[0:00:22] Voice 3: and pat todd um and um can stockdale his also so we're doing good here so we have an agenda before

[0:00:33] Voice 3: for us so if by consensus we'll approve the agenda as posted with the one business item

[0:00:42] Voice 3: okay everybody's cool with that um all right and so our one business item is the draft meeting

[0:00:48] Voice 3: schedule for approval and we have three versions ahead of us and who wants to kick it off i think

[0:01:02] Voice 5: I don't know how the order of business goes for stuff like this, but the idea behind it

[0:01:14] Voice 5: and a little bit of what we had heard from the folks are looking to have a little bit

[0:01:25] Voice 5: bit more accessibility to the trust and the meetings and and who is um who is able to come

[0:01:35] Voice 5: to the meetings when they're on thursday uh is not there's not a lot of people that can so the

[0:01:41] Voice 5: idea of maybe trying to get them to a to a friday schedule where it's a little bit easier school

[0:01:47] Voice 5: district 64 has a consolidated week so quite often parents have already had to make some sort of

[0:01:54] Voice 5: concession for Fridays uh to have a freer schedule themselves and would have the ability to come

[0:02:00] Voice 5: to a meeting as well as we have quite a few off-islanders on Pender that to come on a Thursday

[0:02:08] Voice 5: and either go back to work or extend a weekend to a five-day weekend sort of a thing isn't uh sort of

[0:02:15] Voice 5: a realistic for them so the hope of trying to move them a little bit uh closer to the weekend and

[0:02:23] Voice 5: maybe you just have to pull a long weekend but you don't have to go back to work the next day

[0:02:33] Voice 2: a couple different thoughts so we thought about doing the

[0:02:36] Voice 2: the shifting around i like the friday idea that aaron's talking about and then we also thought

[0:02:41] Voice 2: about doing um this had been conversation last term too around having like a meeting every

[0:02:50] Voice 2: like basically six regular meetings a year six or seven regular meetings a year and then having

[0:02:55] Voice 2: having some Saturdays where we could have more community information meetings, so not

[0:02:59] Voice 2: regular business decision meetings, but more community information meetings, so we can

[0:03:03] Voice 2: really foster that community conversation move, and putting them in the afternoon on

[0:03:09] Voice 2: the Saturdays after the, yeah, so starting them at 1 p.m., so thanks for that, Kim, or

[0:03:15] Voice 2: whoever worked on the schedule, because that allows us to do it after the market and have

[0:03:20] Voice 2: maximum attendance.

[0:03:20] Voice 2: attendance um it would be good i think just looking at what is um provided in the in the

[0:03:27] Voice 2: document i'm looking at the last page one that's my favorite one um so the last page one um the one

[0:03:34] Voice 2: there's two two changes i would suggest on that one is that the saturday meetings be at the hall

[0:03:41] Voice 2: since everyone's at the hall and i didn't know kim if he had checked with them and they were just like

[0:03:45] Voice 2: like no because it's too busy there or if it was it's possible and then the other question that i

[0:03:51] Voice 2: had is i have only one conflict i don't know 100 that it's a conflict yet but i think it is

[0:03:58] Voice 2: in march and i'm wondering if there is flexibility for that march 25th day to be a week earlier

[0:04:04] Voice 2: and so the

[0:04:10] Voice 3: saturday meetings um they're more community meetings so the idea is not to have

[0:04:16] Voice 3: have a planner in attendance just to have a recording secretary?

[0:04:20] Voice 2: Not necessarily. I think

[0:04:22] Voice 2: that they would be themed potentially, depending on what work we're doing in the moment. So for

[0:04:28] Voice 2: instance, Kim, if we're working on land use bylaws in March, maybe we focus a real conversation around

[0:04:33] Voice 2: like, what do all these things mean? And what are the questions you want to ask? So maybe there

[0:04:37] Voice 2: would be a planner available at that one. Maybe in June, it's something about the water, you know,

[0:04:43] Voice 2: our water sustainability work and so then maybe william shilba comes to that one um but that

[0:04:49] Voice 2: there are no decisions being made we still need to have a record like a meeting note taker just

[0:04:54] Voice 2: for legal like ramifications of it but it's really meant to be much more informal and just like

[0:05:00] Voice 2: questions and answers and conversation and just getting community talking um instead of the more

[0:05:05] Voice 2: formal meetings that we run in the sort of regular business okay

[0:05:10] Voice 3: so if so if we get with that um

[0:05:14] Voice 3: So maybe just turn over to Robert Kojima just to discuss the staffing implications.

[0:05:19] Voice 7: So if the LTC is agreeable to that schedule, that's great.

[0:05:23] Voice 7: That works with the changes on the 25th to the week earlier.

[0:05:29] Voice 7: But what I'd suggest is that given that format, that those Saturday meetings not be regular business meetings, but they'd be special meetings.

[0:05:39] Voice 7: that would avoid confusing people and it would also be consistent with the trust council policy

[0:05:46] Voice 7: to minimize regular business meetings on weekends schedule with special meetings

[0:05:53] Voice 7: and yep staff can attend probably you know in discussion with the local trustees in advance

[0:06:00] Voice 7: couple weeks in advance of that meeting make the decision about whether the planner should attend

[0:06:04] Voice 7: or not yeah and

[0:06:06] Voice 2: I think I'd even be open to like having them somewhat hybrid if we can like

[0:06:10] Voice 2: figure that out so that the planner wouldn't necessarily have to travel on the weekend

[0:06:15] Voice 2: we could do that seems reasonable and appropriate given it's a weekend yeah

[0:06:19] Voice 7: and that's more

[0:06:20] Voice 7: financially responsible as well so what else was I going to say oh yeah so the chair would be

[0:06:33] Voice 2: think that's open for a conversation because

[0:06:39] Voice 7: chair mod attends then he'll bring the streaming equipment um and it can be uh you know live

[0:07:21] Voice 7: it's a good good side gig for people but we just haven't been very successful in the last

[0:07:37] Voice 5: could we talk to the community resources folks about their about their

[0:07:45] Voice 5: equipment and and make it so that dave could possibly join um remotely as well like if the

[0:07:56] Voice 5: idea is to have it mostly be uh community information us gathering information from

[0:08:02] Voice 5: the community as opposed to us delivering anything of of weight uh to the community

[0:08:08] Voice 5: at those meetings more like a almost town hallish kind of a opportunity for them to talk

[0:08:15] Voice 5: um it it almost feels like it wouldn't he wouldn't need to be there physically

[0:08:22] Voice 5: um as long as he could he could zoom in and maybe the community resources

[0:08:26] Voice 5: folks would be able to help us set something like that up as a community-minded kind of an event

[0:08:33] Voice 7: yeah yep so they i know they have the the setup in the in the crd office but that space is probably

[0:08:39] Voice 7: too small to accommodate many members of the public but i'm not sure if it's mobile if they

[0:08:44] Voice 7: they can take it and set it up in the community hall or the church hall? That would be the

[0:08:49] Voice 7: question if somebody wants to check on whether that's possible.

[0:08:54] Voice 2: the office. And I think, Aaron, I think related to that is also like us coming to an

[0:09:02] Voice 2: understanding of what those Saturdays are. I don't know that we have to do that right this second,

[0:09:05] Voice 2: but like I kind of see them in two pieces. Like one might be some kind of like mini share around

[0:09:13] Voice 2: something and i actually think it might come from us as opposed to the planners and the planners are

[0:09:20] Voice 2: there just as a resource to like answer questions or anything like that but i actually think like

[0:09:25] Voice 2: it's a topical thing that comes from us and we just put it on the table and open it to questions

[0:09:29] Voice 2: and then there's like a second half of the meeting or a portion of the meeting where it's any other

[0:09:34] Voice 2: random stuff you just want to share and talk about yeah

[0:09:39] Voice 5: them in a sense is is useful because it keeps people from just sort of a scattergun type

[0:09:48] Voice 5: approach to just whatever topic happens to pop up in their mind um and we i mean i'm sure that

[0:09:55] Voice 5: there's some way to maybe you know mini pull the island for some different ideas if if there are

[0:10:01] Voice 5: things that people are really kind of wanting to to discuss and uh and take that into consideration

[0:10:09] Voice 2: that actually makes me think when is the march trust council is it is

[0:10:30] Voice 6: 7th to the 9th so

[0:10:33] Voice 2: our first community one is going to be after the first budget is done

[0:10:37] Voice 2: as opposed to before yes done so that is something to consider when looking at this

[0:10:43] Voice 2: like is it actually worthwhile to try and do like the february 24th one as the open one so we're

[0:10:50] Voice 2: are well informed about our community's views on the budget before we walk into the trust council

[0:10:56] Voice 4: just point out as well sorry to interject that the last two weeks of march are spring break

[0:11:00] Voice 4: so many families will be doing other things right

[0:11:06] Voice 2: so maybe i don't know this is like messing with

[0:11:09] Voice 2: the schedule a little bit more intensely now but if we could uh move the 24th one to the 25th and

[0:11:15] Voice 2: then have the march one be on march 24th in a regular meeting so the special meeting be

[0:11:20] Voice 2: be February 25th so then we can really have budgetary kind of and theme it as budget

[0:11:25] Voice 2: I know that there's a few people on tender that have some thoughts

[0:11:41] Voice 3: I think that's all workable and my gut tells me no matter what I should come to the first one

[0:18:40] Voice 2: february like if that's the goal for that one but one of those two meetings we need to have some

[0:18:44] Voice 2: kind of conversation in our community about the budget because i don't want us to come into trust

[0:20:44] Voice 7: so higher volume of applications, higher population, and some of the, you know, some of the projects are, you know, like you're doing a land use bylaw review last term and into this term, which Galliano has not done for a long time.

[0:21:09] Voice 2: just track because i'm sure it's going to come up at trust council we're going to get grief about it

[0:21:13] Voice 2: is we haven't uh passed our model fees bylaw nope and so we need to talk about that in january

[0:21:21] Voice 7: so it'll be on the agenda in january um along with bring back the delegation bylaw so those were

[0:21:27] Voice 7: the two the dp delegation bylaws so those were the two items that were uh two administrative

[0:21:33] Voice 7: bylaw items that were deferred from the last ltc to this one um and i think there were specific

[0:21:39] Voice 7: motions to bring them back at the beginning of the term um and proceeding with the dp delegation by

[0:21:45] Voice 7: law will assist us in terms of also having in terms of having fewer regular meetings

[0:21:51] Voice 7: if you proceed with the delegation bylaw there'll be fewer uh applications and on the ltc agendas

[0:21:59] Voice 7: and thus less delay for people and shorter agendas for those fewer regular meetings

[0:22:07] Voice 7: okay um and also another consideration i don't decide now obviously you can talk to kim

[0:22:16] Voice 7: myself is whether you want to schedule a special meeting at some point in january early february

1. CALL TO ORDER 
Chair Maude called the meeting to order at 11:30 am.  He acknowledged that the meeting was 
being held in traditional territory of the Coast Salish First Nations.  Chair Maude introduced 
Trustees and Staff. 
2. APPROVAL OF AGENDA 
By general consent the agenda was approved as presented. 
BUSINESS ITEMS 
3.1 Draft 2023 LTC Meeting Schedule 
  Points of discussion: 
 Accessibility to meetings 
 Friday vs. Thursday to increase attendance 
 Get community talking 
 Staff availability/travel 
 Saturday special-meetings occasionally 
 Hybrid – staff can join without travelling 
 Question of Recorder:   ads out for hiring 
 Community Resources (CRD) may have equipment for streaming 
 February meeting special meeting regarding budget for community input 
 Fees Bylaw and Delegations Bylaw – motion was made at previous meeting 
to bring forward to next term

 Trustee Campbell to speak with Planner Stockdill regarding Land Use Bylaw 
(LUB) Review Project.
