:46] Voice 1: so this executive committee member financial planning committee and then indeed the financial

[0:52:53] Voice 1: membership so um well we'll just take it in order those people who want to be on financial

[0:53:02] Voice 1: planning committee if i remember right you said we can pick three people from that list

[0:53:06] Voice 1: that's by council policy and then that would be two more coming later and so that would create

[0:53:13] Voice 1: a committee of four plus three seven so they have a quorum well they'll have the executive committee

[0:53:18] yeah that's us four yeah and they'll have the it the appointment by that day yeah and they'll have

[0:53:26] the three

[0:53:26] Voice 1: that you're appointing today uh

[0:53:32] Voice 1: no the itc itc is appointing a representative on that pc so if there would be no point in having

[0:53:45] Voice 1: um vice chair elliott be that person double shift right no you want another perspective

[0:53:52] Voice 1: no she's about to go over and be in the group yes right yeah

[0:54:09] Voice 1: for this next six months before there's some discussion um around reconsidering the fbc

[0:54:15] Voice 1: um i think you have to pick those names

[0:54:23] so i don't know if anybody talked to any of these people about their membership on

[0:54:28] Voice 1: some people did talk to me about it david do you have a recommendation on how we should do this

[0:54:33] Voice 1: in terms of i have no recommendations far away from that you're going to give us balance or

[0:54:40] Voice 1: something yeah now the

[0:54:41] Voice 1: policy provides no guidance so it's really a pretty cool decision and it's

[0:54:46] Voice 1: your decision and council gets to run it by it okay so you can take the advice of your

[0:54:54] Voice 1: committee members

[0:54:55] Voice 1: on the geographic representation

[0:54:58] or

[0:54:59] Voice 1: particular expertise or

[0:55:00] Voice 1: I just know that

[0:55:02] Voice 1: the person I know who's been most engaged

[0:55:04] has been Mary.

[0:55:06] She's been very

[0:55:09] inattentive and constantly about financial

[0:55:11] stuff, so I believe she'll

[0:55:13] be very engaged in the committee.

[0:55:17] Voice 5: That's

[0:55:18] Voice 5: the one that

[0:55:19] Voice 1: stands out to me.

[0:55:25] Voice 5: Anybody stand up?

[0:55:27] Voice 1: somebody stand up to anybody else I agree by the way yeah I think it would be

[0:55:40] Voice 4: nice uh to have at

[0:55:43] Voice 4: least one person

[0:55:45] Voice 1: with some prior uh recent experience and I would I'd like to see Laura

[0:55:52] Voice 1: Or Patrick, perhaps, sir.

[0:55:57] Voice 4: I don't know enough about most of these other people.

[0:56:01] Voice 4: I don't know what kind of level of experience, like with finances.

[0:56:08] Voice 4: I know Makala does people's taxes, and it's good with numbers

[0:56:13] Voice 1: on a personal level.

[0:56:16] Voice 1: uh i don't know anything about david or joe or aaron in terms of their background or

[0:56:27] Voice 1: and not that that's it and i'll be all about it yes definitely mention about david as you just

[0:56:36] Voice 1: asked david was on executive committee previous term um was a good member he's sat on the board

[0:56:44] of the very significant credit union i think credit union and uh courtney so he has a good

[0:56:53] strong financial background and um i think he would be good but there are also others who are

[0:57:00] Voice 1: active certainly joe bernardo i'm looking to see he's interested in governance he's definitely got

[0:57:05] Voice 1: a solid head on his shoulders um but that isn't meant to criticize aaron or deb or mckay at that

[0:57:15] Voice 1: I'll just point out another thing you might want to consider.

[0:57:18] Voice 1: That is that the principal programs committee and regional talent committee will be appointing one of them to FPC.

[0:57:27] Voice 1: The chair actually will become a member of the FPC.

[0:57:30] Voice 1: So you could look at who's going to that along with this and give that in mind as well.

[0:57:36] Voice 1: I was just thinking, yeah, who's signing with the other committees.

[0:57:39] Voice 1: because we see that one very well in there blank can you have a cross over there

[0:57:59] Voice 1: opens another spot right okay

[0:58:01] Voice 1: i'd be happy to make that trade off of this yeah

[0:58:04] Voice 4: so maybe mary

[0:58:06] Voice 4: read and i saw aaron signed

[0:58:08] Voice 4: up for two i'm just thinking that like if anyone says find out for

[0:58:12] Voice 4: two then it gives us a little bit more room to get them on a committee without necessarily

[0:58:20] Voice 1: having to be on fbc right so we want to look at the tables and ability but good to know david

[0:58:29] Voice 1: graham has us

[0:58:30] Voice 4: again that's good good to know that david graham has that skills and i did not know

[0:58:33] Voice 4: that that's of course he knows how it all

[0:58:35] Voice 1: works yeah i know that sounds like a good asset for

[0:58:38] Voice 1: fbc so but is it just just doing the math it sounds like may read michaela and david seems

[0:58:49] Voice 1: if we're looking for a numbers perspective of course staff bring the numbers we bring the

[0:59:00] Voice 1: political decision i'm interested in seeing what joe bernardo touched with his girl head that's

[0:59:08] Voice 1: on his shoulders but he's on governance committee which doesn't have a representative of natural

[0:59:12] Voice 1: philanthropy and certainly he also had an administrative law as his specialty

[0:59:17] Voice 1: i had a great conversation he'll make a decision i had a great conversation with him about his

[0:59:23] perspective on the governance report and i i strongly recommended that he consider

[0:59:30] no i know but i recommend that he put his name in for governance committee

[0:59:35] Voice 1: based on that conversation

[0:59:41] Voice 1: say again i think he'd be really good on that piece on financial crisis

[0:59:55] Voice 5: so we have some consensus then and i always drive

[0:59:58] Voice 1: the show as well so tell me to sit down

[1:00:00] Voice 1: my read joe david yeah somebody make a motion uh i think it's so i

[1:00:11] Voice 3: think it's time to fight

[1:00:12] Voice 1: yeah i i mean

[1:00:27] Voice 4: i i i'd like to see because she's put too much energy in it i'd like to see they

[1:00:32] Voice 4: read on there i think david's good and i could go with either joy or joe or my god on myself so okay

[1:00:38] Voice 1: so then i'm i'm going to appoint my read bowen joe bernardo david graham and flanking perfect

[1:00:50] Voice 5: um so executive

[1:00:56] Voice 1: committee appointment it's a financial visit

[1:00:58] Voice 1: um standing through well chair letter of introduction to the minister's request

[1:01:07] Voice 1: this is a request for the second that said i didn't get into one uh

[1:01:23] Voice 1: um so this is something it could be on your next agenda but this is typically i'm looking

[1:01:27] Voice 1: for like to ask the chair to write to um other partners that we work with advising

[1:01:33] Voice 1: them who's been elected yeah let's sort of do that all the time

[1:01:39] Voice 1: matter of course yeah yeah so somebody else somebody want to make a motion on that topic

[1:01:47] Voice 1: you see regular introduction to ministers in mla there's a recommendation

[1:01:58] Voice 5: i

[1:02:03] Voice 1: move that executive committee direct staff work to the chair on a letter of introduction

[1:02:07] Voice 1: regarding islands trust council new term trustees 2022-26 for distribution for the appropriate

[1:02:14] Voice 1: and island trust area members of the legislative assembly and the premier

[1:02:19] Voice 1: move to have seconds

[1:02:21] Voice 1: any discussion oh we'll

[1:02:28] Voice 5: see that um request

[1:02:35] Voice 1: for medical call the media the executive committee

[1:02:38] Voice 1: we'll just read the side of that we've talked about it we can see that lgc chair reports on

[1:02:43] Voice 1: local advocacy topics uh that's just normally there that's normally that so there we go next

[1:02:49] Voice 1: scheduled meeting is 9 a.m in victoria boardroom and that's um electronic i will be attending

[1:02:58] Voice 1: if i might just on the local advocacy topic just like that the port is undertaking an engagement

[1:03:04] Voice 1: right now or a greater acreage and we can get email out to subscribers and question

[1:03:08] Voice 1: this thing on my list and remember what it has intended so i sent it out the day of the north

[1:03:13] Voice 1: kind of your plans um but there are upcoming opportunities and there's not one new section

[1:03:17] Voice 1: this is something you may wish to share and one down just want to bring that to your attention

[1:03:22] Voice 1: we did receive a letter to um several local trust committees asking for staff attendance so

[1:03:29] Voice 1: that has not been added to agendas because there were no meetings and

[1:03:32] Voice 1: just wanted to make you aware that the board has reached out and um that's where that stands right

[1:03:42] Voice 5: okay the only thing you're looking at these lists

[1:03:50] Voice 2: i see some missing names but also with the people

[1:03:55] who were not successful on connection planning committee could we reach out and ask if they

[1:04:01] had an interest on another committee because of course the goal is everybody to be on a committee

[1:04:06] and so people like michael and also only indicate their financial

[1:04:10] Voice 1: and i see like for instance janine sneakily got out without putting her name anywhere

[1:04:24] Voice 1: and in that same announcement we could suggest that those that

[1:04:30] Voice 1: were interested in serving on fphc to sign up for gpc for rpc and um become the chair

[1:04:43] Voice 4: Yeah, I was going to just comment that the policy has no limit on the number of appointees

[1:04:50] Voice 1: to the RPC at TPT, but you don't want to go up for councils, you don't want to go by them.

[1:04:55] Voice 1: You don't want to go more than 12 members, you don't want to have 15 or more.

[1:05:01] Voice 1: So there's room,

[1:05:02] Voice 1: is what I'm saying.

[1:05:05] Voice 1: And what are we getting about this accessibility committee?

[1:05:09] Voice 1: So I can speak to that.

[1:05:11] Voice 4: I'll be bringing a report to the Council on the Accessibility Committee with some recommendations.

[1:05:18] Voice 4: We don't have to work. No, we need to establish it by September.

[1:05:23] Voice 4: So

[1:05:23] Voice 1: in March, hopefully we'll get policy adopted and then we'll get to work again.

[1:05:29] Voice 1: I have a question about this.

[1:05:32] Voice 1: and it's just because we're talking about sitting down with the minister

[1:05:36] Voice 4: and the finances and it

[1:05:40] Voice 4: occurs to me that here's the province saying you're going to do this so it's one more thing

[1:05:45] Voice 4: that the province is hanging us to do it's an amount of money it's going to there are going

[1:05:50] Voice 4: to be some costs associated with us oh there was a committee so yeah just that just

[1:05:56] Voice 1: want to flag

[1:05:57] Voice 1: flag that that could be part of our they'll be cost involved we talk right we talked to the

[1:06:03] Voice 1: minister yeah they'll be costing Bobby running there's a requirement to do an accessibility

[1:06:10] Voice 1: report so it does not get in Paris so the cost of higher consultants where we're committed to

[1:06:16] Voice 1: do that and then there'll be a requirement to monitor and obviously implement any recommendations

[1:06:21] Voice 1: patients so it could be ongoing offers

[1:06:27] Voice 1: having been involved in safety committees that could be significant and ongoing possible

[1:06:34] Voice 1: and if we change facilities like we might get a little bit

[1:06:38] Voice 1: that is not it

[1:06:40] Voice 1: might

[1:06:42] Voice 4: be one of them we're not going to

[1:06:43] Voice 4: worry about one of the things we could

[1:06:44] Voice 4: add up to our list of it is going

[1:06:47] Voice 4: talking to the minister about

[1:06:49] Voice 1: why we might want some more funding

[1:06:52] Voice 1: be one more example a little client though that the problem is just a graph program to assist with

[1:06:59] Voice 1: okay okay that we don't need details right now we're going to be reporting to you yeah

[1:07:04] Voice 1: for that are you good yeah fair yeah yeah we will go just a thought much is the end

[1:07:14] Voice 1: yes i'm going to want to check with claire i didn't i didn't mention i was going to do

[1:07:19] Voice 1: there with you about um anchorages or other activities that we should be interested in but

[1:07:24] Voice 1: i think that will also come to us in the future um yes look when the consultation closes

[1:07:31] Voice 1: uh i'll bring it certainly you're all welcome to comment as individuals

[1:07:35] Voice 1: yeah and i

[1:07:36] Voice 1: would need to see when the consultation closes

[1:07:41] Voice 1: yeah towards the end of november and you know we got the extension

[1:07:49] Voice 1: yeah i think we'll bring that correspondence to you yeah um the port of vancouver online

[1:07:54] Voice 1: consultation closes um information session is the 22nd just give me one moment let me know

[1:08:04] Voice 1: the online consultation closes on november 30th so if you wanted to write in with bonnie

[1:08:11] Voice 1: think it would need to provide direction prior to that and you know sort of conceptually i speak

[1:08:20] Voice 1: and write and we speak and write on behalf of council and usually those all of those things

[1:08:26] Voice 1: are vested in decisions of council or positions of council so we have to look back to what

[1:08:33] Voice 1: positions are to be able to support something that carries the message of council and i can say

[1:08:42] Voice 1: currently we have strong positioning from council seeking for the elimination

[1:08:46] Voice 1: and this consultation is around the formalization of the existing

[1:08:50] Voice 1: um but your your next meeting would then be november 23rd

[1:08:58] Voice 1: okay so let's concentrate how that unfolds and uh therefore if there's no business today

[1:09:08] Voice 1: when you finish rolling the camera there

[1:09:15] Voice 1: it's interesting i might be running into technical difficulties for the ability to

[1:09:19] Voice 1: post this recording election that's how it happens
